Govt notifies on civic polls DIMAPUR, OCT 7 (NPN): State government has directed that general elections to constitute the municipal councils and town councils in the state are held as per the schedule to be notified by the state election commission, Nagaland. According to a DIPR report, the Municipal Affairs Department (MAD) in a notification stated that reservation of seats for women, in accordance with Section 23 A (1) the Nagaland Municipal Act, 2001 (Amended), would be effected for the ensuing general elections to the municipalities. It further stated that details would be notified in due course.

Entry from Upper Chandmari junction and exit from PHQ junction would be restricted. According to a notification issued by DC and RTA Kohima, the regulation was adopted to ease the traffic congestion at PHQ junction in the interest of public. Therefore, the public have been notified for strict compliance with immediate effect.

In his message, Acharya said Durga Puja -- the ceremonial worship of the mother goddess, was one of the most important festivals of India. He said apart from being a religious festival for the Hindus, it was also an occasion for reunion and rejuvenation, and a celebration of traditional culture and customs. Governor said, “The complete image of goddess Durga represents destruction of evil and protection of good and reflects the point that in order to become divine, one should keep one’s animal instincts under control.” As the message of the festival signifies, he called upon all to be in reverence and gratitude towards everything that “matters in our lives which will lead us to success and victory.” The message said, “I extend my best wishes as you celebrate all the blessings of the goddess with your friends, family, acquaintances and loved ones on this Durga Puja.” He prayed that the festivals of Durga Puja and Dussehra be celebrated in the true spirit of peace, joy and brotherhood.

MON, OCT 7 (NPN): While the phase wise agitation called by Eastern Nagaland College Students’ Union (ENCSU) over MBBS seat allocation continues to affect normal functioning of government offices in the four districts of Eastern Nagaland- Mon, Tuensang, Longleng and Kiphire, the state government has so far failed to give any positive response. In Mon, ENCSU and Konyak Students’ Union (KSU) on Friday intensified agitation by shutting/locking all government offices under its jurisdiction. No untoward incidents were reported till this report was filed. However, ENCSU has temporarily suspended
the agitation in view of the closure of government offices on account of Durga Puja, “till the call for further phase of agitation is announced”. ENCSU has been demanding allocation of four MBBS seats to backward tribe (BT) candidates. The student bodies picketed government offices after state government failed to intervene even after two days of agitation (disallowing government vehicles to ply in Eastern Nagaland). Volunteers in Mon picketed and locked all government offices by putting up placards in the main entrance of the offices, some of which read “justice delayed is justice denied”, “locked untill justice is delivered” etc. District administration, security forces, emergency services and medical team were exempted from the purview of the agitation. A seminar on RTI, which was scheduled at DC’s Mon office on Friday, had to be postponed.
Meanwhile, ENCSU informed that the agitation in the form of seizing government vehicles and locking down of government offices in the four districts was likely to continue till government respond. On the first day of the three-phase agitations, volunteers from Mon confiscated 12 vehicles and one motorcycle belonging to various government departments. As of now, the union has seized 22 government vehicles. According to ENCSU officials, the vehicles would be released only after state government fulfilled the demand. ENCSU also threatened to enforce blanket bandh in the four districts if they failed to get positive response from the government.

DIMAPUR, OCT 7 (NPN): Taking serious note of the issue, Eastern Nagaland Peoples Organisation (ENPO) has fervently appealed to the state
government to immediately intervene and resolve the matter without further delay. A statement from ENPO president Khoiwang Konyak and general secretary Manlang Phom, reminded that the demands made by the aggrieved students were legitimate. ENPO alleged that the government policies on the issue appeared “to be flawed denying, overlooking and abusing the rights of the students”. It demanded that the student community of the six tribes-- Chang, Khiamniungan, Konyak, Phom, Sangtam and Yimchunger be given the due share to participate as professionals in the governing system of the state and for the welfare of public. “It is only fair to mention that the denial of the aspiring and rightful students must be redressed and availed thereof,” ENPO stated. ENPO also cautioned the establishment and state government not to mishandle the issue in the larger interest of all concerned.
PWD (NH) dismisses NCSU charges NTC hits out at govt. on DIMAPUR, OCT 7 (NPN): The Public Works Department (PWD), National Highway, has issued a clarification to the allegations leveled against the Maytas-Gayatri (JV) by the Nagaland Contractors’ and Suppliers Union (NCSU), which was published in local media on October 7, 2016. In a press release, commissioner & secretary, works & housing, I. Himato Zhimomi dismissed the NCSU allegation that JV abandoned the two lane projects under SARDP-Phase-I after carrying out formation cutting. He said the JV had to suspend the works as the revised estimates were not approved by the Ministry of Road Transport and Highways (MoRTH). Subsequently following a PIL, commissioner & secretary said the Gauhati High Court directed MoRTH to reconsider the revised estimates and appointed a Court Commissioner to oversee the completion of works. Consequently, he said the MoRTH filed a review petition in the Gauhati High Court, which was dismissed. According to commissioner & secretary, the ministry has now filed a special leave petition in the Supreme Court and the matter was listed to be heard at the earliest. He said SARDP phase-I works was therefore expected to recommence as soon as the matter

On NCSU allegation that the JV “managed to eyewash” the MoRTH in winning the four lane project of NH-29, the commissioner & secretary said Gayatri won the national tender floated by NHIDCL for 15km stretch of the road. He said there was no issue of any ‘eyewash’ by the company as they qualified technically and financially for the aforementioned road through open bidding basis. In view of the above, the PWD (NH) has appealed to the NCSU to refrain from “unfounded charges” and to also desist from making “indirect intimidations to the company.” The department stated that long-awaited four lane NH 29 would be the lifeline for the Naga people and would act as the most important link of Government of India’s Act East Policy. Commissioner & secretary said it was therefore important that all sections of the society understand the significance of this road and provide full cooperation to this national project so the companies were able to complete the works on time without any interference.

DIMAPUR, OCT 7 (NPN): In a sharp attack on the state government, the Nagaland Tribes Council (NTC) on Friday accused the latter of becoming “the major partner in exploiting the gullible public by depriving its due share of benefits from the Public Distribution System (PDS) and posing harm to public out of fuel adulteration” . In a press note, NTC media cell lauded the ACAUT detecting and “busting the illegal operations in the State through its consistent activism and vigilance over anti-people activities promoted by State Govt.” It said Nagaland was badly plagued by corruptions at all levels and the accountability and transparency in the governance in the State was a matter of the past. “It is a matter of shame for how much we, the Naga Christians, do blackmail the name of Jesus Christ in our double standard dealings,” NTC stated. One of the most destructive businesses is the nefarious nexus between the people in power and the ruffians who have converted public distribution system to a mere money minting industry, it said. Taking note of these, NTC said it had resolved on October 4, during its executive meeting held at de Oriental dream Hotel, Dimapur to extend all possible cooperation and support to the Co-ordination Committee on Fuel Adulteration (CCoFA) and its decision to take the issue to the public (Cont’d on p-7) domain.
KOHIMA, OCT 7 (NPN): Decks have been cleared to hold municipal council and town council polls in Nagaland, after the state government issued a notification through the Municipal Affairs Department (MAD) signalling that polls would be held as per the schedule to be notified by the State Election Commission, Nagaland. According to DIPR, the MAD issued the notification in exercise of powers conferred with the state government under section 25(1) of the Nagaland Municipal Act 2001. Reservation of seats for women would be effected in the polls in accordance with Section 23A(1) the Nagaland Municipal Act 2001 and details of the quota would be notified in due course of time added DIPR. The Nagaland Assembly passed the Nagaland Municipal (First Amendment) Act in 2006 which provided for 33% reservation of seats for women. However, the state government did not hold elections due to opposition from tribal hohos(males) who maintained the state was exempted from laws that do not conform with Article 371A. NMA filed a writ petition challenging the state government’s refusal to hold municipal elections was filed before the Kohima Bench of the Gauhati High Court on June 26, 2011. In October 2011, the court, presided by a single judge, upheld the petition and directed the government to hold the elections to municipal councils and town councils on or before January 20, 2012. However, the state government filed an appeal before a division bench of the Gauhati High Court. The previous ruling was stayed. According to some lawyers, the SLP filed by the women (JAWCR) in the Su-
preme Court has been made infructuous by the state government itself when it issued notification for polls. The apex court had granted the SLP and also stayed the Gauhati High Court order of the Division Bench which stayed the October 2011 order of the Single judge bench. The petitioners (JACWR) then moved a Special Leave Petition in the Supreme Court in September 2012 and finally got a ruling on April 20 this year. The Supreme Court upheld the single-judge ruling of the Gauhati High Court of October 2011.
Women ready for polls
Nagaland Post contacted various women organisations to solicit their views and line of action with regard to their participation in the polls. Angamiapfu Mechu Krotho (AMK) president Ruokuoheü Miachieo said there are women candidates prepared to contest in five or six of the 19 wards under Kohima Municipal Council. Ao women, rather than the Ao Watsu Mungdang (Ao women organisation) are also preparing to contest in at least five to six wards out of 15 wards under Mokokchung Town. Lotha Eloe Hoho president Mhonchumi Humtsoe said that though specific candidates were not identified yet women were prepared to contest in five out of the 15 wards under Wokha Town with the support of Lotha Hoho. Sumi Totimi Hoho (STH) president said they were also ready for the election and women woukld contest in seats that will be reserved as per the 33% women reservation. ENWO president Birila Tokiu said that for Mon town, Shamator, Kiphiri and Longleng town, three wards each would come under the 33% quota out of 11 wards. In Tuensang four wards out of 16 are to be reserved for women. Birila said in Noklak, three wards out of 9 wards were reserved for women and process for screening candidates would be done as soon as the poll schedule is announced. Naga Women Hoho Dimapur president Hukheli T. Wotsa said the election with women reservation would be held for the first time and NWHD was in the process of screening suitable women candidates (for 7 of the 23 wards under DMC). Chakhesang Mothers Association (CMA) president Zaposhelu Venuh said campaign has started for reaching a consensus for three candidates reserved for women out of 11 wards. Rengma Mothers Association (RMA) president Kelesha Kath said three out of nine wards will be reserved for women and for which RMA will convene a meeting to begin the process for selection. Pochury Mothers Association (PMA) president Machu Joshu expressed confidence that it will be able to choose three women candidates out of 9 wards and along with the support of the Pochury Hoho. Tenyimia Women Organization (TYO) comprising of ten(10) women organizations, five from Naga inhabited areas and five from within Nagaland expressed their keen for the election and said meeting will be convened soon and seek the opinion of all the units too.

M O KO KC H U N G, O C T 7 (NPN): A petrol pump at Mokokchung town, which was sealed by the district administration and police on Thursday after the Ongpangkong Kaketshir Mungdang (OKM) complained of faulty meter reading, was unsealed on Friday, under the supervision of EAC Daniel, to allow inspection by the department of Legal Metrology & Consumer Protection (LM&CP). On inspection, the department officials found that the seal in one (out of four fuel dispensers) of the machines had been allegedly tempered. Speaking to the media persons, assistant controller, Meyimeren, stated that it was the duty of the LM&CP department to seal each of the fuel machine (in the metering unit and pulsar assembly) and that it was the responsibility of the management to inform whenever there was a breakdown of the machines. ACAUT: Meanwhile, ACAUT in a press note while urging the authorities to probe deeper, alleged that the fuel outlet, based on the complaints, was also selling adulterated fuel. While terming it as an insult to the authorities and public of Nagaland, ACAUT said despite the recent exposure and crackdown on fuel adulteration in Dimapur, the fuel outlet had the audacity to carry on with such illegal activities. ACAUT has requested the authorities to book and take “stringent action against the actual owner of the outlet-- RBC & Sons, after observing all the formalities”. ACAUT cautioned the authorities against sending the samples only to Guwahati, saying the same should also be sent to other accredited labs as a precautionary measure and to summon IOC officials to inspect the site and verify. It has also appealed SIT on fuel adulteration to expand its scope of investigation beyond Dimapur and to probe fuel outlets in Zunheboto and Tuensang, where is said the worst quality fuel was openly sold. KIPHIRE, OCT 5 (NPN): All Nagaland Aggrieved Hindi Teacher’s Association (ANAHTA) Kiphire unit has appealed the responsible authorities to release one month pending salary at the earliest. President ANAHTA Kiphire unit, Seroba Sangtam stated that other districts have already received in the month of August last but Kiphire SDEO was yet to receive. “Even after repeated appeal made to department, there has been no response to our grievances and difficulties,” the press note stated. Therefore, the association requested the higher authority to release the pending salary within the week. It also informed that teachers had been performing their duties sincerely for the last 8 months without salary.

KOHIMA, OCT. 7 (NPN): Chairperson Nagaland State Commission for Women (NSCW) Temsula Ao formally launched the book “enquiry into the status of women in Nagaland,” a study by North East Network (NEN) in a function held at hotel East gate Kohima on Friday. The book is an exploratory study on the status of women in three districts of rural Nagaland conducted in 6 villages during January 2014 to March 2016. In her address, Ao congratulated NEN for their devoted and untiring work for producing path-breaking documents and also lauded the engagement of NEN through various activities and programmes towards improving the status of women in the entire North East. She said their approach has always been practical in organizing local resources and honing native skills by initiating hands-on enterprises. in politics, economi,c and social endeavours, Nagaland will never achieve the vision which was created after years of struggle and suffering for both men and women. Executive director NEN Dr. Monisha Behal in her address said there was discrimination against women in Nagaland as per the study and research by the network and it often happen due to lack of institutional support. She reminded that the constitution of India gives equal rights to all and the
government should extend support. Monisha opined that women giving opportunity in the election to represent people would provide better governance as women know the ground reality problem face by the people. Programme associate NEN Hraveine David in her presentation on “enquiry into the status of women in Nagaland” gave detailed report about the rationale, gender base discrimination, violence against women (VAW), scope of the study, objectives, analytical framework, key finding of the study and others. She said according to the NEN researches it recommended the need to create community awareness programmes on gender sensitive socialisation and child rearing practice, and strengthen paternal responsibilities in mother and child care support systems, create enabling conditions with Gender re-distributive policies to encourage girl child education at elementary, higher secondary, professional and higher education; and to provide equal opportunity for girls in making career choices,
Gender redistributive measures to mainstream care work irrespective of gender, family counseling centres to be set up even in rural areas and needed of inclusion of women’s participation in public and political affairs through strategic gender inclusive policy and professional mandates for community based institutions and the Government stakeholders, the State must ensure the effective implementation of pro-women laws such as that of the Protection of Women from Domestic Violence Act 2005, to enable aggrieved women to access justice and support services must be provided for women who are the victims of violence. SDO sadar (judicial) Neilozo Tep in his address said many domestic violence go unexposed or reported in Nagaland due to social issue. He said that the government was always blamed for insincerity of employees and teachers and urged the children to be sincere in everything they do. Eshak noted that the purpose of education was lost if no matter how educated a person is if the person lacks patience, tolerance and sincerity. Further, he congratulated the students for their success and lauded them for bringing laurels to the community, and encouraged them to become active members in building a good Naga society. Earlier, keynote address was delivered by Trustee MAT, Er.Moa Aier, while God’s blessing was invoked by director, Nagaland Missions Movement, Rev.Andrew Semp. DIMAPUR: Shokhuvi village, one of the prominent villages in Aqahuto area under Dimapur district, inaugurated its village gate (Khagho) on October 7, with land resources, secretary Y. End chaotic situation in MU: MUTA
Teaching and non teaching staff of Manipur University staging urging to resolve choatic in the varsity on Friday. Correspondent IMPHAL, Oct 7: The teaching and non-teaching staff of Manipur University under the initiative of Manipur University Teachers Association (MUTA) Friday staged a sit-in-dharna demanding restoration of normalcy in the varsity. The university has been reeling under various crisis and the authority are yet to commence its academic session for the current year due to controversy that surfaced after the authority decided to switch the reservation policy of the University Grand Commission (UGC).
While some section of the students are demanding early commencement of the academic session, others particularly tribal students are protesting against adopting UGC’s reservation policy. Amidst the chaotic situation, recreation hall of the university along with four other facilities storing research papers for many students were reduced to ashes by an arson on the night of October 3. Following the incident coupled with chaotic situation prevailing in the varsity, vicechancellor M Dhaneshwar had tendered his resignation the next day. Various placards “Make
Manipur University a Violence Free Zone”, “We Condemn Violence”, “Honour the Sanctity of University” among others were displayed at the sit-in. MUTA president Prof S Jibonkumar termed the arson as unfortunate incident and urged to resolve all issues in the university through dialogue. Violence will not bring solution to any problem, he added. The violent activities being witnessed inside the university complex in the past few days were not a thing expected by the people from such high educational institution, said the president.

The hard earned knowledge of the students for project works had been destroyed and the impasse in the university would only make the final semester students of the university suffer, he added. Jibonkumar added that the admission of the academic session could not begin till date due to differences of opinion on reservation policy for admission. In the meantime, Akhil Bharatiya Vidarthi Parishad (ABVP), Manipur today joined voices demanding reopening of Manipur University which has remained shut after the October 3 arson incident and resignation by the VC-in-charge on the following day. The student wing of the BJP insisted that Union human resource minister must intervene immediately to bring an end to the prevailing chaotic situation. Addressing a news conference at Manipur Press Club Imphal, ABVP state secretary Narendra Sapam said “The decision to shut down the University totally should be revoked immediately.” Normal classes and other activities should resume immediately, he demanded, asserting that shutting down of the varsity was not the solution to the prevailing issues.

GNLA’s 2nd in command surrenders Williamnagar, Oct 7: The Garo National Liberation Army (GNLA), suffered a heavy setback to the leadership of the deadliest terrorist outfit in Meghalaya after the number 2 man surrendered to government authorities on Friday. Zen Robert Ch. Marak alias Rupanto Marak, the deputy commander-inchief of the GNLA along with his aide Armindo B. Marak alias Rangdat, surrendered before Davies Marak, police chief of East Garo Hills district, in the wake of the ongoing combing operation. “It is a heavy setback for the GNLA leadership (Sohan D.Shira). We are expecting more of them to surrender,” Marak said. Interestingly, the surrendered terrorists deposited one 9mm pistol with nine live rounds of ammunition besides mobile handsets. “Rupanto had told us that he decided to give up the GNLA due to the growing dictatorial attitude of Sohan towards the cadres besides the unwanted killings,” Marak quoting the surrendered terrorist leader, said. However, the police officer said that both the terrorists came overground in the wake of the intensified combing operation launched by the Meghalaya police in Garo Hills against the outfit. “They have been under intense pressure and the only option for them was to surrender to us. Therefore, we are hopeful that more of them will follow suit,” Marak said. The GNLA, which claims to be fighting for a separate ‘Garoland’ in western Meghalaya, is headed by police officer-turned-rebel Champion R. Sangma, who is lodged in the Shillong jail after being arrested from near the India-Bangladesh border in 2012. It has forged an alliance with the outlawed United Liberation Front of Asom-Independent. IMPHAL, Oct 7: Normal life in hill areas of Manipur was Friday hit owing to a 12-hour bandh by Joint Action Committee Against Anti-Tribal Bills (JACAATB) and Outer Manipur Tribal Forum (OMTF). No untoward incident was reported from any part of the hill districts during the 6am to 6pm bandh. The bandh particularly hit vehicular movement at the district headquarters. Some Imphal-bound vehicles including inter-state buses were reportedly stranded beyond Mao gate on Nagaland side till this evening. However, the vehicles proceeded for Imphal after the bandh ended at 6:00 pm, the report added. JACAATB and OMPT called the bandh to condemn the alleged indifferent attitude of the state government towards the tribal people of the state. The two bodies alleged that Manipur government was repeatedly attempting to pass a fresh bill which is deviously similar to the rejected Protection of Manipur People Bill, 2015. The JACAATB and OMTF reaffirmed their stand not accept any new bill that affects the tribal people and its ancestral territories. (Correspondent)

If the bill is passed in the Parliament, it would pave way for large scale influx to Assam particularly into Karbi Anglong where the place is already over populated. According to latest census, there are 9,65,280 people in an area of 10,432 square kilometer. Compounded problems have jeopardized the existence of indigenous hills tribals like Karbis, Dimasas, Kukis, Rengmas, Hmars etc, said Daniel Teron, member of media cell HSDC in a press communiqué. “The Citizenship (Amendment) Bill 2016 initiated by the Narendra Modi led

New Delhi, Oct 7 (PTI): Demanding a “peace bonus”, Sikkim Chief Minister Pawan Kumar Chamling today appealed to the Centre to undertake more development initiatives in the Northeast, saying his state is yet to be connected by air and rail networks and condition of roads are pathetic. Chamling sought “peace bonus” from the central government for remaining the most peaceful state in the country. “There is no insurgency, no militancy, no violence in
Sikkim. Our state is the most peaceful in the country. We should be given a peace bonus by the Central government,” he told reporters here. In 2000, the Central government had given a “peace bonus” of Rs 182.45 crore to Mizoram for being the most peaceful state in the Northeast after decades of insurgency. The Chief Minister said construction of an airport in Sikkim has been going on for years while no progress has been made in implementing
the plans for connecting the Himalayan state with trains. “Our only lifeline is road. But condition of roads are very pathetic. We urge the Central government to take more development initiatives in Sikkim as well as other Northeastern states,” he said. Aizawl, Oct 7 (PTI): Bangladesh Minister of State for Water Resources Muhammad Nazrul Islam today said his country has a “zero tolerance” policy for dealing with militants and does not allow its territory to be used for insurgent camps. The Minister, who was here to attend a two-day international seminar, told PTI that the Sheikh Hasina government is taking serious steps against insurgents and terrorist groups that tried to use Bangladeshi territory as a “safe haven”. “Our forces have removed a number of insurgent camps from Bangladesh and leaders of the terrorist groups, including Assam’s ULFA, were arrested and handed over to India,” he said. States must focus on power for all
Vadoda r a , O c t 7 (Agencies): Setting a precedent, the Union ministry of power has urged states to do away with demarcations in rural electrification program and focus on power for all. According to Business Standard, to facilitate the same, Piyush Goyal, minister of state for coal, power, new & renewable energy and mines said the states are now open to use any data to mark the households and provide electricity. Speaking on the sidelines of the State Ministers’ Conference in Vadodara, Gujarat, Goyal said, “We have asked states to use funds allotted under Rural Electrification programs for providing electricity to all rural households. And if more money is needed, Rural Electrification Corporation (REC) would provide soft loans.” He said REC would give long-term loans at lowinterest rates. “The idea is to give connection to all rural households and recover costs in next 10 years,” said Goyal. He added that most states have agreed to the proposition and the centre would look into the legalities. “We have urged the states to look beyond definitions of APL and BPL and aim at power for all. Kejriwal defends Modi against Congress attack New Delhi, Oct 7 (Agencies): Delhi Chief Minister Arvind Kejriwal on Friday condemned Congress vice-president Rahul Gandhi’s comment that Prime Minister Narendra Modi is doing politics over the blood of jawans, who sacrificed their lives for Kashmir. According to ANI, Kejriwal said words like ‘dalali’ is derogatory and painful and should not have been used by Gandhi. “I strongly condemn what Rahul Gandhi said about our jawans, this is a matter in which we all need to stand united,” said Kejriwal. Of the 6 lakh villages which are claimed to be electrified, more than half are yet to be ‘intensively electrified.’ It means electricity infrastructure is accessible to all in that village/district. It includes all the majra, tola, APL and BPL type of households that fall in the territory of that village. Close to 1.5 crore households are without any metered connection, as per government estimates. IANS Adds: Declaring that it doesn’t aim to give out dole to states, the central government exhorted state power departments to become more efficient and transparent to achieve the goal of supplying affordable electricity. “We are not here to give out dole to states... rather the Union Government encourages states to become efficient in their functioning, more transparent and self-reforming so as to work for the wider interests of the society and achieve the goal of 24x7 Affordable Power for All,” Piyush Goyal said inaugurating a conference here of Power Ministers of states and union territories (UTs). “I am greatly satisfied with the encouraging response from the states,” Goyal said in
this regard, also drawing attention to the response of the states to the Centre’s UDAY debt restructuring scheme for state distribution companies (discoms). Issues such as implementation of Ujwal Discom Assurance Yojana (UDAY), National Electricity Plan, open access, compliance of renewable purchase obligation (RPO) by the states, policy interventions for hydro development, and import substitution of coal, among others, are expected to be discussed at the two-day conference here. Twenty Indian states and one UT have given in-principle approval for UDAY and 16 have already signed up for the scheme. The conference is being organised as part of the Switch Global Expo here organised by the Gujarat government. In the area of renewable energy, state-wise review will be taken on issues regarding solar power, wind power as well as the compliance of Renewable Purchase Obligations and Renewable Energy Certificates, the statement said. In the coal sector, deliberations will focus upon issues like import substitution of coal, and flexibility in utilisation of coal, among other outstanding issues of coal companies, it added.
NGOs, journalists to assess govt depts’ transparency New Delhi, Oct 7 (PTI): Civil society activists and journalists will be roped in to suggest ways for improving transparency and accountability in governance through effective implementation of the Right to Information Act. The Department of Personnel and Training (DoPT), nodal authority for implementation of the RTI Act, has decided to give short-term fellowship to researchers from the field of media, journalism and civil society organisations associated with the transparency law to assess voluntary disclosures by various central government ministries. The objective is to contribute towards better understanding of the success of RTI and constraints in its implementation. The proposal should clearly indicate the output that will be delivered at the end of the fellowship. It could be in the nature of a monograph of say 10,000 words which is ready for publication or features, news or investigative stories that could be printed or published as a journalistic piece in national and international media or in the case of professionals from the field of audio-video media, it could even be short video films or stories.
NEW DELHI, OCT 7 (IANS): Bharatiya Janata Party President Amit Shah on Friday launched a scathing attack on Congress Vice President Rahul Gandhi over his “dalali” remark targeting Prime Minister Narendra Modi, and said with it he has crossed all limits. Gandhi on Thursday hit out at Prime Minister Modi, accusing him of doing “dalali” (profiteering) over the bloodshed by Indian soldiers. Shah demanded a clarification from Congress President Sonia Gandhi on Rahul Gandhi’s “dalali” remark. Shah lambasted political leaders, particularly Rahul Gandhi and Delhi Chief Minister Arvind Kejriwal, for “playing politics” over the September 29 surgical strikes. Targeting Kejriwal, Shah said that the trend of doubting the “surgical strikes” was started by the Delhi Chief Minister. “By saying ‘dalali’ over soldiers’ blood, Rahul Gandhi has crossed all limits. The remark reflects the Congress’ mentality,” Shah told a press conference here. “I strongly condemn his remarks. They are an insult not only to the brave armed forces

New Delhi, Oct 7 (PTI):: For the first time in India’s constitutional history, the Centre Friday opposed in the Supreme Court the practice of triple talaq, ‘nikah halala’ and polygamy among Muslims and favoured a relook on grounds like gender equality and secularism. The Ministry of Law and Justice, in its affidavit, referred to constitutional principles like gender equality, secularism, international covenants, religious practices and marital law prevalent in various Islamic countries to drive home the point that the practice of triple talaq and polygamy needed to be adjudicated upon afresh by the apex court. “It is submitted that the issue of validity of triple talaq, nikah halala and polygamy
needs to be considered in the light of principles of gender justice and the overriding principle of non-discrimination, dignity and equality,” the affidavit filed by Mukulita Vijayawargiya, Additional Secretary in the Ministry, said. Responding to a batch of petitions including the one filed by Shayaro Bano challenging the validity of such practices among Muslims, the Centre first dealt with the right of gender equality under the Constitution. “The fundamental question for determination by this court is whether, in a secular democracy, religion can be a reason to deny equal status and dignity available to women under the Constitution of India,” it said. Referring to constitution-
al principles, it said that “any practice by which women are left ‘socially, financially or emotionally vulnerable’ or subject to the whims and caprice of men-folk is incompatible with the letter and spirit of Article 14 and 15 (Right to Equality) of the Constitution”. Linking the issue with the Right to Life and Personal Liberty, the Centre in its 29-page affidavit said “gender equality and the dignity of the women are non-negotiable, overarching constitutional value and can brook no compromise. The Centre’s affidavit said women must be made equal participants in the development and advancement of the world’s largest democracy and any practice, which denuded their status as citizens due to religion, is an “impediment” in achieving the larger goal. It also referred to various apex court judgments to buttress the point that fundemental rights like Right to Equality and life with dignity formed part of the basic structure of the Constitution and hence were non-negotiable. The Centre also said that the nation, being a founding member of the United Nations, was committed to international covenants and the UN Charter which spoke about equal rights for men and women.

Talking to reporters here after a meeting to review the situation on the border in the wake of heightened tension with Pakistan, Rajnath Singh said the plan to seal the border will be implemented in a timebound manner. “The Home Ministry has set up a target of fully sealing the Indo-Pakistan border by December 2018. To achieve this target, the action plan prepared is fully time bound

Aware but now awake
A
wareness on environment protection is not something that begins and ends with campaigns. That would be belittling the huge challenge faced by planet earth in providing the cycle of sustenance for human habitation. Unfortunately, humans have opted for artificial comforts at the cost of nature. Due to human interference with the environment through emissions of chemicals and pollutants, the changes are being witnessed through changing climatic winds, oceanic currents and rising heat and humidity. The global warming debate has neglected and thus underestimated the importance of technical change in considering reduction in greenhouse gases and adaptation to climate change. At the local level, awareness has not gone beyond the seminars and workshops and destruction of natural forests continues to be a pillaging threat to the environment. The local destruction of the local environment has also added to the changes in climate. According to environmentalists, there can be no compensation for the loss of natural forests because open forests are often classified as degraded. A dense or closed forest, as it is known in scientific terms, is characteristic of that area and climatic conditions. When a natural forest is felled what is lost is the ecological system, including rare species of flora and fauna. What replaces it is a monoculture plantation of fastgrowing species. What is needed is a long term five-year plan and annual plan of action. Unless we get down to action, all these concerns would only be futile and meaningless. One of the most destructive symbols on the environment has been the total loss of the once lush Rangapahar reserved forest which was declared as a sanctuary. This newspaper had exposed the nexus that had systematically destroyed the forest since 1990. At the height of its prime, Rangapahar Sanctuary had 21,768 acres when it was notified as a reserved forest in 1925 by the forest department of Assam. Today, what is left of the sanctuary is about hardly 300 acres that is supposed to be the Nagaland Zoological Park. The battle to save the last patch of green in Nagaland beginning from the mid-80s was lost when the forest department itself became predator in 1990by wantonly felling all standing trees on one hand. Even the present Intangki National Park has been under severe depredation since the mid-90s. There is also a success story of recent years involving the saving Amur Falcons from becoming another of the hundreds of species that have become extinct. The Nagaland Wildlife & Biodiversity Conservation Trust (NWBCT), a Dimapur-based NGO, has made a mark by successfully creating awareness on saving Amur Falcons in collaboration with the forest department including district authorities in Wokha as well as community members to stop the killings in 2013. The state has won international recognition for this. o government in the state should overlook the role of sustainable development while pursuing economic growth. Ignoring this matter would only create an unfavorable climate literally and geographically and disturb the need to maintain equitable and healthy rates of growth. Nagaland has or had till a decade back, rich biodiversity but today, the land has been bled while the rivers have been thoroughly sterilised to an extent where they are now unable to actually sustain any form of aquatic life. Environmental quality is not a matter of sentiment. It is an economic imperative, particularly in Nagaland where history and tradition are about environment.

It is revealed throughout the Bible that our Lord took on Himself the sin of the world through identification with us, not through sympathy for us. He deliberately took on His own shoulders, and endured in His own body, the complete, cumulative sin of the human race. “He made Him who knew no sin to be sin for us…” and by so doing He placed salvation for the entire human race solely on the basis of redemption. Jesus Christ reconciled the human race, putting it back to where God designed it to be. And now anyone can experience that reconciliation, being brought into oneness with God, on the basis of what our Lord has done on the cross. And its application to individual people is a matter of their own individual action or response to it. uman right are the basic rights and freedom to which all humans are considered entitled, the right to life, freedom of thought and expression and equal treatment before the law, are some among others. These rights represent entitlements of the individual or group, as well as responsibilities of the individual and the government authorities. Such rights are ascribed “naturally” which means that they are not earned and cannot be denied on the basis of race, creed, ethnicity or gender. Every year the 10th December is observed ass International Human Rights Day to bring to the attention of the peoples of the world that the Universal Declaration of Human Rights is the common standard of achievement for all peoples and all nations. The Vienna Declaration and Programme of Action, adopted by the World Conference, marked the beginning of a renowned effort in the protection and promotion of human rights. Promoting human rights is one of the core purposes of the United Nations. And the core purpose of the United Nations was deliberately failing as Nagaland government could not constitute a State Human Rights Commission (SHRC) till date. Human Rights are fundamental to our every existence without which we cannot live as human beings. To protect human rights is to ensure that people receive some degree of decent, human treatment. Article 21 of the constitution of India is the heart of all other fundamental rights, without which all other fundamental rights are meaningless. These values such as dignity, liberty, equality, justice, ethics and morals, have had their significant impact to shape the human relations in a society. The main aim and function of law in any society is to regulate the relations between men and to alleviate the intensity of conflicts to promote peace, security, good and orderly behaviour of mankind to establish a conflict free society. In view of the linkage and importance that values play a significant role in the promotion and realization of human rights, the different concepts of values are examined in brief; Human Values: In general, we think of values that are commonly followed by us in day to day life. This value vary from person to person depending on their experiences and circumstances in which they grow. However, there are certain basic values

which are common to all. They are life, liberty, security, freedom and success, security to life, kindness, pain and pleasure. Depending on the circumstances, which each person grow up considers which value is important to him. But adhering to values which is important to all, in the longer run develop a society, to establish peace for the progressive all round development of all the sections of a society. This will help to learn to live with unity in diversity. Dignity: Dignity is another value that regulates the behaviour of individuals. Dignity is a relative term with regulatory nature. This concept dictates that everyone of us has to exercise due caution and care in our relations without undermining the capacities of other person. Equality: Equality is another important component of human rights. From ancient to modern times, people are fighting to achieve this in terms of its practical application to each situation. Equality is a relative concept which may be distinguished basing on a number of factors, and the enjoyments of rights
on an equal footing. The aim of the Universal Declaration of Human Right and the constitutions of various countries including India are to treat all the people on an equal footing without any kind of discrimination. This may be referred to formal equality. Wherein in the eyes of law are equal. Although all people are numerically considered as equal in the eyes of law in providing the amenities or distribution of resources, all may not be considered or treated as equal in reality. This is because of the socio-economic political and cultural conditions that prevails in each society. In order to up lift the people who are not equal on any ground specified above, they need to be given certain concessions and facilities to improve their states and to reach the equal status with that of others who are on a high pedestal. Liberty: Liberty is another concept which plays a vital role in the promotion of human rights. Liberty is an ancient concept. This concept has its roots in the political philosophy. In simple terms, liberty means human beings are free to regulate their relations and are able to govern their relations, behave at their own will, and be responsible for their acts. But if the acts are bad or performed with an intention to defray anybody or deprive them of their legal claims, they not only affect the rights of others, but also of their own in the long run. In 1985, 10 percent of Americans said they had no one to fully confide in, but by the start of this century 25 percent of Americans said that. All of this has left people wondering if technology is making us lonelier. Instead of going over to the neighbor’s house, are we sitting at home depressingly surfing everybody else’s perfect lives on Facebook? Over the past decade, the best research has suggested that no, technology and social media are not making us lonelier. These things are tools. It’s what you bring to Facebook that matters. Socially engaged people use it to further engage; lonely people use it to mask loneliness. As Stephen Marche put it in The Atlantic in 2012, “Using social media doesn’t create new social networks; it just transfers established networks from one platform to another.” But recently, people’s views of social media have grown a bit darker. That’s because we seem to be hitting some sort of saturation level. Being online isn’t just something we do. It has become who we are, transforming the very nature of the self. Earlier this year, Jacob Weisberg had a fine essay in The New York Review of Books reporting that, according to a British study, we check our phones on average 221 times a day — about every 4.3 minutes. A decade ago almost no one had a smartphone. Now the average American
spends five and half hours a day with digital media, and the young spend far more time. A study of female students at Baylor University found that they spent 10 hours a day on their phones. A lot of this traffic is driven by the fear of missing out. Somebody may be posting something on Snapchat that you’d like to know about, so you’d better constantly be checking. The traffic is also driven by what the industry executives call “captology.” The apps generate small habitual behaviors, like swiping right or liking a post, that generate ephemeral dopamine bursts. Any second that you’re feeling bored, lonely or anxious, you feel this deep hunger to open an app and get that burst. Last month, Andrew Sullivan published a moving and much-discussedessay in New York magazine titled “I Used to Be a Human Being” about what it’s like to have your soul hollowed by the web. “By rapidly substituting virtual reality for reality,” Sullivan wrote, “we are diminishing the scope of [intimate] interaction even as we multiply the number of people with whom we interact. We remove or drastically filter all the information we might get by being with another person. We reduce them to some outlines — a Facebook ‘friend,’ an Instagram photo, a text message — in a controlled and sequestered world that exists largely free of the sudden eruptions or encumbrances of actual human interaction. We become each other’s ‘contacts,’ efficient shadows of ourselves.” At saturation level, social media reduces the amount of time people spend in uninterrupted solitude, the time when people can excavate and process their internal states. Actually ‘Common Sense’ is not very common. Common Sense is having wise and nice sensibilities, a not very common Trait in Many. I knew the Ban on Movement of Vehicle in the Road on 5th Oct, was 6 AM to 6PM to emphasise Environment Cleanliness in our land. I did not know it was limited to Kohima District only. For an unavoidable work I had programed ahead to go to Dimapur on that day, and to reach Dimapur before 6AM, I and my wife woke up at 2:15 AM and started for Dimapur at 3:06 AM while it was still dark. We finished our works early but straggled at Dimapur to while away some time and started for Kohima travelling slowly intending to spend some 3 hrs on the way. When we reached Chümukedima Check Gate we saw Vehicles on the Road coming towards Dimapur from the direction of Kohima. I thought the BAN must have been relaxed from the Afternoon, more so because there were no Youth Volunteers stopping Vehicles at Chümukedima, Gaspani, Pherima or at Piphema.
We reached Peducha Bridge, and One Youth signalled us to stop. When I did, the Youth, middle height and build, a Volunteer, apparently the Leader of a Pact of Youths standing at the Roadside, came and politely informed me that Vehicles are not allowed to ply in the Road on the day to emphasise Environment Cleanliness in the Land. He was crewcut, in clean half-sleeved shirt, decently dressed and spoke very civilly in calm normal low voices. “But”, “Vehicles plied down towards Dimapur and nobody stopped us at Chümukedima or at Piphema from coming up”, I said, trying to justify myself. “The Ban is only within Kohima District Jurisdiction, we are doing this to make a wide circle of the general Public to be aware of the Need of Environmental Cleanliness” the Youth said. He stopped another Car and spoke to the Driver. The Driver stopped and spoke to him something and then drove off. The other Angami Youths of the Group simply stood quietly looking at the whole episode ‘unlike a pack of wild dogs’, saying nothing to help their leader. I remembered Lawrence of Arabia describing the Arabs as: “A Fiercely Independent People; but Does not know cohesion”: I thought Lawrence may as

Ethics is a normative science of human conduct in society which differentiates between right and wrong, good or bad, proper or improper. The standard, which makes one to differentiate good from bad or right from wrong is a value. Ethics with reference to human right presupposes freedom as a necessary pre-conditions. A free man can take his decision of action and such a decision can be evaluated as good or bad, right or wrong, proper or improper. Goodness is the highest of value. Goodness is objective, universal and rational. Some basic values are courage, tolerance, benevolence, kindness and friendship. This brief discussion of the various concept highlight the significance that human rights can never be achieved in total until and unless all the people of the united Nations, discharge the responsibilities with utmost sincerity. This in turn enables us to achieve, universalization of human rights without any kind of deviation to race, sex, language, religion, region, etc. This leads one to learn how to live in a diversified world, more particularly in the contemporary era of fourth phase of globalization. The Youth Volunteers of the day conducted themselves considerably civilly and maturely and I hope the day passed off successfully without any ugly incidents. Indeed, environment problems have appeared starkly even to Nagaland, and everybody, learned or not, must be aware of the seriousness of the problem. I am proud the Angami Youths are one of the first to do something for the Issue I looked after when I was in Service, but since this problem can not be tackled with a onetime Action only, in future, a less drastic Action may be devised than Ban of Vehicle on the Road for the whole day, particularly on the National Highway. You can have a day of happy touch points without any of the scary revelations, or the boring, awkward or uncontrollable moments that constitute actual intimacy. When Montaigne was describing the accumulating intimacy he enjoyed with his best friend, he described an emotional interaction that was full and progressive: “It was not one special consideration, nor two, nor three, nor four, nor a thousand; it was some mysterious quintessence of all this mixture which possessed itself of my will and led it to plunge and lose itself in his; which possessed his whole will and led it, with a similar hunger, and a like impulse, to plunge and lose itself in mine.” When we’re addicted to online life, every moment is fun and diverting, but the whole thing is profoundly unsatisfying. ANAHTA salary woes
The All Nagaland Aggrieved Hindi teachers Association (ANAHTA) being running into eight months without pay were left with no option but to boycott class. Since we were surviving on credit all through the year by regularly performing our duties faithfully hoping that the department will relies all our bending salaries at earliest. Whereas we have to pay our children School fees up to Feb 2017 for which we are left with no corner even to take credit. Our Department is aware of the fact that all the Hindi Teachers appointed under CSS are all regular State employees, appointed by following the proper procedure of law. Just because we are paid under the CSS does not mean that we can be deprived of our monthly salary, despite being regular employees of the State we have been giving Step motherly treatment from the initial stage of our appointment. This should be stopped immediately and henceforth. Urging the Department to realize all the bending salary by the second weak of Oct as we are performing our duties regularly. Releasing salary for one or two Month will not be sufficient enough even to pay our credit Therefore if our department fails to fulfill our demands we will be left with no option but to boycott class by 17th Oct 2016 as resolved by our members during the general meeting on 11 August 2106; until all the Teachers receive all our pending salaries. Reminding the department once again that our duties are to teach the Students and not to pursue our Department for the release of our salaries. New Delhi, Oct 7 (IANS): The Supreme Court on Friday stayed the Patna High Court order quashing the Bihar government’s ban on liquor. A bench of Justice Dipak Misra and Justice Uday Umesh Lalit gave the respondents - Confederation of Indian Alcholic Beverage Companies and others - six weeks time to respond, and gave the Bihar government four weeks’ time to file its rejoinder. The stay of the high court order came on a petition by the Bihar government which contended that it made the choice to impose prohibition in view of the prevailing social conditions. The bench directed the hearing of the matter after 10 weeks. Senior counsel Abhishek Manu Singhvi, appearing for the Confederation, told the court not to stay the high court’s order as because of the new law, the whole prohibition policy was in operation in the state. Singhvi told the court that the high court, had by its September 30 order, quashed the notification prohibiting the bottling, sale, distribution and consumption of liquor and the state government brought a new law on October 2. He also told the court that new law reinforcing the
prohibition has not been challenged so far. However, the unimpressed bench stayed the operation of the high court order, which had declared ultra vires Section 19(4) of the Bihar Excise Act, 1915 and the notification prohibiting liquor in the State. It had also declared as ultra vires the provisions providing for enhanced sentence and confiscation of property of those violating the prohibition policy. The Bihar government has contended that as a consequence of the high court order, its effort to have complete prohibition in the state in pursuance to its obligations under Article 47 of the Directive Principles of State Policy stood frustrated. The petition has contended that the high court had declared void Section 19(4) without taking into account the mandate of Article 47 which says that it is the duty of the state to raise the level of nutrition and the standard of living and to improve public health. The ban on liquor is a deterrent and consumption of liquor in Bihar is not in the public interest, says the petition by the state government, pointing out that the prohibition policy has been appreciated by a large number of people especially women.

New Delhi, Oct 7 (PTI): Delhi Police sleuths might soon be using the crime tracking software developed by law enforcement agencies in the US, to crack and prevent cases of online child abuse. On the concluding day of a three-day training programme organised by Delhi Police’s Special Police Unit for Women and Children (SPUWAC) in collaboration with Data Security Council of India (DSCI) and International Centre for Missing and Exploited Children (ICMEC), police officers were told that they might be given access to software used by the FBI and other premier investigative agencies. “During the three-day training programme, we were told that ICMEC has developed software in collaboration with the FBI, other law enforcement agencies in the US and the Massachusetts Institute of Technology (MIT) that might be made available to us. “These softwares are quite advanced and can track online predators, how they are accessing child pornographic images, where all the images have been circulated, from where it was uploaded. They can lead you to the IP address from where the abuse might be happening,” said a senior police officer who attended the programme. Officers were also taught about working on various file sharing websites and different kinds of torrent files. JAMMU, Oct 7 (PTI): Pakistani troops have violated ceasefire over 25 times along the LoC in Jammu andKashmir since the September 29 surgical strikes by Indian Army in Pakistan-occupied Kashmir to destroy terror launch pads. “There have been over 25 ceasefire violations by Pakistani troops along the LoC in Jammu and Kashmir after the surgical strikes,” a senior Army officer said on Friday. The major ceasefire violations took place on 3, 4 and 5 October along the Line of Control (LoC) in Jammu region. On October 5, Pakistani troops violated ceasefire thrice and resorted to heavy firing and mortar shelling to target several Indian posts and civilian areas in three sectors in Poonch and Rajouri districts of J-K, provoking retaliation by the Indian Army. Three soldiers had suffered minor injuries, while nine Pakistani armymen were injured in the retaliatory action by India.

NEW DELHI, Oct 7 (PTI): India’s second-largest telecom operator Vodafone today said it will spend Rs 20,280 crore on the spectrum it has acquired in all its key telecom circles in the just-concluded auction. “The new spectrum significantly enhances coverage, capacity and speed of Vodafone India’s 4G data services in its key circles, complementing existing high-quality 2G and 3G voice and data capabilities,” the company said in a statement. Vodafone’s investment totals Rs 20,280 crore, of which Rs 10,140 crore is payable upfront. Just last month, as the telecom industry was gearing up for the spectrum auction, Vodafone had announced that it had pumped in Rs 47,700 crore in its Indian arm since April. Given the Rs 20,280 crore push for the spectrum purchase, Vodafone had emerged as the most aggressive bidder in the recently-concluded auction ahead of rivals such as Bharti Airtel, Idea Cellular and the new-comer Reliance Jio.

New Delhi, Oct 7 (PTI): Gold extended its slump for the third day and lost another Rs 170 to Rs 30,320 per 10 grams in the bullion market today amid a weakening global trend and slack demand from jewellers. Silver cracked below the Rs 42,000-mark by tumbling Rs 920 to Rs 41,930 per kg on poor offtake by industrial units and coin makers. Sentiment was downbeat, largely in keeping with a weak global trend where gold is on course for the biggest weekly loss in two years to trade at four-month lows on expectations that the Federal Reserve is close to raising US interest rates, boosting the dollar and sapping the precious metal’s safe haven appeal. Globally, gold fell by 0.06 per cent to USD 1,254.40 an ounce, the lowest level since June 7, and silver by 0.09 per cent to USD 17.27 an ounce in Singapore. Furthermore, easing demand from jewellers and retailers in the domestic bullion market weighed. In the national capital, gold of 99.9 per cent and 99.5 per cent purity slumped by Rs 170 each to Rs 30,320 and Rs 30,170 per 10 grams, respectively.

NEW DELHI, Oct 7 (PTI): India can become a US $10 trillion economy in the next 15 years, from the existing US $2 trillion, like China did in last one and a half decade, said NITI Aayog Vice-Chairman Arvind Panagariya today. “India started off to rapid growth a little later than China, but now it has the potential to accomplish in the next 15 years what China did in the last 15 years. Today, India’s GDP stands at about US $2 trillion and it has good prospects of rising to USD 10 trillion in the next 15 years,” Panagariya said addressing the India China Investment Conclave at Ficci. “What China has accomplished in last 15 years is very impressive. It (China’s economy) has gone from US $2 trillion 15 years ago to US $10 trillion today.” NITI Aayog is preparing a 15-year vision blueprint which will provide a road map for developing India into a big economic powerhouse with inclusive growth. British PM Theresa May to visit India London, Oct 7 (PTI): British Prime Minister Theresa May is expected to visit India early next month, according to highly-placed sources involved in finalising the details of her first trip to the country as premier. May’s visit is likely to coincide with the India-UK Tech Summit in New Delhi between November 7 and 9, they said. The summit is being organised by India’s Department of Science and Technology and Confederation of Indian Industry (CII) and has Jo Johnson, UK minister for Universities, Science, Research & Innovation, as a confirmed keynote speaker from the UK end. The bilateral summit was among the major announce-
ments made during Prime Minister Narendra Modi’s visit to the UK in November 2015. Lanka clarifies on SAARC summit Colombo, Oct 7 (PTI): Under attack from the opposition for boycotting the SAARC Summit to be held in Islamabad, the Sri Lankan government today said there was no question of pulling out when there was “no summit to attend”. “There was no question of pulling out when there was no summit to attend”, Foreign Minister Mangala Samaraweera told Parliament. He said Sri Lanka had regretted that conditions were not conducive to holding the Summit. Samaraweera said the Lankan statement was released only after several countries had issued statements
with their intention to pull out. “We will take part (in the summit) whenever it happens,” he said. The opposition hit out at the government, saying Sri Lanka was staying out of the summit to please India while hurting Pakistan. Samaraweera said the South Asian region must unite against terrorism. “Terrorism must unite our region not divide it,” he said while inviting the region’s leadership to forget the past and unite against terrorism. Sri Lanka on Sepember 30 pulled out of 19th SAARC Summit in Islamabad, becoming the fifth country to do so after India, Bhutan, Afghani-
stan and Bangladesh. “Sri Lanka regrets that the prevailing environment in the region is not conducive for holding the 19th SAARC Summit in Islamabad,” the Foreign Ministry had said in a statement. O n t h e s a m e d a y, Pakistan had postponed the SAARC Summit to be held in Islamabad from November 9 and 10. et’s talk about SCAD. What is SCAD? It sounds like it could be an adjective or a slang or street speak. It is the acronym for Savannah College of Art and Design, Georgia, U.S.A. S o, l e t ’s t a l k a b o u t SCAD. It is my good fortune to be invited to a retreat in SCAD. And I can’t wait to visit the college and experience college life once more albeit as a visitor after so many years. But this visit has got me thinking on college and learning. How our college years are supposedly our most formative years intellectually; we explore our minds, we question the world around us, we start to form our own ideas. I started to think about the years I spent ‘learning’ what would come to define my professional life. What did I gain intellectually? How did those years of learning shape my understanding of the world around me? The more I delved into these thoughts and questions the more unsatisfied I became with
the answers. Yes, I believe that a profession such as mine, Photography, cannot be taught. But then so is it with any form of art. One can learn the technique of photography, or painting, or pattern-making etc but one cannot be taught the application of mind. And I believe this to be the most important aspect of a subject that falls under the category of ‘Art’. I am focusing on photography because that’s the subject I’m most comfortable with. Before I go any further I’m clearly stating here that I’m not an art historian nor write about art in any form. My thoughts and opinion arise from my own practice of photography. While photography is strictly not art in the way we understand art to be but sometimes photographs can also fall into the art category. Photography can be news documentation or beautiful landscape photos or abstract photography, it is without limit what one can do with the camera.
The works of Walker Evans, an American photographer of the 1930’s -1970’s, has had an immense impact on me. I read his work to be a documentation of his time but yet anticipating the future of America. There is poetry and prose in his work. Today looking at his photographs I can categorise most of his work as work of art. I could go on about his work but the point I want to make is, is there a thought behind all work of art. I believe there is and there must be if an artist is to make his/her work stand apart from other artist. Take the example of fashion designing which is the most mainstream form of art. It has the artistic expression, the language or thought of the designer stamped all over the work. Think Rei kawakubo or Alexander McQueen. We can immediately recognise their work from other designers, there is individuality in their work which is important while creating art. In all work of art I strongly believe that the individual is always

What makes for a good Art and Design Institution? This is what I’m about to find out in SCAD. Will I be convinced that SCAD can direct the artist to gain their own unique language? Will SCAD throw up stimulating dialogues of the practices of art and design? Browsing through their website I get the impression that they are dedicated to helping their students excel in their chosen field. The programmes offered are vast and diverse ranging from a programme that is well known like fashion designing to one I have never heard of; equestrian design. What is equestrian design and what are the possibilities for such a subject? It is extremely exciting to enter unknown territories and see new possibilities opening up. I’ll be keeping my eyes
and ears open for such new programmes which might just be a subject to some of you who might want to explore. The college campus life according to their website is not only work but encouraging diversity of mind, intellect and culture. Besides all of that college life in SCAD sounds like one big party where everyone is invited to share in the fun. I’ll be talking to the people at SCAD to find out more about their college and what they are learning and taking away from being at SCAD. I’ll also be talking to the other people invited to the retreat about their expectation from this trip and their ideas and impressions of their experience of being in the SCAD retreat. United were the pacesetters in the game as Roberto Volpato’s goal was tested with a series of shots, but Mumbai survived the onslaught without conceding a goal. United’s Romaric got the first shot on target with a sweetly struck volley but Volpato positioned himself well to grab the ball.
Mumbai’s Aiborlang Khongjee, out of nowhere, unleashed a shot from 25 yards out. The ball bounced awkwardly in front of Subrata Paul, who just about did enough to parry the ball behind at the far post. The Highlanders though, never stopped short of creating chances. Emiliano Alfaro got into the game with a cut shot but it was saved but the ball bounced off a Mumbai’s defender and went behind. Mumbai went ahead against the run of play. Reagan Singh brought down Pronay Halder and Mumbai got a penalty. Forlan, who was invisible for large spells in the game, stepped and struck the penalty into the roof of the net, leaving Paul no chance. Yusa missed another simple chance as Alfaro found him free on the left, inside the box, with a clever pass that eluded two Mumbai defenders. Alfaro also got a chance, with five minutes left on the clock as he ran to the byline, but was caught in two minds whether to play the cut-back or go for goal. Mumbai’s resolute defence held on to make it two wins from two.
Italy draw Spain in WC qualifier Turin, Oct 7 (IANS): Italy came from behind to hold Spain to a 1-1 draw in their football World Cup qualifier. Spain could not translate their clear superiority into goals and the first half ended 0-0. The Spanish were equally impressive in the opening minutes of the second half and the much-deserved goal came in the 55th minute as veteran Italian goalkeeper Gianluigi Buffon came out to cut off a long ball from Sergio Busquets. The usually rock-solid Gigi whiffed on the clearance and ended up watching from the ground as Vitolo launched the ball into the net. The goal was the signal for the Azzurri to abandon their fear-driven conservative strategy and begin pressing. From that point on, La Roja found themselves scrambling to contain the Italian onslaught and the disarray in front of their net led to a foul by Sergio Ramos on Eder in the area. Initially waving off the penalty, referee Felix Brych pointed to the spot after conferring with the line judge and Daniele De Rossi converted with assurance to bring Italy level in the 82nd minute.
Narsingh Yadav’s doping SC bars BCCI from releasing funds to states case referred to CBI
Son e pat , O ct 7 (Agencies): The Haryana gover nment has refer red the dope case of wrestler Narsingh Yadav registered in Sonepat to the CBI for further investigation. The case had ruled out Yadav’s participation in the 74-kg freestyle wrestling event at the recent Rio Olympic Games after the CAS slapped a four-year ban on the grappler on August 18. Additional Chief Secretary of Home Department, Ram Niwas, confirmed, “We have referred the case registered at Sonepat to the CBI for further investigation.” On the basis of a complaint made by Yadav, the Haryana police had on
July 27 registered a criminal case against a junior wrestler, Jitesh, and others on charges of criminal conspiracy. The FIR was registered at Rai police station in Sonepat district. Yadav, in his complaint, alleged that wrestler Jitesh, who practices in Chhatarsal stadium at New Delhi, spiked his food supplements. He also claimed involvement of certain influential persons in the conspiracy. The Wrestling Federation of India had been demanding an investigation from the CBI into the case after the CAS had slapped a four-year ban on Yadav and had debarred him from participating in the Olympics.
New Delhi, Oct 7 (IANS): The Supreme Court on Friday barred the Board of Control for Cricket in India (BCCI) from releasing any funds to its state affiliates until they give an unconditional undertaking that they wil comply with the organisational reforms as recommended by the Justice R.M. Lodha Committee. A bench headed by Chief Justice Tirath Singh Thakur also said that the state associations of the BCCI will not disburse the funds already given to them by the country’s apex cricketing body till they file an unconditional undertaking that they will implement the Lodha Committee recommendations. The court has asked BCCI President Anurag Thakur to
file a personal afidavit stating whether he has written to International Cricket Council ( I C C ) C h a i r m a n D av i d Richardson, asking the game’s world governing body to take a stand that the Supreme Court judgement and the Lodha Committee recommendations would amount to government interference in the afairs of the BCCI. The BCCI has already disbursed funds to 17 state units. Around 13 state units are yet to receive any funds from the BCCI and the apex court has stated that the board must not disburse any money to them until they give an undertaking that they will abide by the directives of the Lodha panel. Staff Reporter DIMAPUR, OCT 7 (NPN): 4th Faith in Action Taekwondo Championship 2016, two-day event organised by the Faith in Action Taekwondo Academy Dimapur, commenced Friday here at State Badminton Indoor Stadium. The opening ceremony of the championship was graced by civil engineer and social worker R.S. Panesar as chief guest and Korean Grand Master Seong Kuk Jeong, 7th Dan Black Belt from Kukkiwon, South Korea as special guest and chief technical chairman of the championship. Speaking on the occasion, Panesar remarked that Taekwondo was “a beautiful, motivating, and inspiring sport.” He emphasised on the importance and role of sports towards living a healthy life adding “all work and no play makes a person dull.”
Panesar called upon the youth of the state to refrain from drugs and bad habits and fur ther encouraged them to channel their energy towards positive activities and ventures. The chief guest also reminded the participants that sports was not merely about winning. He stated that sports helps a person develop discipline, respect, teamwork, leadership, self-confidence, and sportsmanship. He further thanked the Faith in Action Taekwondo Academy Dimapur for moulding and guiding the youngsters and engaging them in positive activities. Korean Grand Master Seong Kuk Jeong, in his message, highlighted the positive attributes of the sport and also shared words of encouragement to the participants. Earlier, director Faith in Action Team, Deep Kumar, welcomed the participants,
parents, and well wishers. Highlight of the opening ceremony was the action-packed martial arts demonstration by the Faith in Action Team. The prog ramme was chaired by Diana, invocation by Evangelist Atoli Yeptho, and Vivika Kiba presented a special number. After official oath and players oath were administered by international gold medallist Husheto Zhimomi, Black Belt 2nd Dan and state gold medallist from Hope Academy Dimapur Metjong, Black Belt 1st Dan, the chief guest officially declared the championship open. The first day of the championship saw a huge turnout of parents of the par ticipants and mar tial arts enthusiasts. Hundreds of participants comprising students of various academies in Dimapur and individuals are taking part in the two-day event.
Naga girl wins silver at national shooting event
Dimapur, Oct 7 (NPN): In a first of its kind, a young and budding sharp-shooter cadet Wapangienla from 1 Naga Girls Battalion NCC spearheaded the NER Directorate shooting team in the prestigious Thal Sena Camp (TSC) held at New Delhi. Wapangienla is a class 10 student at GHSS Dillong. The camp was conducted under the aegis of DGNCC at New Delhi and was participated by all Army Cadets of NCC from across the country. During the course of the competition the cadets were tested for stamina field craft and firing. Cadet Wapangchilla was tied for a gold medal and in the rematch shootout for the top spot, the cadet lost out by a slim margin. But
due to her superlative performance the team got the overall bronze medal and the cadet also got a silver medal as the individual category in snap shooting event. Brig MS Nikam, the group commander of NCC in Nagaland, stated that the talent identified amongst the girl cadets of 1 Naga Girls Battalion NCC has been of high order and that the NCC would encourage such talented youth to continuously get identified and get competition exposure to represent the country in Olympics. The unit would also be organising a felicitation ceremony in an upcoming camp at St Joseph College Jakhama beginning on October 26 to November 5 for upto 600 cadets.
