NEW DELHI, SEP 19 (AGENCIES): As clamour for strong action against Pakistan over the Uri attack grew, the Army Monday said it reserves the right to respond at a time and place of its choosing even as various options were discussed in a flurry of high-level meetings. Prime Minister Narendra Modi met President Pranab Mukherjee to brief him on the developments related to yesterday’s cross-border terror attack, hours after he discussed the issue with senior ministers and top officials at a high-level meeting. The death toll in the pre-dawn attack yesterday, meanwhile, rose to 18 with Sepoy K Vikas Janardhan, who was airlifted to the Army Research and Referral Hospital here after being critically injured, succumbing to injuries. “The Indian Army has displayed considerable restraint while handling the terrorist situation both along the Line of Control and in hinterland. However, we have the desired capability to respond to such blatant acts of aggression and violence as deemed appropriate by us,” Director General of Military Operations Lt Gen Ranbir Singh told reporters. “We reserve the right to respond to any act of the adversary at the time and place of our own choosing.” The total recoveries from the four slain

SSSUD reacts to KLNLF ‘diktat’ DIMAPUR, SEP 19 (NPN): Reacting to the ‘diktat’ imposed on sand-laden trucks to Nagaland by Karbi Longri North Cachar Hills Liberation Front (KLNLF), Sand Suppliers and Stockists Union Dimapur (SSSUD) has asked KLNLF to clarify whether the restriction was only for sand laden trucks and other trucks carrying iron, cement and stones and trailers. SSSUD said that if the restriction for overload was not imposed on other kinds of vehicles, then the restriction on sand-laden trucks should be lifted immediately. In a press release, SSSUD president Viniho Shohe and vice-president Avishe Zhimo said the union held an emergency meeting with truck owners in Dimapur on Monday, wherein the house decided to impose temporary bandh on transport of vehicles for three days from September 20-22. Asking KLNLF to clarify within three days, the union said failure to get response from the outfit, it would impose indefinite bandh on transport of sand. SSSUD has also ordered local vehicles to stop bringing sand from Assam till further notice. Meanwhile, taking note of KLNLF ordering trucks to cover the sand/body with tarpaulin, the union questioned “why the same has not been asked for vehicles from Assam?” The union has appealed to the suppliers to bear with the inconveniences.

India to isolate Pakistan at all international fora

India will move to diplomatically isolate Pakistan at all international fora as part of a multi-pronged retaliation strategy following an attack on an army base in Kashmir’s Uri, a high-level meeting chaired by Prime Minister Narendra Modi decided on Monday. Sources said the prime minister leaned towards presenting clear evidence of Pakistan’s complicity to be presented at all multilateral and bilateral engagements, including the upcoming United Nations general assembly. India aims to push for more Pakistan-based “terror elements” to be brought under the UN sanctions regime. “I am certain many countries are willing to join hands with India to isolate Pakistan,” former foreign secretary Lalit Mansingh told HT. But any attempt by India to bring Pakistani elements under the sanctions regime has so far been unsuccessful, because of opposition from

China, among others. Sources said India’s response is expected to be “measured” and taking long-term implications into account. The attack squeezed the already shrinking space for bilateral diplomatic détente and jeopardized hopes of any peace to Kashmir that has been rocked by violent protests, which have killed 86 people. But India’s diplomatic charge is likely to run into a wall of resistance from Pakistan, which has swept aside India’s allegations and said any accusation of Islamabad’s hand in Sunday’s Uri attack was not based in facts. “Pakistan categorically rejects the baseless and irresponsible accusations being levelled by senior officials in Prime Minister Modi’s government,” said Sartaj Aziz, the foreign affairs adviser to Pakistani prime minister Nawaz Sharif.

NTC responds to opinion poll; wants open debate DIMAPUR, SEP 19 (NPN): Nagaland Tribes Council (NTC) took serious note of the opinion poll published in a section of the local press on September 19, 2016 wherein it was accused of being a “co-opted by the government.” NTC chairman media cell, Theja Therieh in a statement asked “which government” did the “accuser” mean as there were more than one government and denied affiliation with any of them. He said Nagaland Area and Village Council Act of 1978 amended in 2009 as Nagaland Village and Tribal Councils Act 1978, provided for all tribal organisations to get registered as state government agency under Home department. Therieh further said those organisations duly registered under the Act receive pecuniary grants or assistance to hold tribal festivals and any assistance deemed fit under section 27 of the Act and may be considered to be co-opted by the state government. Therieh clarified to the “accusers” and general public that NTC was not registered organisa-

tion under home department nor any other government . To the second allegation, that NTC has “vested political agenda” Therieh slammed it as “equally serious and malicious attack on the council” as it functioned within the laid down parameters under its own constitution . He added, NTC was never a political organisation nor affiliated with any political party. Therieh pointed out that NTC was launched on October 12,2013 and in its three calendar years normally placed its activities in public domain as this platform(NTC) belonged to Nagas of Nagaland. Assuming that the “accuser” has prima facie evidence against NTC, Therieh said it would be an opportunity for NTC to learn from constructive criticism to take corrective measures. He therefore opined that the newspaper in which the poll was published, was capable enough to arrange a platform for the NTC and “those baiters” to have a democratic and healthy debate and interaction in the interest of all.

Upgrade Dimapur as Fuel adulteration issue: CSOs Rly division Hq: CM resolve to demand CBI probe

DIMAPUR, SEP 19 (NPN): Echoing the demands of the Railway Contractors Union Nagaland (RCUN) for upgrading Dimapur railway station to a Division; Nagaland chief minister T.R. Zeliang has written to union railway minister Suresh Prabhu wherein he pointed out the ground realities that qualified Dimapur to be upgraded as a Division. According to a communiqué from the Chief Minister’s Office (CMO), Zeliang pointed out that Dimapur station besides being one of the oldest and most important stations in the north east, catering to the needs of Nagaland and Manipur besides parts of Karbi Anglong, also generated the second highest revenue next only to Guwahati. In his letter Zeliang argued that Dimapur deserved to be upgraded to a Divisional Headquarter and with six other railway divisions, adding “Dimapur deserves to be one of them.” The chief minister also pointed out that the geographical distance between Dimapur to Tinsukia was 250 kms while Lumding was hardly 100 kms away and therefore, more convenient as it serves not only Nagaland but also Manipur and parts of Assam. He said relocating Dimapur to Tinsukia would also cause great inconvenience not only to trains passengers from DImapur but also railway officials posted at Dimapur. The chief minister urged upon the union minister that instead of placing Dimapur under another Railway Division, it be allowed to continue under Lumding Division pending approval for upgrading it as a Divisional Railway Headquarter. It may be recalled, that following a series of reports in Nagaland Post on neglect of Dimapur railway station by the NFR and the decision to shift Dimapur from Lumding Division to Tinsukia Division; the RCUN had issued a stern warning against the move and instead, demanded that Dimapur be upgraded to a Division in lieu of it being the second highest revenue earner under NFR. It was also reported that the RCUN had submitted a memorandum to the Prime Minister through Nagaland chief minister, seeking immediate intervention on the matter.

DIMAPUR, SEP 19 (NPN): Civil society organizations (CSOs) have resolved to serve a 15-day deadline on the State government demanding that a Central Bureau of Investigation (CBI) be brought in for thorough investigation on the fuel adulteration scam, said “Coordinating Committee on Fuel Adulteration” in a press statement on Monday. The committee has also threatened to enforce bandh on national highways within the state in any form it deemed fit, in the event of failure by the state government to fulfil the demand. According to the release, the CSOs also resolved that all the kingpins involved in the adulteration should be re-arrested after ACAUT Nagaland explained to them on the “unprofessional and incompetent manner” handling of the whole case by the state government, at the public meeting held on September 10 at Hotel Lake Shilloi, Dimapur. The house has also unanimously decided that there can be no further mishandling of the case. In this regard, they demanded that all guilty parties involved in the racket should be punished as per the FIR filed by ACAUT. Further, the committee said, the house at the meeting, has resolved to constitute “Coordinating Committee on Fuel Adulteration” comprising of two representatives each from Naga Council Dimapur, NTC, NWHD, CAVCA, CCCTA, BAN, YAN, DUCCF, NMDA, DEEHA, Diphupar Naga Students’ Union, ENSUD, DALT, SN, NHRA, EDBA, Consumer Society, Petroleum Dealers’ Association, Chumoukedima Town

In this regard, the Coordinating Committee on Fuel Adulteration said it will be submitting the public memorandum to the state government through the office of the Chief Secretary at its convenient time. However, the committee stated that the public resolution will be effective only after the memorandum was handed over to the chief secretary. At the meeting, ACAUT also explained to the members on how the case has been “mishandled ever since the racket was exposed jointly by ACAUT and Dimapur police”, the release stated. It was expected on the part of the state government to institute CBI inquiry, instead Special Investigation Team (SIT) set up on July 14 to probe the matter, it said. Unfortunately, ACAUT told the house that case had been dragged on at a “painful pace” and the kingpins involved in the fuel racket were all released on bail except Ajay Prasad, arrested by the Kohima Police. It stated that four kingpins were granted bail despite the sensitivity of the case whereas Ajay’s bail was rejected. According to the committee ACAUT informed the house that the court of CJM, Dimapur, on August 10 ordered the release of eight empty tankers from inside the adulteration site at Chumoukedima and accordingly, the police carried out the order on August 31. Interestingly, ACAUT said, the SIT had no clue that the eight tankers were ordered to be released prior to August 30.

NY bombings suspect F&CS deptt director clarifies to NPRAAF in custody, sources say Washington, Sep 19 (IANS): Ahmad Khan Rahami, an Afghan man suspected in bombings in New York and New Jersey, is now in custody after a shootout with the police, sources said on Monday. Ahmad Khan Rahami, the man wanted for questioning in connection with bombings in New York and Seaside Park, New Jersey, is also believed to be connected to the Ahmad Khan pipe bombs found in a backpack on Sunday night in Elizabeth, New Jersey, CNN quoted sources as saying. The New York police announced earlier they are looking for Rahami for questioning in connection with the Saturday bombing in Manhattan’s Chelsea neighbourhood, which injured 29 people. Bombings in New York and New Jersey over the weekend as well as the discovery of several unexploded devices have led authorities to believe there may be a terror cell at work in those two states, law enforcement officials told CNN on Monday. The New York City Police Department earlier on Monday released a photograph of Ahmad Khan Rahami, a 28-year-old New Jersey resident, as the suspect in the Manhattan explosion incident. Rahami was described as a naturalised US citizen who was born in Afghanistan on January 23, 1988, Xinhua news agency reported. “I want to be very clear that this individual could be armed and dangerous,” said Bill de Blasio, Mayor of New York city.

DIMAPUR, SEP 19 (NPN): Director F&CS Nagaland Alun Hangsing has responded to a demand for apology by Nagaland Public Rights Awareness and Action Forum (NPRAAF) on July 4,2016 regarding his telephonic conversation (with a member of the NPRAAF on May 20), which was disclosed to the press. In his statement, Hangsing clarified that he had maintained silence over the matter raised by NPRAAF neither to show that “might is right nor undermine NPRAAF or anybody” but was shocked and embarrassed by the revelation of the

telephonic conversation. He however admitted also that he had hurt “others too by not responding” because of his personal aversion to “public display of personal emotions”. He further asserted that his response to NPRAAF was not for justifying himself over the misunderstanding. Hangsing thanked the organisation for encouraging him on self-introspection and for a positive change. In this he added that “ to err is human, to forgive divine” and appealed to the organisation to “forgive and forget and move on” towards a better, matured and healthier relationship.

DIMAPUR, SEP 19 (NPN): A sudden storm coupled with heavy downpour on Monday evening uprooted trees and damaged power lines in Dimapur city, leaving hundreds of homes without power. Trees fell across roads, pulling down power lines and snapping utility poles.

According to reports, a maruti car was partially damaged after a tree fell onto the car. The occupant received minor injury, sources said. Reports reaching here also stated that two more people were reportedly injured in other parts of the city. No further details could be ascertained. Meanwhile, SDO-III, Dimapur electrical division

has informed that HT (33 & 11kv) and LT lines were damaged during the storm, including electric poles in most parts of Dimapur. The department said efforts were on to restore normal power supply. However, till Monday night, the department said they were unable to restore the 33kv industrial feeder and 11kv feeder at

Thahekhu. The SDO has assured that the power department has deployed its personnel and that restoration works were being carried out on a war-footing. The department said power supply may be restored by Tuesday. In this regard, consumers have been requested to bear with the inconvenience. K Y M C

DIMAPUR: Mokokchung Municipal Council (MMC) and department of V&AH Mokokchung jointly organized a seminar on “clean milk production” on September 17 at Mokokchung. DIPR reported that president, MMC, Tsukti Longkumer, in his short speech, asked the dairy farmers to feel proud of their profession as honesty and dedication mattered most in the business field. He also urged them to take the scientific method of farming with the help of experts from the department concerned so that they could meet with the demands of the people. Explanations on the topic “care and management of diary animals” and “clean milk production” was given by D. Mangyang, farm manager, State Cattle Weeding Farm, Aliba and Dr. Aoyimsen VAS, Public Health respectively while Alangla, ARCA, Mokokchung gave a detailed explanation on government schemes/policies for diary farmers. The seminar was attended by around 50 dairy farmers.

DIMAPUR: Forest Protection Force of Intangki National Park (INP) on their routine patrolling had seized five numbers of illegal timbers, which were brought down by means of rafting through Dhansiri River on September 11. The culprits got away whereas the seized logs were brought to the Forest Protection Camp, Intangki. Field director, INP has informed all the public that any person or group found/ caught involving in logging, poaching, hunting and fishing inside the national park would be penalized.

DIMAPUR: Oriental College Kohima (OCK) has become the first college to have the Rover and Ranger (Adult/Senior Scouts) Unit in Nagaland. In a first of its kind in Nagaland during its investiture ceremony, 20 Students, 9 Rovers and 13 Rangers, have sworn their scout promises in a solemn in the presence of the college principal, district organiser (Scout), official from state head quarter, Bharat Scouts and Guides Nagaland, guide master from different schools, and their parents. The Rovers and Rangers will now be a

part of the world Brotherhood and Sisterhood Scout movement, and have committed themselves to serve God, the people and the country with honour. The investiture or the formal admission ceremony was administered by Rovers Scout Leader (AQM), Kekhrieselhou Theünuo. Earlier, the ceremony was initiated with an invocation pronounced by advisor EUOCK, Aboli. A short speech was delivered by principal OCK, Dr. Ketshukietuo Dzüvichü. 4-point resolutions passed by NPGN/NNC (N/A) DIMAPUR: National tatar hoho session of the NPGN/ NNC (N/A) was held on September 10 wherein discussions on the functioning of government and ongoing Indo-Naga political issues took centre stage. A press note by MIP kilonser NPGN/NNC (N/A) N. Mar Ao stated that during the meeting the house made a four-point resolution. It resolved to stand firm on the May 16, 1951 Naga plebiscite and whatever decision made would be done after consultation with the entire stakeholders in the interest of Nagas in general. It also resolved to work towards unity of entire Naga national political groups to bring under common platform so as to solve the long protracted Indo-Naga political problem in the spirit of unity and justice. Its third resolution was not to compromise the sovereignty and integrity of the Nagas under any circumstances. It also resolved to seek third party intervention if necessary so as to bring about permanent and fair settlement in the manner of justice as per the international court of law. MIP stated that the house also unanimously elected KK Ducca as tatar hoho speaker of NPGN/ NNC (N/A) with effect

from September 10, 2016, to which the newly elected speaker expressed gratitude to the member for having trust on him and pledged to render his service for the welfare of the government and for the entire Naga citizen. He also appealed the house to maintain the decorum of the house and encouraged the members to serve the nation in the spirit of justice and honesty as “service to men is service to God”. Home kilonser also expressed satisfaction on the service of the speaker and appealed the house to cooperate with the new speaker and maintain transparency in all aspects for the upliftment and for the welfare of the Nagas in general. MIP further stated that the house resolved to conduct half yearly audit on September 30 and in this regard all the assigned official/ kilonser have been directed to submit the entire activity report and cash amount to the treasurer on or before September 27 without fail. MIP also asked the individuals who had failed to attend the September 10 meeting to clarify their position on or before September 25 and failure to comply to this notice would initiate stern action as per the law of the land.

Yitachu visits Senayangba GHSS Ungma DIMAPUR: Minister of SE & SCERT, Yitachu had paid a visit to Senayangba GHSS, Ungma, Mokokchung on September 15, where he interacted with the teaching staff, village council members and other officials. A press note by Senayangba GHSS principal, Lakhi Longkumer stated that Yitachu was accompanied by the director of School Education, Wonthungo Tsopoe and officials of DEO, DDEO, SDEO Mokokchung. DIMAPUR: One day demonstration programme on ‘pest monitoring & surveillance in paddy field’ was conducted by ATMA-Dimapur, Dhansiripar block on September 16 at Bade village. During the programme resource person, ATM Meciesenuo elaborated on field demonstration and to analyze field situation with regard to pests, predators, soil conditions, plant health, influence of climatic factors and pest management practices. The programme was chaired by BTM Moainla, while18 farmers attended the programme. ATMA-Dimapur, Dhansiripar block also conducted one-day training and demonstration programme on ‘importance of micronutrients’ and ‘application of micronutrients’ on September 15 at Bade village. Training on importance of micronutrients was conducted by resource person BTM, Moainla where she highlighted that micronutrients are essential for plant growth and play an important role in balanced crop nutrition which when used effectively corrects the deficiency symptoms and retains the crop green, healthy and productive, protects the crops from adverse weather conditions and resists the crops to fungal and bacterial diseases. Meanwhile, demonstration on how to prepare micronutrient as spray solution, time of application either in the morning or evening hours and which plant part to apply was carried out by resource person ATM, Meciesenuo. Altogether 28 farmers attended the programme, while micronutrients were also distributed to the farmers.

Zhimomi said Nagaland Farmers Participation in Management of Irrigation Systems Bill 2013 was enacted and passed in the assembly on March 2014. The Act was required for formation and recognition of Water Users Associations (WUAs) while implementing irrigation schemes in the state. He said participatory irrigation management through establishing and strengthening WUAs was an integral and important component of CADWN programme. Ir rigation & Flood Control chief engineer Er. S. Kughaho Sema was optimistic that the training would endeavor to develop and manage land and water resources and increase agriculture production for improving the economic health of farmers of the state. He said excessive rainfall has caused several landslides including heavy erosion of the top soil while period of draught has caused failure of crops due to scarcity of water as well as poor management of the available water. Sema stated that the subject matter of the training of CADWM was most relevant and needed to be translated at the project field

level for hill states like Nagaland with its fragile “Ecology and Environment.” Course coordinator and associate professor (WRE) NERIWALM, Dr. A.C. Debnath said the two day long training would cover CADWM programme and irrigated agriculture, preparation on DPR for CADWM project, farm development works on CADWM programme, participatory irrigation management, irrigation outlets etc. He said that CADWM’s work mainly concentrates on water management sector and stated that due to climate change the Government of India is pressing CADWM to come up with more development programmes to meet the demand of availability of water. Asst professor NERIWALM Dr. U.M. Hazarika was the resource person at the training. The programme will continue till September 20.

The Nagaon district administration had decided to carry out the eviction following a Gauhati High Court order in October last year that Banderdubi and Deochurchang areas under Kaliabor sub-division near Kaziranga National Park be cleared of encroachers. Industry minister Chandra Mohan Patowary told reporters after the meeting that the state government was committed to the protection of Kaziranga and in no way would it disregard the directives of the High Court. “The eviction was carried out as per the orders of the Gauhati High Court and even people of the state want illegal encroachers to be evicted from in and around Kaziranga,” he said. The Chief Minister had directed two senior ministers, Minister for Education and Health Himanta Biswa Sarma

and Minister for Water Resources, Science and Technology and also the local MLA Keshab Mahanta, to meet the representatives of the two areas before carrying out the eviction. “The court had mentioned nothing about compensation but the state government agreed to pay on humanitarian grounds with affected families agreeing to leave the areas.” The minister said. “Today’s protests, however, indicate that there may be a third force at work to instigate the affected people which will not be tolerated. Leaving all business of the day, the lawyers in their hundreds took out the rally under the aegis of the All Manipur Bar Association (AMBA). All cases scheduled for hearing today in various courts in Imphal were suspended. Placards with slogans highlighting the impacts of bandh, blockade, public curfew and similar strikes were displayed during the rally. The rally which started at Cheirap court complex, Imphal concluded with a public awareness at Khwairamband Bazar after covering streets of the city. While highlighting the impact of such strike on the common

people, senior members of AMBA stressed the need for putting in place a law that will effectively check such strikes in the state. Manipur has the dubious distinction of having the maximum numbers of bandh, which adversely affect the economy of the state besides causing inconvenience to the general public. Though directed against the state, these bandhs underscore the deepening polarization of society and polity there. An online opinion poll conducted by a news portal few years back revealed that unreasonable demands of numerous organizations, insensitive government were considered the main reasons for bandhs. Manipur has been losing Rs.36 crore per day every time when there is a bandh or general strike and Rs.3.09 crore per day when there is economic blockade, according to an independent survey report.

Pointing out that spices like pepper, cinnamon and cardamom are used for cooking and medicinal purposes all over the world, the CM said resilient means of livelihood infused with scientific approach will bring in higher returns to cultivators. Urging the villagers to start the cultivation of spices he said the cultivation of pepper known to be king of spices, is highly profitable with India being the largest exporter of black pepper. Saplings of high yielding varieties of black pepper were distributed to 84 villages.

Officer in-charge of Singjamei police station was among injured people in the clash that broke out after the police stopped the rally carried out by students on the street at Singjamei area of Imphal this afternoon. Three girl students were also injured in the police action and they were rushed to nearby hospitals. The clash broke out around 3 pm after pro-ILPS students retaliated to police action to prevent them from carrying out the rally further. Guwahati, Sep 19 (PTI): Two persons were killed and 19 others, including police personnel, were injured in mob violence and subsequent police firing during an eviction drive near Kaziranga National Park today. Police resorted to firing in Banderdubi area under Kaliabor sub-division of Nagaon district after protestors, demanding compensation before they were evicted, turned violent and attacked security forces by pelting stones at them, Assam Director General of Police Mukesh Sahay said. “The eviction was carried out as per orders of the Gauhati High Court and the police used full restraint and minimum force to ensure that the land was cleared of encroachers,” he said. The Regulation 17(2) of the Principal Regulations shall now be read as : "For the purpose of computation of Tariff, the normative interest rate shall be considered as average long term prime lending rate (LTPLR) of the State Bank of India (SBI) prevalent during the previous year plus 300 basis points." 2. The Regulation 18(1)(C) of the Principal Regulations shall now be read as : "Annual Depreciation shall be based on 'Differential Depreciation Approach' using 'Straight Line Method' over two distinct periods comprising loan tenure and period beyond loan tenure over useful life. The depreciation rate for the first 12 year of the Tariff Period shall be 5.83% per annum and the remaining depreciation shall be spread over the remaining useful life of the project from 13th year onwards." 3. The Regulation 19(2) of the Principal Regulations shall now be read as : "The normative Return on Equity shall be : a) Pre-tax 20% per annum for the 10 years. b) Pre-tax 24% per annum from 11th year onwards." 4. The Regulation 20(3) of the Principal Regulations shall now be read as : "Interest on working Capital shall be at interest rate equivalent to average State bank short term PLR (SBAR) during the previously year plus 350 basis point." 5. The Regulation 60 of the Principal regulations shall now be read as under : 1. Land Cost : Commission considered the land requirement to 5 acres/MW which is in line with the guidelines for selection of solar projects under JNNSM. The development in technology shall improve in future which will eventually reduce requirement of land per MW of installation. Further the land acquired for setting up Solar PV power projects is mostly arid/barren or of no commercial use. To avoid cost of transmission system, developer may prefer to acquire land close to grid sub-station. Commission considered the cost of land at Rs. 25 lakhs/MW at an estimated cost of Rs. 5 lakh/acre. 2. Civil & General Works : Commission considered cost towards civil and general works at Rs. 126 lakh/MW i.e. 40% hike of the NERC's Regulations, 2011 rate considering with the high cost of building materials, equipments & other charges prevailing in the state. 3. Cost of PV Modules : The Commission considered the estimated cost of PV modules at Rs. 377.65 Lakh/MW i.e. 15% hike of CERC's rate considering with the high transportation cost and other charges prevailing in the State. 4. Mounting Structure : The Commission considered the cost towards mounting structures at Rs. 40.25 lakh/MW i.e. 15% hike of CERC's rate considering with the high cost of building materials, equipments & other charges prevailing in the state. 5. Power Conditioning Unit (PCU) : The overall output from the Solar PV Power Plant to a large extent depends on the quality of the power conditioning unit. Accordingly Commission considered the cost towards power conditioning unit at Rs. 38.5 Lakh/MW i.e 10% increased from CERC's rate considering with the high transportation cost and other charges prevailing in the state. 6. Evacuation cost up to inter-connection point (Cables and Transformers) : The Commission considered the cost of evacuation arrangement at Rs. 93.50 Lakh/MW i.e. 10% hike of the NERC's Regulations, 2011 rate considering with the high cost of equipments & other charges prevailing in the state. 7. Preliminary & Pre-operative expenses : The expenses cost towards pre-operative and preliminary expenses essentially include cost towards services related to installation and commissioning, project management, insurance, contingency taxes, duties, interest during construction (IDC), finance charges etc. Accordingly, the Commission considered the preliminary and pre-operative costs at Rs. 86.31/- MW in line with the MoU signed between Kerala Government and NHPC. Government sets new norms for ambulances

N EW D ELHI , S e p 1 9 (AGENCIES): Normal taxis merely fitted with flashers, sirens and hardly equipped with gadgets to carry patients safely to hospitals will not be allowed to operate as ambulances. The transport ministry has set norms for all new ambulances that will hit Indian roads from April 2018. According to TOI, the norms have been notified realising that existing ambulances in India are more like transport vehicles and any vehicle suitable to lay a patient is called an ambulance without consideration to the overall design. Research have shown that ambulances are more likely to be involved in motor vehicle collisions resulting in injury or death than fire brigades or PCR vans. The Ambulance Code notified recently has specified that road ambulances will have to be designed and specially equipped for transporting patients and must be capable of providing out of hospital care during transit. There will be four categories of road ambulances ranging

from properly equipped two and three-wheelers as “first responders” to advanced life support ambulances, which will be equipped with life saving medical facilities. First responders, a concept popular is United Kingdom, Hongkong and Israel, has been introduced for the first time in India to reach out to patients and injured persons. Barring the first responder vehicles, the other three category of ambulances - patient transport, basic life support and advanced life support - will have stretchers, traction device, stationary oxygen, cardiac monitor, diagnostic equipment such as BP monitor, and equipment for managing life threatening problem. While setting norms for ambulances is a positive step, road safety experts said there is need to ensure people get ambulances. “None wants to bring a patient on unsafe vehicle. But what are the options they have when ambulances are not available and where people can’t pay for the ambulance service?” asked road safety expert Rohit Baluja.

Bhubaneswar, Sep 19 (IANS): The Odisha Police has sounded alert across the state in the wake of the terrorist attack on the Uri army camp in Jammu & Kashmir that killed 17 soldiers. “Even though we have not received any specific intelligence input of a possible terrorist attack in the state, we do not want to take any chances. The security arrangements have been tightened at crucial places,” Odisha’s Director General of Police K.B. Singh told reporters here on Monday. He said security has been tightened at airports, bus stands, railway stations and all vital installations in the coastal region. Besides, the state police chief said, security has also been beefed up at army bases in the state, police armouries, Shree Jagannath temple in Puri, Paradip Port, Integrated Test Range (ITR) in Chandipur and Lingaraj temple in Bhubaneswar. Further, the police has made elaborate security arrangements at the state assembly and the Secretariat, Singh added. The monsoon session of the state assembly is scheduled to begin on September 21. Testing India’s patience

P

akistan’s covert terror operations in Kashmir has always been the thorn on India in seeking a diplomatic resolution to the bilateral problem which has been adding fuel due to sustained and continued terror attacks that have led to loss of several lives. The terror attack on Pathankot airbase by terrorists suspected to belong to Jaish-e-Mohammed, an Islamist militant group designated a terrorist organisation, was a revelation that Pak-trained terrorists are targeting the military. The attack on the western wing of the Indian Air Force was a humiliating incident but despite it, the government of India attempted to seek the help of Pakistan in identifying and tracking the terror cell responsible. As has always been the case in the past, Pakistan would put hurdles when it came to arresting and trying terrorists involved by hiding behind the excuse that evidence provided by India was inconclusive and weak. The attack on the army base at Uri on Sunday morning has probably become the proverbial last straw on the back which led to the killing of 17 soldiers. The Uri attack also comes close on the heels of the widespread anarchy and unrest in Kashmir valley believed to be engineered by Pakistani agents. The Uri attack was one of the worst casualties suffered by the Indian army in recent times and which was carried out by the same Jaish-e-Mohammed(JeM). Initial investigations by the Army indicated the role of Jaish-eMohammed in the attack with weapons recovered from the slain terrorists having Pakistan marking. The rear office of 12th brigade headquarters at Uri is located close to the Line of Control (LoC) was attacked by the terrorists. The rear office is where army battalion’s logistic equipment is kept. Para Commandos of the Army from Baramulla were dropped at the site and the injured air lifted soon after daybreak. Kashmir has been on the boil for over two months at a stretch with shops, business establishments and petrol pumps continued to remain shut, while public transport was off the roads. Even schools, colleges and other educational institutions also continued to remain shut. As many as 81 people, including two cops, have been killed in the unrest that broke out a day after Hizbul Mujahideen commander Burhan Wani was killed in an encounter with security forces in South Kashmir on July 8. The two-pronged offensive by Pakistan and its agents in Kashmir only revealed that the relations between the two neighbours has dipped to its lowest. It is now almost like a state of undeclared war exists between the two. Pakistan is playing a highly dangerous game of brinkmanship. It sees the need for a couple of high-profile strikes against recognised targets, show the Indian Army in poor light and demoralise it just as it was attempting to gain the moral high ground in South Kashmir. Its two previous attempts in Baramula and Handwara to target the Army’s convoys resulted in marginal success, not large enough to draw the eyeballs of the world. India has been restraining itself from pursuing the terrorists across the international border but after the two attacks on the military establishments, it is clear that Pakistan is trying to provoke India. Before tension results in explosion, Pakistan must realise it has to do what other nations want it to do-crack down on terror networks.

We have the idea that we ought to shield ourselves from some of the things God brings around us. May it never be! It is God who engineers our circumstances, and whatever they may be we must see that we face them while continually abiding with Him in His temptations. They are His temptations, not temptations to us, but temptations to the life of the Son of God in us. Jesus Christ’s honor is at stake in our bodily lives. Are we remaining faithful to the Son of God in everything that attacks His life in us? Are you going on with Jesus? The way goes through Gethsemane, through the city gate, and on “outside the camp” (Hebrews 13:13). The way is lonely and goes on until there is no longer even a trace of a footprint to follow— but only the voice saying, “Follow Me” (Matthew 4:19).

T

he photographs of pellet wounds on people in Kashmir have been all over the papers. Many people with multiple pellets on their faces have had to be hospitalized. No one can die – or so we are told – of a pellet wound, so they have been used liberally during riots. According to the newspapers the pellet guns used in Kashmir are said to be the ones used normally to shoot partridges and quails This is not my first encounter with air/pellet guns. I have been seeing them for years and I started campaigning against them in the 90s – even going to court to have them banned. I won the case after the airgun industry derailed the case for many years – first approaching the Home Ministry and then, when that did not work, accusing me of influencing the case by writing an article in some obscure paper. They lost that case as well – but it took a decade. Then they went for a stay and we fought that. Thirty years ago, when birds and squirrels started coming to my hospital with pellet wounds in them I started looking into the phenomenon. We could save barely 10% of these wounded, suffering small creatures. Most of them were

unconscious when they came to us and gangrene had spread from the wounds. They had been hit for fun, by children whose parents had been wicked enough to buy them airguns as toys. Pellet guns are not toys. They are real guns which use pellets, instead of bullets, but the harm they inflict is almost the same. No child will use an airgun on a drawing room vase or a stone. They are always used on living beings. Either the child will fire upon poor people, as they pass by his house, and then hide. Or they are used on small animals and birds. No one fires on their pet dog. They are exclusively reserved for defenceless urban creatures that have no one to help them. Sparrows, crows, kites, parakeets, squirrels, monkeys and feral cats. Every now and then someone picks up a little creature, that had finally collapsed on the ground with pain and infection, and brings it to us. Few birds can survive fractured bones. In cats, the pellet often gets stuck in a bone and is difficult to remove. Or the pellet tears through the intestine and internal blood loss kills after days of suffering. Or it hits the head sending the animal into a coma. In England, attacks on animals take place mainly in

Cats were the most frequent victims of air gun attacks, but dogs, birds and wildlife are victims too. The RSPCA believes many cases go unreported, or some owners may never know what has happened to their pet, as injured animals usually look for a quiet sheltered area to die. Therefore, these incidents may only be the tip of the iceberg. Over the years the severity of injuries, inflicted by air guns, has increased dramatically. Modern air guns have immense power and the pellets are not embedded on the skin but pass through the body, smashing bones to smithereens. Air gun injuries are becoming

increasingly more difficult for vets to treat. Almost half of all animals, shot by airgun snipers, die from their wounds, compared to 11 per cent in the 1990s. Broken legs lead to amputation. Paralysis when the pellet narrowly misses the spine. Animals, too old to have the pellets removed, limp along till they die Recently, an orangutan on a palm oil plantation in Borneo was found after being shot with 40 air-rifle pellets. The Borneo Orangutan Survival Foundation in Nyaru Menteng received the adult female in critical condition, with X-rays showing “10 pellets in the head, 8 pellets in the left leg and pelvis, 18 pellets in the right leg and pelvis, as well as six pellets in the chest and right hand.” She had maggots crawling in her open wounds, and she suffered from

malnutrition. Experts estimate that her wounds were just three days old. Inspite of surgery, she died. A new law came in 2012, in Great Britain, to stop under 18s from accessing air guns, by fining owners upto £1,000 if they allowed their children to use their guns. This brought the abuse down by half, but now 86 percent of vets are demanding a change in the law to restrict the sale and use of air weapons, which can be bought without any form of licence. Scotland has made it illegal to own an airgun without a permit and campaigners are asking for England and Wales to follow. According to the law in the U.S., using airguns on animals is considered a felony under state law. Air-powered weapons, such as pellet guns, are not allowed to be used within city limits. When our government formed in 2914, the Home Ministry started an exercise to reform the Arms Rules. A great deal of evidence was given to them to put controls on airguns. The air gun industry and Rifle Association, headed by exMaharajahs and known poachers, lobbied hugely – even with me – to not put any controls on airguns as this was a “ sport”.

However, I am happy to say that the Rules, tabled in Parliament in August, are very clear: Section 84 says that the Manufacture and Sale of air weapons, including paintball markers or guns, irrespective of the muzzle energy, calibre, or bore, shall be subject to licencing – whether for manufacture, proof test, transfer, sale or keeping. The keeping, sale and transfer can only be done through authorized arms dealers. Anyone buying them, has to give identification and proof of residence. The seller/dealer has to keep a stock register and names/addresses of all the people he has sold it to, along with their details. No toyshops, no sale to young people and a register of all those who have bought a gun, so that, if any more incidents on animals take place, there exist registers to track down people in the area. Finally, we have matured into understanding the massive killing done by these “toys” and the fact that these children and their mad parents are probably a danger to humans as well. Importance of fair and effective implementation NFS Act 2013

n Act to provide for food and nutritional security in human life cycle approach, by ensuring access to adequate of quality food at affordable prices to people to live a life with dignity. Food security means availability of sufficient food grains to meet the domestic demand as well as access at the individual level, to adequate quantities of food at affordable prices. This National Food Security Act is also called as “Right to Food Act”. The Union Minister for Consumer Affairs, Food and Public Distribution at the press meet here at Dimapur, Nagaland on 15th April 2016 said that the National Food Security Act was to be implemented by July 2014 and the present food grains allocation to the state, which is 1, 27,688 metric tonnes (MT), would be increased to 1, 38,000 MT if the Act is implemented in Nagaland. If the Act was implemented, 47940 AAY cardholders, 77,095 BPL cardholders and 59,000 APL cardholders in Nagaland would be benefited. Under NFSA, the union minister said 79.83% people would be covered in the rural area while 61.98% would be covered in urban area, adding that every person would get wheat at Rs.2 per kg and rice at Rs.3 per kg. And further informed that under NFSA the central government would give 75% of the transportation cost and that 25% have to be paid by the state government. The union minister has also said that Nagaland government has been receiving 100% of its share and if a state is lifting 100% food grains whether it is going to the beneficiary or not and for that through digitisation it would be known whether food grains meant for the beneficiaries was distributed rightly or not. Sin causes the minds to produce hundreds of negative thought everyday. Sin can prompt us to indulge in Emotions that are both painful and destructive. Although the mind is powerful, when driven by the forces of sin it can turn a life into shambles. To ensure proper transparency and accountability in the implementation, the Act makes provision for setting up a social audit by the states. For this the government and the local bodies have to update the name of the beneficiaries and put up the list on the notice board for public inspection. To conduct social audit involving the common people and also to set up vigilance committee to check corruption in the implementation of the scheme. The Act also provide to set up grievance redressal system at the district level and state level for expeditious and effectives redressal of grievances of the aggrieved person relating to the distribution of entitlement. Civilizations have come and gone, knowledge has increased, and culture habits have changed, yet human nature remains the same, Even now, in the midst of computerized technology and presumed intellectual enlightenment, anxiety-ridden people are still asking, “who am I?” - “Where can one find true and lasting peace?” Many people live their lives without coming to a satisfactory conclusion. Not knowing the Questions to ask or the direction to turn, they exist without a Balanced and integrated image of themselves. It is no surprise to discover that these are the very people most prone to emotional and relational struggles. If we experience crises with self-identity, we will surely experience crises in the everyday stresses of living. Peace comes only when we uncover and understand the underlying thoughts and beliefs that guide our emotions. Perhaps, it is “The Missing Peace” that still plagues people today. The Nagas: crossroad

e it the Wancho, Tangsa, Tutsa, Nocte or the Lazu Naga Tribes of Arunachal or the Mao, Tankhul, Poumai, Kharam Naga Tribes of Manipur or the Htangam, Leinong, Makum, Nokaw, Para Naga Tribes of Myanmar or the Chakesang Ao, Angami, Chang Naga Tribes of Nagaland; we cannot deny the fact that we are all Nagas with the same ancestry; and that we long to live under one roof and be together under one administration. This is possible only through Territorial integration. Nagas of other states must understand that as and when territorial integration is achieved, it will not be a question of “us welcoming you” or “you welcoming us” but a “great reunion day”. But before Territorial integration, let us remain in our own territories, respect each other, have mutual understanding and help each other in times of trouble and sickness. True to our brotherhood, this year, when our Naga brethren in Myanmar were sick from measles without medical assistance from Myanmar Govt. Nagas from Nagaland rushed to their rescue. Until the achievement of territorial integration; let us maintain such status quo and extend helping hand to each other, without interfering in each other’s affairs. Recognition of the Rongmei Tribe, those who had settled prior to 1963, in itself is not the problem provided the reservation in the Govt. Jobs and seats in educational institutions would be restricted to only those Rongmei who had settled prior to 1963 and their true descendent. But then, here again tracking each and every descendant of those who had settled prior to 1963 could be a huge problem. And if the recognition of Rongmei tribes is extended to Rongmei tribes from Tamenglong district of Manipur, then, the floodgates will open as our southern brothers namely Mao, Tangkhul and Poumai have also submitted representation to the Govt. of Nagaland for recognition. Yes, we are all brothers and our history cannot be erased but before Territorial integration is achieved, why are the Manipur Nagas seeking for recognition in Nagaland? We must understand

What is goods and services tax ?

hile there are lots of talks going on these days about GST, for the common man, these talks make little sense. For us their language too sophisticated to understand and their terminologies too technical to comprehend. So can someone kindly simplify GST and enlighten the common man. We are told that the central government and many state governments on India have welcomed GST and had even ratified it including the government of Nagaland. For argument sake, why did Nagaland state government ratify it? What will be the fate of a poor and consumer state like Nagaland when GST comes into effect? As we all know, Nagaland has no industries and manufacturing units, this has brought us to a situation where we are forced to buy goods from outside for all our needs and wants. Until now, when goods come from other states, the state government earns some revenue from the VAT tax, excise tax, custom tax etc. If GST is implemented, we are told, all these taxes are to be done away and to be integrated into one tax. So, how are the states going to earn revenue from goods coming from outside the state? And wouldn’t a consumer state like Nagaland become a loser? Again, if GST is implemented what will be the fate of many small retailers in Nagaland that are operating outside the tax regime, today? How will the state government bring these thousands of retailers into GST system? What about services tax? How will the common man benefits from the new services tax? These questions are raise due to sheer ignorance, no harsh criticism intended. For the common man, if GST can liberalize the license raj, curb corruption and bride, so rampant in the present tax regime, we welcome GST. In the same way, even within the same tribe, if one village encroach the land of the other village then dispute and fight ensues. The recent fall-out of the Naga Hoho, the derogatory words that are used against each other in facebook, etc are clear indication that we are falling apart and until and unless a drastic revamping of the constitution of Naga Hoho is done, I am afraid the gap will increase. Why Protestants took birth from Roman Catholic. It was because of sale of Indulgence. In the early 1200,s any devoted Church member could pay money to the church in exchange for forgiveness of sin. Thus the way to heaven was purchasable. This was opposed by Martin Luther, his argument was that only GOD could forgive sins and not by payment of money. This led to the birth of Protestant/Baptist. If the present Naga Hoho setup is becoming a thorn. Why not revamp it? Restore the Naga Hoho to the original format for the 16 tribes of Nagaland. Let it be empowered to look after its own internal affairs and grievances of Nagaland. Let UNC be for the Nagas of Manipur to look after its internal affairs. The same goes for the Nagas of Arunachal and Myanmar. After this form a greater body that encompass all the Nagas separated by boundaries. Let this new body be represented by all Nagas of different states and country, and fight for our common cause, integration and welfare of the Nagas on the whole. As separate entities we will have more understanding and respect, but the present situation is widening the gap to such an extent which may become irreversible. The roads of Dimapur

Dimapur is said to be the business hub of Nagaland. It is said to be gateway to Nagaland. But one of the striking underlying facts is the condition of the roads. Since roads indirectly contribute to the economic growth it is extremely essential that the roads are well laid out and strong. Dimapur is home to several bad roads be it the main town or the villages. Bad road conditions are nothing new to the Dimapurians. Since Dimapur is developing very fast there is a constant demand for good quality infrastructure, transportation and services. The responsibility for road building and maintenance lies with the Central and State government. The administration of the national highway system is vested with the Ministry of State for Surface Transport in India and other State roads are preserved by the State public works departments. As far as the minor roads are concerned they are up kept by the various municipalities, and villages. The design of the highways is a matter of great importance since only properly designed highways can withstand the pressure created by heavy vehicles. Apart from being narrow they are also highly congested since quite a large part of the State’s freight is carried on these roads. Dimapur is home to quite a large rural population. Most of the rural areas in Dimapur do not have access to all weather roads and hence have a tough time during the monsoons. Traffic is one common problem and is extremely congested during office hours. This is mainly because of industrialization and the sudden rise in vehicle ownership over the last few years. If Dimapur wants to be relaxed with the growing traffic, the government will need to construct around some more flyovers and bridges. The potholes found on the roads of Dimapur gives a feeling of going for MELA and riding all those roller coaster rides. Sometimes even feels like if I could fly..... and just glide away. The rainy days make the people think twice for going out.......What dress to wear? Which way will be easier??? How will be the road conditions??? In order to improve the conditions of roads many efforts are taken but to no positive impact. It is during this time that roads were built to expand the width of existing roads and to construct drains but failed every time. Now let’s all give a deep thinking and answer ourselves........Why is our roads so bad ? Whose fault? Where is the problem? Is it poor geometrics? Is it for insufficient pavement thickness? New Delhi, Sep 19 (IANS): The government on Monday informed the Supreme Court that three major search engines -- Microsoft, Google and Yahoo -- have agreed to auto block ads promoting sex determination tests as prohibited under the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act. The bench of Justice Dipak Misra and Justice C. Nagappan was told that in compliance with the provisions of the PC&PNDT Act, 1994, advertisements commercially promoting sex determination tests would be blocked automatically and accessing them would not be possible. Solicitor General Ranjit Kumar submitted to the court the “proposed list of words” in respect of which when commands would be given, there will be “auto block” with a warning and nothing would be reflected in the internet, as it is prohibited in India. The proposed list of the keywords, which could no more be used for accessing information on sex determination tests include “Gender selection, Gender selection Kits, Gender selection service, Gender selection clinics, Gender selection technique, Prenatal sex selection, Prenatal sex selection kits, Prenatal sex selection service, Prenatal sex selection clinics, Prenatal sex selection technique”. Patna, Sep 19 (IANS): At least 35 people were killed on Monday when a 50-seater bus fell into a deep pond in Bihar’s Madhubani district, officials said. “So far, 35 bodies have been found and the bus was pulled out of the water. But

Indian banks moving past worst of bad loans Mumbai, Sep 19 (Agencies): India’s banking sector is moving past the worst of its asset quality down cycle, Moody’s Investors Service said on Monday, although it warned that state-run banks’ capital levels remain a key weakness. Gross bad loans as a percentage of total loans of Indian banks have nearly doubled to 8.7 per cent as of June, from 4.6 per cent in March last year, according to data from the Reserve Bank of India. Including rolled-over or restructured loans, 12 per cent of all bank loans were stressed as of end-June. Banks’ additions to bad loans surged this year after an

asset quality review ordered by regulator the Reserve Bank of India, which wants the commercial lenders to clean up their balance sheets by March 2017. Moody’s said it had a “stable” outlook for the banking sector over the next 12 to 18 months. “While the stock of impaired loans may still increase during the horizon of this outlook, the pace of new impaired loan formation should be lower than what it has been over the last few years,” the rating agency said in a report. For the 11 Indian state-run banks the agency rates, it estimates a capital requirement of Rs. 1.2 lakh crore

($18 billion) by March 2019 to meet the global Basel III banking rules, Alka Anbarasu, a senior analyst, said at a press conference, reiterating earlier forecasts. The Indian government has estimated a total capital requirement of Rs. 1.8 lakh crore for all 22 state-run banks. It has pledged to inject over four years to March 2019 a total of Rs. 70,000 crore, which many including Moody’s believe will not be enough. “A potential way to bridge this capital shortfall would be to slow loan growth to the low single digits over the next three years,” Moody’s said in the report.

Sept 30 last date to get LPG linked with Aadhaar Lucknow, Sep 19 (Agencies): Those who have still not linked Aadhaar with their LPG connections need to do it before September 30, as their parked subsidy amount (with banks) for the period between July and September will lapse after September end. As per earlier instructions of the Union ministry of petroleum and natural gas, people have to buy cylinder at the non-subsidised (market) rate and later have to get subsidy credited into their account. For this, they had to either link their bank account numbers or Aadhaar number to their LPG connection number to get the subsidy credited into their account. From July 2016, the ministry has mandated linking connections with Aadhaar. People who had linked earlier

need not worry but those who had linked only bank account numbers need to get Aadhaar linking too. UP chapter’s president of All India LPG Distributors’ Federation, D P Singh, said, “There are about 9.8 lakh LPG consumers in city, of which around 20% subscribers have yet not linked Aadhaar with their connections.” The government gave these people a buffer time of three months to get the Aadhaar linking done and released their three months’ LPG subsidy into respective banks. However, the banks were asked to hold on to the release of subsidy till the time consumer links Aadhaar with the connection. Once Aadhaar card is connected before September 30, the three months’ subsidy would be released.

Airtel rolls out 20,000 units of Aadhaar based e-KYC solution Dimapur, Sep 19 (PTI): Bharti Airtel (“Airtel”), India’s largest telecommunications services provider, Monday said that it has successfully rolled out over 20, 000 units of Aadhaar based e-KYC solutions across India. Airtel has led the roll out of Aadhaar based e-KYC solution following the notification by the Department of Telecom, Government of India. The initiative has received positive response from customers as it enables instant activation of Airtel mobile SIMs, thereby enhancing customer convenience and in-store experience. The digital verification, which is fully secure, also eliminates paperwork and benefits the environment. Over 50,000 customers,

including those in rural India, are being on-boarded daily by Airtel using this digital solution. The Company expects the number of customers getting digitally on-boarded using Aadhaar based e-KYC to grow multifold as it ramps up the rollout of devices. In the first phase of deployment, Airtel has plans to have the solution in over 500,000 retail outlets, including those in rural pockets, over the next few months. The details will be instantly matched with the UIDAI database and following the validation, the connection will be activated instantly in the name of the customer. The process is fully secure and the retailer/representative at the point of sale will also be registered under Aadhaar.

Mumbai, Sep 19 (PTI): Snapping its two-day falling streak, gold prices recovered by Rs 45 per ten grams at the bullion market here today, tracking a firm trend overseas amid renewed buying by jewellers demand. Silver also rose by Rs 400 per kg on good speculative offtake and industrial offtake. Standard gold (99.5 purity) moved up by Rs 45 to close at Rs 31,095 per 10 grams from last Friday’s closing level of Rs 31,050. Pure gold (99.9 purity) also rose by a similar margin to end at Rs 31,245 per 10 grams as against Rs 31,200 previously. Silver (.999 fineness) climbed by Rs 400 per kg to close at Rs 45,985 as compared to Rs 45,585 earlier. Globally, gold prices rose as the dollar slipped but gains were capped by nervousness ahead of the US Federal Reserve monetary policy meeting and a rise in the US government bond yields.

MUMBAI, Sep 19 (Agencies): Reliance Jio on Sunday claimed that there are no incidents of call failures within its network and called Airtel’s statements on the issue “misleading and unfortunate”. “We encourage all customers to make Jio to Jio calls to experience HD quality voice services without any disruptions whatsoever. We also invite independent third parties such as TERM (DoT) to inspect and confirm that there are zero call failures on Jio network,” the company said in a statement. It accepted that the issues of quality of service being faced by the customers was limited to the calls between the two networks. “While there are over two crore call failures every day between the two networks, there are no incidents of call failures within the Jio network,” Reliance Jio said. The company urged its customers to encourage the receiving party to switch to the Jio network at the

Moscow, Sep 19 (AFP): Russia’s ruling United Russia party has cruised to an easy victory in parliamentary polls that could pave the way for President Vladimir Putin to glide to a fourth term in 2018 elections, with more than 93 per cent of votes counted. Sunday’s ballot for the 450-seat State Duma was smooth sailing for authorities desperate to avoid a repeat of mass protests last time round and eager to increase their dominance as Russia faces the longest economic crisis of Putin’s rule. But a low turnout of less than 50 per cent suggested that many Russians may have been turned off by a system in which the Kremlin wields near-total power, which could raise questions over legitimacy. “We can announce already with certainty that the party secured a good result, that it won,” Putin said after polls closed. “The situation is tough and difficult but the people still voted for United Russia,” he said on state television. With more than 93 per cent of the votes counted, the United Russia party had 54.3 per cent of votes, securing it at least 343 seats in the 450member parliament, up from 238 previously, and a constitutional majority, according to results announced Monday morning.

It was followed by the Communists and the ultranationalist Liberal Democratic Party, on 13.5 per cent and 13.2 per cent respectively, and A Just Russia, which received 6.2 per cent, results published by the central election commission showed. He decided not to leave Nepal at present taking into consideration the voices raised by the agitating parties and the general public to focus on the resolution of concerns raised by them, implementation of the Constitution and reconstruction in the wake of the April 2015 Nepal earthquake, the Prime Minister’s Secretariat said. Minister for Foreign Affairs Dr Prakash Sharan Mahat, who flew to New York from New Delhi, would lead the Nepali delegation to the UNGA after Prachanda cancelled his trip, Himalayan Times reported.

Canberra, Sep 19 (PTI): Australia’s prestigious art gallery today returned to India two sculptures, including a third century rock carving, worth USD 840,000 bought from an illegal Indian art dealer in 2005. Australian Arts Minister Mitch Fifield handed over a 900-year-old stone statue of Goddess Pratyangira and a third century rock carving of worshippers of the Buddha to Tourism Minister Mahesh Sharma at Canberra-based National Gallery of Australia (NGA). The ceremony was also attended by Indian High Commissioner Navdeep Suri. The ceremony took place in the gallery which houses almost 5,000 pieces of Asian art. The NGA had bought the two pieces from disgraced art dealer Subhash Kapoor in 2005. Kapoor is currently lodged in Trichy Central Prison. Last year, the NGA research team examined new photographic evidence from the French Institute of Pondicherry that indicated a sculpture of Goddess Pratyangira which was bought for USD 247,500 was in India in 1974. This contradicts the dealer-supplied provenance, suggesting the NGA was supplied with false documentation and it was likely to have been illegally exported from India.

Madrid, Sep 19 (Agencies): Real Madrid overcame Espanyol 2-0 on Sunday to equal Barcelona’s record of 16 consecutive La Liga wins. The victory matches the efforts of their fierce rivals, who achieved the feat under Pep Guardiola in the 2010-11 season. In the absence of Cristiano Ronaldo and Gareth Bale, James Rodriguez and Karim Benzema stepped up to send Real back to the top of the table. A moment of individual brilliance saw Rodriguez open the scoring in his first start of the season, while Benzema tapped home after the break to seal the three points. Gabala, Sep 19 (IANS): India continued its medal winning spree at the International Shooting Sport Federation (ISSF) Junior World Cup, bagging six medals on the second day here on Monday. After picking up seven medals including three golds to top the medal table at the end of day one, India picked up six more medals on day two, including one gold, two silvers and three bronze medals to lie second behind Russia in the medal tally. India’s only gold medal of the day came in the women’s 10 metres Air Pistol event, when Yashaswini Singh Deswal, Malaika Goel and Harshada Nithave combined for a total score of 1122 to finish way ahead of second placed Turkey’s score of 1104. Uzbekistan won the team bronze shooting a total of 1086 in the event. Day two however, started with a team silver for India, when the trio of Gaurav Rana, Hemendra Kushwah and Saurabh Chaudhar y came second in the men’s 10m Air Pistol event. Then Anmol, won a silver in the event, when he finished behind gold medallist Artem Chernousov of Russia in the final. Anmol was among three Indians who had qualified for the finals, where after a

relatively poor start, he shot a great second and fifth series, while also finishing strongly to claim second place with a final round score of 197.5 while the Russian shot 199.7. Hemendra Kushwah finished seventh while Gaurav could not reproduce his qualifying form and ended eighth. Two Indians, Gaayathri Nithyanadam and Dilreen Gill had qualified for the finals of the 50m Rifle 3 Positions event. Earlier Gaayathri had won the team bronze in the event along with Sonika and Aditi Singh. Gaayathri then had an up and down final to eventually settle for a bronze behind Nikola Foistova of the Czech Republic who won Gold and Olga Efimova of Russia who won silver. Gaayathri’s eventual final round score was 438.9, while Nikola shot 451.5 and Olga 450.6. Dilreen Gill, the second Indian in the final, finished sixth with a score of 406.3. Three Indians reached the final in the 10m Air Pistol which had helped them bag the team gold in the event. In the individual final, at the first elimination point, which is after eight shots, Malaika was lying fourth, Yashaswani fifth and Harshada had had a brilliant six shot series to pull up to fourth position after a poor start.

NEW DELHI, Sep 19 (PTI): His monumental achievements notwithstanding, controversies keep chasing Leander Paes but the marathon man of Indian tennis says they are nothing more than false propaganda initiated by a few of his “highly jealous” competitors. Paes did not take any names but said the negativity that is being built around his name in recent times, is a result of a few underachievers’ sinister design. Whenever it comes to playing for nation in the Indian team at the big stage, be it Olympics, Asian Games or in Davis Cup, tennis has found itself mired in controversies. He said he does not care what people say or think about him since he’s busy writing his name in the history books, that no one can change. “In this part of my career, most of my competitors are highly jealous. Kenguruse memorial football trophy after defeating Liangmai FC 5-1 in the final match played at Kohima local ground on Monday. The tournament was organized by 9 Assam Rifles under the aegis of HQ IGAR (North). In the one-sided final match, Chaba (9) scored a hat-trick while Rhitsho and Kethozhopu Meru scored one a piece to give Naga FC

a thumping victory. Liangmai FC dominated the first 15 minutes of the game however, from then on, it was Naga FC till the final whistle. Liangmai FC’s Athamah (10) made the first shot at the goal but his attempt was thwarted by his opponent’s goal keeper. Naga FC’s Chaba (9) missed a couple of good chances early in the match. Just before lemon break, Naga FC made several attempts. In the final minute, a rebound from Keneisedelie Chiitso’s long shot found Rhit-

A giant conga line of athletes weaved around the stadium to the cheers of thousands of fans who danced in the stands to Brazilian funk music. Four Paralympic runners posted faster times in the 1500 metres in athletics than last month’s Rio Olympic gold medallist. But the celebratory mood was overshadowed by the death of Iranian cyclist Sarafraz Bahman Golbarnezhad. He died after crashing in the C4-5 event at the Paralympics on Saturday, the first such death at the Games since they began in 1960. Sir Philip remembered the 48-year-old, who crashed at the first portion of the Grumari loop on a mountainous stretch of the cycling course in Rio. ‘’The Iranians have asked for two things. One is to expedite the repatriation of Bahman’s body so it can be with the family in, I understand, Shiraz, in Iran, as soon as possible. We’re hoping that that will be effected today, Sunday. And, of course, the Iranians want the full explanation as to what did happen. That’s something that I have stressed very clearly to both the Organising Committee and to the UCI.’’ The UCI, or International Cycling Union, is the world governing body for cycling. The 2020 Summer Olympics will be held in the Japanese capital of Tokyo from August the 9th to 23rd. The Paralympics will then run from August the 25th to September the 6th.

Kane strike sends Tottenham third London, Sep 19 (Agencies): Tottenham Hotspur bounced back from their midweek loss in the Champions League with a 1-0 win over Sunderland at White Hart Lane. Harry Kane’s second straight Premier League goal complimented a dominant Spurs performance, although the striker was later brought off with a serious ankle injury. The hosts put their Wembley nightmare behind them after they were beaten 2-1 by Monaco in which was their first Champions League game in five years. David Moyes’ side finished the game with ten-men after Adnan Januzaj received a second yellow card in the closing stages for a foul on Ben Davis, which soured a brave performance from the Blackcats. Despite dominating much of the possession in the first half, Spurs were continually frustrated as they stalked a nervy Sunderland defence early on. Son Heung-min proved to be one of Tottenham’s most instrumental players throughout the 90 minutes and the South Korean was unlucky not to top his performance with a goal when his shot from outside the box just clipped the post.

India U-16 football team holds Saudi Arabia 3-3 Panaji, Sep 19 (IANS): A last-gasp penalty by Suresh Wangjam kept the hosts’ Asian Football Confederation (AFC) Under-16 Championship knockout stage dreams alive as they claimed a dramatic 3-3 draw with Saudi Arabia in Group A on Sunday. Aniket Jadhav struck early for India and Aman Chetri doubled their advantage only for Sulaiman Al Dhuwayhi to restore hope for the Saudis 11 minutes before the interval. Saudi Arabia’s Mali missed from the spot with the last kick of the first half. But Feras Al Brikan’s quick-fire brace in the final 10 minutes looked to have won it for the Saudis before captain Wangjam kept India in the tournament at the death. The hosts will now need to defeat Iran in their final Group A outing on Wednesday to stand any chance of reaching the quarter-finals while the Saudis face the same predicament against the United Arab Emirates. Anderson recalled in NZ’s ODI squad for India

Wellington, Sep 19 (PTI): New Zealand today recalled temperamental allrounder Corey Anderson for the fivematch ODI series against India next month and he will play as a specialist batsman. Experienced pacer Tim Southee, who was ruled out of the forthcoming Test series against India after straining an ankle ligament, has found a place in the 15-member squad, while Henry Nicholls, who is part of the five-day game squad, has been dropped. Batsman Anton Devcich, allrounder Jimmy Neesham and wicketkeeper BJ Watling have also been recalled to the squad for the series beginning in Dharamsala on October 16. Anderson last played an international game for New Zealand during the World T20 in India, before a back injury ruled him out of the tours of Zimbabwe and South Africa.

He proved his fitness in three matches for a New Zealand XI against an Emerging XI at Christchurch last week. NZC selector Gavin Larsen said Anderson’s rehab would continue to be monitored and praised the allrounder for his work ethic. “Corey’s superb professionalism throughout his rehab process has led to this point, and it’s a credit to him and the hard work he’s put in,” said Larsen. “We’re excited to have Corey back. He provides power through the middle-order and knows the conditions in India well. “He’s still working on his bowling and we’ll continue to monitor that, but for this series he will be used solely as a specialist batsman.” Henr y Nicholls was dropped from the squad, though Larsen said the Kiwis still have a number of options in the middle-order. “India conditions are known to be quite harsh, so it’s really important that we have cover for all positions. “Luke Ronchi and BJ Watling provides us with wicketkeeping and middle-order cover, while Anton is another spin option for us and can bat anywhere in the order.” “The last time we played ODIs was in the Chappell Hadlee series and victory there helped us reach the world number two ranking.
