Public of Dimapur fleeced at will
Staff Reporter/Correspondent
DIMAPUR/DIPHU, SEP 13 (NPN): Recent developments in Karbi Anglong have attracted concer n among public of Dimapur on two issues-- threat by truckers in Karbi Anglong on imposing a road blockade on Nagaland over unabated taxation at check gates and revocation of the August 31 order of DC Dimapur and the recent unprecedented hike in price of sand from Karbi Anglong. In the first issue, two truck owners association at Karbi Anglong- Lahorijan and Khatkhati Truck Owners Welfare Society Assam and Bokajan Truck Owners Association Assam- warned of blockade on National Highways to Dimapur unless the Deputy Commissioner Dimapur district stop unabated and multiple taxations at check gates and also revoke the August 31order on taking punitive action on trucks carrying overloaded goods plying along Dimapur-Kohima road. In the said order the DC Dimapur had directed all goods-carrying trucks to undergo weigh test to obtain weigh compliance as per the
Withdraw COVID cess on fuel: DNSU DIMAPUR, SEP 13 (NPN): Dimapur Naga Students’ Union (DNSU) has reiterated its serious concern over imposition of COVID-19 cess on petrol and diesel and appealed to the State government to withdraw it. Urging the government to be more responsible and not rely on the public to meet financial exigencies at this crucial juncture, DNSU observed that due to the extraordinary situation, transportation cost and prices of essential items have already witnessed an abnormal hike in both urban and rural areas, affecting the public. DNSU reminded the government that business establishments were now in full operation, while the State was receiving sufficient funds from the Central government to curb COVID19 pandemic. The union thus reasoned that it was not necessary any longer to continue with the cess on petrol and diesel. DNSU urged the government to listen to the plea of the people and understand their hardships and revoke the cess on fuel immediately. It warned that failure on the part of the government to act on this issue would compel it to stage protests. DNSU alos urged all civil society organisations to join hands on this issue.

registered payload/GWV mentioned in the vehicle registration certificate, without which no goods-truck would be permitted to ply on the NH 29. The order however exempts other transporters engaged in government related duties and projects. The two truckers associations in their ultimatum, asserted that trucks were compelled to carry overload to meet rising expenditure due to rise in price of fuel and COVID cess fuel price on the truckers. They have also pointed out “invisible taxation” of multiple taxations being collected from the heavy vehicles by various law enforcing agencies and underground outfits at different designated points and gates starting from Dimapur entry gate till Imphal. The two associations responded that they would comply with the circular only if security was provided to trucks plying on the route till their destination points. The second issue involves the hike in price of sand from Karbi Anglong as announced by the Sand Mahaldar and Supplier Association (SM&SA), Karbi Anglong, Assam on September 4.
The SM&SA informed that price of sand at source, has been raised to Rs.110 per Cubic Foot(cft) with immediate effect. Sand is imported mainly from two areas under Karbi Anglong- Diphu and Bokajan. Under Bokajan, the sand mahals are located at Deopani, Balipathar etc. However, coarser sand is obtained at Kanaighat, Koilani under Diphu. Import of sand from Karbi Anglong to Nagaland was stopped in the past few weeks as a precursor to effecting the hike. This Correspondent contacted operators of sand mining under Bokajan area over the unprecedented hike in price of sand. The sources confirmed that in the prelockdown period, price of sand was Rs.37.50 paise per cubic foot (cft) inclusive of Assam Forest Royalty. The Sand Mahaldar and Supplier Association(SM&SA) under Diphu, had hiked the rate of sand from 37.50 per cft to Rs.110 per cft . Another sand union of Bokajan- Sand and Stone Mahaldar & Welfare Association, Balipathar- has also announced hike to Rs.100 per cft of sand. Enroute Dimapur, a
truck carrying 400 cft of sand has to pay a total of Rs.2000 to various check gates in Assam and Rs.4500 to various groups and government agencies at Nagaland check gate. The scenario depicts the plight of public of Dimapur in particular and Nagaland in general. Prices of various commodities are manipulated at various levels over which authorities have failed to check. The demand of the truck owners of Karbi Anglong – stop the multiple taxations at check gates and reduce cess on Covid or else provide security protection to all public transport entering Dimapur so as to not carry overload demands response from the state government. The issue of multiple taxations at Nagaland gates is a chronic problem that began since the mid-90s. On the prices of sand, the district administration has to ensure that users are not blackmailed and for which the Karbi Anglong administration and police need to be taken into confidence on why price of sand at Dimapur has been rising phenomenally.

After the positivity rate had fallen to 4% during August 22 to 29, there was an increase of 6% during August 31 to September 4, which further went up to 11% during September 5 to 11. It said that majority of positive cases were among males (83%) in the age group of 30-44 years (45%) and 15-29 years (37%). Apar t from ar med forces, the department said that the recent surge was increasingly seen among the younger age group. The department further said that discipline among young and mobile groups of people in following safety measures was important as they were less likely to have symptoms and can spread to high risk individuals like the elderly people above 65 years and those with chronic diseases and also people with weak immune system.

DIMAPUR, SEP 13 (NPN): Affected landowners, Lotha Hoho (LH) and frontal organisations have unanimously resolved to adhere to the stand of the hoho to allow national highway (NH) project through Wokha town only as per the original sanctioned detailed project report (DPR) and specifications. According to a press release issued by LH vicechairman Mhonlumo Odyuo and joint secretary Yihamo Patton, this was necessitated as some intermediate authorities of Nagaland are proposing to forego payment of compensation to owners of affected land and standing structures and follow the existing carriageway. NEW DELHI, SEP 13 (PTI): A Covid-19 vaccine is likely to be available by early next year and the government is considering its emergency authorisation for high-risk people, Union minister Dr. Harsh Vardhan on Sunday said, asserting he will take the first shot to address any “trust deficit” over its safety. According to a health ministry statement, he said while no date has been fixed for the launch of a vaccine, it may be ready by the first quarter of 2021, and made available first to those who need it the most, irrespective of their paying capacity. The minister made these remarks during interaction with his social media followers on the ‘Sunday Samvad’ platform. He covered a multitude of queries concerning not only the current Covid19 situation, but also the government’s approach to it, the changes expected in the post Covid world and the steps taken by the Modi dispensation.
Dr. Harsh Vardhan
Vardhan stated the government is taking full precautions in human trials of vaccines and the National Expert Group on Vaccine Administration for Covid-19 is drawing up a detailed strategy on how to immunize the majority of the population. “Issues like vaccine security, cost, equity, cold-chain requirements, production timelines etc., are also been discussed intensely,” he stated. On vaccine candidates and their development in the country, he said India is actively partnering with Coalition for Epidemic Preparedness Innovations (CEPI) and trials of several vaccines at different phases are underway at laboratories (private or public) and hospitals. The Department of Biotechnology and the Indian Council of Medical Research have been proactive
munity, he said. The minister, however, also noted that a safe and effective vaccine will help in establishing immunity to Covid-19 at a much faster pace as compared to the natural infection, the statement said. Vardhan further said that the government had directed all states and UTs to fix a reasonable price for Covid-19 treatment in private hospitals for making it affordable for the common man. Free coverage up to Rs 5 lakhs for Covid-19 patients for those who are eligible under the Ayushman Bharat PMJAY package was announced, the statement said. He added that the Central government has also asked states and UTs to proactively engage with the private sector health providers and consider pooling in public and private healthcare facilities, as this will help in providing prompt, good quality and reasonable health care to Covid-19 patients.
Villages under Chümoukedima circle ask govt to re-visit NLPT Act; hold consultative meet DIMAPUR, SEP 13 (NPN): Villages under Chümoukedima town circle have questioned the utility of Nagaland Liquor Total Prohibition (NLTP) Act, 1989 and asked the state government to either add more teeth to the implementing agencies or lift the Act altogether as it has now been rendered only a paper tiger bringing shame and disgrace. In a statement, NTUCT president Lhousito Khro and joint secretary Aolemba Longkumer said that a coordination meeting of the villages was held under the aegis of Naga Tribal Union Chümoukedima Town (NTUCT) Saturday to share concerns and opinions regarding sale of spurious liquor in the area, which has now become hotbed of illegal liquor business affecting the entire State. The meeting attended by chairmen and repre-
sentatives from Tenyiphe-I Village, Sodzulhou Village, Sovima Village, Chümoukedima ‘A’ Village, Head G.B of Chümoukedima Town and NTUCT officials also questioned the credibility of Nagaland Baptist Church Council (NBCC) in its fight against uncontrolled flow of illegal and spurious liquor in the present scenario. Some of the participants alleged at the meeting that the kingpins or illegal liquor barons of Nagaland and living in the villages in and around Chümoukedima were running a powerful syndicate network, where it alleged that national workers and excise and police personnel manning check gates were also involved due to hefty sum paid to them on regular basis. After a thorough deliberation over the issue, the house appealed to the state government to re-visit the
NLPT Act of June 26, 1989, besides suggesting holding wide consultative meetings with stakeholders whether to amend or withdraw the Act. The meeting also questioned the credentials of NBCC in this regard and reminded its present leaders that the Act was passed in the Nagaland Legislative Assembly at its behest. But simply passing the Act was not an end in itself as concerted and continuous efforts were required on NBCC’s part to keep pressurising the State government and also prepare an action plan for the church to continually fight against this monster, the participants emphasised. The house also appreciated security personnel, particularly 5th Assam Rifles, for having busted the illegal spurious liquor bottling plant at 7th Mile Model Village on September 4 and (Cont’d on p-6)
New protocol for recovered COVID patients NSCN/GPRN (K) reacts to report over expulsion of general secretary Recovery period likely to be longer
NEW DELHI, SEP 13 ( AG E N C I E S ) : U n i o n health ministry on Sunday issued management protocols for patients who have recovered from covid-19 and suggested following alternative medicinal system that includes intake of Chyawanprash, and Ayush medicines and practising yoga asanas to boost immunity. Recovered patients may continue to report wide variety of signs and symptoms including fatigue, body ache, cough, sore throat, difficulty in breathing, etc, it said. A holistic approach is required for follow up care and well-being of all postcovid recovering patients, the ministry said. The government suggested drinking adequate quantity of warm water and taking immunity boosting Ayush medicines to be
for those who had severe illness
prescribed by a qualified practitioner. The document provides an integrated holistic approach for managing patients who have recovered enough from covid for care at home. “It is not meant to be used as preventive / curative therapy. The recovery period is likely to be longer for patients who suffered from more severe form of the disease and those with pre-existing illness,” the government said. Use of mask, hand and respiratory hygiene, and physical distancing should be followed by the patients who have recovered, it added. The protocols ask for self-health monitoring at home -- temperature, blood
pressure, blood sugar (especially, if diabetic), pulse oximetry etc. (if medically advised). “If there is persistent dry cough / sore throat, do saline gargles and take steam inhalation. The addition of herbs/spices for gargling/steam inhalation. Cough medications, should be taken on advice of medical doctor or qualified practitioner of Ayush,” it said. The government also asked recovered patients to participate in group sessions of yoga, meditation etc. while taking all due precautions like physical distancing. The protocol comes at a time when India is witnessing several post covid complications in some cas-
es. Union Home Minister Amit Shah was admitted to All India Institute of Medical Sciences (AIIMS), New Delhi on Saturday. “Amit Shah, Honourable Home Minister was discharged from AIIMS, New Delhi, after post Covid care on August 30. As per advise given at discharge, he has now been admitted for complete medical checkup before parliament session for 1-2 days,” the premier medical institute said in an official statement. The 55-year-old leader tested covid-19 positive on 2 August and later his test came negative but due to some post covid-19 recovery symptoms such as fatigue, he was again admitted to the premier medical institute. Shah was also treated for post covid care at a private hospital in Gurugram last month.
DIMAPUR, SEP 13 (NPN): NSCN/GPRN (K) has dismissed a purported claim made by one Khekaho Newell that he was the new general secretary of the organisation. Reacting to reports, NSCN/GPRN (K) MIP in a statement accused him of habitually defecting to various national organisations at every given opportunity, usually in search of green pastures, and spreading misinformation in the media, creating confusion and creating misunderstanding among Naga people by allegedly “bribing an aged president, Khango Konyak.” “He has gone to the extent of claiming himself as the new general secretary of NSCN (K), which is absolutely ridiculous as our
popularly-elected general secretary Isak Sumi enjoys the confidence and the support of the entire set-up, including most of the regions barring some few expelled workers and a handful of defectors who were ousted/ impeached from Eastern Nagaland (Myanmar) by NSCN-K for money and power-mongering,” the statement clarified. According to NSCN (K), it was extremely shameful and unethical on the part of anyone suggesting or opposing someone elected with the mandate of almost all tribes. The organisation also observed that it was utterly ungrateful on the part of Khango and his “expelled henchmen” to attempt disowning Isak Sumi, who, risking his life, had rescued
him from imminent annihilation in the hands of Tatmadaw and rival Yung Aung. However, considering his lack of statesmanship quality to lead the Naga struggle despite being a veteran, the group said it disowned his leadership yet again. Further alleging that Khango had isolated himself from Working Committee (WC) of NNPG by intentionally appointing “persona non-grata” Newell Naga, who was expelled by NSCN (R) for murdering two cadres, NSCN (K) asserted that WC cannot allow him and his group to be a part of the ongoing IndoNaga political process or consider him as its president until Khango rectified the blunder.
