DIMAPUR, SEP 20 (NPN): NSCN/GPRN (K) chairman/president Khango Konyak revoked the expulsion of general secretary/ato kilonser Isak Sumi and reinstated him in the same position. Tatas to launch first low cost Covid test ‘Feluda’ NEW DELHI, SEP 20 (AGENCIES): Drug Controller General of India has approved the commercial launch of India’s first Clustered Regularly Interspaced Short Palindromic Repeats (CRISPR) coronavirus test ‘Feluda’, developed by the Tata Group and CSIR-IGIB (Institute of Genomics and Integrative Biology). “This test uses an indigenously developed, cutting-edge CRISPR technology for detection of the genomic sequence of SARS-CoV-2 virus. CRISPR is a genome-editing technology to diagnosing diseases,” said the release. As per an official release issued Ministry of Science and Technology, The Tata CRISPR test, powered by CSIR-IGIB, received regulatory approvals from DCGI for commercial launch, as per ICMR guidelines, meeting high-quality benchmarks with 96% sensitivity and

CNTC through its media cell, argued that since the State government has been receiving its due share of sufficient funds from the Central government from time to time to meet the COVID-19 expenses, the cess has resulted in skyrocketing of prices of all items with the lower income groups being the worst sufferers, especially the daily wage earners. India COVID tally crosses 54 lakh
PTI adds: India’s singleday recoveries surpassed the number of new infections for the second consecutive day on Sunday, with 94,612 people having recuperated from COVID-19, even as the total caseload sprinted past 54 lakh, according to the Union Health Ministry’s data. A total of 94,612 people recovered from coronavirus in a span of 24 hours, taking the national recovery rate to 79.68 per cent, while 92,605 people tested positive for the disease during the period, taking the total COVID-19 cases to 54,00,619. The death toll climbed to 86,752 with the virus claiming 1,133 lives in a span of 24 hours, the data updated at 8 am showed. The total COVID-19 recoveries have surged to 43,03,043.
DIMAPUR, SEP 20 (NPN): Nagaland on Sunday reported 59 new COVID-19 cases, taking the tally to 5451 cases. According to a Health bulletin, 45 cases were detected in Dimapur and 14 in Kohima. Out of the 5451 positive cases, there are 1184 active cases, 4228 recovered, 15 deaths* and 24 migrated.
As per the severity of symptoms, 1156 active cases are asymptomatic, 26 mild and 2 moderate cases. Further, out of the 5451 positive cases, the distribution across various categories of people include 2550 cases from the armed forces/police, 1444 returnees, 1132 traced contacts and 325 frontline workers.

DIMAPUR, SEP 20 (NPN): Tenyimi Youth Organisation of Dimapur (TYOD) has demanded an enquiry into the blasting of rock at the hill section of Chümoukedima by the contractor during road widening of the NH 29 that caused rock slide and damaged the Nagaland welcome gate, vehicles, etc. In a letter to deputy commissioner (DC) Dimapur, TYOD president Thejangulie Angami and general secretary Khrozote Kapfo demanded that the matter be probed at the earliest and its findings made public otherwise, it will not remain a silent spectator when the lives of people were at stake in the name of development. TYOD blamed the construction company for the incident and flayed its engineer while holding the
district administration culpable for overlooking the matter even though it was bought it to the notice of the administration in a letter on March 6,2020. In the letter, TYOD advised that surface cutting for widening be done from top to bottom and not the reverse just to save time and energy. It regretted that this was not heeded and resulted in putting the lives of people at risk. TYOD further urged the company to release compensation for the damage caused to individual as well as public property without delay. DIMAPUR: In line with the government policy, the deputy commissioner of Phek, Sachin Jaiswal has informed all concerned village councils and landowners affected by the ongoing Kohima-Jessami 2-lane road widening project, that assessment/survey for damage compensation for those properties that may be affected by the said road widening project has already started and will be completed soon. In an official circular, the DC stated that, as per the policy of the state government to expedite road development and communication in intra-state connectivity projects, land free of cost has to be made available to NHIDCL for all 2-lane development projects on existing alignment in the state. DC informed that no land compensation is being paid and only property damage compensation is being paid as per the departmental rates. Accordingly the projects are being executed in the districts of Kohima,
Peren, Mokokchung, Mon, Longleng, Wokha and also in Phek district. The circular informed that this decision was also taken in the meeting chaired by chief secretary Nagaland on November 20, 2018 in which the affected village councils, GBs and other stakeholders were also present. In this regard, the concerned village councils representing the inhabitants of the village have submitted no objections certificate to the affect that no land compensation shall be claimed by the land owners for the project. However assets and properties attached to the land such as plantations, fishery ponds, paddy fields, infrastructure such as buildings etc shall be compensated as per the departmental rates. The project is at a very advanced stage and all are informed about the existing policies for making land available for the above mentioned project and cooperation is sought from all the affected stakeholders.

MHA to discuss 3 key issues of Assam Shah, Sonowal to attend high level-meet
New Delhi, Sep 20 (PTI): The Union Home Ministry has convened a high-level meeting here on Sunday to discuss three key issues of Assam -- the NRC, demand for granting ST status to six communities and report of a committee set up for implementation of a vital clause of the Assam Accord, officials said. A team of top functionaries of the Assam government, led by Chief Minister Sarbananda Sonowal, has arrived in Delhi for the meeting. Union Home Minister Amit Shah and top officials of the home ministry will attend it. Issues related to Assam-specific NRC, which was rejected by the state government alleging anomalies after its final list was published last year, granting Scheduled Tribe (ST) status to six ethnic communities -- Koch-Rajbongshi, Tai-Ahom, Matak, Moran, Chutia and Tea Tribes -and recommendations of the Clause 6 Committee of the Assam Accord will be discussed at the meeting to be held Sunday evening, a home ministry official said.
The final National Register of Citizens (NRC) was published on August 31, 2019, by excluding 19.06 lakh people. A total of 3.11 crore names were included out of 3.30 crore applicants. The NRC is an exercise to verify citizenship in India. The Assam government had already rejected the much-publicised NRC as it claimed many ineligible persons managed to include their names while genuine Indian citizens were left out from the database. Chief Minister Sonowal had said the Supreme Court-monitored NRC would have been a “correct NRC” had the full responsibility of its updation been given to the state government. The long-standing demand of the six ethnic communities of Assam for granting them ST status has been deliberated by both central and state governments for many years now, and there is a possibility of a final outcome to it by the end of this year. A high-level committee was set up last year for giving recommendations for implementation of the Clause 6 of the 1985 Assam Accord that came at the culmination of a six-yearlong movement against illegal immigration from Bangladesh. The Clause 6 reads, “Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.” According to the terms and conditions of the committee, “The committee will assess the appropriate level of reservation of seats in Assam Legislative Assembly and local bodies for the Assamese people.” “The committee will recommend the appropriate level of reservations in employment under the government of Assam for the Assamese people,” ac-
cording to a home ministry notification. T h e c o m m i t t e e, headed by Justice (Retd) B K Sharma, submitted its report to the Assam government in February. It recommended reservation of 80 per cent seats in legislative bodies for indigenous people while suggesting the creation of an Upper House in Assam. The report proposed January 1951 as the cut-off date for any Indian citizen residing in Assam to be defined as an Assamese for the purpose of implementing Clause 6. The report also sought reservation in government jobs for locals and talked about issues related to land and land rights, linguistic, cultural and social rights and protection of the state’s resources and biodiversity. However, it is to be seen how the central government is going to implement the recommendations of the committee as the Supreme Court has already put a cap of 50 per cent in the case of providing reservations in jobs and other matters.
Tripura governor stresses on govt, media relations Agartala, Sep 20 (IANS): Tripura Governor Ramesh Bais has stressed upon the positive relations between the government and the media, saying that he would take initiatives to uphold this tradition, an official said on Sunday. The Governor reportedly made this comment when a six-member team of the ‘Tripura Assembly of Journalists (TJA)’, met him at the Raj Bhavan on Saturday on the issue of Tripura Chief Minister Biplab Kumar Deb’s reported “threats to the media”. The TJA, a body comprising editors, journalists and media personnel, since September 13, has been agitating to withdraw the Chief Minister’s alleged “threats to the media” in an official function at Sabroom (in southern Tripura) on September 11. TJA Chairman and veteran Editor Subal Kumar Dey, who led the delegation to the Governor, said that after the Chief Minister’s alleged “threat”, four journalists were attacked in different parts of the state but the police did not take any action against the attackers whereas the Chief Minister remained silent.
Assam Police recruitment question paper leaked; CM orders probe G u wa h ati , S e p 2 0 (PTI): The question paper of the written exam for 597 posts of sub-inspector in the Assam Police was leaked and authorities cancelled the test on Sunday minutes after it had commenced across the state, officials said. Chief Minister Sarbananda Sonowal was immediately informed about the question paper being leaked and he ordered cancellation of the examination. He also asked the director general of police (DGP) to inquire into the matter, they said. The question paper was under strict possession of district police forces, the officials said. “The question paper had four different sets with corresponding answer keys. Around 11.50 am, I got a WhatsApp message containing one set. I immediately checked it and unfortunately, it happened to be one set,” State Level Police Recruitment Board (SLPRB) Chairman Pradeep Kumar told PTI. Several district superintendents of police informed that the examination, which had started at 12 pm, had been stopped immediately after instructions from the SLPRB, he said.

Kumar said the chief minister and the DGP were informed about the question paper leak immediately and Sonowal directed cancellation of the examination. “There were around 66,000 candidates for 597 unarmed sub-inspector posts. Within a month, we will announce new dates for the written examination. It will be followed by physical tests and computer knowledge,” the SLPRB chairman said. Asked about the possible source of the leak, Kumar said the papers were taken from Guwahati by all district police with proper escorts and these were under their custody till the examination started this afternoon. “A proper investigation will detect the source and find the culprits. The case has been handed over to the
CID already. The IG (inspector general) of the Special Branch will do a separate inquiry. Also, the Karbi Anglong police will register a case as the WhatsApp message was anticipated to have originated from there,” he said. Chief Minister Sonowal has instructed the DGP to apprehend the culprits involved in the leaking of the question paper for the recruitment of police officials. “The CM instructed the DGP to identify the nexus, which conspired to spoil the recruitment process, and give strict punishment as soon as possible,” a statement from the Chief Minister’s Office said. On September 12, the SLPRB chairman had issued a notice cautioning candidates against touts after an audio clip went viral that promised sub-inspector jobs against payment of money. “The candidates need not pay any money anywhere during the entire process of recruitment. If anyone demand money at any stage of recruitment, a criminal case will be taken against him/her,” the notice had said.

How will markets develop when farmers rely and wait for the government,” he asks. “Subsidies promote farmers at the end not intially...this is why farmers do not buy seeds but wait for the government to provide them,” he maintained. Kandapal said that the MGNGREA can be used in agriculture for development of land, construction of dams for water storage, develop ponds to raise fishes so that “we need not import from Andhra Pradesh”. “Umiam Lake can produce fishes but have not thought of this activity. All departments have to come together,” he underscored.
IMPHAL, Sep 20: Manipur revenue minister Karam Shyam on Sunday appealed to people in the hill districts to allow land survey to avoid inconveniences and difficulties in future. It may be mentioned that Manipur government took up land survey in the hill districts of the state to digitise the land records under Centre’s Computerisation of Land Records (CLR) scheme started in 1988-89. However, the process of digitisation of the land record remained incomplete for the hill districts due to objections to land survey by the hill people,
particularly tribal based civil society organisations as they feared the process would infringe land ownership rights of the tribal people. So far, villages in the hill districts of Manipur have not been surveyed as they come under scheduled areas of the protective Article 371C of the Indian constitution to safeguard rights of the scheduled tribes in Manipur. Ninety percent of Manipur’s topography is hills while the rest is valley. He said there was no question on compromising tribal customary and traditional land holding system rights, asserting that they will continue to be the owners of their lands. He fur ther opined that replacing the traditional method survey land records by satellite base method which he said will be more accurate. The survey report will also help the government
at the time of taking up various developmental schemes and projects in the hill districts and prevent any inconveniences and difficulties in the future, he maintained. Revealing that currently survey and resurvey are conducted using the traditional method (Cadastral Survey), the revenue minister appealed to people in the hills to cooperate with the government to activate digitization of land records even in the hills. cores of organisations have raised the banner against the ruling PDA in Nagaland for imposition of additional COVID-19 cess of Rs.5 for a litre of diesel and Rs.6 for a litre of petrol including petroleum products. The organisations that included CSOs and students have demanded a rollback on the COVID-19 cess in view of the escalation of prices due to higher transport charges that has adversely affected the economically weaker sections. Various student tribal units of Dimapur have served a four-day ultimatum on the government with effect from September 19, to rollback the cess. It may be recalled that the COVID-19 cess became effective on midnight of April 28,2020. According to the stat finance department, the COVID-19 cess will continue to be in effect till the central government announces the lifting of the COVID-19 pandemic. The government of India has not lifted the lockdown but has greatly relaxed several restrictions. In the light of the rider on withdrawing the cess, it may be assumed that it would continue so long as the national lockdown remains. The COVID-19 cess has put a huge burden on transporters who have in turn, have passed it on to the public. There has been no let up from various business associations in expressing their total opposition to the COVID-19 cess. The associations have maintained an unequivocal demand for its rollback. So far there has been no further reaction from the government. Left to themselves, people in general feel that having to pay higher price of Rs. 5 litre on diesel and Rs.6 on petrol was unreasonable and unjust and since they are all undergoing severe hardship during the lockdown. Therefore, they say that any extra burden on them was uncalled for and unwarranted. It may be also recalled that the state government had informed that the state collected Rs 0.24 crore as COVID19 cess in April and Rs 3.36 crore in May. The chief minister who also holds the finance portfolio informed the house that Rs 6.89 crore was collected till July 2020 through COVID cess, adding that the admitted cess for the month of July 2020 shall be payable by August 21, 2020. It was also informed that the total collection in 2020-21 was estimated at Rs 37.25 crore. The issue was taken to the high court through a PIL filed by an advocate. In response, on May 20, the Kohima Bench of Gauhati High Court issued a notice to the Government of Nagaland over imposition of COVID-19 cess on petroleum, diesel and other motor spirit items and frequent hike of petroleum products. The petition submitted that during the lockdown period, normal economic activities have slumped and affecting mainly the poorer sections of society especially daily wage earners. The upward spiral of the prices of commodities have added more misery on the poorer section who find it difficult to sustain their economic needs. The petitioner viewed that when the poorer sections were undergoing severe economic hardship due to the lockdown, the state government should have provided them with some welfare measures but instead, has imposed the COVID-19 cess which has doubled their woes. It would have been in the fitness of things, if the protests were also directed at myriad of unauthorised and illegal tax collectors, whose imposition has been the major cause for abnormal increase in prices of all commodities.

he economic situation is difficult if not grim. Various packages cannot cope up with the losses and slowdown as a result of lockdown. Amid this a new thought process and abandoning ornamental projects is necessary for toning up the economic and financial contours for taking the nation to the dreamed heights. Ambition is good. The $ 5 trillion economy is a nice goal. The path chosen has to match it. Since the April-June quarter of 2019 the economy has been nose diving. The industry has continuously been bringing to notice the demand plunge. Belated freeing of taxes up to Rs 5 lakh of income was a prudent decision and so was relief to corporate. Several other factors and contraction of factory output, job losses, salary cuts and other issues had taken 2019 to a virtual abyss. It has started reflecting since December 2019, when the government started pruning allocations of the departments. In many cases, during the last quarter, before being hit by corona, the financial situation had turned severe. Reviewing the reasons or putting blame on anyone
is neither prudent nor a solution. However, a stock taking is needed for taking decision to give up many projects that the nation can wait for. The bureaucratic and the political processes become wary of retracting an announced step. But mostly it would not affect image makeover. People have wisdom to understand the difficulties and course corrections. A visit to the hinterlands would make it clear how the village elders instead of being critical welcome such retractions. The total revenue earned in 2018-19 is Rs 25,43,370 crore.The dividend paid by only seven Shivaji of these is Rs 21,000 crore. Is that a bad performance? In terms of giving jobs with living wages, the central PSUs are better than their private sector competitors. The PSUs have beaten the private sector in 2017-18 with 8 percent employment growth. The private sector growth was only 6.3 percent, says a Care Ratings study of 700 companies. The study noted that overall job growth in the private sector had declined in 2018. The total employment
was 4.57 million, of these 2 million in PSUs. The companies with net sales of Rs 50-100 crore, Rs 100-250 crore and Rs 5001000 crore underperformed and pulled down the overall employment growth, Care study says. The development indicates that the slide had started in 2017. However, the country had not taken the developments of Sarkar 2017 to 2019 in a serious manner leading to almost a crisis situation post lockdown. It has raised a fundamental question of total stoppage of production, functioning and processes since March 22 janata curfew. It means India is not going to have good returns for some time from its foreign investments as the Organisation of Economic Cooperation and Development (OECD) predicts deeper contraction of world GDP at a minimum of 10.2 percent. The time is to give up
all luxuries, and hold PSU and railway sales on hold. It must give up many euphoric projects that the country does not need. These include Rs 1.1 lakh bullet train; Rs 862 core proposed new Parliament complex; Rs 20,000 crore New Delhi central vista project; Rs 29560 crore Jewar airport that may cause environmental degradation; Rs 22000 crore new memorial projects in Mumbai and may modify many including ecologically sensitive Char Dham linking in Uttarakhand. If these are delayed or some even scrapped, the development process would not hamper. Instead it would save large finances when resource generation is becoming difficult. The move to charge more on rail or road travel and impose costs on people too should be put off. The GST procedures need relief so are many other taxes. Let people breathe and as RBI says increase interest rates to pep up deposits. Most of these are simple calls. If adhered the complications would reduce and the nation can recover with ease. Prime Minister Narendra Modi has the capacity to start these simple corrections.

SC Judge With sense of urgency as a brain storming to think tank and preface bird’seye view, I would like to chit down few points to be focussed while contemplating the Delimitation exercise particularly in Nagaland state whether in the event of final Naga Political Solution or without. The Delimitation for four North-eastern states and J&K UT was deferred due to security risks and an apprehension to PIL lodged in Guwahati High Court over the anomalies of 2001 general census enumeration in Nagaland state. But the rest of the States and UTs in the country had been delimited by 20 March 2002 except Jharkand State as it has been nullified till 2026 by inserting Section 10B into the Delimitation Act 2002 by the act of parliament as earlier recommendation of the Delimitation Commission to decrease the number of seats reserved for ST/SC in the State has been duly complaint by the Jharkand NGOs and backed by the political parties in the state. Drawing attention to the present development of exercising the Delimitation in the State of Nagaland along with three others states of Assam, Arunachal Pradesh and Manipur and J&K Union Territory for redraw of Lok Sabha and States ACs by Delimitation Commission under your kind Chairpersonship. Therefore, the panel Committee Members are requested to keep in mind and ponder upon the following points while doing the Delimitation in Nagaland: For last 5 decades the population in Dimapur valley and Kohima urban the capital city of the Nagaland State has been increased in a geometrical ratio. The excessive increases of population are due to an influx of none indigenous, none schedule tribe people in search of greener pastures and commercials and massive immigrants of Nagas of Nagaland from different districts for employment opportunity and business to Dimapur and Kohima. As per 1961 general census enumeration record, the Dimapur proper population was Fifteen thousand only. It is to note that, within 3 (Three) Square Kilometres area in Dimapur plain urban and Kohima urban has Twenty Five Thousand populations. Whereas, in the hill rural area of Nagaland has equal populations and the land mass is a minimum of two hundred Square Kilometres. Having cited above, the precedence reference to be noted that, the Arunachal Pradesh State has been allotted two Lok Sabha (MP) AC seats and the consideration has been made basing on land mass but the population density wise Nagaland state has been a double to Arunachal Pradesh state. And on the other hand, the Outer Manipur Lok Sabha (MP) AC has seven lakh populations only and this has been considered as tribal belt and hill sector. Comparatively speaking, Nagaland state is at lose as AP state had been allotted two MP seats basing on land mass, hill and tribal belt AC and Outer Manipur allotted MP seat as hill and tribal belt AC. Therefore, the case of Nagaland must be considered in MP AC seats allocation basing on population, Hill, tribal and underdeveloped area and
State Assembly AC basing on land mass, geographical location and local people consanguinity. If the Assembly Constituency seat is for development of the local area, the land mass coverage, tribal bell, hill sector and under-developed area must be taken into special consideration. And the plain urban and hill rural must be categorised and differentiated. Moreover, geographical, topographical and local affinity is core issue in the tribal people and the panel Committee members must keep in mind all those considerations. Moreover, this is has note that, the case of 4 (Four) NE states Delimitation exercise has been entrusted to Election Commission but contrary to that, it has been notified for Delimitation Commission 2020 to be delimited the left out States and it must be finalized by March 2021. In the event of the conclusion of final Naga Political Solution and subsequent Delimitation exercise of parliament and State Assembly ACs seat, different yard stick must be applied. For instance, in Dimapur plain, urban and none ST and Kohima urban sector the total number of population must be Fifty Thousand per AC and the cut off mark percentage must be 50% below, which means total number of population must be Twenty Five Thousand in hill, rural and tribal belt sector per AC. For the case of Kohima District, the Northern Angami-II and proper Kohima town must come under the purview of Dimapur urban and plain AC population ratio. But the rest of the Kohima District ACs, they must become within the purview of hill, rural and ST sector. Moreover, the Dimapur-1 AC has been earmarked specifically for none schedule tribe people and it must be properly and streamline and adhered by restricting schedule tribe people contesting in the Election. If not this none schedule tribe AC Dimapur-I became a mockery to the democracy but for the none schedule tribe people both for none local and none Nagaland Nagas, such as: Indians and Nepalis etc of permanent settlers at Dimapur and Nagaland from the time of Nagaland state creation, nominee posts must be created to be a member in the Upper House “Legislative Council” if proposed Bicameral structure is reality and it has to be implemented between the NSCNs and GoI in the event of the final Solution as per “Framed Work Agreement” and “Agreed in Positioned” In above justifications and grievances, the panel Committee Members, Delimitation Commission 2020 for 4 (Four) North Eastern States and J&K UT, you are fervently appealed to examine the case of Nagaland and apply different yard stick in distribution the population in Lok Sabha and State Assembly ACs delimiting for the greater and common interest of the people and fair justice, failing which allotting the equal number of population to every AC then hill, rural and tribal sectors ACs will be shifted and transferred to within the 100 Square Kilometres area of Dimapur valley and 10 Square Kilometres sector of Kohima town from the hill and rural area of more than 15,000 SQ kilometres of Nagaland and majority will be victimised and at lose. Delimitation, by Tribal Integrity?
(From previous issue) How the delimitation drill will reconfigurate BJP’s presence in these States nonetheless will remain more of a matter of result rather than speculation! What is however clear is—the party is now in a position to unravel the dynamics of the most complex socio-political regions in the country. As for Nagaland, BJP has been a toddler partner in the government since 2003—under the protective groom of NPF. Fifteen years later, in the February 2018 polls, the strategy paid off—and BJP secured more seats and a better deal after its tie-up with a new regional party NDPP—giving them a Deputy Chief Minister. With delimitation at the doorstep, whether the party will gain from the exercise, or whether it will wreck the district of the present BJP leadershipis everybody’s guess now? Anxieties in Nagaland however is a lot more than conjecturing BJP’s fortune. It is everyone for himself—from Constituency to District to Tribe—in real life. And, 2001 Census appears to have numbed this reality talk as the perfect scapegoat. At 64.41% decadal growth rate, which is 12,00,546 persons (1991) to 19,90,036 persons (2001), policy makers and social leaders were not impressed with census inflation of some particular districts. Amidst such perplexes, 2011 Census saw a decline in Nagaland population by 11,534 persons—registering a never-ever-heard-of-in-Indiapopulation-decrease growth rate of -0.58%. It only intensified the hollering that 2001 Census is fallacious, malicious, and mischievous. The Chakhesang Public Organization and the Joint Action Committee on Delimitation have been filing Writ Petitions in this regard. Litigating to stop the application of Delimitation Act in Nagaland is a huge battle cry! Praying for the Court to decide whether to use 2001 or 2011 Census is another faith! Or, trigger-pulling the gunnery of Article 371(A) to read-my-lips sense of entitlements—are not
impossible spectacles, at all. In 1992, similar war cries were soundedby the Naga Students’ Federation (NSF)over the abnormal growth pattern of electorates since 1963. Xenophobic goosebumps of outsiders becoming the State’s population were reiterated—citing abuse of Innerline Permit, the lax criteria for determining non-indigenous persons, and the proverbial ‘special’ Article 371(A). The hullabaloo almost came to a standstill when, in a rare of rarest case, the Ministry of Home Affairs shot a direct letter to NSF— No. 14/1/92 NE II, dated New Delhi, 18.05.1992—requesting the petitioner to identify names of all foreign nationals in the electoral roll. As of today, all the sixty Nagaland Legislative Assembly seats are reserved for Scheduled Tribes. Recall 1964—the first post-Statehood election—the entire Assembly seats of Dimapur and Ghaspani were won by non-Nagas. The fear of the outsider is as old as the politics of power and domination. Opposing 2001 Census is premised on a crude logic—that the reproductive biology of Naga parents has been desecrated by enfranchising the wombs of illegal migrants. Even the most primal animal, one should remember, increase its populace only when there is loving cradle. For, 2011 Census is no saviour statistics either. Of the total population of Nagaland, the combined non-Christian population stands at—Hindus (8.75%), Muslim (2.47%), Sikh, Buddhist, Jain, etc. (0.57%) and, others (0.28%). By simply deducing that all Christians registered in the Nagaland Census may not be necessarily all Nagas and, also, taking into account that it is highly improbable that a decent size of Naga population may have registered as non-Christian—we can still speculate that 2,38,851 persons (12.07% of total population) in the 2011 Census are still non-Nagas. The delimitation formula translates this into an average of seven Assembly seats. What matters—therefore—is whether a legal re-
course is pursued to ensure census integrity? Or, whether angry pitches have any democratic harmony? Or, are we confronting a constitutional process that has to come to full circle?Or, most importantly, are we motivated because a particular district or a particular community stands to lose some assembly seats from the present arrangement? Democracy, unfortunately, always ensures the majority as the winner. No second prize exists in electoral politics. Fortunately, the test of democracy relies on checking the conqueror takes it all might. A strong opposition is pivotal for a mature democracy. As tribal head-hunter graduates, the inheritance of democratic ethos is definitely a little discomforting. It is still difficult to blind our eyes—while judging the costs of benefits. Manufacturing fear is still immutably woven to a politics of majority and minority.Delimitation exercise will dilute many equations. Some districts or some tribes will have to let it go. Aliens certainly cannot have constitutional rightsand it is our right to identify and our job to act rather than complain. Other than rants of outsiders, the majesty of delimitation will remain in how we face and deal with tribalism once again. Today, we are misled if we still think that the foundation of democracy is built on the power of lying statistics, or cheap proxy votes. In democracy, the potential of leadership is purely dependent on electorates. The magical charm of provincial clannism or suburbia khelism or centric tribalism is not sustainable to prepare a future for our people. Overcoming the statusquo of tribal righteousness will be our biggest challenge. The eloquence of Census Politics definitely resembles a pathological refusal to accept that change is the only constant in life. The condition of the road gets worse over the years due to passing of heavy vehicles which results in countless potholes. It has been difficult for the people to even travel due to road condition. During the rainy season, it becomes difficult to step-out of house for daily activities like going to schools, college, work etc., due to the poor drainage system. So, I, on behalf of the residents of Seluophe Model, hope that the above stated can be passed on to the concerned authorities. The order had stated that Jaising, who was the additional solicitor general of India between 2009 and 2014 under the previous UPA government, had violated FCRA norms by receiving foreign funds when she was a government servant.
NEW DELHI, SEP 20 (PTI): The ICMR is actively exploring saliva-based test for detection of COVID19, Union Health Minister Harsh Vardhan said on Sunday and asserted that no significant or drastic mutation in strains of SARS-CoV-2 has been found in India till now. During an interaction with his social media followers, Vardhan informed them the Indian Council of Medical Research (ICMR) has been conducting largescale sequencing of nationally representative strains of SARS-CoV-2 virus collected for several months over different time-points. Detailed results on mutations and evolution of the virus will be available in early October, he said. Replying to queries during the ‘Sunday Samvad’ platform, Vardhan further said enough oxygen is being produced in the country and the health ministry is closely monitoring the situation. According to a health ministry statement, he reminded everyone that the ministry had dispatched oxygen concentrators to rural parts of the country, to avert the logistic issues that have come to light. NEW DELHI, SEP 20 (AGENCIES): The Narendra Modi government introduced the Foreign Contribution (Regulation) Amendment Bill, 2020, in the Lok Sabha Sunday, seeking to make significant changes to the Foreign Contribution (Regulation) Act (FCRA). The bill, introduced in the Lok Sabha by Minister of State for Home Affairs Nityanand Rai, faced objections from leader of the opposition Adhir Ranjan Chowdhury, his Congress colleague Manish Tewari, and Trinamool Congress’ Saugata Roy, who termed it a means to “crush dissent” and “concentrate powers in the hands of the government”. NGOs have also criticised various proposals in the bill, saying it will only enhance government power and restrict foreign-funded civil society work in India. The amendment bill seeks to prohibit ‘public servants’ from receiving any foreign funding, and also proposes to reduce the use of foreign funds to meet administrative costs by NGOs from the existing 50 per cent to 20 per cent. The new FCRA, if passed, will also “prohibit any transfer of foreign contribution to any association/ person”. The government further proposes to make Aadhaar cards a mandatory identification document for all office-bearers, directors and other key functionaries of NGOs or associations
THANE, SEP 20 (PTI): A 106-year-old woman from Maharashtra’s Thane district defeated COVID-19 and was discharged from hospital on Sunday with doctors and nurses giving her a warm farewell. With happiness writ large on her face, the woman proudly displayed her discharge certificate to the media before walking out of the hospital after a 10day stay. After the Dombivlibased centenarian contracted the disease, no hospital was initially ready to admit her due to her age, said her daughter-in-law, who were happy to see her motherin-law discharged from the hospital after recovering from the disease. She was finally admitted 10 days back to the COVID-19 treatment facility set up by the Kalyan Dombivli Municipal Corporation (KDMC) at Savlaram Krida Sankul (sports complex) and doctors and medical teams there took proper care of her, the daughter-in-law

DIMAPUR, SEP 20 (NPN): Nagaland Foothill Road Construction Committee (NFHRCC) has acknowledged the State government for funding the much-awaited historic Foothill Road to the tune of Rs 6,700 lakh under SPA in 2013-14 and 201415, including construction of a two-lane 134.80 metre RCC bridge over Doyang river at Governor’s Camp, Liphanyan. However, due to various reasons, including discontinuation of SPA, the contractor had temporarily suspended the work in 2017-18. The work was resumed in October 2018 and is in progress with completion of 68.72 % of works till now. At a meeting held on Saturday, the committee appreciated the State government under the “dynamic leadership” of chief minister Niephiu Rio and deputy chief minister Y Patton for rechristening the Foothill Road as Mega Trans Nagaland Expressway, whose detail project report (DPR) was approved by the Union

NEW DELHI, SEP 20 (AGENCIES): NIA swooped down on eleven different locations in West Bengal and Kerala to arrest nine terrorists, on Saturday morning. Officials have revealed that two other suspected terrorists managed to evade arrest while the rest are now in custody. A probe by the National Investigation Agency (NIA) has revealed that Pakistan-based Al-Qaeda recruited the said terrorists through the dark web. Following their radicalizations, members of the module were instructed to launch a terror attack on government and security installations in Delhi-NCR, Bihar and Bengaluru. Both Kerala and Kolkata Police apart from the Border Security Force (BSF) aided the NIA given the magnitude of the conspiracy. It was reported that the body of the infant was partially eaten by a dog. Wokha police arrested a 21-year-old female on September 14 and the male (33 years) on September 16. The woman accused was booked under Section 302 and 317 IPC, while the man was booked under section 302, 317, 109, 34 IPC. Sources informed that after the arrest, the Judicial Magistrate Wokha granted the woman accused 72 hours police remand to undergo medical treatment. Sources also informed that the woman was admitted to a hospital after she developed complications, reportedly due to self delivery of the baby. NEW DELHI, SEP 20 (AGENCIES): In the last three weeks, the Indian Army has occupied six new major hill features on the Line of Actual Control (LAC) during the ongoing conflict with the Chinese army in the Eastern Ladakh sector. “The Indian Army has occupied six new heights between August 29 and the second week of September. The new hill features being occupied by our troops include the Magar hill, Gurung Hill, Recehen La, Rezang La, Mokhpari and the dominating height over Chinese positions near Finger 4,” top government sources told ANI. The hill features were lying dormant and the Indian Army occupied them before the Chinese troops.
Now our troops have an edge over the adversary in those areas, they said. Sources said the foiling of Chinese army’s attempts to occupy the heights led to the firing of bullets in the air on at least three occasions from the northern bank of Pangong to the southern bank of the lake. Sources clarified that the Black Top and the Helmet Top hill features are on the Chinese side of the LAC while the heights occupied by the Indian side are in Indian territory. After the occupation of heights by the Indian Army, the Chinese army has deployed around 3,000 additional troops of its combined arms brigade including its infantry and armoured troops near the Rezang la and Rechen La heights.

The letter was discovered at a screening facility for White House mail earlier this week, the BBC quoted the officials as saying to the outlets on Saturday. Buttler to miss RR’s IPL opener Dubai, Sep 20 (Agencies): Jos Buttler is set to miss Rajasthan Royals’ tournament opener against Chennai Super Kings on Tuesday being in quarantine with his family in Dubai. England and Australia players travelled from one bubble to another after their limited-overs series in the UK, with the BCCI reducing the quarantine period to 36 hours for the players. However, Buttler, who missed the series owing to family commitments, will be subjected to six-day mandatory quarantine given that he travelled separately with his family to Dubai. Mbappe, who missed the opening three games after contracting the coronavirus, fired PSG ahead with a 38th-minute penalty and had a big part in Angel Di Maria’s strike before Marquinhos headed home the third in the second half.
