Hour approaching for announcing Naga political solution: WC, NNPGs
DIMAPUR, SEP 11 (NPN): Close on the heels of the meeting between government of India’s Interlocutor for Naga peace talks R.N. Ravi and Working Committee of seven Naga National Political Groups (NNPGs) on September 10 at Police Complex, Chümoukedima, (published exclusively by Nagaland Post), media cell of WC has declared that “the defining hour is approaching for announcing honourable and acceptable solution adding both the government of India and WC felt, that “the unity of Nagas at this time is critical.” T h i s d eve l o p m e n t comes amid heightened speculations that the Government of India under Prime Minister Narendra Modi has decided to resolve the Naga issue within September this year. Candidates must publicise criminal background: EC NEW DELHI, SEP 11 (IANS): Election Commission (EC) Friday made the norms of publicity of criminal antecedents of candidates stringent by putting a timeline on when such advertisements should be published and broadcast during electioneering. EC has made it clear that the first “publicity” of criminal records should be within first four days of the last date of withdrawal of candidature. It said the second publicity should be within fifth and eight day of the last date of withdrawal. The third and final publicity should be from ninth day till the last day of campaign-- two days prior to polling day. “This timeline will help the voters in exercising their choices in more informed manner,” a statement by the EC said. EC also made it clear that uncontested winning candidates as well as political parties who nominate them will also publicise the criminal antecedents, if any. “All instructions, in this regard, must be complied by contesting candidates with criminal antecedents and political parties regarding their nominated candidates,” EC said, adding fresh directions come into immediate effect.

the government of India has acknowledged the fact that Naga tribes and civil societies had spelt out their positions over the “Indo-Naga political issue.” Therefore, WC said, in reciprocation, the government of India “is determined to fulfil the political aspiration of the Naga people.” WC said the official position of the government of India was that “the Naga issue must be settled and waiting period is over”. In this regard, WC said the government of India was “preparing necessary steps”. The government of India expressed appreciation of WC,NNPGs holding cordial
engagement with neighbouring communities and that this should continue, since any outcome would affect all the neighbours, it said. Pointing out that while the Centre and Naga people desire that there should be only one solution, the government of India “will not wait for anyone anymore”, added WC. WC, NNPGs also said it had disclosed the status papers of the negotiations to Naga tribes, elected representatives, past and present, Naga civil societies and church leaders. WC said this has created a “positive impact” as it has proven to be the only practical approach
towards resolving the “IndoNaga political issue.” WC also conveyed to the government of India through the Interlocutor, that Intangki (National Park) is the common property of all Nagas and that it shall be restored to its “original pristine position” and that in whatsoever manner, “cannot be disturbed post solution.” In response, WC said the Interlocutor said “Intangki belongs to the people of Nagaland” and that the government of India has no say over land and natural resources of the Nagas. According to WC, the issue was one aspect of the sovereign rights of Nagas. Further WC appealed for prayer support from Naga people, “till acceptable and honourable political solution is declared.” It may also be recalled that WC has reiterated several times, that the signing of the Preamble/Agreed Position with the government of India on November 17,2017 forms the basis for negotiating all competen(Cont’d on p-6) cies.
FA only basis for solution: NSCN(I-M) DIMAPUR, SEP 11 (NPN): NSCN (I-M) in a statement through its convenor steering committee ‘maj’ (retd) Hutovi Chishi has said the “Indo-Naga political talks” which has reached a critical state, has drawn wide attention against the desire among both Nagas and Indians for early solution. NSCN (I-M) however reiterated that “Naga solution cannot be brought at the cost of compromising our historical and political rights”. It said the 16 Point Agreement and the Shillong Accord, were “nothing but political flattery to suppress the legitimate Naga political movement.” According to NSCN (I-M) the “historic Framework Agreement” signed on August 3,2015 with the government of India under prime minister Narendra Modi “is the only political process to bring solution that is honourable and acceptable.”
NSCN (I-M) said the Framework Agreement was not published in public domain after its signing since “competencies were yet to be worked out” . NSCN (I-M) said any agreement signed under the Indian constitution could be openly published “like others do” but since FA and competencies were worked out “outside the box” solution needed caution till its completion. On use of ‘Nagaland’ instead of ‘Nagalim’ in the FA, NSCN (I-M) said that the former came in use after late A.Z. Phizo formed the Naga Central government on March 22,1956 and renamed it as ‘Federal Government of Nagaland in 1959.” It said ‘Nagalim’, derived from Ao indigenous dialect “Lim” which stands for land, was adopted in April 1996 at its Gilgal camp to mean all Naga areas within India and Burma. Also it
said since “Nagaland/Nagalim” carries same meaning as in Tatar Hoho for parliament, Yaruiwo for president, Kedallo for vice president, thus ‘Nagaland’ was used in the Framework Agreement. According to NSCN (I-M) the Naga flag is the only identity of the Naga people and without it there is no other way to go forward. NSCN (I-M) further reiterated that Naga constitution or Yehzabo was paramount for governance but since many Naga political government have their Yehzabos, a provision for the Naga constitution was being negotiated with the government of India for negotiation. NSCN(I-M) said its Yehzabo would be properly drafted after solution and with consultations with experts, intellectual and professionals drawn from Nagalim including international constitutional experts. China to hand over missing Arunachal men today: Report NEW DELHI, SEP 11 (AGENCIES): China will hand over five Indian nationals who went missing from Arunachal Pradesh last Saturday. The handoff will take place at Wacha near Kibithu border personnel meeting point, a source in the Indian Army said. “The Chinese People’s Liberation Army ( PLA) has confirmed to Indian Army to hand over the youths from Arunachal Pradesh to our side. The handing over is likely to take place anytime tomorrow i.e. 12th September 2020 at a designated location,” Union minister Kiren Rijijiu informed in a tweet. The matter was first brought to the attention of authorities when family members of the missing men claimed in social media posts that their kin had been taken by the Chinese Army while hunting near the border. In fact, two of the men who were part of the same group had managed to escape and immediately alert local police in Arunachal Pradesh’s Upper Subansiri district.
CNSA appeals for SSA and RMSA teachers DIMAPUR, SEP 11 (NPN): Central Nagaland Students’ Association (CNSA), the apex body of the three student organisations (Ao, Lotha and Sumi), has appealed to the state government to bring the teachers of SSA & RMSA 2010 & 2013 batches into the mainstream of School Education cadre. Stating that the demand the teachers was “fair and genuine”. CNSA vice president Akummeren Longchar and information & publicity secretary Jekiye Y Swu urged the government to streamline the issues at the earliest “as this could invite more democratic approach against the state government”. CNSA said there had been “numerous approaches by different stakeholders” on the issue, but the state government had failed to fulfill its promises till date.

1134 active 3791 recovered 10 deaths* 11 migrated DIMAPUR, SEP 11 (NPN): Nagaland on Friday recorded the highest single-day spike of 310 new COVID-19 positive cases, taking the tally towards the 5000-mark. In a tweet, Health minister, S. Pangnyu Phom said out of 922 samples that were tested, 176 cases were reported in Dimapur, 127
in Kohima, 3 in Zunheboto and 1 each in Wokha, Peren, Mon and Mokokchung. With this, the state’s tally rose to 4946 cases-1134 active, 3791 recovered, 10 deaths and 11 migrated. As per the severity of symptoms, 1126 active cases were asymptomatic, 6 mild and 2 moderate cases. Further, out of 4,946 positive cases, the distribution across various categories of people include 2273 cases from the Armed Forces, 1398 returnees, 313 frontline workers and 962 traced contacts.

PTI: India’s COVID19 caseload sprinted past 45 lakh and the death toll climbed to 76,271 with a record 96,551 infections and 1,209 fatalities being reported in a day, while the recoveries crossed 35 lakh on Friday, according to the Union Health Ministry data. The total coronavirus cases mounted to 45,62,414, while the recoveries surged to 35,42,663, the data updated at 8 am showed. The COVID-19 case fatality rate has further dropped to 1.67 per cent while the recovery rate was recorded at 77.65 per cent. There are 9,43,480 active cases of COVID19 in the country which comprises 20.68 per cent of the total caseload, the data stated. The country had recorded over 95,000 cases on Wednesday and Thursday. India’s tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23 and it went past 40 lakh on September 5.
NE asked to ramp up COVID testing NEW DELHI, SEP 11 (PTI): Centre on Friday urged the north eastern states to focus on early identification of COVID19 cases by ramping up testing along with effective monitoring of patients under home isolation and early hospitalization in case of disease progression to keep the mortality rate to one per cent or less. Eight north eastern states -- Arunachal Pradesh, Assam, Manipur, Mizoram, Meghalaya, Nagaland, Tripura and Sikkim -- together account for less than five per cent of the total active cases in the country, the Union Health Ministry said. Union Health Secretary Rajesh Bhushan held a video conference to review the COVID management strategies and actions taken in these eight states. The virtual conference was attended by the principal secretaries, health
secretaries and other state representatives. With 29,690 active cases (as on date), Assam presently constitutes 68 per cent share in the total active caseload of these eight north eastern states. Tripura has 7,383 active cases and is at second place with 17 per cent of the total active caseload of these states, the ministry said. The states were advised to focus on limiting the spread of infection by implementing stringent containment measures and following social distancing measures, strict perimeter control and active house-tohouse case search. They were urged to conduct early identification by ramping up testing across the states and districts, judicious and full utilization of RT-PCR testing capacity, besides, effective monitoring of home isolation cases and early hospitalization in case of disease progression, the
ministry said. Seamless hospitalization and early admission for patients requiring medical support, especially in cases of co-morbid and elderly population and on keeping the mortality rate to one per cent or less was also stressed. The Union health secretary highlighted the need for continued enforcement of containment measures, increase in testing, and effective case management of patients in the hospitals. The secretaries and representatives shared an indepth analysis on the current status of COVID-19 in these eight states, covering aspects of containment measures, contact tracing, surveillance activities, facility-wise case fatality rates, trends in terms of weekly new cases and deaths among others. They also shared their detailed roadmaps and action plans for the next one month.
ENSF rejects Nagaland Staff Selection Board regulation Contraband worth `1.25 cr seized DIMAPUR, SEP 11 (NPN): Eastern Naga Students’ Federation (ENSF) has rejected Nagaland Staff Selection Board (NSSB) Regulation, 2020, and placed few demands for incorporation in NSSB contents/preview considering the current condition of Eastern Nagas. In a memorandum to chief minister Neiphiu Rio, federation’s president Sepili L Sangtam and general secretary Imtichoba Chang also placed a six-point charter of demands before the State government. ENSF demanded that the posts of chairman and two members should be rotated amongst the recognised Naga tribes of Nagaland on roster basis to maintain fair, justice and equality to all tribes. Further, it demanded that 45% posts should be exclusively earmarked for six tribes of Eastern Nagaland
– Sangtams, Konyaks, Yimchungers, Khiamniungans, Phoms and Changs – for 20 years till the six tribes were on a par with rest of the Nagas, after which this would be subject to review. Insisting that Group C posts that are exempted from the purview of NSSB mentioned in schedule-A should be brought under the board for preliminary and written exam and other practical/ skill/physical proficiency, the federation demanded that interview should be conducted by the respective departments. Similarly, while recruitment to the posts of constable/fireman constable/ warder/female warder in police, prisons, Nagaland Lokayukta, NPTO, HG/ CD and fire and emergency services department, excise and forest guards in the environment, forest & climate change department should
be brought under NSSB purview for preliminary and written examination, ENSF demanded that practical/ skill/physical proficiency and interview should be conducted by the respective departments. Demanding centres for preliminary and written exams in all district headquarters, the federation insisted on penalty provision for defaulting department/ official concerned for failing to recommend Group C (level 3-7) vacancy posts to NSSB. Appealing to the State Government to consider its demands, ENSF cautioned that failure to do so would force it to reject NSSB Regulation, 2020 in toto. Appreciating the State government’s efforts to constitute NSSB for open employment opportunity to all educated unemployed youth of Nagaland, the memoran-
dum alleged that since day one of the statehood, Eastern Nagas were suppressed and deprived in all aspects, including employment. Recalling the formations of Naga Hills Tuensang Area (NHTA) in 1957 and Nagaland in 1963, ENSF asserted that Eastern Nagas were free people living in an un-administered area and free from any administrative control prior to 1957. It said the Eastern Nagas had equally sacrificed and contributed to building of Nagaland State, adding that the 16-Point Agreement and Article 371(A) spoke for themselves in this regard. However, the federation regretted that in the 57 years of Statehood journey, the Eastern Nagas were deliberately suppressed and deprived in all aspects, adding employment deprivation had put their future at (Cont’d on p-6) stake.

KOHIMA, SEP 11 (NPN): Excise personnel seized contraband ganja and suspected heroin worth about Rs. 1, 25,40000 in Kohima on September 10 and apprehended two persons. In a press release, Excise department assistant commissioner (Zonal) Kohima, S Phyobemo Kikon, stated that a special team of Kohima excise, acting
on a tip-off, intercepted a suspected truck (NL-02 L 3168) near Hydro along NH29 on September 10 evening around 11: 30 p.m. On thorough search of the vehicle, the team detected a specially modified chamber on the front and rear side of the vehicle filled with contraband. Kikon said that contraband ganja neatly packed in 27 packets weighing 270 kgs
and 240 soap cases filled with suspected heroin weighing around 2.4 kg were found during the search. In this connection, the accused persons Akash Devnath (34) and Jahangir (24), both residents of Dimapur, were arrested for violation of NDPS ACT 1985, Kikon said, adding that the case was under active investigation.
