“Xafecopy hit more than 4,800 users in 47 countries within the space of a month, with 37.5 per cent of the attacks detected and blocked by Kaspersky Lab products targeting India, followed by Russia, Turkey and Mexico,” the report said.

NEW DELHI, SEP 10 (PTI): Government is moving ahead with linking Aadhaar with mobile SIM cards and all unlinked phones will be deactivated after February 2018, said informed sources. The sources said Aadhaar mobile linkage is being done as per orders of Supreme Court passed February this year in Lokniti foundation case and all SIM cards have to be verified with Aadhaar within a year from the date of judgement, with all unlinked phones to be deactivated after February next year, so criminals, fraudsters and terrorists cannot use the issued SIMs. It said that biometrics cannot be stored by the mobile operators nor they have access to any of the other personal data.

The force, along with other aviation security stakeholders, had started the regime at the Jaipur, Guwahati, Lucknow and Trivandrum, Patna and Chennai airports from June 1.

It has already done away with the system at seven other air facilities in

Delhi, Mumbai, Cochin, Bengaluru, Hyderabad, Kolkata and Ahmedabad, since April 1.

Sources in aviation security said two airports at Bhubaneswar and Bagdogra could also have been brought under the new regime, with the four airports of Coimbatore, Kolkata, Indore and Vadodara yesterday, but some “infrastructural issues” delayed the move. The trial at the ten fresh airports will ensure that adequate security gadgets and logistics are provided at these facilities so that tight security measures are in place once the stamping of the hand baggage tags procedure is discontinued.

By having the stamped tags on the hand baggage, the security personnel used to be assured that no weapon or ammunition like material enters the aircraft. It also pin points the accountability on the CISF personnel who clear the baggage.

With the deployment of smart cameras and repositioning of security paraphernalia at the ten airports after the trial period, the same objective is being achieved. A committee comprising officials of the CISF, the Bureau of Civil Aviation Security (BCAS) and the airport operators has been constituted early this year by the government to smoothen the roll-out of this new protocol at all the 59 airports guarded by the paramilitary force.

DG Singh had maintained that the new measure will enhance “passenger experience and provide hassle free security environment to them” while travelling through the airports. The new protocols are only meant for domestic passengers and those travelling to international destinations will have to get their hand baggage tags stamped as usual.

NSCN (R) further sought explanation to the people as to who had authorized AR to humiliate the Naga leader.

NSCN (R) cautioned that the AR “cannot justify their uncivilized action by explaining the draconian law (AFSPA) because our leader is well–protected under Ceasefire mechanism.”

It said that when government of India (GoI) was trying its best to resolve long standing political issue with the Nagas, “its security forces continue to provoke the peaceful atmosphere in Naga country”. Such action was not only objectionable, but undesirable at this crucial juncture.

Citing several instances of brutal action by AR/security forces, NSCN (R) said that on July 6 at Khonsa, Arunachal Pradesh, Indian security forces had brutally murdered four Naga Army in cold blood and even inflicted multiple bruises after they were murdered.

Pfutseromi SHGs marketing shed inaugurated DIMAPUR: Pfutseromi SHGs Marketing shed under Pfutseromi village, Pfutsero block Phek district was inaugurated on September 7, at Pfutsero-Kohima state highway by NSRLM Phek assistant district programme manager, Zhalie Puro as chief guest.

Chief guest in his speech lauded the efforts of the SHGs, block development officer Pfutsero, and 9 AR for their support. He further expressed hope and requested the leaders for their continuous support. He also encouraged the community to keep working hard for better future.

Ibobi Singh denies corruption charges; welcomes investigation

Imphal, Sep 10 (PTI): Former Manipur chief minister O Ibobi Singh has said he would welcome investigation by any agency and cooperate with it in the alleged Rs 186.79 crore MDS scam.

Claiming that he was not involved in any “irregularity in the MDS case and did not sign any cheque”, Ibobo Singh dared competent authorities to check the Manipur Development Society account and see “whether any cheque counter-signed by him was utilized in withdrawing money.”

Chief Minister N Biren Singh had said yesterday that a CBI inquiry will be recommended in the alleged MDS scam, in which Ibobi Singh has been booked, once the preliminary police investigation is completed.

Ibobi Singh told a press conference yesterday that the FIR, charging him of cheating, breach of trust and criminal conspiracy in connection with the alleged MDS scam, was “very unfortunate”.

5 arrested for smuggling heroin in Mizoram Aizawl, Sep 10 (Agencies): The Mizoram Excise and Narcotics department officials seized 236 grams of heroin from separate places in Aizawl and arrested five persons on charges of smuggling heroin, a department spokesman said Sunday.

The persons were arrested Saturday, the spokesperson said.

They were booked under relevant sections of the Narcotic Drugs and Psychotropic Substances Act, 1985, the spokesperson said.

The seized contraband worth around Rs 11.50 lakh was reportedly smuggled from neighbouring Myanmar via Champhai district, the spokesman added.

O Ibobi Singh expressed dissatisfaction that the FIR was lodged without “any specific evidence”.

He said, he has “no alternative option but to take necessary legal help.”

The former chief minister also claimed that the state vigilance commission was directed by him to conduct an inquiry into the alleged misuse of funds in the MDS, during his term as the chief minister, but it could not proceed further after the change of government in March this year.

Answering to media queries on the possible political motives in the case, Ibobi Singh said that he wanted the people to judge “whether it was politically motivated and a move to tarnish his image.”

The former chief min-

ister had received an anticipatory bail in an interim order after he applied for the bail from the Manipur High Court on September 6.

The court fixed September 20 for the next hearing.

On asking why he had applied for bail, if he was innocent, Ibobi Singh said, he did not want his name to be tarnished.

Asserting that he was not guilty, he said that he would fight for justice.

Meanwhile, the ongoing search at the residence of former project director of MDS Y Ningthem was carried out for the sixth day Sunday.

A police official said that some files were seized during the search operation.

The MDS scam is related to alleged misappropriation of funds allotted to MDS for development of infrastructure for water sports in the Loktak lake.

The FIR was lodged on September one by the Joint Secretary Th Munindro, Planning, Government of Manipur on the basis of an inquiry report submitted by the Vigilance department.

The vigilance report

said the former chief minister “is required to be examined and record his statement as he was the chairman of MDS from July 1, 2013 to August 31, 2014”.

In November last year, the Planning Department of the state government had approached the Vigilance department to conduct an enquiry into the alleged financial irregularities in MDS. It was alleged that “officials and staff of MDS had not observed prescribed procedures, establishment’s norms and extant rules” including “measurement books, detailed project reports and utilisation certification”.

The FIR accused Ibobi Singh, three former chief secretaries and two former chairmen of MDS of cheating, criminal conspiracy, breach of trust and misconduct by a public servant.

Those named were former chief secretaries Y Ningthem Singh, P C Lawmkunga and O Nabakishore Singh. Also named in the FIR were former project director of MDS D S Poonia and its administrative officer Ranjit Singh.

Eight Manipuri girls rescued from Yangon Correspondent

IMPHAL, Sep 10: The Indian Embassy in Yangon with the help of Myanmar police rescued eight Manipuri tribal girls who were to be taken to Thailand and Singapore, an official said Sunday.

All the rescued girls are from Churachandpur district. A statement of the state home secretary issued late Saturday said that the girls were rescued after the Superintendent of Police of Churachandpur district received a distress call requesting to rescue the girls as they were likely to be sent to Thailand or Singapore.

On receiving the distress call, the home department immediately con-

tacted the Indian Embassy officials in Yangon who with the help Myanmar police rescued the girls from a hostel located near Yangon railway station. They are now under the protection of Myanmar police.

Police disclosed that two persons have been arrested and a case has been registered at Churachandpur women police station, it added.

Earlier, three minor girls from Churachandpur district of Manipur were rescued from Rangoon. A Special Investigation Team (SIT) of Churachandpur district police with the assistance of its counterpart Tengnoupal district police and Child Welfare Committee (CWC) Churachandpur rescued the

girls.

SIT was formed by the Churachandpur district to investigate into human trafficking in the district.

On September 2 last, anti human trafficking unit of Manipur police in Churachandpur district rescued three girls including two minors. The police also arrested four persons including three women allegedly involved in the human trafficking racket.

Official source said that SIT passed the information after they have concrete information of detaining the eight girls. SIT had already arrested six persons allegedly involved in the trafficking of girls from Churachandpur to Southeast Asian countries through Myanmar.

ASI finds Hindu relics at Mizoram Neolithic site

Aizawl, Sep 10 (Agencies): The Archaeological Survey of India (ASI) has made a startling discovery at the necropolis at Vangchhia in Mizoram - sculptures of Ganesha, Kalki, and Makara, guarded by the neolithic menhirs of the lost civilisation.

An ASI team led by archaeologist Sujeet Nayan had stumbled upon the necropolis, in itself a startling discovery, in 2016. Further study conducted over a period of two months by the local circle in Guwahati earlier this year revealed these deities in January.

Incidentally, Minister of State for Culture, Mahesh Sharma, will travel to Aizawl on September 12

to inaugurate the new local circle office of the ASI. The study was conducted by Superintending Archaeologist Dr Milan Chauley, Deputy Superintending Archaeologist Dr Tejas Girg, and Assistant Archaeologist Salam Shyam Singh, of the Guwahati Circle.

“Many such water pavilions (Makara figure with water channel) were encountered during the exploration. Besides, a few Hindu deities and human sculptures carved out of the natural rock are also worth mentioning (sic),” a report filed by the team to the ASI headquarters stated.

The menhirs (megaliths) of the Champai dis-

trict, under which Vangchhia falls, have been a fixture in the local culture for ages.

At the direction of the local INTACH chapter, the ASI, under Sujeet Nayan, explored the area and found one of the world’s largest necropolis.

During the initial study, the ASI found several water pavilions, a stairway bordering Myanmar called the ‘Ancestor’s Pathway’, handmade buff pottery, retaining walls, and a plethora of wall carvings, among other things.

“In our initial study of a square kilometre area, where the presence of over 171 menhirs was known, we found over 207 menhirs.

This year, we intend to ex-

plore the entire catchment area,” Nayan said.

P Rohmingthanga of the Aizawl INTACH chapter, who directed the ASI team to the spot, however, said the possibility of finding Hindu deities in the area was “far fetched”.

“The area was inhabited by Mizo people, who inhabited parts of Myanmar, Bangladesh and the neighbouring states of Manipur, Assam, and Tripura.

It is not possible for any Hindu civilisation to have flourished in the area,” Rohmingthanga said.

He added that owing to influences from the Hindu kingdom in neighbouring Manipur and perhaps, Tripura, there were some Hindu structures in the vicinity.

“There are two structures of Hindu deities in other parts of the Champai district, one in Mamit, bordering Assam’s Cachar district, and another in Nunglei, near the Bangladesh border. But, it is not possible for any such sculpture to be in Vangchhia,” Rohmingthanga said, adding that he will take up the matter with Sharma.

Flash flood affects 40,000 in Assam; Manipur counts losses Guwahati/Imphal, Sep 10 (Agencies): Flash flood struck northcentral Assam in the wee hours of Sunday, less than a fortnight after the state began recovering from the second wave of deluge that claimed more than 150 human lives.

Officials in Sonitpur district said flash floods affected some 40,000 people while one person who was washed away reportedly drowned.

“The water level of river Jorakhar, which originates in Arunachal Pradesh, started rising suddenly about 3am. Several areas in Balipara town and parts of a highway was under waist-deep water,” Surjya Kama Borah, circle officer of Chariduar, said.

Nearly three dozen villages in Chariduar circle were inundated too, forcing thousands to flee their homes.

Since there wasn’t heavy rainfall in the area officials attributed the flash floods to possible landslides or damage to sluice gates in neighbouring Arunachal Pradesh.

The area had witnessed similar flooding in June this year following few hours of heavy rainfall and rise in water levels of Mansiri and Jorakhar rivers.

The fear of another bout of floods has been

looming large with Assam and other north-eastern states experiencing heavy rainfall in the last 24 hours.

The rain in Manipur has been of lesser intensity, but officials there have begun assessing the losses of the floods in August.

Disaster management officials in Imphal said this year’s flood has pegged the state back by Rs 358.23crore with 25 people having died and 78,677 hectares of agricultural land damaged.

Among the affected farmers is LS Ngaonii, 65, of Sorbung village in Manipur’s Senapati district.

“These parts never witnessed nature’s fury of such intensity in 30-40 years,” said the farmer who produces 8,250kg of rice in favourable climatic conditions.

Sorbung, 90 km north of Imphal, had experienced heavy rainfall and mudslide on August 30.

Such has been the extent of damage that, villagers feel, it will take threefour years to rejuvenate the farmlands unless the government provides help.

Officials of the Manipur directorate of environment attributed the unusually high average rainfall to climate change. The state received 1,668.5 mm of rainfall from February-August, considerably higher than the average annual mark of 1,500mm.

NSCN (R) arrested with arms in Arunachal Dimapur, Sep 10 (NPN): In a swift operation launched on the basis of a tip-off, Changlang Battalion of Assam Rifles apprehended a cadre of NSCN (R) from Old Changlang village on Saturday night. The apprehended cadre was identified as Hunmai Taidong and a pistol and ammunition were also seized from him. He has been an active member of the outfit since February 2015 and had undergone training at NSCN(R) training camps, Defence spokesman Col C Konwar said in a press statement. Security forces have been carrying out aggressive operations in the South Arunachal Pradesh bordering Myanmar where the NE militant groups have pitched their bases under the patronage of the NSCN-K. Besides using the bordering districts in South Arunachal Pradesh as transit route to Myanmar, the insurgent groups also use the base for criminal activities like extortions and abduction in the area. Counter-insurgency operations launched last fortnight in South Arunachal Pradesh have resulted in elimination of two hardcore cadres, likely injury of three hardcore cadres, apprehension of two more hardcore cadres, busting of a temporary hideout and recovery of large amount of arms, ammunition and other warlike stores, stated the Defence statement.

Committee to tour Karbi Anglong Correspondent

Diphu, Sep 10: The Assam Government has constituted a committee to study the status of land and find out means to protect land belonging to indigenous people of the state. The committee will begin touring Karbi Anglong and Dima Hasao from Monday.

Assam sacks 3 officers who paid bribes for jobs GUWAHATI, Sep 10 (Agencies): The state government has discharged, with immediate effect, three serving Assam Civil Services (ACS) officers of the 2013 batch for allegedly bribing their way into the elite state civil services.

The three ACS officers - Bhaskar Dutta Das (circle officer, Borbhag), Amrit Jyoti Sarma (circle officer, Patharighat) and Bhaskar Chandra Deva Sarma (circle officer Helem) - who have been dismissed from services were placed under suspension in May after their arrest by Dibrugarh Police. The government’s three separate dismissal orders for the three officers stated that there is sufficient information relating to their integrity “which warrants drawal of conclusion that the officer is unfit for being a member of the service” and “the Governor of Assam is satisfied that the officer is, thus, ineligible or otherwise unfit for being a member of the service and it is necessary & expedient to discharge him from service.”

The three officers have been charged with paying suspended chairman of the Assam Public Service Commission (APSC) Rakesh Paul for their selection. “We found three answer scripts of the civil service examination in the search carried out at Paul’s residence in Guwahati. After forensic tests confirmed the hand-

writing, we arrested three ACS officers - Bhaskar Jyoti Devasarma, Bhaskar Dutta and Amit Sarma,” a senior police officer associated with the investigation said.

Along with the trio, eight others - including Paul, former members of the commission Basanta Doley and Samedur Rahman, assistant controller of examinations Pabitra Kaibarta, staff of the commission Syed Mosraf Hussain and Abbas Ali Ahmed, assistant engineer of town and country planning department Naba Kanta Patir and Rahman’s personal security officer Mabud Ali Choudhury were arrested by police investigating the cash-for jobs scam in the commission.

Paul, who obtained bail from SC, was re-arrested last month along with Hussain in a fresh case. The others have all been released on bail by the Gauhati high court.

APSC, which is responsible for selecting candidates for various services of the state government - including the state civil, police, revenue and judiciary services, was rocked by the scam that came to light after an assistant engineer was arrested for demanding bribe for a job in the government from a dental surgeon last year.

The investigators have also quizzed 13 other ACS officers, seven Assam Police Service officers and six from allied services in connection with the job scandal.

Gurugram, Sep 10 (IANS): At least 50 people, including nine scribes and photo journalists, were injured when police batoncharged a group of people protesting the brutal murder of a seven-year-old student in Ryan International School here and demanding the arrest of the school management.

A liquor vend near the school was also set on fire.

The police used force to disperse the protestors who were agitating outside the school in Bhondsi in the wake of the murder of class 2 student Pradhuman, who was on Friday found in the washroom with his throat slit.

“We were protesting peacefully outside the school but police suddenly baton-charged us without any provocation,” said a protestor.The journalists covering the protest were also injured.

“TV journalists Sunil Yadav, Sushil Kumar, and photo journalists Yogesh Kumar and Abhishek were injured and have been admitted to the civil hospital,” senior journalist Naveen Panchal told IANS. “Yogesh Kumar suffered a fracture in his right hand while Abhishek’s left hand was fractured,”

Pradhuman, the murdered class 2 student of Ryan International School in Gurugram. he said. Senior journalist Mahavir Yadav from a national Hindi daily, and fellow journalists Pawan Sethi, Sanjay Chauhan, Lok Kumar and Dinesh Kumar were also injured.

The journalists were targetted after a senior police officer allegedly said that “all this (protest) was happening due to the media coverage”.

An Assistant Commissioner of Police and area SHO also threatened the journalists to leave the place.

Cameras were also damaged during the police action. Several Press Clubs, Press Associations and social bodies across the state have condemned the police action.

Former Haryana Chief Minister Bhupinder Singh Hooda visited the hospital to meet the injured journalists.

“Attack on media was pre-planned and BJP workers and leaders were behind it. Journalists will not get proper treatment in the hospital because it is also run by the state government,” he said.

Later, Deputy Commissioner Vinay Pratap Singh and Additional Deputy Commissioner Pradeep Dahiya also visited the hospital.

A group of angry protestors also set fire to a liquor vend, located less than 50 metres from the school.

This came even as Haryana Education Minister Rambilas Sharma was announcing in a press conference that the licence of the liquor vend has been cancelled.

Meanwhile, Var un Thakur, father of the murdered student, appealed to people not to get violent during the protests.

“We must protest in a peaceful manner,” he said.

Police late on Friday arrested Ashok Kumar, a conductor of a school bus, for allegedly killing the child, but many believe that he was only a scapegoat.

Ko lk ata , S e p 1 0 (IANS): Fake Indian Currency Notes of the Rs 2000 denomination with the face value of Rs 6.9 lakh have been seized from West Bengal’s Malda district, a BSF official said on Sunday.

Acting on a tip off, Border Security Force (BSF) troopers in Malda’s Churiantpur ran a special operation at three places in the area on Saturday night and challenged a group of people near the Indo-Bangladesh Border Fence (IBBF) when they were trying to collect the fake notes thrown from the Bangladesh side.

“The troopers recovered 345 fake Rs 2000 notes of the face value of Rs 6,90,000, wrapped in plastic packets after searching the area. However, the smugglers managed to flee taking advantage of the darkness,” R.P.S. Jaswal, Deputy Inspector General of BSF’s South Bengal Frontier zone said in a press release.

“Three mobile phones were also recovered from the place. The seized notes and the mobile phones were handed over to Kaliachawk police station for further legal action,” he added.

Ram Rahim, Asaram, Rampal on Akhara’s list of ‘fake babas’ ALLAHABAD, Sep 10 (AGENCIES): Irked by recent controversies surrounding self-styled godmen, the Akhil Bharatiya Akhara Parishad, the apex body of Hindu sadhus, today released a list of 14 “fake babas” and demanded a crackdown on “rootless cult leaders” by bringing in a legislation.

Giving out the list, which includes names like Gurmeet Ram Rahim Singh, Rampal, Asaram and his son Narayan Sai, the parishad’s president Swami Narendra Giri said, “We appeal to even the common

people to beware of such charlatans who belong to no tradition and by their questionable acts, bring disrepute to sadhus and sanyasis.”

The parishad is a council of akharas, which are monastic orders drawing their spiritual lineage from 8th-century seer Adi Shankara, who is said to have established orders of martial monks with the aim of defending the Hindu Dharma.

The crew has sailed approximately 20,000 nautical miles on board INSV Mhadei and Tarini as part of training, which includes two expeditions to Mauritius (in 2016 and 2017) and a voyage from Goa to Cape Town in December 2016.

INSV Tarini is a 55foot sailing vessel which has been built indigenously by Aquarius Shipyard, Goa and was inducted into the Indian Navy earlier in 2017.

“The project is considered essential towards promoting ocean sailing activities in the Navy while depicting Government of India’s thrust for Nari Shakti (women power),” said Chief of the Naval Staff Admiral Sunil Lanba in his welcome speech earlier.

Citing the case of former Calcutta High Court judge C S Karnan, the government had in July once again asked the Supreme Court collegium to review the process of appointment of judges, according to the senior government functionary.

The Secretary (Justice) in the law ministry has written to the Supreme Court Registrar General pointing

to the July 5 judgement of the apex court in which two judges had called for the need to revisit the process of selection and appointment of judges.

Judicial appointments as of now are being carried out based on the old memorandum of procedure (MoP).

After a bench headed by then Chief Justice J S Khehar, ruled in December, 2015 in favour of a fresh MoP - a document which guides appointments and elevation of Supreme Court and high court judges, a new draft was sent to the collegium by the law ministry.

After several rounds of talks, the collegium had once again sent back the draft to the law ministry reiterating its objections on various clauses.

New Delhi, Sep 10 (AGENCIES): In a first, the government has started a “detailed scrutiny” of professional track record of advocates and judicial officers recommended by high court collegiums for appointment as judges, a move which may trigger a fresh round of confrontation between the executive and the judiciary.

According to a Ministry of Law and Justice document, “now the process of detailed scrutiny of proposals received for appointment of judges from high courts has been initiated. In the case of advocates, their reported judgements (in cases they represented), and in case of judicial officers their case disposal time and number of adjournments are being evaluated by an

Horrific and beastly

hat happened at Ryan International School Gurugram, Haryana on September 8 was so horrific and shocking and which made the entire nation grieve at the gruesome killing of a seven-year old innocent school boy who had just arrived school on that fateful morning only to have his throat slit purportedly by the school bus conductor. Police arrested the accused identified as Ashok Kumar for the murder of Class 2 boy, Praduman Thakur in the school toilet. Even before the shocking and grief could sink, another horrific crime took place in nearby Shahadra in Delhi when a five-year old girl was raped by a school peon identified as 40-year old Vikas. According to reports, the rapist, Vikas has been working at the Tagore Public School in northwest Delhi for the last three years, the police said, had accosted the girl at lunchtime on Saturday. These two incidents coming within a space of a day of each other, reestablishes the fact that crimes against children have increased and that the innocent little ones are becoming victims of sick criminals. According to data compiled by NCRB for 2015, 8,800 cases of rape on children were registered across the country under the Protection of Children Against Sexual Offences Act (POCSO). In 2,227 cases, or 25.3 per cent, the offenders were found to be employers or co-workers. NCRB also revealed that the highest percentage of child rape took place at work place/ school etc with Tamil Nadu leading with 55%, Gujarat at second place with 495, Madhya Pradesh with 24% , Karnataka with 22% and UP with 22%.

Among states with worst rate and crime numbers under POSCO, Madhya Pradesh ranked top with 11.9 per one lakh child population and 1480 cases, Chhattisgarh with 11.6 per one lakh child population and 1164 cases, Karnataka with 7.6 per one lakh child population and 1560 cases, Odisha with 6.8 per one lakh child population and 1416 cases, Assam with 6.1 per one lakh child population and 731cases and Maharashtra with 5.6 per one lakh child population and 1687 cases. These are statistics meant to highlight the rise in number of offences against children. In both the incidents at Ryan International School and Tagore Public School, the security system totally failed and the blame should go to the two schools. The proprietor of Ryan International School Dr. F. Pinto is to be booked for the crime under Protection of Children Against Sexual Offences Act (POCSO) and could possibly face imprisonment terms. It is not known if the proprietor of CEO of Tagore Public School also faces the prospect of being brought under the ambit of the same act. Crimes against children have been showing a rising trend and school authorities should realise they have a very serious job in putting a system in place where no predator be it staff or other, can prey and victimise any child.

There is a laxity on the part of the authorities at both schools in ensuring that no external element could cause any harm or danger. Near Ryan International School, a liquor shop located only 100 meters away was burned down by angry parents. The accused rapist involved in Tagore Public School, a peon, had drunk a quarter bottle and admitted he did so everyday. If this was so then there was certainly a total failure to sanitise the schools and for which both authorities need to be booked.

Are you saying, “But I can’t be expected to live a sanctified life in my present circumstances; I have no time for prayer or Bible study right now; besides, my opportunity for battle hasn’t come yet, but when it does, of course I will be ready”? No, you will not. If you have not been worshiping in everyday occasions, when you get involved in God’s work, you will not only be useless yourself but also a hindrance to those around you.

Modi has to ensure free-flowing economy for growth

I

s Indian economy slowing down or is it on a correction path? Was the high growth rate of 11.40 percent in the first quarter of 2010 aberration?

The country is stalked with many questions and myriad problems. The jobs – key indicator for the economy - are not growing. The investments are not coming from internal sources. The FDI promises are there but at the actual level the pouring is slow.

People invest when they have assurance of a return.

The FDI is a long-term commitment so the wariness is more the normal.

Are we erring? May be.

Many attribute the present sudden fall in GDP growth of 5.7 to demonetization.

It may partly true. But to say that it is all due to that factor alone should not be true. It hit the cash flow certainly a method for fast transaction. Bank transactions are cumbersome and expensive. All businesses avoid such methods. It certainly impacts delivery, demand and growth.

The banks are worried about getting flushed with unwanted funds. The Reserve Bank of India (RBI)

has estimated that banks made a net interest income (NII) of Rs 4500 crore from increased deposits in a quarter after demonetization. It is a cost on the banking system.

The earnings were for an average deployment of Rs 6 lakh crore (current and savings account). The banks earned a return of 6.23 to 6.33 crore under reverse repos and market stabilization scheme (MSS) as against the cost of current and savings accounts (CASA) deposits of around 3.2 per cent.

This is the hidden economics. The RBI, people’s fund repository, in other words lost Rs 4500 crore to banks. The banks also earned low on CASA as the money parked with them could not be put to productive use as the demand for investment slowed down.

Add to this the earnings of banks from unethically increased charges on bank transactions, approximately over Rs 600 crore.

This is a drain on the Indian economy. Indian economy parked a huge sum that was in circulation and boosting the economy leading to a slowdown in the business.

While Jan Dhan accounts surged to Rs 74,600 crore by December 7, 2016, it lost over Rs 10,300 crore

by March 1, 2017 and total deposits slumped to Rs 64,300 crore.

It should be Shivaji considered a good sign. The money withdrawn from banks presumably goes into the system and creates demand.

This also raises the question while those not so affluent are expected to have bank accounts, but if they do not have and even most citizens do not have, it reduces social cost of maintaining accounts that earn less deposits. Cannot the economy do without bank accounts?

Indian economy is different from the western economy. That is why banking system suffered heavily post-2007-8 subprime western crisis. India need have followd the western and give incentives to the richest 50 corporates, who added to almost Rs 12 lakh crore NPA. But overall growth of Indian economy was not hit. The parallel system of cash

economy carried it to the boom of 2010. The banks did not do that.

The strength of the Indian economy is its mixed system – partly individual, partly corporate, partly public sector. And it is not centralized.

The present situation is caused as we are trying to choke other sources and route through only one channel – the official – the banks. The purpose though not stated is to keep a keen eye on the movements and to check the mythical black money.

The world needs to understand that people evade taxes, when the rates are too high and unaffordable. Often, the nation boasts that we have a mere 33 percent income tax. It forgets it is up and above an atrocious 40 percent indirect tax. Even GST has not brought it down effectively as it has not subsumed many other levies.

The country needs to rethink about its tax policies. Having lost 4 to 5 months wages to income tax and another 40 percent to indirect tax, high cost of

education, medical care, irrationally high rail fare and transportation cost, toll, innumerable so called development cesses – airport, udaan et al – the people are left with little to spend. If they do not spend market does not thrive and every day all over shops, malls (including that of large companies) and establishments are seen to close down.

The society has to change this unasavoury paradigm. Piecemeal efforts like demonetization alone cannot boost the economy. To say that note ban did not reduce terror funding in Jammu and Kashmir and Chahhtisgarh would not be correct.

On other fronts it may have been partially successful. But it was a bold and risky decision that the Narendra Modi government took. It has to now go beyond it and correct some of the ill-effects.

The note-ban hit the r ural and remote area economies. The chocking of cash has had its toll. It followed an inspector raj and rent seeking. Even the rural mahajans – money lenders – were raided and suffered heavy demands.

This is the bane of income tax. The government now has to have complete look at the tax system.

The GST has done one good thing. Indirect tax realization has reached around Rs 93,000 core in less than two months.

There are flaws in it and the government has assured to correct it. The government also needs to assess how much tax actually a salaried or regular wage earner could pay. It has to reduce it or can even abolish IT. The free flow of money to the salaried would be boosting every sector of the economy. Prime Minister Modi in Udaipur recently launched Rs 15,000 crore infra projects. But the user does not have the money to afford it. It has to be made affordable.

Manmohan Singh’s regime unfortunately tightened screws and made things expensive.

Modi has to correct it. He has to ensure a free-flowing high growth economy without shackles as per the philosophy of Deendayal Upadhyay and Dattopant Thengdi.

Let every individual and corporate take a leap.

Those who opposed the booklet even condemned 16-Point Agreement of 1960. With this the NPF managed to whip up people’s sentiment against Congress which led to the defeat of Congress party in Nagaland in 2003 elections.

In 2003, 16-Point Agreement was therefore the anathema to those who condemned the booklet.

The local papers carried the speech of Rh. Raising, Convenor of Steering Committee of NSCN(IM) on 15.8.2017 in connection with the celebration of 71st Naga Independence Day. Quoting from the published speech ‘Jawaharlal Nehru had struck a bogus agreement called the 16-Point agreement in 1963 with a few Naga bureaucrats.’ Unquote. Again, just on 2.9.2017 the local papers published a lengthy statement of NSCN(IM) in which the ‘16-Point draft’, I am sure it means 16-Point Memorandum of 1960, as the ‘inglorious document.’

Whereas, the irony is, as I found the 33-points, supposedly the agenda of NSCN(IM), from the widely circulated Whatsapp of which the number one demand is the “Extension of Art371(A) to all Naga inhabitant areas in India”. The Nagaland Page dated 24.8.2017 published the latest status of the dialogue of NSCN(IM) and GOI and I quote ‘Extension of Art 371(A) of the Constitution of India to other Naga inhabited areas and Pan-Naga are other two core issues settled’.

Unquote. I do consider Nagaland Page’s news item has substantiated the Whatsapp circulation. A Naga of Nagaland will hardly bother if this special provision is to be enjoyed by fellow Nagas outside Nagaland as such will not infringe on the status of Nagas of Nagaland in any manner. My point of raising the repeated flip-flops is how inconsistent is NSCN(IM) in its policies on political principles. 15 years ago, most of the Congress candidates were defeated under the threat of AK-47 of NSCN(IM) in particular for lauding Art 371(A) in the booklet and now the inconsistency of NSCN(IM) is begging GOI to grant the same article to them.

3. 20 years have now gone since NSCN(IM) and GOI have been negotiating.

During these two decades, under the aegis of FNR, two unity agreements were signed, namely, Covenant on 13.6.2009 and Concordant on 26.8.2011 respectively amongst three groupsNSCN(IM), NSCN(U) and NNC/FGN(Non-Accordist).

Unfortunately, though the accords blossomed it miserably failed to bear seed.

When all hope to unite the political groups lost, of late, 6 NNPGs, 4 from disintegrated NNC/FGN and 2 from similar GPRN/NSCN responded to the mediation of NTC, and they now have a common platform called Working Group or Working Committee since October 2016.

Meanwhile, on 1.8.2017 Nagaland Page carried the comments of Chief Minister TR Zeliang on the ongoing process of dialogue. Quote.

‘The Chief Minister (TR Zeliang) said NSCN(IM) General Secretary Th. Muivah has agreed for an inclusive agreement and that Centre’s Interlocutor, RN Ravi has been asked to....bring other factions onboard...’. Unquote.

The NSCN(IM) leadership might not be solely responsible for the failures of the first two reconciliatory accords, and yet had the leadership has similar open mind for each other’s company in the beginning of the dialogue, the present inconsistencies of farcical attempts and ultimate embarrassments would have been avoided. Refusing to accept other NNPGs as equals by NSCN(IM) and undermining them as subservient are the inconsistencies which have distanced other NNPGs from NSCN(IM).

Whereas, on 31st July, 2015, the Govt. of Nagaland organised a consultative meeting at Music Hall, Jotsoma to which tribal Hohos and public organisations along with elected representatives attended to approve 5 points NLA resolution as circulated

by C&S of NLA. Resolution No. 5 runs “urge upon the Government of India to expedite the Naga political dialogue and to bring out a formula for an early resolution of the Naga political issue’. The resolution No.4 calling upon the Naga Nationalist groups to unite was ambiguous as the No. 5 has superimposed the former. As per No.5, when the ongoing dialogue reaches is logical conclusion, what does this consultative meeting believe is the better mechanism to bring the left out groups under such solution? By these resolutions, GOI was urged

to expedite the process of solution out of the exclusive dialogue and accordingly the Framework agreement, the exclusive agreement was signed between NSCN(IM) and the Interlocutor. Indeed, this Framework had definitely isolated the rest of the nonparticipants and consequentially widened the gap between NSCN(IM) and the left out NNPGs. And whereas, quoting the statement of the CM TR Zeliang in Nagaland Page dated 1.8.2017 ‘... 20 years of political negotiation between the Centre and the NSCN(IM) has come to a conclusion and that efforts are now being made to bring other militant factions on board the peace process to sign the final agreement’. ‘ ... the State Govt. would pursue in earnest to bring all factions together so that the agreement becomes inclusive....’. Again quoting from Nagaland Page dated 31.8.2017, CM and MP N. Rio with colleagues called on the President of India and urged that Naga political issue be resolved before 2017 Christmas’. Within 30 days, two self contradictory opinions were circulated. Urging the NNPGs to unite by anyone is the most correct step. Yet, my question is how to reconcile between solution before Christmas and how to include the isolated NNPGs in that solution out of the ongoing dialogue? Are these leaders expecting the rest of NNPGs to unconditionally accept whatever arrangements being prepared by NSCN(IM)? As much as NSCN(IM) cannot be taken for granted that much other NNPGs should not be undermined. A representative speaking on behalf of a Govt. is expected to be creditable, realistic and sensible on such crucial issue lest it becomes harmful inconsistency.

4. The backlash of 1975 Shillong Accord was the massacre of thousands of Nagas.

The principle reason for killing innocent Nagas was that the accord in question was signed within the Constitution of India. Any expected accord or accords in the present trend will definitely be within the ambit of Indian Constitution and not outside and beside it will be without integration and sovereignty. Therefore, how are we going to reconcile our past follies with our present realities? At any cost we have to avoid similar recurrence. If so, humility and confession must substitute the inconsistencies as arrogance, lies and concoctions.

everal write ups have appeared in local dailies now and then about bad road conditions and collapsed bridges resulting in death of some precious lives. We can easily imagine how far flung areas in Nagaland are plying their vehicles.

Here, in and around capital town of Kohima and commercial hub of Nagaland, Dimapur, the weak bridges are too risky to ply every day. In Kohima, the lifeline bridge of the New Secretariat was washed away by torrential rain 3 years back. The narrow alternative route was constructed after several months. Instead of coming up with a new vehicular road, bridge, a wooden footbridge had come up.

Now the public is too eager to see the new bridge to come up.

Last year I happened to come across those offices located surrounding the New Secretariat contributed some amount to repair the roads. If Delhi and state Govt. are too reluctant to rebuild the main secretariat bridge, I would suggest that all departments contribute some amount to rebuild the same to serve the public better.

Now a little below capital town about 10 kms from Kohima, Dziiza bridge is on the verge of collapsing. The foundation of the bridge had developed some cracks posing threats for vehicles to ply on, but with th help of bamboo ladder some superficial repairing were undertaken but this won’t help in the long run. The workmanship and material quality work is substandard.

I would suggest that from now onwards the concerned department display contractor’s/firm’s name, total amount sanctioned against the sanctioned was sufficient to build a strong structure or not. A contractor or firm should not take

away disproportionate profits at the cost of Naga citizens. In the event of any untimely damage or collapse of the bridge, the contractor or firm should be accountable and held responsible for any lost of life or properties.

Nagaland commercial hub Dimapur is plagued by weak and collapsed bridges, added by pot holes. We can hardly differentiate whether we are on road or river.

A popular saying goes “time is money”. Likewise, earlier Kohima to Dimapur one way took us 1 ½ hrs but now it takes us 3 hrs one way alone. If we convert the times into economic terms it’s a direct or indirect exploitation.

Nagaland is internationally known for corruption and poor road conditions. If the govt. and contractors are too indifferent and this insensitive inspite of getting fund allocation for improvement of roads and bridges which is for the welfare of the general public and benefit of all, and if it crosses the permitted limit, the vast majority of the Nagas who are farmers are going to be denied of their rights and entitlements. Nagaland state is not created to boost the wealth of just a handful of vested interest persons. Consider the plight of the farmers who are the bread earner of the bulk of the Naga society and rural farmers are parents of the bulk of Naga future generation to come.

The Naga farmers have a deep concern for a brighter and a better Nagaland tomorrow. We deserve better facilities and entitlements.

We are working hard for the upliftment and enhancements of our rural economy to cope up with the rest of the nation.

Through the circulation of the Order in whatsapp I’ve come to learn about the ‘Bridge Course’ which has to be taken up by the teachers serving in elementary schools and even the teachers who possessed B.Ed degrees too need to undergo for that training. What strikes my mind and being confused is that ‘What is Bridge course for?’ Okay, being a teacher it is true that he/ she needs to be updated with the latest knowledge and training to cope with the fast growing, changing and competitive world to teach the students. But, teachers who have already been trained and possessed professional B.Ed/ M.Ed degrees need to acquire that said course and is it mandatory? When B.Ed / M.Ed degrees are considered as the highest level of training given to a teacher trainee or for those who wants to join in teaching profession, for those teachers without that diploma from DIET(SCERT) as per the notification are deemed as ‘Untrained’? So, it is my earnest request to your esteemed authority to kindly clarify about the ‘ Bridge course’ and exempt the already B.Ed/M.Ed trained teachers of elementary teachers in pursuing that said course compulsorily.

Searches at Sirsa dera HQs end on third day

Vehicles of the search team move towards Dera Sacha Sauda on the second day of the search operations inside the Dera headquarters in Sirsa on Saturday.

Sirsa/Chandigarh, Sep 10 (IANS): Authorities in Haryana conducted searches at the Dera Sacha Sauda headquarters near Sirsa town in the state for the third consecutive day on Sunday, with the whole operation finally ending in the evening, official sources said.

Security forces were present in strength at the Dera premises for the searches even as curfew imposed in villages around the premises was relaxed for a few hours on Sunday afternoon.

Officials said Court Commissioner A.K. Pawar -- a retired District and Sessions Judge appointed by the Punjab and Haryana High Court on September 5 to supervise the search operation at the sprawling 700-acre Dera headquarters -- was

holding a meeting with civil and police officers to assess the progress and decide on the future course of action.

Informed sources said the Court Commissioner will submit a report to the High Court later.

The local administration had banned mobile Internet services, including SMSes, in Sirsa district till September 10.

Some former Dera followers claimed nothing worthwhile was found during the search operation that began on Friday and alleged that the Dera management could have carted away incriminating evidence and other things as the searches at the premises were delayed.

DIMAPUR, SEP 10 (NPN): Khelhoshe Polytechnic Teachers’ Association (KPTA) on Sunday demanded full payment of pending salary of fixed-pay faculty members of Khelhoshe Polytechnic Atoizu, which has not been paid since March 2017.

KPTA made the demand a day after Khelhoshe Polytechnic Atoizu Student’s Union (KPASU) served an ultimatum on the state government to release the pending salary of the fixed-pay faculty members on or before September 12.

The association also cautioned the government/ authority that it would not accept any written/verbal assurance in the event the matter was not solved as per KPASU’s ultimatum.

NEW DELHI, Sep 10 (PTI): Work on India’s first post-GST Union Budget 2018-19 will start next week with the finance ministry issuing timelines for different processes that will culminate with its presentation in February. It may also be the current government’s last full-fledged Budget as general elections are due in 2019.

Even though independent India’s biggest tax reform of GST was implemented from July 1, the Budget for 2017-18 (AprilMarch), had followed the practice of tax revenue projections under the heads of customs duty, central excise and service tax alongside direct tax numbers. With excise duty and service tax being subsumed in the Goods and Services Tax (GST), the classifications will undergo change, an official said.

While a new classification for revenues to be accrued from GST will be included in the Budget for next fiscal, for the current year two sets of accounting may be presented -- one for actual accruals during AprilJune for excise, customs and service tax, and the other for July-March period for GST and customs duty.

Mumbai, Sep 10 (PTI): The domestic hotel industry is expected to see room revenue rising at about 11-13 per cent CAGR over the next five years, mainly on the back of economic growth, a survey said.

According to the study

by CARE Ratings, the industry is expected to register an overall healthy increase in revenue on back of economic growth and consistently growing middle-class along with rising disposable income.

“Domestic travellers continue to be the majority generators of room night demand in India. Foreign demand, on the other hand, has remained stable.

“Going forward, with the rise in spending by domestic travellers, domestic demand is also likely to grow at a healthy pace,” it said.

For the current financial year 2017-18, CARE expects the momentum to pick up and the industry to register a growth of about 7-9 per cent in revenues.

“However, rupee appreciation as compared to currencies of other countries and liquor ban in some states would restrict the growth to some extent,” it opined.

Taxmen eye social media to trace black money

Kolkata, Sep 10 (PTI): State-owned BSNL is betting on national rollout of 4G VoLTE services, even as it begins preparatory work on 5G to stay future-ready, a top official has said.

“We are looking forward to pan India 4G VoLTE roll out and seeking spectrum from government,” BSNL chairman and managing director Anupam Shrivastava told PTI. Late last year, the telco had written to the Department of Telecom (DoT) to allocate airwaves in the 700 MHz band for rolling out 4G services.

The company expects to get the government’s approval soon for using airwaves in 700 MHz band for offering 4G and 5G services in the future.

BSNL would be required to match the highest bidder’s price to acquire the spectrum though historically it is not required to participate in auction.

The increased GST cess on mid- sized, luxury and SUV cars will come into effect from tomorrow.

The GST Council on September 9 decided to hike cess on mid-sized cars by 2 per cent, taking the effective GST rate to 45 per cent.

Also, cess on large cars has been hiked by 5 per cent, taking the total GST incidence to 48 per cent while that of SUVs by 7 per cent to 50 per cent.

“The number of free transactions and the charges beyond these free transactions for PNB customers on PNB ATMs have been revised. The revised charges will be effective from October 1, 2017,” Punjab National Bank (PNB) said in a notice to customers.

The Goods and Services Tax (GST) Council, at its 21st meeting in Hyderabad yesterday, also decided to reduce levy on computer monitors of up to 20 inches, cotton quilts, rubber bands and kitchen gas lighters.

As per the list of items uploaded on the website of the Central Board of Excise and Customs (CBEC), khadi fabric sold through KVIC shops have been exempted from GST, which was implemented from July 1.

Facebook flaw allows fake Cultural Day at GHSS Wokha ‘like’ networks to thrive: Study A

A

security flaw has allowed thousands of Facebook accounts -- both real and fake -- to generate millions of fake ‘likes’ and comments by entering into “collusion networks”, claims new research.

This thriving ecosystem of large-scale reputation manipulation services on Facebook leverage the principle of collusion, said the researchers from the University of Iowa in the US and Lahore University of Management Science in Pakistan.

The researchers found dozens of sites that operate the so-called collusion networks, which rapidly generate users’ ‘likes’ for free, CBS News reported this week.

While the researchers looked at top 50 networks, they believe that many more

could exist.

In order to participate, users have to grant the networks wide-ranging access to their accounts, so that those accounts can be harnessed to ‘like’ others.

The networks exploit code known as OAuth, which allows third-party applications such as Spotify, iMovie and the Playstation Network to access users’ Facebook accounts from

anywhere between a few hours to even months at a time.

But the exploit can be used for darker purposes than just gathering extra ‘likes’, the researchers warned.

The RD Block Kuhuboto held a training cum meeting on Public Fund Management System (PFMS) and Direct Benefit Transfer (DBT) with the GBs, village councils and VDB secretaries of villages under Kuhuboto block on Sept 8 at KGPO Hall Kuhuboto town.

The block officials led by BDO Phoishe Sema, Tokiho Chophy, JE and Supong Ao, JE educated the village functionaries on the system, functioning and benefits of Public Fund Management System (PFMS) and Direct Benefit Transfer (DBT). The block officials also informed the villagers on other technicalities for transparency, and successful and effective implementation of schemes provided by the government for the development of the villages.

BDO Phoishe Sema stressed on the importance of PFMS and DBT, as introduced by the ministry of Rural Development government of India. He said that with the introduction of PFMS and DBT no cash payment will be made to the beneficiaries, and henceforth only those MGNREGS beneficiaries who have opened bank account will receive the payment.

Tokiho Chophy who chaired the meeting urged the villagers to cooperate with the department so that the concerned department officials will be able to extend all required assistance in the development of the village.
