NPRAAF pulls up govt over double drawals DIMAPUR, SEP 17 (NPN): Landing another blow on the government over the controversies surrounding issuance of double Drawal Authorities (DAs) by the Finance department to various departments for the same project, having the same amount and at the same place, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) has come out with another startling revelation alleging that the Finance department had issued double DAs for construction of 17 Boys/Girls hostel for Scheduled Tribe at various locations across the state, thereby doubling the expenditure from Rs. 10.03 to Rs. 20.5 crore It may be recalled that ACAUT and other NGOs had also made similar allegations, backed with data in recent months. NPRAAF information & publicity cell revealed that on July 11, 2016, through Drawal Authority (DA) No 10 of 2016-17 under demand No 27– Planning Machinery, the state Finance department (Budget & Monitoring Cell) had released Rs 10.03 crore

No ACCIF office at Padumpukhuri: PVC DIMAPUR, SEP 17 (NPN): Rejecting AntiCorruption & Crime Investigation Front (ACCIF) state unit’s claim that its office was located at Padumpukhuri, H/no.14, the Padumpukhuri Village Council (PVC) on Sunday clarified that there was no such office under its jurisdiction. In a statement, PVC chairman Vitoka Katty and secretary Sanjay Mech said that the council conducted a thorough verification but found that there was no such office functioning at the mentioned address. In this regard, PVC warned of stern action against anyone found trying to mislead or bring bad name to the village. On Saturday, ACCIF state unit president, Akhei Achumi had welcomed anyone to visit its office (H/no. 14, Padumpukhuri) to know more about its activities.

However, NPRAAF expressed surprise that the Finance department on May 29, 2017 through DA No. 5 of 2017-18 under demand no. 27– Planning Machinery, had again released similar amount of Rs 10.03 crore for construction of the same hostels and at the same locations. ent DAs and numbers, the total amount for the project doubled to Rs 20.5 crore. Fur ther, NPRAAF pointed out that nothing was mentioned in the DA as under which scheme/programme the Government of India had sanctioned the amount. The state government merely mentioned that “the expenditure is to be classified under CSS against the sanctioned budget of the current financial year,” it said. Railways reduces sleeping time in train by an hour NEW DELHI, SEP 17 (IANS): Arguments between passengers allotted the lower and middle berths in reserved train coaches are common and in a bid to end this issue, the Railways has decided to reduce the official sleeping hours in its trains by an hour. According to a circular issued by Railway Board on August 31, passengers allotted to the lower berths in the reserved coaches can only sleep between 10 p.m. and 6 a.m. and must allow those allotted middle or upper berths to sit there for the rest of the time. Earlier, the existing permissible time for sleeping in reserved coaches was between 9 p.m. and 6 a.m. “Sleeping accommodation between 2200 hours and 0600 hours and sitting accommodation for the rest of the period is provided for the passengers in the reserved coaches having

sleeping accommodation,” the circular said. “On the lower berths on which passengers have been booked under Reservation Against Cancellation (RAC), during the day time, sitting accommodation is also provided for those booked on the upper berth,” the circular said. The circular also clarified that a person booked on side upper berth will not have any claim of seat on the lower berth between 10 p.m. hours and 6 a.m. “Passengers are, however, requested to cooperate with the sick, persons with disability, and pregnant ladies in case they want to sleep beyond permissible limits,” it said. Railways spokesperson Anil Saxena told IANS that the decision was taken in view of the feedback received from the officials over sleeping arrangement in the trains.

State funeral for Marshal Arjan Singh today NEW DELHI, SEP 17 (AGENCIES): A state funeral will be accorded to Marshal of the Indian Air Force Arjan Singh and the national flag will fly at half mast in all government buildings here on Monday in his honour, Ministry of Home Affairs said on Sunday. The last rites of Singh, who passed away at the Army’s Research and Referral Hospital on Saturday, would be performed at Brar Square here at 10 a.m. on Monday. “As a mark of respect to the departed dignitary, a state funeral will be accorded and national flag will fly half-mast on the day of the funeral (September 18) in Delhi on all buildings where it is flown regularly,” a Home ministry spokesperson said.

Therefore, NPRAAF has asked the concerned department to disclose the list of all beneficiaries with complete details in public domain within a reasonable time-frame, failing which the forum said it would approach appropriate authorities in the larger interest of public.

PM Narendra Modi calls for ‘Sweet Revolution’ in India AMRELI, SEP 17 (AGENCIES): Prime Minister Narendra Modi on Sunday called upon the dairy industry to take up honey farming for bringing sweet revolution in the country on the lines of white revolution and green revolution. The prime minister listed various initiatives which the farmers can take up to increase their income. “After green and white revolution, now it is time for ‘blue revolution’ and ‘sweet revolution’,” Modi said. “These two revolutions have the potential to transform the lives of people of Saurashtra,” he told the conference after inaugurating the new Amreli Agriculture Produce Market Committee (APMC) building. He further said that “the e-NAM Yojana is helping farmers and giving them access to better markets. The government of India wishes to see sweet revolution, just like green revolution and blue revolution happened in India. The Blue Revolution and Sweet Revolution have the potential to transform lives of people in Saurashtra.” “In any other part of

CM, Dr. Shürho, Rio condole Tsukru’s demise DIMAPUR, SEP 17 (NPN): Nagaland chief minister T.R. Zeliang, NPF president Dr Shürhozelie Liezietsu, Lok Sabha MP, Neiphiu Rio, Naga Students’ Federation (NSF) and various organizations have conveyed their condolences to the family members of late Zaku Tsukru, senior vice president of NPF and former NSF president, who passed away on Sunday morning after a brief illness. In a condolence message to Mrs. Kosolie Tsukru and family, chief minister T.R. Zeliang described late Zaku Tsukru as a tall leader, who remained a strong regionalist till his demise. He had served the society in several capacities including president of Angami Public Organization and the NSF, Zeliang said. The passing away of late Zaku, who had rendered his service for the welfare of the Naga society was a great loss to the

Nagas, he added. Zeliang prayed that Almighty God grant peace and solace to his near and dear ones and the departed soul to rest in eternal peace. Dr. Shürhozelie: In his condolence message, Dr. Shürhozelie Liezietsu said late Zaku was one of his closest confidantes and had always been with him through thick and thin. “A thorough gentleman, party men and women looked up to him, and considered him as a fatherly figure of the NPF party. Never one to lose his cool, he never failed to give a level-headed counsel during crucial party meetings”, Dr. Shurhozelie said. He was a man, who stood steadfast on his beliefs, principles and ideologies and never hesitated to speak out the truth, NPF president said. In his demise, NPF has lost a towering personality whose contributions to the

party were immense and immeasurable. Further, Dr. Shurhozelie expressed sympathy to the family members and prayed for the departed soul to rest in peace. Rio: Lok Sabha MP, Neiphiu Rio and president NPF has expressed grieve over the untimely demise of Zaku Tsukrü on September 17. In a condolence message to Mrs. Kusole, Rio said he and late Zaku worked together as youth leaders in the United Democratic Front Party during the mid 70s. Even though they parted ways, Rio said both of them continued to work for the people through various platforms and different political parties. Later, Rio said he had also the opportunity to work closely with late Zaku once again, when he contested from NPF ticket as Southern Angami II constituency in the general election in February 2003. The MP

also described late Zaku as a staunch regionalist, a man of principle, simple and upright, who had worked wholeheartedly for the cause of the common man and in his death the people have lost a dear friend and a committed leader. NSF: NSF president, Kesosul Christopher Ltu while expressing grief on the demise of late Zaku, realled the contribution and dedication of the late leader towards the Naga people and as NSF president from October 1973 to October 1974. The federation also recalled how late Zaku under his leadership revived and strengthen the NSF, during the most challenging times by overcoming all the odds. After baggage tags, CISF wants to do away with boarding pass AR, police bust extortion racket NEW DELHI, SEP 17 (PTI): After doing away with hand baggage tags at over a dozen airports, aviation security agencies are now planning to dump the boarding pass collection system and begin a regime of ‘express check-in’ aided by biometrics for smooth air travel. The chief of the country’s airport security force – the CISF – told PTI in an interview that they have begun “exploring” the technology that is required to usher in the boarding card-less system of air travel at the 59 airports that it guards at present and at the rest of such civil facilities that are going to come under its umbrella as part of a “unified command” in the future. “We are working on two projects. The first is how to introduce integrated security solutions at airports. You need to connect all dots that exist within the security establishment. You have so many strategies to do it...You have the biometrics, video analytics and a very robust access control system. “We will try to interconnect

all these things in a very integrated fashion,” CISF Director General O P Singh said. DG, an IPS officer of 1983 batch, said doing away with the boarding card system is part of this process and project, a recent initiative launched at the Hyderabad airport for ‘express check-in’ of passengers is an example in that direction. “We may do away with boarding cards too. But, that depends on how strong I become (with regard to technology- based security systems). The Hyderabad airport is the only airport in the country that is totally biometric. We are trying to explore this system for all airports,” he said. DG said the launch of the new system at the Hyderabad airport is for “every” stakeholder in the airport security to see and that it was a “shining example” when it comes to bringing in smart systems and take new steps to ensure smooth and hassle-free movement of passengers at airports. CISF’s plans come at a time when there have been talks of using identities like Aadhaar and others for starting biometric entry system of passengers at airports. It plans to not only introduce a system like the Hyderabad airport but also work towards doing away with the boarding pass with the help of biometrics. CISF, along with other agencies like the BCAS and Ministry of Civil Aviation, has recently started a passenger-friendly system of doing away with tagging and stamping of hand baggage tags for both domestic and international air travellers at 17 airports in the country and expected to be launched at ten more airports by the end of this month. CISF boss said his second project is to “rationalise” man-

power by bringing in more smart technology not only for airports security but for similar tasks when it comes to guarding vital assets of the country like aerospace stations and nuclear power plants among others. Singh said, “in due course”, CISF will take over the security duties of all the 98 civil airports in the country as part of a “unified command” for civil aviation and airports security. “This is a concept given by the government that all airports should be taken over by the CISF. But, of course it was decided that they should be given to the CISF in a phased manner. So, right now we are having cover for 59 airports. In due course we will take over some more and then further go ahead. Singh said about 20,000 fresh personnel are currently under training in the force and out of these 2,000 will immediately be deployed to fill existing vacancies in the manpower at airports under CISF cover. Over 27,000 CISF personnel guard 59 civil airports at present.

DIMAPUR, SEP 17 (NPN): A joint team of 3rd Assam Rifles and Kohima police personnel busted an extortion racket in Kohima on September 15 and 16. According to PRO IGAR (N), seven persons belonging to the military and civil wing of the NSCN (K) were arrested during the operations. In the first operation on September 15, the troops apprehended three individuals for “threatening the local populace, vendors and making unjust demands of extortion”. They were identified as ‘sgt.’ Hoshito Ayemi son of Nizheto Ayemi, L Majingmong Thiipori (civil wing) son of Lingchingmong and Linpingthu Pachuri (civil eing) son of Y Asang Pachuri, PRO said. One 7.56mm pistol, .22 pistol along with eleven rounds, challan/slips and marijuana (50 grams) were also recovered from their possession, PRO informed.
