Japan to give special emphasis to Nagaland, says Kenko Sone Correspondent

KOHIMA, SEP 21 (NPN): With an eye to aggressively develop infrastructure projects in North the Eastern states, particularly Nagaland and Manipur, a Japanese delegation led by Kenko Sone, minister economic, mbassy of Japan arrived Nagaland on Thursday to chalk out the road map for the India-Japan Act East Forum agreement to become a reality. It may be mentioned that an agreement was signed earlier this month between India and Japan’s Prime Minister for an India Japan Act East Forum to enhance connectivity and promote developmental projects in the region. Talking to Nagaland Post, Kenko Sone said that the Japanese government would give special emphasis to Nagaland and Manipur, as the two states were special to the Japanese people particularly because of the 2nd World War. “Nagaland and Manipur will be the special focus for development and to connect the South East Asian countries,” he said. Kenko, who is on his maiden visit to Nagaland, would be attending the two day North East Connectivity Summit scheduled to be held here September 22 and 23 at NBCC

NPF whip issue: Court defers hearing Correspondent

KOHIMA, SEP 21 (NPN): The petitioned filed by the NPF president Dr. Shürhozelie Liezietsu against 37 NPF legislators, including the Nagaland Legislative Assembly (NLA) Speaker on the issue of its MLAs defying the NPF party’s chief whip during the July 21 floor test was heard on Thursday. However, the counsel for the petitioner submitted that he was not pressing on the prayer C and D of the writ petition but his challenge in the petition was confined to the “constitutionality of the decision of the Speaker in accepting or recognizing the whip of respondent no. 2” The single bench judge, justice S. Serto after hearing the counsel of the respondent, granted three weeks time to file the affidavit-inopposition of the respondents. In this regard, the court has asked for the matter to be listed on October 12, 2017. The court also asked the counsel of the respondents to hand over the copies of the affidavit to the other parties so that the matter may be taken up in the admission hearing column.

Convention Centre, Kohima. During the summit, Sone said he would be able to lay down the blue print as to how his country was looking forward to develop and invest in the region. The minister said his visit was also a follow up of the IndiaJapan Act East Forum agreement and to have intensive discussion with stakeholders in the region. This way, Japan would be able hone this process to be more effective and efficient going forward, he said. Sone said among others, road development would be one of the key areas to enhance connectivity to Nagaland and Manipur. In August, he said that the Japanese and Indian government representatives held a co-ordination meeting in Delhi to chalk out the modalities. During the meeting, Sone said agendas such as infra-

structure development, people to people exchange programmes, tourism cooperation etc. were discussed at length. With his visit, Sone was optimistic that the forum would be able speed up the process, keeping in mind the PM Narendra Modi’s ‘Act East Policy’ and Japan PM, Shinzo Abe’s strategy for a “free and open” Asia-Pacific region, which connects parts of Eastern Africa, South Asia and Southeast Asia with the western Pacific Ocean region and Japan. For this, he said North East India region would act like nerve centre. Meanwhile, the minister also informed that Japanese government would invite 25 students from Manipur and Nagaland to Japan in the month of October. This would be a small initiative of ‘people to people contact, he added. On a lighter note, when asked about the road condition of the state-- Sone, who had travelled by road from Dimapur to Kohima, laughed at it and said “it still needs lot of development”. Liaison officer and deputy director Tourism, Ajanuo Belho informed that the minister is scheduled to visit the WW-II cemetery and Cathedral at Kohima on September 22 and leave on September 23.

NE students protest death of youth in Delhi NEW DELHI, SEP 21 (IANS): Hundreds of youth from the northeast on Thursday staged a protest outside the Uttar Pradesh Bhawan here, demanding a probe into the mysterious death of a Manipuri youth whose body was allegedly cremated by Noida police without informing the family. The protesters submitted a memorandum of demands to Resident Commissioner of UP Bhawan. Later the memorandum was also submitted to the Prime Minister’s Office. Family members of Pravish Chanam, 22, are demanding a thorough probe by the CBI into his death. Chanam went missing on September 8 from the India Exposition Mart in greater Noida where he had gone to attend a concert with three friends. Though he remained untraced by friends and family, Noida police found his body and later cremated it allegedly without informing family members. Alleging a series of lapses, Chanam’s family said even a public notice was not issued to identify the body before it was cremated. “We want a thorough investigation by the CBI,” Ravikanta Chanam, the victim’s brother, told IANS here. He said they would be meeting MoS for Home Affairs Kiren Rijiju over the issue. Manipur government has decided to send ADGP Pramod Asthana to Delhi to look into the case.

DIMAPUR/KOHIMA, SEP 21 (NPN): In the runup to the two-day NorthEast Connectivity Summit, “Connect North East2017”, which is scheduled to be held at NBCC convention centre Kohima from September 22-23, the state chief minister, TR Zeliang, on Thursday held a series of delegation-level talks with Consul General of the Russian Federation, top officials from FICCI and NEC at his residential office in Kohima. According to CMO media cell, the talks basically focused on areas of investment opportunities in tourism, healthcare, hotels, border trade, agri-allied activities, skill development and people-to-people connectivity. Consul General of the

Russian Federation, Alexey Idamkin, who called on chief minister Thursday afternoon, assured to explore all possible means to invest in Nagaland. Alexey, who would be attending the summit on Friday, expressed his ‘great pleasure’ on having visited the State describing it as the ‘Beautiful and Hospitable Nagaland’. FICCI-NEAC chairman, Ranjit Barthakur, apprised the chief minister that besides NE states, 7 countries would be participating in the summit. Ranjit also suggested sustainable projects, food processing plants, dairy products and mechanized farming in Nagaland. The chief minister told the delegates about the immense investment potential in Nagaland and assured

all possible assistance and cooperation of the government with the investors. The summit, which will be addressed by chief minister, would focus on slew of issues including harnessing energy resources, international connectivity initiatives, tourism, air, rail and road connectivity, investment opportunities, trade policies, border infrastructures etc. Correspondent adds: Additional chief secretary and finance commissioner Nagaland, Temjen Toy, on Thursday informed that the 4th North-East Connectivity Summit would be one of the biggest summits where around 180 delegates from outside the state including 50 from countries like Japan, Russia, Myanmar, Bhutan, Loas, Bangladesh and Thailand would be participating. Announcing this at the press conference held at SIRD guest house Kohima in the presence of Federation of India Chamber of Commerce and Industry (FICCI) officials, Toy said there would be six different round table planetary sessions at the two-day summit. DIMAPUR, SEP 21 (NPN): Situation remained tense in Chumukedima area after a group of around five to six non-Naga youth attacked a Naga family Thursday evening. According to PRO Dimapur police, the father and the minor son (4-5 years) were attacked with wooden planks. Both the father son duo was beaten black and blue, and the minor boy was left with a torn lip. The mother and the infant escaped unhurt. Police said that the incident took place when the father, on seeing the non-Naga youth allegedly smoking weed (ganja) openly, reprimanded them not to smoke-up. Soon after the victim with his family were about to depart from the place in an autorickshaw, the non-Naga youth followed them started to attack. Though some of the attackers managed to escape from the scene, one of them was apprehended by Chumukedima youth. Upon interrogation, the person in custody of the youth, disclosed the identities of the other culprits. In this regard, hundreds of residents of Chumukedima along with the youth organization have launched a massive manhunt to nab the other culprits. No further details could be ascertained till the time of filing this report.

DIMAPUR, SEP 21 (NPN): Expressing concern over the process the NPSC conducts vivavoce, the Lotha Mhonka Okho (LMO) stated that “it is unjust to murder someone’s dream at the time of interview.” In a press release, LMO president, Nzan Lotha, and general secretar y Myingthunglo Kikon, stated that the recent NCS, NPS& allied services examination 2015 marks (mains and interview) “revealed some interesting facts.” It said that out of the six candidates, who scored 400 marks and above in mains examination, there was one Lotha candidate. Interestingly, LMO said everyone secured class-1 position (all EAC) after the interview, except the Lotha candidate. Further, LMO said

that out of the nine candidates, who scored between 390-399 marks in mains examination, there were three Lotha candidates, adding that everyone secured class-1 position ( two EAC and four DSP) after the interview, except three Lotha candidates. Elaborating further, LMO said out of 15 candidates, who scored 390 marks and above in the mains, four were Lothas. It stated every candidate managed to secure class-1 post after the interview except four Lothas (class-3 post). It pointed out that out of four Lotha candidates, who scored above 390 marks and above in the 2015 mains examination, three Lotha candidates bearing Roll No. 15541, 15247, 15367 were already in class-3 service.

It expressed surprise as how the three Lotha candidates, despite having experience, managed to score very low marks in the interview. While acknowledging commission’s power, LMO reminded NPSC not to misuse their power. “It is strange that ‘only the Lotha candidates’ fared very badly in the interview that they managed to score very less marks which qualified them for class-3 post only,” LMO said.

DIMAPUR, SEP 21 (NPN): Reacting to the charges made by the Nagaland Public Rights Awareness and Action Forum, the state finance department on Thursday sought to make clarifications “to put the matter into the correct perspective.” In a press note, the department maintained that it was not deemed necessary for the department to “capture all details of the schemes in the drawal authorities” as long as it was understood from which source the fund was coming and for what purpose it was being released. All such information, the department said were contained in the files of the departments, which were returned to them after issue of drawal authorities. The process of issue of drawal authorities, it said was for the sole purpose of placing the funds at the disposal of the concerned department for implementation of the programme. In case of any doubt, the finance department said the details should be ascertained from the responsible department that maintained all records. Requisite (Cont’d on p-7) details of the works, the department

said were always furnished by the department at the time of submitting bills to the treasuries/AG’s office for actual payments. Further, asserting that it stood by its earlier clarification, the department stated that releases of funds were based on sanctions from the concerned ministry. It said that those copies were available in the department and interested parties could obtain the same, if so required, through laid down procedures of the government. Finance department also maintained that it cannot be held at fault for not providing non-existent facts “for the satisfaction of those who have misconceptions,” nor revise or customize established procedures for the satisfaction of NGOs. Meanwhile, the department stated that the clarifications were being made again so as to dispel all doubts to the extent possible and in deference to the concerns raised. With this, the department expressed hope that the issue of double drawal would be put to rest. The finance department stated that it would not be issuing further clarifications in this matter in the public domain.

DIMAPUR, SEP 21 (NPN): All payments including registration of trade licence, renewal and payment of house rent under Dimapur Municipal Council (DMC) would made through online by year end, said DMC administrator Moa Sangtam at the launching of DMC official website www.DMC. Nagaland.gov.in here on Thursday. He also announced that Dimapur will become Open Defecation Free (ODF) by November. Moa lauded former DMC administrator, H Atokhe Aye, under whose initiative the online system was commissioned in January 2016. The website was developed by symbiosis. system would not only ease the consumers for payment but revenue collection would also be improved. He also termed the day as a big achievement and urged the DMC to continue to extend its service to the people. Reminding that in Nagaland, all services remained standstill after few years, he urged the service provider -- symbiosis, to continue to extend their

service even in the coming days. Zhaleo also said that everything has increased by many fold and even maintenance by DMC has also increased. Despite the challenges, he said it was the duty of the DMC to provide proper sanitation, infrastructure and provide civic amenities throughout the years. He further said since

DMC has various source for revenue generation, it should provide basic necessities to the people instead of making excuses that it has no fund to pay the salary of its employees. Zhaleo also said that with the launching of online system, DMC has become a transparent autonomous body and the service will also be extended to other town councils in the coming days. He, therefore, urged the DMC to upload all its activities in the website by maintaining transparency in their works. A representative from Symbiosis, while highlighting on the website, said that the site could be able to view from any devices. The website has also a separate page for the visitors to get in touch with the DMC. Earlier, the inaugural programme began with an invocation by superintendent DMC, Kihovi Z. Achumi.

KOHIMA, SEP 21 (NPN): Reacting to Lok Sabha MP, Neiphiu Rio’s statement that NPF was already “in the process of making amendments in its constitution to impeach any president...,” Rajya Sabha MP, KG Kenye reminded Rio that the amendment was already made on July 13, 2005 after which the CEC endorsed the powers of the party president. Addressing media persons here at the party’s central office, Kenye said Rio’s remark that the “absence of such a provision would only provide any incumbent with absolute powers which could be abused and exploited to reduce the party as a private property”, was baseless. He said that the NPF president, Dr. Shürhozelie never bypassed the CEC to exercise extra constitutional powers or exploited or abused the

party as a private property. Further, Kenye said even though the rival group may be plotting to freeze the ‘cock’ symbol by asking ECI to accept the crisis as a “dispute”, they would fail as the ECI was well aware of the situation. He therefore asked party workers not to panic. With regard to the ultimatum served on NPF president to step down, Kenye said there was no such provision in the party’s constitution to impeach the president, neither there was any law that empowers the legislators to impeach the party president. He said since the NPF legislators do not even have the power to elect party functionaries, even at the village level, the question of impeaching the president or asking him to step down does not arise. K.G, Kenye said “if NPF party which has been maintained for more than

half a century gets dismantled, it will be a colossal loss to the people of the state and that no will be able to build the damaged bridge under any circumstances.” On Naga issue, he said NPF was true to its regional stand that even during 1998 general election, the party had refrained from contesting the polls by heeding the call of Naga Hoho who desired for peace first and not election. He also said that the NPF central had passed several resolutions seeking for an honourable and acceptable Naga solution, saying the party would stand firm till it was achieved. In his brief address, NPF working president Huskha Yepthomi said “even if the Naga political solution comes to an end and Naga underground groups gets dissolved, NPF will remain upholding Naga rights.” K Y M C
