Resignation of 4 Manipur NPF MLAs accepted Correspondent
IMPHAL, SEP 15: Manipur Assembly Speaker, Th. Lokeshwor has accepted the resignations of five MLAs including four Naga People’s Front (NPF) MLAs with effect from Wednesday. The four NPF MLAs whose resignations were accepted includes-- L Dikho of 48-Mao A/c, Samuel Rison of 44-Ukhrul A/c, Victor Nunghlung of 41-Chandel A/c and Dr V. Alexander Pao of 47-Karong A/c while the fifth person was Congress MLA, Yumkham Erabot who recently quit the party to join the BJP. In this regard, the Manipur Assembly secretary, K. Meghachandra on Thursday in a notification stated that following the resignations of the MLAs, the five seats remain vacant. The resignations of the four NPF MLAs were accepted only after a year. The NPF MLAs had while submitting their resignation to the Speaker on September 4, 2015 stated that they decided to quit in protest against the “consistent, cruel, crude and unpardonable anti-tribal and anti-Naga attitude, approach and actions of the Ibobi Singh government. However, there was unlikelihood of conducting the bye-elections to fill up the vacant seats in view of the forthcoming generation elections slated to be held in the month of March or April, 2017.

Amit Shah commits to Manipur’s territory

Imphal, Sep 15: With assembly elections in Manipur due early next year, political parties have re-started the most emotive issue of ‘protection of Manipur’s territorial integrity’ which was given a push when BJP national president Amit Shah made it unequivocally clear, that the party will not compromise with Manipur’s territorial integrity. In his public address yesterday in Imphal, Shah had assured that Manipur’s territorial integrity will not be compromised at any cost, without naming the framework agreement between the NSCN (IM) and Centre signed in 2015. The apprehension is widespread among the other communities in Manipur that the Centre might give in to the NSCN (I-M) demand of integration of Naga-inhabited areas in the Northeast into ‘Greater Nagalim’. Shah was accompanied by BJP national general secretary Ram Madhav, HRD Minister Prakash Javadekar, who is also in charge of Manipur and Assam Finance Minister and former Congress minister Himanta Biswa Sarma. With every politician in Manipur wanting to be seen as being pro-integrity, BJP again fired another salvo Thursday when BJP leader O.Joy Singh accused Congress of having given approval for ‘Naga integration’ long time back. O.Joy who was speaking to media alleged the Manipur deputy chief minister Gaikhangam had appended his signature to Naga integration. He made the charge while reacting to Gaikhangam, who had claimed yesterday, that there was a “time bomb” set somewhere inside the ‘framework agreement’ signed between New Delhi and the NSCN (I-M). O. Joy went hammer and tongs at Gaikhangam for alleging that the Modi government was not willing to disclose details of the framework agreement and also expressed doubts that the government at
the Centre was willing to end the Naga problem. Returning the compliment, O.Joy claimed that the framework agreement was not a time bomb but a mechanism to detect the bomb. Further, former state BJP president Th. Chaoba reaffirmed that the BJP’s commitment towards protecting Manipur’s territorial integrity was unquestionable as also reflected in the party’s election manifesto. Shah, who arrived in the poll-bound State on Wednesday also drew a parallel between former Assam chief minister Tarun Gogoi and the present Manipur CM, O. Ibobi Singh and said that the latter has also failed to utilise the Central funds meant for development of the State. Shah said that Manipur election will repeat what happened in Assam and said that the saffron party will oust the Congress from power in Manipur in neat year’s polls. The Manipur Assembly elections slated for early next year is a priority for the saffron party. The dissidence in ruling Congress, particularly against the Chief Minister might prove an advantage for the BJP in the forthcoming polls. In a recent development, senior Congress leader and former Minister Y Irabot Singh had already joined the BJP with all his supporters.

The debris, found on Pemba Island off the Tanzanian coast, is the latest piece of wreckage to be linked to the Malaysia Airlines jet, whose disappearance remains

Malaysia’s transport ministry said the piece of debris, which had been taken to Australia for expert analysis, was found to have part numbers, date stamps and other identifiers confirming it came from the Malaysia Airlines jet. “As such, the experts have concluded that the debris, an outboard flap, originated
from the aircraft 9M-MRO, also known as MH370,” a ministry statement said. “Further examination of the debris will continue in hopes that evidence may be uncovered which may provide new insight into the circumstances surrounding flight MH370.” Authorities had earlier said the piece of debris was “highly likely” to have come from MH370. However, the confirmation appears to have so far shed no fresh light on the plane’s fate. The Malaysia Airlines jet was carrying 239 passengers and crew when it disappeared en route from Kuala Lumpur to Beijing on March 8, 2014. It is believed to have crashed into the Indian Ocean, but an extensive deepsea hunt off Australia’s west coast is drawing to a close with nothing found yet. NEW DELHI, SEP 15 (PTI): Rural roads are lifeline for the villages and the states should frame policy for maintenance of such routes constructed under the flagship programme PMGSY, Union Rural Development minister Narendra Singh Tomar Thursday said. As many as 14 states have framed policies for maintenance of rural roads, while the remaining ones have yet to frame such policy. “...we all know what is the importance of rural roads in villages, it is a sought of lifeline for villagers staying there. In last two years we have been constructing the roads at very fast pace. Now the states should frame policies to maintain them. It is very essential the roads remain traffic worthy throughout the year,” Tomar said while speaking at a workshop on rural road maintenance policy. Speaking at the same event, Rural Development Secretary Amarjeet Sinha said the pace of construction of rural roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY) has increased to 139 km per day from 70-75 kilometre per day from 2011 to 2014. Rural roads is a state subject and Pradhan Mantri Gram Sadak Yojana (PMGSY) is a onetime special intervention of the government to provide rural connectivity, by way of single allweather road to the eligible unconnected habitations in the core network. More than 4.81 lakh km of roads connecting 1.192 lakh habitations across the country were constructed under the PMGSY till June 30. PMGSY envisages connecting all eligible unconnected habitations with a population of 500 persons and above as per 2001 census in plain areas and 250 persons and above as per 2001 census in special category states Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu and Kashmir and Uttarakhand. Besides this, the habitations having population of 100 and above, identified by Home Ministry as crucial are also covered under this scheme. The government has also launched the second phase of PMGSY-II which envisages consolidation of the existing rural road network to improve its overall efficiency.

Frame modality to tackle influx of illegal immigrants: NSF DIMAPUR, SEP 15 (NPN): Naga Students’ Federation (NSF) has urged the state government to immediately frame a strong modality that could tackle the influx of illegal immigrants. In a representation addressed to the chief secretary, the NSF president Subenthung Kithan and NLR commission chairman Kezhazer Angami expressed concern over the influx of non-locals and illegal immigrants into Nagaland and lax implementation of Bengal Eastern Frontier Regulation (BEFR) Act of 1873. Pointing out that the BEFR Act 1873 was enacted to protect the indigenous inhabitants of Nagaland, the land and its resources from exploitation by outsiders, the NSF, however, said that the ILP system in Nagaland was not enforced in letter and spirit in line with the BEFR Act 1873. According to the federation, the present ILP system in Nagaland, which lacked stringent terms for application, issuing of ILP and penalization of ILP defaulters, had made it liberal, porous and ineffective, thus negating the very purpose
for which the Act was enacted. NSF said the present ground reality was such that there was an impending threat of the Naga indigenous inhabitants being out-numbered by the illegal immigrant populace. The federation has, therefore, maintained that the government of Nagaland should immediately frame a strong modality, which can tackle the present challenges of incessant influx of non-locals and illegal immigrants. In this regard, the NSF has demanded that the following terms and conditions to be incorporated in the new modality for implementation of BEFR Act of 1873. 1. Territorial coverage: Dimapur District should come under the purview of Inner Line Permit Regulation. 2. Documents to be produced while applying ILP: (a). Applicants (Main Land Indians): Voter’s ID Card, Permanent Residential Certificate. (b). Applicants (Assam): Voter’s ID Card, Permanent Residential Certificate, Land Patta, Electoral Roll enrollment duly
signed by the District Magistrate and Election Officer, National Citizen Register (NCR) (issued before 1963). (c). Local Guarantor: I. Indigenous certificate, residential and identity proof certificate, II. A joint photograph with his/her ward should be produced. 3. Undertaking: ILP applicants should produce two local guarantors (Employer and House Owner). Both the guarantors should sign an undertaking; I. Local guarantors and the applicant should be physically present while applying for ILP II. That He/she should deport his/her ward on the expiry of ILP and report to the ILP Monitoring Cell. III. That He/she should be held responsible if legal cases against his/her ward arise. 4. Validity of ILP: A maximum of 15 days should be granted. 5. Administrative Mechanism: I. SHILLONG, SEP 15: The Mukul Sangma-led Congress government on Thursday survived the no-confidence motion after the opposition parties withdrew it without the motion being put into vote, thus creating a history in the state. Never before in the history of the Meghalaya Assembly, that a no-confidence motion has been withdrawn by the opposition benches. It has always been put to vote but Thursday’s no confidence motion was an exception as legislators from the opposition benches withdrew after listening to the Chief Minister’s reply. Interestingly, Independent legislators Rophul Marak and North East Democratic Socialist Party Lamboklang Mylliem from the treasury bench and two opposition independent legislators Saleng Sangma and John Leslee K. Sangma were conspicuous by their absence. Assembly Speaker Abu Taher Mondal said that the “no-confidence motion is withdrawn” with the leave of the House after Hill State People’s Democratic Party legislator Ardent Miller Basaiawmoit, who moved the motion, withdrew it. “It is the first time that a no-confidence motion was withdrawn without being put into vote,” Mondal told the members of the House.

PWD (NH) minister clarifies on ‘rumours’ over SARDP-NE work DIMAPUR, SEP 15 (NPN): Nagaland minister of PWD (National Highways), Nuklutoshi, has sought to set the records straight regarding “some rumours” about the issue of NH-29, Kohima-Dimapur, under SARDP-NE Phase A (4 lane). In a press release, the minister said that the work was allotted to ECI Engineering & Construction Co. Ltd and Gayatri Company under the supervision of National Highway & Infrastructure Development Corporation Limited (NHIDCL). However, he claimed there was a “rumour” that the ECI Engineering & Construction Company Ltd. had sublet a portion of the work to some local Naga contractors under a MoU, which was initiated by the NHIDCL and some individuals. The minister said it was learnt that some misunderstanding occurred between them leading to the cancellation of the MoU. “All these developments have occurred without the knowledge of the concerned department and hence if any consequences arise, it will be solely the responsibility of the NHIDCL and the mentioned company,” Nuklutoshi said. The minister directed that, hereafter, if any portion of works allotted were sublet to anyone else, it must be done after informing the Nagaland PWD (NH) and including the department as a witness in the MoU. Moreover, the minister said there was another declaration of new national highways by NHIDCL connecting Ramani Ali in Simalguri upto Bihupar in the State of Assam going upto Mon in the State of Nagaland. Expired drugs: Distt admn pulls up NHAK DIMAPUR, SEP 15 (NPN): Against the backdrop of reported arrest of a salesman of a government registered pharmacy located at the Naga Hospital Authority Kohima (NHAK) for allegedly selling expired medicine to a patient, a joint meeting between the Kohima district administration, NHAK officials and Angami Youth Organisation was held at the office chamber of ADC Kohima on September 15, 2016. According to a DIPR report, the district administration, based on the incident reported and deliberation, has directed the NHAK to detail and assign a qualified staff to check and segregate the expired medicine. The administration also informed the NHAK that it was mandatory to mention the batch number and expiry date of the medicine in the receipt memo while handing over the items to the buyers. The district administration also appreciated the concern shown by the AYO towards the welfare of the public, it stated.
ASU, LSU, AKM keep ultimatum in abeyance DIMAPUR, SEP 15 (NPN): Angami Students’ Union (ASU), Lotha Students Union (LSU) and Ao Students’ Conference (AKM), which had on September 8 last jointly served a five-day ultimatum on chief minister to address their demand concerning NSEE-II, said on Thursday that they have decided to keep their ultimatum in abeyance. In a joint statement, ASU president Dieve Yano, LSU president Amos Odyuo and AKM president Jemti Longchar said the three student bodies held a meeting with the department of technical education on September 13, 2016, at secretary chamber in Kohima. The signatories said that as requested by responsible department to wait till September 19, 2016, of the cabinet meeting, the three apex student bodies would keep ultimatum in abeyance. They, however, warned that failure to deliver justice, the three student bodies would take own course of action.

Nuklutoshi said that, henceforth, according to protocol, any declaration of new highways or handing over of responsibility from PWD (NH) to NHIDCL or BRO and any kind of correspondence with the concerned department in Delhi must be done only through PWD (NH) and the minister concerned. Because, he said the technicality and knowhow of making new roads and maintaining the existing ones were solely the concerns of PWD (NH) and not any other individuals, or parties. In the event of anyone going ahead with the same practices as mentioned earlier without acknowledging the facts given and creating misunderstandings or problems in the execution of works in national highways, the minister cautioned that all the consequences will be borne by them. NHIDCL, established in July 2014, is a fully owned company of the Ministry of Road Transport & Highways which aims to promote, survey, establish, design, build, operate, maintain and upgrade National Highways and Strategic Roads including interconnecting roads in parts of the country which share international boundaries with neighboring countries.

DIMAPUR, SEP 15 (NPN): As a mark of protest against non-payment of salaries for two months (July-August 2016), Workers Union Nagaland Pulp & Paper Company Limited (WU NPPCL) has gheraoed the office of the Chief Executive Officer (CEO) NPPCL, Tuli. In a press note, WUNPPCL stated that several letters were written to the CEO, highlighting the issue. However, there was no positive response towards our plea, the union added. On September 3, 2016 another letter was submitted to the CEO, informing that the union would be compelled to take its own course of action. Since the matter was not taken seriously, the union said it was compelled to indefinitely gherao the office of the CEO. In this regard, a meeting was held with the CEO while on the other hand ADC Tuli also held a joint meeting with CEO and WU NPPCL, but nothing could be solve, the union stated. The matter has been taken up by the higher authorities of the state government, seeking CMD, HPC Kolkata to resolve the problem at the earliest, WU NPPCL said.
Troopers on election duty to get special honorarium: EC NEW DELHI, SEP 15 (IANS): The paramilitary and state armed police personnel and officers will be paid separate honorarium for their deployment on election duties, the Election Commission (EC) said on Thursday. Appreciating the role of paramilitary forces and armed police, the EC observed that the deployment of Central Armed Police Forces (CAPFs) and State Armed Police (SAP) forces has become “an integral part of the overall security management and plays a crucial role in securing free, fair, peaceful and participative elections”. “The Commission fully acknowledges the arduous and sensitive nature of the duties performed by the CAPF/ SAP personnel during election period...” It said that “in recognition of their crucial and sensitive nature of duties”, it has decided that they should be granted an honorarium “for performing this special duty”. The rates of honorarium
vary from a minimum amount of Rs 2,500 for officers, Rs 2,000 for subordinate officers and Rs 1,500 for other ranks for any election duty which is of 15 days or less. If the duty period exceeds 15 days, there is a sanctioned enhancement of Rs 1,250, Rs 1,000 and Rs 750 per additional week for the three categories respectively, it said. However, the maximum honorarium permissible to a personnel shall not exceed total pay of one month of the officer/personnel concerned, EC clarified. In case of Lok Sabha polls, the expenditure incurred on this account will be borne by the central government. In case of election to legislative assemblies, it will be fully borne by the state governments, EC explained. In case of simultaneous election to Lok Sabha and the state legislative assembly, the expenditure would be shared by the central and state governments in equal proportion. K Y M C
