Correspondent

KOHIMA, SEP 9 (NPN): Nagaland government has set a target to provide pucca houses to 70000-1 lakh beneficiaries by 2022 through the Pradhan Mantri Awas Yojana scheme-- housing for all (urban), in all the recognized 27 Town Councils and three Municipal Councils. Informing this during the first State Level Consultative Meeting with administrators of the Urban Local Bodies (ULBs) at Hotel Japfu, Kohima, parliamentary secretary for Municipal Affairs, R. Tohanba urged the officials to be sincere in their approach in order to successfully implement the scheme. A decade ago emphasise was upon rural development, but with increasing demand and growth trend in the urban sector, the Centre started focusing on urban sector, Tohanba said. Tohanba said it was earlier decided that in Nagaland the implementation of the scheme would be based on-- beneficiary-led own construction where Centre will extend grant-in-aid up to Rs 1.50 lakhs per beneficiary while the remaining amount for construction will be borne by the beneficiary; affordable housing in partnership with Public & Private

sectors, where ULB will build house for the beneficiary who does not have land and credit link subsidy, where beneficiaries can apply bank loans upto 6 lakhs at subsidized rate of 6.5% per annum with recovery period upto 15 years. Tohanba also suggested that there should be close coordination between the ULBs and the department to efficiently implement the scheme. He also noted that since some ULBs may not be able to take up the housing scheme, those ULBs have been asked to give their views and comments for successful implementation of the scheme. Tohanba also reiterated the state cabinet decision to hold elections for Town/ Municipal councils soon by implementing 33% women reservation. Despite stiff opposition from various quarters, he said the government decided to implement the reservation as the state was losing huge amount of central funds meant for development under the ULBs. He argued that women reservation in the municipal and town councils would not in any way undermine the special constitutional guarantee accorded to the Nagas under Article 371 (A). Tohanba clarified that ULBs are meant for making the urban/town areas

clean and eco-friendly and to provide good governance and not involved with the rural areas or the village councils. He reiterated that women’s participation in the decision making bodies would enhance the quality of good governance and would not dilute or infringe upon the privileges guaranteed under the constitution given to the

NRMSATA 2015-16 serves ultimatum on education dept

DIMAPUR, SEP 9 (NPN): With no positive response from the state government even after sufficient reminders on non-release of pending salaries of RMSA 2016 teachers, the NRMSATA 2015-16 Friday served 10-day ultimatum on the education department (RMSA). NRMSATA 2015-16 president, Renbemo L. Patton and general secretary Kezhothito Keyho, said it has become intolerable on the “dame care” attitude of the state government towards the CSS employees and particularly RMSA teachers. They claimed that the departmental officials come up with cheap and “bombastic excuses” to cover its “manipulation scheme” leading to more complications to the issue. To ascertain the facts, the Central forum executives had separate meetings, wherein it was learnt that the file process has been delayed on account of the absence of parliamentary secretary (Planning and coordination), who is currently in Delhi for official work, the

release stated. NRMSATA said that the education department had forwarded two proposals on August 3 and 9 to the department of Planning and coordination for release of salary of RMSA teachers, but was “held up in the department due to the absence of the minister concerned”. It therefore, questioned the responsible department, what was it doing for the past two months (July &August) when the fund had already been sanctioned by MHRD. In the light of the above, NRMSATA said it was constrained to initiate its own course of action to the extent of jeopardizing the teaching/learning process. In the event of any consequence, the department and State government should be solely held responsible, NRMSATA said. It asked all district convenor, representatives and members to be mentally prepared for any eventuality that might occur in the event of failure of the department to response within the expiry of the ultimatum.

Dimapur railway station now placed under Tinsukia Staff Reporter

Dimapur, Sep 9 (NPN): With the expansion of the Silchar- Lumding section of the North Frontier Railway(NFR), Dimapur station will no longer remain under Lumding junction. According to sources in the NFR Guwahati, Dimapur station will henceforth operate under the administrative control of Tinsukia Junction. The distance from Dimapur to Tinsukia is around 265 kilometers while the distance from Dimapur to Lumding is 69 kilometers. That means, those from Dimapur who have to make complaints or related work will have to travel 265 kilometers to Tinsukia. Placing Dimapur station under Tinsukia Junction may not be a big issue but when it involves the second highest revenue earning station of NFR; Dimapur should have long been upgraded particularly so when it will become a junction after it will be linked with Tuli and Naginimora and also in the next decade, with Zubza. The politics behind the step-motherly treatment to Dimapur is certainly a matter that needs serious attention of the state government, especially the chief minister and the two MPs. It may be recalled, that

New Delhi, Sep 9 (IANS): The government is expected to issue a notification to make rear view sensors mandatory in all passenger cars to reduce the risk of children and pedestrians from reversing motor vehicles, a senior official said. The information was disclosed by Abhay Damle, Joint Secretary, Ministry of Road Transport and Highways (MoRTH), on Thursday at the curtain raiser event of World Roads Meet, 2017 (WRM 2017) being organised by International Road Federation (IRF). “Although most cars come equipped with rear view

Nagaland Post had first reported about the direction being taken to deprive Dimapur of its rising pre-eminence particularly arising from the fact that it is the second highest revenue earning station in the north east under the North Frontier Railways(NFR). This newspaper had reported that railway offences under Dimapur station that used to be tried under the court of the judicial magistrate Dimapur, have been transferred to Tinsukia district court. Local lawyers at Tinsukia have opposed the appearance of any advocate from Dimapur to represent their client(s) at the Tinsukia court . A senior legal official also disclosed, that after the transfer of judicial jurisdiction to Tinsukia, it has become an unwritten rule that all lawyers representing their clients involving offences under railways, will be only from Tinsukia. As reported on several occasions, railway authorities in Assam have placed state interests above that of the paying passengers. It happened with the Jan Shatabdi Express that was introduced to Dimapur by then railway minister Ram Vilas Paswan during 1996. It was meant to link state capitals. Since Dimapur being the only railhead of Nagaland, the Jan Shatabdi

was to run between Guwahati to Dimapur. Within a short span, Jan Shatabdi extended gradually to Furkating, Mariani and till Jorhat. Today it is known as Guwahati-Jorhat Jan Shatabdi Express. Though Dimapur is the second highest revenue earning station after Guwahati for the NFR, not even one long distance train has been introduced from Dimapur. The only train starting from Dimapur is Nagaland Express from Dimapur-Kamakhya . Whereas 19 long and medium distance trains commence from Dibrugarh and another 21 long and medium distance trains commence from Tinsukia. In terms of passenger amenities also, Dimapur is well below expectations. It has only one covered platform (No.1) while the other platform (No.2) is still without a roof for many years. Passengers boarding or detraining during monsoon get drenched at this particular ‘roofless platform’. Fur ther, authorities at NFR do not seem to be bothered about removing encroachment in the form of religious places (allegedly started by former employees). Improving the facilities at Dimapur Railway Station requires space and if the authorities don’t respond, then there will be no scope of making Dimapur a model station.

World powers term Pyongyang’s N-tests ‘grave threat to peace’ PYONGYANG, SEP 9 (IANS): North Korea on Friday said it “successfully” conducted a nuclear test, its fifth and the “most powerful” so far, evoking strong condemnation from the global powers including US, China and Russia. The North Korean Central TV Broadcasting Station said the country carried out a nuclear explosion test to check the capacity of a nuclear warhead and it will “continue to strengthen our capacity to bolster our nuclear force”. The neighbouring South Korea’s Defence Ministry official quoted by Yonhap said that the military was analysing details on what type of nuclear material was used. An artificial quake of magnitude 5.3 was detected around 9.30 a.m. at North Korea’s main Punggye-ri nuclear test site. The official said the tremor felt after the test put the yield of this test at about 10 kilotons, which is believed to be Pyongyang’s most powerful nuclear detonation to date. According to Yonhap, Pyongyang conducted the nuclear test to mark the country’s 68th National Day on September 9. The test marked the fifth nuclear detonation by North Korea following the first in October 2006, the second in May 2009, the third in February 2013 and the fourth in January this year. South Korean Prime Minister Hwang Kyo-ahn called an emergency meeting of

mirrors which are adequate for detecting vehicles behind a car, they are inadequate on for detecting small children or objects close to the ground, which fall in the car’s blind spot. The MoRTH will soon issue a notification to make rear view sensors mandatory in all cars,” Damle said. The Joint Secretary further said that the ministry plans to make speed audio warning system mandatory in vehicles. “As more than 50,000 fatal accidents in the country take place due to overspeeding, the road ministry is also planning to make speed warning and beep audio warning mandatory in vehicles on similar lines of seat belt wearing sign,” Damle said. “At a speed of 80 small beep sound, a warning will come and after the speed of 90, a continuous beep will alarm the speeding driver,” Damle added. Damle stated that the government has already made it compulsory for all two-wheelers, accounting for highest share of accidents in the country, to either have the antilock braking system (ABS) or the combined braking system (CBS) by April 2019. “Apart from rear view sensors and speed warning, air bags will also become mandatory in all vehicles soon,” the Joint Secretary said. “From October 1, 2018 all vehicles will have to go in for automated inspection and fitness certification test with hardly any human intervention, similarly Driving Licence test will also become automated by that time. This will help in reducing fatal road accidents,” he added. For the first time, India will host the International Road Federation’s four day World Road Meeting (WRM 2017) from November 14-17, 2017 with the theme “Safe Roads and Smart Mobility”.

the National Security Council. President Park Geun-hye, who is cutting short her overseas trip to Laos, condemned the test, saying that its provocation would only invite stronger international sanctions, deeper isolation and hasten its self-destruction. The US President Barack Obama warned that the latest test will have serious consequences. Terming the test as a “provocation” the President reiterated that Washington was committed to the security of its allies in Asia and the world. China slammed it saying the country was “firmly opposed” to the test. The International Atomic Energy Agency also denounced the test, terming it a “clear violation” of UN Security Council resolutions and a “troubling and regrettable” action. Russian Foreign Minister Sergey Lavrov said North Korea must be given a very strong message about complying with the resolutions. Germany summoned the North Korean ambassador in Berlin after the test in “violation of UN resolutions”. Germany’s Foreign Ministry spokesperson Steffen Seibert condemned the test and said it was an irresponsible action by North Korea to destabilise region. Pakistan condemns the test and says “it was in violation of the United Nation Security Council Resolutions”.

Women quota: KU propose 25% nomination in ULBs DIMAPUR, SEP 9 (NPN): State government’s decision to go ahead with the elections to the Urban Local Bodies/Town Councils under Nagaland Municipal Act, 2001 by granting 33 per cent women reservation has invited mix reaction from various organizations. Konyak Union (KU) while backing the decision of the state government to implement women reservation, proposed 25% nomination, “that guarantees equal voting rights and status as empowered to those elected members”. Earlier, chief minister T.R. Zeliang also suggested granting 25% reservation to women through nomination and not election to the Urban Local Bodies in the state. KU president, S. Manlip Konyak and general secretary, Nyangpong Konyak in a press statement said this was agreed during an emergency meeting with all its units, advisory board members and prominent leaders from Naginimora, Tizit, Mon, Aboi and Tobu on September 9 at Mon town. Accordingly, KU has appealed to all political parties to immediately set up eligible women candidates for the upcoming municipal/town council polls. Further, it fervently appealed to ENPO, Naga Hoho, ENWO, NMA and all Naga tribal organizations and leaders to “resort 25% reservation for women in the nominee with empowered voting rights”.

the state Assembly even before September 21 if there was consensus on the proposed bill drafted by the government. He said that the only business left for the Assembly was the bill for the protection of the local people of the state and the government was still waiting for a consensus on the draft bill. Government was apprehensive if similar fate be befallen on the bill if the government go ahead and pass a bill not acceptable by all the stakeholders, he added. Meanwhile, a joint delegation of Outer Manipur Tribal Forum (OMTF) and agitating Joint Action Committee against Anti-Tribal Bills (JACATB) today called on the state Governor Dr Najma A Heptulla at Raj Bhavan and submitted a memorandum. In the memorandum, the two bodies urged the Governor to intervene any move of the state government in tabling and passing of bills related with ILPS. During the meeting, the delegates detailed the “political

marginalisation and developmental exclusion faced by the indigenous tribals in Manipur” while stressing the need for a solution that is sustainable and acceptable to the tribals. The delegates further explained how, with neither the Union government nor the state government showing any genuine interest to address the issue, the mortal remains of the nine tribal martyrs are still awaiting an honourable burial, it added. It further reiterated that the “tribal people will not accept any new bill or resolution unless appropriate and satisfactory steps are taken towards the total nullification of the two pending anti-tribal bills, and unless the matter of the nine tribal martyrs are resolved to the satisfaction of the tribal people in Manipur.” The representation also stressed that with the three anti-tribal bills being political in nature, only an acceptable political solution for the tribals will meet the need of the hour.

OFFICE OF THE ALL NAGALAND P.W.D. FIELD WORKER’S ASSOCIATION PWD (R&B) & Housing (NH), H.Q. Kohima, Nagaland Regd. No. ED/GSS/RS/2033/91-92(Pt.) Dated 24/03/93

REJOINDER -CUM- CLARIFICATION

Through this press statement, the undersigned would strongly reiterate that the so-called general meeting of All Nagaland PWD Field Workers’ Association (ANPWDFWA) held on 31st August, 2016 at Nagaland Science Centre, Dimapur without the knowledge of the President of ANPWDFWA was unauthorized, unofficial and invalid. I have clarified this matter in my press release dated 23rd August 2016 which was published in Nagaland Post on the following day. Hence, the minutes of the said unauthorized general meeting including election of new office bearers of ANPWDFWA as published in Nagaland Post at page 9 of September 2nd, 2016 are hereby declared null and void. And for the sake of honesty and fairness, I would clarify my position as under for the information of all concerned:1. With regard to the recent appointment of an Honorary Legal Advisor for the Association, I would clarify that it is purely the prerogative or discretionary power of the President to appoint the same. This appointment was made purely on temporary basis for rendering voluntary legal service to the Association in times of need since the Legal Advisor is not a regular office-bearer of the Association. With the help of the Honorary Legal Advisor, we are fighting for regularization of service for thousands of W/C employees. 2. It is to be clearly declared here that the Association (ANPWDFWA) represents both regular and work-charged employees under NPWD. From this it follows the contention that “I am no longer a W/C employee and so my role in the Association is not required as the association is purely for the interest and welfare of the W/C employees” speaks volumes of their hypocrisy and immaturity. This allegation is mischievous and misleading indeed and there is not an iota of truth in it. In fact, the Association with me as President had been running from pillar to post fighting for redress of the genuine grievances of W/C employees under NPWD for regularization of service all these years. 3. Whereas, Shri. K. Atovi Awomi, General Secretary of ANPWDFWA had indulged in all sorts of irregularities as far as the Association’s fund is concerned. He had collected ROP deductions made during December 2015 from W/C employees of 21 Divisions under R&B and 7 Divisions under Housing. Also, membership fees from the W/C employees from 2010 to 2016 from 26 Divisions under R&B and 7 Divisions under Housing for which he is yet to submit these accounts. As such, he is once again directed to submit these accounts either to the undersigned or to Shri. Tali, Advocate on or before 15th September 2016 for necessary audit. If he fails to do so, disciplinary action will follow. This was also published in Nagaland Post at Page 9 of August 30, 2016. After getting audit report we will come to know who have misused the Association’s fund and who have not. 4. Further, their claim of having impeached the undersigned from the post of President does not arise whatsoever since it was entirely unauthorized, baseless, un-procedural and un-called for as I continue to serve the interest and welfare of ANPWDFWA to the best of my ability as President. 5. It may be recalled that a joint meeting of the State and Divisional office-bearers of ANPWDFWA was held under my presidentship on 10th June 2016 at Nagaland Science Centre, Dimapur. A resolution, inter alia, was passed to the effect that the next election of ANPWDFWA office-bearers shall be held in June 2017. 6. Meanwhile, the next general meeting of the ANPWDFWA in order to take up all relevant matters for discussion and decision will be intimated in due course of time. (Total Prohibition) Act of 1995, which was implemented in 1997, was replaced by the Congress regime with the Mizoram Liquor (Prohibition and Control) Bill 2014, which allowed the sale of liquor. Despite the move being vehemently opposed by powerful church groups in Mizoram, the state government went ahead. The MNF has charged that in the past one year deaths due to excessive consumption of alcohol have increased manifold. Mizoram’s money is being ‘drained out’ to purchase foreign liquor, it said.

K’taka shuts down over sharing Cauvery water

Pro-Kannada activists burn the tyres during Karnataka Bandh called in against the Supreme Court verdict on Cauvery water in Bengaluru on Friday. (PTI) weekend to make up for the loss,” an Infosys spokesperson told IANS. A Wipro spokesperson said the company was closed on Friday but would work on Saturday, which is normally an off day. About 500 Indian and overseas IT firms have closed for the day due to the absence of public and private transport, an official of the Electronics City Industrial Township Authority said. Though the protest did not affect trains and flights, hundreds of passengers who

alighted at the international airport here and at railway stations were stranded in the absence of buses and cabs. “We have been caught unaware by the shutdown and are stranded at the railway station since morning,” said a passenger who came from Pune with his family. “It is unfortunate Bengaluru is facing many shutdowns over some or the other issue,” lamented S.N. Murthy, a techie with a leading IT firm. State-run Bengaluru Metro Rail Corp suspended its ser-

Fake e-tickets cases grow at IGI; security agencies on alert

New Delhi, Sep 9 (PTI): Security agencies have flagged the issue of growing instances of fake e-tickets being used to gain entry into the hypersensitive Indira Gandhi International (IGI) Airport here with over two dozen such instances being reported this year. The agencies, including the airport security tasked CISF and those mandated with bolstering anti-terror measures at the facility, have sought creation of some additional security features on the e-tickets generated by the airlines and installation of some smart scanners at the entry gates that could weed out fake ones easily. Sleuths recently flagged this issue during a high-level meeting on aviation security and informed the Union Home and Civil Aviation ministries that while

there were only a total of 23 such incidents reported in the whole of last year at the IGI, this year by September these numbers have gone to over two dozen, even with three more months still remaining in 2016. A senior official said while till now all such cases have been categorised as “non-terror” or “general” attempts, the misuse of fake e-tickets for perpetrating any nefarious design cannot be ruled out at the IGI, one of the busiest airports in the country with a host of national and international dignitaries using it for air travel every day. The official explained that a simple modus operandi involves a person first booking a ticket over the Internet to fly to a destination, subsequently taking its print out and then cancelling it. “But, the person

concerned is still left with the print out of the e-ticket that shows the valid details of a flier to board a flight. Based on this, they get entry into the terminal area but they are caught soon after as specially deployed CISF security men either detect their suspicious body language or nab them when they try to make an illegal exit,” the official said. Most of these instances, including foreigners, have been due to the over-enthusiasm of a flier to see off their near and dear ones but a possible threat to airport security in the future cannot be ruled out, they said.

vice till late evening. The Karnataka government declared a holiday for all schools and colleges to avoid inconvenience to students and teachers in the absence of transport. Similarly, factories, offices, banks, markets, shops, malls, hotels, eateries, pubs, bars, theatres and petrol bunks closed in support of the shutdown. “The shutdown is in protest against the Supreme Court’s order and to express resentment over the government releasing the Cauvery water when we don’t have it for drinking and irrigation,” said a strike leader, Vatal Nagaraj. There were also huge protests by farmers, traders and youth in the Mysuru region. Hundreds of people staged demonstrations and took out rallies in Bengaluru, Mandya, Mysuru and other cities and towns. About 5,000 people, including Kannada film stars, producers and directors, marched in a procession from Town Hall to Freedom Park in Bengaluru and urged the government to stop releasing water to Tamil Nadu. Though the shutdown was peaceful, protesters burnt tyres in the centre of roads and highways to prevent movement of even private vehicles.

NEW DELHI, Sep 9 (PTI): The HRD Ministry is working to ensure that degrees and certificates are given to students in digital format from the 2017 academic session onwards. “There is a need to take pledge and that pledge is by 2017, all degrees and board certificates, everything will go in digital format,” HRD minister Prakash Javadekar said. He was speaking at the national conference for awareness on National Academic Depository in Delhi. NEW DELHI, Sep 9 (Agencies): India continued to keep up the pressure on Pakistan over its support for terrorism on Friday. Speaking at a conference organized by a US government-funded organization, Foreign Secretary S Jaishankar shot down Islamabad’s usual ‘non-state actor’ defence for terror attacks carried out from its soil. “At some stage the differentiation is not gone out on the ground. There is a connect between state actors and nonstate actors. Which is why we use the word ‘sponsored’. The state cannot escape responsibility by saying it’s non-state,” Jaishankar said. “We have always maintained the view that acting against some groups is not a justification for giving a free pass, leave alone active support, for other groups. You can’t have a segmented, differentiated fight against terrorism,” he added. According to TOI, this was the third time in a week that India and the US have spoken in one voice on the issue of terrorism. Prime Minister Narendra Modi had made statements on this during his visits to the G20 Summit in China and the ASEAN Summit in Laos. Each time, India has stressed without naming Pakistan that there is only one country in South Asia that is a fountainhead of terrorism in the region.

Army chief reviews situation in Kashmir

SRINAGAR/ Panaji, SEP 9 (PTI/ IANS): Army chief General Dalbir Singh Friday reviewed the security situation in unrest-hit Kashmir, especially in the four worstaffected districts in south Kashmir. General Dalbir Singh arrived in Srinagar this morning and was briefed about the prevailing situation in the valley by General Officer Commanding of Chinar Corps Lt Gen Satish Dua, defence sources said. The sources said the Army chief visited defence formations in the north and south of the Valley to get first hand account of the situation from the officers on ground. “The Army chief was informed about the steps to be taken to help the civil administration restore normalcy, particularly in south Kashmir,” the sources said. General Dalbir Singh also visited forward locations along the Line of Control in Kupwara district to review the preparedness of the antiinfiltration grid, they said. He will call on Jammu and Kashmir Governor NN Vohra later before heading back to Delhi.

More soldiers in Kashmir to seal borders, not to tackle protests: Parrikar

The increase in deployment of troops in the troubled state of Jammu and Kashmir is only for sealing the India-Pakistan border so as to prevent infiltration and not

General Dalbir Singh was briefed about the prevailing situation in Kashmir. to tackle ongoing protests, Defence Minister Manohar Parrikar asserted on Friday. “That is for border sealing. We are tightening the border position so that infiltration does not become a reality,” Parrikar said, when asked why more soldiers had been deployed in the northern state, which has been facing violence ever since the July 8 killing of Hizbul Mujahideen militant Burhan Wani. Parrikar was speaking to reporters on the sidelines of a function for the commissioning of the Indian Coast Guard offshore patrol vessel ‘Sarathi’. “Protests are the Home Ministry’s concern. The minis-

try is taking necessary action. As you have seen, Rajnath (Singh) ji said the situation is much better than earlier. The army does not act in internal matters unless asked by the local authority. This is the basic norm of operation,” Parrikar said. “The local civil administration will have to ask (for) the army there, like it happened in Haryana, where the (Jat) agitation took place. When the local administration called the army in, we went there only then and followed the orders of the local administration. We don’t operate anywhere internally on our own,” he said.

Post-mortem

Vol. XXVI NO. 274 Dimapur, saturday, September 10, 2016

Getting nowhere

uring the early 70s Nagaland used to be called as the land of ‘khushi-khushi’ (where everybody did as he or she pleased); since people then, felt that rules were not meant for them. Those were the days when theft or crimes were very rare and people could just lock doors and go out the whole day. Of course in villages, locks then were not known during the period and doors were not locked. Writing or reminding about the situation then, about 40 to 45 years back, sounds like a fairy tale, in today’s context. Dimapur was just a cabin that used to be also known as Manipur cabin( for it was the railhead during the Second World War). The issue today is the unhelpful and unhealthy environment enveloping Dimapur, the its much-touted ‘commercial capital of Nagaland’. This ‘commercial capital’, since the 80s boom, has gradually been reduced to a ‘crime capital’ and dealing a big blow to the dreams of thousands, who wanted to be part of the emerging economy and also the vision of the government. The gradual decline began in the beginning of the 90s when gunmen and various other elements saw the vast opportunities in the ‘land of milk and honey’. The peace living and loving public never expected a drastic downturn and the law was also left with resorting to knee jerk reactions. Before the bad things happened, the challenge on the law then was about enforcement. Despite disadvantages, the law could be enforced largely because of the dedication of the officers during the first quarter of the turbulent 90s. Back then the law swooped down on those involved in forcible collections and also took suo moto notice to book cases against those issuing press statements in directing business not to pay ‘tax’/ ‘donation’ to any person(s) except those whose names were being mentioned. Today, it is no longer the rule of the law but the rule by the unlawful and worse, the rise in number of ‘governments’. Illegal, unabated and forcible tax collection is no longer an offence but a “right”. This has gradually turned Dimapur, not only a haven for armed gangs but a breeding ground for delinquent anti-social elements whose activities have pushed society to a perilous edge and threatening it –socially, economically and politically. The criminalisation in Dimapur also reflects the condition of Nagaland’s society. After the mid-90s people did not even feel safe inside their own homes. Criminals have become blatant in their action and any excuse is good enough to barge into any home and demand money. It must however be understood, that merely pointing finger on the gangs and juvenile delinquents does not make the self-acclaimed “respectable people” from blame for abdicating their responsibilities and ensuring that they force authorities to uphold the law. The failure to bring to book offenders and criminals, irrespective of their positions or affiliations, has not only compounded problems in society but has led to a condition known as ‘asociality’. This is not the rule of civilised human society but the rule of barbaric society or the law of the jungle. When all kinds of crimes are tolerated and even accepted, then the consequences can only be what is being witnessed today- a society where there is no peace in the absence of war and where insecurity persists.

DailyDevotion Do It Yourself (2) …bringing every thought into captivity to the obedience of Christ… —2 Corinthians 10:5 Determinedly Discipline Other Things. This is another difficult aspect of the strenuous nature of sainthood. Paul said, according to the Moffatt translation of this verse, “…I take every project prisoner to make it obey Christ….” So much Christian work today has never been disciplined, but has simply come into being by impulse! In our Lord’s life every project was disciplined to the will of His Father. There was never the slightest tendency to follow the impulse of His own will as distinct from His Father’s will— “the Son can do nothing of Himself…” (John 5:19). Then compare this with what we do— we take “every thought” or project that comes to us by impulse and jump into action immediately, instead of imprisoning and disciplining ourselves to obey Christ. Practical work for Christians is greatly overemphasized today, and the saints who are “bringing every thought [and project] into captivity” are criticized and told that they are not determined, and that they lack zeal for God or zeal for the souls of others. But true determination and zeal are found in obeying God, not in the inclination to serve Him that arises from our own undisciplined human nature. It is inconceivable, but true nevertheless, that saints are not “bringing every thought [and project] into captivity,” but are simply doing work for God that has been instigated by their own human nature, and has not been made spiritual through determined discipline. We have a tendency to forget that a person is not only committed to Jesus Christ for salvation, but is also committed, responsible, and accountable to Jesus Christ’s view of God, the world, and of sin and the devil. This means that each person must recognize the responsibility to “be transformed by the renewing of [his] mind….” (Romans 12:2).

In support to Langpangkong Range

es, the citizens of Nagaland are required to do something without fail for the system of our election before the fall of 2018. That something is no other than to replenish the usual abominable and sinful culture of the processes of elections with God fearing election. That we have to shed off the nationally and internationally renowned Nagaland Christian election benchmarks of shamelessness, greed, dishonesty, Godlessness and fearlessness in committing crimes in the name of opposing and supporting a candidate. That we have to replace myopia with foresight, selfishness with sacrifice, glutton with restraint, dishonesty with honesty and hatred with perseverance. That each Naga Christian may have to remember that the sins one commits during election can forfeit one’s salvation as any other sin committed at any other time. One complaint on everyone’s lips is bad roads in Nagaland. Yet, we had the best roads, the best schools, the best health centres, the uninterrupted power supply, the sufficient PDS items, the timely release of Village development funds and the regular release of salaries during 60 days of campaign of every election. In the whole country, the voters in Nagaland are best treated by all the political parties and its candidates like kings and queens during elections. All what the voters asked are accomplished during election. What else the voters expect from the elected members and the Govt. during the next 5 years? The money invested in each Assembly Constituency by several candidates comes to crores of rupees. With that much money available with the voters, roads be maintained, health care be taken care of, sufficient and qualified teachers be provided to schools, transformers be repaired or

C

replaced and Village developments be funded. The worst roads in Nagaland, the dilapidated and abandoned health centres, the namesake schools, the most erratic power supply, the non-availability of PDS items, the withholding of salaries for months, etc. are the election fruits we are harvesting and enjoying in our Christian State for 5 years. The voters used to mistreat and harass the candidates throughout the period of campaign. There was hardly any voter found to be honest, rational and reasonable during election. Hardly very few human beings are found in Nagaland during election. In brief, for candidates, not to visit human settlement during campaign is unthinkable but to meet human voters bereft of shame, fear and taboo is so tedious and torturing. Politics and the social issues become absent and completely irrelevant to voters. All what prevailingly dominated the atmosphere is cash transaction. After all, the candidates are made to learn from voters that no amount of honest contributions, sacrifices and achievements either for community or individual during 5 years are never credited to them and thus failed to lighten election burden during campaign. When the voters are so thankless, cunning, evasive and selfish why should a leader struggle for the public once seated in power. The vicious cycle is therefore the elected representatives and the voters are mistreating and torturing each other. Nevertheless, a government cannot just totally ignore the plight of the common man no matter how ungrateful the people may be. A popular government cannot become a legalized gang of looters of public money. A State’s bureaucracy should not become the trustworthy partner in that business of looting State’s

exchequer. A State’s bureaucracy should have the power to say ‘NO’ when needed for the preservation of the system. It is painful to observe that such has become the accepted fashion. Now, there has to be a realization that we are destroying ourselves. We have sufficiently damaged the system of governance and the established infrastructures. We, the leaders (politicians and bureaucrats), are ruining the future of our posterity. Without waiting for another better opportunity, we have to make a beginning for rebuilding. We cannot opt for second thought but now is the chance to collectively face the challenge. In the light of above, I heartily congratulate the leaders and the citizens of Langpangkong range in Mokokchung District for adopting 13-points resolution to be imposed on the voters within its jurisdiction in near future. Yes, if all those points are duly implemented in the future election, there will certainly be a revolution in the area. That revolution can produce capable and honest leader to be the representative, that leader is bound to have accountability to public, that the public will have power to prevail upon the leader pertaining to interests of the Villages and the area and that physical developments in lieu of paper developments in the area can take place. Of all, if those resolutions are enforced in letter and spirit, the spiritual integrity of members of the churches will be strengthened. The Ao community produced leaders to command the Nagas in several fields at successive times. Therefore, it is most appropriate that while Nagaland is fast sinking and drowning in the man-made whirlpool of corruption, a conscientious range as Langpangkong gathered the gut to start a beginning is highly

laudable while Nagaland as a whole is amazingly in deep slumber. I have not forgotten about sending two observation teams, one by State Govt. and the other by NBCC, to Mizoram prior to 2013 State elections. Yet, I failed to come across any constituency in Nagaland that inculcated Mizo style of election in 2013. Should Nagas be trained by Mizos to conduct clean election? Do we believe that Mizo Christians have highly technical and scientific mechanism to conduct their transparent elections of which we are ignorant? Does any Naga think that Mizo God is more capable than Naga God? I believe the Mizo election is as simple as this. That the Mizo Christians managed to prevail upon the political parties, the candidates and the party workers to abide by the rule of law during election is the determination, the boldness, the robustness, the honesty, the unity and the sacrifice of the leaders of the Churches. I believe the Mizo Christians who used to spearhead the reformative movement did not undergo any training except that they leant all those mechanisms and techniques from their Bible. The Mizo Christian leaders have dedication in their commitment to serve the living God Jehovah alone. The Mizo Christian leaders: the Reverends, the Missionaries, the Pastors, the Evangelists, the Deacons and the theologians who spearheaded the clean election movement vehemently rejected the offers of worship of other gods, such as, the god of money, the god of post election treatment, the god of status, the god of greed and selfishness. Thus, the Mizo Christians led by God fearing leaders collectively gathered their strength to overcome the evil spirit of timidity. Thus, the Mizos dared to challenge

the rich and the powerful who were made to be the subjects of the powerful Church lobby. Thus the Mizo Christians managed to have their transparent and the most economic election, I believe, in India since all the Church leaders as named above have the gut to set aside their obligations and personal relationships with the candidates and the rich and powerful. The Mizos’ clean election Movement became very successful for the only reason that the Church leaders risked and sacrificed their future benefits and comforts for the sake of the name of Jesus Christ. Will there be any more region, any Church or any organisation in Nagaland for Christ to support Langpangkong people? I know how unprofitable it will be for the Church leaders in Nagaland to resolve in support of Langpangkong people. I can imagine what a loss it will be for those Church leaders to refuse to be the trusted lieutenants of their candidates and carry the cash filled brief cases during paydays. I know the puzzle the Church leaders will face when the issue of extending support to Langpangkong people crops up because of the fear that none will then finance foreign trips, etc. Nevertheless, the Church has to dedicatedly and resolutely pursue cleaner election. If Mizo Christians managed to do it, the Naga Christians are equally capable to ensure the rule of law as we all worship the same Saviour Jesus and the same God Jehovah. The only question is whether the Christians in Nagaland are bothered about it and so willing to take initiatives with a difference. If not, better not peruse namesake movement with full of phobia. May the Living God Jehovah bless the people in Langpangkong range. Z. Lohe

When we were champs

ometh the season, cometh the football tournaments....... Monsoon season is soon going to be over and then comes the dry cold football season. My memory drifts back to 2004 , longing for those days to be relived again. The DDFA (DIMAPUR DISTRICT FOOTBALL ASSOCIATION) had just announced that they will be hosting an INTER-DEPARTMENTAL FOOTBALL TOURNAMENT during the month of September 2004. Each Department will be allowed to hire a total number of 4(four) players while the rest will comprise of Department officers and staff. This was the only major rule of the tournament. Sir Sedevikho Khro (the then SDO civil, Dmp) quickly summoned myself , Hotolu (EAC Chumu),Linda(EAC HQ) and Dr Tino(EAC hq) to his office chamber to discuss about participating in the tournament knowing that our Department( Dist Administration) will only add to the number of participating teams. “ It is not winning but participation that matters”- the famous Olympic motto was our motto too. Our decision was known to Madam Hekali DC and she quietly acknowledged the same. The team will be named DC XI. The main problem was sponsorship. Sir Khro subtlely presented a sob sob story to Sir Beiu Angami (ADC and Administrator DMC) and thankfully Sir Beiu agreed to donate Rs 75000/-. Wow, half of our battle was over. Now our next task was to form a team, hire our boys, purchase the football uniform and paraphernalia and chalk out a practice schedule. We hired four Rongmei players from the Rangailong colony as Rongmeis were gaining solid reputation in football tournaments in Nagaland, Manipur and Assam during those days. They were agile, tactical and highly disciplined. The rest comprised of five to six Officers, Dobashis and ministerial staff. We decided that officers will play for the first ten or twenty minutes depending on our state of stamina and robustness, and then give chance to our remaining substitutes. The four hired players will play the entire match. We were supposed to practice for two weeks but one practice game in the local ground made us all zonked out. Some of us developed cramps, muscle

pull and few of us did not get out of bed for two days. But we had a make belief attitude that our team was ready for the tournament. During the Inauguration Ceremony, all the teams were made to line up in separate rows and face the VIP’S sitting in the rostrum. Our team was outstanding atleast physically wise and thanks to the brand new Track suit worn by us ( courtesy sir Beiu). The other teams were staring at us with jittery looks , wishing that they don’t clash with us in the league matches. Our first group league match was against Planning Department. And you guessed it--we were hammered 6-0. Now , it seems that the other teams simply did not understand English or were not aware of the rules because nearly the entire opposing team members were hired professionals from other districts.(Nearly all teams had one or two dept players while the rest were hired).Medical Dept executed the rules sincerely and they paid the price for that. In fact this tournament should have been aptly named INTER-DISTRICT TOURNAMENT rather than INTERDEPARTMENTMENTAL TOURNAMENT seeing the sizable number of professional players from outside Dimapur district. Our team had a group discussion after the brutal thrashing and we decided to complain to the organizers . But they simply turned a deaf ear and shrugged off with a “ what can we do” expression face. So, we then decided to bring three NAP players from Chumukedima...Yanger,Lanuchuba and the third was Sashi or Akum(forgot his name). The rest, we decided to pool in from our original team members. Since DC and ADC had invested so much in the team, we decided that we will not take it lying down. Medical Deptt team crossed our path in our next match, which was just a formality and we beat them 6-2. Our team had now entered the Quarter finals. Just our luck, our opponent was PHE Dept, the defending champion. This team comprised of Kachari and Assamese players. Before the match, we officers gave a pep talk to our players. We have to win. We specifically instructed the players to bring down any opposing player if he gets too close to our goalkeeper. Our Angami dobashi backie did not let us down as he followed our instruction to the spirit by

kicking one of their forward on his shin and bringing him down. A yellow card and a free kick ensued. During this match Madam Hekali came to the ground to cheer us. She was literally screeching at the top of her lungs from the rostrum “ Khro go forward, Hotolu jump, Tino kick the ball , Wati stop scratching your head...”. Luckily they did not score and somehow we won the match 1-0 with a goal from Gangailung (i hope it was spelled correctly), our Rongmei forward. In the Semi-finals, we faced our toughest opponentTransport Dept. They had some of the best players from Mokokchung and Dimapur. Half of the stadium comprised of their boisterous supporters. This was a evening match. Sir Beiu ADC came to the ground to cheer us. Within 5 minutes they had scored a goal. We were the second best team during this match as they outplayed us most of the session. By now the Transport dept supporters were shouting and singing with full gusto and they were throwing aggressive kungfu kicks in our direction of our stand(stadium). Sir Khro, self, Hotolu, Tino, Linda, Sanjay and staff were silently watching with moist eyes. By half time Sir Beiu had left the ground thinking that we have lost the match. Having been outplayed most of the time, Yanger our defender scored a goal in the later part of the second half during a melee in front of their goalpost. Transport dept had another card up their sleeves. They asked for substitution. However one of our players recognized their substitute who had been freshly brought from Mon or Mokokchung and warned me to stop the entry of that particular player to the field. If he played we were doomed. Hotolu and self immediately complained to the match officials stating that inspite of hiring extra players from outside, our opponent were bringing more professional players to the ground. We had a heated exchange on the side of the ground. The match was halted abruptly for five minutes. At the end , the match officials agreed to our view and disallowed the opponent party to bring in new players. Tension was now building up with the restarting of the game. The drama was not yet over on the field. We conceded a penalty in the dying minutes of the game. If they scored then it

was all over for us. However we had one of the best keeper in the tournament( Rongmei). He dived to his left and saved the penalty kick. Our side of the stadium erupted with joy. Extra time followed. However due to the sunlight fading away, the referee decided to go for penalties directly. We called all our players and formed a circle on the field and said a little prayer. That prayer really helped because our Rongmei goalkeeper saved two of their kicks while we scored four. In a state of jubilation we rushed off to Circuit House for a dinner party, singing all the way in our rickety office bus driven happily by Deblal our office driver. The finals was to be held on 4th October 2004. However something drastic happened before that. There was a Bomb blast simultaneously in the Railway station and Hong kong market on 2nd Oct. Over 20 people were killed that day and hundreds injured. This was suspected to be the works of Islamic extremists. We were all mentally tired and exhausted specially after rendering nonstop law and order duty for the past two days. Our final opponent was Agri & Allied Dept.I think they knocked out the other favourites( SP XI and PWD Dept). It was a sombre atmosphere . There was a two minute silent prayer in memory of those killed in the bomb blast. The match was a routine affair and DC XI lifted the trophy by beating their opponent with a 3-1 margin. There was no usual fanfare and the crowd was also subdued. Maybe this was due to the impact of the Bomb blast on the citizens of Dimapur. Next day we handed over the trophy and the cash prize of Rs 10000/- to a beaming Madam Hekali in her office chamber. She was kind enough to give back the cash and asked us to distribute the money amongst the team members. All said and done, due to many controversies arising out of this tournament, i don’t think there were any later edition of this tournament held till date. Our sweat, sacrifice, hard work, camaraderie, support from senior officers and the special bond displayed amongst the team mates with a little divine help , is etched on the Trophy which is standing proudly on one of the shelves in the DC’s office. NSEE & B.T. quota: A Havoc

I

have heard from someone saying “tui kan Eastern manu be nah over demand kuri” My dear fellow Naga brothers and sisters speaking of the fact, the Eastern community had been neglected in so many aspect of social development. We are far from the crowd, we are not asking for what is not ours but we are begging of what is truly ours and we are justifiable in any court of law. The recently declared result of NSEE is simply a curse for the B.T’s. It is the sole responsibility of the State Government so instead of pin pointing at each other why not we stand together as Students Organization, as a fellow Naga brothers and help those who are deprived of their rights. To quote “The worst form of inequality is to try to make unequal things equal,”-Aristotle But how many of you will understand the genuine demand and rights of the underprivileged Backward Tribes? For how many more decades the Backward Tribes shall be under the tyranny rule of some vested interest people? We are also tired of shouting, crying and demanding. Therefore let this initiative taken up by ENCSU be an eye opener for all of us. The rich are getting richer and the poor are getting poorer. Government is for the people but in our case we are just a tool for the government. It is high time for each individual to come forward, irrespective of what tribe or sex, and community he or she belongs to and voice out against the social injustice prevailing in our society. As we cannot always take things for granted. Therefore at this crucial juncture one should not go against the other instead your contribution will be marked for a better tomorrow. Let us be the change that we want to see. Hanso Chang, High School ‘B’, Tuensang

A call for the cause of UTNA

Sir,

Its been a while since I’ve read the issues / problems pertaining to UTNA (Unemployed Trained Nurses Association), on and off on our local dailies. I am no genius, but what I can gather from my understanding is that the UTNA is fighting a lone battle with little or no support from the public or any other NGOs / Organizations whatsoever. Isn’t the demand of the UTNA for removal of job stagnation / filling up of shortages of Nurses in the required health unit/s justified?? How long are we going to be just mute spectators? What about the various NGOs/ Organizations/ Associations - Who are fighting tirelessly against Corruption, injustice etc. Is their cause not strong / worthy enough to voice your Concerns? Or is the unfairness, lackadaisical attitude of our Government justified? How long are we going to stay dormant ?? Isn’t it time for us to erupt !! So wake up!!, Speak Up!! Let us unify this time to help our Brothers and Sisters to achieve what is rightfully theirs. - KUKNALIM Senti, Purana Bazaar Dimapur

Sir,

NSEE 2 and B.T issue an imbroglio

The NSEE 2 result was declared in the month of July and even now counselling for the entire selected candidates could not be done till now because of the ENCSU demand for 15% reservation. However the government has laid down certain rules for selection of candidates and that has to be followed, if not what is the use of certain rules and regulations if it were not to be implemented. Let the rule of law prevail one rule for everyone. As per NSEE 2 and Medical Council of India guidelines a candidate needs to secure 40% for SC & ST to be selected for MBBS/BDS course i.e., 288 marks out of 720 marks. In NSEE guidelines (selection) (d) say in case qualified candidates under BT are not available than all such unfilled seats will be de-reserved and allotted to candidates under general category. So, what the ENCSU have to know is that 15% reservation is not mandatory, if it is mandatory then they have every right to shout for their right. If you are asking for something that is feasible then the government and department would have fulfilled your wish a long time back. To remove four qualified candidates and replace them with four other candidates who could not pass the exam is unethical and intolerable. The selected candidates got through the exam fair and square and if the selected candidates were to be deprived of their rights then we will go to any extend for redressal of our right and grievances. Parents as well as candidates are mentally disturbed because of the ongoing confrontation between the ENCSU and the government, as some institute have already commenced their classes days back and others are about to close admission. As per Medical Council of India rules, there is nothing such as BT reservation. In fact, this 15% reservation was given to the BT by the state government out of good will and so they should appreciate the government and not question them like “On what authority they were empowered to reserve 15% reservation for BT seats when Medical Council of India notification has mentioned nothing as such?”. In short the entire problem started because of this 15% reservation so to mitigate this problem the government should scrape off this 15% reservation system. Seyiekolie Khro, a concerned guardian

New Delhi, Sep 9 (PTI): The Aam Aadmi Party Friday demanded the BJP reveal the source of “Rs 3 crore” seized from a car in Ghaziabad allegedly being taken to its Lucknow office from Delhi headquarters, suggesting that it was “black money”. AAP leader Dilip Pandey claimed the driver of the car, registered in the name of one Ajit Mishra, tried to break through police barricades when attempts were made to intercept it yesterday. “Two persons travelling in the car has confessed that the money was meant for BJP’s Lucknow office. Even the former Ghaziabad unit chief of BJP came to the police station to get them released,” Pandey told reporters here. Wondering why one should not believe it was “black money”, Pandey demanded the BJP disclose the source of the cash and where it plans to spend it. “Prime Minister Narendra Modi talks of Digital India. In the age of electronic fund transfers, what was the compulsion of BJP that it took the risk of transporting Rs 3 crore physically?” Pandey asked.

The nominations can be made online but the nominators would be required to furnish their Aadhaar details for authenticity and accountability. “For the first time, government of India is encouraging the people of India to nominate achievers for the Padma Awards,” sources said. It is a step towards transforming the national awards into a truly people’s award which will no longer remain restricted to elite rul-

general public will also help in identifying unsung or lesser known people of excellence, the sources said. “Simple online nomination encourages and facilitates all Indian citizens to participate,” the sources added. They said the changes in the nomination process is aimed at curbing the crony culture of influence and lobbying. “Online application portal plus electronic management system harnesses technology to make processing of nominations efficient and transparent,” the sources said. The government has already received over 1,700 nominations and the last date of nomination is September 15.

Apollo doctor arrested for rape

GANDHINAGAR, SEP 9 (Agencies): A doctor at an Apollo hospital in Gujarat’s Gandhinagar has been arrested for allegedly raping a dengue patient in the ICU earlier this week. The 21-year-old woman, who was admitted to hospital on Saturday, was allegedly raped by the doctor and a hospital worker on two days, in a section of the hospital where visitors have restricted entry, reported NDTV. She was allegedly assaulted first on Sunday, when the doctor, Ramesh Chauhan, 28, was on the night shift. She has alleged that she had been given some drug before being raped, so she could not fight back. The ward boy who allegedly participated in the crime has also been arrested.

New Delhi, Sep 9 (Agencies): The Lieutenant Governor will continue to exercise primacy in matters of administration in the national capital, with the Supreme Court Friday refusing to stay the Delhi High Court’s verdict on the dispute, even as the Arvind Kejriwal-led AAP government described the L-G in court as an “employee of the central government having master-servant relationship”. Although a bench of Justices A K Sikri and N V Ramana called the matter “important which required an authoritative pronouncement” from the apex court, it declined to put Kejriwal and his ministers back in the driving seat till the final decision, reported The Indian Express. “No stay…we will only fix a date for final hearing,” said the bench when senior lawyers K K Venugopal and Gopal Subramanium, representing the AAP government, pointed out how ministers of an elected government had been reduced to a sheer recommendatory bunch. While fixing the matter for detailed hearing on November 15, the court also

expressed its reluctance in taking note of the circulars and instructions issued by the L-G after the Delhi High Court verdict last month and said that not every order issued could become a part of the present dispute. “You challenge those orders separately. Every day, there would be one order or another…we cannot be saying which one is right and which one is not in the course of these proceedings. We will only take note of whatever has been brought on record by you in these special leave petitions,” the bench told the senior advocates. The court, agreeing to hear a batch of seven appeals moved by the AAP government against the High Court verdict, sought responses from the central government, which had urged the bench to dismiss the petitions on the grounds of them being “defective”. Attorney General Mukul Rohatgi, appearing for the Centre, raised preliminary objections to admitting the appeals for hearing by by citing the fact that instead of a Chief Secretary or a secretary, the affidavits supporting these appeals were filed by

Deputy Chief Minister Manish Sisodia. “It is not just a question of technicality. Nobody can flout the rule only because he is a minister. Here the affidavits are filed in violation of the rules of the business. The Deputy CM is not a competent person to swear these affidavits and even if it is assumed for a minute that he is competent, they are also defective since this person (Sisodia) has verified them saying he has the personal knowledge, information and belief about the contents of the petitions,” argued the AG. According to Rohatgi, the petitions could be filed only after an approval from the L-G. At this, Venugopal said that it was the cause of the real problem. “The L-G is an employee of the central government. They have a master-servant relationship. He is totally vulnerable and is liable to transferred any day. But now, it is he who has to decide everything by thwarting the elected representatives. Bureaucrats don’t listen to ministers anymore. The Deputy CM was compelled to sign these affidavits because no official was ready to do it,” he said.

scheme to strengthen India’s coastal network. “For better coordination among the agencies responsible for coastal security, the Director General of Coast Guard has been designated as commander of coastal security,” he said, adding the coast guarding force should also work towards the safety and conservation of India’s maritime ecosystem. “Oceans and seas act as natural security shields and also bring new opportunities for eco prosperity,” he said. Highlighting the role of Coast Guard, the Home Minister hailed it as the

central pillar of India’s security architecture with two other important pillars of Navy and Marine Police. The Coast Guard ship ‘Sarathi’ is the third in the series of six 105 meters offshore patrol vessels. ‘Sarathi’ meaning ‘charioteer’ is a projection of Indian Coast Guard’s will and commitment to serve and protect the maritime interests of the nation. The ship has been designed and built indigenously by Goa Shipyard Ltd and fitted with advanced navigation and communication equipment and sensors. The features include an integrated bridge system, integrated machinery control system, power management system and high power external fire fighting system. ICGS ‘Sarathi’ is designed to carry one twin engine light helicopter and five high-speed boats, including two for fast boarding operations, search and rescue, law enforcement and maritime patrol at sea.

“It is an open and competitive sector. Whosoever does not give quality, will be out of the sector. Often there is discussion that spectrum is less. We will address that with the auctions. To quite an extent, people will get relief from the call drop issue,” he said. Terming quality of service as one of the key areas that impacts the common man, the minister said that telecom operators are working on improving their services by creating infrastructure and making investments. “Where the NDMC and the cantonment board are concerned, new BTS have to be put up. Our Department in co-ordination with others have resolved issues,” Sinha said referring to certain areas of the national capital. He exuded confidence that companies will participate “enthusiastically” in the upcoming spectrum auctions, as they will need the radiowaves to offer good quality service, increase their revenue, and maintain a good image.

Vasco (Goa), Sep 9 (PTI): Terming maritime terrorism as a major threat, Union Home Minister Rajnath Singh today said the government has started the process of security audit to identify vulnerable areas in the seas and along the coastline. After commissioning Coast Guard ship ‘Sarathi’, Singh said the government has been successful in addressing the issues pertaining to maritime security post Mumbai terror attack in November 2008 which was carried out by terrorists who came through the sea. “Maritime terrorism continues to be a security threat as we have a long coastline with many big cities and security installations. “We have started the process of security audit to identify vulnerable areas in our seas and coastal areas,” he said in presence of Defence Minister Manohar Parrikar here. The Home Minister said the central government has adopted a comprehensive and integrated coastal security

New Delhi, Sep 9 (PTI): The call drop menace has reduced over the last two months, Telecom Minister Manoj Sinha said Friday even as he cautioned operators that the service quality has to improve further or they will be “out of the sector” that has an “open and competitive market”. The upcoming spectrum auctions, he said, will provide operators with more radiowaves that will help them improve services and earn more revenues. “On my first day (in the Ministry), I had said we will see a qualitative improvement in the situation over the coming four months. I can say, the situation has already improved, and it is visible. I assure consumers that in about 3-4 months there will definitely be further qualitative improvement,” Sinha told PTI in an interview. The telecom market is “open and competitive”, he said, adding that players - be it public or private - not providing good services will find themselves out of the sector.

New Delhi, Sep 9 (Agencies): With an emphasis on empowering women, the Police Control Room unit of the Delhi Police has launched a pilot project in which five PCR vans will be manned by all women staff – from driver of the vehicle to I/C van. Initially, these women-only vehicles would be placed at Vigyan Bhawan near Central Secretariat, Jesus & Mary College in Chanakyapuri, Khan Market Metro Station, American Centre at Kasturba Gandhi Marg and Motilal Nehru Marg. Women police play very important part in day to day policing in the national capital. They form the “back bone” of the police functioning in various units – including police stations, communications, Special Juvenile Police Units, PCR etc. According to Indiatimes, as a first responder, they play an important role in day to day policing in the city. They are called the “lifeline” of Delhi. On an average they respond to more than 10,000 calls in a day. “PCR vans are visible symbols of policing in Delhi. The presence

New Delhi, Sep 9 (PTI): India is expected to see net FDI inflows of USD 35 billion this financial year, which may fall short of the figure for 201516, says a Citigroup report. According to Citigroup, FDI inflows are inching up, but the pace of increase this fiscal might as well come up short in comparison to 2015-16. The upside potential will be substantial in the medium term, the report said, adding that gross FDI flows of USD 8.9 billion in June-July partially allays fears of a slowing trend in April-May. Even after the surge in June-July, the gross FDI inflow so far this fiscal is 5% lower than same period last year and the net tally is down 29%, the report said. The report noted that FDI surge to India might have been buoyed by improved sentiment towards emerging markets in a postBrexit world.

crucial Federal Reserve’s twoday meet next week and the BOJ’s unveiling the results of a comprehensive policy review it promised in July, they said. The domestic unit resumed lower at 66.57 from Thursday’s closing of 66.42 at the Interbank Foreign Exchange (Forex) market on the back of aggressive dollar buying initiated by domestic banks and importers. It was later stuck in a tight range after making a fast descending movement to hit a fresh intra-day low of 66.76 before ending at 66.68, revealing a sharp loss of 26 paise, or 0.39 per cent. The rupee briefly touched a high of 66.5275 during the day. Meanwhile, the dollar recovered against the yen, after North Korea’s latest nuclear test pulled cash into the perceived safety of the Japanese currency.

Mumbai, Sep 9 (PTI): In line with domestic stock market, the rupee today tumbled by 26 paise to end at 66.68, posting its biggest single-day drop in five weeks, on renewed demand for the American currency from banks and importers. A massive sell-offs in domestic equities tracking global markets, following the European Central Bank’s decision to keep its monetary policy stance unchanged, mainly weighed heavily on the rupee sentiment. This is the biggest one-day fall in the rupee since August 3, 2016. Dealers avoided taking long positions ahead of key macro data release including the consumer price index (CPI) inflation data for August and Index of Industrial Production (IIP) for July on Monday, a forex trader said. Moreover, market sentiment will be influenced by

were not sufficient. “Based on industry practice, 12,500 E1 ports (interconnect points, with technical parameters) are required for 22 million subscribers, which details have been provided to the COAI member operators,” said a Reliance Industries statement on Aug 18. “As against this, the top 3 operators have released only 1,400 ports so far,” the company said. A rough calculation suggests Jio, as per the above, would need a little over 8,500 ports given a subscriber base of 15 million -- thus, a shortfall of over six times.

capital of Rs 16-47 billion over the next three to four years, it said. The rating agency said while the business opportunity is exciting, there is a need for establishing a credit culture in the new geographies and strengthening the credit appraisal processes. It said the two operational credit bureaus have helped the sector maintain its asset quality, there are a few issues yet to be addressed like limited coverage of SHG bank linkage programme data, issues related to multiple identity cards being used by borrowers for availing loans from more than two MFIs and interlinking of retail credit. The overall stress of credit which is due for more than a day stood at 0.35 per cent as of March 31, 2016, helped by regulatory decisions like data sharing through credit bureaus, cap of Rs 1 lakh for overall borrowing and the stipulation for not more than two MFIs to lend to a single borrower, it said. However, it said “communal and political” incidents in Madhya Pradesh, Uttar Pradesh, Bihar, Jharkhand and Karnataka did lead to some pressure on asset quality. Icra warned the sector remains vulnerable to asset quality shocks owing to the risks associated with unsecured lending business, political risks, and operational risks arising out of cash handling.

Mumbai, Sep 9 (PTI): RBI Thursday directed banks to accept tax dues in cash under the domestic black money declaration scheme which closes on September 30. Under the Income Declaration Scheme 2016, which came into effect on June 1, one can come clean by paying tax, penalty and cess totalling 45 percent of the undisclosed income. It was brought to RBI’s notice by the government that “banks are hesitant” in allowing deposit of large amounts of cash by declarants under the scheme. “We advise that banks must invariably accept cash, irrespective of amount, over the counters from all declarants who desire to deposit cash at the counters, including deposits under the above Scheme through challan ITNS- 286,” the central bank said.

ing Indian market,” Pradhan said, pointing to the Russian energy group’s ongoing negotiations with India’s Essar Group for participating in the refining sector. “When we are talking about free and transparent policies, we have to open our market. Consciously, we have deregulated our market and we are giving gradually price and marketing freedom to the investors,” he told reporters after launching a Road Show on India’s discovered small fields. India has introduced transparent policies through the deregulated market for international investors to invest in refineries and petrochemical plants. This would help provide affordable energy to the Indian consumers, Pradhan said. He has brought a delegation of senior ministry officials and chief executives

Mumbai, Sep 9 (PTI): The country’s microfinance sector will grow nearly three-fold to reach up to Rs 4.3 trillion over the next three years on account of expansion into newer segments and enhanced average loan sizes. “If the ticket sizes were to double from the current levels over the next 3-4 years and MFIs were to increase their presence in under-penetrated areas, the microfinance market could reach Rs 3.3–4.3 trillion over the next 3 to 4 years,” its senior vice president Kalpesh Gada said. The estimate includes micro credit across self-help groups, microfinance institutions and banks, it said, adding that the assumption on the doubling of ticket sizes is based on improving income levels, inflation, higher eligibility of borrowers moving to higher loan cycles. It said the Indian microfinance institution (MFI) sector grew 40 per cent in 2015-16 to Rs 1.4 trillion (including the Bandhan Bank) as against a 38 per cent growth in the previous fiscal, while the average ticket sizes were Rs 20-25,000. The MFI loan growth was on the back of a 72 per cent growth in the portfolio of MFIs, small finance bank licensees and banks, it said adding the SHG bank linkage credit grew only 11 per cent. The MFI sector, excluding Bandhan Bank and teh SFBs, will need external

New Delhi, Sep 9 (IANS): The Indian telecom regulator on Friday met service providers - Bharti Airtel, Reliance Jio, Vodafone India and Idea Cellular - to discuss the issue of mobile network interconnection among various players, but allegedly barred Cellular Operators’ Association of India’s (COAI) officials from participating in the meeting. A delegation comprising senior oil ministry officials and chief executives of corporations is here to see how Singapore has developed the Jurong Petrochemical complex. Its objectives are to develop deeper relationships with companies here. “Singapore and India can jointly partner for the mutual growth (and benefits),” Pradhan said. The road show offers 67 discovered small fields, clustered into 46 contract areas, for production and supply of oil and gas to the Indian market. Pradhan assured full support to international oil and gas companies and called for innovation and technologies to exploit the proven 625 million barrels of oil and oil equivalent gas deposits. “Our focus is on simplifying policies and improving the environment for ease of doing business in the country,” Pradhan said, adding it is time for investors to capitalise on the oil and gas resources being offered by India. Elaborating on incentives, he said there will be no cess and import tax on machinery for developing these fields.

DP-6810

Singapore, Sep 9 (PTI): Seeking to provide affordable energy to the Indian consumers, the government has introduced transparent policies through the deregulated market for global players to invest in refineries and petrochemical plants, Oil and Petroleum Minister Dharmendra Pradhan said here on Friday. Launching a road show which offers 67 discovered small fields, clustered into 46 contract areas, for production and supply of oil and gas to the Indian market, he said India is seeking global investors for its energy sector to create competition in the domestic market with the main objective of providing competitively priced products to the consumers. “Consumers are the kings in India. We want to provide affordable energy to our consumers,” Pradhan said, stressing that participation by big energy players like Saudi Aramco, Shell, British Petroleum, Rosneft among others is important for developing and industrialising the energy sector in India. He was confident of attracting global investors, saying international energy companies were eyeing the Indian market, which has the fastest energy demand growth in the world. “Rosneft (for one) is eye-

Seoul, Sep 9 (AFP) South Korean President Park GeunHye today condemned North Korea’s latest nuclear test as an act of “self-destruction” that will further deepen its isolation in the international community. The impoverished but nucleararmed North staged its fifth nuclear test this morning, she said in a statement, describing it as a “grave challenge” to the international community. “With the nuclear test, Kim Jong-Un’s regime will only earn more sanctions and isolation... and such provocation will further accelerate its path to selfdestruction,” she said, referring to the North’s young ruler. In Tokyo, Japanese Prime Minister Shinzo Abe today called North Korea’s latest nuclear test “absolutely unacceptable”. “North Korea’s carrying out of a nuclear test is absolutely unacceptable for Japan,” Abe said in a statement, after Pyongyang conducted its fifth nuclear test, believed to be its most powerful to date. “North Korea’s nuclear development is becoming a graver threat to Japan’s safety and severely undermines the peace and safety of the region and the international community,” Abe said. “Japan lodges a serious protest against North Korea and condemns it in the strongest language,” he added.

tion Room watching that day. The most stressful 30 minutes of my life probably. Because you remember one of the helicopters nicked - clicked on - hit its tail on the wall going into the courtyard and became disabled. “That meant -- thank goodness there were good contingency plans, but you had to get another helicopter in to take out the SEALs who would no longer be able to fly out on that one,” she said, describing the event of the day. “But here’s what I want to tell you because it is a story that, to me, illustrate our values in such a clear, unambiguous way. You’ve heard Donald Trump say he would order our troops to torture. You’ve heard him say he would order our troops to kill family members of terrorists. You would know that he was advocating illegal actions against our own laws, as well as the laws of war. “Thank goodness there’s a code of honour in our military stronger than the bluster and the bullying of Donald Trump because here is what happened on that night,” she said amid applause

North Korea’s latest and fifth nuclear test, if confirmed, is “deeply troubling and regrettable”, the head of the UN atomic watchdog said today. “This is in clear violation of numerous UN Security Council resolutions and in complete disregard of the repeated demands of the international community,” said Yukiya Amano, chief of the International Atomic Energy Agency. “It is a deeply troubling and regrettable act,” Amano said in a statement. The UN Security Council had in Resolution 2270 in March “condemned in the strongest terms” North Korea’s previous test in January, Amano said. It had reaffirmed that Pyongyang must “abandon all nuclear weapons and existing nuclear programmes in a complete, verifiable and irreversible manner, and immediately cease all related activities,” he recalled.

Washington, Sep 9 (PTI): Ahead of the 15th anniversary of 9/11, former secretary of state and Democratic presidential nominee Hillary Clinton said going after al-Qaeda leader Osama bin Laden into Pakistan was “not an easy choice”. “I was part of the small group advising President (Barack) Obama whether or not the intelligence we had was good enough to take a chance, to go deep into Pakistan, to try to finally bring Osama bin Laden to justice. “It was not an easy choice by any means,” Clinton said at an election rally in North Carolina. “These never are.” “That’s why who sits at the head of that table in the situation room has to be able to sort out fact from opinion, has to be able to ask the hard questions, pursue even the most difficult leads,” she said yesterday giving an insight into the May 2, 2011 killing of Osama, the 9/11 mastermind, in a US military operation at his hideout in Abbottabad in Pakistan. Her comments came three days before the 15th anniversary of the al- Qaeda attack on the twin towers in New York that

carried out a series of purges and weapons tests designed to show strength and consolidate power. “Kim Jong-Un’s regime will only earn more sanctions and isolation... and such provocation will further accelerate its path to self-destruction,” Park said, warning his obsession with creating a nuclear arsenal posed a grave challenge. “We will step up pressure on the North by using all possible measures, including more, stronger sanctions on the North with the international community and at the UN Security Council,” she said. News of the test emerged when seismic monitors detected a 5.3-magnitude “artificial earthquake” early today near the North’s Punggye-ri nuclear site, where the last test took place in January. “The 10-kiloton blast was nearly twice the fourth nuclear test and slightly less than the Hiroshima bombing, which was measured about 15 kilotons,” said Kim Nam-Wook from the South’s meteorological agency. If Pyongyang can make a nuclear device small enough to fit on a warhead, and bolster the range and accuracy of its missiles, it might achieve its oft-stated aim of hitting US targets. But its claims to that in the past have been discounted. Scientists will now attempt to analyse the blast to try to determine what kind of

Obama today warned North Korea of “serious consequences” as he consulted leaders of South Korea and Japan after Pyongyang conducted its fifth nuclear test - believed to be its most powerful ever. “The president indicated he would continue to consult our allies and partners in the days ahead to ensure provocative actions from North Korea are met with serious consequences,” White House press secretary Josh Earnest said. He said President Obama was briefed on the situation as he flew home from a visit to Asia aboard Air Force One. Obama consulted with South Korean President Park Geun-hye and Japan’s Prime Minister Shinzo Abe in separate phone calls from the presidential aircraft. “The president reiterated the unbreakable US commitment to the security of our allies in Asia and around the world,” Earnest said. Earlier, National Security Council spokesman Ned Price said the US was monitoring and continuing to assess the situation in view of the seismic activity on the Korean Peninsula in the vicinity of a known nuclear site.

Seoul/Vienna/Washington/Beijing, Sep 9 (AFP):North Korea has successfully tested a nuclear warhead, it said today, drawing condemnation from the South which said the “maniacal recklessness” of young ruler Kim Jong-Un would lead to self-destruction. Pyongyang’s state media said the test, which comes after a series of ballistic missile launches that have drawn international condemnation and UN sanctions, had achieved its goal of being able to fit a miniaturised nuclear warhead on a rocket. “Our nuclear scientists staged a nuclear explosion test on a newly developed nuclear warhead at the country’s northern nuclear test site,” a North Korean TV announcer said. “Our... party sent a congratulatory message to our nuclear scientists... for conducting the successful nuclear warhead explosion test,” she said as the South judged it was the North’s biggest test yet at 10 kilotons. The move drew swift condemnation from US President Barack Obama who warned of “serious consequences” and said he had called the leaders of South Korea and Japan to confer over the crisis. President Park Geun-Hye spoke out against the “maniacal recklessness” of Kim, who since taking control after the death of his father in 2011 has

Nostalgia for The Crystal Maze had already been jumpstarted by a live immersive version of the game show which opened in London earlier this year. he film, starring Denzel Washington, opened the Toronto International Film Festival on Thursday night. Speaking before the film’s world premiere, director Antoine Fuqua said: “I just wanted to see Denzel Washington on a horse. “Everyone else fell in place around that idea. Chris Pratt and Ethan Hawke also star in Fuqua’s retelling of John Sturges’ 1960 western classic. Vi n c e n t D ’ O n o f r i o, South Korean star Byung-Hun Lee, Mexico’s Manuel GarciaRulfo and Native American actor Martin Sensmeier make up the rest of the septet. Asked about the film’s casting in the light of the current debate in Hollywood about diversity, Fuqua said: “It wasn’t to make a statement. We don’t talk about it because you guys [the media] talk about it. “My idea was: Denzel Washington walks into a room and the room stops, Clint Eastwood walks into a room and the room stops. Is it because of the gunslinger or because of the colour of his

skin? So we let the audience decide. Wa s h i n g t o n , w h o worked with Fuqua in Training Day and The Equalizer, said he had never seen the Sturges movie, which starred Yul Brynner and Steve McQueen. “I didn’t keep away from it. I just didn’t know how it would help me. “[Not seeing it] allowed me to do whatever I wanted to do. Instead of trying not to do what someone else did.

The 1960 western was itself a remake of Akira Kurosawa’s 1954 Japanese-language film Seven Samurai. In Fuqua’s action-packed version, seven gunslingers protect the town of Rose Creek from the deadly grip of industrialist “robber baron Bartholomew Bogue, played by Peter Sarsgaard. “The most important thing was to stay true to the DNA of Kurosawa’s Seven Samurai, Fuqua said.

The Guardian’s threestar review described The Magnificent Seven as “strenuously-topical. “Denzel Washington’s classic western hero is commandingly cool and supported by a rakish Chris Pratt, wrote Jordan Hoffman. But, he added, “there’s a great deal of waiting around for something to happen. The Magnificent Seven is out in the UK and US on 23 September.

Both clubs were sanctioned in January, but by appealing had temporarily held off the ban during the transfer window which closed last month. They will now not be able to register any new players in either of the next two windows, in January 2017 and July-August 2017. Madrid, Sep 9 (Agencies): Real Madrid will welcome back the added firepower of talisman Cristiano Ronaldo and striker Karim Benzema when they entertain promoted Osasuna in La Liga on Saturday. Real’s all-time top scorer Ronaldo missed their first two league games of the season and their European Super Cup triumph over Sevilla while recovering from a knee injury he sustained playing in the Euro 2016 final for Portugal. He told reporters on Thursday, however, that he would face Osasuna, declaring: “I’m ready”. Spanish newspaper Marca reported earlier in the week that the forward, who scored 35 goals in 36 league games last season, will play 60 minutes against Osasuna as coach Zinedine Zidane eases him back into action. Benzema has been recovering from a hip injury sustained towards the end of last season, but is expected to

start alongside Ronaldo and Gareth Bale, allowing Zidane to field his first choice ‘BBC’ attack for the first time this season. Real barely noticed the absence of their two forwards as they eased to a 3-0 win over Real Sociedad in their opening game thanks to goals by Bale and youngster Marco Asensio, although they then laboured to a 2-1 win over Celta Vigo. “I’m excited about our game with Osasuna, they will make things difficult for us but it’ll be fantastic because we’ll have our full team available,” Bale told reporters on Wednesday. Champions Barcelona and Las Palmas are the only other teams in the league to have won two games this season. Barca will be boosted in attack this weekend by the return of Brazil forward Neymar, who missed the start of the season to play at the Olympics in Rio de Janeiro, leading his country to their first soccer gold medal.

Rio de Janeiro, Sep 9 (Agencies): Dame Sarah Storey became Britain’s most successful female Paralympian as Britain won five gold medals on day one in Rio. The 38-year-old swimmer-turned-cyclist surpassed former wheelchair racer Baroness Tanni Grey-Thompson’s mark as victory in the C5 3km individual pursuit in the velodrome gave her a 12th gold. Storey qualified in a world-record time of three minutes 31.394 seconds more than 17 seconds quicker than Crystal Lane - and overtook her team-mate before the halfway point in the final to claim gold. Storey won her first two Paralympic gold medals as a 14-year-old swimmer in Barcelona in 1992, later switching to the bikes for Beijing in 2008. Kerber, Pliskova enter US Open final

New world No. 1 Angelique Kerber and (R) Karolina Pliskova celebrates after winning their respective US open semi-finals matches on Thursday.

New York, Sep 9 (Agencies): New world No 1 Angelique Kerber eased into the US Open final with victory over Caroline Wozniacki but it was a night to forget for Serena Williams. Williams suffered a shock defeat in Arthur Ashe Stadium by Karolina Pliskova to end her pursuit of a recordbreaking 23rd Grand Slam title, as well as losing her status as the world’s top player. While Kerber celebrated her new ranking by brushing her Danish opponent aside

with a 6-4 6-3 triumph, Williams said she was hampered by a knee injury on her quest to surpass Steffi Graf ’s Openera record of 22 major wins. Pliskova was in no mood for sympathy on and off the court though as she ruthlessly conquered the American 6-2 7-6 (7-5). “I have been having some serious left knee problems,” Williams said. “I wasn’t able to move the way I wanted to move. When you’re injured, you’re thinking of other things when you should be just play-

Pacquiao returns to the ring to face Jessie Vargas

Manny Pacquiao

BEVERLY HILLS, Sep 9 (Agencies): While Manny Pacquiao’s political career became a priority after he announced his “retirement” from the ring in April, he says the lure of continuing his journey in boxing ultimately led to his comeback. Seven months after defeating American Timothy Bradley in Las Vegas in his much trumpeted farewell to the sport, the Filipino southpaw will return to the same city in November to challenge World Boxing Organisation welterweight champion Jessie Vargas. Though Pacquiao is an eight-division world champion and one of the greatest boxers ever, the whole experience of preparing for that Nov.

5 fight feels strange as he will be competing for the first time as an elected senator in his homeland. “This is very different,” a smartly dressed Pacquiao, 37, said after holding a joint news conference with American Vargas in the chic surrounds of The Beverly Hills Hotel. “This is my first fight since I was elected as a senator and it’s a big challenge for me to try to get the belt and become a champion again, to win the fight as a senator. “It’s also a big challenge for me to get back in the ring again and to prove that I can still manage serving the people and also be a successful boxer.” Pacquiao (58-6-2) was elected to the Philippines’ senate in May.

ing and thinking of your shots. My mind was just a little bit everywhere. But it was what it was.” Williams was reluctant to discuss how long the injury might affect her and the rest of her schedule this year but was adamant she was not affected by fatigue. However, the night at Flushing Meadows ended up with a jubilant Kerber showing her class to dispose of Wozniacki. With a third Grand Slam final of the year on the horizon

for the German, who finished last year ranked 10th, couldn’t be distracted despite realising her dream rise to the top of the world rankings. Kerber, who beat Williams in Melbourne before losing to her in the final at Wimbledon, said: “I was watching the match a little bit before I came here but I was trying to focus on this match, not the match before. “It’s just incredible. It’s a great day. To be here in the final for the first time, that means a lot. To be No 1 in the world, it sounds amazing.” “For me, it’s just amazing to be after Steffi the next No 1 player in Germany,” added Kerber, who at 28 will become the oldest player to become No 1. “Steffi is a great champion, she’s a great person. I think she’s proud of me to be the next one after her.” Kerber will now go up against Pliskova in Saturday’s final. The Czech star has never gone past the third round of a major tournament before and insists Williams’ injury should not take the gloss off her achievement. “I don’t care,” Pliskova said. “Sometimes it is like this. Even me, I’m sometimes not playing when I’m 100 per cent ready and I don’t think others care. “If someone is not ready and she doesn’t think she is ready, she should not go on the court. But after the match I would say it’s still her choice if she wants to play.”

Delhi Dynamos holds BK Hacken to draw Gothenburg, Sep 9 (Agencies): Indian Super League (ISL) side Delhi Dynamos Football Club came from behind to hold BK Hacken 2-2, riding on skipper Florent Malouda’s brace at the Bravida Arena here. At one point it looked like, the Lions will crash to their second defeat against the Swedish side, but Malouda saved the day much to the delight of head coach Gianluca Zambrotta. The host started off well and took the attack right to Delhi Dynamos from the onset and drew first blood in the match through Alhassan Kamara, who scored as early as three minutes into the game. Dynamos regrouped immediately and almost snatched the equaliser in the fifth minute with Kean Lewis hitting a stinging shot, but unfortunately it landed wide. After the early shock, Delhi came close to scoring in the 18th minute when Milan Singh attempted to hit one from a distance. Hacken conjured up a counterattack much against the run of play and nearly scored its second goal of the night in the 25th minute, but it was Toni Doblas’ fine save that averted the danger. With the half time whistle blown, teams walked into the tunnel with a scoreline of 1-0 in favour of the host. At the change of ends, the home team took the lead for the second time in the match through John Owoeri in the 55th minute.

Delhi Dynamos celebrates scoring against BK Hacken. Delhi shifted to damage control mode and was awarded a penalty in the 59th minute, when a rushing Malouda was fouled in the box. With his sight set firmly on the target, the Frenchmen stepped up to take the spot kick and he buried the ball at the back of the net with

a vicious left footer, which saw the keeper dive the other way. With time running out, Malouda’s perseverance finally paid off as he scored his second of the match when he rose the highest to head a cross from Amoes Do to send the ball crashing at the back of the net.

to conduct SAI Olympic review questions NTAexam on athletes; suggests strategy September 15 New Delhi, Sep 9 (PTI): Athletes have not been spared the blame in Sports Authority of India’s review of the country’s “lacklustre” Olympic performance even as it suggested a three-pronged strategy, including a through evaluation of coaches, for an improved performance in the 2020 Tokyo Games. The report prepared by SAI Director General Injeti Srinivas has pointed out that “some athletes showed physical fitness issues, which is a matter of concern and reflects on inadequate monitoring”. During the Games, star shuttler Saina Nehwal was not hundred percent due to a knee injury which required surgery as soon as she came back to India. It also said that some athletes “performed below par in terms of personal best, which again is a matter of concern.” At the same time, Srinivas also highlighted the near misses in shooting (Abhinav Bindra) and gymnastics (Dipa Karmakar) and the

tough draws that proved to be the undoing of boxers. “The lacklustre performance of the Indian contingent certainly requires deep introspection and remedial measures. While we do need to make some changes, but they necessarily require to be very radical changes,” he stated in the report. He did, however, recommend a greater scrutiny of the coaching staff attached with the athletes across all sports. “Performance of coaches, especially foreign coaches, needs to be evaluated very minutely. Hiring of foreign coaches should be done very carefully and based on strong and proven track record,” the report said. As for the way forward, SAI recommended a strategy of identifying the best medal prospect sports and investing the most on them. “A set of sports disciplines may be identified where we have very little presence and the objective is of participation in Olympics. These could include disciplines like

swimming, triathlon, fencing, judo, taekwando etc. “The next categor y should consist of disciplines where our effort would be on progression...to be within top-8/top-16 positions. Athletics is one major discipline here,” the report stated. SAI suggested that a maximum of 6 disciplines should be picked for specialised support. “The final categor y would be medal-focussed disciplines. These cannot be more than 4 to 6 disciplines. Here our effort would be to have a strong bench-strength to minimize uncertainty in medals. Most countries with strong sports achievements have such specialised approach,” it said. “In these disciplines, we must ensure that our facilities are on par with the best in the world, the athletes are given the best in terms of training and exposure,” it added. The report has been sent to the Sports Ministry, which is also conducting a review of the performance.
