NE Summit adopts ‘Nagaland Declaration’ Correspondent
KOHIMA, SEP 23 (NPN): With the objective of carrying forward a connectivity-led development of the North Eastern Region, participants of the ‘4th Connect North East Summit 2017’ under the theme “Act East through Nagaland” on Saturday adopted the “Nagaland Declaration”. On the concluding day of the summit, FICCINEAC chairman, Ranjit Barthakur informed that all participants agreed to focus on four vital issues, based on the discussions held during the two-day event. FICCI, deputy secretary general Arun Chawla in his speech gave a four-point draft of ‘Nagaland Declaration’ which included: North East Implementation Agency: The Summit felt the need to set up a North East Implementation Agency (NEIA) to handle funding of the projects and also put together a team for hands-on monitoring of each project. The proposed NEIA will coordinate with state governments and all relevant agencies, to implement and monitor each vertical

with select private sector partners. The primary objectives of the NEIA will be to streamline implementation and ensure timely completion of projects including development of roads and highways, inland water transport, power, airports etc. NEIA will also work towards opening up connectivity routes with the neighbouring countries including Myanmar, Bangladesh, Buthan and Nepal. High Powered North East Economic Forum: A high powered-North East Economic Forum (NEEF)comprised of the region’s chief ministers, ministers and other relevant stakeholders- will act as a ‘think tank’

However, Gogoi said important events like Hornbill Festival in Nagaland and other festivals could change the perspective of the mainlanders. Besides connectivity, Gogoi also highlighted the need to address the unemployment issue that has gripped the region, by creating more employment opportunities. The MP also suggested market controls along the borders to help farmers.
DIMAPUR, SEP 23 (NPN): In a rare dispute between government departments, the department of Geology & Mining (G&M) and the department of Environment, Forest & Climate Change (EF&CC) are at loggerheads over collection of royalty on minor minerals. While the two departments continue to hold their ground by citing respective rules and notification, the organisations such as Sand Stockist & Suppliers Union Dimapur (SSSUD) is in a quandary about which department to pay royalty. According to SSUD secretary Nito Sumi, over 100 sand-laden trucks remained stranded at Dilai check gate and New Field Check gate because the sand suppliers could not afford to make the double payments on a single item (sand). In this regard, the SSSUD has appealed to the state government to issue clarification as to which department the sand suppliers ought to pay the royalty. SSSUD has main(Cont’d on p-7)

It may be mentioned that in this dispute the main bone of contention is the Nagaland Minor Mineral Concession Rules (NMMCR). According to the G&M department, the state chief secretary, Pankaj Kumar, in a notification dated January 24, 2017, had notified that the state government, in pursuance to notification vide No. GM-5/EXPL-15/2001 dated March 1, 2005 and recommendation of the Review Committee dated November 30, 2016, operationalize the Nagaland Minor Mineral Concession Rules, 2004 framed under Section 17 of the Nagaland (Ownership and Transfer of Land and its Resources) Act, 1990 (Act 1 of 1993) with effect from the date of notification for regulating the grant of quarry licenses, mining leases and other mineral concession in respect of minor minerals and for the purpose connected therewith. However, the department of environment,
forest & climate change (EF&CC) has contended that the Nagaland Minor Mineral Concession Rules (NMMCR), 2005 for regulation of all minor minerals including stones, sand etc. included forest royalty items in Rules framed under the Nagaland Forest Act 1968, Nagaland Jhumland Act 1970 and notified in compliance to the Supreme Court interim orders in the WP (202) of 1995. In an office memorandum (OM) dated September 22, 2017, the principal secretary EF&CC, Lhoubeilatuo Kire, informed that “status quo as of today” would remain in force till confusion over jurisdiction between the statutory Acts of G&M and EF&CC departments was resolved by the committee constituted under the chairmanship of the additional chief secretary & development commissioner. The OM also stated that the EF&CC department would continue to supervise the collection of revenue and regulation of forest transit passes issued over those items by government of Assam and Manipur.

DIMAPUR, SEP 23 (NPN): Dimapur Police have arrested six persons including a juvenile in connection with the attack on a Naga family at second gate Chumukedima area on the night of September 21, 2017. At the meeting, it was jointly resolved that, until the absconders were arrested and perpetrators brought to book, the organisation would observe “closure/shutter down of all the Muslim business establishments” in the area. The Muslim community of Chumukedima town also agreed to cooperate with the organizations till further notice, the resolution stated. The house also resolved that all business establishments especially run by Muslim community under Chumukedima cooperate in order to avoid any unwarranted situation. The organizations cautioned that any individuals/
group attempting to grant bail or support the perpetrators in any manner would be considered as anti-Naga. Further, the organizations also urged the law enforcing agencies to urgently arrest the remaining accused who were absconding. Organizations also expressed deep anguish towards the unfortunate incident and prayed for the speedy recovery to the victimized family.
