NH assembly secretary pointed out that as per the conventional practice the Federal Assembly has to be summoned at least one month ahead. Elu Ndang said the Naga Hoho was of the view that the summoning of Federal Assembly itself was “directly or indirectly responding to the issues being raised through media by different individuals and forums.”

Action plan for NE state-specific problems: Centre

GUWAHATI, SEP 20 (PTI): The Central government will put emphasis on state-specific problems of the North East as a special case while formulating action plans, Union Panchayati Raj and Rural Development Minister Narendra Singh Tomar said. At a meeting of the Members of Parliament from North Eastern state in Guwahati, Tomar underscored that the Centre will consider on emphasising the state specific problems of the region as a special case while formulating action plans in coming days. “The Central government is very much concerned about overall development of the rural areas of the North Eastern states,” he added. While highlighting on the priorities of rural development, Tomar stressed on the united efforts of Centre-State and informed about the vision of implementing rural road connectivity by 2019. The minister also informed about the government’s other targets related to development of rural areas across the country in coming years. Addressing on the occasion, Union Minister of State for Rural Development Ram Kripal Yadav spoke in length on the key issues of rural development, its monitoring system and good governance framework. Union Minister of State for Railways Rajen Gohain stressed on taking necessary steps for maintenance of rural infrastructure, including road and electrification.

Kohima chosen for ‘Smart City Mission’

Sept 20 a ‘Red Letter Day’ for Nagaland: T.R. Zeliang DIMAPUR, SEP 20 (NPN): With the announcement of the third list of Smart Cities by the Centre on Tuesday, Kohima has finally found a slot amongst the list of 27 cities for this financial year. Expressing great joy, Nagaland chief minister T.R. Zeliang said “September 20 should go down the annals of Nagaland, and as a red letter day”. The announcement was made by union Urban Development minister, Venkaiah Naidu wherein he informed that 27 out of the 63 participating cities qualified after going through three rounds of tough competition, where they were evaluated on a variety of factors. “With this announcement, a total investment of Rs.1,44,742 crore has been proposed by 60 cities under smart city plans,” said Naidu. Giving credit to the chief minister, CMO in a press note said Zeliang had taken up all efforts to include Kohima as a Smart City, on a personal level and had numerous rounds of meetings with the consultants, department officials and all stakeholders in the past few months. KOHIMA, SEP 20 (NPN): Parliamentary secretary of Municipal Affairs, Economics & Statistics, R. Tohanba has expressed delight at the inclusion of Kohima for the Smart City Mission (SCM) . Tohanba told Nagaland Post that it was a great achievement for the people of Nagaland particularly for the citizens of Kohima. He also said it was through the unflinching support received from the state government and all the stakeholders that Kohima was selected. Tohanba said the competition held on the mission project, conducted by Kohima Municipal Council, proved very helpful where many ideas, suggestions and views have been received. He expressed gratitude to the state government headed by chief minister, T. R. Zeliang, for his continuous effort and support and all stakeholders involved. Meanwhile, Tohanba has appealed to the citizens to extend continuous support for the successful implementation of the project.

have proposed an investment of Rs.66,883 cr under smart city plans including Rs.42,524 cr under Area Based Development and another Rs.11,379 cr for technology based Pancity solutions that benefits all the citizens of respective cities. With this, the total investment proposed by the 60 cities selected so far has gone up to Rs.1,44,742 cr, he said. The 27 smart cities announced today are from 12 States including 5 from Maharashtra, 4 each from Tamil Nadu and Karnataka, 3 from

Uttar Pradesh and 2 each from Punjab and Rajasthan. Nagaland and Sikkim have made it to the smart city list for the first time. With today’s announcement, implementation of smart city plans is now spread over 27 States and UTs, said Venkaiah Naidu. Nine States/ UTs still to enter implementation phase are; Uttarakhand, J & K, Meghalaya, Mizoram, Nagaland, Arunachal Pradesh, Puducherry, Lakshadweep, Daman & Diu and Dadra, Nagar & Haveli.

Fund for road improvement

Besides Kohima being selected for the ambitious ‘Smart Cities’ project, CMO also informed that Nagaland got a sanction of Rs. 340 crore for improvement of the highway from Dimapur to Chumukedima and Kohima check gate to Lerie, which passes through the state capital. CMO said Rs. 340 crore was not part of the 4-lane project of the National Highway between Kohima and Dimapur, already alloted to two firms, and for which works are expected to commence after monsoon season.

Ravi Prasad assures HC for Nagaland

On the other hand, Union minister for Law and Justice, Ravi Shankar Prasad on Tuesday assured to look into the long pending issue of setting up a separate High Court for Nagaland. Chief minister, T.R. Zeliang along with parliamentary secretary for Law and Justice, Er. Picto called on Ravi Shankar and apprised the latter about the need to have a separate High Court for Nagaland, CMO stated in a press note. The minister acknowledged the requirements and assured Zeliang that he would take up the matter for consideration on a priority basis, CMO said.

KVC reiterates stand against women quota KOHIMA, SEP 20 (NPN): In a significant development, Kohima Village Council (KVC) reaffirmed its earlier resolution that “ 33% women reservation to the urban local bodies is contrary to the Naga culture and alien to us” In view of the reaffirmation of the earlier resolution, a KVC statement issued by its chairman Medoselhou Keretsü and press secretary Thejao Sekhose Tuesday, conveyed the village council’s “total disagreement” with the 33% reservation policy. The KVC officials also pointed out that in spite of intense objection from several quarters against the implementation of the 33% women reservation in civic bodies; the state cabinet had gone ahead in passing the Women Reservation Bill in August 2016 without holding and discussion or consultations with Naga society groups, who are also stake holders. KVC said it has emerged that the state government was “all set to conduct local urban body elections in the near future following this controversial bill.” Further, KVC admitted that there was urgent need of forming urban local bodies to fill up the void since urban areas faced loss without them. However, it said that municipal elections should be held at the earliest without the 33% reservation policy , adding “men/ women are equally welcome to participate in this process.”

KVC maintained that there was no discrimination between menfolk and womenfolk in Naga society where women in general, were never under privileged in any form. “Menfolk are never more privileged than the womenfolk. Men and women alike get their due importance in different segments and their status, identities, importance differ in different arena” said KVC. Further it expressed the view that a leader must carry the mandate of the public and that after being elected/nominated, should discharge his/ her duty judiciously in accordance to the law of the people. KVC reiterated that it stood strongly against the 33% women reservation( or any percentage) reservation in all urban bodies. It argued that if an urban body was established with the principle of 33% reservation, without the support and mandate of the people and if a council was formed by such reservation without public mandate and confidence of the general public, then it would be rendered as a “powerless council”. In the light of the points mentioned above, KVC requested the state government not to “further encourage or enhance such a fatal exercise” but reconsider the decision in the interest of the KVC and also Nagas as a whole. KVC also warned that the issue could become explosive if left unattended.

Strike-Back: Army guns down 10 infiltrators URI/NEW DELHI, SEP 20 (AGENCIES): The Indian army killed 10 militants after a group of infiltrators tried to cross over to this side of the Line of Control (LoC) under the cover of Pakistani firing in Jammu and Kashmir on Tuesday, two days after a massive terror strike killed 18 soldiers in the garrison town of Uri. Another infiltration bid was foiled in Naugam where one soldier was killed, an army spokesman said in Srinagar. At both the places, operations are in progress, he said. Though the spokesman refused to comment on the number of terrorists killed in the ongoing operations so far, saying details will be made public in due course, army sources in Delhi said 10 terrorists were killed in the encounter with the army in the Uri sector. The bodies have not yet been recovered, they added. A source said the army became apprehensive about a possible infiltration bid after Pakistani troops resorted to unprovoked firing at forward Indian posts on Tuesday after-

ber 11 and 16 in Jammu and Kashmir’s Poonch and Uri sectors, respectively. Four terrorists were killed in each of the operations. The latest infiltration bid came as New Delhi and Islamabad are locked in a bitter diplomatic war of words following the Uri terror attack, which India has blamed on militants from Pakistan. Pakistan has denied the allegations even as India claimed to have clinching evidence to support its claims.

Rail issue: Civil societies seek PM’s intervention Heavy rain inundate low-lying areas DIMAPUR, SEP 20 (NPN): Dimapur-based civil societies: Naga Council Dimapur, Naga Women Hoho Dimpaur, Naga Students’ Union Dimapur, GB Union Dimapur, Gaon Bura Union Dimapur, Dimapur Chamber of Commerce & Industries and Urban Colony Council Federation- have appealed to the prime minister Narendra Modi to intervene by revoking the decision of the Northeast Frontier Railway (NFR) to shift place Dimapur railway station under the administrative control of Tinsukia Division from Lumding Division. In the lengthy memorandum, the above organizations have cited several reasons in support of their demand that instead, Dimapur railway station ought to be upgraded as a Divisional Headquarter. The organizations stated that Dimapur railway station is not only the railhead of Nagaland but also for Manipur and is also the (second) highest revenue earner for the NFR in the region.

Warns of protest until demands are met Despite showing signs of growth and expansion, the NFR has always “meted a step motherly treatment” to Dimapur railway station, they said. They said the move to shift Dimapur from Lumding Division to Tinsukia Division came as a big blow to everyone, especially the daily commuters, railway employees and stakeholders in Nagaland, Manipur and adjoining border areas of Assam. Taking serious note of NFR’s decision, the organizations said it would not only jeopardize the economy of the region but would also have far reaching consequences on social, educational and demographical structure of Dimapur in relation to other parts of the country. Further, the Dimapurbased organizations cited several points in support of their contention that North-

east Frontier Railway has been giving a step-motherly treatment to Dimapur railway station in matters such as development of the Dimapur railway station as a Model Railway Station (despite the declaration recently made in Dimapur by union railway minister Suresh Prabhu) and job opportunities for the youths of the state The organizations further cautioned that they would be compelled to resort to all kinds of democratic protests until the legitimate demands were met and fulfilled by the Railway Ministry provides. The bodies also pointed out to the prime minister that NFR was focused only on Assam, when it was supposed to be functioning for the entire North Eastern Region. It also raised questions as to “why development and job opportunities are always done by NFR keeping in mind the

benefit of Assam alone?” (Full text on p-6) The memorandum by the Dimapur-based civil society group came close on the heels of a letter addressed to the union Railway minister Suresh Prabhu by Nagaland chief minister T.R.Zeliang. The chief minister not only echoed the points put forward by the Railway Contractors Union Nagaland (RCUN) in expressing strong objection to the move of the NFR to transfer the Dimapur railway station from Lumding Division to Tinsukia Division; but also demanding that Dimapur be upgraded to a Divisional Headquarter. RCUN had also mentioned that Dimapur railway station was among the oldest in the region and despite the neglect by Northeast Frontier Railway, it continued to contribute the second highest revenue to the NFR from the North East region. The union had also warned that it would launch democratic forms of protest like ‘Rail Roko’ etc.

DIMAPUR, SEP 20 (NPN): Heavy rains that lashed Dimapur in the last 24 hours has resulted in water logging on roads and inundation of many low lying areas. In some areas, incessant downpour caused knee-deep flood whereas certain colonies

were submerged in waist-deep floodwaters. K. Sachu colony, which was badly affected by flood, has been reeling under darkness. Colony GB, Japan Sachu, said due to flood power supply to the colony has also been cut off completely.

Heavy rains in Dimapur results in drain water flooding to the roads and causing more damage. Dimapur lacks proper drainage due to encroachment and also due to blockade caused by rubbish being thrown on drains. The authorities have yet to respond. K Y M C

KVYO supports ‘environment campaign day’ DIMAPUR: Kohima Village Youth Organisation (KVYO) has extended its unanimous support to the initiative of Angami Youth Organization (AYO) to observe October 5 as “a day to enable our environment to recoup its vitality for human sustenance.” A press note by KVYO president, Medozhatuo Rutsa and general secretary, Kezhalelie Keretsü stated that AYO had requested the vehicles to remain off the road on October 5 and also to practice minimal usage of power at home/ business. KVYO stated that “our illiterate forefathers” had observed certain days as ‘ritualistic forbidden days’ (Penyie or Kenyü) to honour the Mother Nature even before Christianity and education made advent into “our” land. Patton IAS in his brief address informed that as per 2011 census, there were 29,631 disabled persons, with only around 5% having the disability certificate. He pointed out that this indicated that something was wrong in the system. Patton regretted that there was supposed to be three district disabilities centre in Dimapur, Mon and Tuensang, however it was established only in Dimapur which was yet again nonfunctional. He suggested conducting the same programme in the district level since it would be inconvenient for many disabled persons to travel. Member secretary NSLSA, Nino Iralu NJS informed the disabled persons to contact the NSLSA and avail the free service facility. A technical team from Bhagwan Mahaveer Viklang Sayahata Samiti is in the state capital assisting the handicapped persons. The ar tificial limbs were provided by Bhagwan Mahaveer Viklang Sayahata Samiti, a free artificial limb and calipers fitment centre (NGO) based in Guwahati. The society initiates at their own expense and does not receive any help from central or state government.

Speaking on the ocassion, secretary, department of Co-operation, Lithorngla G Chishi, IAS said, holding of the 2nd review meeting of the departmental officers at different venues (districts) was a trend setter of the department. She said this was meant to showcase and experience the ground realities of the other districts for the officials (ARCS & SRCS), apart from their designated districts. Lithorngla G Chishi, IAS said this was also meant to build a stronger team and be a role model for other departments of the state, to follow. She identified three problems wherein the first was the law which is an abstraction, second is the failure of education system, and the third was industrially led economy. Also, India as a nation according to her, has failed to make the citizens a productive agent through economic cycle which otherwise has the potentiality to help in shaping India. ECI in Imphal; reviews poll preparedness

IMPHAL, Sep 20: Kick-starting the process of holding assembly polls in Manipur early next year, a full bench of Election Commission of India led by chief election commissioner Nasim Zaidi arrived here in Imphal Tuesday on a two-day visit. The election to the Manipur Assembly is expected any time in the early part of next year 2017 as current term of the 60-member Manipur Assembly ends on March 18, 2017. Under the Representation of People’s Act, ECI is free to hold elections six months prior to the expiry of the term of the Assembly. The commission led by the chief election commissioner comprised of two election commissioners, three deputy election commissioners, four directors, one principal secretary and one secretary. The commission is visiting the state to review poll preparedness and meet the state police and officials of the ad-

ministration. They would also interact with representatives of political parties before going back to Delhi on September 21 evening, an official source said. Soon after their arrival in Imphal this afternoon, around 2 pm, the ECI held preliminary discussions with officials including state chief electoral officer VK Dewangan and the state police nodal officers. The discussion was followed by meetings with state chief secretary and DGP separately. The commission would hold another round of meeting with representatives of recognised political parties to elicit their views and suggestions for conducting free and fair elections. The ECI would hold a press briefing at Hotel Grande, Imphal before concluding their two-day visit in the state. The full commission is in the state after its four-member team led by deputy chief election commissioner Sandeep Saxena reviewed the poll preparedness

in the middle week of August this year. The ECI had also discussed the state election management plan, security plan, communication plan and district level action plan for SVEEP, progress of NERP. The main purpose of the ECI’s visit in the state is to assist the state’s preparedness for the forthcoming 11th legislative election for Manipur Assembly, state election officials said. It may be mentioned here that state government had effected transfer and posting of its top ranking officers of police and district administration following a recent directive of the ECI. After transfer and posting of district deputy commissioners had effected last week, state department of personal and administration has re-allocated postings of 18 police officers on September 19. Among others, the transfer and posting of SPs of almost all the district was affected by the order. This was a part of election preparedness, an official source said.

G u wahati , S e p 2 0 (Agencies): Two poachers, alleged to have been involved in the killing and illegal smuggling of one-horned rhinoceros parts from the Kaziranga National Park, were arrested by a team of Forest Department officials from Assam in Coonoor. They were assisted by personnel from the Tamil Nadu forest department. The two poachers, A Mohammed Maqbal Ali (24), and M Mohammed Noor Qasim (33), alleged to be illegal Bangladeshi immigrants residing in Assam, were hiding out in Coonoor. A joint-operation conducted by the Assam and Tamil Nadu Forest departments finally managed to trace the two suspects after a three-day operation. K Periyasamy, the Forest Range Officer, Coonoor Range, and Saravana Kumar, Forest Ranger, Nilgiris North Division, assisted the team from Assam. DFO (Nilgiris North Division), S Kalanithi, said they were looking into whether the two had poached animals in Tamil Nadu.

IMPHAL, Sep 20: Union minister of state for consumer affairs, food and public distribution, Chhotu Ram Chaudhary arrived in Imphal on a one-day visit to the state on Tuesday. The Union minister, who arrived in Imphal by air Tuesday morning, said that his visit was related with taking stock of implementation of the National Food Security Act which was extended in Manipur in April this year. “I have come here to discuss the implementation of the scheme with the authorities of state government and to take stock of issues being faced by the state in the smooth implementation of the scheme,” he told reporters on his arrival at the airport. The Union minister later reviewed the progress of the implementation of the scheme with officials of Food Corporation of India in Imphal and state consumer affairs, food and public distribution department. After the meeting, Chaudhary told reporters that NDSA cards to the freshly applied beneficiaries would be issued within the next two months. “During the review meeting, we have discussed to solve various issues ahead of the implementation of the scheme. The problem on NIC upload list of beneficiary and cards distribution has been completed recently on the part of the Centre,” he added.

Man found dead with throat slit at Churachandpur district

Imphal, Sep 20 (PTI): One 21-year-old man was found dead this morning in the compound of Kamdau Veng cemetary of Tuibong village in Churachandpur district of Manipur, said police. Identified as Michael Henkholen Mate of the same district, the man had his throat slit and had hands tied behind his back, said a police officer. Discovered by early morning joggers, reasons for the brutal murder is yet to be ascertained.

the Directors and Chairman of the B-schools across India held at the Indian Institute Management-Shillong campus this morning. “We have decided to increase the intake capacity of students from 10,000 to 20,000 so that more students will get opportunity to take part in these best institutes. All (IIM) Directors have also narrated how they are ready for how

much expansion and if there are problems they will mention it and submit action plans on expansion of students’ intake,” Javadekar told journalists. Apart from increasing the student’s intake capacity, the minister said, “The IIMs have also decided to expand of doctoral programme (PhD programme) to address the shortages of faculty through creating of quality PhDs.”

“We also discussed how to expand PhD programme by offering IIM scholars more fellowships. As in Indian Institute Technologies’ (IITs) council, we have decided to give Prime Minster Research Fellowship. We will also take government’s approval for Prime Minister’s scholarship for the best of the best PhD scholars in IIMs. But the final decision will be taken by the cabinet,” he stated. Fo r P r i m e M i n i s t e r Research Fellowship for IIT scholars, Javadekar said, “the IIT already has its own funding. Therefore, we also want to provide these benefits for IIM scholars, and necessary sanction will be given to this soon.” Moreover, Javadekar said that the IIMs would also participate in the new initiative of the government to make 20 world class universities/institutes. “The government will create world class institutes -- ten in government sector and ten in private sectors. Therefore, the IIMs should also prepare themselves because these world class institutes will be decided finally by challenge mode,” he said. Asked whether the pro-

posed world class universities and institutes will be establish in any of the northeastern states, the Union Minister said, “As I said, everybody will participate, there will be 20 such world class institutes – ten in government sector and ten private sectors. As you know, after Modi became Prime Minister, the whole focus on Northeast has increased not only in academic but in every sector. Therefore, this programme (world class universities) will be finalised and declared soon after cabinet approval.” The Minister said that the IIMs will also be creating content for SWAYAM – an online course. On the shortage of teaching faculty in the IIMs, Javadekar said, “Unlike in the IITs where we have 30 per cent shortage of teachers. In IIMs it is not much. However, we have also discussed this in our meeting how to inculcate teachership in students, how to promote doctoral research programme, how to expand it, and how to bring the best of Indian students studying abroad as faculty which will also be worked out.”

Supreme Court rejects PIL on judges’ appointment

New Delhi, Sep 20 (PTI): Judges do not need certificates from anybody, the Supreme Court today said while rejecting a PIL seeking setting up of a “public body”, independent of the executive and judiciary, to ensure fair appointment of judges in High Courts and the apex court. “We don’t need a certificate from anyone on earth,” a bench comprising justices Arun K Mishra and U U Lalit said. The observation came when it was alleged that there has been nepotism in the appointment of judges in High Courts and the apex court. The bench disagreed with the plea of National Lawyers’ Campaign for Judicial Transparency and Reforms that a body independent of executive and judiciary to select Judges to the higher judiciary was needed, as those talented

Bomb hoax call delays Kolkata-Guwahati flight Kolkata, SEP 20 (PTI): Security personnel at the Netaji Subhas Chandra Bose International Airport here went into a tizzy today after receiving a phone call threatening to blow up an Air India flight. The Guwahati-bound flight from the city was delayed by around two hours following a unanimous call saying a bomb has been planted in the plane, airport officials said. The AI-729 flight from Kolkata to Guwahati with 114 passengers on board was scheduled to fly from the Airport at 9.50 AM. However, shortly before that, a phone call came to the airport duty manager’s desk and a female voice informed him that a bomb has been planted in that flight, the officials said. The plane was immediately taken to the isolation bay and passengers were offloaded. Security and bomb squad personnel checked the plane but nothing was found, the officials said. New Delhi, Sep 20 (IANS): Only 67 per cent of cigarette packets of various brands in the country display the mandatory 85-per-cent-pictorial warning since the rule came into force on April 1 this year, a nationallevel study said on Tuesday. The results of the study -- conducted by the Voluntary Health Association of India (VHAI), in association with health organisations in different states -- were reached after observing packets of cigarettes, bidis and smokeless tobaccos in eight different states with higher number of smokers and other tobacco consumers in comparison to others. According to the study, the categories included 786 cigarette packets from 24 different brands of four tobacco companies, 665 packets from seven different companies manufacturing smokeless tobacco -- both of identified and unidentified companies -- and 539 bidi packets, also of identified and non-identified companies. The sample packets taken during the study were from pre-identified tobacco vendors. “Sixty-seven per cent of the cigarette packs were fully compliant with all the labelling requirements of the law, graphics, text content, location (front, back and top of the packs), and size (85 per cent of the principal display area) of the health warning labels,” said the study. For bidi packs, it said as little as 16 per cent of those displayed a pictorial and text health warning label that covered 85 per cent of the principal display area of the pack. “Forty-six per cent of the smokeless tobacco packs displayed a pictorial and text health warning label that covered 85 per cent of

the principal display area of both sides of the pack,” the study said. Among the cigarette brands found implementing the norms are Bristol, Gold Flake, Navy Cut, B&H Classic, Flake, Capstan, India Kings, Berkley, Players, Scissors and Duke, among others. The smokeless tobacco brands which have implemented the 85 per cent pictorial warnings include Kuber, Baba 120, Miraj, V1, Tulsi, S-4, Dilbag and Pan Bahar, among others. Among the bidi brands were Haribai Beedis (Haribai Beedis Works), Ganesh Beedies (Mangalore Beedis), 501 (Ganesh), Vani Nava Shakti (unidentifed tobacco company) and Prakash (NTIC), among others. “The government needs to redouble its efforts to strictly enforce the implementation of the new pictorial warnings on every tobacco product sold across the country and must aim for full compliance of the law by all tobacco manufacturers,” said Seema Gupta, Director - Tobacco Control RCH, Voluntary Health Association of India. Bhavna B Mukhopadhyay, Chief Executive, Voluntary Health Association of India, said: “Even though some tobacco companies are opposing implementation of the new health warnings on tobacco products, the study results show that implementing 85 per cent pictorial warning on tobacco products is possible/ practical and tobacco companies are abiding by the law.” According to the statistics, tobacco-related diseases kill about 2,500 Indians daily and over 10 lakh Indians every year. An estimated 5,500 youth and children -- as young as eight years old -- initiate use of tobacco daily.

New Delhi, Sep 20 (PTI): Around 2,000 Central government organisations will soon be accepting applications under the Right to Information (RTI) Act through online medium. The move is based on the suggestion given by a group ofsecretaries before Prime Minister Narendra Modi. The Department of Personnel and Training (DoPT) has started a massive exercise to train nodal officers of all such public authorities who have not yet started accepting the RTI pleas online. In a stern directive, it has asked all the government departments to attend a workshop being organised by the DoPT in this regard “without fail”. In case, the officers concerned fail to attend the workshop, a username will be created suo-motu and all these public authorities will be made live on the RTI portal. As many as 690 public authorities have been aligned so far on the especially designed website--www.rtionline.gov. in--to enable online filing of the RTI applications. The DoPT had during June and July this year conducted a workshop for 330 public authorities. Of these, 51 nodal officers did not attend the workshop. Since all the public authorities (around 2,000) will have to be aligned in a time bound manner ( a target/ timeline fixed and monitored at the highest level), DoPT is organising yet another training workshop as a special drive for those defaulted public authorities and nodal officers who did not attend the workshop.

Bhubaneswar, Sep 20 (IANS): India on Tuesday successfully test-fired the Barak-8 surface-to-air missile, jointly developed with Israel, from a defence test facility off the Odisha coast. The surface-to-air ballistic missile was successfully test fired from the Integrated Test Range (ITR) launch pad at Chandipur, said a defence official. It was launched from a mobile launcher at about

10.15 a.m. from ITR launching complex-III in Balasore district. The Defence Research and Development Organisation (DRDO) is planning some more rounds of tests shortly, the official said. The advanced missile is jointly designed and developed by DRDO and Israel Aerospace Industries (IAI) and Israel’s Administration for the Development of Weapons and Technological Infrastructure.

pparently, changing names of places is a favourite pastime of politicians who feel a sense of great achievement by this great sense of national duty to effect the changes. Names of many cities and important places have been changed during the past decades and the habit will continue. The Congress had done it in the past and today, the BJP has made it clear, that it won’t like to miss out on the action as it goes on overdrive to put its stamp on places with names of people of its choice. At a recent function union Urban Development minister Venkaiah Naidu unveiled a plaque bearing the new name of building that houses minority affairs ministry and department of empowerment of persons with disability from Paryawaran Bhawan to Deendayal Antyodaya Bhawan, after Jan Sangh ideologue Pandit Deendayal Upadhyay. in modern-day India, we are witnessing a new phenomenon- that of renaming cities. Each political power has its own ideology and whenever it comes to power, it renames a few cities. The renaming of cities can be due to various reasons, be it social, political or commemorative but the undue urgency with which politicians are pursuing name changing is certainly not all praiseworthy. The compelling reason for name changing today is obviously for vote banks politics. This incessant renaming of cities, to play with the nationalistic sentiments of people, has become irritating and confusing. Moreover, renaming a city, comes with huge official costs such as changing signs, official documents and other endless things with which a city’s name is associated. In most cases, people stick with the old name, rather than the new names. Even after Bangalore became Bengaluru, people still prefer to call it by its former name. The BJP isn’t going to let the opportunity to stamp its legacy pass by as it is certainly going to take forward the decision of the RSS to rename several cities such as Ahmedabad as Karnavati, then Hyderabad as Bhagyanagar and Aurangabad as Sambhaji Nagar etc. Critics say the name changes are an attempt to rewrite India’s history and extend the Sangh’s cultural influence. RSS leaders believe the names of places should be tied to their “history and culture” and the Sangh already uses “historic names” to address cities. The expanded list also proposes changing Kerala’s name to Keralam. The BJP’s ally, the Shiv Sena, has also been demanding the renaming of Aurangabad as Sambhajinagar for years. The RSS and the BJP have a history of proposing such name changes to link cities to their perceived heritage. During the BJPShiv Sena rule in 1996, Bombay was renamed Mumbai to honour a local goddess. The government renamed Aurangzeb Raod in the Capital’s Lutyen’s zone to Dr A P J Abdul Kalam Road to honour the late president. BJP spokesperson has demanded that Shahjahan Road should be renamed as Dashrath Manjhi Road. What the BJP has been stating all along and which is undeniable is that names of many places and government institutions and projects have been named after one family. In politics, having that is an advantage for the political party and the BJP/RSS cannot be blamed for wanting a piece of the action.

Post-mortem Is reviewing ‘Nagaland for Christ’ due?

ndeed, I withheld myself from talking on this topic for quite some time as mine is just layman’s view. Whereas, I wonder whether this slogan of ‘Nagaland for Christ’ and its relevance in our land was ever debated particularly by the Church leaders and the Naga theologians though they may or may not be responsible for initially coining the slogan. No doubt I feel incompetent to rock the issue and yet I have the urge to question the relevance of the retention of the slogan vis-a-vis the contemporary Nagaland Christian world. John 15:16 says ‘You did not choose me, but I chose you... says the Lord Jesus Christ. This verse tells us that it was not the Nagas who firstly sought for Christ and chosen Him as the Lord and Saviour. While the Nagas had primitive life and headhunting was part of it, God, out of His grace, sent His Baptist missionary from America in the person of E.W. Clark and his wife Lucy along with their associate Godhula from Assam to inform the Nagas about the Good News and invite the Nagas saying that God has chosen us to be His followers 144 years ago. Thus, the people of Molungkimong converted into Christianity 75 years prior to India’s Independence. During 75 years, the Good News was spread to other Naga areas. Yet, it took some 23 years to reach the first few converts in Chakhesang region, just for instance. Had the advent of Christianity been later or as late as after India’s Independence, in my belief, by today, majority of the Nagas might have embraced Indian faiths as Hinduism or Islam. In such situation, the classless Naga society would have been religiously compartmented whereby the probable result is anybody’s guess. God Jehovah so loved the Nagas that He had chosen Nagas in His own time so that the Nagas serve Him alone and be saved by our faith in Jesus Christ under

stress and strain. Now, in their enthusiasm those Nagas who initiated the evolvement of the slogan ‘Nagaland for Christ’ perhaps had the grand philosophy that Nagaland had to be a land of Christians. The slogan meant for Nagaland to be a substantial sourcing centre for missionaries for the Gospel. The slogan meant that maximum manpower of missionaries would be produced. The slogan meant that under any circumstances that the Nagas of Nagaland will not worship any other god except the Living God Jehovah. Had we been committed, determined and humble in our promise made to God, we would have indeed become unique today. Had we fulfilled the promise as per the slogan, Nagaland would have become a model worth quoting in India. Unfortunately, it is the reverse. Meanwhile, without nitpick, it is imperative for us to very, very briefly introspect whether our existing ground realities are fulfilling the dream of those planners and our life styles commensurate the slogan fondly and regularly used by mostly some of the NNPGs. Firstly, no doubt the Nagas have certain unique features in respect of our political background and our culture and tradition. Yet, apart from political, other communities too have their own uniqueness. Whereas, the internal bickering, the ego clash, the unforgiving benchmark, the vehement justifications of wrong philosophies and the ferocious politics of segregation have overshadowed the uniqueness of the Nagas. In other words, the fragmentation of the Naga National political front has desecrated and defaced the foundation established by capable team of pioneers with great sacrifices under the original banner NNC. How many of our brothers were murdered in the name of ‘Nagaland for Christ’? How many were harassed, tortured and extorted in the

name of ‘Nagaland for Christ’? Are all these detrimental and self-infringing characteristics glorifying Christ? Are these the investments made for propagation of the Gospel? Secondly, look at the performances of the present day State Government. The Governor of Nagaland Sri. B.P. Acharya has been very vocal on miss-governance. His unbridled vitriolic attack on the ‘greed’ of those who are at the helm of public welfare and branding Naga society being ‘plagued by corruption’ are indicative enough of how chaotic is the governance. The government is run by elected representatives and bureaucrats who are all Christians and mostly baptized members. Mizoram Govt. terminated the services of its employees on account of corruption. Is there any disciplinary rule in Nagaland? Are the disciplinary rules for protection of the crooks? Or none of the Govt. servants ever indulged in corruption or when the rule is used, hardly few will be spared and there can be shortage of manpower for governance and hence the impediment. Does the kind of governance befit Christian ethics? Is the way the responsible team of politicians and bureaucrats managing the affairs of the people of Nagaland commensurate the slogan ‘Nagaland for Christ’? Thirdly, once again I admit that I am the most wretched sinner of all and I feel unfit to talk on the integrity of the Church. Also, what do I gain if the image of the Church is unjustly tarnished? Yet, I feel it is time to call a spade spade if we are for reformation. In favour of the given topic, it is pertinent to introspect the integrity of our Churches. I am sure all are not of same, but how many Churches are united and cohesive? Are syndicates in control of the Churches? Are the meek and humble but not moneyed who were the pioneers of the Church at its struggling nascent

stage being forgotten, sidelined and replaced by the rich and status studded lot? It appears at times a Church undergoes high stake Church politics of typical standard. Typical in the sense of believers’ conflict of which the undercurrent is stronger than the smoke so produced by the conflict between two arch rival politicians. Are our Churches being decorated with factionalism, parochialism, regionalism, favouritism, nepotism and party-ism? One irritating activity is that there had been instances of the Church project foundation stones or the Church completed projects being laid or inaugurated by those rich and powerful whose active memberships were already terminated by their respective Churches or fit for such terminations if a Church honestly and rationally uses the given yardstick? In such events, can we call it dedication or desecration? What about Church policies? Are some of our Churches tussling between the principles of physical and material developments versus spiritual development? Will the Church remain mute when the Name of Christ Jesus is abused, usurped and misused in the name of the slogan? Fourthly, what about the common man including myself ? The above three categories are below the mark. Are we better than others mentioned above? Are the common man in Nagaland innocent? No. The general public may be ignorant of many vital issues but we are equally cunning, myopic and dishonest. By outward appearance we are looked simple but within is complex. Our total being and characteristics are made of elements of greed and glutton alone. We are gullible, malleable and too melt-able at the flick of currency note and we become breathless at the sight of wad of the same. Nagaland is just 15 months away from the next Assembly elections. Gossips have begun now about probable candidates. What dominates the interac-

tions is ‘He is capable but has no money, he is not that capable but he has money’. Thus, in advance we have already decided to surrender our birthright and legal right to whoever, may be a contractor, a Govt. employee either in service or retiree having purchasing power. We do not talk about the integrity, the calibre and the dynamism of an aspirant candidate. Even on the spur of the moment, any aspirant who is financially poor is discarded in favour of the moneyed. What the restless movers have begun now in each Assembly constituency is frantically looking for a rich man of any category to be the candidate. Hence, corruption is ignited here. Not by anybody from anywhere else but here at the Ward of that town, at the colony of that Village, here in the tea stall, here inside the bus/ Tata Sumo we casually initiate corruption. We, the common man, often than not speak against corruption in the governance without realizing that we are the ones who taught those in power how to be corrupt. Is this mentality suiting to the slogan ‘Nagaland for Christ’? Despite of the above, shall we still claim that all those activities are for Christ? We know that our way of life, I am the worst, our activities and our attitude are found unsuitable to the slogan. The total scenario in Nagaland is a complete negation to ‘Nagaland for Christ’; the Sodom-Gomorrah situation cannot be for Christ. In the light of above, in my opinion the slogan may have to be reversed so as to avert embarrassment and also to avoid committing one sin upon another. If the slogan is to be retained, we have to improve the situation which becomes befitting for it. How bad have we become, Christ Jesus is gracious enough to reform, transform and rescue us from such mess. So be it ‘Christ for Nagaland’. Z. Lohe

NNC (NA)/ GDRN declares and clarify

t is a sad moment for the NNC (NA)/ GDRN to witness the outbreak of new group from the existing one at such a moment when all section of the Nagas are pleading for peace and unity. It is sad because the government do not wish to part with those patriots who have provided important contribution all these years but hopefully the government still look forward for their safe return to the mainstream. However, this extraordinary complicated issue cannot abase the function of the NNC (NA)/GDRN, for which the government had its emergency meeting on the16th of Sept 2016 at 11 o’clock at the residence of Kilonser, Hetoi Chophy to restructure the Government policies. The meeting ended successfully. During this meeting the members present unanimously elected Kilonser, Hetoi Chophy to the post of Ato Kilonser and Kilonser, Shilu Ao to the post of Kilo Kilonser. Wherein, the oath was pronounced by Speaker Tatar Hoho. NNC (NA)/ GDRN hope that the government will be more effective and successful under their leadership. And, in respect to clarification sought by Mr. Kheveto Yeptho, addressing himself as Defense Kilonser of the breakout group, NNC (NA)/ GDRN wish to clarify that termination statement of Lt. Col. Hoito was given by the concern government and not by any individual. Memorandum to PM of India through the CM of Nagaland

Dear Sir, Greetings from Nagaland. We the under mentioned organizations would like to bring to your kind notice the following few points for your urgent intervention so that you would do everything necessary at your disposal for the benefit of the entire State of Nagaland as well as Manipur and the region as a whole so that Dimapur Railway Station is given its due status of a fullfledged Divisional Railway Headquarter under NFR. Sir, Dimapur Railway Station is the Rail head of Nagaland as well as the bordering state of Manipur. It also happens to be the highest Revenue earning Railway Station under the entire North-Eastern Region. Though Dimapur Railway Station is showing signs of growth and expansion, the North Frontier Railways (NFR) has always meted a step-motherly treatment on Dimapur Railway Station. Despite all the points mentioned below, the recent move of the North Frontier Railways (NFR) to shift the administrative Headquarters of Dimapur Railway Station from Lumding to Tinsukia has come as a big blow to everyone, especially the daily commuters, Railway Employees and

commercial houses among many other stakeholders in Nagaland, Manipur and adjoining areas of bordering state of Assam. We have taken this issue very seriously as this insane move on the part of NFR Guwahati would not only jeopardize the economy of the region but also would have far reaching consequences on social, educational and demographical structure of Dimapur in relation to other parts of the country. We hereby put this legitimate demand for urgent revocation of the NFR decision of shifting the Administration of Dimapur Railway Station from Lumding to Tinsukia despite the fact that Tinsukia is more than 200 KMS from Dimapur. We would like to put forth the following points for your kind information please: 1. Logistically, Dimapur is a very important geographical and commercial town earning a major chunk of revenue for the Railways since it is the corridor for both Nagaland and Manipur along with some important towns of neighbouring state Assam, especially Karbi Anglong. 2. Dimapur Railway Station is one of the most important Railway Stations in the entire region which makes it

even more logical to support the cause of Dimapur Railway Station being upgraded into a fully functional Divisional Headquarter. The North Frontier Railways has always been ignoring this and has been routing the revenue earned by Dimapur Railway Station to the state of Assam alone. 3. When NFR is supposed to be functioning for the entire North Eastern Region why the focus is always on the state of Assam and why development and job opportunities are always done by NFR keeping in mind the benefit of Assam alone. Why the Naga educated employed youths are neglected by the NFR when job opportunities emerge under the Railway Department. 4. Nagaland has always shown potentialities of being the highest in terms of Revenue earning but why it is always neglected and overshadowed by the Railway Authorities. Why other states in the region particularly Assam gets the full benefit always? 5. The Hon’ble Union Railway Minister, Shri Suresh Prabhu recently declared the Dimapur Railway Station as a Model Railway Station and flagged off the Dimapur-Zubza Project. But ironically after that NFR has shown its true

colors of Step Motherly treatment. Dimapur deserves to be upgraded into a full-fledged Divisional Headquarter under the Railways but instead it has been put under the Administration of Tinsukia Division which is utterly unfair and inhuman. 6. There is no iota of doubt that the administration of Dimapur Railway Station has become significant in recent years due to the fact that it earns more revenue than any other North Eastern State. As such, we argue as to why not make Dimapur a fully operational Divisional Headquarter under NFR and accord its long overdue status. Why should the NFR instead look backward towards Tinsukia as the only viable option? Are the people manning NFR Administration so short-sighted and against your Look East and Act East Policy that they are trying their level best to deprive Dimapur Railway Station of all facilities? 7. It is really unfortunate that this move of the NFR has come at a time when the entire Indian Railways is eager to make a massive overhauling of its infrastructures. This decision on the part of NFR seems to be utterly primitive and thoughtless. Needless to say, there are

Considers for a moment what Jerusalem meant to the Jew himself. It stood first for history; Jerusalem to the Hebrew mind meant David, the Shepherd-King, the man after God’s heart, and Solomon in all his glory the builder of temples. Jerusalem means the temple and the temple meant God and like a spiritual magnet a Jew roam around the world but we accept continually how King David in Babylon knelt to say his prayers, the window of his rooms was open towards Jerusalem. We may never have left the town or hamlet of our birth, nor stirred beyond our native shores, and yet most surely our feet have stood within the gates of Jerusalem. Here is our citizenship, here our spiritual home and of Zion it shall be said “This man was born in her”. Christians of intellectual, disillusioned with the shallow goals of a materialistic society began to examine

their souls. Many turn to the ancient book called the Bible. There is no doubt that naturalistic religion has invaded the church today. Many of our concepts of the church are secular. Even the mission of the church is often changed from Biblical basis to secularized one. This will probably constitute a period of conflict; the type of conflict depends largely upon the environment, temperament and the faith of the believers. We want to save ourselves, this would feed our egos and pride and in searching something that works. Never has a generation been called upon to experience more instant suffering, trouble, heartache and despair than ours. When religion sanctions decay, the average sensual man tends to cheat. Apostle Paul, in the first chapter of Roman, addressed to the decadent Roman society might well apply to us. “Because that, never they knew God, they glorified him not as a God, neither were thankful (Rom. 1:21) Many average Christian want to disappear and inter into their own creation in their attempt to escape the

real world. Million of barbiturates are swallowed every night to help the nation to sleep. The intellectual climate in which modern man lives is a paradox. It put wheels under on feet, but fears and apprehensions in our heart. We are able to live longer, but not better. Casual Christians have no vision of a holy God, so they have no motivation for destroying their sinful habits. Now, you may be tempted to look another person as being more spiritual than you. But that person could be struggling hard to keep up an appearance of righteousness. This leads directly to the kind of tragic end and everyone does what is right in their own eyes. Most of us are motivated by the wish of greater material, status, comfort, security and prestige. That is why many believers rush all over the world looking for signs, miracles and deliverance. N F R G u wa h a t i h a s proved once and for all that there is no democratic handling of its affairs and that they are the most biased and illogical people in the Railway Fraternity by bringing Dimapur Railway Station under the ambit of Tinsukia Division which we oppose all out. We stand committed for the welfare of the people of Nagaland, Manipur and its adjoining areas and we strongly demand on behalf of the entire public and Railway Employees that Dimapur be upgraded to the level of Divisional Headquarter. We will never consider the option of the administrative headquarter being shifted to Tinsukia Division which will take us rearward rather than looking forward with the vision of Look East Policy.

We the undermentioned organizations reiterate our demands and fervently appeal to your kind office for immediate revocation of the NFR’s decision of shifting the administrative control of Dimapur Railway Station to Tinsukia Division and instead upgrade the only Railway Station of Dimapur Railway to Divisional Headquarter for the State of Nagaland. We would continue to resort to all kinds of democratic protests for the fulfillment of our legitimate demands till the Railway Ministry provides us full justice and adequate representation of our case is taken up. Constant power fluctuation at Tuensang

In what can be seen as a total negligence by the power department to repair/restore the damaged 7.5 MVA transformer, the denizens of Tuensang district is reeling under continuous power fluctuation. Over the past 10 to 11 months the convenience of the general public especially the students’ community is disturbed and under constant unease. It is to be mentioned that the 7.5 MVA Transformer got damaged last year (2015) and has remained so without any repair/replacement. The power transmission which is barely managed by the 5 MVA Transformer covers Tuensang area, Chessore Range, Shamator Range, Noklak Range and Thonoknyu Range. Despite the meager power supply coupled with vast area coverage, the Department exhibits a cold approach and lackadaisical attitude on the grievances. Hence, I as a concern citizen of Tuensang and on behalf of the general public earnestly request the concern department to attend to the needs and hardship faced over the past many months caused by the power fluctuation and to redress the power supply at the earliest. NIA takes over investigations into Uri attack S ri n a g ar , S e p 2 0 (IANS): The National Investigation Agency (NIA) on Tuesday took over the investigation into the attack on the army camp in Jammu and Kashmir’s Uri town in which 18 soldiers were killed and 30 others injured. The NIA team headed by an Inspector General is camping at Uri town to collect evidence from the site of the attack. The team, which took over the case from the Jammu and Kashmir Police that had registered an FIR into the attack on Sunday, has also taken into its possession various items of investigation recovered from the possession of the four suicide attackers who were killed in a gunfight after they entered the administrative base of an infantry battalion in Uri town. The items taken into possession by the NIA team include two Global Positioning Systems (GPS), one of which was charred in the attack while the other is intact, according to sources. “Pictures of two slain terrorists whose faces can be recognized would be shown to some Jaish terrorists who are in jails to identify the terrorists,” said sources, adding that the faces of the other two terrorists were charred beyond recognition. The sources said that the in tact GPS would be examined by experts to ascertain the route taken by the attackers and also to find out if they had any local accomplice who helped them to carry out the attack.

Woman stabbed 22 times on busy Delhi road; no onlooker helps New Delhi, Sept 20 (PTI): In a terrifying incident, a 21-year-old woman teacher bled to death in broad daylight Tuesday as her stalker stabbed her as many as 22 times in a busy road in front of hoards of onlookers in North Delhi’s Burari, yet again exposing the city’s impassive side. The sheer savagery of the murder during the morning rush hour and caught in CCTV camera, drew widespread outrage and horror. The Centre has sought a report from Delhi Police even as Aam Aadmi Party slammed Lt Governor Najeeb Jung, saying the horrific incident is reflective of “deteriorating” law and order situation in the capital. The victim was identified as Karuna Kumar, who worked as a teacher at Novel Riches School. The attacker, 34-year-old Surender Singh,

was stalking her for over a year-and-a-half. Karuna, with her cousin Neha, was on her way to work when Surender attacked her with a pair of scissors near Labour Chowk in Burari around 9 AM today, police said. As Surender caught Karuna off guard and plunged the single blade of scissors in her body, a man rushed to stop him but soon backed off fearing attack on himself. Within two-and-a-half minutes, Surender had stabbed Karuna 22 times, as onlookers kept away. Karuna was rushed to Sushrut Trauma Centre in Civil Lines where she was declared brought dead. Surender was beaten up by the locals, who caught him and handed him over to the police. Deputy Chief Minister Manish Sisodia said criminals

were getting increasingly “fearless” in the city as police was investing its energy on harassing AAP MLAs. Sisodia also said that the society needs to introspect on how it remains “mute” in such situations. The ruling AAP also fielded its women MLAs who vowed to take up the issue with the President of India, Union Home Minister and the Lt Governor and “not rest” till the authorities come up with a roadmap to bolster women’s safety in the national capital. Farmers showed keen interest to take up pulse cultivation in rice fallow by this year itself. Green gram and black gram seed and fertilizers were distributed to the farmers. Minor run over in Kohima

KOHIMA, SEP 20 (NPN): In a delayed report, a class III student was run over by a blue coloured maruti alto at Tin-Patti junction on Sunday evening at around 6.30 pm. According to Kohima traffic police, sister of the victim, who was along with her was still in shock and could not give any statement. New Delhi, Sep 20 (IANS): The government has initiated an “intense campaign” to free Waqf properties grabbed by “Waqf mafia” in several states, Union Minister of State for Minority Affairs Mukhtar Abbas Naqvi said on Tuesday. “A campaign on a war footing has been started to free the Waqf properties from the clutches of mafia across the country so that these properties can be used for the welfare of the Muslim community and ensure their socio-economic and educational empowerment,” he said. A one-man ‘Board of Adjudication’ will be set up, headed by a retired Supreme Court judge or retired High Court Chief Justice, to look into complaints regarding Waqf properties, Naqvi said while chairing the 74th meeting of Central Waqf Council here. He said the Centre has taken a serious note of complaints regarding mafia grabbing Waqf properties in some states in connivance with officials of the state Waqf boards. “Encroachment on Waqf properties will not be tolerated. Strict action will be taken against encroachers, no matter how powerful they are,” said the minister adding that a high-level inquiry has been going on in this connection and strict legal action

Mumbai, Sep 20 (PTI): India has among the lowest mutual fund investments to GDP ratios in the world at 7 per cent, offering a vast untapped opportunity for MF houses, which can leverage technology to enhance reach, a report said today. The 7 per cent MF:GDP ratio as of 2015 compares to 114 per cent in Australia, 91 per cent in the US and 51 per cent in the UK, it said. MF investments accounted for only 3.4 per cent of total financial investments by individual investors, including HNIs and retail, in 2014-15, said the report brought out jointly by consulting firm EY and Cafe Mutual. This underlines the significant untapped potential for growth in the Indian mutual fund industry, it said. With over 2,100 MF schemes, regulator Sebi should focus on rationalising product offerings. There is a need for deepening pension coverage in the country through mutual funds, it said. It lost a modest five paise to settle at 67.01 against the American currency. Sentiment across the globe was relatively muted and traded cautiously ahead of highly-anticipated monetary policy decisions by the Federal Reserve and Bank of Japan. Most emerging Asian currencies too remained wary. Both the major central banks are scheduled to announce their respective monetary policy decision on Wednesday. The domestic unit resumed modestly lower at 66.98 from Monday’s closing value of 66.96 at the Interbank Foreign Exchange (forex) market on fresh demand for the American currency from importers as well as sluggish equities. It largely traded in a tight range of 66.94 and 67.07 throughout the day given traders’ hesitancy to take any risk ahead of the major central banks meetings before finally ending at 67.01, showing a small loss of 5 paise, or 0.07 per cent. The US dollar traded broadly lower against its major trading counterparts amid highly cautious with investors preferring the sidelines until a clearer US monetary picture emerges.

Silver also advanced by Rs 300 to Rs 45,800 per kg, backed by increased offtake by industrial units and coin makers. Marketmen said a firming trend overseas where gold rose for a second day amid speculation that Federal Reserve policy makers will again stay their hand on an interest rate increase, raising demand for the precious metals, mainly buoyed the sentiment here. Globally, gold climbed 0.24 percent to USD 1,316 an ounce in Singapore today. Besides, increased buying by jewellers at domestic spot markets supported the upside. In the national capital, gold of 99.9 percent and 99.5 percent purity edged up by Rs 25 each to Rs 31,175 and Rs 31,025 per 10 grams respectively.

New Delhi, Sep 20 (PTI): The tax department has slapped a service tax demand of over Rs6,100 crore on the overseas arm of state-owned Oil and Natural Gas Corp (ONGC), a move that may potentially render its investments in oil and gas fields abroad infructuous. ONGC Videsh Ltd (OVL) has stakes in 37 oil and gas projects in 17 countries around the world. These stakes are held through subsidiaries, branches and joint ventures. For operations of these projects, those units and joint ventures would raise a demand for money on the parent, OVL, which would transmit the investments. The service tax department now contends that the overseas units are rendering a service to OVL and as such the company is liable to pay service tax at the full rate, sources said. The department first issued a demand cum show-cause notice on 11 October 2011 requiring OVL to show cause why service tax amounting to Rs2,816.31 crore plus interest on such amount and penalty should not be demanded and recovered. The tax amount was calculated based on foreign currency expenditure reported in the company’s financial statements covering period from 1 April 2006 to 31 March 2010. Subsequently, five more demand-cum-show cause notices were issued covering period up to 31 March 2015 to show cause why service tax amounting to Rs3,286.36 crore, the interest on such amount and penalty should not be demanded and recovered from the company. Gandhinagar, Sep 20 (PTI): SBI chairperson Arundhati Bhattacharya Monday said the stressed assets level in the banking sector will come down once the key industrial sectors start functioning at their optimum capacity. During a media interaction, the SBI chief said that most industrial units are working at 60 to 65 percent of their capacity against the desired 80 to 85 percent. “NPAs will start coming down as the demand comes back in the economy and then you see more and more capacity utilisation, which is still suboptimal. Be it manufacturing units or power plants, most of them are running at around 60 to 65 percent of their capacity,” Bhattacharya said. “When this comes up to 80 to 85 percent capacity, you will definitely see NPAs coming down,” she said when asked about Non Performing Assets (NPAs). She was here to attend the foundation stone laying ceremony of SBI’s Local Head Office (LHO) at Gujarat International Finance Tec-City (GIFT City) near here. The 14-storey tower will come up at an investment of Rs 100 crore. Upon completion, current LHO in Ahmedabad will be shifted here. Harinder Bains, the owner of a bar in Linden found Ahmad Khan Rahami sleeping in the doorway of his bar yesterday. Bains said he was watching news on TV on his laptop from another business across the street. At first, he thought he was some “drunk guy” resting in the vestibule but then recognised Rahami and called police. “I’m just a regular citizen doing what every citizen should do. Cops are the real heroes, law enforcement are the real heroes,” Bains said. When officers responded, Rahami pulled out a handgun and opened fire, striking an officer in the chest.

In his meeting with British Prime Minister Theresa May, Sharif again raised the Kashmir issue and asked the British leader to play her role in convincing India to stop the alleged use of force against the people in the region. Sharif said Pakistan’s support for Kashmiri people in their legitimate struggle for self determination and its commitment to the Kashmir cause are non-negotiable, according to information released by the Pakistani mission. Sharif alleged that human rights violations and state oppression is at its peak in Kashmir and it is the duty of the international community to “ask India to immediately end state atrocities on innocent and defenceless Kashmiri people”. He said the people of Jammu & Kashmir must be allowed to chose their destiny and longstanding resolutions of the UNSC on the right to self determination of the Kashmiri people need to be implemented. Seoul, Sep 20 (AFP): North Korea has successfully tested a new, high-powered rocket engine, state media said today, a move Seoul said was designed to showcase its progress towards being able to target the US east coast. The ground test comes less than two weeks after Pyongyang detonated what it said was a miniaturised atomic bomb. Taken together, the two tests raise the prospect that the isolated state could be inching towards its ultimate goal of developing a nuclear-tipped missile that could hit Washington DC. State-run news agency KCNA trumpeted the engine test, which it said would give the country “sufficient carrier capability for launching various kinds of satellites”. Rocket engines are easily re-purposed for use in missiles, and outside observers say that Pyongyang’s space programme is a fig leaf for weapons tests. The North’s

leader Kim Jong-Un hailed the test and called for more rocket launches to turn the country into a “possessor of geostationary satellites in a couple of years to come”, KCNA said. A geostationary satellite must be propelled to an altitude of 36,000 kilometres, a Unification Ministry official was quoted as saying by South Korea’s official Yonhap news agency. “The distance to the eastern part of the United States is some 12,000 kilometres. Manila, Sep 20 (AFP): The pilot of a Saudi Arabian Airlines flight accidentally pressed an emergency alarm, creating a hijack scare and triggering a major security response at Manila airport today, authorities said. Police and security personnel surrounded the Saudia flight from Jeddah after it landed this afternoon following a report to the control tower that the plane was “under threat”, a Philippine aviation authority spokesman told AFP. Passengers were forced to remain on the plane for about two hours, but were let off about 5:00 pm (1430 IST) after it was confirmed there was no threat. “Situation is normal. It was alleged that the pilot pressed the emergency light of the aircraft unintentionally,” Manila police chief Oscar Albayalde told reporters. In Saudi Arabia, an airline spokesman also told AFP that there was no security threat. “False alarm for hijack for Flight 872,” the spokesman said. Manila airport spokesman Connie Bungag earlier released a statement saying the control tower received advice that the plane was “under threat” as it was 32 kilometres from landing. New York, Sep 20 (PTI): US Secretary of State John Kerry has asked Prime Minister Nawaz Sharif to prevent terrorists from using Pakistani territory as safe havens, as he expressed strong concern over the violence in Kashmir particularly the terror attack on an Indian army base. London, Sep 20 (Agencies): Rafael Nadal and British Olympic great Mo Farah said they have nothing to hide after their medical records were the latest to be leaked by a cyber-hacking group on Monday. They are among more than 60 international athletes, including 17 from the British team at the Rio Olympics, who have had their medical files - mostly therapeutic use exemptions (TUEs) - published online by the so-called Fancy Bears, who have hacked into World Anti-Doping Agency (WADA) records. There is no suggestion that any of the named athletes - among them some of the biggest names in sport - have done anything wrong. Spanish tennis ace Nadal and four-time Olympic champion distance runner Farah were shown to have used TUEs in the past to gain permission to

take substances that figure on WADA’s banned list. TUEs can be issued to athletes who have an illness or condition that requires the use of normally prohibited medication. “When you ask permission to take something for therapeutic reasons and they give it to you, you’re not taking anything prohibited,” Nadal, a 14-time Grand Slam winner, told Spanish media. “It’s not news, it’s just inflammatory.” Nadal, who has twice been granted a TUE, said he had never taken anything to improve his performance but took what doctors advised him was the best medication to care for his troublesome knee. Far from complaining about the leak of his files - believed to be the work of Russian hackers - Nadal said he would support the publishing of all medical records. “It would

be much more beneficial for sportsmen and women, spectators and media that every time a drug test is taken the news is made public and two weeks later there are the results,” he added. “This would end the problem. Sport has to take a step forward and be totally transparent. I have been saying this for years.” Nadal and Farah were among 26 athletes in Monday’s fourth batch to have their medical history published by Fancy Bears, following the likes of Serena and Venus Williams, American gymnast Simone Biles and British Tour de France-winning cyclists Bradley Wiggins and Chris Froome. There is no suggestion they are involved in any wrongdoing but the leaking of their records has reopened the debate about TUEs and in particular whether the system is open to abuse from competitors gaining an advantage by taking banned drugs. Didn’t sign deal with ICL: ICC Dubai, Sep 20 (PTI): ICC on Tuesday rejected media reports of having signed a deal with the newly-floated Indian Champions League (ICL) T20 tournament comprising of retired former cricketers, scheduled to be held in UAE. The league’s promoters Magpie Group had claimed that they had signed a threeyear deal with ICC but the world cricket’s global body has categorically rejected any such claims. “Reports claiming that the ICL has signed a three-year deal with the ICC are baseless and factually inaccurate. The ICC has neither given permission to the ICL to stage the event in the UAE,” an ICC spokesman told PTI. “The ICL needs to contact the Emirates Cricket Board for permission, if it has any plans to stage any tournaments in the UAE,” he added.

Afridi’s farewell match plans dropped Karachi, Sep 20 (PTI): Plans to allow all rounder Shahid Afridi to play in one final T20 series/match for Pakistan before announcing his retirement from all international cricket have been dropped by the PCB. A well-informed source in the cricket board said that PCB chairman Shaharyar Khan, who is in London recuperating from a heart ailment and chief selector, Inzamam-ul-Haq had both given approval for Afridi to be picked in the T20 squad for the coming series against the West Indies. “Yes it is correct that a decision was taken and approved by Shaharyar and Inzamam that Afridi would travel to UAE as the 16th player and appear in a final match against the West Indies before announcing his retirement and going out gracefully,” the source said. He said that Inzamam had spoken to Afridi and reached

The 19-year old Indian, who qualified for the six-man final in fifth position with a score of 556 in the qualifying, edged out Lukas Skoumal of the Czech Republic 25-23 to record his first triumph at the Junior World Cup stage. Rushiraj had finished ninth in the same event in the first Junior World Cup of the year held in Suhl, Germany, in May. Sergei Evglevski of Australia won the bronze. India picked up four more medals on Tuesday, including one more gold, to sit firmly in second place on the medal table, winning six gold, four silver and eight bronze for a total haul of 18 medals so far.

Russia are on top of the medal table with 10 gold for a total of 21 medals. Earlier in the day, Pratik Borse, Arjun Babuta and Prashant won the team gold in the 10m air rifle event with a combined score of 1849.9. The team from Singapore won the silver logging a total of 1847 while Japan won the bronze with a total score of 1846.8. Both Arjun and Pratik also qualified for the individual finals where Arjun Babuta won the bronze medal. Rising Czech talent Filip Nepejchal won the gold with his last shot, ahead of Japan’s Atsushi Shimada. In the junior men’s 5m pistol, Anmol notched up another medal when he teamed up with Nishant Bhardwaj and Arjun Das to win the team silver medal. Their combined score of 1600 was behind team Russia’s gold medal score of 1640.
