Naga talks inching towards soln
NEW DELHI, SEP 16 (PTI/AGENCIES): Expectations of a settlement to the decades-old Naga political issue by September this year has gained leverage after NSCN(I-M) negotiators led by its chief negotiator Th.Muivah has been holding parleys with government of India officials since the past weeks. Further, the arrival of a 15-member NSCN(I-M) delegation led by its president Q.Tuccu and vice president Tongmeth Wangnao to Delhi has given further rise to speculations of early solution. PTI reports that Muivah along with other leaders of the group have been holding negotiations with officials of the Intelligence Bureau continued to break the deadlock before the deadline to find a lasting solution to the vexed Naga insurgency. The negotiations are being held almost on a daily basis for the last few days between the NSCN (I-M) leadership and two senior officers of the IB here. Job advt: ENSF issues directive to members DIMAPUR, SEP 16 (NPN): Eastern Naga Students’ Federation (ENSF), which had recently rejected Nagaland Staff Selection Board (NSSB) Regulation, 2020, has directed the members against applying for job advertisement dated Kohima, September 15, 2020 put out by the Department of Personnel & Administrative Reforms. In a press release, ENSF vice president Hamnyei Angh and assistant general secretary Khomo P have also directed Eastern individuals whosoever had applied for advertisement dated Kohima, September 2, 2020 to immediately withdraw the application. Failing to comply with its directive, ENSF cautioned that the concerned individual would be solely held responsible. ENSF, while rejecting NSSB Regulation, 2020, placed a few demands for incor poration in NSSB contents/preview considering the current condition of Eastern Nagas. In a memorandum to chief minister Neiphiu Rio, the federation’s president Sepili L Sangtam and general secretary Imtichoba Chang had also placed a six-point charter of demands before the State government.

The ruling BJP, Prime Minister Narendra Modi and Union Home Minister Amit Shah had on many occasions made it clear that they believe in one flag and one Constitution for whole India. The framework agreement was signed on August 3, 2015, by NSCN(I-M) general secretary Thuingaleng Muivah and the government’s interlocutor Ravi in presence of Prime Minister Narendra Modi. The framework agreement came after over 80 rounds of negotiations spanning 18 years, with the first breakthrough made in 1997
when the ceasefire agreement was signed. Adds NPN: Amidst intense speculations that the Naga political issue is to be resolved through a broad-based agreement with all Naga political groups within September, as per the advice of prime minister Narendra Modi, significant developments have taken in Nagaland place within the past few weeks. What has also fueled speculations was the report that Nyemlang Konyak, heading one faction of NSCN was likely to join NSCN(R) which is part of NNPGs,so as to be part of the agreement. The Working Committee(WC) of the seven Naga National Political Group(NNPG) have expressed willingness to disclose contents of their talks with the government of India to the Naga public WC has also declared that it was ready to ink the draft agreement with the government of India. According to sources WC/NNPG delegation led by its convenor N. Kitovi Zhimomi (ato kilonser GPRN/NSCN) is likely to leave for Delhi this week to finalise the details of the agreement.

NEW DELHI, SEP 16 (NPN): Nor th Easter n Council (NEC) released an amount of Rs.25.29 crore to all the North Eastern States to assist in combating the pandemic COVID-19 and as well as to provide relief to the stranded youths/ people of NER during the time of lockdown, Union Minister of State (Independent Charge), Development of North Eastern Region (DoNER), Dr. Jitendra Singh said Wednesday. In a written reply in Lok Sabha, Dr. Jitendra Singh said that the Centre has taken several measures to support the North Eastern state governments during the pandemic. As part of the COVID-19 Emergency Response and Health System Preparedness Package, he said the funds have been released to aid and enable the States to ramp up testing facilities, augment hospital infrastructure, conduct surveillance activities along with procurement of essential equipment, drugs and other supplies. The packages like Special and Comprehensive packages, Atmanirbhar package, and
Pradhan Mantri Garib Kalyan Yojana, Pradhan Mantri Garib Kalyan Rojgar Abhiyaan, relief measures for MSMEs and NBFCs, increased allocation under MGNREGS, interest subvention for MUDRA loans and revamp of Viability Gap Funding scheme for social infrastructure, etc. will benefit all the North Eastern States, including Assam. Further, Ministry of Development of North Eastern Region under its North East Special Infrastructure Development (NESID) Scheme has sanctioned five projects costing Rs.193.32 crore for Strengthening Health Infrastructure for fighting COVID 19 in the States of Arunachal Pradesh, Assam, Meghalaya, Mizoram and Nagaland. So far, an amount of Rs.77.33 crore has been released to the State Governments for implementation of these projects. Ministry of Health and Family Welfare has also released an amount of Rs. 303.40 crore to North Eastern States for various activities under the Health Sector including for measures to fight corona pandemic.
NEW DELHI, SEP 16 (PTI): Tata Projects Limited on Wednesday won the bid to construct a new parliament building at a cost of Rs 861.90 crore, officials said. The new building will be constructed close to the existing one under the Central Vista redevelopment project. It is expected to be completed in 21 months from the start of construction work. However, a decision on starting the construction work has not been taken yet. “Tata Projects Limited has won the contract to build a new parliament building at a cost of Rs 861.9 crore,” an official said, adding the project cost also includes maintenance works. L&T Ltd had submitted a bid of Rs 865 crore. But Tata Projects Ltd was the lowest bidder, officials said. The redevelopment project of Central Vista -the nation’s power corridor -- envisages a new triangular parliament building, a common central secretariat and revamping of the 3-km-long Rajpath, from Rashtrapati Bhavan to India Gate.

DIMAPUR, SEP 16 (NPN): Nagaland on Wednesday reported 34 fresh COVID-19 positive cases-- 31 in Dimapur, 2 in Mon and 1 in Kohima, taking the tally to 5263. According to Health department, 17 cases (total tally 2481) were reported from among the armed forces/security personnel, 3 returnees/travellers (tally
1418) and 14 traced contacts (1044). As on September 16, there were 1261 active cases, 3968 recovered, 15 deaths (5 not Covid related and one under investigation) and 19 migrated. As per the severity of symptoms, 1252 active cases were asymptomatic, 7 mild and 2 moderate cases.
India’s virus tally crosses 51 lakh
PTI: India’s tally of COVID19 cases surged past 51 lakh, the number of recoveries improved to more than 40 lakh, while the death toll crossed the 83,000 mark on Wednesday, as per the data provided by various governments. In its most recent update, the union health ministry placed the total number of cases at 50,20,359 and the death toll at 82,066. The ministry said that 39,42,360 people have so far recovered from the infection. India’s COVID-19 cases jumped from 10 lakh to 20 lakh in 21 days. Then it took 16 more days to race past 30 lakh, 13 days more to cross the 40-lakh mark and 11 days to go past 50 lakh. The COVID-19 case fatality rate due to the coronavirus infection further dropped at 1.63 per cent.

DIMAPUR, SEP 16 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K Therie has demanded that government hospitals in the State should resume providing normal healthcare services to all. Stating this through a press release, Therie said while ten persons have reportedly died due to COVID-19 so far, other patients were dying on a daily basis which the government should not ignore any more. He said people with other ailments were suffering much more than COVID-19 patients due to delay in receiving treatments. Therie suggested that entire government hospitals need not be used for COVID-19 patients but separate isolation wards be set up for COVID patients, as done in case of TB patients. He alleged that declaring government hospitals as COVID19 hospitals deprived people from availing free medical services despite both Central and State governments spending
huge funds. He said these free healthcare services should be allowed to continue as it was not possible for poor people to afford private hospitals. Therie further alleged that Ayushman Bharat cards were being dishonoured by some private hospitals with complaints of non-payment. He stressed that both government and empanelled private hospitals should serve patients. Demanding that the agreement or agreed guidelines between the government and private hospitals should be made public so that patients know their rights, Therie said empanelled hospitals violating the guidelines or not doing justice to the patients should be removed from empanelment list. He also appealed to the patients not to remain silent either but report to Ayushman Bharat centre for necessary action. Therie also demanded that charges on medicines, surgery and other healthcare services should be controlled since price control was the government’s duty.
DIMAPUR, SEP 16 (NPN): Hospital management committee of District Hospital Dimapur (DHD) has informed that the hospital has decided to restart providing non-COVID essential health care services besides providing the COVID-19 services starting September 21, 2020. In a press release, the medical superintendent (MS) COVI D-19 Hospital Dimapur stated that the Flu Corner would be operational from the new designated site in COVID block. According to MS, the registration for the essential services (non-COVID) would be carried out from the new designated registration counter. The release stated that screening and safety measures of all the patients would be strictly implemented according to the government guidelines and standard operating procedure in order to reduce the potential risk of exposure to workforce and to ensure the safety of all the patients and attendants. It also stated that services provided to the patients and patients requiring operations would be strictly on priority basis for the time being considering the limited number of beds available due to separation of COVID and non-COVID blocks. Illegal tax: KDTODU threatens to stop plying trucks ZB (N) objects to claims on Intangki DIMAPUR, SEP 16 (NPN): Warning that it would not tolerate illegal taxation anymore, Kohima District Truck Owners and Drivers’ Union (KDTODU) has asked the State government to stop illegal taxation immediately, or else, it would call for a general meeting where all truck owners and drivers would come together to fight the menace and even stop plying trucks for a week or more. KDTODU president Rüvese Sokha and secretary Küvethi Puro urged upon the government to stop all forms of illegal collection of cash at check-gates and on highways and unabated taxation on vehicles, especially trucks, by various law enforcing agencies, unions/ public organisations/ federations/ association and underground outfits at different points from Dimapur
entry gate till Imphal. KDTODU also questioned why the government could not stop all these taxations even after implementing GST in the State?. Backing ACAUT’s plea to the government on illegal collections and syndicates, KDTODU condemned unscrupulous persons in transport unions who were hand in glove with some members of various Naga political groups in exerting monopoly of transport syndicate that resulted in upward spiral of prices of essential commodities causing much hardship to general public. It also demanded withdrawal of the COVID cess of petrol and diesel. KDTODU also mentioned that several of its members complained of numerous illegal collections while carrying bricks from brick kilns. It said that each
truck has to pay money to 13 different underground factions from Niuland till Purana Bazaar, besides paying not less than Rs.100 as road/bridge maintenance fee to each village they cross. Further,it said truck owners pay several taxes like daily, monthly and yearly taxes as their trucks ply on the highways and cross check-gates manned by Nagaland Police, it added. Based on its complaint letter, KDTODU recalled that deputy commissioner (DC) Kohima, had on October 23, 2019 constituted an enquiry committee to check illegal collection of cash at check gates and on the highway in and around the State Capital. Accordingly, senior superintendent of police (SSP)Kohima, verbally assured KDTODU that he would ask the police not to collect cash from vehicles/
trucks at the check gates. However, the union regretted that none of these worked as collection of cash by Nagaland Police at the check gates ontinues, while the formation of the enquiry committee failed to bring any positive result till date as KDTODU was never being informed of any development. Hence, the union said it has lost all hope on the assurance given by both the DC and SSP. KDTODU questioned the government why it had failed to execute its own order of June 22, 2009 banning collection of taxes by any organisation or individual, including its departments like the police, excise, forest, taxes, etc, besides the Gauhati High Court Kohima Bench judgement of June 3, 2014 disallowing unions/federations/associations/society from collecting cash on highways?.
DIMAPUR, SEP 16 (NPN): Asser ting that Zeliangrong people have been “provoked” by the statements on the status of Intangki forts post-solution by Naga political groups, the Zeliangrong Baudi (Nagaland) Wednesday affirmed that “Zeliangrong people will not part even an inch of our land without due process of prior consent of the legitimate land owners.” In a press release, ZB (N) president, CR Zeliang termed as “unacceptable” the NSCN (I-M) chairman Q. Tuccu’s purported statement during the consultative meeting with tribal hohos in Dimapur that the “present Hebron Camp and Intangki Forest will be nationalized by the Naga Government since it is ‘No man’s Land’. ZB(N) said Tuccu made the statement “without even trying to
reason out the customary land ownership in the Naga Society”. Further, the baudi took exception to the statement of MIP GPRN/NSCN published in local dailies on September 11, 2020 that “Intangki reserve forest is the common property of all Nagas and it should be restored to its original pristine position. It cannot in whatsoever manner be disturbed post solution”. Also, drawing attention to the Interlocutor’s purported statement that “Intangki belongs to the people of Nagaland and the Government of India have no say in the land and natural resources of the Nagas”, the Baudi said that the “logic of the statement contradicts to the actual and factual position of the original land owner.” ZB(N) maintained that the statement was “seen
as a blatant distortion of Naga customary laws and its practices”, adding that it was contradictory and violation of Art. 371 (A) on customary laws and land ownership rights. According to ZB (N), even the present Hebron camp was established under Peren district by obtaining ‘No objection certificates’ from the surrounding Zeliangrong villages. It said that the ancestral traditional land owners of the said land and forest were Beisumpui village of Zeme tribe of the common Zeliangrong family. AR conducts tree plantation campaign DIMAPUR: Battalions of Assam Rifles organized tree plantation drive across Nagaland on September 13. According to PRO HQ IGAR (N), the tree plantation was undertaken with an aim to reduce impact of global warming and to maintain ecological balance. ZSUN extends support to NSF, ENSF ultimatum
DIMAPUR: Extending support to the ultimatum served to chief secretary of Nagaland by Naga Students’ Federation (NSF) and Eastern Naga Students’ Federation (ENSF), the Zeliangrong Students’ Union, Nagaland (ZSUN) has appealed the state government to fulfill the genuine demand of the aggrieved teachers without further delay. In a press release, Zeliangrong Students’ Union, Nagaland president Dithuibo Newmai and general secretary, Adona Herie stated that, the agreement signed between the government of Nagaland, the NSF, ENSF and NSSATA (2010 &13) on June 12, 2018 has lapsed for more than 2 years. It stated that the aggrieved teachers could have been mainstreamed into the state cadre, but the state government has failed to address till date. While appreciating the NSF and the ENSF for intervening into the issue, the ZSUN affirmed their support to the Naga Students’ Federation and Eastern Naga Students’ Federation.

DIMAPUR: Excise Mobile Squad (EMS) unit Dimapur raided various suspected liquor joints at Purana Bazar and highway area and seized a total of 1909 bottles of assorted liquor on September 16. A press release by superintendent of Excise & Prohibition (MS), Dimapur, K. Toshiho Yeptho stated that, seven persons have been arrested in this connection and penalised under relevant section of NLTP Act. The seized articles have been deposited at unit’s malkhana for destruction. Vigilance and duty have been ramped up in order to check illegal activities related to liquor. Forming AJYCP pol party historic blunder: KMSS
Guwahati, Sep 16 (PTI): The Krishak Mukti Sangram Samiti (KMSS), which has announced its foray into politics, said on Tuesday that the forming of a separate party by the AASU and the AJYCP is a “historic blunder” in uniting the anti-CAA sentiments. The KMSS gave the two organisations time till September 20 to join hands with it or, the farmers’ body said, it will go ahead and form a separate political entity to contest the Assam assembly polls likely to be held in March- April next year. The All Assam Student Union (AASU) and the Asom Jatiyatabadi Yuva Chhatra Parishad (AJYCP) formed a new political party, Asam Jatiya Parishad, on Monday. “It is a historic blunder to launch a party alone without aligning with likeminded anti-Citizenship (Amendment) Act forces. Seeing us launching separate parties, the BJP and RSS are smiling now,”
KMSS president Bhasco De Saikia told a press conference here. The KMSS, he said, had suggested one party, one flag and one symbol and the organisation is still committed to it. Division of votes among different antiBJP forces “will defeat the very fight against the CAA”, Saikia said. “We will wait till September 20 expecting a favourable response from the AASU and the AJYCP. If we do not get any response, then we will form a new party after consulting all regional, social, tribal antiCAA groups, artiste and student communities,” he said. The KMSS, AASU and the AJYCP were at the forefront of the protracted protests against the Citizenship Amendment Act, that rocked Assam in 2019. Saikia said the statement by the AASU and the AJYCP leaders about their difference with the KMSS on ideological and work front were made to create
confusion in the formation of the regional party comprising all the three organisations. “It was just an excuse. If we could have united under one flag and one symbol in one party with one constitution having one programme, then this question of difference would not have arisen at all,” he said. If all the anti-CAA and regional forces unite, the BJP-led ruling front and Congress-AIUDF’s alliance will be “decimated”, he added. “If the BJP-led communal forces win again in 2021 with Hindu-Muslim politics, then they will be ruling us for the next 30 years. This is the time we defeat them,” the KMSS President said. The KMSS had on August 22 announced that it will launch a political party to fight the Assembly elections in 2021 and its jailed leader Akhil Gogoi will be its chief ministerial candidate.

Shillong, Sep 16: The Joint Action Committee of teachers, students and non-teaching staff of North Eastern Hill University on Wednesday demanded investigation into the alleged financial, administrative and academic irregularities by the current vice-chancellor, Prof. S.K.Srivastava. “(We) appeal to all concerned to launch an investigation into all financial, administrative and academic infirmities committed by Prof Srivastva. It is a disgrace that a premier university like NEHU still has to bear with all the omissions and commissions of the incumbent Vice Chancellor,” North Eastern Hill University Teachers’ Association (NEHUTA), president, Prof XP Mao said. Mounting pressure on the central government for immediate removal of Prof. Srivastava, the JAC held a protest walk in the NEHU premises highlighting all round failure of the incumbent Vice Chancellor in running the University as per the Act of Parliament that brought the University
into existence. Interestingly, NEHU on Tuesday had announced that the annual grant of the NEHUTA has been withheld for boycotting the XXV Convocation held on November 28, 2018 in violation against the university’s statutes/rules. However, Prof Mao explained that NEHUTA’s call for boycott of Convocation arose from Vice Chancellor’s non-compliance with statute pertaining to holding of convocation in the year 2018. “Once again, the outgoing Vice Chancellor is misleading by a poor attempt to justify withholding of NEHUTA grants on false excuses,” he said, adding that the Teachers’ Association implored Prof. Srivastava to convene University court before the convocation is held, as convening court meeting before the convocation is mandatory but still the Vice Chancellor held the convocation without the court meeting. Prof. Mao said, “The sole intent behind such diversionary tactic is to cover up his unstatutory act of withholding NEHUTA grant.”

Its legislator K Leishiyo was elected as chairman of the Hill Areas Committee (HAC) of Manipur Legislative Assembly uncontested on Wednesday. He was elected unopposed as no other member of the HAC from the opposition party (Congress) filed nomination to contest for the post. He assumed the office of the chairman soon after he was declared elected uncontested for the post, as notified by the Manipur Legislative Assembly today. The election to the post was necessitated after T Thangzalam Haokip resigned from the state Assembly in June this year. The deputy chief minister is among four legislators of the NPP enjoying ministerial berths in the BJP-led coalition govern-
ment in Manipur. An order affecting the expulsion of the deputy chief minister was issued on Wednesday by state unit general secretary (admin) Thongkam Haokip. “On the recommendation of the Disciplinary Committee, NPP Manipur state unit, the president is pleased to expel Yumnam Joykumar Singh, MLA from the NPP Manipur for six years under constitution of the party,” the order stated. On his expulsion, Singh ceases to be a primary
member of the party with immediate effect, it added. Addressing a press conference, Thangminlen Kipgen who claimed to have been re-elected as president of the state unit of the party said the deputy chief minister was expelled from the party for indulging in antiparty activities. The four NPP Ministers in the BJP led coalition are not concerned for strengthening the party as they never made any effort to enroll new members of the party, Kipgen said alleg-

According to DIPR report, the forum discussed on “district vision document for quality education for all” with a vision to have a cent percent pass in class 10 and 12 in government schools and to improve quality education at village level. One of the main highlights was to come up with quarterly format to submit

Right to education of children with disabilities
DIMAPUR: Nagaland government has notified sections 16 and 31 of the Rights of Persons with Disabilities Act 2016 pertaining to the education of children with disabilities, wherein notification was duly signed by chief secretary on March 30, 2020. A press release by state commissioner for Persons with Disabilities, Diethono Nakhro stated that, this was a very significant step forward for the disabled community towards accessing education. The sections of the Act had stated that state government and local authorities shall endeavour that all educational institutions funded or recognised by them provide inclusive education to the children with disabilities and towards that end shall. Section 16 stipulates that: Admit them without discrimination and provide K Y M C
education and opportunities for sports and recreation activities equally with others; Make building, campus and various facilities accessible; Provide reasonable accommodation according to the individual’s requirements; Provide necessary support individualised or otherwise in environments that maximise academic and social development consistent with the goal of full inclusion; Ensure that the education to persons who are blind or deaf or both is imparted in the most appropriate languages and modes and means of communication; Detect specific learning disabilities in children at the earliest and take suitable pedagogical and other measures to overcome them; Monitor participation, progress in terms of attainment levels and completion of
education in respect of every student with disability; Provide transportation facilities to the children with disabilities and also the attendant of the children with disabilities having high support needs. The Section 31 stipulates: Notwithstanding anything contained in the Rights of Children to Free and Compulsory Education Act, 2009, every child with benchmark disability between the age of six to eighteen years shall have the right to free education in a neighbourhood school, or in a special school, of his choice; The appropriate government and local authorities shall ensure that every child with benchmark disability has access to free education in an appropriate environment till he attains the age of eighteen years.

Organisations demand revoking of cess on fuel DIMAPUR: Extending support to the call of Dimapur Naga Students’ Union (DNSU) for revoking the cess on petrol and diesel, the Chakhesang Students’ Union Dimapur (CSUD), Kuki Students’ Organisation Nagaland (KSON) and Kuki Youth and Students’ Union (KYSU) Dimapur have urged the government to revoke the COVID cess. CSUD: Chakhesang Students’ Union Dimapur (CSUD) president George Krome stated that the central government had sanctioned enough funds to the state to respond to the pandemic, whereby there was “no need of fuel cess in nature of COVID-19 and burn the pockets of common people.” Extending support to DNSU’s demand, the CSUD stated that government should be responsible and revoke the cess on fuel immediately. Local vendors violate fixed rate: NVCO Correspondent KOHIMA, SEP 16 (NPN): Nagaland Voluntary Consumers’ Organization (NVCO) president, Kezhokhoto Savi pointed out that in spite of the rate fixed by Kohima Municipal Council (KMC) on essential commodities local vendors are selling goods at high rate. Speaking to Nagaland Post, he said that the existing rate of local pork is Rs. 220, but local vendors were selling it by Rs.1200 for 3 Kgs. Savi lamented that many were not honoring the directive given by the government. He further said that the Covid cess on petrol and diesel has increased transportation costs, pushing the local vendors to charge more. President said that the inflation of prices on essential commodities was a serious concern as general public were suffering because of the skyrocketing price. Due to the existing ban on import of pigs and cows, sources from KMC said that there was more demand than supply and sellers charge exuberant rate. Sources admitted that the prices of the goods sold by local street vendors could not be streamlined.

Political unity
n Naga political lexicon ‘unity’ is a politically correct sounding word that has been pursued at many occasions and during different periods and instead ended up in bringing disunity. The pursuit of unity among Nagas/ all sections of society etc for a common cause, as it may, does not seem to find any relevance in an environment where differences of opinion are not taken too kindly of. There are many instances where groups of people meeting together to promote unity but followed up with too little effort in putting this noble objective into workable action. The latest and notable instance is exemplified by the Joint Legislators Forum(JLF) initiated in 2012, comprising of all the sixty legislators. The objective of the forum was to bring all stakeholders in the Naga political issue together in unity of purpose towards the common goal of peace and resolution of the Naga political issue. Since 2012 the JLF has been holding a series of consultative meetings with the Naga political groups, tribe hohos, CSOs, church etc in acting as facilitator for peace. The only drawback is that the neither the JLF nor any of the elected leaders are involved or are part of the negotiations between the government of India and the Naga political groups. That has left it as an appendage of the process where it can only but voice its concern or desire or demand on stakeholders to come together for peace and solution and a rather tall order on the government of India, to bring an early solution that is honourable and acceptable to all sections of society. On several occasions since 2012, JLF delegations including cabinet ministers have been flying to and fro between Dimapur and Delhi to meet with central leaders and MPs over the issue. Their efforts to bring early solution as facilitators and expressed willingness to sacrifice their seats or relinquish power so as to pave way when agreement is reached between the negotiating parties will be surely put under test. It was probably on the cards when the opposition NPF decided on August 18 to withdraw from the JLF. The grouse with the NPF is that several of its suggestions at the JLF were ignored by the ruling party leaders. In addition, NPF alleged that ruling party leaders were not keeping the opposition in the JLF informed about outcome of their meetings with central leaders. On August 28, the NPF formed the Political Affairs Mission(PAM) with the same objective of bringing all stakeholders on board for a final Naga political solution. Thus, there are as today two facilitators for Naga solution-JLF and PAM working in tandem. The pursuit of unity which has ended in disunity of approach is certainly not an example to be set, especially when the keyword continues to be ‘unity’ in the pursuit of the same goal. What the two fora of ruling and opposition legislators would achieve is not understood except that the split in the JLF has only served to project a divided approach. This newspaper had commented in past issues, that legislators are drum beating over solution to the Naga issue but choosing to forget that their primary responsibility is to deliver the promised goods to their voters as elected representatives. People want peace, progress and security and the legislators have not addressed these issues. It is time that legislators wake up to reality since people are unwilling to be fooled again.

God does not hear us because we pray earnestly— He hears us solely on the basis of redemption. God is never impressed by our earnestness. Prayer is not simply getting things from God— that is only the most elementary kind of prayer. Prayer is coming into perfect fellowship and oneness with God. If the Son of God has been formed in us through regeneration (see Galatians 4:19), then He will continue to press on beyond our common sense and will change our attitude about the things for which we pray. “Everyone who asks receives…” (Matthew 7:8). We pray religious nonsense without even involving our will, and then we say that God did not answer— but in reality we have never asked for anything. Jesus said, “…you will ask what you desire…” (John 15:7). Asking means that our will must be involved. Whenever Jesus talked about prayer, He spoke with wonderful childlike simplicity. Then we respond with our critical attitude, saying, “Yes, but even Jesus said that we must ask.” But remember that we have to ask things of God that are in keeping with the God whom Jesus Christ revealed.

An appeal to Naga leaders and concerned Nagas
I
t is very painful to see the divisions and differences amongst the Nagas on the issue relating to Naga Political solution. Nagas were one from the time immemorial but during the British rule, Nagas were divided and put some to Myanmar, some to Nagaland, some to Arunachal and some to Manipur for administrative convenience. However, whatever, and wherever they might be, we are Nagas and should be united, never to be divided. In the present Naga political talk it is learnt that Land integration of Naga contiguous area is not possible due to the objection of neighbouring states but Nagas will remain as Nagas. May I appeal to our Naga leaders, intellectuals and concerned Naga citizens to ponder seriously over the Naga issue and guide the general public in line with the unity and the common interest of the Nagas. In this connection, I want you to revisit the Naga history and the sacrifices made for Nagas struggle for self determination. It is noted that our Nagas aspiration for Self Determination has reflected from submission of memorandum to Simon Commission in 1929 by Naga Club. This has an impact on British India Rule in 1935 British Parliament has passed a bill and put Naga Hills under the

Excluded Area of BritishIndia governance which is equivalent to Independence. Meanwhile, movement for Nagas right for freedom was then organized under Naga National Council led by Late A. Z. Phizo. And in 1946 a delegation led by A. Z Phizo went to Delhi and met Mahatma Gandhi and informed him that Nagas are not Indian and their land also does not belong to India. Then Gandhiji replied, if you said you are not Indian and your land does not belong to India then the matter ends there. I cannot force you to join the Indian Union. Nagas have every right to be Independent. The delegation then came back home and declared Naga Independence on 14th August, 1947. However, from 1954 onwards the Indian Govt. deployed their forces to Nagaland and started shooting/ killing, torturing, destroying the building/properties, burning of granaries, villages etc. and forcefully occupied the Nagas land. Despite all these sufferings, the Nagas did not give up but grows more stronger resisting the Indian forces. Slowly Naga Armies were well organized and fought with the Indian forces. However, in due course of time, the Nagas struggled for freedom went into rough weather of ups and down at some point of time yet Nagas never gave up

Not the other way around, blowing trumpet of our own tribe against another; this is not `proud of being a Naga’, rather this is being proud of your own circle and that too, a toxic one which has nothing to do with NAGA in general and will only promote tribalism. Talking about tribalism, within the tribes we have clan-ism and within clan we have khel-ism. Too much of separation and division still. If it goes on, how do you expect the younger generations to be proud of being a Naga, they won’t find any reason to be proud of but will have every reason to take pride in only their tribal community particularly. This

In between, splitting of Naga Naional workers led to the formation of different groups and also took place in signing of Ceasefire Agreement, Accords etc but were all a failure. In the phase of all these, a group of Naga National Council who opposed to these accords or Agreement formed the National Socialist Council of Nagaland led by Isaac Swu and Th. Muivah (NSCN IM). The contribution of NSCN (IM) for spreading of Naga issue to different countries and earned a membership in UNPO is a great achievement for the Nagas. They have kept a life the Naga issue to this day. Now with the effort of NSCN (IM) and the mandate given to them by the Nagas, the talk on Naga political issue with the Govt. of India (GoI) was started from 1997 and is continuing to this day. Some may disagree but this is the truth and no one can deny. Through negotiation with the Govt. of India Framework Agreement has been signed on 3rd August, 2015. Under the Frame Work Agreement, the Government of India (GoI) has recognized the Unique history of the Nagas, Share Sovereignty between the two
entities and peaceful coexistence. The unique history of Nagas are declaration of Self Determination for Freedom (from 1929), claiming of their legitimate rights for freedom (1946), Naga Hills put in the Excluded Area passed by British Parliament, Nagaland was one time put under the Ministry of External affairs (GoI), Nagas lived a different lifestyle in governance and have their own social, political, cultural and traditional identity, and their life stock also different from Indians and extra and extra. That is the unique history of Nagas recognized by the GoI. The Naga political history is a unique one quite different from other state like J&k, Manipur etc. and should not be taken for comparison. Again, the two parties have agreed the Share Sovereignty between the two entities which means sharing powers between the two different nations. Also the two parties agreed peaceful coexistence. So under the Framework Agreement there is a scope for demand of Constitution and Flag and is negotiable. Nagas knew that they need India and should live peacefully with the Indians but GOI has to accept what has been agreed and not to cheat the Nagas again like the Akbar Hydari Ali Agreement. Naga solution is the fight for our legitimate rights to self determination and exchange of the sacrifices made for Naga cause and not the package. No doubt package may be there but the priority is our rights for freedom. When we think of Naga solution remember how many of our beloved Naga intellectuals, good leaders , Naga patriots etc. has been killed and tortured to die beyond imagination, how many houses, granaries, properties burnt down and how many has been made to starvation. Let us also think of how long Nagas has suffered. We have to consider the sacrifices and sufferings in exchange of solution and not the mere package. And above all, I earnestly appeal to fellow Nagas particularly the Naga leaders of any organizations/groups not to criticize the negotiators and not have differences and divisions amongst us. Let us also not support our adversaries to divide us again. Whatever problems/differences crop up should be settled within us through the goodwill and in the spirit of brotherhood. Nagas will live with Nagas and not with our adversaries. Let us not sell out our legitimate rights at the expense of facilities or favour. Let us do what is good for Nagas. Bear the differences and amicably solve the problem. Let us also remember that Naga
Proud to be a Naga, are you sure?
is how tribalism is indirectly passed down from generation to generation and it is high time for us to see this. When we talk about “The Nagas” in general, it is hard to leave out the topic on head hunting. To those who are proud of the headhunter tag, read this with an open mind. Of course, the headhunting days are over with the coming of Christianity but it is still a thing for us since its deeply rooted in our mindset. At times, we are proud of being called a warrior, a headhunter but when we look back, it is needless to say that our forefathers back in those day were not running around hunting heads outside our own geographical region. They weren’t hunting heads in the southern, eastern, western or northern parts of India. No, they were practicing this culture of headhunting here on this land, now known as Nagaland. One tribe will hunt the heads of their rival tribes and vice-versa. In short, a war of headhunting among our own tribal communities. Our forefathers might have hunted the heads of somebody else’s forefathers, family members or relatives of whom you now call a friend, their tribal community and ours might have been rivals back in those days. Now, keeping this in mind when you say, “I’m proud to be a warrior” as in headhunter, you’re actually acknowledging the way of the uncivilised. For us, we have good cultural values and
traditions apart from headhunting which we have every reason to be proud of but sadly, for most people in general; it is about the warrior part, the headhunting which seems to be the only thing people can think of, to be proud of. When you say, “I’m proud to be a headhunter”, you’re basically saying, “I am proud that i killed and beheaded my own people”, because at the end of the day, the war was within our tribal communities. Personally, I’m not proud to be a headhunter because it included beheading my neighbouring tribal community whom i considered to be my rival and I do not want to have or get any kind of hostility with any other tribal communities but rather, I would like all the tribes to live in peace and harmony together as “Naga”. So NO, when I look back I’m not proud to be a headhunter, it was a time without education, without realisation, without peace, without Christianity. Of course, I completely understand why everyone likes and feels honoured to be called or tagged as a WARRIOR but when we look back, we were a kind of warriors who headhunted our own people. We can be better warriors by fighting all the negativity, standing for truth, for good and for our people as NAGAS realising the power of unity and not for a particular community. Only then, we can be proud being a warrior. Not like this, stuck on past
glories(headhunting), which was not even a glorious thing. So, are you really proud to be a HEADHUNTER? I urge you to think again. Our deeply rooted mindset on all these factors fairly explains why we are yet to be a true proud Naga patriot. We have endless reasons to be proud of and be patriotic of our own tribal community. After all these years of Christianity, education, etc, we still lack unity and there are still lots of division amongst each respective tribe. “If you are emotionally attached to your tribe, religion or political learning to the point that truth and justice become secondary considerations, your education is useless. Your exposure is useless, you cannot reason beyond your petty sentiments, you are a liability to mankind”-Dr. Chuba Okadigbo(Late). When will we wake up? To make matters worse, Nagaland is a Christian state with a total number of churches being more than any other institutions in the state. Yet, we still find ourselves taking pride in headhunting which was practised before Christianity in Nagaland. To this day, we still pay tribute to our old ways through our cultural festivals. Have you ever seen a Hindu who converted into Christianity and say that he’s now a true christian but he still celebrates all the Hindu festivals to pay tribute to his old Hindu days, hangs portraits of Hindu gods on his wall and hear him say, “this is my identity”? No?
solution is for all Nagas. Nagas have fought together for their rights from beginning so solution will also be for all Nagas. Let us not be apprehensive of that facility or that package or power. Everyone should get his/her own share of what one has contributed even for being a Naga. A system for fair treatment to be evolved by the Naga leaders after the settlement. Now, Negotiation taken over 23 years has worried the Naga people and every Naga wanted the solution at the earliest. During the period much consultations and discussions have been made with NGOs, Civil Societies, Political parties, Intellectuals, Individuals etc by both the GoI and the NSCN (IM). They have done research after research. They have fully understood all the problems of the Nagas. So no individual or organization or group should mind that their opinions or suggestion are not taken because they filtered all the different problems and taking care of the common interest. So let us not criticize or discourage them but support them and pray to God to give them wisdom and good health to settle the Naga issue in the larger interest of the Nagas and for peaceful coexistence. Well, sad to say this being a Naga, but you can compare that to a Naga Christian. I’m not saying that I’m against cultural festivals rather, I’m saying that we should be able to identify and value the good culture and stop putting the bad culture in the spotlight which will eventually result in tribalism. Headhunting was all about tribalism; one tribe being greater than the other or being a better warrior than the other. It’s hard to look at out mistakes and easier to ignore it and this is something that we shouldn’t ignore but we’ve been ignoring. Its high time we check our mindset, remove what is bad and keep the good. Now, let’s ask ourselves these two questions: Are we proud to be a Naga? Or are we proud of our own tribe? If the first question is what we want to be but we can only think of things that contribute to the second question, then we must work on our mindset. Working on our mindset is very important and basic at the same time. If we can’t get the basic right, we go wrong all the way. It will be like trying to frame a sentence without knowing the alphabets. The bottom line is, “We are NAGAS” like it or not, and whether to be proud of it or to be ashamed is on us to choose. The question of dignity and Naga independence
(From Previous issue) umerous twists and turns have stalked the Naga independence journey. To our own shame and downfall, we have jumped to catch the carrots thrown to us, one too many times. Who benefitted from those jumps is again, altogether a case of heading towards touching the Pandora’s box. If our political, social, and economic fronts look botched today, could that be because the sharp and single-minded vision and commitment of focused leaders of the bygone days have slowly but surely been gnawed and chiselled away intentionally or otherwise? Have our virtues and values been shelved in exchange for momentary fame and gain? I remember how a dear Uncle would visit our home, decades ago, and relate countless stories about their rigorous training in China. He taught us never to waste even a single grain of rice when we had food. He showed what simplicity of life and commitment to a worthy cause entailed through his own example. In the absence of dignity,

self-reliance which results from self-respect go missing. Our messy political journey might have made many Nagas grow up disillusioned and even angry, but that still does not justify our sometimes uncouth, unprincipled, and brutish behaviour. Take, for instance, the case of a young Naga father carrying his two year (or so) old son on his chest, tied with a piece of cloth, just like how Nagas carry their children. This was at a weekly bazaar along the National Highway. As sellers and shoppers busied themselves over transactions, this Naga father coolly scooped a handful of neemkies from the pile where a non-local was selling fried goodies, and gave some to his son. As the shocked and unhappy neemkie seller protested, the Naga jerked his hand out, and pointing at the non-local with his finger, angrily shouted, “Chup! Tumi ki koi ase? Etu moi laga bosti ase. Moi laga bosti, moi lagak hushi!” (“Shut up! What are you saying? This is my village/ town. I do as I wish here!”), and walked off in a huff. The thought that has stayed with
me, since, has been: What are we parents teaching our children every day, through the way we handle ourselves and others? I also recall the nicely dressed elderly Naga lady in a shop selling traditional Naga attires, wood crafts, and tools. She could have easily passed off as a faithful deaconess in a church. After buying several items, I told her I needed a receipt/bill. She pulled out the receipt booklet and asked me to write down the list myself, since she did not know some spellings, and said she would sign at the end. When she learnt that I was not buying the things for myself, without even a faint sign of a sense of guilt, she said, “Enaka hoile to, apni he saman laga daam khushi khushi lekhibhi. Kun bhi najanibo. Moi sign kori diboto” (“In that case, you can write down the price of the stuffs as you wish. No one will know. I will sign it at the bottom.”) As I try to imagine what could be transpiring every day among our people, I am able to think of many noble and beautiful things which are
taking place here and there. There are sincere, genuine Nagas making good of life. Yet, I cannot help but shudder also at the thought of all the evil and dark practices that fill our land. What if the mistakes and the wrongs we commit blatantly or covertly are done way too often that they become our way of life? What will our Naga society look like when we are left on our own to put the fragmented pieces back together, in the absence of a sense of right and wrong? Paul Johnson, a Christian historian, once said, “One of the lessons of history is that no civilization can be taken for granted. Its permanency can never be assured. There is always a dark age waiting for you around the corner, if you play your cards badly and you make sufficient mistakes.” Does a dark age await the Nagas; an age where dignity has no place? One day, if and when India grants the Nagas what we truly deserve and desire, will India have the dignity to assist Nagas get up on their feet again or dump them to find their own moorings? If
and when that day dawns, will we Nagas have the dignity and the mettle to show the world that we do have credible substance and values to stand on; that we are much more than just a warring group of people capable of living only for our own selves? Perhaps a future

Recklessness of people during the lockdown period
I would like to draw your kind attention to the recklessness of people during the lockdown period. It is a known fact that corona is the fatal cause of death and it has caused pandemic throughout the world. But few careless people think that it will not affect them. In spite of repeated announcement of lockdown, they come casually and gather on the roadsides. Market places are crowded since morning and no one cares to obey the instructions given; maintain social distancing, use masks, and sanitizers. Even though the cases of COVID-19 has gone down there is still a high chance to get affected if we are being too carless. It is high time for higher authorities to take strong actions and make sure the people abide by the rules given to them, so that the situation does not get much awful scenes where we cannot count the dead bodies. JAMMU, SEP 16 (PTI): The Indian Army is fully prepared to fight a fullfledged war even in winters in eastern Ladakh and if China created conditions for war, they will face a better trained, better prepared, fully rested and psychologically hardened Indian troops, says Brig (retd) Hemant Mahajan. The assessment of the retired army officer titled ‘Operational logistic readiness of the Indian Army’ was contained in a statement circulated to the media by the Army’s Northern Command PRO in Udhampur earlier in the day. In email messages to the media in the evening, the Public Relations Officer(PRO) said the statement “doesn’t represent the views of either Northern Command or Indian Army” and that it may be treated as “cancelled”. In separate Whatsapp messages, the PRO further stated that the statement was the view of Brig(retd) Hemant Mahajan and it was “wrongly conveyed” as a statement of the Northern Command. According to Mahajan, compared to the physically and psychologically battlehardened Indian troops, Chinese troops mostly are

from urban areas and not used to hardships or prolonged deployment under field conditions. The comments by the retired officer came against the backdrop of a report by China’s official media outlet Global Times that India’s operational logistics is not geared up adequately and it will not be able to fight through winters effectively. “This can best be attributed to ignorance. and more than capable of fighting a full-fledged war even in winters in eastern Ladakh,” Brig(retd) Mahajan said. “India is a peace-loving country and wishes to have good relations with its neighbours. India always prefers to resolve issues through dialogue. While talks are in progress to resolve the border issues with China in eastern Ladakh, at the military level it is well prepared for the prolonged stand-off,” he said. He said altitudes in Ladakh range from “high to super-high altitude” and there is a lot of snowfall – up to 40 feet after November. While these facts are known to the world, he said, adding the operational logistics capabilities, however, are hardly known.
No infiltration along Sino-Indian border in last 6 months: Govt tells RS The government on Wednesday said there has been no infiltration along the Sino-Indian border in the last six months, while 47 infiltration bids have been reported along the Indo-Pak border during the period. The Union Home Ministry also informed the Rajya Sabha that 594 attempts of infiltration into Jammu and Kashmir by Pakistani militants have been reported in the last three years, of which 312 were successful. “No infiltration has been reported along Indo-China border during last six months,” Union Minister of State for Home Nityanad Rai said in a written response to a question.

sent and deed made with the local land owner.” Therefore, ZB (N) asserted that claiming Intangki as the common property of all the Nagas was “a blatant lie” and that it “simply was a deceitful and covetous attempt to exploit the land in the name and pretext of the Naga underground governments.” ZB (N) maintained that the land and its people of each tribe/community must be respected and ensure justice to all.
It cautioned that the innocence, simplicity and generosity of the Zeliangrong people must not be taken for granted or taken as ignorant of the inherent rights of the people. In the event of failure to withdraw all claims of ownership of the Intangki by the Naga national political organizations, the Baudi cautioned that the “land owner shall be compelled to sue for legal intervention under pertinent section of laws.”

Describing the incident as “sorrowful and unfortunate”, Rajasthan Chief Minister Ashok Gehlot on his Twitter handle expressed condolences to the aggrieved families. The chief minister announced a compensation of Rs 1 lakh to the kin of each deceased. Lok Sabha Speaker Om Birla, who is an MP from the Kota-Bundi constituency of Rajasthan, too expressed grief over the incident. Local Congress MLA Ramnarayan Meena expressed sorrow over the tragedy and demanded that the relief amount be increased. “I have written to CM Ashok Gehlot to increase the compensation,” Meena told PTI, alleging that negligence by local officials resulted in the mishap. When local officials were aware of the movement of the boat, they should have informed their seniors, he said.

KOTA (RAJ), SEP 16 (PTI): At least 11 people, including women and children, were killed after a boat carrying over 30 devotees to a temple in Rajasthan’s Bundi district capsized in the Chambal river here on Wednesday morning, officials said. Three people are still missing while 20 devotees were rescued, they added. Belonging to the Khatoli–Itawa area of Kota, they were going to the Kamleshwar temple in Indergarh of Bundi to offer prayers. The accident took place around 8.45 am near Gotra village under the Khatoli police station, about 110 kilometers from Kota district headquarters. The depth of the river where the boat overturned is around 40-45 feet, an official said, adding a rescue operation was launched by the SDRF and the NDRF. “At least 11 people have been killed in the mishap in Khatoli while the search for three others is under way,”

India is the manufacturing partner of the vaccine candidate named Covishield, developed jointly by the University of Oxford’s Jenner Institute’s and AstraZeneca. The earlier deadline set by the Supreme Court for the special CBI court to pronounce verdict was Augustend. It was extended by a month on August 22. TOKYO, NEW DELHI SEP 16 (AP/PTI): Japan’s Parliament elected Yoshihide Suga as prime minister Wednesday, replacing long-serving leader Shinzo Abe with his right-hand man. Suga had been chosen as leader of the ruling party on Monday, virtually assuring he would succeed Abe, who resigned earlier in the day because of ill health. Suga, who was chief Cabinet secretary in Abe’s government, is to launch his own Cabinet later Wednesday. Suga has stressed his background as a farmer’s son and a self-made politician in promising to serve the interests of ordinary people and rural communities. He has said he will pursue Abe’s unfinished policies, and that his top priorities will be fighting the coronavirus and turning around an economy battered by the pandemic. Abe said before the change was official that as a lawmaker, he will support Suga’s government and he thanked the people for their understanding and strong support for the upcoming leadership under Suga. “I devoted my body and soul for the economic recovery and diplomacy to protect Japan’s national interest every single day since

M O S C OW, S E P 1 6 (AGENCIES): Russia’s sovereign wealth fund has agreed to supply 100 million doses of its coronavirus vaccine, Sputnik-V, to Indian drug company Dr Reddy’s Laboratories, the fund said on Wednesday, as Moscow speeds up plans to distribute its shot abroad. The deal comes after the Russian Direct Investment Fund (RDIF) reached agreements with Indian manufacturers to produce 300 million doses of the vaccine in India, which is a major consumer of Russian oil and arms. Dr Reddy’s, one of India’s top pharmaceutical companies, will carry out Phase III clinical trials of the vaccine in India, pending regulatory approval, RDIF said in a statement. Deliveries to India could begin in late 2020, it said, adding this was subject to the completion of trials and the vaccine’s registration by regulatory authorities in India. Russia was the first country to license a novel coronavirus vaccine before large-scale Phase III trials were complete, stirring concern among scientists and doctors about the safety and efficacy of the shot. Mujiv Hataman, a lawmaker from Basilan province, said the helicopter crashed around 1 p.m. local time somewhere in Upper Manggas, a remote village in the coastal Lantawan town on the island province. Authorities said bad weather may have caused the aircraft to crash. There was a strong gust of wind followed by a heavy downpour before the accident occurred. State Sports Academy to be upgraded as State Centre of Excellence
Kohima, Sept 16 : Kohima’s State Sports Academy has been named as one of the first eight Khelo India State Centre of Excellence (KISCE) under Sports Authority of India’s flagship talent identification and nurturing programme- Khelo India. Under the programme, Kohima’s State Sports Academy will be upgraded with a total budget of Rs.11.5cr in four years. The support will be in the form of
infrastructure upgradation, setting up of sports science centre and also soft component in the form of quality coaches and sports science human resources like physiotherapists, strength and conditioning expert etc. High quality equipments will also be provided to the players. The academy will also have High Performance Manager to ensure quality sports science input and performance management.
The Sports Ministry is upgrading existing sporting infrastructure in each state and UT, in partnership with the state and UT, and creating KISCEs with the aim to create a robust sporting ecosystem in the entire country. Each KISCE will be extended sports-specific support in 14 Olympic sports, of which one state or UT will be given support for a maximum of 3 sports. In the first leg, 8 KISCEs have been
identified, including the one in Kohima in Nagaland. The other KISCEs will be set up in Mizoram, Telengana, Manipur, Arunachal Pradesh, Odhisha, Karnataka and Kerala.
