Public of Dimapur fleeced at will
Staff Reporter/Correspondent
DIMAPUR/DIPHU, SEP 13 (NPN): Recent developments in Karbi Anglong have attracted concer n among public of Dimapur on two issues-- threat by truckers in Karbi Anglong on imposing a road blockade on Nagaland over unabated taxation at check gates and revocation of the August 31 order of DC Dimapur and the recent unprecedented hike in price of sand from Karbi Anglong. In the first issue, two truck owners association at Karbi Anglong- Lahorijan and Khatkhati Truck Owners Welfare Society Assam and Bokajan Truck Owners Association Assam- warned of blockade on National Highways to Dimapur unless the Deputy Commissioner Dimapur district stop unabated and multiple taxations at check gates and also revoke the August 31order on taking punitive action on trucks carrying overloaded goods plying along Dimapur-Kohima road. In the said order the DC Dimapur had directed all goods-carrying trucks to undergo weigh test to obtain weigh compliance as per the
Withdraw COVID cess on fuel: DNSU DIMAPUR, SEP 13 (NPN): Dimapur Naga Students’ Union (DNSU) has reiterated its serious concern over imposition of COVID-19 cess on petrol and diesel and appealed to the State government to withdraw it. Urging the government to be more responsible and not rely on the public to meet financial exigencies at this crucial juncture, DNSU observed that due to the extraordinary situation, transportation cost and prices of essential items have already witnessed an abnormal hike in both urban and rural areas, affecting the public. DNSU reminded the government that business establishments were now in full operation, while the State was receiving sufficient funds from the Central government to curb COVID19 pandemic. The union thus reasoned that it was not necessary any longer to continue with the cess on petrol and diesel. DNSU urged the government to listen to the plea of the people and understand their hardships and revoke the cess on fuel immediately. It warned that failure on the part of the government to act on this issue would compel it to stage protests. DNSU alos urged all civil society organisations to join hands on this issue.

registered payload/GWV mentioned in the vehicle registration certificate, without which no goods-truck would be permitted to ply on the NH 29. The order however exempts other transporters engaged in government related duties and projects. The two truckers associations in their ultimatum, asserted that trucks were compelled to carry overload to meet rising expenditure due to rise in price of fuel and COVID cess fuel price on the truckers. They have also pointed out “invisible taxation” of multiple taxations being collected from the heavy vehicles by various law enforcing agencies and underground outfits at different designated points and gates starting from Dimapur entry gate till Imphal. The two associations responded that they would comply with the circular only if security was provided to trucks plying on the route till their destination points. The second issue involves the hike in price of sand from Karbi Anglong as announced by the Sand Mahaldar and Supplier Association (SM&SA), Karbi Anglong, Assam on September 4.
The SM&SA informed that price of sand at source, has been raised to Rs.110 per Cubic Foot(cft) with immediate effect. Sand is imported mainly from two areas under Karbi Anglong- Diphu and Bokajan. Under Bokajan, the sand mahals are located at Deopani, Balipathar etc. However, coarser sand is obtained at Kanaighat, Koilani under Diphu. Import of sand from Karbi Anglong to Nagaland was stopped in the past few weeks as a precursor to effecting the hike. This Correspondent contacted operators of sand mining under Bokajan area over the unprecedented hike in price of sand. The sources confirmed that in the prelockdown period, price of sand was Rs.37.50 paise per cubic foot (cft) inclusive of Assam Forest Royalty. The Sand Mahaldar and Supplier Association(SM&SA) under Diphu, had hiked the rate of sand from 37.50 per cft to Rs.110 per cft . Another sand union of Bokajan- Sand and Stone Mahaldar & Welfare Association, Balipathar- has also announced hike to Rs.100 per cft of sand. Enroute Dimapur, a
truck carrying 400 cft of sand has to pay a total of Rs.2000 to various check gates in Assam and Rs.4500 to various groups and government agencies at Nagaland check gate. The scenario depicts the plight of public of Dimapur in particular and Nagaland in general. Prices of various commodities are manipulated at various levels over which authorities have failed to check. The demand of the truck owners of Karbi Anglong – stop the multiple taxations at check gates and reduce cess on Covid or else provide security protection to all public transport entering Dimapur so as to not carry overload demands response from the state government. The issue of multiple taxations at Nagaland gates is a chronic problem that began since the mid-90s. On the prices of sand, the district administration has to ensure that users are not blackmailed and for which the Karbi Anglong administration and police need to be taken into confidence on why price of sand at Dimapur has been rising phenomenally.

It said that majority of positive cases were among males (83%) in the age group of 30-44 years (45%) and 15-29 years (37%). Apar t from ar med forces, the department said that the recent surge was increasingly seen among the younger age group. The department further said that discipline among young and mobile groups of people in following safety measures was important as they were less likely to have symptoms and can spread to high risk individuals like the elderly people above 65 years and those with chronic diseases and also people with weak immune system.

According to a press release issued by LH vicechairman Mhonlumo Odyuo and joint secretary Yihamo Patton, this was necessitated as some intermediate authorities of Nagaland are proposing to forego payment of compensation to owners of affected land and standing structures and follow the existing carriageway. NEW DELHI, SEP 13 (PTI): A Covid-19 vaccine is likely to be available by early next year and the government is considering its emergency authorisation for high-risk people, Union minister Dr. Harsh Vardhan on Sunday said, asserting he will take the first shot to address any “trust deficit” over its safety. According to a health ministry statement, he said while no date has been fixed for the launch of a vaccine, it may be ready by the first quarter of 2021, and made available first to those who need it the most, irrespective of their paying capacity. The minister made these remarks during interaction with his social media followers on the ‘Sunday Samvad’ platform. He covered a multitude of queries concerning not only the current Covid19 situation, but also the government’s approach to it, the changes expected in the post Covid world and the steps taken by the Modi dispensation.
Dr. Harsh Vardhan
Vardhan stated the government is taking full precautions in human trials of vaccines and the National Expert Group on Vaccine Administration for Covid-19 is drawing up a detailed strategy on how to immunize the majority of the population. “Issues like vaccine security, cost, equity, cold-chain requirements, production timelines etc., are also been discussed intensely,” he stated. On vaccine candidates and their development in the country, he said India is actively partnering with Coalition for Epidemic Preparedness Innovations (CEPI) and trials of several vaccines at different phases are underway at laboratories (private or public) and hospitals. The Department of Biotechnology and the Indian Council of Medical Research have been proactive
munity, he said. The minister, however, also noted that a safe and effective vaccine will help in establishing immunity to Covid-19 at a much faster pace as compared to the natural infection, the statement said. Vardhan further said that the government had directed all states and UTs to fix a reasonable price for Covid-19 treatment in private hospitals for making it affordable for the common man. Free coverage up to Rs 5 lakhs for Covid-19 patients for those who are eligible under the Ayushman Bharat PMJAY package was announced, the statement said. He added that the Central government has also asked states and UTs to proactively engage with the private sector health providers and consider pooling in public and private healthcare facilities, as this will help in providing prompt, good quality and reasonable health care to Covid-19 patients.
Villages under Chümoukedima circle ask govt to re-visit NLPT Act; hold consultative meet DIMAPUR, SEP 13 (NPN): Villages under Chümoukedima town circle have questioned the utility of Nagaland Liquor Total Prohibition (NLTP) Act, 1989 and asked the state government to either add more teeth to the implementing agencies or lift the Act altogether as it has now been rendered only a paper tiger bringing shame and disgrace. In a statement, NTUCT president Lhousito Khro and joint secretary Aolemba Longkumer said that a coordination meeting of the villages was held under the aegis of Naga Tribal Union Chümoukedima Town (NTUCT) Saturday to share concerns and opinions regarding sale of spurious liquor in the area, which has now become hotbed of illegal liquor business affecting the entire State. The meeting attended by chairmen and repre-
sentatives from Tenyiphe-I Village, Sodzulhou Village, Sovima Village, Chümoukedima ‘A’ Village, Head G.B of Chümoukedima Town and NTUCT officials also questioned the credibility of Nagaland Baptist Church Council (NBCC) in its fight against uncontrolled flow of illegal and spurious liquor in the present scenario. Some of the participants alleged at the meeting that the kingpins or illegal liquor barons of Nagaland and living in the villages in and around Chümoukedima were running a powerful syndicate network, where it alleged that national workers and excise and police personnel manning check gates were also involved due to hefty sum paid to them on regular basis. After a thorough deliberation over the issue, the house appealed to the state government to re-visit the
NLPT Act of June 26, 1989, besides suggesting holding wide consultative meetings with stakeholders whether to amend or withdraw the Act. The meeting also questioned the credentials of NBCC in this regard and reminded its present leaders that the Act was passed in the Nagaland Legislative Assembly at its behest. But simply passing the Act was not an end in itself as concerted and continuous efforts were required on NBCC’s part to keep pressurising the State government and also prepare an action plan for the church to continually fight against this monster, the participants emphasised. The house also appreciated security personnel, particularly 5th Assam Rifles, for having busted the illegal spurious liquor bottling plant at 7th Mile Model Village on September 4 and (Cont’d on p-6)
New protocol for recovered COVID patients NSCN/GPRN (K) reacts to report over expulsion of general secretary Recovery period likely to be longer
NEW DELHI, SEP 13 ( AG E N C I E S ) : U n i o n health ministry on Sunday issued management protocols for patients who have recovered from covid-19 and suggested following alternative medicinal system that includes intake of Chyawanprash, and Ayush medicines and practising yoga asanas to boost immunity. Recovered patients may continue to report wide variety of signs and symptoms including fatigue, body ache, cough, sore throat, difficulty in breathing, etc, it said. A holistic approach is required for follow up care and well-being of all postcovid recovering patients, the ministry said. The government suggested drinking adequate quantity of warm water and taking immunity boosting Ayush medicines to be
for those who had severe illness
prescribed by a qualified practitioner. The document provides an integrated holistic approach for managing patients who have recovered enough from covid for care at home. “It is not meant to be used as preventive / curative therapy. The recovery period is likely to be longer for patients who suffered from more severe form of the disease and those with pre-existing illness,” the government said. Use of mask, hand and respiratory hygiene, and physical distancing should be followed by the patients who have recovered, it added. The protocols ask for self-health monitoring at home -- temperature, blood
pressure, blood sugar (especially, if diabetic), pulse oximetry etc. (if medically advised). “If there is persistent dry cough / sore throat, do saline gargles and take steam inhalation. The addition of herbs/spices for gargling/steam inhalation. Cough medications, should be taken on advice of medical doctor or qualified practitioner of Ayush,” it said. The government also asked recovered patients to participate in group sessions of yoga, meditation etc. while taking all due precautions like physical distancing. The protocol comes at a time when India is witnessing several post covid complications in some cas-
es. Union Home Minister Amit Shah was admitted to All India Institute of Medical Sciences (AIIMS), New Delhi on Saturday. “Amit Shah, Honourable Home Minister was discharged from AIIMS, New Delhi, after post Covid care on August 30. As per advise given at discharge, he has now been admitted for complete medical checkup before parliament session for 1-2 days,” the premier medical institute said in an official statement. The 55-year-old leader tested covid-19 positive on 2 August and later his test came negative but due to some post covid-19 recovery symptoms such as fatigue, he was again admitted to the premier medical institute. Shah was also treated for post covid care at a private hospital in Gurugram last month.
DIMAPUR, SEP 13 (NPN): NSCN/GPRN (K) has dismissed a purported claim made by one Khekaho Newell that he was the new general secretary of the organisation. Reacting to reports, NSCN/GPRN (K) MIP in a statement accused him of habitually defecting to various national organisations at every given opportunity, usually in search of green pastures, and spreading misinformation in the media, creating confusion and creating misunderstanding among Naga people by allegedly “bribing an aged president, Khango Konyak.” “He has gone to the extent of claiming himself as the new general secretary of NSCN (K), which is absolutely ridiculous as our
popularly-elected general secretary Isak Sumi enjoys the confidence and the support of the entire set-up, including most of the regions barring some few expelled workers and a handful of defectors who were ousted/ impeached from Eastern Nagaland (Myanmar) by NSCN-K for money and power-mongering,” the statement clarified. According to NSCN (K), it was extremely shameful and unethical on the part of anyone suggesting or opposing someone elected with the mandate of almost all tribes. The organisation also observed that it was utterly ungrateful on the part of Khango and his “expelled henchmen” to attempt disowning Isak Sumi, who, risking his life, had rescued
him from imminent annihilation in the hands of Tatmadaw and rival Yung Aung. However, considering his lack of statesmanship quality to lead the Naga struggle despite being a veteran, the group said it disowned his leadership yet again. Further alleging that Khango had isolated himself from Working Committee (WC) of NNPG by intentionally appointing “persona non-grata” Newell Naga, who was expelled by NSCN (R) for murdering two cadres, NSCN (K) asserted that WC cannot allow him and his group to be a part of the ongoing IndoNaga political process or consider him as its president until Khango rectified the blunder. 3 NSCN (I-M) condemns Mizoram’s lone 30 Shillong Raj Bhavan staff BJP MLA tests test positive for COVID-19 Namrei village incident COVID positive
Northeast/State
DIMAPUR, SEP 13 (NPN): NSCN (I-M) has condemned the September 11 incident at Namrei village in Ukhrul district, wherein it alleged that the 27 Assam Rifles troops, under the command of (CO) Rippon Bora made unwarranted intr usion into the village without taking the village authority into confidence. NSCN (I-M) said that the AR troops, particularly in Manipur, had been aggressive against the Naga people, notwithstanding the fact that crucial rounds of the Indo-Naga political talks is at hand in New Delhi. NSCN (I-M) alleged that the CO Rippon Bora had “slapped one Sothingla Shatsang, secretary of the Namrei Shanaa Long (Namrei Women Society)”. “In defense of her right and dignity of women, the secretary acted swiftly to return the slap on the face of Rippon, and joined by other women members swirled her ‘mekhela’ around Ripon,” it said. It said Namrei women, alerted by worldwide
fight against Covid-19, were strictly on guard as per SOP. However, NSCN (I-M) said the AR troops showed no respect to go by Covid-19 preventive protocols. NSCN said it condemned Baro for violation of safety protocols and for allegedly using force mindlessly against the women, adding that the CO also displayed no remorse for such act against women despite being asked by Tangkhul Naga Long (TNL) and Tangkhul Shanaa Long (TSL) to tender unqualified apology. While appreciating the Namrei Shanaa Long and other women of the surrounding villages for being gutsy and assertive as they stood up boldly in defense of their right and dignity, NSCN (I-M) said there was no tangible reason for AR to be so reckless and brute when dealing with the Naga people. Further, NSCN said that the AR, despite rising number of Covid-19 cases among them, was freely moving among the local populace.
Aizawl, Sep 13 (PTI): Mizoram’s lone BJP legislator Budhha Dhan Chakma has tested positive for COVID-19, official sources said on Sunday. He was among the 35 people who were diagnosed with coronavirus infection in the last 24 hours, they said. Chakma, 47, is the only legislator in Mizoram to have tested positive for COVID-19. “I am very surprised that I have tested positive for COVID-19. But I am asymptomatic and doing very well. Luckily, all my other family members have tested negative,” he told PTI. He said he will be shifted to Zoram Medical College (ZMC) for treatment. “I have asked the health department to shift me to ZMC as being a COVID19 patient it is not safe to be at home. I hope I will be shifted to the medical college in the evening,” he said. A former Congress member, Chakma was the Minister of State for Sericulture and Fisheries in the previous Lal Thanhawla government.
Policemen quarantined after arrested M’laya power min meets with accident drug peddler tests COVID-19 positive Correspondent
Correspondent IMPHAL, SEP 13: Personnel of a Manipur police team were put under quarantine after one of the three drug peddlers arrested by them tested positive for COVID19. On September 10, a team of Kakching district police assisted by Thoubal district police arrested three persons with 10,000 pieces of WY tablets from Khongjom area along NH-102. SHILLONG, SEP 13: Meghalaya Power Minister, James Sangma, who had tested positive for COVID-19 at Bir Tikendrajit International airport in Imphal on Saturday, had reached Shillong and is to undergo home quarantine and also RT-PCR test. On his way to Shillong, Sangma’s escort team, including four constables suffered injuries when their pilot vehicle met with an accident and capsized at Nagaon, Assam in the wee hours of Sunday. “Four police officials who were inside the pilot vehicle were immediately sent to Civil Hospital, Nagaon for medical assistance while the was escorted to his official residence in Shillong,” Meghalaya Police Spokesperson, Gabriel Iangrai said. “At present, both the damaged vehicles have been taken to Nonoi Out-Post
for observation of legal procedures and police officials of the State are coordinating with the counterparts of Assam for further necessary action,” he said. Meanwhile, health officials in Shillong have collected the swab samples of the Power Minister for the RT-PCR test. The power minister had accompanied his elder brother Conrad K Sangma, chief minister of Meghayala and national president of the National People’s Party (NPP) to Imphal for party-related activities, including inauguration of Manipur’s NPP office. However, after testing positive for COVID-19 following Rapid Antigen Test at the Imphal international airport, James took off for Shillong by road without attending any programme in Manipur, even as his brother, chief minister Conrad Sangma, who had tested negative, went ahead with attending party functions.

Meanwhile, Raj Bhavan officials expressed surprise about the government not briefing the media on detection of positive cases in the house of the constitutional head of the state.

TNR launches vision statement in Kohima only be solved through a broad based, inclusive and through peace means. While the present generation was emerging from the complex and difficult experiences with the Naga political movement, cease fire, peace processes and others intricacy related to the Naga tribal ethos, geography and contempo-
rary realities, Longkumer said that TNR will seek answers to some of these complex questions that the generation have come to inherit from the past and immediate present. On the occasion, TNR also adopted Sechü Zubza Charter of Responsibility in the presence of Mhasikhoto Zhünyü, chairman
Sechü-Zubza village council and Seyiekhrielie Vimerha president youth organization. Amai Chingkhu read out the solidarity message of Rev. Dr. Wati Aier, secretary Konyak literature committee Rev. Chingang Konyak and Dr. Hokishe Yepthomi, former president Sumi Hoho.

KOHIMA, SEP 13 (NPN): Noted Gandhian and renowned peace activist Niketu Iralu said, no one can deny that Nagas are a people and a nation but the ultimate goal and desire of a sovereign nation is yet to be achieved. Niketu Iralu said this during the launch of The Naga Rising (TNR) vision statement at his residence at Kerünyüki Sechü Zubza Kohima on Sunday. Iralu described the launch of the vision statement, as an entry into the arena of leadership and action, while also expressing optimism that TNR understood Naga struggle and the aspirations. He cautioned that if issues were not understood and unity preserved of what was achieved, the crises could go out of control and destabilise the whole of NE. Iralu said Sechü Zubza was privileged to be associated with TNR’s entry into the old Naga arena of leadership and action to ensure a new beginning for their children. Asserting that TNR had initiated a promising “thinking and critical K Y M C
analysis”, Iralu said it was a moment to objectively analyse of things learnt and where things had gone wrong in attempting to do something important. He said younger generation should know what has been achieved, its significance, values, and equally appreciate the price that all Nagas have paid, by ending the blame and destruction of one another for what is yet to be achieved. Iralu said politicians, overground and underground “should not manipulate the public organizations and platform.” He said TNR must find a way so Nagas can discuss any issue and become the machinery to solve the pressing needs. Iralu also informed one must do what was right in God’s way and not “our way” by keeping the process clean and reduce the wrong doings. Iralu also added that “NNC, NSCN (I-M), state government and all other factions have damaged the process” and now Nagas were waiting for settlement
which “will be the outcome of the damaged process.” In this regard, he said that the only thing that needed to be done was to heal the damaged process else the outcome would be too dangerous. Iralu also noted that Church must make all the Nagas understand by bringing “a simple publication with examples of how the Kingdom of God starts,” then Naga society will become a growing and exciting society. Speaking on TNR and its vision, chairperson and convener TNR Along Longkumer said that the inspiration of the vision statement was rooted in the Naga people’s story of faith, freedom and fraternity. He said the seed of the vision was sowed through the initiatives of the Naga elders and said TNR envisage in renewing the vision with fresh narrative and direction that is in tune with the present context and times. He said the modern day challenges confronting the Naga people can K Y M C

central agency that has been much maligned for reasons of convenience is the Central Bureau of Investigation(CBI) which has attracted flak from political parties . Earlier the when Congress was in power, the opposition used to called it as Congress Bureau of Investigation(CBI). Now with BJP in power for the second consecutive term, the opposition , has called it as the Central Bharatiya of Interference and Congress preferring to call it as Controlled By Intrusion. The fact that opposition parties cry hoarse over “witch hunting” or ‘selective probe” by the CBI raises questions about the independence of the agency. When in opposition, parties demand that the agency should be free of political interferences. However, once they come to power, these parties forget their sense of justice and do what they condemn their political rivals of doing. The CBI is still under the control of the union home ministry and it is obvious that the agency cannot shirk off the pressure from political bosses. The chief of CBI is chosen by the Appointment Committee consisting of prime minister, leader of opposition and chief justice of India. When someone with corruption charges ends up joining the BJP, they forget about all existing allegations against that individual. But if you decide to stand upright and challenge their politics, then these agencies come after you specifically. B. R. Lall (former joint director) revealed that the agency engaged in nepotism, wrongful prosecution and corruption. In Lall’s book, ‘Who Owns CBI’, he details how investigations are manipulated and derailed. Corruption within the organisation has been revealed in information obtained under the RTI Act. RTI activist Krishnanand Tripathi has alleged harassment from the CBI to save itself from exposure via RTI. The other central agency- Election Commission of India(ECI) is also not totally free from being labelled as pro-government. Even in the past, the ECI used to be criticised but in recent years, the allegations have not been infrequent but more intense. There have been many disputes over the role of the Election Commission of India (ECI) in providing a level playing field to the opposition political parties, raising serious doubts about the credibility and integrity of the entire electoral process. These disputes ranged from selective actions for violations of the model code of conduct (MCC) to handling of the EVMs and involved an unsavoury episode of raids by the Income Tax and Enforcement Directorate officials on the opposition political parties. Even then president of India late Pranab Mukherjee had to remind the ECI of its responsibility to maintain institutional integrity. The heads of the ECI or Election Commissioners are drawn from civil services belonging to different states and are on deputation for a limited period. Only the lower level officials are permanent staff from its own rank. Other central agencies such as Enforcement Directorate – responsible for economic offences, Central Vigilance Commission(CVC), Central Information Commission(CIC) and Right To Information(RTI)- have been accused of acting as tools of the party in power. Recently, noted lawyer and activist Prashant Bhushan was hauled up for contempt of court by the Supreme Court for posting some critical issues about the court and its officials. He refused to apologise but accepted penalty of Re.1. All these raise discomforting questions about the ‘new India’ that is sought to become the ‘new normal’.
DailyDevotion After Surrender— Then What?
I have finished the work which You have given Me to do. —John 17:4 True surrender is not simply surrender of our external life but surrender of our will— and once that is done, surrender is complete. The greatest crisis we ever face is the surrender of our will. Yet God never forces a person’s will into surrender, and He never begs. He patiently waits until that person willingly yields to Him. And once that battle has been fought, it never needs to be fought again. Surrender for Deliverance. “Come to Me…and I will give you rest” (Matthew 11:28). It is only after we have begun to experience what salvation really means that we surrender our will to Jesus for rest. Whatever is causing us a sense of uncertainty is actually a call to our will— “Come to Me.” And it is a voluntary coming. Surrender for Devotion. “If anyone desires to come after Me, let him deny himself…” (Matthew 16:24). The surrender here is of my self to Jesus, with His rest at the heart of my being. He says, “If you want to be My disciple, you must give up your right to yourself to Me.” And once this is done, the remainder of your life will exhibit nothing but the evidence of this surrender, and you never need to be concerned again with what the future may hold for you. Whatever your circumstances may be, Jesus is totally sufficient (see 2 Corinthians 12:9 and Philippians 4:19). Surrender for Death. “…another will gird you…” (John 21:18; also see John 21:19). Have you learned what it means to be girded for death? Beware of some surrender that you make to God in an ecstatic moment in your life, because you are apt to take it back again. True surrender is a matter of being “united together [with Jesus] in the likeness of His death” (Romans 6:5) until nothing ever appeals to you that did not appeal to Him. And after you surrender— then what? Your entire life should be characterized by an eagerness to maintain unbroken fellowship and oneness with God.

t is slowbalisation across the globe. World has applied a brake on economy due to an unprecedented civilisational lockdown. India termed as the engine of global growth has taken a big hit and it may take quite a few years to regain the strength. All economies in intense relationships having lost over 30 percent of their GDP are now getting more local and regional. Never before the civilisation has panicked before an epidemic as it has unwisely done now. Let there be probe whether it is a conspiracy to kill Indian economy or not. The supposed disease is not lethal, in Indian context, but the panicky closure of all activities, travel and business has contracted, a better word perhaps is ruined, the economy. Rightfully former RBI governor Raghuram Rajan says that India’s GDP contraction must alarm everyone. Rajan is correct because India the global growth leader, had started slowing down since August 2019 amid SinoUS trade war, thaw in EU economy and fall in world demand. Even with some resumption of activities its fall in

Slowbalisation bites India
GDP by minus 23.9 percent in June quarter so far may have an average contraction of 14.8 percent (Goldman Sachs) or 11.8 percent (India Ratings) or 10.5 percent (Fitch Ratings) for 2020-21. Most of these estimates indicate a looming deterioration in asset quality in financial sector. The agencies are expecting positive growth not before 2022. Fitch says India records sharpest GDP contractions but expects a rebound. The finance ministry sees ‘V’ shape recovery. There are talks of many other shapes, including a ‘K’ shape. The K is reflective of the stock market performance, mostly moody – sharp decline to occasional hike to sharply different pathways – in short erratic. This has links to the mutual funds, many insurance companies, provident fund, including government’s NPF and EPF. The world stock markets are in tizzy except for tech giants like Apple, Microsoft, Amazon, facebook and Google who have added $ 1 trillion to their market capitalisation. Cornerstone Macro says 100 of the 500 on Standard & Poor’s index, are trading at more than 50 percent below their peak. Indian
situation is similar as we find that Reliance has added $ 10 million. Some other tech companies have done well. But most others in mid and small segments particularly airlines, real estate, hotels, restaurants are not in demand. Through 2019, initial public offerings (IPO) dried up as volatility grips the market. Till August 2019 only 11 companies launched IPOs raising Rs 10,049 crore compared to 24 public issues raising Rs 20,559 core in 2018. There is an ‘X’ factor too being discussed since August 2019 amid the then global growth slowShivaji ing affecting the Indian economy. It is twin balance sheet problem of high nonperforming assets in and credit stress in companies. The job creation growth fell alarmingly since 2018-19, according to CARE Ratings study of 960 large companies, in farming, crude oil, telecom, iron and steel, mining and hospitality. In the large firms, the job growth was 4.2 percent (5.78 million) against 6.2 percent in 2017-18. The centre for Monitoring Indian Economy estimated in 2018, 11 million people lost their jobs, 9.1 million in
rural and 1.8 million in urban areas. The slowdown has been building up for global and domestic reasons. The country had gone through many unavoidable shocks. With GST and political tilt economy is more centralized than federal. Somehow allowing space to states is replaced by a command mechanism possibly with a belief that it would lead to better controls and performance. This is against the basic cultural ethos of this country. The GST strengthened the command structure as states became Sarkar dependent on the centre for getting back what they could have earned or collected on their own. It has led the states to penury for no fault of theirs. How they would have earned revenue in lockdown is not known but certainly state treasuries would not have been empty. In the new scenario, the states, including by non-BJP parties, have to borrow Rs 97,000 crore from a special window of RBI though total shortfall is estimated at Rs 2.35 lakh crore. This would allow them to get a part of the GST cess levied on liquour,
cigarettes, aerated water, automobiles and other items. This would help them pay salaries to the staff and may meet some administrative expenses. It would not be enough to pay for development-oriented projects. The states would have to cut capital expenditure (capex) by Rs 3.4 lakh crore. The borrowings would increase states’ deficits. Revenue expenses would also increase leading to sharper contraction. A rating agency ICRA calculated that actual deficit for states would be Rs 2.9 lakh crore, Rs 57000 crore more than estimated, in 2021. The centre’s shareable taxes at Rs 13.4 lakh crore for the current financial year, ICRA says, is 30 percent lower than the budgeted amount of Rs 19.1 lakh crore. Indian economy will be in the cycle of losing growth momentum witnessed in six quarters before September 2019, when growth fell to 4.5 percent as per Central Statistical Office (CSO), the lowest since March 2013. The IMF 2019 forecast Indian economy could end up doing worse. Subsequent developments proved it. The present developments reveal that 68 percent companies to see
hurdle in recovery. This is as per a survey by Federation of Chambers and Commerce and Industry (Ficci). The remedy suggested is simple – additional cash transfers to migrant worker, poor and farmers and a temporary halt in GST collection. The companies also want financial liquidity, managing costs, manpower availability and supply chain issue solutions. Though unlock has positive impact if the liquidity and transactions in cash do not improve, the hiring and expansions may not happen. With mini trade deal with the US unlikely till US presidential elections and world remaining in a thaw, Indian job scenario and growth to remain difficult. Engineers, pilots, journalists, labourers all have lost jobs. The IT, automobile, manufacturing, mines, transport and other sectors are hit hard. The CMIE estimates 18.9 million (about 2 crore) jobs are lost during April-July 2020, including 5 million in July. It calls for a full scale overhaul of economic policies. It is a national crisis. All political parties, stakeholders and policy makers must sit to evolve the new path to come out of slowbalisation.
Post-mortem Sensible reason for inking the pending ‘Indo-Naga’ political issue
I
don’t know the reasons of why the supposedly finalized Draft of the Agreement between the GoI and the NNPGs has not been inked so far. Are the reasons for not inking the draft lying with the Government of India? Or it is with the NSCN IM? If I correctly remember, the Working Committee –WC- of the Working Group of 7 NNPGs has -quite some time ago- made known the principles of their Draft Agreement with the GoI in the Public Domain. I also read them and would think the principles quite sensible to the Reality of public life of the Naga in Nagaland and the World today. The two main Issues hitched in the Talk are: I. Sovereignty and Flag; [a Two-in-One Item: Sovereignty involves ‘Political Flag’ which involves the question of Sovereignty] II. Integration of contagious Naga areas into one Political Unit. On the question of Sovereignty & Flag at I, the GoI is said to have understood the Naga right to the claim and puts no stumbling block in the continuance of a Peaceful and Democratic movement any time for it by the Naga: If it is so, I consider the WC principle of the Settlement Reasonable and Sensible: the only condition I personally would like to add is that –if the GoI had said so, then it be recorded as One Item in the Agreement. And if the GoI makes a separate document with the IM, then I would like to see the name of the Territory on which the document would apply. I sincerely would like it does not disturb the Constitution of India’s special Article 371A for Nagaland! On the question at II: the important POINTS in the Issue are: i. The people demanding the Integration should be of the same racial Stock, which is what it is in the case at hand; they are all Naga. ii. The Area involved should be contagious: the areas involved are contagious to State of Nagaland. iii. But there is a third and big Point that enlarges into a big ISSUE; that is that, it involves different STATES, different PEOPLES and dis-similar racial Stocks who jointly forms the unwilling decisive majority of the unwilling States. This is the Reality of the matter and even the Government of India -as the biggest democracy in the world- cannot overrule this democratic principle: If the States do not agree, the Government of India can not force them undemocratically. The Naga Democracy is however a little different from the modern Democracy: the Majority of the Nagaland Tribes want the ENPO to be in Nagaland, but they -the majority- do not oppose the demand of the ENPO Tribes! The reality of the present World of India and of Nagaland, make Integration of contagious Naga areas with Nagaland, not ripe until most Nagas in general
share ingredients of a ripe Democracy thought of as people living together with same of Laws, Customs, Traditions, shared values and principles; -principles and ethics held in common rather than take political advantage of. A lot of people in Nagaland appear worried at the prospect of accepting the Agreement between GoI and the NNPGs without knowing what the Agreement Terms are. A lot of people in Nagaland apprehend the IM will start War again: Actually the NSCN [K] was extorting Fund in Kohima and Dimapur earlier than the IM perhaps because certain Angamis joined the K Organization before they joined the IM. But after the two factions started eliminating each other for the control of the Turfs, the IM was more successful in bewitching the populace in Nagaland toe their line of thinking. However, today, they are intelligent enough to understand Time and Tide waits for none and in History there is a time of War and a time of Peace. They know in their hearts that today is the time of Peace. The Writer has not the slightest apprehension the IM will choose the lesser even if it were Evil. But the Agreement is being made supposedly Leaders of the People and the Government of India. Even if you do not believe in the Leaders, it is too late for you to do any change now. I hope the WC’s decisions are tolerably acceptable in spite of all their past sins and their human weaknesses. They appear to have been chastised by circumstances of Reality and have become considerably humble in humility and honesty in their public statements. Their views -as seen from the Media- have shown often rare visions of Reality for their people and their blessed land. They, seem sincerely desired for God’s blessing and I believe God see them. According to what we interpret from our personal eye to eye exchanges with the Interlocutor R.N. Ravi: i. Nagaland will remain as it and not changed from what it was before; ii. Article 371A will not be changed; iii. The Nagaland Assembly shall continue; iv. There will be special arrangements for Nagas of Manipur, Assam and Arunachal Pradesh, and the Naga of the ENPO Area shall have special Treatment. v. There will be no creation of any new armed Unit; vi. The Arms will be collected and deposited with the GoI. vii. The recorded Armed Cadres will be re-employed according to their Status & Education etc, and posted in the different existing Police Organizations. It is not possible for every Naga to see all the detailed Terms of Agreement, but we now have an appreciable understanding of the Principles the Working Committee of the NNPGs prepared and we hope for an acceptably good Term for the Nagas of Nagaland and for the Nagas in other States also. Romanticizing distorts history
n the time of today, we are being exposed to so much of information through different mediums that there is confusion as to what to believe, what not to believe, or to differentiate the truth from the make believe. We, certainly, are at our wits end and very confused. Everybody has a point of view, and therefore, presenting one’s point of view is not an attempt to discredit another’s point of view. Yes, our grandfathers and fathers were uneducated. They, however, had the wisdom to discern. As compared, Nagas today are more educated, but cannot actually claim to be more wise. We today seem to have preferred more of the academic and less of the logic. Maybe it is because we are more into romanticizing without attempting to go indepth, and, therefore, creating more confusion for ourselves. We have even romanticized the Naga political issue according to our own posture, and so much that we are ever ready to discount the view of the other. This writer is of the opinion that romanticizing immediate events or that of the past may result in the veiling of the truth and distortion of history. We might romanticize for cushioning our comfort zone today, but we can never escape from the truth which our children and grandchildren are easily going to pin-point. Today, every Naga, young or old, understands that the Framework Agreement signed between the NSCN (IM) and the GoI is a direct acceptance of the unique history of the Nagas by the GoI, and, therefore, appreciates the signing of the agreement. Prime Minister, Narendra Modi, even went international about the signing of the Framework Agreement with the Nagas. The problem arises with the romanticizing of the Framework Agreement by the NSCN (IM). This is hard to accept because it defies logic to accept a mere framework agreement as the solution. Framework is but a sketch – a beginning. The substance is yet to come, and it is for the people to then see and comprehend. The framework agreement in itself, therefore, can never be the solution. The end, however, cannot come without a beginning and therefore the NSCN (IM) can take all the credit for having made a beginning. The same problem of romanticizing an event is with the WC of the NNPGs as well. Immediately after a meeting with the GoI’s interlocutor, R N Ravi, media cell of the WC declared that the defining hour is approaching for announcing an honourable and acceptable solution between the Nagas and the GoI. The Naga people would like to know from the WC of the NNPGs as to what is meant by an honourable and acceptable solution. Nagas have been striving for a solution with the GoI for the last 73 years. An honourable and acceptable solution must be there. The people need to be enlightened about this. For 115 years, the British subjugated the Nagas. The British, therefore, were actually the primary enemy of the Nagas. Nagas, however, never let down the British in its greatest hour of need. With the heroic assistance of the Nagas, the Japanese were defeated by the Allied forces in
1944, but what did the British give the Nagas in return? The least they could have done in return was to ensure the consolidation of the Naga areas under one administrative umbrella, and encouraging the Nagas to live and stand as one. This they never did and instead left the Naga people, divisioned by their creation of artificial boundaries, at the mercy of India. The British subjugated the Nagas simply for their own convenience but yet took the high moral ground by professing that it was the white mens’ burden to civilize the Nagas. Nothing can be further from the truth because it was the Americans who came with the Bible, and not the British who came with the sword, that civilized the Nagas. The Britishers came bringing death and chaos to the Nagas and left in the same manner. Even worse, they divided the Nagas with artificial boundaries for their administrative convenience. Everything in between was just posturing and words. They never intended to do good for the Nagas. They knew the Nagas were headstrong and took advantage. 73 years hence, the British are not apologetic. Time to time, they come to Kohima, visit the war memorial cemetery, and romanticize their occupation of Naga country. Sadly we are emulating the British by romanticizing about the past events and even our current situation, according to our posturing. What can be more blatant than our romanticizing of the Naga Labour Corps of 1917? It simply is unimaginable that 2000 Naga villagers volunteered to become labourers in a far away foreign land, and that too, in a war theatre, in support of the British war effort. Even more astounding is that, among the so many Naga tribes, only five tribes responded to go to war in France as labourers. This is food for thought, and we need to go indepth. There is no bravado or honour whatsoever in going to war as labourers to a far away land purely in the interest of a colonial power. A war which had nothing to do with the Nagas. Instead, for the Nagas, the defeat of the British in the war would have even meant liberation from British occupation. Our grandfathers
were not educated, but they certainly would have been aware of the situation. Why then did they go? What compelled them to not say “no” to the British when majority of the Naga tribes had refused to go? The pressure to enlist must have come from the Dobashis (interpreters) who served as agents of the British. It is documented that the British had empowered the Dobashis to exercise power and act as their proxies. Much like some our GBs of today, many Dobashis during British time were corrupt and exercised unreasonable powers to intimidate hapless villagers. Nothing else can otherwise explain why proud Naga warriors and headhunters lamely succumbed to become labourers, to work, more or less, as slaves, in a foreign land, in the thick of war, much aware of the slim chances of coming back alive. My grandfather, who was clubfooted due to a fire mishap, too, was a member of the Naga Labour Corps. I sincerely believe that he would not have liked and agreed to our romanticizing of their sufferings, pain and indignity as labourers, forced to work in a foreign land, to safeguard British imperialism. They certainly would have wanted the future generation to remember how they suffered as they marched for days together, only to be packed into trains and ships, as sardines in a can. They would have not wanted us to forget about the indignity they were subjected to as labourers in the war theatre, and about how they escaped death by the skin of their teeth. They would have wanted us to remember all these so as not to let the future generations ever suffer what they had endured. They would have never wanted their indignity glamorized or romanticized. The first world war was all about trench warfare. Nothing was and is more horrific than trench warfare. Naga Labour Corps (or for that matter, any labour corps) were literally cannon fodder in the first world war. If we reflect, we can, with conviction, conclude that it was their innocence that shielded many back home alive. Justice, I believe, is done by heralding the injustice and acknowledging the pain and sufferings endured by the innocent. Benito Z. Swu

Parl all geared up for holding Monsoon Session Congress-led Opposition to oppose
NEW DELHI, SEP 13 (PTI): Parliament is fully prepared for the 18-day Monsoon Session from Monday under the shadow of the coronavirus pandemic with many firsts, including sitting of the two Houses in shifts without any off day, entry only to those having a negative COVID-19 report and compulsory wearing of masks. In run-up to the session, while over 4,000 people including MPs and staff have been tested for COVID-19, most parliamentary operations have been digitalized, entire premises sanitised and doors made touch-free. The first-of-its-kind Monsoon Session will see Lok Sabha and Rajya Sabha sitting in two different shifts, while special seating arrangements have been made for MPs in adherence to social distancing guidelines. Barring on the first day, Rajya Sabha will convene in morning shift from 9 am till 1 pm, and Lok Sabha in evening shift from 3 pm to 7 pm. The chambers of both houses along with their respective galleries will be used for sitting of the members in each shift. In between the two shifts, the entire complex will be sanitised. Entry in the premises will be allowed only on production of a COVID-19 negative report, with the test conducted not more than 72
Security Personnel wearing face shields and masks patrol the premises of Parliament House, in New Delhi, Sunday, Sept. 13. (PTI) hours before the start of the session. Frequent sanitisation of the entire parliament complex will also be carried out, while arrangements have been made to sanitise various parliamentary papers as well as footwear and cars of MPs, officials said. Frisking of people will also make way for touch-less security scanning, while thermal scanning will also be totally touch-free. For making the entire Parliament complex a safe zone in view of the COVID19 pandemic, Lok Sabha Speaker Om Birla and Rajya Sabha Chairman M Venkaiah Naidu had held a series of extensive discussions with officials of the Home Ministry, Health Ministry,
ICMR and the DRDO. As per the standard operating procedures finalised for holding the session from September 14 till October 1, the MPs and staff of secretariats of both houses, as also the media personnel covering the proceedings, will be asked to undergo COVID-19 test, not more than 72 hours before the start of the session. Officials said arrangements were made for tests of close to 4,000 people, including the MPs, staff members and journalists. Only MPs and ministers will be allowed inside the main building, while necessary seating arrangements will be made for separate sitting of their personal staff in the complex.
A new seating arrangement following social distancing guidelines has been prepared by both houses for their respective members. The MPs will also be allowed to address the Chair while seated and wearing their masks so that the risk of infection might be minimised. It has also been decided that air of air conditioners will be exchanged six times every day to avoid any possible infection. The DRDO will also provide multi-utility COVID-19 kits to all MPs. Each kit will contain 40 disposable masks, five N-95 masks, 20 bottles of sanitisers of 50 ml each, face shields, 40 pairs of gloves, a touch-free hook to open
and close doors without touching them, herbal sanitation wipes and tea bags to enhance immunity. The two houses together have more than 780 members at present. The Health Ministry has also suggested that the movement of Members of Parliament in chambers of both the houses can be made unidirectional to avoid faceto-face interactions. The Ministry will make available short video clips to all MPs on awareness about COVID-19 infections and the benefits of wearing masks, etc. Touchless sanitisers will be kept at 40 different places within the Parliament House complex, and emergency medical teams and ambulances will also be stationed. All guidelines related to COVID-19 prevention will be strictly followed, the presiding officers of both houses have said. The provision of ultraviolet boxes has also been made to sanitise various parliamentary papers handled by the presiding officers and members. Arrangements are also being made for sanitisation of footwear and cars used by the members and those provided by the Secretariat by providing mats of required dimensions soaked in Hypochloride gel placed in troughs. Marshals will also wear masks and face shields.
4 ordinances in Monsoon Session
NEW DELHI, SEP 13 (PTI): The Congress and other opposition parties will oppose four of the 11 legislations the government proposes to bring in the monsoon session of Parliament in place of ordinances issued earlier and expect Prime Minister Narendra Modi to reply to their concerns. Party leader Jairam Ramesh on Sunday said the Congress is in touch with other like-minded parties and has decided to strongly oppose the three agriculture-related legislations and the amendment to the Banking Regulation Act in both houses of Parliament. The monsoon session of Parliament starts on Monday amid unprecedented measures in the wake of the COVID-19 pandemic. Like-minded opposition parties have decided to evolve a joint strategy to take on the government on key issues before the country, including the handling of the pandemic, the state of the economy and the Chinese aggression at the border in Ladakh. Addressing a virtual press conference, Ramesh said, “We want a discussion in the Lok Sabha and the Rajya Sabha on the situation at the border with
Jairam Ramesh China, the state of the economy, the closure of businesses and the state of the MSME industry, the handling of the COVID19 pandemic and other issues like airport privatisation, the draft EIA notification.” “We hope the Opposition would get an opportunity to speak and serious national issues would be discussed. We expect the prime minister to be present in the Lok Sabha and the Rajya Sabha and give a reply to the questions raised by us. The prime minister does not come and we want that he should be present in both the Lok Sabha and the Rajya Sabha,” he added. Asked about when the opposition parties would meet to come up with the joint strategy, Ramesh said the leaders of various likeminded parties have been meeting virtually and it is being worked out.
“Cong ress leaders Ghulam Nabi Azad, Anand Sharma, KC Venugopal and myself have been talking to all like-minded opposition parties. We are in constant touch with them. We have discussed various issues to be raised and the stands to be adopted on the ordinances,” he added. The former Union minister said the like-minded parties are opposed to four ordinances that the government had brought earlier and will now bring legislations to replace those. He said the four ordinances -- three related to the farm sector and the amendment to the Banking Regulation Act -- take away the rights of the states and lead to further centralisation of power. “There is a common ground that we should oppose these ordinances,” Ramesh said.
Kangana meets Maharashtra Gov, ‘Acceptance of multipolarity key to more settled Sino-India ties’ talks about ‘injustice’ done to her
Kangana Ranaut meets Governor of Maharashtra & Goa Bhagat Singh Koshyari in Mumbai, Sept. 13. (PTI) MUMBAI, SEP 13 (PTI): Bollywood actor Kangana Ranaut, who is locked in a bitter battle with the ruling Shiv Sena in Maharashtra, on Sunday met state Governor Bhagat Singh Koshyari here and told him about the “injustice” done to her. The meeting came days after the Shiv Sena-ruled Brihanmumbai Municipal Corporation (BMC) demolished alleged illegal alterations at
Kangana’s bungalow at Pali Hill in suburban Bandra. Talking to reporters after the meeting that took place at the Raj Bhavan, the actor said, “I met the governor. He heard me as a daughter. I came to meet him as a citizen. I have nothing to do with politics.” “I told him about the injustice meted out to me and what happened was improper. It was indecent
behaviour,” she said. The trouble between the Sena and Kangana started after the actor recently said she feared the Mumbai police more than the “movie mafia” and likened the Maharashtra capital to Pakistanoccupied Kashmir (PoK). The 33-year-old actor, who returned to Mumbai on Wednesday from her home state Himachal Pradesh the same day as her house was partially demolished by the civic body, had alleged that the Maharashtra government was targeting her because of her clash with the Sena. On Friday, the “Queen” actor had urged Congress president Sonia Gandhi to intervene and stop the “harassment of women”. In a tweet, she had asked Gandhi if she was not anguished by the treatment given by the Maharashtra government, in which the Congress is also a part.
NEW DELHI, SEP 13 (PTI): The key to a more settled Sino-Indian relationship is a greater acceptance by both countries of multipolarity and mutuality, building on a larger foundation of global rebalancing, says External Affairs Minister S Jaishankar. In his recently-released book “The India Way: Strategies for an Uncertain World”, he also says that India is not the only country focused on coming to terms with China as the entire world is doing so, each nation refashioning its terms of engagement in its own way. The external affairs minister, however, had written this book before the military standoff in eastern Ladakh began in early May. “If there is a common approach, it is of them simultaneously strengthening capacities internally, assessing the external landscape and seeking under-
standings with China. In this overall exercise, India will occupy a special place by virtue of its size, location, potential, history and culture,” Jaishankar writes. He says this book, published by HarperCollins India, was developed in the course of the last two years through a series of events and lectures given at think tanks, conferences or business forums form its core. According to Jaishankar, much has changed, mostly to India’s disadvantage, since November 1950, when Sardar Patel and Jawaharlal Nehru had a famous exchange of views on how to approach China. “The key issues - realism versus optimism and bilateralism versus globalism - remain as relevant today as then. Striking a judicious balance is not necessarily easier with the passage of time. But the past also tells us that there
S Jaishankar is always room for strategy and vision if we are to go beyond politics and constraints. More than on any other relationship in the world today, the long view must prevail,” he writes. He is of the view that the India-China relationship will always take into account the larger context as they establish an equilibrium. “World events determine not just China’s overall attitude but its specific demeanour towards India. Currently, this context is
dominated by global frictions and systemic differences. It is, therefore, necessary for India to continuously monitor this larger picture as it calibrates its China relationship,” the former diplomat suggests. He believes China’s powerful rise is among the multiple factors that have led to a more uncertain world. “As the politics of this era evolves, neither country has an interest in allowing the other to become a card against them. Making sure of that will depend on their own policies. One concern is that unlike on the rest of world, India’s rise has been partly lost on a China that has been growing five times faster,” he says. “It is up to India to ensure that its enhanced standing is given due weight,” he adds. Jaishankar also says that the future of the IndoPacific lies in a complex range of forces interacting
on a continuous basis. “For India, it will be an important element of its relationship with China and its partnership with the West. New possibilities could be opened up with Russia, whose maritime interests may grow with the viability of Arctic commerce. The importance of the Indo-Pacific to ties with Japan, ASEAN and Australia clearly cannot be underestimated,” he writes. On life after COVID19, he says India too will be shaped by the broad trends in the global environment that the coronavirus will intensify. “But more than that, it needs to take into account the more direct consequences of the pandemic. Its destructive impact naturally demands a strategy of national revival. And that, in turn, warrants a fundamental rethink about our growth model,” Jaishankar says.

Raghuvansh Prasad Singh trict.
Singh, a long-time friend and associate of RJD supremo Lalu Prasad, had resigned from the party on Thursday and speculation was rife that he could join Bihar’s ruling JD(U) ahead of the state assembly polls likely in October-November. “Since the death of Jannayak Kar poori Thakur, I stood behind you for 32 years, but not now,” he had said in his brief one-line resignation letter to Prasad, who is serving sentences in four fodder scam cases in Ranchi. Hours later, Prasad wrote back from jail in complete disbelief. “I don’t believe....a letter purportedly written by you is on social media. I, my family, and the RJD
family that have nursed the party want you to get well soon and be amongst us,” Prasad wrote back. “For four decades, we have together discussed political, social and even family matters. You get well soon and we will discuss again. You are not going anywhere, you understand,” Prasad wrote in a handwritten letter that had the stamp of the prison authority. A galaxy of leaders including President Ramnath Kovind, Vice President M Venkaiah Naidu, Prime Minister Narendra Modi, Home Minister Amit Shah, Bihar Chief Minister Nitish Kumar and RJD president Lalu Prasad condoled his death. “The passing away of
Raghuvansh Prasad Singh is tragic. An outstanding leader rooted to ground, Raghuvansh Babu was a true stalwart with phenomenal understanding of rural India. With his spartan and sagely lifestyle, he enriched public life. Condolences to his family & followers,” Kovind tweeted. Vice President M Venkaiah Naidu condoled the death of the former Union minister, saying he will always be remembered for his role in implementing the rural employment guarantee scheme. In a moving tribute to the departed leader, Prime Minister Narendra Modi, who received the news of Singh’s death when he was inaugurating a string of petroleum sector schemes for Bihar, called him a grassroots leader with deep understanding of poverty and problems of the poor. “I am deeply saddened by the death of senior Bihar politician Raghuvansh Babu. His entire life was devoted to the ideas of Lohia ji and Karpoori Thakur ji. “His dedication to the welfare of the poor and deprived class will always be remembered. I express my
condolences to his family. Om Shanti,” Union Home Minister Amit Shah said in a tweet in Hindi. Bihar Chief Minister Nitish Kumar, who spoke to Singh’s son Satya Prakash soon after his death, called it a “personal loss”. RJD chief Lalu Prasad said he was rendered “speechless” on receiving the news of Singh’s death.
NEW DELHI, SEP 13 (PTI): CPI(M) has called a nationwide campaign against the government on issues related to minorities, democratic rights and civil liberties from September 17 to September 22, CPI(M) general secretary Sitaram Yechury said on Sunday. The campaign, he said, will also focus on immediate cash transfer of Rs 7,500 per month for the next six months to all families outside the income tax bracket and the immediate distribution of free foodgrains
of 10 kg per individual every month for the next six months among the needy. “Issues such as the intensification of communal polarisation; targeting of minorities; large-scale attacks on democratic rights and civil liberties of our people; against the mounting brutal attacks on women, Dalits, adivasis and other marginalised sections, loot of national assets through privatisation and scrapping of labour laws will be highlighted,” Yechury said.

(From p-1) NSCN (K) urged every Naga concerned not to extend any patronage physically, materially, financially or politically, especially in and around Dimapur and Kohima, to the “self-styled renegade gang”, even as rest of the regional and union territories operational area would be notified later. The group claimed that the clarification was being issued with the consultation and consent of WC of NNPGs. Meanwhile, a statement purportedly issued by NSCN (K) president Khangno Konyak on September 12 informed about the decision of the expulsion of its general secretary, Isak Chishi (Sumi) and appointment of Khekaho Newell as his replacement. According to the statement, the decision was made during an emergency meeting at CHQ in the presence of all region heads, kilonsers and senior leaders on September 12. It said that the house resolved to expel its incumbent general secretary from active membership with immediate effect for violation of Yezhabo, as per Article 18 and misuse of Article 23. It also accused Isak of “nepotism, tribalism, failed to follow and adhere to the Joint Council meeting resolution adopted on 23rd Oct 2018, superseding president’s power and authority, seized the office of home ministry, deployment and maintaining the general strength of military unit which is against the authority of Chief of Army Staff and General Headquarter.”

It resolved to co-operate and support the security forces or any agency fighting against this evil that is claiming lives of innocent citizens, destroying families and rendering “our future” uncertain. Appealing to the police commissioner and excise department to destroy the confiscated consignments in full public view without misusing them, the villages also urged the authority concerned to award stringent punishment to those caught in this nefarious business. The villages further unanimously resolved to impose heavy penalty to house owners and landlords found involved in this banned and prohibited activities. They also resolved to stop and flush out sale of illegal liquor and any banned psychotropic substances through joint efforts.

Implement highway project only as per... (From p-1) the NH project from 72.40 km to 83 km, the affected landowners, LH and frontal organisations said the people of Wokha understood that if widening as per NH specifications was not done this time, then the widening work would never be done. They recalled that NH authorities had in 2017-18 carried out detailed measurements of affected land and standing structures, based on which the DPR was prepared. The affected owners of land and standing structures had all agreed to give way for the project, if they were paid compensation. And accordingly, no objection certificates were issued by the affected property owners. LH was involved in the process of co ordination and the process of land acquisition, while the DPR, based on the detailed survey and assessment of cost of various affected properties, was prepared and sanction accorded by Union ministry of road transpor t & highways (MoRTH). Although officially not confirmed (the process of confirmation underway), the component for compensation was reportedly Rs 63 crore. However, the organi-

sations alleged that the intermediate NH authorities of Nagaland were now trying to forego the payment of compensation on the plea that the amount was too high and would affect other work components. But mentioning that Rs 63 crore was a drop in the mighty ocean for National Highway Authority of India (NHAI) and MoRTH, and pointing out that different work components were listed separately, the hoho said the question of payment of compensation affecting other work did not arise. The meeting termed NHAI’s intention of manipulating the sanctioned project as discriminatory for the people of Wokha. The road widening project from 40 km to 72.40 km was also delayed for more than a decade and the NHAI remained least bothered to revive the project until LH and Rengma Hoho took up the matter in 2015-16. Hence,
the meeting wanted to know why this frequent discrimination against Wokha district. The meeting unanimously resolved that the road project would be allowed to be implemented only as per NH specifications, by paying the sanctioned compensation to owners of affected land and standing structures, full widening, etc. The meeting also assured that LH and the people of Wokha, including the affected owners of land and standing structures, would extend full co operation to the department concerned and the contractor so as to enable smooth implementation of the project and as per specifications. If however, the authorities concerned do not follow the specifications, the organisation warned that in case of any problem arising out of the project, NHAI, Nagaland would be held solely responsible.

virus outbreak. The prime minister recalled how people would queue up in front of the residences of MPs for a cooking gas connection from their quota. “There was a time when having an LPG connection was a luxury not many could afford,” he said. Launching a veiled attack on RJD chief Lalu Prasad, who he did not mention by name, Modi said Bihar has come out of an era when rail, road and internet connectivity were made light of and people used to say of what use roads are for those who walk on their feet. He said Bihar, like the rest of eastern India, never lacked samarthya (potential) and sansadhan (natural resources) but suffered for want of political will and faulty priorities. immediate relief for floods in Vidarbha. Thackeray said his government was doing its best to deal with all challenges. “We should share our responsibilities to make the “my family, my responsibility” campaign (against coronavirus) which begins on September 15 a success. This war can be won only with people’s wholehearted support,” he said. It is not feasible for the government to undertake checkup of each and every one of the 12 crore populace of the state, he said. The Supreme Court’s interim stay on implementation of the Maratha quota was unexpected, Thackeray said. The Maratha quota bill was unanimously passed by the state legislature and the legal team hired by the previous BJP-led state government was arguing in the apexcourt, he said. Thackeray appealed to Maratha organisations to refrain from holding protests and demonstrations during the pandemic. “The government is firmly with the cause of justice to Maratha community and is working on how to proceed ahead. I have spoken to Leader of Opposition Devendra Fadnavis who is in Bihar now and he has assured the BJP’s complete support,” he said. A decision on extension of the lockdown would depend on how the people follow the pandemic protocols, he said.

districts. He marvelled at the gas pipeline project which was no mean feat” as it involved working across a stretch of nearly 200 km of difficult terrain dotted with many rivers, dense forests and hills. I would like to use the terms gas-based industry and petro-connectivity, which may sound very technical but actually impact the lives of the common people, he said, addressing the function virtually from the national capital. Just imagine what would have been the situation if people were to keep venturing out in search of wood and other fuel for cooking their meals. The need is no longer there thanks to schemes like the Ujjwala Yojana which has ensured that LPG reaches households of the poorest of the poor,” he said while talking about the corona-
in law and fashion technology, Modi added. He also said central schemes like Start Up India and Mudra Yojana were empowering the states young men and women to set up their own businesses while Kaushal Kendras (skill development centres) were making them employable. There are more than 8,000 gas-based projects worth Rs six lakh crore. Many of these are new while others that were shelved have been re-started. These hold out a huge promise for the unemployed youth of Bihar,” he noted. The prime minister ended his speech with a reference to the COVID 19 pandemic, and repeated his slogan jab tak dawaai nahin, tab tak dhilai nahin (no laxity until a cure is found)”. I salute the people of the country, and Bihar in particular, who did not get bogged down on account of the hardships that the pandemic brought. I congratulate my mothers and sisters whose lives will become much easier because of these gas-based projects, he added. Among those who attended the function were Chief Minister Nitish Kumar, Governor Fagu Chauhan, De puty CM Sushil Kumar Modi and Union ministers Dharmendra Pradhan and Ashwini Kumar Choubey.

came to availing petroleum projects. All that is going to change. The gas pipeline and the bottling plants will not only make things easier for the consumers, but also open up lots of employment avenues in the state. Showering praise on the state for its rich art, culture and cuisine, Modi said, It would not be an exaggeration to call Bihar a powerhouse of talent. Its people can be found in all IITs and centres of excellence. Bright minds from here are serving in important capacities at the= Centre. We all are indebted to Bihar. And it is our duty to ensure that Bihar gets a government that ensures that good governance it has seen in the last 15 years continues and realises its full potential, he said. Turning his attention to the education sector, the prime minister blamed the “indifference” of the past governments for the lack of quality institutions in Bihar which compelled the states youth to move out for pursuing higher learning. “But now things are changing. The state has many new agriculture, engineering and medical colleges. Under Nitish ji, the state has seen a massive rise in the number of polytechnics besides having its own IITs, IIMs, two central universities and top-class institutions offering courses

PATNA, SEP 13 (PTI): In the run up to the assembly polls in Bihar, Prime Minister Narendra Modi on Sunday inaugurated three petroleum sector projects, gave a big thumbs up to Chief Minister Nitish Kumar, and reached out to voters, calling the state a “powerhouse of talent”. Modi’s praise of alliance partner Kumar came weeks ahead of the elections that are likely in OctoberNovember, as he dedicated three petroleum projects worth nearly Rs 900 crore to people. These included a gas pipeline that extended from Durgapur in West Bengal to Banka in Bihar. Banka was also the beneficiary of an LPG bottling plant while another such unit is located at Harsiddhi in East Champaran district. US threat to world peace: chinese military Beijing, Sep 13 (AP): China’s Defence Ministry on Sunday blasted a critical US report on the country’s military ambitions, saying it is the US instead that poses the biggest threat to the international order and world peace. The statement follows the September 2 release of the annual Defence Department report to Congress on Chinese military developments and goals that it said would have “serious implications for US national interests and the security of the international rules-based order”. Defence Ministry spokesman Colonel Wu Qian called the report a “wanton distortion” of China’s aims and the relationship between the People’s Liberation Army and China’s 1.4 billion people. “Many years of evidence shows that it is the US that is the fomenter of regional unrest, the violator of the international order and the destroyer of world peace,” he said. US actions in Iraq, Syria, Libya and other countries over the past two decades have resulted in the deaths of more than 800,000 people and dis-

placement of millions, Qian said. “Rather than reflecting on itself, the US issued a socalled report that made false comments about China’s normal defense and military construction,” he said in the statement. “We call on the US to view China’s national defence and military construction objectively and rationally, cease making false statements and related reports, and take concrete actions to safeguard the healthy development of bilateral military relations.” Running to more than 150 pages, the Defence Department report examined the PLA’s technical capabilities, doctrines and the
ultimate aims of China’s military buildup. It said it includes becoming a “practical instrument” of China’s statecraft with an active role in advancing Beijing’s foreign policy and “aims to revise aspects of the international order.” “Certainly, many factors will determine how this course unfolds,” the report said. “What is certain is that (the ruling Communist Party) has a strategic end state that it is working towards, which, if achieved and its accompanying military modernisation left unaddressed, will have serious implications for US national interests and the security of the international rules-based order.”
Much of the report was devoted to analysing China’s strategy toward Taiwan, a US ally which China considers a part of its territory to be annexed by force if necessary. China’s military capabilities dwarf those of the island of 23 million in numerical terms, although any invasion of Taiwan would be complex and would carry major political risks, the report said. It also looked at areas where the 2 million-member PLA, the world’s largest standing military, has overtaken the US, including in the size of its navy, now the world’s largest with approximately 350 ships and submarines compared to around 293 for the US. China has also built a considerable arsenal of land-based ballistic and cruise missiles and has one of the world’s largest forces of advanced long-range surface-to-air systems, the report said. This year’s re por t comes as relations between Beijing and Washington have hit their lowest ebb in decades amid simmering disputes over trade, technology, Taiwan, human rights and the South China Sea.

The explosions were caused by 2,750 tonnes of ammonium nitrate detonating at a warehouse in the port. The cause of the fire is unclear and investigations are still ongoing.

Boris Johnson slammed on Brexit plan
London, Sep 13 (AP): Two former British prime ministers who played crucial roles in bringing peace to Northern Ireland joined forces Sunday to urge lawmakers to reject government plans to override the Brexit deal with the European Union, arguing that it imperils that peace and damages the UK’s reputation. In an article in The Sunday Times, John Major and Tony Blair slammed the current British government for “shaming” the country with legislation that, in places, goes against the very deal it signed to allow for the U.K.’s smooth departure from the EU earlier this year. Major, a Conservative prime minister from 1990 to 1997, and Blair, his Labour successor for a decade, said Prime Minister Boris Johnson’s Internal Market Bill “questions the very integrity” of the U.K. “This government’s action is shaming itself and embarrassing our nation,” they said. The planned legislation, which will be debated by British lawmakers this week, has led to a furious outcry within the EU as it would diminish the bloc’s previously agreed oversight of trade between mainland Britain and Northern Ireland if a U.K.-EU trade agreement isn’t secured. The British government has admitted that
Boris Johnson
the legislation would break international law, but argues that it’s an insurance policy in the event a trade deal with the EU is not secured by the end of this year. Johnson has said the legislation is needed to end EU threats to impose a “blockade” in the Irish Sea that the prime minister asserted could “carve up our country.” EU leaders have furiously rejected that charge. Justice Secretary Robert Buckland told the BBC on Sunday that the legislation was a “break the glass in emergency provision,” if needed, and that he would resign if he believed the rule of law was broken in an “unacceptable” way. “I don’t believe we’re going to get to that stage,” he said. With the British government showing no sign of changing course, there are real concerns that the talks on a future trade deal between the U.K. and
the EU could collapse within weeks. If that happens, tariffs and other impediments to trade will be imposed by both sides at the start of 2021. The U.K. left the EU on January 31, but it is in a transition period that effectively sees it benefit from the bloc’s tariff-free trade until the end of the year while a future relationship is negotiated. Even before the latest standoff, discussions between the EU’s chief negotiator, Michel Barnier, and his U.K. counterpart, David Frost, had made very little progress. One major element of the Brexit withdrawal agreement is the section related to ensuring an open border on the island of Ireland to protect the peace process in Northern Ireland. T h e i s s u e p r ove d thorny during the more than two years of discussions it took to get a Brexit
deal done, as the border between Northern Ireland and Ireland is the only land link between the U.K. and the EU. The EU wanted assurances the border would not be used as a back route for unlicensed goods arriving in Ireland from the rest of the U.K. — England, Scotland and Wales. As a result, the two sides agreed there would be some kind of regulatory border between mainland Britain and Northern Ireland. Major and Blair, who both vociferously opposed Brexit, said the planned legislation puts the 1998 Good Friday agreement that ended decades of violence in Northern Ireland at risk. The pair said the bill “negates the predictability, political stability and legal clarity that are integral to the delicate balance between the north and south of Ireland that is at the core of the peace process.” It’s unclear whether the planned legislation will get through the British Parliament, with a number of Johnson’s fellow Conservatives uneasy at the prospect of the government breaching international law. Tobias Ellwood is one lawmaker who has said he could not accept the legislation, arguing that the bill diminishes “our role-model status as defender of global standards.” K Y M C

Liverpool begin EPL title US Open: Naomi Osaka clinches women’s singles title defence with win over Leeds New York, Sep 13 (IANS): Fourth seed Naomi Osaka outlasted an inspired Victoria Azarenka 1-6, 6-3, 6-3 in the final to win the women’s singles title of the US Open on Saturday. It’s Osaka’s second US Open title and third Grand Slam title after her victories at the 2018 US Open and 2019 Australian Open. “In the end all I focus on is what I can control on the tennis court. That’s what I did in 2018 final. I
feel like that’s what I did this time,” said the 22-yearold Japanese. Osaka had previously beaten defeated Serena Williams to win the 2018 title. Belarus’s Azarenka, 31, stormed to win the first set 6-1 in just 26 minutes while Osaka was uncharacteristically sloppy hitting a whopping 13 unforced errors. At the start of the second set, Azarenka broke again for a 2-0 lead, but from
there Osaka fought back to break her opponent’s serve twice and took a 4-3 lead. Osaka then gained the momentum and broke a third time to take the match to a deciding set. Osaka broke in the fourth game of the third set to take a comfortable 3-1 lead. In the next game, Azarenka blew a golden opportunity to get back into the match, wasting all three break points as Osaka recovered from 0-40 down to hold for a 4-1 lead.

London, Sep 13 (Agencies): Mohamed Salah scored a hat-trick, including two penalties, as Liverpool began their Premier League title defence with a hugely entertaining 4-3 win over promoted Leeds United at Anfield. Leeds, making their return to the top flight after a 16-year absence, fought back from behind three times and played the brand of intense, attacking football. The champions will be concerned with some slack defending but once again did what they have done so well in the past two seasons - finding a way to win at the end. Juergen Klopp’s side grabbed a fourth minute lead after referee Michael Oliver harshly ruled that Leeds’ debutant German defender Robin Koch had handled a Salah shot which deflected off his thigh on to his outstretched arm. Salah himself blasted home the spot-kick and Leeds looked
as though they may be in for a very long day. But eight minutes later Jack Harrison brought Leeds level with a fine solo goal, picking the ball up on the left-flank and cutting inside, skipping past Trent Alexander-Arnold and Joe Gomez, before drilling into the bottom corner. Liverpool restored their lead in the 20th minute and this time Leeds had only themselves to blame, leaving the obvious threat of Virgil van Dijk unchallenged with the towering Dutchman heading home an Andy Robertson corner. But Leeds showed their resolve again with Patrick Bamford slotting home after Van Dijk had uncharacteristically failed to deal with a ball over the top, his casual attempt to control the ball finding the Leeds striker with keeper Alisson out of position. Salah blasted Liverpool back in front, 12 minutes
before the break, when he pounced on an attempted header clear from Pascal Struijk with a first-time shot which gave Illan Meslier no chance. Leeds felt for a moment they were level again when, after Harrison’s lob over an advancing Alisson, Alexander-Arnold bizarrely headed into his own goal but the linesman subsequently flagged for offside. But there was to be a third comeback - Helder Costa’s low ball into the box found Polish midfielder Mateusz Klich whose deft touch earned him space for a low drive past Alisson to make it 3-3. With just two minutes remaining, Liverpool secured the points with another Salah penalty after Rodrigo Moreno clumsily brought down Fabinho.
