RCUN hits out at NFR’s move DEMANDS DIMAPUR AS RLY DIV; THREATENS AGITATION
DIMAPUR, SEP 12 (NPN): Expressing utter dismay and vehemently condemning the step-motherly treatment meted out by Northeast Frontier Railways (NFR) in shifting Dimapur railway station from Lumding division to Tinsukia division, Railway Contactors Union Nagaland (RCUN) termed it as a “malicious and nefarious move by the NFR” and said that the union “will never accept” the shifting of the divisional headquarters at any cost. In a press note, RCUN has issued a stern warning to NFR that if it “does not withdraw the move/decision”, the union would be compelled to resort to various forms of protest like-- railway bandh, economic blockade, picketing etc. Taking serious note of the move, as reported by Nagaland Post, RCUN alleged that there were “some people and lobbies with vested interests who were working hand in glove with the NFR Guwahati, with ulterior motive of destabilizing the entire Railway Project in and around Dimapur, particularly after the Union Railway Minister, Suresh Prabhu declared Dimapur Railway Station as a Model Railway Station”. DIMAPUR, SEP 12 (NPN): Public Health Engineering Department (PHED) has informed that water supply to Dimapur town has been cut off due to heavy landslide near Jalukie Bridge, below T.L. Angami resort approach road. In a press release, PHED urban division, Dimapur, executive engineer P. Khetoi Awomi stated that about three 300 mm dia. DI pipes were washed away by river waters, adding that restoration of water supply would take a few days. Therefore, all the water supply consumers in Dimapur town have been requested to bear with the department.

The union rather demanded that Dimapur station, being the second highest contributor to NFR, be made as one of the divisional headquarters, since all the five were in Assam-- Tinsukia, Lumding, Rangiya, Alipurduar and Katihar divisions. RCUN said the members held an emergency meeting on September 11 in this regard and adopted several resolutions. Among the points raised in the resolution, RCUN said if Dimapur Railway station is brought under Tinsukia, which is 265 KMs from Dimapur, there would be undue delay in all commercial bookings of Business Racks under SLR Booking which is usually done in Lumding Div. HQ, just 69 kms from Dimapur. President sacks defiant Rajkhowa as Arunachal Gov N E W D E L H I , S ep 1 2 (AGENCIES): Arunachal Pradesh governor Jyoti Prasad Rajkhowa was removed from the office by President Pranab Mukherjee on Monday. A Rashtrapati Bhavan communique said Rajkhowa “shall cease to hold the office of the Governor of Arunachal Pradesh”. President Pranab Mukherjee has asked Meghalaya governor V Shanmuganathan to discharge the functions in addition to his own duties, until regular arrangements are made, it said. Rajkhowa, who was appointed governor of Arunachal Pradesh on May 12, 2015, was the first gubernatorial appointee of the Modi government and has also been sacked by it after informing the President that it has “lost trust” in him. Union home minister Rajnath Singh had called on the President last week and conveyed to him that Rajkhowa’s continuance in the post has become untenable after the Supreme Court’s observations against him over dismissal of the Congress government in the state.
Rajnath’s meeting with the President came after Rajkhowa refused to step down despite a nudge by the Centre to put in his papers after the Supreme Court+ passed serious strictures against him over the dismissal of the Congress government last year. A defiant Rajkhowa had said he would not step down but was ready to be sacked. “I want the President to dismiss me. I will not resign. Let the President express his displeasure. Let the government use provisions of Article 156 of the Constitution,” the governor had told a news channel. Rajkhowa said he had been asked to resign “on health grounds” weeks after the Supreme Court had restored the Congress government in Arunachal Pradesh and censured him. Rajkhowa had also written to the President explaining his position and the letter was forwarded to the home ministry by Mukherjee. However, when the home ministry submitted a detailed report on the governor to the President, he finally sacked Rajkhowa on Monday.

While making a fervent appeal to all the political, social and tribal leaders to take serious note of the issue, RCUN has specifically urged upon Nagaland Governor, chief minister and the MPs to take up the matter at the highest level. Centre’s advisory to states to curb drug menace N E W D E L H I , S ep 1 2 (Agencies): The Centre has asked states to focus on curbing the diversion for drug abuse of pharmaceutical products which have narcotic drugs and psychotropic substances. In a recent advisory sent by Union social justice ministry to states and UTs, the Centre flagged its concerns regarding drug menace and underlined various ways of combating it, reported TOI. Among many steps suggested, the letter has urged the states to strengthen their action on diversion and illicit trade of medical prescriptions which have narcotic drugs. The abuse of medicines by drug addicts is a longstanding problem and the decision of the Centre to flag it again shows the problem continues unabated. In the letter sent by joint secretary, social defence, Ghazala Meenai, the Centre has also asked the states to form interdepartmental committees to ensure coordination between different agencies working on curbing the drug menace. It has also suggested that state’s law-enforcement agencies work closely with the Central agencies for a crackdown on individuals involved in drug trade. At the same time, the government has sought that rights of drug victims/addicts be safeguarded. It said that irrespective of the legal position of a drug addict, should have access to all health facilities.

NH view on women quota, Municipal Act DIMAPUR, SEP 12 (NPN): Naga Hoho (NH) has explained that its stand over the contentious issue of 33% women reservation vis-àvis the Nagaland Municipal Act, 2001 in Nagaland, was borne out of its sole objective of safeguarding Art.371(A) of the Indian constitution, which provides constitutional guarantee against any act of Parliament (except only if passed by the state assembly) in respect of Naga customary laws and practices and ownership and transfer of all traditional lands and resources. Reiterating its stand , Naga Hoho through its Communication Cell, said the provisions reserved for Nagas under Article 371(A) were neither a sudden outburst of an individual nor an imposition of the will of others on the Nagas but a spontaneous flow of collective thoughts and aspirations of Nagas as a whole. Further, NH maintained that the special provision under Article 371(A) cannot be interpreted like that of the rest of other provisions in the Indian constitution. The NH stated that the government of India had known fully well that Nagas were distinct in all aspects and so inserted the provisions under Article 371(A)with a view of its historical and philosophical perspectives. Reaffirming that the Nagas in the state were the stakeholders in the provisions under Art.371(A), Naga
Hoho said any government of the day should consult the public organisations or civil bodies while interpreting the provisions that safeguard the right of the people. Therefore, in the light of the above, Naga Hoho said it was incumbent upon the government to consult civil bodies over the matter while trying to fulfil the aspirations of the people. In this regard, NH cited as example, sections of the Municipal Act that provides the power to impose land and building tax. It said unlike other states in India, the land holding system in Nagaland was different. The NH pointed out that levying tax over privately owned lands by the municipalities would therefore be deemed “unconstitutional and against the Naga customary practice”. In view of the peculiarity of land holding system in Nagaland, NH stated that the state government has to amend sections of its Municipal Act to exempt the private landowner from payment of tax to the government. Further NH also pointed out that the 33% reservation for women was just a component of Municipal Act of 2001 and 2006. It said that reservation was not the main bone of contention but sections in the Act that covered Land and Building tax which have to be addressed properly. NH said it also strongly felt that the state government has failed to review/amend the
Municipal Act in consultation with all stakeholders despite the resolution passed in the Legislative Assembly in 2012. In the light of the points raised, NH expressed the view that “women may be allowed to participate in Municipality through nominations with voting rights” and at the same time, was open to any percent be it 33% or even more if Naga people so desired. NMA appeals to NH, tribal hohos
DIMAPUR, SEP 12 (NPN): Naga Mothers Association (NMA) has expressed serious concern over the recent crisis within the Naga Hoho and the statements made by certain tribal Hohos on the Rongmei issue. In a press note, NMA appealed to the apex tribal bodies to “remain united at this crucial juncture in our history and lead the Nagas with the spirit of Reconciliation and greater wisdom”. NMA said there is always space for dialogue, where serious consultation on the ongoing issue could be contemplated. “We appeal to our brothers- our tribe leaders and the Naga Hoho, for unity against divisive forces from within and without, and work together in peace and greater understanding for the future of the Nagas,” Naga Mothers Association stated.
Cauvery water row: Violence in Tamil Nadu, Karnataka BENGALURU/CHENNAI, SEP 12 (AGENCIES): The unrest simmering in Karnataka came to a head on Monday after the Supreme Court modified its order on the release of Cauvery water to Tamil Nadu, directing the state to release 12,000 cusecs a day till 20 September instead of the earlier 15,000 cusecs per day till 16 September. Violence was unleashed across Karnataka, including its capital Bengaluru, Mysuru and Mandya, by farmers and pro-Kannada groups. One protester was killed in police firing in Rajgopal Nagar, Bengaluru. Traffic along the Bengaluru-Mysuru highway came to a halt as trucks and passenger vehicles bearing Tamil Nadu registration plates were burnt. A fleet of more than 30 buses belonging to a private operator was reportedly set on fire by a mob in a depot in Bengaluru. Shops owned by Tamilians, including the popular Adyar Ananda Bhavan chain of restaurants, were attacked. NEW DELHI, SEP 12 (PTI): The Centre will focus on low income states, hill states, northeast, and Andaman and Nicobar islands in phase III of its Technical Education Quality Improvement Programme (TEQIP), which aims to raise standards in educational institutions. The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, today approved the proposal for initiation of the 3rd Phase of TEQIP, which will be implemented as a ‘Central Sector Scheme’ with total project outlay of Rs 3,600 crore. Announcing the Cabinet decision, HRD Minister Prakash Javadekar said that the focus in this phase would be on seven low income states (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Rajasthan and Uttar Pradesh), 3 hill states (Himachal Pradesh, J&K and Uttarakhand), 8 northeastern states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura) and Andaman
and Nicobar Islands. He said that educational institutions will be chosen on the basis of a challenge mode like the competition that was held for cities under the Swacch Bharat scheme. Javadekar said that in the first two phases of TEQIP, southern and western states had benefited a lot so the focus is going to be on some other states in the third phase. According to a statement released by the HRD ministry, the project would be initiated with a cost of Rs 2,660 crore, with the possibility of additional financing of Rs 940 crore at later stage. Out of the Rs 2,660 crore, the Central share will be Rs 1,330 crore and external assistance from the World Bank through International Development Association (IDA) credit of Rs 1,330 crore (USD 201.50 million as first tranche), it added. The project will be implemented with the facility of Direct Funds Transfer to the accounts of beneficiary institutes. The project will be
initiated in the current year and will be co-terminus with Fourteenth Finance Commission (FFC) i.E. 2019-20, the statement added. An estimated 200 government or government-aided engineering institutes and Affiliating Technical Universities (ATUs), including the Centrally Funded Technical Institutions (CFTIs), will be selected under phase III of TEQIP. According to the HRD statement, TEQIP has focussed on better academic standards through accreditation, filling up faculty positions, training faculty in better teaching methods, improved research outputs in institution in focus states and UTs. Better administration of the institutions with improved financial and academic autonomy, better systems for assessment of student learning, higher transition rates, transparent and expeditious release of funds to institutes by way of Direct Funds Transfer (DFT) system, are the other outcomes of the project. KOHIMA, SEP 12 (NPN): To ensure that no person would be deprived of his life or liberty except in accordance with the procedure established by law, Kohima District Legal Services Authority (KDLSA) inaugurated the Legal Aid Clinic (LAC) at Kohima College Kohima this afternoon. Addressing after inaugurating the LAC, director National legal service Authority (NLSA) department of justice, ministry of law and justice, government of India, Geetanjili Goel appealed the lawyers and students to create awareness of legal services to ensure justice came at the door step. She said it was important
to know the basic knowledge of law and this course should be included in school curriculum so that legal knowledge could be disseminated to the larger community. Goel also urged continuous association with NLSA which basically works for the weaker and marginalized society. She said legal service was no longer confined to providing legal aid or providing the legalities in the courts only but it has expanded beyond which encompassed facilitating to various government schemes which were lost to all kinds of legislations. She said NLSA has launched seven schemes in 2015, covering diverse range of people like children, sex
workers, child tracking etc and said the pur pose of launching these schemes can be achieved by actualizing the schemes. Goel urged to identify issue and forward to NLSA thereby NLSA could generate some policies and schemes and wwoul work on the issues. She appealed to take legal service as a mission, adopt a village and make it legal literate village. Member secretary NLSA, department of justice, ministry of law and justice, Alok Agralwal in his address asked the students and lawyers not to wait for people who need justice, but instead to create legal awareness. Agrawal said people should know the government schemes through legal ser-
vices and said there should be legal services centers all over the country including schools and colleges, jail etc so that whoever has legal issues could avail the services. He opined to institute legal literacy club for better dissemination of legal awareness to the people particularly the weaker section who do not know their entitlement. Principal & district session judge, Kohima and chairman KDLSA Y.M Imchen NJS in his keynote address said the LAC was usually set up in villages, colleges or prisons and no fee would be collected from the beneficiaries of these centres. Imchen said every person who fulfilled the criteria to get free legal aid would be eligible to get free legal services in the LACs. He also said LAC would give assistance in drafting representations and notices in filling up forms for various benefits available under different government schemes, public distribution systems and other social security schemes. Member secretary Nagaland State Legal Service Authority (NSLSA) Nino Iralu also spoke at the function. Staff and students of Kohima College, Principal Law College and senior advocates, attended the programme.

WHL undertakes awareness activities
WHL officials during the awareness programme at Police Union Baptist Church. DIMAPUR: Universalization of Women Helpline (WHL) Scheme, which, along with Sakhi-One Stop Centre (OSC), was launched by governor of Nagaland P. B. Acharya on June 23rd, 2016, has begun its first phase of awareness generation programs beginning in Kohima, with the State Resource Centre for Women, Nagaland as the nodal agency for implementing the said schemes in the state. Women Helpline-181 team has begun its awareness activities through the first open house which was initiated by CHILDLINE Kohima at the Police Union Baptist Church, New Reserve (Phesama), Kohima on August 21 where the WHL-181 team also participated in creating awareness about the women helpline. WHL-181 team then organized an awareness program at Model Christian College (MCC) auditorium on August 31, with a keynote address by dean of Academics, MCC, Jamkhanmoi. A brief introduction on 181 Women Helpline and SakhiOne Stop Centre was given by Lanuienla Imchen, Helpline Manager, WHL-181, and a PowerPoint presentation followed where Renthunglo Kikon, WHL-181 Call Responder, informed on the working mechanisms of the 181 Women Helpline. The students participated in a role-play, portraying a
case on Domestic Violence, where a live-call was made to the 181. Another Awareness Programme on WHL 181, Sakhi OSC, Beti Bachao Beti Padhao (BBBP), CHILDLINE 1098, and Iodine Deficiency Disorders was organized by the State Resource Centre for Women, in collaboration with the department of Health and Family Welfare, on September 3 at Kohima Science College, Jotsoma. Here the keynote address was delivered by principal, Kohima Science College, Anungla Aier, wherein she stated that this was the right platform to address any issues related to women, and that even though often, women and girls are more vulnerable, it is important to understand that violence can be both against male and female. An introduction to BBBP was made by Juliana Medom, assistant state coordinator, SRCW, while Lanuienla Imchen, Helpline manager, WHL-181 gave a brief overview on the status of women and violence in the country and in Naga Society in particular. A PowerPoint presentation was made by Meziwang Zeliang, WHL181 Call Responder on the working mechanisms and support services of 181 Women Helpline Nagaland. Dr. Vezokho Kapu, CHILDLINE Kohima coordinator introduced CHILDLINE Kohima to the au-
dience. Dr. Aseno Rhetso, nodal officer, Kohima NIDDCP, department of Health and Family Welfare spoke on the importance of Iodine and gave a PowerPoint presentation on Iodine Deficiency Disorders and demonstrated the testing of Iodine. Dr. Akuo Sorhie, state programme officer, NIDDCP, department of Health and Family Welfare, highlighted the importance of Iodine, especially for a pregnant woman and for her unborn child. WHL-181 team visited Dainty Buds Higher Secondary School on September 8, where Renthunglo Kikon chaired the program and a PowerPoint presentation on the working mechanism of 181 Women Helpline was presented by Chothalü Phesa-o WHL-181 Senior Call Responder. The Women Helpline (181) is a Universal number providing 24 -hour toll-free emergency response to all women and girls affected by violence both in public and private spheres as well information about women related government schemes and programmes across the country are also provided through a single uniform number, 181. Sakhi-OSC is established in Dimapur in the premises of the District Hospital and has been providing integrated support and assistance under one roof to women affected by violence.

Mnp: Senior Congressman resigns as MLA, joins BJP Correspondent
IMPHAL, Sep 12: BJP’s campaign to put up a “big challenge” to the ruling Congress in Manipur for the next Assembly polls is bearing fruit with more political heavyweights joining the party. After submitting his resignation papers as MLA and member of the Manipur Pradesh Congress Committee (MPCC), seasoned politician Yumkham Erabot who was minister in the first two terms of Ibobi led Congress government today joined the BJP. Erabot as a heavyweight Congressman won the elections three times from Wangkhei A/C on Congress ticket since 1984 even though his initial political career started as Janata Dal. He was first elected as MLA from the same A/C on Janata Dal ticket. When the Ibobi led Congress government came to power in 2002, he was elected on Manipur State Congress Party (MSCP) which was later merged to the Congress under the leadership of current chief minister O Ibobi Singh. He was first elected in
1980 elections on Janata Dal ticket and became minister of Food and Civil Supply (FCS). In every Congress government since 1984 until the second term of Ibobi government, he was minister of cabinet rank even though he was a critic of chief minister O Ibobi Singh despite being from the same party. The 77 year-old seasoned politician said that he was insulted by the party (Congress) led by O Ibobi Singh as he was always stood against any wrong doings in the party as well as in the government. Even though he belonged to the ruling party, he himself and his people of Wangkhei Assembly Constituency were betrayed by the party and Ibobi led government, he said. “I am leaving the party (Congress) as my own party’s government treated my people of Wangkhei assembly constituency with step-motherly attitude,” Erabot said during a grand reception function held at BJP office here. State BJP president K Bahbananda and its former president and convener of state election Management commit-
tee Th Chaoba were among other leaders of the party who extended a warm welcome to the Congress bigwig joining the party. State BJP president Bhabananda lauded Erabot on his sincerity, courage and honesty toward serving the people as a seasoned politician of the state. “If you ask me to name a politician who is honest, sincere and courageous, I will definitely said Yumkham Erabot as the only such politician in the state”, Bhabananda said. The president said that the veteran politician who had dedicated whole his life for the cause of politics has been victimize in the last 15 years, despite the fact that he got elected in Congress party. “It is because of chief minister Ibobi’s unabated support to his nephew O Henery” he said. Henery, who had contested the last election against Erabot on MSCP ticket, got the backing of the chief minister even though Erabot was the official nominee of the party (Congress), the president alleged.
By joining the BJP after resigning from congress party, Y Erabot has proved that there was no place for honest person in the Congress party”, he added. Criticising the Congress government, Bhabananda further said that if there was no 10th Schedule the Congress government in the state would have been broken more than 10 times. Ibobi government had not taken up any programme or scheme of its own for the welfare of the poor section of society in the last 15 years. Before formally joining the BJP, Erabot with his large number of supporters went to the Congress office in Imphal and also at the Assembly secretariat to submit his resignation papers as MPCC member and as MLA. There was no information regarding acceptance of his resignations. However, MPCC has issued an order expelling Erabot from the party for six years with immediate effect for his “antiparty activities”. The order was issued by its general secretary Jiten, a party source said.

On 11th August 2016, I contributed an article under the caption “On NSF’s anti- AFSPA rally” which was published both in the Nagaland Post and the Eastern Mirror. In my article, I tried to encourage and support the issue taken up by the NSF with certain comments the manner in which the meeting should be chaired and addressed but had no intention to defame or tarnish the good image of Dr. Rosemary Dzuvichu. However, it is regretted that in my article it has mentioned that Dr. Rosemary Dzuvichu is a women of doubtful character and not only that she filed police FIR against Mr. Neiphiu Rio, the lone Naga Lok Sabha member at the behest of her pay master and political God-father which I failed to correct it due to oversight before publishing in the local dailies. In fact, what I meant to say was that, Dr. Rosemary Dzuvichu has filed Criminal Complaint against the lone sitting M.P. which was not welcome by the people. However, in the local paper it had appeared otherwise. Therefore, I had no intention to use statement such as ‘a women of doubtful character’ and filed ‘FIR against Mr. Neiphiu Rio at the behest of her pay master’ etc. If such statements has offended Dr. Rosemary Dzuvichu in any manner or defame the good image of hers, I immediately withdraw my statements and sincerely tender my unconditional apology without any hesitation. Agriculture department officials said that last time the state suffered from army worms attack was in the late 1960s, but the scale of damage was much low then now. As on Monday, Golaghat district in upper Assam is the worst-hit by army worms with 6, 671 hectare of paddy crop devoured, followed by Dibrugarh with 5,000 hectare cropland damaged. All these happened within three days. Sivasagar is the third worst affected district where 2,800 hectare cropland damaged. The other armyworms hit districts are Jorhat, Majuli, Lakhimpur, Kokrajhar, Barpeta, Nalbari and Dhubri. The armyworms attack came at a time when the farmers of the state have started preparing their fields for winter paddy after the devastating flood last month damaged nearly three lakh hectare crop areas. Bora said that his department has already submitted a memorandum to the centre highlighting that the state would need an estimated Rs 193.06 Crore to tide over the damage of agriculture lands due to flood.

G U WA H AT I , S E P 1 2 (AGENCIES): Swarm of armyworms devoured swathe of croplands in 10 districts of Assam, leaving the farmers, who have just started coming to terms with the recent flood devastation, high and dry. In last three days 17, 418 hectare cropland with paddy was destroyed by the army worms, a caterpillar locally known as shur puk. Agriculture minister Atul Bora on Monday sounded alarm on the fast spread of the army worms. The minister said that the speed in which army worms attacking croplands across the state is “unprecedented” and has taken almost “epidemic” proportion. “We had detailed discussion with the vice chancellor of the Assam Agricultural University for finding ways out of this menace. The university has provided us with a list of pesticides and various dos and donts. Meanwhile, we have instructed all our districtlevel agriculture officials to assist the farmers with all sorts of helps,” Bora said. The minister has also warned that any negligence on the part of agriculture officials would be dealt with firmly. “This is the biggest attack of army worms that the state is facing with. It is of an unprecedented and epidemic

Curfew in entire Valley on Eid; drones to keep vigil
said. This is probably for the first time that curfew will be in place on the day of Eid festival ever since militancy broke out in the state in 1990. Helicopters and drones will keep a bird’s eye vigil from the skies and give early warning to security forces in case of assembly of people in certain areas, the sources said. The government has already ordered shutdown of Internet services of all telecom networks and also mobile telephony except that of the state-run BSNL for the next 72 hours because of the tense law and order situation in the state. The decision to completely ban Internet services was taken after a review of the prevailing law and order situation in the state on the eve of Eid-ul-Zuha festival tomorrow, the sources said. They said Airtel, Aircel, Vodafone and Reliance telecom have been ordered to shut down their services with immediate effect for 72 hours. The BSNL too has been asked to stop its broadband services for Internet. However, post-paid BSNL connections, which are mainly used by police, army and government officials, have been kept out of the purview of the ban, the sources said. Mobile telephony was banned immediately after the death of Hizbul Mujahideen commander Burhan Wani in an encounter with security forces on July 8 which set off the current spiral of violence in the Valley. It was partially restored on July 27 followed by opening of only broadband Internet. Opposition National Conference slammed the government for its decision to impose curfew, saying it vindicated the party’s claim that the Mehbooba Mufti government had no control over the situation.
N EW D ELHI , S e p 1 2 (Agencies): Dawood Ibrahim’s fearsome reputation as a “global terrorist” and the architect of the biggest global narco-terror syndicate does not seem to have deterred one of his henchmen, Khalique Ahmad, from stealing as much as Rs 40 crore from the don himself. According to intelligence intercepts, Khalique was supposed to have picked up Rs 45 crore from a New Delhi-based “safedposh” (white-collared person) and sent Rs 40 crore abroad through hawala channels, after keeping Rs 5 crore as Dawood’s “transfer cost”. The 40 crores apparently disappeared, along with Khalique, reported TOI. Indian agencies learnt about the “embezzlement” through tapped conversations between Jabir Moti, Dawood’s henchman in Pakistan, and Khalique Ahmad, who used to shuttle between India and Sharjah, and used the number +9170852*22**. In the intercepts, Moti is heard telling Khalique that Dawood’s man, Razzak bhai, had raised the issue of misappropriation in the transaction. According to Razzak, Khalique misused the name of Bade Hazrat (Dawood) to swindle the money, causing a dent in the don’s reputation. The intercepts reveal that two of D Company “detectives” had even been sent from Delhi to Canada on November 26, 2015 to investigate the “fraud”. Khalique is currently believed to be hiding in Manipur, sources said. Half of the Rs 40 crore was to be sent to a Panama bank and the other half was to be invested in Dawood’s businesses abroad. In the con-
versations, Khalique denies the embezzlement allegations and says there had been some confusion. He explains that “broker accounts” had been activated to stash the cash wired from India. According to Khalique, Razzak had made some mistake in depositing the money in these accounts due to which the money had been blocked. He assures Moti that the money in Panama should be intact. Khalique further suggests the money could be withdrawn by him after he receives his credit/debit statements from the Panama bank. Or, he said, Razzak could take the money back into his account. Soon thereafter, Khalique went underground proving that he had indeed conned Dawood. The intercepts also confirm that apart from dealing in arms, extortion, conflict diamonds and narco-terrorism, India’s most wanted man and global terrorist Dawood Ibrahim had taken to money laundering and controlled a chunk of the black money racket in India. His men pick up cash from door-steps in Delhi, Mumbai and other areas and wire it to Panama, Canada, Dubai and Pakistan through hawala channels. The money is deposited in anonymous bank accounts or invested in companies. A chunk of the money is also invested with Dawood’s syndicate itself. After a few years, the money is routed back to India and returned to the owners as “white” money. The D Company does this at a steep price. For instance, the transfer cost of the Rs 45 crore transaction was 5 crores.

Few takers for simultaneous polls to LS, assemblies New Delhi, Sep 12 (IANS): Prime Minister Narendra Modi`s suggestion to simultaneously hold elections to the Lok Sabha and the state assemblies, on which the government has invited opinion from the general public, has few takers among political circles, with many parties terming it “impractical”. “It`s impractical. How would it be done,” asked Mallikarjun Kharge, the leader of the opposition Congress in the Lok Sabha. “Modi saab suggests it and leaves it. He should have given solutions to the problems related to it,” Kharge contended, asking that if a state assembly was dissolved one year into its five-year tenure, would there be president`s rule for the remaining period. Simultaneous elections to the Lok Sabha and the assemblies were held till 1967 when the dawn of coalition politics in the states saw many assemblies being dissolved without completing their full terms. Modi, at a conference of chief ministers and chief justices of high courts in April, supported the idea of simultaneous polls, saying that otherwise, “things get stalled and a lot of time is spent on elections”. The ruling Bharatiya Janata Party`s manifesto for the 2014 Lok Sabha elections that brought it to power also backed the idea of having simultaneous elections to the Lok Sabha and the Legislative Assemblies.
New Delhi, Sep 12 (Agencies): India Post users can now dial toll free number ‘1924’ and register their grievances under a new helpline launched by the Department of Posts (DoP) on Monday. While the Department of Posts was already handling complaints through Twitter, under its Twitter Seva Service, the new telephone helpline will be available for all network users including, landline and mobile. “Under Twitter Seva, the Department of Posts is already receiving about 100 complaints per
day,” said telecom minister Manoj Sinha. The toll free centre at Dak Bhawan, New Delhi, will function from 8am to 8pm, except for declared holidays and Sundays. Each complaint will be registered in a customer care centre portal and an 11digit ticket number will be assigned to it, the department said in a statement. The centre will be staffed with eight personnel and in case of heavy traffic calls will be diverted to DoP’s nodal centres where specific officials have been identified to address the complaints.

Srinagar, Sep 12 (PTI): For the first time in many years, all 10 districts of the Kashmir Valley will be under curfew on Eid tomorrow to prevent any outbreak of violence. The Army, which has been asked to be on standby, will step in if there is fresh outbreak of violence in the Valley, which has been witnessing widespread unrest for over two months leading to death of over 75 people so far, official sources said. Army troops have already been stationed at vantage points in rural areas which have a history of violent protests, they said, adding curfew will be in force from midnight tonight. Virtue of volunteerism
A
n old saying ‘necessity is the mother of invention’ means that a need or problem encourages creative efforts to meet the need or solve the problem. This saying appears in the dialogue Republic, by the ancient Greek philosopher Plato. In recent months. People across Nagaland proved that the old saying runs true when they covered potholes and repaired deplorable condition of roads. Newspaper reports during several months in the run up to the monsoon, were all about deplorable roads and of course, the never ending and lengthening power cuts. During the dry months, volunteers came out and repaired roads and covered potholes with donated materials or purchased with donated money. The kind of voluntary and selfless service done by scores of volunteers across Nagaland was spontaneous. It proved that when it comes to voluntary work, it is second nature for people in Nagaland. Despite some form of modernity, it is good that the inborn trait of doing voluntary work is still alive. However, there are also those who chose to curse and criticise ‘authorities, government, politicians’ then make great plans to name and shame whoever they accused and judged as guilty. These cynics have nothing else to contribute to society and so the only thing they’re good at and their great past time- to accuse, judge and condemn others. There are several factors responsible for deplorable roads in Nagaland. Those who have contributed to the poor quality road construction are the contractors (who are forced to cut corners by compromising the quality), who have to pay bribes to politicians, bureaucrats, technical officials and staff including landowners, unions and extortionists. The others who are also responsible include landowners who refuse to give land for construction of wide roads and drains. The landowners, especially encroachers have ensured that infrastructure development took a backseat in the drive towards progress. For example, it may be recalled, that the ministry of surface transport during 2000 had cleared to make the NH 29(erstwhile NH 39) to a four-lane highway, especially along the DimapurChumukedima stretch. Following the decision, the state government issued notifications reaffirming the National Highway Act 1988 by which 75 feet from the mid point of the road on either side, was deemed to be the road reservation area. This was to facilitate construction of the four-lane highway. Accordingly, a team was formed by the government to look into the matter but some individuals put a road block under specious plea that “not an inch of land belongs to the government”. These individuals wilfully misused Article 371(A) which safeguard ownership of land and its resources of the people and which no act of parliament could over rule unless duly approved by the state assembly. The Art.371(A) in fact does not give the right to individuals to encroach. Villages have always welcomed development and even parted with lands either donated or compensated. The sense of responsibility towards contributing their mite for development has been witnessed among people living in rural areas. These simple and uneducated people have better sense than the educated urban counterparts living in towns in giving land that the government wants for bringing development. Even with repair of roads that became deplorable after just two years of construction or clearing massive landslide; the ordinary and poor people gave their best without grumbling or questions asked. This is the real spirit of Nagaland.

Jesus gave the illustration here of a man who appears not to care for his friend. He was saying, in effect, that is how the heavenly Father will appear to you at times. You will think that He is an unkind friend, but remember— He is not. The time will come when everything will be explained. There seems to be a cloud on the friendship of the heart, and often even love itself has to wait in pain and tears for the blessing of fuller fellowship and oneness. When God appears to be completely shrouded, will you hang on with confidence in Him? The Shadow on His Fatherhood (see Luke 11:11-13). Nagaland Municipal Act, 2001 vis-à-vis 33% women Reservation F ollowing the recent decision of the state Cabinet to implement Nagaland Municipal Act, 2001 and to conduct elections to the Urban and Town council, the Naga Hoho have requested the state Government not to notify the cabinet decision till the issue is resolved unanimously with all the stake holders as it infringes the rights of Naga people which had guaranteed under Art 371(A) of the Indian Constitution. Thereafter, much has been written and views and opinions have been shared by many concerned and valued citizens. The Naga Hoho is also constrained to share our views and opinion with the sole objective to safeguard Art. 371(A) of the Indian constitution in matters relating to Nagaland Municipal Act, 2001 vis-à-vis 33% women reservation in the state. The Naga Hoho being a mass based organization deem fit to make its views clear that Article 371 (A) which may be viewed as collective view of the Nagas as a whole. Naga society being a free and democratic society in nature, everyone is entitled to air his or her own views but when any subject related to common interest is to be touch upon, it will serve us better if one refrains from making any remarks which may be counterproductive to our adversaries. In other words, the provision kept for us in the Article 371(A) are neither a sudden outburst of an individual nor an imposition of others will on us but it was a spontaneous flow of collective thoughts and aspirations of the Nagas as a whole. This very provision in our humble opinion should be construed harmoniously with special emphasis on the Naga political history and in the context only. This is because this provision although came along with the creation of the Nagaland State but its concept was enveloped through Political revolution much before the Constitution of India came into being. Another aspect which needs to be understood by all Nagas both young and old is that this particular provision was given to us in order to suit our society because our way of life is much more different from the rest of the people of India in every sense of the term. As a result, the special provision of Article 371 (A) which is meant for our people cannot be interpreted like

that of the rest of the provisions in the Indian Constitution. Otherwise it will be of no use to specifically insert this special provision in the Constitution if it is to be interpreted to serve the interest of other communities living within Indian Union. Knowing fully well that Nagas are distinct in all aspects be it in appearances or landholding system or tradition and religion, etc., the Government of India has inserted the provision of Article 371(A) with a view of its historical and philosophical perspectives. Perhaps, we do not realize that this very provision belongs to us and not to others. What we need to remember is that as of now this provision is the only bond of relationship between Nagas and Indians and nothing more. The people in the state are the stake holder under the provision of 371 (A). Therefore, any Government of the day must consult with the public organization or civil body while interpreting the provision to safeguard the right of the people. Hence the question of consulting the civil bodies in this regard by the Government is required towards fulfilling the aspiration of the people. Section 120 of the Municipal Act Provides the power to impose Tax. The said section empowers the Municipality to levy inter alia land and building tax within its limit of municipality; Section 120(1) of the Municipal Act provides tax on land and building. Section 120 (3) of the Municipal Act provides the Government will specified the land and building; Section 120 (4) & (5) of the Municipal Act provides the Government may order upon municipality to levy any tax and if fails to carry out, the Government may levy tax; Sections 123, 125, 144, 182, 193 and 194 of the Municipal Act made provisions for levy tax on land, buildings etc. Unlike the other States in India, the land holding system in the State of Nagaland is different. In the State of Nagaland, the land belongs to the individual/community and village authority. In other words, the private individuals are the owner of the land. The Government is not the landowner. For initiation of developmental activi-
ties, the Government acquired the land from the private individuals by way of purchased / paying compensation. Except Dimapur Mouza which has been declared as cadastral area, there is no patta system in other Districts in the State of Nagaland. Till date, most of the land even in the District Headquarter which comes under municipality belongs to the private individuals. Many individuals constructed their residential building as well as commercial building over the private individual lands and paying land tax to the original land owners. Therefore, to levy tax by the Municipalities over the private owned land would be unconstitutional and against the Naga Customary practice. No doubt, the buildings that fall under the jurisdiction of Municipalities, maybe liable to pay building tax as well as the individuals residing under the Government land maybe liable for land tax. The existing Municipal Act pertaining the provisions of land and building tax may be applicable in other parts of India where the land belongs to the Government. However, considering the peculiarity of land holding system in Nagaland, the Government need to amend the aforementioned section of the Municipal Act by exempting the private landowner for payment of land tax to the Government. Naga people must ponder on the question of Land and Building tax with all seriousness. The 33% Reservation for women is just a component of Municipal Act of 2001 and 2006 and therefore this is not the main bone of contention but the sections in the Act which covers Land and Building tax has to be address properly. Ever since the passing of Nagaland Municipal Act, 2001 and as amended in 2006 & 2007, the Naga Hoho along with ENPO submitted a joint Representation to the Hon’ble Chief Minister on 16th March, 2012 and urged upon for initiating necessary Amendment of the 33% women reservation and Sections (Land and Building tax) which were detrimental to the Naga society so as to protect the rights and aspiration of the Naga people. In response, the twelfth session of the eleventh Nagaland Legislative Assembly on 21st September, 2012 clearly
stated that- “whereas, “Having regard to the views of the Nagaland Legislative Assembly on the 33% reservation of seat for women in urban local bodies that emerged during the discussion on the issue held in the House today. The House, therefore, unanimously resolves that part 1XA of the constitution of India be referred to the Assembly Committee under rule 221 A of the rules of procedure in conduct of business in the Nagaland legislative Assembly to examine whether Nagaland should be exempted from the application of part 1XA of the constitution of India with instructions to present its report within six months” Accordingly, the Committee to scrutinize Parliamentary Laws for Application to Nagaland constituted under Rule 221-A of the Rules of Procedure and conduct of Business in the Nagaland Legislative Assembly had its in depth deliberations on 4th September, 2012 on the issue of 33% reservation of women as provided in Part 1XA of the Constitution of India and is of the consensus view that the 33% reservation of seats for women impinges/ infringes on the social and customary practices of the Nagas, the safeguards of which is enshrined in Art.371A of the constitution of India The Committee further recommended that the “state Govt may legislate its own laws with necessary amendments suitable and in consonance with the social and customary practices of the Naga people as envisaged by Art.371A of the constitution of India.The House therefore, resolved to exempt the operation of Part 1XA of the constitution in the state of Nagaland under Art.371A (1) (a) of the constitution of India.” It is undoubtedly true that we could not avail the flow of fund from Central Government in terms of development of Municipality and Towns but we should not look upon the fund alone leaving aside the future ramifications. The Naga Hoho strongly feels that the state govt. has failed to review/amend the Municipal Act in consultation with all stake holders despite the resolution passed in the Legislative Assembly in 2012. Nevertheless, we want women participation in Naga society in all
decision making considering their ability and contributions and therefore the Naga Hoho has advocated more empowerment for women. With the current election scenario in Nagaland involving corruption, manipulation and muzzle power, the Naga Hoho feels that women will be compelled to involve in such malpractices, which will totally lead to social degeneration, as the Naga women have played a pivotal role in keeping the society together. Over and above, we are afraid that genuine, capable, honest and deserving women who can bring changes and development to the Municipal and town councils may not be elected with this current trend of election system in Nagaland. We are sure that no Naga man is against the participation of womenfolk in decision making bodies but the only question is only to find out best ways and means in order to accommodate the womenfolk as desired by masses. Instead of pointing fingers as anti-women, male chauvinist or misogynists and medieval age etc, both men and women should refrain from diluting the issues by bringing gender politics but strive towards hammering out the differences in a manner of give and take policy. Keeping these in mind, the Naga Hoho is of the view that women may be allowed to participate in Municipality through nominations with voting rights and we are open to any percent be it 33% or even more if Naga people so desires. The most talked about part in Article 371A states- “Notwithstanding anything in this Constitution,— (a) no Act of Parliament in respect of— (i) religious or social practices of the Nagas, (ii) Naga customary law and procedure, (iii) administration of civil and criminal justice involving decisions according to Naga customary law, (iv) ownership and transfer of land and its resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides; Unfortunately, we tend to overlook when the subject matter is not one’s interest. RCUN condemns step-motherly treatment by NFR
he recent move of the Northeast Frontier Railway (NFR) to shift the administrative Headquarters of Dimapur Railway Station from Lumding to Tinsukia has come as a big blow to everyone, especially the daily commuters, Railway Employees and commercial houses among many other stakeholders in and around Dimapur. The Railway Contactors Union Nagaland (RCUN) has taken this issue very seriously as this insane move on the part of NFR Guwahati would not only jeopardize the economy of the region but also would have far reaching consequences on social, educational and demographical structure of Dimapur in relation to other parts of the country. It is really unfortunate that this malicious and nefarious move by the NFR has come at a time when countries like Japan and China are taking interests in collaborating with Indian Railways and operating Bullet Train Networks in India especially the MumbaiAhmedabad and Delhi-Chennai Corridors. When the entire Indian Railways is eager to make a massive face-lift and overhauling of its infrastructures, this decision on the part of NFR seems to be utterly primitive and thoughtless. Needless to say, there are some people and lobbies with vested interests who are working hand in gloves with the NFR Guwahati due to their ulterior motives of destabilizing the entire Railway Project in and around Dimapur especially after the Hon’ble Union Railway Minister, Shri Suresh Prabhu recently declared the Dimapur Railway Station as a Model Railway Station after the Dimapur-Zubza Project foundation stone was laid. There is no iota of doubt that the administration of Dimapur Railway Station has become significant in recent years due to the fact that it earns more revenue than any
other North Eastern State. As such, we argue as to why not make Dimapur a fully operational Divisional Headquarter under NFR and accord its long overdue status. Why should the NFR instead look towards Tinsukia as the only viable option? Are the people manning NFR Administration so shortsighted and against the Hon’ble Prime Minister Modiji’s Look East and Act East Policy that they are trying their level best to deprive Dimapur Railway Station of all facilities? Already a memorandum has been submitted to the Hon’ble Union Railway Minister, Shri. Suresh Prabhu by the RCUN for up gradation and modernization of Dimapur Railway Station. Is it a befitting manner of answering our legitimate demands? What has happened to the issues mentioned in the memorandum? NFR Guwahati has proved once and for all that there is no democratic handling of its affairs and that they are the most biased and illogical people in the Railway Fraternity by bringing Dimapur Railway Station under the ambit of Tinsukia Division which we oppose tooth and nail. RCUN stands committed for the welfare of the people of Nagaland and its adjoining areas and we strongly demand on behalf of the entire public and Railway Employees that Dimapur be upgraded to the level of Divisional Headquarter. We will never consider the option of the administrative headquarter being shifted to Tinsukia Division which will take us backward rather than looking forward with the vision of Look East Policy. Moreover, it is noteworthy that Dimapur is centrally located between Dibrugarh and Guwahati. Therefore it is highly questionable as to why NFR is focused on the development of Railways in Assam alone at the expense of Nagaland. It is not without any reason that we are making these legitimate arguments. The fol-
lowing few points of arguments were tabled at an Emergency Meeting of the RCUN held at Dimapur on 11th September 2016 upon receiving the alarming information of NFR’s decision to shift the administration of Dimapur Railway Station from Lumding to Tinsukia. These points will help in clearing any air of doubt surrounding this controversial move of the NFR. 1. In terms of revenue earning railway station under the NFR, Dimapur Railway Station stands in the second place whereas in terms of Per-Capita Rail Income under the NFR it stands undisputedly in the first place whereas Dimapur is a far smaller town in comparison with Guwahati. Dimapur also holds the position of being the second in terms of State-wise income. 2. If Dimapur Railway Station is brought under Tinsukia which is 265 KMs from Dimapur, there will be an undue delay in all commercial bookings of Business Racks under SLR Booking which is usually done in Lumding Div. HQ which is just 69 KMS from Dimapur and it is only a few hours distance from Dimapur and matters are sorted within a day. 3. Student concessions and Separate Coach bookings made for excursions and educational tours by educational institutions will become very difficult under the new administrative changes where the concerned party has to go to Tinsukia for the bookings delaying the whole process. 4. Special concession for Freedom Fighters which were always done from Lumding will become an issue of huge concern if it were to be done from Tinsukia Division. Did NFR think about these issues and the distance involved? 5. There is a system under the Railways whereby students and government employees including other workers
who are regular railway travellers can avail monthly pass on payment of Rs. 100. This can only be availed through the Divisional Headquarter whereby seeking permission by travelling all the way to Tinsukia makes it cumbersome and a source of harassing the public knowingly. 6. The transportation of Local Agricultural Products will be seriously affected as the SLR Coach Permission for this kind of transportation comes from the Divisional Headquarter which is currently in Lumding. Imagine the plight of the local farmers and agricultural farms if their products get spoilt due to any and obvious delay from Tinsukia Division. Who will take the responsibility then? Will you NFR? 7. Whenever the Railway Employees in Dimapur are seriously sick they are immediately shifted to the Lumding Divisional Hospital whereas now any sick Railway Employee would have to travel a whooping 265 KMS for any serious health emergencies. 8. Another contention of Railway Employees is that any on-duty staff can attend the Lumding Divisional Office for official works within one day and return whereas now they have to go to Tinsukia, halt there for a night and return on the next day! Where is the logic of NFR in jeopardizing the lives and comfort of its own employees? 9. Another serious issue related to shifting the administration of Dimapur Railway Station to Tinsukia is the issue of Railway Accidents and Derailments. Will Dimapur Railway Station wait for emergency relief services to arrive from as far as Tinsukia and abandon everything to make way for Recovery Vans to reach the accident spot only after a delay of around 10 hours or will it take necessary help and assistance from Lumding which is at an arm’s length? No amount of
insanity can surpass the insanity of the NFR Guwahati this time. 10. All the above mentioned facilities will be unduly delayed and the smooth commercial and educational processes would be jeopardized if the Administrative Control of Dimapur Railway Station is shifted to Tinsukia from Lumding as all these facilities gets verified and controlled from the office of the Divisional Commercial Manager whose office is in the Divisional HQ. Did NFR overlook all these aspects? 11. Adding to all these credible issues arising out of the step-motherly treatment of Dimapur by NFR, the decision of all cases related to Railways being transferred from Dimapur to Tinsukia has also set alarms ticking as the local lawyers have since opposed any advocate from Dimapur to represent their clients. Justice will not only be delayed but also be denied under such circumstances. The insanity of the NFR has contagiously infected the Lawyer fraternity of Tinsukia as well as they have forgotten all ethics of Judiciary and Democracy. Why should the cases be referred to Tinsukia when Dimapur has its own District Magistrate’s Court? Why is there open syndicalism of Lawyers at Tinsukia? 12. Logistically, Dimapur is a very important geographical and commercial town, since it is the corridor for both Nagaland as well as Manipur along with some important towns of neighbouring state Assam, especially Karbi Anglong. Consequently, Dimapur Railway Station is one of the most important Railway Stations in the entire region which makes it even more logical to support the cause of Dimapur Railway Station being upgraded into a Divisional Headquarter. 13. Dimapur has always been receiving unfair treatment from the NFR Guwahati. Though it is the highest
per-capita revenue generating Railway Station, there is only one Train, the Kamakhya-Dimapur Nagaland Express that originates from here. Earlier the Jan Shatabdi originated from Dimapur but later keeping up with the step-motherly treatment the point of origination was shifted from Dimapur to Jorhat and the train’s name was changed to Guwahati-Jorhat Jan Shatabdi Express. Everyone, including those at the helm of affairs must seriously ponder over this serious issue. They must make themselves aware and seriously take up this matter with utmost urgency at the highest level. Time has given us this opportunity to stand united in our efforts to fight this step-motherly treatment at the hands of the atrocious NFR. We fervently make this appeal to the Hon’ble State Governor, State Leaders including the Chief Minister of Nagaland, the Hon’ble Members of Parliament from Nagaland, NGO’s , etc. and every right-thinking citizen to act now and act tough so that we are not deprived of our legitimate rights and once and for all upgrade Dimapur to a model Railway Station along with making it a Divisional Headquarter for Nagaland and adjoining areas without any room for personal benefits and trick up anyone’s sleeves. If the NFR does not change its stance on the current issue and does not withdraw its move/decision we will be constrained to use all democratic means to bring the NFR on the right track. NFR will be solely responsible for any demonstrations, picketing and economic blockades imposed due to its undemocratic choice of folly and dirty politics over people’s popular consensus and legitimate demands. The ideals of Naga nationalism – a reflection
(From previous issue) If present day non-idealist Nagas cannot appreciate the ideals of past leaders, it was not their problem. The problem is with today’s contemporary leaders, devoid of that element of nationalism ideal. Naturally, non-idealists cannot fathom the in-depth philosophy of nationalism defined by idealism. It is not wise to accuse our past leaders as idealists and not realists. We are what we are today because of their pragmatism. The problems that exist in Naga society today is our own creation and not theirs’. During their times, they unified the Nagas because of which, we live as one people today. They were able to sustain that unity until some chose to betray them. Today’s generation
failed to follow their path. That was the cause of this depredation. Empires have ended. Kingdoms have become smaller. New nation states have emerged. It is a universal fact that global political and economic situations have changed. Yet, it is also a fact that territorial integrity of all sovereign nation states remained unchanged. One glaring example in contemporary world is the European Union (EU); a politico-economic union of 28 nation states in Europe. They founded the EU in the principle of interdependence, setting aside the territorial sovereignty of the member nation states intact and safe. The EU experiment suffered jolt when the United Kingdom, by a referendum, decided to quit EU. The reason was
to restore/regain primacy on her sovereignty. Brexit was the living proof that such ideal may not survive the test of time in the end because there cannot be clean and clear separation between politico-economic interdependence sovereignties and holistic sovereignty of a nation. Holistic sovereignty includes territories, people and supreme powers integrated into one wholesome unit. The early exit of United Kingdom from EU stands testimony on such lofty ideal. It is a good lesson that is never too late for Nagas to learn. Westphalian ideal of sovereignty undoubtedly inspired Naga nationalism but it is unwise to conclude that Naga nationalism originated from it and was entirely under its influence. It was an
established fact that, before the British invasion, Naga sovereignty existed as democratic republics in pure form at village levels. When it was time for British to leave Indian sub-continent, Nagas expressed their desire as early as in 1929, to return to that village sovereignty. When the intention of British’s betrayal became clear, Nagas declared the sovereignty of Nagaland on August 14, 1947, one day ahead of India’s independence declaration. Driven by desire and choice, each village republic pledged to one sovereign nation state in the spirit and principle of federalism. Railways considering introduction of Talgo type trains New Delhi, Sep 12(PTI): After the successful trial of Spanish made Talgo train, Railways is considering introduction of light weight aluminium coaches in the rail network to reduce the travelling time between metropolis. The Talgo train completed its final trial between Delhi and Mumbai in less than 12-hours at a maximum speed of 150 km per hour speed yesterday. We are exploring the possibilities of introduction of light weight aluminium coaches in our railway system, Railway Board Member (Rolling Stock) Hemant Kumar told PTI. Asked whether Talgo train will be considered for the Railways’ future high speed projects, Kumar said “We are looking at similar light weight type trains for speedy run on the existing network.” The light weight Spanish Talgo train hauled by Indian Railways locomotive covered the distance between Delhi and Mumbai in 11
hours 42 minutes in its final trial yesterday. The Spanish-made coaches with Indian Railways locomotive had left New Delhi at 2.45 PM on September 10 and reached Mumbai at 2.33 AM next day early morning on September 11 covering the 1,384 km stretch travelling at about maximum speed of 150 KMPH. Kumar said it was a successful trial by the Talgo train comprising light weight aluminium coaches with tilting technology. Asked about the way forward for acquiring such type of coaches, he said “we are examining every aspects. Whether to go for single tender or opting for open tendering process to acquire such train, we have to take a call on it.” However, he said “Talgo train design has to be changed as it cannot run in its existing form. While the width has to be increased from the existing size, the footboard height has also to be increased to match our platform height.”

New Delhi, Sep 12 (PTI/ IANS): Vector-borne disease dengue has affected more than 27,000 people and claimed 60 lives across the country while over 12,000 cases of chikungunya have been reported till last month. According to provisional figures put by National Vector Borne Disease Control Programme (NVBDCP), around 27,879 cases of dengue have been reported all over the country and the disease has claimed 60 lives till August 31.With over 5,000 affected cases in each of them, West Bengal, Odisha and Kerela have maximum number of dengue cases. -hile West Bengal has reported 5,129 cases, with 22 deaths; in Odisha, the disease has affected 5,183 people and claimed nine lives. In Kerala, 5,192 cases of dengue has been reported while nine people have lost their lives. In Karnataka, 3,788 people have been affected by dengue while it has claimed six lives. The NVBDCP figures for Delhi show there have been 487 cases of dengue and it has claimed two lives till August 31. However, a municipal body report today said at least 1,158 cases of dengue have been reported in the national capital with nearly 390 of them being recorded in the first 10 days of September. NEW DELHI, Sep 12 (PTI): Details of the multibillion euro contract for 36 Rafale fighter aircraft have been finalised and the government is now working on the inter-governmental agreement (IGA) with France. Government sources said the cost, offsets and service details have been finalised and now the effort is to firm up IGA as envisaged in a pact signed on January this year when French President Francois Hollande was in New Delhi. “The work on the intergovernmental agreement with France has started and would be finalised soon,” one of the sources told PTI. The sources said the text and language of the agreement is being finetuned and the deal is in the

The delivery for the fighter aircraft is expected to begin in 2019, with an annual inflation capped at 3.5 per cent. The price of the deal was brought down from nearly 10 billion euros, as sought initially, due to various reasons including tough negotiation by India, the discount offered by the French government and reworking of some of the criteria. During his visit to France in April last year, Prime Minister Narendra Modi had announced that India would purchase 36 Rafale jets in a governmentto-government contract. Soon after the announcement, the Defence Ministry scrapped a separate process that was on to purchase 126 Rafale fighter planes, built by French defence giant Dassault Aviation. Under the MMRCA (medium multi-role combat aircraft) project, the first 18 fighters were to be delivered “off-the-shelf ”, with the rest being manufactured in India after technology transfer. Under the new deal for 36 Rafales, the fighters will now be directly delivered to India from 2019 onwards.

New Delhi, Sep 12 (PTI): Government’s revenue collection in the first 5 months of current fiscal has shown impressive growth, with indirect taxes up 27.5 per cent and direct taxes, 15.03 per cent. The total direct and indirect tax collections at the end of August stood at Rs 5.25 lakh crore, about a third of the Rs 16.26 lakh crore target for 2016-17. The government is eyeing 12.64 per cent growth from direct tax to Rs 8.47 lakh crore in the current fiscal, and 10.8 per cent growth to Rs 7.79 lakh crore from indirect tax. Led by robust collections in personal income tax and excise duty, direct tax mop up touched Rs 1.89 lakh crore and indirect tax revenue stood at Rs 3.36 lakh crore during the April-August period.
New Delhi, Sep 12 (PTI): Retail inflation eased to a fivemonth low of 5.05 per cent in August, mainly because of a slower rate of price increase in vegetables as well as food and beverages. The rate of price growth, based on the consumer price index (CPI), was the lowest since March 2016 when it stood at 4.83 per cent. In the preceding month July, CPI inflation was at a nearly two-year high of 6.07 per cent. In August 2015, the rate of price rise was 3.74 per cent. Lower inflation in vegetables in August helped as the rate of price rise stood at a mere 1.02 per cent against 14.06 per cent in July, government data showed today. Food and beverage prices remained sticky as they grew 5.83 per cent in August in

Re-emergence of Federal Reserve interest rate hike alongside aggressive hedging strategy adopted by importers in the wake of implied currency volatility and ahead of key macro data release, predominantly kept home currency under intense pressure. A massive rout in domestic equities which plunged to its lowest level in 2-1/2 months after a wave of panic selling engulfed across the global financial markets in the face of a marked shift in Fed rate hike expectations and valuation concerns further dented investor sentiment. The stock market wobble comes after a massive rallying momentum that lifted key benchmark index to an 18month high recently. Moreover, the US dollar staged a strong pre-weekend rally on hints that the Fed will raise rates before the end of the year. A water-borne answer to the Solar Impulse - the plane that completed its round-theglobe trip using only solar energy in July - the Energy Observer will be powered by the Sun, the wind and self-generated hydrogen when it sets sail in February as scheduled. An agreement was signed between the University of Tasmania (UTAS) and M S Swaminathan Research Foun-
dation in Chennai last week for a USD 2 mllion project supported by the Australia-India Strategic Research Fund. They will conduct research on salt-tolerant rice varieties identified from wild species using biotechnology approaches in India and in Australia. Rice was one of the most important staple foods in the
world, with 92 per cent of all rice produced in Asia, said Holger Meinke, head of the university’s School of Land and Food head. Production in this region was increasingly impaired by seawater intrusion or saline water tables rendering vast areas of land unproductive and threatening the livelihood of many rice farmers. “Researchers from University of Tasmania, supported by Tasmanian Institute of Agriculture, will be using a variety of wild rice that is capable of growing in highly saline coastal areas to identify and transfer traits that confer its remarkable salinity-stress tolerance,” Meinke said. “These traits will be transferred to traditional rice cultivars using a range of modern plantbreeding techniques to create a salt-tolerant rice variety which will be suitable for growing conditions in India and other saline environments around the world,” Meinke added.

Islamabad, Sep 12 (PTI): Pakistan and Russia are set to hold their first-ever joint military exercises later this year, media reported today, reflecting increased military cooperation between the two former Cold War rivals. Around 200 military personnel from the two sides would take part in the joint military exercises, The Express Tribune quoted a senior Pakistani official as saying. The move comes amidst increasing defence ties between Moscow and Islamabad as the latter was also thinking to buy advanced Russian warplanes. Dhaka, Sep 12 (PTI): With the recovery of more bodies, the death toll in a fire tragedy at a food and cigarette packaging factory in Bangladesh today climbed to 33, while authorities called in the army to join the combing operation at the still- smouldering accident site. Four more bodies were pulled out of the rubble of the four-storey Tampaco Foils Ltd factory in Tongi, just north of capital Dhaka, Gazipur district authorities said. Fire at the factory was still not doused completely more than 48 hours after the tragedy struck ahead of Eid festival. There were about 100 people inside the factory when the explosion occurred on Saturday, and most of them were to leave for a week-long holiday for the festival. Twenty two teams of firefighters and army were engaged in search and rescue operations. The death toll on Saturday stood at 25 and four bodies were retrieved yesterday. Around 70 people were also injured. The latest victims were yet to be identified. The fire was initially thought to have been triggered by a powerful boiler explosion but officials later said they have found the factory tank intact fuelling speculation that a gas leak could be the reason behind the blast. The father of one of the victims filed a case against the factory’s owner and six others last night. Owner Mokbul Hossain has been named the prime accused, bdnews.com quoted officer-in-charge of Tongi Police Station Firoz Talukder as saying. Beijing, Sep 12 (PTI): China and Russia today launched a major naval exercise in the South China Sea, firming up their growing strategic alliance apparently to counter military push by the US into the region amidst muscleflexing by the PLA into the disputed waters. The eight-day “Joint Sea 2016” drill will feature the highest ever level of standardisation, combat and digitalisation in recent China-Russia drills, Chinese Navy spokesperson Liang Yang said. China has not clarified whether the exercises would be held in the disputed parts of the South China Sea, especially Beijing’s nine dash-line which was struck down by international court of arbitration in July. However, the state-run Xinhua News Agency said a Russian fleet today arrived at Zhanjiang port in the Guangdong province and the exercises would be held off the Guangdong coast, which is further away from the contested areas. The participants will undertake joint air defence, anti-submarine operations, landing, island-seizing, search and rescue and weapon use.

The modelling reality show, an adaptation of “America’s Next Top Model”, was judged by model-actress Lisa Haydon and celebrity photographer Dabboo Ratnani. The contestants at the show were mentored by VJ and actress Anusha Dandekar and image consultant and grooming expert Neeraj Gaba. The show commenced with 13 new faces vying for the title and was down to three of them emerging as frontrunners. Along with the title, Pranati will also get to model for certain brands with a modelling contract for a year and an opportunity to feature in a reputed lifestyle magazine. Pranati Rai Prakash eyes Bollywood, but is not in a hurry “Life is a fantasy that I’ve been creating constantly. London, Sep 12 (IANS): Revenue at English football giants Manchester United has topped half a billion pounds for the first time, the club revealed on Monday in its annual report. Reporting its finances for the year to June 30, this year, MUFC said the club generated revenues of 515.3 million pounds ($685 million), up by 30 percent on a year earlier. Commercial revenue, at $357 million was 36 percent higher than the previous year, and income from broadcasting rights increased by 30 percent to $187 million, boosted by the club’s participation in European competitions. The club reported a record operating profit of 68.9 million pounds ($92 million). Income from its match days at its stadium in the city was $142 million, up by 18 percent and again helped by United’s participation in European competitions plus progression in the domestic cups.

London, Sep 12 (Agencies): A statue to “properly recognise” the career of Newcastle United legend Alan Shearer has been unveiled outside St James’ Park. Shearer attended the ceremony earlier and said he especially liked the 9ft 6ins (2.89m) tall statue because “it has hair”. The £250,000 brass statue, paid for by the family of ex-chairman Freddy Shepherd, was kept under wraps since it was put in place on Friday. Newcastle United has not commented. Hundreds turned out to watch Shearer and Lord Mayor of Newcastle, Hazel Stephenson, unveil the statue, which shows his famous one hand in the air goal celebration. Shearer said: “I’m very proud and honoured to be stood here with this statue. “When I come down this road seeing it will make me immensely proud. It is here because I enjoyed playing football.” The former England captain, now a BBC pundit, joined the club in 1996 for a then-record breaking £15m and went on to score 206 goals in 10 years, before becoming manager in 2009. Mr Shepherd said the statue would honour the striker’s “unique career”. Northumberland artist Tom Maley has spent almost six months casting the structure. Mr Shepherd said: “It is now 10 years since he retired and our family decided that fans shouldn’t have to wait any longer for his unique career to be properly recognised.” Former Blackburn Rovers and Southampton star Shearer scored 148 goals in 303 games for Newcastle although won no silverware with the club - and netted 30 goals in 63 games for England.

Alex Hales London, Sep 12 (IANS): Owing to security reasons after the Dhaka blasts this year, England One-day International (ODI) captain Eoin Morgan and opening batsman Alex Hales have opted out of Octobers cricket tour of Bangladesh because of security concerns. “While we understand and respect Eoin and Alex’s decision, we are disappointed that they have made themselves unavailable for selection for the Bangladesh tour,” England director of cricket Andrew Strauss said in a statement on Sunday. India’s Dhama crashes out of Paralympics Rio de Janeiro, Sep 12 (IANS): India’s Ankur Dhama crashed out of the first round of the men’s 1500 metre T1 event despite finishing second in his heat at the Paralympic Games here on Sunday. Dhama clocked a time of four minutes and 37.61 seconds in Heat 1, a couple of seconds ahead of Raxon Oscar (4:57.22) of Guatemala. But his timing was not good enough to ensure a spot in the semi-finals as according to the rules, only the group winners and the three best losers from the first round could progress. Deniz Semih of Turkey clocked a time of 4:11.75 to advance from Heat 1. Kimani Mushai of Kenya registered his season’s best time of 4:04.50 to win Heat 2. Capt. Kenguruse football tournament begins Correspondent Kohima, Sep 12 (NPN): The second edition of Capt (late) Kenguruse MVC Memorial Football tournament got underway Monday with IGAR (N) Maj. Gen. M.S. Jaswal gracing the tournament as the chief guest at Kohima local ground. On the first day, six matches were played with three matches each at Kohima local ground and Tsiesema Basa ground. The final match of the tournament would be played at Kohima local ground on September 19. Sakshi enters top-5 in world rankings NEW DELHI, Sep 12 (PTI): Riding on her bronze medal finish at the Rio Olympic Games, Sakshi Malik entered the top-five in the latest UWW (United World Wrestling) rankings, rising to a careerbest 4th position in women’s 58kg category. Previously unranked, Sakshi, who became the first Indian woman wrestler to win an Olympic medal, claimed the position in the latest list. Another Indian woman wrestler - Vinesh Phogat - who made an exit in the quarterfinals after a knee injury during the Olympics, climbed up two places to 11th position in the 48kg category. In the men’s freestyle category, Sandeep Tomar and Bajrang Punia were the only Indians to make it to the top-20 list. Sandeep, who bowed out of the Olympics after losing his bout in the initial round, is currently placed at 15th position in the 57kg category, while Bajrang is ranked 18th in 61kg weight division.
Rohit retained; Binny axed for NZ series
Mumbai, Sep 12 (PTI): Star batsman Rohit Sharma was retained despite his indifferent form but all-rounder Stuart Binny was axed as the selectors announced a largely unchanged 15-member Indian Test squad for the three-match home series against New Zealand, here today. Besides Binny, pacer Shardul Thakur was also overlooked from the squad which was truncated to 15 from the 17 that beat West Indies 2-0 last month. The series against New Zealand starts September 22 in Kanpur. “We have stuck to the combination which has done very well. We were of the opinion that this was the
best possible combination for New Zealand,” chief selector Sandeep Patil told reporters after chairing the final meeting of the current selection committee. Rohit’s form was expected to be a major talking point today given that in the series against West Indies, he mustered only 9 and 41 from two innings in the third Test at Gros Islet, the only time he got a chance to play in the series. Rohit also did not do well in the first innings of the ongoing Duleep Trophy final in Greater Noida after being specifically included in one of the teams -- India Blue -- following his return from the West Indies
and the USA. “Everyone, from selectors, coaches and the captain, felt that Rohit is a fabulous player and he needed a longer run,” Patil said justifying the selection. Senior opener Gautam Gambhir was notably ignored by the selectors despite four back-to-back half centuries in the ongoing Duleep Trophy. Instead, the committee persisted with Shikhar Dhawan, whose place in the side has been questioned along with Rohit. “We want him (Dhawan) to come good, not only him, we want all 15 to perform. We have faith in all 15,” was Patil’s response when asked why Dhawan was retained. “We are very happy with how K L Rahul has settled into the senior team. We have discussed not only Gautam but other seniors also. We have not forgotten the seniors, we discuss a lot of players... we have chosen only 15 players for this series but I am happy to say that we have a big pool of some 30 odd players,” Patil said. The squad to be led by Virat Kohli has six specialist batsmen with Wriddhiman Saha as the wicketkeeper. The opening slot would be taken by Dhawan and Murali Vijay, while the middle order features Kohli, Ajinkya Rahane, K L Rahul, and Cheteshwar Pujara along with Rohit.
