AICC clueless on Arunachal coup

NEW DELHI, SEP 17 (AGENCIES): The Congress central leadership was comically caught clueless about the brewing trouble within its Aruanchal Pradesh government and was stunned by the infamous ‘Aaya Ram Gaya Ram-brand’ whole-scale defection of its MLAs and the entire cabinet led by chief Minister Pema Khandu himself within two months after the party won a hard-fought legal victory from Supreme Court against Modi government’s dismal of its regime. Worse, the Congress leadership this time, given the clinical execution of the ‘coup’ by its rivals exposing no rough edges, also finds itself with no credible options, including no solid ground to pose a legal challenge, to fight back. Even as the AICC leaders, including CP Joshi, the general secretary-in-charge of state, asserted their MLAs before this round of defection had neither sought any meetings or raised any internal issues of differences with the high command, questions are being asked in Congress leadership how the AICC managers for the state could be so clueless about the party. “Given the messy experience we all had in Aruanchal Pradesh a few months ago which also revealed the inten-

tions of the BJP and Modi government, why did the high command fail to be on extra vigilant to avert a repeat show of the toppling act?,” asked a senior Congress leader, who didn’t want to be identified. The Congress high command has only itself to blame since neither its general secretary in-charge C.P. Joshi nor the secretary Jaykumar are ever present in the state except after a crisis develops. The fact that the only remaining Congress MLA is the same Nabam Tuki, whom the high command just two months ago coolly removed as CM to placate the ‘BJP mixedup Congress rebels’ and foist Khandu as the new CM also exposed the leadership’s total misjudgement of character and loyalty. On September 16, Congress suffered a major blow after it lost the Arunachal Pradesh government for the second time, when chief minister Pema Khandu and all its MLAs but one defected to the Peoples’ Party of Arunachal (PPA), a BJP ally. Two independents, supporting the Khandu government, also joined the PPA-- a member of the BJP-led antiCongress grouping of North East Democratic Alliance (NEDA). The Congress had 44

legislators in the house of 60. Forty-three have defected and the only MLA to remain is former chief minister, Nabam Tuki. Khandu told reporters that he had informed Speaker Wangki Lowang that “we are merging the Congress with the PPA”. The merger was decided at a Congress Legislature Party (CLP) meeting held on Friday morning. PPA chairperson Kameng Ringu said the Congress MLAs joining his party was something waiting to happen. “It is a homecoming after a temporary exile,” Ringu told IANS. After the mass exodus of Congress MLAs, the PPA now has a strength of 45 legislators. Besides, there are 11 BJP MLAs. Arunachal Pradesh chief minister Pema Khandu today said that the decision of 43 Congress MLAs to join Peoples’ Party of Arunachal, the lone regional party of the state, was in the interest of the state and the people. “It is an undeniable fact that for a resource-stressed state like Arunachal it has to depend on the Centre for all its needs. It is difficult to make things done at the Centre with political difference,” he told reporters during a press conference.

‘Exclusive Club’ of VVIPs decide state awards

ACAUT claims nearly 4 lakh bogus voters in Nagaland

Mormugao, India’s second indigenous warship launched

Staff Reporter

Lauds Diezephe village, Langpangkong Range

The village chairman, Vesato Chuzho, while interacting with ACAUT members, said that the village council decided to take this momentous step as per the Clean Electoral Campaign of the State Election Commission and the Clean Election movement started by the NBCC. On the other hand, ACAUT said that the village council was now apprehensive that if all the 398 genuine voters end up casting their votes resulting in 100% polling, the ECI would consider such as null and void. It however lauded the bold move, saying such action was the first if its kind in Nagaland that a village council voluntarily decided to clean up its own e-roll. Despite the very fact that every single village in Nagaland was competing against their immediate neighbouring village by illegally enhancing their respective e-roll population, ACAUT said what Diezephe village had done was transformational and counter to the prevalent culture of the day. In this regard, ACAUT has appealed to all the village councils in Nagaland to follow the example of Diezephe village and Langpangkong Range, which it said was the only way the people can fight wide spread corruption at the grass root level.

MUMBAI, SEP 17 (AGENCIES): The second indigenous warship of the Visakhapatnam-class stealth guidedmissile destroyers— Mormugao — of the Indian Navy was launched at the Mazagon Dock Ship Builders Limited (MDL) on Saturday. The Indigenous Warship design and construction programme of India was achieved with the launch of the second ship of Project 15B. The warship, Mormugao, will be the fifth frontline warship, including the indigenous aircraft carrier, being launched in last six years, in addition to the delivery of three frigates, three destroyers and two corvettes during the same period. With a launch weight of 2844 tonnes, the vessel made its first contact with water at 11.58 a.m. on September 17 with full fanfare during the ceremony graced by Chief of the Naval Staff, Admiral Sunil Lanba as the Chief Guest. A d m i r a l ’s w i f e Re ena Lanba, President, Navy Wives Welfare Association (NWWA), launched the ship. Admiral Lanba said that “this event is India’s quest for selfreliance and indigenisation. The Indian Navy stands fully committed to the call of ‘Make in India’ and we are extremely proud of the fact that all of our warships and submarines on order today are being constructed within the country.”

Dimapur, Sep 17 (NPN): Many people across the state ranging from government employees/officers to entrepreneurs etc have raised questions over the non-transparent manner in which state awardees are chosen for Republic day or Independence day functions. Recently some teachers questioned how Independence Day awardees were chosen/ selected. Some government officers have expressed surprise as to how the criteria were met especially when performance of some of the awardees was dubious. Some officers work in critical fields even without holidays but are never considered for awards. Observers said this was because such employees did not have powerful lobbies to push through their names. With regard to arts, literature or music, the awardees are evaluated by a committee of experts in the field. Even formation of such committees should be made public for the sake of transparency, stated some entrepreneurs. Unless there is greater transparency and fairness in the entire process, the public will continue to feel that everything in the state is being done by an “exclusive club” of VVIPs in Kohima (at the corridors of power) who call the shots and ensure that the symbiotic relationship among them is perpetrated.

DIMAPUR, SEP 17 (NPN): ACAUT Nagaland has expressed serious concern over what it claimed that “Nagaland still has approximately 4,00,000 bogus and multiple names to be deleted from the electoral roll.” ACAUT media cell in a press note stated that unless the electoral roll is cleaned up or deletion exercise is taken up on voluntary basis by all the 2500 odd villages, both the Clean Electoral Campaign of the State Election Commission and the Clean Election movement started by the NBCC would be a futile exercise. ACAUT has lauded the extraordinary initiative taken up by the Langpangkong Range, Mokokchung district and Diezephe village, under Dimapur district to clean up the electoral roll under their respective jurisdiction. According to ACAUT, Diezephe village has claimed to have “cleaned up its electorate by deleting all the bogus and proxy names in the village e-roll”. The village council deleted 274 bogus entries out of the total 672 names in the e-roll leaving behind only 398 names of genuine voters, ACAUT said.

ANSTA unit asks DoSE, AYO’s environmental awareness Landslide: Road blockade SCERT to review OM campaign in Kohima on October 5 along NH-2 continues

DIMAPUR, SEP 17 (NPN): All Nagaland Teachers’ Association (ANSTA) Tuensang unit has expressed apprehension towards the office memorandum (OM) for training of the untrained teachers and appealed to the state government to review the OM. In a press release, ANSTA Tuensang unit president, M. Nungsang Chang, general secretary, Imlikaba Sangtam, joint secretary Thongmong, finance secretary Jungshi Sangtam and executive members, C. Yenten Chang and W. Kangba Yimchunger, said that as per the OM the total number of existing untrained teachers, who needed to be trained, was about 11987. ANSTA unit also stated that criteria set to pursue B.Ed and PSTE DIET was 45% in any institution, whereas many in-service teachers possessed “below the bench mark for the course.” Since those teachers were appointed to their posts without referring to marks they

obtained at B.A and 10+2, it said the department needed to ponder over the matter before the course of action against the untrained teacher was executed. It added that implementing the policy without proper analysis would be nothing less than discriminating teachers. Further, the unit stated that for full time B.Ed/PSTE/ DIET/D.EL.ED course, substitute teacher would be arranged and the salary was to be borne by the concerned teachers. “That is something like arranging a proxy teacher, which is being discouraged by all NGOs and the department itself,” it said. In the light of above, the unit requested the department to consider “some cut off year” for undergoing a mass training for untrained teachers since RTE Act came into effect from 2009. Meanwhile, the unit also urged the ANSTA central to take up the matter with the department for the review of the department’s OM.

DIMAPUR, SEP 17 (NPN): Angami Youth Organisation (AYO) has called for “a moment of solidarity to enable our environment” in Kohima on October 5, 2106, beginning from 6 a.m. to 6 p.m. A joint statement issued by Angami Youth Organisation president Medo Yhokha and vice president Kekhrievolie Keyho said the call was “in the conviction of our duty of solidarity for humanity, for the coming generations, and to campaign for an environment that will enhance and be suitable to sustain and support lives”. In view of this exercise, AYO has decided to impose the following regulations on October 5. (See Table) AYO said the scheduled date was not a bandh and therefore no restriction on human movement and activities would be imposed under any manner. The organisation pointed out that environmental/

All Vehicles to remain off the road for the day All mills/crushers/print/ fabricating houses/workshops/cafes/constructing agents using planners and other power driven equipments etc to down/ cease their power driven machinery/activity for the day Minimal and judicious usage of power at home on TVs/Fridges/ PCs etc All vehicle owners/ drivers etc to cease engines even at home /garages climate issues have become “too imperative to be ignored or to be left to the next generation to address this implacable fact.” With the environment in an unprecedented point of vulnerability, Angami Youth Organisation said the dam-

age and the threat of human existence have become too eminent if “we don’t react prudently now -- accept our responsibility in the current situation, act to repair what can be repaired, and conserve what can be conserved to prepare a future for ourselves and for posterity.” Towards this end, the youth organization said the initiative has been called to impress upon the present generation “for an attitudinal and behavioural change towards our nature and environment for a world that enable decent and convenient living.” Further, it said that the initiative was a call to all to take a walk to work, work with human driven energy, feel a day with nature- a day without dependence on fossil fuel energy related to life, to take a walk for healthy and better life, a day to enable “our environment to recoup its vitality for human sustenance.”

Work in progress at the landslide area on Saturday.

DIMAPUR, SEP 17 (NPN): The debris of the landslide at 185.6 km on NH-2 near Unger village under Mokokchung district continues to block the road affecting movement of all vehicles. The landside that occurred on Friday afternoon at around 2:55 p.m. completely blocked the road leaving many vehicles stranded. A similar landslide occurred at the same location earlier this month. Even as the NH Mokokc-

hung division has been working to clear the debris, it was reported that till September 18, movement of vehicles would not be possible. Earlier, NH Mokokchung Division executive engineer Er. Chubatoshi, told Nagaland Post that machineries were put to service for clearing the landslide. Emergency travellers have been requested take the road via Kelingmen and Asangma villages.

Prostate cancer rising by 2.5% a year in India Expired medicine: Settling case MUMBAI, SEP 17 (IANS): Prostate cancer (PCa) is the second most common cause of cancer and the sixth leading cause of cancer death among men worldwide. Prostate cancer among the residents of Delhi, Thiruvananthapuram, Kolkata and Pune is increasing at the rate of 2.5 per cent per year, health experts said on Saturday. The cancer projection data shows that the number of cases will become double by 2020. In India, it is the second most common cancer in Indian males as per the Indian Council of Medical Research (ICMR) and various state cancer registries. The incidence rate in India is 9-10/100000 population which is higher than other parts of Asia and Africa but lower than USA and Europe. According to the doctors, late detection and unawareness of the disease is the sole reason that prostate cancer has affected a total of 1.7 million people around the globe, with 2,88,000 cases in India alone. Also, citing the rise of benign prostatic hyperplasia (BPH), another serious prostrate problem, the doctors have urged persons above 40 to undergo monthly checkups. “In Mumbai the incidence of prostate cancer is rising as seen in last three decades with the result that it

has become one of the most common cause of cancer deaths in males. Every year around 300 new cases of prostate cancer are reported and of them 25-30 per cent cases belong to early stage,” Jagdeesh N. Kulkarni, Professor of Uro-Oncology at the Asian Cancer Institute, told IANS. Emphasising the fact that the early stage of prostate cancer has high potential for cure either by radical prostatectomy or non-surgical treatment like radiation therapy, Kulkarni said: “Robot-assisted laparoscopic prostatectomy (RALP) is the latest advancement to remove cancerous prostate in the field of urology and it brings several advantages as compared to the traditional open surgery.” “Moreover, minimally invasive technique is less traumatic and enhances outcomes and patient recovery. Importantly, minimal invasive technique helps patients with early post-operative recovery and early resumption of duties,” said Kulkarni. The prostate is a small but an important gland (organ) in the male reproductive system. It surrounds the urethra, the tube that carries urine from the bladder to the outside. As the prostate gland enlarges it tightens around the urethra, almost squeezing it like pinching a straw. This in turn may cause urinary symptoms.

This condition is known as benign prostatic hyperplasia or BPH. Health experts have also emphasised on the rising cases of BPH and said that while prostrate cancer can be treated with surgery and radiation therapy, depending on the stage of the disease, BPH can be treated with medicines. However, in case of complications surgery may be needed. V.Srinivas, a city based expert on prostate cancer, said men above the age of 50 should be encouraged and counselled to undergo digital rectal examination (DRE) and prostate specific antigen study (PSA) to detect prostate cancer in its early stage. “It is also very important for the patient to develop an extensive communication with the doctors and the patient’s PSA screening,” said Ramesh Mahajan, Consultant Urologist at Fortis Hospital. “The incidence of BPH rises with aging. By 60 years of age, more than 50% of men develop BPH and by age of 85 years, nearly 90% of men will have BPH,” said Mahajan. According to Mahajan, a simple blood test and medical check up will diagnose benign prostatic hyperplasia and to detect PSA (Prostate Specific Antigen) level, which is an enzyme secreted by the prostate, may help to distinguish between BPH and prostate cancer.

Distt adm, DMC appeal outside court ‘shocks’ NVCO for proper sanitation

DIMAPUR, SEP 17 (NPN): A day after the case pertaining to selling of expire medicine at a pharmacy within Naga Hospital Authority Kohima (NHAK) was settled in the presence of district administration, hospital authority and Angami Youth organization, the Nagaland Voluntary Consumers’ Organisation (NVCO) on Saturday said it was “shocked” over the settlement of case outside the court. In a statement, press and media cell, NVCO, said it could not understand as to how the expired medicine case already registered in a criminal court could be settled in the presence of district administration, hospital authority and Angami Youth Organisation, which is totally outside the court. NVCO questioned whether it was a case to be settled by the district administration or the court? The organisation stated that following the report of the incident in the local media it had extended support and ap-

preciation to the victim family for boldly initiating a criminal case by filing an FIR upon realizing that the medicine was expired. The organisation however expressed its displeasure over NHAK remark, while tendering apology to the victim family and the public, that the commission of the wrong act was unintentional. It questioned what would be the situation of other pharmacies when a pharmacy situated inside the hospital building and run by the NHAK “became insecure to the consumer patient”. Further, NVCO said that district administration instead of checking pharmacies within its jurisdiction had gone ahead in settling the issue, which was already admitted and proved to be wrong. NVCO stated that selling expiry goods was a serious violation of consumer rights under the Consumer Protection Act 1986 and selling expired medicine was more serious.

DIMAPUR, SEP 17 (NPN): Dimapur district administration and Dimapur Municipal Council (DMC) have appealed to the denizens of Dimapur to implement proper sanitation systems in their respective localities. Atokhe Aye while addressing the awareness programme, as part of the Swachh Bharat Mission, appealed to the public to segregate household wastes into dry, wet, home health care and electronic wastes. DC Dimapur, Kesonyu Yhome IAS who also spoke on the occasion, made a fervent appeal to the public to cooperate with the DMC in this regard.
