RCUN hits out at NFR’s move DEMANDS DIMAPUR AS RLY DIV; THREATENS AGITATION
DIMAPUR, SEP 12 (NPN): Expressing utter dismay and vehemently condemning the step-motherly treatment meted out by Northeast Frontier Railways (NFR) in shifting Dimapur railway station from Lumding division to Tinsukia division, Railway Contactors Union Nagaland (RCUN) termed it as a “malicious and nefarious move by the NFR” and said that the union “will never accept” the shifting of the divisional headquarters at any cost. In a press note, RCUN has issued a stern warning to NFR that if it “does not withdraw the move/decision”, the union would be compelled to resort to various forms of protest like-- railway bandh, economic blockade, picketing etc. Taking serious note of the move, as reported by Nagaland Post, RCUN alleged that there were “some people and lobbies with vested interests who were working hand in glove with the NFR Guwahati, with ulterior motive of destabilizing the entire Railway Project in and around Dimapur, particularly after the Union Railway Minister, Suresh Prabhu declared Dimapur Railway Station as a Model Railway Station”. Water supply to Dmu cut off
DIMAPUR, SEP 12 (NPN): Public Health Engineering Department (PHED) has informed that water supply to Dimapur town has been cut off due to heavy landslide near Jalukie Bridge, below T.L. Angami resort approach road. In a press release, PHED urban division, Dimapur, executive engineer P. Khetoi Awomi stated that about three 300 mm dia. DI pipes were washed away by river waters, adding that restoration of water supply would take a few days. Therefore, all the water supply consumers in Dimapur town have been requested to bear with the department.

It further pointed out that Dimapur Railway station was the second highest revenue earning station under NFR amongst the North Eastern states, while in terms of per-capita Rail income, Dimapur station “stands undisputedly in the first place”, overtaking Guwahati. With the very fact that Dimapur Railway Station has been earning more revenue than any other North Eastern state, RCUN questioned NFR as to what was the need to shift the divisional headquarters to Tinsukia? The union rather demanded that Dimapur station, being the second highest contributor to NFR, be made as one of the divisional headquarters, since all the five were in Assam-- Tinsukia, Lumding, Rangiya, Alipurduar and Katihar divisions. RCUN said it was a legitimate demand of the people and warned that the union along with the people would oppose tooth and nail against such move. Reaffirming its demands put forth in the memorandum submitted to the Union Railway Minister, the union said it would stand by it till justice was delivered. RCUN said the members held an emergency meeting on September 11 in this regard and adopted several resolutions. Among the points raised in the resolution, RCUN said if Dimapur Railway station is brought under Tinsukia, which is 265 KMs from Dimapur, there would be undue delay in all commercial bookings of Business Racks under SLR Booking which is usually done in Lumding Div. HQ, just 69 kms from Dimapur. Further, it said student concessions and separate coach bookings made for excursions and educational tours by educational institutions would become very difficult under the new administrative changes where the concerned
President sacks defiant Rajkhowa as Arunachal Gov N E W D E L H I , S ep 1 2 (AGENCIES): Arunachal Pradesh governor Jyoti Prasad Rajkhowa was removed from the office by President Pranab Mukherjee on Monday. A Rashtrapati Bhavan communique said Rajkhowa “shall cease to hold the office of the Governor of Arunachal Pradesh”. President Pranab Mukherjee has asked Meghalaya governor V Shanmuganathan to discharge the functions in addition to his own duties, until regular arrangements are made, it said. Rajkhowa, who was appointed governor of Arunachal Pradesh on May 12, 2015, was the first gubernatorial appointee of the Modi government and has also been sacked by it after informing the President that it has “lost trust” in him. Union home minister Rajnath Singh had called on the President last week and conveyed to him that Rajkhowa’s continuance in the post has become untenable after the Supreme Court’s observations against him over dismissal of the Congress government in the state.
Rajnath’s meeting with the President came after Rajkhowa refused to step down despite a nudge by the Centre to put in his papers after the Supreme Court+ passed serious strictures against him over the dismissal of the Congress government last year. A defiant Rajkhowa had said he would not step down but was ready to be sacked. “I want the President to dismiss me. I will not resign. Let the President express his displeasure. Let the government use provisions of Article 156 of the Constitution,” the governor had told a news channel. Rajkhowa said he had been asked to resign “on health grounds” weeks after the Supreme Court had restored the Congress government in Arunachal Pradesh and censured him. Rajkhowa had also written to the President explaining his position and the letter was forwarded to the home ministry by Mukherjee. However, when the home ministry submitted a detailed report on the governor to the President, he finally sacked Rajkhowa on Monday.

To this, the union questioned-- “Why should the cases be referred to Tinsukia when Dimapur has its own District Magistrate’s Court?” The union reminded NFR that Dimapur railway station is geographically advantageous and strategically located covering both Manipur and neighbouring towns in Assam. While making a fervent appeal to all the political, social and tribal leaders to take serious note of the issue, RCUN has specifically urged upon Nagaland Governor, chief minister and the MPs to take up the matter at the highest level. Centre’s advisory to states to curb drug menace N E W D E L H I , S ep 1 2 (Agencies): The Centre has asked states to focus on curbing the diversion for drug abuse of pharmaceutical products which have narcotic drugs and psychotropic substances. In a recent advisory sent by Union social justice ministry to states and UTs, the Centre flagged its concerns regarding drug menace and underlined various ways of combating it, reported TOI. Among many steps suggested, the letter has urged the states to strengthen their action on diversion and illicit trade of medical prescriptions which have narcotic drugs. The abuse of medicines by drug addicts is a longstanding problem and the decision of the Centre to flag it again shows the problem continues unabated. In the letter sent by joint secretary, social defence, Ghazala Meenai, the Centre has also asked the states to form interdepartmental committees to ensure coordination between different agencies working on curbing the drug menace. It has also suggested that state’s law-enforcement agencies work closely with the Central agencies for a crackdown on individuals involved in drug trade. At the same time, the government has sought that rights of drug victims/addicts be safeguarded. It said that irrespective of the legal position of a drug addict, should have access to all health facilities.

NH view on women quota, Municipal Act DIMAPUR, SEP 12 (NPN): Naga Hoho (NH) has explained that its stand over the contentious issue of 33% women reservation vis-àvis the Nagaland Municipal Act, 2001 in Nagaland, was borne out of its sole objective of safeguarding Art.371(A) of the Indian constitution, which provides constitutional guarantee against any act of Parliament (except only if passed by the state assembly) in respect of Naga customary laws and practices and ownership and transfer of all traditional lands and resources. Reiterating its stand , Naga Hoho through its Communication Cell, said the provisions reserved for Nagas under Article 371(A) were neither a sudden outburst of an individual nor an imposition of the will of others on the Nagas but a spontaneous flow of collective thoughts and aspirations of Nagas as a whole. Further, NH maintained that the special provision under Article 371(A) cannot be interpreted like that of the rest of other provisions in the Indian constitution. The NH stated that the government of India had known fully well that Nagas were distinct in all aspects and so inserted the provisions under Article 371(A)with a view of its historical and philosophical perspectives. Reaffirming that the Nagas in the state were the stakeholders in the provisions under Art.371(A), Naga
Hoho said any government of the day should consult the public organisations or civil bodies while interpreting the provisions that safeguard the right of the people. Therefore, in the light of the above, Naga Hoho said it was incumbent upon the government to consult civil bodies over the matter while trying to fulfil the aspirations of the people. In this regard, NH cited as example, sections of the Municipal Act that provides the power to impose land and building tax. It said unlike other states in India, the land holding system in Nagaland was different. The NH pointed out that levying tax over privately owned lands by the municipalities would therefore be deemed “unconstitutional and against the Naga customary practice”. In view of the peculiarity of land holding system in Nagaland, NH stated that the state government has to amend sections of its Municipal Act to exempt the private landowner from payment of tax to the government. Further NH also pointed out that the 33% reservation for women was just a component of Municipal Act of 2001 and 2006. It said that reservation was not the main bone of contention but sections in the Act that covered Land and Building tax which have to be addressed properly. NH said it also strongly felt that the state government has failed to review/amend the
Municipal Act in consultation with all stakeholders despite the resolution passed in the Legislative Assembly in 2012. In the light of the points raised, NH expressed the view that “women may be allowed to participate in Municipality through nominations with voting rights” and at the same time, was open to any percent be it 33% or even more if Naga people so desired. NMA appeals to NH, tribal hohos
DIMAPUR, SEP 12 (NPN): Naga Mothers Association (NMA) has expressed serious concern over the recent crisis within the Naga Hoho and the statements made by certain tribal Hohos on the Rongmei issue. In a press note, NMA appealed to the apex tribal bodies to “remain united at this crucial juncture in our history and lead the Nagas with the spirit of Reconciliation and greater wisdom”. NMA said there is always space for dialogue, where serious consultation on the ongoing issue could be contemplated. “We appeal to our brothers- our tribe leaders and the Naga Hoho, for unity against divisive forces from within and without, and work together in peace and greater understanding for the future of the Nagas,” Naga Mothers Association stated.
Cauvery water row: Violence in Tamil Nadu, Karnataka BENGALURU/CHENNAI, SEP 12 (AGENCIES): The unrest simmering in Karnataka came to a head on Monday after the Supreme Court modified its order on the release of Cauvery water to Tamil Nadu, directing the state to release 12,000 cusecs a day till 20 September instead of the earlier 15,000 cusecs per day till 16 September. Violence was unleashed across Karnataka, including its capital Bengaluru, Mysuru and Mandya, by farmers and pro-Kannada groups. One protester was killed in police firing in Rajgopal Nagar, Bengaluru. Traffic along the Bengaluru-Mysuru highway came to a halt as trucks and passenger vehicles bearing Tamil Nadu registration plates were burnt. A fleet of more than 30 buses belonging to a private operator was reportedly set on fire by a mob in a depot in Bengaluru. Shops owned by Tamilians, including the popular Adyar Ananda Bhavan chain of restaurants, were attacked. NEW DELHI, SEP 12 (PTI): The Centre will focus on low income states, hill states, northeast, and Andaman and Nicobar islands in phase III of its Technical Education Quality Improvement Programme (TEQIP), which aims to raise standards in educational institutions. The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, today approved the proposal for initiation of the 3rd Phase of TEQIP, which will be implemented as a ‘Central Sector Scheme’ with total project outlay of Rs 3,600 crore. Announcing the Cabinet decision, HRD Minister Prakash Javadekar said that the focus in this phase would be on seven low income states (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Rajasthan and Uttar Pradesh), 3 hill states (Himachal Pradesh, J&K and Uttarakhand), 8 northeastern states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura) and Andaman
and Nicobar Islands. He said that educational institutions will be chosen on the basis of a challenge mode like the competition that was held for cities under the Swacch Bharat scheme. Javadekar said that in the first two phases of TEQIP, southern and western states had benefited a lot so the focus is going to be on some other states in the third phase. According to a statement released by the HRD ministry, the project would be initiated with a cost of Rs 2,660 crore, with the possibility of additional financing of Rs 940 crore at later stage. Out of the Rs 2,660 crore, the Central share will be Rs 1,330 crore and external assistance from the World Bank through International Development Association (IDA) credit of Rs 1,330 crore (USD 201.50 million as first tranche), it added. The project will be implemented with the facility of Direct Funds Transfer to the accounts of beneficiary institutes. The project will be
initiated in the current year and will be co-terminus with Fourteenth Finance Commission (FFC) i.E. 2019-20, the statement added. An estimated 200 government or government-aided engineering institutes and Affiliating Technical Universities (ATUs), including the Centrally Funded Technical Institutions (CFTIs), will be selected under phase III of TEQIP. According to the HRD statement, TEQIP has focussed on better academic standards through accreditation, filling up faculty positions, training faculty in better teaching methods, improved research outputs in institution in focus states and UTs. Better administration of the institutions with improved financial and academic autonomy, better systems for assessment of student learning, higher transition rates, transparent and expeditious release of funds to institutes by way of Direct Funds Transfer (DFT) system, are the other outcomes of the project.
