Major Cabinet reshuffle on Sunday
NEW DELHI, SEP 1 (AGENCIES): The Narendra Modi government is all set for an expansion-cumreshuffle on 3 September early morning. “A process has been set in motion for the swearing-in ceremony at Rashtrapati Bhavan around 10am on Sunday,” a top government official said. Secundrabad MP Bandaru Dattatreya on Friday resigned from his post of Labour Minister, India Today reported. At least eight ministers, including Uma Bharti, Rajiv Pratap Rudy, Sanjeev Balyan, Faggan Singh Kulaste, Kalraj Mishra and Bandaru Dattareya have resigned since late Thursday night, and sources said more resignations are expected to make way for new faces. Modi will undertake the third and probably last major recasting of his council of ministers before the next Lok Sabha polls in 2019 and the exercise is being seen as a balancing act between his thrust on merit and demands of realpolitik. LPG price hiked by `7 per cylinder; ATF by 4 per cent NEW DELHI, SEP 1 (AGENCIES): Subsidised cooking gas (LPG) price was on Friday raised by over Rs 7 per cylinder, in line with the government’s decision to hike prices every month. Since the implementation of the policy of monthly increases of Rs 2 from July last year, subsidised LPG rates have gone up by over Rs 68 per cylinder. The price of non-subsidised LPG or marketpriced cooking gas has also been hiked by Rs 73.5 to Rs 597.50 per bottle. Rates were at the last revision cut by Rs 40. Simultaneously, the oil companies also raised prices of aviation turbine fuel (ATF) by 4 percent, in keeping with rising global rates. ATF, or jet fuel, now costs Rs 50,020 per kilolitre, Rs 1,910 more than Rs 48,110 previously. Also, price of kerosene sold through public distribution system (PDS) was hiked by about 25 paise per litre. The government is adopting the same policy as in LPG for eliminating subsidy on kerosene. Since July 1 last year, rates have been hiked by 25 paise per litre each fortnight.

Ministers who have been given negative marking in the report card are likely to be shown the door. BJP chief Amit Shah had met Modi on Thursday and the two leaders are understood to have finalised the changes in the council of ministers. The report further says that more ministers can be shuffled around to other ministries. Reshuffle talks gained further ground after Union Finance Arun Jaitley on Thursday hinted that he would not continue to hold
the defence portfolio for long. “At least not for very long,” Jaitley said in response to questions on how long he would continue as Defence Minister. He has also been tasked as in-charge for Gujarat elections. Besides Jaitley, three other union ministers are holding additional charges of different ministries. Textiles minister Smriti Irani is holding additional charge of the information and broadcasting ministry portfolio, while rural development minister Narendra Tomar has additional charge of the Urban Development ministry after M Venkaiah Naidu resigned to contest the vicepresidential election. Right now, the council of ministers has 72 ministers
- 24 of cabinet rank, 12 MoS (independent charge) and 36 MoS, according to India Today. The total number of ministers in the council cannot exceed 81. This means Modi can add nine more ministers for now. However, while he will try to fill the vacant seats, he might still keep some unoccupied for now. Reshuffle in BJP: “A major reshuffle is likely in BJP in the coming days. The party leadership wants to bring back some of the former general secretaries who had played decisive roles in the 2014 Lok Sabha elections. These senior leaders would be appointed incharge of a specific state,” Livemint quoted a BJP leader as saying. The additions: After the JD(U) faction led by Bihar chief minister Nitish Kumar joined the BJP-led NDA, some of its leaders too are expected to join the Cabinet. According to ToI report, JD(U) leaders Ram Chandra Prasad Singh and Purnea MP Santosh Kushwaha-- could be sworn into the Cabinet. AIADMK leader and Lok Sabha Deputy Speaker M Thambi Durai met Shah
on Thursday, leading to speculation that the party might become part of the Union Council of Minister. However, sources said the AIADMK’s entry might be delayed till the problems in the party were resolved. India Today reports that JP Nadda could become the chief ministerial candidate of BJP’s Himachal Pradesh unit and former Himachal chief minister Prem Kumar Dhumal could replace him at the centre. The NDTV report also says that Bhupendra Yadav, who is in-charge of BJP’s Gujarat unit, could be inducted in the Cabinet along with Prahlad Patel, a BJP leader from Madhya Pradesh. Par ty heavyweight Ram Madhav, who has been instrumental in the BJP’s gains in the Northeast, could also get a Cabinet berth, according to DNA. Amid those joining in, rumours have it that Himanta Biswa Sarma, who quit Congress to join BJP in 2016, and former Mumbai police commissioner Satyapal Singh are likely to be inducted in the cabinet.
India is Asia’s most corrupt country with 69% bribery rate, says Forbes NEW DELHI, SEP 1 (AGENCIES): India is the most corrupt Asian country with 69 per cent bribery rates, a report by Transparency International said. The report was published in March 2017 but the official handle of the Forbes India tweeted the article again on Friday. The Forbes India tweeted the article days after Reserve Bank of India released its annual report that stated that 99 percent of the demonetized currency came back into the banking system. The report trashed PM Modi’s all the demonetization “mahayagna” claims that the move will “purify the country” of corruption, black money, and fake currency. In the list of most corrupt Asian countries, India is ahead of Vietnam, Thailand, Myanmar and even Pakistan. “In five of the six public services—schools, hospitals, ID documents, police, and utility services—more than half the respondents have had to pay a bribe,” the Forbes India
report said. If the statistics furnished by the Transparency International (TI), an anti-corruption global civil society organisation, are anything to go by, India has a long way ahead to fulfil one of the many objectives as told by the current government– defeating the malice of corruption. DIMAPUR, SEP 1 (NPN): Expressing strong resentment over the recent revision of autorickshaw fares, the Dimapur District Auto Drivers Union (DDADU) has threatened to go off the roads from September 11 if the Regional Transport Authority (RTA), Dimapur failed to review the decision. In this regard, DDADU submitted a representation to the RTA demanding review of the autorickshaw fares with the consent of the union. DDADU president, I. Vitoshe Sema stated that the proposal submitted by the union was not taken into consideration by the RTA while fixing the new rate. In its earlier proposal submitted to the RTA, the union demanded that the town trip be enhanced from Rs. 40 to Rs. 50 and also fares from parking lots to various destinations covering Chumukedima be enhanced from
the existing rates. DDADU said that the proposal was made taking into consideration the increase in price of essential commodities and fuel. However, the new rate fixed by the RTA was low and was without the consent of the union, DDADU said. The union recalled that the town trip in 2014 was Rs. 35, but the new rate fixed by RTA in August 2017 was Rs. 30, much below the previous years. One of the auto drivers said that the new rate would adversely affect them in all spheres, considering the increase in petrol price to Rs. 67 per litre, in addition to the payments to be made to the owners. Another auto driver said that they may be compelled to stop driving if RTA does not review its decision. Meanwhile, DDADU has appealed to the public to understand the problems faced by the auto drivers, saying their demand was genuine.

NEW DELHI, SEP 1 (NPN): Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), Dr Jitendra Singh, has said that the Northeast Venture Fund offered by DoNER ministry was attracting young start-ups in more and more numbers and has generated huge enthusiasm among entrepreneurs looking for an opportunity in the North-Eastern region. Dr. Jitendra Singh said the Northeast Venture Fund was the first dedicated venture capital fund for North-Eastern region and the initiative to set it up began in April 2017. Stating this here after a meeting with the officials of the Ministry of DoNER, he said hundreds of queries were pouring in each day with the DoNER Ministry and over 60 proposals were already in the
pipeline for consideration. He said that the Prime Minister’s “Startup India, Standup India” was an incredible programme, which includes unprecedented provisions and incentives like, for example, tax holiday in the early phase and an exit period of three months. In addition, Dr. Jitendra Singh said that the DoNER ministry was offering an additional benefit of providing the initial Venture Capital Fund to any youngster who decides to set up an entrepreneurship in the North-Eastern region. The union DoNER minister further explained that “North-East Venture Fund” has been set up by the North Eastern Development Finance Corporation Ltd (NEDFi), which already has the mandate to encourage entrepreneurship in the region primarily by offering support to the first-generation entre-
preneurs. NEDFi also performs the role of hand-holding and capacity building, he said. Dr. Jitendra Singh said that the region has huge potential for young start-ups unlike many other parts of the country. He expressed hope that the unique idea of setting up a dedicated Venture fund will make up for the constraints faced by a youngster when he sets out to be on his own. Further, he hoped that if the idea of Venture Fund supported start-up entrepreneurship catches up, the day was not far when Northeast will become a favourite destination for young entrepreneurs and start-ups, not only from the Northeast region but from the whole of India. Secretary DoNER, Naveen Verma and senior officers of the Ministry were present during the meeting.
Centre’s road contract in Nagaland raises questions of impropriety NEW DELHI, SEP 1 (AGENCIES): The Union Ministry for Road Transport and Shipping awarded a multi-crore contract to CS Infraconstruction Limited barely two months after its managing director Uma Shankar Singh, a Bahujan Samaj Party (BSP) MLA, was disqualified by the Election Commission (EC) from the last Uttar Pradesh assembly for procuring that state government’s road contracts in his name. According to The Wire report, Singh was disqualified in January this year by governor Ram Naik at the direction of the EC for violating the Representation of People’s Act. Section 9A of the Act states that “a person shall be disqualified if, and for so long as, there subsists a contract entered into by him in the course of his trade or business with the appropriate government for the supply of goods to, or for the execution of any works undertaken by, that government.” Singh’s disqualification on
these grounds was not only the first in UP’s political history, but perhaps also across the country. This disqualification drew attention to the oft-seen trend of state legislators pocketing state government contracts. An MLA elected from Rasra in Ballia district, Singh, however, has been elected from the constituency to the present house as well in the 2017 assembly elections. As per media reports, then lokayukta N.K. Mehrotra not only found Singh guilty, but also another MLA, Bajrang Bahadur Singh of the BJP representing the Pharenda assembly constituency in the state’s Maharajganj district, in a similar violation of the Act. By then, Singh merged his company, Chhatrashakti Construction, with CS Infra, a partnership firm he floated in 2002 and of which he was the “managing partner”. The BSP leader, in response to the controversy, changed his designation in CS Infra from “managing
partner” to “managing director”, and continued business as usual. However, the company logo of CS Infra mentions Chhatrashakti Construction and its website also speaks of Singh’s “able direction” in the company. A proof of business as usual for Singh’s firm came on March 31, 2017, when the National Highways and Infrastructure Development Corporation Limited (NHIDCL), a company fully owned by the Ministry of Road Transport and Highways, awarded it a multicrore contract. The contract is for “Rehabilitation and upgradation of (the) Wokha-Merapani Road” in Nagaland. Speaking to The Wire, NHIDCL chairman and director (financial and administration) Sanjay Jaju argued, “We go by the information provided by the company while they bid for a contract. We follow the rules set for RST (retail sales tax); we don’t see who owns the
company, whether it is by an MLA or MP, etc. The credentials of this company made it eligible for the contract.” Jaju, however, added, “If someone raises objection to it (in regard to the EC order), we will then proceed accordingly.” The Wire contacted Singh for his response, but he did not reply. NHIDCL, according to its contract approval letter signed by Adil Singh, general manager (technical) at NHIDCL, a copy of which is with The Wire, awarded the contract to CS Infra for Rs 47,56,90,000, stating that “the construction period (for the said road) is one year (12 months) from the appointed date.” However, instead of starting work on its own, CS Infra sub-contracted the NHIDCL project to a local company named Naga Construction. However, work is yet to begin on the project, even though the Nagaland public works department handed over the road
to NHIDCL a month ago (a copy of the handing over letter is with The Wire). “The road has deteriorated over the years. Every year, it is further damaged by landslides triggered by the rains. Last year, the road closed for more than two weeks due to landslides, hampering day to day life and connectivity. The public was happy when the road was taken up by the NHIDCL for widening and upgradation,” said Nagaland geology & mining and border affairs minister, Mmhonlumo Kikon. When asked about the delay in starting the project even though the sub-contract was signed in April, Naga Construction proprietor Hukiye told this correspondent (The Wire) from Dimapur, “I have not been able to begin work because I am unable to furnish the huge amount that CS Infra has asked me to give it as bank guarantee.” He said, “While usually, only 5% of the total amount of the contract is asked to be furnished as (Cont’d on p-7)

Sadly, people don’t feel things can change— only a third think ordinary people can make a difference.” The 18-month long survey by Transparency International was concluded after talking to more than 20,000 people in 16 countries, regions and territories in the Asia Pacific. The Berlin-based corruption watchdog had put India at rank 76 out of 168 countries in its Corruption Perception Index last year. The country’s 2015 corr uption perception score remained the same as 2014’s – 38/100 – showing lack of improvement. According to figures published in March, 2017, while citizens of Pakistan were the most likely of any country to be asked for bribes in law and order institutions, for India the police bribery rate was 54 per cent and for China a low 12 per cent. India had the highest bribery rates of all the countries surveyed for access to public schools (58 per cent) and healthcare (59 per cent).

DIMAPUR, SEP 1 (NPN): Nagaland governor, PB Acharya, has greeted the people of the state particularly Muslim community on the occasion of Id-ulZuha. In his message, Acharya expressed hope that the sacred occasion would further strengthen the rich Islamic tradition of faith, brotherhood and devotion amongst the believers and others. He said that Id-Ul Zuha, also known as Bakrid, is celebrated by Muslims across the globe in the honour of Prophet Ibrahim, who was even willing to sacrifice his son Ismail to please Almighty Allah. Further, the governor appealed all to firmly resolve and build a peaceful, harmonious, fraternal and progressive society. “I wish that Allah’s blessings light up the path of oneness and lead to happiness and success,” he stated.
Miscreants break into CNTC office
DIMAPUR, SEP 1 (NPN): Unidentified miscreants attempted to break into the Central Nagaland Tribes Council (CNTC) office located at Naga shopping arcade Dimapur (Supermarket) on the night of August 31. In a press note, Central Nagaland Tribes Council media cell said that the office was “apparently raided” in an attempt to take hold of important documents. Taking the matter seriously, the council warned of befitting action according to the law of the land on the culprits if arrested.
WDVCCA refutes NSVDBA claim
DIMAPUR, SEP 1 (NPN): Wokha District Village Council Chairman Association (WDVCCA) has sharply refuted the Nagaland state VDB Association (NSVDBA)’s claim that VDB accounts were “jointly operated between the BDO, village council chairman and the VDB secretary of each village.” Terming as “questionable” the claim of the NSVDBA, the WDVCCA president, Myingthungo Odyuo, vice president, Mhabemo Ennio, general secretary, Zayio Ezung, and joint secretary, Shanthungo Yanthan, in a press release, clarified that the VDB funds were “purely operated jointly by BDOs and VDB secretary of each village only excluding the village chairman.”

NEW DELHI, SEP 1 (AGENCIES): Central Bureau of Investigation (CBI) on Friday filed a 30,000-page chargesheet against former IAF chief Air Chief Marshal SP Tyagi and nine others in the AgustaWestland VVIP chopper case. The chargesheet was filed before Special CBI Judge Arvind Kumar and also names Tyagi’s cousin Sanjeev alias Julie along with advocate Gautam Khaitan in the Rs 450 crore bribery case.
