Trump vows to ‘totally destroy’ North Korea
United Nations, Sep 19 (IANS): In his maiden address to the UN General Assembly, US President Donald Trump on Tuesday trumpeted his own achievements and pledged to “totally destroy” North Korea after calling its regime a “band of criminals”. Amid escalating crisis in the Korean peninsula, a combative Trump referred to “rogue nations” as “the scourge of our planet.” Moments later, he called out North Korea by name, rattling off a list of human rights violations in that country. Speaking about North Korea’s nuclear threat, he dubbed the Pyongyang regime “depraved” and a “band of criminals”. He urged the UN to further isolate it by imposing more sanctions and threatened to “totally destroy” the country. He referred to North Korean leader Kim Jong-un a “rocket man”, adding that the dictator was on a suicide mission with his nuclear programme that has trig-
2-lane project: CCPO asks govt to hasten process DIMAPUR, SEP 19 (NPN): Drawing the attention of the state government over delay in issuing land encumbrance free clearance to the union ministry regarding Pfutsero-Phek two-lane road project under SARDP, the Centre Chakhesang Public Organization (CCPO) on Tuesday said that the delay was hindering the process for resumption/fresh tender of the said road project. In a press release, CCPO president, Nehusa Cukhamu, and general secretary, Shepo Hesuh, pointed out that CCPO at its general public meeting on June 8, 2011 had unanimously resolved to donate land for construction of Pfutsero-Phek two-lane road via Sakraba-Khomi under SARDP-NE Phase ‘A’ except for compensation to those owners whose agriculture and allied projects were to be damaged and to be affected standing houses/buildings. Subsequently, CCPO said the said resolution and clearance from all seven village councils (Porba, Sakraba, Gidemi, Pholami, Upper Khomi, Middle Khomi and Lower Khomi villages) along with the vice chairman of Sakraba town ad hoc committee was submitted to the concerned authority. And he quickly urged other nations to do the same. “In America, we do not seek to impose our way of life on anyone, but rather to let it shine as an example for everyone to watch.” Over the past week, Trump has signalled his frustrations with the Iranian nuclear deal that former President Barack Obama made. On Tuesday, he derided the deal. “Frankly, that deal is an embarrassment to the United States, and I don’t think you’ve heard the last of it - believe me.” His comments came a day after Iranian Presid e n t H a s s a n Ro u h a n i warned that the US would pay a “high cost” if Trump scrapped the agreement.
NNPGs ask Rio to clarify position on ‘interim govt’ remark Staff Reporter
DIMAPUR, SEP 19 (NPN): Naga National Political Groups (NNPGs) Working Committee (WC) has asked Lok Sabha MP Neiphiu Rio to clarify his position on the statement made by him to a news agency claiming that an ‘Interim Government’ would be installed in the state if solution is arrived at before the elections. Rio told IANS recently that “If the Naga solution comes before the assembly election then there will be an interim government for a brief period as many things will be happening and things will fall into place. And then, only later on can we talk about the next elections.” NNPGs Working Committee said Rio, by making such statement, sent a “wrong signal” and has “confused the people”. At a time when Nagas have expressed the desire for inclusive permanent solution and the Government of India and NNPGs yet to start a political dialogue, the Working Committee said Rio should refrain from making such “bombastic statements for his own political mileage”. “Government of India is just about to invite the NNPGs to start political dialogue, so how can Rio say that there will be an interim government when the dialogue has not yet started”, the Working Committee stated. ENSF not to participate in DoSE written exam DIMAPUR, SEP 19 (NPN): Eastern Naga Students’ Federation (ENSF) on Tuesday while expressing dismay at the “adamant attitude” of the department of school education (DoSE) stated that it has decided not to participate in written examination for recruitment of graduate teacher (GT) mathematics and science under DoSE scheduled to be held on September 25, 2017. In a press release, ENSF president, Sepili L. Sangtam, and general secretary, Imtichoba Chang, asserted that the federation was compelled to take such decision against the department “evidently violating” government notification No.EDS/-7/2008 dated January 9, 2009 and “consequently prejudicing the interest and rights of the Eastern Nagas.” ENSF stated that the department, despite several
representations and appeals, chose to ignore the genuine demands of the federation. In this regard, the federation has directed all the bona fide aspirants of Eastern Nagaland to “restrain from taking part in the said examination till further notice.” ENSF has also asked the department not to make any single appointment against the posts “which rightfully belongs to the Eastern Nagas (viz Phom/Konyak/Chang/ Khiamuniungan/Sangtam & Yimchunger.” The federation affirmed that it would not shy away from protecting and safeguarding the rights of the Eastern Nagaland and would fight till justice delivered. Meanwhile, ENSF has cautioned that the department would be held solely responsible in the event of any untoward situation arose during the process.
Fin deptt response ‘flimsiest’: NPRAAF DIMAPUR, SEP 19 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has termed the response of the Finance department over the issue involving construction of 17 hostels as “the flimsiest and most unsatisfactory excuse ever encountered by NPRAAF from any government department”. NPRAAF had disclosed that as per RTI, the Finance department had issued Drawal Authority (DA) twice for the same project, amount and place. NPRAAF asked, that if the amount was released under CSS “Grants under Proviso to Article 275 (1) under the Ministry of Tribal Affairs, Government of India,” as stated by FD, then why the same was not mentioned in the two Drawal Authority for construction of 17 hostels?. NPRAAF demanded that Finance department furnish sanction copy of the government of India for the two DAs and also document for construction of four hostels for 400 ST girls, to show that the amount came under the ambit of Article 275 (1). It said if any sanction was received under Article 275 (1), the FD normally releases the amount mentioning the same as in the case of Rs 17 crore which was released on June 16, 2016 vide NO.BUD/8-27/2016-17/LA/644 with break up details for various projects.
NPRAAF asked what exception and intention did the FD not mention in the two DAs that the construction of 17 hostels was under Article 275 (1)? As long as the FD does not furnish GoI sanction copy for these two DAs, the expenditure still remains doubtful, it said. NPRAAF also wondered why the FD chose to remain silent on the beneficiary list of CM Corpus Fund against which a total amount of Rs 2.46 crore was released on two occasions.
Alleges more irregularities
NPRAAF also brought out another alleged irregularity by the FD on March 31,2017 when the same validity vide NO.BUD/827/2016-17/ZP/010 through DA no.91 of 2016-17 under demand no. 27- Planning Machinery released Rs 31.90 crore “for activities under Provision to Art 275 (1) of the Constitution of India vide GOI letter no. 11015/4 (8)2016-Grant dated 30.03.2017.” However, NPRAAF said the FD did not mention in the DA as to what “activities” it referred to. Further it said there was also no break up details against the amount released. Stand up for poor, serve the needy: Gov Staff Reporter
DIMAPUR, SEP 19 (NPN): Nagaland governor, PB Acharya, on Tuesday called upon the people of all communities not to be self-centred, but to stand up for the poor and serve the needy. Governor was speaking at the distribution of artificial limbs for amputees and callipers to polio patients, which was organized by SD Jain Charitable Clinic, under the aegis of SD Jain Samaj, at SD Jain girl’s college auditorium here. Acharya lauded the Jain community for taking up the social service of helping the differently abled people and said that “service to the mankind is service to God”. Further, encouraging the community members to continue to involve in social service, the governor urged them to serve the society so as to make the country strong. He also asked them to raise
voice for the needy instead of becoming self-centred. The governor also advised the community not to confine itself to Dimapur only, but to venture out in other parts of Nagaland and provide service to the people. Also, speaking at the programme, the deputy commissioner (DC) Dimapur, Kesonyu Yhome, lauded the Jain community Dimapur for the initiative taken in reaching out to the needy. Describing the day as “meaningful and fruitful”, DC said that it was a befitting way of celebrating fellow-being, communal existence of all section of the society to reach to “those people who need us the most.” Yhome said he was impressed by the kind of love and gesture that the Jain community has been extending to people irrespective of their caste, creed and religion. secretary, Anil Tongya, gave a brief report while short speeches were also delivered by social worker, Abe Mero and SD jain Samaj president, Om Prakash Sethi. Various Samajs of Dimapur, organizations and district administrators, attended the programme. Other highlights of the programme included lightning of the lamp, felicitation of doctors and staff of SD Jain Charitable clinic and distribution of artificial limbs, callipers, wheel chairs to differently abled people. Altogether, 85 Jain families donated artificial limbs, callipers and wheel chairs. A total of 47 individuals benefitted from the distribution programme. Earlier, the programme was chaired by SD Jain higher secondary school secretary, Ajay Sethi. Later, vote of thanks was proposed by SD Jain Charitable clinic secretary, Narendra Jain.
NTC PIL: HC seeks reply from govt Organizations flay life attempt DI M AP U R , SEP 1 9 (NPN): The Public Interest Litigation (PIL) filed by the Nagaland Tribes Council (NTC) against the appointment of “unconstitutional advisors and parliamentary secretaries” was heard by the division bench of the Gauhati High Court (GHC) headed by the Chief Justice, Ajit Singh and Justice Manojit Bhuyan on September 18, 2017, NTC media cell stated in a press note. After hearing the learned senior advocate, S. Dutta and advocate NN Jamir, the High Court bench issued notice of Motion to the respondents made returnable within six weeks, NTC said. On September 11, the GHC, Kohima bench after hearing the PIL filed by NTC, referred the matter to the chief justice of the High Court. NTC was optimistic that the Gauhati High Court
would declare the advisors and parliamentary secretaries of Nagaland as unconstitutional within due course of time. It may be pointed out that the Supreme Court in its landmark judgement on July 26, 2017 declared the appointment of parliamentary secretaries as unconstitutional. NTC said the appointments of advisors and parliamentary secretaries, made by the chief minister, in Nagaland since 2005 was in total violation of article 164 (IA) of the Constitution of India and in absolute distortion of the Nagaland Rules of Executives Business, 1980. Further, NTC said the chief minister had no authority/power to administer oath of secrecy within the ambit and parameter of the Constitution of India. As such, NTC said the administering of oath of se-
crecy by chief minister, T.R. Zeliang to nine advisors and 26 parliamentary secretaries on July 25, 2017 was illegal and unconstitutional. It reminded that the 91st Constitutional Amendment, which was mandatory for the union government and state governments, has put a ceiling that the numbers of the council of ministers in the union government and state governments should not exceed 15% of the total number of the house (Lok Sabha/State Assembly) or not less than 12. In sound applicability of this mandatory constitutional provision, NTC said Nagaland should have only 12 ministers in the government. “The unconstitutional appointment of advisors and parliamentary secretaries have heavy financial burden on state ex-chequer which is unnecessary, unfair and unreasonable,” it said.
DIMAPUR, SEP 19 (NPN): Four business organizations - Dimapur Chamber of Commerce and Industries (DCCI), Business Associations of Nagas (BAN), East Dimapur Business Association (EDBA) and Chumukedima Chambers of Commerce and Trade Association (CCCTA), have condemned the “dastardly act” of the NSCN (K) on the life attempt meted to proprietor of Kuda Cold Storage, L Doulo on September 18 in Dimapur. In a joint statement, the business bodies said that since the action of NSCN (K) has defiled the prevailing peaceful atmosphere, it would not remain a mere spectator. Also, terming it as unimaginable on the “brutish attempt” on the life of a “humble and soft spoken grandfather”, the statement said “it was beyond the realm of reason that yearly commercial tax notice was issued twice to the same enterprise by the same NPG”. In this regard, the four busi-
ness organizations have served a 15-day deadline to the responsible authority demanding that the perpetrators involved be arrested immediately and dealt with as per the law of the land. They further warned that failure to arrest the perpetrators will invite appropriate and befitting action. KCCI: Kohima Chamber of Commerce and Industry (KCCI) has strongly condemned the murder attempt on L. Doulo, proprietor of M/s. Kuda Cold Storage by unidentified armed miscreants on Monday. KCCI information & publicity secretary reiterated its stand against taxation and unethical use of forceful means on trading community. KCCI said such “unlawful activities” should be condemned by all right thinking citizens. KCCI therefore strongly urged the law enforcing agencies to book the perpetrators and deliver justice to the traumatized victim in particular and the business community as a whole.
Machinery “for implementation of various activities under Art 275 (1) of the constitution as per release made by GOI vide F.No.11015/4(8)2016-Grant dated 23.3.2017.” In this case too, there was no mention of as to what “various activities” mean nor the break-up details for the purported “activities” was given. NPRAAF therefore urged upon the FD to furnish break-up details of activities for which an amount of Rs 51.79 crore (Rs 31.90 cr + Rs 19.89 cr) was released. It said additionally if Rs 17 core released on June 16, 2016 was added, the total amount so far released under Article 275 (1) comes to Rs 68.79 crore (Rs 51.79 cr + Rs 17 cr). Since the FD had issued sanction under Art 275 (1) and subsequently released by FD but without any break-up details or mention in DAs that the amount was under Art 275 (1), NPRAAF strongly suspected that such doubtful expenditures could run into hundreds of crores. In this connection, NPRAAF appealed to the State Vigilance Commission to immediately inquire into this issue relating to Art 275 (1) fund release and bring out the truth in the interest of the public. NPRAAF also expressed appreciation on the FD but demanded it furnish in public domain all details of funds received under Art 275 (1).
Amit Shah’s visit postponed

KOHIMA, SEP 19 (NPN): BJP president Amit Shah, who was slated to visit the three North Eastern states- Meghalaya, Nagaland and Assam from September 28, has postponed his visit. According to BJP sources, Shah had to postpone his visit due to unavoidable circumstances. Talking to Nagaland Post, BJP State unit president Visasolie Lhoungu also informed about the postponement. Shah, who was supposed to visit Nagaland on September 29, is slated to arrive on October 8, Lhoungu said. Lhongou said apart from meeting BJP party workers and legislators, Shah is also likely meet NGOs and Church and hold a press conference with the state media fraternity. Lhoungu informed that that the state unit had sent a letter to Amit Shah, seeking his approval to meet the Church leaders and NGOs, for which they were yet to receive the confirmation.
NGBF seeks time for Aadhaar linking
DIMAPUR, SEP 19 (NPN): Nagaland GB Federation (NGBF) has described making Aadhaar mandatory in every official work as “inappropriate and a hasty decision”. In a press release, NGBF president, Shaleem Konyak, and general secretary, Shikuto Zalipu, expressed dismayed at the government’s order to link Aadhaar with BPL cards in such a short period of time not realizing infrastructure shortcoming especially in rural areas. NGBF pointed out that people living in rural areas were still not aware of Aadhaar and were wary of it being made. Therefore, the NGBF has appealed to the government not to enforce linking Aadhaar with BPL card, saying that would lead to the majority of BPL card holders being denied of their benefits. “And if it becomes absolutely necessary, we appeal to the govt. to extend the time period wherein we can reach out to as many beneficiaries as possible,” NGBF stated.
NSF on Aadhaar-SIM link
Naga Students’ Federation (NSF) has informed the general public not to pay any amount for linking Aadhaar card with SIM card as the service was free of cost. In a press release, NSF public grievances cell chairman, Boketo Kiho, stated that it was authenticated after NSF visited the telecom service providers in the state. Stating that some agencies and retailers continue to charge for linking Aadhaar with SIM card, the federation cautioned that any agencies or retailers found practising such fraudulent activities would be “dealt with befittingly.” In the event of such malpractices, NSF has urged the general public to lodge detail complaints with the NSF office or any of its federating unit offices.
