CNCCI, DCCI demand COVID cess rollback DIMAPUR, SEP 22 (NPN): Opposition against COVID cess on fuel are getting louder , even as Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) and Dimapur Chamber of Commerce and Industry (DCCI) have expressed support to various organisation demanding its withdrawal. In a statement, CNCCI chairman Dr Khekugha Muru and general secretary Dr Seyievilie Mor said from day one they had questioned the State government on this and demanded its rollback, warning that the cess during COVID-19 pandemic would affect the already-struggling businesses on a scale incomprehensible and deeply pinch the general public. They said the trade body had even written an advisory letter to chief minister Neiphiu Rio and issued press release. But, considering the grim scenario of the health infrastructure that was in shambles at that time and with State government struggling to provide even basic PPE kits, they said the trade body preferred to wait and watch. However, instead of removing COVID cess, CNCCI said the govern-
ment put up a weigh bridge at Dimapur for outbound vehicles to other districts, limiting the load of transport vehicles. Clarifying that it was not against such a weigh bridge, the trade body said the government should ask itself whether there was any road in Nagaland that befits such a stringent step and suggested implementation of such “fancy theoretical concept” after the roads in the State were made to at least of bare minimum standard. According to CNCCI, due to imposition of the cess and weigh bridge, transportation cost of essential goods had shot up by 35-40% and warned that consequently prices of essential commodities would shoot up abnormally in coming weeks in many parts of the State, including Kohima. On behalf of the business community of Nagaland, CNCCI explained to the government and the public that the business community should not be blamed for the price rise. It appealed to the people to sympathise with the business community and make the government accountable. It also announced its
support to the ultimatum served to the government by civil society organisations (CSOs) seeking rollback of COVID cess from petroleum products. Meanwhile, DCCI in a press release announced its full support to the ultimatum served to the government by CSOs seeking withdrawal of COVID cess from petroleum products. The release reminded the government that CNCCI, along with DCCI and Nagaland Petroleum Dealers’ Association, were the first bodies to advice the government that extra cess on petroleum products would result in negative business environment and cause social unrest. Stating that the government should realise that the unpopular cess on petroleum products had impacted negatively both the business community and public alike, DCCI urged the government to rebuild the State’s economy amid the COVID crises, rather than be a stumbling block. It appealed to the government to immediately rollback the cess to avoid the impending crisis as the entire civil society and public were against the unpopular cess.
second national serosurvey had a national representative to estimate the burden, and the sampling was done for that. “The part that was not included in the publication was (on) the containment zones which are very dynamic. They change from day to day and week to week. “Also a very small sample size was done in the containment zones and the purpose of that was served by igniting the spirit of serosurveys in those larger cities and that was the purpose of doing these in the containment zones and that was effectively done,” he said. He cited the example of Delhi where three serosurveys were carried out in June, July and August end with results of 22 per cent, 27 per cent and 33 per cent, respectively. “So that was the purpose and once you estimate the statistical size, this will not be accepted in a publication if you add a little bit of data from a containment zone in that paper,” he said. ICMR had tweeted on Sunday it has been continuously communicating with the respective state authorities and the findings of the previous

Adds Agencies: Earlier , in the second week of September, the Indian Council of Medical Research (ICMR) finally published its findings for the India’s first ever national level seroprevalence survey in the Indian Journal of Medical Research. The survey, conducted between May 11 and June 4, included testing blood samples from 28,000 individuals across 80 districts, and tested for immunoglobulin G antibodies using the COVID Kavach ELISA kit. DIMAPUR, SEP 22 (NPN): A total of 60 COVID-19 positive cases were detected on Tuesday—22 in Kohima, 35 in Dimapur, two in Mon and one in Tuensang— pushing the total number of positive cases in the state to 5,604. According to a health bulletin, out of the 5,604 positive cases, the total recoveries so far stood at 4,491, active cases at 1,072 and 10 deaths. As per the severity of
symptoms, 1,042 active cases are asymptomatic, 28 active cases are mild and 2 active cases are moderate. Further, out of the 5,604 positive cases, the distribution across various categories of people include 2,640 cases of Armed Forces/ Police, 1,454 cases of returnees, 1,182 cases of traced contacts and 328 cases of frontline workers. A total 523 persons are presently under Facility Quarantine.
the results of the survey, the ICMR estimated that during the month of May, 0.73 per cent of the population would have been exposed to COVID-19 amounting to a startling 64,68,388 adult infections, with 8.56 lakh of these present in ‘zero caseload districts’ (districts where no cases of the infection were found using tests). When considering that the Health Ministry had reported just 52,592 cases of COVID-19 as of May 7, it appears that experts’ fears of severe undercounting of cases were far from unfounded. What’s more, the survey results also lend credence to the contention that India’s nationwide lockdown had failed to achieve its effect, with the virus continuing to rampage through the country despite businesses being shuttered, inter-state travel suspended, and citizens confined to their homes. Potentially, the most important takeout of the study is that for every person that tested positive via RT-PCR kit in May and was added to the nation’s COVID-19 tally, anywhere between 81.6 to 130.1 people who were also positive, were being missed.

NEW DELHI, SEP 22 (PTI/AGENCIES): Findings from containment zones in 10 hotspot cities were not included in the first national serosurvey study paper published recently as the sample size was very small and the zones are “dynamic and change from day to day and week to week”, ICMR Director General Balram Bhargava said on Tuesday. His remarks come in the backdrop of media reports claiming that health researchers, apparently under instructions from senior ICMR officials, were not allowed to include data from containment zones in 10 hotspot cities in the first national serosurvey study paper published recently in the Indian Journal of Medical Research (IJMR). The Indian Council of Medical Research (ICMR) had on Sunday said that the findings of the previous serosurvey from the dynamic containment zones in ten cities to assess the extent of COVID-19 transmission in those areas have been communicated to the states for further action. At a press briefing on Tuesday, Bhargava, while replying to a query, said the first and
DIMAPUR, SEP 22 (NPN): Western Sümi Hoho (WSH) Tuesday said it “fully supports and endorses” the resolution adopted by Chakhroma Public Organisation (CPO) not to recognise any non-indigenous inhabitant of Nagaland illegally acquiring landed property through sale or purchase under its jurisdiction and to treat such dealings as null and void. WSH through its media cell said it “totally agrees” with CPO that some nonindigenous inhabitant of Nagaland, who were prohibited to acquire or possess any land by way of transfer, exchange, lease agreement or settlement by the Nagaland Land Revenue Regulation (Amendment Act) 1978, had been “illegally acquiring” landed property through sale and purchase in Dimapur district. Stating that such dealings had also been taking place in Western Sumi jurisdiction, WSH said it would thoroughly check and nullify such dealings. Describing CPO’s resolution as “a very wise step” for posterity, the WSH said that it would also not recognise any past or future transfer of land by way of sale or otherwise. Further, WSH affirmed that setting up of any institution in Western Sumi jurisdiction would have to procure NOC from the hoho.

The final phase analysis of the survey is now underway and will offer a comparison with the results of the first survey,” it said in another tweet. To further aid in developing state intervention plans, following ICMR survey, states have also conducted their zone/city-specific surveys, the ICMR said.

DIMAPUR, SEP 22 (NPN): In a shocking incident, a truck driver was shot dead by unidentified miscreant near IMC Hall here in the wee hours of Tuesday. It was reported that the incident probably took place sometime after 3 a.m. and it was recovered by police at around 5 a.m. Speaking to Nagaland Post, the Commissioner of Police (CP) Dimapur, Rothihü Tetsoe, revealed that the victim, identified by his driving licence, was 31year-old Jiten Gogoi from Dhemaji, Assam. Tetseo said the victim was apparently driving the truck (NL 01Q 8316) belonging to Star Cargo transport agency from Guwahati alone and had reached the New Field check gate around 1:46 am after which the incident took place. The truck was partially loaded with items like candles, sanitary wares
NPF agrees with Lokayukta’s observations DIMAPUR, SEP 22 (NPN): NPF has expressed disgust over what it termed as alleged “callous and indifferent attitude” of chief minister Neiphiu Rio towards the order of the state Lokayukta Justice Uma Nath Singh over the complaint against deputy chief minister Y Patton’s reported speech filed by a vice president of NDPP youth wing. Press Bureau, Naga People’s Front, said the Lokayukta in a 31-page order on September 18, had observed that the chief minister “Keeps a veiled contempt for the Rule of Law”, by failing to assist the Lokayukta in a manner befitting his office for reasons best known to him. According to NPF, the Lokayukta in his observation implied that the chief minister has failed to rise above petty local politics and created an impression that the enquiry has been deliberately delayed to suit some political expediency. NPF said the order clearly reflected the poor state of
affairs in the entire government machinery where the “immoral practice of manipulation” of the system to the advantage of the people at the helm of affairs has reached its zenith. It stated that the PDA government had in August this year, sought to remove the Lokayukta from his office through a petition to the Supreme Court, citing impropriety and abuse of power as reasons. In the light of the Lokayukta’s order, NPF said it was convinced that the futile attempt through filing the petition was a pre-emptive effort by the PDA government to oust the Lokayukta from his office before he could make such scathing observations in his judgement on the deputy chief minister’s case. NPF said it concurred with the judgement and observation of Justice Singh, who pointed out the irregularities committed by Rio in particular and the PDA government in general. The opposition also asserted that the order was the
most recent in a series of deplorable episodes that proved that the government was not bothered at all about the welfare of the people and exposed the deep-rooted manipulation and corruption in the government. NPF emphasised that the Lokayukta’s recommendation against advocate general of Nagaland KN Balgopal must be taken seriously because the AG was a constitutional position, not political, and as such whoever holds the post ought to render his services fairly without any excuses. Observing that the opinion and recommendation against the advocate general by the Lokayukta was a poor reflection of the PDA’s image on how it was even misusing this constitutional position, NPF reiterated its demand that since the ruling coalition has failed to fulfil the aspirations of the people it should, hence step down on moral ground to pave the way for an alternative government for the betterment of Naga society.

As the incident took place in the wee hours, there was no witness, he added. The CP said investigation was on and further details would be known only after it was over. NCD, CNCCI, DCCI, PAC flay killing: Naga Council Dimapur (NCD), Confederation of Nagaland Chamber of Commerce and Industry (CNCCI), Dimapur Chamber of Commerce and Industry (DCCI) and Public Action Committee (PAC) Dimapur have condemned the incident. incident as “gruesome and shocking”. He demanded that law enforcing bodies leave no stone unturned in arresting the culprit at the earliest and awarded befitting punishment as per law, while also ensuring a peaceful atmosphere to the citizens of Dimapur. NCD also expressed its deepest condolence to the bereaved family members. CNCCI chairman Dr Khekugha Muru and general secretary Dr Seyievilie Mor also expressed shock at the incident and demanded that the law enforcing agencies and Dimapur district administration leave no stone unturned to arrest perpetrators of the crime at the earliest. CNCC said the incident has smeared the long peace which the state was witnessing and reiterated that gun culture and killings would not be allowed to take over “our society again”.

SKK, AKM appeal NPGs to reconcile DIMAPUR, SEP 22 (NPN): Two apex student tribe bodies- All Sumi Students’ Union (SKK) and Ao Students’ Conference (AKM)appealed on NSCN/GPRN(I-M) and seven NNPGs to pave way for reconciliation in the interest of Nagas in general and younger generation in particular. SKK president Hutoshe Kits and AKM president Nungdokyanger in a joint statement informed that this was resolved at the consultative meeting held at the SKK office, Zunheboto on September 21, during discussion on the pertinent issue confronting Naga society. The signatories said both held serious and sincere deliberations on the ongoing Naga political issue between the Naga negotiators and the Government of India for an honourable, acceptable and inclusive solution. They however expressed sadness to note the prevailing situation in society where Naga national workers including Naga civil societies had differences
on many fronts while in pursuit of the main objective towards a permanent solution. Both urged upon the government of India to “genuinely assimilate” the desire and opinion of the general Naga public for attaining a lasting peace to the more than seven decades-old protracted issue, rather than “keeping the people in dilemma with assurances and promises without any breakthrough pragmatically.” Meanwhile, the two bodies reiterated that the current Delimitation initiated by the government of India should be put on hold in view of expected settlement to the Naga political issue. They said both viewed that Delimitation would be a wrong step at the present juncture as it would only have severe impact on Naga solution. They also made it clear , that Naga political solution was the foremost and urgent demand of Nagas and thus the government of India should first settle the Naga issue. K Y M C
