DIMAPUR, SEP 24 (NPN): Against the backdrop of the killing of a truck driver (identified as Jiten Gogoi) in Dimapur on September 22 by unidentified armed miscreant(s)- Dimapur District Truck Owners Association, Dimapur Truck Drivers’ Union, Dimapur District Truck Driver Welfare Trade Union, Lahorijan and Khatkhati Truckers’ Welfare Society and Bokajan Truck Owners Association - Thursday served an ultimatum on the government of Nagaland to resolve the varied problems faced by truckers in Dimapur within three days failing which they would prevent all trucks from entering Dimapur by declaring complete ‘chakka jam’ indefinitely. In a joint statement, the trucker associations demanded that the state government end lease system being practised by the Dimapur Municipal Council.
Flight schedule DIMAPUR, SEP 24 (NPN): Airport Authority of India, Dimapur has issued the latest flight schedule to and from Dimapur. According to Dimapur airport director, Mughavi Zhimomi the following flights will be operational on Monday, Wednesday, Friday and Sunday- Air India (from GAU 8.50 a.m. & to IMF 9.15 a.m.), Air India (from IMF 11.20 a.m. & to GAU 11.45 a.m.), Indigo (from CCU 2.25 p.m. & to CCU 3 p.m.) and on Tuesday, Thursday and Saturday-- Air India (from CCU 1.30 p.m. and to CCU 2.30 p.m.), Indigo (from CCU 9.05 a.m. and to CCU 10.05 a.m.). Zhimo informed that Air India flight for Saturday has been proposed, but yet to be confirmed.

DIMAPUR, SEP 24 (NPN): Deputy CM, Y Patton has condoled the sudden demise of NPSC under secretary Yimtsu Lotha Wednesday. In a message, Patton described late Yimtsu as a hardworking and one of the senior-most officers in the department. In his death, he said Nagas have lost a dedicated officer and a good human being. Patton, along with his wife, conveyed condolences to the bereaved family and prayed that God grant them strength to overcome the sorrow and for the departed soul to rest in peace.

They claimed that the lease system was the root cause of “these entire problems” as the leasees (contractors) were “actively involved in passing details of goods vehicles to all the miscreants.” The associations pointed out that the current situation has created fear among the drivers, who were not willing to enter Dimapur until their safety and protection were fully assured. Further,
the truckers said that the “internal conflict of taxation among the so-called transporters/brokers” based in Dimapur have also created fear psychosis among the truckers. They alleged that the transporters insist that truckers meet different underground groups and also do not allow truckers to be provided with police escort while entering Dimapur. The associations said
that as they were deeply worried by the deteriorating law and order in the city and were left with no option but to serve ultimatum on the state government and law enforcing agencies. They also demanded that the state government provide immediate compensation to the victim’s family to sustain the livelihood since the victim was the sole bread earner of the family.
PDA govt responsible for decay in law & order, says NPF While condemning the killing of a truck driver identified as Jiten Gogoi in the early hours of September 21 at Dimapur, NPF has expressed sympathy with the kith and kin of the victim and the business community in general. In the light of the shocking incident, NPF press bureau has lamented on the law and order situation which has made criminals audacious enough to commit such heinous crime in the heart of the commercial hub of Nagaland. NPF said the audacity of the perpetrators in committing the crime in the middle of a densely populated city demonstrated a
sheer contempt at both the government of the day and the law enforcers. NPF said it believed that due to the persistent failure of the PDA government to enforce “accountability and transparency” in matter of public security and welfare a huge contributor for the deplorable law and order situation which the state finds itself in today. According to NPF, the reluctance of the government to censure or discipline criminal negligence and unethical practices in public office or taking stringent measures to curb illegal activities has only emboldened anti-socials
and criminals to have scant respect for the law enforces and take the law into their own hands. Further, NPF also extended solidarity with the business community and the DCCI in particular and urged upon the law enforcement agencies and district administration to spare not efforts to arrest the culprits involved at the earliest. It also reiterated that the incident was another evidence of the belief that the PDA government has “completely failed” either provide and ensure a peaceful law and order situation or good governance and therefore, “must step down on moral grounds.”

Closure of NH29 stretch on Sept 26 and 27 DIMAPUR, SEP 24 (NPN): Deputy Commissioner (DC) Dimapur has ordered total restriction of all movement along NH-29 from Chathe River Bridge (Patkai Bridge) to Kukidolong from 7 a.m. of September 26, 2020 to 11 p.m. of September 27, 2020 for restoration works. In a circular, deputy commissioner Dimapur Rajesh Soundararajan said that the restriction was necessitated as a precautionary measure to prevent any injury, loss of life and damage to property. In this regard, DC has advised the general public to take the alternative route from Dimapur-Kohima/ Kohima-Dimapur for light vehicles only via 7th MileNew DC office-ShokhuviRazaphe-Mhaikam-PimlaMhainamtsi-Jhornapani/ Medziphema and vice versa. It may mentioned that the frequent rockslides along the Dimapur-Kohima section has not only affected the ongoing 4-lane road project but also poses as serious threat to commuters.

DIMAPUR, SEP 24 (NPN): With 59 fresh COVID-19 positive cases being reported from across the state, the tally rose to 5730 cases on Thursday. According to a Health bulletin, 46 cases were detected in Dimapur, 8 in Kohima, 4 in Zunheboto and 1 in Mon. As on September 24, there were 1088 active cases, 4598 recovered, 16 deaths*
and 28 migrated. As per the severity of symptoms, 1075 active cases were asymptomatic, 10 mild, 2 severe and 1 case on ventilator. Further, out of the 5,730 positive cases, the distribution across various categories of people include 2716 cases from the armed forces/police, 1462 returnees, 1216 traced contacts and 336 frontline workers.

P T I a d d s : I n d i a ’s C OV I D - 1 9 c a s e l o a d breached the 57-lakh mark, while over 46 lakh people have recovered from the disease, pushing the national recovery rate to 81.55%, according to Health Ministry data updated on Thursday. The total coronavirus cases mounted to 57,32,518 with 86,508 people testing positive in a day. The death toll climbed to 91,149 with 1,129 people succumbing to the disease in a span of 24 hours, the data updated at 8 am showed. The total recoveries surged to 46,74,987 in the country so far. The case fatality rate due to the coronavirus infection was recorded at 1.59%. There are 9,66,382 active cases of coronavirus infection in the country which comprises 16.86% of the total caseload, the data stated.
(NPN): A day after the cabinet decided to withdraw the COVID-19 cess on diesel, petrol and other motor spirit, the state government has notified that the revocation of cess would come into effect from the midnight of September 24, 2020. With the withdrawal of cess, petrol price would cost Rs.80.39 per litre in Dimapur while in Kohima it would cost at Rs.81.29 per litre. A litre of diesel in Dimapur and the state capital would now cost Rs.72.20 and Rs.72.92 respectively. State government imposed COVID-19 cess of Rs 5 per litre on diesel and Rs 6 per litre on petrol and other motor spirits with effect from April 28 midnight. Assam police exam paper leak: Ex-DIG under scanner; 3 held G U WA H AT I , S E P 2 4 (PTI): A former Deputy Inspector General of Police in Assam has come under the scanner of the Criminal Investigation Department (CID) in a case pertaining to the leak of the question paper of a test for recruitment of police sub-inspectors. The question paper for the written examination for 597 posts of sub-inspector of Assam Police was leaked on September 20 and the authorities had cancelled the test minutes after it commenced across the state on that day. The crime branch and the CID have conducted marathon raids in the residence of PK Dutta, an exDIG and in many hotels owned by his family and several other places in and around the state capital. Three persons, including a woman employee of the state government, have been arrested and five others, one from the Special Task Force (STF), have been detained in connection with the leaking of the question paper, officials said on Wednesday. recruitment question paper leak scam, on Thursday said he has “fled the state” as he is afraid of being killed anytime as “many big and corrupt officials” of Assam Police are involved in the nexus against him. Deka, who identifies himself as the national executive member of BJP’s Kisan Morcha, is among those who have been interrogated by Assam police CID and the crime branch of Guwahati police. The crime branch personnel began their probe on Thursday morning at a hotel owned by Swapna Dutta, the wife of the exDIG, while CID sleuths had searched their residence at Hengerabari are here through the night. Raids
by investigators at Dutta’s residence began again on Thursday afternoon. While CID and the crime branch are tight-lipped about their findings, sources claim that Dutta is absconding and around 5 kg of gold have been seized from his house in the overnight raid. The sleuths have also raided a lodge, where a mock test with the leaked question paper allegedly took place a day before the scheduled examination and around 50 candidates appeared for it. Of the three arrested, one was apprehended by the CID and the rest by the crime branch of the city police. Assam Chief Minister Sarbananda Sonowal had directed Kumar to conduct the examination again within a month and asked the director general of police to identify the nexus behind the conspiracy and ensure strict punishment to the culprits as soon as possible. Meanwhile, State Level Police Recruitment Board chairman Pradeep Kumar has denied the allegation that his wife had set the question papers of the examination.
Strides in testing, vaccine developments but Covid crisis far from over: Scientists NEW DELHI, SEP 24 (PTI): From 500 cases to 57 lakh. Six months after a nationwide lockdown, Covid19 is spreading fast across the length and breadth of India with more testing and developments on the vaccine front but no clarity on when the disease will be controlled, say scientists. On March 24, Prime Minister Narendra Modi announced a 21-day lockdown for the entire country, stating it was the only way to break the chain of infection. At the time, the number of people infected with the SARS-CoV-2 virus was a little over 500 and the death toll 12. Six months on, India has the second highest number of cases in the world after the US with a tally of 57.32 lakh cases, 86,508 people testing positive in a day and a total of 91,149 fatalities, according to Union
Health Ministry figures on Thursday. As Covid-19 rages — and even laypersons get conversant with the complexities of RT-PCR tests versus the cheaper but not so reliable rapid antigen tests — US-based economist and epidemiologist Ramanan Laxminarayan said there is a hidden epidemic happening even as the pandemic spreads. He noted that the infection is spreading widely across all parts of the country, including into rural India, although the visibility is lower in places where testing is weak or inadequate. “We will likely see some increases in states like UP and Bihar but only if RT-PCR testing increases. Right now, we have a hidden epidemic in many parts of the country which have weak health systems,” the director of the Center for
Disease Dynamics, Economics & Policy in Washington told PTI. However, he expects the number of cases to start coming down in the next month or two as India approaches some sense of population immunity. “As a substantial number of the population is infected and recovers from the disease, they are unlikely to spread the virus. Given the precautions that are being taken both by the government and individuals, the epidemic has slowed down. This would mean that we would see a sustained plateau for a while before the cases start coming down,” Laxminarayan said. On March 23, a day before the Prime Minister announced the lockdown and two days before it came into force, India had tested 18,383 samples. (Cont’d on p-8)
5 NE states among 14 with good Covid response: Govt NSCN (I-M) meets Sumi leaders at Pughoboto GUWAHATI, SEP 24 (AGENCIES): Assam, Tripura, Mizoram, Manipur and Arunachal Pradesh are among 14 states and Union Territories that have responded better than other states to Covid-19 pandemic with higher tests per million and commensurate positivity rate lower than the national average, a TOI report stated quoting the Union health ministry. “As India rides the wave of very high testing, 14 states and union territories have demonstrated better Covid response with higher Tests Per Million (TPM) and commensurate lower positivity rate than the national average,” the ministry added. The national cumulative positivity rate is 8.52% and the Tests Per Million stands at 48028 on Tuesday. It added that the country’s testing capacity has surged
to more than 12 lakh tests daily. Up to September 22, a total of 6,62,79,462 samples have been tested with 9,53,683 samples being tested on Tuesday. It added, “India’s testing capacity has surged to more than 12 lakh daily tests. Higher than 6.6 crore total tests have been conducted across the country. A high level of testing leads to
early identification of positive cases. As evidence has revealed, eventually positivity rate will fall. According to the ministry’s statement, 1,085 deaths have been registered in the past 24 hours and 10 states and Union Territories account for 83% of the deaths in the last 24 hours due to Covid. “Maharashtra reported 392 deaths followed by Karnataka and
Uttar Pradesh with 83and 77 deaths, respectively,” the ministry stated. 10 states and UTs account for 83% deaths in last 10 days: A total of 83,347 new cases have been reported in the last 24 hours in the country and 74% of the new confirmed cases are concentrated in 10 states and Union Territories, the ministry stated, adding that “Maharashtra has alone contributed more than 18,000 followed by Andhra Pradesh and Karnataka with more than more than 7,000 and 6,000 cases respectively.” Also, 1,085 deaths due to Covid-19 have been registered in a day with 10 states and UTs — Maharashtra, Karnataka, Uttar Pradesh, Tamil Nadu, Punjab, West Bengal, Andhra Pradesh, Delhi, Haryana and Chhattisgarh — accounting for 83 per cent of the new fatalities.

DIMAPUR: Land Resources department (LRD) Longleng conducted training on designs and upscaling of perma/potager kitchen garden concept at district project office Longleng on September 23. According to DIPR report, a brief introductory note was given by PBCA execution secretary, Tialemba Phom where he emphasized on the role and importance of kitchen garden particularly for a land locked-district like Longleng. In a worst case scenario situation like the prevailing COVID-19 case,
the necessity of self-sustaining food security setup like kitchen garden becomes very important. He opined that churches and women in particular should play an important role in popularizing kitchen garden concept in Longleng district. He lauded the department people's friendly initiative, which was of one its kind in Longleng. District project office Longleng, Kughalu Chishi exhorted the trainees to be attentive, learn and logically strategize the planning and layout aspects of the kitchen garden. He
stated that the success of the kitchen garden concept depended on farmer’s initiative and interest. Training started with kitchen garden concept its relevance, pictorial presentation of design and layouts, site selection, soil preparation/soil building, seed bank, cropping season and pattern, companion planting and its benefits and keyhole concepts. Vegetable seeds were distributed to all selected beneficiaries. Altogether trainees from 14 microwatershed villages attended the training.
Excise NC Dimapur conduct raids
DIMAPUR: Dimapur Excise narcotic cell (NC) personnel conducted surprise raids in several pockets of Dimapur town from September 17 to 23. A press release by deputy commissioner of Excise NC, S. Chanlei Angh stated that, during the raids the duty party recovered and seized 700 bottles of as-
sorted IMFL, 200 litres of country liquor, 250 kgs of jaggery and 70 kgs of yeast. In this connection 28 accused persons were arrested and penalized under relevant section of NLTP Act’89. The raids were conducted under the command of inspectors Thathang and Osenrhoni Kikon.

NSCN/GPRN-K revokes expulsion order DIMAPUR: President and ‘commander in chief ’ of Naga Army of NSCN/ GPRN-K has revoked the expulsion order of ‘col.’ Hukheto Aye and reinstated him to his former rank and position. A press release by NSCN/GPRN-K through its MIP stated that, NSCN/ GPRN-K held its consultative meeting at its office on September 24 and the house on the request of ‘col.’ Hukheto Aye and as forwarded by the military authority for consideration, the house unanimously requested the president of NSCN/GPRN-K for revocation of the expulsion order. Therefore as resolved and requested by the house the president of NSCN/ GPRN-K revoked the expulsion order and further ordered the officer to discharge his duties with immediate effect.

NDWM-Nagaland region participates in protest DIMAPUR: NDWM-Nagaland region took part in the nationwide protest by organizing press conference at Assisi auditorium, Dimapur, expressing that domestic workers were essential workers and not carriers of diseases, and not to discriminate them on September 24. A press release by NDWM Nagaland region stated that, coordinator Sr. Pramila Lobo said that domestic workers contribute for the economy of the country and to recognize their work as work. She asked that they were not discriminated or to undervalue their work. She added that their voices must be heard and demand for legislations of their rights. NDWM-Nagaland region, field animator, Aobendang, put forward the plight of domestic workers in Dimapur during the pandemic, where travel restriction from one colony to another affected their livelihood and income security due lack of social protection. They were in threat of dismissal from job, when not reporting to their work in fear of infection of COVID-19 and

manded from state government that, domestic workers be recognised as workers, protection against all types of harassment, social security and access to benefits and inclusion of domestic workers in schedule of employment and thus entitle to minimum wages. The meeting also made a plea to employers to recognise the work of domestic workers, provide decent working condition, receive them back home
for work. Adv. Limanochet, advisor of the ANDWU kept before the participants and particularly the media fraternity charter of demands of the National Platform of Domestic Workers. Some of the domestic workers also spoke about their struggles during the lockdown. DIMAPUR: Public Health Engineering Department (PHED), Noklak under the aegis of Swachh Bharat Mission-Grameen (SBM-G) conducted a programme for distribution of dustbins for Noklak town at PHE store, Noklak on September 24. According to DIPR report, speaking on the occasion, EAC (Hq) Noklak, Yithachu Thur stressed on the importance of community participation and community ownership towards waste management. The issues of poor waste management have led to a plethora of problems that were detrimental to envi-
ronment, leading to water logging, landslides and also health issues, EAC stated. He also added that waste management was collective responsibility - both individual and community. Ward/sector leaders were encouraged to come up with innovative ideas and local means for effective management of waste. Highlighting on Swachh Bharat MissionGrameen, SDO PHE Noklak, Er. Khaoshai Lam stressed that sanitation was everybody’s business where active participation of all individual was needed for proper waste management.
He also emphasised on importance of waste segregation into wet and dry waste products at house hold level. The officer called for behavioural change that would sustain the continual effort on waste management and to re-affirm the commitment towards building a healthier and cleaner nation. He encouraged the gathering to start a compost pit in every household that can be used in kitchen gardens. Programme was chaired by SO PHED T. Puchong and attended by representatives from all wards under Noklak town. Dustbins were also distributed to all wards.

DIMAPUR: Department of Land Resources, Peren headed by district project officer, Alemla Aier, conducted training-cum-field demonstration on organic farming of permaculture at Jalukie office on September 22. According to DIPR
report, the training mainly emphasized on sustainability of livelihood for the rural farming community. Participants were given first hand information on permaculture designs, wherein five different permaculture designs were created at the office premises using
locally available materials like empty plastic bottles, bamboo, wood and stone for demonstration. Aier stated that it’s about beneficial design- but beneficial in a way that will not just be beneficial to humans but to the larger ecosystem that it
exists within “earth carepeople care- fair share”. Permaculture seeks to preserve and extend natural systems whilst designing a cultivated ecology for food production. The participants were also provided with seeds of winter crops and farming tools.

Manipur cabinet reshuffle: six dropped, five inducted Correspondent IMPHAL, Sep 24: Two exMLAs got ministerial berths as Manipur chief minister N Biren Singh finally effected a major cabinet reshuffle in his three and a half years council of ministers on Thursday amid resentment within the BJP-led coalition government. Singh dropped six cabinet ministers-3 from BJP, 2 from NPP and the lone LJP minister and inducted five new faces, reducing the strength of his council of ministers to 11. Including the chief minister himself, Manipur can have 12 ministers. The five newly inducted ministers took oath on Thursday at Raj Bhavan, Imphal. Among them, three were from the BJP, while the remaining two were among the six Congress MLAs who resigned from the state Assembly as well as from the Congress and joined the BJP. The two exMLAs who were inducted as cabinet ministers were Okram Henry Singh, the nephew of the former state chief minister O Ibobi Singh and O Lukhoi Singh. 3 Nigerians held in Assam without documents Guwahati, Sep 24 (PTI): Three Nigerian nationals were apprehended from Assam’s Karimganj district on Wednesday for allegedly entering the country without any valid documents, police said. During routine checking, police stopped a car coming from Tripura on National Highway 8 at Chuwraibari in the Bazaricherra police station area and detained the three foreigners as they failed to produce their passports and valid documents to enter the country, officials said. During interrogation, they claimed that they entered India from Bangladesh via Tripura. A case has been registered against the three under relevant sections of the Foreigners Act, 1946 read with Section 6 of the Passport (Entry into India) Rules, 1950, officials said. The apprehended Nigerian nationals have been identified as Nnamdi Bernard Nwali, Prince Paul and Eze Collins, they said.

A highly reliable source said that Speaker of state Assembly Y Khemchand turned down the chief minister’s offer for a ministerial berth citing no interest in being a minister. The CM had planned induct the Speaker in his council of ministers and to offer the post of Speaker to his son-in-law, MLA RK Imo who was recently expelled by Congress for his anti-party activities for six years. As many as 13 seats in the 60-seat Manipur legislative Assembly are currently lying vacant as notified by the state Assembly secretariat. However, the Election Commission of India has so far cleared the deck for holding by-elections to only five Assembly constituencies, citing pending
cases. Before administering oaths to the five new cabinet minister, state Governor, Dr Najma Heptulla accepted the chief minister’s letter requesting her to drop the six ministers. Those removed from the ministry were: education minister Th Radeshyam, social welfare minister Nemcha Kipgen, agriculture minister V Hangkhalian (from BJP), health minister L Jayentakumar, fishery minister N Kyaishii (NPP) and CAF & PD minister Karam Shyam (LJP). Apart from Speaker Yumnam Khemchand, most of the ministers including those from the NPP and the NPF along with 10 BJP MLAs were not present. COVID-19 tally breaches 8K-mark in Arunachal; 289 new cases I ta nag a r , S e p 2 4 (PTI): Arunachal Pradesh on Thursday reported its highest single-day spike of 289 COVID-19 cases, which took the tally in the northeastern state to 8,133, a senior health department official said. Barring 21, all new patients are asymptomatic and have been shifted to COVID-19 care centres, State Surveillance Officer (SSO) Dr L Jampa said. “Ten security personnel -- six from the Assam Rifles, two from the Indo Tibetan Border Police, one each from the Army and the Indian Reserve Battalion -- are among the new patients,” the SSO said. Of the 289 fresh cases, 173 were reported from the Capital Complex region, 17 from Changlang, 13 from East Siang, nine each from Papumpare and Pakke Kessang, eight each from Namsai, Lohit, and West Siang, seven from Upper Subansiri and six each from Anjaw,
Longding, Upper Siang and West Kameng. Five cases were recorded in Lower Dibang Valley, two each in Lower Siang and Kra Daadi and one each in Tawang, Tirap, East Kameng and Siang districts, Dr Jampa said. Altogether 125 people were discharged from various hospitals in the state on Wednesday, he said, adding that the recovery rate stands at 72.58 per cent. Arunachal Pradesh currently has 2,216 active cases, while 5,903 people have been cured of the disease. Fourteen patients have succumbed to the infection. The state’s Capital Complex region – comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas – has reported the maximum number of active cases at 1077, followed by West Siang at 172, Papumpare at 150 and Changlang at 137. As many as 2,31,045 samples have been tested for the infection so far, including 2,803 on Wednesday, the SSO added.

Shillong, Sep 24: Two people were killed in a landslide at the Shillong Police Reserve in Meghalaya on Thursday due to heavy rain accompanied by strong winds. The deceased were identified as Sohibuton Marak and Silnang Marak. Meghalaya police Spokesperson, Gabriel Iangrai said that there was a landslide at the police reserve in the morning and therefore workers were sent to clear the debris. However, there was another landslide and two workers were buried underneath. The State Disaster Relief Force, fire and emergency services and police personnel were deployed after which bodies were retrieved from the mudslide. Meanwhile, there have been reports of landslides and trees being uprooted and flash floods in low-lying areas of Shillong due to the incessant rain for the past three days. District Magistrate West Garo Hills Ram Singh said a wooden bridge at Dumnikora was washed away this morning leading to closure of NH62, the PWD ( Roads) Department. Singh said that the PWD is looking at options to keep Baghmara connected from Nengkhra Siju Kharukol side, Chokpot Siju side and Parallel Road from Ramchenga / Dumnikora to Dalu (though for light vehicles only due to weak bridge at Gasuapara). In Ri-Bhoi district, a residential RCC house collapsed due to incessant rain at Umran village. No one was however injured in the incident. The Met department has further warned of more rainfall in all the districts in the next 24 hours.
Wine making to be legal in M’laya: Conrad Sangma Correspondent Shillong, Sep 24: Fulfilling a long standing demand of domestic wine-makers, the Meghalaya Cabinet on Thursday decided to legalize wine making in the State by approving the proposal to formulate rules on the introduction of the manufacture and sale of homemade fruit wines. The Meghalaya Association of Wine Makers (MMAW) for the past 18 years had been spearheading the demand to legalize wine making in the State. The State government has finally realized the potentialities of wine making as it can promote horticulture, tourism and generate revenue for the State. Chief Minister Sangma informed that the government will formally formulate rules under which individuals can now make homemade wines and sell
in the market. “This will help farmers besides promoting entrepreneurs who will get job opportunities through this rule and framework,” he said. “This will not only boost the wine sector in the state but would also go a long way in helping the farmers who produce a lot of fruits in the state during different seasons all through the year,” Sangma added. The Chief Minister informed that the state government will ensure that the ad valorem paid by these homemade fruit wine producers will be much lesser compared to other products. Moreover, he also informed that the ad valorem fees will be only Rs. 100 per case and no VAT will be levied on these producers adding that the license fees for these producers will be Rs 7500 per annum.
Correspondent Shillong, Sep 24: Meghalaya on Thursday recorded the highest ever single-day recoveries of 199 COVID-19 patients, taking the total number of recoveries up to 3,058, even as the death toll rose to 43 after a 74-year-old patient succumbed to viral infection, health officials said. Meanwhile, the COVID-19 active cases in Meghalaya has climbed up to 1,197 after 124 persons tested positive for viral infection. Director Health Services (MI), Dr. Aman War said that Rishikeshi Subba who was admitted at North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS) hospital on September 13 died due to respiratory failure with septic shock and COVID-19. Of the fresh cases detected on Thursday, War said 100, including 92 civilians and 8 Armed Forces and Paramilitary Forces, were detected in East Khasi Hills, which includes Shillong, the most affected district in the State. Guwahati, Sep 24 (PTI): Veteran Congress leader and former Assam chief minister Tarun Gogoi was on Thursday admitted to the Intensive Care Unit (ICU) of a state-run hospital after his blood oxygen level drastically went down in post-COVID-19 complications, a senior doctor said. The 85-year-old leader tested positive for the virus on August 25 and was admitted to the Gauhati Medical College and Hospital (GMCH) the next day. He tested negative recently but remained in the hospital. GMCH Superintendent Abhijit Sarma said that Gogoi, who has “a lot of comorbid conditions”, was

Sources said the CM and his primary contacts had been undergoing COVID-19 tests at regular intervals. Dhubri, Sep 24 (PTI): Two police officers from the district were arrested on Wednesday night by Assam’s vigilance and anti-corruption cell for taking bribe, officials said. Officer-in-Charge of Gauripur Police Station Satyajit Borthakur and Assistant Sub Inspector Abu Kalam Azad were held for accepting money from a complainant, they said. The police officers were caught taking a bribe of Rs 1,00,000, the officials said, adding, further investigation is underway.

The police also batoncharged the teachers, who were marching in a procession towards the state secretariat demanding alternate government jobs, after a scuffle ensued when they were stopped near the Circuit House. Daliya Das, the convenor of the ‘Justice for 10323 teachers’, the organisation of the sacked teachers, alleged that at least 10 of them were seriously injured and 70 others suffered minor injuries in the police action. The police, however, denied the claim. “They broke road blockades set up by the police and tried to go ahead disregarding our warnings. We had to issue mild lathi charge and water cannon to disperse them. No one was injured,” Sub-Divisional Police Officer (SDPO) of New Capital Complex, Piya Madhuri Majumder said.

‘Rail roko agitation to severely affect Govt plans to withdraw border guarding forces movement of essential items, foodgrains’
NEW DELHI, SEP 24 (PTI): The government is working on an “ambitious” plan to gradually withdraw border guarding forces like the BSF, the ITBP and the SSB from internal security duties in order to strengthen protection at various frontiers of the country, official sources said on Thursday. They said the proposal was first discussed during a meeting of these forces chaired by Union Home Minister Amit Shah last year. According to the proposal, accessed by PTI, the Ministry of Home Affairs (MHA) is working on a new “model” where the burden of internal security duties, including conduct of elections, will be largely borne by the country’s largest paramilitary force, the Central Reserve Police Force (CRPF). The 3.25 lakh strong CRPF is already designated as the lead internal security force of the country. Officials in the security establishment, quoting the proposal, said that a new experiment will be put in place during the forthcoming elections in Bihar and bypolls in some states where the CRPF will be deployed in a 70:30 ratio along with state police forces. “The CRPF will be the overall security in-charge

NEW DELHI, SEP 24 (PTI): Delhi Chief Minister Arvind Kejriwal on Thursday said the second wave of the coronavirus pandemic has hit its peak in the national capital with experts hinting that the cases of infection will decline in the coming days. He said the government was “keeping its fingers crossed” and hoped that COVID-19 cases will “gradually” come down due to the steps taken by the AAP dispensation. Delhi has been witnessing a surge in the number of coronavirus cases in the last few days. “All the experts believe that the second wave (of coronavirus), which had come in Delhi, appears to have hit its peak. Now, the cases will come down in the coming days,” Kejriwal told reporters. COVID-19 cases in the city were by and large under control between July 1 and August 17 and on an average, 1,100-1,200 new cases were being reported everyday, he said. “From August 17, the cases rose slightly from

On Wednesday, Delhi recorded 3,714 fresh COVID-19 cases as the infection tally in the city mounted to over 2.56 lakh, while the death toll rose to 5,087. CHANDIGARH, SEP 24 (IANS): Four people were killed as a commercial building in a residential area collapsed in Punjab’s Dera Bassi town near here on Thursday, police said. The rescue operation was over but officials suspected that some more people might be trapped under the debris. A team of the National Disaster Response Force (NDRF) carried out the rescue operation. The building in Mira Malli Mohalla collapsed after the roof on the second floor caved in, NDRF Director General Satya Narayan Pradhan informed in a tweet. Local legislator N.K. Sharma said the building was constructed in violation of laws. “The Municipal Committee office is located just a stone’s throw away from the disaster spot. This indicates that the construction was undertaken in connivance of municipal officials,” he told the media at the spot. Nearby residents said the illegal construction of shops led to the collapse of the building.

The top court was hearing a plea alleging that the future of these students was in jeopardy because by the time the results are out, the college admissions would be over. A bench comprising Justices A M Khanwilkar and Sanjiv Khanna was also informed by the University Grants Commission (UGC) that it will commence the academic calender for undergraduate courses from October 31 and by that time the retest results will be out. The government, while announcing the cabinet decision on revoking the COVID19 cess also disclosed, that a total of Rs.143.64 crore was spent by the state for COVID-19. This amount included Rs.27.84 cr from the government of India as fund for COVID-19; Rs.115.80 cr from the state’s own resources and Rs.13.14 cr through COVID-19 cess. Along with the announcement, the state government also highlighted its financial statement which showed that it will end up with a deficit of Rs.2358.81cr at the close of the current financial year(2020-21). It may be recalled that while presenting his budget in February this year for 2019-20, the chief minister, who holds the finance portfolio disclosed that the deficit for the period was Rs.2234.85 cr. When the state government announced the COVID-19 cess it was at the rate of Rs.5 per litre of diesel and Rs.6 per litre of petrol. Following Nagaland, Assam also imposed a surcharge of Rs.5 on petroleum products while Meghalaya added an additional 2% on fuel (excluding motor spirit used as fuel for aircraft, diesel oil and other internal combustion oil). According to reports both Assam and Meghalaya did not mention these hikes for use in COVID-19 measures and therefore, leaving space for their continuation. The outcry against the COVID-19 cess in Nagaland was accentuated by the economic woes in general although the cess was seen as the villain of the piece. Probably, the mood of the public was also spurred by serious allegations of irregularities in the way the government had used huge amount of money for “emergency” purchases and in the process, throwing caution and norms to the wind. Two PILs are pending in the Gauhati High Court Kohima Bench against the department of health and welfare over purchases of various medical and non-medical items. In addition, the in initial inadequacies with regard to handling measures against COVID-19 such as returnees, quarantine facilities and lack of proper medical facilities had probably helped public made up their minds. It is also very likely that the negativity would have been much lessened, had the government been more transparent with regard to questions related with all these issues. To be fair to the government, leaving aside the allegations on purchases; it was not easy to handle COVID-19 since even the Centre or for that matter, developed countries were also severely tested for a pandemic that nobody had expected or were prepared to face. The revocation of the COVID-19 cess probably won’t make much impact on the already poor financial health of the state though it will certainly have a significant impact on transportation charges. At a time when people’s economy has been devastated by the lockdown, any further burden on the public cannot but only worsen the situation and the cess was like a treatment that was worse than the disease.

From a human standpoint, the one thing that attracts us to Jesus Christ is our sense of the heroic, and a close examination of us by our Lord’s words suddenly puts this tide of enthusiasm to the test. “…go your way. First be reconciled to your brother….” The “go” of preparation is to allow the Word of God to examine you closely. Your sense of heroic sacrifice is not good enough. The thing the Holy Spirit will detect in you is your nature that can never work in His service. And no one but God can detect that nature in you. Do you have anything to hide from God? If you do, then let God search you with His light. If there is sin in your life, don’t just admit it— confess it. Are you willing to obey your Lord and Master, whatever the humiliation to your right to yourself may be? Never disregard a conviction that the Holy Spirit brings to you. If it is important enough for the Spirit of God to bring it to your mind, it is the very thing He is detecting in you. You were looking for some big thing to give up, while God is telling you of some tiny thing that must go. But behind that tiny thing lies the stronghold of obstinacy, and you say, “I will not give up my right to myself”— the very thing that God intends you to give up if you are to be a disciple of Jesus Christ.

Farm Bills reveal an inexplicable insensitivity T he SAD has a history of making sacrifices in defence of the toiling and beleaguered farmers. It has a legacy to live up to. In the interest of our country, we still hope that the government would agree to withdraw these bills and reintroduce them in amended form. The country is going through an extremely sensitive and troubled period with 70 per cent of its population, the farmers, out on the streets, agitating against the Centre’s decision to amend the laws with regard to the marketing of farm produce. On the face of it, the issue relates to the continuance of the Minimum Support Price (MSP) regime for certain crops. But, in fact, the implications of the Centre’s new legislation go much deeper and wider. At stake is the entire system of “Assured Procurement” by government of India agencies such as the Food Corporation of India. On its part, the government has sought to address apprehensions of the farmers by declaring that it has no intention of discontinuing or diluting either the practice of the MSP or of the assured procurement of farmers’ key crops by government agen-

cies. So what then sets the government and the farmers on a collision course? What, after all, is so critically important because of which one of the longest-standing allies of the BJP and a key founding member of the NDA has first had to plead with the government to listen to the farmers and later to quit the government through the resignation of its sole representative in the Union Cabinet, Harsimrat Kaur Badal? All along, the SAD tried all it could as a responsible constituent of the NDA and as a representative predominantly of the farmers to act as a bridge between the two. I had a long exchange of views with organisations of the farmers in Punjab and offered to accompany them anywhere they wanted me to go to argue their cause. I pleaded with the government to insert constitutional and legislative guarantees in the bills as commitment to the farmers about the continuance of official procurement at the MSP. The government, first verbally and later in writing, gave assurances to this effect. But it refused to incorporate these guarantees into the Acts. The farmers were not willing to buy any assurances
of the government short of legislative clauses. As a party predominantly of farmers, the SAD resisted the temptation of playing to the gallery and worked quietly towards a solution acceptable to both sides. But finally, finding that there was no sympathetic ear in the government either to the millions of toiling farmers or to earnest and passionate pleas of one of its own key allies, the SAD, to save the farmers, our party decided to pull out of the government. The SAD could not be a party to anything which in its view had the potential of destroying the already beleaguered peasantry in the country, especially in Punjab. Punjab forms close to 2 per cent of the area and population of the country. And yet its farmers have always contributed the bulk of foodgrain, often exceeding 50 per cent of the national granary. There was a time when the country faced not just famines but also international ignominy as our prime ministers had to go around the world capitals with a begging bowl in hand. Late PM, Lal Bahadur Shastri ji then gave a clarion call to Punjab farmers to come to
the rescue of the country: Jai Jawan, Jai Kisan. The farmers of Punjab responded with the Green Revolution which transformed India from a nation of food shortages to a food surplus and food exporting country — all in a matter of just six to seven years. The farmers, especially from Punjab, came to the rescue of the nation when the nation’s survival was in danger. Now, the farmer’s own existence is in danger. Now, it is the nation’s turn to come to his rescue. Farmers’ incomes have shrunk dramatically even as there has been an exponential increase in the price of farm inputs and no comparable rise in the price of produce. All this has led to the shocking spectre of farmers’ suicides across the country. This should stir the conscience of the nation. But the three bills reveal an inexplicable insensitivity and ingratitude towards the farmers. This legislation throws the market for farmers’ crops open to the private sector and the big corporate sharks are eyeing with greed the fruit of farmers’ sweat and toil. The bills create two sets of laws — one for the state procurement agencies where taxes like the Rural Development Fund,
market fees etc cut into the actual price which the farmer gets. But the reward for that is that the farmer does not have to worry about the sale of his crops at the Minimum Support Price. Punjab has created one of the best networks of agricultural marketing infrastructure in the world. This ensures that the farmer does not have to go far to sell his crop, protecting him against uncertainties of the market as well as reducing his expenses. But under the present laws, the private buyer will not have to pay any taxes to the government. Consequently, he can afford to lure the farmer with offers of a higher per quintal price. And as a part of their marketing strategy, big corporate sharks will initially offer prices considerably higher than the official MSP. The simple hearted farmer will fall for the bait and this would look good for the first few years. But the net result would be that this would decimate the existing marketing regime and the farmer would be finally thrown entirely at the mercy of the private sharks. There will be no one then to save the farmers from these sharks. We saw this strategy
employed by Jio mobile phones. It was virtually free at the start. But once corporates kill competition and monopolise the market, then they have the consumer eating out of their hand. Then, the prices are hiked at corporates’ own sweet will. This is called the tyranny of private monopoly. This is what the farmer, especially in Punjab, is up against. But he won’t be alone in this fight. The SAD has a history of making sacrifices in defence of the toiling and beleaguered farmers. It has a legacy to live up to. We have approached the honourable President of India, requesting him to return these bills to Parliament for reconsideration. We still hope that the government will not stand on prestige and will refer the bills to a Select Committee which would then take the stake-holders — the farmers — on board. If that doesn’t happen, the SAD will uphold its legacy of standing shoulder to shoulder with farmers. Covid-19 positive and my personal experience
imapur weather becomes terrible hot in the first week of August 2020, due to very hot humidity most of the Dimapurian couldn’t sleep even with high speed fan. Since from my childhood I have chest problem (inner cough sensation or predisposition to cough) but one whole night forgetting my problem, I just lay down with high speed fan, in the morning I got up with high fever and little cough sensation. For few days I was not so well at home, so I have decided to go to hospital with the help of my wife and her nephew. On 12 August we went to Eden Medical Centre, we all (three of us) asked to go for Anti-body test (Antibody testing determines whether you had Covid-19 in the past and now against the Virus, it cannot be used to diagnose Covid-19, but can reveal or detect whether a person has antibodies to the virus.), then only I can admit and console the Doctor, I was tested positive (3.75) in antibody test, so I was asked to go for TrueNat test. In layman terms, RT-PCR Test is done in TrueNat Machine, Covid19 Real Time/Reverse Transcription Polymerase Chain Reaction RT-PCR test is prescribed to detect SARSCoV-2 or Corona Virus in respiratory tract through a nasopharyngeal (nasal) swab from the patient, it detect the virus even if the Viral load is less, also RT-PCR test is a laboratory technique combining reverse transcription RNA (ribonuclive acid) into DNA (Theose nuelic acid) that detects the virus. In RT-PCR test I was tested Negative, on that evening I was so happily consulted with Doctor. Along, actually he don’t suggest me to admit in hospital due to this pandemic, he prescribes some medicine and some of the blood test, but I requested him to admit in hospital and take some multi-vitamins and injection. Next morning Doctor visited me and all my the blood test was negative, no symptoms was detected, so I have requested the Doctor to go for CT-SCAN, and CECT Chest, the finding was Pneumonia, suspicious for Covid-19 Pneumonia score 12/25. That was at around 2:00 PM Doctor, Moatoshi Aier came to my room and took the nasal swab for the second day, second RTPCR test, and I was detected Covid-19 Pneumonia.
I acknowledge Dr. Lima Imchen Director Eden Medical Centre, for writing a letter for me to the Medical Superintendent Dimapur District Hospital, Dimapur. Dr. Along and Dr. Moatoshi Aier for taking care of me, around the noon time once they have given me nebulizer, and I was very much comforted till today. I feel so sorry for two of my nephews and one of their friend fourth grade staff in Eden Medical Centre, went for quarantine centre for ten days, (no work no pay), since I took rest in their quarter on 12th August while waiting for Anti-body test result. But I thank God that three of them have tested negative in anti-body test, even my wife and her nephew, the one who drive and assisted with us, both of them got negative in BSL-2. I don’t remember any personal contact with Covid-19 positive patient as well as any travel history. On 13 August 2020, around 5:30 to 6:00 P.M, I have reached the Dimapur Civil Hospital, Dr. Banuo and Dr. Temsu Lemtur, were very kind and helpful to me. I have given the swab for the BSL-2 test and admitted in isolation ward till 17 August, the BSL-2 result was positive. So I was shifted to Covid-19 Ward, till the completion of 14 days. The doctors were very good they monitor often even though, they don’t visit us always, Nurses and all the workers are in time, though the sweeper are not available, the dustbin cleaner hard work was much appreciated. Three to four days I was having chest discomfort and fever with cough. But my health was improved and in one week my health became quite normal. I was tested negative in TrueNat and discharged on 26 August 2020 from the Covid-19 hospital, and I have completed 14 days home Quarantine on 10 September 2020. Many might not know and even ask to me about the expenses, but in Covid-19 hospital, the TrueNat Test, BSL Test, medicine and everything are free of cost. Dr. Saku was on duty, one who takes care of me through phone and visitation. Dr. Rongsenla from the CMO Office, who visited my house and give medicine to my wife and her nephew, while they were in home quarantined. Many times Dr. Banuo contacted me over phone; she has a compassionate spirit to touch of
healing towards the patient both physically and mentally. Dr. Temsu Lemtur, who has compassionate, patient oriented, and God’s fearing Doctor, he is closet with my heart and my family too. I really appreciate and thank to Sister, Loreni Yanthan, the one who help me a lot by supplying all my needs, she is a kind hearted always available whenever I need her help. Sister Asangla, who has a kind hearted nurse, at first, I was not known to her, one Sister call me, saying “is it Shilu Jamir”? So I just save her phone no. and call her whenever I need help, I call her and she meets all my needs even on her off duty. Even though I don’t mention all the names I thank and acknowledge each and every one of the nurses, staffs and all the frontline workers. It’s my sincere prayers for all the Doctors, Nurses, staffs and all the frontline workers to have God’s blessings upon their lives and family too. In a very brief note, here I am sharing some my opinions and experiences, though I don’t have any medical knowledge, but let me try to bring some medical words in our laymen terms for better understanding. Whenever we got sick, there may be some causes of illness, like Bacteria, Viruses, Fungus or Parasites etc. Most of the time we are getting fever called Viral Fever, is referred to as acute viral infections that occur due to the seasonal changes and infection in the environment. They are generally characterized by the rise in normal body temperature; viral is common almost in all age group during monsoon. At Present prevailing scenario it is difficult to go to hospital for treatment, without Covid-19 negative proof. As I cited above, in RT-PCR (TrueNat) test, “detect the viruses even if the viral load is less”. Those who are having chest problems, chronic, asthma, Pneumonia, any cough and breathing related or bedridden and elderly people with multiple health problems may detect the virus in the machine. Therefore, I wanted to give some awareness to our friends that many people misunderstand and suspicious about the result of TrueNat, but I should say that this machine is very good for detecting the Virus. The machine was mainly use for detecting the Tuberculo-
sis (TB), on 10 April 2020 ICMR (Indian Council of Medical Research) validated the usage of TrueNat a diagnostic machine for conducting the Corona virus test. So let’s not afraid to face the test, if we have any symptoms, I urge every one of you to test instead of suffering at your home and getting worse. Even if you are positive in TrueNat test, you can be in isolation ward for three to four days, till your BSL-2 or 3 results is out. If your result is positive in new Standard Operating Procedure (SOP) you can be in Home Isolation too. One very important thing I have learned from one of the senior Doctor that; “the Corona Virus has a very Big Family” so, as far as my concern all the Corona Virus Positive is not only the China Corona Virus. Let’s be very careful in our living, be courage enough to fight against the Corona Virus, be a warrior, let’s not

discriminate the Covid-19 Patient and frontline workers rather than show our love and concern towards their families, and together We can Achieve this Pandemic. Every weakness you have is an opportunity for God to show His Strength in your life. My grace is sufficient for you, for my power is made perfect in weakness. (11 Cor.12:9). When we are weak, hopeless and helpless we surrender to God, then only He begins to work in us, we need total surrender to God. I was totally lost my confidence by hearing about the facts, fakes and remorse about the Covid-19 hospital. In everything and everywhere we need some adjustment, the food habits or our home atmosphere. As I stayed in Covid-19 hospital for 14 days I had a good time with God in prayers, and taking care for my health and the cleanliness of common toilet and our rooms
is our own responsibility. There is no chance to complaint about the hospital; all the Doctors and Nurses are very kind and caring. Looking at the frontline workers I feel pity of their hard work, wearing the PPE in this hot Dimapur weather, serving the food and medicine in time, collecting the garbage, etc. I spent my time more on prayers, praying for the Doctors Nurses and all the frontline workers. I thank God that, I’m also one of the early recovered among Covid-19 patient. Even though I couldn’t mention personally, I thank all the Pastors, Churches, the Villagers and all my wellwishers etc, whose prayers and moral support stood by my side. “I have heard your prayer and seen your tears I will heal you” (2 kings 20:5). ery frequently, we come across news reports in the various Nagaland dailies as well as on social media about extortion and multiple taxations. As it is, they’re already bad enough and detrimental to our economy’s progress, what is even worse is that non-Nagas are involved in these activities. There could be no worst insult than this to the people of Nagaland. More often than not, it is found out that these non-Nagas are under the patronage of Nagas belonging to the different NPGs. I mean, how low can we get? I don’t have to explain how the ordinary Naga feels when he/she comes across such reports. Disgusted is an understatement. These anti-social elements will be arrested and then, out comes the ‘clarification’ from the NPGs saying that the particular person(s) is an impostor and is not in any way associated with them. The
vicious cycle continues. Sometimes, I don’t know. I think we are headed to our own destruction and downfall as a society. The only independence we truly need is independence from laziness, greed, lust, jealousy etc. Only when that happens will we be truly independent and be able to move forward with the rest of the world.We need to rise up and straighten ourselves out. History won’t be kind to us for our ‘let it be, it happens’ attitude. Every time we stay silent, we are only providing more space and opportunities for evil to conquer us. Let us not be the conspirators of tomorrow’s misfortunes. (These are my honest observations and I speak for myself, but I believe there are many out there who would concur with me.) There are many of us who still do not know how to utilise the basic technological advantages such as cashless payments via mobile phones. The recent total lockdown has shown the immense significance of cashless payments and why every cardholder should learn the procedure required. Youngsters who are well versed with the modern technology should teach the elders in the family who have little to no knowledge about the useful facilities the mobile phone offers and about cashless payments that can be done with just a click via mobile phones. It is very necessary that every eligible cardholder who owns a mobile should educate themselves and learn about cashless payments methods. It is easier than it sounds and much more convenient as it saves time and energy. As a responsible citizen, one should know that cashless payments not only ease daily transactions/payments but also help to curb corruption and the flow of cash black money which could ultimately result in an increase of economic growth. Most importantly, it is rather the need of the hour than an option at this point in time. SAARC must deal with cross-border terrorism: EAM After farmers, govt targeting NEW DELHI, SEP 24 (PTI): The SAARC must overcome three key challenges of cross-border terrorism, blocking of connectivity and obstruction in trade, External Affairs Minister S Jaishankar said on Thursday in a clear criticism of Pakistan at a virtual meeting of the regional grouping. In his address at the SAARC foreign ministers informal meeting, Jaishankar also called for a collectively resolve to defeat the scourge of terrorism, including the forces that nurture, support and encourage it. Jaishankar reaffirmed India’s commitment to its ‘Neighbourhood First’ policy and towards building a connected, integrated and prosperous South Asia. But after the terrorist attack on an Indian Army camp in Uri in Jammu and Kashmir on September 18 that year, India expressed its inability to participate in the summit due to “prevailing circumstances”.
The summit was called off after Bangladesh, Bhutan and Afghanistan also declined to participate in the Islamabad meet. The external affairs minister also participated in the ‘special ministerial meeting’ of foreign ministers of the Conference on Interaction and Confidence Building Measures in Asia (CICA). The CICA is an inter-governmental forum to boost cooperation towards promoting peace, security and stability in Asia. It has 27 countries as its members. “Underlined India’s commitment to a pluralistic cooperative security order in Asia through CICA. This is needed more than ever before,” Jaishankar tweeted. In the virtual meeting, Jaishankar also called for greater collective efforts to counter terrorism and its sponsors. “Reaffirmed India’s support for Afghan peace process that respects its national sovereignty & territorial integrity and preserves its democratic progress,” he added.

Parliament on Wednesday approved three key labour reform bills that will remove impediments in winding up companies and allow firms with up to 300 workers to fire staff without government permission. The earlier limit was 100 workers. Rahul Gandhi and party general secretary Priyanka Gandhi Vadra took to Twitter to criticise the government on the bills. “After farmers, workers have been targeted, Exploitation of the poor, nurturing of ‘friends’, This is Modi ji’s rule,” Rahul Gandhi said in a three-line verse in Hindi. SRINAGAR, SEP 24 (PTI): A CRPF officer was killed in an attack by militants in Budgam district of Jammu and Kashmir on Thursday, police said. Militants shot at and injured the Assistant Sub Inspector of the CRPF of 117 battalion at Kaisermulla in Budgam district, a police official said. He said the militants also decamped with the service weapon, an AK assault rifle, of ASI N C Badoley. Badoley succumbed to injuries at the Army’s 92 base hospital at Badami Bagh here, the official said. He said the area has been cordoned off and a manhunt launched for the militants.
KOCHI, SEP 24 (PTI): The National Investigation Agency probing the gold smuggling case in Kerala on Thursday questioned suspended senior IAS officer M Sivasankar for nine hours, two months after he was quizzed by the agency twice in connection with the sensational case, sources said. Sivasankar, who appeared before the NIA team here at 11 am, was reportedly quizzed in the presence of Swapna Suresh, a key accused arrested by the NIA in the case. He was let off at around 8.15 pm,sources said. The former principal secretary to Chief Minister Pinarayi Vijayan was questioned a day ahead of the
four-day NIA custody period of Suresh ending. This is the third time the officer appeared before the agency after allegations of his link with Suresh in the case surfaced. Sivasankar was questioned twice earlier in July --at Thiruvananthapuram and at the NIA Kochi office. He was again summoned for questioning as the NIA intensified its investigation on the basis of digital evidence it obtained from the arrested accused including Suresh. The NIA, which earlier once interrogated Suresh, had informed the court that further custodial interrogation of the accused would

NEW DELHI, SEP 24 (PTI): The Centre has allowed states to spend up to 50 per cent money from the State Disaster Response Fund (SDRF) to boost infrastructure such as quarantine facilities, testing laboratories, oxygen generation plants and purchase of ventilators and PPE kits to tackle the COVID-19 pandemic. The move came after Prime Minister Narendra Modi told chief ministers of the seven worst affected states on Wednesday that his government has increased the states’ limit to spend the SDRF to boost infrastructure to fight the pandemic. In a communication to chief secretaries of all states and Union Territories, the Union Home Ministry said that it has partially modified list of items and norms of assistance for containment measures of COVID-19, eligible from SDRF by way of special one-time dispensation with the overall capping of 50 per cent for the financial year 2020-21. The areas where the states can spend up to 50 per cent of the SDRF include quarantine, sample collection and screening facilities. Provision for temporary accommodation, food, clothing, medical care, etc., for people affected and sheltered in quarantine camps (other than home quarantine) or for cluster containment operations will be covered under the modified norms. NEW DELHI, SEP 24 (PTI): American cult bike manufacturer Harley Davidson on Thursday said it is discontinuing sales and manufacturing operations in India, a decade after it started selling its premium bikes in the country. Industry sources said the company is looking to tie up with a partner to run its business in the country. The India action will include an associated workforce reduction of approximately 70 employees, Harley-Davidson Inc said in an SEC filing. The development is part of the company’s global “2020 Restructuring Activities”. In the second quarter of 2020, Harley-Davidson had initiated restructuring activities like workforce reduction and the termination of certain contracts that would result in the elimination of approximately 700 positions globally, including the termination of approximately 500 employees. The Milwaukee-based company refers to restructuring actions related to employees and other services as ‘The Rewire’ . In a separate statement, Harley-Davidson said it
plans to close its manufacturing facility in Bawal (Haryana) and significantly reduce the size of its sales office in Gurgaon. The company’s dealer network will continue to serve customers through the contract term, Harley Davidson said, adding it is communicating with its customers in India and will keep them updated on future support. “As part of The Rewire, an overhaul of its operating model and market structure, the company is changing its business model in India and evaluating options to continue to serve its customers. “These actions are aligned with The Rewire

From its entry to exit, Harley-Davidson’s journey in the country witnessed governments of India and the US using it as a bargaining chip. In April 2007, the then Indian government had relaxed emission and testing norms, paving the way for import of Harley Davidson bikes to India, in return for allowing mango exports from the country to the US. The import relaxation was restricted to the shipments
of motorcycles up to 800 cc engine capacity or above subject to compliance to Euro III emission norms. Later in 2009, the company announced the establishment of its operations in India, followed by starting of sales of its bikes a year later. Then the company set up its completely knocked down assembly plant in Haryana and started rolling out assembled bikes from the unit in the early part of 2011. The company’s assembly plant at Bawal in Haryana was its second facility outside of the US after Brazil, and it had planned to use the unit to export to Europe and South-East Asian markets. In the recent past, US President Donald Trump criticised India’s high import tariff on the iconic Harley Davidson motorcycles as “unacceptable” as the two countries negotiated for an elusive trade deal. In the SEC filing, the company said as a result of the actions approved from August 6, 2020, through September 23, 2020, it expects to incur restructuring expenses of around USD 75 million in 2020,

Market mayhem: Investors lose Rs 11.31 lakh crore in 6 days NEW DELHI: Investors have lost a whopping Rs 11,31,815.5 crore in six days of market declines, with concerns over economic recovery sapping risk appetite. Falling for the sixth straight session, the BSE Sensex plunged 1,114.82 points or 2.96 per cent to close at 36,553.60 on Thursday, tracking a heavy selloff in global markets. The market capitalisation of BSE-listed companies stood at Rs 1,48,76,217.22 crore, down by Rs 11,31,815.5 crore in six sessions. Since September 16, the 30-share BSE benchmark index has fallen by 2,749.25 points. In Thursday’s trade, barring Hindustan Unilever, all Sensex constituents ended in the red. IndusInd Bank emerged as the biggest laggard, falling 7.10 per cent, followed by Bajaj Finance, M&M, Tech Mahindra, TCS and Tata Steel. “The looming uncertainty over stimulus package in the US combined with issue of rising COVID cases worldwide have raised concerns over
economic recovery,” said Ajit Mishra, VP - Research, Religare Broking Ltd. In the broader market, the BSE smallcap and midcap indices skidded up to 2.28 per cent. At the BSE, a total of 2,025 companies declined, while 625 advanced and 162 remained unchanged. Under the Industrial Relations Code, one of the three new laws, companies employing up to 300 workers will not require government permission to lay off workers or close plants - an increase from the previous cap of 100 and a major demand from industry over the years. The code also puts restrictions on the recognition of trade unions - making it mandatory for them to represent at least 10% of workers in a given sector - and prohibit them from striking without prior notice and during conciliation proceedings. Hong Kong activist Wong arrested Hong Kong, Sep 24 (AP): Hong Kong pro-democracy activist Joshua Wong said he was arrested again Thursday for allegedly participating in an unauthorised assembly last October. Wong tweeted that he was arrested when he reported to the semi-autonomous Chinese territory’s Central Police Station as part of a bail requirement. He said he was also accused of violating a precoronavirus law banning the wearing of masks in public places on the pretext they obscure identity. Wong told reporters after leaving the police station that it is the third case against him. He vowed to continue to resist. Lebanon asks world’s help ‘trying to rise from its rubble’
Beirut, Sep 24 (AP): Facing an economic meltdown and other crises, Lebanon’s president on Wednesday asked for the world’s help to rebuild the capital’s main port and neighbourhoods that were blown away in last month’s catastrophic explosion. President Michel Aoun made the plea in a prerecorded speech to the UN General Assembly’s virtual summit, telling world leaders that Lebanon’s many challenges are posing an unprecedented threat to its very existence. Most urgently, the country needs the international community’s support to rebuild its economy and its destroyed port. Aoun suggested breaking up the damaged parts of the city into separate areas and so that countries that wish to help can each commit to rebuilding one. “Beirut today is trying to rise from its rubble, and it is with the solidarity of all the Lebanese and your support that it will heal its wounds and rise as it has previously risen repeatedly throughout history,” Aoun said. “There is a great need for the international community to support the

Google Maps now shows Covid outbreaks in your region

oogle Maps is adding a new layer that gives users update information on coronavirus outbreaks in a selected region. The new feature comes on the heels of other coronavirus-related updates to Maps, including info on crowdedness, COVID-19 transit alerts and travel restrictions. Users tap the ‘layers’ button on the right hand corner of the map and click on ‘COVID-19 info’. A seven-day average of new infections per 100,000 people will appear, as will a label indicating whether the cases are trending up or down. Color coding on maps indicates the density of new cases: Gray indicates no cases in a given region, with yellow representing 1-10 cases, orange 10-20, dark orange 20-30 cases, red 30-40 cases, and dark red indicating more than 40 cases per 100,000 residents. WhatsApp testing ‘Expiring Media’ feature in Beta app

hatsApp is reportedly working on a new ‘Expiring Media’ feature that will let users send selfdestructing media on the popular messaging app. The upcoming ‘Expiring Media’ feature is an extension to another underdevelopment feature called ‘Expiring Messages’. WABetainfo, a website that tracks WhatsApp in Beta, has spotted Expiring Media as part of WhatsApp for Android’s new beta version 2.20.201.1. This upcoming WhatsApp feature is similar to that found in Snapchat, which was later copied by Instagram. When this feature will be enabled, users will have an option to set expiration when they share media files, the report said. Those who will receive any “Expiring Media” can only view them for a single time and once they exit the chat, they will disappear without any trace unlike “This message was deleted” message when the sender deletes messages. he 51st edition of the Inter national Film Festival of India (IFFI), scheduled to be held in Goa from November 20-28, has been postponed to January 16-24 next year and will be held in a hybrid format that will be both virtual and physical. Information and Broadcasting Minister Prakash Javadekar said in a statement on Thursday that the decision to postpone IFFI was arrived at after he discussed the matter with Goa Chief Minister Pramod Sawant. I&B Ministry officials said the decision was taken keeping in mind the COVID-19 situation. “It has also been jointly decided to hold the festival from 16th to 24th January, 2021 at Goa as per the International Film Festival guidelines and protocols,” Javadekar said. “The festival will be conducted in a Hybrid format i.e. Virtual & Physical format,” he added in the statement. Her brother Showik Chakraborty and two employees of Sushant Singh Rajput are also among 15 arrested on the basis of 59 grams of drugs found during raids in Mumbai. Merasen-na Jamir, who hails from Mopongchuket village under Mokokchung district, wrote the book when she was 19. “Into My Abyss” talks about ‘the issues prevailing in the Naga society and especially explores the dilemma of a teenager in a society where they are expected to get good grades and also have to deal with peer pressure. The book was launched at a gathering of few close friends and family where a prayer was offered by the author’s mother. During the launching programme, the author also read some passages from the book. Merasen-na Jamir has been writing since she was 11. While interacting with Prime Minister Narendra Modi during the Fit India Dialogue, Kohli spoke about the importance of fitness and proper diet to deal with the fast-paced nature of the world. During the online session, PM Modi, among other things, inquired Kohli about the Yo-Yo test and whether the Indian skipper is also required to be part of the exercise. “Sir, the test (Yo-yo) is very important considering the fitness point of
view. When you’re looking at the global fitness levels and standards, our team’s level is still below that of the other teams. However, we are looking to take that higher, it’s a basic requirement,” Kohli said. “T20Is and ODIs get over in a day. However, when you’re talking about a Test match, we have to play five days, play one full day, get back and return refreshed for the next day’s play. Considering this, the fitness benchmark is very important,” he added. The Indian skipper further said he always takes the initiative and runs first for the test. “There is a condition, if I fail the test, I will also not be available for selection. I think this system and culture need to be set.

Rahul leads KXIP to 97-run win over RCB
Dubai, Sep 24 (PTI): Skipper K L Rahul’s sublime hundred was the highlight of an all-round performance as Kings XI Punjab defeated Royal Challengers Bangalore by a whopping 97-run margin here on Thursday. Opening the innings, Rahul punished the RCB bowlers into submission to help KXIP to a daunting 206 for three before the bowling attack put up a disciplined effort to bundle Virat Kohli’s side for 109 with three overs to spare. The KXIP skipper, who was dropped by Kohli late in the innings, scored an unbeaten 132 off 69 balls that was laced with 14 boundaries and seven sixes. With his spectacular knock, Rahul surpassed Rishabh Pant (128 in 2018) to post the highest individual score by an Indian and a captain in IPL history. It was a rather ordinary performance from RCB after the win against Sunrisers Hyderabad in their tournament opener. For KXIP, the win came after a super over loss against Delhi Capitals. The announcement comes just hours before Milan are due to take on Norwegian side FK Bodo/ Glimt in the Europa League third qualifying round on Thursday. The club say that they have informed the “relevant authorities” and that Ibrahimovic will now enter a period of quarantine at home. Milan added that no other members of the squad have tested positive in the latest round of testing, although defender Leo Duarte did return a positive result on Wednesday and has already begun isolating. The FFT (French Tennis Federation) is planning to allow 5,000 spectators per day after previously stating the claycourt event would permit a maximum of 11,500 fans per day. The 28-year-old becomes Chelsea’s seventh first-team signing of the summer following the arrivals of Hakim Ziyech, Timo Werner, Ben Chilwell, Thiago Silva, Malang Sarr and Kai Havertz. Uefa to keep 5 substitutions rule until end of season NYON, SEP 24 (AGENCIES): Teams will be allowed to make up to five substitutions in Uefa competitions until the end of the 2020-21 season, reports BBC Sports. The rule change was proposed by Fifa because of congested fixture schedules caused by the coronavirus pandemic. In August, the Premier League said it would not adopt the rule change after clubs voted against it. But Uefa president Aleksander Ceferin said it would be used in European competitions such as the Champions League and Europa League. It will also be adopted in European national team matches, including the Nations League. However, a decision has yet to be made on whether the rule will be adopted for next year’s rearranged European Championships. “After representations from clubs and national associations the executive committee approved the use

The two years outside there were things I wanted to do more than driving an F1 car. “I did them and now it’s time to return. Alonso has signed to race for at least the next two years for Renault, which will be renamed Alpine from 2021 after the French manufacturer’s sporting brand.
