Meanwhile, Governor informed that during his visit to a medical college in Mangalore, Manipal University,

Alva educational complex, Mangalore University and JNU Delhi, the universities expressed desire to setup their branch in Nagaland. To this, Acharya suggested that the state government could sign Memorandum of Understanding (MoUs) under PPP mode with the universities to empower the health and education system in the state. Acharya maintained that the role of Universities should not only be limited to educational knowledge, but focussed on entrepreneurship and skill education. He therefore urged the government to initiate changes so that institutions could focus on skilling the youth, while also informing that the Centre has earmarked Rs. 2000 crores for skill education. He also expressed regret that in most hospitals, the utilities of the doctors were not impressive, machineries left unused and that there was no accountability for anything. This has to be changed, he added. Acharya said he had visited various hospitals, government schools, jails and orphanage homes across the state. However, he lamented that these institutions were not given due importance.

In a press note, Finance department said that as per their records, an amount of Rs. 1002.50 lakh was received from Government of India during March. Based on the proposal received in Finance department, the amount was released during July 2016. Therefore, the department clarified that there was “no such double drawal as alleged”. The amounts released were based on actual receipts from the Government of India. The amount released, were made under the Centrally Sponsored Scheme - “Grants under Proviso to Article 275(1)” under the Ministry of Tribal Affairs, Government of India.

Need to emphasize more on bamboo development: CM

Governor backs SC order on Parl. Secys, Advisors Correspondent

KOHIMA, SEP 18 (NPN): Nagaland Governor, P.B. Acharya on Monday broke his silence over the appointment of parliamentary secretaries and advisors, saying “it was high time for the state government to abide by the rules and orders of the Supreme Court.” Responding to questions put up by media persons, Acharya said he had consulted the Advocate General on the issue. Since the government had appointed them (parliamentary secretaries and advisors) and the matter was placed before the Gauhati High Court, Acharya said the court would decide on the matter. The gover nor also clarified that he was not the authority to act on the matter. Meanwhile, a senior advocate informed this Correspondent that the GHC, Kohima bench had referred the matter to the chief justice of the Gauhati High Court to be taken up by a constitutional bench.

DIMAPUR, SEP 18 (NPN): Nagaland chief minister, T.R. Zeliang stressed on the need to lay more emphasis on bamboo development in the state. Addressing the ‘World Bamboo Day’ celebration, jointly organized by Nagaland Bamboo Development Agency (NBDA) and ministry of DoNER here at Bamboo resource centre as chief guest, Zeliang said Nagaland was the first in India to adopt bamboo policy in 2004 and had the privilege to host the first ‘World Bamboo Day’ in 2010 at Kisama, with participants from India and abroad. He said that though Nagaland had made laudable strides in development of bamboo as a resource over the years, there was much more needed to be done. Zeliang highlighted major areas of concern which needed to be urgently addressed if bamboo was to fulfill its true potential of being an effective vehicle for bringing sustainable development to the region. The need for studying species of bamboo and identifying

its appropriate uses, rationalisation of the huge existing technological gaps and adaption of markets and providing proper linkages, insuring steady and reliable supply or raw materials, skill up-gradation of workers, including participation by foreign, Indian and other institutional donors, etc were some of the major concerns. Zeliang remarked that bamboo and its uses remain largely traditional, localised and unorganised. He opined that Government of India through the ministry of Agriculture, Forest and Tribal Affairs, and by involving other in-

ternational agencies, could play a key role as part of programme convergence. Adoption of the concept of cluster formation at the village level with fiscal support by way of providing financial incentives or supplying improved machineries could be done, he said. Zeliang also called upon the gathering to reorient their approach especially in the light of the fact that the region was home to almost 60% of the country’s bamboo reserves with boundless availability of raw material by our backyard, if scientifically exploited with required backup support.

DIMAPUR, SEP 18 (NPN): Naga Students’ Federation (NSF) on Monday served a ten-day ultimatum on the state chief minister demanding that the cabinet nullify the office memorandum for approval of the cabinet meeting Agenda No. 9. In the ultimatum to the chief minister, NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, stated that despite NSF’s repeated appeals through the office of the chief secretary, the cabinet meeting held on September 11, 2017 had “illicitly” approved absorption of one post of assistant director to women resource development department from Nagaland Board of School Education (NBSE), who was serving as assistant academic officer. Naga Students’ Federation stated that cabinet meeting approval “evidently” violated the state government notification dated May 6, 2015 order, which clearly states that “the appointment of the officer as assistant director to women resource development department is purely on deputation basis and shall be reverted back to his parent department on expiry of two years term period without any notice and that, the Officer shall have no right to claim seniority nor absorption.” In the light of the above and in order to prevent such illegal precedent in future, the NSF has demanded that the cabinet nullify the office memorandum for approval of the cabinet meeting Agenda No. 9 within 10 days failing which the federation would resort to its own course of actions.
