R-Jio stirs market with ‘free calls forever’ MUMBAI, SEP 1 (IANS): In a path breaking, taking the current price war and competition in India’s telecom space to a new level, Reliance Industries Chairman Mukesh Ambani on Thursday announced that domestic phone calls from the Jio network will be free forever, and unveiled a four-month introductory offer for everyone of a zerotariff voice and data services, beginning on September 5. Reliance Jio customers will get free voice calling (including STD) and roaming services, bundled with data access for Rs 19 onwards, making the offering one of the “lowest” globally. The company has introduced 10 tariff plans from one-day plan at Rs 19 for occasional users going all the way up to Rs 4,999 a month for heavy data users. The pricing, which analysts are terming as a “knockout punch” are estimated to be as low as one-tenth of the prevailing data rates depending on the customer’s data usage. “The era of paying for voice calls is ending,” Ambani told the 42nd Annual General Meeting of the company at an overcrowded Birla Matoshree Auditorium here. “No Jio customer will ever have to pay for voice calls again,” he added, devoting around an hour of his 90minute speech to Jio -- which he named 169 times.

In effect, the announcements on Thursday point to a commercial launch from January 1 next year even though no specific mention was made in this regard. This was also keenly awaited since Reliance Industries has invested as much as $21 billion on Jio -- its largest ever capital expenditure on a single project. Indian army and Assam police in a joint operation killed the defense secretary near Bordikharu, a preferred picnic spot, under Dokmoka police station. NEW DELHI, SEP 1 (AGENCIES): The price of subsidised cooking gas (LPG) was on Thursday hiked by about Rs 2 per cylinder, while the jet fuel price was cut by 3.8%. This is the third straight increase in subsidised cooking gas since July when the government decided to go in for a small hike in rates every month to cut down subsidies. In case of kerosene, the government has allowed stateowned oil companies to raise the price by 25 paise a litre each month for 10 months. Simultaneously, oil firms cut prices of non-subsidised LPG, which consumers buy after exhausting their quota of 12, by Rs 20.5 per 14.2-kg cylinder. Priority for hilly states: Ministry of Petroleum and Natural Gas has extended the benefits under Pradhan Mantri Ujjwala Yojana to the people of all Hilly States including North-East States. Ministry will be treating them as ‘Priority States’ and release LPG connections to the eligible beneficiaries, reports TOI.

As a responsible operator we will fulfill all our regulatory obligations as we have always done.” During the speech, Mukesh Ambani also appealed to incumbent operators not to block Jio calls and ensure adequate points of interconnect. “In the last week alone, Jio customers suffered over five crore call failures to other networks because of insufficient interconnect capacity provided by incumbents.”

Strike by 10 trade unions to hit banking, transport today NEW DELHI, SEP 1 (AGENCIES): Essential services such as banking, public transport and telecom may be hit on Friday as 10 central trade unions (CTUs) will go on one-day nationwide strike against government’s “indifference” towards their demands and effecting “anti-worker” changes in labour laws. The unions have claimed that this year’s strike will be bigger as the number of striking workers is expected to swell to as much as 18 crore, larger than last year when around 14 crore workers participated. The CTUs will strike work protesting against what they call the government’s apathy towards their 12-point charter of demands, including a monthly minimum wage of Rs 18,000, controlling price rise and assured minimum monthly pension of Rs 3,000. “This time strike will be bigger than last year as over 18 crore workers from formal and informal sectors would

come on streets to protest against government’s indifference to their 12-points charter of demands and unilateral anti-worker labour law amendments,” Trade Union Coordination Committee (TUCC) General Secretary SP Tiwari told PTI.

‘Solution must be based on situation of Nagas’ DIMAPUR, SEP 1 (NPN): Naga Scholars Association (NSA) has adopted a communiqué on the ‘Framework Agreement’ stating that “solution to the Naga-India political issue must be on the unique history and situation of the Nagas.” NSA had organized a three-day workshop on ‘NagaIndia Framework Agreement’ at Delhi University from August 13-15. A statement issued by NSA president Dr. Zuchamo Yanthan, organizing committee convenor, Dr. Walunir and organizing secretary Dr. Kamei Aphun stated that the association along with 17 other participants adopted the ‘Communiqué’ during the workshop. NSA said that the communiqué was adopted in order to present the concerns and aspirations on the ongoing Naga-India political dialogue While acknowledging the ‘Framework Agreement’ signed by the Naga collective leadership and the Central government, the participants reminded that the Naga-India conflict was “quintessentially a

geo-political issue between the two entities.” In this regard, they maintained that the solution to the Naga-India issue must be “political, based on the rights and aspirations of the Nagas and based on the unique history and situation of the Nagas”, as recognised by the Government of India. They further noted that the ideology of modern sovereign Naga nation rooted in shared socio-cultural experience, political aspiration and self-determination was made known to the world for the first time through the Memorandum of the Naga Club to the Simon Commission in 1929. In pursuance of the conviction for self-determination, NSA said Nagas, under the aegis of Naga National Council declared Independence on 14 August 1947, a day before India was declared Independent. The Naga declaration of independence was reaffirmed in the Naga Plebiscite of 1951 to dispel the manoeuvres and undermining elements of the Government of India and Government of Burma (Myanmar)

on the legitimacy of the declaration of Naga independence in 1947. They however reminded that Nagas had “never entered into any treaty for merger with or annexation to any state, be it India or Burma (Myanmar)”. Nagas were divided through different divisive instruments - Treaty of Yandabo (1826) signed between BritishIndia and the King of Burma; 16-Point Agreement (1960) and Shillong Accord (1975), the communiqué stated. As such, the communiqué asserted that the ongoing initiative for the Naga-India political settlement between the National Socialist Council of Nagalim and Government of India “should therefore take cognizance of the political realities and aspiration of the Nagas for self-determination”. Territorial integration of the contiguous Naga areas should be part of the settlement, the communiqué stated, adding “the rights and aspiration of the Nagas to live together under one government is a political right”. YAA to shut down GHS Chessore DIMAPUR, SEP 1 (NPN): Yimchungrü Akherü Arihako (YAA) on Thursday informed that as part of phase-I agitation it has resolved to shut down the government high school (GHS), Chessore, under district education officer (DEO) Tuensang starting from September 2, 2016 as the school education department has failed to deploy the math and science teachers at GHS Chessore. In a press release, YAA acting president Mosa KVZ and Joint Secretary Z. Kumcho Yimchunger stated that decision was taken at an emergency meeting held on September 1, 2016 at Shamator H.Q. YAA pointed out that it has earlier submitted representation dated May 6, 2016 to the school education director for immediate posting of science and math teachers at GHS Chessore. Subsequently, the government had forwarded the matter to the department through Ref. Vide No. DSE/ ESTT/TSG/1-88/2016 dated June 13, 2016 to submit a proposal for posting of the said teachers to GHS Chessore before July, 2016. Power outage at New Market, NL Road Dmu DIMAPUR, SEP 1 (NPN): Department of Power has informed that due to burning of a 500 KVA 11/0.4 KV inside New Market, Dimapur on August 30, the power supply to New Market and parts of NL Road has been affected. In a press statement, Electrical Sub-division No.1, Dimapur SDO, Er. Namheu Khate, said the location of the said sub-station was not viable as there was no vehicle approach road for transportation and maintenance work. In the event of relocating and re-constructing of a new sub-station, SDO said the restoration of power would take some days. The department has requested the consumers to bear the inconveniences. NPSC aspirants appeal for recruitment through NPSC

DIMAPUR: NPSC aspirants held an executive meeting to discuss the latest government policy on contract appointment on August 30, wherein it appreciated the state government’s decision to ban all contract appointments with effect from June 6, 2016. NPSC aspirants media cell stated that, the aspirants had taken serious note of P&AR office memorandum dated August 11, 2016 to regularize all contract appointees on completion of three(3) years of continuous service. It stated that this would deprive many hard working aspirants of job opportunities as many high posts have been filled through backdoor appointments instead of open recruitment by NPSC. In this regard, media cell stated that after thorough deliberation and as per the consultative meeting held with ACAUT, it was decided that the NPSC aspirants would tie up with ACAUT to fight against the infamous government order in the court of law for all those posts which are within the preview of NPSC i,e, Class-I, Class-ll and Class-lll (Grade pay of Rs.2,800 and above). It stated that aspirants would give every possible support in whatever form required by ACAUT. Media cell also stated that it was really surprising that only three departments requisitioned posts for the NPSC (NCS,NPS,NSS and other allied services) Exam, 2016. NPSC aspirants through its media cell pointed out this was because many posts which were meant to be recruited through NPSC were all filled up by the candidates (mostly non-deserving and non-competent)

Silchar, Sep 1 (PTI): Bodies of two women were found while as many members of the same family were still missing after being washed away in landslide and floods in Assam’s Cachar district, police said today. Four members of the family of Dipesh Lemrong his wife, a daughter and two sons - were last night washed away when their house was damaged in a landslide following heavy rains in Kashiyapunji area of Bhubanpahar, about 35 km from here, a police officer said. The bodies of Lemrong’s wife and daughter were later found while those of his sons were still missing, the officer said adding seven houses were also washed away by heavy rains in nearby Bhubangram village. The NDRF has launched a rescue operation for the affected people. Police and civil officials were involved in rescue and relief operation at the spot, police added.

Arunachal records spurt in crime rates Itanagar, Sep 1 (PTI): Arunachal Pradesh recorded a spurt in crime rate during 2015 with a total 2968 cases reported in the state under IPC cognizable crimes and 181 cognizable crime cases under Special & Local Laws (SLL). The rate of total cognizable crime recorded in the state during the year was 227.8 while that under Special & Local Laws was 13.9 per one lakh population, according to a recent report released by National Crime Records Bureau (NCRB) under union Home Ministry. The report with the title ‘Crime in India’ which was released by Union Home Minister Rajnath Singh on August 29 last revealed that crime against women was on the rise during the year in comparison to 2014. As per the report, crime against women in the state during the year was recorded at 14.3 per cent which amounted to 7.3 per cent of total IPC cognizable crime recorded in the state during the year. Imphal, Sep 1 (PTI): One militant belonging to outlawed People Liberation Army (PLA) was arrested in Manipur’s Thoubal district by a combined team of police commandos and Assam Rifles jawans, a police official said. The militant who was arrested last evening from Khabakkhong near Wangjing, has been identified as Asem Lemba alias Indrajit (48) of Athokpam Mayai Leikai of Thoubal district, the offical said. Earlier he was arrested by police in 2010 while he was an active cadre of Kangleipak Communist Party (KCP) but was bailed out and he joined PLA recently. At present he is working under one Ibomcha of PLA and is involved in distributing demand letters to elected Pradhans of nearby areas in Thoubal district, the official source said.

In IPC crimes related to public order, a total number of 63 cases were recorded in the state including 28 riot incidents, 32 arson cases and three cases of unlawful assembly were reported with recorded crime rate of 4.8 per cent. The report further revealed that a total of 188 cases of economic crime were re-

ported in the state including 42 incidents of criminal breach of trust, 123 cases of cheating, 19 cases of forgery and four cases of counterfeiting with a total crime rate of 14.4 per cent. The statistical data covered in the report have been obtained from states and union territories police data of recorded cognizable crimes through a set of 34 proforma from 36 states and union territories besides 53 mega cities. In the report, the NCRB calculated the crime rate on the basis of total cases reported in comparison to total population. However crime rate under crimes against women, children, Scheduled Castes, Scheduled Tribes and Senior Citizens have been calculated on the basis of popultion of that particular segment. The population used for calculation of crime rate for total crimes, crimes against Women and Children were projected population as on July 1, 2015, while rate under crimes against Scheduled Castes, Scheduled Tribes and Senior Citizens has been calculated using population figures of the Population Census of 2011.

IMPHAL, Sep 1: One of the series of bandh in Manipur passed off peacefully on Thursday with partial response from the general public. Uncertainty has been prevailing in Manipur since Wednesday when a series of bandh were announced by different organisations including militant group in the coming days. A 24-hour bandh imposed on Wednesday by the state BJP to protest the arrest of its legislators that partially hit normal life in the state was shortened at 1 pm. However, another 12hour bandh was imposed today (Thursday) by the Poirei Meitei faction of the Kangleipak Communist Party. The bandh which was effective from Thursday morning at 6 am was, once again, shortened at this noon. The bandh was imposed by the faction to expose alleged malpractices involving director-incharge in the administration of state run JNIMS hospital. A decision to shorten the general strike was taken by the Central Committee of the outfit

Even as the bandh imposed in the last two days that greatly affected the students owing to shutting down of educational institutes had ended, two more bandhs are in the fore for the people of the state. In the freshly drafted bill that government had decided to table in the coming up session, January 21, 1972 was proposed for as the base year to decide non-locals from electoral rolls of that year. It had also been decided that if no electoral roll was available for that year, the next available document would serve the purpose for identification. After identification of the non-locals, they would be required to register them-selves for stay in the state every six months at various centres to be opened by the government. If the bill had been passed with consent from the Governor, it would be implemented soon after its publication in the state gazette. A provision to set up a registration directorate, headed by a Group A officer, for identification and registration of non-locals was included in the government’s proposed bill.

Guwahati, Sep 1 (PTI): Assam government has urged the Centre to seal Indo-Bangladesh border under the supervision of the Army, Chief Minister Sarbananda Sonowal today said. “Our honest aim is to seal the Indo-Bangla border as soon as possible. We have spoken many times to the Centre. We want that the work is done under the supervision and guidance of Indian Army,” Sonowal said at a press conference here. However, bill related with protection of indigenous people of Manipur will not be introduced. An official source said that Ibobi government has decided not to introduce “The Manipur Regulation of NonLocal People Bill, 2016 during the Assembly session. A decision in this regard was taken in a meeting of the Congress Legislator Party (CLP) presided by chief minister O Ibobi Singh at the conference hall of the CM’s secretariat yesterday (Thursday) evening. The meeting had minutely discussed the alternative bill submitted by the JCILPS titled ‘The Regulation of Non Manipur People’s Act, 2016’ on August 29, after the lapse of government given time, August 24 to submit suggestions and comments from the public to

the proposed new bill drafted by the government. The government had already put up its own bill on the government website ‘www.manipur.gov.in’ and invited public comments. An official source said altogether 91 comments for changes were registered through the website. Additionally, the JCILPS submitted the alternative bill on August 29. Taking the suggestion seriously, the government has started discussing on the JCILPS’ alternative bill, the source said, stressing that introduction of the bill incorporating all the suggestions, including that of JCILPS, would not be possible in the session starting Friday. The students complained that a Dean of the School of Social Sciences sexually harassed a research scholar of the History department on August 26. PAHAL scheme saved Rs 21,000 cr: Pradhan

Dharmendra Pradhan Bhubaneswar, Sep 1 (IANS): Petroleum and Natural Gas Minister Dharmendra Pradhan on Thursday said successful implementation of PAHAL, effecting elimination of duplicate and ghost consumers, has resulted in estimated savings of more than Rs 21,000 crore. “Today, we are having more than 160 million consumers registered under PAHAL, who are getting subsidy directly into their bank account. Successful implementation of PAHAL has resulted in estimated savings of more than Rs 21,000 crore through the elimination of duplicate/fake/ghost consumers,� said Pradhan. The minister disclosed this while addressing the International Conference on LPG cooking gas here. The conference was attended by Jharkhand Governor Draupadi Murmu and Lakshmi

Puri, United Nations Assistant Secretary General and Deputy Executive Director of United Nations Women. Pradhan said more than 10 million consumers have voluntarily given up LPG subsidy. The minister said 17.4 crore households, out of total 28 crore households in the country, have access to LPG. When the present government took office in May 2014, only 13 crore households had access to LPG, he added. Pradhan termed LPG as an instrument for empowering women belonging to poor households, and said millions of Indian households, especially in rural areas, still continue to use traditional sources of cooking fuels. According to the World Health Organization, 15 lakh persons die every year due to indoor air pollution in world and 5 lakh in India alone. Indoor air pollution is also responsible for a significant number of acute respiratory diseases in young children, the minister said. He said the eastern region of the country has the lowest LPG coverage, and the low LPG coverage is attributed to poor economic conditions of the region. Jharkhand Gover nor Draupadi Murmu recounted her experience as a village dweller with no access to LPG.

India to have a National Communication Policy: Minister Chennai, Sep 1 (IANS): Union Minister for Information and Broadcasting M. Venkaiah Naidu on Thursday said the central government is working on a National Communication Policy. Stressing the need for self-regulation for the media and also reasonable restrictions to maintain public order and ensure integrity and sovereignty of the nation, Naidu said the compulsion of instant communication should not lead the media astray from truthful reporting. Naidu, who is also the Union Minister for Housing and Urban Poverty Alleviation, was speaking at the Regional Editors Conference here organised by the Press Information Bureau. He said the government, led by Prime Minister Narendra Modi, has placed communication as a critical factor of governance. According to Naidu, there is a need to ensure balance between freedom of expression and the genuine need for reasonable restrictions to ensure that that there is no ‘divisive communication’ given the social, cultural and economic diversity in the country. Naidu said that despite the emergence of new forms of media, print media has been reporting steady growth which is being driven by the growth of regional media.

13 Indian nationals test positive for Zika in Singapore NEW DELHI, Sep 1 (Agencies): 13 Indian nationals have tested positive for the Zika virus in Singapore, the Ministry of External Affairs has confirmed to NDTV. “As per our High Commission in Singapore, 13 Indian nationals have tested positive for Zika virus in that country,� External Affairs Ministry spokesperson Vikas Swarup said. Foreign nationals including six Bangladeshis and 21 Chinese are among the 115 confirmed Zika infections in Singapore. The tiny island nation in the Indian Ocean has seen a surge in the number of Zika infections, after it declared its first case of a locally transmitted infection on August 27. According to Singapore’s Ministry of Health, instances of Zika infection have been reported by individuals who either resided or worked in Al Juneid or Sims Drive localities.

Pfaff had earlier this year expressed her displeasure that many in India continue to believe “asinine� theories that he survived the crash, according to Hindustan Times. New Delhi, Sep 1 (IANS): It’s not only the common people who are down with chikungunya and dengue here in the national capital -- even the doctors are suffering from the vector-borne diseases, leading to staff crunch in the city hospitals. Authorities told IANS on Thursday that they are witnessing a shortage of staff as many doctors, including senior faculty members, have tested positive for the vector-borne diseases, keeping them from discharging their duties. According to governmentrun Safdarjung Hospital, while a total of 10-12 senior faculty members have tested positive for chikungunya, at least 25 junior doctors, including senior and junior residents, are suffering from chikungunya

and dengue. Notably, Safdarjung already has a staff shortage of over 30 per cent. “A good number of our doctors are badly suffering from chikungunya and dengue, including senior faculty members and resident doctors. While a few of them are admitted to the hospital, many are on leaves and undergoing treatment at home as the dengue wards are flooded with patients and there is no space,� A.K. Rai, Medical Superintendent of Safdarjung Hospital, told IANS. “We are managing with very less number of doctors right now,� Rai added. Rai said that there is also a shortage of beds which is creating a havoc-type situation in the hospitals. Out of the 175 chikungu-

nya patients in centrally-located Ram Manohar Lohia Hospital, over 30 are doctors of the hospital itself, an official said. “I personally know five senior faculty members of RML hospital who were badly ill with chikungunya and dengue. However, the total number of doctors suffering from chikungunya and dengue is somewhere between 30-35,� V.K. Sinha, spokesperson of RML Hospital, told IANS. According to him, RML has a dengue ward having 110 beds. One fever clinic has also been started at the hospital to attend to the rising number of patients with viral fever, which is a major symptom of both dengue and chikungunya. According to the South Delhi Municipal Corporation, which monitors the number of dengue and chikungunya cases across Delhi, a total of 487 cases of dengue and 432 cases of chikungunya have been reported in the national capital till August 27. While North Delhi has recorded the highest number of dengue cases at 98, South Delhi has recorded the highest number of Chikungunya cases at 25. However, the unofficial figures tell a different story, with the All India Institute of Medical Sciences (AIIMS) alone witnessing over 450 cases of chikungunya.

Evolving by revolving

W

hether it is the Naga political issue where sections of Nagas are not on the same page and whether it pertains to certain rights over land and resources or the question of whether a community should be given recognition as a tribe of the state; it is quite evident that Nagas are driven by their respective agenda. This however, does not necessarily mean compartmentalisation of the Naga polity but that views that might have been shaped by the influence of the existing environment. This gives rise to a thinking the main factor could be the inherent Naga discord syndrome- a lack of free and frank admissions of self-centeredness. The most popular subject among all sections is and has always been politics. The growth of politics has been monumental in that Naga polity has been undergoing through evolutionary phases and indicators are enrichment of the thesis of phraseology. The simple yet practical necessity of reality-based concepts on socioeconomic development have also been subjected to the “visions” of the policy making bureaucrats who love to showcase their artful concepts by copy-pasting from other documents, probably as it affords another of those opportunities to brush past vision failures under the carpet. Rapid changes are taking place, not only globally, but also regionally in the north east but Nagaland seems to be caught up in its own cacophony of political voices. Thinkers of the government kind and mind have failed to set priorities and goals. This has resulted in wasted time are wasted opportunities. In nearby Assam, the government which has a practical vision, has been laying the foundation for a economically strong and viable society. Corporate honchos invited to Assam have already invested heavily in the state. If various incidents in Assam are anything to go by, they speak of conflicts between communities, economic divisions and corruption. These are no less but more than in Nagaland but there is a single difference- rules and regulations are seen as being enforced. Public are one with regard to upholding the rule of law even if it may not be as profound. Perhaps there is no perfect world anywhere but society and its leaders need to come out of the pitfall of politicizing everything. Society in Nagaland is rife with associations, organisations, unions and societies engaged in pursuit of lofty ideals but have hardly benefitted society. This is because pettiness, coupled with cynicism, have become the language of many self-styled saints who love playing the role of accuser and judge. Cynics also firmly believe that forming social groups to band together against the ‘corrupt’ and ‘wrong-doers’ or ‘hypocrites’ is a wonderful and righteous way to bring a change. It is pertinent to understand that rather than spend all time and energy in debating about issues or being overwhelmed with pettiness; it is more important to begin the work to facilitate transformation of the socio-economic condition. Today, states throughout the country are wooing investors from outside and those who convince they are investor friendly and discourage protectionism, have succeeded in a big way. Nagaland needs to do the same-convince investors so that the young generation can exploit their potential without hindrance from tribalist politics and divisive ideologies of the past and in this, they need a little push and that is what society needs to do.

Atonement through the Cross of Christ means that God can put me back into perfect oneness with Himself through the death of Jesus Christ, without a trace of anything coming between us any longer. Never tolerate, because of sympathy for yourself or for others, any practice that is not in keeping with a holy God. Holiness means absolute purity of your walk before God, the words coming from your mouth, and every thought in your mind— placing every detail of your life under the scrutiny of God Himself. Holiness is not simply what God gives me, but what God has given me that is being exhibited in my life.

Any Special Treatment given out of love is divine but favorable Treatment given outside of a gracious heart is Partiality and Partiality in the Human Society is Evil. Any Special public Rights given to any section of the Public is Inequity and devoid of Justice and any Public Right given to Woman in general to compensate her mistreatment in the Society is fundamentally unethical. Any special grant outside of a gracious heart is Partiality. Instead of granting of subsequent compensatory Reservation Right, the initial fundamental malady of mistreatment in the Society should better first be removed; then, the need for granting of the special compensation would

The unfortunate incident occurred when an SN member reported the presence of non-Nagas working in coal mining site as labourers without ILP. He went to the place where the labourers stayed and enquired if they had ILP but they had no idea what ILP was and did not possess any documents. The matter was hence reported to the administration as per the resolution of SN to report such cases to appropriate authority anywhere in the state and as a concerned citizen of Nagaland that cares for the future of our children. The sub-divisional administration responded to the call and conducted raid in the area. Few were arrested whereas some fled the place prior to the raid. The raid report is available with the authority should the public need reference. It was not the intention of SN to publicly publish any particular village name. And assuming that the village where the incident occurred falls under Longtho area, the name of area was mentioned in place of the village name- “in an area of Longtho under Mokokchung district” in social media that

It is also true in very many cases, women are no less Intelligent than Men; in fact some Posts in the society are more suited to the woman than man, but all Public Posts in the Land must be open

equally to every male or female. Even the Post of the President a Nation is open to Male and Female equally. Keeping 33 % of all elective Posts in the Land Reserved for Woman alone by Law is, fundamentally Inequity. Public Distribution of Public Rights must be open to everybody Female and Male equally. Every elective Seats need to be open to every Citizen of the land male or female above 18 years and above Age, rich or poor, great or small, degree holders or not, even the Blind or the Deaf, except Liars or Criminals must be equally treated. Some Nagas say ancestral Land is never given to the Woman; this is not true. It depends on the Giver; Landed Property when in abundance is given to the daughters also. The Christian Naga will adjust to the Ethical values and good conscience of every Generation. propos the article published under the caption, “open letter to the department of Geology and Mining” by the Konyak Union Naginimora, I am to clarify as follows: That the department is not in receipt of any written complaint letter/representation from the Konyak Union Naginimora on the matter pertaining to seeking of road permit from the government of Assam. However, it is to clarify that road permits for any kind of commercial vehicles are being issued by the transport department to the vehicle owners in accordance with the rules. Therefore, issue of road permit or road clearance either in Assam or Nagaland does not fall within the purview of the department of geology and mining, government of Nagaland. This was an inadvertent error and Survival Nagaland would like to express our deepest regret and tender apology to Longtho Council. Sequence of action initiated against Talisunep for reporting to the administration about ILP defaulters:ONE: On August 19, 2016, he was blindfolded, hands tied behind and severely beaten up by Yangatsung group (a group of married youths of Chungtiayimsen) while also verbally and mentally humiliating and torturing him. Photos of his injuries are available with SN. TWO: August 19, 2016House arrest. He suffered from abdominal pain and vomited blood after the beating that required immediate medical attention but was placed under house arrest till August 22, 2016. As Sunep was under house arrest, he was taken to Chungtiayimsen Primary Health Centre only on 21st August escorted by the police. He was attended by nurses as the doctor was out of station. THREE: August 19, 2016- Sunep was taken to a brick kiln and made to sign a bond (under duress) to compensate the owner an amount of Rs 9,20,000/- in case the fled labourers (ILP

defaulters) fail to report back to work. F O U R : Au g u s t 2 2 , 2016- He was summoned to appear before the Chungtiayimsen Village Council on 22nd August 2016. The case ended with him paying a fine of Rs 500/- for informing the administration without firstly informing the Village Council. (SN has filed an FIR on 21st August for assaulting Talisunep). FIVE: August 22, 2016He was summoned to the Council Hall and made to type message and sent to two SN whatsapp chat groups at 12:13 AM and 12:46 AM respectively. It read “The report which I posted about the Bangladeshi immigrants living under Longtho area was reported without valid proof and is now confirmed to be baseless. I regret for the wrong information provided in this esteemed forum. Sorry for the inconvenience caused to one and all. Guys I am not under any duress behind this comment”. SIX: August 23, 2016He was made to sign a self declaration statement (pretyped in their own words) stating that his report was false and baseless which was sent to local dailies for publication. SN has no objection to Chungtiayimsen Village Council for practising their customary law under their village jurisdiction as empowered by Article 371(A) - Naga customary law and

procedure. However, SN is utterly shocked that one of our members was summoned by the Council and penalised for reporting to the administration about ILP defaulters residing in the state. The council should have rather appreciated that Sunep has dutifully reported the illegal entry and residing of nonlocal people without valid documents in the state as per the Bengal Eastern Frontier Regulation, 1873. We are dumbstruck and concerned at the imprudent jurisprudence of the Council when Village Councils of other North Easter states have been earnestly demanding the implementation of ILP in their states. The multiple harassments inflicted upon one of our member for no fault of his is unacceptable and incomprehensible when even some of their neighbouring villagers ensure that there are no IBI’s or non-Nagas living in their area without valid documents. As such, SN requested the Administration to take up the case from DC level since ILP is a state subject. As per the written application submitted to Deputy Commissioner Mokokchung, the District Administration intervened. However, defying administration directive, the village council decided to go ahead and summoned Sunep on 22nd August 2016. Influx of illegal immigrants is a national concern and ILP, a state issue.

Committee for initiative on Naga-India political settlement

e, the participants of the Three-day In-House Workshop on ‘Naga-India Framework Agreement’ organized by the Naga Scholars’ Association (NSA), held at University of Delhi, Delhi from 13th-15th August 2016, adopt this Communiqué. While acknowledging the ‘Framework Agreement’ signed by the Naga Collective Leadership and the Government of India, we present the following concerns and aspirations on the ongoing Naga-India political dialogue – 1. The Naga-India conflict is quintessentially a geo-political issue between the two entities. Therefore, settlement to the Naga-India issue must be political, based on the rights and aspirations of the Nagas. 2. Solution to the Naga-India political issue must be based on ‘the unique history and situation of the Nagas’, which has also been recognised by the Government of India. 3. The ideology of modern sovereign Naga nation rooted in shared socio-cultural experience, political aspiration and self-determination was made known to the world for the first time through the Memorandum of the Naga Club to the Simon Commission in 1929. 4. In pursuance of the conviction for self-determination, the Nagas, under the aegis of Naga National Council declared Independence on 14 August 1947, a day before the declaration of India’s Independence. The Naga declaration of independence was reaffirmed in the Naga Plebiscite of 1951 to dispel

the manoeuvres and undermining elements of the Government of India and Government of Burma (Myanmar) on the legitimacy of the declaration of Naga independence in 1947. 5. The Nagas have never entered into any treaty for merger with or annexation to any state, be it India or Burma (Myanmar). Nagas were divided through different divisive instruments - Treaty of Yandabo (1826) signed between British-India and the King of Burma; 16-Point Agreement (1960) and Shillong Accord (1975). 6. The ongoing initiative for NagaIndia political settlement between the National Socialist Council of Nagalim and the Government of India should therefore take cognizance of the political realities and aspiration of the Nagas for self-determination. 7. Territorial integration of the contiguous Naga areas should be part of the settlement. The rights and aspiration of the Nagas to live together under one government is a political right. 8. Any agreement that would be signed should accord Nagalim with legislative, executive, judiciary and financial powers outside the purview of the Union of India. The political structure of Nagalim should be democratic and representative. 9. The Government of India should not disrupt the unity of Nagas in the process of negotiation, which will delay and derail the political settlement of fulfilling the long cherished aspiration of the Nagas. 10. The protracted ongoing negotiation between Nagas and India for

the last 19 years has created space of suspicion on the sincerity and political will of the Government of India. Therefore, solution to the Naga-India problem must be sought within specific timeframe. 11. The solution to the Naga issue should not be diluted and sabotaged on the pretext of protecting territorial integrity of neighbouring states. 12. The Nagas have suffered and sacrificed too long in their conviction and struggle for self-determination. So the process of negotiation should be inclusive of the rights and aspirations of the Nagas. We appeal to the Deputy Commissioner, Mokokchung to intervene in the bond signed under duress between Talisunep and the brick kiln owner for compensation of Rs 9,20,000/- (rupees nine lakhs twenty thousand) if the labourers did not return in time. SN has taken serious note and shall not rest until such time the bond is declared null and void and the brick kiln owner held responsible of the unlawful action and its culpability accounted. (The signed paper is under the custody of the kiln owner). The Village Council Act 1978 has laid down provision for village administration to deal with offender under section 15 (1)b, wherein it states “such person should be handed over to the nearest Administrative Officer or police station” Section 15 (1)d, “to inform the presence of strangers, vagabonds or suspects to the nearest Administrative Officer or police station”. Laws are made to protect individuals or groups in a society and discipline the wrong doers. In this case, it seems the law enforcing power has been handed to mistaken keepers. Hornbill Festival: The mega event

Thus far we have come! Congrats to the organizers. My humble suggestion to be organizers - why not we widen up the activities (scope) of the festival to a larger area so as to fulfill our dreams and uphold the adage - Land of Festivals. By widening our activities we will directly give a boost to the tourism industry, which is on our government’s agenda right from the inception of this mega event. Let us do away with the ‘get rich overnight syndrome’ so as to boost the tourism industry of Nagaland: check forced hikes in the commodities, travel fares, lodging rents etc. How friendly can we get to the tourists coming from mainland India as well as those coming from abroad? It is a festival of our state and so why not we share the festivities amongst ourselves? I am sure by widening the scope of our activities we will be rewarded manifold for ‘many heads are better than a few’. Better episodes lie in wait from other districts of our small state. We need to sustain the land of festivals by exhibiting a friendly and hospitable outlook towards visitors. This consistencies will go a long way towards boosting the tourism industry of our state. Admittedly, our state has a very poor connectivity and this is one of the reasons that hampers the progress of our tradition/culture too. The little that we have in just for our “consumption” and therefore we need to do some soul-searching and come up with some better ideas/alternatives to achieve our dream of realizing tourism as an industry. Besides this mega event that lasts for about a fortnight or so, let us also give thought or organizing year-long activities so as to enhance the tourism industry eventually adding up to the coffers of our poor state. The Hornbill festival currently being concentrated only within the precints of Kohima is, frankly, perceived as a “storm in a tea cup” to the rest of the land of festivals. Come see and experience the varieties that other districts too can showcase. With criticisms abound lately, it is saddening to see thie mega event (the pride of Nagaland) gradually running out of steam as of now. Spread out! let us supplement and rejuvenate this grand event. DIMAPUR: Ministry of Kilo affairs NSCN/GPRN (R) has notified that ‘capt.’ Kuveshevo Venuh has been terminated from national service for his anti social activities. In a press statement, NSCN (R) said that Kuveshevo had been involved for peddling of drugs, extortions and collection of illegal taxes in and around Chakhesang region. It further informed the business establishments/villages/publics and individuals dealing with him would be doing so at their own risk and the government would not be held responsible for any further incidence. Further the government has ordered ‘capt.’ Kuveshevo Venuh to surrender all the government properties to the ministry of kilo affairs within seven days from the date of publication, failing which the government would take its Chekiye village job card holders (MGNERGA) planting trees at National Highway under own courses of action, the release stated. The ‘Saakshar Bharat’ (Adult Education) training is organized by the State Resource Centre (SRC), NEHU, Shillong, in collaboration with State Literacy Mission Authority (SLMA) Nagaland. In his keynote address director, SRC, NEHU, B Laltanpuia, said the programme on legal literacy under Adult Education has been incorporated in order to make the programme more useful and relevant to the learners. He

informed that the ‘Saakshar Bharat’ programme was being implemented especially for female literacy in the four backward districts of Nagaland. He further informed that the topics to be covered during the 3-day training would include RTI, RTE, free legal aids, National Food Security Act, various schemes of GoI, protection of women from domestic violence, ST/ SC prevention of atrocities and sexual harassment of women. 21 missing, 11 killed in Japan typhoon Tokyo, Sep 1 (IANS): The number of people missing in Japan in the wake of typhoon Lionrock rose to 21 after the storm left at least 11 dead and caused severe flooding due to torrential rain. Iwaizumi in Iwate prefecture is one of the worst-affected towns where nine people have died after being trapped in a care home when a nearby river overflowed while another 18 residents remained missing. Another three persons were missing in northern Hokkaido island after being swept away by an overflowing river, including a 28-year-old man whose car fell into a river due to a damaged bridge, EFE news reported. Local authorities and firefighters were still searching for the missing. Meanwhile, the Japan Meteorological Agency announced the beginning of another typhoon, Namtheun, near the archipelago. Namtheun, the 12th typhoon of this year in the Pacific, is currently south of Okinawa and is moving northwest with winds of up to 90 kph. The storm was expected to reach southern Kyushu island between Saturday and Sunday and cross the southwestern region of the main Japanese island of Honshu, before continuing northward toward China.

MEETING MINUTES All Nagaland PWD Field Workers Association (ANPWDFWA) PWD (R&B), Housing and National Highway held a general meeting on 31st August 2016 at Nagaland Science Centre, Dimapur wherein all 11 (eleven) Districts Unit and Sub-Unit Presidents and General Secretaries attended the meeting. The house thoroughly deliberate on the issue of appointing Legal Advocate by Shri. Inakhu Aye without the knowledge/consent of the Central Office Bearers existing Legal Advocate, who has been the official Legal Advocate of the Association since 1998 and adopted the following resolution followed with election of new team of central office bearers. 1. The house unanimously impeached Shri. Inakhu Aye from the post of President on the following grounds : i) He had been found guilty in appointing Legal Advocate for the Association without the knowledge/consent of the central office bearers and Unit Office Bearers, while there is already existing legal advocate of the Association. ii) His service was regularised and got promotion. Thus, he is no longer Workcharge Employee. Hence, his role in the association is not required as the Association is purely for the interest and welfare of the Workcharge Employees. iii) He is also found guilty in misused of association fund. 2. Wa s h i n g to n, S e p 1 (IANS): The US State Department said that the Haqqani network and other terror groups that operate inside Pakistan and along the Afghan border were a continued security threat to the entire South Asian region and beyond. “We all recognise the continued security threat that is posed by the Haqqani network and by other terrorist groups that operate inside Pakistan and along the border between Afghanistan and Pakistan,” Dawn online reported on Thursday quoting spokesman John Kirby as saying at a news briefing. “The Pentagon is obviously well aware of that, as we are here, and it’s a conversation that we continue to have and will continue to have with our partners in the region. I’m not aware that there’s any dissonance here in terms of the way we’re seeing it,” said the US official. Kirby said the US had held “a constant conversation” with its Pakistani partners about the threat posed by the Haqqani and other extremist groups “there in the region and certainly operating inside Pakistan”. And “we make these decisions routinely and they’re based on active, fluid, dynamic conversations that we have with Pakistani leaders,” he added. “I don’t know of any difference. I think the United States government is viewing this very much all in the same light,” Dawn online quoted Kirby as saying. Kirby said that Secretary John Kerry has held several conversations with Prime Minister Nawaz Sharif and Chief of Army Staff General Raheel Sharif over this issue. Sopu Angami and Model Village, 5th Mile which was published in the 20th August, 2016 issue of Nagaland Post, the CPO is once again to notify the General Public that the land dispute was settled by CPO, vide its judgement dated 24th March, 2000. Complete polls by Dec 30: Lodha panel directs BCCI New Delhi, Sep 1 (IANS): The Supreme Court-appointed Justice Lodha Committee has directed the Board of Control for Cricket in India (BCCI) to hold its elections for the apex council and the Annual General Meeting (AGM) by December 15. The decision was taken during a Lodha Committee meeting on Sunday. The panel also set a second set of timeframes for the cricket board to form a fresh Indian Premier League (IPL) governing council by December 30 while asking the various state associations to wrap up their own elections by November 15. The board had already decided to convene its AGM on September 21. “It was decided to direct the BCCI that the AGM to be called on 21.9.2016 be limited only to routine business concerning the past year (2015-16), and deal with any business or matters relating to the next year (2016-17) only after the adoption of the MoA and Rules as per the recommendations of the Committee in accordance with the same,” the Lodha Committee said according to the minutes of its Sunday meeting.

The 35-year-old, who began his Grand Prix career in 2002, confirmed his longexpected departure during a news conference ahead of this weekend’s Italian Grand Prix at Monza. “I’m more nervous now than for all my race starts,” said Massa, who missed out on the championship to Britain’s Lewis Hamilton by one point in 2008 at the final race of the season in his native Brazil. “After 27 years of my racing career, since I started karting and with 15 years in F1, this will be my last season in F1. “Life gives us so many choices.
