DIMAPUR, SEP 19 (NPN): Nagaland Lokayukta justice Uma Nath Singh while dismissing the petition filed against Y. Patton, deputy chief minister in-charge home by one Vicca S. Aye reportedly a vice president of NDPP youth wing has also made significant observations and recommendations to the Governor with respect to the Nagaland Lokayukta Act 2017 and framing of rules, state police in relation with the Special Responsibility of the Governor over law and order under Art.371A(1) (b) and also the incumbent Advocate General (AG) of Nagaland. The observations and recommendations assume significance in the light of the petition filed with the Supreme Court by the state government against the Lokayukta for curtailment of power and removal. While dismissing the petition against Patton through his order dated September 18, the Lokayukta said the complaints were found to be devoid of substance in the absence of any prima facie evidence to connect him with such allegations and to engage the attention of the Lokayukta. The order further said that the complaint was submitted in haste with deficient facts.

It said the Lokayukta was not supposed to “ indulge in roving enquiry with a view to fish out materials and evidence to prove non-specific, bald and omnibus allegations made in the complaint” therefore it deserved to be rejected and is accordingly dismissed. The order was contained in 31 pages which also mentioned about assigning the preliminary inquiry to the chief minister and the lack of response to hold preliminary inquiry on the petition. The Lokayukta explained that since the chief minister (CM) and the complainant (Vicca) belonged to one party namely the NDPP and the Dy CM, a senior member of the BJP, a prominent constituent of the Nagaland coalition government; the CM should strike a balance and without being influenced by the either, provide a correct picture as to why his own party man has submitted the complaint against his senior most cabinet colleague in his coalition government. Underling the challenges of online learning especially in rural areas, Shanavas said that the pinch due to lack of connectivity was felt when remote learning was the only way to educate students. Therefore, he said that convergent efforts should be made to improve connectivity in the state.

Diesel price cut, petrol unchanged DIMAPUR, SEP 19 (NPN): State-run oil marketing companies (OMCs) decreased diesel prices in the range of 19-21 paise across the four metropolitan cities on Saturday, but prices of petrol remained unchanged.According to IOCL website, the price of diesel in the national capital Delhi was revised to Rs. 71.82 per litre from Rs. 72.02 per litre while petrol price remained unchanged at Rs.81.14 per litre. After Saturday’s rate revision, diesel price in Dimapur was lowered to Rs.77.70 from Rs.77.90 per litre while in Kohima diesel price was decreased to Rs.78.42 from Rs. 78.62 per litre. A litre of petrol in Dimapur and Kohima stood at Rs.86.46 and Rs.87.36 respectively. State-run OMCs currently review the petrol and diesel prices on a daily basis, and implement any revisions at fuel stations with effect from 6 a.m.

DIMAPUR, SEP 19 (NPN): Nearly a week after Khango-led NSCN/GPRN unceremoniously “expelled” its general secretary, Isak Sumi, the two senior leaders of the group have reconciled, in principle, and will be signing an “agreement” to this effect on Sunday. Highly placed sources informed Nagaland Post that Khango Konyak and Isak Sumi have agreed to keep aside their differences for the sake of the impending solution to decades long Naga political issue. Sources said Government of India Representative and Interlocutor for Naga Peace Talks, R.N. Ravi also held a closed door meeting with only the top leaders of the seven Working Committee (WC), Naga National Political Groups (NNPGs) Saturday at Police Complex Chumukedima, Dimapur. Sources privy to the meeting informed Nagaland Post that the Interlocutor stressed on the importance of maintaining unity among WC, NNPGs. Ravi, who is also Governor of Nagaland, told NSCN (K) leaders to sort out their differences, informed the source. WC NNPGs leaders who attended Saturday meeting are: GPRN/NSCN president, M.B Neokpao Konyak and ato kilonser, N Kitovi Zhimomi, who is also the convenor of WC, NNPGs; NNC/FGN kedhaghe, S. Singnya and kedallo, Zhopra Vero; NNC/NPGN president, Showba and ato kilonser, Z

After the closed door meeting with the Ravi, sources said WC leaders sat for a meeting during which Khango and Isak agreed to reconcile. The WC NNPGs leaders would sit for another round of meeting on Sunday and work out the modalities for reconciliation. Sources informed that Khango and Isak were to sign an “agreement” in the presence of WC, NNPGs leaders, Nagaland GB Federation (NGBF), Nagaland Tribe Council (NTC), Central Naga Tribal Council (CNTC) and “peace mediation”. Sources also said that after Isak was unceremoniously “expelled” by Khango Konyak on September 12, six groups of WC, NNPGs intervened for reconciliation between the two leaders. It was learnt that WC NNPGs asserted that NSCN (K) must not split at this crucial juncture when it was at the threshold of signing the final agreement with Government of India. It was also learnt that the NGBF, NTC and CNTC had also played a crucial role in bringing the two leaders together and ensuring that on-going peace process was not hampered due to misunderstanding between the leaders.

DIMAPUR, SEP 19 (NPN): The recent rockslides along the NH-29 has not only affected the ongoing 4-lane road project but also poses danger to commuters. According to reports, one vehicle was completely damaged on Saturday morning. Three, occupants of the vehicle narrowly escaped death. Vehicular movement was halted for a brief period after which single-lane traffic was opened. Most roadside sites are at risk for rock slides and unless safety measures are put in place, it continues to pose grave danger to commuters.

Soundararajan imposed total restriction of all movements from Chathe River bridge (Patkai bridge) to Kukidolong on September 20 from 6 a.m. to 10 p.m. Alternative route for those travelling (light vehicles) from Dimapur to Kohima vice versa, will be via 7th Mile-New DC office-Shokhuvi-RazaphePimla-Mhainamtsi-Jhornapani/Medziphema and vice versa.

DIMAPUR, SEP 19 (NPN): Dimapur Naga Students’ Union (DNSU) Saturday served an ultimatum on the state government to revoke the COVID-19 cess on petroleum products within four days. In an ultimatum submitted to the chief minister thorough DC Dimapur, the union said it had already raised the issue twice, but the government failed to revoke its decision till date. Therefore, the DNSU said that its 3rd Union Assembly meeting held along with all constituent units discussed the issue and affirmed to serve four-day ultimatum. Failure to address the demand, the union cautioned that it would along with its constituent units close down all the petroleum outlets within its jurisdiction besides block supply from every entry indefinitely.

DIMAPUR, SEP 19 (NPN): Nagaland on Saturday reported 35 new cases of COVID-19 positive cases-- 23 in Dimapur, 10 in Kohima and 2 in Zunheboto, taking the tally to 5,392. Further, out of the 5392 positive cases, the distribution across various categories of people include 2513 cases from the armed forces/police, 1434 returnees, 324 frontline work-

ers and 1121 traced contacts. According to Health & Family Welfare (H&FW) department’s weekly bulletin, the highest number of positive cases among traced contacts were in the age group of 21-30 years (32%) and 31-40 years (35%). DIMAPUR, SEP 19 (NPN): NSCN (I-M) has condemned the Indian intelligence agencies for allegedly connecting its general secretary and chief negotiator Th. Muivah to “Chinese factor” in an attempt to question his integrity. In a statement, NSCN (I-M) through its MIP rejected “such manipulative manner of media report targeting Th. Muivah to question his sincerity and commitment.” MIP stated that even as the “Indo-Naga” political talks gained momentum and at the threshold of signing the final deal there was “wild media speculation with vested interests involved.” NSCN (I-M) also termed as “unfortunate” that certain elements were at work to sow seeds of suspicion and undo the hard earned achievement. “We believe this is the handiwork of suspicious mindset emanating from panic analysis of Indo-Naga political talks led by NSCN talk team with general secretary Th. Muivah as the chief negotiator,” MIP said. For building a lasting peace,

MIP said the Government of India and NSCN needed complete faith on each other without giving any room for doubt and “other unfounded Intelligence agencies wild analysis and baseless calculations.” It maintained that “no sacrifice comes too big for the Naga people to pave the way for the final settlement” that was honourable and acceptable. Correspondent MOKOKCHUNG, SEPT 19 (NPN): Government is encouraging the people on “integrated farm settlement”, where agri & allied departments can converge for the common benefits of the farmers, said agriculture production commissioner (APC), Y Kikheto Sema on Saturday. Kikheto said this while addressing a press conference at the Mokokchung Commissioner’s Rest House. His team is currently touring the 3 districts of Zunheboto, Longleng and Mokokchung to oversee the NEC projects. Kikheto expressed satisfaction at the progress of the projects and said that COVID-19 has been a bless-

ing in disguise, so far as agriculture was concerned. He said that the pandemic has shifted the focus of the people towards the need for agri & allied self-sufficiency. The commissioner stated that proper marketing sheds with basic amenities should be set up for the farmers to sale their produces. He further encouraged the farmers to go for winter cropping and to harness water harvesting. Further, he advised the farmers to plant “what the market demands” and that each district headquarters would be provided with soil testing laboratory for the purpose of efficient farming. Remarking that more than 1.90 lakh farmers in Nagaland were registered under PM Kisan scheme with an amount of 2.70 crores,

deposited in their accounts, Kikheto also mentioned that “bogus farmers beneficiaries”, would be vetted out. Earlier on September 16, Y. Kikheto Sema visited Food Processing Centre at

Mokokchung. According to DIPR report, the APC informed that NSAMB was coming up with an organic air conditioned market with 500 MT cold storage, 5 MT reefers vans and trucks, a first of its kind in Northeast. He mentioned that the objective of AC market was to bridge the gap between farmers and market by creating stable marketing channels throughout the year. Executive officer, NSSMB, Benri Mozhui added that at present, APMC Kohima in association with Kohima municipal co-operation has set up daily organic market near TCP gate where fresh organic produce from all neighbouring villages are sold and that, APMC

Post-pandemic normal

T

here is no doubt that the Wuhan virus or coronavirus (SARS-CoV2) has generated an unprecedented impact in most countries of the world. The virus has left no country on earth (213 in total), unaffected spreading and infecting more than 3 crore people, and causing around 10 lakh deaths. This virus is spreading exponentially region wise. Countries are banning gatherings of people to the spread and break the exponential curve. Many countries are locking their population and enforcing strict quarantine to control the spread of the havoc of this highly communicable disease. COVID-19 has rapidly affected people’s day to day life (health, social and economy), businesses, disrupted the world trade and movements. This virus creates significant knockon effects on the daily life of citizens as well as about the global economy. The virus has forced lockdowns across the globe and unexpectedly given respite to nature to heal itself. Climate has benefitted on a short term basis with air pollution and greenhouse effects falling since early 2020. Global lockdowns, sharply curtailing economic activity, has led to shortterm impacts on emissions with a steep fall in levels of carbon dioxide emissions. A recent study noted that as compared to 2019 levels, the carbon emission saw a sharp decline of up to 17%. However, experts are quick to point out that these reductions does not mean the world in on the right track. As per the UN Environment Programme, emissions must drop 7.6 per cent per year from 2020 to 2030 for the 1.5°C goal and 2.7 per cent per year for the 2°C goal. The pandemic has also affected education to such that today, online classes have become the normal. Academic education has been seriously affected as schoolroom classes are being replaced with online classes and institutional education being replaced by home education. With most offices closed and the people encouraged to work from home, every working person has become a mobile office. India is soon expected to surpass the USA in COVID cases. Currently as on September 19, India has recorded a total of nearly 54 lakh COVID-19 cases while the USA has around 67 lakh COVID-19 cases. According to virologists, epidemiologists and other health scientists India is projected to have around 2 crore COVID cases by beginning of 2021. This projection is made on the basis of rate of infection and higher possibility that many cases were not reported. The fear of the virus is gradually ebbing away after Unlock 4:0. People across Nagaland are back to daily chores. However, the ‘new normal’ demands that people should accept that they will remain vulnerable at all times and have to adhere to SOPs. Social life has been affected and most are having to adjust to being forced to stay indoors. However , church services in Nagaland have been most severely affected due the advisory on elderly citizens over 60 years and children below 10 years of age. These age groups are said to be most vulnerable to co-morbidity of the COVID-19 so have been advised to not attend public gatherings even including crowded market places. With some churches still unsure about reopening while some having already started services, the church leaders have to also accept that the new normal challenges them to think out of the box.

Are we remaining faithful to the Son of God in everything that attacks His life in us? Are you going on with Jesus? The way goes through Gethsemane, through the city gate, and on “outside the camp” (Hebrews 13:13). The way is lonely and goes on until there is no longer even a trace of a footprint to follow— but only the voice saying, “Follow Me” (Matthew 4:19).

Delimitation, by Tribal Integrity?

n 28th February, 2020, Union Ministry of Law and Justice issued an Order to ‘readjust the division’ of State Assembly and Lok Sabha boundaries in the Union Territory of Jammu & Kashmir, the States of Assam, Arunachal Pradesh, Manipur, and Nagaland— with 2001 Census as the base year—although the cacophonic resistance everywhere is for 2011 Census. A week later, the same Ministry announced the formation of a Delimitation Commission—with Justice (Retd.) Ranjana Prakash Desai chairing the threemember commission, for a period of one year. Then came Coronavirus. At the fag-end of Lockdown 4.0—May 2020—the Delimitation Commissioner orders all Chief Electoral Officers to start preparing maps and statistical data. Delimitation formula is

simply the ratio of seats and population. Mandated by Constitution (Article 82)— delimitation with incremental seats takes place every decade—in consonance with decadal publication of Census figures. But, so far, only three regular-calendar exercises have taken place. Delimitation with seat mutationtook place last with 1971 Census. In 1976, the 42nd Amendment Act put a complete ban on increasing Lok Sabha or State Legislative Assembly seats for a moratorium period of 24 years. In 2001, the due year, when Provisional Census was published, the Parliament further extended the freeze on seat mutation till the first Census after 2026—through the 84th Amendment Act. Increasing electoral seats for Indian Parliament and State Legislatures now awaits 2031 Census. By then, a study estimates, three states—Bihar,

West Bengal and UP—will populate 33% of the total Lok Sabha seats. Representing the present 1.2 billion India is a huge task. A 1000 Lok Sabha seats—up from the present 543—is what Pranab Mukherjee, former President, called for, last December, while delivering the Atal Bihari Vajpayee Memorial Lecture. The current delimitation exercise is presentlylimited to redrawing of existing constituency boundaries—Lok Sabha and State Legislature. Necessitated by the need to redistribute the electorates evenly, territories will now change hands. Political & power equations, too, will change. The image is brutal—but the idea is justice: proportional representation. In the fiefdom of political landlords, colossal electorate is bad news. In the life of political parties, more is however good. Some districts in Nagaland will

now lose some Assembly seats. Why was delimitation deferred in some select areas—when a nation-wide exercise was completed between July 2002 to May 2008? Why is there a new urgency, when preparations for 2021 Census is already underway? Or, when a solution is at the threshold? The February 2020 notified zones are no ordinary places. They are the most heavily militarized areas in India. Fearing social repercussions and security situations, the government had earlier excluded these regions. The sudden announcement quotes an improvement in law & order— and reduction in insurgency incidents. Yet, on 30th June, 2020, the Ministry of Home Affairs reextended Armed Forces (Special Powers) Act, 1958, in Nagaland, for another six months—a martial law engaged only when threat is at its highest risk.

Fe a r a s p o l i t i c s indeed has multiple perceptions!Timing is a normal suspect—for any ruling government—for the earlier excuse of not holding delimitation is clearly not a security issue. It never was. Fifteen years ago, the Lotus was nowhere visible in these parts of the country. Today, it is blooming everywhere! What better times—if not now? In August 2019, an Act of Parliament morphed the State of J&K into a Union Territory—abrogating Article 370 and subtracting Ladakh region. Anything ‘special’ was shredded— now administered by a Lieutenant-Governor. Recall March 2015—BJP’s first-ever government in J&K, formed with PDP partners. The alliance collapsed in June 2018—which was followed by President’s Rule and dissolution of Assembly in November. The

current delimitation aspires to increase the political clout of majority-Hindu Jammu region—long held by Muslim-dominated Kashmir. Surely, BJP as a party, stands to profit. Likewise, BJP’s ascendency in Assam in May 2016 is sheer blitzkrieg. It not only formed the government for the first time— but convincingly won with absolute majority. In Manipur, a BJP Chief Minister now heads a coalition government—since February 2017 assembly elections. Arunachal Pradesh—on a cold evening in December 2016, the government was repainted saffron soon after Pema Khandu dramatically switched parties to BJP to become Chief Minister. Nagas’ tradition and customs versus Socialism

In short, Nagas have been practising capitalist economy which are hereditary and strictly fasten to the tradition and customary laws till date. The Yezabo of undivided NSCN has clearly mentioned about the political set up, which shall be of one party system (dictatorship) and economy of socialist pattern i.e Nationalisation of private land and resources. And if the socialist pattern is to be implemented in toto, the economic tradition and customary laws of the Nagas which is in practise shall be uprooted. Will the Nagas give up our economic tradition and customary laws to the socialist pattern ? And even if so, will it be okay if a dictator dictates the entire economy of the Nagas ? The IDEALS of Sovereign Nagaland and the CAUSE of the Freedom Struggle, was and is to PROTECT our LAND, IDENTITY and FREEDOM. And our IDENTITY is our TRADITION and CUSTOMS which had been in practise since time immemorial. If our land, identity and freedom is to be uprooted by socialist pattern of post independent/solution, than what is the use of our freedom struggle for so long? Instead of freedom, Nagas will be under the socialist dictator without freedom. Chaos and civil war shall follow

I wish to draw the concentration of concerned authority towards the rising prices of essential commodities. The skyrocketing price of essential commodities is making the life of the common people very hard. The steep rise in prices has severely hit the poor and middle class people. The government has made some efforts but it still lacks. The government must realize that price line is the life line. Big businessmen store things in their go downs and create artificial shortages in the market, leading to an increase in prices. More fair price depots should be set up. Shopkeepers and traders must be ordered to put price list of essential commodities. Black markets and hoarders must be dealt with sternly. The government should immediately do whatever necessary, and take proper steps to blacklist the black marketers and adopt the price control measures. Manipur govt forms state Covid-19 treatment team

It may be recalled that after the N Biren Singh-led BJP’s coalition government was formed in the state , the Manipur Parliamentary Secretary (Appointment, Salary And Allowances and

Miscellaneous Provisions) Repealing Act, 2018 was enacted to enable appointment of 12 MLAs as parliamentary secretaries. The Act was an amended form of Manipur Parliamentary Secretary (Appointment, Salary and Allowances and Miscellaneous Provisions) Act, 2012 which the then O Ibobi Singh led Congress government had enacted. Manipur Parliamentary Secretary (Appointment, Salary and Allowances and Miscellaneous Provisions) Act, 2012 is unconstitutional as the state legislature did not have the legislative com-

petence to pass the Act. As a corollary, it does not have the competence to pass the Repealing Act, 2018. When it has no competence to pass an Act, it does not have the authority to repeal it, as well. Aizawl, Sep 19 (PTI): At least 14 people, including six security personnel, have tested positive for novel coronavirus in Mizoram in the last 24 hours, taking the state’s tally to 1,548, an official said on Saturday. Of the 14 new cases, eight were reported from Aizawl district, five from Lunglei and one from Serchhip district, the official said. While six patients have no travel history and were diagnosed with COVID-19 during contact tracing, the remaining eight patients have returned from outside the state, he said. Of the six security personnel testing positive for COVID-19, five are of Assam Rifles and one BSF jawan, according to the official. There are 575 active COVID-19 cases in the state while a total of 973 people have already recovered from the virus.

New Delhi, Sep 19 (IANS): After claiming that the government has no data on the deaths of migrant labourers amid the nationwide lockdown as well as doctors who lost their lives due to Covid-19, the Centre on Saturday said that it has no record of MSMEs that have faced closure in the wake of the pandemic. Interestingly, in a written reply to a question in the Rajya Sabha, Minister of State for Micro, Small and Medium Enterprises (MSME) Pratap Chandra Sarangi also said that there is no data on the number of MSMEs closed down from FY 2014-15 to FY 2019-20. On a question on the number of small and medium businesses closed from March to August 2020 due to the economic distress, the Minister said: “No such record is available.” He, however, enumerated the steps taken by the government to support the MSMEs to revive, including the Rs 20,000 crore subordinate debt for MSMEs, Rs 3 lakh crore collateralfree automatic loans for business, including MSMEs, and Rs 50,000 crore equity infusion through ‘MSME Fund of Funds’. The Minister also mentioned the revised criteria for classification of MSMEs and new registration of MSMEs through ‘Udyam Registration’ for ease-of-doing business, among other initiatives.

China protests US ban on apps

Beijing, Sep 19 (PTI): China on Saturday said it was resolutely opposed to the US’ move of blocking downloads of WeChat and TikTok apps and warned counter measures to protect the interest of Chinese companies. The US on Friday issued orders to ban popular Chinese social media apps TikTok and WeChat from Sunday to safeguard national security, weeks after India banned them, saying they were prejudicial to sovereignty, integrity and security of the country. Last month, US President Donald Trump signed an executive order to ban TikTok and WeChat by September 15 unless the ownership of the two Chinese companies changed to American. Reacting to orders issued by the Trump administration to ban TikTok and WeChat from Sunday, China’s Ministry of Commerce (MOC) said it was resolutely opposed to the US’ move to block downloads of these apps. In the absence of any

evidence, the US has repeatedly used state power to suppress the two enterprises for unwarranted reasons, which seriously disrupted their normal business activities, undermined the confidence of international investors in the US investment environment and damaged the normal global economic and trade order, the MOC said in a statement. It said Washington should immediately stop bullying and safeguard international rules and order. “If the US is bent on having its own way, China will take necessary measures to resolutely protect the legitimate rights and interests of Chinese com-

panies,” the ministry said, without giving details. Though the ministry did not specify any retaliatory action, it issued rules for a widely anticipated unreliable entity list mechanism on Saturday that could severely punish foreign entities and individuals who undermine China’s national interests. The move is believed to counter the US’ relentless crackdown campaign against Chinese businesses, state-run Global Times said. The list would include foreign entities or individuals who undermine China’s sovereignty, security and development interests and those who violate market principles by cutting off

normal transactions with Chinese firms, organizations or individuals, the MOC said. The Ministry did not release specific foreign entities or individuals that will be put on the list. TikTok and WeChat were first banned by India on June 29 along with 59 Chinese apps, saying they were prejudicial to sovereignty, integrity and security of the country. The ban was expanded to 224 Chinese apps later. The ban was imposed in the backdrop of a tense stand-off along the Line of Actual control in eastern Ladakh with Chinese troops. President Trump had also cited India’s action against the Chinese apps while announcing his plan to ban them last month. The latest US move followed intensified moves by Trump administration to crack down on high tech Chinese firms starting with telecom giant Huawei whose products are banned in the US.

She was appointed in 1993 by then President Bill Clinton and has over the years become the most senior member of the court's liberal wing. Lo n d o n, S e p 1 9 (Agencies): The Toffees beat the Baggies 5-2 as Dominic Calvert-Lewin scored a hat trick, plus James Rodriguez and Michael Keane each bagged a goal. Superb goals from Grady Diangana and Matheus Pereira gave West Brom hope but they were reduced to 10 men before half time and had manager Slaven Bilic sent off in the aftermath for remonstrating with referee Mike Dean. Everton should have taken the lead early on as James Rodriguez whipped in a superb cor ner but Calvert-Lewin could only head wide. West Brom took the lead after Diangana was given the freedom of Goodison to run towards goal and he then drilled home a low shot into the bottom corner,

Everton responded well to going behind with Calvert-Lewin and Allan having chances, but then Jake Livermore did superbly to control and get a shot off but he hit the post. Before the break Everton were level as Richarlison caused havoc after a cross and Calvert-Lewin flicked home. The equalizer was initially ruled out for offside but VAR checked the decision and it was overturned to make it 1-1. James Rodriguez then made it 2-1 with a lovely strike from outside the box for his first Everton goal, then a few moments later Kieran Gibbs raised his hands to the face of James and was shown a straight red card. Within a few minutes of the restart 10-man West Brom were level as Matheus Pereira curled home a stunning free kick into the top corner from distance. But it wasn’t 2-2 for long as Richarlison’s header was saved but Michael Keane was on hand to tap home the rebound to put the Toffees 3-2 up. Soon it was 4-2 as James brilliantly found Richarlison who teed up Calvert-Lewin to tap home. And CalvertLewin completed his hat trick as the ball bounced off the back of his head and in to make it 5-2. Lucas Digne hit the bar with a free kick and Richarlison had a goal disallowed for offside as Everton eased to a second-straight victory to start the season in style.
