NPF challenges Fin deptt, Rio on deficit
DIMAPUR, SEP 25 (NPN): In view of the alleged “fictitious claims of the state finance department” in portraying the previous NPFled DAN-III government “in bad light”, NPF legislature party has thrown a challenge on the Finance department and the minister-in-charge, chief minister Neiphiu Rio, “to bring out the accurate confirmed Deficit figures of the last 20 years, if at all the government desires to educate the general public on the matter’. NPF legislature party in a communiqué, has termed the state government’s explanation of its financial status as widely published in local dailies by terming it as “atrocious” containing “deceptive facts and figures” put up by “spin doctors, running the state finance department”. The opposition said the department sought to portray the “well defined objective of chief minister Neiphiu Rio” who continues to embezzle funds while giving the impression that the deficit was largely the creation of the previous DAN government under T.R. Zeliang. NPF said it was disturbing to note that the finance department
has claimed that when Rio left for Lok Sabha in 2014, the state deficit stood at Rs.950.09 cr and that when he returned back as chief minister in 2018, the deficit had grown to Rs.1607.73 cr. NPF reminded that when T.R.Zeliang took over as chief minister, the DANIII government inherited a deficit of Rs. 1234 cr left behind by DAN-I and DANII governments. NPF also said Revision of Pay (RoP) 2017 was implemented with an additional amount of Rs 178.24 cr. NPF said that prior to demitting office , chief minister Rio, during the Vote on Account on March 21,2014 for withdrawal of Rs.3523.58 crore from the Consolidated Fund of Nagaland (4th session of 12th NLA) estimated the closing deficit at Rs.1234 cr. It said later, when the full budget amounting to Rs.12,127.59 cr was presented at the 5th Session of the 12th NLA on July 22,2014 the deficit was estimated at Rs.1252.45 cr. Further NPF maintained that when Neiphiu Rio took over as PDA chief minister in 2018, the negative opening balance stood at Rs. 1600.72 cr for the year 2018-
2019. According to NPF using simple arithmetic, if the inherited deficit was Rs. 1234 cr left behind by Neiphiu Rio’s Government as on March 31, 2014 along with the implementation of RoP-2017 of Rs 178.24 cr and subtracted from the negative opening balance of Rs. 1600.72 cr for the year 2018-2019; the actual deficit during 2014-2018 under Chief Minister, TR Zeliang was Rs. 195.49 crores and showing an annual average deficit of Rs. 48.97 crores. NPF said when the finance department projected that the current year 2020-21 was expected to close with a deficit of Rs. 2358.81 cr as per budget estimates and with an increase of Rs. 939 cr since 2014-15, this should be construed and understood that the amount of Rs. 2358.81 cr was the sum total inclusive of Rs. 1234 cr deficit inherited from DAN-I and DAN-II under Chief Minister, Neiphiu Rio. NPF said even after close of financial year 201819, the fiancé department has yet to provide the “exact confirmed figure” of the fiscal deficit in the subsequent Budget Document of 2019(Full text on p-4) 20.

Nagaland Pradesh Congress Committee (NPCC) has accused the State government of lacking any policy to help build the economy. Charging the government of having closed avenues for banks and other financial institutions to give loans to the public, NPCC president K Therie said there was no effective organised agriculture market to help farmers and no minimum support price either, which is otherwise applied across the nation.. He alleged that the government’s plan was to loot development funds and buy lands, properties and votes in the next election. “This is the politics of the ruling party and the government,” he added. Asserting that the State’s deficit would continue to grow, Therie said it was estimated that the deficit by the end of current financial year would be Rs 2,358.81 crore and alleged that the State government had done nothing to improve its own revenue. Meanwhile, stating that COVID-19 pandemic was one good excuse for the BJP government at the Centre, the State Congress chief declared that removal of Narendra Modi as Prime Minister was the only answer to revive the country’s economy. Therie said the BJP government did not have economic experts and was guided by corporates and contractors, even as the nation’s assets were now on sale. He regretted that the vibrant economy under the erstwhile UPA had been destroyed completely by the current BJP-led NDA government. He observed that it was time for intellectuals to understand the need of reviewing economic policies and programmes more than any other subject.
KOHIMA, SEP 25 (NPN): The long awaited Nagaland High Court complex construction at Meriema, Kohima is expected to be completed by June 2022. Sources informed Nagaland Post that the contractor had appraised the state government on the time frame for the completion of the court complex. The contractor had cited that the delay was due to cost escalation and other impediments such as lack of labourers and unavailability of construction materials due to the lockdown. It may be noted that the foundation stone for the High Court complex was laid in 2007 by then Chief Justice of India KG Balakrishnan in the presence of current chief minister, Neiphiu Rio. Taking up the issue of the inordinate delay in completing the project and allegations of corruption and misappropriation, organizations like the Nagaland Tribes Council and some social/ RTI activists had filed a petition in the High Court. After hearing the petition, the Gauhati HC in 2018 directed the CBI to conduct a preliminary investigation into charges of misappropriation of public money in the construction of
the Nagaland HC complex. It was earlier reported that despite completion of the basic structure of the site, the Nagaland government allegedly withdrew Rs. 44.24 crore against electrification and water supply for the project site besides another Rs. 22.42 crore for construction of bungalows for the judges, area for which was earmarked. It was alleged that the state government had also paid Rs. 1.3 crore as consultancy fee, to which the court termed as “beyond belief ” while hearing a set of petitions. The court in its observation had expressed surprise that despite the foundation stone being laid long back in 2007, the work progress was pitiable. HC also pointed that the construction works of all the other high courts of Meghalaya, Tripura and Manipur, which were simultaneously started with Nagaland, had long been completed and were fully functioning since 2013. In its affidavit-in-opposition, secretary department of Justice and Law, had stated that as per the DPR, the total project cost was Rs.161.10 crore based on NPWD SoR 2010 and due to price escalation, if the DPR was revised as per SoR 2016, the cost was to be over Rs.200 crore.
Power shutdown in parts of Dmu DIMAPUR, SEP 25 (NPN): Power department has informed power supply from Metha sub-station would be shut down on September 26 from 6-10 a.m. in view of jungle clearing/cutting. All consumers in the affected areas have been requested to cooperate and bear the inconvenience. Further, the department also informed that there would be power shut down in Niuland area from 6-9 a.m. from September 28 to October 3. The shutdown was being necessitated for construction of New 33kV line linking between 66/33/11kV Nito farm Sub-station to ongoing construction work at 33/11kV, 2.5MVA Substation, Niuland.

Speaking on the occasion, Zhaleo called upon CSOs, NGOs and church to reaffirm themselves in helping the Excise department implement Nagaland Liquor Total Prohibition Act, 1989 (NLTP) in the State. He appealed for active support to the department, instead of indulging in blame game.
Admitting that the excise department was not doing its job satisfactorily and hence was at the receiving end of public criticism, the adviser however stressed that the department alone would not be able to implement the Act and required active support and cooperation from all quarters. Mentioning that illegal goods were primarily smuggled in through national highway to Kohima and Dimapur, he pointed out that Nagaland was sandwiched between two neighbouring States that were not dry, and so there were chances of illegal import of IMFL into Nagaland. Though bootleggers were indulging in illegal trade of liquor for money, he said stressed “We, as a responsible society, cannot allow these people to destroy our youth” and called for “re-dedicating ourselves and continue to strive what is good for our people.”

Longkumer highlighted the constraints in special operating procedure (SOP) for deployment of Central armed police forces (CAPFs) in DAB from Nagaland’s perspective and called for taking suitable corrective measures in this regard. Besides deliberating on issues like DAB and provisions of SOP for deployment of CAPFs in DAB, the members agreed that there should be regular communication among senior officials of both the
States looking after border matters. The meeting also felt that SPs of bordering districts of the two States should further strengthen the system of coordination and cooperation among themselves so that prompt action could be taken against criminals and anti social activities in the borders. Public Action Committee and Naga Council at loggerheads Sumi bodies urge GoI to resolve Naga issue early Says PAC now under tribal & frontal bodies, not NCD PAC already dissolved: NCD DIMAPUR, SEP 25 (NPN): Public Action Committee (PAC) expressed pain on the circulation of a message by Naga Council Dimapur (NCD) asking PAC members to desist from attending the September 26 meeting. PAC through its media cell, clarified that the earlier PAC was dissolved by the NCD on March 3, 2020 (citing completion of tenure as the reason). However, it said, the public of Dimapur representing all tribal hohos and frontal organisations held a meeting on March 5 and reconstituted the PAC. Therefore, in view of the above, PAC said it was no longer under NCD but a committee set up by tribal hohos and frontal organizations of Dimapur. PAC further clarified that it did not intend to interfere in NCD but to function independently for the public of the town, as its activities, since inception were meant to fight for both Nagas and non Nagas. “There is no hidden agenda, as was visible from day one, and PAC has not deviated from its stand,” the
statement added. The PAC said it failed to understand why NCD was restraining the hohos and frontal organisations from attending the meeting meant to be against illegal taxation, threat, syndication, killing, etc, which were affecting the public life directly and indirectly. PAC, has therefore, appealed to all peace loving citizens and organisations to attend the meeting scheduled on Saturday since it was not directed against any organisation, group or individual, but for the welfare of the public of Dimapur. PAC has called for a meeting with all civil society organizations of Dimapur on September 26 at 11 a.m. in the conference hall of Western Chakhesang Hoho to discuss rise in rampant illegal taxation in Dimapur. PAC has requested all members, presidents and secretaries of all tribal hohos, NWHD, DUCCF, DCCI, DNSU, BAN, ACAUT, Dimapur Sadar GB Association, non Naga communities and transporters to attend the meeting on priority.
Reacting to Public Action Committee (PAC) Dimapur convening a meeting of all tribal presidents and Dimapur-based civil society organizations on September 26, at Western Chakhesang Hoho conference hall, Naga Council Dimapur (NCD) has stated that it had “no knowledge” and did not convene any such meeting “especially at this juncture of COVID-19 pandemic.” NCD general secretary Thsapongkyu Sangtam said that the Naga Council has already dissolved all the sub-committee including PAC on March 10, 2020 prior to the installation of the new office bearers. Sangtam stated that NCD was now actively functioning under the leadership of K. Ghokheto Chophy, president of NCD, adding that all sub-committee under the aegis of NCD was yet to be constituted. Therefore, NCD stated that “this supposedly scheduled meeting” was not endorsed by the council. NCD has urged “those behind the self-styled meeting not to mislead the public.” Further, NCD has appealed to all right thinking citizens of Dimapur not to participate in “such uncalled meeting organized by self-styled individuals.”
