Kohima, Sep 27 (NPN): Taking serious note on the purported existence of “tribal armed groups” among some tribes especially in eastern Nagaland, the state home minister, Y. Patton has appealed to all tribal bodies to disband such armed groups at the earliest, so that peace and harmony could prevail in the society. Patton made the appeal while addressing the gathering at the inauguration of 12th NAP (IR) battalion headquarters at Chingtok, Longleng district on Tuesday. He said, as per intelligent report, those armed groups were actively working under the sponsorship of various tribes. Patton further disclosed that some weapons that used during tribal conflicts have been seized by the police from different tribes. The minister also called upon various Naga national workers, tribes and communities to shed the differences and unite for early settlement of the Naga political issue. Parliamentary secretary land resource development and excise B. S. Nganlang, who also addressed the programme as guest of honour urged the land donors and the neighboring villagers not to hamper the developmental activities initiated by the government.
ENCSU expresses dismay over DoTE notification DIMAPUR, SEP 27 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has expressed dismay over the notification issued by the department of technical education (DoTE) director calling for spot counselling on September 28, 2016. In a press release, ENCSU chairman Longre Chang and joint secretary Nokchem Angth said when the “underprivileged people” were appealing time and again in good faith, the department calling for counselling, violating the assurance given to the ENCSU by the state government on September 6, 2016, was uncalled for. ENCSU also questioned the department’s attitude towards the backward tribes of the state. Further, the union expressed surprise over the change of the department’s stand on the matter after receiving additional MBBS and BDS seats. ENCSU said when it first requested the department to use 2014 method of filling the vacant seats by the BT candidates, the department had stated that they could not do anything as the selection for the seats was done by the Common Selection Board (CSB). However, ENCSU said now the department violating its own stand was trying to allot the additional seats by the NEET qualified candidates. The union described department’s move as (Cont’d on p-7)

He said that the setting up of the police headquarters was to ensure peace and law and order situation in the state. In his project report, project engineer (PE) Alichen Er. I. Hutoshe Gushepu informed that the construction began in 2011 with a total cost of Rs. 366.39 crores which covered an area of 248 acres. He said out of the total cost only Rs. 31.51 crores was released. In this regard, he urged the government to release the remaining amount. A G A R T A L A , S EP 2 7 (IANS): In a bid to boost connectivity in the northeastern region, the airstrips, airfields and Advance Landing Grounds (ALGs) of the Indian Air Force (IAF) can now used by civilians commercial aircraft, an officer said on Tuesday. “The airstrips, airfields and ALGs of the IAF in northeastern region can be used by the civil and commercial aircraft to facilitate connectivity in the mountainous region,” Shillong based Defence Ministry Spokesperson Group Captain Amit Mahajan told IANS on the phone. “In the northeastern region, IAF airfields at Bagdogra (West Bengal), Tezpur, Jorhat and Kumbhirgram (all in Assam) are already supporting commercial connectivity. At Kumbhirgram, facilities like runway, airfield lighting and all critical navigation aids such as ILS, VOR and DME, are controlled by Airport Authority of India (AAI),” he added. “The IAF is always willing to accommodate civil operations, even beyond its routine watch hours,” Mahajan said. He said that many ALGs are either being revived or extended by the IAF in Arunachal Pradesh, which shares a 1,080 km border with China. “ALGs at Zero, Pasighat, Along and Mechuka in Arunachal Pradesh are ready for operations by IAF and civilian operators.”
CPO on Naga solution and Rongmei issue Dimapur, Sep 27 (NPN): Chakhesang Public Organisation (CPO) reiterated and resolved its earlier stand and commitment on standing by the principle of the Naga National Council (NNC) in Naga politics on the premise of the 1951 plebiscite. This was decided at the CPO meeting on September 26, held at Mini Tourist Lodge Pfutsero stated CPO president Kekhwengulo Lea and general secretary Mutsivoyi Kotso. They said CPO maintained that any negotiated settlement that differed with this principle would render the outcome futile and so consent of all stakeholders must be taken for the talks to be inclusive so as that the outcome was honourable and acceptable to all people. They also recalled that the state government notification on August 4,2012 was in pursuance of the cabinet decision on July 23,2012 to recognise Rongmei as one of the Naga tribes. Chakhesang Public Organisation said such a status did not befit the community since they are already recognised as a tribe in Manipur besides not having any ancestral land in Nagaland. They however said the CPO was not inimical to accord indigenous inhabitant to the Rongmeis in line with the notification dated April

D IMAP U R , S EP 2 7 (NPN): The Naga Students’ Federation (NSF) has “fervently” appealed the Ao Senden, Lotha Hoho and Sumi Hoho to reconsider their decision to disassociate from the Naga Hoho. In an appeal, the NSF president Subenthung Kithan and general secretary Boveio Poukai Duo said the division within Naga community could become a stumbling block at this crucial hour, when the Nagas were anticipating for a
solution from the Indo-Naga peace talk. The Naga Students’ Federation also appealed the state government to study the Rongmei tribe recognition case diligently keeping in mind the larger Naga unity. Furtehr, the federation appealed to all section of the Naga society to “unceasingly work” for unity among the Nagas and also to strengthen the frontal organisation in the larger interest of the Naga society.
Not party to Ao Senden’s decision: TSM Following the dissociation of Ao Senden from the Naga Hoho in connection with Rongmei tribe recognition issue, the Tsurangkong Senso Mungdang (TSM) has resolved “not to be a party to the decision of Ao Senden”. A joint statement signed by TSM president, I. Moa Aier and general secretary Imti said the mungdang during its executive meeting held on September 19, 2016, adopted a resolution expressing its desire that the Senden “remain associated with Naga Hoho in the best interest of the Nagas”. However, TSM said the Ao Senden went ahead by withdrawing itself from the Naga Hoho through a resolution adopted on September 23, 2016. In this regard, TSM said it resolved not to be a party to the decision of Ao Senden to withdraw from Naga Hoho.
Lauds Lotha, Sumi and Ao tribal bodies DIMAPUR, SEP 27 (NPN): Z eliang Public Organisation (ZPO) Nagaland, through its media cell, has expressed appreciation to three tribal apex bodies- Lotha Hoho, Sumi Hoho and Ao Senden- (constituents of Central Nagaland Tribes Council) for their bold step in “openly opposing the recognition of the Rongmei tribe as one of the indigenous tribes of Nagaland.” ZPO also recalled, that Angami Public Organisation (APO) had on June 27,2013, in a letter addressed to the chief minister, appealed to the state government for “de-recognition of the Rongmei tribe” as an indigenous Naga tribe of Nagaland effected by a notification issued by the home department on August 8,2012. ZPO said these were “unacceptable blunder” of the state government which had compelled it to file a litigation in

the Gauhati High Court in 2012 and which was being heard upon transfer to the Kohima Bench. Media Cell said ZPO opined that it was high time for the state government to be sensitive to the sentiments of the people and act prudently in resolving the “predicament” rather than portray its motive and inconvincible excuse and prolong the issue by terming it as “sub judice”. Even if the matter was sub judice, it was still no unsolvable provided the state government was sincerely committed to fulfilling the wishes of the people. ZPO said it was as simple as making a decision to derecognise Rongmei tribe as a Naga indigenous tribe of Nagaland by nullifying the August 4,2012 notification. Media Cell said ZPO Nagaland would be more than happy if the term “sub judice” due to litigation, no longer be the limelight of discussion or contention adding, that the ball was now in the court of the government of the day.

CPO also expressed concern over differences that have cropped up among constituents of Naga Hoho and called upon all members for shared understanding and dialogue to make the common Naga platform strong and vibrant.
ANSWFSEA suspends stir Correspondent
KOHIMA, SEP 27 (NPN): All Nagaland Social Welfare Field Staff Employees Association (ANSWFSEA) Tuesday has suspended its agitation as state chief minister has reportedly assured to approve their demand in the next cabinet sitting. ANSWFSEA president Benjamin Sema informed the agitating members that the assurance was conveyed to them through the director social welfare, on behalf of the social welfare minister. Earlier, the members gathered at the directorate of the social welfare and expressed anguish on the state government of failing to keep its commitment after the association pointed out the “inherent defects” in the existing service rules (Nagaland Social Security and Welfare Service (Revised) Rules 1997). According to ANSWFSEA president, more than 70% of CDPOs and above (officers) in the directorate were either contract or deputation.

KOHIMA, SEP 27 (NPN): Advisor to chief minister, Merentoshi Jamir, MLA, while acknowledging tourism was the biggest industry for economic uplift said that it (tourism) was one sector that could provide huge employment for educated unemployed youths. Addressing the World Tourism Day programme at the directorate tourism here, the advisor pointed out that Nagaland endowed with rich biodiversity has huge potential of eco-tourism. Merentoshi said that low cost eco-friendly structures, resorts with basic needed in the state would boost tourism activities and urged officials to rethink their priorities. He said it was encouraging to see numerous constructions of tourist amenities and structures, but, at the same time, expressed disappointment that more than half of those amenities and structures were in pathetic condition.

Merentoshi stated that for many tourists, clean environment, a hygienic place, homely atmosphere, proper food and toilets were necessity. He advocated that the department should capitalize on the biggest biodiversity and allow tourism to grow in a much bigger way and enhance the economy of the state. Further, asserting that every village has a history behind, Merentoshi called for maintaining the villages and
making them tourist villages. Stressing on the theme “Tourism for all: Promotion Universal Accessibilities”, the advisor said everyone must work to make tourism inclusive as tourists include people with disabilities, senior citizens and families travelling with children. On the occasion of the World Tourism Day, the department also presented wheel chairs to various hotels in the state capital.

DIMAPUR, SEP 27 (NPN): Nagaland Gover nor, P.B. Acharya on Tuesday said tourism was the best way “to promote emotional and national integration and also to boost economy”. Nagaland, with rich natural and cultural heritage, can be exploited to promote tourism and create avenues for generating revenue and employment for the youths and the state, he said. In his message on the occasion of ‘World Tourism Day’ (WTD), observed on September 27, Acharya said the objective of WTD was to foster awareness among the international community on the importance of tourism and its social, cultural, political and economic value. September 27 has been set aside to highlight tourism potential and contribute to reaching the Sustainable Development Goals, he said. Acharya was optimistic that tourism in Nagaland could
be promoted by making use of available infrastructure, amenities etc. He also stressed on the need to have people-to-people interaction between Nagaland and other parts of India. He said the role of media was important to attract more people from within and outside the country by way of promoting “our tourism potential in a big way, by dissemination of natural beauty of the state, flora and fauna and cultural richness of Nagaland”. Acharya also noted that people coming from outside the state should be encouraged to avail home stay. It was also important to have travel planners, whose contact details should be made available online so that people can contact and plan their tour, he added. Acharya appealed “to all the stakeholders, NGOs, civil society, etc. to promote tourism in our State and make Nagaland the first preferred State for tourism”.
Governor greets Konyak community
DIMAPUR, SEP 27 (NPN): Nagaland governor, P.B.Acharya, has conveyed warm greetings to all the people of Konyak community on the joyous occasion of “Lao-ong Mo” festival. In his message, Acharya said he was glad that the government of Nagaland has officially recognized the Konyak Lao-ong Mo, a post harvest festival of the Konyak tribe, and making it in the official festival list of the state government. As the Konyaks celebrate Lao-ong Mo, which marks the end of all activities, rituals and norms that were in progress/process since the completion of “Aoleang Monyu” celebration, the governor prayed that the Lao-ong Mo festival be celebrated in a jubilant and successful manner. “Festivals symbolise the bounty bestowed to us by Almighty. This is giving thanks to God for his mercy. Festivals bring all our people together & herald that all are equal,” he said. The governor expressed his hope that the festival brings peace, unity and harmony to the Konyak people and the state. On the occasion, he also appealed to the Konyak tribe to strengthen relationship with friends and fellow citizens and to usher into a new era of peaceful Nagaland.
24-hour KA shutdown on Sept 29
Diphu, Sep 27: Karbi Peoples Liberation Tiger (KPLT) has called for 24 hours Karbi Anglong (East and West) shutdown from 5 a.m., September 29. KPLT has called the strike to protest against the killing of six of its cadres by combined forces of Assam police and Indian Army on September 23. The outfit claimed that four of the slain persons were not militants but innocent villagers. In view of the strike, police of both the districts have tightened security. All the police stations and forces engaged in counter insurgency operation have also been put on alert. (Correspondent)
Ganja worth Rs. 22.5 lakhs seized
DIMAPUR, SEP 27 (NPN): In another major haul, Kohima Police manning Phesama check gate on Tuesday seized 450 kgs of contraband ganja, worth Rs. 22,50,000 in the national market. SDPO & PRO Kohima police, Atu Zumvu said that the ganja was seized from a truck (NL 01L 0476). It was neatly packed in 40 packets and were found concealed between the tarpaulin canopy of the vehicle, PRO said. Three persons were arrested, identified as-- Lole Rapei son of Lole, Kapao village, Senapati district, Manipur; Ashok Sonar son of Kumarfrom Senapati, Manipur and Daniel Poumai, son of late Weiru from Koide village, Senapati district. A case has been registered at South PS and investigations initiated, PRO added.
DESDE clarifies to news report
DIMAPUR, SEP 27 (NPN): Apropos a news item “State Govt. sanctions Rs. 3 Crore for YoCW, Skill Development”, carried in this newspaper on September 27, 2016, the department of employment, skill development and entrepreneurship (DESDE) has clarified that the fund amounting to Rs. 1.5 crore for YoCW was placed under the planning and coordination department (P&CD) and not the DESDE. A rejoinder issued by DESDE director Muthingnyuba Sangtam stated that the state government declared the year 2016-17 as the “Year of Construction Workers” (YoCW) and in pursuance to the decision of Cabinet, a state level committee (SLC) for implementation of the YoCW, 2016-17 was constituted, under the chairmanship of parliamentary secretary of labour & employment, skill development & entrepreneurship and border affairs, Mmhonlumo Kikon. On the approval of the SLC for implementation of the YoCW, the director said the department submitted proposal to the PCD to make the fund available for implementation of the YoCW. Till date, the director said no fund has been received by the DESDE. Secondly, he clarified that an amount of Rs. 1.5 crore under normal state plan has been allocated to the DESDE for skill development & entrepreneurship activities during the current FY. He said the DESDE has submitted proposal to the PCD and approval was still awaited.
Wakching area withdraw non-cooperation
DIMAPUR, SEP 27 (NPN): Public of Wakching area - WTSU, WRP, WVSU and WASU- have decided to withdraw the noncooperation movement against the NSCN (I-M). This decision was taken at the joint meeting between Wakching area public and NSCN (I-M) leaders at Tanhai village on August 12, 2016, informed KU unit Wakching area executive member, Yongmeth Konyak in a press statement. At the meeting, it also resolved to “forgive and forget each other on humanitarian ground”, the release stated. Earlier, Wakching area public resolved not to cooperate with the NSCN (I-M) after some of its functionaries reportedly assaulted Wakching town vice chairman, W. Taiching in connection with tax related issue on May 5, 2016.

Apropos the news item ‘Ao, Sumi, Lotha legislators appeal 3 tribal hohos’ published on September 27, it may be noted that amongst 25 legislators, advisor to CM, Merentoshi R. Jamir, MLA was also one of the signatories, who had renewed the appeal on the three apex tribal bodies, to reconsider [their decision to disassociate from Naga Hoho] and resolve all misunderstandings “for the unity and future of the Nagas”.
ACAUT, DDCF oppose MAD order DIMAPUR, SEP 27 (NPN): ACAUT Nagaland and Dimapur District Citizens Forum (DDCF) have joined the eight Dimapur-based civil society organisations (CSOs) in opposing the notification of the Municipal Affairs Department (MAD), which seeks to re-enforce the lease system for tax, tolls and fees from October 2016 in the Dimapur municipality. In a press release, media cell, ACAUT Nagaland, said it “totally” condemned the move and maintained that notification defied good governance. It said how could one justify the logic behind “this outrageous decision to hand over DMC toll tax collection to private individuals?” Terming the notification as “anti people”, ACAUT said the lease system would cause undue harassment to the general public. Further, ACAUT said it was constrained “to conclude that this order is pure corruption where vested interest higher ups in the department may have been promised hefty
amounts by unscrupulous flyby-night businessmen to issue the nonsensical and tainted directive.” ACAUT also claimed that even in the past, the portfolio-incharge of MAD was actively involved in “giving out lease in toll tax collection to his cronies.” It further claimed there were allegations that crores of rupees had changed hands for the favour of awarding leases, mostly to non-locals. ACAUT said not only was the tendering process “thrown into the dustbin”, but those leasees also managed to avoid paying income tax. “Thus, on the one hand, the portfolio-in charge made huge sums of illicit money and on the other hand the government lost out on revenue,” ACAUT alleged. It said that if the lease system was allowed to come back, not only would development of link roads, culverts, etc., in Dimapur municipal area stop but the 300 plus employees of DMC would also stop getting salaries. NPF central youth wing reacts to BJP Pughoboto mandal
DIMAPUR: NPF Central Youth Wing has reacted to the news item, “BJP Pughoboto Mandal questions NPF Youth Wing”, published in local dailies on the issue of illegal appointments made at Health & Family Welfare department. NPF Central Youth Wing media cell stated that it was not answerable to BJP Pughoboto Mandal, as it does not function under them, however, to clarify the subject matter at hand, it stated that NPF derive its strength from the grassroot people. It
further pointed out that there were various instances where officers make “illegal and unauthorized appointments when they are on the verge of retirement” and the present case of “Health & Family Welfare was one of the classic example of such practices by an officer on the verge of retirement”. NPF Central Youth Wing further stated that BJP was a national party and expected to know that any appointment made without government approval was illegal and therefore liable to be dismissed. Youth Wing wonders why BJP Pughoboto Mandal was “so interested to protect the illegal and corrupt means done by those officers responsible for making random appointment without the approval of popular government when their high command leaders are talking tall on “Corruption Free India”?”. Setuo Rutsa and secretary, Imsunok Jamir stated that affiliation of NPSU with NCSU does not arise as the Article VII “Affiliation of units” of the Constitution of NCSU clearly stated that “All the district Unit of NCSU within the jurisdiction
of Nagaland State shall be the only affiliating units of NCSU Head Office.” It further pointed out that, Article VIII “Membership”, Clause 7, says that “if any member is found having dual registration with other union parallel to NCSU body, his/her registration shall be treated as cancelled”. NCSU therefore informs all the bonafide members of NCSU that the union would always stick to Government Standing Order “that all Government Contract and Supply Works in the State of Na-

MOKOKCHUNG, SEPT 27 (NPN): ‘Cocoon Mela cum Cocoon Grading’ awareness program was held today here at the Imkongmeren Sports Complex. The program was organized by the department of Sericulture Mokokchung and was graced by ADC (Hq) Mokokchung, Bendanglila NCS as the chief guest. Speaking on the occasion, Bendanglila encouraged the farmers to be consistent and be focussed in whatever farming activities they take up. She also discouraged the idea of kitchen garden and advised to start focussing on large scale production of goods. Commenting on the prospects of large scale production in pupa and cocoon farming, the chief guest exuded her confidence that if a farmer gave full time,

the harvest would be bigger and the benefits higher. She also requested the department to construct a multi-purpose marketing shed especially for the farmers to sell their produce as ‘pupas’ were in high demand and people consumed it as delicacy. She further expressed her hope that with good impetus and proper guidance from the department, farmers would definitely reap the harvest even in the days to come. A short speech was delivered by deputy director, directorate of Sericulture, Mhathung Kikon. In his address, he highlighted the various programs and schemes being implemented by the department. Calling upon the farmers to extend their co-operation and support to the department in the imple-
mentation of these programs, he said that cocoon production in the state was increasing by the year. He however acknowledged that the department does not have proper marketing linkage thus depriving the farmers of their fair price. He also cautioned the farmers against middlemen who through their scrupulous activities discriminate the farmers. The deputy director further stated that the department was thinking of organizing such melas in block wise in the future. Earlier, in the program, the key note address was delivered by District Sericulture Officer Mokokchung, Alemkumzuk. About 100 farmers participated in the mela whereby the department bought the cocoons from the farmers.

According to DIPR report, commandant 4th NAP Battalion, Thizama Kohima, Vekhosa Chakesang, NPS in his short speech expressed his gratitude to the Health & Family Welfare department for coming forward to sensitise the police personnel as well as school children. He highlighted some of the internal problems faced by the battalion personnel in terms of insufficient medical assistance, financial problems and other related family problems since most of the time the police personnel are deployed away from their family. Spraying of insecticides in Dimapur DIMAPUR: Urban Vector Borne Disease Scheme (NVBDCS) under Chief Medical Officer (CMO) office Dimapur has taken initiative to control outbreak of epidemic diseases by spraying larvicidal insecticides (Temephos 50%) in flooded water logged areas and also doing technical malathion fogging in some areas under Dimapur Urban Area. his police personnel not to smoke around the vicinity of the unit and spoil the image of their uniform. He also asked the school children to refuse their parents when they were asked to buy tobacco products for their parents so as to create awareness among the family. Around 300 numbers of police personnel and the school children and teachers attended the programme.
Orientation prog on peace building held DIMAPUR: Orientation programme for students on peace building activities was organized by Peace Channel on the theme, “messengers of peace” on September 23 at Queen Mary Higher Secondary School (QMHSS) Mokokchung. Principal of the school, Rev.Fr Paul in his message exhorted students to be appraised with new initiatives of peace activities in order to enhance their growth through learning and meaningful living in the days to come. Living in peace, and making peace as a way of life would make the youth and young adults to aim high in life and to be free from the clutches of violence and self bondage, he added. Speaking on the occasion, programme coordinator, Supongtula Aier spoke about the origin, major activities and the crux of Peace Channel activities and various peace building initiatives. She enlightened the students with
an exhaustive presentation in which she said, building peace was possible through peace activities and through the collaborated efforts of many people of goodwill. This can be achieved through youth peace movement, training the youth in peace building, conflict management and human rights through the methodology of information, formation, transformation & evaluation she stressed.
Akumnaro Longchar a post graduate social work student from NEISSR presented a documentary on conflict management. Interacting with the participants she threw a challenge to the students to live at peace in their own inner self and take initiatives to contribute and build the society as a better place. Nearly 250 students and good number of teachers attended the programme.
DIMAPUR: Angami Catholic Youth Association (ACYA) organized free medical camps on September 11, 18 and 25, at three different villages namely Zhadima, Razaphe and Kigwema respectively. The medical camp was conducted as part of the ACYA’s annual plan for the
Year 2016-17 under the theme “Year of Mercy” and with the motive to reach the aged, children and needy people having constraints in accessing essential medical treatments. Altogether, 900 patients, regardless of race and creed were enrolled for free health check-up.
Further, blood grouping tests and various medical services were delivered to the patients. Free medicines were distributed to all the patients. The implementation of the camp was an outcome of the voluntary and joint efforts of Catholic doctors, nurses,
pharmacists, technicians, well wishers, hosting parishes, ACYA youths and all those who have contributed in different capacities. ACYA further envisages in organizing such camp for the welfare of the underprivileged sections even in the coming years.

‘Training of trainers’ workshop held at ATI

(DIPR) DIMAPUR: Inaugural function of DoPT sponsored, “training of trainers workshop for induction training program” was held at the Multipurpose Hall ATI, Kohima on September 26, with chief secretary, Pankaj Kumar, IAS as the chief guest and joint secretary, Ministry of Personnel, Public Grievances & Pensions, GoI, Jishnu Barua, IAS as the guest of honour. According to DIPR report the chief guest said while the state government was not lacking behind in training department it still needed to cover a fair ground. He mentioned that the training policy of the state was under process and would soon go to the cabinet. He expressed hope that it would soon come out as a training document. Lamenting that there was no in- service training in the state, the chief secretary advocated the need to hold induction and in-service training not only for NCS and allied services but also for techinical services in areas like project monitoring, project management and others. “Hopefully, we’ll get through with the training document in a couple of K

months and we can start executing the training programs this year” he said. Pankaj also advised the trainees to pick their areas of interest since not everyone could have the same interest. He said “we” need to learn how to coordinate and look for opportunities, work with other departments to succeed in order to have your department successful, he added. Jishnu Barua, in his short speech, said that he was encouraged by the extra ordinary response shown during the first phase of training. Stating that there was no end in learning, he was optimistic that the two-day training would be extremely fruitful and enriching. A list of 348 candidates belonging to SC, ST and OBC category were selected earlier in the admission process for nursing courses under total financial support scheme of the union government. Hitting out the state government TMC student leader Vikky Prashad said, “Good colleges have to be selected so that the 348 students of this state who were earlier selected for GNM and nursing outside the state can get admitted. We are protesting against the state government’s anti student decision not to sponsor any students this time and we have raised our voice in a democratic manner in front of the assembly as the session is on.” “The dishonest government back by the CPIM had conducted the corruption and for which the students should not suffer and so we as a respon-
sible student organisation is making our demand clear that the students have to be sent outside for admission in nursing and GNM. Moreover, the corrupt persons involved in this issue have to be identified and punished,” he added. Prashad further said that, “Opposition party TMC’s leader Sudip Roy Barman visited and assured that he will raise the issue in the floor of the assembly and so we are withdrawing, however, we want that the government does not take lightly with the future of the students and make arrangement for admission of all 348 students or we go for bigger agitation.” However, a week back the state cabinet following allegations brought by TMC MLA Sudip Roy Barman of large-scale corruption in selecting of these colleges for enrolling the ST, SC and OBC student, decided to cancel the sponsorship this year. The government has said that it had received reports of infrastructure shortage in the shortlisted colleges where the students were supposed to get admitted for BSc (nursing) and GNM courses and hence decided to cancel the programme this year.

Extend term of foreigners tribunals: Sonowal N e w D e lhi , S e p 2 7 (PTI): Assam Chief Minister Sarbananda Sonowal today met Union Home Minister Rajnath Singh and urged him to extend the term of the foreigners tribunals, which determines the identity of illegal immigrants, for five more years. Sonowal conveyed to the Home Minister that at present 100 foreigners tribunals are functioning in Assam out of which 64 were created in 2004 in compliance with a Supreme Court directive. As the validity of these tribunals has expired on February 9, 2016, the Chief Minister requested the Home Minister to extend their term for five more years for smooth settlement of foreigners’ issue, an official spokesperson said. Foreigners tribunals in Assam were set up under the Foreigner (Tribunal) Order of 1964 to determine the status of citizens whose Indian nationality are doubtful.

Bokajan, Sep 27 (Agencies): A speeding train hit and killed two elephants in a corridor designated for the animal near Dimapur, Nagaland’s commercial hub, early on Tuesday. Nor theast Frontier Railway (NFR) officials said the incident happened about 12.25am when the New DelhiDiburgarh Rajdhani Express ran into a herd of elephants that settlers on the eastern flank of the track had scared away with firecrackers. Two female elephants of the herd, one about five years old and the other 15, were killed. “A four-member enquiry team comprising railway and forest officials has been constituted to probe how the elephants got killed midway between Dimapur and Khatkhati railway stations,” NFR spokesperson Pranav Jyoti Sharma told Hindustan Times. Khatkhati, in Assam’s Golaghat district, is about 270 km east of Guwahati, It took several hours for the elephants’ bodies to be taken off the tracks, blocking the train, thus delaying several other trains, Sharma added. A G A RT A L A , S e p 2 7 (Agencies): A naik subedar of Tripura State Rifles (TSR) and a woman from Dharmanagar were arrested by Tripura Police’s CID sleuths on Sunday for killing the man’s wife last year. SP (CID) Sanjoy Roy said the accused, Ranbir Das, had strangled his wife Chayanika Banik (24) to death in October last year. He had then dumped the body in the septic tank of his house at Kumarghat. It had been a month since Ranbir and Chayanika had married. After marriage, Chayanika had been sent to her in-laws’ house so she could continue her studies. During this time, Ranbir got involved with another woman. “When Chayanika learnt of her husband’s illicit relations, she returned home. That night, Ranbir and the woman, identified as Archana Malakar (35) killed her and dumped the body,” Roy said. A missing diary was registered but police could not retrieve any clues. The case was then referred to the CID for investigation early this year. The CID looked into Ranbir’s relations with Archana.

Around 11 pm, the irate locals damaged the house and set it on fire. The fire spread to the neighbour’s house and Md Saddam, who rushed to fight the fire, stepped on a live wire and was electrocuted. Three of the injured people in the firing were rushed to JNIMS hospital. Md Eki, who was injured on the neck, chest and arm, was referred to Shija hospital.

IMPHAL, Sep 27: Curfew and restrictions were Tuesday imposed in Muslim dominated Khetrigao area in Manipur’s Imphal East district after a minor boy died and at least four people were injured in a violent clash. Imphal East district magistrate imposed the indefinite curfew (under sub section 2 of section 144, Cr PC 1973) after clash broke out in the area late Monday night, an official source said Tuesday. The violent clash erupted after residents of Khergao resisted the entry of a group of people to the house of one Md Azmir of the village in connection with the murder of a youth from the neighbouring village. Tension among the residents of Muslim dominated Khergao was prevailing in the last few days after Md Azmir was pointed out as one of the culprits behind murder of a youth in April last. On April 2 last year, a youth identified as Md Naoshad Khan was
found dead inside his car at Nganglou Loukon under Lilong police station of Thoubal district. People of the area has been pressing the authority to book the culprit(s) behind the murder of the youth as they suspect some of his local friends were involved in the murder. However, on Monday night, a group of people stormed the house of Md Azmir. When family of the Azmir and his neighbours offered strong resistance, a clash broke out resulting in the death of one minor boy besides injuring atleast four people. Reports said that the 14-year-old boy Md Saddam died after he sustained severe injuries. New Delhi, Sep 27 (PTI): A day after Karnataka expressed inability to release Cauvery water, Supreme Court Tuesday asked it to discharge 6,000 cusecs of water to Tamil Nadu till Friday despite its assembly resolution, but called for a political solution to the impasse by convening of a meeting of Chief Ministers of the two states and the Centre. The apex court, which was strongly urged by Tamil Nadu not to hear Karnataka till it complied with the previous orders, asked Attorney General Mukul Rohatgi to facilitate a meeting of the executive heads of both states with the Centre over the next two days to find a resolution to the impasse. “We think it appropriate that Karnataka releases 6,000 cusecs water to Tamil Nadu in three days by following the order passed by us, despite the
resolution passed by the assembly,” a bench comprising Justices Dipak Misra and U U Lalit said. While the order was being dictated by the bench, senior advocate F S Nariman, appearing for Karnataka, vehemently opposed any direction asking the state to release water, saying there was “no logic in it” and the order amounted to “a direct confrontation”. Blaming Kar nataka’s “obstructionist and obstinate” attitude for the impasse and non-compliance of the apex court directives, senior advocate Shekhar Naphade, appearing for Tamil Nadu, submitted: “On instruction, I am saying that the state (Tamil Nadu) is fed up. New Delhi, Sep 27 (IANS): India on Tuesday announced it will not attend the Saarc Summit in Islamabad in November, sharply escalating its attack on Pakistan for sponsoring terror. In a statement, India said increasing cross-border terrorist attacks in the region and growing interference in the internal affairs of Saarc Member States “by one country” have created an environment that is not conducive to the successful holding of the 19th South Asian Association for Regional Cooperation summit. Ministry of External Affairs spokesperson Vikas Swarup, in a statement, said that India has conveyed to current SAARC Chair Nepal its decision not to attend the summit, for which Prime Minister Narendra Modi was to go. “India remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in an atmosphere free of terror. In the prevailing circumstances, the Government of India is unable to participate in the proposed Summit in Islamabad,” the statement said. Swarup said that some other Saarc Member States have also conveyed their reservation about attending the Islamabad Summit in November 2016.The other countries unwilling to attend are said to be Bangladesh, Bhutan and Afghanistan, according to sources. The decision to boycott the Saarc Summit comes as India has been hyping its diplomatic offensive against Pakistan over the past few days.
New Delhi, Sep 27 (PTI): A two-week long joint IndoUS military exercise, focusing on counter insurgency and anti-terror operations, in Uttarakhand’s Chaubattia forest has been very successful, the Army said Tuesday. The exercise ‘Yudh Abhyas - 2016’, which concluded today, was carried out as part of efforts by both the strategic partners to enhance overall defence cooperation. The exercise included a Company Group from an Infantry Battalion of Indian Army and fifth Battalion of 20th Infantry Regiment of the US Army. In his remarks at the end
of the exercise, Major General Thomas James of US Army said army to army relationship between India and the US has never been so stronger and that the exercise provided a great way to enhance interoperability. The combined exercise was “undoubtedly, an unprecedented success”, the Army said. The exercise was the 12th in the Yudh Abhyas series, which started in the year 2004 under US Army Pacific partnership programme. NEW DELHI, SEP 27 (AGENCIES): Proof that the terrorists who attacked an army base in Uri over came from Pakistan was presented today in Delhi to Pakistani envoy Abdul Basit. The government said that two men arrested with the help of villagers have said they belong to Pakistan-Occupied Kashmir and served as “guides” to help the four terrorists cross over the border. One of the terrorists who was shot dead has been identified, like the guides, as a resident of Muzzaffarabad. On Se ptember 18, a group of terrorists attacked the army camp with AK-47s and grenades; 18 soldiers were killed, the worst setback for the army in Kashmir in nearly 14 years. Pakistan has so far rejected allegations of its involvement, and has accused India of prematurely blaming it for the terror strike. In January, an air force base in Pathankot near the border in Punjab was attacked by Pakistani terrorists; seven military personnel were killed. The air base attack plummeted relations between Delhi and Islamabad, though Prime Minister Narendra Modi allowed a team of investigators from Pakistan to tour the base, a move greatly criticized by the opposition. Since then, Pakistan has said it has no conclusive evidence that the attackers were its citizens. New Delhi, Sep 27 (PTI): Air pollution is killing nearly eight lakh people annually in the South East Asian Region with India alone accounting for over 75 per cent of the casualties caused by cardiovascular diseases and lung cancer, according to a new WHO report Tuesday. The report said nine out of 10 people globally are breathing poor quality air while nearly 90 per cent of air pollution related deaths occur in low and middle-income countries, with nearly two out of three occurring in WHO’s South-East Asia including India and Western Pacific regions. “It is a public health emergency,” said Maria Neira, the head of the WHO’s department of public health and environment.

New Delhi, Sep 27 (IANS): Tightening the screws on Pakistan further, Prime Minister Narendra Modi has convened a meeting on Thursday to review the Most Favoured Nation status to the neighbour, sources said here. The meeting will be attended by senior officials, including those from the External Affairs and Commerce ministries. The meeting follows India’s decision on Monday to revisit the 56 years old Indus Waters Treaty with Pakistan, in the wake of the terror attack in Uri that killed 18 soldiers. India granted the MFN status to Pakistan in 1996 but the neighbouring country has so far not reciprocated. According to obligations under the World Trade Organization (WTO), member countries shall extend Most Favoured Nation (MFN) status to each other automatically unless otherwise specified in the agreement or the schedule notified to the WTO by the member country. India has been moving on several fronts against Pakistan as part of its response in the wake of the Uri terror attack and has also decided to isolate Pakistan diplomatically for “exporting terror”. India has blamed militants from Pakistan for the September 18 attack.

New Delhi, Sep 27 (PTI): Terming as “illegal” the panel set up by Lt Governor Najeeb Jung to scrutinize 400 files, Delhi Government today requested it to discontinue work till the Supreme Court verdict on powers of the LG. The decision to ask the three-member panel to stop scrutiny of files was taken at a Cabinet meeting chaired by Chief Minister Arvind Kejriwal which observed that the exercise has brought government’s “important works” to a halt. “During discussion, the Cabinet found that Lt Governor doesn’t have any power to constitute such panel to examine files of Delhi government and that it is illegal. As the members of panel are eminent persons, we request them not to scrutinise files till the Supreme Court rules in the matter,” Deputy Chief Minister Manish Sisodia said. Jung last month had constituted the panel to examine around 400 files. It was claimed that they contained “infirmities and irregularities” and that decisions based on the file notings were violative of laid down norms and procedures. The appointment of the panel comprising former CAG V K Shunglu, former Chief Election Commissioner N Gopalaswami and ex-Chief Vigilance Commissioner Pradeep Kumar, came after Delhi High Court ruled that the Lt Governor is the administrative head of the city government. The AAP government had approached the Supreme Court challenging the Delhi High Court order and the apex court listed the matter for final hearing on November 15.

Challenge of development
W
hat Nagaland Governor P.B.Acharya had said in echoing the views of prime minister Narendra Modi, that “unless north east develops the country will not progress” indicates the geo-economic importance of the region which shares the longest international border with China, Bhutan, Nepal, Myanmar and Bangladesh. The region’s state government are to be made accountable for lack of proper development. The failure of the state governments have only given a handle to those preaching the ideology of violence but it is not the voice of the majority. As a consequence, issues like insurgency, violence, excesses and the Armed Forces (Special Powers) Act make more news than the rot in the system. Simply asking the militants to shun the path of violence and come for talks will not help. A serious offer has to be made so that the rebel groups react positively. And the solution on the ground is economic development. The region has failed to accrue any benefit out of India’s drive towards liberalization and a practical solution has to be found to that meaningful progress can be achieved. The thrust areas for the region are Power, Petroleum & Natural Gas, Non-Conventional Energy, Information Technology, Telecommunications. The north east region is economically backward in spite of being rich in natural resources. Time and again, whenever intellectuals from outside the north east visit the region, they seemed to be more familiar with the ‘political problems’ and unfortunately, also appear convinced that these ‘problems’ are the main contributing factors for the poor development. This is so because the north east has been projected as a militant-plagued region in the glossy magazines and newspapers. This projection is out of proportion with the reality of day to day life. True, these ‘political problems’ that have roots in socioeconomic and political aspirations. The slippery slope of political-speak seem eloquent as political jingoism has created more mists over the concept of development. While economic and social issues need to be dealt within the context of New Delhi’s development perspective, the political aspirations too need to be seen in the light of how militant outfits pursue their objectives. The process of peace has taken too long with belated realisation that violence is not the solution. All the same, though militancy remains due to lack of coherence among the people on the approach towards solutions; time cannot stand still to achieve the peaceful environment for development. Peace and development are the basic fundamental rights of the people anywhere in the world and no one can claim hegemony over the rights of the people. The voice of the majority is to participate in development and the responsibility of the government is to ensure that development does not take the back seat. So far, the ‘Act East Policy’ of the Modi government has found resonance with the states who have long complained of not being given adequate help. There is no doubt that the Modi government, by adopting a different approach than the UPA government, has engaged in issues that have long been on the backburner. Every one has a part and every part has to function and together work in synchronization towards the universal pursuit of holistic development of people and their environment and all it needs is to visualise a common goal- peace and progress-which remain the theme.

We put our sense of loyalty to our relatives ahead of our loyalty to Jesus Christ, forcing Him to take last place. When your loyalties conflict, always obey Jesus Christ whatever the cost. Luke 9:61. The person who says, “Lord, I will follow You, but…,” is the person who is intensely ready to go, but never goes. This man had reservations about going. The exacting call of Jesus has no room for good-byes; good-byes, as we often use them, are pagan, not Christian, because they divert us from the call. Recognition of Rongmei Naga; a bone of state political contention T he Naga society today has become a multi-crises society; ridden with unresolved problems. There are more of problem creators and less of problem solvers. Naga way of thinking and looking at things seems still far from humane decency and ethic. Nagas need transformation from within and reformation without. The present society need to be deconstructed in order to reconstruct into a Naga humane civilization. Sense of justice and right is failing in the society and so humanity benumbed. When right is not rightly perceived, wrong action is committed. When good people don’t perceive the right thing to do, they do wrong things as right. The result tells of the action. Nagas have committed many wrong things in the past. Some few are still committing. To know the right from wrong, one must reason, prompted by conscience or discernment. Reasoning comes by experience with pains and suffering. When action without reasoning is committed, the result will equally effect opposite or equivalent to the desire or target intended. Nagas are tackling the political problems created by visionless leaders followed and tempered by blind Naga publics. Both the politicians and the public are responsible and both must be accountable for the failures with all its problems and also for creating a positive outcome. Considering the social behavior, Nagas are socially irresponsible and indifference to others around them. The virtues of compassion, tolerance, peace and understanding are fading fast away with the passing of days. Reasoned and understand that, there are many civic Naga leaders in every Naga tribe. Yet those few crooks and brute leaders are led to lead the role of social and political interference or intervention. Therefore, no good things can come out of Nazarene Naga society unless good and right leaders lead out the way from ruining stage to running growth in unity. Something is wrong with the Nagas’ perception about Naga people-hood.
What is surprisingly amazing is to know the fact that, Ao, Lotha and Sumi tribal Hohos are reflecting their resentment and antipathy toward the government and the Naga Hoho in a way never expected to have committed by such advanced tribes. Have the concerned tribes represent all members of their tribes in character and unison as demonstrated or only the leaders of theorganizations does the games of tribal reflection on all behalf ? Could it be that the Naga National struggle in their own land has wearied and worn out the Nagas’ hearts?. It seems the Nagas had played down their own political status to the present bowl of bewilderment within. Why Recognition of Rongmei Naga is being played as a bone of political contention? What mentality or cruelty has put the matter into public fray? What if your own tribe is played as a bone of contention?. If Rongmei is branded as non-indigenous or non- Naga of the present Nagaland state, the Aos, the Rengma and the Zeme Naga of Assam, the Konyak of Arunachal Pradesh and Myanmar are measured by the same yardstick. What logic or license, right or reason has any Naga individual or organization to challenge or implicate other tribe in such a manner? Action always follows reaction. Actor get reactor. If the Rongmei Naga of Nagaland who also took part in all process and activities in the formation of the statehood, qualifying for a full fledged state of the Nagas, by means of population, struggle, tax payment, all for the appropriation of central grant and provisions, is left out and deprived, what right and reason can Nagas of Nagaland speak before the Govt, of India? The question of Naga indigenous inhabitant in the state of only 53 years old Nagaland state will make the whole Nagas non-indigenous except indigenous Assamese Nagas of Assam state. Taking the Rongmei recognition issue as a tool to default or faultfinding measure against the Naga
apex Body; the Naga Hoho, the government of Nagaland or for the matter to turn down T.R. Zeliang from the post of Chief Minister of Nagaland is funny, childish and devoid of any civic thinking except provoking tribal contention. I have appealed and admonished our CM, Shri T.R. Zeliang and Rongmei people before the last election not to take the matter as a campaign tool, making the issue a bone of contention to win votes in the election. Now I appeal to all Nagas to refrain from making the issue as a political contention in the state which will have a far flung negative impact and consequences in the Naga society. I also appeal to Rongmei people not to react or confront the circumstances in which you have been put into. At the end of the day, the Naga people will understand the history well and understand you well. Nagas need patience, understanding and determination in time like this. The magic wand of political India had spelled the 16th Points Agreement of division, induced and enticed the past weary Nagas’ leaders to accept the divided Naga state. The so called Nagas of Nagaland mentality and polity is the direct product of the one-time thought to be right and good politic. The grant of statehood under 371(A) of Indian constitution has fashioned and established the differences and divisions within the Naga family. The 53 years old Nagaland statehood out of the erstwhile Assam has created Divided Nagas by state arbitrary boundaries and now Naga tribes are breaking apart within on the line of tribal distinction. Subject of Naga integration comes on the way of imaginary assumption born of seemingly separated Nagas by name of different states in existence. Nagas are swimming and floating on the water of Indian political pool or pond. Many Naga leaders are blindly headlong into the game of destruction, playing the politic of cynicism and division, dividing the Nagas within Nagaland even by forming Central Nagaland
tribal Council (CNTC)as if there exist a cornered Nagaland Tribal Council. Further division goes on to name as Nagaland Tribes Council (NTC). A room more could be given to form as; NonNaga Tribal Council, Nagaland so as to call the state a Multicouncils state of Nagaland. Nagaland state is turning into Tower of Naga-Babel and confusion of languages, tribalism and political chaos run and reign the whole affairs of the state. The Nagas have gone mad or gone back to tyrannical and despotic age of the long past era of head hunting culture. Let us relook and see our past to know where we are today. Let us also be mindful of what today’s political scenario will make or mar our tomorrow. Nagas are looking at one another with an eye of hostility and suspicion in the Naga family. The world outside and beyond Nagaland is watching Nagaland. Nagas’ mentality seems to suffer deficiency of morality and civility. Money-lover-Nagas are selling their rights, lives and characters for their temporal political gain, comfort and convenience at the expense of losing their National identity, unity, rights and privileges. Blinded by greed base mentality, tribal distinction among and withinthe Nagas’ family have rooted deep inside breaking the very core of love, unity and spirit of fraternal fellow feeling. Ruin is in sight. Turn the tide or face the fact. May I appeal to all the Nagas who are willing to think and reason on the reality and purpose of human life on earth; to all those who know that man’s life must be guided by reason, those who value their own life and are not willing to succumb to the cult of despair in the modern jungle of cynical impotence, modern age of barbarism, and bankruptcy of morality. This appeal is to repeal or denounce the wrong political trend of our society and to reject the return of dark ages of the past centuries and the rules of brutes. G. With utmost respect and honour, we the “All Nagaland Unemployed Diploma Engineers Association (ANUDEA)” bring forth our grievances through this open letter for your kind consideration hoping for your positive output. 1. The Nagaland Engineering Service Rule 2006 and 2012 is silent about the 40% reservation for Diploma holders, whereas as per the Nagaland Engineering Service Rule 1997 included in part III under the heading Direct Recruitment (iii) clearly states that 40% of the total vacancies being reserved for 3 years’ diploma certificate holders as indicated in schedule VI of this rule. On this account we would like to state that equality and justice is not been given to the Diploma holders. A diploma holder competing with a degree holder is quite questionable. In simple, a lecture and his/her students sitting for the same set of question paper in which the lecture is a specialised. 2. The reservation ratio for Diploma holders which was included in the Engineering Service Rule 1997 were being followed till the year 2013 despite of the absence of reservation with the framing of Engineering Service Rule 2006 and 2012 and only in the year 2014 and 2015 the reservation was removed. 3. The ANUDEA would also like to mention that, the Association has made necessary press release on 3rd May 2016, 3rd August 2016 and only submitted applications consecutively on 2nd May 2016, 14th July 2016 and 21st July 2016 to the Chief Secretary, Commissioner & Secretary, Engineer-in-Chief and Chief Engineers of concerned departments, however, they could not satisfy our appeal. 4. Therefore, to reframe or to review the service rule wherein 40% reservation for Diploma can be included. 5. To reserve the said percentage for diploma holders in the upcoming technical exam and also till the new Engineering Service Rule comes into effect, which may include 40% reservation. 6. The Association would also like to seek your attention to students holding Diploma I’m Engineering. Most students from underprivileged section of society do not get opportunity to pursue further studies (B.Tech/B.E) and afford till Diploma. Whereas, the Government does not seem to create opportunities for Diploma holders which we feel is a step motherly treatment on the part of the Government and going to the extent of removing 40% reservation of JE post in NPSC (CTE). pay homage and give my revolutionary salute to our dearly beloved martyrs! We are awfully pained when we remember our departed comrades who were faithful to the cause they fought for and loyal to the nation they belonged. They obeyed the command of the leadership without question and faithful to the Lord they worshipped. They were Nazirites of the Nagas. The Nagas without exception participated in the national movement with full revolutionary zeal. Every one of them felt the tremendous joy of walking together with his brothers and sisters in the journey for freedom, peace and prosperity. But in course of time, they realized that revolution is not smooth sailing. Enemies divided the Nagas into two camps through the l6 point agreement. Again they were further divided through the Shillong Accord. However, the Naga people know that the 16-point agreement and the Shillong Accord
are roadblocks, not solutions. Which is why, the people have condemned both as a sell out. They are, as a matter of fact, the dividing points of the Nagas where killing among the Nagas began. After the condemnation of the Shillong Accord by the national assembly on 16th August 1976 under the leadership of lsak Chishi Swu and Th. Muivah, the enemies penetrated into the camp of the revolutionary patriots. A few Naga Army led by Lt. Col. Visacho ran away from GHQ with hundreds of arms and hundreds of thousands of ammunitions. He went even to the extent of saying, “Whoever wants to join AZ. Phizo he can come and join us, but whoever wants to join lsak and Muivah let him join them, but arms should be submitted to us because all arms belong to Phizo.” Despite this, our leaders sent Maj. lhoshe for mutual understanding through dialogue, but Maj. Thoshe and party were sent back to lsak and Muivah disarmed.
Again, Capt. Kumzuk was sent, however quite contrary to the expectation, he joined forces with Lt. Col Visacho and party. They hatched a plot for military coup d’etat. The day Capt. Kumzuk returned to the Battalion Headquarters at Shikba, military coup was staged by Lt. Col. Subong where lsak, the then vice presiden! NNC, the General Secretary Th. Muivah, the Chaplee Kilonser Lorho, the Education Kilonser Khasui Longvah, Brig. Vedai Commander of Naga Army and Maj. Pruning were arrested and put in military custody to be executed. They were arrested on account of condemning the Shillong Accord, the charge sheet said among others. Heavy confrontations broke out between the forces of Shillong Accord-NNC and revolutionary patriots. But revolutionary patriots could subdue the traitors and take control of the situation resulting to emancipation of the two incarcerated leaders from the custody of the mili-

e, the Naga Community of NEIGRIHMS (North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences) and not NEIGHRIMS (North Eastern Indira Gandhi Regional Institute of Medical Health and Sciences) would like to bring to your attention that NEIGRIHMS is a tertiary referral hospital built in a line of AIIMS. The hospital has various high- ends equipments in various departments including CT/MRI, but since the radiation facility is not yet available, patients are sent to Civil Hospital, Shillong for radiation as a part of cancer treatment which is fully functioning and approved by Atomic Energy Regularity Board (AERB), funded by the Ministry of Health and Family Welfare, Government of India. Cancer being a serious illness needs proper and thorough investigations to come to a right and proper diagnosis which sometimes take weeks. NEIGRIHMS attends thousands of patients in a day and for which major investigations like CT/ MRI takes time despite its full effort from
the staffs, technicians and doctors. Patients usually do not have much patience for the appointment given and for this reason they go to various private hospitals and clinics so as to get the tests or investigations to be done at a sooner date but at the cost of spending much more than what NEIGRIHMS offer. Every patient has every right to get treated anywhere. No medical practitioners anywhere including the doctors of NEIGRIHMS have any right to stop patients from seeking treatment elsewhere. And also, the patients who are to undergo Chemotherapy are properly explained and consent is taken. We would also like to inform that more than 50% posts have already been filled up and one can also access for further information from NEIGRIHMS website for various departments. tary junta. Soon after their release the two leaders convened a national workers meeting at Nokba in January 1980. Information was served to all concern in all units and Regions. On 26th February 1980, the pro-Shillong Accord party laid an ambush against the Naga Army command party under Maj. lhoshe at Chukia village, where there was a fierce encounter between the two parties. Many of our dear comrades, who were sent to Khiamnungan area with the information for a meeting, were all executed summarily by Lt. Col. Singya and party. lt was later learnt that they had already joined forces with the Shillong Accord camp. ln order to take control of the explosive situation, a team of center authority along with Naga army under Brig. Thungbo, C-in-C, was again sent to the Khiamnungan Region. But they were also given negative response. Our leaders tried their best to settle misunderstanding, misinformation and
disinformation created by the enemies, but to no avail. Nagas are always the victims of enemies’ divide and rule policy. Finally, the traitorous NNC in coalition with the lndian and Burmese armies attacked on Naga army makeshift camp at Langnok, where about a hundred of Naga national workers including Chaplee Kilonser Mr. Khasui Longvah, Commander-inChief Brig. Thungbo, Col. Newin CSO, Maj. Shongshen, Capt. Shangam and many other national workers from the army and civil set-up were killed in action at the battle of Langnok on 27th September 1980. Wuime Tatar and 2 Lt. Johnny along with their family members were mercilessly butchered on ground of their opposition to the treason of Shillong Accord. Many innocent public young and old, men and women who supported lsak and Muivah were also not spared. Heaven and earth were the silent witnesses of the most tragic events that
had taken place in the history of Naga national movement for independence. Thus, the 27th September 1980 was declared as the Agony Day by the Tatar Hoho that was held at Tonu. Those heroes who have fallen in the hands of the enemies within and without are martyred, not killed. Martyrs are the seeds of freedom. All nation-states today were built with the blood of martyrs and the tears and sweat of revolutionaries also called Nazirites. Nazirites are those people, who are born or chosen for the Lord and his people. Building a state without Nazirites is a wishful thinking. The Naga people must have Nazirites; their organizations must have Nazirites; their Churches must have Nazirites; their institutions must have Nazirites. They must be able to produce Nazirites at all time, in all fields and in all generations so that the Nagas grow and shine among nations materially, spiritually, mentally and socially. Kuknalim!
Response The facts which were mentioned on the September 26 issue of this newspaper have not been refuted. However, to put on record, the facts mentioned were based on accounts from three Naga patients (who died) and their families. Perhaps the patients could have survived like many others, some who had third stage cancer, through timely and adequate treatment in hospitals in Delhi, Kolkata, Mumbai, Chennai etc. The report was not directed at anyone nor against any community. Information on the abbreviation and also latest on staffing stand corrected. It is to also acknowledge that there are other departments in NEIGRIHMS which are performing satisfactorily. It is hoped the cases mentioned would serve to improve the performance for the sake of many poor and needy patients and the reiteration about patients’ rights is indeed heartening. It may be pertinent to mention that even The Shillong Times had written about the state of affairs in NEIGRIHMS. Mumbai, Sep 27 (PTI): Office of the Shiv Sena mouthpiece ‘Saamana’ in Navi Mumbai was allegedly stoned today over a cartoon published in the daily alluding to the silent marches being taken out by Maratha community across the state. A pro-Maratha outfit, ‘Sambhaji Brigade’, claimed the responsibility for the attack. While Shiv Sena termed the attack as “deliberate mis-
chief ” by some people to create a rift between the Maratha community, its ally BJP took objection to the cartoon and demanded public apology from the newspaper. Opposition Congress and NCP also sought government action against the Sena mouthpiece for “hurting sentiments” of the community. Addressing a press conference on the last day of his three-day visit to Lucknow, he said he had discussed the issue with police officials. All parties want a free and fair poll and “we are doing all that is possible to ensure” this, he added. He said the Election Commission had held threadbare meetings with state officials, district magistrates and the police. Zaidi also said that all political parties, barring the ruling Samajwadi Party, felt that the assembly polls, due early next year, won’t be fair and free if the state police alone was involved. Opposition parties want central forces deployed during the polls. He also said that all parties were unanimous that the use of money and muscle power in the elections should be ended.

Silver also fell further for the third session owing to lack of industrial buying support. Standard gold (99.5 purity) declined by Rs 65 to close at Rs 31,320 per 10 grams from Monday’s finish of Rs 31,385. Pure gold (99.9 purity) also fell by a similar margin to settle at Rs 31,470 per 10 grams as compared to Rs 31,535 yesterday. Silver (.999 fineness) moved down by Rs 180 to end at Rs 46,255 from Rs 46,435 earlier. In worldwide trade, gold fell as the dollar and stocks gained ground on the view that US presidential candidate Hillary Clinton got the better of rival Donald Trump in their first debate. Spot gold was down 0.1 percent at USD 1,336.82 an ounce in early European trade, snapping a six-day winning streak. US gold futures eased 0.3 percent to USD 1,340.80 an ounce. Unwinding of long-dollar positions by speculative traders and the currency’s strong underlying fundamentals further buoyed the home unit. Geneva, Sep 27 (PTI): The World Trade Organization has for the third time lowered its global trade growth forecast for this year to 1.7 per cent, stating that this slowdown is “serious” and should serve as a “wake-up call” for nations. “World trade will grow more slowly than expected in 2016, expanding by just 1.7 per cent, well below the April forecast of 2.8 per cent,” according to the latest WTO estimates released today. In September 2015, the WTO estimated that global trade would rise by 3.9 per cent in 2016. It lowered that projection to 2.8 per cent and now to 1.7 per cent. Slowing world trade will have implications for India, which has been witnessing decline in exports. Its outbound shipments are in the negative zone since December 2014.

Bogota, Sep 27 (Agenices): The leader of the Farc rebel group has apologised to the victims of Colombia’s armed conflict which ended with Monday’s signing of a peace deal. Colombian leader Juan Manuel Santos and the Farc rebel commander known as Timochenko signed the deal in an emotional ceremony on Monday evening. “I would like to ask for forgiveness for all the pain that we may have caused during this war,” he said. The guests at the ceremony in Cartagena cheered when Timochenko apologised. Some shouted “Yes, we can!” while Farc members and heads of state from Latin America rose to their feet on the stage and applauded. The ceremony which marks the end of 52 years of armed conflict was broadcast live and shown on giant screens in the capital, Bogota, and other large cities. 9 injured in shooting at strip mall in Houston Houston, Sep 26 (PTI): A disgruntled lawyer, believed to be half-Indian, today fired indiscriminately and injured nine persons at a strip mall in southwest Houston before being shot dead by police in the latest incident of mass shooting in the US. The shooter was identified as Nathan DeSai, who previously worked at McDaniel & DeSai LLP, though the practice closed down at some time last year, Ken McDaniel told the local media here. Houston Police confirmed the mass shooter was dead after firing at passing cars and officers who responded to the call for help at a shopping centre. Earlier today, they had tweeted that an “active shooter at Weslayan & Bissonnet has been shot by our officers; no reports of other suspects at this time.” The attacker was shot by cops — and was pronounced dead on arrival at a nearby hospital, police said. Witnesses and emergency officials described a chaotic scene as the gunman fired dozens of shots at random, sending people ducking for cover. One
witness, said he heard “over 100 shots” fired – including AK-47 and AR-15 gunfire. It was “steady shooting back and forth” between police and the suspect, the man said. Six victims were being treated in hospital, with two in a critical condition, and three were released, said interim Houston police Chief Martha Montalvo. She said the suspect was a lawyer who lived in the neighbourhood and police are investigating whether “issues” at his law firm were behind the shooting. The gunman was shot dead near his parked car, which contained additional weapons, on a residential street near the shopping centre as heavilyarmed police officers descended on the area. According to local media, who spoke with DeSai’s father, said the man had tried calling his son numerous times today but had only gotten the man’s voicemail. Aleppo evacuation corridors needed Aleppo, Sep 27 (Agencies): The World Health Organisation wants safe routes to be set up immediately to evacuate sick and wounded Syrians from besieged parts of the city of Aleppo. A spokeswoman said there were only 35 doctors left to care hundreds of patients trapped in the rebel-held east, and that the number was rising. Medical supplies are also running out, and there is a shortage of blood. Russian-backed Syrian government forces launched an all-out assault on the east on Thursday after a truce collapsed. Since then, the intense and sustained aerial bombardment of Aleppo and its surrounding countryside has killed at least 248 people, almost all of them civilians, according to the UK-based Syrian Observatory for Human Rights. The US and its allies, who support the rebels fighting the Syrian government, have said the attacks constitute war crimes and accused Russia of “barbarism”. Moscow has vigorously denied the allegations and criticised their “unacceptable” rhetoric. Aleppo, once Syria’s largest city and the country’s commercial and industrial hub, has been divided roughly

obbie Williams has announced that he is releasing a new album in November. The chart-topping star’s new release – which is called Heavy Entertainment Show – was unveiled during the X Factor ad break on Sunday evening. The ad featured Williams, 42, dressed as a boxer in the ring, fighting as both opponents. It is his first album since 2013’s Swings Both Ways. Speaking to Julie Adenuga in a special interview to be aired on her Beats 1 radio show, Williams said the record had been in the pipeline for some time. “I’ve been working on this album like I work on all the other albums,” he said. “It’s been a process of three years, some of these songs that have been on the album I’ve had three years ago, and I’ve had on my computer and I’ve been very excited about them, and the new ones have taken their place and then the old ones have gone, and then the old ones come back up, the new ones, it’s just a process that’s been years in the making.” The singer, who has two childen with his wife, Ayda Field, worked with longtime collaborator Guy Chambers on the album.

Forlan’s firepower to spur up Mumbai Mumbai, Sep 27 (IANS): Uruguayan Diego Forlan, arguably the most high-profile name of the 2016 Indian Super League (ISL), would need all of his globally-recognised skills to fire up Mumbai City FC’s campaign in the glamorous football tournament that begins October 1. They would hope to experience a controversy-free campaign after enduring troubles on and off the pitch under last year’s coach-marquee player Nicolas Anelka. The temperamental Frenchman struggled to juggle his dual responsibilities and failed to unite the team. Disgruntlement among team members was apparent and his handling of Indian captain Sunil Chhetri’s playing position created a rift that took a toll on the side’s tournament aspirations, finishing seventh among eight teams. Forlan, a more mellowed personality than Anelka, is expected to provide a calming influence at the top end of the pitch with his guile and experience to galvanise a promising offensive line, propped up by Chhetri and Haitian winger Sony Norde. Kohima, Sep 27 (NPN): Ve r a c i o u s F C Z a p a m i , Gariphema VYO, Nagaland police (Red) and Chedema FC registered win at the ongoing 17th NSF Martyrs’ Memorial trophy at Kohima local ground on Tuesday. The trophy is being organised by Angami Students’ Union (ASU) under the theme “goal for peace.” In the first match, Veracious FC Zapami beat Blaze Boys FC Jotsoma by 2-1. Senowe Khutso (11) of Veracious FC opened the account in 25th minute. After the lemon break, Tewe Kreo (8) equalized the goal in th e 62nd minute. However, in the 70th minute, Senowe Khutso (11) scored the winning goal for Veracious FC. Razhusito (15) of Blaze Boys and Dieko of Veracious FC were booked for unsporting behavior. In the second match, Gariphema Village Youth Organization defeated Froster’s FC 5-3 via tie-break after the match ended in goalless draw in the stipulated time. In the third match of the day, Nagaland Police (Red) humiliated Wiggle FC by 11-0. Atun (8) opened the account in 2nd minute, which is the fastest goal of this tournament. International chess coach to visit Nagaland Correspondent
Kohima, Sep 27 (NPN): Chairman Commonwealth Chess Association, Chairman, FIDE technical commission (TEC), member FIDE executive board and CEO All India Chess Federation Bharat Singh Chauhan Tuesday assured that International Chess Coach would be sent to Nagaland very soon through Nagaland Chess Association (NCA) to train the trainers and teachers in the state. He informed this while speaking to this correspondent on the sideline of the interaction programme organized by NCA at Hotel Japfü Kohima on Tuesday evening during his tour programme to North East India to promote chess game.
