NEW DELHI, AUG 31 (PTI): Former president Pranab Mukherjee, statesman, scholar and one of India’s most respected leaders across the political spectrum, died on Monday evening following a 21-day battle with multiple ailments. He was 84. He leaves behind two sons and one daughter. His wife Surva Mukherjee predeceased him five years ago. Mukherjee, who was admitted to the Army’s Research and Referral Hospital on August 10 and was operated for a removal of a clot in the brain the same day. The long-time Congress leader and seven-time parliamentarian, known for his encyclopaedic memory and insights into varied issues, had tested positive for COVID-19 at the time of his admission and was being treated for a lung infection. He suffered a septic shock on Sunday and died of a cardiac arrest at 4.30 pm, the hospital said. Mukherjee was one of India’s youngest finance minister when he was appointed to the post in 1982, at the age of 47. Though Mukherjee had been part of

an elected government for several terms, it was only in 2004 that he won a Lok Sabha election for the first time-- from Jangipur in West Bengal. When he became president in 2012, Mukherjee as minister in the UPA, headed 24 of 39 GOMs (groups of ministers). Between 20042012, he chaired 95 GOMs. While most of Mukherjee’s political life was fairly noncontroversial, his visit to the RSS headquarters in Nagpur in June 1988, a year after he demitted office, generated huge controversy. His Bharat Ratna in 2019 also became the centre of debate. 7-day state mourning: Centre announced sevenday state mourning from August 31 to September 6. The national flag will fly at half-mast on all buildings throughout India, where it is flown regularly, and there will be no official entertainment. The funeral will be held at 2 pm on Tuesday at the Lodhi Road crematorium, his family said.

WCH said it has also decided to take similar action against any Chakhesang involved in criminal activities should police furnish names of such persons to its office. Fur ther, WCH has called up all tribes/communities to “come up with such spirit” in order to tackle such unwanted elements plaguing society. KOHIMA, AUG 31 (NPN): Nagaland chief minister Neiphiu Rio said that Joint Legislators’ Forum (JLF) on Naga issue has not failed in its role as facilitator in the ongoing Naga peace process. In a brief interaction with a section of media persons at civil secretariat here, after a High Powered Committee(HPC) meeting, Rio however said that there were certain issues that could not be discussed with the media. He claimed that JLF had deliberated on meeting with Central leaders in February, but did not have any policy on taking this forward. He said unless members were clear about what JLF was pursuing, such a meeting would have no meaning. Rio also said though NPF blamed him for not meeting Prime Minister Narendra Modi, Union home minister Amit Shah and other Central leaders, the party should be understood that if a delegation from the

NDPP’s appeal to NPF to rejoin JLF

DIMAPUR, AUG 31 (NPN): Nationalist Democratic Progressive Party (NDPP) Monday said it was “indeed unfortunate” and “a shocking political development for entire Naga society” after the opposition NPF withdrew from the Joint Legislators Forum (JLF). NDPP through its media & communication committee said the NPF’s decision was “even more surprising” considering the Government of India led by the Prime Minister and Union Home Minister had taken “proactive steps to resume the Indo-Naga political dialogue in right earnest.” It also said the resumption of the peace talks has been welcomed by all sections and there was a fervent call for unity, understanding and oneness. While endorsing the resolution of the People’s Democratic Alliance (PDA) to NPF to reconsider its decision, NDPP said it was also a time for Naga society to come together “to strengthen not just the negotiating parties but to empower ourselves with unity.” NDPP said it was not the time to be pointing fingers at others, finding fault or “making excuses to stay away” but for leaders of all sections of the Nagas to set aside differences and rise above respective affiliations in the greater interest of Naga people. NDPP reiterated that it would “not engage in one-upmanship” and reply to the allegations made against the chief minister and PDA over the JLF issue but reiterate the appeal to NPF to reconsider its decision to withdraw from the JLF. Indian economy contracts by record 23.9 pc in Q1 Nagaland active COVID cases drop to 874 NEW DELHI, AUG 31 (PTI): India’s economy suffered its worst slump on record in April-June, with the gross domestic product (GDP) contracting by 23.9 per cent as the coronavirusrelated lockdowns weighed on the already-declining consumer demand and investment. GDP contraction in the world’s fifth-largest economy compared with 3.1 per cent growth in the preceding January-March quarter and 5.2 per cent expansion in the same period a year back, according to official data released on Monday. This is the sharpest contraction since quarterly figures started being published in 1996 and worse than what was expected by most analysts. While the pandemic caused historic GDP contractions in economies around the world, the situa-

tion in India has been made worse by more than 78,000 new infections a day and total cases topping 35 lakh. Russia’s economy contracted by a lesser-than-expected 8.5 per cent in April-

June but China grew by 3.2 per cent in the quarter. US economy shrank at a dizzying 32.9 per cent annual rate in the April-June quarter -- by far the worst quarterly plunge ever. Chief Economic Adviser K V Subramanian told PTI that the first-quarter economic performance was “driven primarily due to an exogenous shock that has been felt globally.” World Economic Outlook, he said, has highlighted countries across the globe where GDP per capita would decrease the most since 1870 -- once in oneand-a-half century event. “Which is what we are going through,” he said. During April-June, agriculture was the lone bright spot, growing by 3.4 per cent. Financial services shrank 5.3 per cent, while trade, hotels, transport and communication declined

47 per cent. Manufacturing shrank 39.3 per cent, construction contracted 50.3 per cent, mining output fell 23.3 per cent, and electricity and gas segment dropped 7 per cent. Subramanian said economy is “experiencing a V-shaped recovery” after the lockdown eased. But the RBI in its annual report last week said the economy is likely to contract even in the second quarter (July-September). Finance Minister Nirmala Sitharaman has already warned of a contraction for the full year because of the “act of God”. India’s road to recovery appears a long and hard one, particularly after a mix of monetary and fiscal measures -- 115 basis points interest rate cuts and a Rs 20 lakh crore stimulus package -- has not so far been able to prop up the economy.

D I M A P U R , AU G 3 1 (NPN): Nagaland on Monday registered 28 new COVID-19 positive cases-14 in Dimapur, 10 in Kiphire and 4 in Kohima. With 3950 cases registered till date, the state now has only 874 active cases as on August 31 while 3058 have recovered from the dreaded infection. As per

the severity of symptoms, 862 active cases are asymptomatic, 11 mild and 1 moderate case. Further, out of the 3,950 positive cases, the distribution across various categories of people include 1,692 cases from the Armed Forces, 1260 returnees, 283 frontline workers and 715 traced contacts.

India’s virus tally crosses 36 lakh mark

NEW DELHI, AUG 31 (PTI): The novel coronavirus tally in India crossed 36 lakh on Monday with 78,512 new cases, while the number of recoveries surged to 27,74,801, pushing the recovery rate to 76.62 per cent, the Health Ministry said. The death toll climbed to 64,469 with 971 more people succumbing to the infection in a span of 24 hours, according to the ministry data. There are 7,81,975 active cases of the coronavirus disease (COVID-19) in the country, while 27,74,801 people have recovered. The total coronavirus cases rose to 36,21,245, it said. The recovery rate has increased to 76.62 per cent, while the fatality rate has declined to 1.78 per cent. K Y M C

FPAI and AFA on relearning HIV during COVID-19 pandemic DIMAPUR: Family Planning Association of India (FPAI), Nagaland branch organized a webinar on the topic “Relearning HIV during COVID- 19 pandemic” with ARK Foundation Association (AFA) president, KethoAngami, as the resource person on August 28. A press release by FPAI Nagaland branch, programme officer Akangkokla Namo stated that, resource person spoke on Northeast being the epic centre of HIV in India, the states of Nagaland, Manipur and Mizoram have been competitive in the race of increased cases of HIV positive. He shared his grievances by stating that the injecting drug users are been tagged as the key people infected with HIV, however, he rectified that majority of the cases have been linked to sexual root, which was recorded based on the surveys conducted in Nagaland. Today the system was hampered with the emergence of COVID19 pandemic which was affecting the services for the existing diseases, he added. Ketho Angami opined that youths play an important role to bring positive changes in society and encouraged the youths to raise their voices on the existing policies and programmes for accountability. Furthermore, he encouraged that churches should also join hand in sensitizing about HIV to end stigma and discrimination and also provide assistance to people living with HIV along with other NGOs and departments.

DIMAPUR: Deputy commissioner & chairman District Task Force COVID-19, Tuensang, Kumar Ramnikant has stated that as per report received from the chief medical officer (CMO) Tuensang, 13 (thirteen) persons were tested positive for SARS COV-2 (COVID-19) via TrueNat and confirmed by RdRp Gene confirmation on August 29 at COVID19 Hospital Tuensang. According to DIPR report, out of 13 positive cases, 6 are returnees who were in quarantine centre, 5 are from Shamator block who were under home quarantine, 1 frontline worker and 1 primary contact under home quarantine. All patients have been isolated and further testing and contact tracing are underway. At present, the patients are asymptomatic and stable. DC Tuensang therefore has issued orders for the sealing of the office of the deputy

commissioner, Tuensang, the Circuit House and the office of superintendent of Police, Tuensang for a period of 48 hours or till further order with immediate effect. During this period no public interview and hospitality service shall be entertained and all officers/ staff of the office/Circuit House are to self isolate and work from home and be available on call. Meghalaya to seal all entry points Correspondent

Shillong, Aug 31: All entry points to Meghalaya will be closed from Monday midnight for one week every month in the next three months beginning September. The announcement was made despite the Union Home Ministry Affairs directive not to restrict inter-State and intra-State movement of persons and goods during the ongoing unlocking process. However, the Meghalaya government on Monday clarified that the closure of entry points to the State was “not defying” the Union Home Ministry’s directive but only putting in reasonable restrictions in view of the spurt of COVID-19 cases in the State. Deputy chief minister, Prestone Tynsong said the State government has placed restrictions on inter-state movement for the past few

months fearing an unrestricted movement of people from across the State would spike up cases. “It is not a total closure but we are only regulating it because there is a spike in COVID-19 cases. We are not against MHA’s directive but the state government is responsible to ensure its citizens are safe and to control the spread of the virus,” he explained. “Therefore, this regulation from the state government will continue but it does not mean that we restrict. There is no total closure, relaxation is there,” added the deputy chief minister. He said the decision to close down entry points was taken to ease the frontline workers workload and also to sanitize the places. “You have seen there are many health workers who have contracted the virus at the entry points.

Manipur extends lockdown

IMPHAL, Aug 31: The Manipur government on Monday extended re-imposed COVID-19 lockdown till September 30. There will be no curfew during the day time however night curfew would be imposed from 6:00 pm to 5:00 am, stated an order issued by the state chief secretary. The order stated that there was a need to open up and allow more activities while balancing the need to check the spread of COVID-19 infection. M e a n w h i l e, t h e COVID-19 infection count in the state rose to 6,252 as 140 more people tested positive for the virus in the last 24 hours.

As per the latest report of the state health department, of the 6252 infections tally, 4,330 patients have recovered while 28 patients have died and the number of active cases stood at 1,804 on Monday. It also informed that of the 140 new cases, 82 males and 21 females were from the general population while 37 are Central Armed Police Force (CAPF) personnel. Meanwhile, 91 patients were discharged in the past 24 hours after they were found COVID-19 free on RT PCR test. Of the total recovered cases, 3,500 are from the general population and 830 are Central Security Personnel, it stated.

Highest one-day recovery

Meghalaya on Monday recorded the highest ever single-day recoveries of 113 COVID-19 patients, adding up the total number of recoveries up to 1196, while only 26 new cases were detected, health officials said. Out of the 113 recoveries, Health and Family Welfare Minister, Alexander Laloo Hek informed 80 were reported from East Khasi Hills, 26 from West Garo Hills, three from East Jaintia Hills, besides two each from Ri-Bhoi district and North Garo Hills. Of the 26 new cases detected, Hek said 14 were reported from East Khasi Hills district, five cases (four Armed/Paramilitary Forces and one civilian) were reported from West Garo Hills, four each from East Jaintia Hills and West Khasi Hills districts besides one each from Ri-Bhoi and South West Garo Hills districts. Meghalaya has so far registered 2368 COVID-19 positive cases, including 1196 active cases, 1162 recoveries and ten deaths. “Till date, 88,963 samples have been sent for testing out of which 85,924 were negative and results of 671 tests are awaited. So far 32,573 people have returned to the state from outside,” he further informed.

Ganja worth Rs 40 lakh seized

Diphu, Aug 31 (Agencies): Khatkhati police on Sunday seized a huge consignment of ganja from a 12-wheeler truck along the AssamNagaland border. According to local police, the Khatkhati police launched a search in the cabin of a truck bearing registration number NL01 AD 7670 and recovered approximately 400 kilograms of ganja concealed under secret compartments inside the cabin. The value of the seized contraband is estimated to be around Rs 40 lakh. There has been a recent spike in smuggling of banned psychopathic drugs including cannabis into Assam through Karbi Anglong. Most of the drugs enter Assam through Karbi Anglong. Recently, the Manja police intercepted a truck and recovered over 4,000 banned ‘WY’ tablets worth Rs 4 crore in the black market.

However, as hinted recently by incumbent chief minister N Biren Singh, the by-elections to fill the vacant seats of the state Assembly are likely to be held along with general elections to the Bihar state Assembly due by October-November 2020. BJP and its ruling partners in the Biren’s government are already gearing up for the by-elections and BJP is likely to send those former Congress legislators who joined the party as party candidates.

Assam to cull 10,000 pigs to curb African swine fever

Guwahati, Aug 31 (Agencies): The Assam government will cull about 10,000 pigs from the first week of September to check the spread of African swine fever (ASF). The contagious and fatal disease has claimed nearly 18,000 pigs since it was first detected in May. Veterinary department officials said they have no option but to continue culling in the 29 identified containment zones located in 14 districts to “save the thriving piggery” sector of the state which has the highest pig population in the country. Pig farmers will be paid between Rs 2,200 and Rs 15,000 depending on the weight of the culled pigs. The pig population in the affected districts is around 14 lakh while the total pig population in

the 33 districts is estimated to be over 20 lakh, the officials said. Assam had on April 25 banned trade in pigs and pork and the movement of people associated with pig rearing/farms. A containment zone has been demarcated within a radius of 1km of the affected area but a radius of 10km from the affected area is under surveillance. The entire culling exercise in the containment zones is expected to take a week. “We could have carried out the operation in May but could not do so because of the floods. We need land to bury the carcasses which was not possible because most of the affected areas were submerged.” “Now that the floodwaters have subsided in these areas we need to go for immediate culling. An estimated 10,000 pigs

will be culled and owners will be paid as per their weight,” an official said. Culling will be followed by complete sanitisation of the affected areas. If there is no infection, pig farmers in these areas can be back in business after four months. “There will be no rearing of pigs for three months after culling. After this, we will go for limited rearing to see if the disease has been controlled. If there is no death for two weeks we will relax the ban in the affected areas.” “If the ASF prevalence continues, we will have to resume the entire process of disinfecting and sanitising the infected areas. If not, pig farmers can resume normal activities after four months,” an official said. The Assam government had last month opposed the

Centre’s decision to transport pigs from Punjab and Haryana to the Northeast because such a move, officials said, was fraught with danger as it will not only fan the spread of ASF but also Covid-19 (through drivers and vehicle staff). Punjab and Haryana do not have the market to consume the pork they produce. Therefore, these states have been supplying pigs to the Northeast where pork is a staple for many. The piggery market of the northeastern states is worth Rs 7,500 crore annually. ASF has affected pigs in Dhemaji, Sivasagar, Biswanath, Lakhimpur, Dibrugarh, Kamrup (metro), Jorhat, Golaghat, Nagaon, Majuli, Morigaon, Karbi Anglong, West Karbi Anglong and Sonitpur districts of Assam so far.

A bold step

or some decades the commercial capital of Nagaland-Dimapur City- has undergone rapid transformation. Since the mid-80s Dimapur City experienced a boom which catapulted it to the position as among the fastest growing cities after Guwahati City. Unfortunately, the negatives have outweighed the positives. The boom was two ways- economic and criminal. It may be noted that this is not an exclusive phenomenon restricted to Dimapur; it exists in many other cities. However, policing in Dimapur is not plain and simple. The population of Dimapur is cosmopolitan in composition with various community organisations having their apex bodies. The city has also overgrown primarily due to migration of people from various districts of the state including those from outside. With over two lakh people including scores of floating population, Dimapur has unfortunately lost the momentum of progress and today, its commercial growth is being stunted by hordes of anti-social elements. What should be a cause for deep concern for the state in general and public of Dimapur in particular, is the gradual deterioration of the environment affecting trade and commerce in the state’s premier city. There is a growing sub-culture in Dimapur city which has complicated the problem of promoting progressive economic growth to the commercial capital of the state which has today, fallen on bad times since the beginning of the 90s. In the case with Dimapur in particular, the authority of the law has been compromised mainly due to the free run enjoyed by criminals who are patronised by various sections. This had led to a series of public consultations on community policing about a decade ago but all these were not followed up. In this regard, as one of the apex tribe organisations in Dimapur, the Western Sumi Hoho(WSH) has taken a momentous step by resolving to deal with any of its community members involved in any criminal activity that warranted arrest by police. In a letter to the Commissioner of Police Dimapur, the WSH president Dr.K.Zhimomi, has requested the former to provide name of any of its community member charged with crime to it, so that the Hoho can deal with such offenders through Sumi customary law and practices. This is a very significant and bold decision and in this regard, various tribal organisations, need to serious ponder over this issue and contemplate effective response to crimes committed by their fellow members. Naga society is tribal and if the communities resolve to crack the whip against erring members, then it would make a huge difference. Looking at the problem from a wider perspective, criminalisation of society has unfortunately destroyed peace and progress. Lawlessness has become the face of Dimapur and most tragically, its character. What should be done is apply the rule of the law without mixing it up with other issues. On the part of the government, it does not matter which party is in power. If the policing is reduced to mere tokenism then it has the potential of resulting in a failed state. The problem needs to be understood from legal, institutional, moral, cultural and religious aspects. Fighting crimes is not a one-time effort or can it be measured by success in cracking some cases; it is a continuous process that has to go on to ensure that citizens are safe and that the rule of law prevails under every circumstances.

Jesus prayed that our joy might continue fulfilling itself until it becomes the same joy as His. Have I allowed Jesus Christ to introduce His joy to me? Living a full and overflowing life does not rest in bodily health, in circumstances, nor even in seeing God’s work succeed, but in the perfect understanding of God, and in the same fellowship and oneness with Him that Jesus Himself enjoyed. But the first thing that will hinder this joy is the subtle irritability caused by giving too much thought to our circumstances. Jesus said, “…the cares of this world,…choke the word, and it becomes unfruitful” (Mark 4:19). And before we even realize what has happened, we are caught up in our cares. All that God has done for us is merely the threshold— He wants us to come to the place where we will be His witnesses and proclaim who Jesus is. Have the right relationship with God, finding your joy there, and out of you “will flow rivers of living water” (John 7:38). Be a fountain through which Jesus can pour His “living water.” Stop being hypocritical and proud, aware only of yourself, and live “your life… hidden with Christ in God” (Colossians 3:3). A person who has the right relationship with God lives a life as natural as breathing wherever he goes. The lives that have been the greatest blessing to you are the lives of those people who themselves were unaware of having been a blessing.

ompassion is not a hobby, or something you do in a good mood, or when you are well fed, or with your friends. It is a mental state, or an orientation towards suffering that includes four things - Recognizing that there is suffering. Being emotionally moved by that suffering. Wanting relief from that suffering. Being ready to take action to relieve that suffering. The heart is a muscle. It needs to be exercised for it to expand or it can deteriorate and atrophy. All children are born with the capacity to love all beings – humans and nonhumans. By the time they are three, their parents have conditioned them to fear compassion and they stop loving. But you can recondition yourself. In fact, there is a course for it! Based on scientific trials, there is a two month academic compassion cultivation training course that was developed by Thupten Jinpa, Ph.D., and colleagues at Stanford University’s Center for Compassion and Altruism Research and Education. If I were minister for education, I would make it compulsory. There is also a course called Great Good in Ac-

tion, GGIA, which gives your exercises. As with most exercises, the more you do them, the quicker the heart and mind expand. Even tiny steps help -if your physical exercise goal is to take 10,000 steps a day and you only take 3,000, that’s still better for your health than taking none. Start noticing your own actions : when do you feed spontaneously compassionate ? When you see an accident on the news and don’t have to do anything about it except watch ? When do you resist acknowledging suffering throughout the day (e.g., when passing someone on the street who is asking for money, or your attitude towards an annoying family member)? How many times a day do you judge or minimize personal suffering saying that it was deserved, or is insignificant compared to someone else, or something else going on in the world. Once you notice your own thoughts, change comes easily. So next time you are going for work, notice how clean the steps are and who cleaned then, when you stand in line at a mall take a moment to actually see the stress of the cashier or the people stocking the shelves. How many times did you resist the opportunity to hurt ?Did you notice how many times beings were compassionate to you ? Keep a diary if you like on your thoughts and actions. Compassion is about alleviating suffering and ultimately it is the only thing that is meaningful in life. It is easy to fight with your neighbours and thousands of people did that during

the lockdown. It is easy to kick a dog on the stairs who is taking shelter from the rain. It is easy to declare a wounded mother tigress as a maneater and hunt her down. It is easy to put bombs in food so that a cow has her jaw blown apart, it is easy to chop down trees. But did that take the world forward or backwards ? Violence is the ultimate setback for good economics and it is the direct opposite of compassion. Princess Diana’s handshake with an AIDs patient, something done spontaneously, changed attitudes towards AIDs all over the world. Mother Teresa cradling the very sick, the lepers and homeless, brought so many people into the field of compassion. The people who have made companies to bring artificial meat to meateaters have done so out of compassion, the people who run shelter homes, with absolutely no money, for accident hit and diseased animals, the people who give blood, the people who start foundations for bone marrow transplant victims, the people who donate small amounts of money to the needy rather than offering it to a temple as forward payments for wishes to be granted, the NGOs who go into the deep

villages to help medicate or train people… the world is better for them. The Pay it Forward movement is what we need to adopt. Do three good deeds without expecting anything in return and only ask that the recipient do three good deeds too. Many years ago, my mother and I watched a TV show by Larry King. His guest of the evening was Jeanne Dixon, a world famous “ seer” who was famous for her predictions. We, in India, have hundreds of people like that, so it wasn’t that part that interested me. It was something else that she said that has stayed with me as a living principle. She said that Earth was the designated “hell” of the universe. Every being that had committed violence or “crime” of some kind on any other planet was sent here and that is why everyone on the planet, rich or poor, was in a constant state of suffering. And we would come back again and again until we changed themselves. And the only way out of it was compassion, rising above oneself to be kind. Do you want to get yourself out of here ? I do. Final destiny beckons

ur first generation National Workers rightly espoused the value of freedom as an elementary birthright worthy to be defended unto death and had therefore physically registered this fact against the aggression of a more powerful adversary called India. The excruciating and merciless inhuman atrocities committed by the Indian Army against the helpless populace will remain an indelible scare in the psyche of the generation who had had the misfortune of a firsthand experience. Be that as it may...it is about time that the Nagas look at our present dispensation dispassionately and pragmatically and move on. We, the Nagas of Nagaland, are perhaps a little wiser today than we were yesterday concerning the ongoing Indo-Naga Political issue. It however still seems apparent that we are desperately unable to focus on the same page in order to exercise a cohesive result oriented thinking process. We have yet to realise that we have been walking in the dark recess of political intrigues woven around us by the forces that be... and blindly being dictated by emotional and tribal sentiments rather than taking a pragmatic and rational stand based on the ground realities lying before us... which makes us less able to see through the fog. The NSCN (IM) has habitually been sharing half truths peppered with their own one-sided concocted version of how aggressively they have been negotiating with the GoI on our behalf but they have rarely shared the stand point of the GoI to enable the people to see both sides of the coin more vividly to help a balanced view to grow. The people have repeatedly been fed with an over-exaggerated ‘make believe’ notion that Nagas would have ‘shared sovereignty with India as an independent Nation with our own ‘yehzabo’ and our very own national flag. The truth they failed to put on the table was that GoI was prepared to ‘share sovereignty’ in the similar way as all the other Federated States of India where the Centre and the States share specific subjects of autonomy in the form of Central List, the State List and the Concurrent List clearly delineated in the Constitution. The GoI seem to have made it clear that the issue of a separate ‘Yehzabo’ and the ‘Flag’ was irrelevant under the given circumstances of “Shared Sovereignty” as defined by them. NSCN (IM) seems to have not only understood their concept but had initially conceded to it in principle more or less. A person no less than Mr. Th Muivah himself had admitted in public platform that the issue of “Sovereignty” and “Integration” were subjects left to be sorted out through democratic process in due future. Having gone

this far, today, Mr. Muivah is now putting his foot down in a U-turn, wanting an independent “Sovereign Yehzabo”; “Flag”; and “Integration” as a pre-condition to the final settlement... and there is absolutely no one within the present NSCN (IM) cadre who would dare point out to their rapidly aging ‘Supremo’ that it was rather late in the day to be making this kind of a U-Turn. Now, consider this perspective: A considerable majority of the Nagas across the board still believe that integration of all the contiguous Naga inhabited areas must be brought under one administrative umbrella. The one defining reality is that whether Nagas are presently living within the State boundaries of Assam, Arunachal Pradesh, Manipur or Myanmar, the Nagas are still the sole legal owners of their land. Therefore it is within their legitimate rights to join the Naga mainstream along with their legally owned landed properties, if they so desire. Fearing that the other North Eastern States will start an uprising as the reason to deprive the legitimate right of the Nagas is a flagrant injustice of the highest order. Therefore, even if GoI is unable to concede to complete sovereignty to the Nagas, the least it can do and should do is...allow all the Nagas to live together and relieve them from ignominy of being treated almost as secondary citizens within the present boundaries they presently have had no choice but to live in. Having said that, if geographical integration cannot be salvaged at the final settlement, I have repeatedly said that Mr. Th. Muivah has no place within the State of Nagaland...(he being from Manipur). The prospect of having spent his whole youthful life in pursuit of a dream and end up being the boss of only a Regional Territorial Autonomous Council in Manipur will certainly not be an appealing conclusion for a man who still espouses to rule the Nagas as a whole. But whether he likes it or not he doesn’t have much choice but to face reality one way or other....even if it is personally a very difficult choice to make. After all this has nothing to do with his personal status in the aftermath but a subject that concerns the overall wellbeing of the Naga race. Even though this is the case...it appears apparent that he would rather choose to prolong the status quo and stretch the negotiation to an endless journey rather than conclude within a given timeframe...if only to enjoy the ironclad autocratic authority that he wields today...and ride into the sunset of his afterlife without dismounting from his high horse. What he fails to realise is that the Nagas of Nagaland, who have suffered persistent and excruciating burden of extortion (dubbed as ‘tax”) for the past half a century

or more, have reached the end of their ultimate tolerance and are no longer prepared to keep feeding the gluttonous millionaire wolves in the guise of “sovereignty”. This brings us to the crucial issue at hand: The original copy of the Framework Agreement (FA for brevity) has at last been made available to the people by NSCN (IM) and therefore we ought to be able to conclusively deduce that this agreement is simply a broad principle guideline, a road map of sort, for reaching the final settlement. This Agreement is therefore, by no stretch of imagination, the final settlement that the people had earlier been made to believe. The Nagas of Nagaland must clearly understand that devil lies in the details called “Competency Clauses” (henceforth referred to as CC) that the NSCN (IM) has proffered to the GoI on our behalf...which has still been kept very close to their chest without disclosing it to the people they claim to represent. For once the Nagas of Nagaland must insist that the NSCN (IM) put the unabridged details of CC as it is, in the public domain before, I repeat BEFORE and not AFTER, the final nail is hammered into our destiny...if they really want to qualify as our representative. Our immediate future and our children’s destiny cannot unilaterally be bartered away by them alone without taking the popular will of the people into confidence. The same yardstick applies to 7NNPGs and the GoI as well. The people...the stakeholders have a right to know what is in store for them before the matter is sealed for all times. Now try and remember few vexed issues that have already been made available to a limited audience: That: (1) NSCN (IM) claims in their CC that “the State of Nagaland will cease to exist”... because Nagaland will become a Nation. This is a sheer myth in the absence of integration or for that matter even with integration. In reality the Nagas of Manipur and Arunachal are set to have their respective Regional Autonomous Councils that is in no way connected to Nagaland. In as far as the GoI is concerned any settlement is only being envisaged within the framework of the Indian Constitution. Therefore this “Nation” notion of NSCN (IM) is but a wishful thinking unworthy of public consumption. (2) Another damning subject pertains to the Pan Naga Hoho (PNH). The original proposal of NSCN (IM) was to create PNH as a cultural organization having a statutory status with an advisory role. According to Shri. R.N. Ravi, the Interlocutor, since PNH, as an exclusive Cultural Body, would be created through an Act of Parlia-

ment it would have a statutory status but in terms of its advisory role it would only be limited to rendering advice like any other NGOs on any given issue...on which the elected Government would have the liberty to act upon or throw it out the window. This original goal post has since been shifted by the NSCN (M) whereby they now insist that PNH must have a mandatory authority overriding the elected Government in all matters...be it Legislative, Executive or Judiciary. This change of stance from the original starting point is totally uncalled for...especially for the Nagas of Nagaland. Without geographical integration such an arrangement of having non-indigenous Nagas from beyond our boundary dictating an elected Government of the State of Nagaland to do its bidding is not only nonsensical but repulsively unpalatable. And yet such a demand is officially being peddled by NSCN (IM) in their list of “CC”. (3) Further, it has been confirmed by well placed authority within the NSCN (M) hierarchy in course of a discussion with one of them, that PNH would also exercise authority in matters of selecting certain percentage of members to the Upper House in a Bicameral setup which the State of Nagaland will have. This issue has never been publically exposed. The cloak and dagger attitude of NSCN (IM) leads us to naturally suspect that there could be other such unpalatable matters capsuled within “CC”...totally unknown to the public of Nagaland. (4) The discomfort for the Nagas of Nagaland continues in that NSCN (M) is aspiring to setup PNH within Nagaland, targeting Intanki Reserve Forest as their HQs, though we have been made to understand that Intanki has not been specifically mentioned in their “CC”. Nevertheless it is a foregone conclusion from the manner NSCN (M) has been jealously guarding this territory from encroachment. Unconfirmed information is also doing

the round that the present State Government has already ordered the Forest Department to vacate many of their Departmental quarters within Intanki Reserve Forest which are now being occupied by the NSCN (IM) cadres. The onus of confirmation or denial of such a development rests with the Government. In as far as the Nagas of Nagaland is concerned; Intanki is not a “No man’s land”. We have not lifted the merciless burden of “sovereignty” for the past 72 years so as to even loose what we already have in our possession. It is a common sentiment of the Nagas of Nagaland that if PNH has to be created...so be it...but it should have its HQs outside the State of Nagaland and certainly not in Intanki Reserve Forest! God only knows how many more such clauses exists within this competency clauses of the NSCN (M) that the Nagas of Nagaland would find it difficult to digest. Therefore, taking stock of the overall questionable possibilities it is mandatorily desirable that the Nagas of Nagaland be shown the unabridged list of Competency Clauses that the NSCN (IM) has been working on, before settlement is finalised. The same principle applies to the other 7 NNPGs. The 14 Tribal Hohos of Nagaland must uprightly stand together on this issue and demand that the Competency Clauses of NSCN (IM) and also the 7 NNPGs be made available so that each Tribal Hohos can initiate a public review over it with their respective communities. At the end of the day, each Tribal Hoho must also thoroughly understand their sacred moral responsibility to the people they represent at this critical juncture of our history and know without a doubt that what they do or do not do today will echo through the generation to come. The ATM booth located at DC Court Junction caters to the public residing not only in Duncan area but its peripheral localities as well. Since the last couple of days, the ATM booth has been out of service and public are facing problems. Even the nearby SBI Rangapahar branch also seems to be facing the same problem or out of cash. The ATMs are to be periodically serviced not only with cash but to ensure that all its parts are kept well oiled and functioning. NEW DELHI, AUG 31 (PTI/AGENCIES): The Supreme Court on Monday ordered activist-lawyer Prashant Bhushan to pay a Re 1 fine by September 15 for contempt of court, failing which he will be sent to jail for three months and debarred from practising law for three years. A three-judge Bench headed by Justice Arun Mishra -- which had held Bhushan guilty of contempt of court on August 14 for scandalising the Judiciary by his tweets against CJI SA Bobde and four former CJIs -- took strong exception to the contemnor talking to the press and releasing his statement to journalists in advance. Bhushuan brought further disrepute to the court by giving wide publicity to his statements before they were considered by the top court, said the Bench which also included Justice BR Gavai and Justice Krishna Murari. Bhushan’s act of releasing his statement to the press before it was considered by the

court amounted to interference in the administration of justice, said the Bench. Addressing a press conference later, activist-lawyer Prashant Bhushan said he will submit the token fine of Re 1 imposed by the Supreme Court in the contempt case for his tweets against the judiciary, but also indicated he would file a review plea against the order. Bhushan said he has the greatest respect for judiciary and the tweets were not intended to disrespect the apex court or the judiciary. “I reserve my right to

file review, I propose to submit and pay fine as directed by the court,” Bhushan said in a press conference. The top court had on August 25 reserved its order on sentence after hearing detailed arguments from senior advocate Rajeev Dhavan, representing Bhushan and Attorney General KK Venugopal. NEW DELHI, AUG 31 (PTI): Congress leader Rahul Gandhi on Monday accused the Modi government of destroying the informal sector of the country’s economy and trying to enslave it. He alleged that the government wants to break this sector and called upon the entire country to unite and fight against it. The BJP, however, mocked him saying he should release a video about the “G-23”, a reference to the 23 dissenters who wrote to the Congress chief seeking the party’s overhaul. Gandhi cited demonetisation, “wrong” GST and the lockdown as three examples of the government’s attempt to destroy the informal sector, that provides 90 per cent jobs to people. “The BJP government has attacked the informal structure. There is an attempt to turn you into a slave,” he charged. “The BJP government has been attacking the informal sector over the past 6 years. I am giving you three massive examples right now -- Demonetisation, wrong GST and Lockdown,” he said in a new video series on the economy. He further said, “Don’t think the lockdown was unplanned. Don’t think it was done at the last minute. The aim of these three decisions was to destroy our informal sector”. Gandhi also attacked the Prime Minister and accused him of indulging in media management and marketing. “The PM needs the media and marketing to run Jessica Snock the government. Asked about Rahul Gandhi’s attack on the Modi government over the economy, BJP spokesperson Sambit Patra mocked him, saying he should also release a video about the “G-23”, a reference to 23 Congress leaders who have written to their party president Sonia Gandhi seeking organisational overhaul. “People are trying to seize his house. He said banks in the US and Europe collapsed, corporations collapsed and companies shut down but India was unaffected by the global recession as the UPA government was in power at the time. Gandhi said he went to the then prime minister Dr Manmohan Singh and asked the reason why the entire world suffered an economic crisis but India remained unaffected. “Manmohan Singh ji replied, Rahul if you want to understand India’s economy, you will have to understand that India has two economic structures. One is the formal economy and the other is the informal economy,” Gandhi said. He said the former PM told him, “You know the big companies which constitute the formal sector. The informal sector comprises farmers, labourers, MSMEs. Till the time India’s informal sector is strong, no economic storm can touch India”. Gandhi’s comments come ahead of the Monsoon Session of Parliament where the Congress party wants to corner the government over the state of the economy, besides other issues including the handling of the COVID-19 pandemic and the Chinese aggression at the border.

M U M B A I , AU G 3 1 (AGENCIES): India is fast becoming the world’s new virus epicenter, setting a record for the biggest single-day rise in cases as experts predict that it’ll soon pass Brazil — and ultimately the U.S. — as the worst outbreak globally. As many as 78,761 new cases were added Sunday, the most any country has ever reported in one day, while 971 deaths were reported on Monday, pushing the Asian country past Mexico for the thirdhighest number of deaths worldwide. At the current trajectory, India’s outbreak will eclipse Brazil’s in about a week, and the U.S. in about two months. And unlike the U.S. and Brazil, India’s case growth is still accelerating seven months after the reporting of its first coronavirus case on Jan. 30. The pathogen has only just penetrated the vast rural hinterland where the bulk of its 1.3 billion population lives, after racing through its dense mega-cities. As the world’s second largest country, and one with a relatively poor public health system, it’s inevitable that India’s outbreak becomes the world’s biggest, said Naman Shah, an adjunct faculty member at the country’s National Institute of Epidemiology. NEW DELHI, AUG 31 (PTI): The Indian Medical Association has written to Prime Minister Narendra Modi asking that all doctors who have died of COVID19 be treated at par with martyrs of the armed forces, and their dependents be provided government jobs in accordance with their qualifications. In a letter to the prime minister, the country’s largest body of doctors said only an “inclusive national solatium” for all doctors who have lost their lives fighting the pandemic would render justice to the sacrifice of their families. The IMA cited government data and said 87,000 healthcare workers had been infected and 573 of them had lost their lives due to COVID-19. However, the Centre has not officially

released these figures. Noting that the data has raised concerns all across the country, the IMA said its data for doctors alone has registered 307 deaths and a total 2,006 infected. It said 188 of those died are general practitioners who are the first point of contact for people. “Doctors suffer a higher viral load and a higher CFR (Case Fatality Rate) as a community. IMA is constrained to point out that they could have stayed back at home during the epidemic safely. They chose to serve the nation in the best traditions of the medical profession,” said the letter dated August 30. Army Spokesperson Col Aman Anand said troops from China’s People’s Liberation Army(PLA) “violated” the consensus arrived at during military and diplomatic engagements on the ongoing standoff in eastern Ladakh, and carried out provocative military movements to change the status quo. Government sources said a sizeable number of Chinese troops were moving towards the southern bank of Pangong Tso lake in an attempt to occupy the area but the Indian Army quickly made significant deployment to foil the bid. Government spokesman Anucha Burapachaisri announced on Monday that Prime Minister Prayuth Chan-ocha, who concurrently serves as defence minister, had told the navy to delay the 22.5 billion baht (USD 723 million) purchase until fiscal year 2022. The government had sought to have 3.375 billion baht (USD 108 million ) included in the 2021 budget to cover the first of seven annual installment payments. Funding the submarines had become a hot political issue, with critics saying the purchases could not be justified while the country carried a huge economic burden from the coronavirus crisis. It also threatened to create fissures in Prayuth’s ruling coalition government, as a major partner threatened to oppose its inclusion in the budget.

Abe, 65, on Friday announced that he intends to step down because of poor health, his long-running battle with ulcerative colitis, ending a tenure as Japan’s longest-serving prime minister. President Trump on Sunday night telephoned Abe during which the two leaders spoke at length and reflected on the last four years. “The two leaders remarked that their relationship is extraordinary; the President called Prime Minister Abe the greatest prime minister in Japan’s history,” the White House said in a readout of the call. This was the first phone call between the two leaders after Abe’s announcement to resign. “The President said that Prime Minister Abe has done a fantastic job and that the relationship between the United States

and Japan is better today than it has ever been,” the White House said. “A l t h o u g h P r i m e Minister Abe will be leaving his position soon, the President noted that he will undoubtedly keep playing a big role in the future of Japan,” it said, adding that the leaders said they look forward to continuing their wonderful friendship for years to come. Abe, whose term ends in September 2021, is expected to stay on until a new party leader is elected and formally approved by Parliament. ABU DHABI/JERUSALEM, AUG 31 (PTI): In a historic step towards peace in the Middle East, the first commercial direct flight between Israel and the UAE landed in Abu Dhabi on Monday after both countries announced normalisation of relations. “We just completed a truly historic flight. This hopefully will be the first of many,” Jared Kushner, US President Donald Trump’s adviser and son-in-law, who is leading the US delegation along with National Security Adviser Robert O’Brien, said after disembarking from the flight. He thanked leadership on both sides on the occasion. Saudi Arabia granted permission for the use of its air space. “Peace overwhelmingly desired by the people, except by those who exploit misery to remain in power. Future belongs to industrious people of the region,” Kushner said. The Israeli delegation is led by National Security Adviser Meir Ben Shabbat. Israel and the UAE announced on August 13 that they were establishing full diplomatic relations, in a US-brokered deal that required Israel to suspend its plan to annex parts of the West Bank.

TO K Y O , A u g 3 1 (Agencies): At a lowkey ceremony to mark the unveiling of the Olympic flame display on Monday, Tokyo officials reiterated that next year’s Games will be a symbol of hope for the world as it recovers from the coronavirus pandemic. The flame will be on show from Tuesday at the Japanese Olympic Museum, located next to the National Stadium purposebuilt for the Games which were due to take place this year but were rescheduled for 2021 due to the COVID-19 outbreak. The flame was last seen in Fukushima after the torch relay was cancelled following its arrival from Greece but before it could start a planned tour of Japan following the decision to postpone the Games in March. Organisers have chosen to display the flame at the JOC museum, held in a small lantern in the corner of the lobby. “Next year, this flame will be carried by about 10,000 torchbearers and will light the Olympic cauldron,” Tokyo 2020 President Yoshiro Mori said. “We would like to
