Hour approaching for announcing Naga political solution: WC, NNPGs

Candidates must publicise criminal background: EC NEW DELHI, SEP 11 (IANS): Election Commission (EC) Friday made the norms of publicity of criminal antecedents of candidates stringent by putting a timeline on when such advertisements should be published and broadcast during electioneering. EC has made it clear that the first “publicity” of criminal records should be within first four days of the last date of withdrawal of candidature. It said the second publicity should be within fifth and eight day of the last date of withdrawal. The third and final publicity should be from ninth day till the last day of campaign-- two days prior to polling day. “This timeline will help the voters in exercising their choices in more informed manner,” a statement by the EC said. EC also made it clear that uncontested winning candidates as well as political parties who nominate them will also publicise the criminal antecedents, if any. “All instructions, in this regard, must be complied by contesting candidates with criminal antecedents and political parties regarding their nominated candidates,” EC said, adding fresh directions come into immediate effect.

the government of India has acknowledged the fact that Naga tribes and civil societies had spelt out their positions over the “Indo-Naga political issue.” Therefore, WC said, in reciprocation, the government of India “is determined to fulfil the political aspiration of the Naga people.” WC said the official position of the government of India was that “the Naga issue must be settled and waiting period is over”. In this regard, WC said the government of India was “preparing necessary steps”. The government of India expressed appreciation of WC,NNPGs holding cordial

engagement with neighbouring communities and that this should continue, since any outcome would affect all the neighbours, it said. Pointing out that while the Centre and Naga people desire that there should be only one solution, the government of India “will not wait for anyone anymore”, added WC. WC, NNPGs also said it had disclosed the status papers of the negotiations to Naga tribes, elected representatives, past and present, Naga civil societies and church leaders. WC said this has created a “positive impact” as it has proven to be the only practical approach

towards resolving the “IndoNaga political issue.” WC also conveyed to the government of India through the Interlocutor, that Intangki (National Park) is the common property of all Nagas and that it shall be restored to its “original pristine position” and that in whatsoever manner, “cannot be disturbed post solution.” In response, WC said the Interlocutor said “Intangki belongs to the people of Nagaland” and that the government of India has no say over land and natural resources of the Nagas. According to WC, the issue was one aspect of the sovereign rights of Nagas. Further WC appealed for prayer support from Naga people, “till acceptable and honourable political solution is declared.” It may also be recalled that WC has reiterated several times, that the signing of the Preamble/Agreed Position with the government of India on November 17,2017 forms the basis for negotiating all competen(Cont’d on p-6) cies.

FA only basis for solution: NSCN(I-M) DIMAPUR, SEP 11 (NPN): NSCN (I-M) in a statement through its convenor steering committee ‘maj’ (retd) Hutovi Chishi has said the “Indo-Naga political talks” which has reached a critical state, has drawn wide attention against the desire among both Nagas and Indians for early solution. NSCN (I-M) however reiterated that “Naga solution cannot be brought at the cost of compromising our historical and political rights”. It said the 16 Point Agreement and the Shillong Accord, were “nothing but political flattery to suppress the legitimate Naga political movement.” According to NSCN (I-M) the “historic Framework Agreement” signed on August 3,2015 with the government of India under prime minister Narendra Modi “is the only political process to bring solution that is honourable and acceptable.”

NSCN (I-M) said the Framework Agreement was not published in public domain after its signing since “competencies were yet to be worked out” . NSCN (I-M) said any agreement signed under the Indian constitution could be openly published “like others do” but since FA and competencies were worked out “outside the box” solution needed caution till its completion. On use of ‘Nagaland’ instead of ‘Nagalim’ in the FA, NSCN (I-M) said that the former came in use after late A.Z. Phizo formed the Naga Central government on March 22,1956 and renamed it as ‘Federal Government of Nagaland in 1959.” It said ‘Nagalim’, derived from Ao indigenous dialect “Lim” which stands for land, was adopted in April 1996 at its Gilgal camp to mean all Naga areas within India and Burma. Also it

said since “Nagaland/Nagalim” carries same meaning as in Tatar Hoho for parliament, Yaruiwo for president, Kedallo for vice president, thus ‘Nagaland’ was used in the Framework Agreement. According to NSCN (I-M) the Naga flag is the only identity of the Naga people and without it there is no other way to go forward. NSCN (I-M) further reiterated that Naga constitution or Yehzabo was paramount for governance but since many Naga political government have their Yehzabos, a provision for the Naga constitution was being negotiated with the government of India for negotiation. NSCN(I-M) said its Yehzabo would be properly drafted after solution and with consultations with experts, intellectual and professionals drawn from Nagalim including international constitutional experts. China to hand over missing Arunachal men today: Report NEW DELHI, SEP 11 (AGENCIES): China will hand over five Indian nationals who went missing from Arunachal Pradesh last Saturday. The handoff will take place at Wacha near Kibithu border personnel meeting point, a source in the Indian Army said. “The Chinese People’s Liberation Army ( PLA) has confirmed to Indian Army to hand over the youths from Arunachal Pradesh to our side. The handing over is likely to take place anytime tomorrow i.e. 12th September 2020 at a designated location,” Union minister Kiren Rijijiu informed in a tweet. The matter was first brought to the attention of authorities when family members of the missing men claimed in social media posts that their kin had been taken by the Chinese Army while hunting near the border. In fact, two of the men who were part of the same group had managed to escape and immediately alert local police in Arunachal Pradesh’s Upper Subansiri district.

CNSA appeals for SSA and RMSA teachers DIMAPUR, SEP 11 (NPN): Central Nagaland Students’ Association (CNSA), the apex body of the three student organisations (Ao, Lotha and Sumi), has appealed to the state government to bring the teachers of SSA & RMSA 2010 & 2013 batches into the mainstream of School Education cadre. Stating that the demand the teachers was “fair and genuine”. CNSA vice president Akummeren Longchar and information & publicity secretary Jekiye Y Swu urged the government to streamline the issues at the earliest “as this could invite more democratic approach against the state government”. CNSA said there had been “numerous approaches by different stakeholders” on the issue, but the state government had failed to fulfill its promises till date.

 1134 active  3791 recovered  10 deaths*  11 migrated DIMAPUR, SEP 11 (NPN): Nagaland on Friday recorded the highest single-day spike of 310 new COVID-19 positive cases, taking the tally towards the 5000-mark. In a tweet, Health minister, S. Pangnyu Phom said out of 922 samples that were tested, 176 cases were reported in Dimapur, 127

in Kohima, 3 in Zunheboto and 1 each in Wokha, Peren, Mon and Mokokchung. With this, the state’s tally rose to 4946 cases-1134 active, 3791 recovered, 10 deaths and 11 migrated. As per the severity of symptoms, 1126 active cases were asymptomatic, 6 mild and 2 moderate cases. Further, out of 4,946 positive cases, the distribution across various categories of people include 2273 cases from the Armed Forces, 1398 returnees, 313 frontline workers and 962 traced contacts.

Cases in India breaches 45L

PTI: India’s COVID19 caseload sprinted past 45 lakh and the death toll climbed to 76,271 with a record 96,551 infections and 1,209 fatalities being reported in a day, while the recoveries crossed 35 lakh on Friday, according to the Union Health Ministry data. The total coronavirus cases mounted to 45,62,414, while the recoveries surged to 35,42,663, the data updated at 8 am showed. The COVID-19 case fatality rate has further dropped to 1.67 per cent while the recovery rate was recorded at 77.65 per cent. There are 9,43,480 active cases of COVID19 in the country which comprises 20.68 per cent of the total caseload, the data stated. The country had recorded over 95,000 cases on Wednesday and Thursday. India’s tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23 and it went past 40 lakh on September 5.

NE asked to ramp up COVID testing NEW DELHI, SEP 11 (PTI): Centre on Friday urged the north eastern states to focus on early identification of COVID19 cases by ramping up testing along with effective monitoring of patients under home isolation and early hospitalization in case of disease progression to keep the mortality rate to one per cent or less. Eight north eastern states -- Arunachal Pradesh, Assam, Manipur, Mizoram, Meghalaya, Nagaland, Tripura and Sikkim -- together account for less than five per cent of the total active cases in the country, the Union Health Ministry said. Union Health Secretary Rajesh Bhushan held a video conference to review the COVID management strategies and actions taken in these eight states. The virtual conference was attended by the principal secretaries, health

secretaries and other state representatives. With 29,690 active cases (as on date), Assam presently constitutes 68 per cent share in the total active caseload of these eight north eastern states. Tripura has 7,383 active cases and is at second place with 17 per cent of the total active caseload of these states, the ministry said. The states were advised to focus on limiting the spread of infection by implementing stringent containment measures and following social distancing measures, strict perimeter control and active house-tohouse case search. They were urged to conduct early identification by ramping up testing across the states and districts, judicious and full utilization of RT-PCR testing capacity, besides, effective monitoring of home isolation cases and early hospitalization in case of disease progression, the

ministry said. Seamless hospitalization and early admission for patients requiring medical support, especially in cases of co-morbid and elderly population and on keeping the mortality rate to one per cent or less was also stressed. The Union health secretary highlighted the need for continued enforcement of containment measures, increase in testing, and effective case management of patients in the hospitals. The secretaries and representatives shared an indepth analysis on the current status of COVID-19 in these eight states, covering aspects of containment measures, contact tracing, surveillance activities, facility-wise case fatality rates, trends in terms of weekly new cases and deaths among others. They also shared their detailed roadmaps and action plans for the next one month.

ENSF rejects Nagaland Staff Selection Board regulation Contraband worth `1.25 cr seized DIMAPUR, SEP 11 (NPN): Eastern Naga Students’ Federation (ENSF) has rejected Nagaland Staff Selection Board (NSSB) Regulation, 2020, and placed few demands for incorporation in NSSB contents/preview considering the current condition of Eastern Nagas. In a memorandum to chief minister Neiphiu Rio, federation’s president Sepili L Sangtam and general secretary Imtichoba Chang also placed a six-point charter of demands before the State government. ENSF demanded that the posts of chairman and two members should be rotated amongst the recognised Naga tribes of Nagaland on roster basis to maintain fair, justice and equality to all tribes. Further, it demanded that 45% posts should be exclusively earmarked for six tribes of Eastern Nagaland

– Sangtams, Konyaks, Yimchungers, Khiamniungans, Phoms and Changs – for 20 years till the six tribes were on a par with rest of the Nagas, after which this would be subject to review. Insisting that Group C posts that are exempted from the purview of NSSB mentioned in schedule-A should be brought under the board for preliminary and written exam and other practical/ skill/physical proficiency, the federation demanded that interview should be conducted by the respective departments. Similarly, while recruitment to the posts of constable/fireman constable/ warder/female warder in police, prisons, Nagaland Lokayukta, NPTO, HG/ CD and fire and emergency services department, excise and forest guards in the environment, forest & climate change department should

be brought under NSSB purview for preliminary and written examination, ENSF demanded that practical/ skill/physical proficiency and interview should be conducted by the respective departments. Demanding centres for preliminary and written exams in all district headquarters, the federation insisted on penalty provision for defaulting department/ official concerned for failing to recommend Group C (level 3-7) vacancy posts to NSSB. Appealing to the State Government to consider its demands, ENSF cautioned that failure to do so would force it to reject NSSB Regulation, 2020 in toto. Appreciating the State government’s efforts to constitute NSSB for open employment opportunity to all educated unemployed youth of Nagaland, the memoran-

dum alleged that since day one of the statehood, Eastern Nagas were suppressed and deprived in all aspects, including employment. Recalling the formations of Naga Hills Tuensang Area (NHTA) in 1957 and Nagaland in 1963, ENSF asserted that Eastern Nagas were free people living in an un-administered area and free from any administrative control prior to 1957. It said the Eastern Nagas had equally sacrificed and contributed to building of Nagaland State, adding that the 16-Point Agreement and Article 371(A) spoke for themselves in this regard. However, the federation regretted that in the 57 years of Statehood journey, the Eastern Nagas were deliberately suppressed and deprived in all aspects, adding employment deprivation had put their future at (Cont’d on p-6) stake.

KOHIMA, SEP 11 (NPN): Excise personnel seized contraband ganja and suspected heroin worth about Rs. 1, 25,40000 in Kohima on September 10 and apprehended two persons. In a press release, Excise department assistant commissioner (Zonal) Kohima, S Phyobemo Kikon, stated that a special team of Kohima excise, acting

on a tip-off, intercepted a suspected truck (NL-02 L 3168) near Hydro along NH29 on September 10 evening around 11: 30 p.m. On thorough search of the vehicle, the team detected a specially modified chamber on the front and rear side of the vehicle filled with contraband. Kikon said that contraband ganja neatly packed in 27 packets weighing 270 kgs

and 240 soap cases filled with suspected heroin weighing around 2.4 kg were found during the search. In this connection, the accused persons Akash Devnath (34) and Jahangir (24), both residents of Dimapur, were arrested for violation of NDPS ACT 1985, Kikon said, adding that the case was under active investigation. DIMAPUR: Highlighting the status of the ongoing 7th economic census, special secretary Economic & Statistics, Kevileno Angami said that the state has completed census/enumeration exercise. According to DIPR report, Angami said out of the 2276 survey frames given by government of India, 2226 survey frames could be covered enumerating 4.80.0% units. However, she said that

50 survey frames could not be covered for various reasons such as nonexistence, not habitated etc. and that re- survey was required as directed by the Ministry for 383 units in the state. Angami said this during the state level co-ordination committee review meeting on the status of the ongoing 7th Economic Census Friday at the Conference hall of Chief Secretary office, Kohima. State level coordination on MA & PPC on GPDP DIMAPUR: A state level coordination on Mission Antyodaya (MA) and Peoples’ Plan Campaign (PPC) on Gram Panchayat Development Plan (GPDP) was held Friday at the Secretariat Conference Hall, under the chairmanship of Nagaland chief secretary, Temjen Toy. A press release by Rural Development (RD) department stated that in the meeting, Toy stressed on the importance and need for convergence to the line departments. He maintained that the line departments should come forward and work together as one towards a common goal and its success. Commissioner and secretary RD, Neposo Theluo gave an introduction and presentation of the campaign and highlighted the overall progress of Mission Antyodaya survey based on the previous year’s records. He presented the aims and objectives of the people’s plan campaign on GPDP which was followed by the presentation of convergence plan under MGNREGA. Theluo also requested the line departments to appoint a nodal officer from every line departments, who will be the representative and the in-charge for communication and smooth operation of the campaign. The house approved the training schedule prepared by the RD department. The training would begin on September 16 with the training of the nodal officers from the line departments. The meeting concluded with a session of discussion and queries from the departments present on the meeting.

After thorough deliberation on the various issues, chairperson of the meeting, chief secretary, Temjen Toy said the 50 survey frames which need resurvey must be done after through consultation and clarification with the GIS and Home Department. The review meeting was attended by Departments of IT, Labour, IPR and Economic and Statistics.

KSU laments condition of education in Mon district DIMAPUR: Konyak Students’ Union (KSU) has lamented the state of education in Mon district and blamed the department of School Education and state government for “poor performance of schools and poor foundation of the students”. In a press release, KSU president, Bumang Phaiba and education secretary, Abo Konyak said that the union in its first phase of “education tour” visited five Government High Schools –Tizit, Shangnyu, Angjangyang, Chingkao and T/Chingnyu, which had “nil performance” in High School Leaving Certificate (HSLC) result 2020 from Mon district. The union said most of these schools were found functioning without the head master or assistant head master. KSU also claimed that most of the GHS in Mon district was without head master

since the up-gradation of the school. Stating that it was “beyond expectation” to expect good performance from institutions function without its head, KSU cited “absence of the head master, poor foundation at the GPS level and the irregularity of the teachers” as the reasons for the “failure factor and the root cause of the nil result”. KSU has asked the department and government to immediately appoint head maters and assistant head masters. Expressing serious concern over the practice of “proxy and substitute teachers”, KSU said this issue has become the “worse culture of education system” in Mon district. The union claimed that “none of the teachers” appointed under Mon district are at the station despite standing order of the government of Na-

galand to be at their own posting place. KSU has also warned those erring teachers to immediately report at their posting place as per the government order and VEC/SMC to strictly adhere to their duties and functions in managing the schools and education system in the district. KSU also expressed resentment especially against the “local teachers for their negligence and insincerity”. The union alleged that some teachers were found to be involved in “other social setup” apart from their profession due to which his/her duty were “paralysed or neglected”. The union has also appealed for appointment of all the vacated Subdivisional Education Officers at the earliest for smooth functioning of the system.

DIMAPUR: Department of Geology and Mining (DGM) held its 40th state geological programming board Friday at the Conference Hall of Geology & Mining office under the chairmanship of director, S. Manen. A press release by the department informed that the meeting deliberated on the geoscientific activities undertaken by DGM and GSI as well as allied agencies. The meeting also affirmed

on better coordination and data sharing among allied agencies for effective implementation and to avoid overlapping of work among the agencies. The release stated that representatives from Geological Survey of India, ManipurNagaland Circle (GSI), Nagaland State Mineral Development Corporation and OSD, Geology & Mining department along with technical officers of the department attended the meeting.

DIMAPUR: Wokha Village Council (WVC) while stressing on the importance of preserving the flora and fauna within its jurisdiction and specially the Mt. Tiyi reserved forest has urged all wildlife agencies and public to preserve Hornbill birds and Rhododendron Arboreum. In a press release, WVC chairman, S. Yanphamo Tungoe and secretary, Zuchanbemo Lotha informed general public of Wokha Town and neighbouring villages surrounding Mt. Tiyi area that Hornbill birds were seen around Wokha Village vicinity. In this regard, the council has requested all wildlife agencies and public to preserve and protect the “ancestral majestic bride – the Hornbill bird”. It has warned stern action and cash fine against those found shooting and treating the rare bird in “any ways”. WVC also informed that the council and forest division Wokha have jointly carried out plantation drive of Rhododendron Arboreum (known as Supenthera in Lotha language) at Mt. Tiyi. The council has informed all nature lovers and mountain trekkers to preserve and

protect the Rhododendron flowers, which is at the verge of extinction. WVC has also reaffirmed to its general resolution 2010 “to preserve and protect flora and fauna” within Wokha village jurisdiction and specially the

Mt. Tiyi reserved forest. The council warned that anyone found uprooting the newly planted sapling of Rhododendron and plucking or breaking the branches of those vanishing Rhododendron would be dealt severely along with cash fine.

Dimapur: District welfare officer (DWO) Kohima, Akali Sema has informed beneficiaries under NSAP and under State old age pension (SOAP) for 2019-2020 that payments would be made at DWO office, Kohima. In a press release, DWO Kohima said that due to the pandemic, payments would be made to chairmen of respective colonies and villages on producing life certificate of beneficiaries from local pastor. I was diagnosed with Lymphoma Throat cancer on June 1999 and was treated in a reputed cancer hospital at Guwahati. It was already in an advanced stage. First course of Chemotherapy followed by 45 days of radiation didn't help much that second course was necessitated after 30 days. While in the middle of second course, my health deteriorated and there was no hope at all. In the course of continued treatment in one nursing home in Dimapur, with God's direction, one sister Abeni, w/o Lt. James Phom came and advised me to go to Prayer and Healing Centre at Kandinyu and to meet Dr. Lasau Kath saying "God's grace period is there for your healing and to witness Christ among Tuensang people." Thus prayerfully determined, I said to myself "If I die, I will die there and if it is God's will, I will get healed there." So on the last week of July 2000, I reached Kandinyu, registered my name with Rs. 70/- and began fasting and praying for 40 days along with Dr. Lasau Kath and prayer warriors and received God's miraculous healing. Our God is wonder working God. All glory and honour to Him alone. On September 2020, I have completed 20 years after healing and is living a healthy life with my loving wife, four children, grandson and in-law. I would like to acknowledge the followings :1. COTPA conducts raid in Wokha DIMAPUR: Under National Tobacco Control Programme (NTCP), COTPA flying squad consisting of Wokha District Administration, Police, Excise, Lotha Students Union, DBs and Women Police and members from NTCP conducted raids in and around the Schools and Colleges areas at Wokha Town, Friday. Lesson from China

A

fter the outbreak of the Wuhan virus also known as COVID-19 , it was another confirmation that wet markets were one of the main causes for spread of the virus. It has also led to serious debates about the well known Chinese culinary habits. The Chinese are known to eat almost everything that moves. China is the worlds biggest market in sale of banned wildlife species. China is one of the largest consumers of wild animals for food and use in traditional Chinese medicine in the world. A large volume of illegal trade has been recorded in the primary cities. According to a recent study, it was found that the most frequently used animal groups by quantity were reptiles (51%), followed by birds (21%) and mammals (10%). China’s reform and economic growth has resulted in an increasingly prosperous population in the region who can afford expensive wild animals, increasing the incentive to trap animals. Not only eating whatever meat, the Chinese hold some belief in the efficacy of certain wildlife species. Although the medicinal benefits of many wildlife products have not been proven scientifically, yet the belief in the system is strong. Bears are killed mainly for bile said to be treatment for some diseases. Even pangolin scales are held as efficacy for those suffering from infertility and aphrodisiacal properties of rhino horns.. Similarly, Tiger skins, claws, teeth and elephant tusks are also supposed to hold medicinal value. Bamboo rats are particularly popular as they are a delicacy eaten in parts of southern China. The list of animal including wildlife species that the Chinese use for consumption and for ingredients in traditional Chinese medicine is indeed very vast. The consumption of animal meat both domesticated or wild runs into several lakh crore rupees annually with wildlife species including endangered or extinct species valued at more than Rs.five lakh crore.The outbreak of the Wuhan virus has been a rude shock to the Chinese including other Asian nations as wet market where all varieties of meat including seafood are sold, were identified as the source of spread of the deadly virus. Different viruses spread easily if animals such as badgers, wolf pups, snakes, bamboo rats, bats, squirrels, raccoons and porcupines etc are kept in cramped, dirty conditions in market cages. From these places, the viruses can easily spread to handlers or customers through bodily fluids. Numerous infectious diseases, including HIV and Ebola, have their origins in close contact between humans and wild animals, and this looks set to be the case for COVID-19, which scientists have tentatively concluded originated in bats. The China syndrome should also set as an example for many other tribes about the inherent health risks from unhygienic wet markets. The American Public Health Organisation has called for a ban on concentrated animal feeding operations while the WHO has also raised alarm about the spread of multi-drug resistant infectious disease agents from industrial animal food production. These should result in tightening of rules and regulations over all meat, poultry and fish markets so as to ensure that health safety comes first.

Ministering in everyday opportunities that surround us does not mean that we select our own surroundings— it means being God’s very special choice to be available for use in any of the seemingly random surroundings which He has engineered for us. The very character we exhibit in our present surroundings is an indication of what we will be like in other surroundings. The things Jesus did were the most menial of everyday tasks, and this is an indication that it takes all of God’s power in me to accomplish even the most common tasks in His way. Can I use a towel as He did? Towels, dishes, sandals, and all the other ordinary things in our lives reveal what we are made of more quickly than anything else. It takes God Almighty Incarnate in us to do the most menial duty as it ought to be done. Jesus said, “I have given you an example, that you should do as I have done to you” (John 13:15). Notice the kind of people that God brings around you, and you will be humiliated once you realize that this is actually His way of revealing to you the kind of person you have been to Him. Now He says we should exhibit to those around us exactly what He has exhibited to us. Do you find yourself responding by saying, “Oh, I will do all that once I’m out on the mission field”? Talking in this way is like trying to produce the weapons of war while in the trenches of the battlefield— you will be killed while trying to do it. We have to go the “second mile” with God (see Matthew 5:41). Yet some of us become worn out in the first ten steps. Then we say, “Well, I’ll just wait until I get closer to the next big crisis in my life.” But if we do not steadily minister in everyday opportunities, we will do nothing when the crisis comes.

NSCN (I-M)’s statement on ongoing Naga talks

S

ignificantly, as the Indo-Naga political talks reached a critical stage it has drawn nation-wide attention like never before. The cry for early Naga solution is the ardent desire of every Naga and Indian as well. But Naga solution cannot be brought about at the cost of compromising our historical and political rights. We have had bitter and bloody experience with the 16 Points Agreement and Shillong Accord. These are nothing but political flattery to suppress the legitimate Naga political movement. Naga people should not allow such blunders to be repeated under the ongoing Indo-Naga political negotiation. Unique History: It took five years of intensive discussions that resulted to recognition of the uniqueness of Naga history and situation by the Government of India on the 11th July 2002 at Amsterdam. This historic declaration is the first ever that the GoI have admitted Nagas were never part of India at any given point of time and that the Naga issue is not that of law and order but political in nature therefore needing political solution. It also marked the basic

foothold on which solution to be worked out as two equal partners. Notably, it shows that the uniqueness of the issue demands a unique solution in which the sovereign rights of the Nagas are realized, while the security and paramount interest of India is at the same time safeguarded. Framework Agreement: The historic Framework Agreement of the 3rd August, 2015 brought about by the recognition of the unique Naga history and situation is no mean achievement for the Naga people. By signing the FA under the direct supervision of the dynamic leadership of the Prime Minister of India Mr. Narendra Modi, the Government of India has officially acknowledged the historical reality on the basis of which a permanent solution can be arrived at. The Government of India through the FA recognizes that sovereignty of India and the Nagas lies with their respective peoples. The agreement says, “Inclusive peaceful co-existence of the two entities sharing sovereign power”. By ‘Inclusive’ it means all Nagas and their territories in different administrative units and political camps

are to be included in the agreement. Co-existence of the two entities means that Nagas and Union of India will co-exist. And the new relationship between the two shall be as defined in the competencies. This is the only political process to bring solution that is honourable and acceptable. Competencies: It may be recalled that the FA was not published to public domain right after the signing as competencies were yet to be worked out at the same time the contents needed safeguarding before the completion of the competencies that will determine the New Relationship between India and the Nagas. While appreciating the genuine concern of the Naga people to know the details of the competencies, we are constraint to inform you that some of the competencies are still under hectic negotiation as you all are aware of. Any agreement signed under Indian constitution can be openly published like others do. But the FA and the competencies being worked out with “outside the box” solution needs caution till its completion. Therefore, we shall surely bring forth before the people in due course of time for wider

consultations. Nagaland/Nagalim: Naga people need not be confused of Nagaland from Nagalim. On the 22nd March, 1956, AZ Phizo formed the Naga Central Government which was later renamed as Federal Government of Nagaland in 1959 that covers the entire territories of Nagas and its people. And that is how our land came to be known as “Nagaland’. Some got confused in the name between Nagaland the country and Nagaland the 16th State of India, mostly to non Nagas out of ignorance and to a few Nagas deliberately. During the National Assembly at Gilgal Camp held from March 27th – 2nd April 1996, it was resolved to use Nagalim in Naga term for Nagaland. Nagalim is derived from the Ao indigenous dialect as ‘lim’ stands for land. Thus, Nagalim denotes Naga nation spread across different states within India and Burma, manipulated and divided between these two nations just after getting independence in 1947 and 1948 respectively. Therefore, Nagaland/Nagalim carries the same meaning as is Tatar Hoho for Parliament, Yaruiwo for

President, Kedallo for Vice President and so on and so forth. Thus Nagaland is used in Framework Agreement for the same context and reason. Naga Flag: To some Nagas, our flag may be just a piece of cloth but for the Nagas by blood and the NSCN, Naga Flag is our national and political identity, an inspiration and a covenant between God and Naga people. Nagas cannot bargain the God given rights for anything less than official recognition. Politically, any nation and its people are identified by the flag. In the same manner Naga flag is the political identity of the Naga people as a nation for which under its banner, more than 2,50,000 (two lakhs fifty thousand) Nagas have sacrificed their lives. There is no other way to go forward without the Naga flag. Constitution There has been much talk about constitution in the run up to finalising the IndoNaga political talks. Without constitution as the principles and laws that determine the power and duties of the government and guarantees rights to the people, how can a nation run? Constitution is

our soul without which we cannot govern. At present, different Naga political Organisations or Governments are using their own adopted Yehzabos for their day to day governance. However, the provision for constitution that is being negotiated with the GoI for recognition will be that of the people where after solution, it will be properly drafted by experts, intellectuals and professionals drawn from all walks of life from Nagalim including international constitution drafting experts and legal experts on the basis of the final political agreement made between India and the Nagas. To all of our people I earnestly appeal once again to be patient and allow the Naga talk team to secure our historical and political rights. Honourable, acceptable and early solution that is inclusive can only be achieved through the basis of Framework Agreement and Competencies being on the verge of completion. hese are the best times for the Government of India (GOI) via the Ministry of Home Affairs (MHA), the most powerful ministry in India headed by Amit Shah which could impose, invoke, introduce and act on any individual or organization that it considers creating internal and external threats/disturbances or acting against the objectives for which it stands for. And certainly, for those four organizations it is indeed the worst of times whose FCRA licences have been suspended. The State via the GOI comes out with such punitive measures whenever possible as the settings for the GOI via MHA is timely since we are badly hit by coronavirus. As we know that there are a few intellectuals languishing behind the bars for more than one year—all in the name of protecting the sovereignty of the state and those behind for alleged reasons seem to have been involved and engaged in antinational activities. Judicial trials takes its own course and citizens will have to put up with all these. We live in a world of rule of law which should be respected. Those organizations receiving the money for certain purposes should be spent accordingly. If there were deviations, GOI via MHA would take appropriate actions, since the moneys channelled from foreign donor agencies. Ministry of Home Affairs

According to the report, none of the association responded when asked by the reporters of “The Hindu” to comment on government’s decision suspending the FCRA provision. Cancellation of FCRAof the four churches raises a few questions: What are the reasons that prompted GOI via MHA to cancel the FCRA? Did the churches mentioned involve in any anti-social or antinational or subversive activities? Did their activities contradict the stated objectives?

It leads to a number of apprehensions and to an extent suspicion in the minds of many for not coming out open to the press or the reasons for evading to meet the press. Since the churches and those receiving overseas funds for the public cause should be transparent and accountable. In India the BJP, Congress and CPI-M and few others have been antagonistic towards NGOs receiving foreign funds. Some viewed and branded those organization NGOs (Christian) acting as stooges of imperial powers and influencing and interfering in the national and local politics of the country particularly in the pretext of working for the poor and the downtrodden.The scales of scepticism vary from one political party to another. Some are totally antagonistic towards Churches and mission agencies receiving donations from overseas organisations. Ministry of Home Affairs is responsible to monitor those organizations that receives foreign funds and are given the FCRA licence and has the right to remove or suspend or even cancel the FCRA provision if they are found deviating from the objectives and purpose for which they started. The GOI headed by BJP and its principal advisor RSS, Hindutva bandwagons such as Bajrang Dal, VHP and host of others do not want money flows from foreign donors to

church-based organisations as they are involved in proselytizing, particularly the tribal communitiespredominantly located in North-eastern India and other border states of North-east located in North India.There are diverse perceptions, theories and assumptions leading to proselyting activities being carried out by some churches that needs careful scrutiny. Every religion has its own innate contradictions and deficiencies. In that case Christianity as a religion has its own pitfalls. Rhetoric such as “Do not panic, Christianity is a failed project in India”, “British and overseas missions tried to convert Brahmins first”, “Indian Christianity has caste within”, and criticising its strategies and initiatives. Sources here said the meeting saw the Indian side seeking disengagement in all the friction areas with the military commanders to work out the phasing of final deployment to permanent posts. The Chinese embassy e-mailed a version of the

Wang outlined China’s “stern” position on the situation at the border and called on the Indian side to “move back all men and equipment that have trespassed”. The Chinese side said it was willing to hold “enhanced dialogue” at the field commander level to facilitate the process. It quoted Jaishankar as saying that India “does not consider the development of bilateral relations as dependent on the boundary question and India does not want to go backwards”. Sources here did not contest this Chinese assertion about Jaishankar. But they contradicted the Chinese quote about Jaishankar indirectly by saying that the recent incidents in eastern Ladakh “have” impacted the development of bilateral relationship. Sources underlined that while India recognised that a final solution would take time, peace on the border was essential for further

developing bilateral ties in other spheres. While agreeing on a five-point agenda to improve the current situation on the LAC which “is not in the interest of either side”, Jaishankar and Wang said both sides would continue dialogue at three levels - through the Special Representative mechanism, Working Mechanism for Consultation and Coordination and field commanders level. The ministers agreed that as the situation eases, the two sides should expedite work to conclude new Confidence Building Measures to maintain and enhance peace and tranquillity in the border areas. The interaction held on the sidelines of the Shanghai Cooperation Organisation (SCO) meeting agreed not to allow differences to become disputes by following all the existing agreements and protocol on China-India boundary affairs, maintain peace and tranquillity in the border areas and avoid any action that could escalate matters.

New Delhi, Sept 11 (AGENCIES): A petition has been filed in the Supreme Court seeking initiation of criminal contempt proceedings against India Today Consulting Editor and former Editors Guild of India chief Rajdeep Sardesai for allegedly scandalising the judiciary by his tweets against the court and its judges, reports Tribune India. Venugopal had last month urged the top court not to punish activist-lawyer Prashant Bhushan. He had also refused sanction to initiate contempt against actor Swara Bhaskar over her alleged remarks on the Supreme Court’s Ayodhya verdict, saying her comments did not amount to attack on the judiciary. Astha cited many of Sardeai’s tweets. In one such tweet posted on August 31 on Prashant Bhushan contempt case, he allegedly

NEW DELHI, SEP 11 (IANS): China has set up a military base near Finger 5, in the north bank of Pangong Lake, completely cutting off the Indian Army. The north bank of the lake is divided into 8 Fingers (fingers are mountain spurs jutting into a lake in military parlance) that are contested by both sides. India claims the Line of Actual Control at Finger 8 and had been holding on to area till Finger 4 but in a clear alteration of status quo, the Chinese have been camping at Finger 4 and have set up fortifications between Finger 5 and 8. Two months ago, Indian intelligence agencies flagged that cranes, concrete mixture trucks, and other building construction machineries were spotted near Finger 5. IMPHAL, Sep 11: Manipur chief minister N Biren Singh on Friday handed over monetary assistance of Rs 525.09 lakh to 272 start-up beneficiaries at the Manipur StartUp Conclave - 2020 organized by the state planning department in Imphal’s City Convention Centre. Beneficiaries included eight in StandUp category, five in revenue stage and 259 in idea stage of the scheme. Three rounds of selection of beneficiaries have been conducted so far since 2017-18 assistance provided to 877 startups. Manipur StartUp scheme was launched in 2017-2018 with the objective of building a strong eco-system to nurture startups with an aim to drive sustainable economic growth and generate large scale employment opportunities. A beneficiary can avail up to Rs one crore with 30% subsidy depending on the scale of their business. Addressing the conclave, Singh said that there was no dearth of talent and competence in the state, while claiming that hardworking young entre-

NEW DELHI, SEP 11 (IANS): Popular Arya Samaj leader Swami Agnivesh passed away on Friday after a cardiac arrest at the Institute of Liver and Biliary Sciences here on Friday evening. The hospital records have confirmed 6.30 p.m. as the time of his death. The hospital said that they attempted to revive him for half an hour before declaring Agnivesh dead. “On Friday, his condition deteriorated and he went into cardiac arrest at 6 p.m. Resuscitation was attempted but the stalwart passed away at 6.30 p.m. We join the country in mourning the loss of this beloved leader,” said an ILBS statement. The social activist was admitted to the ILBS on

Tuesday. He was critically ill and suffered from liver cirrhosis and was on ventilator support since Tuesday owing to multi-organ failure. His condition deteriorated on Friday. In a press release, CAPF president Y Kiumukam said that the lone PHC under Chessore sub-division was functioning from the medical officer’s quarter since 2000 due to lack of designated building. The forum said that PHC Chessore caters to the medical needs of 24 recognised villages and eight unrecognized villages. However, CAPF said that absence of designated PHC building has put a lot of strain in its functioning as the limited space was incapable of housing medical equipments and patients. The forum lamented various appeals and request to the responsible authority has fallen on deaf ears resulting in untold sufferings and inconveniences to the area people, who are often forced to seek treatment either at Tuensang or Zunheboto. NEW DELHI, SEP 11 (PTI): Prime Minister Narendra Modi said on Friday that students will study under a new curriculum drawn from the National Education Policy when the country celebrates its 75th year of Independence in 2022, and asserted that the curriculum will be “forwardlooking, future ready and scientific”. Addressing a conclave on “School Education in 21st Century” under the NEP 2020, Modi also emphasised on the need for children to study in their mother tongue or local language at least till Class 5. US to reduce troops in Afghanistan: Trump

Washington, Sep 11 (PTI): The United States will reduce the number of its troops in Afghanistan to 4,000 in a very short period of time, President Donald Trump said Thursday as he announced withdrawal of forces from other countries as well. “A lot of progress is being made in Afghanistan. But we’ll be down to 4,000 soldiers in a very short period of time,” Trump told reporters at a news conference at the White House. Likewise, in Iraq, the US will be down to about 2,000 soldiers in a very short period of time. In Syria, US troops are only guarding oil. “I think a small number -- but they’re guarding the oil. We’re helping the Kurds, and we’re making their lives much more pleasant because of the fact that we have the oil,” said the president. Tr ump also an nounced that Secretary of State Mike Pompeo will be departing this evening on a historic trip to Doha for the

beginning of intra-Afghan peace negotiations. The start of these negotiations beginning September 12 follows intense diplomatic efforts, including the US-Taliban Agreement and the USAfghanistan Joint Declaration, which were agreed to in February. “We’ve been negotiating with them for quite some time, getting along with them, moved a lot of soldiers out,” he said. Mike Pompeo welcomed the announcement that Afghanistan peace negotiations will begin on September 12. The start of these talks marks a historic opportunity for Afghanistan to bring an end to four decades of war and bloodshed, he said. Noting that the people of Afghanistan have carried the burden of war for too long, he said that they yearn for peace. “Only through an Afghan-owned, Afghanled political process -- one that respects the views of all Afghan communities, including women and ethnic and religious minorities -- can the parties achieve a durable peace,” he said. Observing that this opportunity must not be squandered, Pompeo said that immense sacrifice and investment by the United States, its partners, and the people of Afghanistan have made this moment of hope possible. “I urge the negotiators to demonstrate the pragmatism, restraint, and flexibility this process will require to succeed. FIFA endorses mobile app to report match-fixing approaches Hoofddorp, Sep11 (Agencies): A smartphone app developed by the international football players’ union allowing professional players to anonymously report match-fixing approaches was endorsed by FIFA on Friday. T h e ‘ Re d B u t t o n’ whistleblower app ensures anonymity to protect players who otherwise may fear consequences to their career or personal safety, FIFPro said in a statement. “With players facing disciplinary action for failing to report a match-fixing approach, there must be a way for them to do this without fear that they are putting themselves, their families and their careers in danger,” FIFPro legal director Roy Ver meer said. “The Red Button app provides this facility and will help players manage this considerable risk that, through no fault of their own, might confront them at any time.” Under the collaboration agreement, FIFA

will investigate confidential information submitted through the union-owned app, which is “built with technology that ensures no trace of a report is left on their smartphones,” the announcement said. The app, which is being distributed through national player associations, also gives players the option to submit contact information so investigators can contact them confidentially.
