Ravi, WC/NNPGs to share details of talks

DIMAPUR, SEP 10 (NPN): In a major political development, Government of India’s Representative and Interlocutor for Naga Peace Talks, R.N. Ravi and the Working Committee (WC) of Naga National Political Groups (NNPGs) have decided to reveal competencies(all crucial matters discussed during negotiations), to the people before inking the final agreement. As reported by Nagaland Post, an 11-member delegation of the WC, NNPGs led by its convener, N. Kitovi Zhimomi and comprising of co-conveners and members held a formal meeting with Interlocutor R.N. Ravi at the Police Complex Chümoukedima Thursday. A highly placed source, privy to the closed-door meeting, told Nagaland Post, that the negotiating parties felt that it was an “appropriate time” for the competencies to be shared with the people. “Now that the process is at its final stage, the two negotiating parties feel that it is imperative that the competencies are shared

with the people since they are the primary stakeholders of the Naga issue,” said the source. Further, the source said that it was also a fact that NNPGs have been transparent with the people over whatever has been discussed. “NNPGs have been sensible and responsive to the people’s wishes and concerns and brought those wishes and concerns to the negotiating table,” said the source. In the spirit of inclusiveness, the source said “earnest endeavour” should be made to ensure that, as far as possible, no stakeholders were left out of the final agreement.

Another reliable source pointed out that in the spirit of inclusiveness and transparency, the NNPGs have distributed “copies of competencies” to all who wanted to learn about the ongoing process and who had were concerned over the issue. The source said copies of what had been discussed were handed over to elected members of Nagaland Legislative Assembly (both ruling and opposition parties), ex-parliamentarians, members of 14 Naga tribes of Nagaland, Nagaland GB Federation (NGBF), other Civil Society Organisations (CSOs), intellectuals and individuals. “NNPGs believe in

maintaining transparency. The demands put forward to Government of India are not the demand of the NNPGs but of the people. People are welcome to share their opinions and suggestions,” said the source. Further, the source reiterated that if any confusion or suggestions remain, with regard to the proposed agreement and competencies, then people can approach NNPGs for clarification and suggestions. It was also learnt that at the meeting, the Interlocutor emphasised on the spirit of inclusiveness of the Peace Process. Ravi was also learnt to have advised the NNPGs to

be in sync with the people and to ensure that the unity of the Naga people was maintained. Other members of WC, NNPGs included co-convenors – Zhopra Vero, Kiumukam Yimchunger, Hozheto Z Chophy, Isak Sumi, Toshi Walling and Wangtin Naga; co-ordinator, Alezo Venuh; members – C Singson, Raitu Chawang and secretary, Ghukiho T Zhimo. Thursday’s meeting between the government of India represented by its Interlocutor R.N.Ravi and the Working Committee of the seven-member NNPGs assumes significance in the light of speculations that a final agreement is expected within September this year. The WC of NNPGs and the government of India signed the Agreed Position or Preamble on November 17,2017 which forms the guiding principle for the negotiation. NSCN (I-M) said it briefed ENPO, ENSF and ENMA on the developments in the ongoing IndoNaga political talks, besides stressing that the process for reconciliation and unity and political talks should go on side by side. The meeting was held in a cordial atmosphere, the statement added.

Retest mandatory for symptomatic patients who are -ve in RAT: Centre

Alleging lack of transparency in the selection of five posts of junior dental surgeon, the Indian Dental Association Nagaland State Branch (IDANSB) on Thursday demanded postponement of viva voce till “clarifications are sorted out.” I n a p r e s s n o t e, IDANSB president Dr. Kaketo Yepthomi and honorary secretary Dr. Vichovol Temi stated that 15 candidates were shortlisted out of 82 qualified applicants (3:1 criteria). It said 33 applicants were rejected citing incomplete document, document not self attested, overage and criteria not fulfilled. mechanism in every district and at the state level.  Teams shall analyse details of RAT conducted on a daily basis.  States to ensure that there are no delays in retesting of all symptomatic negative cases. RAT that develop symptoms within two to three days of being tested negative must necessarily be retested through RT-PCR tests. “In this background, the Union Health Ministry and ICMR have jointly written to all the states and UTs and urged them to ensure that the all symptomatic negative cases of RAT are mandatorily retested using the RT-PCR test,” the health ministry said. “This is necessary to ensure that such symptomatic negative cases do not remain untested and do not spread the disease among their contacts,” it said. The ministry said this will also ensure early detection, isolation and hospitalization of such “false” negative cases. It has also been reiterated in the joint letter that while the RAT is being used to increase access

and availability of testing in the field, RT-PCR remains the gold standard of COVID tests, the ministry said. It has also urged the states and UTs to urgently establish a monitoring mechanism in every district (via a designated officer or a team) and at the state level to follow up on such cases. These teams shall analyse details of RAT conducted on a daily basis in the districts and state and ensure that there are no delays in retesting of all symptomatic negative cases, the ministry said. “The aim of states and UTs should be to ensure that no potentially positive case is missed out. They have also been advised to undertake an analysis on a regular basis to monitor the incidence of positives during the RT-PCR tests conducted as a follow up,” it said.

DIMAPUR, SEP 10 (NPN): Nagaland on Thursday recorded 261 fresh COVID1positive cases, with Dimapur registering 197 cases, Kohima 59 cases and 5 in Mokokchung. The tally as on September 10 rose to 4636 cases-834 active, 3781 recovered, 10 deaths and 11 migrated. As per the severity of symptoms, 822 active cases

were asymptomatic, 9 mild and 3 moderate cases. Further, out of 4,636 positive cases, the distribution across various categories of people include 2109 cases from the Armed Forces, 1332 returnees, 313 frontline workers and 882 traced contacts. Meanwhile, a total of 854 persons are presently under facility quarantine.

India’s COVID tally tops 44L

PTI: The country saw a record single-day spike of 95,735 infections and 1,172 fatalities taking India’s COVID-19 caseload past 44 lakh and death toll to 75,062, while recoveries surged to 34,71,783 on Thursday, according to the Union Health Ministry. The total cases mounted to 44,65,863, the ministry data updated at 8 am showed. The fatality rate has dropped to 1.68 per cent while the recovery rate was at 77.74 per cent. There are 9,19,018 active cases in the country which comprise 20.58 per cent of the total caseload, the data stated. India’s COVID-19 tally had crossed the 20 lakh mark on August 7, it went past 30 lakh on August 23 and 40 lakh on September 5.

NEW DELHI, SEP 10 (PTI): Union Health Ministry has asked all states and UTs to mandatorily retest all symptomatic negative cases of rapid antigen tests (RAT) through RT-PCR so that no positive COVID-19 cases are missed in order to curb the spread of the infection. The ministry has also urged them to urgently establish a monitoring mechanism via a designated officer or team in every district and at the state level for follow up on such cases. These teams shall analyse details of the rapid antigen tests (RAT) conducted on a daily basis in the districts and states and ensure that there are no delays in retesting of all the symptomatic negative cases. The ministry said it has noted that in some large states, symptomatic cases tested negative by RAT are not being followed up by RT-PCR testing. DIMAPUR, SEP 10 (NPN): A cadre of the NSCN K (Nyemlang Konyak-NK) was killed and another apprehended in an encounter with security forces at Baimho village under Zunheboto district on September 9 night, PRO (Defence) Lt Col Sumit K Sharma stated in a press note. PRO said that a search operation was launched following specific inputs about movement of armed cadres in the area. However, during the operation, PRO said that the insurgents fired upon the security column who also retaliated, after which two cadres were apprehended, one in injured condition. The injured cadre was immediately shifted to the district hospital by the police, where he succumbed to his injuries, PRO said. The deceased was reportedly identified as one Tovi Sumi. Meanwhile, security forces recovered one 9mm pistol, two magazines, four fired cartridge cases and 23 live rounds. PRO further said that two local men, who were apprehended at the site, were later released in the presence of the police and Gaon Bura.

It is not yet clear whether immunity generated from nasal spray vaccinations will last longer than for injected vaccines, the report said. MPs & MLAs still pending in courts

NEW DELHI, SEP 10 (AGENCIES): Supreme Court Thursday said it was “surprised”, “shocked” and “sorry” to know that over 4,000 criminal cases were pending against sitting and former lawmakers— both members of parliament (MP) and members of legislative assembly (MLA). Some of these cases date to as far back as the 1980s, the court said. A bench led by Justice N.V. Ramana was hearing a PIL filed by advocate Ashwini Kumar Upadhyay, who has sought a lifetime ban on politicians convicted in criminal cases, from contesting elections. “So many cases are pending at the initial stage because of influence of legislators (FIRs are not filed) and they (legislators) hang the sword over investigations,” Justice Ramana re-

marked during the hearing. In March, the court had directed all 24 high courts to provide data on criminal cases that are pending against current and former MPs as well as MLAs. Senior advocate Vijay Hansaria and lawyer Sneha Kalita, who are assisting the bench as amicus curiae, were told to collate data, prepare a report and apprise the court regarding status of the pending cases. In 2,556 cases, sitting legislators are accused persons. Trials in 352 cases have been stayed either by a high court or the top court itself. “The number of legislators involved are more than the total number of cases since there are more than one accused in a case, and the same legislator is an accused in more than one case,” the report submitted. Taking note of the re-

port, the bench said it will hear Hansaria at length on 16 September. The top court also said it will look into the modalities that he has suggested to fast-track the decision-making process in such cases. The court further asked all high courts to furnish specific data on corruption cases, after Hansaria said only four high courts have given this information. Uttar Pradesh tops this list with 1,217 prosecutions still pending against sitting and ex-MPs/MLAs. Three cases registered in 1991, 1993 and 1994 have not even reached the trial stage, according to Hansaria’s report. In Bihar, which, with 531 cases, has the second highest number of criminal prosecutions, the court noticed that trial in the oldest case, filed in 1991, was yet to commence. K Y M C
