Oxford COVID vaccine trial resumes LONDON, SEP 12 (PTI): Biopharmaceutical giant AstraZeneca and the University of Oxford on Saturday said that clinical trials for their coronavirus vaccine have resumed in the UK after the Medicines Health Regulatory Authority’s (MHRA) confirmed that the trials were safe. The human trials resumed days after a pause had been announced in the trials after an adverse reaction in one of the participants. AstraZeneca and the University of Oxford, as the trial sponsor, said that they cannot disclose further medical information but confirmed that independent investigations concluded that the trials were safe to restart. “Clinical trials for the AstraZeneca Oxford coronavirus vaccine, AZD1222, have resumed in the UK following confirmation by the MHRA that it was safe to do so,” AstraZeneca said in a statement. “AstraZeneca is committed to the safety of trial participants and the highest standards of conduct in clinical trials. “The company will continue to work with health authorities across the world
India’s COVID cases cross 46-lakh mark NEW DELHI, SEP 12 (PTI): India’s COVID-19 caseload raced past 46 lakh with a record 97,570 infections being reported in a day, while 36,24,196 people have recuperated so far taking the national recovery rate to 77.77 per cent on Saturday, according to Union health ministry data. The total number of coronavirus cases mounted to 46,59,984, while the death toll climbed to 77,472 with 1,201 people succumbing to the infection in a span of 24 hours, the data updated at 8 am showed. The COVID-19 case fatality rate due to the coronavirus infection has further dropped to 1.66 per cent. There are 9,58,316 active cases of COVID-19 in the country which comprises 20.56 per cent of the total caseload, the data stated. India’s COVID-19 tally had crossed the 20lakh mark on August 7, 30 lakh on August 23 and it went past 40 lakh on September 5. According to the Indian Council of Medical Research (ICMR), a cumulative total of 5,51,89,226 samples have been tested up to September 11 with 10,91,251 samples being tested on Friday.

the body. AstraZeneca, the biopharmaceutical giant in tie-up with the university to produce the vaccine, had described the pause as a “routine” one following what was “an unexplained illness”. Oxford University’s Jenner Institute team started working to develop a vaccine against SARS-CoV-2, or the virus which causes COVID-19 in January this year and says it has been working with “unprecedented urgency” in a race against the coronavirus. Phase I and II results proved positive as they showed that the vaccine induced strong antibody and T-cell immune responses for up to 56 days after they were given. T-cells are crucial for maintaining protection against the virus for years. During the study, participants who received the vaccine had detectable neutralising antibodies, which have been suggested by researchers as important for protection, and these responses were strongest after a booster dose, with 100 per cent of participants’ blood having neutralising activity against the coronavirus.

China’s PLA releases five Arunachal youths I TA NAG A R , S E P 1 2 (PTI): Five youths who were allegedly abducted by the People’s Liberation Army (PLA) of China near the McMahon line in Arunachal Pradesh’s Upper Subansiri were released on Saturday in Anjaw district, around 1,000 km away. The youths -- Tanu Bakar, Prasad Ringling, Ngaru Diri, Dongtu Ebiya and Toch Singkam -- were handed over to the Indian Army by the PLA after completion of necessary formalities, Tezpur-based defence spokesperson Lt Col Harsh Warrdhan Pande said. “All five of them will now be placed under quarantine for 14 days as per COVID-19 protocols and thereafter be handed over to their family members,” the spokesperson said. Taking to Twitter, Chief Minister Pema Khandu thanked the Army and the Union government for securing their return. The development comes amid a prolonged border face-off between India and China in eastern Ladakh.

KOHIMA, SEP 12 (NPN): Leading private hospitals in Kohima have revealed that the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)— flagship health assurance scheme of the Government of India— was not userfriendly despite the state having 2.43 lakh AB-PMJAY e-card holders as of September 5, 2020. With all the district hospitals designated as COVID-19 hospitals, the state government empanelled private hospitals, which were earlier not empanelled, to provide an alternative for hospitalized care to PMJAY beneficiaries. The leading hospitals in Kohima have, however, expressed dismay over the delay and mode of payment by the insurance company and the rates being very poor. They said the system of payment by insurance company was very poor, adding that pending bills in one hospital alone was more than Rs.30 lakh. DIMAPUR, SEP 12 (NPN): Nagaland COVID-19 tally breached the 5000-mark on Saturday after 118 fresh cases were reported from across the state. On Saturday, 113 cases were detected in Dimapur, 2 each in Kohima and Peren and 1 in Mon district, taking the tally to 5064 cases. Out of 5064 positive cases, the distribution across
various categories of people include 2377 cases from the Armed Forces, 1399 returnees, 317 frontline workers and 971 traced contacts. According to Health department’s weekly bulletin, positivity rate had increased in the last two week after a small decline. It further said that a total of 69,050 samples had been tested till date.
DIMAPUR, SEP 12 (NPN): The newly formed Political Affairs Mission (PAM) of the NPF has called upon all Naga Political Groups (NPGs) to unite in order to facilitate in bringing about ‘one agreement, one solution’ to the protracted Naga political issue. PAM also appealed to both NSCN (I-M) and the Working Committee of the NNPGs to “welcome each other with open arms as brothers” and to “stick to what has been agreed upon in the Framework Agreement signed on August 3, 2015 and the Agreed Position signed on November 17, 2017.” This was conveyed by PAM after the consultative meeting with the 7 NNPGs at Father’s House Church, Chumukedima which was chaired by opposition leader and chairman of PAM, TR Zeliang. Dr. Kezha said that the insurance company, which was supposed to pay the bill within two weeks, normally pays after delaying for months and that too in lump sum without specifying for which the bill was paid. He said government insurance companies must be given preference. Further, he said that many e-card holders were not well informed about when to use the card. Dr.Kezha said the patients mostly submit the card during the time of discharge leaving the hospital in tight situation. Mentioning about the poor rates, Dr. Kezha said suggestions were put forth to the health department for revised rates as the present rate was too poor for the hospitals to continue. Raising similar issue, Dr. Vikethonyü Kesiezie,
managing director Oking hospital and research clinic Pvt. Ltd, said the rates were “ridiculous”. He reminded that hospitals were not getting any profit out of the PM-JAY. However, since the hospital cannot afford to deny health services to the poor people, they have resumed accepting PM-JAY e-card holders. According to Dr. Kesiezie, after a gap of two/ three months the hospital received some payment few days back of about Rs. 14-15 lakh and about Rs. 30 lakh balance was yet to be paid by the insurance company. He said it was discouraging that dues were not cleared on time while the hospital, considering the poor condition of the patients, cannot deny them healthcare. Dr. Kesiezie also raised the issue of patients submitting e-card while being discharged and said they must be well informed about the usage of card. BAN urges govt to ban collection at check gates DIMAPUR, SEP 12 (NPN): Business Association of Nagas (BAN) has appealed to the state government to do away with collection of money at all check gates and highways and ensure safe passage to transporters entering/ crossing the state. BAN through its media cell said it has taken note of the warning issued by Karbi Anglong truckers that they would be compelled to block the National Highways to Dimapur unless the DC Dimapur reviewed the order of taking punitive action against overloading of goods vehicles under relevant MV Act. In this regard, BAN said that not addressing the demand of transporters would “greatly affect most Naga business firms in Kohima and Dimapur” especially at a time when business crippled by
COVID-19 pandemic had just started and was limping back to normalcy with great difficulty. The association said that transport trucks not entering state’s two main commercial hubs would bring business into a stand still. Stating that transporters carry excess load to meet the multiple collection of money at various points, BAN said that complying with the order would adversely affect the business fraternity with high cost of transportation. BAN said that the brunt of price rise would ultimately be borne by the public/ consumers. Meanwhile, expressing resentment over nonimplementation of GST norm, BAN said that tax for both central and state were paid, but transporters were subjected to pay beyond GST.
H&FW department obsessed with COVID: AMK India, China troops within shooting range ‘Patient dies at PMTI for want of emergency services’ DIMAPUR, SEP 12 (NPN): Taking serious note of an incident at Para-Medical Training Institute (PMTI) Kohima, where a patient seeking health care had died in the OPD, the Angamimiapfü Mechü Krotho (AMK) has slammed the Health & Family Welfare department for being more obsessed with COVID-19 than other emergency cases. In a statement, AMK president Kevinourheno Seyie and general secretary Shürhivino Nakhro, while not denying that the new disease (COVID-19) had caused unprecedented challenges to the health care system around the
world, expressed concern that despite several months into the crisis, no decisive strategy had been made to provide general health care to the poor especially in Kohima, forcing the poor patients to seek health care services in private hospitals, which was beyond their means. It pointed out that the Naga Hospital Authority Kohima (NHAK) authority had issued an order on September 3 informing the public about the rollback of NHAK into normal public healthcare delivery service and also shifting of all Covid-19 sample testing, triage OPD/Flu OPD to TT stadium with effect from September 4. However, AMK said except shifting of the sample testing centre from NHAK, there was no resumption of general public health care services at NHAK. It said
that only OPD services, without emergency services, was operational at the Para-Medical Training Institute (PMTI). Reminding that it had also raised several issues regarding lack of emergency and in-patient care services in government establishments for poor patients including cancer care and dialysis for renal failure patient, AMK pointed out that it was incumbent upon the government to ensure that no lives were lost for want of services in the district hospitals. AMK said that after the death of a patient in the OPD of PMTI, it was learnt that PMTI was not equipped to deal with such emergencies. This incident has exposed a very tragic inadequacy and unpreparedness of the government healthcare facility, AMK
stated. To this, the Krotho wo n d e r e d h ow m a n y loss of lives would it take for the Health & Family Welfare department and the NHAK to resume the public healthcare delivery service? The Krotho further demanded to know as to why services were not resumed despite repeated declaration that were made including the principal director of Health department? While stating that it was not vilifying any individual in position of authority, AMK however asserted that accountability should be fixed and the concerned authority and the government must ensure that no further lives were lost for want of health care facility or lack of decisive planning to provide appropriate health care facility. NEW DELHI, SEP 12 (IANS): China has mobilised thousands of soldiers, tanks and howitzers within rifle range of Indian Army deployment at Spanggur Gap in the southern part of Pangong Tso in eastern Ladakh, sources said, even as Indian troops are on high alert. The Chinese People’s Liberation Army made provocative military deployments at Spanggur Gap, which is between Gurung Hill and Magar Hill, from August 30 after Indian soldiers seized tactical heights on the ridge line on the southern bank of Pangong Tso near Chushul at the Line of Actual Control (LAC). “Seeing the Chinese PLA troop and guns mobilisation, the Indian Army too made mirror deployments at Spanggur Gap.
