Raise voices against corruption: Acharya
DIMAPUR, SEP 13 (NPN): Governor of Nagaland, P.B Acharya, who is on a two-day visit to Phek district, has urged upon the leaders of NGOs and all the stakeholders to raise their voices against the menace of corruption in the society. Acharya said Naga society has been plagued by corruption, which, he described as the “biggest disease in our society.” According to an official bulletin, the governor visited Lozaphuhu, Phek and Chizami villages under Phek district on Tuesday. Addressing the citizens of those villages, Acharya asked the villagers to build cordial relationship among themselves and also with neighbouring villages in order to become a vibrant society. Emphasising the importance and scope of Mithun rearing especially in those villages, the governor advised the villagers to promote the rearing of Mithun on a large scale. At the same time, the governor stressed on the importance of wildlife and forest preservation, which, he said, was a necessity at the present context. Further, asking the villagers not to discriminate women based on their gender on any issues, Acharya said

NEW DELHI, SEP 13 (AGENCIES): Ministry of Road Transport & Highways (MoRTH) wants all hoardings and advertisements to be removed from the right of way as these distract attention of drivers and can cause accidents. It has directed all highway engineers to inspect all national highways and submit report of existing advertisements and hoardings on these stretches. Referring to an earlier circular, the ministry has mentioned that no advertisement hoardings are permitted on NHs in the right of way except informatory signs of public interest such as hospitals, bus stations or advertisements of temporary nature announcing local events. The ministry in its circular issued last week has said that despite its policy hoardings are generally spotted along the National Highways. “It was decided that the regional officers/ engineering liaisoning officers within their jurisdiction shall inspect the NHs by prioritising heavily trafficked NHs and other NHs,” the circular said. Indian highways are more accident prone as these pass through habitations and further expansion poses bigger hazard unless enough caution is taken during the implementation stage. Last year 51,204 people were killed on national highways, which was 35% of the total fatalities on all roads.
DIMAPUR, SEP 13 (NPN): A series of reports carried by Nagaland Post on the wilful neglect/step-motherly treatment to Dimapur railway station as well as Dimapur airport highlighted the problems. Besides railway, the newspaper has also been publishing reports on the state of the Dimapur airport during the past decades. The Railway Contractors Union Nagaland (RCUN) has reacted to the reports and though belated, there is hope that an organised body would be able to spearhead a strong forum to act as a pressure lobby. The RCUN has rightly demanded that instead of shunting Dimapur from Lumding (69 Kms away) to
Tinsukia (265 Kms away), Dimapur should be upgraded to a Division on account of earning the second highest revenue for the NFR. There is also dire need to employ youths from the state in its various NFR office branches in Dimapur and also as TTEs etc. The airport issue is also of paramount importance for air travellers. The length of the present runway could be increased through realignment. This would enable landing and take off of larger bodied aircraft such as Boeing 777s or Airbus 330/340 etc. The demand for a four weekly Delhi- Guwahati-Dimapur-Guwahati-Delhi flight remained unfulfilled. This will enable travellers to fly to Aizawl, Imphal or Barapani (Shillong) from Guwahati.
However, recent events have shown that leaders have largely focussed on their pet airport projects. Dimapur airport and connectivity has been given less importance than construction of greenfield airports at Chiethu (near Kohima) or Razaphema. Also instead of making a consistent and strong plea for completing the inordinately delayed Dimapur-Tizit and Dimapur-Tuli railway lines, the onus has been on Dhansiri-Karong or Dimapur-Zuba railway line. If the Dimapur-Tizit/ Tuli and also Dimapur-Zuba lines are completed, Dimapur will deservedly have to become a Division. However under the present circumstances, it appears that certain officials in NFR have other ideas.
Never recommended PR in Arunachal: Rajkhowa ITANAGAR, SEP 13 (IANS): A day after his removal as Arunachal Pradesh Governor, J.P. Rajkhowa on Tuesday said he had never recommended that President’s Rule be imposed in the state in January. In his farewell message to the people of the state, he sought to clarify that PR was imposed on the recommendation of the Prime Minister and the Union Cabinet chaired by him under Article 356 of the Constitution. “I would like to make it clear that President’s Rule was not imposed on the governor’s report only. On recommendation of the Prime Minister and the Union Cabinet chaired by him and only after proper assessment and due application of mind, the President decides under Article 356 of the Constitution, on imposition of his Rule.
“I would like to make it absolutely clear so that there is no misunderstanding about me being anti-democratic, which some quarters have been alleging. I had never recommended that the President’s Rule should be imposed in the state of Arunachal Pradesh on January 26,” said the outgoing Governor. “I would not like to pass any comment on the circumstances leading to the imposition of President’s Rule on the Republic Day 2016 and its subsequent revocation by a promulgation of the President of India on February 19, 2016, as the entire matter on the constitutional validity or otherwise of the President’s Rule is yet to be decided by the five-member constitutional bench of the Supreme Court of India, which is yet to pass its judgement and order on a civil application filed by some parties,” he said.

‘Indigenous minority tribes PM to review progress of Swachh Bharat Mission ZUF & NSCN (I-M) clash; 1 killed of Nagaland’ body formed DIMAPUR, SEP 13 (NPN): With a view to protect the rights of indigenous minority communities of Nagaland, a conglomeration of four tribes-- Kuki, Kachari, Garo and Mikir/Karbi, formally launched an organization known as the ‘Indigenous Minority Tribes of Nagaland’ (IMTN) on Monday. Informing this in a press note, IMTN interim president K. Lun Tungnung said the organization was formed “with the consent and blessing of the apex body of the four indigenous tribal organization/ hoho of Nagaland”. It has been formed to “protect and preserve the resources, land, cultural, political and social rights of the four Indigenous minority tribes living within the state of Nagaland and whose rights and voices has been trembled upon within their own state of Nagaland for
a long time”, he added. The meeting held at Phaipijang village community hall, Dimapur was attended by the leaders of the four tribes led by the respective presidents, in the presence of GBs belonging to the four tribes, student bodies, women organizations, well-wishers, officers and national workers (NPGs) irrespective of their allegiance and groups. The house also resolved to “unite and work together to protect the rights and privileges of these tribes within our own state”. The house elected an interim body headed by K. Lun Tungnung, as president; vice president, Deben Mech; general secretary, S.K. Khemprai; jt. secretary, Biplab Sangma; finance secretary, William Terang; info secretary, Richard Haolai and Mohendro Thaosen as asst. info secy.

The Ministry of Drinking Water and Sanitation (MDWS) along with the active support of Urban Development Ministry is organising a one-
day conference INDOSAN (India Sanitaion), to review the implementation of the Swachh Bharat Mission nationally. The conference is scheduled on September 30, and will be inaugurated by the Prime Minister Narendra Modi, according to a letter send to the states by the MDWS. The ministry has also invited chief min-
isters, ministers and principal secretaries in charge of SBM in the states along with collectors and panchayat representatives. “INDOSAN is envisaged as an annual national event to bring together all stakeholders working in sanitation-government, NGOs, academicians, researchers, partner agencies and corporates on one plat-
form for shared vision,” it added. The letter also says there will be deliberations on a roadmap highlighting actions, interventions and milestones towards achieving the national goals of elimination of open defecation and initiation of solid & liquid waste management activities in every town of the country by 2019.

MUMBAI, SEP 13 (PTI): Prime Minister Narendra Modi’s famous slogan of ‘acche din’ had originally been coined by his predecessor Manmohan Singh but has now become the “millstone” around the NDA government’s neck, Union Minister Nitin Gadkari said today. “Acche din maanne se hota hai (Good days depends on one’s belief). It was at an NRI meet in Delhi that Manmohan Singh had said that ‘Acche din ayenge’ (good days will come). “When asked when ‘acche din’ will come, Singh had replied, ‘in the future’. Modiji said the same thing somewhere and it has now become the millstone around our neck,” Gadkari said at an event here. Modi had extensively used the ‘acche din’ slogan during the last Lok Sabha elections. “Achhe din kabhi nahi aate. Achhe din ke naare gale mein fasi haddi hain (Good days never come. Aier said PPE distributed by labour department would useful for the personal hygiene and safety of the workers and also for environment protection. He explained in detail
about the equipments and asked the workers to use it sensibly, not to consume alcohol while on duty, to be attentive at work and avoid carrying excessive weight. The commissioner also explained the provisions provided to manual workers by the government of India and advised them on safety measures for the sanitary workers to prevent diseases. workers. He informed that KMC has 32 sanitary workers who work even on Sundays and festivals without any holiday. He encouraged the workers to work sincerely with the provided equipments. NSSATA demands release of pending salaries
DIMAPUR: Nagaland SSA Teachers Association (NSSATA) has demanded for release of pending salary from the month of May till day stating that failure on the part of government to release the pending dues would invite “unwanted situation”. In a press statement NSSATA president, Aliba Sangtam and general secretary Thungchamo Lotha stated that it had learnt through “reliable sources that release of first installment for financial year 2016-17 from MHRD is under process and expected within a few days time.” NSSATA has demanded payment of all the dues once the fund was released from the MHRD, stating that “piece meal salary will lead to nonperformance of duty for which the department and state government will be held solely responsible”. It also stated that during the joint meeting held on May 16, 2016 at chief secretary conference hall headed by the chief secretary, NSSATA was
assured that with improvement of state’s financial position for the current financial year, the payment of 10% state’s share and submission of utilization certificate at the center would not be a problem unlike past years and expressed hope for the continuous flow of SSA funds and timely release of salary. NSSATA stated that based on this assurance it expect the government and its officials to be pro-active which would relieve the members from the extreme condition of mental trauma and the burden of visiting offices to enquire about salaries month after month. The association has reminded the state government to learn from the past mistakes of installment lapses and strictly adhere the funding pattern procedure and make the habits of processing necessary files and submission of required documents for timely release of funds so that the welfare of the teaching community should never be at stake.

DIMAPUR: Leprosy Case Detection Campaign (LCDC) has been underway since September 5 at Dimapur district under national leprosy eradication programme. During the campaign, intensive house to house survey has been carried out to identify and detect any leprosy case; detected cases are being treated free of cost under NLEP. Meanwhile, Deputy Commissioner (DC) Dimapur Kesonyu Yhome (IAS) visited LCDC control room to monitor the activities on September 13.
During his visit, Yhome reiterated the importance of the case detection survey that has been carried out and also appealed the public to co-operate towards eradication of leprosy from the District. DIMAPUR: All Nagaland College Students’ Union (ANCSU) has informed all affiliated colleges of ANCSU not to allow its students to participate in any activities called by “other union or organisation” without the consent of the ANCSU office. In a press release, ANSCU president Zhoku Thuluo and general secretary Benjong Longchar has informed the affiliated colleges strongly adhere to its directive. ANCSU has also appealed all the college administration/authority not to allow the students to participate in any such activities or entertain other union/ association on such purpose compromising the student’s priority by abstaining from attending their regular classes. It has also reminded all its affiliated colleges to consult the office of ANCSU before participating in any such activities called by other union/association. ANCSU said any colleges not adhering to its directives shall be deemed as in violation against the ANCSU constitution and as such shall be dealt with severely. DIMAPUR, SEP 13 (NPN): Deputy Commissioner (DC) Dimapur and District Education Mission Office chairman, Kesonyu Yhome stressed on the need to focus on children with special needs, stating that their issues needed to be dealt as a movement. He was speaking at the orientation programme on children with special needs (under IEDSS) Tuesday, at
UBRC, Nagarjan (Kuda) Dimapur organized by RMSA (RMSA) District Education Mission Office Dimapur as guest of honour. The DC said to understand the movement “we” have to address and embed it from the heart. He asserted that the concerns and problem of children with special needs was not a one dimensional subject but rather a complicated issue and thereby
the problem had to be dealt from the heart and not the mind. Yhome was of the view that the responsibility of the school should not only be limited to encourage the above average student to excel in the academic year but also to make the “very ordinary” disabled children to lead a normal life. The DC further challenged the gathering to be optimistic in understanding the complex-
ity of children with special needs saying there was no other platform and institution more appropriate to deal with the problem than the school itself. Resource person of the programme, District hospital Dimapur, MD (PMR) I/C DDRC Dr. Imlitemsu Ozukum gave a Powerpoint presentation on the terms, types of disability, disability statistics and conditions under CSWN/IEDSS etc. At the prog ramme, keynote address was delivered by Deputy District Education Officer (DDEO) Dimapur, R. Amongla Jamir, who highlighted about the programmes under SSA & RMSA. She also encouraged the gathering to go the extra mile to approach the issue of children with special need. Jamir also encouraged the teachers to be the reformer and role model for a student and to have one’s own principle in learning the problem and understanding the meaning of a special child for a better tomorrow. The programme was chaired by district co-ordinator (RMSA) Vitoho Chophy and attended by headmaster, AHM, principal, vice principal, headmistress of government schools and higher secondary.

DIMAPUR: National Legal Services Authority (NLSA) members on Tuesday visited Central Jail, Dimapur and conducted legal awareness interaction session with the inmates of the jail. The team was led by National Legal Services Authority (NLSA), Ministry of Justice & Law member secretary, Alok Agarwal along with NLSA director Geetanjli Goel and legal aid counsels and master trainers of Nagaland State Legal Services Authority and panel lawyers of Dimapur District Legal Services Authority. Interacting with one convicted prisoner lodged in the Central Jail, Dimapur, Alok Agarwal impressed on the provisions of law for the rights of a convicted prisoner to appeal and urged the need
for the empanelled lawyers of legal services to render the required services. Alok requested the Under Trial Review Committee (UTRC) to review the present status for the particular convicted prisoner. He also asked the para legal volunteers and the panel lawyers attached to the Legal Aid Clinic setup within the central jail premises to identify other under trial prisoners who were in need of legal aid counsel for the cases still pending in the court. Agarwal informed the prisoners that they have various rights and privileges as guaranteed by the Constitution of India and that the legal services authority would ensure for the prison-
ers in jail that they avail the right to be heard by submitting on various rights in the courts of law. NLSA director, Geetanjali Goel mentioned that the petition be submitted for modification of the bail orders for those who are already released on bail by court but unable to produce surety. She also emphasized on the Prisoners Rights under Criminal Procedures/Constitution of India. The awareness programme was attended by 141 prisoners, official of the central jail, and member secretary along with empanelled lawyers of Nagaland State Legal Services Authority and Dimapur District Legal Services Authority.

KOHIMA, SEP 13 (NPN): Directorate of Health and Family Welfare (H&FW) in support with United Nations Development Programme (UNDP) has launched electronic Vaccine Intelligence Network (eVIN) application, Tuesday. eVIN application would keep track of storage temperature of vaccines and temperature data across the state. The launching of eVIN was followed by a two-day state level training organized by UNDP for stock vaccine managers and district vaccine store manager at Hotel Vivor, Kohima. The electronic vaccine tracking system has been developed as part of UNDP in partnership with the Ministry of Health and Family Welfare, which aims to improve vaccine coverage in India. In a keynote address, senior national programme manager (UNDP) Dr. Manish Pant said eVIN would help to track storage temperature of vaccines and temperature data would be recorded every ten minutes and update at an interval of sixty minutes on the server via General Packet Radio Service (GPRS). He said eVIN aims to support the government of India’s Universal immunization programme by providing real-time information on vaccine stocks, flows and storage temperatures across all cold chain points in Nagaland. Dr. Manish Pant said starting October 2015 eVIN has covered Madhya Pradesh, Rajasthan and Uttar Pradesh and it has also rolled out in Assam, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Manipur, Nagaland and Odisha. He informed that eVIN would support better vaccine logistics management at more than 10,000 cold chain points (district hospitals, CHCs, K

PHCs and sub centers) reaching out to nearly 60 percent of children under the age of two in the country. Dr. Manish Pant was hopeful that eVIN would provide an integrated solution to address widespread inequities in vaccine coverage by supporting state governments in overcoming constraints of infrastructure, monitoring and management information systems and human resources that often results in overstocking and stock-outs of vaccines in storage centres. He informed that all cold chain handlers would be provided smart phones with the eVIN application which allows for the digitization of vaccine inventories and as routine task, every cold chain handler should enter the net utilization for each vaccine in the standardized registers at the end of every immunization day. By streamlining the vaccine flow network, Dr. Manish Pant said eVIN would be a powerful contribution to strengthen health system ensuring equity through easy and timely availability of vaccines to all children. In Nagaland, Dr. Manish Pant said more than 250 government staff including vaccine store-keepers and cold chain handlers would be trained on mobile and Web-based eVIN application and nearly 150 temperature loggers will be installed at over 130 vaccine stores and 121 CCPs in all 11 districts for accurate temperature review. Speaking on the scenario of Universal Immunization Programme (UIP), state immunization officer Dr. Viasieü Kire said state government would extend full support for the smooth implementation of the eVIN Project in Nagaland. She lamented that according to District Level Household Survey (DLHS)IV report, Nagaland ranked
the lowest (35.6%) among the 14 states below National average of 65.5% for full Immunization coverage in India while Wokha district was the lowest with 13.5% and Mokokchung district has the highest coverage (60.9%). Kire expressed confidence that with the implementation of eVIN in Nagaland the fundamental questions for Programme Managers SIO, DIOs about
the vaccines, quantities, and temperature would be answered and help in monitoring the programme and reduce vaccine wastage. Kukis during ‘Black Day’ observation at Kangpokpi on Tuesday. Correspondent IMPHAL, Sep 13: Kukis on Tuesday observed Sahnit Ni (Black Day) by taking out rallies in different Kuki inhabited areas of Manipur. Kuki community in Manipur has been observing September 13 every year as “Sahnit Ni” to mourn the killing of over 900 Kuki tribals during the so called “ethnic cleansings drive of the Naga armed outfit, National Socialist Council of Nagalim (Isak-Muivah) in the 90s”. On this very day in 1993, armed cadres of the Naga rebel group killed 87 Kukis at Joupi village of Tamei sub-division of Tamenglong and 17 others massacred at Gelnel village taking the toll to 104 in a single day. The main highlights of the observance functions were
offering mass prayers in the churches and carrying out of protest marches in the Kuki dominated areas including at Kangpokpi in Senapati district and Tuibong in Churachandpur district among others. In Kangpokpi hundreds of people turned up to participate in the march which was organised by Kuki Inpi Gunhom Lhang in association with Kangpokpi Town Committee, KYU and KWWO under the supervision of Kuki Inpi Sadar Hills and Kuki Inpi Manipur. A memorandum was also submitted to sub-divisional officer (SDO) Sadar Hills for onward submission to Prime Minister Narendra Modi. The memorandum seeking justice for the thousands of Kuki people who had fallen victims of NSCN(IM)’s ethnic
cleansing policy expressed sadness at the non-fulfillment of demands. “In the Kuki genocide (1992-97) committed by the NSCN(IM), 905 innocent Kukis including pregnant women, children, disabled and the aged were massacred, 360 Kuki villages were uprooted and its lands were seized besides rendering more than 1,00,000 Kuki villagers refugees in their own land,” the meorandum read. While asserting that Kuki Inpi advocates non-violence, it stated that the organisation has put their faith in the government and the system of law for protection and justice. To settle the crime against humanity in accordance with the law of the country is a prerequisite to any agreement between the government and the NSCN(IM), Kuki Inpi
stated in the memorandum. “If the government is trying to protect the NSCN(IM) by feigning ignorance of its acts of genocide then there is every reason for us to believe that the government was instrumental in the grand design of the Kuki genocide (1992-97), the memorandum read. The observance function at Tuibong in Churachandpur was held under the theme “Lest We Forget”. It was jointly organized by Kuki Inpi Churachandpur and Kuki Students’ Organisation Churachandpur. Kuki leaders who spoke on the occasion asserted that Kuki Inpi Manipur, the apex body of Kuki tribes had submitted more than 60 memorandums to the government of India urging to deliver. The organisers also submitted another memorandum to the Prime Minister of India demanding immediate settlement of “the Kuki Genocide (1992- 1997) committed by the NSCN(IM)”. The memorandum urged the Government of India to hold any final settlement between the government of India and the NSCN-IM before justice is delivered to the innocent Kuki victims. It further urged the government to settle the act of criminal by the NSCN-IM before the court of law. In Imphal, apart from the morning church services in various places, a grand function was held at Khongsai Veng Community Hall with Dr T Lunkim and Thangkhokhup Kipgen as the main dignitaries.
Bakri Eid celebrated in M’laya

Shillong, Sep 13: Eid Al-Adha or Bakri Eid was celebrated with with religious fervour and gaiety across Meghalaya, a predominantly Christian State on Tuesday. Thousands of men and children wearing new clothes and skull caps offered prayers in Eidgahs and mosques in Shillong, Dawki, Nongpoh, Lad Rymbai and Byrnihat and in the Garo Hills. The biggest congregation was at the Eidgah at the country’s first glass mosque, the Madina Masjid in Shillong, where over 10,000 people offered prayers. “We prayed for peace in our homes and in the world,” Shillong Muslim Union general secretary Alhaj Sayeedullah Nongrum said. After the
prayers, Muslims sacrificed goats and other “halal” animals to commemorate the sacrifice made by Prophet Ibrahim. The meat of the sacrificed animals is distributed among neighbours, relatives and the poor. Governor V. Shanmuganathan and Chief Minister Mukul Sangma greeted the people on the occasion. Shanmuganathan hoped “that the festival will promote tolerance, harmony and goodwill amongst the people of the state”. Sangma said: “Let this feast of sacrifice reignite our commitment into serving other selflessly and further strengthen bond of love, compassion, brotherhood and harmony for the prosperity of all.” Muslims constitute 4.40 percent of the nearly three million people of Meghalaya.
1 militant killed in gunbattle in Mnp IMPHAL, Sep 13 (Agencies): One armed cadre of the Zeliangrong United Front (ZUF) was killed during an hour long gun battle with the cadres of the National Socialist Council of Nagalim (Isak-Muivah) late on Monday in Tamenglong district of Manipur. Police sources said on Tuesday that a posse of police and Assam Rifles have reached Taodaijang village where the fierce gun battle took place. Confirming the recovery of the bullet-ridden body of the militant, police said that he was identified by local residents as Paouwalung of Ajuram village in the same district. NSCN(IM) and ZUF are enemies and draw guns on sight of each other. There had been some encounters between the two outfits recently. Combing operations have also been started in the suspected areas to flush the militants out. The ceasefire between the Indian government and the NSCN(IM) does not extend to Manipur. Tamenglong district of Manipur is adjacent to Nagaland and as such cadres of these two outfits sneak into it from time to time. There had been chance encounters. Besides, temporary mobile camps were also attacked which killed and injured some cadres. Being a mountainous region there cannot be tooth combs to smoke out the armed militants.

The students have threatened they would be forced to close down all education related offices and institutions including all Zonal Education Offices (ZEOs) if the pertinent authority fails to disburse the pending scholarships for the ST students. Addressing a news conference at Manipur Press Club Imphal, Leiyangmei Naga Katimei Rongdi Students’ Union’s education secretary Th Mansanbao, said that the concern authority failed to come up with a positive response to the demand of the ST students regarding release of the pending pre-matriculation scholarships. They have, on many occasions, submitted memorandums to chief minister, home minister, chief secretary, and education minister as well as to the education director to launch a website to enable students to submit their scholarship application online and for the release of their pending pre-matriculation scholarship for the year 2015-16. “But no positive response come up so far,” he alleged while threatening to shut down all education related offices and institutions in ST dominated areas if their demands are met within two days which the countdown begins from today.
Shillong, Sep 13: A huge haul of explosives, including a shotgun was recovered on Tuesday from Umsohlang River in Meghalaya. The recoveries were made after a group of young boys found d an abandoned suitcase containing explosive materials and another school bag containing country-made shotgun. The boys informed their parent about the abandoned suitcase and they later alerted the police about the explosives. “We have seized a black colour school bag containing a rusty country made shotgun with seven cartridges, 135 number of pellets, 16 number of electric detonators, plastic bottle containing some liquid, one copper wire, three ball pens and one via suitcase containing 85 gelatine sticks, 74 electric detonator and white plastic strip,” said M Kharkrang, the district police chief of East Khasi Hills. He said the investigation have started to find out who had hidden the explosives.

As a result, the remaining tenure of the current assembly session does not have an LoP,” speaker Debnath said. He added that TMC legislators referred to the Salaries and Allowances of Members of the Legislative Assembly (Tripura) Act passed in 1972 and 2008 for the definition of the LoP. However, the act was restricted to the purpose of determining salaries and allowances and not the LoP status. KLNLF impose regulation on sand carriers
Diphu, Sep 13: Karbi Longri NC Hills Liberation Front (KLNLF) has Tuesday ordered trucks transporting sand not to carry above 12 cubic meter or 420cft of sand at a time. A press release issued by defense secretary of KLNLF Songja Timung stated that the supply of sand to Nagaland in overloaded trucks through NH-36 and NH-39 has caused maximum damage of roads and these roads are causing serious threats to the general people plying through it. It has also ordered all sand loaded trucks to be covered with tarpaulin. The trucks are also asked to carry Transit Pass and valid document of the goods. While asking all the sand carriers to follow the regulations strictly, KLNLF has also warned that it would impose blanked ban on the movement of sand if any of the conditions are violated.

Need for coordination to tackle chikungunya: Nadda Union Health Minister J P Nadda Tuesday stressed on the need for close coordination between the Centre and states to deal with the outbreak of dengue and chikungunya, which have affected about 40,000 people in the country, even as he said there was no need to panic. He assured all help to states in fighting the spread of vector-borne diseases and said it should not be an issue for indulging in blame game. “We will try to fulfill all requirements. Whether it is dengue or chikungunya, we should not panic. “There is a need to give symptomatic treatment... We are ready to offer all help to state governments. This is not an issue for the
Centre and states to indulge in blame game. We should work together,” Nadda said. 60 people have died across the country due to dengue. Four people have died in Delhi due to Chikungunya, which otherwise is non-fatal. However, a senior Health Ministry official said the chikungunya deaths are being probed by its agencies to ascertain the exact reasons. As per the National Vector Borne Disease Control Programme (NVBDCP), around 27,879 cases of dengue have been reported across the country and 60 people have succumbed to the disease till August 31. 5,000 cases each have been reported from West Bengal, Odisha and Kerala. VIJAYAWADA, Sep 13 (PTI): Andhra Pradesh has become the second state in the country after Gujarat to achieve 100 per cent electrification of households, a latest report has said. JM Financials published the report based on a national -level survey on electrification in various states. Discussing this through a tele-conference with top officials of the Energy Department today, Chief Minister N Chandrababu Naidu said, “We achieved 100 per cent electrification by June-end. Now, you have to set a target of ensuring uninterrupted world-class quality power supply.” He said access to electricity was a key socio-economic development indicator, but this was an area where there was still a significant gap in India. About 35 per cent rural households in states like Uttar Pradesh, Madhya Pradesh, Bihar, Odisha and Assam still lacked access to power supply, he claimed. The Chief Minister asked the Department officials to chalk out an action plan to be implemented from the grassroots level so as to make the power sector self-sufficient in the long run.

Centre to give protective shield to public servants

New Delhi, Sep 13 (PTI): A protective shield is likely to be given to both serving and retired public servants by making it compulsory for probe agencies like CBI to take previous approval of the central and state governments concerned before conducting any such enquiry against them. The move assumes significance as there have been demands from IAS officers and other civil servants of protection to them from the investigating agencies on bonafide decisions taken by them. They had cited legal cases being faced by former Telecom Secretary Shyamal Ghosh, and former coal secretaries P C Parekh and H C Gupta, for their alleged involvement in second generation (2G) spectrum and coal blocks allocations scams respectively. They are known for their good reputation but facing investigations, these officers had claimed. The Department of Personnel and Training (DoPT) may give shield to both the serving and retired public servants, official sources said today. It may make it mandatory for the probe agencies to seek prior approval from the competent authority which may be the appointing authority or administrative department where the officer concerned is working or has worked, they said.
Srinagar, Sep 13 (IANS): Three people died and many were injured as clashes between protesters and security forces in parts of the troubled Kashmir Valley marred an Eid-al-Adha celebrated under curfew for the first time in over two decades. With the city under a total clampdown, a separatist call for a march to the UN Military Observer Group in India and Pakistan (UNMOGIP) also proved a non-starter. All roads leading to the UNMOGIP office in the highsecurity Sonwar locality here had heavy deployment of police and paramilitary forces who blocked all vehicles and even prevented pedestrian movement. Two of the dead were protesters killed in clashes with security forces -- one each in Shopian and Bandipora districts -- while one person in a mosque died, apparently of heart attack, after a teargas shell crashed into the shrine at Awantipora in Pulwama district. Shahid Ahmed, 24, was killed in Shopian when a mob defied curfew and began heavy stone-pelting at security forces. The forces retaliated with tear gas and pellets, resulting in Shahid’s death. Ten others were also injured in the street fighting. Jallaluddin, 45, died of heart attack when a teargas shell fired at protesters out-

The list includes countries such as Afghanistan, Pakistan, and Nicaragua. In a notification, the US further designated Bolivia, Myanmar and Venezuela as those countries that have failed demonstrably during the previous 12 months to adhere to their obligations under international counter-narcotic agreements and take measures
against them. However, the US will continue to provide aid to Myanmar and Venezuela under its international narcotics control program. t is well known that the state government, that includes its bureaucratic policy makers and elected representatives, who have made development and progress their mantra, do not seem to look beyond their own respective interests and so largely tend to ignore the larger interest of the state and its people so much so that on many occasions, these have acted against the interest of Nagaland. Close on the heels of Nagaland Post published a series of reports about how Nagaland has been deprived of the facilities provided by the Railways and decisions that are against the interest of the travelling train passengers of Dimapur, the Railway Contractors Union Nagaland(RCUN) has responded. On the other hand neither the government of Nagaland, the chief minister and the two MPs have done anything following the report to send a strong message to the centre. It is quite surprising that the state government, the chief minister and the two MPs do not seem to see the issue as important. The RCUN has reacted to the report published by Nagaland Post, that the Railway authorities ensconced at the Northeast Frontier Railway (NFR) headquarters at Maligaon (Guwahati); have decided to shift Dimapur from Lumding Division to Tinsukia Division. An earlier report had revealed, that the process began with the shifting of the court jurisdiction from Dimapur to Tinsukia. What the mere administrative shifting of the court jurisdiction from Dimapur to Tinsukia meant, was that it was a precursor of bigger things and it eventually unravelled when the administrative control of Dimapur railway station was shifted from Lumding Division to Tinsukia Division. After the court jurisdiction shifted from Dimapur to Tinsukia and began trying cases of offences under Dimapur; it was revealed that advocates in Tinsukia prevented their counterparts from Dimapur to represent their clients in the magistrate’s court in Tinsukia. The logistics behind the idea to transfer Dimapur station to Tinsukia was not only illogical but questionable. Lumding is around 69 Kms from Dimapur; whereas, Tinsukia is 265 Kms away. The distance may not mean much but if there is no immediate and pressing urgency, it would have made better sense to maintain status quo in the interest of hundreds of people who would have to travel 265 Kms to Tinsukia from Dimapur for office matters instead of just 69 Kms to Lumding. Lumding Division’s operational area may have expanded with addition of Silchar or Jiribam etc, but it was not reason enough. RCUN in its memorandum stated that if Dimapur Railway station is brought under Tinsukia, which is 265 KMs from Dimapur, there would be undue delay in all commercial bookings of Business Racks under SLR Booking which is usually done in Lumding Div. HQ, just 69 kms from Dimapur. The entire gamut of degrading Dimapur (just like how it was done by then Indian Airlines now Air India, when the Kolkata region practically downgraded Dimapur airport by depriving passengers of facilities). The same logic appears to have been instrumental for various decisions made by NFR at Maligaon, mainly to develop other stations in Assam at the expense of Dimapur. In fact, owing to the fact that Dimapur is the second highest revenue earning station for the NFR, there is more logic to upgrade Dimapur as a Division and introduce at least five of the 40 long and middle distance trains at Dimapur.

The greatest crisis we ever face is the surrender of our will. Yet God never forces a person’s will into surrender, and He never begs. He patiently waits until that person willingly yields to Him. And once that battle has been fought, it never needs to be fought again. Surrender for Deliverance. “Come to Me…and I will give you rest” (Matthew 11:28). It is only after we have begun to experience what salvation really means that we surrender our will to Jesus for rest. Whatever is causing us a sense of uncertainty is actually a call to our will— “Come to Me.” And it is a voluntary coming. Surrender for Devotion. “If anyone desires to come after Me, let him deny himself…” (Matthew 16:24). The surrender here is of my self to Jesus, with His rest at the heart of my being. He says, “If you want to be My disciple, you must give up your right to yourself to Me.” And once this is done, the remainder of your life will exhibit nothing but the evidence of this surrender, and you never need to be concerned again with what the future may hold for you. Whatever your circumstances may be, Jesus is totally sufficient (see 2 Corinthians 12:9 and Philippians4:19). Surrender for Death. “…another will gird you…” (John 21:18; also see John 21:19). Have you learned what it means to be girded for death? Beware of some surrender that you make to God in an ecstatic moment in your life, because you are apt to take it back again. True surrender is a matter of being “united together [with Jesus] in the likeness of His death” (Romans 6:5) until nothing ever appeals to you that did not appeal to Him. And after you surrender— then what? Your entire life should be characterized by an eagerness to maintain unbroken fellowship and oneness with God.

he existing Government of the Democratic Republic of Nagaland, headed by newly elected president Kumcho Yim by the existing regional representatives on the day of the impeachment of ex-president Kiumukam Yim, I and ex-president were doing as a Naga National leaders for a good number of years in which I did not know or seen what his right hand was doing for himself but truly speaking that we work together with only his left hand as leader. I am not at all a pleasure of his impeachment by charging his immature attitudes and activities. The Nagas in general have heard or seen clearly of the ex-president’s manners and his activities such as extortion and conspiracy of silence in many ways was a great consternation to me, for I never knew or involved in his unbecoming style of corruption as a national leader. I was totally in dark in this affair of him, only when 32 AR reveals the detailed accounts of his activities it gave me total shock. He was arrested and put him in the east police station that I personally attended and even in judiciary court for his release, of course he was just in custody for more than a week but when he was about to release from jail, I was waiting impatiently but to my utter shock he was hidden away from me and could not trace him out where his about. However, lastly I came to know of his presence in corner of the city. I personally went in search of him and asked him to attend the on going meeting but utterly embarrassed to me that he would not attend the meeting but he was going to court for another urgent works. So I carefully assessed of his attentions that he was totally compounded by imaginary of fears that which were unexplainable to his fellow workers of his own mis-
chievous acts. No matter, we were working as a faithful political leader, but when everything revealed infront of the Nagas, I now felt so regretted that he was working with us using his right hand in the hidden moreover using his two tongue to his fellow workers were clearly seen. Now I want to ask the Naga citizens and irrespective of Naga political groups and high ranking leaders that should Nagas in general support the extortion leader as a Naga National leader? I heard and informed to me personally that an inkling of supporting my ex-president who was declared extortionist in the dailies as well as physically. If so, should any Naga political groups follow the foot prints? Many allegation has made against GDRN/NNC (Non-Accord)by so called MIP kilonser of Ex-President gang but it does not make sense to us because we have democratic principles. Therefore, termination of kilonsers in GDRN Govt. is baseless, as any termination of kilonsers shall done through Ato kilonser rather the so called MIP Kilonser of Ex-President gang does not have enrollment recorded in GDRN govt. He comes and go, so now our GDRN/NNC (Non-Accord) reaffirmed not to follow the unbecoming steps that was created by our ex-president by any means. We the GDRN/NNC (Non-Accord) under the leadership of Kumcho Yim president, carrying out the Naga National service in truth with bright visions and to shun the wrath of our Almighty God, as well as the seething and the smouldering of Nagas in general rather we continue stand for the Naga Nation for the days to come. As because, the Naga nation is only villages nation and the Nagaland state is also only villages state, there is no other authority to sign on behalf of the Naga respective villages except the village chiefs in English and gaon burah in hindi, for which act of your kindness, I on behalf of the whole Naga village chiefs (GBs) shall be grateful to you and will ever remain praying for you. hey say the sky is the limit. Well, I beg to differ. For the Naga women, the sky is just the starting point. They can go well past the Stratosphere and reach for the stars, Sun, and Moon. They have never ceased to amaze with their talents, winning attitude and the unquenchable desire to excel. Call me patronizing or biased if you want to, but I have enough proof to back my “bias”. The Naga women today have made their presence felt in different fields, ranging right from Defense to the world of Glamour and Fashion to the Online world, and even Sports. The latest in the list of trendsetters and achievers is the 22-year-young Vinatoli Yeptho who has recently taken the internet by storm. Her slam poetry about discrimination against women from the Northeast has made people sit up and take notice. Without sounding arrogant and brash, she has tactfully sent across a very strong message. There has been a lot of hue and cry about the injustice meted out to women from the Northeast in other states but none have been as effective as Vinatoli in educating the ignorant about the largely misunderstood women from the Northeast. And while Vinatoli is a path breaker in her own right, we also often get to read success stories of Naga female students topping University exams and bagging gold medals in other states. This is, without an iota of doubt, an irrefutable proof that they are at par or even better than their counterparts from other states. Wait, we are just about getting started. Another Naga woman to have carved a niche for herself in recent times is Limatola Longkumer who is regarded as one of the best illustrators in India. Her works have been featured in Cupick blog, Polkacafe,Sketchnotes, Campusdiaries and Nagaland Page. And while some can write powerfully and sketch beautifully, there are countless others who can croon like a dream and have you spellbound. One budding talent in particular that caught
from time-tested traditional practices in village republic and not from any conceived theory. The sovereignty of Nagaland is indivisible because the sovereignty of Nagaland as declared and mandated was for a holistic sovereignty. Therefore, people-centric solution minus territorial sovereignty will have no finality. Truth was the foundation. Deviation from truth will not yield finality. Despite repeated attempts to erase Naga nationalism, it has persisted because truth was amiss. It will live until truth is the finality. The finality in question is the permanent peaceful relationship between India and Nagaland, each respecting the other’s sovereignty. People, who had crossed over to comfort zone by own volition need to learn to respect the ideals of past leaders and appreciate their sacrifices. They are morally responsible towards the gone-by leaders, their living progenies and those persevering true nationalists alive. Sooner than later, Nagas need to realize that the contemporary ‘realism theory’ is a deceptive theory that will lead us to self-destruction to the point of no return and painful regret. Sovereignty of Nagaland is not something that Nagas can achieve by the twist of fate like statehood, orchestrated by a section of non-actors. n a recent conversation with a former Correspondent of the Times of India at Mumbai, after several days of interaction, I told my friend: “Both of us are of the same age and both of us are of the same profession, but do you realize that we have lived our lives in totally different situations.” When my friend asked, “How is that so?” I replied him thus: “In 1956, you were born into a world where your country was free from political occupation and oppression but in my case, I was born into a world of occupation and oppression. I went on to say: Because of your political freedom, you were able to pursue your dreams and ambitions without any internal or external threats. You have also had the joy of seeing your country develop into a powerful nation because of its freedom and liberty. But as for me and my generation, we have lived our entire lives under political oppression where even our right to life had been nullified by heinous Indian laws like the Armed Forces Special Powers Act. I concluded by saying: “As for me and my people, we are still yet to start to dream or pursue our ambitions. We are yet to start to live…” Yes, 60 years is a long period in an individual’s life and seventy years is also a long period in a nation’s life span; but for all Nagas, we have seen only military occupation, oppression and stagnation for the past 70 years- August 1947-August 2016. Nevertheless, what is the foundation of Naga nationalism and sovereignty, which has been able to withstand all these years of oppression? As rightly pointed out by Dr. Hoshi, “The ideal sovereign Nagaland originated from time tested traditional practices
in village republics and not from a conceived theory.” (The ideals of Naga nationalism-A reflection, Morung Express, Sept.12, 2016). Naga nationalism and Naga sovereignty is indeed based on concrete historical, political and cultural facts. Here Nagas are not defending a Naga sovereignty residing in their body parts (As opposed to sovereignty is with the people theory) but a sovereignty that is based on an unconquered territory called Nagaland which had been inhabited by Nagas from time immemorial. This concrete land and concrete people are not an idealistic theory but a geographical and anthropological reality. And Naga nationalism is fidelity to these historical and political facts. In other words, Naga nationalism is not an aspiration for a nationalistic ideal but a defense of a national reality and geography. This Naga nationalistic reality was not a product of Phizo’s idealistic imagination but a historical and physical reality upon which Phizo built his Naga nationalism. In other words, the historical reality and platform was already there before Phizo stepped into the picture in the 1940’s. I make these distinctions, because though Phizo had deservedly been given the political title of “The father of the nation,” the real spiritual father of the Naga nation is God and not Phizo or any other Naga. This fact is also true of every nations in human history (Acts 17:26). In conclusion, Naga nationalism is not based on some fantasyoriented idealism but based on a real people and a real land. The ideals of Naga nationalism – a reflection
(From previous issue) What was the problem with India, if the Naga village republics on having recognized their common lineage, decided to co-exist as one corporate nation state? The definition of Westphalian sovereignty stands witness that all sovereign nation states exist in the principle of this ideal. The ideal of sovereign Nagaland, though unique in its own way, was not an exception. Territorial definition is the mainstay of sovereignty. Sovereignty lies with the people is an abstract, people-centric theory of sovereignty without territorial definition. The definition of shared sovereignty is selfexplanatory. In simple interpretation, it means two people-entities of one structural (read territorial) unit (read sovereignty) sharing its powers and functions through constitutional arrangement. In the context of Nagas, ‘Shared sovereignty’ and ‘Sovereignty lies with the people’ seemed to derive from contemporary political theories aimed at finding peoplecentric solution to India-created problems. India violated the sovereignty of Nagaland by her aggression. That was the core problem. While, such theories postulated for transitional solution may not be altogether unacceptable or may even be inevitable for some time, history is clear that the only finality will be sovereignty. my attention a few years ago is teenager Imtiyala Jamir (She was 12 then). Her rendition of Demi Lovato’s Skyscraper is as good as, if not better, than the original. She has all the trappings to become Nagaland’s very own Demi Lovato. Another Naga youngster to have created quite a stir is Moajungla Jamir with her rendition of Dolly Parton’s Coat of Colours. There is also the unmistakable Tetseo sisters who have drawn the attention of musicians from others parts of India. Their Folk Mix version of Barso Re is an absolute masterpiece!! There are many others besides the few I have mentioned and if I have to list them all, I better write a book. In the field of sports, PV Sindhu and Sakshi Malik are currently of the toast of the country with their exploits in the Rio Olympics but I am keen to follow the progress of Lenien Jamir who plays for Assam and won the Under-16 SAI-AITA Super Series tournament held in Guwahati earlier this year. I just hope she has all the support to rise through the ranks and compete at the highest level. My write-up also would be incomplete without the mention of archer Chekrovolu Swuro who represented India in various international tournaments and even won medals. The greatest sportswoman to have emerged from the Northeast is undoubtedly Mary Kom but Nagaland has also richly contributed to the National women’s boxing team with the presence of a coach, Tsungchetrenla Tzudir. Not just mentally sharp, the Naga women are also physically strong. The year 2010 is one that I will remember for a long time. I was a television producer in Bengaluru then. In the build-up to the Commonwealth Games, news of scandals and financial misappropriation flew thick and fast with the infamous Suresh Kalmadi at the centre of it all. But when the Games finally got underway, the sight of Naga women in combat fatigues patrolling the streets of New Delhi was
therapeutic to say the least. It made me proud and I had something to boast about. The 800-odd women police from Nagaland made all of Nagaland proud even as they got a pat and word of praise from the then Union Minister P Chidambaram. It is just not with the pen, palette, microphone or assault rifle that the Naga women are adept. It is also a well known fact they are blessed with good looks, flawless skin and silky hair. I often tell my friends from other states that women in Nagaland don’t need Fair and Lovely or Sunsilk. They just need to hold themselves with confidence and poise and that is enough to turn heads and mesmerize. Talk about quintessential Naga beauty and the first name that comes to mind is that of Imlibenla Wati, Miss World Beauty India. Nagaland has also given India and the world some of the most stunning and gorgeous supermodels. To name a few; Ketholeno Kense, Esther Jamir, Akuonuo Khezhie, Kethose Nagi, Ethiel Konyak,and Carol Humtsoe. I have listed a few achievers but I am prompted to write this article mainly because of those who silently work behind the scenes and never call it quits. As a Language and Phonetics trainer in Dimapur, my association with my Naga female students has been most rewarding. I teach Phonetics to people from different communities and the Naga female students are invariably better than the others because of a minimal Mother Tongue Influence. Amongst my students, there are also those in their mid 40s who still have the desire to learn try their best to speak English because of the need of English today. This article is dedicated to them; women who silently work hard without expecting any fame, juggle between work, taking care of the children and husband, and learning at the same time. Solving nursing shortage: a common priority
The UTNA (Unemployed Trained Nurses Associated) is of late bearing the crunches of the indifferent attitude of the department. Proper health care and service is vital for everyone. In rural areas, CHC, PHC is responsible to reach out the remote areas. But in Nagaland CHC, PHC are virtually non-existent in many parts of the state due to scarcity of resources and manpower due to which the public has lost confidence with the govt hospitals and health centres and instead go to private hospitals/ clinics paying huge amount of their hard earned cash. Should CHC/ PHC be properly maintained with adequate infrastructure and manpower, I am sure people will flock to the govt. hospitals/clinic thereby minimizing expenditure. If govt attend to this problem on priority by employing the trained nurses in conformity to the INC and IPHS, it will go a long way to meet the need of the society in general and the UTNA in particular. Nursing being a technical job, only those who are trained and qualified fit into this job. No doubt govt inducts the trained nurses on out of turn basis, but hardly meet the need of the requisite requirements. Some trained nurses who have completed training for some 12 to 15 years ago are yet to find regular govt job. Here let me get a point, if these trained nurses get employment after crossing the otherside of 40 years, we can’t expect.... quality and optimum output from the nurses, they will get retirement serving only about 15 to 20 years of service. While it is a fact that optimum period to get maximum output of one’s service is between 20 to 40 years of age. The department should find a way to avail the resource of manpower while in its prime. It will be disheartening if the voice of the UTNA goes unheard. Department should stop creating an issue out of this and come out with practical remedial measures at the earliest or things might get out of hand. If the department “the guardian of authority”, fails, who will do it ? Our state is lagging behind the other states of India in several areas. How do we keep pace with the rapid development taking place everywhere ? The department should stop giving a poor image of itself, but instead come forward in implementing measures which does not compromise with the interest of the UTNA in particular and the health care of the public in general. Prog on ‘focus group discussion’ concludes career, education, boy-girl relationships, their attitudes towards religion, their positive as well as negative views on Salesians and Salesian works on Septemeber 11. Parent representatives frankly shared their perceptions on as well as expectations from the Salesians. Teacher representatives from the above mentioned colleges deliberated and honestly expressed their views on Salesian personnel and their activities in Dimapur Province on Septemeber 11 morning. They also offered their suggestions as to how the Salesians ought to plan for the next 10 years. In the afternoon five NGOs working under the direction of the Salesians shared their success stories as well as the areas where they need to improve.
Saldanha said that when the 11 Indian Salesian Provinces of Bangalore, Chennai, Dimapur, Guwahati, Hyderabad, Kolkata, Mumbai, New Delhi, Konkan, Silchar, Tiruchy, and hopefully the vice province of Sri Lanka meet in Guwahati on September 17 to present their reports on the FGD programmes, the report from Dimapur would certainly receive great appreciation. FGD programme is part of the project undertaken by the Salesian Provincials Conference of South Asia (SPCSA) to elicit feedback from the four groups of stake holders – youth, parents, teachers and NGOs – on the life and activities of the Salesians with a view to streamlining and improving their services to the youth of the South Asian Region.

Swine fever vaccination camp DIMAPUR: ICAR Nagaland Centre, Medziphema, Dimapur organized swine fever vaccination camp on September 12 at Kukidolong and Jharnapani villages. A team from ICAR Nagaland Centre and KVK Dimapur visited the farmer’s field and spread awareness about swine fever disease and informed them to do regular deworming and vaccination against the common prevalent disease like swine fever and FMD which causes huge economic losses to the farmers. Altogether, 193 pigs were vaccinated against the swine fever covering 57 farmers in both villages.

New Delhi, Sep 13 (PTI): The Central Board of Direct Taxes (CBDT) said assessees taking advantage of the Direct Tax Dispute Resolution Scheme, 2016, will be required to pay the taxes within the stipulated period to avail the relief under the scheme. “The tax payable under the scheme should be paid to the credit of the government on or before the due date as specified in the scheme. The assessees are advised to pay the tax well on time so as to avail the relief under the scheme,” Central Board of Direct Taxes (CBDT) said in an FAQ. The scheme, announced by Finance Minister Arun Jaitley in his Budget, provides an opportunity to taxpayers who

13 injured in Eid bombings in Pakistan Karachi, Sep 13 (PTI): At least 13 people, including five policemen, were today injured in two separate suicide bombings during Eid prayers targeting minority Shias in Pakistan’s relatively peaceful southern Sindh province. Four suicide attackers infiltrated Shikarpur district’s Khanpur tehsil, 470 kilometres north of Karachi, police said. Two of the attackers targeted an Eid prayer ground where one assailant blew himself up, injuring 10 people, two of whom were policemen. The other attacker fled, they said. Two other suicide bombers targeted a Shia mosque but they were stopped at the entrance by policemen, which led to one of the attackers to blow himself up while the other was arrested. Three policemen were injured in the attack, one of whom was critical. Last year, at least 61 people were killed in a suicide attack on a mosque in the district. “Alert” policemen at the venues prevented huge casualties, police officer Beherdin Kehrio told reporters. “If the policemen had not prevented these suicide bombers from entering the prayer venues there would have been largescale casualties because of the large gathering because of Eid prayers,” he said. He said the attackers at the Shia mosque were stopped by policemen as they looked suspicious and when confronted one of them detonated himself. “The other attacker was brought down and arrested,” he added. Pu Nguljahen was given the deserted site of Sirhima with all the applicable inherent rights invested in him by the subsequent Deputy Commissioners of Naga Hills with clear demarcated boundaries duly supported by government statute and judgements regarding ownership of land and Village Boundaries of Sirhima. An attempt to present the historical facts for public consumption is appreciable, however, tailoring history for selfish intention is tantamount to distortation of genuine history.

wartime painting set in Sydney’s seedy Kings Cross has been blocked from being exported to England because of its national significance. The 1944 work Snack Bar by Australian artist Herbert Badham shows US soldiers and locals at a 24-hour eatery. Crucially, it shows a black American GI with a female civilian. An arts committee ruled that the painting’s new owner, who wanted to hang it in his London home, cannot remove it from Australia. The owner bought the painting at an auction in Melbourne last year for A$465,000 (£265,000; $350,000). Snack Bar was not expected to sell for as much as it did - estimates before the May 2015 auction were for between A$90,000 and A$120,000
(£51,100 and £68,100). After initial permission to export the painting was blocked, the owner took his case to an appeals tribunal, where art experts debated the merits of the work. In its judgement, the tribunal found that the painting showed a critical stage in Australia’s history - during wartime and its development as a multicultural nation. “The subject matter, which graphically records the interaction of different races, associating in congenial circumstances at a time of great danger for Australia is deeply impressive,” it said. The experts, however, were not convinced about Badham’s importance to Australian art. David Hansen, of the Australian National Univer-
sity, was reported to have told the appeals tribunal that the high price Snack Bar fetched was not because Badham was considered a “major figure” in the country’s art world. But rather, it was as a

During this morning’s episode of Good Morning Britain, Morgan was seen ripping the Bank of England’s new fiver with his teeth to prove the plastic note is not quite as durable as it first seems. However, as some viewers pointed out on Twitter, Morgan’s act of deliberate destruction could be deemed illegal. Sharapova ban decision in October
Maria Sharapova Moscow Sep 13 (Agencies): Maria Sharapova will discover next month whether her two-year ban for taking a banned substance will be enforced by the Court of Arbitration for Sport (CAS). Earlier this year, the 29year-old Russian was suspended by the International Tennis Federation (ITF) after failing a drugs test for Meldonium at the Australian Open in Mel-
bourne. However, she claims her mistake was an oversight because the substance - which was only added to the banned list by the World Anti-Doping Agency (WADA) in January of this year - is also commonly known by another name. The five-time Grand Slam winner admits to testing positive for Meldonium, saying she had taken the drug for 10 years but was unaware
that the substance had been banned because it is often referred to by a different name. After being provisionally suspended in March, she issued a statement which read “I received a letter from the ITF that I failed a drugs test at the Australian Open. “I take full responsibility for it. For the past 10 years, I have been given a medicine called Mildronate by my family doctor and a few days ago, after I received the ITF letter, I found out that it also has another name of Meldonium which I did not know.” “It is very important for you to understand that for 10 years, this medicine was not on WADA’s banned list and I had legally been taking the medicine for the past 10 years.” “But on January 1st, the rules changed and Meldonium became a prohibited substance which I had not known. I was given this medicine by my doctor for several health issues that I was having in 2006.” In April, WADA intimated that athletes who tested positive for Meldonium before March 1 could avoid bans, although the ITF insisted the case would still proceed. In June, the ITF announced Sharapova would be banned for two years which led to her issuing an appeal to the CAS, who have now announced they will make their judgement public during the first week of October. If CAS decides to uphold the ITF’s decision, it would mean Sharapova would remain banned until January 2018. She is hoping the tribunal will reduce the length of the ban or overturn it completely.
India upstage China in Asia Challenge basketball TEHRAN, Sep 13 (PTI): In a rare feat, the Indian men’s basketball team stunned formidable China in its second-round group E encounter to stay in contention for a quarter-final berth in the FIBA Asia Challenge on Tuesday. The Indians triumphed 70-64 to hand the grouptoppers their first loss. This was India’s second win in four matches and the team is currently placed third in the group. The Indians need to finish inside the top-four to make the last-eight stage and will take on Kazakhstan in their final group encounter on Wednesday. Our prime target is to qualify for 2019 Asian Cup: Das NEW DELHI, Sep 13 (PTI): AIFF secretary Kushal Das on Monday said the Indian national football team’s “prime target” now is to qualify for the 2019 Asian Cup. Masterminded superbly by ace striker Sunil Chhetri, a dominant India scripted a sensational 4-1 win over higher-ranked Puerto Rico in an international football friendly in Mumbai on September 4. The win has rekindled interest among fans and the team is also expected to gain in rankings, which could be crucial to India’s prospects of qualifying for the tournament which they last played in 2011. When asked if they are looking to play more international friendlies, Das said, “It is not just about playing. It is about strategising. The goal is to go to pot 2 of Asian Cup qualifiers, let’s se how the draw pans out. India will be biggest underdog of U17 WC New Delhi, Sep 13 (PTI): Cheif coach Nicolai Adam on Monday propped up his wards who will form the nucleus of the Indian team in next year’s U-17 football World Cup, saying they now have the “ability to compete in the youth Bundesliga” and will be the “biggest underdogs” in FIFA’s mega event. The Sports Authority of India (SAI) and All India Football Federation (AIFF) on Monday jointly launched an online portal for its Global Scouting Programme, which is conducting trials for Indians residing overseas to prepare a team for the 2017 FIFA Under-17 World Cup to be organised in the country. “My team now has the ability to compete in Germany’s youth Bundesliga. We are the biggest underdogs in the U-17 World Cup and we will play with a big heart,” Nicolai, whose boys have put up some impressive performances in the recent past, said. The portal, which will go live on September 15, will allow boys, who hold valid Indian passports but are residing overseas, the opportunity to reach out to the scouts of the Indian team. Pepe looking for new deal Madrid, Sep 13 (IANS): Real Madrid central defender Pepe said on Tuesday that if he doesn’t extend his current contract with the capital club he will consider retiring from football. Pepe made the comments in an interview with Spanish radio station ‘Cadena Ser’ after being asked about negotiations to renew his current deal which expires at the end of June 2017. The Brazilian-born Portuguese international will be almost 35 years old when that happens. But the transfer ban imposed by world football governing body FIFA means that should he
leave the club at the end of the campaign, it would be impossible to replace him, except with players either out on loan or from the Madrid youth system. “I am happy at Madrid and I am going to wait until the very last fraction of a second,” said Pepe regarding the negotiations. IOC member indicted in Brazil for tickets fraud Rio de Janeiro, Sep 13 (IANS): A Brazilian court has indicted IOC member Patrick Hickey for a ticket-scalping scheme that operated during last month’s 2016 Rio Games. Judge Juliana Leal de Melo on Monday ruled that Hickey, who was arrested August 17 here, can remain free pending trial, but must wear an ankle monitor and report in person to the court every month to ensure that he obeys a prohibition on leaving Brazil. The Irishman occupies a seat on the IOC Executive Board. The 71-year-old Hickey has stepped down temporarily from his posts as President of the Olympic Council of Ireland and head of the European Olympic Committee. Nine other people were indicted along with Hickey, including his compatriot Kevin Mallon, an executive with the firm THG Sports. Brazilian police have sought to question IOC President Thomas Bach about an e-mail sent to him by Hickey requesting an additional 500 tickets for various Olympic events. W h i l e i nve s t i g a t o r s could not find any e-mail response from Bach, the OCI did receive an extra 296 tickets. Bach did not return to Brazil for the opening of the 2016 Paralympics in Rio, becoming the first IOC President since 1984 to miss the ceremony.

Mumbai City FC sign Fanai, Udanta for ISL Mumbai, Sep 13 (IANS): Mumbai City FC on Tuesday announced the signing of Lalchhuanmawai Fanai and Udanta Singh for the third season of ISL. Left-back Fanai has been retained by the franchise while striker Udanta was signed from I-League club Bengaluru FC, according to a release. Mizoram’s Fanai
made his debut with I-League side Shillong Lajong FC in 2012 and played for two seasons at the north east club. He joined Bengaluru FC in the 2014-15 season, winning the Federation Cup and the I-League in successive seasons. Twenty-year-old striker Udanta Singh has made four international appearances, his

Rio de Janeiro, Sep 13 (IANS): Gunfire broke out near the Rio Paralympic archery venue, but the violence had no bearing on the ongoing archery event, organisers said. Discussing the violence near the Sambodrome on Sunday, Rio organisers’ spokesman Mario Andrada on Monday said the archery event was not affected, reports Xinhua. “This was very intense late Saturday and even more intense on Sunday afternoon. The police have intervened, there was a police operation in the area. They closed the Paulo de Frontin road for a while and then they opened it. Despite this burst of violence, there was no impact on the archery competition at the Sambodrome,” Mario said. “The operations of intelligence have been intensified to stop new areas where violence could take place,” he added.
