PM Modi targets Pakistan ‘India Exports Software, But Pakistan Exports Terror’

KOZHIKODE/NEW DELHI, SEP 24 (AGENCIES): Prime Minister Narendra Modi on Saturday targeted Pakistan, saying that there is only one country that is exporting terror to the whole world. Speaking at the BJP National Council meet in Kozhikode, Modi directly addressed the People of Pakistan and said that the Pakistan government was “misleading” its people on Kashmir. Modi said Pakistan which is widely seen as being the source of the deadly attack - “wanted bloodshed, killing of people and terror.” In his speech, the PM also addressed the Pakistani people directly, saying, while both India and Pakistan attained Independence at the same time, “India exported software, but Pakistan exported terror”. “In the world when reports of terrorism come, then this news also follows that the terrorists came from that (neighbouring) country, or like Osama bin Laden, have found a hideout there.” In reference to 18 soldiers who were martyred in Uri terror attack on September 18, PM Modi said, “Sacrifice of 18 soldiers will not go in vain, We will continue our efforts to

World War II bombs found in Kohima KOHIMA, SEP 24 (PTI): Kohima police today recovered two bombs of the World War II era from PR Hill Colony here, officials said. The bombs were found from an ongoing construction site by the labourers after which the police were informed. The Bomb Detection and Disposal Squad reached the spot and the bombs were safely removed, officials said. Meanwhile, Kohima police requested the people not to touch any suspected material while carrying out construction works and to report the matter to the police.

News agency PTI, however, quoted defence sources as describing the meeting as “routine”. The chiefs of the armed forces have a monthly meeting with the Prime Minister to discuss various issues, they said. Army Chief General Dalbir Singh Suhag, Air Chief Marshal Arup Raha and Vice Chief of Naval Staff Vice Admiral KB Singh met the Prime Minister. Navy Chief Admiral Sunil Lanba is out of town. ANI said National Security Advisor (NSA) Ajit Doval was also present for the meeting at the Prime Minister`s residence at 7, Lok Kalyan Marg. The Army Chief has met the PM and top PMO officials a number of times since the attack last Sunday in which 18

soldiers were killed. Immediately after the Uri attack, the Prime Minister had vowed in a strongly-worded tweet that he will not let the perpetrators go “unpunished”. Earlier, Defence Minister Manohar Parrikar had asserted that the Prime Minister`s promise to punish those behind the Uri terror attack would not remain just words. Last Sunday, a militant attack on an Army base in Uri, Jammu and Kashmir, has claimed the lives of 18 soldiers. On Friday, a Geo TV report stated that the Pakistan’s armed forces have reportedly selected targets in India in case the latter decides to move first with strikes against the country. It is stated that an operational plan has also been prepared by the military establishment to retaliate against any possible offensive from across the border, Geo TV report said. Quoting sources placed in the defense establishment, the news report states that targets in ‘war-mongering’ India have been selected in case of ‘aggression or surgical strikes from the enemy.’ One such source has said that Pakistan is fully prepared to counter India. “Pakistan is fully prepared to meet any military challenge from India. Our operational plan is ready, quid pro quo targets are finalised and forces have been dedicated.”

DIMAPUR, SEP 24 (NPN): Coordination Committee on Fuel Adulteration (CCoFA), consisting of various civil society organizations have served a 15-day ultimatum on the state government, with effect from September 23, demanding that a Central Bureau of Investigation (CBI) be brought in for thorough investigation on the fuel adulteration scam and to re-arrest all the alleged fuel adulteration kingpins. In the event of failure by the state government to fulfil the demand, the CCoFA media cell in a press release stated that the committee would enforce bandh on national highways within the state as it deemed fit., The committee further clarified that earlier ultimatum issued on September 19 would come into effect from September 23 and end on October 8, 2016. CCoFA said the committee, formed by a public resolution on September 10, 2016, met the state chief secretary on September 23, and submitted a memorandum containing the resolutions adopted on September 10. The memorandum was signed by representatives of the Coordination Committee on Fuel Adulteration comprising of NTC, CAVCA, CCCTA, BAN, YAN, DUCCF, NMDA, DEEHA, Diphupar Naga Students’ Union, ENSUD, DALT, SN, NHRA, EDBA, Concerned Senior Citizen’s Forum, Dimapur Naga Students’ Union (DNSU), Petroleum Dealers’ Association, Chumoukedima Town Youth Organisation, and DDCF.

WASHINGTON, Sep 24 (AGENCIES): President Barack Obama on Friday vetoed a bill allowing 9/11families to sue Saudi Arabia, risking a fierce public backlash and rare congressional rebuke. While expressing “deep sympathy” for the families of the victims, Obama said the law would be “detrimental to US national interests.” The White House tried and failed to have the legislation -- which was unanimously passed by Congress -- scrapped or substantially revised. Terry Strada, whose husband Tom was killed in World Trade Center Tower One, told AFP the 9/11 “families are outraged and very disappointed” by Obama’s decision. She vowed that the group would now lobby “just as hard as we possibly can” to have Congress overturn the decision. Republican presidential nominee Donald Trump, who has already painted Obama and his Democratic opponent Hillary Clinton as weak on terrorism, described the decision as “shameful.” “That President Obama would deny the parents, spouses and children of those we lost on that horrific day the chance to close this painful chapter in their lives is a disgrace.” “If elected president, I would

sign such legislation should it reach my desk.” On that point at least Trump was in agreement with Clinton, who, according to her campaign spokesman Jesse Lehrich, would also sign the bill. Obama now faces the very real prospect of Republican and Democratic lawmakers joining forces to override his veto for the first time in his presidency. Such a rebuke -- which Congressional sources say could come as early as next Tuesday -- would mark Obama’s last months in office and show the White House to be much weakened. Obama has issued 12 vetoes during his presidency and none have yet been revoked. New York senator Chuck Schumer -a Democrat with close ties to Obama and who cosponsored the bill -- insisted that is about to change. “This is a disappointing decision that will be swiftly and soundly overturned in Congress,” he said. “If the Saudis did nothing wrong, they should not fear this legislation. If they were culpable in 9/11, they should be held accountable.” Families of 9/11 victims have campaigned for the law -- convinced that the Saudi government had a hand in the attacks that killed almost 3,000 people. Fifteen of the 19 hijackers were Saudi citizens, but no link to the government has been proven. The Saudi government denies any links to the plotters. “While in the United States, some of the 9/11 hijackers were in contact with, and received support or assistance from, individuals who may be connected to the Saudi government,” a finding read. Behind the scenes, Riyadh has been lobbying furiously for the bill to be scrapped. A senior Saudi prince reportedly threatened to pull billions of dollars out of US assets if it becomes law, but Saudi officials now distance themselves from that claim.

NEW DELHI, SEP 24 (IANS): In its first set of decisions, the Goods and Services Tax (GST) Council on Friday fixed the turnover-based exemption limit from such levies at Rs 20 lakh, but left the decision on fixing the actual tax rates and the finalisation of draft rules for later. Briefing the media after the two-day maiden meeting of the apex decision-making body on the new indirect tax regime, Finance Minister Arun Jaitley said the council also decided that exemption for assessees in the North Eastern region and hill States will be Rs 10 lakh. The base year for compensation to States -- on the basis of which they will get a share of the GST revenue -- has been fixed as 2015-16, said the Council Chairman. “We have also decided that the compensation should be given at regular intervals to States.” The Finance Minister, who is also Chairman of the Council, said the jurisdiction

over assessees with a turnover of Rs 1.5 crore and below will solely be with the states and for those above, it will be jointly with the Central and State governments. The council is scheduled to reconvene on September 30 and again from October 17-19. “All existing cesses will be subsumed in GST,” Jaitley said, even as officials added that the draft rules and the model laws could be taken up on September 30. “We will try to finalise the rates and the slabs during our meeting on October 17, 18 and 19,” said the Finance Minister on a matter that has widely divergent views among the states and the Centre. Chief Economic Adviser Arvind Subramanian recommended a standard rate of 1719 per cent in a recent report, even as some States have demanded a rates as high as 26-27 per cent. It was evident that the task ahead towards consensus was not easy.

“Today, starting from September 22, we have roughly two months time till November 22 to resolve all the outstanding issues. Therefore, a draft timetable has been given, which also have been adopted,” Jaitley had said after the first day of the council meeting. On the issue of appointing a co-chair, the Finance Minister said: “Will elect the Vice Chairman at a subsequent date. The appointment for Vice Chairman can be done unanimously or by voting.” The Central government is trying to resolve all outstanding issues over the uniform pan-India indirect tax regime at the earliest in a bid to meet deadline for its implementation from April 1, 2017. Jaitley had also said the target roll-out of GST will depend on the passage of the Central GST and the Integrated GST (IGST) Bills in Parliament and adoption of respective State GST Bills by each State.

ANSWFSEA to hold sit-in protest on Sept 27 DIMAPUR, SEP 24 (NPN): Accusing the state government of failing to keep its commitment to look into the grievances of ICDS supervisors, the All Nagaland Social Welfare Field Staff Employees Association (ANSWFSEA) has stated that it would hold a non-violent sit-in protest at the directorate of social welfare, Kohima on September 27, 2016. In a press release, ANSWFSEA Benjamin Sema and general secretary Chotangse Anar said picketing, lockdown of directorate and hunger strike would follow in a phased manner. According to the association, as per the Broad Framework for Implementation of the Integrated Child Development Services (ICDS) Mission, a separate cadre for ICDS for proper implementation of the scheme and development of children has been envisaged. ANSWFSEA, however, stated that in Nagaland the supervisors despite being recruited through NPSC were deprived of timely promotion and career progression even after rendering more than 20 years of continuous service. For the past many years, the association said it had pointed out inherent defects in the existing service rules -- the Nagaland Social Security and Welfare Service (Revised) Rules 1997. The association stated that if the present trend continued, many of the supervisors despite being recruited directly through NPSC may have to retire without any promotion. In this regard, ANSWFSEA said several applications and proposals were submitted to

the government for remedial measures but gone unheeded. On the contrast, the association alleged that “political manipulations and other malpractices are galore accentuating abnormal stagnancy.” It mentioned that in 2011, when the post of CDPO was upgraded en block from class-II Gazetted to Class-I Gazetted, the immediate subordinates, the supervisors Class-III non gazetted, were denied simultaneous up gradation to that of class-II gazetted creating unwarranted hierarchical gap between the CDPO (Class-I gazetted) and the supervisors (Class-III Non gazetted). ANSWFSEA said that against such “dysfunctional system and apathy unbecoming of responsible authority in the era of welfare government”, the association, left with no other option, had served the “charter of demand” and took up agitation course of action to seek redress of its grievances. Consequently, it said that in the wake of agitation in 2014, the government had assured “favourable action”. In reciprocation, the association said it refrained from agitations. Subsequently, the association said it also withdrew a court case against those CDPOs presently on contract basis in 2015, on an agreement that government would implement amendment of new service rules for supervisors. However, ANSWFSEA said the government has failed to keep up its commitment till date. Therefore, the association said it was compelled to resume agitations.

DIMAPUR, SEP 24 (NPN): Ao Senden, Lotha Hoho and Sumi Hoho- dissociated from the Naga Hoho as per the August 24 meeting resolution adopted by the Central Nagaland Tribes Council (CNTC) of which all three are members, after the 30-day deadline on Naga Hoho expired on August 31, 2016. CNTC had opposed the recogni-

tion of Rongmei as an indigenous tribe of Nagaland by the state government on the strength of recommendation purportedly issued by Naga Hoho in 2008. The first to dissociate was Lotha Hoho, followed by Sumi Hoho and then Ao Senden. Ao legislators followed by Sumi legislators made fervent appeals on their respective apex tribe bodies not to dissociate from Naga Hoho on the ground of

the “ongoing Naga political talks being at a crucial stage.” When contacted on the matter, an official of CNTC told Nagaland Post that despite such appeals, the decisions of the three tribes to dissociate from Naga Hoho was final. The official also said the plea of “ongoing Naga political talks” had nothing to do with the Rongmei issue since it was purely a social matter.

Govt will table ILPS related bill: Gaikhangam Correspondent

IMPHAL, SEP 24: Manipur deputy chief minister, Gaikhangam, on Saturday said that state government was making an all-out effort to introduce an ILPS related bill in the state Assembly before the announcement of the election schedule. Talking to reporters on the sideline of a function here, the deputy chief minister said the Speaker may summon the assembly anytime as the House was adjourned sine die. He said, “Manipur government is still firm on its stand on tabling the proposed new bill (to protect the indigenous people of the state) in the house anytime if there is consensus among the stakeholders.” Gaikhangam said the government was making all efforts to finalise the proposed bill for introduction in the house of the state Assembly before enforcing the Election Code of Conduct. He, however, maintained that all the civil society organisations and stakeholders of both the hills and valley must come to an understanding before the bill was introduced in the assembly. The deputy chief minister said the government was closely examining the draft bill prepared and submitted by JCILPS. He said it was necessary to consider the social factor, legal factor and procedural factor while framing the bill. In this regard, he appealed to the people of the hills and valley to extend cooperation with the government in finalising the bill. KOHIMA, SEP 24 (NPN): Members of the Southern Angami Gazetted Officer’s Krotho (SAGOK) were encouraged to introspect and lead the people with vision for better development of the state. The view was expressed by various speakers during SAGOK 25th year celebration held under the theme “Introspect, Sustainability” at the Bamboo Hall Kisama, Saturday. Exhorting the officers, Vikho-o Yhoshu, MLA, while congratulating SAGOK

members reminded them that they are held in high regard by the people and that it was their responsibility to come upto the expectations of the people. He encouraged the officers to be visionary and to be moderators if and when any situation arises. Yhoshu also asked them to work together and stand for the rights of the people without fear and prejudice. The MLA also lauded SAGOK for choosing the theme “Introspect Sustainability” and asked them to deliberate and do an in-depth study on it.

DIMAPUR: Confederation of Chang Student’s Union (CCSU) has expressed dismay over the pathetic condition of schools, government offices and roads within its jurisdiction. In a press release, CCSU education & statistical secretary A. Khumtong, stated that the confederation led by its president in pursuance of its educational tour covered 16 villages. The confederation said it was aghast to confront the hostile road condition from day one itself only to discover the cold and apathetic execution of official protocol by different government departments/ agencies meant for the welfare of the public. CCSU expressed concern that the “backwardness” of the area and the populace in its entirety would remain impossible to be eradicated as long as the evil practice of corruption from the departmental level

It claimed that the educational system in the entire toured village wore a sore sight owing to lack of proper school infrastructure, shortages of teachers, misappropriation of schools funds by the authority and the in-charge, negligence of the teaching staffs. The confederation therefore has urged all the concern departments and its staffs to be responsive to their assigned official role and duties. CCSU has requested all the governmental department associated with welfare of public service and the villages in particular to execute its duties and services efficiently and states that it will keep a vigil on the department and warns of disciplinary action against the erring officers and staff.

Also exhorting the gathering, Er. Kropol Vitsu, MLA, expressed concern over the absence of officers in some villages and asked the officers work diligently. He asked the officers to reach out to villages without officers and educate the villagers on various CSS schemes and projects. He also lauded SAGOK for celebrating the occasion by not inviting a chief guest. In the afternoon, speaking at the “theme session”, commissioner and secretary, Menükhol John urged SAGOK to work for the younger genera-

tion with renewed vigour. Speaking on “introspection”, John questioned the officers whether the natural abundant blessings, natural resources bestowed on Nagas was introspected. He said besides the current national highways and educational institutions, some parts in Nagaland were yet to be connected even after 53 years of statehood. He challenged SAGOK to frame its own vision to forge ahead and also said it was the responsibility of every individual to pass the baton to the next generation.

Engineer in Chief, Er. Khüpi Natso who spoke on “sustainability” said that the forefathers had the practice of started planning for the whole year to overcome any unforeseen circumstances. He lamented that even after 50 years of statehood Nagaland was still a “consumer state” and regretted that most Nagas were giving up cultivation and was looking for white collared jobs and subsidies from the government. Stressing on the importance of sustainability, he pointed out that state does not have any sustainable program except for Likimro project. He however said if the people agree, state can harness plenty of water from Dzükou. To develop Nagaland into sustainable state, Er. Khüpi said Nagas have to change “our” mindsets and should be prepared to go back to nature and also sensitize the people. The celebration was also attended by officers from other Angami regions.

ZUNHEBOTO, SEP 24 (NPN): All Sümi Students Union (SKK) mission “Doing Right” tour which kick started in Zunheboto on September 13 culminated on September 20 at Satakha constituency under Zunheboto district. The team toured seven constituencies in its first phase and held meetings with stakeholders of the each constitu-

ency.

SKK president Ninoto Awomi and general secretary Vikai Yeptho said the union was committed in organising public rally in every constituency with the support of its units within a month. SKK informed that under “Doing Right” mission, the union was working on four issues namely “clean election in all Sümi inhabited areas; ban on “proxy”

teachers in all Sümi inhabited areas; “clean and sincere” execution of public offices in all Sümi inhabited areas and proper implementation of all contractual works judiciously under right/proper specifications in all Sümi inhabited areas. Meanwhile, the student body has appealed all to cooperate with the union for smooth progress of the mission.

Mmhonlumo Kikon encourages KLEE to work in unity DIMAPUR: Parliamentary Secretary of Labour Employment, Skill Development & Entrepreneurship and Border Affairs, Government of Nagaland, Mmhonlumo Kikon while lauding Kohima Lotha Eloe Ekhung (KLEE) for its contributions towards the welfare of the society and the Lotha women in particular also encouraged them to march forward in unity. According to DIPR report, he was speaking at the silver jubilee celebration of KLEE on Saturday at the State Academy Hall Kohima under the theme “Rediscovering the Strength of Women.” While pointing out the challenges of staying in the state capital amidst multi community and multi tribal society, he encouraged the Lotha women to mould their children in the right perspective so they could become

assets of the society. He asserted that “women’s right” was “human right” and remarked that knowledge and right has no discrimination between men and women. Further, maintaining that “culture is rich and it can also make you rich,” the chief guest encouraged the Lotha women to preserve their culture. Chairperson of Indian Red Cross Society, Abeni TCK, in her exhortation dwelt on the strength of women and maintained that God had bestowed immense strength to the womenfolk in the form of love, gracefulness, bravery and fear of God. She added that the strength of women was limitless. She further called for a change of mindset and to march ahead with the spirit of inclusiveness.

First president of KLEE, Lochumlo Yanthan extended greetings on the occasion wherein she recollected the journey of KLEE thus far. “Let us retrospect our life, revive our hearts and mind and gear up thus looking forward to celebrate 50 years of KLEE,” she said. KLEE president Arhoni Kikon in her introductory speech informed that KLEE was established in the year 1991 and presently has 2263 members comprising 860 girl students, 302 graduates, 419 employed both in govt and private sectors and 670 unemployed female members. Meanwhile, the KLEE also strongly reiterated its support for 33% women reservation and expressed gratitude to the Lotha men folk for their support and confidence reposed on them. IMPHAL, Sep 24: Revolutionary People’s Front (RPF) Saturday alleged that India has converted the Northeast Region (NER) into military installation platform and a security bastion. In his statement issued on eve of the 38th raising day of People Liberation Army (PLA), its political wing president Irengbam Chaoren alleged that militarisation, AFSPA and counter-insurgency diplomacy were the hallmarks of India’s “colonial” diplomacy in the region. Hotel suicide: Key accused arrested in Dibrugarh D ib ru g a r h , S e p 2 4 (Agencies): Pulin Gogoi, key accused in a case of multiple suicides at a city hotel, was arrested in Pathalibam Dihingia village in the Moran area of Dibrugarh district early on Friday, Dibrugarh SP Gautam Borah said. He added that Gogoi operated a ‘job racket’ in the city. “We received specific information that the accused was hiding in the village. Accordingly, we launched a search operation at around 1.30 am on Friday. He was caught hiding in an abandoned house which has remained locked for years,” Borah said. A police team had gone to Gogoi’s home in the village on Thursday, but returned empty-handed. The SP said the accused was diabetic and had been admitted to Assam Medical College and Hospital (AMCH). “His blood-sugar level was high during the medical test and he has been admitted to AMCH. A police special investigative team will arrive from Guwahati to take him with them,” the SP added. On Wednesday, the bodies of Prasanta Kumar, his wife Pompi Kalita, their oneyear-old daughter Meghna and Pompi’s sister Anamika were found on a bed in Room Number 102 of La Sun City Lodge at Ganeshguri. In his suicide note, Prasanta admitted to having collected Rs 77 lakh from 62 youngsters on Gogoi’s behalf by promising them government jobs. When Gogoi failed to give them jobs, the aspirants started pressurizing Prasanta to return their money. It is suspected that Prasanta and his family members took the extreme step as they were unable to cope with the pressure.

Gauhati HC CJ urges CM to take action on court attackers Aizawl, Sept 24 (PTI): Describing the mob attack on a court building in Mizoram’s Lunglei district on Thursday as a “dark chapter”, Gauhati High Court Chief Justice Ajit Singh has urged state Chief Minister Lal Thanhawla to take stern action against the culprits. “I must say that the incident would be written as a dark chapter in the evolution of judiciary in the state of Mizoram,” Justice Singh said in a letter to the Chief Minister. Unless a stern action is taken immediately, the incident would encourage future similar adversities, said the Chief Justice of Gauhati High Court that exercises jurisdiction over seven North Eastern states. The law enforcement mechanism failed immensely in Mizoram as hooligans trespassed court buildings, ransacked court offices and residence of court officers in Lunglei, he said in the letter yesterday. S i n g h s a i d h e wa s shocked by the incident which was a slur on the administration. He expressed hope that stern action would be taken by the state government “to bring the hooligans to book by collecting all the evidences against them, so that the faith and respect of

the people at large remains intact on all the pillars of the Constitution”. The Gauhati HC yesterday withdrew all the judges in south Mizoram’s Lunglei district and attached them with the District and Sessions Judge, Aizawl district following the mob violence in Lunglei district court. The order came after a mob belonging to Zohnuai locality of Lunglei attacked the district court buildings with stones and bricks and also ransacked the official residence of the Civil Judge on Thursday. People of Zohnuai gathered in the court demanding to “see the face” of a murder accused who had killed a man of that locality on August 27. The crowd turned violent after learning that the accused was already remanded to judicial custody for a further period by a judge who held a camp court inside the district jail. Police have so far had arrested at least 27 people in this connection. While further investigation has been initiated to bring justice to the perpetrators.

Tribal body to intensify stir if 6 groups get ST status G u wahati , S E P 2 4 (Agencies): The Coordinator Committee of the Tribal Organization of Assam (CCTOA) has threatened to intensify its stir if the Centre moves ahead with its decision to grant ST status to six communities in the state. This comes on a day when leaders of six ethnic groups met the Union home ministry’s committee on recommending modalities for granting Scheduled Tribe status to the communities in New Delhi on Friday. The panel assured them of submitting the final report to the Centre by October 15 this year. The CCTOA, meanwhile, called off its strike on Friday after meeting chief secretary V K Pipersenia on Thursday. But its chief coordinator Aditya Khaklary said it was a temporary decision following the government’s assurance to look into its demand. “We will have another around of meeting with the government on September 26. If it does not pay heed to our concerns, we will opt for an intensified democratic agitation,” Khaklary added. The six communities demanding ST status are Koch Rajbongshi, Tai Ahom, Moran, Motok, Chutia and Adivasi. Khaklary asserted that the tribals’ existence would be jeopardized if the six communities were granted ST status.

Guwahati sick of monkey menace

G u wahati , S e p 2 4 (Agencies): Monkey menace in North Guwahati took a turn for the worse on Friday after a woman injured herself seriously while trying to fend off an attack by the primates. Daisy Baruah, in her early twenties, had gone to the terrace of her two-storey house in Rudreswar when a horde of monkeys attacked her. A desperate Daisy had no option but to jump off the terrace. “She was rushed to hospital with serious injuries. She had gone to the terrace to dry clothes when more than 100 monkeys attacked her,” a neighbour said. Another neighbour said such attacks had become frequent in the North Guwahati area. “We are very scared now,” he added. Diganta Bordoloi, a resident of the area, said the district administration should take concrete steps to curb the menace. Kamrup deputy commissioner Vinod Seshan said

the administration had contacted the forest department to find a long-term solution to the problem. “I am aware of the incident. I have asked the divisional forest officer to come out with a detailed report on how to tackle the menace on a long-term basis,” Seshah said. North Kamr up divisional forest officer Bankim Sarma, under whose division the area falls, said the department was thinking about engaging experts to find ways of controlling monkeys. “We have to find out whether translocating the animals from their current habitat will help. We have to consult experts for an effective solution,” Sarma said. He also blamed habitat destruction and lack of food in forests for the proliferation of monkeys in urban areas. “Monkeys can easily find food in residential areas. They have developed a taste for the food which humans consume,” he added.

Two held for duping people with false promise Bokajan, Sep 23 (Agencies): Cracking down on fraudsters who are duping innocent people in the guise of providing jobs, Bokajan police have booked two including a women for allegedly cheating young aspirants of lakhs of rupees here on Thrusday. The arrested accused are Dhurbo Deka and Minakshi Mech, both residents of Bokajan Town. The duo are accused of duping army hopefuls on the pretext of having a good will with many higher ups in the department. They have been slapped charges U/S 120(B), 120, 384 IPC. Three bank accounts have also been freezed in connection. The incident came to light after the duo failed to hand over the appointment letters to the aspirants in the stipulated time frame and kept dilly dallying them. HYDERABAD, Sep 24 (Agencies): Four columns of the Army have been deployed in rain-affected areas of Hyderabad and neighbouring Ranga Reddy district after heavy downpour wreaked havoc in the capital and other parts of Telangana cutting off low-lying areas . Why should an insignificant party like the MNS dictate terms in a democracy? The protesters were immediately taken away by the police. Tension prevailed in front of the Secretariat after some protesters blocked the movement of Forest Minister K Raju’s vehicle in the morning as part of the hunger strike of Youth Congress state president Dean Kuriakose, along with another activist Mahesh, which entered the fifth day. Police chased the protesters with lathis and even used water cannons to disperse them. Reacting to the incident, Raju later said it was “quite unexpected” and should not have happened. Talking about the GST council meeting, the CM said, “The Centre has accepted the plea of Puducherry administration to compensate it for the fiscal loss the Union Territory would suffer in the wake of implementation of the Goods and Services tax.” He said he had made out a strong case at the meeting held on September 22 and 23 that Puducherry should be compensated for the loss of Rs 60 crores annually expected to emerge after the GST is implemented. “Rs 20 lakh annual turnover threshold for GST exemption would entail a loss of revenue of Rs 60 crores every year to the exchequer here and the Council had accepted to compensate the loss,” he said. Noting that Puducherry had been included as a member of the GST council, he said this showed that the Union Territory had gained recognition on a par with bigger states. The Puducherry Assembly had ratified the GST Bill through a resolution in the recent budget session, he added.

J&K govt will support Centre’s Curfew imposed in Handwara decision on IWT: J&K Dy CM Kozhikode, Sep 24 (PTI): With the Centre hinting at revising the Indus Waters Treaty with Pakistan, Jammu and Kashmir Deputy Chief Minister Nirmal Singh today said the state will fully support whatever decision is taken by the Union government on the 1960 agreement. “The treaty has caused huge loss to Jammu and Kashmir” as the people of the state cannot fully utilise the waters of various rivers, particularly Chenab in Jammu, for agricultural and other activities, Singh, who is in the city to attend the BJP National Council, said. “The state government will support whatever decision is taken by the central government on Indus Waters Treaty,” he said. The people of Jammu and Kashmir were already raising the issue of loss to the state on account of Indus Waters Treaty. If the central government takes any decision in this regard, the state government will definitely support it, he said. “We will support any move which will benefit the people of the state and any step that puts Pakistan under pressure,” Singh said. India had earlier this week made it clear that “mutual trust and cooperation” was important for such a treaty to work.

The assertion came amid calls that the government should scrap the water distribution pact to mount pressure on Pakistan in the aftermath of the Uri terror attack. “It cannot be a one-sided affair,” Ministry of External Affairs spokesperson Vikas Swarup had said when asked if the government will rethink on the Indus Waters Treaty given the growing strain between the two countries. Singh also hit out at Pakistan for its “failure” to honour its agreements with India, particularly the Simla Agreement signed in 1972. “There is the Simla Agreement which Pakistan does not honour, there is Lahore declaration between the then Prime Minister Atal Bihari Vajpayee and the then President of Pakistan General Parvez Musharraf in which it was agreed upon that Pakistan will not use its land under its occupation to be used for sponsoring, aiding and abetting terrorism against India. “They do not honour this and instead are violating the declaration by sponsoring terrorism,” the BJP leader said. “If they can violate such agreements and declarations why should we honour such treaties...They want India to honour this treaty on the basis of it being an International treaty. This cannot go for a

Srinagar, Sep 24 (PTI): Curfew was today imposed in Handwara town of north Kashmir, while the curbs were in force in three police station areas of Srinagar, even as normal life remained affected in the Valley for the 78th consecutive day. “Curfew has been imposed in Handwara town of Kupwara district, while it remains in force in three police station areas of downtown (interior city) Srinagar,” a police official said. He said the curbs on the movement of people remained in force in Nowhatta, Khanyar and M R Gunj police station areas of the summer capital of the state. “Curfew has been imposed in view of the apprehensions of law and order problems,” the official said. He said the curbs have been lifted from four police

station areas of the city, where they were imposed yesterday in view of the apprehensions of law and order problems after Friday congregational prayers. The official said restrictions on the assembly of people under Section 144 CrPc would remain in force in the rest of the Valley. The separatists, who are spearheading the current agitation in the Valley, have extended the protest programme till September 29, but have announced periods of relaxation in the strike on some days, unlike the previous week’s protest programme where there was no relaxation. They have called for marches to various tehsil headquarters across the Valley today and have announced a 12-hour relaxation from 6 pm.

India purchased 450 MICAs from European missile major MBDA as part of the Mirage 2000 upgrade deal from France in 2012 for $1.23 billion.

The apex consumer commission has directed a private educational institution in Bengaluru to pay a compensation of Rs 50 lakh to a student who suffered brain inflammation due to alleged negligence of teachers during a study tour. The National Consumer Disputes Redressal Commission while disposing of an appeal filed by BNM Educational Institutions said the teachers accompanying this student and other children on the trip were negligent in performing their duty. NCDRC reduced the compensation amount from Rs 88.7 lakh granted to the girl by the state commission to Rs 50 lakh. “I have no hesitation in holding that since the teachers accompanying the complainant (child) were grossly negligent in taking her care despite taking such care being their mandatory duty ... the appellants (institutions and school prin-

Hopes getting belied

t seems that the two chief ministers from the north east- Nagaland (T.R.Zeliang) and Tripura (Manik Sarkar)- have found that the much hyped National Institution for Transforming India(NITI) Aayog which was constituted by the Modi government to replace the erstwhile Planning Commission of India(PCI), has turned out to be contrary to their earlier expectations. Both the chief ministers, reportedly criticized the Modi government for abolishing the Planning Commission as all north eastern states are made to face resource crunch for as many years after institution of NITI Aayog. The crux of the matter lies in the doing away of special category states which used to receive some considerable funds under the previous Planning Commission. Sarkar, who understands planning well had stated, that states like Tripura were losing money since it was not clear as to how the plans would be finalised and implemented. This uncertainty and severe resource crunch has thrown the north east region into a financial crisis and affecting various projects. A point that Sarkar had mentioned, was that during the Planning Commission days, states were able to discuss various issues with it and this window has been shut under the NITI Aayog. Sarkar claimed that for the last 28 months after formation of NITI Aayog, there has been no discussion between the latter with his government and this has caused huge loses of around Rs.1800 crore every year. The main focus of the north east states appeared to be on building of infrastructure within the region which would require large amount of funds from the centre and vastly improve connectivity within and beyond especially to neighbouring countries. The Planning Commission had been given a bad name and then forced into oblivion. This was mainly to replace it with another panel and with another name(label) and for the sake of having something different. Prime minister Narendra Modi is the chairman of NITI Aayog which enjoys financial clout through the finance ministry. On the other hand, the Planning Commission had the power to allocate funds to ministries and state governments. Under PC, the role of states was limited to NDC and annual interaction during Plan meetings. Nagaland differs a lot with Tripura with regard to planning perspective, which is no longer the sole preserve of bureaucrats. In the past planning was primarily based on information available with state or central departments and from which, government bureaucrats cut and paste their planning blueprints. A relook at the objectives and achievements of the state through the decades could provide useful inputs but to appreciate such, there is need to think “out of the box” or out of the bureaucratic thinking. Today, it is a world of expertise found in private professional firms and economic consultancies, there is need for the state to emulate such states who have achieved success stories through involvement of professional firms and participation of committed NGOs having trained members and experts. In simple language, economic well being, social development and environmental sustainability and regeneration are major goals of development co-operation that require structural stability. Structural stability embraces the mutually reinforcing goals of social peace, respect for the rule of law and human rights, and social and economic development. In the present context, it is clear that security, including “human security”, form a critical foundation for sustainable development.

Are you willing to obey your Lord and Master, whatever the humiliation to your right to yourself may be? Never disregard a conviction that the Holy Spirit brings to you. If it is important enough for the Spirit of God to bring it to your mind, it is the very thing He is detecting in you. You were looking for some big thing to give up, while God is telling you of some tiny thing that must go. But behind that tiny thing lies the stronghold of obstinacy, and you say, “I will not give up my right to myself”— the very thing that God intends you to give up if you are to be a disciple of Jesus Christ.

‘Indians died and they did nothing’

akistan has been pursuing a more aggressive anti-India policy than ever before and India seems helpless. Pakistan has attacked forward military bases inside the country twice in less than a year with the help of ISItrained terrorists. It is obvious that the unrest in Kashmir is reaching alarming proportions. Pakistan may be behind it but the government has no strategy to counter it. Like the previous governments, the Modi government has failed to respond to Pakistani terror with any force, be it Pathankot or Uri. The series of meetings held after the terror attacks should not have been necessary if a well thought out counter plan was in place. You do not serve advance notice or alert the adversary about the

likelihood of a ‘strong’ reply. The response has to be instant to have any impact. The enemy has to be caught off-guard. The Uri attack by Pakistani terrorists and what the government did, or did not, do after it has shown the party of self-proclaimed patriots and the self-styled protectors of the nation as being no different from the much maligned previous governments. The scale of the toxic export of Pakistani terror has not declined. Clearly, the BJP can talk but cannot walk the talk. It will be an understatement to say that the whole nation is outraged by the terror attack on the Uri army camp which ended with the heaviest Indian casualty (18 soldiers) in recent years. But perhaps it will be truer to suggest that the

nation is more sore over the Narendra Modi’s government failure to live up to its strong words against Pakistan. The so-called diplomatic offensive sounds good on paper but its impact may be uncertain. The BJP and particularly the prime minister must take the blame for the current fury and sense of disappointment in the country. The government has not explained what prevented it from a strong response to Pakistan. There has been an avalanche of comments in large sections of the media against any ‘military action’ after the Uri attack but no wise words about how to stop Pakistan’s terror attacks. The self-styled ‘conscience-keeper’ of the nation, a self-professed admirer of the prime minister, declared

smugly on his TV show that Uri happened because of Manmohan Singh, the previous prime minister! Let it be said straightaway that every sensible person agrees that a military attack, limited or calibrated or whatever, on Pakistan will certainly carry a grave risk. Pakistan does not think of consequences of its aggressive and provocative acts against its neighbours. It has found a ‘profitable’ way to bleed India ‘with a thousand cuts’ by using terror as state policy. That will not change without India being able to administer a ‘shock’ to the Pakistanis. The BJP must accept that if the people are getting disillusioned with it on Pakistan it is because the nation’s psyche

was moulded by years of its chant for a ‘strong’ Indian response to Pakistan which has not been seen after 1971. People expect a quick response and a telling one at that because that is what they were told was the only honourable way for a proud country. The constant playing up of the ‘patriotic’ and ‘nationalist’ theme by the right wing elements and the BJP over the years has led most Indians to believe that not attacking Pakistan for terror attacks on India amounts to ‘cowardice’. The Indian public is not going to change this view overnight. Anger and frustration will linger because no ‘strong’ response to Pakistan is in sight. The voice of ‘restraint’ has always been ridiculed in the past.

As a party with a majoritarian agenda, the BJP is in a position to alter the ‘hawkish’ narrative in the country to one of sobriety and coolheaded calculations. But the party cannot be expected to undertake this task when senior government and ruling party members demand that the adversary’s ‘jaws’ be broken after each terror attack on India. The BJP finds using the ‘patriotic’ card as a useful means to attract voters. Advocating ‘restraint’ has not been a tradition in the party. The union minister who said that not reacting forcefully after the Uri attack will be ‘cowardice’ was not embarrassing his government or himself; he was echoing a sentiment that comes naturally to him. O

ur four months training here at the ATI will go down in my memory as one of the finest periods in time. We, the probationers had our own share of ups and downs. The authority had been meticulously stringent, all for the good reasons. By all means, the lows are readily discarded and forgotten, while all possible measures are adopted to build upon the highs. The important thing was, we learned all the way. Learning is a lifelong process, never will it end. Every step you take, every conversation you make, every picture you look, every dream you imagine; it teaches you. Life as an administrator is always going to be a challenge. There will be endless tasks which need attention and conscientious decisions. There will be times of overtime working and sleepless nights, times when you feel like the whole world is upon you. There are also times when you feel like, you are on top of the world, as confided by a senior NCS officer. The prospect of facing these kinds of situations, the related adventures and the life it promises are so exciting that you feel privileged to be a part of the hallowed service. As we reach towards the end of the ATI training programme, we feel we are getting sufficiently equipped and ready to face challenges, at least, the tip of an iceberg of what we expect in real life. We still have eight months of training to go. We still have lots of things to

learn before we become really ready for independent life. I feel there is not much exaggeration in this. Instead, there is a definite beauty; a challenge we are ready to take. The demand for work is high. The job involves directly dealing with the people. Making correct decisions in arising situations always play a crucial role in a service career. It can make or break a career. For this, we need to possess the right attitude and the right approach. We must have strong background knowledge of the existing government rules and acts, and the powers that be, that have been placed under the purview of an officer. In life, we often tend to be drifted away by non-seriousness in life; all so nonchalant and casual that we sometimes fail to distinguish between the truth and the lie, the serious and the jest. There is definite merit in giving importance to all small details in life. Every situation that occur, happen for a reason. There is the need to assess the situation by taking into consideration the brevity of the case before jumping to conclusions. Sometimes we act in so much haste that we take wrong steps only to regret later. I feel, developing the habit of acting with maturity and in good faith and approaching problems with

all seriousness can be helpful in the face of taking critical decisions. In this regard, the three day leadership training held in due course of our ATI training programme was an eye opener for me in many ways. I wish to thank Pastor Mongzeung Mpom and his team from Jalukie Baptist Church, for the support. The lectures delivered and the practical games played and their implications learned, especially on the final day were enormous. The essence of each activity we performed was that, at the end, we needed to realise the moral behind them through careful thinking. The more activities we performed, the more I realised the importance of thoughtfulness. We need to be thoughtful to prompt correct decisions in life. There was this game of Tree. Our friends were divided into three groups. Now, a tree has three parts, namely, the leaves, the stem and the roots. Each group was asked to secretly choose a part and draw on a chart paper. The pictures were then to be brought forward and compared on the board. Impulsively, our group chose the roots. The second group chose the leaves while the third group went for the stem. I then went forward on behalf of our group. Suddenly, we were asked to explain the reason behind choosing the part, and which among them you think, is the most important. I was lost for words. But, immediately I realised the main idea behind the game. I

The need for defending truth so that justice can prevail

T

o be raped must be a horrible experience. A rape also caries a social stigma for the victim. By admitting that one has been raped, the victim exposes to the public that that the most private of one’s physical being has been desecrated and that the victim is scarred for life. In other words, though the rape experiences in itself is a most humiliating experience, the “after effects” of the rape that the victim must live with, seems more humiliating than the experience itself. In such a situation, what can a rape victim do? The victim is left with only two options: 1. The victim can keep the experience a secret and thus avoid the “after effects “of a scarred life. 2. The victim can charge the rapist with the evidences and bring the rapist to justice. In a situation like this, justice can prevail only when the truth is exposed and defended whatever the “after affects” may be. But if the victim is not courageous enough to expose the crime, justice can never prevail. (I know I have used a rather sordid example to express my point (And I did not enjoy doing it), but I feel that in our national struggle too, there is a complacency and indifference on our parts which has robed us of justice and peace. And I felt that only such a shocking example as a rape victim’s dilemma can re-awaken us from our deep slumber of indifference). That brings us to the topic that has been expressed as the heading of this article. And it is from the Bible that I will try to explain the contention of my article that unless truth is defended, justice cannot prevail. In Isaiah 59:8 ff, we find the following words of God on how justice would be denied if the truth is left undefended. “The way of peace they do not know, and there is no justice in their paths. Their roads they have made crooked; no one who walks in them have peace. Therefore, justice is far from us, and righteousness does not reach us; we wait for light and lo! There is darkness; and for brightness, but we walk in gloom. We grope like the blind along a wall, groping like those who have no eyes… we all growl like bears; like doves, we moan mournfully…( But) Justice is turned back and righteousness stands at a distance; for truth is fallen in the street and uprightness cannot enter the courts of justice.” The lord saw it, and it displeased him that there was no justice. (Isa.59:-8- 15, quoted from NRSV, King James Version & Amplified Bible) In our political case too, the truth

about our national identity and our geographical identity lies fallen in our streets. And we growl like the bears and mourn like the doves, but justice is turned back and righteousness stands at a distance. We are crying for peace but there is darkness and gloom and we are left groping around walls like blind men. Instead of defending the truth, we are desperately seeking after alternative pragmatic solutions. And if any half baked solution will bring in more money, we seem ready to even sell the thousands of lives that have been sacrificed in the alter of the political truth that Nagas are not Indians and Nagaland is not Indian territory. This fact of our existence and history has been clearly established by our intellectuals and scholars. These truths have been shown to be genetic, anthropological and historical facts. But despite all these facts of our political stand, we are still compromising and are even seeking for alternative solutions-even to the extend of a “Shared sovereignty.”- A concept and word that does not even exist in any political lexicon. In the defense of any truths- religious, political or economic- everyone must understand that there is always a price to be paid. And in our political case, that price has already been paid by the thousands of lives that have been sacrificed for our national rights. The question today however is: Are there still some Nagas left today, who are courageous enough to make a stand to defend the political truths of our nationhood for which our own kith and kin sacrificed their lives yesterday? Or shall will trample these truths in our streets and allow our adversaries to triumph? Like the rape victim’s case, our lands have been desecrated by our adversaries. But will we have the courage to expose and defend the truth whatever the consequences may be. This appeal is, by the way, not a call back to arms and violence (though we must be prepared for even such an eventuality). But since there is a ceasefire, this call, at this juncture, is a call for fidelity to the political truths of our nation. In conclusion, Justice will not prevail if truth is not defended. Consequently, if there is no justice there will also be no peace. Let me end with the words in the same chapter of Isaiah where it says: “For our transgressions before you are many, and our sins testify against us.”(Ish.59:12) Kaka D. Iralu

Each part plays an equally vital role in the development and the well being of the plant. In the absence of any one, the plant will become handicapped and perish. Everyone agreed. I feel this lesson is very applicable in real life too. Our world is full of heterogeneity and diversity. We have different people with different personalities and characters. We have good as well as evil around us. However, there is no way we can run away from them. We therefore, always need to have room for adjustments and concessions. Everyone, irrespective of the poor or the rich, big or small, the weak or the powerful, is equally important. Life is like a jig-saw puzzle. We cannot afford to leave out some pieces, or choose some over the others. We need every piece to produce the perfect fit. And this is what the beauty of life is. Our human systems require constant co-ordination and co-operation in all spheres of life to function properly. It is about adjustments and building relationships. Each and every individual has a role to play. It is about us fitting into the system instead of trying to alter the system to our advantage to fit us in. I also learned, selfishness is another root of all evils. So carried away by our wants are we that, we overlook the ideals necessary for a

quality happy life and make things complicated for ourselves. We devise ways and means to meet our own ends, many a times, at the expense of others. We fail to realise the substance in life and are blindly guided by peer pressure instincts. The most basic principle in life is to have happiness. I feel we don’t need so many things to be happy in life. If we are contented with the meagre that we have and be satisfied with them, only then can life become perfect for us. So, now that the four months course at the ATI has come to a close, we gear ourselves up for the next four month District Attachment fixture. Everyone is ready, enthusiastic and eager to move out and learn more. However, I know those beautiful memories created in due course of the hostel stay will always be fondly treasured. We were 23 of us, 20 NCS and 3 NPS friends. The usual official routines were fine. But, the sub-normal activities were even more memorable and fun: those long evening walks after dinner, the devastating pranks, late night debates (sometimes heated), teasing, the experience of running the kitchen mess, gardening, decent partying, a game or two of cards, badminton and carom, table tennis, the fellowship, Krav Maga, wi-fi-ing...., all will be sorely missed, at least for now. An appeal to the DC Kohima

(On the problem of city bus between high school junction and the new secretariat.) Sir,

The New Capital Complex is the most important centre of the state, where the civil secretariat, the assembly secretariat, almost all the directorates of the government of Nagaland and other important offices and amenities are located. On every working day, thousands of people from all over the state visit the New Capital Complex on official duty, on personal work or other purposes. However, there is no regular city bus service between high school junction and New Capital Complex. It has always been a matter of chance to get a city bus on this most important portion of the road connecting the whole state with its capital. The only means of transport regularly available here are the private cars that are illegally ferrying passengers and charging an unreasonably high fare of Rs.20/- per head where the buses charge Rs 5/- only. Again recently, to add to the woes of the poor public, the youth volunteers allegedly from the high school area have completely stopped the city bus service on this road. A city bus driver opined that the buses are not plying on this portion of the road for want of proper parking space. Whatever may be the reason, the district administration, the transport department and the traffic police are lending a blind eye to the plight of the general public. To solve this problem once for all, a proper city bus parking should be made available to the high school junction and it should be made compulsory for at least all the city buses holding the permit for plying on this portion of the road to reach the New Secretariat. The deputy commissioner, Kohima is therefore, requested to kindly look into the matter and take necessary action at the earliest possible to help the suffering visitors of our New Capital Complex. New Delhi, Sep 24 (PTI): Government on Friday ruled out any extension to the September 30 deadline for filing income disclosure under the black money compliance window. In a series of tweets, Revenue Secretary Hasmukh Adhia said that expectations are raised that looking to the enthusiasm of people for making IDS declaration, the date for income disclosure scheme (IDS) would be extended. “We want to make it very clear that the last date for Income Declaration Scheme (IDS) will not be extended,” Adhia tweeted. Under the IDS, people can disclose their undeclared income and escape prosecution. The scheme, which was launched on June 1 to uncover black money, closes on September 30. “We, therefore, appeal to people to file their declarations in time before 30th September,” Adhia said. Those disclosing assets under the IDS will have to pay 45 per cent tax plus penalty. Also the payments can be made in three instalments till September 2017.

New Delhi, Sep 24 (PTI): Non-cash transactions are below market potential in India as all banks are not promoting digital payments, said a report. Global digital payment volumes continue to increase, with annual growth projected to top 10 per cent for the first time to reach 426.3 billion transactions in 2015, up from 8.9 per cent growth in 2014, said the World Payments Report 2016 released today by Capgemini. Capgemini had teamed with BNP Paribas to co-develop the 12th edition of the Wold Payments Report. The transaction volumes grew at 8.9 per cent to reach 387.3 billion in 2014. The highest growth rate - 31.5 per cent - was recorded in Emerging Asia. China with a 47 growth rate and India (13.4 per cent) were the main engines of growth in this region. “While growth in noncash transactions in India is improving, it is still below full market potential. Despite the National Payments Corporation of India’s efforts, not all banks promote digital payments as the card acceptance network is considered too narrow,” it said. The 11 payment bank licences granted by the Reserve Bank of India in August 2015 are an attempt to bring more dynamism to the market.

Mumbai, Sep 24 (IANS): The Securities and Exchange Board of India (SEBI) on Friday decided to allow direct access to corporate bond market for Foreign Portfolio Investor (FPI). The regulator said here it also decided to permit Infrastructure Investment Trusts (InVIT) and Real Estate Investment Trust (REIT) investment in two-level special purpose vehicle (SPV) structure. In a statement, SEBI said the board at its meeting has decided to allow Category I and Category II FPI the option of direct access to corporate bond market without brokers. Cur rently, the SEBI (Foreign Portfolio Investor) Regulations, 2014, allow FPI to transact in securities only through registered stock broker who is a qualified member of a Recognised Stock Exchange (RSE). However, silver fell by Rs. 300 to Rs. 46,500 per kg on reduced off-take by industrial units and coin makers. Bullion traders said a firm trend overseas after the US Fed kept interest rates unchanged boosted demand for the precious metal. That apart, fresh purchases by jewellers at the domestic spot market led to the recovery in gold prices. Globally, gold rose 0.03 per cent to $1,337.10 an ounce in New York in yesterday’s trade. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded by Rs. 80 each to Rs. 31,600 and Rs. 31,450 per 10 grams, respectively. The metal had shed Rs. 30 yesterday. Sovereign, however, was unchanged at Rs. 24,500 per piece of eight grams in limited deals. On the other hand, silver ready dropped by Rs. 300 to Rs. 46,500 per kg and weeklybased delivery by Rs. 370 to Rs. 46,815 per kg. New Delhi, Sep 24 (PTI): National Pension System (NPS) subscribers will now have to pay for seeking the services of retirement advisers as pension regulator PFRDA has permitted them to charge a fee ranging between Rs 100 and Rs 1,000. Currently, under the PFRDA (Retirement Adviser) norms, the on-boarding fee of Rs 120 and a fee of Rs 20 per transaction or a maximum of Rs 100 per annum, for subsequent services, have been stipulated. It said: “Fur ther to (those charges), it has been decided by the Authority that an advisory fee of 0.2 per cent may also be charged from any existing subscribers, on their assets under management... on the date of advice, subject to a minimum of Rs 100 and maximum of Rs 1,000 per annum, for providing advice to the subscribers.” The PFRDA circular said the scope of such advice being provided by the retire-

United Nations, Sep 24 (PTI): Pakistan’s months-long efforts to internationalise the Kashmir issue at the UN have not found any resonance with nations at the world body that are focussed on combating the growing scourge of terrorism, a top Indian diplomat has said. With this programme, the participants are provided valuable insights and techniques by BWF coaches alongwith teacher’s manual, lesson plans and a range of instructional video clips. Speaking on the occasion, BAI President and Badminton Asia Confederation Vice-President Dr Akhilesh Das Gupta said: “Badminton is on the rise in India and it is slowly gaining the popularity that was long overdue. B E N G A LURU, S e p 2 4 (Agencies): A good number of India’s top athletes may have qualified for the Rio Olympics with fake/suspect performances, if a study by IAAF statisticians is to be believed. According to leading athletics statistician Heinrich Hubbeling, co-editor of IAAF’s National Records for all countries project, a list of Indian athletes with doubtful qualifying records reportedly includes the names of triple jumper Renjith Maheswary, long jumper Ankit Sharma and sprinters Dutee Chand and Srabani Nanda. Germany’s Hubbeling, who also works for the Asian Athletics Association, said that the Indians are among other athletes from Albania, Armenia, Kazakhstan, Kyrgyzstan and Uzbekistan, whose qualifying performances have been found to be doubtful. He said he has sent these data to IAAF which has marked these marks as doubtful in its database. “The IAAF has “created” a panel with some officials looking for ‘faked performances and faked birthdates’ in the future,” said Hubbeling. “We all hope for decisions by the IAAF, including action against the officials who

Jadeja, Ashwin spin out Kiwis; India take grip over 1st Test Kanpur, Sep 24 (PTI): The spin duo of Ravindra Jadeja and R Ashwin exploited a turning track to the fullest to bundle out New Zealand for 262 as India took firm control of the first cricket Test by extending their overall lead to 215 here today. Jadeja (5/73) dismissed three batsmen in one over for a five-wicket haul while R Ashwin (4/93) grabbed four wickets as the Indians spun out New Zealand early into the second session. At draw of stumps, India were 159/1 in their second innings which gave them an overall lead of 215. India lost KL Rahul (38) before Murali Vijay (64) and Cheteshwar Pujara (50) scored briskly to put the hosts in command. 2nd Kalos peace marathon held Dimapur, Sep 24 (NPN): The 2nd Kalos Peace Marathon (Men’s 21 km & Women’s 15 km) was held Saturday at Pfutsero under the aegis of Kalos in collaboration with 9th Assam Rifles with the theme “Run for peace and unity.” In men’s category, Thungti Chang, Chikong Chang both from 3rd NAP Tuensang and Tsole Yhokha from Kigwema village under Kohima district stood first, second and third position and was awarded Rs. 10,000, Rs. 7000 and Rs. 5000 respectively. Sanüzolü Nakro, Neilhiwe-ü Mero, Weche-ü Lasushe stood first, second and third position in women’s category and were awarded a cash prize of Rs. 8000, Rs. 6000 and Rs. 4000 respectively. Bangladesh’s Taskin, Sunny cleared by ICC Dhaka, Sep 24 (IANS): The International Cricket Council (ICC) has cleared Bangladesh pacer Taskin Ahmed and spinner Arafat Sunny to bowl in international matches after finding their remodelled bowling actions to be legal. The bowling actions of Sunny and Taskin have been found to be legal, and both bowlers can now resume bowling in international cricket, effective immediately, an ICC media statement said on Friday. Bangladesh announced a 13-man squad for the first two One-Dayers of the Afghanistan series, which starts on Sunday, and left a spot reserved for Taskin in case he gets the nod from ICC. With the ban on his bowling lifted, Taskin is now available for the Afghanistan OneDayers. The selectors, however, wanted to give Sunny, who was kept out of the 20-man pool announced ahead of the final squad, more time to get used to his new action. Taskin and Sunny were reported for suspect illegal action after Bangladesh’s World Twenty20 opener against the Netherlands in Dharamsala earlier this year.
