Treasuries deptt served notice for not complying with rule DIMAPUR, SEP 28 (NPN): State commissioner for Persons with Disabilities (PwDs) has issued a suo motu notice to principal director (PD) of Treasuries & Accounts on the directorate’s failure to comply with 4% job reservation for persons with benchmark disabilities. The state government vide a P&AR notification (August 13, 2019) had reserved 4% of vacancies for persons with benchmark disabilities as envisaged under Section 34 of the Rights of PwDs Act, 2016. However, the reservation was not complied with in the recruitment process to fill up five posts of LDA-cum-computer assistants, four posts of accounts assistant and 35 posts of junior accounts assistants by the directorate of treasuries & accounts. According to a press release issued by the commissioner’s office, despite several communications and reminders on the matter, the recruitment process was carried forward in blatant disregard of the government notification for which the notice had been issued. The notice gave the directorate three months to make a course correction.

They alleged that the transporters insist that truckers meet different underground groups and also do not allow truckers to be provided with police escort while entering Dimapur. “Deeply worried” by the deteriorating law and order in the city, the associations had said they were left with no option but to serve the ultimatum on the state government and law enforcing agencies. They had also demanded that the state government provide compensation to the victim’s family. It may be mentioned that the Public Action Committee (PAC) Dimapur on September 26, 2020 had also served a 10-day ultimatum on the district administration and police to identify and book culprit(s) responsible for the killing of a truck driver (Jiten Gogoi) and also make public the report of the investigation, failing which, it will be compelled to resort to its own course of action. G U WA H AT I , S E P 2 8 (PTI): Six more persons were arrested in connection with the police recruitment question paper leak in Assam, taking the total nabbed to 19, said DGP Bhaskar Jyoti Mahanta, announcing that bounties will be announced to catch a former DIG and a senior BJP leader for their alleged role. Addressing the media for the first time after the scam was detected, Mahanta said any person, irrespective of his political affiliation or post, will be arrested if found involved in the leaking of the question paper of the examination for recruiting unarmed sub- inspectors. “We are looking to arrest exDIG PK Dutta and Diban Deka. They are absconding. We have decided to announce a reward for catching them. We will make the reward public after sometime today,” Mahanta said. The CID has arrested four persons so far, while the Guwahati Police’s Crime Branch has nabbed nine people. The Nalbari district police have also arrested six persons.

State govt launches livelihood generation programme for returned migrant workers

KOHIMA, SEP 28 (NPN): Advisor Industries & Commerce, Labour & Employment, Skill Development & Entrepreneurship, Imnatiba, launched the “Livelihood Generation Programme for Returned Migrant Workers due to COVID-19 pandemic” funded by North Eastern Council at Nagaland civil secretariat conference hall here Monday. Speaking at the launching programme, Imnatiba said that the scheme was a direct outcome of the efforts of the state government to address the issues of unemployment and displacement caused by the pandemic. He said that there were about 15,019 registered returnees excluding students, medical patients, armed forces and others. He said
that only 100 would be selected after going through a lot of screenings for availing the livelihood generation programme. Imnatiba lamented that despite having best government schemes people were not availing. He, therefore, encouraged the migrant workers to come forward, adding that whoever gets selected should make best use of the skill training and seed money given through the programme. Advisor assured that the programme would be actively monitored by the Department and would ensure transparency and impartiality. Pointing out that a lot of families that depended on remittances from people working outside of the state have been affected by COVID-19 pandemic, the advisor said that the Central
and the state governments were, therefore, working to address the issue. Imnatiba stated that the focus of the programme was on service sector and manufacturing sector. Delivering a brief speech, commissioner secretary, industries & commerce, Kekhrievor Kevichusa, informed that an amount of Rs. 2.40 crore has been sanctioned for the programme. He said that Rs. 2 crore has been set aside as seed money exclusively for the beneficiaries. Kevichusa said that a tentative amount of Rs. 2 lakh per beneficiary was worked out for the programme. The union had demanded immediate cancellation of all such appointment orders in the larger interest of the aspiring educated unemployed Naga youth and withholding of trainings at district unit battalion headquarters till fair and fresh open recruitments were made. president Lhousito Khro and general secretary Longshi Lotha claimed that in spite of numerous appeals made to the government, the Police department had been conducting trainings as “refreshers course” for the newly-recruited police personnel, which is normally imparted to those who are already in service. Stating that the mandatory period of training for any newly-recruited personnel was not less than nine months, NTUCT warned that if maintenance of law and order, peace and security in the state were handled by unqualified jawans lacking in complete training, this would be a big threat to public safety. Naga pol. settlement: LH to represent Lothas DIMAPUR, SEP 28 (NPN): Lotha frontal organisations have authorised Lotha Hoho (LH) to represent the community in all consultations, decision making and signing of any document related to Naga political settlement. In a statement, LH chairman Mhondamo Ovung and joint secretary Amos Odyuo said that a meeting of all Lotha frontal organisations held at Wokha on September 23 empowered the hoho to co-opt members from various Lotha organisations and subject experts to assist it in the matter. The meeting also resolved that if any member of LH was in any way threatened or opposed by any individual or group, the Lotha tribe would take a collective stern action against the culprits. The organisations further demanded that the agreed points between the Government of India and Naga political nego-
tiators be made known to Naga people before signing the final agreement. The meeting recalled how the Naga political movement took roots on Lotha soil with the formation of NNC in February 1946 at Wokha, followed by decision on Naga plebiscite at Sanis in 1951, installation of FGN at Lakhuti in 1956, how first Naga Army general and World War II military medal winner Yanpamo Lotha sacrificed his life on November 6, 1956 while fighting the Indian Army at N Longidang village, Khodao Yanthan was a close confidant and vice-chairman of AZ Phizo and remained so till his death, NNC held its convention at Wokha in 1964 and resolved to accept the first ceasefire with the Indian Army and the Nagas of Nagaland convened a meeting at Wokha in 1994 and Naga Hoho was formed. Recounting these historic events that took place on Lotha
soil, the meeting observed that these were testimony to the fact that Lotha people had sacrificed and suffered much like any other Naga tribe. Asserting LH’s support to the Naga national movement and settlement, the meeting emphasised that all Nagas must likewise overcome petty personal differences and work together for the common Naga cause. The hoho prayed that Naga people may understand each other, stop pursuing vested interests, stand united for the common cause and help all negotiating groups and the interlocutor, besides praying for God’s blessings with wisdom for all stakeholders so that an honourable Naga solution could be reached at an early date. “We wish that our negotiators be blessed with divine wisdom so that they are able to bring home a solution that is honourable and acceptable to the Nagas,” LH stated.

NTUCT asserted that they would firmly fight against corr uption and would not under any circumstances allow any backdoor appointment, while insisting on transparency and strict compliances of established norms and rules.
NPSC asked to hold exams for asst. prof, librarian posts DIMAPUR, SEP 28 (NPN): A ll Nagaland College Students’ Union (ANCSU) has appealed to the NPSC to understand the urgent need of teaching faculty in various government colleges and conduct the examinations for the 110 asst. professors/librarian at one go without further delay. In a representation to H&TE minister, ANCSU president Vimeyiekho Vitso and education secretary Keneitsituo Kense acknowledged the state government’s positive response to the union’s demand for requisition of 110 assistant professors/librarian posts to NPSC. ANCSU stated that 68 posts were created for the year 2018-19 and 42 posts for the year 2019-20, but the same could not be requisitioned for advertisement as created. The union said that 63 posts were been requisitioned to NPSC on July 9, 2019 and subsequently advertised on November 13, 2019, and 5 asst. professor posts created for CTE were proposed for conversion/review/exchange. Further, ANCSU acknowledged the written assurance that the five posts would be requisitioned to the NPSC after necessary clearance from the P&AR department. Even as the remaining 42 posts were requisitioned to NPSC on September 3, 2020 for advertisement, ANCSU said it acknowledged the government for paying heed to the voice of the student community.
DIMAPUR, SEP 28 (NPN): NPF’s Political Affairs Mission (PAM) and NPF legislature part said it was expecting the Naga solution which would be acceptable, honourable and inclusive so that Nagas along with the entire Northeast would be able to contribute to the progress and development of the region. NPF press bureau stated that PAM convenor and NPF legislature party leaders, T.R. Zeliang called on North East Democratic Alliance (NEDA) convenor and Assam minister Himanta Biswa Sarma in Guwahati Monday and conveyed the hope that the Centre would come out with a single draft accord so that all stakeholders can take a call on the draft and support early solution in clear terms, Both the leaders agreed that a common
draft for one solution and one accord was necessary for discussion amongst the stakeholders. Himanta Sarma took note of the suggestions placed before him and NPF said it hoped he would give his sincere effort towards a solution to the Naga political issue. Zeliang also appraised Sarma on the activities undertaken by NPF under the banner of PAM and also the desire of Nagas for an early solution. While appreciating the Government of India (GoI) for roping in Sarma to participate in resolving the Naga issue and bring peace in the region, Zeliang remarked that Sarma’s involvement was a big boon for the Nagas and the Northeast as he(Sarma) “understands and knows the sentiments of the people of the region.” (Cont’d on p-6)
Centre extends ban on NSCN (K) and its factions DIMAPUR, SEP 28 (NPN): Union Home ministry through a notification on Monday declared “NSCN (K) along with all its factions, wings and front organisations as an unlawful association with immediate effect.” MHA stated that the NSCN (K) has its professed aim to create a “sovereign Nagaland incorporating the Naga inhabited areas of Indo-Myanmar region by secession from the Indian union in alliance with other armed secessionist organizations of Nagaland and North Eastern region.” It further said that the Centre was of the opinion that the NSCN (K) was continuously engaging in unlawful and violent activities thereby undermining the authority of the Government of India and the
governments of Nagaland, Manipur and Arunachal Pradesh. It has been aligning itself with other unlawful association like the United Liberation Front of Asom (ULFA), Meitei organisations of Manipur and indulging in kidnapping for ransom and extortion from businessmen, government officials and other civilians, MHA stated. NSCN (K) has also been carrying out recruitment drive to continue its terrorist activities, besides establishing camps and hideouts across the international borders and obtaining assistance from anti-India forces in other countries to procure arms and other assistance. DIMAPUR: World Rabies Day was celebrated in the state along with the rest of the world on September 28, with the goal to make world “zero rabies” by 2030. AH&VS Kohima: According to DIPR report, the department of Animal Husbandry & Veterinary Services conducted a free anti-rabies vaccination throughout the state, with the theme, “end rabies: collaborate: vaccinate.” Director of AH &Vety Services urged the public that along with the global adoption of 2030 as the goal for the elimination of rabies, the municipalities and panchayats, towns and village councils, stakeholders
on animal husbandry activities. Dr. Aoyimsen Jamir, VS delivered the welcome note while Dr. Vilie Medoze VAS elaborated on the theme. Along with the immunization, treatment for skin diseases and dewormers were provided. 200 dogs were vaccinated and 25 dogs treated. CoVS&AH: College of Veterinary Sciences and Animal Husbandry (CoVS&AH), CAU, Jalukie, Peren in collaboration with the ICAR, Krishi Vigyan Kendra (KVK), Peren celebrated the day at Mhainamtsi village of district Peren. Programme was attended by Dr. Arun. K. Sangwan, dean, CoVSc & AH, Jalukie, Dr. L. Babita Devi, senior scientist & head, ICAR KVK, Peren, Miucham, chairman of the village and officials. NPP refuses to reveal its coalition with BJP
IMPHAL, SEP 28 (PTI): Four National People’s Party (NPP) MLAs of Manipur returned to Imphal on Monday after meeting party president Conrad K Sangma in Shillong but refused to disclose whether they would continue in the BJP-led coalition government in the state. The four legislators had left for Shillong on Saturday to meet Sangma, also the chief minister of Meghalaya, to discuss the political situation in Manipur after two of them were dropped as ministers in a cabinet reshuffle on September 24. All the four NPP MLAs were ministers in the N Biren Singh government and they had earlier decided

that the party will come out of the coalition ministry if anyone is dropped from the cabinet. “We cannot say anything now (about continuing in the government). Time will reveal everything,” L Jayantakumar Singh who was dropped as health and family welfare minister told reporters after reaching Imphal. He said that the NPP would be fielding candidates in the coming Assembly byelections. N Kayisii, the other NPP leader who lost his cabinet position, said that party president Sangma told the four MLAs to remain united. The former tribal af-
fairs and fisheries ministers also expressed dissatisfaction that the chief minister dropped two of the party’s ministers without informing the coalition partner. The four NPP ministers had resigned along with five other ruling coalition members on June 17 last throwing the Biren Singh ministry into turmoil. But following the intervention of Union Home minister Amit Shah and BJP president J P Nadda, they returned to the government and were reinstated in the cabinet. Sangma and the BJP’s pointman for the Northeast Himanta Biswa Sarma had played an important role in ending the political impasse
then. Five seats recently fell vacant in the 60-member House in Manipur following resignation and disqualification of MLAs and by-polls will be held to fill these vacancies. Biren Singh is heading a coalition government of the BJP, NPP, Naga Peoples Front (NPF) and the Lok Janshakti Party (LJP). The lone LJP minister, along with three BJP members, was dropped too. The chief minister also inducted five new faces in his council of ministers in the reshuffle. All the five belonged to the BJP and two of them had recently joined the saffron party from the Congress.
M’laya CM for re-strategizing tourism during pandemic Correspondent SHILLONG, SEP 28: Meghalaya Chief Minister Conad Sangma on Monday stressed on the need to restrategize tourism in Meghalaya in the background of the challenges and opportunities that the COVID pandemic has created. Delivering his address on the second day of the ongoing ‘Destination North East 2020’, a mega online event under the theme “Emerging Delightful Destinations”, Sangma thanked the Union ministry of DoNER for organizing the event and highlighted the importance and potential of tour-
ism in North East Region. He spoke on direct and indirect benefits of tourism in Meghalaya in terms of revenue earned, employment created and livelihood generated. “Eco tourism being the forte of Meghalaya, there is a need for better packaging, linking Shillong Airport to Delhi and other metros and investing in Unique Selling Points to attract a potential 26 million high value Indian foreign going tourists who are now likely to turn towards North East region,” he emphasized. He also stressed the need for attracting capital, government funding and public private partnership.
“There is a need to create security and safety for both locals and tourists in the era of COVID,” he underscored and assured that the Meghalaya government is taking all possible measures to implement the health protocols seriously. Biman Kumar Dutta, member of North Eastern Council (NEC), highlighted about the tourism potentials of North East Region, rich biodiversity hotspots, historical and religious places and other important tourist attractions like tea estates, scenically beautiful places and historical monuments besides the hospitality of people of the North East.
Assam’s only woman CM Syeda Taimur passes away G U WA H T I , S E P 2 8 (AGENCIES): Assam’s first and only woman chief minister Syeda Anwara Taimur passed away in Australia on Monday reportedly due to cardiac arrest. The 84-year-old was staying with her son in Australia for the past four years. Taimur was in the news in 2018 when her name didn’t appear in the Assam National Register of Citizens. She later informed that her family members may not have applied to get her name included in the list. A four-time Congress MLA beginning with her first election in 1972, Taimur held portfolios like education before becoming chief minister for a brief period from December 6, 1980 to June 30, 1981. She was also nominated for a Rajya Sabha term in 1988. Taimur joined the All India United Democratic Front (AIUDF) in 2011. Assam Governor Jagdish Mukhi, chief minister Sarbananda Sonowal, Assam Congress president Ripun Bora and several others expressed condolences on the death of the veteran leader.
Country’s unemployment situation grim, says IYC Correspondent IMPHAL, SEP 28: Opposition Congress in Manipur on Monday slammed the BJP government both at the Centre and state for failing to implement promising policies and programmes that will provide employment to the youth. Addressing the media at Congress Bhavan Imphal, Indian Youth Congress (IYC) secretary (incharge Northeast) Sarifa Rahman urged the BJP government both at the Centre and state to find out policies and programmes that will provide jobs to the youth of the country. While pointing out the country’s unemployment rate was the highest in the last 45 years under the Narendra Modi led BJP government at the Centre, she observed a grim unemployment situation in the country. Rahman alleged that there were one or more unemployed or jobless educated youths in every household of the country. Those youths who had been reduced to jobless due to the COVID-19 pandemic have also been forced to return to their respective villages and
homes. The nation continues to suffer because of the unplanned policies of the BJP government,” she said. The youth Congress leader alleged that the BJP came to power in the country and state only on the promise of providing jobs to the youths. But, despite being ruling for the second term, the BJP government has failed to provide employment to the youth. Rahman maintained that the COVID-19 situation has worsened the already worst unemployment problem of the country and government both at the Centre and state were not taking up any policy or programme to address this worsen unemployment problems. “Instead they were making policies benefiting the corporate and businessmen and trying to implement bills which will strangulate farmers of the country,” Rahman said. She expressed worry while alleging that the Biren government has failed to come up with a policy or programme that will impart jobs to state youth who were forced to leave their jobs outside the state and returned to the state due to the pandemic.
Heroin worth Rs 25 cr seized in KA GUWAHATI, SEP 28 (AGFENCIES): In the biggest drug bust in Assam till date, the police seized 5 kg of smuggled heroin valued at Rs 25 crore. One person has been arrested in connection with the incident. “This is the single biggest seizure of illicit heroin in Assam. The value of the contraband is nearly Rs 25 cr. The recovery is part of our ongoing drive against illegal drugs launched in June this year,” Assam DGP BJ Mahanta told journalists on Monday. The heroin was seized on Sunday night by police in Karbi Anglong district on the Assam-Nagaland border from a truck which was on its way to Guwahati from Imphal in Manipur. One person, Ismail Ali, a resident of Jogighopa in Bongaigaon district of Assam, has been arrested for his involvement in smuggling the contraband. Meanwhile, the Assam police on Friday night intercepted a Guwahatibound truck coming from Manipur at a checkpost on the Dimapur-Manja road and recovered drugs including brown sugar, heroin and Yaba (Methamphetamine) tablets valued at Rs 5 crore from the vehicle in the same Karbi Anglong district and arrested three people.

DIMAPUR: As part of Poshan Maah, a free anaemia screening camp for adolescent girls and women was held at Tuensang town on September 28, organized by department of Social Welfare (ICDS) in collaboration with the Health and Family Welfare department Tuensang. A press release by DMO Tuensang, Apheang stated that, short programme was held before the screening camp where SBP district lead Poshan Abhiyan, P H Ramaikalo, briefed the participants about what anaemia was and how to recognise it and its various impact. Medical team for the camp was led by drug inspector Arenla accompanied by two ANMs from UPHC, DMO, BPM Tuensang sadar block and also assisted by official staff of Social Welfare
department. Altogether, 63 were tested for anaemia including ten adolescent girls, out of which 3 were found anaemic and the rest were average. Free iron folic tablets were also distributed to those who had low HB level. Tsar u village: Anemia screening and awareness camp for adolescent girls was held at village council hall, Tsaru on September 26. A press release by supervisor, ICDS, Chare, Thaskye Sangtam, stated that EAC, chairman, BCAP, Nokpai Konyak, delivered the key note address, followed by registration of participants for anaemia screening was done. Awareness on adolescent health and nutrition was explained by MO, PHC Chare, Dr. Akumla. Sanitary pads were distributed to all participants and medicines to those who had issues.
DIMAPUR: DC Phek, Sachin Jaiswal has informed all the concerned that re-verification of SARDP-NE 2 lane, Chakhabama-Zunheboto road construction project under Phek district will commence from October 14 onwards to run through the assessments made from November 28 to December 8, 2019 and examine all claims for inclusion of left out properties as per the prescribed performa. According to DIPR report, the following points were to be noted by all: No structures, properties etc that were affected or damaged during the works carried out by Mytas-Gayatri will be considered for payment of damage compensation as the matter with regard to those properties, structures etc are under arbitration and in the absence of any government directive this office is not competent to take any action in this regard; No land compensation shall be paid; No complaints which are not in the prescribed performa or not routed through proper channel shall be entertained; The concerned Village Councils/GBs shall be responsible for the identification of the genuine land owners/beneficiary; No re-assessment of those properties for which damage compensation has been claimed shall be done as notified earlier vide this office notification dated July 20, 2020; All concerned land owners/beneficiaries should be physically present in their respective locations; Executive engineer PWD (R & B) Phek, SDO PWD (Housing) Phek, representatives of chief engineer PWD (Housing) Nagaland, representatives of chief engineer PWD (R & B) Nagaland, DLRSO Phek and any other member (technical authority) co-opted by DC Phek shall ensure proper identification of properties and prepare damage assessment report as per the approved rate of compensation; Representatives of NHIDCL and Alliance Engineers and Consultants, Guwahati shall ensure that all the approved technical specification and RoW are maintained; The concerned village council/GBs are directed to be physically present during the verification and to inform the affected land owners/beneficiaries to be in person in their respective locations; District administration will ensure co-ordination between the committee members for the smooth conduct of the verification process; Representatives from various CSOs/NGOs are also invited to observe the verification process.
DIMAPUR: NSCN (I-M) UT, Angami region, Wancho region, Ao region, Pochury region and Naga Rengma Hills have extended unflinching support to the stand of NSCN (I-M) for a separate Naga flag and constitution. UT NSCN (I-M): Reaffirming to the Framework Agreement (FA) signed between the GoI and NSCN on August 3, 2015 in the presence of prime minister of India, the rank and file of NSCN (I-M) UT has extended unflinching support to the stand of NSCN (I-M). A press release by UT caretaker/CAO Kikheto Chishi and secretary, John M. Yim reiterated its strong support to the ongoing peace process under the collective leadership of Q. Tuccu, president, Tongmath Wangnao, the vice president and Th. Muivah, ato kilonser who is also the NSCN’s chief negotiator. Pointing out that any solution to Naga political problem without flag and yehzabo will be a repetition of past agreements which cannot bring permanent peace, the NSCN (I-M) UT, asserted that recognising the identity and unique history of the Nagas was recognising the Naga flag and yehzabo (constitution). Student bodies appeal government on various issues DIMAPUR: Konyak Students ’ Union (KSU), All Sumi Students’ Union (SKK) and Kuki Students’ Organisation Nagaland (KSON) have reminded the state government and concerned department on various issues related to welfare of students and teachers. KSU: Reiterating its demands/proposals to the School Education department, Nagaland, the Konyak Students’ Union (KSU) appealed the state government and the concerned department to look into the grievances as genuine immediately. A press release by KSU general secretary, Phoe Konyak and education secretary, Abo Wangshu stated that it was opposed to approval of mid-day meal (MDM) scheme to NGOs and demanded that MDM scheme meant for students should be implemented by concerned department in the district. While urging the government to withdraw/cancel the approval order, the KSU also stated that the policy for transfer of the scheme
to any NGOs/societies must not be implemented as it will only invite manipulation in the system. In regard to its proposal for appointment of headmasters and assistant headmasters and PGT for Sociology at GHSS Mon, the KSU stated that Government High Schools of Mon district, i.e Totok Chingnyu, Shangnyu village, Tizit village, Chingkao and Angjangyang were running without the heads of institutions since the up-gradation. Proposal for appointment of Sociology PGT at GHSS Mon was also given to the principal secretary as students were pursuing their academic without subject teacher, whereby the Union expect positive response to the grievances at the earliest. On the SSA and RMSA teachers’ issue, the KSU expressed shock to see the ignorance and delay of the government to act upon the appeals made by the various civil organisations to bring the RMSA & SSA teachers of 2010 and 2013

SKK: All Sumi Students’ Union (SKK) has urged the state government to implement the decision that was taken on October 3, 2018, to mainstream all the teachers of 2010 & 2013 batches of SSA and RMSA into the education cadre. Jimo stated its dismay by the unfulfilled assurances which were given to the NSSATA in an agreement that was signed between the government and the NSF, the ENSF, the NSSATA on June 12, 2018. While noting that the agreement was to rectify the nature of appointment of the aggrieved teachers basing on the appointment order and all relevant documents, the SKK asserted that it will never compromise with the issues related to the education sector affecting the
welfare of the student community and teachers whatsoever. SKK urged the state government to consider this most genuine case with urgency and also assured the SSA and RMSA teachers of their support and acknowledged the services being rendered by the teachers despite the hardships being faced by them. KSON: While extending support to the demand of NSF and ENSF in regard to the regularisation of the 2010 & 2013 batches of RMSA and SSA teachers, the Kuki Students’ Organisation Nagaland (KSON) has also appealed government to adhere to the policy of appointing only those candidates belonging to the native tribe where each respective primary school is situated. School teachers training on e-content and delivery system underway DIMAPUR: Faculty Development Programme (FDP) for teachers of schools including higher secondary schools is being conducted by National Institute of Electronic and Information Technology (NIELIT), Kohima in collaboration with Nagaland Board of School Education (NBSE). The first batch of training commenced from September 23 and will continue till October 17. According to DIPR report, while inaugurating the training, chairman NBSE, Asano Sekhose highlighted how emerging trends of virtual learning systems support teachers in imparting knowledge in classroom. In his address, director NIELIT Kohima, L. Lanuwabang emphasised that the aim was to create an augmented learning environment where technology is put to effective use. hanges that the Modi government has been pursuing relentlessly has percolated to every aspect of life such as history, art, social issues and education to name a few. In 2018 the Indian Medical Council(IMC) was relegated to history when the government formed the National Medical Council(NMC). The setting up of NMC was a government move to bring reforms in the medical education sector, after replacing the MCI, which was tainted by corruption. The government had dissolved the MCI in 2018 following the corruption charges and replaced it with a Board of Governor(BoG).The NMC seeks to lay down policies for regulating medical institutions and medical professionals; assessing the requirements of human resources and infrastructure in healthcare; ensuring compliance by the State Medical Councils with the regulations made under the Bill; framing guidelines for determination of fee for up to 50% of the seats in the private medical institutions and to make guidelines for a new cadre of non-MBBS mid-level health service providers such as nurse practitioners and pharmacists with limited rights to prescribe Medicines. There is a dichotomy about Indian doctors or medical students graduating from various medical colleges. Indian doctors are revered all over the world but their status in the country itself is however questionable. Thousands graduate each year from medical colleges but there has been an abysmal low standard in terms of their quality, quantity and attitude. In the recent times what has been witnessed were many scandals about the modes of selection for entry to medical colleges, corruption in the selection process, fictitious candidature and an almost open process of payment of capitation fee. No year passes without litigation into the selection process with the Supreme Court having to intervene regularly. Demands for medical seats cannot be met with availability and it is therefore not surprising that private medical colleges are mushrooming, some with questionable credentials and means. There had been some arrests in the past and the most shocking was in 2010 when CBI arrested the then MCI chief for allegedly taking a Rs 2-crore bribe to approve a Punjab institute. As medical seats in the private sector began to be offered for up to Rs 50 lakh and money rather than merit became the criteria for admissions, it led to erosion of the public’s faith in the system. It didn’t matter if one did not qualify on merit to make it to medical college. What tipped the scales for thousands of those who could not qualify was the weight of their money in buying seats. As per WHO norms, India needs more medical doctors in the ratio of 1 doctor for every 1000 people. Presently, it has 1 doctor for every 1700 people. To achieve this target, India needs at least four lakh doctors by 2020-21.The government has also already granted permission to over 100 government district hospitals having 200-bedded capacity to be upgraded as medical colleges. Like all changes or renaming old ones, the government has reserved for itself to handpick those to head such institutes. The government could have reviewed and amended the IMC Act to streamline medical education instead of name changing to claim achievement with window dressing.

Very few of us truly know what is meant by the absolute “go” of unconditional identification with, and abandonment and surrender to, Jesus. “Then Jesus, looking at him, loved him…” (Mark 10:21). This look of Jesus will require breaking your heart away forever from allegiance to any other person or thing. Has Jesus ever looked in this way at you? I named him Goofy because I believe that names have power and though we usually name all our animals after gods and qualities, he required a silly name to make him less threatening. All I did was talk to him and tell him how much we loved him and how happy we were to have such a brave and handsome addition to the family. He never bit anyone again. When he was attacked by the resident alpha dog Lambu, he vented his anger on the sofa cushion till it died ! He still has the cushion as his victim when he gets upset, but now he just rolls on it and squashes it to death. Two months later his hair is a beautiful black fur, his eyes are almost healed, he and Lambu
are cordial and respectful to each other and he has settled in as a happy non aggressive, loved being. Sometimes I wonder if he remembers his time of extreme suffering in Patna and whether that is real to him or whether this is real. He went from one extreme to another and perhaps it was his faith in the magic of the universe that got him to me. The king who slept and dreamt he was a butterfly. When he awoke he asked himself: was he a king dreaming he was a butterfly or a butterfly dreaming he was a king ? This time of Covid has brought many new beings into my house: Nisha, whose leg was broken by her owner and abandoned, tied to a lamppost and fed by passersby. Someone brought her directly to my
house, and I can never say no because that is their destiny and I am simply a small medium. Gora with yellow eyes who came full of wounds and is still very afraid. Two crows called Kaku and Kaki who come for biscuits every day at 5 pm and bang into me if I am late, the squirrel who shares their biscuits and was very skittish till we named him Tommy Sir, and now he sits with his chest out. The dogs abandoned by the taxi stand nearby whom we feed till the cabbies come back. Three bearded dogs who have been abandoned by a lawyer who used to feed them outside his house. They will not come inside mine but they sit outside and get fed. The fat earthworms that come into my room, in pairs, to avoid the rain and whom we put back when the sun comes out, the myna who walks with me until she is chased off by Tulasi, the fifteen or more monkeys who sit on the stairs to the roof and are fed rotis and fruits every morning. After they eat, they thank us by pull-
ing off the few vegetables we grow in the garden and throwing them at the dogs. Gauri, who works with People for Animals, has become the cat lady and has taken in dozens of newly born kittens who would otherwise have been put into sacks and thrown into gutters. During this lockdown thousands of people have written about their travails with animals to me and we have tried to help all of them. Each story is unique and they are all painful – a litany of cruelty by people who should have used their time on earth to make it a better place, but have chosen to become mean and vicious and waste their lives by increasing the sum total of suffering. I am so lucky, so terribly lucky, that I was given the chance and the understanding of how to snatch moments of happiness. Reconciling with history
he top priority for the Nagas today is reconciliation. National reconciliation is the No.1 priority before any other thing because there are just too many heart-rendering stories which have accumulated during the prolonged freedom struggle for a Naga nation. As such, there must be healing of these wounds through forgiveness and national reconciliation for a final settlement of the Naga political problem. National reconciliation, however, can come only if we first reconcile with the truth of our history. Nagas have a distinct unique history, not a make-believe history. Our tendency to hold on to makebelieve history renders all attempts to national reconciliation all the more difficult, if not impossible. The formation of the Naga Club in 1918 can rightly be said to be the beginning of the Naga National movement, because before the formation of the Naga Club, there was no public forum or organization for the Nagas to express their views. Thus to meet the urgent need of an organization, the educated Naga youths, based in Kohima, founded the Naga Club in January of 1918, at Kohima. They visualized that very soon the British would leave India and soon the Naga political problem would arise. They, therefore, started persuading the British not to link up the Nagas with the rest of the Indians. The problem with us Nagas is that we have created controversies where there should have been none. We simply insist on the make-believe without bothering to cross-check the remotest possibility of it
all. How else can we justify our insistence on the theory that the Naga Labour Corps returnees are directly responsible for the formation of the Naga Club in 1918? The sojourn of the Naga Labour Corps to France in 1917 was the very first time that five tribes qualified themselves as Nagas collectively thus giving them that real feeling of oneness and a more meaningful sense of an identity based on conviction as never before. However, to credit the Naga Labour Corps returnees as responsible for awakening the political consciousness of the Naga people resulting in the formation of the Naga Club in October 1918 which subsequently after 10 years led to submission of memorandum to the Simon Commission in 1929, is too far fetched to say the least, and is a distortion of history. Yes, some member of the NLC who had been to France were very much involved in the deliberation of drafting the memorandum to the Simon Commission under the aegis of the Naga Club as members. But they definitely were not involved in the formation of the Naga Club which was birthed the same year in 1918, but before the arrival of the first batch of returnees in June and the second group in October. Common sense dictates that after having faced the horrors of war in a far away foreign land, and then travelling for months together to return, the top most priority of our raw villagers would have been to reach their respective villages at the earliest possible time – forget about spending even a night at Kohima. Even a
make-believe proposition must carry some weight of merit. The case of NLC returnees being responsible for the formation of the Naga Club carries no weight whatsoever. One can very much agree with the view that legitimacy and contention over the Naga Club should not be the issue as it belongs to every Naga, but at the same time, it legitimately becomes an issue when its history is distorted. Our moral value should not allow us the liberty to misinterpret the past. In the Naga memorandum submitted to the Simon Commission in 1929, one of the signatory was Nizhevi Sema Naga who was made Dobashi by the British. He is stated to be a Naga Labour Corps returnee and regarded as one of the noteworthy pillar from where our nationalistic ideal stands today. It is said that in the Sema area, Labour Corps was organized under the leadership of Nizhevi. However, on close examination, as per the record of one of the very worthy kin of Nizhevi Sema Naga, it is unclear whether Nizhevi himself went to France as Naga labour Corps. Now, when things are unclear, we cannot say that it is clear. This is never an attempt to undermine an individual at any level, but just a sincere approach in the interest of history and posterity that the records are in black and white without any grey in between. Doing so will go a long way in reconciling with history. And, I believe, reconciling with history is the first step towards making good towards our top priority for the Nagas today which is national reconciliation. Benito Z. Swu

NEW DELHI, SEP 28 (PTI): Defence Minister Rajnath Singh unveiled on Monday a new Defence Acquisition Procedure (DAP) that features steps to turn India into a global manufacturing hub of military platforms, reduce timelines for procurement of defence equipment and allow purchase of essential items by the three services through capital budget under a simplified mechanism. Under the new policy, the offset guidelines have also been revised to give preference to defence majors offering to manufacture products in India instead of meeting the offset obligations through other means, officials said. The DAP also incorporates new chapters on information and communication technologies, postcontract management, acquisition of systems developed by the state-run defence entities like the
DRDO and Defence Public Sector Undertakings (DPSUs), they said. In what is seen as a significant move, the DAP featured measures to reduce delay in procurement of essential items by the three services as it proposed a new enabling provision to acquire them through capital budget under a simplified procedure in a time-bound manner. Singh said the DAP has also included provisions to encourage foreign direct investment (FDI) to establish manufacturing hubs both for import substitution and exports while protecting the interests of Indian domestic industry. “The offset guidelines have also been revised, wherein preference will be given to manufacture of complete defence products over components and various multipliers have been added to give incentivisation in discharge of offsets,” the defence

He argued the law, which was accorded presidential assent on Sunday, is “liable to be struck down as unconstitutional, illegal and void”. In the plea filed through his lawyer James P Thomas, Prathapan said, “Indian Agriculture is characterised by fragmentation due to small holdings and has certain inherent weaknesses beyond control such as dependence on weather, uncertainties in production and an unpredictable market. This makes agriculture risky and inefficient in respect of both input and output management.” The plea further said

NEW DELHI, SEP 28 (AGENCIES): The Union Public Service Commission (UPSC) -- which conducts the prestigious Civil Services Examinations for selection of IAS, IPS, IFS and allied central services -- on Monday told the Supreme Court that it’s not possible to defer the examinations any further. “It’s not possible to defer Civil Services Exams,’ the counsel for UPSC told a Bench headed by Justice AM Khanwilkar. The Commission’s advocate sought to highlight the fact that the Civil Services Exams had already been delayed by several months and the Preliminary Examination was scheduled to be held on October 4. Asking the UPSC to file an affidavit, the top court posted the matter for further hearing on Wednesday. Amid growing number of COVID19 cases, a group of 20 students had moved the Supreme Court last week seeking postponement of Civil Services Examinations 2020 by two-three months. The seven-hour-long offline Civil Services Preliminary Exam 2020 on October 4 was expected to be taken by approximately six lakh aspirants at test centres spread over 72 cities across India. “Conducting the aforesaid examination

The BJP on Monday blasted the Congress over the burning of a tractor near India Gate here, allegedly by opposition party workers, saying it has “shamed” the country with its “drama” aimed at publicity and “misleading” farmers. Senior party leaders, including Union ministers, hit out at the Congress with Information and Broadcasting Minister Prakash Javadekar condemning the incident and accusing the opposition of misleading farmers. “The Congress shamed the country today. Bringing tractor in a truck and then burning it at India Gate is a drama enacted by the Congress and we condemn it. The party has been trying to do politics in the name of farmers, and it has been unmasked. It has enacted a drama for publicity,” he told reporters. BJP general secretary Bhupender Yadav dubbed the Congress as “anti-farmers”, saying farmers venerate their farm equipment and will not set tractors on fire. Another Union minister Gajendra Singh Shekhawat took a swipe at the opposition party, saying it is protesting against farmers’ freedom in the name of Bhagat Singh, whose birth anniversary fell on Monday, by burning a tractor. “Its conspiracy has been unmasked,” he said. Bharatiya Janata Yuva Morcha (BJYM) president Tejasvi Surya alleged that youth Congress workers were involved in burning the tractor. Accusing the opposition party of misleading farmers, Javadekar said its manifesto had promised doing what the Modi government has done with its farm sector reform bills, and added that former prime minister Manmohan Singh had also spoken similarly on the issue. The Congress and several other opposition parties have been protesting against three farm sector laws enacted by the Modi government, alleging these are “anti-farmer measures” and will “destroy” the agriculture sector.
NEW DELHI, SEP 28 (AGENCIES): A day after President Ram Nath Kovind granted his assent to the controversial farm Bills, Congress president Sonia Gandhi on Monday asked states ruled by her party to negate the agriculture-related Central laws by passing their own legislations. “Congress president has advised the Congressruled states to explore the possibilities to pass laws in their respective states under Article 254(2) of the constitution which allows the state legislatures to pass a law to negate the Anti-Agriculture Central laws encroaching upon State’s jurisdiction under the Constitution,” AICC general secretary organisation KC Venugopal said. Sonia Gandhi has told the states ruled by Congress that enacting their own legislations would enable bypassing the unacceptable anti-farmers’ provisions in the three “draconian agricultural laws”, including the abolition of MSP and disruption of APMCs in Congress-ruled states.

NEW DELHI, SEP 28 (PTI): Indian Youth Congress activists set a tractor on fire at India Gate in the heart of Lutyens Delhi on Monday morning to voice their protest against the contentious farm laws. Five people claiming to be members of the Punjab Youth Congress have been detained, police said. According to the police, around 15-20 people carried a tractor on a truck to Rajpath, Man Singh Crossing. They unloaded the tractor from the truck and set it on fire. Fire officials said they were informed about the incident at 7.42 am and two fire tenders were rushed to the spot. The blaze has been doused off and tractor was removed, police said. IYC media incharge Rao said activists of its Punjab unit demonstrated at the India Gate on the occasion of the birth anniversary of revolutionary freedom fighter Bhagat Singh. “Our country thrives on the blood and sweat of our farmers. 22,000 Nepali migrant workers leave for India
KATHMANDU, SEP 28 (IANS): Despite threats due to the ongoing coronavirus pandemic, at least 22,000 Nepalis have left for India in the last four weeks via the Nepalgunj border point for work in the neigbouring country, according to a media report. SI Bishnu Giri at Jamunaha Area Police Office, Nepalgunj, said the workers left for India as the prolonged lockdown and Covid-19 fears had made it difficult for them to sustain their livelihood, The Himalayan Times reported on Sunday. According to SI Giri, a total of 76,048 migrant workers had returned to
Nepal via the Nepalgunj border point till September 15. Around 40,000 Indian nationals returned home during the same time via the border point. Giri said that Nepalis holding ration cards had started going back to India. He said they had been allowed to enter and exit the country via the border for treatment, medicine procurement and for meeting patients. “We have allowed people’s movement on the Nepal-India border on the basis of recommendation letter and identity card,” The Himalayan Times quoted Giri as saying.

The decree to dissolve Parliament was issued on Sunday, while another one appointed a new 65-strong Senate, to be headed again by former Prime Minister Faisal Al Fayez, Jordan Times reported on Monday Under Article 34 of the Constitution, the King has the power to dissolve, convene, inaugurate, adjourn and prorogue Parliament. In accordance with the provisions of the Constitution, the current government will have to resign within a week of the dissolution of the Lower House. The Prime Minister during whose term the Parliament is dissolved cannot form a new government. A Royal Decree was issued on August 3 directing the concerned agencies to hold parliamentary elections in accordance with the provisions of law.
NEW DELHI, SEP 28 (AGENCIES): Sufficient levels of Vitamin D can prevent Covid-19 patients’ condition from deteriorating and it can even reduce the need for oxygen, a study by the Boston University has shown. “Only 9.7% of patients older than 40 years who were vitamin D sufficient succumbed to the infection compared to 20% who had a circulating level of 25(OH)D< 30 ng/ml,” the researchers at the Boston University said in an article in PLOS One. “The significant reduction in serum CRP, an inflammatory marker, along with increased Ðpercentage suggest that vitamin D sufficiency also may help modulate the immune response possibly by reducing risk for cytokine storm in response to this viral infection.” 25(OH)D or 25-hydroxyvitamin D is a measure of Vitamin D in the body. Trump, Biden to face-off in first presidential debate WA S H I N G TO N, S E P 28 (PTI): Republican incumbent President Donald Trump and his Democratic challenger Joe Biden are all set to share the stage for the first time on Tuesday night when they will be going head-to-head in the first of the three presidential debates. Dubbed as the “Super Bowl of American Democracy”, Trump, 74, and Biden, 77, would respond to questions on their track record, the Supreme Court, economy, race and violence in cities and integrity of the elections at the Case Western Reserve University and Cleveland Clinic in Cleveland, Ohio -- a key battleground state. Popular Fox news anchor Chris Wallace would moderate the first debate, which would start at 9 pm EST (6:30 am IST). Steve Scully from C-SPAN Networks and Kristen Welker from NBC News would moderate the other two presidential debates on October 15 in Miami (Florida) and October 22 in Nashville (Tennessee), respectively. Vice President Mike Pence, 61, and Democratic vice-presidential candidate Kamala Harris, 55, will participate in the only vice-presidential debate, to be hosted by USA Today journalist Susan Page, in Salt Lake City in Utah on October 7. All the four debates are being organised by the Commission on Presidential Debates (CPD). The debates would be of 90 minutes duration. In August, the CPD

The first ever general elections presidential debates were held on September 26, 1960 at the CBS studios in Chicago between the then-senator John F Kennedy and then-vice president Richard Nixon. The debate that was televised changed the nature of American politics and presidential elections for all times to come. Kennedy and Nixon debated four times that year. Kennedy went on to win the 1960 elections. In 1987, the non-partisan and non-profit CPD was established to “ensure for the benefit of the American electorate the general election debates between or among the leading candidates for the officers of president and vice president of the United States or a
permanent part of the electoral process” The CPD does not receive any funding from the government or any political party or political action party committee or candidate. It has sponsored and produced all general election presidential debates since 1988. Frank Fahrenkopf, CoChair of the CPD, told reporters at the National Press Club on Sunday that all precautions have been taken in view of the coronavirus pandemic. “There’s no clapping, there’s no whistling and so forth,” he said. Between 50 and 150 million people are expected to watch the televised debates. According to Kenneth Wollack, co-chair of CPD, as important as the presidential debate has been in the US, debates have even a greater impact overseas -- in new and emerging democracies, in particularly, in countries in post-conflict political environments. Debates have played a very important role in the transition process in these countries for three reasons, Wollack said. Number one, it has levelled the playing field in countries where there has been a dominant political party. Secondly, it helps focus the candidates on a policy, public policy issues rather than personalities. And three, it has lowered the campaign rhetoric often at political rallies because citizens see the two or more major candidates vying for office shaking hands, Wollack said.

LAHORE, SEP 28 (IANS): In an eventful day, top leaders of major opposition parties were nabbed by Pakistani courts in cases of money laundering and corruption. Shahbaz Sharif, President of Pakistan Muslim League - Nawaz (PML-N) and leader of the opposition parties in parliament, was arrested from the courtroom after the Lahore High Court (LHC) rejected his bail plea. The two-judge bench of the Lahore High Court rejected Shahbaz’s bail plea and he was arrested by the National Accountability Bureau (NAB). Shahbaz Sharif had sought pre-arrest bail in cases of assets beyond means and money laundering. NAB’s prosecutor Faisal Bukhari, who maintained that Sharif ’s arrest was required because he is to be interrogated in the money laundering case, challenged the bail plea. East Bengal are running against time to build the squad for the tournament slated to be held in three venues of Goa in less than three months’ time. “We have had a series of talks with Fowler but I cannot say ‘yes’ now with responsibility. Priority to host England series in India: Ganguly Men’s hockey camp extended KOLKATA, SEP 28 (PTI): BCCI President Sourav Ganguly on Monday said the Board will do all it can to ensure that India’s home series against England remains in the country and domestic tournaments kick off at some point despite the “fluid” COVID-19 situation. India’s COVID-19 case load has gone past 60 lakh and the death toll has surged beyond 95,000. England are scheduled to tour India next year between January and March for five Tests, three ODIs and three T20 Internationals. “...priority is to make this (series against England) happen in India. We will try to make this happen on Indian grounds. The advantage in UAE is they have three stadiums (Abu Dhabi, Sharjah and Dubai),” he said in a media interaction here address-
ing speculation that UAE could be the host for India given the COVID case count here. BCCI has recently signed a Memorandum of Understanding with the Emirates Cricket Board for greater cooperation in conducting matches there. “We also have the same facility in Mumbai -- CCI, Wankhede and DY Patil. NEW DELHI, SEP 28 (IANS): The Sports Authority of India has extended the national camps of both men and women hockey teams currently preparing for next year’s Tokyo Olympics at the SAI facility in Bengaluru. The men’s camp, which started in early August, has been extended till November 28 while the women’s team will train until December 12, SAI said in a statement. The camp was originally scheduled to run until September 30. The SAI informed that the national camps were extended as the teams were not going to the Netherlands, as earlier planned, due to the Covid-19 travel restrictions. “The decision to not hold international camps was taken in consultation with chief coaches of both teams and it was decided
that the teams would not travel owing to Covid-19 restrictions,” the SAI statement added. The men’s team last played in the FIH Pro League in JanuaryFebruary while the women’s team has not played a match since the tour of New Zealand in January. The men’s team is scheduled to restart their Pro League campaign on April 10 and 11, 2021 with a tie against Argentina away from home. They will then play Great Britain away from home on May 8 and 9 before travelling to Spain where they play on May 12 and 13. After that, they will face Germany away on May 18 and 19 and will finally play a home tie on May 29 and 30 against New Zealand. The women’s team is not part of the Pro League.
