State Govt withdraws COVID cess

Kohima/DIMAPUR, SEP 23 (NPN): In a major development and a big relief to public and in response to increasing demands from various organisations including student bodies, the government of Nagaland has decided to revoke COVID-19 cess on petroleum products. The decision was taken at a cabinet meeting held at Rhododendron Hall, Police Complex, Chumoukedima, Dimapur Wednesday. Minister of Planning & Coordination, Land Revenue, Parliamentary Affairs, Neiba Kronu, informed that official notification for the rollback would be published on Thursday and was likely to come into effect from September 25, 2020. A communiqué issued by the finance department stated that the cabinet while deciding on revocation of COVID cess maintained that it was important to enlighten the general public about financial issues confronting the state which could have impact on the activities of the government. Samaj chairman Makhan Chetia expressed shock over the random killing of an innocent person and breaking the peace and tranquillity particularly at a time when talks were on for a final solution to the Naga political issue and also amidst COVID-19 crisis. While pointing out that Jiten was the sole bread earner of his family, the Samaj demanded that the law enforcing agencies and the district administration leave no stone unturned in arresting the culprits and awarded befitting punishment as per law. The samaj also conveyed condolences to the bereaved family for the loss. It may be mentioned that the victim was shot dead by unidentified miscreant near IMC Hall Dimapur in the wee hours of September 22, 2020 and so far police said there has been no witness. Police also said investigation was on to trace and identify the culprits.

The gover nment claimed that the negative impact of the pandemic had been so widespread and pervasive that it was compelled to adopt drastic measures to mitigate the negative effects of the fall in receipts to avoid a potential collapse, which included pro
rata cuts in the budgets of departments, imposition of various austerity measures and mobilisation of additional resources through imposition of COVID cess on fuel. The government also shared details of funds received from the Centre, amounts spent by the State from its own resources to fight the pandemic and the amount collected as COVID-19 cess:-
(i) Total amount received from GoI for COVID-19 Rs. 27.84 crore (ii) Total amount spent from State’s resources for COVID-19 pandemic till date - Rs. 115.80 crore (iii) Total COVID-19 cess collected from April to August 2020 - Rs. 13.14 crore Appealing to all citizens to refrain from making sweeping statements based on hearsay without ascertaining facts, the government said they should ascertain correct facts about the total receipts from the Centre before raising the issue in public domain. Observing that the fight against the pandemic was far from over, the government requested all citizens to refrain from activities that could restrict its abil-
ity to respond effectively to the pandemic in the days to come. Reacting to media reports that claimed that sanction of funds by the Centre as revenue deficit grant and State’s share of Union taxes were meant for combating COVID-19, the government said this perception could have been caused by national media reports that the Centre had released funds in order to enhance financial resources of State to fight the pandemic.
Clarifying that the receipts were revenue deficit grant and State’s share of Central taxes and duties, the government pointed out that these are meant to meet various types of recurring expenditures like salaries, pensions, debt servicing, etc. Claiming that there was no mention in any of the sanction letters of the Central government that the funds were meant to be spent on COVID-19, the government said these receipts were receivable even in the absence of the pandemic, and therefore the contention of getting extra funds did not arise.

Meanwhile, Kronu informed that the Joint Legislature Forum (JLF) on Naga political issue also held a closed door meeting with the Working Committee of Naga National Political Groups (NNPGs) at Police Complex, where both sides shared and updated each other on the progress of the Naga talks with the Government of India. One of the cabinet ministers said that the meeting was held to understand one another's position and did not adopt any resolution.

D IMA P U R , S E P 2 3 (NPN): Chairman of the breakaway faction of NSCN (K), ‘Lt. Gen’ (Retd) Nyemlang Konyak along with four of his “followers” have joined NSCN (Reformation) and were presently at the group’s designated camp in Mon. Speaking to Nagaland Post, NSCN (R) vice president, Akato Chophi confirmed that Nyemlang and his “followers” with all weapons and ammunition have safely reached NSCN (R) designated camp. Setting to rest speculations that Nyemlang surrendered to Indian forces along with the arms and ammunition, Akato said Nyemlang expressed desire to join NSCN (R) for which the group under the initiative of its president, Wangtin Naga approached Ministry of Home Affairs (MHA), Government of
India to provide “safe passage”. Akato said MHA was approached for “clearance” as they (NSCN-K) were not in ceasefire with Government of India and that the security forces aided in facilitating the passage. “Nyemlang and his followers did not surrender themselves or the arms and ammunition, not a single bullet. They are now safe and are with us in our designated camp,” said Akato. NSCN (R) vice president said since Nyemlang and his “followers” had to travel in small groups of five-six for which only few of them could join the group at this time. However, Akato said more “followers” would be joining NSCN (R). “They are trapped between India and Myanmar. Communication with them is hard, however, we have the clearance for safe pas-
sage. Slowly more Nyemlang’s followers will join us,” said Akato. Akato said that NSCN (R) president, Wangtin Naga was in constant touch with officials in the MHA to facilitate the safe passage of those on their way. He said “olive branch” was extended to brethren across the border to join the ongoing peace process under the banner of Working Committee, Naga National Political Groups (NNPGs). Akato said NNPGs would still welcome “comrades” willing to join the ongoing peace process with Government of India. It may be mentioned that earlier on September 15, 2020, Nyemlang through a press statement had expressed willingness to join NSCN (R) after “realising the mistake” of clinging on to the “orthodox ideology” of NSCN (K) for such a long time.

MoS Rlys Suresh Angadi dies of COVID N E W D E L HI , SEP 23 (PTI): Minister of State for Railways S u r e s h S. Angadi (File) A n g a di died of COVID-19 on Wednesday, becoming the first union minister to succumb to the deadly virus. The 65-year-old BJP MP passed away around 8 pm at the AIIMS trauma centre which has been converted into a dedicated COVID-19 facility, sources at the hospital said. He is survived by his wife and two daughters. A fourth-term parliamentarian from Belagavi in Karnataka, Angadi had on September 11 announced on Twitter that he had contracted the disease and had requested all those who came in close contact with him in the previous days to monitor their health and get tested in case of any symptoms. He is the first Union minister to have died of coronavirus. At least six MLAs and three MPs have earlier succumbed to it.

KOHIMA, SEP 23 (NPN): In a tragic incident, a senior officer of the Nagaland Public Service Commission (NPSC) was found dead at the office complex Wednesday evening. Sources informed Nagaland Post that the body of C Yimtsu Lotha, Under Secretary NPSC, was found at the office basement. According to information, the officer reached office at around 8.30 a.m. He reportedly went down to the office storeroom in basement sometime in the afternoon, where his body was found. Even as the police have begun investigation, further details could not be obtained till the time of filing this report. A case was registered at North police station. Late Yimtsu was reportedly survived by his wife and two children.

India’s virus tally crosses 56-lakh
NEW DELHI, SEP 23 (PTI): India’s COVID-19 caseload went past 56 lakh with 83,347 infections being reported in a day, while over 45 lakh people have recuperated, according to the Union Health Ministry data updated on Wednesday. The national recovery rate stands at 81.25 per cent. The coronavirus caseload surged to 56,46,010, while the death toll climbed to 90,020 with 1,085 people succumbing to the disease in a span of 24 hours, the data updated at 8 am showed. The total recoveries
have surged to 45,87,613 in the country so far. The COVID-19 case fatality rate due to the coronavirus infection has dropped to 1.59 per cent. There are 9,68,377 active cases of coronavirus infection in the country which comprises 17.15 per cent of the total caseload, the data stated. India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and and it went past 50 lakh on September 16. According to the
ICMR, a cumulative total of 6,62,79,462 samples have been tested up to September 22 with 9,53,683 samples being tested on Tuesday. The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities. “Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said on its website, adding that state-wise distribution of figures is subject to further verification and reconciliation.

The rockslides had not only been posing problems for commuters, but had also damaged several vehicles besides one excavator in the last few days. According to traffic police, the ongoing fourlane construction works led to continuous rockslides in the area affecting vehicular movement. The traffic personnel at site lamented that commuters were also not paying heed to the warnings and safety precautionary signs and blinkers placed at strategic points to avoid casualties. State’s deficit likely to balloon to Rs 2,358.81 crore Monsoon session concludes D IMA P U R , S E P 2 3 (NPN): Finance department has disclosed that the State government’s deficit has risen from 950.09 crore in 2013-14 to Rs 1,607.73 when the ruling coalition took over in 2018 and that at the end of the current financial year, the deficit is estimated to end with of Rs 2,358.81 crore as per budget estimates and includes an increase of Rs 939 crore since 2014-15. It also pointed that when the present chief minister handed over reins to the successor during 2013-14, the deficit was at Rs.950.09 crore but when the present government took over in 2018, the deficit had shot up to Rs.2358.81 crore as per estimates that also included an increase of Rs.939 crore since 2014-15. The factors included implementation of revision
of pay and payment of dues and liabilities to contractors following various court judgements in their favour. In addition, the finance department said

The department said Nagaland’s estimated receipts of Rs.320.96 crore, as per instalment of Share of Central Taxes and Duties and reflected in the union budget of 2020-21 was reduced to only Rs.263.80 crore showing a monthly shortfall of Rs.57.16 crore. The amount of Rs.263.80 crore was further reduced to Rs.240.47 crore since June and further raised the monthly deficit to Rs.80.49 crore, it said. Thus, the total deficit for 2020-21 on account of shortfall in receipts of Share of Central Taxes and Duties totalled Rs.1080.13 crore the department said. The negative impact was not solely confined to Central Receipts but even the state’s own revenues which fell by around Rs.38 crore per month.

DIMAPUR: As part of the ongoing crackdown by security forces to prevent illegal activities in Nagaland, security forces seized IMFL in the general area of 4th Mile, Dimapur, on September 20. According to PRO HQ IGAR (N), based on specific intelligence regarding illegal activities, security forces, along with police representative launched an operation and recovered 34 cases of Rum and Whisky, 12 cases of canned beer and a bottle of vodka, totally amounting Rs 4.75/- Lakh (approx). The recovered items were handed over to Diphupar Police Station.

Can Youth launch youth support group DIMAPUR: Can Youth launched youth support group on September 21 as an initiative to provide them a platform for livelihood and entrepreneurship, especially for dropouts, youths and returnees. A press release by Can Youth, project coordinator, Faihamti Longmailai stated that while he launched the programme, general manager, district industries centre, P Tokugha Achumi stated that one should support themselves and not be dependent. He further mentioned that Nagaland was the state which had the highest rate of unemployment and that the root cause was that people tend to start big rather than starting from a scratch. Chief functionary, Can Youth, Jenpu Rongmei said that the purpose of youth support group was to understand the meaning “dignity of labour” and empower themselves by involving in different activities through sustainability. Earlier, the programme was attended by members of three youth support group and Can Youth officials. It may be noted that Can Youth has provided seed money supported by YI youth fellowship to three youth support group i.e. Chumukedema, Darogajan village and Aokong colony.

DIMAPUR: Principal secretary, School Education, Menukhol John launched the online teachers’ transfer portal, teacher’s portal and the child protection policy for school while state mission director Samagra Shiksha, Nagaland, Kevileno launched the school safety and security pledge and guidelines at the secretariat conference hall on September 23. According to DIPR report, Menukhol John said that with the launch of the various online portals, the department has taken a

giant leap towards the welfare education system in the state and further stated that the commissioning of online transfer portal will ensure the required staff strength for all schools and expected vacancy positions will be worked out well in advance. He pointed out that detail of vacancy positions will be made available in the public domain which will bring transparency in the functioning of the department and will also ensure that normal functioning of schools do not
get disturbed due to transfers affected in middle of academic year. Menukhol also informed that the teacher’s portal will reduce the gap between the authorities and teachers on one hand and will improve work culture among teachers and officers on the other hand. Subsequently, all employees under the department of School Education will gradually be brought under the ambit of monitoring through the teacher’s APP and this will eventually lead to the change of
face of the Department of School Education (DoSE) in the state of Nagaland, he added. Principal director, School Education, Shanavas C, while giving a brief presentation on the portals stated that a separate teachers’ online transfer portal has been made available at the departmental website, where teachers can login using their registered mobile number and OTP obtained through it. He explained that the portal will display their present employment details and cadre vacancy position available throughout the State and can select two preferred posting places from the existing vacancy position. A prescribed “forwarding letter” format will be made available at the portal which is to be completed and signed by the school head, VEC chair man and SDEO/ DEO. The above officials will be required to mention whether they recommend the transfer sought by the teacher or not along with comments/remarks. Teachers seeking transfer need to upload scanned copy of the forwarding letter and submit their ap-
plication at the portal. An acknowledgement will be generated indicating successful submission of the application. The department will process all the applications received during the given period and issue bulk transfer orders, he added. Shanavas C also stated that the newly launched teacher’s portal will help teachers connected to the required online education resources with ease and keep teachers updated with latest developments in the field of education. He also said that the Teacher’s Portal will have a link where teachers will have to upload pages of teacher’s diary where school heads append their signatures with date. The uploaded pages with GPS tracking showing date, time & location of the teacher’s diary will be automatically forwarded to district level officers & directorate, he added. Kevileno hoped that the child protection policy and school safety and security pledge and guidelines will come in handy and useful for the welfare and protection of children across the State and the people in general.

DIMAPUR: Awareness programme on COVID-19 for business community was held at Zunheboto Chamber of Commerce and Industry (ZCCI) on September 21, attended by business community of Zunheboto town. A press release by CMO office Zunheboto, district media officer, Shekho Sophie stated that, deputy CMO, Dr. K. Akaho Sema speaking at the programme said that business community have an important role to play during this pandemic time. He encouraged the community to fight the disease by wearing mask, proper hand washing and social
distancing. He also said that it was understandable that confusion, anxiety, and fear existed among the public and sought public co-operation as corona was here to stay and one must learn to live with it. He also stated that COVID-19 was a public health emergency causing stressful and difficult time for everyone, whereby one must be kind to each other and help stop the spread of corona virus. He encouraged for support towards family, friends, neighbours and frontline responders in the common fight against COVID-19. Meeting was chaired by ZCCI president, Kikheto Muru.
FQC formally dissolved in Ahthibung DC orders lifting of sealed areas in Kohima DIMAPUR: Deputy commissioner Kohima Gregory Thejawelie has issued an order stating that in view of the detection of COVID-19 positive person at various locations of ward/ colony/village in the district, the office of deputy commissioner Kohima has declared/demarcated those locations as a sealed area, whereby various restrictions were imposed to contain the spread of disease/infection and the area was kept under strict and active Medical surveillance and movement within the area was restricted/prohib-
ited to the public. According to DIPR report, contact tracing of the COVID-19 positive person was carried out in the sealed area(s) by the CMO co-ordination team led by district surveillance officer & epidemiologist Kohima and all the primary and secondary contacts were identified and tested for COVID-19 infection. With the completion of 14 days since the notification of sealing and subsequent initiation and completion of contact tracing activities, the deputy commissioner, Kohima has
lifted all the sealed area(s) notified by the office on or before September 9 and declare that normal activities in all those locations are allowed to resume henceforth, as per various SOPs and Medical advisory/guidelines of the government which is still enforced. Order further stated that it will not be applicable to the “sealed areas” where recent COVID-19 positive cases were detected and also to those kept/monitored under home isolation. Order comes into force with immediate effect.

LVC supports delimitation exercise DIMAPUR: Welcoming the decision of the Delimitation Commission of India for rearrangements of assembly constituencies in four Northeast states, the Lamhai Village Council (LVC) expressed its desires to extend all cooperation to the delimitation exercises in Nagaland. In a press release, LVC chairman Haibamko and head GB Amezi stated that all villages under Lamhai land (start-
ing from old Mhai village till Mhaikam village bordering Chakro Angami/Chümoukedima village) should be brought under one assembly constituency for political administrative conveniences. Lamhai Village Council also stated that it shall not allow any force or pressure to divide any village under Lamhai land into different assembly constituencies.

Resettle Brus in all 8 districts: JMC
Agartala, Sep 23 (PTI): The Joint Movement Committee (JMC), a conglomeration of local organisations, on Wednesday threatened to intensify its movement if the state government resettles all displaced Brus from neighbouring Mizoram only in Kanchanpur sub-division of North Tripura district. JMC Convener Sushanta Bikash Barua said the JMC wants that the Brus be settled in all the eight districts of Tripura instead of only Kanchanpur subdivision of North Tripura district. “ G ove r n m e n t h a s taken initiative to resettle 4,600 Bru families only in Kanchanpur sub-division and adjoining areas, but we think it would exert tremendous pressure on local non- Bru communities, like Bengalis, Mizos and local tribals living there. We want that the Brus can be settled equally in all the eight districts of Tripura, not only in Kanchanpur sub-division”, Barua told reporters. He said the JMC would launch a strike in the sub-division or would block

strike in the sub-division or we would block the national highway for an indefinite period. It would be decided soon,” Barua said. He said the joint movement committee was formed with representatives from Nagorik Suraksha Mancha, a Bengali organisation and Mizo Convention of the Jampui hills in the sub-division and local tribal communities. The Centre also announced Rs 600 crore package for the resettlement. Mizoram Br u Displaced Peoples For um (MBDPF) has claimed that their rehabilitation plan is running into rough weather due to frequent and repetitive agitations by the Joint Movement Committee, even as the government is willing to resettle the Brus. “We proposed 15 locations for resettlement but rejected 5 so far due to impracticality and future social, cultural and security concerns. The agitations held by the Joint Movement Committee came on the way of implementation of the rehabilitation process. “We also appeal to the state government to take a firm stand to complete the rehabilitation process”, MBDPF general secretary Bruno Msha said.

Assam to cull 12,000 pigs as African swine fever spreads

Guwahati, Sep 23 (PTI): Assam Chief Minister Sarbananda Sonowal on Wednesday ordered to cull nearly 12,000 pigs in the areas affected by the deadly African swine fever and asked officials to compensate the owners adequately. So far, 18,000 pigs have died after contracting the virus across 14 districts of the state, a senior official of the Animal Husbandry and Veterinary Department told PTI. “Chairing a meeting with department officials,
the chief minister said that in compliance with the guidelines of the Centre and the state government, and adhering to experts’ opinion, culling of the infected swine population in all the affected districts should be completed before Durga Puja,” according to an official statement. The total number of pigs to be killed in this exercise will be around 12,000, it added. “As a result of the culling operation, the loss incurred by the farmers will be adequately compensated,” Sonowal said.
The latest culling drive will be carried out within one kilometre radius of 30 epicentres across the 14 affected districts, the senior official said. “We will start the exercise immediately,” he added. When asked about the compensation, the official said the owners of the 12,000 pigs will get the money deposited in their bank accounts, while a proposal has been sent to the government for giving financial support to the owners of the 18,000 pigs that have died already.

Shillong, Sep 22: Six people, including a oneand-a-half-year-old baby, went missing after a jeep they were travelling in was washed away by the surging waters of the Tinhiang River near Mawjai village in South West Khasi Hills district on Tuesday, police said. Residents of Mawjai village said that the villagers were forced to drive right across the river after a bridge over the river had collapsed several months ago due to the strong currents in the river. A police official said the tragic incident occurred between 5.40 am and 6 am on Tuesday when the occupants of the vehicle were proceeding towards Nongstoin, the district headquarters of West Khasi Hills. “There were eight people in all and all of them Continued from page 4
are from Mawjai Village, Warsan Lyngdoh area,” district police chief Maxwell Syiem said. Two of the passengers -- Marshal Myrthong (40yrs) and Dapborlin Lyngdoh (25yrs) escaped from the gushing waters as they were able to swim to safety, Syiem said. A rescue team from the State Disaster Response Force and Fire and Emergency Services were pressed into service to conduct the search and rescue operation. IMPHAL, Sep 23: The much-speculation cabinet reshuffle in the N Biren Singh led BJP’s coalition government in Manipur did not take place till late Wednesday evening. There was a lot of speculation about the reshuffle taking place today but there was no report of reshuffle till the time of filing this report. Speculation of cabinet reshuffle came up after the chief minister who was in New Delhi on Monday returned to the state on the next day along with some party Central leaders, including national vice president BJ Panda. Information culled out from various sources, both in the government and BJP, disclosed that the chief minister has planned to affect a major reshuffle in his council of ministers on Wednesday. The submission of res-
ignation paper as chairman of Tourism Corporation of Manipur Ltd by a BJP MLA on Wednesday also hinted at the chief minister’s plan of a major reshuffle. Dr Sapam Ranjan Singh who was among the BJP MLAs expecting a ministerial berth in case of a reschuffle, tendered his resignation as chairman of the corporation to the chief minister. However, there was no government communiqué to the Raj Bhavan regarding the matter. The primary purpose of chief minister’s visit at the national capital was for his proposed major reshuffle. After getting a green signal from the Central leaders of the party, including national president JP Nadda, he returned to the state on Tuesday. Sources said that the chief minister proposed the removal of five incumbent cabinet ministers ; three from his own party BJP and
two from NPP. This was supposedly to induct new faces-at least three from the BJP and two from among the Congress MLAs who resigned as MLA as well as from the party and joined the saffron fold recently. A source from the party (BJP) disclosed that the proposed cabinet reshuffle was delayed after a group of BJP MLAs strongly opposed the removal of ministers from the party. Unconfirmed reports said that some ministers from the BJP and NPP were allegedly asked to resign as ministers. Though the reasons for the objection were not cleared, the source hinted that these MLAs preferred induction of more ministers from the party (BJP) by removing more ministers from the coalition partners. Sources said that the group of BJP MLAs, including the ministers who were expected to be dropped from the ministers, had camped
at the residence of one of the ministers who was also likely to be dropped. They have registered strong objection against dropping them as ministers and grouping with some party MLAs who were unlikely to miss the ministerial berth even if the reshuffle was affected.
It is pertinent to mention here that a group of BJP MLAs had earlier openly demanded ouster of all the four NPP ministers to induct BJP MLAs as ministers. The NPP has four MLAs in the state Assembly and all of them enjoy ministerial berths in the coalition government.

Politics of agriculture
B
oth the ruling BJP and its long-time ally, Shrimoni Akali Dal(SAD) have come a long way together through thick and thin and so when Harsimrat Kaur Badal union minister and wife of Sukhbir Singh Badal Lok Saba MP resigned on September 17, it came as a surprise to many but not to others. Harsimrat’s resignation was announced by her husband Sukhbir Singh Badal in the Lok Sabha. The SAD expressed total opposition to three bills passed by both houses by the NDA- The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020; The Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill, 2020 and The Essential Commodities (Amendment) Bill, 2020. What has riled states and in particular farmers is that since agriculture and markets are State subjects the Bills are being seen as an encroachment on the functions of the States, and against the spirit of cooperative federalism. These Bills were introduced to replace Ordinances promulgated by the Centre earlier. It was not that the SAD has taken a principled stand over MSP bills to decide on pulling out a minister in the Modi cabinet. The farmers bills provided the opportunity for the SAD to take the high moral ground in order to woo back the support of the powerful farmers lobby. The main reason is related to politics between the SAD and BJP on seat sharing for the Punjab elections due in 2022. The SAD and BJP haven’t been having a cosy relationship over the past years and quite understandably so with regard to their respective political ambitions. The SAD has been accommodative to the BJP in the seat sharing arrangement in Punjab. However, when it came to Delhi assembly election, the BJP rejected SAD proposal for continuing with the alliance and would have none of that. Sensing that it cannot continue to play second fiddle any longer where even in Punjab, it was losing support of the farming community, the SAD decided “enough is enough”. Punjab is the wheat basket of India which propelled the green revolution. Politics in agriculture-states is influenced by the farming community especially the powerful and rich farmers. This was given birth during the 1970s and ’80s, when farmer leaders not only managed to mobilize farmers in different parts of the country but were also instrumental in changing the policy on agriculture. Notable among them were Charan Singh and Devi Lal as also leaders such as Balram Jakhar, Sharad Joshi and Mahendra Singh Tikait. However, today, the rule of the kisans is over after liberalisation in 1991, which opened up the economy and coincided with declining fortunes in agriculture, with the 1997-2003 period being acknowledged as the worst since the green revolution. Many governments speak volumes on policies for farmers but have only politics in mind. Farmers by and large say all the assurances given by the government on MSP were verbal and not in written. The promise of “freeing” farmers from state run mandis and enabling them to sell to private companies at whatever prices, sounds nice. However, the government may have “freed” the farmers form state run mandis etc but have let them fall into the grasp of private corporations.

The goal of the missionary is to do God’s will, not to be useful or to win the lost. A missionary is useful and he doeswin the lost, but that is not his goal. His goal is to do the will of his Lord. In our Lord’s life, Jerusalem was the place where He reached the culmination of His Father’s will upon the cross, and unless we go there with Jesus we will have no friendship or fellowship with Him. Nothing ever diverted our Lord on His way to Jerusalem. He never hurried through certain villages where He was persecuted, or lingered in others where He was blessed. Neither gratitude nor ingratitude turned our Lord even the slightest degree away from His purpose to go “up to Jerusalem.” “A disciple is not above his teacher, nor a servant above his master” (Matthew 10:24). In other words, the same things that happened to our Lord will happen to us on our way to our “Jerusalem.” There will be works of God exhibited through us, people will get blessed, and one or two will show gratitude while the rest will show total ingratitude, but nothing must divert us from going “up to [our] Jerusalem.” “…there they crucified Him…” (Luke 23:33). That is what happened when our Lord reached Jerusalem, and that event is the doorway to our salvation. The saints, however, do not end in crucifixion; by the Lord’s grace they end in glory. In the meantime our watchword should be summed up by each of us saying, “I too go ‘up to Jerusalem.’ ”

Pointless conflict on farmers’ bills
he unparliamentary and aggressive way of expressing opposition to the agricultural bills by the opposition in the Rajya Sabha, the disputes between the ruling and opposition, the suspension of eight MPs and the parliamentary deadlock resulting from these conditions are blurring the dignity of democracy. How can the conditions of noise and sloganeering be called democratic instead of meaningful debate to make our opposition bigger? More than half of the opposition has been united in favor of the eight MPs who have been suspended for a week from the Rajya Sabha, where is the opposition playing its role? It appears that for the sake of farmer interest, politics of protest is being done without worrying about their ego and without understanding the basic spirit of the bills. Opposition is resorting to deception and lies to mislead, confuse and mislead the public and farmers against these laws. Parliamentary democracy has its own limitations; it is governed not by the terms of opposition but by the politics of mutual understanding and mutual consent. Of the three major demands of the opposition, the biggest demand is that the suspension of MPs be withdrawn. Does this mean that the
opposition wants that the indecency and aggression before the Presiding Officer be ignored? Due to this, the parliamentary dignities will continue to be broken again and again. The scenario of creating ruckus in the Parliament, showing indecency and emphasizing violent incidents will happen again and again. How can the stubbornness of wrong not be accepted as wrong? It is such a dogma that after the suspension of MPs who play with the dignity of the house, the opposition is not ready to believe that they have done anything wrong. The irony is that when the ruling party is ready to consider the suspension of the MPs, then the opposition should also give up its obstinacy. It is the dogma of the opposition that the suspended MP is not willing to bow down to the goodwill initiative of Harivansh, Deputy Chairman of Rajya Sabha. When the Deputy Chairman arrived in the morning with tea for the opposition MPs who were sitting on a ‘dharna’ in the courtyard of Parliament House, the matter did not come to light. In a way, it is proved how contradictory and impractical is the contradiction in Indian politics. When our politicians go on a confrontation, they probably do not think what message is going on in the country.
Is there not even so much decency in Indian politics today that by accepting its mistakes, it is determined not to let such tragic events happen next? The previous Parliament sessions had started to be praised, but the current monsoon session has started to run afoul of prejudices keeping aside the good old days. It is unfortunate that we have not been able to raise the level of democratic conduct and ability. There are complete manuals for members of Parliament to behave and conduct within the house, but till now it has been consistently neglected to follow, due to which sometimes the atmosphere within the house has become uncomfortable, stagnant and rude. Leaders and heroes are not a thing to be produced in a factory. Loksabha and Rajya Sabha also do their work to develop their abilities and character. It is from here that the qualities of giving importance to not only the words of the constitution, but also its development. Utilizing the freedom of speech is also taught here. The democracy of India is the ideal democracy of the world, because here, where the opposition has the right to speak, it is the responsibility of the ruling party to listen to it. But how is it possible that one party will do what they want, which they want to do while they
are in the house, stick to it, how is it possible? If the bills should not be forcibly passed, they should not be stopped by force. In a democracy, strength matters, so its value should also be kept. I f the opposition weakens and imposes an unfair obstruction in the rule of the ruling party, it will be said to hurt democracy. A similar scene was present when the passage of agricultural bills. When both the ruling and the opposition are ready for the benefit of the farmers, then why protest against the bills related to the interests of the farmers? Two demands related to the opposition’s agricultural bills are negotiable, on which consensus should be formed. In which there is a demand, a law should be made so that no private buyer or company can take grain or produce from farmers at a price below the minimum support price. This demand is also logical and in the interest of the farmers as well as the country. No government thinks in favor of farmers will ever want to buy from farmers at a lower price than MSP. Another demand is that the government or the Food Corporation of India should ensure that no farmer procures grain at a price below MSP. There is another good demand associated with this; the
MSP should be fixed as per the recommendations of the MS Swaminathan Committee. Why should we oppose Parliament to agree to these demands? Why should the functioning of Parliament be interrupted? It is a tragic situation when the farmers need to give the message that the Parliament is ready to protect their interests, and then there is only conflict and opposition in the Opposition and exposing the discrepancies of politics. Interrupting the formation of important bills of interest to the country is a sign of political anomaly. While our strategy should be such that small, medium and large villages can directly connect with cities, positive politics should be initiated on the issues of country interest. This linkage should not only be related to economic infrastructure (roads, markets, electricity etc.), but it should also be seen at the social level. We should not just think that the income of people living in cities should increase. There is a need for serious consideration on how the income of the farmers and the prosperity of the villages should be increased and the Agriculture Bill is centered on these important directions and the strength of India’s future economic scenario rests on these agricultural bills. The economy which
has been destroyed by the Corona epidemic is seen getting light only on the strength of agriculture, so it is necessary to get a positive message in the country in the name of agricultural bills. The farmer is more sensitive and empowered than any other country in India. Farmers’ organizations are also strong, but who is discussing so much with them? Private companies in the country should continue to exist and the farmers should also be empowered to bring back the confused economy of India. The farmer will be strong only then he can go to any other corner of the country and sell his crops, but at the same time, the basic Indian system of mandi and MSP also needs to be strengthened. The Central Government has repeated these same things that the system of mandi and support price will remain. In such a situation, why is distrust and opposition arising in Indian politics or peasant society? The responsibility of removing it may be more on the government, but the opposition should also play a positive role in this task. It is time to assure the country in collaboration with all the farmer organizations, so that there is a satisfactory response to the politics started in the name of farmers. Helping Indian SMEs to achieve scale Policing a pandemic: Valour beyond crimson splendour
A
s the Indian economy deals with the economic impact of the Corona induced slowdown, an opportunity to make constructive changes to the economic policies has arisen. India needs a long hard look at ways to deregulate the economy and businesses. Deregulation pertains to not just the legal frameworks at play but the overarching tax, law and business frameworks that drive business decisions and policies. Changes that can help reduce the regulatory burdens and hindrances to business will help businesses in India achieve the elixir of “creating scale” to help them take advantage of economies of scale. In a recent article, Paula Mariwala refers to the fact that if Adam Smith or Napoleon who referred to England as “a nation of shopkeepers” were to stereotype India, they would arguably refer to us as “a nation of entrepreneurs”. The article further goes on to state that 80 per cent of Indians find livelihoods in the informal sector. The two biggest takeaways from the article are both the importance of small businesses to the Indian economy and the need to help support small businesses. While a lot is written and said about helping SMEs and MSMEs, the critical point that needs attention is how to assist businesses in India to scale to a larger size. Taking advantage of the concept of ‘economies of scale’ is probably the most significant need for companies across the spectrum in India. While lack of access to credit has been a large contributing factor to the hindrances faced by small businesses in India, a more effective and less complicated regulatory regime is equally important, if not more. A closer look at the issue will show that a lack of access to credit and complex regulatory ecosystem that hampers the growth of small businesses are closely interlinked. As has been oft-repeated, Indian businesses suffer from the vicious cycle of not being able to formalise due to the complexity of the regulatory regime and, therefore, lacking access to credit and thereby remaining small are unable to achieve economies of scale. Essentially, the inability to achieve scale today inhibits the ability to achieve scale in the future. Therefore, the critical question is how does the government turn this vicious cycle to a virtuous one in which small businesses are
incentivised to formalise, access credit more easily, achieve scale and generate returns and get the ever-important tax revenue that is needed? Essentially, when making policy changes, one question that policymakers must keep in mind is whether the policy change will assist small businesses to achieve scale. While achieving ‘economies of scale’ cannot be the only determinant of policy decisions, it must surely be a major one. For instance, for smaller businesses the concept of ‘job work’ whereby a larger business outsources some of its work to a smaller unit or a small unit outsources parts of the product creation to another small unit sounds routine but is of prime importance. Job work allows for economies of scale through specialisation. As India moves ahead, especially intending to boost manufacturing, the ability of small businesses to achieve scale will be driven through their ability to specialise that will allow them to scale and add technology. In this case, compliances around concepts such as ‘job work’ must get more attention in terms of ease and compliance burdens on businesses. While the concept of jobwork and related regulation at the surface seems standard, a searching look on how Indian small businesses will grow will reveal the importance of rules around concepts such as jobwork. As mentioned earlier, scale is needed for businesses to thrive as the classic economic theory dictates. It is only after a threshold of scale is achieved that businesses can start enjoying the fruits of lower costs, greater profits, formalisation and access to credit, thereby further boosting growth. Indian SMEs have historically struggled for scale and the concomitant advantages that scale brings. Therefore, as India emerges from the economic slowdown, significant attention must be paid towards the need of businesses to achieve scale. Capital flows, job creation and demand creation are all factors that revolve around the success and scalability of millions of businesses in India. Policy creation and changes that keep a close eye on assisting Indian businesses to scale amongst other factors will have a significant contribution to putting the wheels back on India’s growth story. n his address to the nation, the Prime Minister saluted the corona warriors -- the health workers, who passionately treated the patients and saw to medical care, and the police personnel, who not only, at the risk to their lives, worked round the clock to enforce lockdowns and ensure public safety but also did yeoman’s service by cooking and distributing food and medicines among the poor and needy. The entire nation, at the clarion call of the Prime Minister, resonated, in unison, by clapping and, later, lighting of lamps, to applaud these warriors. The defence forces, too, placed wreaths at the National Police Memorial to honour the gallant police personnel. Such was the nation’s resounding gratitude to the police personnel for braving the journey to protect and care for citizens. Our police leaders led ably with unflinching resolve and determination, adapted deftly to different situations, performed with dependable precision and well avoided any “analysis paralysis”. Not only did they protect the public, but also took measures to preserve their own force by staggering deployment, utilising a percentage of the workforce at a time and improvising other measures. Despite this there were many cases of infections in the police, due to exposure while enforcing social distancing, protecting frontline workers and hospitals, dealing with the migrant crisis and policing in congested localities, market places, slums and
containment zones. Hence police leaders, in their own way, ensured awareness, in their respective forces, about the virus, took measures to build immunity, enforced standard operating procedures on internal health management and on preventive steps like adopting physical distancing in barracks, enforcing cleanliness and hygiene practices, executed quarantine protocols and protocols for police station visitors, arrest and seizure, handling of dead bodies (for road traffic accidents or unnatural deaths), inquest, post-mortem and duty deployment, be it while enforcing law and order, crowd control, ‘naka’ checking, patrolling or performing VIP or traffic duties. In the Central Armed Police Forces, all the Composite Hospitals were admitting and treating Covid patients. The ITBP started the first quarantine facility, near Chawala in Delhi, where all passengers arriving by international flights, were sent for quarantine, and also set up a 10,000 bedded Covid hospital in Delhi. Tele-medicine services were being provided, information was being disseminated through different online platforms and protocols were instituted for regular health checkups by all the forces. Organizations also carried out training without disruption by insulating trainees and instructors from external exposure. Preparedness training was also extended to the families of police personnel who were also educated about safety norms. Essential items were being supplied at their doorstep. Wellness centres were set up in police colonies.
Procedures were formulated for sanitization of offices, Police Stations, armouries and vehicles. Those above a certain age were asked to work from or remain at home. The 14-day quarantine rule, after returning from leave, was strictly followed. Covid helplines were set up. There was regular communication with affected personnel to reduce occupational stress and improve motivation. Some leaders took more innovative steps to keep their personnel safe and infuse confidence and a high morale. Police personnel have braved the frontline without reserve, compromising their own safety to care for others. They have exemplified true courage; one that is not made solely of brutal force, but one that is born of and sustained by, the synergy of head, heart and hand and the firm resolve of virtue and reason. They have been executing their duties with aplomb and serving the public with exemplary grit, fortitude and composure during this pandemic. It is these indomitable police efforts for the society which has, today, brought the police and public together in the enduring effort for safety in this most trying, challenging and unprecedented catastrophe -- the Covid-19 pandemic. Perhaps, the congruence of people and their caretakers is one silver lining of this dark menacing cloud. Thoughts on reality of frontline workers
As COVID-19 pandemic continues, frontline workers are still valiantly reporting to their job sites and risking their personal health to keep the economy in motion and the rest of us safe. Failing to recognize and protect frontline workers harms our public health and economy; essential workers who must physically report to their jobs are most vulnerable to health risks. We define “frontline workers” as employees within essential industries who must physically show up to their jobs, rather than capture every worker within essential industries. They are staying away from their family to ensure the infection is contained and not spread. Many of them are also seeing patients pass away while on a ventilator. Clinicians at times also feel frustrated, they moved into unfamiliar clinical areas. They have left other roles in research and education to help with the clinical efforts, increased working hours, teaching programs and learning opportunities are yet to restart. It is important that individuals have patience, be respectful, and remember the sacrifice that our frontline staff is making to protect the safety and well-being of our community and all its members. I have resigned and I will take a decision on my future.” Pandey denied suggestions that his actions related to the FIR lodged in Patna, in connection with the death of Bollywood actor Sushant Singh Rajput, had anything to do with him joining politics. “The two are entirely different things. What I did was for justice to Sushant Singh Rajput,” he said. “It was the demand of the people of Bihar and his family members. My actions were upheld by the Supreme Court.” This, however, isn’t the

Pandey is hesitant to declare that he will contest because of his experience in 2009 when he applied for voluntary retirement in the anticipation that he would get the BJP ticket from the Buxar parliamentary seat. But when the BJP stuck to its old warhorse, the late Lalmuni Choubey, Chief Minister Nitish Kumar saved him by reversing his resignation. Just two days before his VRS was accepted Tuesday, Pandey had held a closeddoor meeting with JD(U) workers in Buxar. When
local media asked him if he would contest the assembly polls, Pandey declared that he felt hassled by the question and described his meeting with the ruling party workers as an “informal” one. Two days later, however, news broke that Pandey had resigned — he had just about five months left in his tenure. A notification to this effect was issued by the Bihar home department late Tuesday evening, stating that Pandey’s request for voluntary retirement from service (VRS) had been accepted. Pandey had been in national focus after he pursued an FIR lodged by Sushant’s father, K.K. Singh, and had sent a police team to Mumbai to investigate the matter — a move that triggered a verbal duel between the Bihar and the Maharashtra police departments. NEW DELHI, SEP 23 (PTI): An indigenously developed laser-guided anti-tank guided missile has been successfully test fired by the DRDO at a firing range in Maharashtra’s Ahmednagar, officials said on Wednesday. The weapon, having a range of up to four km, was test fired from an MBT Arjun Tank at KK Ranges in Armoured Corps Centre and School (ACC&S) in Ahmednagar on Tuesday, they said. The laser-guided anti-tank guided missile (ATGM) is likely to significantly enhance the fire-power capability of the Indian Army particularly along the frontiers with Pakistan and China, the officials said. Defence Minister Rajnath Singh congratulated the Defence Research and Development Organisation (DRDO) on successful test firing of the ATGM. “Congratulations to @DRDO_India for successfully conducting test firing of Laser Guided Anti Tank Guided Missile from MBT Arjun at KK Ranges (ACC&S) in Ahmednagar. India is proud of Team DRDO which is assiduously working towards reducing import dependency in the near future,” he tweeted. The officials said the ATGM hit the targets with total accuracy and precision. “The missile employs a tandem heat warhead to defeat explosive reactive armour protected armoured vehicles. It has been developed with multiple-platform launch capability and is currently undergoing technical evaluation trials from gun of MBT Arjun,” said an official.

While battling the infection, we have to press on with full strength on the economic front,” Modi added.

MUMBAI, SEP 23 (PTI): The rupee appreciated by one paisa to close at 73.57 against the US dollar on Wednesday as investors turned cautious amid weak domestic equities. At the interbank forex market, the rupee opened weak at 73.59 against the greenback and moved in a close range in the day trade. It finally settled 1 paisa higher at 73.57 against the US currency. A strong dollar against major currencies overseas put pressure on the domestic unit, forex dealers said. “The US dollar continued its bullish momentum over the last few sessions supported by safe haven appeal for the currency amid riskoff sentiments in the markets and slightly upbeat data from the US,” Sriram Iyer, Senior Research Analyst at Reliance Securities said. The dollar also gained after a second wave of coronavirus infections in Europe and Britain led to a

NEW DELHI, SEP 23 (PTI): US private equity firm KKR & Co will invest Rs 5,550 crore to buy a 1.28 per cent stake in Reliance Industries Ltd’s retail arm as the Mukesh Ambanirun conglomerate extends fundraising spree that has already netted more than USD 20 billion. “ K K R w i l l i nve s t Rs 5,550 crore into Reliance Retail Ventures Ltd (RRVL), a subsidiary of Reliance Industries Ltd,” the Indian firm said in a statement. Report: Iran’s Guard flew drone over USS Nimitz Tehran, Sep 23 (AP): Iran’s powerful Revolutionary Guard force has managed to fly a surveillance drone over the USS Nimitz aircraft carrier which last week transited through the Strait of Hormuz, an Iranian news agency said Wednesday. The semi-official Tasnim news agency, which is considered close to the paramilitary Guard, published images of the Nimitz, saying they were taken by Iranianmade drones, and showing fighter planes parked on the carrier’s deck. The Nimitz, and several other warships, passed last Friday through the Strait of Hormuz, the world’s most important chokepoint for oil shipments, the U.S. Navy had said in what was described as a “scheduled maneuver.” The U.S. Navy’s Bahrain-based 5th Fleet, which oversees patrols across Mideast waters, declined to comment the Iranian report on Wednesday. Take sustained action against terror: US envoy tells Pakistan Islamabad, Sep 23 (IANS): William Todd, the nominated United States Ambassador to Pakistan, has conveyed the Trump administration’s expectations stating that “Pakistan must take sustained and irreversible action against terrorism.” Addressing his Senate confirmation hearing, Todd said that the US’ relations with India should not come at the expense of Pakistan, adding that the US would be willing to “facilitate dialogue between the two countries to bring down tensions in the region.” “Our hope is that both countries will take the necessary steps to reduce tensions, and as President Trump has offered, we are prepared to facilitate dialogue if both sides request it,” he said. However, Todd said that if Islamabad wants to reduce regional tensions and rebuild a strong relationship with the US, it needs to act against terrorism on its soil. “Pakistan has taken important steps towards fulfilling that commitment but needs to continue that work,” he said. Berlin, Sep 23 (AP): Russian opposition leader Alexei Navalny has been released from a Berlin hospital after more than a month’s treatment for poisoning, with doctors now believing that a “complete recovery” from the Soviet-era nerve agent is possible for him, the hospital said Wednesday. Navalny spent 32 days at Berlin’s Charite hospital, 24 of them in intensive care, before doctors deemed his “condition had improved sufficiently for him to be discharged from acute inpatient care.” As he was released Tuesday, the 44-year-old displayed his characteristic sarcastic sense of humor. In an Instagram post, he took swipe at Russian President Vladimir Putin, scoffing at reported comments by the Russian leader suggesting that Navalny might have intentionally poisoned himself. n a good news to video game lovers, researchers have found that playing video games as a child can improve working memory years later. The study, published in the journal Frontiers in Human Neuroscience, shows how cognitive changes can take place even years after people stop playing. For the findings, the research team involved 27 people between the ages of 18 and 40 with and without any kind of experience with video gaming. “People who were avid gamers before adolescence, despite no longer playing, performed better with the

working memory tasks,” said study author Marc Palaus from the Universitat Oberta de Catalunya (UOC) in Spain. The researchers analysed participants’ cognitive skills, including working memory, at three points: before starting the training in video gaming, at the end of the training, and 15 days later. The video game used was Nintendo’s Super Mario 64. The study also included 10 sessions of transcranial magnetic stimulation. This is non-invasive brain stimulation through the skin without the need to
get to the brain tissue that temporarily changes the brain’s activity. “It uses magnetic waves which, when applied to the surface of the skull, are able to produce electrical currents in underlying neural populations and modify their activity,” explained Palaus. The results show that people without experience of playing video games as a child did not benefit from improvements in processing and inhibiting irrelevant stimuli. They were slower than those who had played games as children. “We aimed to achieve lasting changes. Under normal circumstances, the effects of this stimulation can last from milliseconds to tens of minutes,” Palaus said. We wanted to achieve improved performance of certain brain functions that lasted longer than this,” Palaus added. “Video games are a perfect recipe for strengthening our cognitive skills, almost without our noticing,” the study authors wrote. arts of the Arctic region have become greener due to increased plant growth stimulated by warmer air and soil temperatures, says a study that used satellite images to track global tundra ecosystems over decades. The study, published in the journal Nature Communications, is the first to measure vegetation changes spanning the entire Arctic tundra, from Alaska and Canada to Siberia, using satellite data from Landsat, a joint mission of NASA and the US Geological Survey (USGS). “The Arctic tundra is one of the coldest biomes on Earth, and it’s also one of the most rapidly warming,” said lead researcher Logan Berner from Northern Arizona University in Flagstaff, US. “This Arctic greening we see is really a bellwether of global climatic change -- it’s a biome-scale response to rising air temperatures.” Greening can represent plants growing more, becoming denser, and/

To include eastern Eurasian sites, they compared data starting in 2000, when Landsat satellites began regularly collecting images of that region. Wi t h t h i s g l o b a l view, 22 per cent of sites greened between 2000 and 2016, while four per cent browned, said the study. “Whether it’s since 1985 or 2000, we see this greening of the Arctic evident in the Landsat record,” Berner said. “A n d we s e e t h i s biome-scale greening at the same time and over the same period as we see really rapid increases in summer air temperatures.” The researchers compared these greening patterns with other factors, and found that it’s also associated with higher soil temperatures and higher soil moisture. The Oscars have come up with a number of new requirements in order ‘’to encourage equitable representation on and off screen in order to better reflect the diversity of the moviegoing audience.’’ The movies will have to tick at least two of four representation boxes, which have a number of subcategories. To be eligible
to win the prestigious accolade the films must have employed a set number of actors, production members, marketing staff and interns who are women, people of colour, disabled or are among the LGBTQ+ community. The storyline will also need to be diverse, and the motion picture needs to have offered traineeships or apprenticeships, be it on screen or behind the camera, to people from different backgrounds. Although the new rules won’t come into effect until 2024, an Academy Inclusion Standards form will be required in order to be considered for the 2022 ceremony and the 2023 ceremony. However, the 2021 ceremony, which is due to be held on April 25, will not be included. Men’s hockey analytical coach quits New Delhi, Sep 23 (IANS): Indian men’s hockey team analytical coach Chris Ciriello has resigned from his post, a Sports Authority of India (SAI) source said on Wednesday. SAI, with which the Australian has signed the contract, is yet to accept the resignation. “Ciriello has sent in his resignation and it is under process for further course of action,” the source confirmed to IANS. The Australian has resigned due to health reasons, it is gathered. He has apparently been suffering from extreme skin cirrhosis -- a late stage of scarring (fibrosis) of the liver caused by many forms of liver diseases and conditions -- and is undergoing treatment. Also, the rising number of coronavirus cases in India is believed to have played a part in Ciriello’s decision to quit. New Delhi, Sep 23 (PTI): The women’s FIFA Under-17 World Cup, which has been rescheduled to February-March, is likely to be postponed yet again in view of the COVID-19 pandemic. Originally scheduled to be held in five venues of India from November 2 to 21, the women’s age group showpiece was pushed to February 17-March 7 next year due to the pandemic, which has played havoc with sporting calendars worldwide. With the health crisis still showing no signs of abating and with the qualifying tournaments yet to be held in Africa, North and Central America and South America, there is a high possibility of the tournament getting post-
months left for the tournament, the confederations of Africa (CAF), North and Central America (CONCACAF) and South America (CONMEBOL) are yet to hold their qualifiers. Europe (UEFA) cancelled its qualifying tournament last month and nominated Spain, England and Germany -- its highest-ranked teams. The confederation of Oceania (OFA) did the same and nominated New Zealand as its representative in the U-17 World Cup. Only Asia (AFC) conducted the qualifiers as scheduled. Bianca Andreescu pulls out of French Open New Delhi/ Paris, Sep 23 (IANS): World number seven Bianca Andreescu has pulled out of the upcoming French Open Grand Slam and will take the rest of the season off to focus on her health and training. “I have come to the difficult decision to skip the clay court swing this year and will be taking the remainder of the season off to focus on my health and training,” the Canadian said in a statement on Tuesday. Andreescu, who did not defend her 2019 US Open title in New York this year, has not played on tour since the WTA Finals in Shenzhen last year. Brazilian govt approves return of fans to stadiums Rio de Janeiro, Sep 23 (IANS): Football fans in Brazil could soon return to stadiums on a limited basis, the South American country’s health ministry has said. In a statement, the ministry on Tuesday said it approved a proposal allowing stadiums to operate at up to 30 per cent of their capacity, reports Xinhua news agency. “The opening must occur through protocols to be established with the main objective of ensuring the health and well-being of all,” it said. Stadium operators and local authorities would decide which protocols to adopt for their respective venues, the statement added. No time frame was given for stadiums to reopen their doors but media reports said the Brazilian Football Confederation (CBF) would discuss the decision with clubs before going ahead with the plan. The move also requires the approval of respective state and municipal authorities. Some clubs and local governments have already expressed their opposition to the proposal, citing the continued high coronavirus infection rate.

The 22-year-old feels that that it was because of the number of matches that he got to play against quality opponents while he was at the Academy, that he has now become a regular feature in the heart of the Blue Tigers midfield. “I feel blessed to have trained under someone like Gautam (Ghosh) sir during my AIFF Academy days,” said Thapa during a live chat on AIFF TV. ROME, SEP 23 (AGENCIES): Former Ferrari team principal Stefano Domenicali is to become the new boss of Formula 1 next year, reports BBC Sports. The Italian, who left Ferrari early in 2014, is the chief executive of sports car manufacturer Lamborghini. The 55-year-old’s appointment has not been announced by F1, but has been confirmed to the BBC by senior sources. Chase Carey, CEO and chairman of F1 since US group Liberty Media took over the sport in 2017, will stay as chairman in a form still to be decided. A spokesman for F1 declined to comment on Domenicali’s new position.
Domenicali himself did not immediately respond to a request to comment. Domenicali has not yet formally signed a contract, but the news has been communicated to team bosses. The impending appointment means the sport’s commercial rights holder and governing body will both be led by former Ferrari team bosses. Domenicali took over at Ferrari from Jean Todt, the current FIA president, at the end of 2007. Todt has said he will not stand for re-election when his third term ends next year. Domenicali is a highly respected and wellliked figure in F1, a charismatic and genial character
with a strong track record in management. He is the last team principal under whom Ferrari won a world title - the constructors’ championship in 2008. Sharjah, Sep 23 (PTI): The extended two-week quarantine of Chennai Super Kings unit did hamper his preparations as he didn’t get a chance to bat for a long time, said skipper Mahendra Singh Dhoni after his team’s 16 runs defeat to Rajasthan Royals in their second IPL game here on Tuesday. Dhoni came in to bat at No 7 sending the likes of Sam Curran and Kedar Jadhav ahead of him in a mammoth 217-run chase. Barcelona agree to sell Luis Suarez to Atletico Madrid
Harare, Sep 23 (IANS): The Zimbabwe government on Wednesday granted permission to the country’s cricket board to send the national men’s team to tour Pakistan for a limited-overs series in October-November. “ T h e G ove r n m e n t of Zimbabwe has granted Zimbabwe Cricket the permission to tour Pakistan for a limited-overs series scheduled for October-November,” Zimbabwe Cricket said on their official Twitter handle. The limited-overs tour will feature three ODIs and as many T20Is, according to a report in geosuper.tv. The ODIs, that are a part of World Cup Super League, will be played on October 30, November 1 and 3 in Multan while the T20Is are scheduled for November 7, 8 and 10 in Rawalpindi. This would be Zimbabwe’s second visit to Pakistan in the last five years. Mitchell Marsh Dubai, Sep 23 (IANS): SunRisers Hyderabad (SRH) all-rounder Mitchell Marsh has been ruled out of the ongoing Indian Premier League (IPL) edition following an ankle injury he sustained during their season opener against Royal Challengers Bangalore (RCB). He will be replaced by West Indies all-rounder Jason Holder. “Mitchell Marsh has been ruled out due to injury. We wish him a speedy recovery. Jason Holder will replace him for #Dream11IPL 2020,” Sunrisers Hyderabad said in an official statement on Twitter.
