NPF sounds poll bugle for 2018 Dr. Shürho vows not to set up dissidents; more women candidates for 2018 polls

MON, SEP 13 (NPN): NPF president and veteran Naga regionalist, Dr. Shürhozelie Liezietsü has described the present crisis within NPF as “hiccups taking place” due to some “dissident MLAs revolting against the party leadership” but despite all these, the NPF was geared up to release the party manifesto to face the 2018 general election in the state in 2018.

Dr. Shürhozelie said this while addressing a mammoth public meeting of NPF workers and leaders at the NPF rally organised by Mon NPF Division at the council hall here Wednesday.

Dr. Shürhozelie, who was dismissed as chief minister by Nagaland Governor on June 18 had earned the ire of vested interests within the NPF ministry for attempting to stamp out corruption in the government said the party will choose its candidates for 2018 based on youth and capability as well as giving more representation to women candidates for 2018. He said the party will shun dissident MLAs who have been either expelled or suspended from

the party for going against the party principles.

Dr. Shürhozelie made it clear that the NPF party will not include corrupted and habitual defectors and dishonest leaders to represent the party. He therefore called upon the party rank and file to stand firm on the party principles and ideologies and not to be carried away by false propaganda.

Dr. Shürhozelie urged upon party workers not to be carried away by false propaganda and to remember that “truth will prevail.”

He said the dissident group has been spreading false propaganda with connivance of the central BJP as the saffron party realises it could never come to power on its own in Nagaland.

Therefore, said Dr. Shürhozelie, the BJP made a secret pact with chief minister T.R.Zeliang, Neiphiu Rio and Governor P.B. Acharya to install a BJP-friendly coalition.

However, he said since the three above named failed to merge the NPF legislators with the BJP, they have gone all out to “dismantle”

NPF through” diabolical means”.

Dr. Shürhozelie also reminded that during the past three year of DAN government under T.R. Zeliaing, former chief minister Neiphiu Rio has been working with determination to dismantle NPF by not allowing its government to run smoothly. Now, he (Rio) is out to destroy NPF and for which he has joined hands with T.R. Zeliang, said Dr. Shürhozelie. He also reminded the public on how the T.R. Zeliang ministry was saved by the NPF party since 2014 against the attempts to dislodge it by Neiphiu Rio. He asked if Naga people can today accept such shameful leaders who have turned against their own party?

On the present NPF legislators with chief minister T.R. Zeliang, the NPF veteran president said that out of 37 of them, 22 have been expelled and 20 suspended from the party. If these wanted to contest, they would have to find a “landing ground” for which they will have no other option but to seek tickets from any party since NPF will not issue party tickets to such leaders.

false propaganda meant to elicit hostile response from ENPO leaders during the present crisis. He said these elements have been spreading falsehood for their vested interest but added, “the people of eastern Nagaland are the best judge.”

DAN chairman and NPF legislature party leader, Khuzholuzo (Azo) Nienu, MLA in his address expressed happiness with the party workers for maintaining their principles and integrity towards the party.

He also expressed regret over habitual defection of MLAs. Azo reminded that the dissident MLAs would never be able to snatch away the party from the party workers. He asserted that the NPF will come out as the single largest party in the 2018 election and form the DAN government once again.

NPF working president, Huskha Yepthomi called upon the gathering that to be leaders of the party and not leaders for the MLAs” He accused the dissident MLAs of having “sold the public mandate given to them to TR Zeliang” and said that they had no right to come back again to seek the people’s mandate in future.

S H I L LO N G, S E P 1 3 (PTI): Civil Aviation Ministry has selected Shillong Airport as the hub of the Regional Connectivity scheme (RCS) in the North East Region (NER), a top official of the North Eastern Council (NEC) said Wednesday.

Decision to select Shillong Airport as the hub of RCS in the NER connecting - Aizawl, Silchar, Dimapur and Imphal was taken at a high level meeting of the Ministry of Civil Aviation in which representatives from all NE states were present, NEC secretary Ram Muivah.

Muivah told PTI in an interview that it was also decided in the meeting that Alliance Air, which was flying on viability gap funding provided by the NEC, will continue to fly till March 2019.

He said once they get another aircraft, the Alliance Air will also will fly to Dibrugarh and Pasighat in Arunachal Pradesh and in the second phase, they have agreed to fly to Silchar, Imphal Guwahati and Dimapur. DIMAPUR, SEP 13 (NPN): Irate mob on Wednesday night burnt down a gypsy belonging to the Nagaland Police and also partially damaged a bus after the convoy hit a biker, who reportedly died on the spot. The incident took place near Barpathar railway gate, under Golaghat district of Assam.

When contacted, police sources confirmed that the incident happened after a biker was hit and killed in the accident. Following the incident, the angry mob surrounded the police convoy and burnt down the gypsy belonging to a company commander. It was reported that the convoy was on the way to Guwahati to drop the police personnel, who have been deputed to Delhi. No further details could be ascertained till the time of filing this report.

DIMAPUR, SEP 13 (NPN): Khiamniungan Tribal Council (KTC) has condemned the recent incident near the International Trade Centre (ITC) Dan, Pangsha under Noklak subdivision of Tuensang district, wherein three Assam Rifles jawans were injured in a bomb explosion allegedly triggered by suspected NSCN (K) cadres.

In a press release, KTC executive chairman, T Pamoi, and KTC president, L Ngon, said the KTC was saddened to witness such merciless action that has created a fear psychosis among the citizens.

Describing the Khiamniungans as peace loving citizens, KTC said there was no space for bloodshed and war within its jurisdiction.

Congress open to pre- NPA condemns poll alliance: Therie threat on driver Correspondent

MOKOKCHUNG, SEP 13 (NPN): Nagaland Pradesh Congress Committee (NPCC) president, K Therie, on Wednesday said that the Congress party was open to forming pre-poll alliance with any political party except BJP for the 2018 assembly election.

Therie made the announcement while addressing the public meeting, which was held at Ongpangkong Salang here on Wednesday as part of NPCC district tour programme.

NPCC president said that the tour programme was undertaken to take the message of the dangers of communalism, corruption and misgovernance.

NPCC chief maintained that the presence of BJP-RSS in Nagaland, with its fundamentalist ideology, would steadily erase the faith and morale fabric of the Naga community if the presence of BJP-RSS was not eradicated from the Naga soil.

Poor quality work along TA Road irks ASUD DIMAPUR, SEP 13 (NPN): Expressing displeasure over the nature of improvement work being undertaken along Tajen Ao (TA) Road (from City Tower junction to ADC court) Dimapur, the Ao Students’ Union Dimapur (ASUD) said it was closely monitoring the work in progress and would not remain a mute spectator.

In a press release, ASUD president, Lanutoshi Aier, and general secretary, Moayanger Jamir, said it was disheartening to notice that even after Rs.19.4 crore released for road improvement, the workmanship remained “scant and unsatisfactory.”

It said that road quality has been compromised as the construction firm/ company appeared to be in a hurry to complete the project. Drawing attention to PWD (R&B) chief engineer’s office press statement, which stated that “the ply-

ing of heavy laden vehicles especially carriage of sand from Assam side was also a major reason which caused damage to the road”, the ASUD questioned whether the department, by giving such a statement, was expressing its incapability to maintain sturdy roads over which trucks transporting sand and other essentials could ply upon?

ASUD also termed as “absolutely ridiculous” the claim that trucks from Assam were one of the reasons for the deteriorating condition of the road. It said that this was not the first time the department’s “corrupt actions have been exposed in the public realm.”

Pointing out that good roads were part of citizens’ prerogatives, ASUD said to be denied such was tantamount to abject violation of human rights.

In this regard, the union has requested the DC to resume city buses at/ from strategic locations as bus fare was reasonable. It said bus proved to be a more reliable means of transport especially for the student community.

IMFL worth over ` 1 cr. destroyed

DIMAPUR, SEP 13 (NPN): Following the order of Chief Judicial Magistrate (CJM) Dimapur, 5220 cases of assorted Indian Made Foreign Liquor (IMFL) worth over Rs. one crore was destroyed on September 9 and September 11 at Dimapur Municipal Council (DMC) dumping site. The team led by CJM, Ajongba Imchen comprises of public prosecutor Dimapur, Commandant 36th Assam rifles, additional deputy commissioner of police, SDO (Civil) Dimapur and police personnel. According to CJM, Ajongba Imchen, an application was received from investigating officer of the case through the office-in-charge of East Police station, Dimapur praying for pre-trail destruction of the seized IMFL by 36 Assam Rifles. Accordingly CJM said an order was passed to destroy the liquor as storage of huge quantity of liquor in the malkhana/police station could create security problem.

Yeangphong Konyak, who passed away on September 12 at a private hospital in Kohima after prolonged illness.

In a condolence message addressed to the bereaved family, Dr. Shurhozelie said late Yeangphong had always stood for the cause of the Naga people and their aspirations as he wanted them to live in peace and harmony.

He described late Yeangphong as a reliable person in times of need and added that in his death Nagas have lost a gem of a leader and whose absence would be impossible to fill.

Further, Dr Shurhozelie has prayed that solace and comfort of the bereaved family members at the time of grief and sorrow and eternal peace for the departed soul.

KU Kohima unit: Konyak Union Kohima

unit has expressed pain and sorrow over the demise of late Yeangphong Konyak and described him as a gentleman with full of humility.

In a condolence message, the unit stated that late Yeangphong had always stood by the Naga cause and described him as a peace loving citizen and a pillar especially for the Konyak community.

Piggery farm school at Longjang

DIMAPUR: ATMA Kobulong block Mokokchung inaugurated a farm school on piggery at Longjang on September 12 with BTT convenor, Dr. Aoyimsen Jamir as resource person and Subongwati as a farm school teacher.

According to ATMA Kobulong block, in a programme, Dr. Aoyimsen spoke on breeding, feeding management, disease control and management. He also demonstrated on the selection of piglets for breeding, on housing and mode of administration of medicines.

ATM, Nuksungingla delivered the concept and operationalisation of farm school. In line with the farm school, training cum method demonstration on pig farming for sustainability and socio-economic upliftment was conducted by ATMA Kobulong block.

Free equipments and feeds to be used in the farm school was provided by ATMA Kobulong block and also free medicines and mineral mixtures provided by the department of AH & Veterinary services were distributed to the farmers. Altogether 27 farmers attended the programme.

DIMAPUR, SEP 13 (NPN): Nagaland Foothills Road Co-ordination Committee (NFHRCC) along with all the Dimapur-based tribal hohos have resolved to meet the state chief minister and R&B minister at the earliest with five members from all the tribes.

In a press release, NFHRCC press information & publicity secretary, Victor K Lotha, said the

decision was taken at a joint meeting with all the Dimapur-based tribal hohos at NFHRCC office.

It was also resolved that the committee would visit the NFHRCC Bridge with representatives from all tribes on September 23, 2017. The meeting was also attended by Lotha Lower Range Public Organisation (LLRPO) and Ralan Area Lotha Hoho (RALH).

The programme witnessed a number of special songs “RükhruMezü” (By the sweat of the cross) which was presented by more than 70 choir members from the

Mothers’ Association and Fathers’ Association. Altogether, 89 youth attended the programme.

A youth session was held after the mass in which Zhoto Stephen spoke about the current situations and the challenges that the youth faces today. He spoke about the different ways that a

youth can fall prey to evil and also different ways to overcome them.

Competitions in group song and quiz were also held during the youth session among the four groups namely Mathew, Mark, Luke and John in which Luke group emerged as the overall champion.

Southern Angami Catholic Youth Association (SACYA) office bearers also attended the program as special guests. Earlier during mass celebration, Visato John led the congregation while the second session was chaired by VCYA president Swedevil Savio. The competition was judged by Kronosa Cornelius, Samuel Vikehiehol and Visakrol Vitus.

The programme further followed special extravaganza night program where many youth showcased their talents.

In the workshop, the resource persons apprised the village functionaries and RD officials on the system

of implementation of direct benefit transfer in order to promote transparency and accountability in implementation of various RD programmes.

The resource persons also clarified and cleared the doubts raised by the trainees.

KIPHIRE, SEP 13 (NPN): District level Social Audit Unit (SAU) and public hearing under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for seven villages— Langkok village, Kiphire Village, Thazuvi village, Shishimi village, Luthore Village, Moya village and Penkim village—under Kiphire district was held at Hopongkyu Memorial Hall Kiphire, Wednesday.

Addressing the public hearing attended by Village Development Board (VDB) members from the seven villages as observer, Sub Divisional Officer (C) Kiphire, L. Longtiba Sangtam, said if the social audit continues then there would be no need for another audit in the village and encouraged the gathering to be accountable and

transparent.

Citing some of his observation during the public hearing, Sangtam said that block officers should be careful while maintaining the records of the project/ scheme so as to provide proper audit when auditors come.

Pointing out some weakness of the VDBs, he said that even if they use the funds judiciously, failure to maintain proper records shall invite problems.

Appreciating the resolution adopted during “gram sabha” meeting in the villages, Sangtam urged the villagers to maintain the resolution in letter and spirit. He further thanked the SAU team for their efforts.

Seminar on ‘constitutional rights on women’ at MITE

KO H I M A , S E P 1 3 (NPN): Parliamentary secretary for Technical Education (TE), N. Thomas Lotha, has lamented that the Technical Education department was “simply and blindly” following the policies and programmes of state government and government of India without analysing and studying whether the same was feasible for the state.

Interacting with officers and staff of TE department on Wednesday at the directorate technical education, Thomas said it was imperative for the department to roll out a roadmap for the betterment of the department and the younger generation.

He likened the department to an “aircraft flying without finding a place to land” and lamented that there were many “break-ups” in the department.

Urging the officers and staff to give their best, Thomas said there was “no time to talk about the shortcomings” but to work on so as to solve the problems.

The parliamentary secretary also stated that it was not necessary to set up polytechnic institutes in entire districts of the state instead the department should focus on maintaining the infrastructure and look after the welfare of the faculties of the existing polytechnics so as to impart quality education to students.

Lamenting on the poor infrastructure of the higher education directorate, Thomas said with the directorate in poor condition, nothing would be expected from the establishments.

He also asked the officers to identify the challenges within the department and come up with a proper roadmap. Thomas then appealed the officers

In a release, SDEO Mokokchung has directed all Government Middle Schools to depute either one science teacher or social sciences teacher who teaches in class 6, 7 and 8 who would in turn be the resource person in their respective schools.

DIMAPUR: Eleven colonies of Phek town would be adopting medical wards of District Hospital Phek (DHP) and would help in managing, cleaning and revamping the wards.

According to a press note by press secretary Phek Town Youth Society (PTYS), Kedupa Venuh, the decision was taken during a coordination meeting of PTYS and District Hospital Welfare Committee Phek (DHWCP) on Wednesday.

The release stated that the meeting has jointly agreed to let 11 colonies of Phek town adopt medical wards after having discussed difficulties and cognitive factors faced by the department in various channels.

It issued the list of the adoption as: Bethany-I Colony-casualties ward; Bethany –II Colony-female medical ward; Hebron-I Colony-male medical ward; Hebron-II Colonyfemale surgical ward; Zion Colony-cabin-4; Bible Hill

and staff to make the department an asset and a productive department.

Earlier delivering a welcome address, secretary Higher and Technical Education (H&TE), C.M Tsanglao, said inspite of all the limitations, teachers should not fail the students by not performing their duties.

Tsanglao said there are issues of pending salaries where the teachers were not paid for some months. However he assured that the department was working on it.

He also requested the officers to make the teachers understand the situation adding that staging a protest outside the directorate would not solve the problem.

The programme was chaired by director Technical education, Er. Arjun Singh and attended by principals of various polytechnic institutes, officers and staffs of technical education.

T.Setsathong Sangtam, while chairing the programme, gave a clarification on certain changes in departmental activities.

He also lamented none participation of VDBs on trainings and asked them to coordinate with their respective block officers.

In his introductory speech, development specialist, Social Audit Unit (SAU) Nagaland, Imtitoshi Jamir, said that the main propose of social audit was to bring transparency and development in the villages.

He said that people do not maintain proper documentation which was one of the main hindrances for transparency and also invites issues. In this regard, he advised the VDBs to have proper documentations while executing any project/schemes in the

transparency and accountability in implementation of programmes, to control corruption and improving implementation and create a platform for systematic feedback to improve the schemes and programmes.

Dr. Kedise also stated that SAU covered 59 villages in social audit in 11 districts during the financial year 2014-15 under MGNREGA, subsequently the SAU was conducting public hearing in all the districts and Kohima was the first district to have public hearing on September 11.

District resource persons, SAU, Nagaland for Wokha district, Sara Khesoh and Abenla Jamir presented facts and findings, and highlighted the outcome of the audit conducted in six villages covering four blocks namely, Wokha, Chukitong, Sanis and Wozhuro block under DRDA Wokha.

DIMAPUR: Chumukedima Area GBs Association (CAGBA) has expressed concern over liking aadhaar with Priority House Hold (PHH) scheme saying the same would cause inconveniences to beneficiaries “due to many reasons beyond general public’s control”.

In a press note CAGBA president, Tokishe Achumi and joint secretary, Pamong Phom, stated that the association held a meeting on September 13 and thoroughly deliberated on the issue.

Kukis observe ‘Black Day’ in Manipur

IMPHAL, Sep 13: Kukis in Manipur on Wednesday observed ‘Black Day’, to mourn the massacre of nearly 1,000 innocent Kukis during the early nineties. Kuki based civil bodies alleged that between 1992 and 1997, NSCN (I-M) had allegedly launched attacks across Manipur, killing 905 Kukis and burnt down 360 Kuki villages.

Since then, Kuki community has been observing

September 13 every year as Black Day and as a mark of mourning, black colour flags were hoisted at almost every household in Kuki villages.

Kuki Inpi Manipur, the apex body of Kuki based civil society organization also submitted a memorandum to the Prime Minister reminding Kukis’ appeal for justice to the victims of genocide before arriving at any agreement with the NSCN(I-M) currently engaged in peace talks.

They also reiterated their demand for legal settlement of the heinous crime on innocent Kukis including women, children by the NSCN (I-M) under the command of Th Muivah.

The legal settlement according to Kuki Inpi Manipur was that Th Muivah should surrender and face trial as per the Indian Penal Code or in the international court for his crime against humanity. The demands also include-resettlement and restora-

tion of 360 Kuki villages uprooted by NSCN (I-M), resettlement of more than 100,000 displaced Kuki villagers and a written assurance that any possible settlement with NSCN (I-M) shall not include or otherwise affect any Kuki village.

Taking part in one of the rallies staged in Imphal, Paotinthang Lupheng of Kuki Inpi Manipur said that “We, the Kuki people will no longer be mute spectators to the violation of our rights and ancestral territories by any entity.

Kuki Inpi will be “duty-bound” to consider other alternatives, if the government’s apathy and negligence persist concerning Kuki aspirations, he added.

Over 60 memoranda have been submitted to the Prime Minister’s office over the past 24 years, albeit without a single response or remedial action, he said.

Mizo guv expresses concern over climate change Aizawl, Sep 13 (PTI): M i z o r a m g ove r n o r L t General Nirbhay Sharma Wednesday urged the tribal people of the state to go back to their roots to ensure protection of environment for arresting climate change.

Sharma, who was addressing a three-day media workshop ‘Climate change reporting in the Himalayas’, said that rise of temperature during the past few decades in Mizoram is a matter of concern.

Scarcity of water and in contrast heavy and irregular rainfall caused trails of destruction in the state which were results of climate change. The incidents of pest invasion and resurgence of new diseases were also caused by climate change.

Manipur CM bats for timely Centre to grant citizenship to Chakma, Hajong refugees completion of govt projects

IMPHAL, Sep 13: Manipur chief minister N Biren Singh Wednesday stressed that a change was needed in the present working system in the government offices so that positive change in the state could take place.

He therefore instructed all secretaries and heads of department to ensure timely completion of various developmental projects or schemes taken up by their respective departments within the current year, said chief minister office in a statement.

The meeting was held at the cabinet hall of Chief Minister’s Secretariat today.

New Delhi, Sep 13 (PTI): The Centre will grant citizenship to all Chakma and Hajong refugees living in the Northeast but ensure that the rights of indigenous people are not diluted, Union minister Kiren Rijiju said Wednesday.

The Chakma-Hajong refugee issue was discussed threadbare at a high level meeting convened by Union Home Minister Rajnath Singh and attended by Arunachal Pradesh Chief Minister Pema Khandu, Union Minister of State for Home Rijiju and National Security Advisor Ajit Doval among others.

Addressing reporters after the hour-long meeting, Rijiju said a “middle ground” would be chosen so the 2015 Supreme Court order to grant citizenship to Chakma-Hajong refugees could be honoured and the rights of the local population not diluted.

“The Supreme Court order has to be honoured.

The initiative on the Chakma and Hajong refugees comes amid the ongoing row over the Central government’s plans to deport Rohingya Muslims, who came to India due to alleged persecution in Myanmar.

Rijiju, who belongs to Arunachal Pradesh, has said Rohingyas are illegal immigrants.

Several organisations and civil society in Arunachal Pradesh have been opposing citizenship to the Chakma and Hajong refugees saying it would change the demography of the state.

The central government is trying to find a workable solution by proposing that the refugees will not be given rights, including land ownership, enjoyed by Scheduled Tribes in Arunachal Pradesh, an official said.

However, they may be given Inner Line permits required for non-locals in Arunachal Pradesh to travel and work.

Rijiju blamed the Con-

gress for the current situation, saying that the then government had settled the refugees in Arunachal Pradesh without taking the local people into confidence.

“Congress has done great injustice to the local people. We are trying to find a middle ground so that the Supreme Court order is honoured, the local people’s rights are not infringed and the human rights of the Chakmas and Hajongs are protected,” he said.

The minister said a petition may be filed on the issue in the Supreme Court soon.

Chakmas and Hajongs were originally residents of the Chittagong Hill Tracts in erstwhile East Pakistan who left their homeland when it was submerged by the Kaptai dam project in the 1960s.

The Chakmas, who are Buddhists, and Hajongs, who are Hindus, also alleg-

edly faced religious persecution and entered India through the then Lushai Hills district of Assam (now Mizoram).

The Centre moved the majority of them to the North East Frontier Agency (NEFA), which is now Arunachal Pradesh.

According to officials, the number of these refugees has increased from about 5,000 in 1964-69 to 1,00,000. At present, they don’t have citizenship and land rights but are provided basic amenities by the state government.

In 2015, the Centre was directed by the Supreme Court to confer citizenship to these refugees.

The Arunachal Pradesh government approached the apex court to review its order but in vain.

After the Supreme Court’s rejection, both the central and state governments have started consultations to find a solution to the issue.

Aadhaar law likely to pass test of constitutionality: FM

New Delhi, SEP 13 (AGENCIES): Finance Minister Arun Jaitley on Wednesday exuded confidence that Aadhaar law will pass the test of constitutionality, saying the legislation has adequate safeguards for data protection.

Jaitley’s comments at a conclave on financial inclusion organised by United Nations in New Delhi come amid a legal challenge mounted in the Supreme Court against making the biometric identification number, Aadhaar, mandatory for government schemes, including its linking to income tax PAN. The next date of hearing is in November.

The Finance Minister said Aadhaar was an evolving idea under the previous UPA regime and it did not have legislative backing.

BJP-led NDA gave it a legislative cover with iron wall to ensure data protection and privacy, he said. “... a legislation was necessary and because of evolving debate the confidentiality of the data and [the need] to build some iron wall around the data itself.

The [Aadhaar] legislation has been passed and I am sure it will stand the test of constitutionality,” he said.

Arun Jaitley Bench of the apex court had declared the Right to Privacy as a fundamental right saying it is protected as an intrinsic part of the right to life and personal liberty under Article 21 and as a part of the freedom guaranteed by Part III of the Constitution. Jaitley further said that the Supreme Court in its recent judgment has talked about reasonable restrictions while upholding the idea of privacy as an important constitutional guarantee under the Article 21 of the Constitution.

Citing some of the conditions on privacy, he said, “They have to be by the law, they have to obviously reasonable and some of illustrative restraints not exhaustive are in the larger interest of national security or for the purposes of detection of crime or for the purpose of dissemination of social benefits. “I think

the third criteria is very consciously inserted because that is the principle purpose for which this was intended to be used and that is where this interplay of over a billion Aadhaar number over a billion bank accounts and mobile phones itself has an important role,” he said.

Pointing out that untargeted subsidy result in wastage of resources, he said once you are able to create identity network then you make sure the social benefits must reach those segments of population for whom it is specifically targeted as resources of states are limited.

Speaking about financial inclusion, Jaitley said as many as 30 crore families have got bank accounts since the launch of India’s biggest ever bank account opening drive, Jan Dhan Yojana three years back.

About 42% of households were unbanked before the scheme was launched, which aims to give every household access to banking facilities by offering them zero-balance accounts across all commercial banks. Over the period of three years, he said, the number of zerobalance accounts has reduced from 77% to 20% and even these would become operational once the direct benefit transfer is expanded.

New Delhi, Sep 13 (IANS): The Ministry of Home Affairs has issued notice to over 1,200 NGOs across the country asking them to submit expenditure details of the last four or more years, suspecting them for violating foreign funding norms that may lead to cancellation of their licences to receive foreign funds.

The ministry’s step, taken on September 8, was part of its crackdown against foreign-funded NonGovernment Organisations (NGOs) across the country, official sources said on Wednesday. “It is alleged that the NGOs violated the stringent laws of on foreign fundings. The NGOs were earlier cautioned over the issue. Ministry of Home Affairs issued notice to 1,222 NGOs and asked them to provide the bank account details in which they receive foreign funds,” the sources said. The list of defaulters included Sri Ramakrishna Math, Ramakrishna Mission, Indore Cancer Foundation Charitable Trust, Madani Darut Tarbiyat and Coimbatore Christian Charitable Trust. In July, the Union Home Ministry issued notice to 5,922 associatons because they failed to upload their annual returns under the Foreign Contribution (Regulation) Act (FCRA), 2010, despite being given adequate opportunities to do so.

It said, branding Rohingya as terrorists was both unfair and discriminatory. They asked the court to intervene with the government to treat the community with some dignity, to not displace the community, which has undergone years of persecution in their own native land of Myanmar.

“The approximately 7,000 Rohingya reside peacefully on privately owned lands owned and rented out by Indian nationals, most of whom are Hindus.

The Rohingya are paying rent to these landlords on a timely basis. None of the landlords have ever voiced any complaints or objections about the conduct of their Rohingya tenants,” the petition said.

The petition said all the 7,000 Rohingya were “interrogated” extensively by the UNHCR, their statements verified before declaring them as refugees.

“All of them fled their country of origin i.e. Myanmar due to fear of persecution and are not the illegal immigrants in India.

Most of these families have been residing peacefully in Jammu since 2008. The Rohingya have a well-founded fear of persecution in the country of their origin on account of their minority ethnic community status,” the petition said.

New Delhi, SEP 13 (AGENCIES): About 7,000 Rohingya living in 23 settlements across Jammu have moved the Supreme Court, saying there is not a single terrorist amidst them and they deserve to be treated with dignity by the government.

Applications have been filed in the Supreme Court alleging that Rohingya are a national security threat, and they should be deported. A Bench led by Chief Justice of India Dipak Misra has asked the Centre to clarify its position. The case came to the apex court following a government move to deport Rohingya. The court is scheduled to hear the issue on September 18.

According to a Minority Welfare Department official, the action followed a probe which suggested that these madrassas were not functioning within the parameters defined for them. A total of 560 madrassas in the state get government subsidy. A committee of district magistrates, inspectors of schools and minority welfare officers are mandated by the Bharatiya Janata Party government to certify the use of these funds.

After a two-month scrutiny by these district level committees, the grant to 46 madrassas had been stopped along with salaries of teachers, the official said.

DMK’s Rajya Sabha member Kanimozhi and TNCC president Su. Thirunavukkarasar led the protest demanding ‘justice’ for S. Anitha, a medical aspirant from Ariyalur who ended her life over NEET, at the Valluvar Kottam. The protest meet is part of a series of DMK-led anti-NEET protests held across the state on Wednesday. Five such meetings were held within Chennai itself, one of them outside the District Collector’s office. Leading the protest, Ms. Kanimozhi said that Tamil Nadu was alone in its opposition to NEET because of its unique history of fighting for social justice.

“Our leaders and political parties have always fought for social justice. We have achieved what others could not,” she said.

She said that NEET was designed to favour CBSE students, who themselves have to take a test to prove their aptitude despite following the curriculum for years.

A tale of two crimes

t was only expected that the media accorded prominent focus on the horrendous murder of a seven-year old school boy inside Ryan International School Gurugram allegedly by the bus conductor Ashok Kumar. The anger of the victim’s parents is more than justified when they had demanded a thorough probe by the CBI. The wave of anger, like a tsunami, also swelled against the Ryan International School for various security lapses including certain actions that were taken right after the dying body of the child was found.

The innocent victim Pradyuman Thakur a child of Class II had the throat slit twice allegedly by the bus conductor, Ashok Kumar on the fateful morning of September 8, 2017. The media focus also came along with some ‘who dunnit?’ theories about some conspiracies by Ryan International School trying to put a cap on information as a means of staving off too much inquisitiveness which could only add to anger that the school was responsibility for the entire lapses though short of committing the heinous crime. Some of the media went off on training their guns on the proprietor and management of the school while riding on the wave of nationwide anger. It is quite unfortunate that the proprietor and management (trust) of the school have been given negative publicity and it was quite expected that owing to the bias, the Ryan owners and their trust would soon have the law come a calling. Even the lawyers group in the area have decided not to take up the case in defence of anyone who is/are accused in the case. Ryan International school management moved Supreme Court for transfer of case outside Haryana for ‘fair trial’. The wave of anger in Haryana against the school is understandable but emotions cannot be allowed to hijack the due process of the law. The Ryan International Group’s founding chairman Augustine Pinto, 73, and his wife, managing director Grace Pinto, 62, have been granted protection from arrest by a court till September 20. Their son Ryan Pinto, the group’s Chief Executive Officer, had also applied for anticipatory bail. The other crime, and no less as heinous and just nearby in Shahdara in Gandhinagar area under Delhi, which occurred a day after, September 9,2017when a five-year old girl was allegedly raped by a 40-year old school peon identified simply as Vikas. Police said the Vikas was under the influence of alcohol when he allegedly committed the crime. The peon, however, denied sexually assaulting the child.

“There are cameras in the school premises, the girl should see and identify. I did not rape her,” he told reporters. When asked whether he was drunk, he said, “I have a quarter every day, so what?” The rape of the minor was no less as terrible as murder because the innocent girl died that day after she was raped. She will bear the scars, stigma and psychological trauma for the rest of her life. However, in this case, the media was not as hyper as with the Ryan case. Using the same yardstick, if the Ryan International School management was named as accused, there is absolutely no reason why the management of Tagore Public School should be treated differently. It is hoped that sensible people will treat both crimes as heinous and demand that same yardstick be applied.

After Surrender— Then What?

—John 17:4 True surrender is not simply surrender of our external life but surrender of our will— and once that is done, surrender is complete. The greatest crisis we ever face is the surrender of our will. Yet God never forces a person’s will into surrender, and He never begs. He patiently waits until that person willingly yields to Him. And once that battle has been fought, it never needs to be fought again.

Surrender for Deliverance. “Come to Me…and I will give you rest” (Matthew 11:28). It is only after we have begun to experience what salvation really means that we surrender our will to Jesus for rest. Whatever is causing us a sense of uncertainty is actually a call to our will— “Come to Me.” And it is a voluntary coming.

Surrender for Devotion. “If anyone desires to come after Me, let him deny himself…” (Matthew 16:24). The surrender here is of my self to Jesus, with His rest at the heart of my being. He says, “If you want to be My disciple, you must give up your right to yourself to Me.” And once this is done, the remainder of your life will exhibit nothing but the evidence of this surrender, and you never need to be concerned again with what the future may hold for you. Whatever your circumstances may be, Jesus is totally sufficient (see 2 Corinthians 12:9 andPhilippians 4:19).

Surrender for Death. “…another will gird you…” (John 21:18; also see John 21:19). Have you learned what it means to be girded for death? Beware of some surrender that you make to God in an ecstatic moment in your life, because you are apt to take it back again. True surrender is a matter of being “united together [with Jesus] in the likeness of His death” (Romans 6:5) until nothing ever appeals to you that did not appeal to Him. And after you surrender— then what? Your entire life should be characterized by an eagerness to maintain unbroken fellowship and oneness with God.

00 years ago, in Wittenberg, Germany, Martin Luther, a professor of the Bible, nailed 95 theses at the door of the church. It was October 31, 1517. This momentous action set off in motion seismic changes across Europe, in the history of Christianity and invariably in the world. Luther’s 95 Theses were prepared as arguments against existing teachings and practices of the church in the sixteenth century. While historians debate whether the 95 Theses were really nailed to the door of Wittenberg’s church, Luther’s 95 Theses surely triggered revolutions, schisms, and ushered in modern Europe from its medieval captivity. It set in motion the Reformation and multiple reformations within Christianity and European history, consequently the modern world.

Luther’s study of the Bible as a professor unlocked new understanding and interpretation of God’s grace and humanity’s salvation. The new understanding was radically different from the existing teaching of the church. Against the practice of selling of the indulgence certificates, Luther prepared his disputation that human justification could not be bought by human efforts such as good works or money or indulgence but by God’s grace alone and received solely by faith. The keywords that undergirded the Reformation and its many forms are the famous Latin phrases: Sola gratia, Sola fide, Sola scriptura (grace alone, faith alone, scripture alone).

While Luther remains the central figure for the beginnings of the sixteenth century Reformation, there were many others who were his companions, conversations partners, and interlocutors, whose interpretations and renderings of the Bible were as critically important to the reforms that were initiated. Some of the important contributors to the Reformation and its seismic changes were: Philip Melanchthon, Katharine von Bora, Ulrich Zwingli, and John Calvin among many others.

The disputations prepared

he single greatest sin any young person can commit”, said William Temple, the then Archbishop of Canterbury “is to choose a career on selfish grounds without a sense of calling. For it is the deliberate withdrawal from allegiance to God of the greatest time and strength.”

Perhaps not many Christians consciously choose science as a vocation in obedience to God’s calling. In fact, many young people, particularly in lowincome countries, choose science mostly on economic grounds and social prestige and not mainly for using their talent and knowledge for the betterment of humankind or ‘out of love, care and concern for their neighbours’. Even poorer countries, such as India, pour a considerable amount of their GDP into scientific research which are closely tied to military power and commercial interests. Many adolescents are, therefore, pushed into careers that are based on science not because of a sense of vocation and responsibility but on economic grounds. On the other hand, many people who have a poorly informed knowledge of science tend to have a suspicious view of science as inherently reductionist and anti-theistic. This fear is largely promoted by popular media and science fictions, the inability of the general public to differentiate between science and scientism – the belief that science explains everything – and the ideological abuses of science. Therefore, Christians have the dual responsibility to expose the idolization of science as well as the fear of science and lead in using science for the flourishing of

Charles V, the Holy Roman Emperor summoned Luther at the Diet of Worms (a town near Frankfurt) in 1521, it was here the famous speech of Luther – “Here I Stand” – was given in defence of his new interpretations about the church and God’s grace for human salvation: “Unless I am convinced by the testimony of the Holy Scriptures or by evident reasonfor I can believe neither pope nor councils alone, as it is clear that they have erred repeatedly and contradicted themselves-I consider myself convicted by the testimony of Holy Scripture, which is my basis; my conscience is captive to the Word of God. Thus I cannot and will not recant, because acting against one’s conscience is neither safe nor sound. God help me. Amen.” (according to historians, the phrase “Here I stand” is a later addition) By refusing to recant his new interpretations of the Bible, Luther was excommunicated by Pope Leo X in 1521.

To simplify the many events and centuries long history this act set in motion, the excommunication of Luther and the subsequent events began the parting of the church into Roman Church and the Protestants – the rubric term given to the variety of Christian groups that held on to the basic teaching of Luther – salvation by God’s grace alone as opposed to good works or the church as encapsulated in the Latin phrase: extra ecclessiam nulla salus (outside the church there is no salvation). In more than one way, seeds of the ideas for western civilization postmedieval period were sown in the Reformation that Luther’s disputation provoked. Individual freedom, hymn singing in the church (and therefore the stirring cantatas and oratorias of J.S. Bach, F Handel have their roots in the church music Luther started), translation of the Bible into vernacular languages, relationship between state and religion, rule of law, and mass education all trace

their beginnings to the reforms Luther initiated.

500 years of the Reformation is celebrated this year.

Germany leads the global community in hosting the many memorable events on the occasion of the 500 years anniversary and has organised year long celebrations with variety of events: seminars, academic consultations, concerts, pilgrimages, museum exhibitions, church gatherings, and worship. There are even special offers for tourists and visitors to Germany this year. (www.luther2017.de) Among the many events, is the historic ecumenical worship jointly celebrated by the Lutheran World Federation (LWF) and the Roman Catholic Church in 31 October 2016, in Lund, Sweden. Together with the prayer and worship, the Lutheran World Federation (LWF) and the Roman Catholic Church jointly produced a dialogue report titled: “From Conflict to Communion: Lutheran-Catholic Common Commemoration of the Reformation in 2017.” The joint report is a call to work towards healing of divisions and coming together in the common witness to the good news of Jesus Christ.

The commemoration of the 500 Years of the Reformation is an opportune time to reflect on many levels the diverse issues in global affairs as well as ecclesiastical matters and at local levels. 500 years of the Reformation might not mean much to many Nagas, although, ironically the indelible fact that the Nagas are Christians – mostly of the Protestants stripe – education, bibles in vernacular languages, and even the idea of nation states have their roots in the sixteenth century Reformation and its multifaceted ideas.

There is much to reflect on and participate in the momentum of dialogue between divided traditions and some basic notions of being church and Christians.

Particularly the role of money and power in the church and society can be given some deep reflections to draw up

Who can uphold the oath

O

ur beloved state Nagaland attained statehood on December 1, 1963 and became the 16th state of India. But sad to say, even after 53 years of Nagaland statehood, the development graph remains the same. Even those states who attained statehood much latter than us has achieved a much greater height.

India is the world’s largest democratic form of government. It lays down great examples to the rest of the world citizens.

The world powerful statements and leaders admiration towards India is immense and we are part of the great nation called India.

Weh we analyze our present political scenario; its functions, their responsibility towards its people, role of opposition etc, it’s not worth mentioning that we have functioning government. Under the present political government, the people’s voice is totally suppressed, all the departments are paralyzed, fight for personal political status, ignorant, lack of developments despite of sufficient funds/schemes etc.

One of the most important missing vital organ in our Nagaland political government is the absence of opposition in the legislature.

The opposition plays a greater role in good governance of a state. The opposition questions the government and held them (ruling party) accountable to the people, challenges the policies of the government and providing practical criticism of the ruling party. Since all Naga political leaders wanted to be on the ruling political party due to ignorance, self gaining motives and powers, the wheel of development and togetherness has lost its value. Now, the role of opposition in our state is played by the people of other social NGOS. It is mesmerizing, how those elected political leaders of Nagaland pledge during their oath ceremony, and the people really wanted to know what is the contents that they read out load at the time of oath taking ceremony or do they not know the real meaning of oath taking? One thing our elected political leaders has to know is that before they were seated in those chairs/office to serve the people they first pledge before God to tell the truth through action.

And lastly to my Naga brothers and sisters, understand your rights. To elect a great leader, it is in the hands of the people. Selling vote and other unconstitutional means of electing your leaders during election will not bring any changes or developments. We all need to uphold the true spirit of democracy while electing our leaders and by which we all will see greater changes in our state. I believe in my Naga brothers and sister that in the forth coming election the people of Nagaland will elect the right leader who understands the value of life, understand the needs of the people, who can fight for the people and most importantly who can uphold the oath.

reforms in our society and church. A basic critique of the sixteenth century Reformation was against the existing teaching of the church that salvation could be bought by money and good works. In an interesting way, this kind of theological understanding might be operational today in many Naga churches and Christians.

Some of the perceived practices in many Naga churches: the relationship between giving large amount of money to the church and the recognition bestowed upon the donor of such amount; the lay leadership of church that is drawn from individuals perceived as powerful; the importance given to state bureaucrats and politicians, have tendency to be read as a acceptance by the church based on money power and political influence. Is there a theology that is operating on the premise that giving money to the church would nullify the wrong doing, such as the stealing of money that is meant for development and the welfare of the poor?

It is significant that the historic protest rally against the corruption in Nagaland took place in the 2017, the 500th year of the Reformation. False security in wealth, hypocrisy of good works in lieu of clean and ethical practices need be denounced. Rituals such as regular church attendance, giving large amount (disproportionate to one’s honest income) cannot take the place of honesty, integrity, compassion and above all love of God. Materialisms that have seeped into the church today: opulence, wastefulness, extravagance in pulpit decors, money power, and clergy detachment from the people were the same evils that existed at the dawn of the Reformation in the sixteenth century.

In the 500th year of the Reformation, an appreciation of the Reformation in the sixteenth century will be an opportune time for the pressing reforms needed in Naga church and society today.

Science as a Christian vocation

God’s creation.

I believe the pursuit of science as a Christian vocation is not only legitimate but also necessary at least on four grounds: • The natural world is intelligible and orderly because it is created by the creative God and understanding it can serve human needs.

• Exploring the beauty and grandeur of creation helps us to know the Creator better and is an act of worshipping the Creator God. • Developing knowledge that ‘subdue the earth’ and bring equity and justice • Raising a prophetic voice to use science sensibly and responsibly.

The intelligibility of the universe on which the entire scientific enterprise is based, which puzzled many great scientists, including Albert Einstein, is perhaps not a puzzle for Christians who believe that the world is created by the creative and faithful God in an orderly manner and has put the scientific laws in place. The belief that the God who is faithful to His creation as revealed in the Bible (Genesis 8:22) and interacts through the creation (Jeremiah 10: 12-13), which is dubbed as “nature” by the current scientific jargon, gives a strong basis for Christians to have faith on the rationality of the universe and the reliability of the scientific exploration. It is no wonder then that the modern science was born and nurtured in a cultural environment that is shaped by these biblical convictions.

One can very well claim that the practice of science as an appropriate and redeeming activity of Christians who seek to glorify God

gave the foundation to the Royal Society in the Seventeenth Century England which is evident from the fact that seven out of the ten of the founders were Puritans. Rodney Stark in his book For the Glory of God: How Monotheism Led to Reformations, Science, Witch-Hunts, and the End of Slavery reports that of the fifty-two prominent practicing scientists born in between 1543-1680, the so-called period of Scientific Revolution, more than sixty per cent of of them were devout Christians, and only two were sceptics while fifteen were clergy. Many present day Christian scientists continue to espouse that their vocation in sciences enable them to marvel at the works of God. For example, Jenifer Wiseman, a NASA Astronomer, shares her conviction that science is an instrument of worship and can inform and inspire our worship and service. Expositing on Psalm 19 “The heavens declare the glory of God, and the skies proclaim his handiwork” she believes ‘contemplating God’s handiwork in Creation is not an expendable “extra” but is of critical spiritual importance for all people’. Similarly, Denis Alexander, formerly Head of the Laboratory of Lymphocyte Signalling and Development at the Babraham Institute, Cambridge and (now Emeritus) Director of Faraday Institute for Science and Religion, Cambridge believes that ‘[Science] is no mere human construct… but represents descriptions, albeit partial, of the realities of God’s working in the world.”

In a world where scientific research is mostly driven by selfish commercial interests or human ambitions and

pride Christians can lead in developing knowledge that ‘subdue the earth’ and make it a more habitable place to live and reverse some of the ecological damages that have been done by human greed.

Science should be used for the benefit of humankind was very much a Christian vision. This conviction made Francis Bacon, the pioneer in empiricism, advocate that “Scientific knowledge should be sought not for superiority [over] others, or for profit, or fame, or power… but for the benefit and use of life”. Christians can lead in identifying the gaps in knowledge that otherwise gives room to uninformed superstitions and provide sophisticated solutions either in prevention of deadly epidemics, famine and environmental care. If Jesus had promised “whoever gives even a cup of cold water to one of these little ones … none of these will lose their reward” (Mathew 10:42) how much more blessed will a scientist be who develops scientific methods of purifying drinking water that prevents diseases in poorer communities?

Whereas the scientific development has brought many benefits and luxuries to humankind it also has brought many miseries, wars and diseases. As Vinoth Ramachandra pointed out, “The combination of profound creativity with moral naiveté, intellectual passion with personal and national ambition, has made science an instrument of great violence today”. Christian scientists with an authority in their respective fields can lead in making this damaged world more liveable. As scientific knowledge progresses we are faced with even bigger challenges. For example, our

intricate relationship with our environment and the destruction our economic greed has done to the environment means that more and more in-depth scientific investigations are required to unravel and inform the harms we are doing to God’s beautiful creation. As Jenifer Wiseman points out, informed Christians can lead in helping “science to inform science”. While leading the scientific community to use their gifts and talents for the betterment, equity and justice for all humankind Christian scientists can also point out that science alone cannot solve all these challenges that we face today.

This is, of course, never to

claim that only Christians can do good science or only Christians can point out the abuse of science for the Bible says that God gives sunshine and rain to everyone. Christian scientists can work alongside their colleagues, both from the scientific community as well as other non-scientific fields, with a vision to bring social and ethical implications of their work that make science more humane and bring about equity and justice in God’s kingdom on earth as it is in heaven.

Teachers’ Day sans half year salary

Another Teachers’ Day passed away a week back.

The government as usual felicitated those teachers with awards for their sincerity, dedication and hardwork. Many people paid tributes to the nation builders and moulders of our country’s future citizens .Accolades and praises were showered by their students and people who always feel grateful to their teachers that made them reach what they are today, although there wasn’t a dearth of criticisms and abuses by some usual suspects. No matter the praises and the criticisms, any teacher worth the name cannot teach on an empty stomach. Many people forget that teachers too are human beings and always forget that teachers also need their wages and monthly salary to survive and look after their families. The government, despite of tall talks of achievements and change, many teachers had to spend another Teachers’ Day without being paid a half years’ salary. We don’t need sympathy but we need your understanding. Hope our people stands up for our cause too and not only wishes us and the government give us our basic salary on time and not only present us awards or talks about change everytime on Teachers’ Day. Japanese PM Abe promises peace in Indo-Pacific region

New Delhi, Sep 13 (AGENCIES): Highlighting common ‘strategic interests’ Japanese Prime Minister Shinzo Abe who arrived in Ahmedabad on Wednesday said that India-Japan bilateral ties will shape the Asia-Pacific region. Abe will hold talks with Prime Minister Narendra Modi on Thursday during the India-Japan annual summit as both sides firm up military and strategic ties.

“Both India and Japan place importance on the universal values and strategic interests that we commonly share. Both countries are major Asian democracies and global powers. ...and I’m determined that Japan and India will lead the way towards peace and prosperity of the Indo-Pacific region and the world,” said Prime Minister Abe in a statement which was released to the

media even as he landed in the capital of Gujarat.

The visit of Abe is significant in view of the weeks-long standoff between India and China at the Doklam plateau of Bhutan when the Chinese belligerent rhetoric indicated a negative turn in ties with India. Last week, Abe’s senior advisor Katsuyuki Kawai visited India and indicated that Japan would seek ballistic and cruise missiles to deal with the dual threat of ‘expansionist’ China and a nuclear-powered North Korea. Discussion over the security challenges facing Tokyo after the North Korean thermo nuclear test is a new dimension to bilateral ties between Japan and India.

He stopped short of revealing if bilateral military ties would feature in Abe’s visit though the Ministry of External Affairs later said

that a military component would constitute a part of Abe-Modi meeting.

Reports suggest that Japan is likely to take up the sale of ShinMaywa US-2 amphibian aircraft that India has been eyeing for the past few years. The aircraft, one of the frontline machines of its category, is expected to boost India’s maritime capabilities in the Indo-Pacific region. The other major discussion is likely to be over the future of India-Japan nuclear ties which has acquired a new broader scope after Japan secured the legislative ratification for the deal.

While the nuclear deal between the two countries will allow both sides to cooperate in building nuclear reactors, it will also allow Westinghouse, American subsidiary of Japanese nuclear major Toshiba, to speed up its projects in India.

NISA issues safety Jadhav’s death sentence: India advisory for schools submits written pleadings to ICJ

D I M A P U R , S EP 1 3 (NPN): Following the death of a 7-year old student of Ryan International School, Gurugram, the National Independent Schools Alliance (NISA) has issued advisory to schools across India in order to curb any further mishaps/incidents of such kind in the future.

It advised schools to have well equipped CCTV surveillance system in all classrooms, corridors, staircases, main gate and strategic areas and have the display of the same surveillance in the principal’s cabin or have a dedicated staff to monitor the CCTV’s footages.

A committee including the Teachers and the PTA to be set up and also the Surveillance Committee consisting of PTA members to carry surprise visits to schools to check that safety measures are in order. It also asked schools to check the functioning of CCTVs on a regular basis.

and drills for quick and safe evacuation during any untoward contingency.

NISA also advised that students needed to be educated about “Good Touch and Bad Touch”.

It said schools need to carry out police verification of drivers and watchman(s) from time to time and also conduct various training programs for them and keep watch on their behavioural pattern.

Further, NISA said that schools should involve parents and inform them about all the safety precautions taken to make them and their children feel safe at school.

Meanwhile, NISA has expressed heartfelt condolence to the family of the deceased and at the same time condemned the incident.

It may be noted that NISA re presents over 56,400 schools, from 20 state associations, which cater to the needs of nearly 9.35 million school children.

HM clears granting citizenship to Chakma-Hajong refugees

New Delhi, SEP 13 (AGENCIES): The Union Home Ministry on Wednesday cleared the citizenship for over one lakh Chakma-Hajongs, Buddhists, and Hindus, who fled to India in the 1960s to escape religious persecution in Chittagong Hill area of Bangladesh (the then undivided Pakistan).

The decision was taken in a meeting chaired by Home Minister Rajnath Singh. National Security Advisor (NSA) Ajit Doval, MoS Home Affairs Kiren Rijiju, and Arunachal Pradesh Chief Minister Pema Khandu were also present in the meeting.

Emerging from the meeting, Rijiju said, “Supreme Court order has to be honoured. Chakmas are settled in Arunachal Pradesh since 1964. But Scheduled Tribe status and indigenous people’s right won’t be diluted.”

New Delhi, SEP 13 (AGENCIES): India on Wednesday submitted its written pleadings to the International Court of Justice (ICJ), which is hearing the case of Kulbhushan Jadhav, a retired Indian navy officer sentenced to death by a Pakistan military court allegedly for espionage and subversive activities.

The ICJ has suspended the death sentence of Jadhav pending final judgement by it after India moved the court in May, requesting immediate suspension of the sentence.

“India has, today, submitted its Memorial (written pleadings) to the ICJ in the Jadhav case involving egregious violation of Vienna Convention on Consular Relations 1963

by Pakistan. This is in furtherance of our application filed before the Court on May 8, 2017,” external af-

fairs ministry spokesperson Raveesh Kumar said.

Pakistan claims to have arrested Jadhav from restive Balochistan in March last. However, India maintains that he was kidnapped from Iran where he had legal business interests after retiring from the navy.

On May 8, India moved the ICJ for instituting proceedings against Pakistan for violations of the Vienna Convention “in the matter of the detention and trial of an Indian National, Kulbhushan Sudhir Jadhav”, sentenced to death in Pakistan and requested immediate suspension of the sentence of death awarded to the accused.

After discussing with both India and Pakistan, President of the ICJ Ronny Abraham, asked India to make its submission by September 13. He also asked Islamabad to make

its counter- submission by December 13 before the UN court starts hearing the matter. “... At a meeting held by the President of the Court with the Agents of the Parties on 8 June 2017...the Agent of India requested that each Party be granted a period of four months for the preparation of its pleading; and whereas the Agent of Pakistan indicated that periods of two months would be sufficient,” the ICJ said.

“Taking into account the views of the parties, the Court fixes the following time-limits for the filing of the written pleadings – 13 September 2017 for the Memorial of India; 13 December 2017 for the Counter-Memorial of Pakistan; and Reserves the subsequent procedure for further decision,” it added.

NEW DELHI, Sep 13 (Agencies): Petrol and diesel prices have risen to their highest in three years in some cities in the country, following a sharp rise in international rates driven by the hurricane-induced shutdown of refining capacity in the US. Petrol price in Mumbai rose to its highest since August 2014 while diesel prices reached their peak since August 2014 in Kolkata and Chennai. In Delhi, Kolkata and Chennai, petrol prices are at their peak since January this year. Since July 1, petrol has climbed Rs 5.18 per litre in Mumbai, and diesel by Rs 5.75 per litre in Kolkata, and Rs 5.71per litre in Chennai.

The m- Aadhar is a mobile app launched by the Unique Identification Authority of India on which a person can download his/her Aadhaar card.

It can, however, be downloaded only on the mobile number to which Aadhar has been linked.

To show Aadhar, a passenger has to open the app and enter his/ her password. “m- Aadhar when shown by the passenger on his/her mobile after entering the password should be accepted as a proof of identity for undertaking journey in any reserved class over Indian Railways,” the ministry said in a statement.

New Delhi, Sep 13 (IANS): The government cannot change fuel prices on a knee-jerk basis, Petroleum Minister Dharmendra Pradhan said on Wednesday on a day when stocks of state-run oil marketing companies (OMCs) tanked by as much as eight per cent following recent hikes in transport fuel prices.

“The gover nment cannot change fuel pricing on a knee-jerk basis,” Pradhan told reporters here, noting that global crude oil prices had recently gone up as much as 15 per cent owing to production being hit in the US owing to the impact of multiple hurricanes.

“The government will not interfere in the dayto-day functioning of the OMCs... for the last three years, the pricing mechanism has been linked to the market,” he said.

At the outset, Sirhima Village was established in the year 1905 and has been continuously enjoying the possession and right over the land and its resources within its village jurisdiction. During the dispute over the village in the year 1995, the Chakroma Public Organization (CPO) adjudicated the case wherein, in its Judgement dated 05.07.1995, it has been clearly mentioned that ''it is also an admitted fact when a person, be it the founder of the village abandoned or migrated to another Village: automatically he loses his right ownership over the land though he may retain the title of 'founder' of the Village.

Hence, the inhabitant of the village is the owner of the concern land" as such, although the founder of Sirhima Village would be any other clan or clans but the concern parties has no right over the ownership of the land of Sirhima by virtue of customs and practices.

That since the Sirhima village has the right and ownership over its village land, it is out of place to make false and misleading claim by those responsible individuals, clans or villages. Further, any such unwarranted statement in the future could lead to misleading and confusion amongst general public; the Sirhima village fervently requests the general public not to pay heed to the same.

Nay Pyi Taw, Sep 13 (IANS): Myanmar’s de facto leader and State Counsellor Aung San Suu Kyi will not attend the upcoming UN General Assembly session in New York as criticism of her handling of the Rohingya crisis grows.

A spokesman for the Presidential office said on Wednesday she had called off her trip for two reasons.

“One is the current situation in Rakhine State. We have terrorist attacks and also there are many works on public safety and humanitarian works,” spokesman Zaw Htay said in a statement.

29-year-old writer who works parttime at a bookshop in York has been shortlisted for the Man Booker Prize for her debut novel.

Fiona Mozley, the second-youngest author to be up for the prestigious literary prize, wrote Elmet while commuting between London and York.

Emily Fridlund, another debut novelist, is also up for the £50,000 award.

With parts of England and Wales currently affected by Storm Aileen, the Met Office recently announced that the next named storm to hit the UK would be called Brian.

Responding to the news, one fan wrote on Twitter: “Ten years after the Arctic Monkeys predicted it Brianstorm is finally happening”. Another added: “There’s actually going to be a Brianstorm”.

Others were not so pleased, with one Twitter user saying: “Can’t be arsed with all the indie kids on here when Brianstorm kicks

Dhoni will play 2019 World Cup, says Shastri New Delhi, Sep 13 (IANS): India head coach Ravi Shastri has dismissed doubts about Mahendra Singh Dhoni’s international future, saying that the team management cannot even think of removing the Ranchi stalwart considering his current form and fitness.

Kolkata, Sep 13 (IANS): After meeting all state associations and clubs across the country, FIFA and AFC officials will do market research and then prepare a draft on the merger of the I-League and the Indian Super League, Utpal Ganguli, Indian Football Association (IFA) secretary said on Wednesday.

A two-member team comprising of Nic Coward, a consultant to FIFA, and Alex Phillips, Head of AFC-UEFA Affairs, met IFA officials at a hotel in the city.

They are here to chart a roadmap for Indian football which currently has the I-League and the Indian Super League (ISL) scheduled to run simultaneously this season.

“We had a long meeting. They heard us out. They will do market research and will make a draft after that based on the

research. They will then most likely meet all stakeholders and submit a report to the AIFF (All Indian Football Federation) executive committee after that,” Ganguli told reporters here.

Besides Ganguli, AIFF senior vicepresident and IFA president Subrata Dutta was also present in the meeting.

The FIFA and AFC officials are slated to meet East Bengal, Mohun Bagan and Mohammedan Sporting clubs on Thursday.

“I said heritage clubs should not be kept in the same bracket as franchise clubs.

As they have taken the sport to a certain level where sponsors started coming, they should be given that respect,” Ganguli said.

“I said they should be invited and not asked for franchise fee when there is one league in the country,” he added.
