ITANAGAR, SEP 16 (AGENCIES): Congress suffered a major blow after it lost the Arunachal Pradesh government again on Friday when chief minister Pema Khandu and all its MLAs but one defected to the Peoples’ Party of Arunachal (PPA), a BJP ally. Two independents, supporting the Khandu government, also joined the PPA-- a member of the BJP-led antiCongress grouping of North East Democratic Alliance (NEDA). The Congress had 44 legislators in the house of 60. Forty-three have defected and the only MLA to remain is former chief minister, Nabam Tuki. Khandu told reporters that he had informed Speaker Wangki Lowang that “we are merging the Congress with the PPA”. The merger was decided at a Congress Legislature Party (CLP) meeting held on Friday morning. PPA chairperson Kameng Ringu said the Congress MLAs joining his party was something waiting to happen. “It is a homecoming after a temporary exile,” Ringu told IANS. After the mass exodus of Congress MLAs, the PPA now has a strength of 45 legislators. Besides, there are 11 BJP MLAs.

Petrol price up by 58p/litre, diesel down by 31 paise NEW DELHI, SEP 16 (IANS): Amid the recent fluctuation in global oil prices, state-run Indian Oil Corp (IOC) late on Thursday moved in contradictory ways on transport fuels, increasing the price of petrol by 58 paise a litre and decreasing diesel by 31 paise per litre effective from midnight-- both at Delhi, with corresponding changes in other states. “The current level of international product prices of Petrol and Diesel and INRUSD exchange rate warrant increase in selling price of Petrol and decrease in selling prices of Diesel, the impact of which is being passed on to the consumers with this price revision,” IOC said in a release here.

Samsung Galaxy Note banned on flights DIMAPUR, SEP 16 (NPN): Nagaland State Transport (NST) has informed all the passengers of helicopter service originating “from Dimapur Airport and other helipads in the state that use/carriage of Samsung Galaxy Note and mobile phone” on board was strictly prohibited. In a circular, NST general manager, O.Elhibemo Yanthan, stated that this measure was taken as per the security guidelines issued by the directorate general of civil aviation (DGCA), Government of India. All the passengers have been requested to cooperate.

Khandu justifies

Arunachal Pradesh chief minister Pema Khandu today said that the decision of 43 Congress MLAs to join Peoples’ Party of Arunachal, the lone regional party of the state, was in the interest of the state and the people. “It is an undeniable fact that for a resource-stressed state like Arunachal it has to depend on the Centre for all its needs. It is difficult to make things done at the Centre with political difference,” he told reporters during a press conference here today. He said the decision to join the PPA was “conscious and unanimous” as most of the MLAs expressed their views in a meeting convened this morning that to get more development funds from the Centre it was imperative to go for a change. “Keeping in view how to bring development to the state keeping the regional flavour and sentiments of the people and their aspirations, we have decided to join the PPA,” Khandu said. He said the state as on date had inherited a cumulative deficit of about Rs 3,700 crore out of which liabilities of about Rs 1,200 crore had been cleared out of the resources meant for 2016-17. “The present circumstances do not give us any space to overcome

MOKOKCHUNG, SEP 16 (NPN): Another massive landslide that occurred at 185.6 km on NH-2 near Unger village, under Mokokchung district, Friday afternoon at around 2:55pm has completely blocked the road leaving many vehicles stranded. A similar landslide occurred at the same location earlier this month. When contacted, NH Mokokchung Division executive engineer Er. Chubatoshi, told Nagaland Post that the department was already at the spot clearing the debris and mud to allow

passage of stranded vehicles pass. EE also said that machineries were put to service for clearing the landslide. Meanwhile, the engineer has informed that small vehicles could be able to ply by Saturday, but added that advisory not to travel on the said road was still on. EE suggested that emergency travellers could take the road via Kelingmen and Asangma villages, which he said was opened. KOHIMA, SEP 16 (NPN): A pharmacy located within Naga Hospital Authority Kohima (NHAK) which was sealed by the police on September 13 for allegedly selling expired medicine, was re-opened on September 15 after the matter was settled in the presence of district administration, hospital authority and Angami Youth organization. NHAK managing director Dr. Neikhrielie Khimiao told this correspondent on Friday that the NHAK expressed deep regret and sought apology from the victim’s family and the public for the wrong doing by one of its staff, who committed the act unintentionally. While informing that the accused was taken to task as per the law, Dr. Khimiao assured that preventive measure would be taken so that such incidents do not occur in future. On query, Dr. Khimiao informed that “Save A Life Pharmacy” of the NHAK was established in 2007, after receiving the contributions from Methaneilie Jutakhrie, who had held a concert under the theme “Save A Life”.

KOHIMA, SEP 16 (NPN): North Eastern Development Finance Corporation Limited (NEDFi) in collaboration with the Ministry of Development of North Eastern Region (DoNER) would set up a North East Venture fund, a dedicated venture capital fund for the region to encourage start-up ventures in the northeast region. Informing this during the business meet organized by NEDFi and Entrepreneurs Associates Nagaland here on Friday, NEDFi Chairman & Managing Director (CMD), B.P Muktieh, said the size of the fund would be Rs 100

crore. Out of the total amount, Rs. 45 crore will be contributed by DoNER ministry, Rs. 30 crore by NEDFi and the balance amount of Rs. 25 crore would be raised from other financial institution(s). For this, Muktieh said NEDFi has already set up two wholly-owned subsidiary companies viz. NEDFi Trustee Ltd and NEDFi Venture Capital Ltd to operationalise the venture fund, which was expected to be launched by October, 2016, after the same was registered with SEBI. Stressing the need to expand NEDFi network in the state, he urged EA to assist NEDFi, adding that many youngsters have many ideas

and plans to set up business but could not take off due to lack of fund. CMD said NEDFi could be the partners in their business and advised them to start their projects by now instead of waiting for the schemes to be launched. Besides agri, food processing, handloom and tourism, he suggested that priority be given in health sector because many people from NE region go outside for treatment. Education issue: HC reserves order on T.R. Zeliang Kohima, Sep 16 (PTI): The Kohima Bench of the Gauhati High Court Friday reserved its judgement on the educational qualification of Nagaland chief minister T.R. Zeliang. The counsel representing Zeliang and the petitioners Maziezokho Nisa and K.K. Kulimbe, submitted written arguments before Justice M R Pathak who then reserved his judgement. The petitioners had on August 18 challenged in HC the July 29 order of the lower court which dismissed the cases on Zeliang’s educational qaulification. The petitioners filed a criminal revision petition before the Kohima Bench of the high court claiming that they were within the limitation period as per the high court and Supreme Court orders. Justice Pathak heard arguments from both sides on September 14 while the written arguments were submitted today. The judicial magistrate first class (JMFC) of Peren had on July 19 dismissed a complaint against the alleged offence punishable under Section 125A of the Representation of People Act, 1951, purported to have been committed by T R Zeliang while filing his educational affidavit for 2013 state polls, holding that the petitioners were too late in filing the petition before the court.

DIMAPUR, SEP 16 (NPN): In an extortion related case, two unidentified armed miscreants robbed-off cash and some mobile phones from a shop located at Church road, Dimapur under East Police station on Friday evening. Additional Deputy Commissioner of Police and PRO, Dimapur Police told Nagaland Post, that the armed extortionists entered the shop and decamped with money and mobile handsets. While leaving the shop, one of the miscreants damaged the glass panel of the shop with the pistol butt, PRO said. Police quoting eyewitnesses said that the extortionists also fired two rounds in the air while fleeing. However, according to PRO, only one empty shell .32 calibre was found from the spot. When asked for further details, Dimapur police said that it was not in a position to divulge much since the incident was at the primary stage of investigation.

Tuli (Mokokchung), Sep 16 (NPN): Nagaland’s first government supported, privately owned designated coal depot-M/s Emerald Enterprises- was formally inaugurated Friday at Tuli (Longnakba Lenden) by Dr. Imtiwapang Aier, parliamentary secretary Geology & Mining formally. Speaking as chief guest, Dr Imtiwapang informed that the present depot (M/S Nagaland Emerald Enterprises) became the first designated depot (out of four declared depots in Nagaland). He said the depot is recognised and assisted by the state government, under the Department of Geology & Mining, with a “very keen personal interest by the Chief Minister of Nagaland”. He said the depot was being encouraged and assisted by the Department of G&M to prevent monopoly and market manipulation by the middlemen, in existence. September 15 seized 12 grams (approx) suspected heroin concealed inside a soap case from a Guwahati bound Manipur Truck (MN01-8631). According to SDPO (South) and PRO Kohima Police, Atu Zumvü, one person identified as Shaherzaman (54) son of late Nasir Ali, from Bishnupur, Manipur was arrested. Kohima police also informed that the accused paid Rs. 17,000 for 12 grams of heroin from Imphal and was supposed to sell it off for Rs. 35,000 at Guwahati. In this connection, a case has been filed against the accused at Khuzama police station.

Mokokchung police seize drugs DIMAPUR: Special Operation Team (SOT) of Mokokchung DEF along with women cell Mokokchung on September 15 have seized 3000 capsules of Spasmo Proxyvon while conducting frisking and checking of vehicles near Aret Junction, Kohima. According to Women Cell, Mokokchung, the police while checking a Sumo (Tata) found the drugs concealed in a bag along with clothes inside a pillow cover. Following the seizure, a suspected passenger from the vehicle identified as Nivili Kiho daughter of Yahozo of Phulisheto of Zunheboto district and presently residing at Purana Bazar Dimapur. A case has been registered and the suspect has been produced to court, informed Police.

Seized ganja, IMFL destroyed in Peren

DIMAPUR: Peren Police has destroyed 538 kgs of Ganja and 82 cases of IMFL worth around Rs. 30 lakhs at New Deputy Commissioner Complex area, New Peren on September 16. According to superintendent of police Peren, the destruction was done in the presence of JMFC Peren, PP Peren, police and administration of Peren District, representatives from Zeliangrong Mpui Organization, Jalukie Town Women Welfare Society, Peren Students’ Union, Zeliangrong Students Union and Peren Town Youth Organization.

ANUDEA demands 40% quota in NPSC examination

DIMAPUR: All Nagaland Unemployed Diploma Engineers Association (ANUDEA) has appealed to the state government to reserve 40% (JE post) for diploma holders in the upcoming NPSC technical examination. In a representation addressed to the state chief minister, the ANUDEA president Sentilo Magh and general secretary Aboka Awomi pointed out that the Nagaland Engineering Service Rule 2006 and 2012 was silent about the 40% reservation for Diploma holders. However, they said that as per the Nagaland Engineering Service Rule 1997 included in part III clearly states that 40% of the total vacancies being reserved for 3 years’ diploma certificate holders “as indicated in schedule VI of this rule.” The association stated that was not been given to the

diploma holders, adding that a diploma holder competing with a degree holder was “quite questionable.” ANUDEA further stated that it has been appealing to the responsible authorities over the issue, but they could not satisfy its appeal. It, therefore, urged the chief minister to reframe or review the service rule and include 40% reservation for diploma. The association maintained that students holding diploma in engineering were mostly from underprivileged section of society, who did not get opportunity to pursue further studies (B.Tech/B.E). But, ANUDEA said that the government did not seem to create opportunities for diploma holders and went to the extent of removing 40% reservation of JE post in NPSC (CTE), which, it described, was “a step motherly treatment”.

DIMAPUR: National Program for Control of Blindness (NPCB) Peren district obser ved “National Eye Donation Fortnight” (August 25- September 8) under the theme “Mission to Vision.” In the closing ceremony, special guest district nodal officer, NPCB Peren, Dr. Hedungkiebe, informed the participants that blindness caused due to opacification of cornea could be restored by transplantation of another healthy cornea from a donor. He stated that at present approximately 35,000 corneas were collected in the country every year against the required number of 150,000 to combat corneal

transplant. As the demand for cornea was high, Dr. Hedungkiebe urged the participants to pledge for eye donation in the pledge card distributed to them. On September 8, free eye check up was conducted at CHC Jalukie where 57 patients received free spectacles in the presence of Dr. D.A. Newmai, SMO CHC Jalukie. As part of the fortnight, NPCB Peren also organized junior snooker tournament at Jalukie on September 3. Aizawl, Sep 16 (PTI): At least six dengue cases have been identified in the Sentinel Site established at the Aizawl Civil Hospital during the last one month, officials of the Sentinel Site today said. The officials said that 68 samples have been tested after the outbreak of dengue in West Bengal and neighbouring Assam, of which six people were found to be positive. All six patients reportedly got infected locally, the officials said adding that the detection was done with ELISA Reader installed at the Aizawl Civil Hospital. Meanwhile, two persons coming from West Bengal, were found to be infected with Dengue by state health department officials who were conducting screening of suspected Dengue cases at the lone Lengpui Airport near Aizawl since August 17 last. Integrated Disease Surveillance Program (IDSP) state Nodal Officer Dr Pachuau Lalmalsawma said that strict vigil had been maintained to prevent endemic situation due to the prevalence of Dengue in neighbouring Assam as well as West Bengal from where most of the people entered the state by flights.

Shillong, Sep 16 (PTI): The National Green Tribunal (NGT) constituted committee has asked the Meghalaya government to take up a pilot project for preparing a comprehensive ecological restoration plan for coal mine areas in the state. Shillong, Sep 16: Meghalaya’s opposition parties on Friday withdrew the resolution seeking the removal of Speaker Abu Taher Mondal in the concluding day of autumn session. The resolution against the removal of the Speaker was supposed to be taken up on Friday before the propagation of the assembly. However, Mondal informed the legislators that he had received a letter from National People’s Party (NPP) legislator James Sangma informing that he has withdrew the resolution. Sangma did not cite any reason for withdrawing the resolution. The withdrawal of the resolution came a day after Hill State People’s Democratic Party legislator Ardent Miller Basaiawmoit withdrew a no-confidence motion without a vote on it, a first in the state assembly’s history. The no-confidence motion against the Mukul Sangma-led Congress government was moved by Basaiawmoit and supported by United Democratic Party and Na-

tional People’s Party. “We have brought a noconfidence motion against the government and withdrew it after raising various issues in the House. After a second thought, we decided to withdraw the resolution against the Speaker as the situation demands,” Opposition leader, Donkupar Roy said. On September 9, the assembly had admitted a resolution brought by Sangma, accusing Mondal of having failed to carry out his duties and responsibilities as Speaker. Aizawl, Sep 16 (PTI): Mizoram has 7,22,739 voters including 3,68,757 female voters, according to the final voters’ list published by the state election department. Joint Chief Electoral Officer F J Liantluanga told PTI that female voters outnumbered their male counterparts by 14,775 votes. Liantluanga said that the final publication of the state voters’ list was delayed as the Election Commission of India instructed the State Election Commission not to publish final electoral roll in three districts - Mamit, Lunglei and Lawngtlai. The Commission’s instruction came after NonGovernment Organisations in the state obstructed the election officials from conducting summary revision of electoral rolls in the six Bru relief camps in Tripura. The NGO Coordination committee demanded that only those Brus who return to Mizoram from Tripura should be enrolled in the state voters’ list and no one in Tripura should be enlisted in Mizoram’s electoral roll. “We received the new instruction from the Election panel only recently to publish the Voters lists in Mamit, Lawngtlai and Lunglei districts, where the Bru voters are enrolled,” he said.

I-T dept mulls law change to crack down on evaders B E N G A LU RU, S e p 1 6 (Agencies): The Central Board of Direct Taxes (CBDT) is actively considering amending required legislature and allow the income tax (I-T) department to defer tax assessment in the coming year — enabling it to crack the whip on all those who refrained from coming clean on their undisclosed income even after the department sent them letters. A senior I-T official, on Friday said on condition of anonymity that the Board will go after every individual or institution that has failed to respond and disclose income despite its letter under the new Income Declaration Scheme (IDS), reported TOI. “There are a little over 7 lakh letters written to individuals and institutions asking them to declare their undisclosed income under IDS. The last date is September 30 and no time will be given after that. The fact that we’ve written the letter is revelation that we know that they have undisclosed income and nobody who fails to comply will be spared,” he said. “...If the taxpayer or tax professionals think the I-T department may not be able

to manage this task given the work overload, let me tell you that the board is actively considering even deferring the assessment for the coming year or two so that the officials can go after such defaulters,” he said, adding, if the department can defer assessment, then a majority of its workload is gone. For example, he explained: “If we amend the law to allow us to complete all the assessments that need to be done by December 2017 by December 2019, you can imagine the kind of relief we will have. We’ll have both the manpower and other resources to go after such people.” He said that all such people will not only be levied penalty and fines, but will also be prosecuted. “They will not be allowed to compound their cases by paying additional taxes,” he added. In many cases of evasion or wrongful declaration, the I-T department doesn’t proceed up to prosecution. “The general philosophy has been that we shouldn’t litigate with our own taxpayers. So in many cases they are allowed to pay additional taxes and avoid prosecution,” another officer pointed out.

Nadda on Friday said the ministry will support the governments of Uttar Pradesh, Haryana and Delhi in tackling the rising cases of dengue and chikungunya. “Have assured all support to the Delhi government and the governments of Uttar Pradesh and Haryana in tackling the rising cases of dengue and chikungunya. The issue of helping with the bed strength in the central government hospitals was also discussed,” said Nadda. The Minister said they have adequate strength of beds in central government hospitals and measures will be taken to enhance the numbers. He said there is no shortage of doctors, paramedical staff, drugs, testing kits or labs for treatment of the patients. Nadda, who met Delhi Health Minister Satyendar Jain and spoke to the health ministers of Haryana and Uttar Pradesh over phone, said that adequate number of fever clinics are operating in the central government hospitals for treating the patients. “There is a need to maintain hygiene and cleanliness in the surroundings. It needs to be ensured that the environment is not collecting water which could be vector breeding grounds. Importance of community participation to prevent vector breeding needs to be emphasised,” said Nadda. Delhi has so far witnessed deaths of 32 patients who were suffering from vector borne chikungunya and dengue.

Maoists fourth deadliest terror outfit after Taliban, IS, Boko Haram: Report

NEW DELHI, SEP 16 (AGENCIES): The world witnessed 11,774 terror attacks in 2015, in which 28,328 people were killed and 35,320 injured. India was the fourth worst-affected country after Iraq, Afghanistan and Pakistan, with 43% of 791 attacks in the country carried out by Naxalites. A total of 289 Indians died in terror strikes. Data collected by the National Consortium for the Study of Terrorism and Responses to Terrorism contracted with the US state department revealed that Taliban, Islamic State and Boko Haram were the three deadliest terror groups globally. They were followed by CPI(Maoist), a banned outfit. The CPI(Maoist) was responsible for 343 terror attacks in 2015, killing 176 people. Taliban were involved in 1,093 strikes in which 4,512 people lost their lives, IS launched 931 attacks which claimed the lives of 6,050 people and Boko Haram was involved in 491 attacks killing 5,450 people. Kurdistan Workers’ Party (PKK), which rounded off the top five in the list, was involved in 238 strikes, killing 287. Over half the terror attacks in India took place in four states - Chhattisgarh

(21%), Manipur (12%), J&K (11%) and Jharkhand (10%). Chhattisgarh, which has been hit hard by Left-wing extremism, reported a doubling of terror attacks in 2015 - from 76 in 2014 to 167. The report said there was great diversity in the perpetrators/terrorist groups involved in attacks in the country, with 45 outfits active across the country. The Naxals alone accounted for 43% of terrorist attacks in India last year. The report said the number of people kidnapped/ taken hostage by terrorists and insurgent groups in India almost tripled in 2015, increasing to 862 from 305 in 2014. Of this, Naxals alone kidnapped/ took hostage 707 persons last year compared with 163 in 2014. In 2014, there were no attacks in which 50 or more people were kidnapped or taken hostage while in 2015, there were seven such attacks, all of them attributed to Maoists. Home ministry data also said that between 2010 and 2015, 2,162 civilians and 802 security personnel were killed by Naxals. Most of the dead were ‘tribals’, often branded as police informers. Blame the Russians

t was a necessity which had to be met but the longer the Americans took to let reality sink into their heads, more civilians were being killed in the horrific civil war in Syria. When reality finally dawned and resulted into action on September 9, the Russians and Americans finally agreed to a cease fire in Syria (where both sides are backing rival sides) in order to provide much needed food and medicines to the battered civilians in the country and in hard hit places like Aleppo. The Americans don’t like to admit, but their legendary gunboat diplomacy and flawed analysis during crisis throughout the globe, have only added fuel to the fire with disastrous consequences in the regions and loss of hundreds and thousands of lives of American servicemen. While Russia and the U.S. agreed to cooperate in future airstrikes against ISIS, there is still very little military communication between the two sides and very little agreement about who should govern in Syria. Unfortunately, there are many military and political reasons why this most recent ceasefire agreement seems unsustainable. Primarily, the Russian support for President Bashar al-Assad and the American support for the Syrian rebel opposition are in direct confrontation with each other. The American support for rebels has also directly benefitted pro-ISIL groups who have been also fighting alongside the latter. Though the ceasefire is holding somehow, it lacks any enforcement mechanism and rely on the goodwill of rebel groups and the governments to follow the deal to prevent infighting. After the Cold War, and particularly in the early part of this century, the United States came to overestimate the extent to which its power- military power, especially- could produce strategic outcomes in its national interest. The pendulum has swung considerably in the intervening years. Political analysts see a world in flames and fear that the United States is incapable of extinguishing them, let alone rejuvenating the liberal world order over which it has presided for the past seven decades. American mindset against Russia appears to have remained despite the end of the cold war. With less than two months to go before the U.S. presidential election, rumours of Russian cyber hacks of the American election system are increasing in intensity. This was the most widely reported speculated in the mainstream American media, controlled by big corporate houses who are funding and backing Hillary Clinton. Republican presidential candidate Donald Trump’s comments at the commander-in-chief forum on NBC News, in which he praised Russian President Vladimir Putin and suggested that the U.S. might work with Russia to defeat the Islamic State of Iraq and the Greater Syria (ISIS), have only attracted the ire of the liberal mainstream media but who mercifully are tolerant .In India, if any politician were to praise Nawaz Sharif then he better expect to be hauled over coals of fire by the “nationalistic and patriotic media”. The US media has been accusing Russia of hacking into websites without any evidence and obliquely inferring that Trump is a Russian-backed candidate. When confidential documents from the server of the Democratic National Convention were leaked, the US media obliquely pointed fingers at Russia but later the alleged hacker claimed he did it on his own. The cold war has gone with the demise of the USSR but perhaps McCarthyism in the US is still alive.

Your motivation should not be the desire to be known as a praying person. Find an inner room in which to pray where no one even knows you are praying, shut the door, and talk to God in secret. Have no motivation other than to know your Father in heaven. It is impossible to carry on your life as a disciple without definite times of secret prayer. “When you pray, do not use vain repetitions…” (Matthew 6:7). God does not hear us because we pray earnestly— He hears us solely on the basis of redemption. God is never impressed by our earnestness. Prayer is not simply getting things from God— that is only the most elementary kind of prayer. Prayer is coming into perfect fellowship and oneness with God. If the Son of God has been formed in us through regeneration (see Galatians 4:19), then He will continue to press on beyond our common sense and will change our attitude about the things for which we pray. “Everyone who asks receives…” (Matthew 7:8). We pray religious nonsense without even involving our will, and then we say that God did not answer— but in reality we have never asked for anything. Jesus said, “…you will ask what you desire…” (John 15:7). Asking means that our will must be involved. Whenever Jesus talked about prayer, He spoke with wonderful childlike simplicity. Then we respond with our critical attitude, saying, “Yes, but even Jesus said that we must ask.” But remember that we have to ask things of God that are in keeping with the God whom Jesus Christ revealed.

Brian Kolodiejchuk, the man who had been charged with gathering the evidence to prove Mother Teresa’s candidacy for sainthood. After 17 years of waiting, he was now enjoying the fruit of his labors. Yet Rev. Kolodiejchuk is known for more than proving Mother Teresa’s saintliness — he also played a role in exposing her humanity. In 2007, Rev. Kolodiejchuk edited Mother Teresa: Come Be My Light. The book, a compilation of private letters and writings of Mother Teresa, shocked the world with the revelation that for almost 50 years the woman whom in life the world considered a living saint experienced a crisis of faith. “Lord, my God, who am I that You should forsake me? The Child of your Love — and now become as the most hated one — the one — You have thrown away as unwanted — unloved. I call, I cling, I want — and there is no One to answer — no One on Whom I can cling — no, No One,” wrote Mother Teresa in a personal prayer-confession to Jesus. “When I try to raise my thoughts to Heaven — there is

enator Bernie Sanders’ call during the primaries for a new approach to resolving the Israeli-Palestinian conflict was on-point and necessary. However, his plea for the US to adopt a policy of even-handedness in dealing with Israel and the Palestinians will not suffice. In fact, even if the incoming administration changed its approach by coercing Israel to make important concessions and stop its settlement enterprise, this will not produce the necessary conditions to make peace at this particular juncture of the conflict. Furthermore, any new approach by the EU during the current UN General Assembly meetings to restart the talks in the traditional way, either directly or through mediation, will not lead to an agreement regardless of the pressure or incentives that may be employed to persuade Israel and the Palestinians to resume negotiations in earnest. A process of reconciliation must precede any formal negotiations for about two years, because the conditions on the ground have dramatically changed for the worse since the Oslo Accords. For the Palestinians, hopelessness has set in, mutual distrust has deepened, and extremists on both sides have gained significant traction. Perhaps

such convicting emptiness that those very thoughts return like sharp knives & hurt my very soul. — I am told God loves me — and yet the reality of darkness & coldness & emptiness is so great that nothing touches my soul.” Mother Teresa’s “dark night” of the soul was far more than a fleeting sense of doubt; it was a harrowing, and seemingly unending, sense of abandonment. The “saint of the gutters,” while spending herself in the life of selfabnegation she became famous for, was herself living in the gutters of spiritual uncertainty. For decades, Mother Teresa has had her critics, including the late atheist Christopher Hitchens, who in 1994 released a highly critical documentary with the derisive name “Hell’s Angel.” The publishing of the personal letters nine years ago provided more ammunition to skeptics. The question cannot be denied: How can someone, held so highly, so pure and unblemished, in the world’s eye, struggle with doubt in the deepest way possible, yet sincerely maintain faith? The truth is Mother Teresa’s story can only come in this set of colliding realities. She was a saint in life — and earned the official title in death — precisely because she held on to faith, in the most public way anyone has ever had to, even when it took everything within her to do so. Faith, to Mother Teresa, and to many other saints in history as others have noted, did not mean absence of doubt, but rather ardent, loyal belief precisely in the

face of doubt. Atheists and sceptics criticize Christians because they want a squeaky clean experience of God. Yet true faith dwells in the grime and the dirt, in the corners of Kolkota and Mogadishu, and in “dark nights” of our human souls. It hangs on a cross, in a darkening day, as Son cries to Father, “Eli, Eli, lema sabachthani?” (“My God, my God, why have you forsaken me?) Mother Teresa once famously said, “If I ever become a saint, I will surely be one of ‘darkness.’ I will continually be absent from Heaven, to light the light of those in darkness on earth.” Heaven, indeed, is not accessible if it doesn’t descend into our dark world. Of all the saints to have lived, Mother Teresa might become better known for her imperfections than her impeccability. Yet if her story tells us one thing it is that we don’t have to be perfect to be a “saint.” It was from India where Saint Theresa launched her world wide ministry of mercy. ‘Hell is truth seen too late’

most important, the political landscape has shifted to the right in both camps, making it highly unlikely to resume peace talks with any prospect of reaching an agreement. There is no doubt that Palestinian acts of violence against Israelis are a direct result of 50 years of occupation that continues to frustrate and incite them. Consequently, the Palestinians feel they have been left with no option but to resort to violence in an effort to end the occupation and pave the way for the establishment of their own state in the West Bank and Gaza. Conversely, the Israelis can also make a persuasive argument that the Palestinians cannot be trusted. The Second Intifada in particular was a turning point in the mind of most Israelis, which further deepened their distrust and heightened (albeit often to exaggeration) their national security concerns. Unfortunately, successive right-of-center Israeli governments, especially those led by Netanyahu, exploited security concerns to expropriate more Palestinian territory and build new and expand existing settlements to create so-called “secure borders.” To change the dynamic of the conflict, reconciliatory people-to-people measures becomes central to creating

fertile ground for negotiations to succeed. Such measures of reconciliation should include but not be limited to: facilitating mutual visitation, joint women activism, sporting events, student interaction, travelling art exhibitions, encouraging public discourse, hosting forums to discuss conflicting issues, and imploring the media to promote such shared initiatives. Additional steps can be taken by leadership on both sides, including: halting mutual acrimonious public narratives, modifying textbooks, taking no provocative actions (i.e. halting settlement expansion during the period of reconciliation), and maintaining security cooperation between the two sides. These measures are central to changing the psychological dynamic of the conflict and sociopolitical environment between them by mitigating the problem of mutual distrust, national security, and the illusion that either can rule over all of mandated Palestine. Only by adhering to such a process will they demonstrate their commitment to peace, which has been lacking but is essential to making the necessary concessions to reach an agreement. ith the Govt. of India making it mandatory to apply online for all types of central scholarships many parents, students and school authorities have tough time with the process of online submissions. It is strange that the higher level officials of the Govt. of India have taken such a decision without realizing the ground realities existing in many remote areas in the North Eastern states. Even at many District head quarters the net connectivity is very weak and sometimes it takes hours to submit one online application. One can imagine the plight of students from sub divisions and villages who have to depend on one or two net cafés that too use only 2G connectivity. Above all the national scholarships portal develops technical snags time to time and no one knows whom to contact for reporting such issues and seeking help. For example, from the first week of September, class XII students are unable to submit their applications as the option under the drop down menu ‘Present Course of Study’ does not show class XII. Many students who are in class XII submit their applications selecting the only available option of class XI and there are chances of their applications getting rejected due to different eligibility criteria issues. The Help Desk contact number given at the portal never responds except auto playing a welcoming message and immediately saying ‘bye’. With the extended last date for the online submission of scholarship applications ending on 30/09/16, all concerned are confused and worried a lot. Another issue is the making of possession of Aadhaar Number or Aadhaar Enrolment Number mandatory for applying all types of scholarships. Disregarding a Supreme Court order, which limited linking the Aadhaar card to six government

United States and the European Union should make a supreme effort to reinvigorate the Arab Peace Initiative (API) and pressure both Israel and Hamas to embrace it. The Arab Peace Initiative remains the only practical framework for peace, as it contains common denominators between Israel and the Palestinians (including Hamas) that will facilitate successful peace negotiations. Moreover, the API is the only framework that will lead to an Israeli-Palestinian peace agreement in the context of a comprehensive Israeli-Arab peace, which the vast majority of Israelis and Palestinians are seeking in order to achieve long-term stability and progress. Finally, the turmoil in the Middle East indeed offers an opportunity to resolve the Israeli-Palestinian conflict, particularly now that the Arab world is keener than ever before to make peace with Israel because of the common Iranian threat and the violent rivalry between Sunnis and Shiites over regional hegemony. The United States and the EU (the only powers that can bring an end to the conflict) and certainly moderate Israelis must exploit this window of opportunity and put an end to the longest and most debilitating violent conflict in

modern times. Russian President Putin’s invitation to Netanyahu and Abbas to visit Moscow (which they have accepted) means little and will produce even less. For Putin, the invitation offers an opportunity to exploit the vacuum resulting from US disengagement; for Netanyahu, it will (falsely) demonstrate that he is committed to peace; and for Abbas, he simply doesn’t want to be perceived as an obstacle. Given that the United States was and remains the main player, neither Abbas nor Netanyahu can dismiss it. The new administration must support France’s initiative, which seeks to convene an international conference to resume peace negotiations, and change its previous approach in the search for a peace agreement based on a two-state solution. There is no doubt that the US must play a more assertive role toward Israel, especially because the US is genuinely concerned about Israel’s national security. Providing Israel with $38 billion in military aid over a period of 10 years is unprecedented and only attests to the US’ commitment. The next administration must stop enabling Israel to pursue policies which are to its detriment and insist that Israel genuinely engage in

The Aadhaar Bill, which allows the government to ask any citizen for Aadhaar to avail of government subsidies or schemes, was recently passed by Parliament, but the Aadhaar Act, 2016, is yet to come into force. And until that happens, the Supreme Court order reigns supreme. Last week a West Bengal-based educational and charitable trust challenged the constitutional validity of the need for Aadhaar card and applying online for the scholarships at the High Court of Delhi and the Court has issued notice to the Centre asking it to file a reply by September 23. With litigations in this regard pending at the Delhi High Court and also at the Supreme Court of India, we are left with no option other than developing patience with the help of the available 2G networks. Raise voice against corruption: All talk no action Sir,

It is really heartening to note that our honourable governor, Mr. Acharya has publicly spoken against corruption that is prevalent in our society. He has described corruption as the “biggest disease in our society” (Nagaland Post dated Sep 14, 2016 “raise voices against corruption: Acharya).” After his assuming of the gubernatorial post, so many cases of corruption in Nagaland have been unearthed. While we highly appreciate his vocal condemnation of well entrenched malpractices, the public is yet to see any enquiries made and actions taken whenever such cases are highlighted. There seems to be no follow up on the remedial part and no recommendations either, to prevent such corruption in future. Also, Acharya should perhaps, consider touring the state by car to see the pathetic road conditions to experience and to be able to grasp the hardships faced by an ordinary traveller while travelling in the state. It will also enable him to see the actual neglected conditions of government establishments and other government service delivery centres in the districts. They are all victims and will bear testimonies of years of corruptions. As the highest, nonpartisan custodian of the state, the governor is expected to put in some check and balances mechanisms in the system. Dear honourable governor, will you walk the talk, please? New Delhi, sept 16 (Agencies): Delhi High Court today sought the Centre’s reply on a plea seeking a slew of electoral reform measures, including setting aside of the six-year cap on the period of disqualification from contesting polls on being convicted and sentenced to two years or more. A bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal asked the Centre to file its response within four weeks and posted the matter for hearing on December 14. The plea claimed that the restriction of six years on the period of disqualification of a legislator was ultra vires of the Constitution. It sought that two sections of Representation of the People Act (RPA) be declared “void, as they restrict disqualification period

will amend existing laws like we did for IITs and NITs to allow them to offer degree courses,” he said. “The new Bill is at proposal stage. It will be taken up by different ministries which will offer their recommendations. It will then go to the Cabinet, and then to Parliament,” the Minister said. “What our government intends is to allow more autonomy to the IIMs and other higher educational institutes so that they grow on the basis of their quality,” he said. Javadekar said the Modi government is working in the direction of “improving the quality of education. “Our aim is to promote education and make it accessible to all. From KG to PG, 27 crore students are taking education. Our aim is to improve the quality of education.” The government is in dialogue with stakeholders to frame an “effective (education) policy”, he said.

A majority of the shops, private schools, transport services like auto-rickshaws and private buses, and fuel outlets did not function in support of the shutdown, called to demand Cauvery river water and protest against attacks on Tamils and their property in Karnataka. Several buses and trucks from Tamil Nadu were burnt to ashes by the hooligans in Karnataka over Supreme Court’s order to release Cauvery water to Tamil Nadu couple of days back. Normally-crowded places like bus stands, commercial centres and roads wore a deserted look across the state even as a large number of policemen were deployed outside the stands, railway stations and other places. As part of the proposal to introduce quotas in faculty posts at IIMs, chairmen and directors of IIMs will meet at IIM Shillong on September 20 to discuss the matter, HRD Minister Prakash Javadekar told media persons here Thursday. NEW DELHI, Sep 16 (PTI): Gold prices fell by Rs 70 to trade at nearly two-week low of Rs 31,000 per ten grams at the bullion market on Friday, tracking a weak trend overseas amid slackened demand from jewellers at domestic spot market. Silver also dropped by Rs 350 to Rs 45,100 per kg on reduced offtake by industrial units and coin makers. Traders said besides a weak trend overseas, easing demand from jewellers and retailers at domestic spot market led to decline in gold prices. Globally, gold fell by 0.08 per cent to $1,313.10 an ounce and silver by 0.13 per cent to $18.93 an ounce in Singapore.

Kolkata, Sep 16 (IANS): Country’s largest lender State Bank of India (SBI) hopes to achieve a 12 per cent credit growth for financing Small and Medium Enterprises (SMEs) in the current fiscal, a bank official said on Friday. “Last year, growth of credit of SMEs was flat and literally there was no growth. This year, we have been optimistic with SME credits as order book and cash flow (of SMEs) are increasing. Credit growth to them is expected to be 10-12 per cent in the current fiscal,” said SBI’s Managing Director (National Banking Group) Rajnish Kumar. He said the bank internally would like to achieve 1415 per cent SME credit growth but 12 per cent growth seemed to be most feasible. In case of SME credits, he said the bank has been active with products such as loans against property, supply chain financing, etc. “Overall credit growth

BEIJING, Sep 16 (PTI): China has permitted setting up of a new trade body to promote and coordinate Chinese investments and businesses with India, a first such official initiative taken by the Communist trading giant. The council was set up by China Council for the Promotion of International Trade (CCPIT) and will be based in China’s Hunan province. CCPIT has approved the formation of the Council under its Hunan provincial unit for a period of two years. Announcing formation of the council, He Jian, Chairman of Hunan Sub-Council of CCPIT in a communication to the media said “My first important job on arriving at my new post is to establish China India Business Council”. The Council will be based in the office of the CCPIT in Changsha, provincial capital of the Hunan province, he said.

New York, Sep 16 (PTI): With Reliance Jio launching aggressive 4G plans in India, Telecom Minister Manoj Sinha said the consumer has always benefitted whenever a tariff war has been unleashed in the country and dismissed concerns that such a pricing structure will impact the government’s revenue. “If you look at the history of the telecom sector over the last 18-20 years, whenever a tariff war has been unleashed, it has benefited the consumer. “I believe that consumer is the king and any government that works for the people will agree to this,” Sinha said. He was responding to a question here on the tariff war unleashed by Reliance Jio, the telecom venture of Reliance Industries, which is offering free voice calls and data at low price. Sinha, who addressed the Indian community at the Indian Consulate yesterday, said the telecom sector in India is competitive and if Reliance Jio will make voice calls available at cheap rates, other companies will have to compete to give better quality and rates. “I feel this will be beneficial for the country,” he said. Sinha, 55, sought to allay concerns expressed in some quarters that such a tariff structure will impact the government’s revenue. He said statistics show that may be for the first 3-4 months the revenue will be less but ultimately the government

‘Tariff war in telecom sector always benefitted consumers’

New Delhi, Sep 16 (PTI): Describing the NPA situation of public sector banks as still challenging, Finance Minister Arun Jaitley today said “greater initiative” is needed by them in cases where it is difficult to find buyers or “alternative promoters” for assets that have accumulated bad loans. “One of the challenges which the banks did mention that they are facing...to find alternative promoters or buyers. They have been making efforts to do that,” he said after meeting the heads of PSU banks here. The minister also expressed the hope that once situation improves, banks will be able to pass on full benefits of RBI’s rate cuts to the customers. He further said that the Reserve Bank will take into the account the decline in retail inflation while deciding on interest rates at its policy review meeting on October 4. Elaborating on the nonperforming assets (NPAs) of public sector banks (PSBs), Jaitley said both the government and RBI have taken several initiatives and legislative measures including enactment of the Bankruptcy law, changes in the Sarfaesi Act and DRT. “Therefore with these effective steps, the banks will now have to take the intivative...the NPA situation is certainly not

General Raheel Sharif today called on Prime Minister Nawaz Sharif ahead of the premier’s visit to the US where he will address the UN General Assembly and is expected to rake up the Kashmir issue. Sharif is likely to deliver a speech at the UN General Assembly session on September 21. Sharif today met Hurriyat leaders from Pakistanoccupied Kashmir (PoK) and assured them that he would “emphatically highlight” the Kashmir issue at the UN General Assembly next week. Colombo, Sep 16 (PTI): Sri Lanka’s proposed Truth Seeking Commission, a Reparations Office and a Judicial Mechanism will be decided by mid-October after the Consultation Task Force on Reconciliation hands over its report, a top diplomat has said. Sri Lanka’s Permanent Representative to the UN Ravinatha Aryasinha informed the ongoing UN Human Rights Council sessions in Geneva that wide-ranging consultations are being carried out by the 11-member task force for this purpose. “In all these processes, the government and government institutions work closely and in consultation with the UN system and the OHCHR as well as other international experts,” the ambassador said yesterday.

Islamabad, Sep 16 (PTI): Prime Minister Nawaz Sharif today met Hurriyat leaders from Pakistan-occupied Kashmir (PoK) and assured them that he would “emphatically highlight” the Kashmir issue at the 71st session of the UN General Assembly next week. Sharif met with the leaders of All Parties Hurriyat Conference PoK chapter at Muzaffarabad. London, Sep 16 (PTI) :India has emerged as one of the world’s fastest growing Scotch whisky import markets with value up 28 per cent to 43 million pounds. The Scotch Whisky Association (SWA) released the amount of Scotch whisky sold overseas increased for the first time since 2013, largely thanks to India for registering a massive jump in shipment value. India has established itself as the third-biggest export market for Scotch at 41 million bottles, marking a 41 per cent increase in sales volumes, after France (90.9 million bottles) and the US (53.1 million bottles). “The growth of exports to India stood out, with value up 28 per cent to 43 million pounds,” the SWA said. The industry body also called on urgent action from the UK government to help realise the full potential of the Indian market. “The full potential of the Indian market would only be delivered through liberalisation of the exorbitant 150 per cent basic customs duty. We urge the UK government to prioritise discussions with India as it develops its post-Brexit pirorities,” it added.

M a rg a r ita I s l a n d (Venezuela), Sep 16 (PTI): Pakistan has scuttled an India-sponsored proposal on setting up of a working group on counter-terrorism during the deliberations at the senior official-level 17th summit of the Non-Aligned Movement (NAM) here. According to top government sources, as NAM diplomats strove to set up a working group on terrorism to coordinate their positions in international fora, Pakistani representative Tasneem Aslam alone spoke against it and opposed the consensus that had built around the proposal which had the support of a very large number of NAM delegations. “Despite being isolated, Pakistan continued with its objections to stall the proposal emphasising that there could not be a consensus on terrorism,” the sources said. The proposal by India, whose ministerial delegation is led by Minister of State for External Affairs M J Akbar, gathered a lot of steam following the minister’s strong pitch against terrorism at the ministerial segment. apper Jay Z says the war on drugs has been an “epic fail” in a new animation. The rapper’s teamed up with the artist Molly Crabapple to make the film, which traces the history of the socalled war. In just under four minutes, he explains over four decades of American drug policy and incarceration. The video could be signs of him getting increasingly political, after he recently spoke out against the killing of black men by police officers. The film speeds up Molly Crabapple’s drawings, to whizz through the key points in history. Jay Z says the war on drugs was started by President Nixon in 1971 and says that at the time the message was: “Drugs were bad, fried your brain.” He also claims people ignored the failures of politicians for society’s problems. Instead, “drug dealers were monsters - the sole reason neighbourhoods and major cities were failing”. In the video for the New York Times, Jay Z says “rates of drug use are as high as they were when Nixon declared this so-called war in 1971.” He also claims black and Latino people are disproportionately far more likely to be given sentences for drugs offences than others. “Forty-five years later, it’s time to rethink our policies and laws. The war on drugs is an epic fail,” he says. In the past, Jay Z has seemed reluctant to get involved in politics or social responsibility, saying his “presence is charity enough”. ZURICH, Sep 16 (Agencies): FIFA president Gianni Infantino hit out on Friday at attempts to “undermine’’ the World Cup in Russia, saying he will not judge the country on the investigation which documented a state-sponsored doping program that included soccer. Infantino told The Associated Press it is still “very good’’ working with Russian Sports Minister Vitaly Mutko, who has been accused of personally intervening to cover up a doping case of at least one foreign footballer in the Russian Premier League. The details emerged in a report authored by Canadian lawyer Richard McLaren, who was attending an ethics conference at FIFA HQ as Infantino conducted a 30-minute interview with the AP. McLaren’s report cast doubt on Russia’s suitability to host sporting events, with the International Olympic Committee temporarily withdraw-

ing its backing for competitions in the country. “It’s not my job to judge this report,’’ Infantino told the AP. “As president of football my concern has to be on football matters, has to be on doping in football. “If there are elements on doping and football, then FIFA’s bodies will deal with that.’’ There appears no risk of Russia losing the 2018 World Cup, with only nine months until the doping-tainted nation hosts the Confederations Cup, which serves as the warmup event. “We should see this as a chance rather than trying to be negative,’’ Infantino said. “We should see the World Cup in Russia as a chance for FIFA but also for Russia to show itself in a positive light as an organizer and a welcoming country. “Let’s work in a positive sense in this direction rather than trying to undermine this event.’’ McLaren also found that

Narsingh’s dope case referred to CBI New Delhi, Sep 16 (PTI): The Wrestling Federation of India (WFI) today said that the CBI has started its probe into the doping scandal of tainted wrestler Narsingh Yadav after the PMO referred his case to the investigation agency. WFI president Brij Bhushan Sharan Singh met Prime Minister Narendra Modi and requested him to forward Narsingh’s case to the Central Bureau Investigation for further investigation. “Prime Minister’s Office has referred Narsingh’s case to CBI for further investigation and proceedings are learnt to have started into the wrestler’s doping scandal,” Brij Bhushan told PTI. Narsingh was imposed a four-year ban last month by the Court of Arbitration (CAS), which barred him from taking part at Olympic Games and also threatened to jeopardise his entire career. I will be sending a team soon to the United States to look at the potential venues where we can have international matches,” Thakur said while speaking to reporters. Thakur is part of a delegation of Indian MPs, who are in the US to meet their American counterparts and administration officials. “We are very serious about this (American) market. Cricket fans, which are in large numbers in the United States, have been deprived of live matches in the past several years,” Thakur said in response to a question. Referring to the recently held T20 matches between India and West Indies in Florida, Thakur said the experiment was very successful. “It was decided just three weeks in advance. AITA Secretary General Hironmoy Chatterjee told PTI they have issued a press release, stating that they did not receive any communication

St. John’s, Sep 16 (IANS): The West Indies Cricket Board (WICB) is contemplating legal action in the face of what it considered to be allegations of “wrongdoing and misappropriation of WICB funds by present members” by former board officials. Pointing to calls for a forensic audit of the WICB’s finances in a media report, the board said these were “without any basis in fact” and “completely false, and seriously damaging” to the board’s members and auditors, reports CMC. Further, WICB slammed the calls by former officials as an “emotional reaction” to its decision to snub a recent governance report, which had recommended the immediate dissolution of the board. “The WICB notes that these allegations appear triggered not by fact or evidence,

but an emotional reaction to the WICB’s response to the report and other matters. These officials have completely ignored the written responses of the WICB,” the board said in a release on Thursday. “The board has been advised that in a number of instances, the call for a forensic audit carries the suggestion of wrongdoing and misappropriation of WICB funds by present members of the WICB.” The release continued: “Additionally, it suggests the auditors are either incompetent or complicit.
