NEDA to replace Cong in NE: Zeliang

KOHIMA, SEP 28 (NPN): Nagaland chief Minister T.R Zeliang expressed optimism that as NPF was a major partner of the North East Democratic Alliance (NEDA), he hoped the alliance would install non-congress governments in all the NE States before the next 2019 Lok Sabha election. Speaking at the one-day seminar cum workshop of press secretaries, at the conference hall organized by NPF central, Kohima Wednesday , the chief minister also expressed the hope that NEDA would strengthen the hands of the Prime Minister Modi especially in the Northeast region. He urged the party workers/press secretaries to remain steadfast and continue to serve the people in their individual capacity. While lauding the party Press Bureau for organizing the programme, he also reminded the press secretaries to maintain good relations and insisted that reports should be fair, balanced and honest. He illustrated it by citing the March 5, 2015 lynching of a rapist which went viral in a manner of minutes and how it caught the global attention. Zeliang said be it Whatsapp or other social media applications, one should be a responsible user. On the non-payment of salaries to the CSS appointed teachers, Zeliang regretted that inspite of the state deficit of

33% women quota in DEF DIMAPUR, SEP 28 (NPN): Nagaland Governor has issued notification for 33% reservation for all women in the District Executive Force (DEF) of Police department. The notification signed by the special secretary (Home), stated that recruitment to all such posts for women would be made as per existing recruitment policy followed by the Police department. The notification had the approval of the cabinet conveyed vide No. CAB-2/2013 dated 13-11-2014.

Dmu truck unions on lease system

DIMAPUR, SEP 28 (NPN): Coordination committee of the Dimapur District Truck Drivers Welfare Trade Union (DDTDWTU) and Dimapur District Truck Owners Association (DDTOA) has appealed to the state government to reconsider its move to lease out toll tax and fees for commercial vehicles to private individual, firm etc. from the month of October 2016, in the interest of the welfare its members and the public. In a press release, DDTDWTU president H Kaiho Zhimo and DDTOA president Hokheto Kiba said the members of the two unions form the major tax payer of such toll fees and tax, hence the practical problems faced by truckers should also be heard. In the event the department failed to pay heed to the appeal, they warned that its members should not be held accountable for any untoward incident arising out of refusal to pay such tax.

He said when the government of India did not release the funds the state was helpless. Further he said the state government was totally sympathetic to the plight of the teachers but that the government’s hands were tied in making any alternative arrangement. Zeliang reminded that despite scarcity of funds, the government had on several occasions in the past, advanced scarce resources to pay salaries of employees. On Naga political issue, Zeliang reminded that it was UDF (now NPF) which was the only registered political party with ECI to have contested in the first Nagaland Assembly Elections in 1964 with the primary objective of “a political solution” to the Naga political issue. He said elected members had decided to pave way, if a solution to the Naga political

issue was brought about. He also reminded that after the first cease-fire agreement was signed between NNC and the government of India in 1964. During that period, he said all legislators of the UDF resigned en bloc as a manifestation of the party’s stand for the Naga issue in letter and in spirit. He also mentioned about the formation of Parliamentary Working Committee(PWC) on the Naga Political issue and meeting with central leaders at Delhi and other leaders to solicit their support for the solution of the Naga political issue and for discussion and approval in the parliament. EDBA backs CCoFA NH bandh call DIMAPUR, SEP 28 (NPN): East Dimapur Business Association (EDBA) as part of the Coordinating Committee on Fuel Adulteration (CCoFA) has fully backed and re-affirmed to stand by the September 10 public resolution to launch the indefinite national highway bandh till the demand for CBI inquiry on fuel adulteration racket was instituted by the state government. to implement the public resolution adopted on September 10, 2016, would compel the association to fully support CCoFA in enforcing ‘bandh’ on national highways within the state. “The ‘fuel adulteration scam’ is nothing, but a parasitic blood sucking networks to our ‘nascent Nagas economy’, it is a serious matter of human dignity and survival of our socioeconomy,” stated NHRA. CTYO: Endorsing full support to the ultimatum submitted to the government on September 23, Chumukedima Town Youth organisation (CTYO) said it would stand by the resolution and reiterated to leave no stone unturned till justice was delivered. A press note by CTYO president, Vibu Doze and general secretary, Sekho Thakro stated that it was a legitimate public interest and legal right to fight against the people who were robbing the general public everyday. NITI-A negates Art.371A: Jaykumar Modi’s promise to bring back black money and deposit Rs.15 lakh in every citizen’s account as “ the greatest bluff the universe has ever heard”. He said the country was in grave danger of losing its diverse culture with Modi’s propagation of RSS ideology to enforce the Uniform Civil Code. He added “without Congress liberty, equality and fraternity will die.” On the party’s condition in Nagaland, he expressed satisfaction that it has been streamlined with a realistic approach. He also highlighted the need for the party to formulate the right strategy under the prevailing circumstances such as what was done in Tamil Nadu where women candidates were given 50% seats to contest from. Dimapur, Sep 28 (NPN): Naga Hoho Federal Assembly held on September 28, 2016 has appealed to the three Naga tribes-- Ao Senden, Sumi Hoho and Lotha Hoho -- to reconsider their decision to withdraw from Naga Hoho and actively participate in all the activities of the Hoho in the larger interest of the Naga society. According to a statement issued by NH federal assembly speaker, Kenysung Tep, and assembly secretary, K.Elu Ndang, the Federal Assembly, consequent upon the disassociation of three Naga tribes from Naga Hoho on the issue of granting Indigenous Naga Tribe status to Rongmei community by the government of Nagaland, resolved to clarify its position. It clarified that the Naga Hoho, on being approached by the government of Nagaland seeking the opinion of the hoho on recognition of Indigenous Status of Rongmei Tribe, conveyed the “unanimous and unambiguous views” of its presidential council held on September 5, 2008 in favour

KOHIMA, SEP 28 (NPN): While urging all to be cautious over making statements in the public domain on the Rongmei issue, as the matter was now sub-judice in the court, Nagaland chief minister, T.R. Zeliang on Wednesday was hopeful that the issue would be resolved soon. Addressing the seminar/workshop of NPF press secretaries in Kohima, Zeliang said since the matter was in the court, following the case filed by ZPO, discussions in public domain was not appropriate and may seem like interfering the court procedures. In an apparent move to deflect pressure on Naga Hoho after the dissociation of three apex tribal bodies—Sumi Hoho, Lotha Hoho and Ao Senden, Zeliang pointed out that the recommendation for Rongmei tribe recognition was made during the term of the erstwhile Naga Hoho (NH) president, Keviletuo Kiewhuo and his predecessor, former chief minister Neiphiu Rio. He however said no one seemed to have questioned the former NH president at the time. But today, he said the present NH president has been cornered, which had confused the people. Zeliang maintained that it was not an issue where CM or party president could solve. He further appealed all to first confirm about issues before going to the media.

DIMAPUR, SEP 28 (NPN): AICC secretary in-charge Nagaland Dr. Jaykumar has cautioned that the disbandment of Planning Commission (PC) will negate special provisions under Article 371A affecting Nagaland which used to receive additional allocations as decided by the PC. Blasting NITI Aayog, Dr Kumar said it has no powers to allocate fund but only to serve as a mere instrument for “economic dictatorship” by prime minister Narendra Modi to release funds as dictated by the RSS. Dr Kumar accused ministers in the Modi government of coercing the Congress government in Arunachal Pradesh to re-defect en bloc for the second time within a month of installation. He alleged that union surface transport minister Nitin Gadkari had called chief minister Pema Khandu and told him that funds for all ongoing projects in Arunachal would be cancelled. He said after three days, MoS for chemicals and fertilisers during a visit, asked Khandu to join BJP so that all the state’s financial needs would looked into. He said it was due to these, that Khandu again merged the Congress with the PPA. He said other Congress chief ministers in the region would also face similar threats and so it was imperative that the Congress returned to power at the Centre, to safeguard the special constitutional provisions for the north eastern states and minorities of India. In the same letter, the NH said it also opined that the state government may exercise utmost care and deal with the matter with all seriousness so as to avoid any communal misgivings. The Hoho expressed its belief that the state government has “arrived at this decision fully recognising the recent discontentment expressed by certain Naga tribes” on the decision of the state government to grant Indigenous Naga Tribe status to Rongmei community. NH appealed to the cabinet sub-committee to take all stakeholders on board and make all out effort to arrive at a consensus amongst the Naga society and also review the status of the other Indigenous inhabitants of the state. On the Municipal Act 2001, the house viewed that the Act was defective and therefore resolved that the Act must be amended at the earliest. Further, the house endorsed the matter to the Executive Council for further decision. The Federal Assembly also pledged “to commit and rededicate ourselves to strengthen the sanctity of Naga Hoho against all forms of internal and external elements.”

JERUSALEM, SEP 28 (IANS): Shimon Peres, Israel’s former president and its eldest statesman, passed away in a hospital out- Shimon Peres side Tel Aviv on Wednesday morning. He was 93. Peres, a Nobel Peace Prize laureate and one of the most central figures in Israeli politics, died two weeks after he suffered a stroke, a spokesperson for the hospital confirmed to Xinhua. Peres had been sedated and on respirator since he suffered a stroke on September 13 and hospitalised at the Chaim Sheba Medical Centre outside Tel Aviv. His family was expected to give a statement at 7.00 a.m. (local time). On Tuesday afternoon, the media reported that the veteran statesman was “fighting for his life” after a critical deterioration in his condition.

DIMAPUR: Naga Students’ Union Shillong (NSUS) held its 56th Freshers’ social meet at Naga community hall, Shillong with secretary, Land Resources, Y. Kikheto Sema IAS as the chief guest on September 28. A press note by NSUS president, Viyie Kuwtsu and general secretary, Piketoli Z. Muru stated that chief guest encouraged the students to be humble and remain focused in their goals. He urged upon Naga people in Shillong to live in harmony with the local people adding, “people of Northeast needs to come together and live in harmony with each other and Nagas staying in other states should be a living example for other communities.” He also appealed the local people in Shillong to treat Naga people as their own brothers and sisters. DIMAPUR: To commemorate 25 years of Angami Youth Organization (AYO) in November, a seminar on the topic “environment” was organised at the Bamboo hall Kisama on Wednesday. According to DIPR, the programme was hosted by Southern Angami Youth Organization (SAYO) with Dr. Kethoser Kevichüsa as the trainer and Ravi Zacharias International Ministries (RZIM) and Dr. Kenei Miachieo (IFS) as the resource persons. Kethoser Kevichüsa in his speech spoke from the biblical point of view, stating that “by destroying the environment we are destroying God’s creation”. He called upon the gathering to retrospect on whether “we are personally caring His creation, behaving like

a good steward in protecting his creation and beautifying his creation”. Kenei Miachieo, IFS in his address said it was important for everyone to protect and preserve the environment. He called upon the APO & AYO to advice the village councils of Angami area to preserve the natural resources, to adopt long term benefits, form natural heritage committee, plant more trees etc. He also called upon the villages to consult APO/AYO while applying for working schemes from the Forest department and also to adopt seasonal ban for hunting in all village areas. He said that idealistic nationalism or imaginary nationalism was of no use if it produced no result and called upon Naga leaders to tune themselves in the contemporary context with deeper ideologies. “Naga identity is inevitable and an essential element of the Naga aspiration

and social and political destiny of the Nagas” that like Nagas, others also have their own unique histories too and the safeguarding of Naga identity should not be at the expense of others, Aier added. The seminar followed four academic sessions where academicians and research scholars from different universities viz. Tezpur University, Gauhati University, Nagaland University, North Eastern Hill University, Visva-Bharati University, Shantiniketan and Manipur University presented their original research papers. MON, SEP 28 (NPN): Laoong Mo, also known as the post harvest festival or the annual harvest festival was celebrated with minister of Road & Bridges, Vekheho Swu as the chief guest and parliamentary secretary of Art & Culture, EE Pangteang Konyak as the guest of honour. Addressing the gathering the chief guest, while congratulating the Konyak Union for organizing the festival as community fest, he expressed his wish that such festival was celebrated in its true sense with respect for one another and nature. Asserting that the customs and cultures of the Nagas were closely associated and very friendly with the nature, he said, when “we look into our age old cultural practices, we find that our forefathers had

befriended, adapted to nature and respected it”. Lamenting that with the advancement of modernity, “our cultural and traditional practices were being neglected and forgotten”, he urged the youths to learn and preserve the great artistic works and God gifted talents, inherited from the forefathers and quoted ‘who you are is detected from our culture’. He further added that “our age old customs and traditional practices signify our identity and way of lives”, which should be taught and preserve by the younger generation. He advised the organizer to celebrate the festival not only to mark its occasion but also to promote social economic development of the people by way of displaying healthy productions of the

Observing festivals also brings peace, unity and love in the community which would strengthen the Konyak society in particular and the Nagas in general, he added Referring to the financial position of the state, he said the changing policy of the Central Government has affected the funding pattern to the state. He said basing on the policies of Central Government the state Government is initiating and focusing on the revenue earning projects. He was optimistic that with such initiatives the financial position of the state would be resolved. Acknowledging that Mon district lack interstate connectivity, even after more that 50 years of statehood, he said that the district would

Citing that Mon district is a land of opportunity blessed with suitable geographical locations to cultivate for commercial production he urged the people gathered to take it as challenge and start utilizing the land for commercial purpose. Drinking water facility inaugurated at GMS, New Chumukedima

Nagaland observes World Rabies Day ‘Swachhta Bharat Abhiyan’ observed in various institutions

DIMAPUR: State Animal Welfare Advisory Board, Nagaland Municipal Council (NMC) and department of Animal Husbandry & Veterinary Services observed the 10th World Rabies Day on September 28 at the Zonal Council Hall, Kohima with the theme “Educate, Vaccinate, Eliminate” with parliamentary secretary of AH&VS and chairman SAWAB-N, S. Chuba Longkumer as the chief guest. According to DIPR report, S. Chuba Longkumer mentioned that on September 9, SAWAB held a meeting where they decided to observe the World Rabies Day as well as World Animal Day which would be held on October 4. Free anti-rabies vaccination would be provided for animals, with main focus on dogs. Keynote address was delivered by member secretary SAWAB-N & director Animal Husbandry & Veterinary Services, Dr. I.P. Khala where he stated that their main aim was to raise awareness and create impact on humans and animals

and how individuals could help in eliminating disease. More than 55,000 people around the world die every year due to rabies virus and Nagaland state, with the help of State Animal Welfare Advisory Board, Kohima Municipal Council and department of Animal Husbandry & Veterinary Services, was trying its level best to eliminate rabies. Senior specialist, Nagaland Hospital Authority, Dr. Pewezo Khalo gave a talk on the status of rabies in Nagaland where he mentioned that rabies was a zoonotic disease that was always fatal. Nagaland Rabies Control Programme (NRCP) was launched in 2016. Khalo further explained the strategies for control and eradication of rabies by saying that mandatory registration and vaccination of all domestic pets was necessary and that there should be legislation on control of trade of dogs. All villages and towns should have a formation of Animal Welfare Committee. Establishment of common animal cemetery would also play a vital role in

rabies issue, he added. He also said that public awareness and health education was compulsory and also if the state government could help in making a proposal for developing a State Rabies Diagnostic Laboratory for proper documentation of rabies cases, it would be a vital strategy in maintaining the spread of the virus since rabies cannot be properly diagnosed without a lab. Joint director AH&VS, Dr. Simon Ao said that future collaboration between the organization and the public was necessary and that they should introduce a formation of a certain committee to create awareness programmes. Administrator, Kohima Municipal Council, Kovi Meyase proposed the vote of thanks. LONGLENG: In Longleng the programme was launched and flag off by DC and president, District Society for Prevention of Cruelty to Animals, Longleng. Altogether 256 dogs were vaccinated against rabies disease. CHOZUBA: In Chozuba the VAS and staff of vety dispensary in collaboration with the Adhoc Town Council held a free anti rabies vaccination camp at Chozuba. Dr. Menguzenuo Chielie,VAS highlighted the significance of the occasion as well as emphasised on the disease and its impact on the human population. Srinivas said cleanliness drive was undertaken in all the district hospitals in five districts as part of Swachh Bharat Abhiyan. 11th inter-collegiate debate held at Sazolie College Correspondent KOHIMA, SEP 28 (NPN): The 11th intercollegiate debate competition was held on Wednesday at Sazolie College Phezhu Jotsoma, sponsored by the department of Higher Education (since 2010). Thejoto Nienu from Capital College Kohima won the first prize where he received Rs. 10,000. The debate topic was “Nagas are self-reliant”. Luntsuba Yimchunger of Japfü Christain College and Chonbemo Y. Ezung of Sazolie College Jotsoma bagged second and third prize and received a sum of Rs. 7500 and Rs. 5000 respectively. IMPHAL, Sep 28: Manipur BJP Wednesday hit back at Chief Minister’s recent attack on the party saying that despite giving land, the BJP led NDA government failed to initiate ground work for the construction of National Sports University in Manipur. Addressing a state-level Mahila Congress Campaign Committee meeting held in Imphal’s Congress Bhawan on Monday, Chief Minister O Ibobi Singh blamed the Central government for delaying in the commencement of ground work for construction of National Sports University at Yaithibi Loukon in Thoubal district. “We don’t know what the Centre is waiting for till date,” the Chief Minister

asked informing that the state government had already provided 400 acres of land for the construction of the varsity. Ibobi had further said that ever since the BJP led NDA came to power at the Centre some two and half years ago, all they have done was give lip service. They have never taken up any actual work of development, he said attacking the Narendra Modi government at the Centre. Hitting back the chief minister, convener of BJP Election Committee Th Chaoba rejected the resolving the land dispute saying that Ibobi government was yet to settle the land dispute and Centre will not initiate any action to start the ground work until the land dispute is resolved. “Why is Ibobi blaming the BJP when the state

government had provided a disputed site for the construction of the sport university,” Chaoba asked. He said that a patch of land measuring about 34 acres falling in the middle was still has not been acquired by the state so far. He demanded government to clarify who had bought the lands from the actual land owners. Because of this it has not been possible to start the construction work for the proposed National Sports University, he added. Regarding the non-release of the fund, he claimed that the sport university was to be constructed by the Centre, not by the state government. “Not a single amount of money will be released to the state government, he added.

The high court response came after peasant leader Akhil Gogoi sought an anticipatory bail in a case slapped on him in connection with the incident. Police had slapped serious charges like obstructing government officials from discharging their duty, abetting the incident, among others, on Akhil. Akhil was accused of instigating the villagers during the eviction drive, leading to the clash in which two people lost their lives. The peasant leader was seen at the protest site before the clash.

On November 30, 2011, Small Phawa had raped a 14year-old girl in a forested area after abducting her. The minor was staying as a tenant along with her parents in Phawa’s house at Riatsiatsim area under Jowai police station in West Jaintia Hills district. In its judgment pronounced on Tuesday, Judge of District and Sessions Court in West Jaintia Hills, B. Giri, said, “Taking into consideration the nature of the offence, ends of justice will be met if accused is sentence to a period of 10 years rigorous imprisonment with fine of Rs 5000 and in default of payment of fine the accused is to serve another 1 year simple imprisonment.” Last year, the Fast Track Court, Jowai had acquitted Phawa in the case

procedure code. However, the victim’s mother approached the Meghalaya High Court, which later transferred the case to the district session court of West Jaintia Hills and ordered retrial by this court. In her order, Giri also directed that Phawa should be taken into custody to serve out his sentence. The court also directed that the victim should be given compensation as envisaged under the Meghalaya Victim Compensation Scheme, 2014.“The victim in this case is to be given compensation of Rs 1 lakh to be paid by the District Legal Service Authority of West Jaintia hills district within a period of 90 days,” it stated in its order. The court further stated that the operation of the account and procedure of payment is to be decided by the District Legal Service Authority as per the scheme and accordingly submit a report of compliance.

Aizawl, Sep 28 (PTI): Opposition Mizo National Front (MNF) will write to President Pranab Mukherjee and Prime Minister Narendra Modi highlighting the Congress government’s “complete failure” in maintaining law and order in Mizoram and urging them to impose President’s rule in the state. Former Chief Minister Zoramthanga told reporters yesterday that Chief Justice of the Gauhati High Court Ajit Singh had in a letter to Chief Minister Lal Thanhawla clearly pointed out that there was a “complete breakdown” of law and order in Lunglei district of Mizoram. “In a democracy, the three pillars should work together,” Zoramthanga said, pointing out that “there is no judiciary in Lunglei district as the Gauhati High Court withdrew the whole judiciary from the district due to security reasons”. He said if one of the pillars of democracy could not function, the only alternative was to place the state under President’s rule. If the same situation arose during the MNF rule, when the Congress was in power at the Centre, Mizoram would be

placed under President’s rule immediately, the MNF chief claimed. A mob belonging to Zohnuai locality of Lunglei had attacked district court buildings with stones and bricks and ransacked the official residence of the Civil Judge on Thursday last. A crowd had gathered in front of the district court demanding to see Stephen Lalchawiliana (26) who was to be produced before the court for allegedly killing C Lalsawmliana (33) of Zohnuai locality of Lunglei on August 27 night. The crowd turned unruly after learning that the accused was already remanded to judicial custody by holding a camp court inside the district jail. The incident resulted in the Gauhati High Court withdrawing all the three judges from Aizawl, including the District and Sessions Judge R. Thanga and attaching them to Aizawl on Thursday itself. The High Court also directed the judicial officer of neihbouring Lawngtlai district who used to hold circuit court in Lunglei district not to continue holding circuit court in Lunglei district till further orders.

Aizawl, Sep 28 (PTI); Representatives of the Mizoram government and the Hmar People’s Convention (Democratic) militants will hold the second round of peace talks in Aizawl on October 5, Additional Secretary for the state home department Lalbiakzama today said. Lalbiakzama told PTI that some of the six-member HPC (D) delegation led by Lalthalien were expected to arrive in Aizawl on Tuesday next. The second round of parleys scheduled to be held in mid-September was deferred as the government delegation members were having tight schedules due to Bru repatriation issues. Sources in the Hmar People’s Convention (D) said the second round of talks would deliberate on demands of the Hmar outfit seeking greater autonomy and power for the Sinlung Hill Development Council (SHDC) constituted after the erstwhile underground HPC and the state government signed an agreement in 1994. The first round of talks was held on August 10.

IMPHAL, Sep 28: Northeast India is on the verge of a historical leap forward under the new development policy of Look East or Act East of India government, said Manipur Governor Dr Najma Heptulla on Wednesday. The Governor inaugurated a two-day “International Conference on North East India and Cultural Linkages”, at Manipur University today. The seminar was jointly organised by the Indira Gandhi National Centre for Arts, New Delhi and Manipur University. Around 30 delegates from different South East Asian countries including neighbouring Myanmar are taking part in the conference. The Gover nor added that Northeast India had the geographical advantage with Myanmar as a point of convergence as well as the linkage route between India and the other South East Asian countries since they are connected by land routes since ancient times. The objective of the conference was to broadly strengthen the

magnificent cultural relation based on deep rooted cultural, religious and neighbourly association between India and Myanmar. Heptulla appreciated the objective of the conference and said that the common heritage of Buddhism and the philosophy of compassion, tolerance, non-violence and peace had laid strong foundations for the relationship. “It is the right and appropriate time to hold the conference as Northeast India is on the verge of a historical leap forward under the new development policy of Look East or Act East of the Government of India,” she said. She asserted that Myanmar plays a significant role in spreading Indian culture, trade, commerce, philosophy, customs, religious practices and belief systems through land to other South East Asian Countries. “Records have shown that some of the ethnic groups had migrated from Myanmar, Mongolia, Tibet, China, Laos Cambodia and Thailand. They are still maintaining languages, traditions, arts,

crafts life styles as well as traditional religious practices,” Heptulla said. The cultural bond of between NE India and Myanmar extends to the field of music and literature such as the similarities of music instruments and the influence of Indian epics like the Ramayana which has various versions in the South East Asian countries. Another common feature was the use of red colour to symbolize bravery and also the frequent use of black as back ground or in combination with other colours. The textiles found on both sides have intricate designs of human and animal figures, she added. The chief guest wished that the conference will look into the different aspects of the NE cultural traditions and their evolution through time and will come up with ideas to keep pace with the changing environment, believe so that cultural relations run deeper than relations among the peoples saying that there were no strict concepts of geographical frontiers in the ancient times and further.

NEW DELHI, SEP 28 (PTI): The government today approved the proposal for ratification of the “historic” Paris climate deal which will be formalised on October 2, the birth anniversary of Mahatma Gandhi, making India one of the key countries to bring the pact into force. The nod by the Union Cabinet comes days after Prime Minister Narendra Modi announced the decision which is expected to give momentum to implementation of measures at international level to control global warming. Union Minister Prakash Javadekar said, with this, India will be one of the key countries which will be instrumental in bringing the Paris Agreement into force. “Today the Union Cabinet approved the ratification of Paris Agreement which is a historic decision. With the ratification, India will be one of the key countries instrumental in bringing the Paris Agreement into force,” Javadekar told reporters here. The decision will further underline India’s responsive leadership, which is committed to global cause of environment protection and climate justice, he said. Javadekar said the pact

PATNA, SEP 28 (PTI): As the row over his remarks on Bihar raged on, former Supreme Court judge Markandey Katju has been booked on sedition charge following a complaint by a JD(U) MLC against his online post that Kashmir should be offered to Pakistan on the condition that it takes Bihar too. Another complaint was also filed today in the district court against Katju, who hit back at Chief Minister Nitish Kumar for his critical remarks and churned out more taunting posts. Katju has been booked under 124-A (sedition) and other sections of IPC, according to SHO of Shashtrinagar police station Birendra Pratap. JD(U) MLC and its state spokesman Neeraj Kumar had last evening lodged a complaint in the police station here against Katju seeking his prosecution for alleged sedition . Dengue: Two more deaths, toll rises to 21 NEW DELHI, SEP 28 (PTI): Two more deaths due to dengue, including that of young boy, have been reported in Delhi, which took to 21 the number of fatalities due to the vector-borne disease in the national capital. The total number of dengue cases in Delhi has gone up to 1,692 with 921 of them being reported this month, according to a municipal report. Both the deaths occurred recently, one at Safdarjung Hospital and the other at Lok Nayak Jaiprakash (LNJP) Hospital. “A young boy from Delhi died due to dengue at our hospital on Friday,” Medical Superintendent of Safdarjung Hospital A K Rai said. Authorities at LNJP today also confirmed the death at the hospital, saying, “a person recently died of dengue here.” This is the third dengue death at LNJP Hospital, the biggest hospital under the Delhi government. The first dengue victim this season was a 17year-old girl from Jafrabad in northeast Delhi who had died on July 21 at this hospital. Another person had died over a month later.

Terrorism today has global reach, no city remains safe. There is a new level of threat to pluralist nd open societies,” Vice President Hamid Ansari said in his address to officers of the National Defence College here in the Nigerian capital. “Today, the biggest threat to international peace, and to the sovereignty of States, is Terrorism. Kautilya called it ‘secret war’,” he said while speaking on ‘Emerging Security Imperatives in the context of India-Nigeria relations’. “No cause justifies the indiscriminate killing of innocent civilians as a means to achieve a political goal or change of policies,” he said, adding that terrorism is one of the most egregious sources of human right violations, and it has become a major impediment to development. In 2013, the US designated it a terrorist outfit, amid fears that it had developed links with other groups such as alQaeda in the Islamic Maghreb to wage a global jihad. NEW DELHI, SEP 28 (PTI): The Supreme Court today allowed Massimiliano Latorre, the second Italian marine accused of killing two Indian fishermen off the Kerala coast in 2012, to remain in his country till the international arbitral tribunal decided the jurisdictional issue. The apex court said all the conditions, which were imposed on the other marine, Salvatore Girone, would be applicable on Latorre as well. A bench headed by Justice A R Dave added another condition on the union government to submit to the apex court a report every three months about the progress of case at the international arbitral tribunal, which would take a decision on which country had the right to try the case.

Muted and confused

N

agaland, which had emerged from its past history of inhuman suffering, is being hemmed in by polarized politics in almost all aspects and amidst the cacophony, the resonant voices calling for “unity” and so also for “peace” seem to follow the familiar cliché. Both “unity” and “peace” is about promoting a free society, where various sections live in understanding so that they can live in harmony that results in the creation of a conducive balm for boosting self esteem and confidence in the system. An important link for boosting unity, peace and harmony places other requirements from individuals at various positions of society. One is rational logic amid the hyper rhetoric. Logic is the link and understanding to a fast developing world without wisdom. To mention, Naga polity which has been befuddled by those who have made a pastime of the past and those either in public life or in high echelons who seem to see a lot of visions are like opposite forces that have de-accelerated the move of society from metamorphosing into a progressive organism. Organisations, both political, semi-political and tribal including voluntary organizations have taken centre stage. Their message is that individuals need to take refuge under the umbrella of such organizations or groupings, without which, they face the prospects of being orphaned. When individuals provide rational inputs, even if they may not be wholly accepted, yet these are the voices of society and cannot be treated otherwise. Even as emotive social and political issues create a cacophony of voices, rational views seem too few and far between. With regard to the Naga political issue and the expected solution; the chief minister T.R.Zeliang had asked people not to speculate on the framework agreement and ask him if there was any doubt. Such a highly emotive issue that has been kept under wraps and on which the chief minister himself( according to his own admission) was ignorant about; was indeed going off on a tangent. People speculate since they are selfacclaimed experts or may have got a small lead from some other sources, to expound on their opinions. Absence of free, frank and fearless and informed debate is reflective of the lack of true democracy because people do not want to talk openly lest it be considered as going against the grain of those who dominate politics. Sometimes this has been taken to its extreme limits. Politicians, society’s leaders and thinkers today need to speak honestly and boldly, so that society can look towards stepping into the realm of progressive development from the dead sea of rhetoric, insane logic and hegemony of ideology that has possessed people for as many decades. Times have brought about rapid and drastic changes in the human minds and also brought about new awareness and understanding and new challenges. It is no longer revolution but evolution that today’s generation must confront if they are to take their rightful place as people with a future and not grounded with the past. If there are societies and communities throughout the world that understand and accept realities, it is a measure of their mental and spiritual progress to maturity. It is from there on that their politicians and leaders of society can address the realities and apply their wisdom to see the road ahead.

This look of Jesus will require breaking your heart away forever from allegiance to any other person or thing. Has Jesus ever looked in this way at you? This look of Jesus transforms, penetrates, and captivates. Where you are soft and pliable with God is where the Lord has looked at you. If you are hard and vindictive, insistent on having your own way, and always certain that the other person is more likely to be in the wrong than you are, then there are whole areas of your nature that have never been transformed by His gaze. “One thing you lack….” From Jesus Christ’s perspective, oneness with Him, with nothing between, is the only good thing. “…sell whatever you have….” I must humble myself until I am merely a living person. I must essentially renounce possessions of all kinds, not for salvation (for only one thing saves a person and that is absolute reliance in faith upon Jesus Christ), but to follow Jesus. “…come…and follow Me.” And the road is the way He went.

Disadvantages of water India must honor her word to the Naga people scarcity faced by people

I

ndia would claim that the Naga lands---as part of the Lieutenant Governorship of Bengal, and thereafter, of the Chief Commissionership of Assam, and finally, of the province of Assam---was part and parcel of British India, and therefore became part of the Dominion of India by virtue of the Indian Independence Act of 1947 (Y.D. Gundevia, War and Peace in Nagaland, 1975, p. 50). This above argument or claim by India is grossly misleading. Historically, the Naga people had never given up the ownership rights of their homeland to the British (refer to my previous three articles onUrraUvie). In this sense, the British had no legal right to hand over the Naga homeland to India. Also, to argue that the Naga Hills District became a part of British India as any other state in India is to ignore some very important historical facts: First, the British’s introduction of the Inner Line Permit (ILP) in Naga Hills on November 1, 1873 is a testament to the fact that the Naga country was treated very differently from mainland India. That small travel-pass was more or less like a visa, which everyone from mainland India was required to obtain if he or she wanted to enter the Naga country. Second, the Naga Club submitted a memorandum to the Indian Statutory Commission led by Sir John Simon on October 10, 1929 at Kohima, asking the British government to continue safeguarding the rights of the Nagas “against all encroachment from other people.” Consequently, the British Parliament recognized the Naga Hills District on March 3, 1935 as “Excluded Area” from the British India administrative jurisdiction. Third, the Naga Hills District was administered directly by the Governor of Assam instead of the Assam Legislature. Prior to granting independence to India, the British proposed to turn most of North-East India into a Crown colony. But this proposal was met with opposition from the Nagas. (Had the Nagas accepted it, India would have lost most of North-East India.) In connection with this proposed British colony, Mr. Jawaharlal Nehru also acknowledged that the Naga-inhabited areas did not belong to any anyone else. On August 19, 1946, he said: “The Tribal Areas are defined as being those long Frontiers of India which are neither part of India nor Burma, nor of Indian States nor of any foreign power.” Interestingly, this was what he said as a freedom-fighter a year before India became independent. As for the position of Mahatma Gandhi, the Father of the Nation, on the rights of the Naga people, he made it crystal clear when he met with the leaders of the Naga National Council (NNC) at his Bhangi Colony, New

Delhi, on July 19, 1947. Among other things, Gandhi said: “If you say that you are not Indians and your country does not belong to India, then the matter ends there. Nobody will force you to join the Indian Union.” Also, he added: “The Nagas have every right to be independent. We do not want to live under the domination of the British and now they are leaving us.” Obviously, Mr. Gandhi’s statements were not his own personal opinion but a reiteration of the Constituent Assembly’s resolution no. 2, out of the 8 resolutions adopted on 22nd January, 1947, which states: “Wherein the territories that now comprise British India, the territories that now form the Indian States, and such other parts of India as are outside British India and the states as well as such other territories as are willing to be constituted into the Independent Sovereign India shall be a Union of them all” (italics added). Put it another way, Gandhi’s position was that the Nagas have every right to be on their own if they are unwilling to join the Indian Union. On the basis of a very different Naga political history, the preindependence attitude of the Indian leaders towards the Nagas was very clear: that the Nagas’ political right was unique. That was why the Nine-Point Agreement was reached between the Government of India (GoI) and the NNC on 28th June, 1947. Under this Agreement, the GoI agreed: “(1) to bring back into the Naga Hills District all the forests transferred to Sibsagar and Nowgong Districts in the past, and (2) to bring under one administrative unit as far as possible all Nagas …” (No. 6). In other words, the early Indian leaders had already offered an honorable settlement to the NNC by promising to return all the Naga ancestral territories and to amalgamate all the Naga-inhabited areas under one administrative unit. This Agreement was signed by Sir Akbar Hydari, the then Governor of Assam as the central agent and Mr. GopinathBordoloi, the then Prime Minister of undivided Assam, on behalf of his people. When the NNC leaders of that time wanted a further official confirmation of India’s sincerity, both the previously mentioned Indian emissaries reassured the Nagas in no uncertain terms “that the agreement reached between His Excellency and the Naga leaders in June, 1947, will be implemented” (Memo No. 88C/47-570-72, the 22nd June, 1948; also Memo No. 490/C, the 11th June, 1948). This was certainly the position of both the parties at that point of time, although they later interpreted Point No. 9 in the Agreement differently. But as far as the other 8 points in the Agreement were concerned, there was no disagreement.

Unfortunately, both Sir Hydari and Mr. Bordoloi died shortly after the Agreement was signed. Now, the question is this: Is this Agreement to be regarded as already dead? From the perspective of some later Indian leaders, the Nine-Point Agreement was never ratified and therefore not valid. At least, the first Prime Minister of India, Mr. Nehru, did acknowledge that there was an agreement with NNC, “but for obvious reasons it could not be implemented.” This raises the question, what could be behind the “obvious reasons”? Was it the fear that this Agreement could jeopardize the national security of the Indian State? What has been missing from the Nine-Point Agreement is only the implementation part. Contrary to some opinions, the document as such must still be considered legally binding for the following reasons: First, it has never been officially abrogated, so no one can just wish it away by simply ignoring it. Nor can it be said that it has been superseded by the granting of the Statehood in 1963, which was an arrangement done with a different group. Second, this was a pre-independence Agreement between the Indian representatives and the Naga national leaders at the highest level, which happened even before Mr. Nehru became the first Prime Minister and Dr. Rajendra Prasad became the first President of India. In other words, this was a pre-independence treaty duly signed between two emerging nations. Because of this reason, the need for ratification does not arise. Third, the fact that this Agreement is still legally valid can be supported by the Indian Constitution which was adopted by the Constituent Assembly on 26th November, 1949. For example, Article 363 of the Constitution of India clearly states: “Notwithstanding anything in this Constitution but subject to the provisions of article 143, neither the Supreme Court nor any other court shall have jurisdiction in any dispute arising out of any provision of a treaty, agreement, covenant, engagement, sanad or other similar instrumentwhich was entered into and executed before the commencement of this Constitution by any ruler of an Indian State and to which the Governor of the Dominion of India or any of his predecessor Governments was a party [italics added] and which has or has been continued in operation after such commencement …” (see also Article 131). In short, India is, in my opinion, still constitutionally boundto fulfill her commitment made to the Naga people in the Nine-Point Agreement of 1947, as much as the Naga people are also under obligation to live by the same Agreement made to the Indian people. Former chief minister Neiphiu Rio has vividly pointed out that road is the face of the districts, and the state is judged by the visitors and tourists based on the road conditions. Government keeps ignoring that is why roads in Nagaland are worse than riverbed or nullahs. Denizens of Wokha town remain silent spectators like animals. Animals do not complain about bad roads, water scarcity, proper hospital facilities, regular electricity, good telephone connections etc. Animals know only to eat and drink. Government is like a big “Rock” never moving unless pushed strongly. Likewise denizens of Wokha town never push government. In the past fire broke out, houses and buildings were gutted, but people were watching helplessly as there was not enough water supply to douse the fire. Naked hands can do nothing, so properties worth lakhs were destroyed. Many GI pipes are lying around unused on the road side, instead of getting water supply through it, it results in accidents. Students go to school and colleges without having food because there is no water at home to cook food on time. Day and night people are rushing around with buckets looking for water. Private vehicles carry supply water from house to house and charge exorbitant rates. People have no options but to buy water from them. Nagaland government need to take up the issue of water scarcity in Wokha town at the earliest and make a ring well for 20 households at least, so that people will co-operate with the government. Bansal alleged that the women officers slapped his wife even as the DIG abused her over phone and threatened to torture Bansal who was in CBI custody. He said, “even if I was at fault in the case, why were my wife and daughter pushed to suicide by CBI officials.” “This cannot be termed as suicide. It is a murder of two ladies,” he said, adding that the DIG and the “fat” Havaldar should be subjected to lie detector test to know the truth. Union HRD Minister Prakash Javadekar today held a meeting with senior KV and JNV officials in this regard, sources told PTI. Minister of State for HRD Upendra Kushwaha was also present in the meeting. “One of the prime issues which was discussed in the meeting related to the norms related to transfers in these HRD ministry-run schools,” a source said. Deemed universities: SC orders centralised counselling New Delhi, Sep 28 (PTI): Clearing the confusion over admission to deemed universities in Maharashtra, the Supreme Court today ordered centralised counselling for all unfilled medical seats in the state. The apex court directed that second or third counselling for the MBBS/BDS courses would be conducted as a joint exercise by a committee comprising officials from Maharashtra government and representatives of the deemed universities. “Insofaras second or third counselling is concerned, that shall be a joint exercise which means that it shall be done by the Committee of the State Government which shall include one representative each from these universities. The respondent

universities shall nominate their respective representatives forthwith,” a bench comprising Justices A K Sikri and L Nageswara Rao said. The court clarified that it will be a centralised for all the deemed universities counselling and not university-wise counselling and the students will be enrolled by taking into account the combined list of those who got themselves registered with the State Government as well as universities. “This shall ensure admission of those who are more meritorious but left out, but are interested in taking admission in the respondent universities,” the bench said. The Ministry of Urban Development has signed a Memorandum of Understanding with the Energy Efficiency Services Limited (EESL), a public sector company, in this regard, said an official release here. The MoU says that energy costs account for 40 to 60 per cent of the cost of water supply in urban areas and energy efficiency interventions can reduce this cost by 25 to 40 per cent, depending on the type and age of machines used for bulk water supply. In the wake of the allegations against its officials, CBI today constituted an internal inquiry to look into them. In suicide notes purportedly written by former Corporate Affairs Director General B K Bansal and his son Yogesh, the official has alleged that a CBI DIG, two women officers and a “fat” Havaldar of the agency had tortured his wife and daughter after which both had committed suicide in July. According to the World Economic Forum’s (WEF) latest Global Competitiveness Report for 2016-17 this marks the biggest scale of improvement in competitiveness among all countries and is the second year in a row India has gone up 16 ranks in the WEF index, reported The Hindu. It suggests that improvements in institutions and infrastructure have increased overall competitiveness along with recent reforms such as opening the economy to foreign investors and increasing transparency in the financial system. akistan’s film industry fears it may suffer a 70 per cent business loss if Indo-Pak ties worsen and Bollywood films are banned in the country. The fear among the industry people has been growing as they feel if the situation does not improve there would be calls to ban Indian films eventually. “I don’t want to sound pessimistic but the truth is there has only been a boom in the cinema industry in Pakistan in the last few years because of the release of latest Bollywood and Hollywood films,” said Nadeem Mandviwalla, a know exhibitor, distributor and owner of the Atrium chain of

cineplexes. “I just hope the ties don’t remain tense on long-term basis. Even if there is a temporary ban we can survive but if there is any permanent ban you can expect lot of cinema houses and multiplexes to close down,” he said. Omair Alavi, a popular film critic, said that due to the increase in cinema screens and revenues there had also been a resurgence of the Pakistani film industry. “We have seen number of Pakistani films release and do well and others are also lined up for release. But for a cinema industry to survive you need to produce at least 50 to 60 films in a year which we are not doing

at present.” Mandviwalla said 70 per cent of the business comes from Bollywood and Hollywood. “There is no alternative. If the ties worsen, it is going to affect everyone,” he said. He, however, said that previously when Indian films were banned in Pakistan, business flourished underground with the sale of pirated DVDs and other such materials. “Now you have cable operators as well but I think if there is any ban it will also affect their programming,” he said. Saleem Khan, who has been in the business for years, thinks there would not be a ban but if this happenes cinema owners might have to completely wrap up their business or shut a few screens to cut costs. “We don’t produce enough films to sustain ourselves throughout the year. We need to produce at least over 50 films annually,” Khan said. Former Sindh Board of Film Censors chairman Fakhre-Alam said any such ban would result in “going back to the days where our screens were shut down and converted into shopping malls or apartments because there weren’t enough movies.”

Lodha panel seeks removal of BCCI president, secretary

NEW Delhi, Sep 28 (AGENCIES): The fight between the Lodha panel and the Board of Control for Cricket in India (BCCI), got intensified on Wednesday as the Supreme Court (SC) appointed committee submitted its status report to the court. Accusing the BCCI of delaying the proposed reforms and violating the apex court’s directives, the panel seek removal of BCCI’s top management including its president Anurag Thakur and secretary Ajay Shirke. According to Business Standard, the bench headed by the chief justice T S Thakur has agreed to hear the matter on October 6. Slamming the cricket body the SC bench on Wednesday said, “If BCCI thinks they are law unto themselves, they are wrong”. “When the high powered committee gives its report, we don’t expect this sort of conduct from BCCI. Fall in line otherwise we will make you fall in line”, they

told the BCCI counsel. “BCCI is bringing the system to disrepute by not following the directions”. BCCI counsel Arvind Datar told the court that the cricket board has complied with most of the directions and will gradually comply with the rest. The SC has given BCCI time till next hearing to submit its response on the matter. In its status report, the three member panel headed by former chief justice of India Justice R M Lodha has highlighted BCCI’s reluctance to implement the recommendations. Earlier, the Lodha panel asked it to implement 15 key recommendations by October 15 and submit a compliance report by August 25. The report comes days after the BCCI held its annual general meeting on September 21 where it reelected Ajay Shirke as its secretary and appointed a new five member selection committee. According

to Lodha panel, all of these moves are in violation of its recommendations. The panel’s report has also accused the BCCI of stalling reforms at every step. It complained that the Board had ignored court orders and the panel’s recommendations on number of selectors, manner of conducting meetings and preparing a roadmap for time-bound reforms. Justice Thakur was part of the bench that appointed the Lodha panel on the backdrop of spot fixing and betting scandal in 2013 edition of the Indian Premier League. Since, the apex court instructed the board to follow the committee’s recommendations for bringing transparency into its operations and financ ial dealings, BCCI had been opposing the move. Recommendations such as ‘one state, one vote’ and barring ministers, civil servants and members from holding positions once they attain the age of 70 years are key points of conflict between the two parties. The court had also accepted the panel’s recommendation of having a Comptroller and Auditor General of India (CAG) nominee at BCCI. The panel has so far served two deadlines for BCCI —September 30 to impart constitutional amendments and December 15 to form a nine member apex committee that will replace the present system of working committee.

Serena Williams vows no ‘silence’ on police violence London, Sep 28 (Agencies): Serena Williams has voiced her fears about police violence, writing on Facebook: “I won’t be silent.” The US tennis star posted that she found herself feeling wary of law enforcement during a recent journey with her teenage nephew. Williams said that when they drove by a patrol car she remembered a woman whose boyfriend was fatally shot by police. She is the latest athlete to speak out about friction between law enforcement and the black community in the US. In Tuesday’s Facebook post, Williams, 35, wrote that she had asked her 18-year-old nephew to drive her somewhere so she could work during the journey. She said that when she saw a police car she “remembered that horrible video of the woman in the car when a cop shot her boyfriend”. “All of this went through my mind in a matter of seconds,” she added. Williams was apparently referring to the 6 July fatal shooting of Philando Castile, whose girlfriend live-streamed the confrontation with police in St Paul, Minnesota.
