KOHIMA, SEP 9 (NPN): Nagaland government has set a target to provide pucca houses to 70000-1 lakh beneficiaries by 2022 through the Pradhan Mantri Awas Yojana scheme-- housing for all (urban), in all the recognized 27 Town Councils and three Municipal Councils. Informing this during the first State Level Consultative Meeting with administrators of the Urban Local Bodies (ULBs) at Hotel Japfu, Kohima, parliamentary secretary for Municipal Affairs, R. Tohanba urged the officials to be sincere in their approach in order to successfully implement the scheme. A decade ago emphasise was upon rural development, but with increasing demand and growth trend in the urban sector, the Centre started focusing on urban sector, Tohanba said. 144 CrPc imposed at Model village

DIMAPUR, Sep 9 (NPN): District Magistrate (DM) and commissioner of police (officiating), Dimapur, P. Sendongmeren NPS has promulgated 144 CrPC in and around Model village, Dimapur for 48 hours with effect from September 9, 3 p.m. The order which prohibited assembly of five or more persons has been placed in view of tension brewing out of land dispute between Model village and R. Sopu Angami and party, DM said in an order. “There is apprehension of danger to human lives and property and disturbance to public tranquillity if five or more person congregate or assembler”, DM said.

Tohanba also suggested that there should be close coordination between the ULBs and the department to efficiently implement the scheme. He also noted that since some ULBs may not be able to take up the housing scheme, those ULBs have been asked to give their views and comments for successful implementation of the scheme. Tohanba also reiterated the state cabinet decision to hold elections for Town/ Municipal councils soon by implementing 33% women reservation. Despite stiff opposition from various quarters, he said the government decided to implement the reservation as the state was losing huge amount of central funds meant for development under the ULBs. He argued that women reservation in the municipal and town councils would not in any way undermine the special constitutional guarantee accorded to the Nagas under Article 371 (A). NRMSATA 2015-16 serves ultimatum on education dept

DIMAPUR, SEP 9 (NPN): With no positive response from the state government even after sufficient reminders on non-release of pending salaries of RMSA 2016 teachers, the NRMSATA 2015-16 Friday served 10-day ultimatum on the education department (RMSA). NRMSATA 2015-16 president, Renbemo L. Patton and general secretary Kezhothito Keyho, said it has become intolerable on the “dame care” attitude of the state government towards the CSS employees and particularly RMSA teachers. They claimed that the departmental officials come up with cheap and “bombastic excuses” to cover its “manipulation scheme” leading to more complications to the issue. To ascertain the facts, the Central forum executives had separate meetings, wherein it was learnt that the file process has been delayed on account of the absence of parliamentary secretary (Planning and coordination), who is currently in Delhi for official work, the

release stated. NRMSATA said that the education department had forwarded two proposals on August 3 and 9 to the department of Planning and coordination for release of salary of RMSA teachers, but was “held up in the department due to the absence of the minister concerned”. It therefore, questioned the responsible department, what was it doing for the past two months (July &August) when the fund had already been sanctioned by MHRD. In the light of the above, NRMSATA said it was constrained to initiate its own course of action to the extent of jeopardizing the teaching/learning process. In the event of any consequence, the department and State government should be solely held responsible, NRMSATA said. It asked all district convenor, representatives and members to be mentally prepared for any eventuality that might occur in the event of failure of the department to response within the expiry of the ultimatum.

M’laya Assembly admits resolution for removal of Speaker Correspondent

SHILLONG, SEP 9: Meghalaya Assembly on Friday admitted a resolution seeking the removal of Speaker Abu Taher Mondal and set the date for the resolution to be taken up on September 16. The resolution was moved by Opposition Chief Whip, James Sangma accusing Mondal of having failed to carry out his duties and responsibilities as a Speaker. Mondal admitted the resolution after 13 opposition members comprising of seven United Democratic Party legislators, four Hill State People’s Democratic Party legislators and two National People’s Party legislators supported the resolution. UDP legislator Brolding Nongsiej, besides two other opposition Independent legislators-- Saleng Sangma and John Leslee K Sangma -- were conspicuous by their absence. This is the second time that the opposition moving a no-confidence motion against Mondal.

Dimapur railway station now placed under Tinsukia Staff Reporter

Dimapur, Sep 9 (NPN): With the expansion of the Silchar- Lumding section of the North Frontier Railway(NFR), Dimapur station will no longer remain under Lumding junction. According to sources in the NFR Guwahati, Dimapur station will henceforth operate under the administrative control of Tinsukia Junction. The distance from Dimapur to Tinsukia is around 265 kilometers while the distance from Dimapur to Lumding is 69 kilometers.That means, those from Dimapur who have to make complaints or related work will have to travel 265 kilometers to Tinsukia. Placing Dimapur station under Tinsukia Junction may not be a big issue but when it involves the second highest revenue earning station of NFR; Dimapur should have long been upgraded particularly so when it will become a junction after it will be linked with Tuli and Naginimora and also in the next decade, with Zubza. The politics behind the step-motherly treatment to Dimapur is certainly a matter that needs serious attention of the state government, especially the chief minister and the two MPs. New Delhi, Sep 9 (IANS): The government is expected to issue a notification to make rear view sensors mandatory in all passenger cars to reduce the risk of children and pedestrians from reversing motor vehicles, a senior official said. The information was disclosed by Abhay Damle, Joint Secretary, Ministry of Road Transport and Highways (MoRTH), on Thursday at the curtain raiser event of World Roads Meet, 2017 (WRM 2017) being organised by International Road Federation (IRF). “Although most cars come equipped with rear view

This newspaper had reported that railway offences under Dimapur station that used to be tried under the court of the judicial magistrate Dimapur, have been transferred to Tinsukia district court. Local lawyers at Tinsukia have opposed the appearance of any advocate from Dimapur to represent their client(s) at the Tinsukia court . A senior legal official also disclosed, that after the transfer of judicial jurisdiction to Tinsukia, it has become an unwritten rule that all lawyers representing their clients involving offences under railways, will be only from Tinsukia. As reported on several occasions, railway authorities in Assam have placed state interests above that of the paying passengers. It happened with the Jan Shatabdi Express that was introduced to Dimapur by then railway minister Ram Vilas Paswan during 1996. It was meant to link state capitals. Since Dimapur being the only railhead of Nagaland, the Jan Shatabdi

was to run between Guwahati to Dimapur. Within a short span, Jan Shatabdi extended gradually to Furkating, Mariani and till Jorhat. Today it is known as Guwahati-Jorhat Jan Shatabdi Express. Though Dimapur is the second highest revenue earning station after Guwahati for the NFR, not even one long distance train has been introduced from Dimapur. The only train starting from Dimapur is Nagaland Express from Dimapur-Kamakhya . Whereas 19 long and medium distance trains commence from Dibrugarh and another 21 long and medium distance trains commence from Tinsukia. In terms of passenger amenities also, Dimapur is well below expectations. It has only one covered platform (No.1) while the other platform (No.2) is still without a roof for many years. Passengers boarding or detraining during monsoon get drenched at this particular ‘roofless platform’. Fur ther, authorities at NFR do not seem to be bothered about removing encroachment in the form of religious places (allegedly started by former employees). Improving the facilities at Dimapur Railway Station requires space and if the authorities don’t respond, then there will be no scope of making Dimapur a model station.

World powers term Pyongyang’s N-tests ‘grave threat to peace’ PYONGYANG, SEP 9 (IANS): North Korea on Friday said it “successfully” conducted a nuclear test, its fifth and the “most powerful” so far, evoking strong condemnation from the global powers including US, China and Russia. The North Korean Central TV Broadcasting Station said the country carried out a nuclear explosion test to check the capacity of a nuclear warhead and it will “continue to strengthen our capacity to bolster our nuclear force”. The neighbouring South Korea’s Defence Ministry official quoted by Yonhap said that the military was analysing details on what type of nuclear material was used. An artificial quake of magnitude 5.3 was detected around 9.30 a.m. at North Korea’s main Punggye-ri nuclear test site. The official said the tremor felt after the test put the yield of this test at about 10 kilotons, which is believed to be Pyongyang’s most powerful nuclear detonation to date. According to Yonhap, Pyongyang conducted the nuclear test to mark the country’s 68th National Day on September 9. The test marked the fifth nuclear detonation by North Korea following the first in October 2006, the second in May 2009, the third in February 2013 and the fourth in January this year. This will help in reducing fatal road accidents,” he added. Germany’s Foreign Ministry spokesperson Steffen Seibert condemned the test and said it was an irresponsible action by North Korea to destabilise region. Pakistan condemns the test and says “it was in violation of the United Nation Security Council Resolutions”.

Women quota: KU propose 25% nomination in ULBs DIMAPUR, SEP 9 (NPN): State government’s decision to go ahead with the elections to the Urban Local Bodies/Town Councils under Nagaland Municipal Act, 2001 by granting 33 per cent women reservation has invited mix reaction from various organizations. Konyak Union (KU) while backing the decision of the state government to implement women reservation, proposed 25% nomination, “that guarantees equal voting rights and status as empowered to those elected members”. Earlier, chief minister T.R. Zeliang also suggested granting 25% reservation to women through nomination and not election to the Urban Local Bodies in the state. KU president, S. Manlip Konyak and general secretary, Nyangpong Konyak in a press statement said this was agreed during an emergency meeting with all its units, advisory board members and prominent leaders from Naginimora, Tizit, Mon, Aboi and Tobu on September 9 at Mon town. Accordingly, KU has appealed to all political parties to immediately set up eligible women candidates for the upcoming municipal/town council polls. Further, it fervently appealed to ENPO, Naga Hoho, ENWO, NMA and all Naga tribal organizations and leaders to “resort 25% reservation for women in the nominee with empowered voting rights”.

PSAN accuses LMCP deptt of providing wrong RTI response DIMAPUR, SEP 9 (NPN): Public Service Aspirants of Nagaland (PSAN) has demanded action against Legal Metrology and Consumer Protection (LMCP) department for providing wrong and incomplete information under RTI. PSAN media cell said that the information provided by the department in format I and II was in contrast to the information provided by Chief Information Commission (CIC), Nagaland in 2015. In this regard, media cell said it would be filing a complaint letter to CIC against the department. Further, PSAN in its letter to the CIC listed five employees whose names were allegedly not mentioned in the RTI response by the department. Meanwhile, PSAN has cautioned other departments to sincerely furnish the information sought from them so that further complication could be avoided. Further, media cell reminded all the departments, that the information sought by PSAN through RTIs was only for those posts, to be recruited through NPSC (Class-I, Class-II & Class-III Grade Pay of 2800 an above).

NSCN (I-M) fetes NPMHR ENPUD expresses concern

DIMAPUR, SEP 9 (NPN): NSCN (I-M) has congratulated Naga Peoples’ Movement for Human Rights (NPMHR) for completing 38 years on September 9, 2016 In a press note NSCN (I-M) MIP said at a time when the entire Naga populace intensely felt the ardent need to represent and address the sufferings of Naga people under harsh military campaigns, NPMHR came up with a humble and humiliating beginning. In the course of Naga’s outstandingly long quest for justice and recognition, MIP said NPMHR began with full of disappointments and yet glorious existence as it is today. MIP said that the founding members did endure immense difficulties and trying moments in order to be heard and recognized. “The sufferings of Naga people and their ability to undergo such prolonged militarized state truly represent the vision of non-violent resistance as is seen through the NPMHR and its founding members,” MIP said, adding the offspring have now carried across oceans and mountains the message of collective responsibility to ensure global security necessity today in upholding the essence of human rights. DIMAPUR, SEP 9 (NPN): Taking serious note on the occurrence of unwanted incidents due to rampant child trafficking and abuses, and violence against children, the Eastern Nagaland People’s Union Dimapur (ENPUD) has appealed to all its tribal units to remain vigilant and strictly adhere to its decision. In its notification, ENPUD president, M.C Ongbou Chang and general secretary, M .Jeange Yanlem, appealed to all the concern parents/guardians and employers, house owner or caretakers employing child/domestic helpers from eastern Nagas to make correspondence with the respective concern tribal units or ENPUD/ENWOD/ENSUD. It asked the concern person(s) to immediately register the child/ domestic helper/employee’s name, their particulars along with passport photo with their respective tribal unions of ENPUD for the welfare, safety

and well being of their ward. The notification/appeal should not be misconstrued but should be considered as an aim to solely protect/prevent the child or domestic helper from any form of discrimination, abuse, neglect, exploitation, torture, violence or trafficking while they are being kept as helpers or wards, ENPUD added. Further, to avoid confrontation, ENPUD has asked all, to strictly adhere to the appeal/ notification. It warned that defaulters would be doing at their own risk.
