DIMAPUR, SEP 18 (NPN): Amidst speculations that the Centre and Naga Political Groups were likely to ink the final agreement to decades old Naga political issue anytime soon, the focus has now shifted towards the national capital, Delhi. Government of India’s Representative and Interlocutor for Naga Peace Talks, R.N. Ravi is scheduled to leave for Delhi by next week. Sources informed that a delegation of the Working Committee (WC) of the NNPGs was likely to leave for Delhi soon to meet the Central leaders. Currently, NSCN (I-M) members led by its chairman, Q. NSCN/GPRN (K) army authorities back Isak Sumi DIMAPUR, SEP 18 (NPN): NSCN/GPRN-K military authorities-- Naga Army commander-in-chief ‘lt. gen.’ Moba Konyak, deputy chief ‘’lt. gen.’ Pangging Konyak, GSO-1 ‘col.’ Chingkim and GSO-2 ‘lt col.’ Bangkhao Konyak, in a statement, condemned the “unceremonious and discriminative” expulsion of general secretary Isak Sumi by president Khango Konyak, allegedly conspiring “with less than half a dozen saboteurs, mostly defectors,” without following established constitutional procedures. Hence, the members declared that it stood in solidarity with Isak Sumi. They explained that as per Art. 29 of the constitution, the general secretary should be removed through impeachment for violation of the line of NSCN and yehzabo and after being convicted for treason, sedition, bribery or high crimes and misdemeanour or violation of the council’s discipline by National Socialist Council or through the people’s council by a 2/3rd majority votes. Therefore, they urged to Khango to revoke the expulsion order in the interest of the party and the government, besides keeping in mind the interest of the Nagas above all.

talks are going on to resolve contentious issues like the NSCN (I-M)’s demand for a separate flag and a separate constitution, but no decision has been taken so far, an official told the PTI. Meanwhile, a 7-member delegation led by the Naga Mothers’ Association left for Delhi on Friday. As per reports, the delegation which also includes representatives from the Naga Women’s Union Manipur, Naga women representatives from Assam and Arunachal Pradesh and also women members of the NPMHR was likely to call on the Prime Minister. It was also learnt that the newly formed Political Affairs Mission (PAM) of the NPF may head to Delhi to meet Central leaders and others. PAM members had also sought an appointment to meet Ravi ahead of their visit to Delhi. Highly placed sources said that Ravi and the NNPGs members will be meeting to deliberate on the competencies (all crucial matters discussed during negotiations). It may be recalled that during the recent meeting held on September 10, Ravi and the Working Committee decided to reveal competencies to the people before inking the final agreement. “Now that the process is at its final stage, the two negotiating parties feel that it is imperative that the competencies are shared with the people since they are the primary stakeholders of the Naga issue,” a source, privy to the meeting, had told Nagaland Post. It may be mentioned that copies of what had been discussed between the Interlocutor and NNPGs were also handed over to elected members of Nagaland Legislative Assembly (both ruling and opposition parties), ex-parliamentarians,
members of 14 Naga tribes of Nagaland, Nagaland GB Federation (NGBF), other Civil Society Organisations (CSOs), intellectuals and individuals. NSCN (I-M) affirms on flag, constitution: A joint council meeting of NSCN (I-M) held at Council Headquarters (CHQ) Hebron on September 18, 2020 unanimously adopted the resolution to reiterate its stand that “the Naga national flag and Yehzabo (constitution) must form a part of the Indo-Naga political solution in order to qualify the Naga deal as honourable and acceptable.” NSCN (I-M) through its MIP said the joint council meeting deliberated on the historical and political rights of the Naga people and “how the Indo-Naga political talks has reached this far.” Further, the house also resolved that the Government of India and NSCN must seek a final agreement based on the “historic Framework Agreement” of the August 3, 2015.
Student bodies demand rollback of COVID cess on petroleum products CNSA sets 7-day deadline to revoke decision DIMAPUR, SEP 18 (NPN): Central Nagaland Students’ Association (CNSA) has served an ultimatum on the state government rollback cess on petroleum products on petroleum specifically petrol and high speed diesel within seven days. In an ultimatum addressed to the state chief minister through the deputy commissioner (DC) Dimapur, the CNSA president Himato Yeptho, vice president Akummeren Longchar and general secretary Lipemo M Tsopoe cautioned that in the event the government ignored the voice of the people, the association would be “compelled to take our own
course of action.” CNSA stated that it had submitted representation to chief minister on May 5, 2020 requesting the state government to rollback cess on petroleum products as the additional taxes have burdened the common people during this pandemic. CNSA, however, expressed regret that the state government did not respond to its plea. Therefore, CNSA said that its consultative meeting decided to serve ultimatum on the government. The association has appealed to all the general public to extend support and cooperation. LSU backs CNSA: Lotha Students’ Union (LSU) has extended support to CNSA ultimatum served on the state government to immediately revoke Covid-19 cess on petrol and diesel. Humtsoe and general secretary Pithungo Shitio said that despite being severely affected by COVID-19 the citizens has been fighting the pandemic. Besides increase in price of commodities in the market, LSU said the cess on petroleum products was now crippling the economy. The union has, therefore, urged the state government to understand the ramifications incurred to the livelihood of citizens by the pandemic and lift the cess. DENSU: Dimapur Eastern Nagaland Students’ Union (DENSU) has also appealed to the state government to withdraw the cess on petrol and diesel. Parl okays bill to cut salaries of MPs by 30%
WSH justifies need for setting up of a medical college in Dimapur
NEW DELHI, SEP 18 (PTI): Parliament on Friday passed a bill to reduce salaries of MPs by 30% per cent for one year to augment financial resources required to fight the COVID-19 pandemic, with members supporting the move but demanding restoration of the Members of Parliament Local Area Development Scheme (MPLADS). Rajya Sabha passed the bill on Friday, while Lok Sabha had cleared it on Tuesday. Opposition members in both the House supported the move, but pressed for restoration of MPLADS fund, which has been suspended for two years. They also said public money should not be spent under such circumstances on projects, including a new Parliament building and bullet train. A member of Parliament draws a salary of Rs 1 lakh per month and a constituency allowance of Rs 70,000 per month, besides other allowances. The Salary, Allowances and Pension of Members of Parliament (Amendment) Bill, 2020 will replace a similar ordinance issued in April this year.

Stating this in a release through its media cell, WSH pointed out that the state government has obtained approval setting up of two medical colleges – in Kohima (upgradation and conversion of NHAK to 200bedded); and the second in Mon (upgradation and conversion of Mon district hospital to 200-bedded). WSH said the conversion of district hospitals in Kohima and Mon to medical colleges was as per the Centre’s scheme (conversion of 200-bedded district hospitals to medical colleges) was laudable. WSH in particular, lauded the “Eastern Nagaland brothers” for getting a medical college. Govt signs MoU for Mon medical college
DIMAPUR, SEP 18 (NPN): The State government has decided to allow partial reopening of schools for students of Class 9 to 12 from September 21, on a “voluntary basis”, to seek academic guidance. In an order issued by chief secretary Temjen Toy, schools, colleges and other educational institutions, including coaching and training institutions/centres will be allowed to reopen subject to strict adherence to Standard Operating Procedure (SOP) issued by the government in this regard. The order stated that up to 50% of teaching and non-teaching staff residing outside the containment zones may be permitted in the schools at a time for online teaching/tele-counselling and related work, subject to strict adherence to the SOP. DIMAPUR, SEP 18 (NPN): Health minister S Pangnyu Phom Friday announced that the state government on September 15, 2020 had signed the Memorandum of Understanding (MoU) with the Ministry of Health and Family Welfare (MoHFW) for establishment of a new medical college in Mon. Announcing this on twitter, Phom expressed gratitude to the Union Health Minister Dr. Harsh Vardhan for his approval and sanctioning of the Institute to cater to the needs of remote and underserved areas and to promote access to quality healthcare. “We anticipate & call upon our people to extend fullest cooperation from all ends to make this project a dream come true for our own progress & benefit,” Phom said. Pangnyu had earlier informed that the estimated cost of the medical college was pegged at Rs 323 crore.

It may also be mentioned that Dimapur is also the commercial capital of Nagaland and among the major cities of the north east in terms of population and infrastructure. WSH also reiterated that its genuine concern for Dimapur has made it raise the demand for a medical college and not to misunderstand it as tribalism but in the fact that Dimapur is
the home of people from different communities and diverse ethnicity. Renewing its stand, WSH regretted that public were questioning why some leaders were biased against Dimapur and have been depriving it of its potential by promoting all-round development that would greatly benefit the entire state. WSH also expressed dismay that the state was splurging crores of rupees in promoting the entertainment industry while the economy was crumbling. Instead, WSH said the state government should focus more on economic development than entertainment by providing good roads, efficient power supply and water for all. To illustrate the point, WSH said several thousand Naga youths who were compelled to look for jobs outside, have returned due to the pandemic and have no means of livelihood. WSH said the government should emulate other states where thousands of returnees who were a liability have become assets after being provided with opportunities.

DIMAPUR, SEP 18 (NPN): Nagaland on Friday registered 51 fresh COVID19 positive cases-- 23 in Kohima, 20 in Dimapur, 4 in Mokokchung, 2 in Mon and 1 each in Peren and Tuensang, taking the state’s tally to 5357 cases. Till September 18, there
were 1213 active cases, 4108 recovered, 15 deaths* and 21 migrated. Further, out of the 5,357 positive cases, the distribution across various categories of people include 2501 cases from the armed forces/police, 1430 returnees, 323 frontline workers and 1103 traced contacts.
PTI: India’s COVID19 tally raced past 52 lakh with 96,424 people testing positive in a day, while the number of people who have recuperated from the disease rose to 41,12,551 on Friday, according to the Union Health Ministry data. The country’s recovery rate stands at 78.86 per cent. The total coronavirus cases mounted to 52,14,677, while the death toll climbed to 84,372 with the virus claiming 1,174 lives in a span of 24 hours, the data updated at 8 am showed. The COVID-19 case fatality rate due to the coronavirus infection has further dropped to 1.62 per cent. There are 10,17,754 active cases of COVID19 in the country which comprises 19.52 per cent of
the total caseload, the data stated. India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and it went past 50 lakh on September 16. According to the ICMR, a cumulative total of 6,15,72,343 samples have been tested up to September 17 with 10,06,615 samples being tested on Thursday. The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities. “Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said on its website, adding that statewise distribution of figures is subject to further verification and reconciliation.
(NPN): State-run oil marketing companies (OMCs) reduced the prices of petrol and diesel by 27-39 paise across the metros for the second consecutive day on Friday. According to IOCL website, the price of petrol in the national capital Delhi was revised to Rs.81.14 per litre from Rs.81.40 per litre whereas that of diesel was brought down by 35 paise to Rs.72.02 per litre After Friday’s rate revision, petrol price in Dimapur was cut to Rs.86.46 from Rs.86.72 per litre and diesel price was lowered to Rs.77.90 from Rs.78.25 per litre. In Kohima, price of petrol was brought down to Rs.87.36 from Rs.87.61 per litre while diesel price was decreased to Rs. 78.62 from Rs. 78.96 per litre.
DIMAPUR, SEP 18 (NPN): NSCN (I-M) has termed as “absolutely baseless” the recent allegation by the Zeliangrong Baudi (Nagaland) that group’s chairman Q. Tuccu claimed Intangki Wildlife Sanctuary as “No man’s Land”. According to MIP, NSCN chairman during his consultative meeting with the tribal hohos in Dimapur had at no point in time stated that Intangki Wildlife Sanctuary is “No man’s land”. MIP said that “such allegation is misleading, unfounded and far from ground reality.” MIP pointed out that during the Gilgal Camp (National Hoho) held from March 27 to April 2, 1996, one of the resolutions adopted was to protect all reserve forests in Naga areas and preserve from human
exploitation and encroachment. MIP said that prominently Intangki Wildlife Sanctuary was one such that attracted NSCN’s attention for the preservation of wild life. Since then, MIP said NSCN had stood by that resolution and “protected the Sanctuary from illegal encroachment in the face of many attempts made by people with vested interests.”
