SW deptt. tells ANSWFSEA to ‘shun protest’ DIMAPUR, SEP 25 (NPN): Responding to the All Nagaland Social Welfare Field Staff Employees Association (ANSWFSEA) proposed sit-in protest scheduled on September 27, Social Welfare department, director, T. Merangtsungba Aier in a press note has advised the association “to shun” from holding the proposed agitation for the benefit of all. Aier said “the department has not been sleeping over the issue, rather with sincere earnestness have taken up all the demands”. While reminding that such issues relating to service matters needed careful scrutiny, after going through official procedures, Aier said the matter would be placed “only once it is formally approved by the competent authorities”. He further pointed out that the “highest authorities” is expected to take up the matter very soon as they have been apprised of the issue for consideration. Advising the “association to be more sensible and not to take the law into their hands, defying the Government Servant Conduct Rules”, Aier said it would rather result in more complications instead of resolving the issues amicably. Earlier, while announcing its proposed sit-in protest, the ANSWFSEA alleged that the state government failed to keep up its commitment over the promotion of ICDS supervisors.

Over 20 quakes felt across NE in nine months

SHIL LO NG, SE P 25 (AGENCIES): If reports coming out of Earthquake Track (a premier earthquake tracking website) is accurate then in the last nine months there have been as many as 23 earthquakes in the Northeast. Almost all earthquakes have happened in the Tuensang, Phek, districts of Nagaland and a few more on Wangling, Manipur. Assam and Arunachal have also had earthquakes in Lakhipur, Haliakandhi and Tezu amongst others. This is significant as most of the earthquakes have shown a pattern across the Myanmar border. It may be mentioned that Manipur bore the brunt of an earthquake with a magnitude 6.7 earthquake which struck India 29 km (18 mi) west of Imphal in the state of Manipur on January 4 with a maximum Mercalli intensity of VII (Very strong). At least eleven people were killed, 200 others were injured and numerous buildings were damaged. Experts are long saying that these frequent earthquakes are not to be taken lightly as there is a likelihood of a strong earthquake as it is long overdue. With close to 28 earthquakes this year alone it may be prudent for the government to show its preparedness with disaster management teams across the region.

CM bats for border development Says, new projects, not fencing needed on India-Myanmar border A G A RT A L A , S E P 2 5 (IANS): The Indian government should not fence the India-Myanmar border and, instead, undertake developmental projects, Nagaland chief minister T.R. Zeliang has said, adding that restrictions on various construction activities in border areas need to be relaxed. “The government of India should abandon its plan to erect fencing along the IndiaMyanmar border... (it) must carry out developmental projects and build infrastructure, specially roads, along the border with Myanmar,” Zeliang told IANS in an interview. Four northeastern states -- Nagaland, Manipur, Mizoram and Arunachal Pradesh -- “have already told the central government to stop its plans to fence the IndiaMyanmar border. The Union government is considering the proposal”, said Zeliang, who was here to attend the third North East Connectivity Summit. Security would not be compromised if the border is unfenced, he contended. “With developmental projects, people residing along the border would come together in a large way. Thus,

inimical elements, including extremists, would not get scope for their nefarious and criminal activities,” the Chief Minister maintained. Four northeastern states -- Arunachal Pradesh (520 km), Manipur (398 km), Nagaland (215 km) and Mizoram (510 km) -- share a 1,643-km unfenced border with Myanmar. “While ever ybody knows the logic behind fencing India’s land borders with Pakistan and Bangladesh, this logic does not apply to India’s land border with Myammar. In Nagaland, the international boundary does not follow a river or other landmarks. Rather, it follows the watershed principle.” He said that since Nagas and other tribals in northeast India generally set up their villages on hill-tops, the international boundary divides many villages into two. In the case of Longwa village in Mon district, for instance, the international boundary runs through the middle of the ‘Angh’s’ (village chief ’s) house, where half of it is in India and the other half in Myammar. “I cite this example to show how badly the Nagas and their ancestral lands have

been divided by the IndiaMyammar border. “Naturally, the villagers have to continue their movement across the international boundary almost on a daily basis for their agricultural and various other activities. Hence, border fencing is not a viable proposition,” Zeliang explained. “Another peculiar character of this sector is that in spite of the open and unguarded border, and in spite of the free-movement regime, there has been practically no migration of the native Nagas across the international border. DIMAPUR, SEP 25 (NPN): The North Eastern Indira Gandhi Regional Institute of Medical Health and Sciences (NEIGHRIMS) at Shillong, supposedly a tertiary health institute for the region, modelled along the lines of the All India Institute of Medical Sciences (AIIMS), has earned a dubious reputation when it comes to diagnosis and treatment of cancer. Several patients from Nagaland, who were referred to NEIGHRIMS at Shillong, for suspected cancer, had to endure weeks and months of treatment for ‘suspected cancer’ without the doctors being sure about the exact nature of the disease. A number of them who went for treatment elsewhere were given the bad news that they come too late. The reason for being too late was because the doctor(s) at NEIGHRIMS would reportedly discourage patients from seeking

treatment elsewhere by giving them hope for early recovery. It was revealed, that patients with suspected cancer referred to NEIGHRIMS were sent to various private clinics or hospitals in Shillong for tests and subsequent radiation. A shocking account from some of the patients said they had to spend weeks and weeks without being told the exact status of the disease they were being treated for. In one case, a patient was reportedly asked to take radiation from a government hospital and then given a capsule, without being told it was an oral Chemo tablet. In another case, a patient who had spent several months and had to take periodic radiation in a government hospital. Later, when the condition worsened, the patient finally decided to get a second opinion. It was found that the radiation treatment was not sufficient enough to kill the aggressive cancerous cells since the machine was report-

edly outdated. Any reputed cancer institute should have a PET/CT scan in order to arrive at a correct diagnosis and ascertain the condition of the disease. However, NEIGHRIMS does not have a PET/CT Scan machine and its doctors send patients to other clinics or hospitals. The re putation of NEIGHRIMS has taken a hit owing to various factors such-- lacking adequate number of experienced medical specialists in various departments and technicians to run the expensive equipments. Though a central g ove r n m e n t i n s t i t u t e, NEIGHRIMS has the advantage of getting doctors and technical personnel from various AIIMS centres. That has however also proved to be another problem since most of them eventually succeed in evading transfer and the few who go, don’t stay long. It was also learnt that out of the 137 posts in NEIGRIHMS, only 34 have been filled up; the rest are lying vacant.

However, the three states-- Assam, Manipur and Arunachal Pradesh -- have opposed the demand.

Time to bring electoral reforms, to strengthen democracy: Modi KO Z H I KO D E , S E P 2 5 (IANS): Reissuing his call for electoral reforms, Prime Minister Narendra Modi on Sunday said it was imperative to strengthen democracy. “I think this is time to bring about electoral reforms. In the centenary year of Pandit Deendayal Upadhyaya, we can organise seminars across the country on electoral reforms,” said Modi in his address to the BJP’s National Council meeting here. “At least we should start brainstorming the issue, and we will see what amrit (nectar) will come out of this churning,” he said. “To strengthen the roots of democracy, we will have to bring about electoral reforms, we will have to add a few new things, have to delete a few obsolete things from the electoral procedures,” he said. He said that even members from other political parties have been asking him to bring about electoral reforms, but it would be better if changes emerged after thorough brainstorming. This is at least the third time in as many months that the Prime Minister has called for electoral reforms, including simultaneous parliamentary and state assembly elections, in the country.

2.5 cr toilets constructed in India in 2 yrs: PM N E W D E L H I , S ep 2 5 (IANS): Prime Minister Narendra Modi on Sunday said his government’s cleanliness drive has been a great success in the past two years during which nearly 2.5 crore toilets were constructed in a bid to make India free of open defecation. “I started Swachh Bharat campaign two years back on the occasion of Bapu Jayanti

(Mahatma Gandhi’s birth anniversary). With the help of this campaign, awareness about cleanliness among 125 crore people of the country has increased,” PM said in his monthly radio broadcast. “We built 2.48 crore toilets in the rural areas in these two years and 1.5 crore more toilets will be constructed in the next year,” he said. Modi

also launched a toll-free ‘Swachh’ helpline 1969 for people to know about the progress of cleanliness drive. “The number can also be used for requesting work in your area,” he said in his ‘Mann ki Baat’ programme. Modi also appealed to masses to connect with cleanliness campaign and send photos or videos on the ‘NarendraModiApp’.

Household dust can decline IQ level in children WASHINGTON, SEP 25 (AGENCIES): Household dust exposes people to a wide range of toxic chemicals from everyday products, states a recent study conducted at the George Washington University. According to ANI reports, the team conducted a first-of-akind meta-analysis, compiling data from dust samples to identify the top ten toxic chemicals commonly found in dust. They found that DEHP, a chemical belonging to a hazardous class called phthalates, was number one on that list. In addition, the researchers found that phthalates overall were found at the highest levels in dust followed by phenols and flame retardant chemicals. Lead author Ami Zota said, “Our study is the first comprehensive analysis of consumer product chemicals found in household dust. The findings suggest that people, and especially children, are exposed on a daily basis to multiple chemicals in dust that are linked to serious health problems.”

Chemicals from consumer products are released into the air and get into dust, which can settle on household items or on the floor. People can inhale or ingest small particles of dust or even absorb them through the skin. Infants and young children are particularly at risk for exposure to the chemicals found in dust because they crawl, play on dusty floors, and put their hands in their mouths. Zota and her colleagues pooled data from 26 peerreviewed papers and a dataset that analyzed dust samples taken from homes in 14 states. They found 45 potentially toxic chemicals that are used in many consumer and household products such as vinyl flooring, personal care and cleaning products, building materials and home furnishings. The meta-analysis combines information from smaller dust studies and thus offers solid conclusions with greater statistical power. The team found that ten harmful chemicals are found

in ninety percent of the dust samples across multiple studies, including a known cancercausing agent called TDCIPP. This flame retardant is frequently found in furniture, baby products and other household items. Indoor dust consistently contains four classes of harmful chemicals in high amounts. Phthalates, substances that are used to make cosmetics, toys, vinyl flooring, and other products, were found in the highest concentration with a mean of 7,682 nanograms per gram of dust-an amount that was several orders of magnitude above the others. Phenols, chemicals used in cleaning products and other household items, were the number two highest chemical class followed by flame retardants and highly fluorinated chemicals used to make non-stick cookware. Chemicals from dust are likely to get into young children’s bodies. A flame retardant added to couches, baby products, electronics and other products, TCEP, had the highest

estimated intake followed by four phthalates--DEP, DEHP, BBzP and DnBP. The intake numbers in this study probably underestimate the true exposure to such chemicals, which are also found in products on the drug store shelf and even in fast food the authors say. Phthalates such as DEP, DEHP, DNBP, and DIBP, are not only found at the highest concentrations in dust but are associated with many serious health hazards. Phthalates are thought to interfere with hormones in the body and are linked to a wide range of health issues including declines in IQ and respiratory problems in children. Highly fluorinated chemicals such as PFOA and PFOS are also high on the potential harm scale. These types of chemicals, which are found in cell phones, pizza boxes, and many non-stick, waterproof and stain-resistant products have been linked to numerous health problems of the immune, digestive, developmental and endocrine systems. Terming Zeliangrong as a “unique tribe,” Chuba said unlike the other tribes they inhabit in three different states and added that if they are united then they could be make their community stronger and Nagaland in general. ZDLSA, PDLSA organise legal awareness programme DIMAPUR: Zunheboto District Legal Services Authority (ZDLSA) organized a legal awareness programme on NALSA Schemes 2015 with special focus on NALSA (Protection and Enforcement of Tribal Rights) Scheme 2015 at Cornerstone School, Zunheboto on September 24. Students from two premier schools of Zunheboto, Sun Beam School and Cornerstone School attended the awareness programme. In the programme, the main resource person Retainer Lawyer of ZDLSA Tovi Z. Yeptho, spoke on the provisions of the NALSA Scheme on “Protection and Enforcement of Tribal Rights 2015” drawing emphasis on its parallel with the various legislations for the protection and enforcement of the tribal way of life. In addition, the resource person imparted the basic provisions of law on topics such as the Right to Information Act, Consumer Protection Act, Domestic Violence Act, Constitutional provisions for the protection of women from exploitation and gender justice, Prohibition of smoking in public places, Cyber crimes, Prohibition of child labour, Protection of children from sexual offences Act, Motor Vehicles Act, Juvenile Justice Act and other relevant laws and legislations that a citizen should be informed of. He emphasized on its year round availability, processed banana food products, planting methods, proper spacing and pest and disease control. The main objective of the visit was to promote linkage on production and marketing of

They also visited the upcoming ginger and turmeric processing unit where various storage facilities such as cold storage, deep freezing cold storage were shown and explained. The team also had an hour long outdoor discussion on marketing aspects where raw materials specially ginger and turmeric would be produced and supplied as they would be requiring a constant supply of raw materials in order to keep the processing unit operational for processing. Team also visited a bottling plant unit, Manipur food Industries Corporation limited and as a part of recreational visited the famous and the

AT M A Z u n h e b o t o : ATMA Zunheboto on August 31 conducted demonstration on quality selection and management of Ginger rhizome, demonstration of nursery bed preparation for cabbage and garden pea and training on organic production of garden pea at Mishilimi village, Ghathashi block under Zunheboto district. During the demonstration seed beds were prepared with the help of the farmers who also participated in planting the seeds. The importance of making seed bed nursery was emphasised along with management practices of nursery bed until transplanting to the main field. Nursery bed preparation of Gardena pea and organic production of garden pea, packaging and practices were highlighted by Tiarenla Jamir (ATM). Later, seeds were distributed to the 12 farmers who attended the program. ATMA Mon: Progressive Mon Tea Farmers and 23 young entrepreneurs from different villages under Mon district participated in the in-

ter-state training cum exposure visit organized by ATMA Mon to Tiok Tea Estate and Production centre at Sonari, Assam. The intensive training cum exposure trip was held from September 21-23 wherein the Factory manager and the assistant managers introduced the participants to the plucking, rolling and drying process at the factory and also to the packaging and storage process of the facility. During the three days, training was imparted on “application of bio-fertilisers” in various crops, demonstrations on “cultivation practices on cabbage,” “cultivation practices on cauliflower,” and hands-on demonstration on “mushroom

cultivation”. Later, demonstration programme was carried out at Lampong Sheanghah on September 24 wherein detailed procedure of “mushroom cultivation” was demonstrated to the farmers. Altogether 40 farmers from both the villages attended and benefitted from the programme. Correspondent IMPHAL, Sep 25: Manipur government has decided to upload the bill being drafted to regulate the non-local people coming to Manipur in the social media once it is finalised, an official source said Sunday. After the President of India withheld the Protection of Manipur People Bill-2015, Manipur government drafted a new bill which would address people’s demand for regulation of entry of nonlocals into the state. The freshly drafted bill entitled as Manipur Regulation of Non-local People Bill-2016 would be put in the public domain through government’s website www. manipur.gov.in inviting suggestions. On Saturday evening, chief minister O Ibobi Singh convened a meeting of council of ministers in his secretariat and deliberated on the proposed bill which the

drafting is reportedly almost finalised. An official source Sunday said that after a thorough deliberation on the proposed bill, the meeting decided to upload the final draft bill in the social media in a day or two for further examination and consensus by all stakeholders. Almost all the ministers and some other Congress legislators attended the meeting and unanimously voiced for passing the bill without any delay. It is pertinent to mention here that JCILPS has already started checking and deportation of non-locals entering into the state on the national highways since last Thursday and as many as 101 non-locals pulled up by them while entering the state have been asked to leave. M’laya see high contraceptive use; decline in fertility rate

NEW DELHI, Sep 25 (IANS): As the government continues to push for new methods of contraceptives to boost family planning, West Bengal and Meghalaya have so far witnessed the highest decline in Total Fertility Rate (TFR) and also an increase in adoption of modern contraceptive methods such as oral pills and IUDs against sterilisation, says official data. The National Family Health Survey (NFHS)-4 (201516), released for 16 Indian states, reveals that Meghalaya recorded a TFR of 3 from the 3.80 recorded during NFHS-3, a decade earlier for 2005-06. West Bengal has witnessed a fall in TFR from 2.30 during NFHS-3 to 1.80 in NFHS-4. TFR is the number of children who would be born to a woman (per 1,000 women) if she/they were to pass through the childbearing years bearing children according to a current schedule of age-specific fertility rates. The data shows that West Bengal and Meghalaya are among the states which have seen the highest adoption of condoms, IUDs and oral pills, and also a welcome decline in sterilisation, a terminating contraception method that is full of complications, including internal bleeding, infection or damage to other organs. “The results of West Bengal and Meghalaya can set an example and play the role of catalyst for other states. This shows that now people have started moving for spacing methods, which is always convenient. Using the statistics of these two states the Indian government can actually intensify its family planning initiatives,”

Meghalaya and West Bengal, besides a few more states, have recorded the highest fall in this category -- from 24.5 per cent to 16.5 per cent and 53.3 per cent to 40.7 per cent respectively, in the last decade. In the usage of contraceptives, Meghalaya witnessed 7 per cent increase in oral pills usage at 11.70 per cent during NFHS-4 from 5 per cent earlier. West Bengal witnessed almost 9 per cent increase in usage of oral pills, from 11.70 per cent in NFHS-3 to 20 per cent in the latest data. M.C.A Mishra, Director AIIMS, told IANS: “It is heartening to witness that in Meghalaya and West Bengal, there is significant increase in use of non-sterilisation methods. But it is worrying to see such a trend missing in states like Bihar and other larger states.” Sterilisation, which until some decades ago was the most preferred method of contraception, has seen an overall drastic decline almost in all states. Sterilisation of women in Meghalaya in NFHS-4 was 6.20 per cent from 9.50 per cent in NFHS-3, while the figure for male steriliation is nil in the last one decade from 0.10 per cent in NFHS-3. In West Bengal, sterilisation among females has fallen from 32.20 per cent to 29.30 per cent in the last decade, while among males it dipped to 0.10 per cent from 0.80 per cent in same period.

Speaker RC Debnath shot down the request by Trinamool Congress MLA Ashis Saha and Congress MLA Gopal Roy for a discussion in the assemblyon the demand for an inquiry by a sitting high court judge and the CBI into the Agartala clash. Debnath countered this by saying that the state government had ordered a magisterial inquiry into the incident and the deposition of witnesses has already begun. “ Since the district magistrate is inquiring into the matter, we do not have the jurisdiction to consider the demand for an inquiry by any other authority,” Debnath said. Opposition MLAs, however, launched a rebuttal and argued that since the law requires a magisterial report on criminal incidents besides the police report, it has been used to cover up the ruling party’s actions, opposition leaders said. “There is no bar on discussing the issue in the assembly. By rejecting the plea for discussion, they have proved their involvement in the incident,” Congress MLA Ratan Lal Nath said. In separate reactions, Congress, Trinamool Congress, BJP, tribal-based IPFT and INPt said they would continue to fight for impartial investigation of the incident.

Addressing a news conference at Manipur Press Club, Imphal leaders of “Contract Basis Appointed Teachers Association (CBATA)” based in Senapati district said that they have decided to impose the economic blockade of NH-2 and NH-37 to protest against non-regularisation of their posts and non-payment of salary as well.

New Delhi, Sep 25 (PTI): A new species of a small mammal in the rabbit family has been discovered in the higher altitudes of the Himalayas in Sikkim, a study has claimed, saying it is an important part of the ecosystem. Identified as ‘Ochotona sikimaria’ -- the new pika species was discovered by the study based on genetic data and skull measurements. The study has been published in the journal ‘Molecular Phylogenetics and Evolution’. These members of the rabbit family look like tailless rats and have been in the news in North America for their sensitivity to impacts of climate change, like increasing temperature, which has caused several of the populations in pika series go extinct. Nishma Dahal, the first author of the paper, started by collecting pika pellets to get its

DNA and identify the species. On comparing the DNA sequences from the pellets with that of all known pika species in the world, she saw that these were quite different. To prove that this is indeed a new species, she had to compare the Sikkim pika to its close relatives. It took two years for collaborations with researchers from the Chinese Academy of Sciences, Zoological Museum of Moscow and Stanford University to get detailed data on these possible sister species. “Pikas are among the most fascinating mammalian species. Unlike other mammalian species inhabiting such harsh environments, pikas do not hibernate. Magisterial inquiry to probe attack on court

Aizawl, Sep 25 (PTI): Mizoram Home Minister R Lalzirliana today said that a magisterial inquiry would be instituted to inquire the incident at Lunglei town in Mizoram where a mob attacked district court buildings, offices and a residential building on Thursday. Lalzirliana told PTI that the state government would take stern action against those people found guilty in the inquiry. Gauhati High Court Chief Justice Ajit Singh had said that the law enforcement mechanism had “failed immensely” in Mizoram resulting in hooligans trespassing the court buildings and ransacking the court offices and residence of court officers by a mob in Lunglei. In a letter to state Chief Minister Lal Thanhawla on Friday, the Chief Justice said that he was shocked at the untoward incident which could not be accepted at all and was a slur on the administration, reflecting the immense failure of the law enforcement mechanism.

Earlier, the Gauhati High Court withdrew all the judges in Lunglei district and attached them with the District and Sessions Judge, Aizawl district following the mob violence in Lunglei district court premises. Lalsawmliana (33) of Zohnuai locality of Lunglei on August 27. Tripura blames Centre for 60,000 vacant posts Agartala, Sep 25 (Agencies): With more than 60,000 posts lying vacant in various state departments, the Tripura assembly has expressed serious concern over growing unemploymen in the state. Congress MLA Ratan Lal Nath said Tripura has the highest number of unemployed youths in the northeast - 128 per thousand people. The state does not have industries which is why unemployment is inevitable here, he added. He urged the state to start filling up sanctioned posts immediately. Over 7.47 lakh sanctioned posts have been left vacant in various central government departments for a long time. The ruling CPM has, in the meantime, blamed inadequate financial support from the Centre for the job deficit. Sahid Choudhury, minister of manpower and employment said the Centre had, in a memorandum issued on October 29, 2014 by the department of expenditure under the ministry of finance, directed the states to stop hiring in government departments. But the government has been continuing its recruitment drive, he said. Lamenting that tribals have been deprived of the provisions entitled to them under Article 371 (C) of the Constitution since Manipur attained statehood in 1972, he informed that NPF is the only party safeguarding the rights of the hill people and the party is now spearheading for the cause of implementing the Article 371C. “In view of the Framework Agreement and the imminent solution of Naga political issue, the villagers were explained as to why we should support the NPF party in the ensuing general Assembly election 2017,” Shimray said. “I also reminded them about the history of the Naga political issue and their rights and hence, the need of our people to stand united and support NPF for the peace process to realize,” he added.

Imphal, Sep 25 (Agencies): A day after announcing that she would consult Delhi chief minister Arvind Kejriwal on how to defeat Congress in the assembly election next year, rights crusader Irom Sharmila Chanu left for the national capital on Saturday. Besides a possible meeting with Kejriwal, Sharmila will take part in a series of programmes in Delhi, including a talk show with lyricist Javed Akhtar. On Friday, the iconic antiArmed Forces Special Powers Act (AFSPA) activist also said she would float a regional political party ahead of the Manipur assembly election. She had earlier announced that she would contest against veteran Congress leader and Manipur chief minister Okram Ibobi Singh. “Arvind Kejriwal defeated Congress to become Delhi CM. I think he is a great political strategist. I would like to consult him and the leaders of his party on how to defeat Okram in the election,” said Sharmila. The activist, who boarded an afternoon flight from the newly named Bir Tikendrajit International Airport in Imphal, was accompanied by one of her supporters. On Tuesday, Sharmila will attend an international global youth peace festival in Chandigarh. She will return to New Delhi on September 29 to attend a series of programmes, including ‘Irabot Day’ on September 30. Sharmila will return to Imphal on October 3. On Friday, Sharmila also interacted with Naga leaders and students at the office complex of Manipur North Economic Development Association (Maneda) at the Senapati district headquarters. “It was a great day for me to hold discussion on my anti-AFSPA mission with Naga leaders and students,” she said.

Key accused in Guwahati suicide case in 5-day custody

Guwahati, Sep 25 (Agencies): The CJM of Kamrup (Metro) court on Saturday sent Pulin Gogoi to police custody in connection with the deaths of four persons, including a toddler, in a city hotel on Wednesday. City police had sought two weeks’ remand to quiz him, but the court granted only five days. Pulin, arrested at Pathalibam Dehingia village in Dibrugarh district on Friday, was the mastermind behind a job racket along with Prasanta Kumar. He is accused of cheating Prasant, who committed suicide along with his family members after he went broke. The accused, however, denied the charges. On his way to the court, Pulin told the media, “I knew Prasanta only on business terms and all charges are false.” A police source said the accused, a diabetic, was admitted to Assam Medical College and Hospital for a medical examination, after his arrest. He was handed over to Dispur Police on Wednesday. Prasanta, in a suicide note addressing chief minister Sarbananda Sonowal, health minister Himanta Biswa Sarma and Assam Police chief Mukesh Sahay, claimed that Pulin had cheated him, because of which he was compelled to take the extreme step with his family. The note added that Pulin had collected Rs 77 lakh from 62 people through him, promising them government jobs - a promise he eventually failed to keep. Some of the job aspirants started pressurizing Prasanta to return their money and the latter committed suicide because of the pressure, the note said. The source said Prasanta’s brother, who has filed a case against Pulin Gogoi, has already confirmed that the handwriting of the note matched his brother’s. The forensic laboratory here is analysing the suicide note.

Assam needs ILP-type protection, says Mahanta

Guwahati, Sep 25 (Agencies): Former chief minister and founder president of Asom Gana Parishad (AGP) Prafulla Kumar Mahanta has appealed to the Centre to provide special constitutional safeguards, modelled on the Inner Line Permit (ILP) system, in the Citizenship (Amendment) Bill, 2016, to protect the indigenous people of the state. The bill, which was tabled in Parliament on August 11, seeks to give citizenship rights to persecuted religious minorities from Bangladesh, Pakistan and Afghanistan. It is currently being examined by a joint select committee of Parliament after opposition parties said it needed more scrutiny. Leading a delegation under the banner of Asom Andolan Sangrami Mancha, Mahanta recently met committee members in New Delhi and submitted a memorandum opposing the bill. “We have explained our points in the memorandum. Assam bore the burden of foreigners till 1971. Just the way outsiders cannot buy property in states like Arunachal Pradesh, Nagaland and Mizoram, Assam, too, needs similar safeguards,” Mahanta told reporters here on Saturday. The three states mentioned by Mahanta have the Inner Line Permit system which restricts the entry and stay of ‘outsiders’. Another northeastern state, Manipur, has been on the boil over the ILP issue for months now. “The bill is an insult to the Assam Accord. Anyone who entered the state after March 25, 1971, is an illegal citizen irrespective of religion, caste and creed. So we appeal to all concerned to oppose the bill in writing before October 30,” he said. Prafulla Kumar Mahanta added that he would discuss the issue at the party level even though AGP is part of the state’s ruling coalition.

There is mourning as well as anger in the country.” He said, “This is a loss not only for those families which lost their sons, brothers, husbands. This loss is for the entire country. That is why, today I will say only this much, which I said on that day (of the incident) also and I will repeat it today, that the guilty will surely be punished.” Reposing faith in the Indian army, the Prime Minister said it will foil all such designs through its bravery. “They (Indian armymen) are the people who take bravery to its pinnacle so that 125 crore people can live a peaceful life,” he said. “We are proud of our army. New Delhi, Sept 25 (PTI): Cash-strapped East Delhi Municipal Corporation is planning to lease out its schools to a few private coaching institutes, with a dual aim of boosting access to education for poor children and augmenting its revenues. “This project would be based on a public-privatepar tnership model where we have earmarked about 200 schools spread over 10 Assembly constituencies in the area. “10 centres, one from each constituency would be tried on a pilot-basis first and then we would expand it,” East Delhi Mayor Satya Sharma told PTI. About 2.5 lakh students go to 398 school under the EDMC, she said, under this project “morning (regular) schools would be covered”. “The idea is to utilise the classroom lying closed after morning timings, so that in the evening the same could be used to impart education to other children, among other students. “51 per cent of the students admitted would be from below poverty line (BPL) section of the society who would get free education. “Our policy aims to use the PPP model to provide education to these underprivileged children and at the same time boost our revenues as we are reeling under a financial loss,” Chairman of Standing Committee of EDMC Jitender Chaudhary said. The Mayor said the proposal has been approved by the standing committee and it is slated to be tabled in EDMC House meeting on Monday.

New Delhi, Sep 25 (PTI): The Home Ministry has lodged an FIR in connection with the missing documents related to the controversial Ishrat Jahan ‘fake encounter’ case, a move that might escalate political slugfest between BJP and Congress. An Under Secretary serving in the Home Ministry has filed the FIR at the Parliament Street Police station here under Section 409 (criminal breach of trust by public servants) of the Indian Penal Code asking police to probe “why, how and under what circumstances” five documents related to the case went missing. The move came after an inquiry panel, headed by an Additional Secretary, concluded that the papers were “removed knowingly or unknowingly or misplaced” in September, 2009, a period when Congress leader P Chidambaram was the Home Minister. Only one paper out of the five documents related to the controversial alleged Ishrat fake encounter case that went missing from the Home Ministry was found, said the inquiry panel, which submitted its report on June 15 after a threemonth-long investigation. The inquiry panel, however, made no reference to Chidambaram or anyone in the then UPA government. The FIR was lodged under “stolen” category of police station register on September 22 following a communication sent to the Delhi Police Commissioner on August 26. Based on the statements of 11 serving and retired officers, including the then Home Secretary G K Pillai, the 52 -page inquiry panel report had said the documents went missing between September

Chikungunya as such cannot cause death,” AIIMS Director Dr M C Misra said. But doctors at the Sir Ganga Ram Hospital (SGRH), where nearly half of these deaths have been recorded, say it was chikungunya that precipitated the death. “Yes, most of these patients were old and had comorbidity, but why are people finding it hard to believe that chikungunya cannot cause death. There are six crore diabetic people in Delhi, nearly 15 lakh suffer from blood pressure problems, they weren’t dying earlier. “The seven persons, who

died here, were elderly people and suffered complications triggered by chikungunya and succumbed. Why are we so embarrassed to admit that these deaths were due to chikungunya? As per WHO reports, chikungunya outbreak in France and the US and South America have caused deaths,” Chairman of Department of Medicine at SGRH, Dr S P Byotra told PTI. Among the remaining fatalities, five of them were reported at Apollo Hospital, one each at AIIMS, Hindu Rao Hospital and Pushpawati Singhania Research Institute. SRINAGAR, SEP 25 (AGENCIES): Curfew was lifted from all parts of Kashmir on Sunday but restrictions on assembly of people remained in force in most areas as a precautionary measure. “The entire Kashmir Valley is curfew-free today but restrictions are in place in many parts as a precautionary measure,” a police official said. He said the curfew was lifted following improvement in the situation on Saturday. There were no reports of any untoward incident from anywhere in the Valley on Sunday. Shops and other business establishments remained closed due to separatist call for shut down for the 79th straight day while public transport remained off the roads.

Pathankot, Sep 25 (PTI): Punjab Police and Border Security Force (BSF) today carried out a joint search operation and flag march in villages near Indo-Pak border, amid a heightened vigil in the wake of the Uri attack a week ago. The objective of carrying out search operation was to ensure safety, security and thwart any attempt by intruders coming from across the border, Pathankot police said. As many as 150 security personnel including SWAT team members also participated in the search operation with Pathankot SP (Operation) Hem Pushp leading the Punjab police team. The operation was carried out in 12 villages, situated near Indo-Pak border and Jammu and Kashmir, which fall under Narot Jaimal

Singh and Bamial police stations, police said. The villages where search was conducted included Bamial, Dhalotar, Plah Vadda and Chhota, Bhupalpur, Dhinda and Dostpur. After the search operation, a flag march was also taken out by the security agencies, police said. On September 18, an alert was sounded in Punjab’s border districts of Pathankot and Gurdaspur following the terror strike on an army camp at Uri in Jammu and Kashmir that claimed the lives of 18 soldiers. Earlier this year, terrorists who had sneaked in from across the border had attacked Pathankot air base on the intervening night of January 1-2 while Dinanagar in Gurdaspur was targeted on July 27 last year.

AI union asks MIAL to remove controversial Ad CBI to probe Mumbai blasts accused’s murder case

Mumbai, Sep 25 (PTI); Air India’s employees union today joined issue with the ongoing advertisement war between the national carrier and budget airline IndiGo by asking Mumbai airport authorities to remove the controversial ad forthwith. Air Corporations Employees Union, which is the largest staff union at the government-owned airline, has in a letter to the Terminal 1B Manager of the Mumbai International Airport Limited (MIAL) has asked the authorities to create a healthy atmosphere at the airport and remove the controversial ad put up by the IndiGo immediately. Union regional secretary Vivek Rao said, “As the airport operator, you cannot absolve yourself from the responsibility on such an issue as it is your bounden duty to ensure that no

airline use such a defamatory and slanderous advertisement campaign against any other airline.” MIAL, which runs Mumbai Airport, is a joint venture company between GVK-led consortium and Airports Authority of India. GVK holds majority stake in the JV. “Therefore as a responsible airport operator, we want you to immediately remove the glow sign put by IndiGo against Air India,” the union said in the letter, which it wrote after meeting the terminal manager. The controversy started early last week when the AI ad placed next to the check-in areas of IndiGo said: ‘Wish you a comfortable flight. Next time fly with Air India and feel the difference.’ IndiGo, which of late has been faring badly on on-time performance amid its aircraft

reporting frequent technical glitches, reacted the very next day with a counter ad, that named Air India directly. At the check-in bay of the national carrier, IndiGo put up a small standee that read: ‘Yes, Air India, there is a difference. Says the government.’ To back its claims, the Gurgaon-based airline added a small table that shows its airline rated as the best when it comes to on-time performance and Air India as the worst. When it came to passenger complaint, IndiGo was rated as the lowest while the national carrier had the highest number of complaints, as per the IndiGo ad. The union letter concluded saying “We hope you take a serious note of the development and our letter and create a good and healthy atmosphere at the airport.”

New Delhi, Sept 25 (PTI); Filling up of vacant faculty positions, improving quality of research and enhancing student-centric measures are among the issues to be discussed during Union HRD minister Prakash Javadekar’s meeting with the vice chancellors of central universities next month. Apart from these, the agenda of Javadekar’s first comprehensive meeting with VCs of around 40 central universities, scheduled on October 6 in Varanasi, includes strengthening internal resource generation of these varsities. “The number of vacancies in central universities is quite large and that is one of the top items on the agenda as it is directly linked to improving the quality of education, which is the government’s priority area,” a senior official told PTI. The Union Human Resource Development (HRD) ministry had last December told Parliament that 1,310 posts of professors were vacant in various central universities. New Delhi, Sep 25 (PTI) ;Amid debate over chikungunya deaths in the city, opinion of doctors seem to be divided with some asserting only 0.1 per cent people run the risk of dying due to its complications while other medical professionals attribute the fatalities to the vector-borne disease. “1 out of 1,000 people, i.e., 0.1 per cent run the risk of dying due to chikungunya complications and that too if the patient has co-morbid conditions. Chikungunya is otherwise non-fatal,” AIIMS Head of the Department of Medicine Dr S K Sharma said. At least 15 fatalities due to chikungunya complications have been reported at various city hospitals, including one at AIIMS, while over 2,600 people have been affected by the mosquito-borne fever this season.

On February 7, 2001, three persons allegedly entered his office at Bandra (West) in Mumbai where two of his employees were also present. After a brief discussion, Kadawala was allegedly shot with a .32 revolver. He was severely injured and rushed to a hospital but he succumbed to injuries. The sources said agency has also initiated a probe into the murder of hotelier Jaya Shetty who was on May 4, 2001 killed allegedly by the members of Chhota Rajan’s gang. New Delhi, Sep 25 (PTI); The CBI has taken over the probe into the murder of Hanif Kadawala, an accused in the 1993 Mumbai blasts case who gave an AK-56 rifle to actor Sanjay Dutt, and registered a case against gangster Chhota Rajan and his accomplices in this regard. “The agency has taken over the probe into Kadawala’s murder,” CBI Spokesperson R K Gaur said. Sources said the investigating agency took over probe after a reference from the Maharashtra government in this regard. As per norms, the agency starts its probe from the FIR registered by the state police. They said a case has been registered against Chhota Rajan, his gang member Guru Satam and others under relevant sections of the IPC and Arms Act in connection with Kadawala’s murder. Kadawala, who transported weapons to Mumbai (then Bombay) on the instructions of Tiger Menon which were used in the 1993 serial blasts, was killed on February 7, 2001 in his office by three men. Mumbai Police suspected that the killing was a handiwork of Rajan after the 12 blasts that had left 257 dead and more than 700 injured. Rajan, once considered a henchman of Dawood, parted

The privileged and powerful

F

or a President , who had projected himself to a crusader of justice, it was indeed a sad and very disappointing day when President Obama vetoed a bill that allows families of victims who were killed on 9/11 to file lawsuits against members of the royal family of Saudi Arabia. Had the bill been allowed to pass, then it would have opened the way for families of victims to pursue lawsuits based on credible intelligence inputs about the involvement of members of the Saudi Arabian royal family. However, Obama threw the bill out on the ground that if families of victims were allowed to file lawsuits, then foreign countries would likely remove immunity to US diplomats and service members and expose them to criminal charges etc. The Obama administration was also apprehensive about undermining a longstanding yet difficult relationship with Saudi Arabia. According to media reports, the US relies on the Saudis as a counter to Iran’s influence in the region as well as to “help combat the spread of terrorism” throughout the Middle East. It may be recalled that 19 terrorists of Al Qaeda – 15 from Saudia Arabia and three from UAE-hijacked four civilian airlines on September 11, 2001 of which two hit the World Trade Centre(Twin Towers) and killing around 3000 people and causing at least $10 billion in property and infrastructure damage, amounting to $3 trillion in total costs. Despite credible evidence of Saudi involvement with those terrorists who hijacked the four planes; the Obama administration has shut the door on justice. It has been more than 13 years after the congressional investigation published its report into the events surrounding the 9/11 attacks, the much discussed “28 pages” on Saudi involvement in the terrorist assault, which had been held back as too sensitive to publish, have been released. As it turns out, there are 29 pages, not 28, numbered 415 through 443 in the congressional inquiry into the 9/11 attacks. And deletions on the pages — sometimes words, often whole lines — add up to the equivalent of a total of three pages. So the American public still are not being given the full story. The shocking reality on why the pages were initially missing was to save the Saudi royal family from embarrassment. Now it has come to light that the missing 28 pages on 9/11 were kept under lock and key for 15 years. They show the hijackers got help across America from Saudi diplomats and spies in the run-up to the attacks. A CIA memorandum dated July 2, 2002, stated unequivocally that the connections found between the hijackers, the Saudi embassy in Washington and Saudi consulate in Los Angeles are “incontrovertible evidence that there is support for these terrorists within the Saudi government.” What Obama has done, to deprive families of victims of justice, is something that is not new in the US. The so-called world’s democracy has long become a nation that is manipulated by big money. In the ongoing US presidential election, the entire force of big business(Wall Street) and influential politicians(party establishment) are arrayed against Donald Trump, who has been made their pet hate. Lives of Americans don’t matter so long it serves the interests of these huge global business houses; especially the weapons industries and the powerful and privileged establishment class.

018 Assembly Election will be acid test of NBCC’s Clean Election and how people of Nagaland for Christ respond in 2018 may determine the future course of our democratic institution. Going by church record Clean Election was mooted way back as early as 1972 but it was widely undertaken as Church Campaign in 2008 Election but without evoking commendable response from Christian community. Many people, who professed Nagaland for Christ and unwavering faith in Christ, voted from materialism perspective as opposed to Biblical worldview perspective. This being the 2nd Campaign the NBCC is expected to come out daringly to the front line and lead the way forward while avoiding all inhibitions and distractions of past election season. The wreckage of present day government is a natural offspring of the election we knowingly allowed. NBCC must revisit Prophet Isaiah who, while grieving for Saul’s leadership was told to get over his frustrations and move forward. Christian members can also draw insight from compatible captivity situation of Old Testament time. 70 years after captivity in Babylon, God created the promised situation for his chosen people to go back to Jerusalem and rebuild the temple in ruin. Yet having assimilated deeply into the world of idolism, liberalism and prosperity of Great Babylon, only Judah and Benjamin tribes instantly obeyed God and marched back to Jerusalem and the other well-settled 10 Israelite tribes refused to leave Babylon. Then in Jerusalem the rebuilding was not well taken by powerful opposition because they saw it as an act of disrupting the established order and allegedly dishonouring the king and the work was blocked for some 16-20 years. To me this biblical event has special relevance to our immediate situation of self-created captivity: relevance of ruined Jerusalem temple to self-ruined election institution, positive response of Judah and Benjamin to NBCC’s response to Clean Election, negative response of 10 Israelite tribes to unwillingness of some political and non-political bodies, political and non-political persons to come out of their comfort zone to support Clean Election and powerful opposition in Jerusalem to similar ones in present circumstances. Election is secular temple of democracy where people’s mandate is given to their choice of Leadership and choice of Government. This is a very beautiful expression but the real problem of democracy comes when her temple is turned into uncontrolled free market where, in reverse order nearly all adult population become wholesaler of votes and a very tiny fraction of population become purchaser of voting commodity at the

highest bid whether through cash, alcohol, violence or unfair means. The aftermath of marketed election is more horrifying. Hence, NBCC’s campaign for Clean Election. Clean Election and Free & Fair Election are principally not different but maybe applied differently; by application the latter can be understood as legal portion of the former. If past experience is worth considering Clean Election must go beyond toothless legal provisions (with due apology) of Free & Fair Election. In as much as there are different political systems across the world there are that much different constitutional provisions and laws of election system and again that much or even more different interpretation and reinterpretation of election process and conduct of Free & Fair Election. Nonetheless, no country, advanced or otherwise, democratic or otherwise, large or otherwise has been able to appreciably apply these inbuilt provisions and laws to eradicate the evils of election. And Unclean Election remains to stay as one of the most effective electoral weapons because the ones who make election the most dirty are actually the ones who make the most out of it. For instance 2016 US President’s election campaign is reported to be one of the ugliest ever or even dirtiest. What I am trying to imply here is Clean Election, if at all we mean to make it a reality, must be understood and applied locally in conformity with the ground reality of LOCAL SITUATION and TEMPERAMENT instead of beating around the soaring provisions of Free & Fair Election. In other words, Clean Election need not be exclusively legal; it can also be essentially ethical in the spirit of our faith. So it is not WHAT is routinely and ineffectively applied but exactly HOW Christian community can conscientiously respond to the need of prevailing situation any time, season or no season, from Biblical worldview perspective. Once the heart is won, people on their own will apply the norms of free & fair election. This is where spiritually-envisioned Church needs to take up the role of a prophetic voice. As 2018 Election is coming out to the spotlight, political tension will heighten, the ante will rise higher, public emotions will increase several times and for this reason Church should not remain fuzzy or insensitive anymore. For that matter NBCC might have formulated her own Action Plan but I believe the plan is not exhausted and it is still kept open for useful inputs from all angles. On a vital as well as conflicting issue of public importance there will never be unanimity of opinion. For instance theologians will interpret things theologically, legal person

legally or politicians politically but if theologians ape legally or legal person politically or politicians theologically then we all know how variety show will finally end. This seems to be happening somewhere and I’m tempted to push in with my humble opinion, first as a worried Christian, that in Christian dominated society and secondly as one having faced some bitter experience over past 3 Assembly Election. Let me also add, the wearer knows where the shoe pinches and for this very reason I strongly feel we must first and foremost get to the Bottom Line and not the other way round from top level down. Unclean or election dirt is not what you read about others in newspapers or watched in TV but it is actually what you knowingly allow yourself, your family, your village, your church, your leaders to become “different-somebody” during election season. So you see, NBCC’s Clean Election cannot be fished out by inappropriately reinterpreting or rephrasing the almost abandoned or ignored election provisions or laws UNLESS THINGS ARE DONE DIFFERENTLY. And to get things done differently we need to get down to the Basics: Basic1- Political Parties: Clean Election campaign cannot be limited to ‘during election campaign and election day’ only. Deceptive electoral politics began the day some political parties misled huge vulnerable voters into voting for so called non-Indian Nagas fighting for Naga sovereignty through state politics against the other so called anti-Naga Indians (especially Congress) which led to loss of not only several elections but many human lives in the past. And this politics of deception still dominates election. Then there is certain political party characterized by anti secular, hate politics, anti minority politics etc and yet Christian population and Church are questionably silent on such issues while allowing its growing influence in the state, apparently because their standstill position is being determined from materialism perspective rather than Biblical worldview perspective. NBCC is not expected to act as arbiter of party politics but now with Clean Election in hand she can no longer close her eyes, ears and mouth over (i) the unrealistic and deceptive electoral politics of some party & followers (who are also Church members) that they are pro-Naga, pro-sovereignty blah blah while the others (likewise Church members) are anti-Naga, anti-sovereignty and keep poisoning the minds of successive generation and (ii) the ‘Alright’ attitude of Church on flirting relationship between so called pro-Naga, pro-sovereignty party and procommunal, one-nation oneculture party. Church cannot sit on fences and remain silent spectator throughout. Basic2- E-Roll: Why E-

Roll is thoroughly manipulated and inflated beyond imagination through coordinated effort of some candidate, village authority and enrolling authority for electoral victory and also public distribution system is best explained here with one instance. I know certain village where, unlike many other villages, there is only one church denomination having about 1500 members. But their E-Roll is 4-5 times more, population census is just like that, household census is two times more or so, Job Card is two times more or so. The Pastor, deacons & deaconess and entire church staffs know how much local church membership fee, households etc is submitted or reported to apex Church Council and other side how much is inflated and reflected in government records. This problem is not limited to one or two villages only but some cases are too extreme to overlook. Can NBCC boldly bring this shocking and covert issue before the respective local church and put the church to task for bringing accurate E-Roll before 2018 Election? If a realistic E-Roll is not ensured how can we expect Clean Election in 2018 or thereafter? Clean Election is not just doing way with or reducing the evils of money, bottle and violence. Church cannot represent or professed the TRUTH, whether in spiritual or secular sense by sitting on piled-up intentional lies, deceits, false witnesses and conspiracies. Basic3- Money: Whatever justification is given by apologist, factually electoral politics is no longer a calling of chosen people; it is dominantly a gamble of money holders. In electoral drama “Money plays” several parts: “Money buys” winning votes including election mercenaries, security personnel, polling officials and local administration: “Money attracts” individuals seeking public office NOT public issues, because public office becomes the easiest and fastest way to wealth-power-fame, which ambitious individual do not get while serving in government job or while venturing to expand business at the mercy of political elite or while climbing the stairs of pro-government NGO to jump into active politics or while exploring big politics in wilderness: and “Money detracts” prospective leadership because as someone said, “He is capable but he has no money”. The extra part of the drama is “Money drains”, when after election the elected leaders drain the entire public fund and interestingly the part- “Money silences” congregation’s reaction, to be precise the Church. his time I strongly approve the CNTC (Central Naga Tribes Council) for issuing a principled, reasonable and appropriate Ultimatum to the Naga Hoho for the later to withdraw its untenable support of the Government of Nagaland attempting to legitimize the unacceptable declaration of the Rongmeis as the ‘INDEGENOUS TRIBE OF NAGALAND’. It is great the Ao, the Lotha and the Sümi Units of the CNTC that they have unwaveringly stuck to their Ultimatum to Naga Hoho. Particularly during a time when it has almost become a dishonorable custom for the NGOs of Nagaland to often issue Ultimatums haphazardly only to be broken on flimsy re-consideration before the Sun sets. Ultimatums are not Playthings issued to be broken. Nothing is more dishonorable for an Organization to issue an Ultimatum to be easily broken on flimsy justifications. It greatly degrades them. This time the CNTC stuck to their Ultimatum with consummate firmness and have set a great precedence for all the NGOs of Nagaland. I congratulate them. I was afraid the Ao, the Lotha and the Sümi Tribes of the CNTC may buckle at the Government’s unconscionable onslaught at them to weaken their resolve. It is surprising the Government has unnecessarily meddled in the internal affairs of the NGOs. It was completely unconscionable for any Naga of Nagaland to support a self defeating Interest of the State Government of Nagaland to grant ‘Indigenous Tribe’ Status to a Tribe not Indigenous to Nagaland. The Rongmei are no more, no less Naga than the Nagas of Nagaland but they were never ‘Indigenous’ in the Territories of Naga Hills or NEFA or Nagaland before. It is true some of them came and stayed in Kohima

for their employment by the British before Nagaland became a State and quite a few of them were ‘Domiciled’ in Nagaland. That is in the records of the State, but a ‘Domiciled’ Status of a Community and an ‘Indigenous Tribe’ Status are completely different. They can not be equated. It is only by ‘Natural Historical Process’ that a ‘Tribe’ is Indigenous to a natural geographical Territory. The Government can make a Community the ‘Citizen’ or ‘Domiciled’ to a Territory. The State of Nagaland can declare a ‘Punjabi’ or a ‘Marwari’ Citizen of Nagaland; but it can not make them Indigenous Tribe of Nagaland. Nagas can live in North America, can become USA Citizens or Domiciled of Canada but they can not become Indigenous Innui Tribe of Canada or Indigenous Red Indian Tribe of the USA. The Kacharis, some Karbis -formerly Mikirs- for whom Dimapur Area has been their ancient original Homeland, are the Indigenous Tribes of now Nagaland State. Similarly some Kukis who had their Villages in Naga Hills during the Colonial British days, are also the Indigenous of the State of Nagaland. It is historical fact the Rongmei Naga is not an Indigenous Tribe of the State of Nagaland. They never had Village or Tribal Territory in Nagaland: they can be ‘Citizen’ and ‘Domiciled’ of Nagaland but never ‘Indigenous Tribe of Nagaland’. This is not a personal matter; this is a much larger historical Tribal Issue. It is non-understandable how the Naga Hoho supports the unwise Government of Nagaland’s attempt to legitimate an anathema. Also in order to promote and create environmental awareness he generously replaced all the incandescent street bulbs at Satoi Town with CFL bulbs and donated tree saplings to be planted in and around Satoi town. Seminar on ‘U Kijü Kerüguo mu U mezhü’

DIMAPUR: As part of the Kohima Village Gazetted Officers’ Association (KVGOA) silver jubilee celebration, a seminar under the main theme “U Kijü Kerüguo mu U mezhü” was held at Kohima Village Council Hall, Kohima Village on September 24. According to DIPR report, resource persons of the seminar president Northern Angami Public Organisation (NAPO), Vilieo Rutsa spoke on the topic ‘U Tsiepfumia Kijüzho mu Lhenu Kinyiko’; additional senior government advocate, Vihelieü Suokhrie on the topic ‘Sorkari kitsa ki-

jüzho mu thephako’ and retd principal secretary, Thepfulhouvi Solo IFS on ‘U Kijü Kerüguo, mezhü mu chüshü morokesuo’. Speaking on the topic, Vilieo Rutsa informed the gathering on the genesis of the village formation and its establishment. He dwelled on the customary laws and practices of land ownership and traditional land dispute settlement practices while emphasizing on the importance of land protection for the future generation. Rutsa further said that traditionally women were not deprived to inherit land.

However, certain rules were observed with regard to inherited properties. Vihelieü Suokhrie spoke on “sale of land, land mortgage and Nagaland land (Requisition and Acquisition) Act 1965.” On sale of land, she emphasized on the ownership of property bought by the buyer; on land mortgage, she highlighted on the rights and limitation of mortgagee and mortgagor and on the Nagaland land (Requisition and Acquisition) Act 1965, she explained the issue of show cause notice to the land owner as to why the

land should not be acquired followed by the other legal procedures on the issues. According to Article 371 of Indian Constitution, Thepfulhouvi Solo pointed out that Nagas have rights on the usage of its land and resources. He stressed on the need to formulate guidelines in regard to sale of land to “outsider” by the Village Council so as to protect our land for the future generations. “Tribal land ownership is unique and clear demarcation. Tribal land is the tribal biggest identity so it is necessary to protect for future generation,” Solo remarked. Kolkata, Sep 25 (PTI): Leading stock exchange BSE may launch its initial public offer (IPO) by the fourth quarter of this fiscal as it does not anticipate any major hurdles to the issue, sources said. “Since we have filed, we have not yet received any communication seeking any clarification so far from Sebi. We do not anticipate any major hurdle and expect their approval over the next 60-70 days,” sources involved in process told PTI. BSE remained comfortable with Sebi’s current regulation on listing, which does not allow self-listing and says cross-listing will only improve transparency. Sources said once approval is received, market condition would be the driving factor for the actual IPO launch, without ruling out possibility of the share sale taking place in January-March. NEW DELHI, SEP 25 (PTI): A good monsoon, reforms and timely decision making at the Centre will definitely push India’s growth beyond the 8 per cent mark in subsequent quarters of this fiscal, Niti Aayog Vice-Chairman Arvind Panagariya has said. “I am confident that it (GDP number) will be over 8 per cent in subsequent quarters (this fiscal),” Panagariya said. Elaborating, he said, “This will happen because there will be impact of reforms also (besides a good monsoon). We still have not seen (the impact of reforms). There were serious governance issues earlier. Projects were stuck. The decisions were not taken at the Centre.” India’s growth rate slipped to a 6-quarter low of 7.1 per cent in April-June due to subdued performance of mining, construction and farm sectors. The figure was 7.9 per cent in January-March. Last year, Indian economy expanded by 7.5 per cent in the April-June quarter.

International business will get Rs 100 crore turnover this year,” he said. The company has presence in Nepal, Sri Lanka, Bangladesh, Vietnam, Myanmar, Spain and had clocked around Rs 7-8 crore from exports last year. Raghavan Ramabadran, a Chennai-based partner in law firm Lakshmikumaran and Sridharan, which is an advisor to Seafood Exporters Association of India, said the Marine Products Export Development Authority (MPEDA), under the Union Ministry of Commerce and Industry, has been demanding the “exemption of seafood products from the GST” before the bill is implemented. “The authority has been doing a detailed analysis of the impact of GST on the marine industry,” he said on the sidelines of the three-day-long 20th edition of the India International Seafood Show, jointly organised by the MPEDA and the SEAI, which began here Friday. In 2016, the food services market is expected to be at Rs 3,09,110 crore, where the unorganised sector will account for 67 per cent share with an estimated size of Rs 2,07,635 crore, National Restaurant Association of India said ine report. However, unorganised market is expected to fall to 59 per cent by 2021, the India Food Services Report said. The organized market, which includes chain outlets, standalone eateries and restaurants in hotels, is estimated to grow at 15 per cent to reach Rs 2,04,180 crore by 2021, the report added. “Sound macro-economic performance in turn will help the food services industry to become a key sector of the economy,” the report said. “Over the years, the Indian consumers’ profile, behaviour and spending patterns have evolved with the changing economic, social and demographic landscape,” according to the report. MUMBAI, Sep 25 (PTI): To protect securities markets from cyber threats, regulator Sebi is looking to further beef up its policy framework on this front and plans to appoint a chief IT security officer to head these initiatives. While Sebi has already asked stock exchanges and other market entities to put in place necessary framework to safeguard their systems, networks and databases from cyber attacks, the regulator is now looking at ways to further strengthen these mechanisms, a senior official said. Sebi will appoint a Chief Information Technology Security Officer, who will be responsible for strengthening its regulatory policy framework in the area of cyber security. The Officer would oversee implementation of these regulatory policies across security markets and also help enhance capacity building at Sebi and various market participants with respect to cyber security. United Nations, Sep 25 (IANS): The UN Security Council is scheduled to hold an emergency meeting on the current situation in Syria on Sunday, officials said. The meeting is scheduled at the request of the US and France, two of the five permanent members of the 15-nation UN body, diplomatic sources told Xinhua news agency reported. UN officials also confirmed that the emergency council meeting is to be an open one, it which ambassadors are expected to air their views on the latest development on the ground in Syria. The council meeting is unusual on Sunday as the annual high-level debate of the UN General Assembly is going on at UN Headquarters in New York. The last emergency council meeting was held last week at the request of Russia in response to the airstrikes staged by the US-led coalition on Syrian military positions. The Sunday council meeting will be held to discuss the latest military escalation in Aleppo. Earlier on Saturday, UN Secretary-General Ban Ki-moon said that he was appalled by the latest escalation in Aleppo, saying that the northern Syrian city is facing “the most sustained and intense bombardment since the start of the Syrian conflict.”

China’s colossal radio telescope begins operation

China’s radio telescope measures 500m across. London, Sep 25 (Agencies): The world’s largest radio telescope, which has been built in China, is beginning an intensive testing phase. Chinese scientists report that the giant dish, which measures 500m (1,640ft) across, is complete and has received its first signals from space. It will now take three years to calibrate the instrument so it can become fully operational. The facility, part of China’s drive to become a science powerhouse, was opened at a ceremony on Sunday.

“This is very exciting,” Prof Peng Bo, deputy project manager of the Five Hundred Metre Aperture Spherical Telescope (Fast), told the BBC. “For many years, we have had to go outside of China to make observations - and now we have the largest telescope. Washington, Sep 25 (Agencies): A 20-year-old man was taken into custody on Saturday night in connection with a shooting that killed five people on Friday at a mall north of Seattle, the authorities said. The authorities, speaking at a news conference on Saturday night, identified the suspect as Arcan Cetin of Oak Harbor, Wash. He was taken into custody without incident around 6:30 p.m. Officials said that they had received numerous tips about the gunman and that sur veillance footage had helped locate him. Lt. Michael Hawley of the Island County Sheriff ’s Office said he had received a report that Mr. Cetin’s car was less than a mile from his office and when he headed that way, he found Mr. Cetin walking on the sidewalk. Mr. Cetin was carrying a satchel with a computer inside and was in a “zombielike” state when he was taken into custody, the lieutenant said. Charges were pending, said the authorities, who said it was too early to say what led to the shootings. On his Facebook page, Mr. Cetin listed his hometown as Adana, Turkey. We encourage India and Pakistan to continue to engage in direct dialogue aimed at reducing tensions,” the official said. New Delhi, Sep 25 (IANS): With Yahoo announcing a massive data breach last week where 500 million of its user accounts were compromised in 2014, experts feel that the trick to avoid email account hacking is to use really long random string for a password. “The password length should be at least 20 characters, but preferably 32,” said lead researcher Jarno Niemela from the European cyber security provider F-Secure. Criminals who attempt to crack the password databases use various forms of attacks based on words found in the dictionary. This method usually works quite well because so many users pick terrible passwords. “Humans in general are really bad password generators. No matter how unique you think your password is,

The quake was recorded 24 hours after another temblor of 6.3-magnitude struck the island of Mindanao in the southern Philippines, which did not cause any damage to life or property. Also, present on the occasion was the International Olympic Committee president Thomas Bach. Incidentally, it was only a month ago that Ramachandran received the IOC’s Olympic Order for his contributions to the Olympic movement from Bach himself at the Rio Olympics. Japan to host 2026 India thump Oman 11-0 in U-18 Asian hockey Asian Games: OCA DANANG, Sep 25 (Agencies): Japan’s Aichi prefecture and its capital city Nagoya were confirmed as co-hosts of the 2026 Asian Games on Sunday, adding yet another major event to the country’s bulging international sports calendar. The Olympic Council of Asia (OCA) formally endorsed the bid after Aichi Prefecture governor Hideaki Ohumra and Nagoya city mayor Takashi Kawamura presented their joint offering to the OCA General Assembly in Danang, which is currently hosting the 5th Asian Beach Games. The OCA had originally planned to choose the 2026 Asian Games host in 2018 but brought the vote forward to provide some stability to the region’s crammed sporting calendar which includes three Olympic events over the next eight years.

South Korea is already hosting the Winter Olympics at Pyeonchang in 2018, while Tokyo hosts the 2020 Summer Olympics before the winter games go to Beijing in 2022. Held every four years, the 2018 Asian Games have already been awarded to the Indonesian cities of Jakarta and Palembang while the 2022 edition will be held in the Chinese city of Hangzhou. Tokyo is also hosting the next Olympic games in 2020 while Japan will stage the Rugby World Cup in 2019, the Asian Winter Games in 2017 and the world swimming championships in 2021. Japan has hosted the Asian Games twice before, at Tokyo in 1958 and Hiroshima in 1994, and the awarding of the 20th edition in 2026 is the latest in a series of major sporting events heading to the country over the next decade.

Dhaka, Sep 25 (IANS): India on Sunday registered a thumping 11-0 victory over Oman in the Under-18 Asia Cup hockey tour nament, boosting their chances to make the knockout round as they shrugged off the 3-4 reverse against Bangladesh on the previous day. With three players -- Nilam Sanjeep Xess, Dilpreet Singh and K. Ibungo Singh -- scoring hat-tricks, the result never looked in doubt as India

looked to boosting their goal difference and their confidence. The goals started early with the captain Sanjeep scoring off a penalty corner in the 8th minute. In the 15th minute, Sanjeep doubled the tally via another penalty corner conversion, before Abhishek’s field goal in the next minute gave India a 3-0 lead. Relentless in attack, and constantly pressurising their opponents, India scored three

more goals before half time via Shivam Anand (26th), Ibungo (30th) and Dilpreet (34th). Dilpreet was named Man-of-the-Match for allround performance which also saw him register a hattrick with two goals in the second half (53rd and 68th). Sanjeep completed his hat-trick in the 52nd minute. As did Ibungo with two more goals in the 40th and 62nd minutes as India won 11-0.
