NTC reveals more on HC bldg issue

DIMAPUR, SEP 16 (NPN): Reacting to the clarification made by the department of Law & Justice which dismissed the contention of financial irregularities in the construction of the High Court complex at Meriema, Nagaland Tribes Council (NTC) has responded by bringing out facts and figures it claimed, were obtained from the RTI response filed by - ST Yapang and Odi Jamir and which was made available to NTC. NTC through its media cell, while appreciating the prompt clarification by the Law & Justice department on the matter (construction project of high court building), maintained that its objective was only to highlight the issue in the media so as to evoke response from the authorities involved. NTC informed that as per the response of the Public Information Officer (PIO) Law & Justice department on June 21, 2017 the latter had mentioned that the estimated cost of the project for construction of new High Court complex was Rs 43.75 crores. NTC said it was shocked to note that the

GoM admits to glitches in network delaying GST filings BENGALURU, SEP 16 (IANS): Technical glitches and procedural problems galore on the GST Network have delayed payments and filing of returns under the new Goods and Services Tax (GST) regime, a Group of Ministers (GoM) admitted on Saturday. “Technical glitches, procedural problems and absence of some forms on the network portal are causing delays in making payments and filing of returns under the new GST regime,” Bihar deputy CM Sushil Kumar Modi, who is the GoM’s convener, told reporters here. The 5-member GoM, which held its first meeting here, was set up on September 12 to look into the technical issues faced by the GST Network. The decision to form the GoM was taken at the last meeting of the GST Council in Hyderabad on September 9 after several member states complained to Union Finance Minister Arun Jaitley, who heads the Council, that the glitches were causing problems for taxpayers in filing returns and making payments. clarification issued by the secretary Law & Justice revealed that the total estimated cost of the project was a whopping Rs.161.10 crores as per NPWD SoR, 2010 and that the department had received Rs 57.61 crores and not as claimed by the NTC. NTC therefore asked the department to clarify to the public on the inconsistencies in the estimated cost of the project. It reiterated that its major concern was the delay in completion of the High Court complex. Further NTC said even after the foundation stone was laid in 2007 along with other north eastern states, those states have already completed their construction projects and installed the separate High Courts since 2013. NTC wondered why Nagaland was still struggling for the past 10 years with only 35% work being completed on the ground? In this regard, NTC said it wished to put in place certain facts and circumstances under which its earlier statement was made for public consumption. NTC asked the law and justice department to prove

the contentions wrong and come clean on the matter. NTC pointed out that as peer RTI response dated June 6,2017 the PIO Law & Justice department had stated that “35% of the works for construction of new High Court was completed.” It also informed that (as per the Annexure) the total estimated cost of the project was Rs 43.75 crores (Rs 4375.47 lakhs). Further, in another RTI response by the PIO Finance department dated June 14,2017 NTC disclosed that the PIO furnished copies of 18 Drawal Authority(s) issued under Demand No. 04- Justice & Law for construction of new High Court complex and building at Meriema, Kohima from 2007-08 till August, 2017. NTC revealed that the following were the details of Drawal Authority: 1. On 30.03.2009 a Drawal Authority (DA) of Rs 5 crores was issued for construction of new High Court building (State Plan). 2. On 28.03.2010 a DA of Rs. 1 crore was issued for construction of new High Court building (State Plan). 3. On 29.03.2010 a DA

of Rs. 7 crores was issued for infrastructure development of new High Court building (State Plan). 4. On 31.03.2010 a DA of Rs. 5 crores was issued for infrastructure development of new High Court building (Civil Deposit). 5. On 31.03.2010 a DA of Rs. 1 crore 46 lakhs was issued for construction works of new High Court building (State Plan) 6. On 31.03.2010 a DA of Rs. 54 lakhs was issued for construction of retaining wall of new High Court building (State Plan). 7. On 30.03.2011 a DA of Rs. 70 lakhs was issued for construction of 2 KM of new High Court road (State Plan). 8. On 30.03.2011 DA of Rs. 50 lakhs was issued for construction of retaining wall of new High Court building (State Plan). 9. On 31.03.2011 DA of Rs. 8 crores was issued for construction of new High Court building & Judges bungalow (State Plan). 10. Manipur: 4 injured in grenade blast

IMPHAL, Sep 16: Four employees of Hindustan Construction Company in Imphal were injured when a hand grenade was lobbed at the office on Saturday evening, around 5pm. The hand grenade was suspected to have been lobbed by militants. The injured persons were Tapan Bardhan (50) from West Bengal, Jafar Sheikh (40) from West Bengal, Bijoy Gogoi (49) of Male Shanker Nagar from Assam’s Tejpur and Chunchun Prasad (41) from Jharkhand. T h e i n j u r e d we r e rushed to Raj Medicity hospital in Imphal’s North AOC. Their conditions were stated to be not critical. Police said that the hand grenade hurled by suspected militants exploded at the front lawn of the building where the staff were relaxing after day’s work. Police suspect monetary demand from the company by a militant group behind the explosion.

DIMAPUR, SEP 16 (NPN): Nagaland chief minister, T.R. Zeliang on Saturday assured that the construction of bridges over Chathe river and Dhansiri river at Nagarjan (Kuda) would commence within a week’s time. The chief minister, accompanied by minster of Road & Bridges Dr. Neikiesalie (Nicky) Kire, Power minister, Kipili Sangtam and parliamentary secretary Art & Culture, Eshak Konyak visited the two sites on Saturday along with host of officials. Briefing the media persons here at his private residence, Zeliang pointed out

that since the work orders and funds for construction of the two bridges were already allotted and sanctioned, there was no reason why works should not start at the earliest. Zeliang has therefore asked the contractor to start the work immediately without delay. During inspection of the newly built bamboo bridge over Chathe river near at Eralibill connecting Niuland and Kuhuboto subdivision, the chief minister suggested widening of both the entry points for convenience of light vehicles to ply over the bridge. Zeliang also remarked that the bamboo bridge over Chathe River was tempo-

rarily serving the purpose for the public, particularly school going children. It may be mentioned that both the bridges were constructed with fund provided by the National Disaster Response Fund. With regard to the bridge at Nagarjan (Kuda), Zeliang informed that the decades old dilapidated bridge needed to be dismantled first in order to construct a new one. He however lamented that even though the government had planned to preserve the 90-year old bridge built by the British as heritage, there was no alternative to build a new bridge in the area due to paucity of funds to purchase land.

Speaking at the inaugural session of “ARUNODOI”, the two-day Northeast Students & Youth Summit 2017 beginning here Saturday, Dr. Jitendra Singh said, in addition to the provisions of tax holiday and exit period available in “Standup India, Startup India” programme, the DoNER ministry has also rolled out “Venture Fund” for anybody who wishes to Startup

He expressed joy that the BS&G movement was playing an active and important role in shaping the character of the youth in Nagaland. Speaking on the topic “cybercrime and preventive measures”, Limasenla Longkumer, said cybercrime was a fastest growing global crime. She said cybercrimes had no jurisdiction and there was a risk of anyone becoming a victim. Longkumer said cybercrime could only be reduced by taking various preventive measures.

NEW DELHI, SEP 16 (AGENCIES): Arjan Singh, Marshal of the Indian Air Force (IAF) and India’s oldest, five-star ranked Air Force officer, died at 7.47 p.m. on Saturday after suffering a heart attack. He was 98. Arjan Singh was the only officer of the IAF to be given a distinction equal to that of a Field Marshal. Singh on the occasion of his 97th birth anniversary. The Panagarh base would be called Air Force Station Arjan Singh. He was the only living officer to have a base named after him. In his glorious career, Arjan Singh flew over 60 different kinds of aircraft and his zest for flying didn’t end until the day he retired in 1969. Born on 15 April 1919 in Lyallpur, Punjab (now in Pakistan), Arjan Singh entered the distinguished Royal Air Force College at Cranwell at the age of 19 and graduated as a pilot officer the following year. After his retirement from the Indian Air Force in 1969, Singh served the nation as an ambassador to Switzerland in 1971, and as High Commissioner to Kenya in 1974. Later, he also became the Lt. Governor of Delhi, in 1989.

ACCIF state unit clarifies DIMAPUR, SEP 16 (NPN): Reacting to the statement issued by ACAUT, AntiCorruption & Crime Investigation Front (ACCIF) has clarified that the front was in “no way a syndicate body, but a registered organization under the seal and signature of sub register, New Delhi.” In a press note, ACCIF state unit president, Akhei Achumi further stated that the front was launched in Nagaland after the approval of its national president, Dr. Ishwar S Sharma on May 20, 2017. It also welcomed anyone to visit its office at H/no. 14, Padumpukhuri to know more about the front. On Friday, ACAUT alleegd that ACCIF, a “bogus syndicate group”, had been harassing business community in the East Dimapur area jurisdiction by demanding tax and donation and in some instances even threatened business owners.
