PM Modi calls for UN reforms For how long will India be kept out of decision-making structures of UN, PM Modi asks at UNGA session U N I T E D NAT I O N S, SEP 26 (PTI): Prime Minister Narendra Modi on Saturday questioned for how long will India, the world’s largest democracy and home to 1.3 billion people, be kept out of the decision-making structures of the United Nations, asserting that reform in the responses, processes and in the very character of the global body is the “need of the hour.” In his pre-recorded video statement to the landmark General Debate of the 75th session of the UN General Assembly, Modi said the stability in the United Nations and empowerment of the world body are essential for the welfare of the world. The prime minister’s strong push for UN reforms and the much-delayed ex-

pansion of the powerful Security Council came as India will begin its two-year term as an elected nonpermanent member of the 15-member Council from January 1 next year. “For how long will India be kept out of the decision-making structures of the United Nations? How long would a country have to wait particularly when the transformational changes happening in that country affect a large part of the world?” Modi asked. He said that while it is a fact that the faith and respect that the United Nations enjoys among the 1.3 billion people in India is “unparalleled”, it is also true that the people of India have been waiting for a long time for the process for the reforms of the United Nations to get completed.

“Today, people of India are concerned whether this reform-process will ever reach its logical conclusion,” he said, adding that every Indian today, while seeing the contribution of India in the world organisation, aspires for India’s expanded role in the United Nations. “Reform in the responses, in the processes, and in the very character of the United Nations is the need of the hour,” he emphasised. India has been spearheading decades-long efforts to reform the Security Council. There is widespread support, including by four out of the five permanent members of the Security Council - US, UK, France and Russia - for a permanent seat for India at the Council. Modi underscored that the ideals on which the UN was founded and India’s own fundamental philosophy has a lot of commonality and are not different from each other. “Within the halls of the United Nations, one has often heard the words ‘the world is one family’,” he said, adding that it is

part of India’s culture, character and thinking to treat the whole world as one family. “In the United Nations too, India has always given priority to the welfare of the whole world,” he said, outlining that India has sent its brave soldiers to about 50 peacekeeping missions the world over to keep peace and in the course of maintaining peace, has lost the maximum number of its brave soldiers. “India’s experiences, and India’s developmental journey marked with its ups and downs will only add to strengthening the path to global welfare,” he said. “In the changed circumstances of the postpandemic era, we are moving forward with the vision of a ‘Self-reliant India’,” which will also be a force multiplier for the global economy, he said. “In its journey towards progress, India wants to learn from the world as well as share its own experiences with the world,” Modi added. This year’s high-level UN General Assembly is being held in a largely virtual format due to the coronavirus pandemic.

BJP’s oldest ally SAD quits NDA over farm Bills CHANDIGARH, SEP 26 (PTI): The Shiromani Akali Dal has quit the BJP-led National Democratic Alliance (NDA) over the farm Bills issue, SAD chief Sukhbir Singh Badal announced Saturday night. He made the announcement after holding a core committee meeting of the party here. “The highest decision-making body of the Shiromani Akali Dal core committee at its emergency meeting here tonight decided unanimously to pull out of the BJP -led NDA alliance,” he said. According to a party statement issued here, he said the decision to quit the NDA was taken “because of the Centre’s stubborn refusal to give statutory legislative guarantees to protect assured marketing of farmers crops on MSP and its continued insensitivity to Punjabi and Sikh issues like excluding Punjabi language as official language in Jammu and Kashmir.” The SAD becomes the third major NDA ally to pull out of the grouping after the Shiv Sena and the TDP.

DIMAPUR, SEP 26 (NPN): Public Action Committee (PAC) has resolved to serve a 10-day ultimatum on the district administration and police to identify and book culprit(s) responsible for the dastardly killing of a truck driver (Jiten Gogoi) in Dimapur on September 22 and also make public the report of the investigation, failing which, it will be compelled to resort to its own course of action. This was stated by PAC through its media cell after the meeting held with the tribal hoho leaders, frontal organizations and transport agencies at Western Chakhesang Hoho (WCH) office, Dimapur on Saturday. PAC has also given the

state government a month’s time (till October 31, 2020) to enact a criminal control act to deter habitual offenders. PAC also deliberated and resolved to support the demand of the transporter for removal of all illegal collection of money in all the gates. PAC also expressed shock and dismay over the stalled power project at Pudumpukhiri Dimapur allegedly due to the demands made by NPGs. In this regard, PAC has urged upon the government to act immediately in the interest of the general public and warned it would not remain silent. Dimapur police on Saturday arrested one person in connection with the killing of a truck driver-- Jiten Gogoi, on September 22 near IMC hall, Dimapur. According to sources, a police team arrested the person from Dimapur. No further details were known as investigation was ongoing.

The BJP also appointed eight national general secretaries in-charge of various states. However, the names of senior BJP functionaries like Ram Madhav, P Muralidhar Rao, Saroj Pandey and Anil Jain did not figure in the list. DIMAPUR, SEP 26 (NPN): Nagaland on Saturday reported 94 new COVID cases, taking the tally to 5862 cases. According to Health department bulletin, 51 new cases were detected in Kohima, 39 in Dimapur, 2 in Mokokchung and 1 each in Mon and Phek. Further, out of 5862 positive cases, the distribution across various categories of people include 2750 cases from the armed forces/police,

1471 returnees, 1305 traced contacts and 336 frontline workers. The bulletin stated that people under 40 years were the most affected. It opined that the recent surge in cases could be due to mobility of young people to workplaces, hanging out with friends, with no regard to 3Ws-- wash hands, wear masks, watch distance. The department said that the positivity rate had continuously increased in the last 4-5 weeks.

NSF asks NPSC to declare 2019 prelims results DIMAPUR, SEP 26 (NPN): Pointing out that the results of NPSC combined civil services examination 2019 (prelims), which was conducted on November 30, 2019, were yet to be announced, the Naga Students’ Federation (NSF) has, therefore, appealed to the NPSC to take all necessary actions and ensure that the prelims results were released at the earliest. In a press release, NSF president Ninoto Awomi and secretary education Kegwayhun Tep said that current COVID-19 situation “cannot be the excuse for the state government from providing employment opportunities to the youths of the state.” As the whole world adapts to living with the virus, NSF said Nagaland cannot be an exception. India’s COVID-19 cases top 59 lakh

PTI adds: India’s COVID-19 tally sprinted past 59 lakh on Saturday with 85,362 fresh cases being recorded in a day, while 93,420 people recuperated from the disease during the same period taking total recoveries to over 48 lakh, according to the Union Health Ministry data. The data updated at 8 am on Saturday showed that the coronavirus caseload has risen to 59,03,932 with 85,362 infections being reported in a day, while the death toll mounted to 93,379 after 1,089 people succumbed to the disease in 24 hours. Total recoveries surged to 48,49,584, pushing the country’s recovery rate to 82.14 per cent. The COVID-19 case fatality rate was recorded at 1.58 per cent.

NPYC alleges embezzlement of funds for const. workers Correspondent

KOHIMA, SEP 26 (NPN): Nagaland Pradesh Youth Congress (NPYC) has accused the state government for embezzlement of funds (Rs. 2000 per person) meant for 9,348 registered construction workers. Speaking during the launch of ‘Rozgar Do’ at Congress Bhavan here Saturday, NPYC president Vilhousielie Kengurüse said that the state government on June 15 announced that the government, through the Labour department, extended assistance of Rs. 3.80 crore to 19,064 registered construction workers from Cess fund by depositing Rs. 2000 each through direct bank transfer. However, he said as per records obtained from the Labour department, only 9,716 had received the amount. In this regard, he said that the Congress demanded to know “why as many as 14,789 out of 24,455 registered construction workers were denied Cess fund of Rs. 2000 each” as stated. Kengurüse said the government despite making tall claims of extending help and assistance towards stranded and migrant workers during the pandemic, however failed to address the basic needs of the daily wage earners, downtrodden, and even the unemployed youths. 2 youths electrocuted at Khonoma village KOHIMA, SEP 26 (NPN): In a tragic incident, two youths (29 year old and 21 year old) from Khonoma village were electrocuted while painting the guest house of Baptist Church Khonoma Saturday morning. According to reports, the incident occurred at around 9 a.m. when the deceased identified as Rokovito Meyase and Rovirielie Meru were painting a portion of the guest house on the top floor of the building. They were rushed to Kohima for medical aid but were declared brought dead. A combined funeral service was held at the Church premises on Saturday evening. It was learnt that Meyase was a teacher at Christian Welfare School and was also the Church youth chairman while Meru was pursuing his B.SC final year in Kohima Science College. (Correspondent)

Therie said he had briefed the High Powered Committee (HPC) of the All India Congress Committee (AICC) on the issue. Therie said he had also presented the views as a stakeholder and also of the Naga Political Groups. He said senior Congress leaders like AK Antony, Ahmed Patel, Ambika Soni, Mukul Wasnik, K.C. KSU serves 2-day ultimatum on Jio service provider DIMAPUR: Konyak Students Union (KSU) has served a two-day ultimatum to Jio network service provider to restore network in Mon district. A press release by KSU vice president, Methwang Konyak and general secretary, Phoe Konyak reminded that despite several appeals and the consultative meeting held on September 7, the company has failed to show any improvement of network services in Mon. Pointing out that it has been three days of complete shutdown of Jio services, the KSU stated that the irregular and unstable network has become genuine concern for the people of Mon district. Union further stated that it shall be compelled to close down the Jio offices and related activities in Mon district and failing to comply may invite complete ban on Jio Company in Mon district.

Seminar on livelihood and skills training

DIMAPUR: Noklak Police in collaboration with department of Agriculture, Noklak, Khiamniungan Baptist Church Association and OST centre conducted a seminar on livelihood and skills training on September 19. According to a press release, the seminar was held to motivate persons undergoing de-addiction and rehabilitation where participants were taught various skills on vericompost, farming and apiculture. With a long history of the drug menace in Noklak, SP Noklak, Dr. Pritpaul Kaur mentioned that it was on the agenda list of Noklak Police, to help out people on drug problem. With the police conducting raids and following legal procedures, Dr. Kaur expressed that the next step for real reformation for

people in drug addiction must be dealt in an innovative approach where they can move ahead in their lives and career after completing their treatment. Training on apiculture, vermicompost and farming were performed by department of Agriculture, Noklak, Cholen. He explained that vermicompost and honey bee rearing was one of the easiest and most cost effective skills which does not require big farm lands and provides good earning as well. OST TI project manager, J Khumong encouraged participants to learn and earn their livelihood in the best way they can. KBCA finance secretary, Samuel motivated participants with Bible verses, while short speeches were delivered by Thang village council chairman and TRPO president.

DIMAPUR: Mokokchung district hosted “Mera Nuja” on September 22, a prestigious achievement and recognition of wealth that a farmer is bestowed upon and enters the wealthy elite in a village according to Ao ethos. DIPR reported that, retired teacher Imkongtemjen Jamir (71 years) and his wife Yangernungla (67 years) in order to achieve this status and honour, he had to perform a task called “Kimang Nuja” another prestigious act where he invited relatives to partake in his harvest by cultivating the biggest jhum field. was meant to challenge the upcoming generation to inculcate and uphold the rich heritage of their forefathers and to be hard working farmers. Although the practice had become rare in Ao land today, Longsa being a revered village to uphold its custom and tradition rigidly have kept this practice alive. He stated that while hosting Mera Nuja, villagers were invited to partake in a bumper harvest along with feast and honorary dedicatory songs for his achievement from his clansmen and women. The harvest should be done on that

day itself and that it was customary to gift meat to every person who partake in his harvest. Jamir said he had cultivated more than five acres of Jhum land and sowed 10 tins of rice without use of pesticides and harvested 12,000 kgs of rice approximately. The harvest may be the highest rice harvested by a lone Jhum land farmer in Mokokchung district. The septuagenarian said that he had dedicated his 25 years in Jhum cultivation after retirement from government service in order to teach youngsters that they must get back to agriculture to be self sufficient.

DIMAPUR: Enforcement drive on sale of tobacco products was carried out under National Tobacco Control Programme (NTCP) Mon on September 25 at Mon town. A press release by NTCP Mon stated that, drive was conducted with an initiative to make Mon headquarter tobacco free and for precautionary measures on COVID-19 as tobacco consumers spit in public places. Around 25 shops were found selling tobacco products in Mon town, most of which were small retail shops. The seized products were burnt on the outskirt area of the town. Further, the team stated that it would continue conducting such enforcement drives all over the districts. Amit Shah to inaugurate ‘Destination NE’ on Sunday

New Delhi, Sep 26 (PTI): Union Home Minister Amit Shah will inaugurate a four-day event here on Sunday to highlight the Northeast region’s various potentials like eco-tourism, culture, heritage and business. The ‘Destination North East-2020’ is a calendar event of the Ministry of Development of North Eastern Region conceptualised with the objective of taking the northeastern region to other parts of the country and bringing them closer together in order to strengthen national integration, an official statement said. The home minister will inaugurate the event through video conference while Union Minister for Development of North Eastern Region (DoNER) Jitendra Singh will be the guest of honour. For ‘Destination North East 2020’, the theme is ‘The Emerging Delightful Destinations’, which speaks of the tourism destinations emerging stronger and more attractive when the sector picks up momentum. The programme focuses mostly on tourism and coincides with World Tourism Day which falls on September 27. The four-day programme will feature audio visual presentation of the tourist spots of the states and the region, messages from state icons and achievers, introduction to prominent local entrepreneurs and virtual exhibition of handicraft, traditional fashion, and local products, the statement said.

Earlier, this week unveiling the logo and theme song of the festival, Singh said the ‘Destination North East’ event has been travelling across the country -from Varanasi to New Delhi or to Chandigarh. Singh said the northeastern region will be one of the favourite tourist and business destinations of India post-COVID-19 and will be an important engine for Prime Minister Narendra Modi’s clarion call of Atmanirbhar Bharat by focussing on “Vocal for Local”. The minister said people should take a pledge to ‘visit local, travel local and explore local’, thus giving a boost to the local tourism and hospitality industry. Moreover, he said, by remaining coronavirus-free mostly, the Northeast offers a very safe and attractive tourist destination in the entire World. What the Northeastern region has to offer: Eco-tourism: Northeastern region is ideal for both passive and adventure forms of eco-tourism with wildlife sanctuary, parks, good scenic beauty, waterfalls, forests etc. The region has much to offer for the active adventure segment including

river rafting among others, trekking of various grades and levels, rock climbing, hang gliding etc, the statement said. Culture: Culture is an important aspect and has the potential to attract selective culture tourists to Northeastern region. The diverse and rich tribal heritage and culture is what differentiates Northeast with the rest of India. Another major differentiator is the rich and varying arts and crafts across the eight Northeastern states. Here unlike most places, handicrafts are part of everyday life. One significant aspect is the local community’s active participation towards increasing tourist-community cultural interfaces. Correspondent IMPHAL, Sep 26: Disgruntled members of the National People’s Party (NPP) Manipur unit will decide on whether the party will remain in the BJP-led coalition government after due consultation with its national president Conrad K Sangma. The four MLAs of the party led by deputy chief minister Y Joykumar Singh left Imphal for Shillong (Meghalaya) on Saturday to discuss and take a final decision on the matter. NPP Manipur unit was reportedly not happy with the manner chief minister N Biren Singh removed two of the four ministers of the party in the coalition government while effecting a major reshuffle in his council of ministers. The chief minister had dropped two of the four ministers of the NPP. All the four MLAs of the party enjoyed ministerial berth in the BJP-led coalition government until the reshuffle was effected. Post the reshuff le , only the deputy chief minister and YAS minister Letpao Haokip are in the council of ministers . Health minister L Jayentakumar and fishery minister N Kayisii were dropped in the cabinet reshuffle. Prior to the speculation of effecting a reshuffle in the council of ministers, a meeting of the NPP legislators unanimously reaffirmed its decision to pull out of the coalition government if its ministers were removed by the chief minister. Biren Singh however dropped two of its minis-

ters following which the NPP state unit has decided to review its partnership in the coalition. Mention may be made that ahead of the elections to the lone Rajya Sabha seat from Manipur in June this year, the four NPP ministers tendered their resignations as cabinet ministers in the coalition government while announcing pulling out of the government. However, the ministers had to return to the coalition government after the intervention by Central leaders of both BJP and NPP. NPP national president Conrad K Sangma and NEDA convener Himanta Biswa Sarma played a major role in convincing the four NPP legislators and had even taken them to Delhi to hold talks at the BJP central leaderships. It was only then that the chief minister reallocated portfolios of the deputy chief minister to Y Joykumar which was earlier removed for allegedly criticising him openly. The four NPP legislators left Imphal for Guwahati on Saturday afternoon by an Indigo flight from where they will proceed to Shillong and meet the NPP Central leaderships including its national president. The legislators said that they will discuss the latest political development in the state with the party national president. Whether the party continues to support the Biren-led coalition government or not will depend on a collective decision of the party leadership, the deputy chief minister said.

Correspondent DIPHU SEP 26: The surplus water released from the five gates by 100 MW Karbi Langpi Hydro Electric Project Dam has submerged more than 24 villages under Rongkhang and Duar Amla locality of West Karbi Anglong. Ceaseless rain in the catchment of river Kopili and adjoining areas have submerged the valley areas on its either banks. The release of water flooded hundreds of hectares of paddy fields, large numbers of houses and PWD roads were also under water. The affected areas are Baithalangso town, Maisam gaon, Hongkram, Lingding, North Hongkram, Salana, Borbil and its contiguous areas. Due to heavy rainfall for the past few days in Meghalaya and West Karbi Anglong, the Barapani river which originates from Meghalaya has caused severe deluge in large areas of Amri locality of West Karbi Anglong. According to unconfirmed sources, around 200 hectare of agricultural land has been inundated by torrent in Umswai and its neighboring areas. Farmers, particularly of the Amri region, have suffered huge loss. The villagers of the affected areas have demanded immediate repair of the breached embankments which prevents tributaries of Bar pani River from flooding of the affected areas.

Shillong, Sep 26: Meghalaya on Saturday recorded yet another highest-single day recovery of COVID-19 patients with 311 patients being declared recovered from the viral infection, pushing the overall recoveries to 3,654. Director Health Services (MI), Dr. Aman War said 54 more persons were tested positive for the viral infection during the past 24 hours, taking the number of active cases up to 1,515 as on date. Out of the 311 recovered COVID-19 patients, the senior medical official said, 234, including 199 civilians and 35 armed forces and paramilitary forces, were from East Khasi Hills district alone – one of the worst hit districts out of the 11 districts in the State. War further informed

that 51 more patients have recovered in East Jaintia Hills district; 16 persons include 15 civilians and one Armed Force in RiBhoi district; seven in West Garo Hills district; two in West Khasi Hills district and; one in West Jaintia Hills district. He said 3,343 COVID19 patients have been discharged as on date. Of the 54 new cases, 31 persons were from East Khasi Hills district, 12 from West Garo Hills district, 6 from East Garo Hills district, and 2 from Ri-Bhoi district, besides one each from South Garo Hills, East Jaintia Hills and West Jaintia Hills districts. DIMAPUR: Various regions of NSCN (I-M) have affirmed on inclusion of the Naga flag and constitution (yehzabo) in accordance to the historic Framework Agreement of August 3, 2015. Lotha region: All rank and file of the Lotha Region, NSCN/ GPRN reiterate the unflinching support to the collective leadership of NSCN and the talk team headed by Th. Muivah, general secretary, NSCN and chief Naga negotiator. In a press release, the Lotha region caretaker CAO Chichamo Tsanglao stated its stand that the Naga solution should be based on the Framework Agreement. Further, Naga flag and yehzabo (constitution) must form a part of the Naga political solution in order to make it honorable and acceptable. ither it is tweaking existing laws or enacting fresh amendments, the Narendra Modi government continues with its political agenda of changing India that will have profound impact across the nation. These changes sought are strongly opposed as being ‘anti-democratic’ or meant to target some religious communities or liberals opposed to the government and its way of thinking. The latest has been the introduction of the Foreign Contribution (Regulation) Amendment Bill, 2020, in the Lok Sabha, which seeks make significant changes to the Foreign Contribution (Regulation) Act (FCRA). Opposition parties have taken strong objection to the proposed amendments, saying they are a means to “target those who speak against the government”. Many civil society leaders and NGO workers, such as Biraj Patnaik, executive director of the National Foundation for India, have called the proposed FCRA amendments a “fatal blow to civil society work”. Leaving aside the proposed amendments, Christian minorities are deeply apprehensive about being targeted, accused, judged and damned. According to a newspaper report, Union Ministry of Home Affairs on September 9, suspended FCRA licences of 13 NGOs after allegations were raised against them for indulging in forced religious conversions of tribals to Christianity in tribal-dominated areas. FCRA licence allows an NGO to receive foreign funds for their work. These organizations were accused of using the acquired funds for ‘religious’ purposes. Earlier on September 7, the MHA had suspended the license of six NGOs under FCRA. For NGOs, registration under FCRA is compulsory for receiving funds from foreign countries. Out of the six organizations whose license has been suspended, four are Christian organizations accused of involvement in conversion activity in Northeast, Mumbai and Jharkhand. These organizations - Ecreosoculis North Western Gossner Evangelical in Jharkhand(rooted in the development of the Gossner mission of Germany in Chhotanagpur region); the Evangelical Churches Association (ECA) in Manipur(founded in 1952 in Manipur whoseorigins can be traced to a Welsh Presbyterian missionary who visited in 1910); Northern Evangelical Lutheran Church in Jharkhand(established in 1987) and New Life Fellowship Association (NLFA) in Mumbai(from New Zealang, which began operations in India in the mid-sixties). As per the report, two other organisations whose license was suspended are the Rajnandgaon Leprosy Hospital and Clinics, and the Don Bosco Tribal Development Society. Whenever people from any other religion, especially Hinduism, convert to Christianity, there is hue and cry about coercion, allurement or fraud used. Christianity did not come with the British. Rather the British rulers were least interested about religion other than exploiting the resources of India.The growth of Christianity has been marginal because conversion was through personal conviction and not allurement nor threats. That is why today the Christian population in India is hardly 2.3 per cent and has never crossed 2.5 percent mark but instead has decreased. The Dalits and Harijans have embraced either Christianity of Islam because of ill treatment and atrocities by upper castes. This has rankled the Sangh Parivar not because of any genuine concern but only for the fear of losing these oppressed classes to other religions. It is not far fetched to say that this is an ominous portent of the future when Christianity could be outlawed, practically though not legally, in mainland India under various pretexts.

If you…remember that your brother has something against you… —Matthew 5:23 This verse says, “If you bring your gift to the altar, and there remember that your brother has something against you….” It is not saying, “If you search and find something because of your unbalanced sensitivity,” but, “If you…remember….” In other words, if something is brought to your conscious mind by the Spirit of God— “First be reconciled to your brother, and then come and offer your gift” (Matthew 5:24). Never object to the intense sensitivity of the Spirit of God in you when He is instructing you down to the smallest detail. “First be reconciled to your brother….” Our Lord’s directive is simple— “First be reconciled….” He says, in effect, “Go back the way you came— the way indicated to you by the conviction given to you at the altar; have an attitude in your mind and soul toward the person who has something against you that makes reconciliation as natural as breathing.” Jesus does not mention the other person— He says for you to go. It is not a matter of your rights. The true mark of the saint is that he can waive his own rights and obey the Lord Jesus. “…and then come and offer your gift.” The process of reconciliation is clearly marked. First we have the heroic spirit of self-sacrifice, then the sudden restraint by the sensitivity of the Holy Spirit, and then we are stopped at the point of our conviction. This is followed by obedience to the Word of God, which builds an attitude or state of mind that places no blame on the one with whom you have been in the wrong. And finally there is the glad, simple, unhindered offering of your gift to God.

They would have remembered Satyavan and his wife Savitri, who led such a truthful life that Yama, the God of death, was forced to allow the couple to live a full life. I do not know how religious your parents were. They could possibly have been motivated by the national motto Satyameva Jayate (Truth shall triumph) when you were named Satya. Did you remember your own name when you spoke in the Lok Sabha on the amendments to the Foreign Contributions Regulation Act (FCRA) Bill? I heard your speech and found that you had not a single new point to make except to repeat some provisions of the Bill and endorse them. You proved to be a pucca “yes-man” of the government. No, I do not blame you for that for you would, otherwise, find yourself in the BJP’s dungeon. You came to the House with a prepared script to not only gain public attention but also get into the good books of the powers that be. From the comforts and security of Parliament, you defamed a person whose name should be written in golden letters in the annals of mankind. Of course, you knew that Australian missionary Graham Stewart Staines and his teenaged sons Timothy Harold Staines and Philip Graham Staines who were burnt alive at Manoharpur in Odisha’s Keonjhar district on the night of January 22, 1999, would not file a defamation case against you. You also knew that under the law of the land, an MP cannot be taken to task for his statements in Parliament. You are given the immunity from criminal action to help you serve the public cause, not to heap calumnies on a dead person. Do you know what the then President of India, KR Narayanan, said about the killing of Graham Staines and his sons? He said, “it belonged to the world’s inventory of black deeds”.

Twenty-one years after the macabre killing, you justified it on the ground that he deserved it as he was converting Hindus. What’s worse, you “disclosed” that the police had found that the Australian missionary had raped 30 tribal women but a top Congress leader from Kerala had called the CBI Chief not to include it in the case file? How will you, Mr Truth, feel if I write that someone had told me that you had raped 30 women, while you were the police commissioner of Mumbai? Of course, you will take me to court and the court will ask me who that person was who told me this. May I ask you the same question, which Congress leader pressurised the CBI? You have totally forgotten that when the killings happened, the CBI functioned under Home Minister LK Advani. If Graham Staines was a serial rapist as you claim, was a single case registered against him anywhere in Odisha? It is difficult for me to believe that you were once an IPS officer. If this is how your mind works, I know how the poor people, especially the minorities, would have suffered at your hands. I am sure you would have heard the name of KS Dhillon, who served as DGP of Punjab and Madhya Pradesh, before becoming the Vice-Chancellor of Bhopal University, my alma mater. Dhillon’s book “Defenders of the Establishment” (IIAS,1998) which is a history of the Indian Police from the Vedic times to the last decade of the 20th century is a classic work. He begins the book with this sentence, “Unlike their counterparts in most Western democracies and Japan, police in the Indian subcontinent have never been held in high esteem by their compatriots”. He elaborates, “Women would, in particular, avoid close proximity to a policeman for fear of compromising their reputation and personal safety. Most people believe that the police in the subcontinent routinely favour disreputable persons,

political manipulators, influence peddlers, even confirmed criminals”. When I heard your speech, I remembered these lines. I had two long meetings with Sardar Dhillon, whose daughter Preeti is a good friend. He divides the entire police fraternity into two, those who tweak the evidence to punish the guilty and those who tweak the evidence to punish the innocent. Alas, you belong to an altogether different group, at once abominable — those who target the dead and make wild allegations against them to curry favour with the rulers. I wish you had done some home work before saying that Graham Staines raped 30 women. If you have time, you can meet the Australian High Commissioner in India to find out how many Indians, mostly belonging to upper castes, seek visa to settle down in his country. Australia, not the USA and Canada, is now the favourite destination of Indians who increasingly find that their “Mathrubhumi” is the best place to fly away from. Curiously, you went to Australia to add to your educational qualifications. Unlike the comfortseeking Indians who want to go to Australia, Graham Staines, born at Brisbane in Australia, chose one of the least developed areas of India to go to. His contact with India began when he became a pen-friend of Santanu Satpathy. They shared a common birthday. It was on Satpathy’s invitation that Staines first visited Baripada in 1965. His encounter with the inmates of the Leprosy Home there had a profound influence on him. For once, he decided to devote the rest of his life to serving the poor there. Perhaps, you might think that he fell for the female leprosy patients! Of course, he was merely following in the footsteps of fellow Australian, Ms Gilbert, who founded the Evangelical Missionary Society at Mayurbhanj way back in 1896. Another fellow who played a significant role in creating the atmosphere in which Staines and his children were burnt alive is today a honourable minister at the Centre. The fervour with which you read out a text, even when the Speaker advised you to confine yourself to the FCRA Bill under discussion, suggests that you have cleared the rite of passage and has become eligible for a ministerial post. NEW DELHI, SEP 26 (IANS): After wide-spread violence ravaged the national capital and led to death of 53 people and colossal property destruction, the Delhi government has settled over 1,661 claims sought by riots victims amounting to over 21 crore. According to data in the charge sheet filed by the Delhi Police in a riots case, the government has disbursed a total of Rs 21,93,29,050 rupees till now. About 1,661 claims of the victims have been settled, while 185 are still pending. The Sub-District Magistrate of Seelampur has settled claims of Rs 7,69,81,637, while Sub-

NEW DELHI, SEP 26 (PTI): Of the 85,362 new coronavirus cases reported in India in a day, 75 per cent are found concentrated in 10 states and Union Territories, the Union Health Ministry said on Saturday. It also said India has conducted a total of seven crore tests for the detection of coronavirus infection till now with the country’s testing capacity having crossed 14 lakh tests daily. The 10 states and Union Territories from where 75 per cent of the new cases have been reported are Maharashtra, Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Uttar Pradesh, Odisha, Delhi, West Bengal and Chhattisgarh. CHANDIGARH, SEP 26 (PTI): Farmers in Punjab continued their “rail roko” agitation at several places on Saturday in protest against the farm-related Bills passed by Parliament recently. T h e m ove m e n t o f trains in the state remained suspended in the wake of the “rail roko” agitation, which was extended by three days till September 29. Earlier, farmers had decided to block trains from September 24 to 26. In Amritsar, farmers squatted on the AmritsarDelhi rail track and went shirtless in protest against the Bills. On Thursday, a near total “bandh” was observed in the state. Apart from Punjab, protests were witnessed in neighbouring Haryana with farmers hitting the streets and blocking roads. Demonstrations were also reported from Uttar Pradesh, West Bengal, Kerala and Karnataka as part of the “Bharat bandh” call given by several farmer unions. In Punjab, the call for the “rail roko” agitation was given by the Kisan Mazdoor Sangharsh Committee after which 20 trains were partially cancelled and five short terminated till September 26 by the Railways. Squatting on rails tracks, agitating farmers on Saturday shouted slogans against the BJP-led Union government and demanded the rollback of the farm Bills which they described as “black laws”. NEW DELHI, SEP 26 (PTI): To ensure availability of medical oxygen in the country at a reasonable price amidst the COVID-19 pandemic, the national drug pricing regulator NPPA has capped the price of medical oxygen cylinders and liquid medical oxygen for six months, the government said on Saturday. The present situation of COVID-19 has resulted in increased demand of medical oxygen up to almost four times from 750 MT per day to around 2,800 MT per day, the Ministry of Chemicals and Fertilizers said in a statement. The issue related to availability, including pricing of oxygen, has been under the continued consideration of Empowered Group 2, Government of India. It recommended the National Pharmaceutical Pricing Authority (NPPA) to consider capping the ex-factory price of liquid medical oxygen in order to ensure its supply to fillers at reasonable prices, it added. The Empowered Group 2 also requested NPPA to consider a cap for ex-factory price of oxygen in cylinders in order to ensure supply of oxygen cylinders from fill-

The number of active cases continues to rise rapidly, increasing by about 5 lakh this week. Active cases now account for 23.3 per cent of the overall case count. Some 37,000 novel coronavirus-related deaths were registered in the past seven days, bringing the overall death toll to 983,000, Tass news agency reported on

New Delhi, Sep 26 (PTI): The six hockey players who contracted COVID-19 last month have integrated with the rest of their teammates and are close to reaching peak fitness, men’s national team head coach Graham Reid said on Saturday. Captain Manpreet Singh, Surender Kumar, Jaskaran Singh, Varun Kumar, Krishan Bahadur Pathak and Mandeep Singh were discharged from a Bangalore hospital on August 17 and were kept on quarantine for some more days before joining the team. “They have integrated with the team and so they are doing what the others are doing. They started 2-3 weeks after others had started. They began at a slow level but they are now close the level of other players (in fitness),” Reid said during a webinar organised by Hockey India. “It is a serious disease and you may think you are

fine, but in reality, it may be otherwise. So, I was pleased that the tests were done. It was detected and they were given treatment.” Asked specifically about the current condition of the six players, he said, “We are doing testing (of the players) this week along with rest of the team. We are reasonably happy about their fitness but it’s still a long way to reach to full fitness level.” The Australian said he is hoping all the players would have full training in the next 4-5 weeks. “We are having our basic things, internal matches and will get to full training hopefully in 4-5 weeks.
