DIMAPUR, SEP 20 (NPN): Leaving no stone unturned to ensure massive attendance at what was billed as the ‘General Convention’ at the DDSC stadium here convened by the NPF led by Neiphiu Rio, the entire council of ministers (barring BJP) such as-- ministers and parliamentary secretaries (including Independents) led by the state chief minister T.R. Zeliang held sway before the jammed packed stadium which also included a large number from the non-Naga community in Dimapur and people from nearby villages. In their respective

speeches chief minister T.R. Zeliang and NPF president Neiphiu Rio clearly indicated that the objective of the ‘general convention’ was to ensure that the minutes and resolutions will be submitted to the Election Commission of India (ECI) to pave way for legitimising their claim for the NPF cock symbol, flag, motto and letter head etc. Nagaland chief minister T.R. Zeliang claimed that their NPF (led by Rio) has absolute majority support of MLAs, Central Executive Council (CEC) and divisions. To prove his point, Zeliang (who has support of 36 party MLAs excluding the Speaker) claimed that the NPF under Rio has 103 out

of 163. CEC members since nine out of the total of 172 do not have voting rights. Further, he also claimed that they have majority support with 13 Divisions in their favour out of 20 (six Divisions in Manipur and one Division in Arunachal Pradesh), while seven divisions are with Dr. Shürhozelie. Zeliang exuded confidence that from all these angles they would eventually win the Cock symbol. Hitting out at the NPF Central under Dr. Shürhozelie, for changing party constitution at their whims and fancies, Zeliang said this would not help them since majority prevails in a democracy. Dr. Shürho threatens to expose rival members Paid crowd at DDSC

KOHIMA, SEP 20 (NPN): Naga People’s Front (NPF) president, Dr. Shürhozelie Liezietsu, on Wednesday threatened to open corruption files of the members of rival faction if they provoked the party too much. Addressing the consultative meeting at the NPF central office here, Dr. Shürhozelie said: “If they provoke us too far, we may be compelled to open the files openly”. Accusing Neiphiu Rio and TR Zeliang, he claimed that during their reign as chief ministers liabilities worth thousands of crores of rupees were created through enhancement of contract works by 10-15 times than the actual rate. D r. S h ü r h o z e l i e claimed that as per his information, Rio created liabilities of Rs. 1500 crore and another Rs.500 crore by TR Zeliang totalling Rs.2000 crore. He said Nagas were suffering today and because of them. Stating that the current (Cont’d on p-7) situation was a creation of a

their attempts failed, they were doing everything to destroy the party. Lauding the attendees of consultative meeting, Dr. Liezietsu described them as “most genuine and committed party workers”. He also expressed optimism that good sense would prevail amongst the dissident members and would return to the party fold. With regard to the court hearing on whip scheduled on September 21, NPF president expressed apprehension that there were possibilities to delay the case. He, however, said that once the whip issue was taken up, the government would end there. Dr. Liezietsu also urged the gathering to be more committed on party’s visions and take responsibility at their own level to strengthen the party so no one would dare to do wrong to the party and the people. He further asked the party workers to explain the issue in detail to the grassroots level.

few “insatiable people”, Dr. Shürhozelie said MP (Lok Sabha) Neiphiu Rio and chief minister, TR Zeliang, were “money giants”, adding that whoever followed them followed for money. Dr. Liezietsu described as “shameful” that Rio and Zeliang had to involve in court fight over educational qualification and said that when they cannot tell the truth about their educational qualification they cannot be truthful to people. NPF president also reiterated his claim that a secret agreement was entered between Rio, Zeliang, governor PB Acharya and BJP leaders from outside the state to dislodge his government and said after all (Cont’d & resolutions on p-7)

KOHIMA, SEP 20 (NPN): Now, the issue of who would take the NPF party and the leadership now lies on the numbers game, not of the MLAs but the Central Executive Council. NPF central official said out of 152 NPF CEC members, 112 of them had signed and declared in affidavit, supporting the leadership of NPF president, Dr. Shürhozelie Liezietsu during the NPF General Convention in 2015. This was done during the August 25 CEC meeting at its central office. The party reminded that the CEC members were appointed during the 2015 GC as per the NPF constitution and the names along with photographs were submitted to the ECI and the NPF central. Reacting to the Neiphiu Rio’s group, claiming that they had the majority of CEC members, NPF central said: “Be it Dr. Shürhozelie, Neiphiu Rio or T.R. Zeliang or anybody can appoint as many members as possible but it makes no sense since the official list of the names were lying with ECI and that’s what matters the most.”

legislature party leader Kuzholuzo (Azo) Neinu, who had said that all 36 MLAs with T.R. Zeliang would be disqualified and that the government would fall by October, the chief minister instead reminded Azo of their group of 11 MLAs who face disqualification for not attending the vote of confidence. According to Zeliang, after issuing the whip and then not attending the assembly session invited disqualification. He asked people not to be confused with this issue. Zeliang also strongly defended the tie up with BJP by saying that the DAN coalition with the BJP at the Centre was meaningful and would continue. He also dismissed speculations that NPF legislators under him would join BJP. Instead, Zeliang said they would continue NPF so as to protect Cock symbol adding “we will continue with the alliance but will not join BJP”. He accused NPF Central under Dr. Shürhozelie of severing ties with BJP without consulting NPF Manipur (where the party is partner in the BJP-led government).

Neiphiu Rio (NP) Staff Reporter

DIMAPUR, SEP 20 (NPN): NPF president and MP Lok Sabha Neiphiu Rio in his presidential address at the ‘NPF General Convention’ assured that the ongoing tussle between the two NPF factions over the ownership of the party will be cleared once the necessary formalities were completed after the convention at DDSC stadium. Rio said the party was already in the process of making amendments in its constitution to impeach any president of the party, since in a democratic set-

up there was a dire need for such a provision. He said the absence of such a provision would only provide any incumbent with absolute powers which could be abused and exploited to reduce the party as a private property. Rio said Dr Shürhozelie was inducted as the party president with 10,000 people in attendance during a general convention but at DDSC stadium the approval for his impeachment was mandated by more than 40,000 people. He also had a statesman like word for the ruling coalition when he reminded the party government that “whoever is in power and is running the government should work for the welfare of the people and also according to the commitments given in their manifesto.” Rio advised the party men to govern the people mindfully, deliver justice and take the people’s problem as priority and also run a transparent and corruption-free government so that the targeted people would

get the actual benefit. He said every government would face criticisms and reminded that those in power should run the government in the proper way since they have to go back to the people to get their mandate after every five years. On that note he advised the legislators led by the chief minister, ministers, parliamentary secretaries and advisors to thoroughly look into the welfare of the public which in turn would garner the support of the public. Rio said even if the state was faced by a political issue, that should not hamper the developmental activities and the two has to go side by side. Recalling the law and order situation faced by the state during the implementation of the women reservation and the ULB elections, Rio said, as a government it was necessary for those in power to listen to the voice of the people and not confront them.

DIMAPUR, SEP 20 (NPN): ACAUT has termed the objection raised by Nagaland State VDB Association (NSVDBA) to the state government’s plan to implement Direct Benefit Transfer (DBT) under MGNREGA as “most insidious reaction.” In a press note, ACAUT said the association’s claim that by suddenly implementing DBT, the very purpose of the noble programme (MGNREGA) would be defeated, was utter nonsense. It said that the people of Nagaland were all too familiar with the nefarious intention of the association in objecting to the DBT. ACAUT laughed off at arguments put by NSVDBA that the present system of implementing MNREGA programme by state VDBs were much better than many other states. “It is true in the sense that the system works much better for the corrupt Rural Development department and the VDBs since there’s much to loot under the present system of unaccountability,” ACUAT alleged. On the claim that by introducing DBT, the poor rural job holders would be victimized, ACAUT rather pointed out that the only victims of DBT would (Cont’d & resolutions on p-7) be the RD officials and VDBs. “The lav-

Powerful 7.1M quake in Mexico kills 225 MEXICO CITY, SEP 20 (AGENCIES): Police, firefighters and ordinary Mexicans dug frantically through the rubble of collapsed schools, homes and apartment buildings today, looking for survivors of Mexico’s deadliest earthquake in decades as the number of confirmed fatalities stood at 225. Adding poignancy and a touch of the surreal, yesterday’s magnitude-7.1 quake struck on the 32nd anniversary of the 1985 earthquake that killed thousands. Just hours earlier, people around Mexico had held earthquake drills to mark the date. One of the most desperate rescue efforts was at a primary and secondary school in southern Mexico City, where a wing of the three-story building collapsed into a massive pancake of concrete slabs. Journalists saw rescuers pull at least two small bodies

from the rubble, covered in sheets. Vo l u n t e e r r e s c u e worker Dr. Pedro Serrano managed to crawl into the crevices of the tottering pile of rubble that had been Escuela Enrique Rebsamen. He made it into a classroom, but found all of its occupants dead. “We saw some chairs and wooden tables. The next thing we saw was a leg,

and then we started to move rubble and we found a girl and two adults -- a woman and a man,” he said. “We can hear small noises, but we don’t know if they’re coming from above or below, from the walls above (crumbling), or someone below calling for help.” A mix of neighborhood volunteers, police and firefighters used trained

dogs and their bare hands to search through the school’s ruins. The crowd of anxious parents outside the gates shared reports that two families had received WhatsApp messages from girls trapped inside, but that could not be confirmed. Rescuers brought in wooden beams to shore up the fallen concrete slabs so they wouldn’t collapse further and crush whatever airspaces remained. Federal education department reported late Tuesday that 25 bodies had been recovered from the school’s wreckage, all but four of them children. It was not clear whether those deaths were included in the overall death toll of 225 reported by the federal civil defense agency. President of Mexico, Pena Nieto, had earlier reported 22 bodies found and said 30 children and eight adults were reported missing.

ish life styles of BDOs and VDB secretaries are testament for all Nagas to see,” it added. ACAUT said that the reaction of NSVDBA was most shameful and had only exposed their sinister design. “NSVDBA asking other NGOs and organizations not to meddle in the affairs of the VDBs has only unmasked their garb of pretending to be working for the welfare of the people,” ACUAT said. Therefore, ACAUT has requested the state government not to fall for such insidious ploy but to do the right thing for the poor and helpless rural people, by facilitating job card holders to easily open their bank accounts linked with aadhaar. ACAUT said people would wait and watch whether the state government would sway to the whims and fancies of a few vested individuals working under the garb of association or work in favour of the people. It would also be a test for the T.R. Zeliang government’s rhetoric of working for the good of the people, ACAUT added. Meanwhile, ACAUT has asked the NSVDBA to explain how the amount of Rs. 1500 crore plus released for MNREGA 2016-17 was utilized since the Finance department was unable to explain the suspected double withdrawals.

convention, says Azo

DIMAPUR, SEP 20 (NPN): DAN chairman and NPF legislature party leader, Kuzholuzo (Azo) Nienü, MLA took a dig at the rival NPF group’s General Convention held at DDSC stadium Dimapur on Wednesday, saying the crowd constituted mostly of non-Nagas, who were paid to attend the convention. Speaking at the NPF Dimapur division consultative meeting here at NPF Dimapur division office, Landmark colony, Azo went on to hit out at the rival group by accusing them of being “a pack of wolves in sheep clothing”. Azo also alleged that some non-NPF legislators had also accompanied T.R. Zeliang and Neiphiu Rio to the convention. Despite all odds, Azo said he was impressed by the huge turnout of genuine party workers and called upon the gathering not to envy the rival group but to remain steadfast and lead (Cont’d on p-7)
