NSCN (I-M) team to join Muivah in Delhi
DIMAPUR, SEP 14 (NPN): A 15-member NSCN (I-M) delegation led by its chairman, Q. Tuccu and vice president Tongmeth Wangnao left for Delhi on Monday. The delegation took the Dimapur-Imphal flight and left for Delhi via Imphal. Highly placed sources said that the delegation will join the other NSCN (I-M) members led by general secretary Th. Muivah, who have been camping in Delhi since July last. Of late, the NSCN (I-M) had been holding series of talks with the Centre, represented by senior Intelligence Bureau (IB) officials led by its director Arvind Kumar. As reported in Nagaland Post in August, sources said that there could be some major development by September end. According to some reports published earlier, the Prime Minister’s Office has set a September deadline for the final settlement of all Naga political issues. However, the date and place of signing of the historic peace accord have not been finalised. Meanwhile, sources
also informed that a delegation of the Working Committee of the NNPGs was likely to leave for Delhi soon to meet the Central leaders. The Working Committee during its meeting with the Interlocutor for Naga Peace Talks, R.N. Ravi on September 10, decided to reveal competencies (all crucial matters discussed during negotiations), to the people before inking the final agreement. A highly placed source, privy to the closed-door meeting, told Nagaland Post, that the negotiating parties felt that it was an “appropriate time” for the competencies to be shared with the people. “Now that the process is at its final stage, the two negotiating parties feel that it is imperative that the competencies are shared with the people since they are the primary stakeholders of the Naga issue,” said the source. Another reliable source pointed out that in the spirit of inclusiveness and transparency, the NNPGs had distributed “copies of competencies” to all who wanted to learn
about the ongoing process and who had were concerned over the issue. In a statement on September 11, the Working Committee of the NNPGs had also declared that “the defining hour is approaching for announcing honourable and acceptable solution adding both the government of India and WC felt, that “the unity of Nagas at this time is critical.” Further, in a recent statement issued through its convenor steering committee ‘maj’ (retd) Hutovi Chishi, NSCN (I-M) had said that the “historic Framework Agreement” signed on August 3,2015 with the government of India under Prime Minister Narendra Modi “is the only political process to bring solution that is honourable and acceptable.” NSCN (I-M) said the Framework Agreement was not published in public domain after its signing since “competencies were yet to be worked out”. NSCN (I-M) said any agreement signed under the Indian constitution could be openly published “like others do” but since FA and
competencies were worked out “outside the box” solution needed caution till its completion. On August 26, 2020, NSCN (I-M) delegation led by its chairman, Q. Tuccu met leaders of 14 Apex Naga Tribal Hohos of Nagaland (ANTHN). Highly placed NSCN (I-M) source had told Nagaland Post that the meeting was initiated to clear out any possible misunderstanding between the two parties. NSCN (I-M) also held a meeting with Eastern Nagaland People’s Organisation (ENPO) at Niathu Resort, Dimapur on September 9. At the meeting, NSCN (I-M) briefed ENPO, ENSF and ENWO on the developments in the ongoing “Indo-Naga” political talks, besides stressing that the process for reconciliation and unity and political talks should go on side by side. NSCN (I-M) and the Nagaland Gaon Buras’ Federation (NGBF) also met on September 4 and resolved to strengthen the ongoing “Indo-Naga” peace talks and seek an honourable, acceptable, early and lasting solution.

NEW DELHI, SEP 14 (PTI): The Monsoon session of Parliament commenced on Monday amid extensive COVID-19 precautions, with a large number of members attending the proceedings while adjusting to the changes spawned by the epidemic. In a first, the chambers of both Lok Sabha and Rajya Sabha were used along with the galleries to seat members of each House which met at separate timings to ensure social distancing. The usual hustle and bustle was missing in the Parliament complex on the first day of the 18-day Monsoon session in the wake of restricted entry. Lok Sabha sat in the morning from 9 a.m. to 1 p.m., while Rajya Sabha held its four-hour sitting in the afternoon starting 3 p.m. where NDA nominee Harivansh was re-elected as deputy chairman and 15 new members took oath. Meanwhile, around 30 MPs and over 50 employees of Parliament tested positive for COVID-19 so far, sources said on Monday.
NEW DELHI, SEP 14 ( AG E N C I E S ) : S e r u m Institute of India’s (SII) CEO Adar Poonawalla has warned there won’t be enough Covid-19 vaccines available in the world till 2024 at the earliest, according to a media report on Monday. “It’s going to take four to five years until everyone gets the vaccine on this planet,” said Poonawalla to Financial Times. The CEO of the world’s largest vaccine manufacturer has estimated that if the Covid-19 shot is a two-dose vaccine— such as measles or rotavirus — the world will need 15 billion doses, reported FT. The Pune-based pharma giant has partnered with five international pharmaceutical firms, including AstraZeneca and Novavax, to develop a Covid-19 vaccine and committed to producing one billion doses, of which it has pledged half to India. Moreover, SII may also partner with Russia’s Gamaleya Research Institute to manufacture the Sputnik vaccine. He said that the commitment far exceeded the capacity of other vaccine pro-

To allay fears regarding the safety aspect of the vaccines, he said, “I shall be the first to offer myself for receiving COVID vaccine, if people have a trust deficit.” Furthermore, the Financial Times also reported that as part of SII’s agreement with AstraZeneca, the firm will aim to produce vaccine doses that cost around $3 for 68 countries and under its agreement with Novavax, for 92 countries.

DIMAPUR, SEP 14 (NPN): Nagaland on Monday reported 131 fresh COVID-10 positive cases-70 in Kohima, 60 in Dimapur and 1 in Mon, taking the tally to 5214 cases. As on September 14, there were 1289 active cases, 3897 recovered, 10 deaths and 18 migrated. As per the severity of symptoms, 1,279 active cases were asymptomatic, 8 mild and 2 moderate
cases. Further, out of the 5,214 positive cases, the distribution across various categories of people include 2463 cases from the armed forces/police, 1411 returnees, 319 frontline workers and 1021 traced contacts. India COVID tally: India’s COVID-19 case tally crossed 48 lakh with 92,071 new infections being reported in a day, while over 37.8 lakh people have recuperated.

DIMAPUR, SEP 14 (NPN): Sand Stockists and Suppliers Union Dimapur (SSSUD) has lifted “indefinite ban” on supply of sand in Dimapur and revised the price of sand to Rs. 65 per cubic feet (cft). SSSUD general secretary Vikugha Chophy Monday told Nagaland Post over phone that the union would initiate strict actions against any suppliers selling sand at higher prices than the revised rate. The union also appealed to the buyers to inform the office if they were charged more. Further, SSSUD has urged the law enforcing agencies to check and keep track of any illegal activities concerning sand. DIMAPUR, SEP 14 (NPN): Political Affairs Mission (PAM) of the Naga People’s Front (NPF) met various Naga civil society organisations (CSOs) on Monday at Police Complex, Chumukedima, wherein the CSOs expressed the view that all stakeholders be consulted and made signatories of the final Naga accord to rule out any misunderstandings. The CSOs included Nagaland GB Federation, Eastern Nagaland People’s Organisation, Tenyimia Public Organisation, Naga Hoho, Naga Mothers Association,
Naga Students’ Federation and Eastern Naga Students’ Federation. In a communiqué, PAM said its convener and Leader of Opposition, T.R. Zeliang expressed the view that unity by all Naga CSOs in one voice for an early solution was the first step towards attaining the much anticipated final solution and lasting peace in the region. Zeliang also called upon the gathering for a collective genuine effort by all stakeholders including Naga public to facilitate and not be an obstruction in any form.
He maintained that Naga political issue was highly complex, which needed practical approach, political acumen and high level of understanding between the negotiating parties. Further, Zeliang said that positive progress was possible if tribalism, polarisation or political colours were kept away on the Naga issue and only true genuine concern for permanent peace and progress. “This will ensure that the future of Naga generations and Naga areas be free from any conflict and enable a ecosystem of self
sustenance,” he said. The meeting, which reportedly lasted for almost five hours, viewed that Framework Agreement signed by NSCN (I-M) and Agreed Position by WC of NNPGs needed deliberation by government of India for “an honourable common Final Naga Accord, based on the formal talks which concluded on October 31, 2019.” According to PAM, Zeliang was likely to leave for New Delhi soon to meet Central leaders to convey the aspirations of the people for permanent peace in the region and the need of drafting of common Naga accord by the Government of India for early solution. PAM convenor was also joined by a few NPF core members for an interaction. PAM said that NTC has acknowledged the invitation, but regretted from attending the meeting due to prior engagements.
DIMAPUR, SEP 14 (NPN): State-run oil marketing companies (OMCs) decreased prices of petrol and diesel by 13-16 paise across the metros on Monday. According to IOCL website, the prices of petrol in the national capital Delhi were slashed to Rs.81.72 from Rs.81.86 per litre and diesel rates were cut to Rs.72.78 from Rs.72.93 per litre. After today’s rate revision, petrol price in Dimapur was reduced to Rs.87.03 per litre and diesel price was lowered to Rs.78.65 per litre. In the state capital Kohima, prices of petrol and diesel stood at Rs.87.92 per litre and Rs.79.37 per litre respectively. region. Not only in terms of connectivity or administrative convenience, the organisation said this road was also important to elevate the socio-economic condition of the people. Hence, it stressed that keeping the road wide and pliable through a competent agency like NHIDCL was indispensable. Signed by CPO president Mikha Kenye and general secretary Veduvo Rhakho, the letter stated that the road would provide shorter route to the capital and facilitate economic growth. Further, as the road was vital for infrastructure projects like the upcoming hydro-electricity project on Tizu river and industrialization in mineral belts, which would require transportation of heavy machinery, the organisation said the road should be properly maintained through a competent agency.

MOKOKCHUNG, SEP 14 (NPN): Ao Senden on Monday declared that in the event of an honourable and acceptable solution to the Naga political issue being worked out between the Government of India and Naga negotiating parties, no individual or group other than Ao Senden shall be party to such an agreement on behalf of the Ao Nagas. In a press release, the apex organisation of Ao Nagas said this was a reiteration of its earlier resolution made known to all Naga political groups on August 22, 2015 and claimed that it was all along working together with all Naga political groups in mutual concord in pursuance of a solution to the Naga political problem. “In the event of an (Cont’d on p-5) acceptable and honourable
solution to the Naga political problem being arrived at between the Government of India and Naga negotiating parties, and should the need arise to represent the consent and participation of the Ao Naga community at large, then it shall be the sole prerogative of Ao Senden to do so. IMPHAL, Sep 14: Several people were injured in an intervillage clash in Manipur’s Noney district, official reports said on Monday. Among the injured, at least seven villagers sustained severe injuries and were shifted to hospital for treatmant. The clash erupted between the villagers of Jouzangtek and Nungsai Lamkau after an argument over earth dumping site on Sunday evening. Reports said that during the course of expansion of a 50 km road from Tupul to Bishnupur at the inter-village border, villagers of Jouzangtek opposed the dumping of the earth cut down from the hill. They insisted that the earth
removed from the area within Nungsai Lamkou village should be dumped in their area which the villagers of later opposed. As the argument over the matter escalated, the villagers from both sides started attacking each other by holding deadly arms. A team of police from Bishnupur district headquarter immediately rushed to the spot and controlled the situation after a brief struggle. In the clash, the seven villagers who sustained serious injuries were evacuated to Bishnupur district hospital after administering first aid. With tension still running high between the two villages, armed police have been detailed in the area, the report said.

Dhubri, Sep 14 (PTI): A journalist of Assamese daily ‘Dainik Asom’ was allegedly attacked by a policeman and severely injured when he was returning home in Dhubri, police said on Monday. Arun Paul was attacked with a sharp weapon by the constable following an argument when he as returning home on Sunday night from nearby Gauripur town. He received severe head injuries and was initially admitted to Gauripur primary health center from where he was shifted to Dhubri civil hospital for better treatment. A case has been registered under various sections of the IPC against the constable at the Gauripur police station and investigations into the case are on, the police said. Aizawl, Sep 14 (PTI): Mizoram’s COVID-19 caseload rose to 1,428 as 14 more people have tested positive for novel coronavirus in the last 24 hours, an official said on Monday. Of the 14 new cases, 11 were reported from Aizawl district, two from Saitual and one from Kolasib district, the official said. Eight out of the 14 cases were locally transmitted cases. The remaining six patients have come from outside the state. The number of active COVID-19 cases in the state now is 598.

Society under attack
B
e it the chronic problem of mushrooming of illegal and multiple taxations which invaded society in Dimapur since the late 80s and whose negative and adverse impact continue to be felt across the state; the mushrooming of over a hundred unions, which seem to be solely involved with collection of “membership fees” besides the syndication of the market, formed legally, also contributes to adversely affecting the daily economic activities of people. Dimapur is the commercial centre of the state and important gateway to Nagaland as well as Manipur. These unwanted activities, some pursued under ‘authorised agencies’ to collect or impose tax, has earned the state a dubious distinction as having a thriving cottage industry of extortion. On the other hand, Dimapur has earned the unwanted distinction as the collection capital of the state with estimated illegal collections ranging around Rs.400 crore to Rs.500 crore annually. These issues have been raised umpteen times by various organisations since the late 90s. For instance, even before ACAUT Nagaland picked up the gauntlet against multiple and unabated taxations in 2013; there were other organisations that organised protest bandhs etc against these activities. The government had even ordered a ban on all forms of collection, whether authorised or otherwise. However, it proved easier to issue orders than in implementing them. Some organisations had even gone to court and in response, the state government was reminded about its own ban order. In 2013, ACAUT Nagaland organised protest rallies across the state and people’s rising anger at the collection racket and market syndication reached its peak. The impact of ACAUT’s rallies was huge and the government could no longer pretend that it was concerned with its people’s problems without action. The state government, as with its habit, instead of taking cognisance of the complaints, took the easy way out by constituting a three-member High Power Committee, headed by retired Supreme Court judge in August 2014 to examine the complaints. The HPC went about its work and finally submitted its report in June 2015. Had the government been as sincere as it pretended to do while constituting the HPC ,it would have responded by declaring the contents of the report and then make its stand clear. However, the report remains under cold storage since 2015 which proved that this is how the government deals with difficult problems. Then ACAUT itself virtually went in to hibernation and only in 2018 its offshoot –Public Action Committee(PAC) under the aegis of Naga Council Dimapur picked up the gauntlet. The PAC directed its full force solely against gate collections. The state government has not done anything over this issue. It may also be pertinent to point out that the Police department held a press briefing on July 2,2020 to rebut the June 16,2020 letter of the state Governor to the chief minister, over inability of state police in effecting rule of law against offenders. The police rebuttal read like an annual report on crimes but left the main issue unanswered. Be that as it may, the time has come for the elected members, apex tribe hohos, church besides the civil society organisations to take a clear and actionable stand over corruption, extortion, syndication and anti-social acts, otherwise not doing anything or enough to end criminalisation, will spell doom for society.

Spiritual confusion can only be conquered through obedience. As soon as we obey, we have discernment. This is humiliating, because when we are confused we know that the reason lies in the state of our mind. But when our natural power of sight is devoted and submitted in obedience to the Holy Spirit, it becomes the very power by which we perceive God’s will, and our entire life is kept in simplicity.

Imagine yourself being fried and then eaten bit by bit. In Japan, Sashimi, which means pierced body, is a common Japanese dish
consisting of fresh raw fish or meat sliced into thin pieces and eaten with soy sauce. One kind of Sashimi is Ikizukuri (“prepared alive”) made with live sea beings. Fish and octopus are common ingredients that move on the plate as you eat them. Sashimi could also include live frogs. The frog is stripped of its skin while alive and stabbed delicately with a fork and eaten. One restaurant in Shinjuku serves the frog’s fresh, still beating heart, as starters. Lobsters are not always boiled alive and dead by the time they reach your plate. Restaurants in New York serve lobsters while they’re still alive. They are upturned and diners pick out “belly sashimi” from the lobster which flails in pain for all the time you take to slash and take out his stomach meat. Another common dish in Japan is swallowing live baby eels dipped in vinegar and saké. In South Korea, Sannakji is a dish that involves hacking the tentacles off a baby octopus and serving them still wriggling. Sannakji connoisseurs enjoy the sensation of the still-active suction cups on the octopus’ arms as they stick to the mouth.

Menace to human society The Chinese cannot be bested for their addiction to cruelty. Live shrimp are put into a liquor called Baijiu and diners bite their heads off while drinking it. This can give you lung fluke disease, but what is more important than proving your manhood by killing a shrimp. In China there is a dish called “Three squeaks” in which live baby mice are dunked in sauce and eaten alive. The reason why it is called “Three Squeaks” is due to the sounds the mice make when grabbed with chopsticks, dunked in the sauce and bitten through. Raw live baby monkey brain is a very expensive dish eaten by rich people in China and Hong Kong. The chef puts a live monkey beneath a table with its head poking up through a hole. The chef slices the top of the head off and the customers eat its brains
while it screams. Fresh baby donkey, or Huo Jiao Lu. The animal has its legs tied and its body held down, while the chef cuts its body and serves the meat immediately to customers. Live baby duck embryos, just a day from being hatched, are a famous Chinese specialty which is now common in the Philippines as well. In the latter country it is called Balut. The Filipinos eat the egg boiled. The Chinese eat it raw to get the full taste of the egg white, the little yolk left, and the live squirming chick. No wonder the Chinese make such dangerous enemies. They love violence and gore. Odori ebi or “dancing shrimp” is a Japanese sashimi in which the baby pink shrimp is still moving its legs and antennae while being eaten. The shrimp only dies when chewed. Odori Don
is a live cuttlefish whose tentacles twitch as you pour the soy and chew it. Consuming the beating heart and blood of live snakes is common in Vietnam. You choose the live snake at roadside stalls and they cut it and serve it within a minute. I have seen this in Hong Kong. In China people eat live baby snakes. Sea urchins are the porcupines of the sea; globular animals with long spines to defend themselves. They live on the seabed. But their spines cannot protect them from human greed. They are caught and served live. Their testicles are a delicacy across the world, specially Europe. The live animal is cut on the plate with scissors and its salty gonads are taken out and eaten raw. The most common animal to be eaten alive is the oyster which is served alive. Its spine is broken, and its insides are slurped up raw. This was originally a French dish but is now eaten all over. A famous chain of restaurants in Copenhagen serves salads crawling with live ants supposedly to add a zesty taste. These move slowly because they have been kept in the fridge previously. Wichetty grubs are
chewed live in parts of Australia. They are said to taste like nutty fried eggs. Casu Marzu is a traditional Sardinian sheep milk cheese eaten in Italy. Its specialty is that it contains the live maggots of the cheese fly, which jump about in panic as you scrunch them. Casu Marzu has so much ammonia in it from its faeces that it scorches the tongue. Milk cheeses containing living insect larvae are produced in several Italian regions. Television game shows that I have repeatedly complained about to the Ministry over the years is Fear Factor and Survivor where contestants eat live insects, spiders, cockroaches and worms. But by the time they take action, the series is already over. Then we start the cycle again with the next series. Man vs Wild is another show in which Bear Gryllis shows his manhood by eating live insects. What is the word for people who demand food that is so full of pain ? Monsters ? his pandemic can be seen in two ways – either as a boon or a curse for people from all walks of life. Waves of woes and plights have crept in- massive unemployment and poverty has resulted in rampant rise of crime rates in every nook and corners of our state, country and in fact, in the entire world, which is very alarming and unfortunate. The world we are living in, in general, is struggling to get through in every possible way it could. The sad reality, however, is that other states, cities and countries, as a matter of fact, is no exception to this disease that is causing a plague and hovering so darkly around us. But I would specifically centre my discourse in our state solely. Why then? The question arises. Because our state since time immemorial, has held on to the vision statement of “Nagaland for Christ” and this clearly should make the difference to make it stand apart from the rest. The root cause for the existing chaos, stress and anxiety can be traced back to the theological doctrine being shaken at its core foundation. We have replaced God with our materialism and manmade idols- devoting more time on viewing the fantasies make believe world of the entertainment industry thereby, disillusionment and carnal oblivion enters into the beliefs of our very minds. The diminishing ‘dignity of labour’ is making the major population depending ‘hundred percent’ on the government to feed our hungry and never satisfied mouths (cause for backdoor appointments). We Nagas have literally become a generation driven into the world of business with selfish gain demanding sky rocketing prices which in turn has made consumers prefer non-locals over our own people. he Oxford dictionary defines the term ‘sustainability’ as “the property of being environmentally sustainable, the degree to which a process or enterprise is able to be maintained or continued while avoiding the long-term depletion of natural resources.”The definition of the term sustainability goes indeed well with the phrase ‘solar energy for the future.’ Sun is our most reliable source of renewable energy accounted for as a universal fact. There are different forms or sources of renewable energy such as geothermal energy, wind energy, biomass energy, tidal power, hydro power and solar energy etc. Solar energy is the most abundant energy resource on earth. It is the acquisition of the sun’s energy harvested with several technologies. It is accounted that in 14 and a half seconds, the sun provides as much energy to the earth as humanity uses in a single day. From the earliest histories, mankind has been able to live in a close knitted habitat which provided him energy in a sustainable manner, this pattern of adaptation must be learned by our generation today, it must begin in our homes Reader’s note: Articles

Something somewhere along the system has failed us - the teachers. We the teachers are heavily drained both mentally and emotionally, the workload has become unlimited and never ending with any fixed timings for dealing with children because they need to be individually reached out. When there is no online classes, the student’s assignments are checked alongside preparations (lesson plans) for the next class. The increased time spent on screen is causing severe multiple health effects such as irregular sleeping pattern which results in other grave menaces. Work and only work has become our routine and it has led to mental breakdown, anxiety, stress and depression. It is a sincere request upon the educational institutions to consider us teachers as humans too and kindly consider our plights on humanitarian ground. I write this not as a lame excuse from my professional obligations or to validate my own personal problems but as a representation of the teachers’ cause and thereby, invite a clarion call to all that it is time to give importance to teachers’ mental health issue as well. Cultivating the common ground
T
he Naga peoples’ political unity in purpose finds strength and solidarity on the common ground of its historical and political expressions of Naga rights and aspirations. The foundation of the common ground includes the Naga Memorandum to the Simon Commission on January 10, 1929, the Declaration of Naga Independence on August 14, 1947 and the Naga Voluntary Plebiscite on May 16, 1951. Together, this common ground guides and provides the political and moral underpinnings that affirm the Naga peoples’ rightful place with self-confidence. Naga history has taught us that when the spirit of the common ground is exploited, compromised, and taken from us, no one really benefits. It consumes us all. Sadly, Naga history is replete with instances when any departure from this common ground has been at our own peril, at times turning Naga against Naga. Its consequences have traumatized the Naga people, as it has deeply wounded and fragmented our society. Can Nagas learn from our own history and constructively get out of this stalemate? At this juncture, the Indian State, because of its security concerns and fragile democracy, remains in an arrested state as it maintains status quo on discussing the issue of Sovereignty with the Nagas. For the greater good of democracy,
new approaches are required for the Government of India to imagine beyond a limited political process. India has a responsibility to all its citizens for raising this fundamental question within the political process. This highlights the urgency for cultivating an understanding around the common ground since the core issues of Naga rights still need to be addressed. After a protracted process towards a political agreement, the NSCN (IM) and the NNPGs are currently engaged in what seems to be parallel processes with the Government of India. The Naga people are now saying it is time for these two Naga political groups to meet and take forward the unfinished task of reconciliation. “Having reconciled and forgiven” each other in the form of the Covenant of Reconciliation (CoR), the leadership of the NNPGs and NSCN (IM) must demonstrate transformative and healing statesmanship by exercising the intent and spirit of the CoR into practice. The Forum for Naga Reconciliation (FNR) urges leaders of the two groups to meet and explore a workable mechanism of cooperation around the ‘Competencies’ and the ‘Agreed Position’ in consonance with the Naga common ground. This is fundamental because the parallel processes have polarised the
Naga public, tribal and civil society organizations. The constant public accusatory and divisive statements have empowered vested interests to control and change the narrative with flawed and factual errors to the point people are no longer able to recognize the truth. This is creating an alienating mindset which is extremely insular for citizens to feel free, secure and to participate without fear. Naga tribal and civil society organizations have time and again conveyed their views to the GoI and the Naga political groups. Now, at this crucial time, FNR recommends and urges that the NSCN (IM) and NNPGs be given the space to reflect independently and search their conscience to do what is right. In the meantime, we further recommend not issuing new press statements which will help reducing confusion and reactivity. Given this precarious situation, it is imperative for Nagas to take ownership of our narratives, protect our common belonging, and unite to break down barriers by strengthening the bonds and relationships among ourselves. However, despite fund having sanctioned, the initiative to develop those four roads have come to a standstill in the initial stages itself as NHIDCL has not been able to obtain NOCs from the State departments as bidding process will be concluded only after the receipt of the certificates. According to reliable sources, NHIDCL had written a letter to the chief secretary seeking NOC for the four roads. However, NOC was not issued on the ground the “all these roads are either in the process of tendering, IRQP in progress, strengthening works in progress or under process for two-laning under the
NPWD (NH) establishment”. It has been learnt that MoRTH has sanctioned more than Rs 150 crore for repair and maintenance of the four roads. And if the fund is utilised properly and the roads are upgraded, people of not only the three districts but the entire State would be greatly benefited. However, on expiry of the project implementation time, the fund sanctioned for the four roads will be returned to the Union ministry on the ground that the money was not utilised, and the ministry may not be keen to reconsider the proposal for upgrading those roads again once the money is returned. Sources said NHIDCL would conduct survey, prepare detail project report and convert the four roads into two-lane roads once the State department concerned provided the NOC.

NEW DELHI, SEP 14 (PTI): The Centre on Monday told the Delhi High Court that marriage between same sex couples was “not permissible” as it is not recognised by “our laws, legal system, society and our values”. The submission was made before a bench of Chief Justice D N Patel and Justice Prateek Jalan by Solicitor General (SG) Tushar Mehta during hearing of a PIL seeking a declaration that same sex marriages be recognised under the Hindu Marriage Act (HMA) and Special Marriage Act. Mehta opposed the relief sought in the petition saying “our laws, our legal system, our society and our values do not recognise a marriage, which is a sacrament, between same sex couples”. He said the plea to grant recognition to or permit registration of such marriages was “not permissible” for two reasons -- firstly, the petition was asking the court to legislate and secondly, any relief granted “would run contrary to various statutory provisions”. “Unless court does violence to various laws, this cannot be done,” he added. Mehta also said that under the HMA, the various provisions regulating marriages or prohibited relationships talk of husband and wife and therefore, who would be assigned these roles where a same sex couple was concerned. The bench observed that the world over things were changing, but it may or may not be applicable to India. It, however, questioned the need for a PIL in the instant case, saying the people who claim to be affected are well educated and can themselves approach the court. “Why should we entertain the PIL,” it added. The counsel for the petitioner stated that the affected people were not coming forward themselves as they feared reprisals and therefore, a PIL was preferred.

INDORE, SEP 14 (PTI): A 39-year-old man has been arrested under the stringent National Security Act for allegedly selling beef in Madhya Pradesh’s Indore city, police said on Monday. On the basis of a police report issued on Sunday, the district administration sent the accused to jail under the National Security Act (NSA), Superintendent of Police (West Zone) Mahesh Chandra Jain said. Under the NSA, a person can be detained without a charge for up to 12 months if authorities are satisfied that he or she is a threat to national security or law and order. According to police, the man was arrested on charges of selling beef in South Toda area under Raoji Bazar police station limits here. Acting on a tip-off, the police raided a shop in the area on Saturday and allegedly seized a large quantity of beef from there, Raoji Bazar police station’s subinspector Seema Dhakad said. The accused was allegedly selling beef at the shop meant for selling goat meat, the official said.

NEW DELHI, SEP 14 (IANS): Advocate Prashant Bhushan on Monday filed a review petition in the Supreme Court, challenging its verdict convicting him for criminal contempt of court by making derogatory statements against the judiciary through tweets. On Se ptember 12, Bhushan had moved a plea filed in the apex court seeking a right of appeal against his conviction, to be heard by a larger and a different bench. The top court had imposed a token penalty of Re 1 on Bhushan, which he deposited in the court on Monday. Addressing the media, Bhushan said that paying the fine does not mean he had accepted the verdict and he would file a review plea to contest his conviction. PUBLIC ADVISORY In line with the Government of India’s Unlock 4.0 guidelines, the state has decided for a phased reopening of the state with many restrictions relaxed. However, the public is cautioned against misconstruing it as an improving pandemic situation. There has been a recent surge in the number of cases in Nagaland. The positivity rate (percentage of positive test results out of samples tested) had fallen to 4% during 22nd to 29th August after which it has increased to 6% during 30th August to 4th September, which further increased to 11% during 5th to 11 September, 2020. Majority of the positive cases are among males (83%) in the age groups 30 to 44 years of age (45%) and 15 to 29 years of age (37%). Most common places of spread are office and household contacts followed by students. Apart from the armed forces, the recent surge was increasingly seen among the younger age group. The department continues to work towards maintaining optimum facilities for management of moderate and severe COVID-19 patients, however, it is imperative that the general public take equal responsibility in adopting and practising preventive and precautionary measures to check the spread of COVID-19 infection through: • Self reporting for any COVID-like symptoms: Fever, Cough, Difficulty in Breathing, Loss of Smell/Taste • Follow the 3Ws (Wear mask, Wash hands, Watch distance) and avoid 3Cs (Crowded places, Close contact setting & Closed and enclosed spaces). Adherence to safety protocols in offices, market places, public transport, and maintenance of home quarantine/ isolation safety measures are of paramount importance to prevent the spread of infection. Familiarity with colleagues, family members, and friends should not lead to complacency as the infection is mainly spread among known contact persons who may have no symptom. Discipline among the young and mobile groups of people in following the safety precautionary measures is important as they are less likely to have symptoms and therefore become less careful but can spread to the high risk individuals (Elderly ≥ 65 years of age, those with other chronic diseases, and people with weaker immunity). Every citizen and proprietor/management of both public and private establishments must follow the precautionary and preventive measures issued by the Government from time to time to check the transmission of COVID-19. Any violation of the Government orders on lockdown measures is punishable as per the relevant section of the Disaster Management Act 2005, and the Nagaland Epidemic Disease (COVID-19) Regulations 2020. Yoshihide Suga wins party vote for Japan PM TOKYO, SEP 14 (AP): Yoshihide Suga was elected as the new head of Japan’s ruling party on Monday, virtually guaranteeing him parliamentary election as the country’s next prime minister. Suga received 377 votes in the ruling Liberal Democratic Party election to pick a successor to Prime Minister Shinzo Abe, who announced last month that he would resign due to health problems. The other two contenders received a combined 157 votes — former Foreign minister Fumio Kishida got 89 and former Defence Minister Shigeru Ishiba had 68. The expected victory in the party vote by Suga, currently the chief Cabinet secretary of Abe’s government, all but guarantees his election in a parliamentary vote Wednesday because of the majority held by the Liberal Democrats’ ruling coalition. Suga gained the support of party heavyweights and their wing members early in the campaign on expectations that he would continue Abe’s policies. That his victory appeared

to be a done deal has raised criticism from inside and outside the party that the process is undemocratic and murky. The closed-door politics also apparently led lawmakers to support Suga in hopes of getting favourable party and Cabinet posts in the new administration. He repeatedly has noted achievements under the Abe-led government when asked about various policies. Despite his low-key image as Abe’s right-hand man, Suga is actually known for his iron-fist approach to
getting jobs done as a policy coordinator and influencing bureaucrats by using the centralized power of the prime minister’s office. Suga says he is a reformist and that he has worked to achieve policies by breaking territorial barriers of bureaucracy. He has credited himself for those efforts in achieving a booming foreign tourism industry in Japan, lowering cellphone bills and bolstering agricultural exports. Compared to his political skills at home, Suga has hardly travelled overseas, and his diplomatic skills are unknown, though he is largely expected to pursue Abe’s priorities. In addition to the coronavirus and the economic fallout, Suga stands to inherit several other challenges, including China, which continues its assertive actions in the East China Sea. He also will have to decide what to do with the Tokyo Olympics, which were pushed back to next summer due to the coronavirus. And he will have to establish a good relationship with whoever wins the US presidential race.

‘Foreign labs confirm Navalny poisoned with Novichok’ BERLIN, SEP 14 (AP): Specialist labs in France and Sweden have confirmed Russian opposition leader Alexei Navalny was poisoned with the Sovietera nerve agent Novichok, the German government said Monday. A German military laboratory previously confirmed the substance in his samples. German government spokesman Steffen Seibert also said that the Haguebased Organisation for the Prohibition of Chemical Weapons is taking steps to have samples from Navalny tested at its reference laboratories. “Independently of the ongoing examinations by the OPCW, three laboratories have now confirmed independently of one another the proof of a nerve agent of the Novichok group as the cause of Mr. Navalny’s poisoning,” Seibert said in a statement. He said Germany had asked France and Sweden for an “independent review” of the German findings. German officials said labs in both countries, as well as the OPCW, took their own new samples. Navalny, the most prominent opponent of
Russian President Vladimir Putin, was flown to Germany two days after falling ill on Aug. 20 on a domestic flight in Russia and is being treated at Berlin’s Charite hospital. Berlin has demanded that Russia investigate the case. Seibert on Monday renewed Germany’s demand that “Russia explain itself ” on the matter. DHAKA, SEP 14 (PTI): Myanmar should immediately engage non-military civilian observers from friendly countries, including India, to make the Rohingyas repatriation process effective, Bangladesh Foreign Minister AK Momen has said, warning that the failure in resolving the humanitarian problem would lead to radicalism and terrorism that would hamper peace and stability in the region. Addressing the virtual ministerial meeting of 27th ASEAN Association of Southeast Asian Nations Regional Forum on Saturday, Momen said Rohingyas are not returning to their homeland (Myanmar) primarily because they do not trust their government over safety and security issues. “Despite the threat to our economy, ecology, and overall societal impact, Bangladesh gave shelter, on a humanitarian ground, to nearly 1.1 million persecuted people fleeing a massacre in Myanmar, their homeland. Myanmar is our friendly country and therefore, Bangladesh signed 3 instruments with Myanmar for repatriation. NEW YORK, Sep 14 (Agencies): Dominic Thiem produced a historic comeback to beat Alexander Zverev in a nervy five-setter and win the US Open for his first Grand Slam title. The second seeded Austrian beat the fifth seed 2-6, 4-6, 6-4, 6-3, 7-6 (8/6) in 4hr 2min inside a near-empty Arthur Ashe Stadium. It marked the first time in the US Open’s Open era history that a player had recovered from losing the opening two sets to win the title. It was also the first time the final had been settled by a tie-break. The title marks Thiem’s maiden Grand Slam trophy after three previous defeats in finals of tennis majors. Thiem was runner-up at the Australian Open earlier this year and also lost in the last-two showdowns at the French Open in 2018 and 2019. He also becomes the first new Grand Slam champion since Croatian Marin Cilic won at Flush-
ing Meadows in 2014. Thiem is also the first Grand Slam champion other than Novak Djokovic, Rafael Nadal or Roger Federer since Switzerland’s Stan Wawrinka won the third of his majors at the 2016 US Open. Zverev smashed four aces and 16 winners in the first set as he displayed an impressive serve and volley game to take a 1-0 lead in just 30 minutes. T h e G e r m a n wa s helped by some sloppy serving from Thiem, who hit three double faults as he was broken twice, in games three and seven. In set two, Zverev wasted three set points while 5-1 up but held on to take a 2-0 lead on his fifth set point. The tide was beginning to turn though as Zverev’s play became increasingly cagey as his suspect second serve got slower and his forehand, another weakness, became more defensive. After Thiem easily took set four, Zverev found
himself serving for the championship at 5-3 in the fifth set. But he could not hold and soon Thiem found himself 6-5 ahead. He took a medical timeout before it was his turn to serve for the championship. However, like Zverev moments earlier, Thiem failed to clinch the match and it went to a tie-break. He found himself 5-3 up after two double faults by Zverev but Thiem, by now exhausted and limping, blew two championship points. He won the title on his third and collapsed to the court with his head in his hands. This year’s field at the Billie Jean King US National Tennis Center in New York was depleted by the absence of Swiss legend Federer and defending champion Nadal.
