NSCN (K) ambush AR convoy; four injured

ZUNHEBOTO/DIMAPUR, SEP 2 (NPN): Continuing its offensive against security forces, NSCN (K) on Friday evening laid an ambush on the Assam Rifles (AR) convoy injuring at least four AR jawans, some few kilometers away from GREF (BRO) camp, Luvishe Old village near Aghunato. According to reports, personnel of the 5 Assam Rifles were returning after carrying out routine duty. The AR personnel were travelling in four vehicles—three mini trucks and one gypsy when cadres of the NSCN (K) started firing indiscriminately from two-three directions, highly placed sources said. When contacted army sources, confirmed that the AR convoy was ambushed and denied any casualty on their side. E AC A g h u n a t o, B. Chang told Nagaland Post over phone that the incident took place at around 4 p.m. when the AR troops were returning from routine patrolling duty. He said four AR jawans were injured and were rushed to nearby hospital for medical aid. Sources said that additional security reinforcements have been rushed to Aghunato

area to carry out search operations. Meanwhile, Aghunato Areami Union Dimapur has condemned the ambush on security convoy by NSCN (K) near Aghunato. AAUD president Ahovi Zhimo and general secretary Hukiye Yepthomi in a press note appealed to all NPGs to restrain themselves from such activities. They also questioned as to “why Aghunato was always chosen for the battleground?” AAUD said ever since the Naga struggle started, people of Aghunato Areami have suffered enough both in the hands of security forces and NPGs. Stating that people in Aghunato were peace loving, AAUD in this regard appealed to all NPG and security “not to create any untoward incident in the near future”. NSCN (K) claims responsibility: NSCN (K) has claimed responsibility for carrying out the ambush against security forces on Friday. NSCN (K) has also claimed that the security forces were likely to have casualties and some with grievous injuries. Meanwhile, it was also reported that the NSCN (K) cadres had sneaked into Nagaland to carry out such operations.

Zoramthanga claims Khaplang willing to meet

Aizawl, Sep 2 (PTI): Mizo National Front (MNF) president Zoramthanga today claimed that he had contacted NSCN (K) supremo S.S. Khaplang through messengers and the 76-year-old Naga militant leader agreed to meet him. Addressing party workers at the MNF office here, he claimed that both the Centre and the Myanmar government had “urged” him to contact Khaplang so that peace negotiations could be initiated with the NSCN faction camping in Myanmar. “Though the Indian and Myanmar governments asked me to talk to Khaplang, I did not approach him directly without knowing if he was willing to meet me,” the former Mizoram chief minister said, adding that the Naga underground leader told the messenger that he was willing to arrange such a meeting. A recent media report had claimed that neither the PMO nor the Ministry of Home Affairs had asked the former MNF underground leader to contact Khaplang and it was used by other political parties, including the ruling Congress in Mizoram, to slam Zoramthanga.

Strike disrupts transport, banking ops NEW DELHI, SEP 2 (PTI): Public transport services were disrupted and banking and insurance operations deranged as more than a million employees across the country struck work against “anti-labour” policies, bringing life to a standstill in parts of some states. Most public sector banks did not do any public dealing while insurance companies’, including LIC’s, functioning was badly hit with employees staying away from work. Impact of the strike on public life was mixed across the country. Though electricity generation and supply were largely unaffected, transport services were hit as public transport buses were off the road in many states. Water supplies and phone services were normal even though workers at state-owned BSNL stayed away from work. Assocham put the impact of the strike on the economy at Rs 16,000-18,000 crore. Government said sectors such as railways, civil aviation and major ports remained “unaffected”, while banking and insurance, coal, telecom and defence production were “partially affected”. While, central trade unions said the stir was successful as around 18 crore workers came on streets to support the agitation, despite only partial impact in some states like Punjab, Himachal Pradesh and Rajasthan.

Govt assures to take up state’s priority projects

NEW DELHI, SEP 2 (NPN): Union minister for Development of North Eastern Region (DoNER) Dr. Jitendra Singh on Friday assured Nagaland chief minister, T.R. Zeliang that the Centre was trying to take up all the priority projects submitted by the state government soon including the pending projects. Dr. Singh also informed Zeliang that some projects with technical issues were also sought to be cleared soon. T.R. Zeliang called on Dr. Jitendra Singh here on Friday to discuss the DoNER Ministry’s NLCPR (Non-Lapsable Central Pool of Resource) projects in the State. In order to overcome the constraint of funds and expedite the construction of roads, Dr Jitendra Singh said some of the rural roads are being handed over to the Ministry of Road Transport & Highways to be taken up under the Pradhan Mantri Gram Sadak Yojana. The DoNER Ministry

will, however, continue to do the follow up for expeditious completion of these road projects, he added. DoNER minister also informed Zeliang that he had discussed with Union Health Minister J.P. Nadda about the planned medical college to be set up in Nagaland. The Health Minister was very positive in his response, he added. Dr. Singh suggested chief minister to direct the Resident Commissioner based in New Delhi to follow up the issues related to Nagaland with the different Ministries for their speedy implementation. Meanwhile, T.R. Zeliang informed Dr. Singh that of his scheduled visit to Malaysia starting from Saturday to attend an international meet, accompanied by chief minister of Andhra Pradesh N. Chandrababu Naidu. Zeliang told the minister that he was lookiong forward to engage the delegates from other countries to promote the Prime Minister Narendra Modi’s ‘Act East Policy’.

It has therefore requested state chief minister to intervene without further delay.

DIMAPUR, SEP 2 (NPN): Ao Senden Friday reiterated that unless the contents of the Municipal Act was re-amended, which was detrimental to the culture and customs of the Ao people, it would not allow the state government to conduct the municipal election in the name of development. After much deliberation on the issue at the meeting with the stakeholders on September 2 at Ongpangkong Salang, Mokokchung town, the Ao Senden has resolved to its earlier stand, said Ao Senden president, Imolemba Jamir and general secretary, S Panger Ao in a press statement. They stated that ever since state government tried to implement the Nagaland Municipal election, it has been pressurising the government to redress the said act. According to the release, as nonacceptance of the Act, the Aos under the jurisdiction of Mokokchung district refrained to conduct town and Municipal elections for the last ten years.

DIMAPUR, SEP 2 (NPN): A delegation of leaders from Naga Civil Society Organizations (CSOs), who had gone to New Delhi and met Central leaders on September 1, 2016, said the Government of India has now agreed that the integration of Naga areas was a “legitimate right” of the Nagas. In a joint press statement, Naga Hoho (NH) general secretary Mutsikhoyo Yhobu, Naga Students Federation (NSF) president Subenthung Kithan, Naga Mother’s Association (NMA) president Abei-U Meru and Naga Peoples Movement for Human Rights (NPMHR) secretary general Neingulo Krome said that for the Government of India, the Naga issue now stood as the “top priority” although India was faced with many other such

problems. The signatories said the Government of India was committed to settling the Naga problem at the earliest possible time. The delegation met the Union Home Minister, Rajnath Singh, who was deputed by the Prime Minister of India, to meet the Naga CSO Delegation on behalf of the Government of India on September 1, 2016. Prior to that, the delegation also met R.N.Ravi, the Interlocutor of the Government of India and the Minister of State for Home Affairs, KirenRijiju. In all those meetings, the signatories said the above-mentioned dignitaries have in principle agreed that AFSPA has not been the best alternative to solving problems and that the Government of India will soon be holding its periodical review meeting,

during which the demands of the Naga Civil Society Organization delegation for withdrawal of AFSPA will be discussed for consideration. The delegation besides asking for the withdrawal of the Disturb Area Act (DDA) and Armed Forces (Special Powers) Act also sought for early resolution of the Naga Political problem. The delegation also called on the NSCN (I-M) Ato Kilonser, Th. Muivah, who was accompanied by many of his senior colleagues. The delegation apprised them of the discussion they had with the Government of India and also sought some updates and status of the political negotiations. DIMAPUR, SEP 2 (NPN): Naga Foothills Road, also known as the ‘Dream Road’ of the Nagas is nearing completion even as the construction work for the remaining eight kilometres will resume in the month of October. This was disclosed during the Naga Foothills Road Coordination Committee (NFHRCC) meeting, Friday, at Yashitsungba’s residence attended by the committee members which is comprised of representatives from ten Naga tribes including Ao Senden, Sumi Hoho, Lotha Hoho, Konyak Union, Phom Union, Khiamiungan Union, Chang Union, Yimchungru Union, Sangtam Union and Rengma Hoho. In the last leg of the road, five kilometres out of the remaining eight kilometres falls under Niuland subdivision and the remaining three kilometres falls under Naginimora sector. The construction of the historic road with a total length of approximately 350 Km begun on December 1, 2013 at Longtho sector and the road will be connecting Nagaland with the rest of the country bypassing the Assam. convenor Supu Jamir deliberated on some important issues including the completion of the project within the next working session which begins from the month of October and that so far the construction works had fared smoothly. The house during the meeting strongly urged upon all the land owners under the NFHRCC to desist from reissuing of ‘No Objection Certificate’ (NOC) on the perimeters of the road to any third party as it would hamper the ongoing construction works. Members of the house discussed the NOC issue thoroughly as there were reports of reissuing of NOC by some villages which falls under the current project. The road which was mapped more than 50 years ago saw the light of day after the formation of NFHRCC which spearheaded the construction work. The committee is hopeful that the historic road would be completed by the early part of 2017 which would ease the current imbroglio faced by the Nagas due to the frequent bandh imposed along the length of NH 39 in neighbouring Assam. Indigenous ‘Tenyi Vo’ registered by NBAGR Neichülieü passes away; Correspondent

KOHIMA, SEP 2 (NPN): An indigenous breed of pig “Tenyi Vo” from Nagaland has been registered by the Indian Council Agricultural Research (ICAR)National Bureau of Animal Genetic Resources (NBAGR). The breed was approved by Breed Registration Committee (BRC) at its meeting on June 21, 2016 at New Delhi. “Tenyi Vo” was among the nine new breeds of livestock and poultry that was approved registration by the BRC. During a press briefing at the directorate of Animal Husbandry and Veterinary Services (AHVS) on Friday, the AHVS director, Dr. I.P Khala, said with this recognition, the department was gearing up for developing the breed realizing the potential for harnessing the piggery sector and improving economic conditions of rural farmers. He said this breed of pig was named “Tenyi Vo” as it was found mostly in Kohima, Dimapur, Peren, Phek and Senapati. Dr. Khala said ‘Tenyi Vo’ was identified and regis-

tered as part of an exercise to conserve the breed and also in view of their area-specific suitability and disease resistance capabilities. He said the department would strive to develop the breed so the size of the pig would improve to bigger size. Project operator unit NEPED member, Dr. Rutsa, said there was a need to develop piggery and Nagas needed to propagate pig rearing. He said ‘Tenyi Vo’ rearing was to encourage sustainability and not for production unless it could be well conserved. He also suggested the need to explore and identify more breeds of pig. Dr. Rutsa said more than 2 lakhs population in Nagaland

depend on piggery and therefore indigenous pig breeding has to be encouraged. He said ‘Tenyi Vo’ has early sexual maturity (within three months). NU SASRD assistant professor, Dr. M. Catherine Rutsa, said though ‘Tenyi Vo’ was reared mainly for pork production it has more advantage in the rearing system. Dr. Catherine Rutsa, an applicant of ‘Tenyi Vo’ breed registration, was awarded certificate by Dr. Trilochan Mohapatra, Secretary DARE & DG, ICAR on June 21, 2016 at New Delhi. She said ‘Tenyi Vo’ has strong and long tapering snout, small erect ear and bright alert eyes, predominantly black in

colour, with white markings on the forehead, flaks and legs. Dr. Catherine said adult ‘Tenyi Vo’ weighs between 35-50 kg and estimated number was 60,000 to 70,000. Dr. Catherine informed that the department of VAHS conducted and submitted a breed survey during 2013 where ‘Tenyi Vo’ was recorded as a local breed with code No. 99. National Bureau Animal Genetic Resources (NBAGR) principal scientist, Dr. R.K Pundir said since 2008, six pig breeds have been registered by NBAGR. He said the next attempt would be gestation of cattle, adding that there were more breeds yet to be explored. The officials informed that if ‘Tenyi Vo’ was well preserved, it would have higher potential for economic growth since rearing cost was low. They said rearing system of ‘Tenyi Vo’ was much better in natural condition. ‘Tenyi Vo’ breed is a hearty breed, able to survive without much care. Its meat is quite tender and has less fat than other breeds.

DIMAPUR, SEP 2 (NPN): Neichülieü Nikki Haralu (Retd) IFS and the first Naga Ambassador, passed away on Friday in Dimapur. She was 98 years old. According to family sources, the funeral service would be held at 1 p.m. Saturday (Sept. 3) at her residence in Burma Camp. The eldest of eight siblings Neichülieü was born on July 28, 1918 to the first Naga medical doctor Dr. Harielungbe Haralu of Poilwa village in Peren district and Rükhrieü of Kohima village. As a diplomat she served in Belgium, Italy, USA, and Sri Lanka before her retirement as Ambassador of India to Panama in 1980. At her retirement, she had served for 26 years in the Ministry of External Affairs with additional charge of Nicaragua and Costa Rica. A historical event that took place during her tenure includes the handing over of the famous Panama Canal that changed the economy of

teachers on the occasion of Teacher’s Day, the Nagaland governor, P.B. Acharya, on Friday advised them to empower students instead of giving teaching through routine lectures. In his message, Acharya said teaching was a noble profession and the role of a teacher was very significant, adding that only the best should be given teaching job. He said Reminding teachers were “more than just an educator, a mentor and a friend”, for which he urged them to inculcate values and ethics amongst children. “Teachers are the back bone of our society. They play a great role in building up the character of students and shape them to become an ideal citizen of India,” Acharya said. He further stated that the future of the country took shape inside the classrooms and through the work of the teachers. Therefore, the governor said the teachers needed to be honoured and respected by the society. He also appealed to the students to remember that teachers and parents were their best well wishers and they must learn to respect them. Meanwhile, the governor conveyed his very best wishes for the celebration of Teachers’ Day, 2016. Teacher’s day is celebrated all over India every year on September 5, the birthday of Dr Sarvepalli Radhakrishnan, the second president of India, to pay tribute to the teachers for their precious contributions towards the society and country. Born on September 5, 1888, Dr.S.Radhakrishnan was a great philosopher, a great educationist and a great humanist.

DIMAPUR: Two-day legal awareness and literacy porogramme was organised by Phek District Legal Services Authority (PDLSA) on August 31 and September 1 in Phek District. CMO team visits Chessore & Shamator DIMAPUR: A team from Chief Medical Office, Tuensang, led by Epidemilogist, DSU, IDSP, Dr. John Shupao, along with BPM and BAM visited Chessore PHC on August 19. During the visit, the team assessed the prevailing health condition of the block and treated a total of 149 patients. Further, on the request of the chairman, Shamator village, the team visited Shamator village along with the staff of CHC Shamator on August 31. DIMAPUR: Parliamentary secretary for Housing, Er. Levi Rengma has expressed the need for quality education saying that though large number of students graduate each year most were not employable as they lack the basic technical skills needed in the job market. He said this while addressing the gathering during the 22nd annual fresher’s social meet of School of Agricultural Sciences and Rural Development (SASRD) at SASRD auditorium Medziphema, Friday. Pointing out that colleges were central to the development of modern society, he said it was not function as mere institutions of learning but function as centers of excellence. He asserted that education and higher education is the fulcrum and pivot upon which all other developments rest and rotate around. Levi encouraged them to gather the best knowledge and experience from during their stay at the college so that they could face the challenges that awaits them with

DIMAPUR: Thirty three persons have been tested HIV positive in Zunheboto district (April 2015 to July 2016) out of which six were pregnant mothers, revealed District Program Officer (DPO), DAPCU, Zunheboto Unit Atokali Assumi. According to DIPR report, the DPO highlighting on the “current Scenario of HIV/AIDS in Zunheboto District” during district level sensitization workshop on “HIV & AIDS and Harm Reduction with law Enforcement Agency” at SP Conference Hall, Zunheboto, Friday organised by Kripa Foundation, District Administration, Police Department, NSACS and FHI360. She informed that 31 persons have been registered at ARTC. Atokali also highlighted the NACP facilities under Zunheboto district. Another resource person, director, Kripa Foundation, Abou Mere whole speaking on the topic “understanding drug use / abuse” said Nagaland was passing through a period in the history of HIV and AIDS due to communication gap among parents and children. He cautioned that in India, HIV prevalence was highest in Nagaland with 1.16% followed by Mizoram with 0.97%. Mere also highlighted the gathering on the

Ketho also said that Harm Reduction in Nagaland started in mid 1990s with primary focus on prevention and awareness creation. By1999, Harm Re-

DIMAPUR: Naga People’s Front (NPF) 7 Peren A/C has claimed that government offices under 7 Peren A/C are not functioning satisfactorily as per the observation made by its team during an inspection from August 29-31. A press note, president NPF 7 Peren A/C, Manuel Kamson and general secretary, Gengthau Panmei informed that a team of NPF 7 Peren A/C visited government offices under 7 Peren A/C and interacted with the officers and staff of different departments and opined that the “overall observation was not satisfactory”. The release alleged that HoDs were found neglecting their duties by entrusting subordinate officers to take care of the office which it said was “questionable”. In this regard, NPF 7 Peren A/C informed that the visiting team had warned them of serious consequences if such practices continue. Meanwhile, NPF 7 Peren stated that few departments were doing fine and their awareness for public benefits and redressing their grievances was “quite laudable”. Further, the party informed it would be visiting those left out in the second and third visit within September 2016.

Correspondent IMPHAL, Sep 2: Pro- Inner Line Permit System (JCILPS) women protestors were injured after police fired tear gas shelling in a bid to foil the rally in Imphal on Friday. The rally was organized as part of its ongoing stirs demanding legislation to protect the indigenous people of the state. However, the rally was dispersed by the police when protestors attempted to proceed towards Raj Bhavan. In the police action some women activists sustained injuries and rushed to nearby hospitals. JCILPS had, on Thursday, warned of intensified forms of stirs if the state government failed to table a bill acceptable by all and pass it during the monsoon session of the state Assembly which commenced today. Women activists and supporters of the JCILPS has

been carrying out relay hunger strike at Keishampat as part of its campaign pressing the state government to ensure introduction of a new bill to replace earlier bill to protect the indigenous people of the state rejected by the President of India. After the state government announced its decision not to introduce the newly drafted bill to replace the Protection of Manipur People bill-2015 citing time constraints, JCILPS announced intensification of its stir. The monsoon session of the state Assembly which have only two sittings, commenced Friday. Police also deployed tear gas shelling and using mock bombs to disperse the protestors. Among the injured six workers including three women were rushed to RIMS hospital with bleeding injuries. Earlier, BJP workers assembled at the residence of party legislator Kh Joykishan at Thangmeiband and led by state president K Babhananda marched towards the Assembly complex demanding revocation of the cancelled recruitment process for recruitment of the police constable (male) 2013 batch. They shouted slogan and demanded an inquiry into the recruitment processes by an independent investigative agency like the Central Bureau of Investigation (CBI) and resignation of the state home minister. They attempted to march towards the Assembly complex from different routes despite strong resistance from a large number of police personnel detail in each routes. Talking to reporters at the protest site, BJP president Bhabananda demanded a probe in to the cancellation of the constable recruitment processes.

At least five Karbi Peoples’ Liberation Tiger (KPLT) leaders, cadre and linkmen were apprehended during a joint operation conducted by security forces in Borlangso and Taralangso areas of Karbi Anglong district. Cache of arms and ammunition were also recovered from their possession. The KPLT operatives-Jamson Kro alias Kronihang, Sohan Bey, Ranjit Tisso alias Archim, Ben Killing and Mohon Teron were nabbed from the hideouts in the operations conducted during the last two days by district police and Army personnel of 8 Jat and 1/5 Gorkha regiment. Sonowal visits India-Bangladesh border MANKACHAR (India-Bangladesh border), Sep 2 (Agencies): In a move to send across state government’s intent of ‘zero tolerance against cross border movement’ of infiltrators from across the border, Assam chief minister Sarbananda Sonowal paid a visit to the Indo-Bangla border along Mankachar sector in South Salmara on Friday. He inspected the barbed wire fencing while travelling approximately 30km border areas and also took stock of the condition of fencing. He visited Sahapara Border Outpost, Kakripara, Jholachar, Diara, Asmer Alga, Kukurmara, Gudligaon, Deepchar, Sishumara Border Outposts and inspected the ground situations there, reported TOI. Sonowal also inspected the erosion hit areas of Sishumara Border Outpost and vowed to take all measures for a foolproof fencing along the border. The chief minister directed the BSF personnel responsible for guarding the India-Bangla border to maintain a strict round-the-clock vigil. He also sought suggestions from BSF to fortify the existing fencing system wherever required. Sonowal has requested centre for strengthening the border fence and wants

Earlier, Sonowal has written to the Centre asking it to strengthen the India-Bangladesh border fence in the state under the Army’s supervision. At an event marking the first 100 days of the BJP-led government in the state here on Thursday, Sonowal said, “Our priority is to seal the India-Bangladesh border. The fence built in 1984 is not of high quality and we need to plug the faults if we have to stop infiltration and smuggling.” Assam shares 263 km of the international border, that spreads over land and river. Of the land border, 99.97% of the fencing has been completed. Work on the remaining 60 m is targeted to be completed by December this year. Around 35 km of the border falls in the riverine stretch of the Brahmaputra and lowlying areas, where building a physical barrier is not feasible. The India-Bangladesh border passes through West Bengal (2216.7km), Assam (263km), Meghalaya (443km), Tripura (856km) and Mizoram (318km). The border is manned by the BSF. Apart from the fence, work on flood lighting has already been completed.

2 NSCN (K) held for snatching weapons in M’pur Correspondent I M P H A L , S e p 2 : Two NSCN (K) cadres allegedly involved in the recent snatching away of four arms from state IRB personnel on vehicle escort duty along NH-37 were nabbed by a combined team of Assam Rifles and Manipur police. A statement from PIB (Defence Wing), Imphal issued Friday said that the cadres-Kabigai and Numkhaolung, both residents of Sibilong village of Tamenglong district were apprehended during a joint operation on Thursday night at Sibilong. Both were involved in the snatching of weapons of 5 IRB Battalion on August 29 last. Two Insas and two AK series rifles were snatched from the IRB personnel who were taking meal at a hotel near Barak bridge. As reported earlier, the IRB police personnel were threatened at gunpoint near Kambiron on NH 37, by five insurgents led by Gaisunlung, “a known rogue element of NSCN (K) in the region”. Gaisunlung was apprehended in 2015 and subsequently released on bail, PIB statement said. Reportedly, after the incident, the group fled in a Maruti Gypsy towards Sibilong. A massive combing operation was launched by Assam Rifles, Army and Manipur Police on the same day in the dense jungles of Sibilong and Chingkhonglong. The abandoned Maruti Gypsy was recovered on August 30 by security forces two km North of Sibilong.

NEW DELHI, Sep 2 (PTI): In the wake of heavy rainfall in the basin of Barak river and its tributaries in Assam, the Central Water Commission (CWC) today said the river is expected to flow in “moderate to high flood situation” in the state and Meghalaya and Manipur. In its advisory, CWC also cautioned the administration of Assam’s Cachar, Hailakhandi and Karimgunj districts, to take precautionary measures. “In view of heavy to very heavy rainfall in the state of Assam and adjoining Meghalaya and Manipur in Barak Basin, river Barak and its tributaries is rising in Assam which is affecting (its) districts of Cachar, Hailakhandi and Karimgunj,” Union Water Resources Ministry said in a statement.

Police should work to end ‘crisis of credibility’: Rajnath HYDERABAD, Sep 2 (PTI): Asking police officers to be “judicious” in their actions, Union home minister Rajnath Singh on Friday said they should work to end the “crisis of credibility” afflicting the force. Talking to young Indian Police Service (IPS) officers during his visit to the Sardar Vallabhbhai Patel National Police Academy here, he asked them to act with “empathy”. “I tell my politician friends also that there is a crisis of credibility in politics. There is a mismatch between words and deeds. “Likewise, the police also works in public domain and this crisis is seen there too. This has to end. We have to take this as a challenge and end the crisis of credibility in public service life,” he said at the academy here. Singh, on a day-long visit to the Telangana capital, said while police has to take some stern actions, they should always be judicious. He urged the probationer IPS officers and those present from other services like the army to prepare themselves for the future challenges like cyber crime. “I was recently told by an NCRB report that incidents of cyber crime had increased 2,400 per cent over the last decade. The signatories claimed that the state has already received Rs.1321.27 lakh (Rupees thirteen crore twenty one lakh twenty seven thousand), sanctioned by the MHRD in the month of July meant to be utilised as the salary component of the RMSA teachers. They said that at a meeting with the RMSA department on August 11, 2016, they were informed that the file has already been proposed and was with the planning department.

However, the signatories said that even on August 31, 2016, the authorities have not moved the file “for reasons best to them.” Stating that the allocated funds were to be used solely for maintaining the salary of the teachers, NRMSATA has demanded the planning department to publicise as to why even after 19 days it was not able to give clearance when the centre has already cleared it. They said Teachers’ Day was observed to respect the teachers for their untiring services in building the state. “It is supposed to be a day where the teachers are made to feel special and loved,” NRMSATA stated. However, the association lamented that for them it would “be a day of grief and alienation by the authorities, who themselves will be out there somewhere giving their eloquent speeches.” Meanwhile, the association has appealed to all the concerned responsible citizens and organisations to stand by them and help them serve the society better and fulfil the dreams of children.

He was more vocal about the Dalit issue and condemned some recent attacks on the Dalit community that have shocked the nation after self-styled cow vigilantes beat up four youths for skinning a dead cow in Gujarat’s Una. “As far as some incidents are concerned they need to be condemned. There is no place for (such incidents) in a civilised society,” Modi said, but put the onus on the state governments to curb such violence because “law and order is a state subject”. Ghost of Bose buried

S

eventy years after Subhas Chandra Bose, the commander of the Azad Hind Fauz , earlier formed by Mohan Singh, reportedly died in an air crash, many among his supporters, especially in Bengal, refused at the time, and have refused since, to believe either the fact or the circumstances of his death. Conspiracy theories appeared within hours of his death and have thereafter had a long shelf life, keeping alive various martial myths about Bose. These diehard supporters many of who were not born at that time, convinced themselves that Bose did not die but lived either in the USSR or India and that the story of his death was a monumental conspiracy by Nehru and the British rulers. In a very clear statement of truth, the Japanese government has released confidential papers which finally put the theories and conspiracies their deserved resting place when it concluded that Netaji died in plane crash at Taipei Army hospital on August 18, 1945. This report was prepared and submitted to Indian embassy in Tokyo in 1956. The Japanese government has confirmed that Netaji Subhas Chandra Bose died in a plane crash in Taipei on August 18, 1945. The report was compiled in 1956 after the conclusion of a high level probe ordered by the government of Japan. It has concluded that in the course of the plane crash Netaji was severely burnt and injured and he subsequently died at Nanmon Branch of the Taipei Army hospital in the evening of August 18, 1945. A Japanese interpreter confirmed that Netaji Subhas Chandra Bose died at a military hospital in Taipei after a plane crash in 1945, according to information released by a UK website set up to catalogue the last days of the nationalist leader. The interpreter, Kazunori Kunizuka, who worked as an interpreter with Bose from 1943 to 1945, is still alive and has recorded in graphic detail in his diary the last days of Bose and his death as a result of a plane crash at Taipei on August 18, 1945, said the website bosefiles.info. The information was conveyed to the website by Noburu Okabe, London correspondent of the Sankei Shimbun newspaper, who also handed over a copy of the diary to the website. Ashis Ray, Bose’s grandnephew and creator of the website, said “The diary is in Japanese. We will get it translated and post relevant portions from it in due course”. Earlier when Ray visited Taipei, he met Yukichi Arai, son of Captain Keikichi Arai, a Japanese army officer who was one of seven survivors (of an estimated total of 14 passengers and crew, including Bose, on the flight) of the crash. Captain Arai died in 1971. However, he, too, recorded in his diary that Bose succumbed to injuries suffered in the crash. Of the seven survivors, six deposed before either the 1956 Netaji Inquiry Committee or the 1974 Justice G.D. Khosla Commission or both, including Bose’s most trusted aide de camp Colonel Habibur Rehman and Captain Arai. All six independently submitted Bose died consequent to the crash. A section of his followers and family members believe that he did not die in the plane crash and lived incognito for many years in Ayodhya. Some documents relating to his death were released in public in January this year by the Modi government.

to the Principal Director, Department of The cry of India’s daughters Letter Health and Family Welfare, Nagaland: Kohima I n mid-July of this year, an 11-year-old girl was returning home after visiting her grandfather. When she failed to arrive home her worried parents reported her missing. Her body was found the following day under a tree. Her teeth were smashed. Her face disfigured. Her hair pulled out. Her shoulders dislocated, and her private parts mutilated. She was gang raped and killed by three men. Not two weeks later, a 14-year-old girl took her last breaths as she laid in a hospital bed. She had been kidnapped by a group of men – and a woman – who tied her hands and feet and raped her. Instead of being given food, she was forced to drink a corrosive chemical, which led to months of pain and, ultimately, her death. These stories are neither pleasant to recount nor read; but it’s the reality millions of girls today. The only crime these two committed to deserve the punishment they received was being born a low-class, Dalit girl in India. As I wrote earlier, the Dalits of India – also known as “untouchables” – are fighting the biggest civil rights battle of our time. For millennia they have been marginalized, forced to do the work of slaves and deprived from basic human rights. Because of their “ignoble” birth, they have only known abuse and torment, and the world, as a faithful, silent accomplice of history, has stood by as hundreds of millions of men, women, and children are ground into submission. Today a revolution – sparked by the public beating of four Dalit men, which also happened in July – spreads across India like wildfire. But this revolution is not just about better jobs, access to education, or even social acceptance; it’s also about the lives of Indian women, especially girls. In 2014, India’s National Crime Records Bureau released the shocking statistic that every day more than four Dalit women are raped in India. Oftentimes the perpetrators of these crimes, who usually belong to higher social classes than their Dalit victims, are never brought to justice. In one of the most extreme cases, a woman was gang-raped twice by the same assailants, the second time while they were on bail awaiting trial for the first offense. Such atrocities sound barbaric, even primitive, to the western mind, yet they are the clear product of the systematic ostracism of one people over another. And sadly, they are not the only kind of exploitation India’s daughters suffer. Early this summer, the U.S. Department of State released its yearly report on the state of worldwide human trafficking

hile appreciating the continuous and the tireless efforts of the DMC (Dimapur Municipal Council) for the garbage disposal all over the town from every nook and cranny of our markets, colonies, neighbourhood dumpsites which reeks of horrible stink leaving one completely nauseating and in a wobbly hazy trance for the whole day. Just a few days back a couple of writers too mentioned about the improper garbage disposal system and the stench it emanates from the NST colony junction adjacent to the United Bank of India which is tormenting all passer-bys, both pedestrians as well as drivers. It is no secret that none can cross this junction either walking by or driving across unless you cover your nose with a fistful or cover up your car window glasses and put on the car AC. Being an early morning walker I use to come across this place daily and the stink is just repulsively unbearable which can be felt till Holy Cross Point to the City Tower area of both sides. Dogs hovering over the piled garbage hunting to grope any eatable, rag-pickers rummaging through the rubbish hoping they delve into any useful thing is an everyday sight. It sure doesn’t look like some decent colony’s junction at all. And this is not the only such place in Dimapur. You go inside the New Market its far worse. Throughout the day it is becoming impossible to walk under the forever constructing never-completed footbridge. The stench is just horrible. It’s the same outside the Dimapur Club wall. Even the most healthy and fit persons will start vomiting if they happen to walk in this area without an air mask. Though the DMC’s JCB, dumper trucks and tractors comes and clean up the mess the stench remains 24x7x365. Come the rain the stench is indescribable. With polythene bags now banned by the DMC themselves it would be another contradictory act if they tell the shopkeepers and vendors to dispose waste after packing it in polythene bags but I expect the DMC own manufactured ones can be used. Respective colonies and ward councils should do the supervising at least. After all, councils and unions are not only for availing governmental schemes or benefits and to enjoy some turf powers because

And of these millions of Indian women and children suffering sexual exploitation today, Dalits face the greatest threat: “The majority of India’s trafficking problem is internal, and those from the most disadvantaged social strata—lowest caste Dalits, members of tribal communities, religious minorities, and women and girls from excluded groups—are most vulnerable.” This is what the Dalit uprising is truly about: restoring the value of every human life in a society that has forgotten we are all created equal. Lately, India’s government has made important strides towards fighting human trafficking. In March, Maneka Ghandi, minister of Women and Child Welfare, unveiled the draft of India’s first-ever comprehensive law on human trafficking. If passed, the bill will expedite justice against traffickers and help victims rebuild their lives. News of this bill encourage all Indians who are thirsty for justice and peace. I have full confidence that this present government could be the liberator of millions should it have the moral courage to do so In the end, individual change is as important as collective change. Social transformation must occur not only in the halls of parliament but also in the living rooms of our homes. If families – the foundational blocks of every society – do not to teach their sons the value of daughters, no law will truly be able to stop the rape and enslavement of innocent women and children. Until we learn this, India’s daughters will continue crying for equality, freedom, and safety. It’s time we stop and listen to them. Most Rev. Madam, May it please your esteem self: The Unemployed Trained Nurses Association (UTNA) is once again obliged to raise the issue mentioned in the subject for considered analysis and sympathetic consideration. That a survey on the issue of the subject raised was conducted by the association and documented data findings is annexed herewith which is selfexplanatory for your kind perusal and record. The Health units where Staff-Nurses are required stands at 151. According to the source contained in the said survey the strength of Staff-Nurse stands at 335 maneuvering the 151 Health units. By the same source, the requirement and shortfall of Staff-Nurse according to the INC & IPHS stands at 310 and 789 respectively. ‘NORMS’ means “criterion, measure, model, pattern, standard, type, yardstick, rule”. The INC and IPHS Set this norm so that democratic citizens are provided due basic medical health services. However, our state even after more than 50 years of statehood is yet to implement the heal service standard, which calls for serious brainstorming of the policy makers concerned. That apart, the unfortunate picture of our health services is presented by the reply to an RTI application which contains that the sanctioned post of StaffNurse is 253 only. Adding to the unfortunate picture, it is shockingly and pertinently mentioned that from the year 1989 till date, in a span of more than 27 years only 17 post of Staff-Nurse have been created by the department whereas; the health units have increased/increasing and the strength of health units have been up-graded/upgrading. That Trained Nurses from the present State’s Nurses Training institutes as well as Trained Nurses from other recognized training institutes have long before crossed

with power there should be responsibility too, either big or small. If we start cleaning up our own neighbourhoods, I am sure Dimapur will be cleaner and healthier place to live. The Marwari Patti area near the Patanjali Store is also a sorry affair. Whenever one go to buy some essentials there the sick nauseating smell comes and blackout all your senses until you start walking like a zombie. The story remains the same in the MP road area too. Often I’ve asked some shopkeepers how they can sit the whole day with this kind of horrible stench and suggested that they put some disinfectants like phenyl or citronella but they replied it is of no use at all as again in the late evening after every hotels and shops close down their shutters and vendors start going homes, everybody brings their own litter and dump in that particular places. They can’t do anything about it. Even the colonies where dustbins have been constructed by DMC, the rubbishes are thrown and strewn all over the roads by residents and the Notun Basti-LRC junction is one fine example. I wonder how irresponsible we Dimapurians can be. When we can compete with one another in building mansions and showrooms, driving latest swanky luxury cars, wearing the latest branded designer clothes, donning Armani and Gucci shades, owing latest I-phones and I-pads, aping assorted wannabe Korean and American accents, travelling around the world and what not, can we not even properly throw our waste? Glitzy showrooms, high-end pubs and lounges, world class eateries, upscale apartments, national and international business outlets and centres mushrooming all over the town but it’s a shame we still don’t even know how to dispose our own waste. The sickening smell around the town we live is a very serious concern as it poses a very serious health hazard to all the citizens alike. We try to be so much westernized, or say modernized when we cannot even perform our simplest responsibilities. As population increases so is the waste. Regardless of the business benefits these wastes are causing a lot of health hazard and harming the environment. Domestic wastes should be tried to be reduced and re-used and recycled. Reckless and

improper dumping of waste has made the whole town unbearable. Last time after some rain the garbage piled up at the Signal-Thahekhu junction blocked all the rainwater to flow out in the drain and caused some sort of miniflood. When it rains these garbage gives out bizarre outlandish pungent odours that can even make a statue cover his nose. Sometime back when the DMC sanitation workers went on a strike Dimapur became a full-fledged Garbage Kingdom. Every day we create huge amount of waste as the more we consume the more waste we produce. Of course garbage disposal in modern times in big urban locales is a major problem all over the world and it needs the people’s co-operation and responsibility but ours seems to be in a scarce commodity. Our responsibility starts the moment we gather the garbage at our homes and make sure it doesn’t end there as we have to take due care that even after we throw away it should not be a problem for others too. Then only can we be called a civilized citizen. The administration alone can never do it alone. Public co-operation is a must. Random disposal of waste from shops, hotels, garage rubbish, bathroom vanity, household utility chemicals, ware-houses and e-wastes can be corrosive, toxic or inflammable or reactive which will be hazardous to both the environment and the human health. It is we citizens who must ensure that these wastes are managed safely and disposed off in the most responsible manner. We humans should also avoid buying and throwing away not so necessary items as it is not only straining the environment but burning a hole in one’s pockets. There are plenty of important things we should know about waste management and disposal in order to ensure that we are safe, as well as that we are keeping the environment safe. It is our choices as to how we will dispose off waste, however it is always in our best interest to take a look at all of the options that are available before making the choice. As human populations grows so does the demand for consumption of resources and consumer goods too. When not properly disposed off, improper disposal of garbage accumulate quickly and pose

As we don’t have street dogs it is only our domesticated dogs that are hunting over this mound of trash for any palatable item to satisfy their animal instinct. These animals find their way into loosely secured trash bins, scattered filth and inviting the spread of bacteria and pathogens in the process and generating more foul smell in the process. Improperly disposing waste also causes aesthetic harm, as unsightly piles of trash build up in communities shows the reality of our mindset. To avoid contributing to the growing problem of trash disposal, recycling and reducing consumption of packaged items is a good place to start. A primary objective of waste management today is to protect the public and the environment from potentially harmful effects of waste. Some waste materials are normally safe, but can become hazardous if not managed properly. Every individual, business, or organization must make decisions and take some responsibility regarding the management of his or her waste. Public attitudes also play a pivotal role in decisions about waste management. The greatest impetus for waste prevention will likely come from the public. Through the growth of the responsible society, information and knowledge about these and other environmental issues will increase. This should result in continuing evolution towards more efficient and environmentally sensitive waste management. There are other ways to be more environmentally friendly with your garbage disposal as well. For example, they may be more expensive for the time being, but your trash collection company will surely appreciate knowing that you use biodegradable trash bags to dispose off your waste each week. No matter what type of bags you use, however, proper garbage disposal practices also involve thinking about your trash collector. Being con-

Also taking the time to separate your trash from your recyclables and putting them in their designated containers helps to keep the collection process a smooth and efficient one. Or instead of throwing at every open spaces, Dimapurians can start collecting trash in a trash cans with house numbers and bring them when the DMC sanitary workers come early morning and let them take away. They can return it by keeping them at the colony council halls or colony councils can put a chowkidar or someone in-charge return them house-wise just like some Supply Colony boys were doing last year with a handcart. Imagine if DMC workers take a week off what will Dimapur become? Let us know our responsibilities too. We are very good at showing off. hether Nagas were ever great is another issue, but taking a leaf out from Donald Trump’s World view, it should behove us good to make ourselves Great! If not for the petty personal squabbling in the US presidential election, the Donald sledgehammer is a refreshing change from the usual PC (Political Correctness) afflicting the Western countries, or rather, their obsession with it, and the in-your-face campaign style of the Republican candidate who has managed to address issues of the heart, such as, the influx of illegal immigrants, economic meltdown and the worldwide rising tide of radical Islamic terrorism. The relevance of Donald Trump is that he has managed to raise issues mainstream politicians and liberals- Obama and Hillary included, will never address for fear-imagined or otherwise, of being labeled bigot, backward looking, racist, intolerant and narrow-minded, the same accusations raised closer home nowadays. Illegal immigration, economic insecurity and radical Islamic terrorism being global problems, it’s not surprising these are issues of our heart as well. DIMAPUR: A state consultation on legal protection for People Living with HIV (PLHIV), Children Affected by AIDS (CABA) and Most at Risk Populations (MARPs) was held on the of August 30 at the conference hall of Nagaland State Legal Services Authority (NSLSA), Kohima, jointly organized by Nagaland State AIDS Control Society (NSACS) and NSLSA. While delivering the key note address, joint director NSACS, Dr. P. Tia Jamir, said that access to legal services was an important part of guaranteeing protection

from discrimination, getting redress for human rights violations and expanding access to HIV prevention and treatment. Giving an overview of NSLSA activities, member secretary, NSLSA, Nino Iralu informed that, the State Legal Services Authority was established in 1998 in Nagaland by an Act of the state assembly following which, District Legal Services Authorities were set up in all 11 districts in 2000. Informing that a total of 681 trained ParaLegal Volunteers (PLVs) were there in the state, Nino Iralu said that, among the many

activities implemented by NSLSA, few core activities include creating awareness on various laws and legislations existing in various departments, creating awareness on welfare schemes made for the common men and setting up of People’s Court or Lok Adalat every month. The resource persons were Dr. Bernice D. Thapru, joint director (TI), NSACS, Tongpang L. Jamir, master trainer, NSLSA, Ashu Theyo, retainer lawyer, Guwahati High Court, Kohima Bench and Bazo Kire, treasurer, CABA. During the discussion hour topics such as how to improve linkage between NSACS & NSLSA, Action plan for District Consultation/follow-up meeting in priority districts, training of districts staff under NSACS on legal awareness, were among the various agenda which were deliberated. The consultation was chaired by Akumla Longchari, masters trainer, NSLSA. Altogether 29 participants attended the consultation which included NSLSA officials, representative from CABA and officials from NSACS.

At the aggregate level, operating profit grew by 10.2 per cent in 2015-16 compared with 5.3 per cent in the previous year, boosted mainly on account of sharp contraction in raw material expenses. “Net profit grew by 9.3 per cent in 2015-16 as against Y-o-Y contraction of 0.7 per cent in the previous year mainly on account of higher operating profits and lower tax provisions growth. Lanka needs to do more: Ban on reconciliation efforts

Colombo, Sep 2 (PTI): UN chief Ban Ki-moon today said the Sri Lankan government needs to do much more to redress the“wrongs of the past” and to restore the “legitimacy and accountability” of key institutions such as the judiciary andsecurity services after decades of bloodshed with the LTTE. The UN secretary-general, however, welcomed the efforts made by the government of President Maithripala Sirisena, who had come to power on a pledge of reconciliation and reformafter defeating Sinhala-strongman Mahinda Rajapaksa in 2015. Ban welcomed the symbolic steps taken by the government to build bridges among communities, including the decision to sing the national anthem in Sinhala and Tamil on IndependenceDay in February this year for the first time since the 1950s. “These steps have built confidence and trust, andstrengthened transparency and accountability,” Ban said. But there was “still much work to be done in order to redress the wrongs of the past and to restore the legitimacy and accountability of key institutions, particularly the judiciary and the security ser-

He said young people were often being depicted as “potential terrorists and easy prey” for violent extremists. “But this distorted picture ignores the reality that thevast majority of young people want to be part of the solution to violent extremism.

Here and around the world, young people long for peace and security, and are among the most ardent proponents of human rights.” Ban, on his second visit to Sri Lanka since 2009 when the Sri Lankan troops defeated the Liberation Tigers of Tamil Eelam (LTTE), said the country was “still in the early stages of regaining its rightful position in the region and the international community”. Sri Lanka has come under close UN scrutiny for war crimes accountability since the war ended in May 2009. An estimated 40,000 people died in the three-decades-long separatist war. The UN has been pushing for a special court to investigate the allegations. Sri Lanka dismissed the figure as “excessive” but the UN human rights council has passed three consecutive resolutions since 2012 demanding accountability for warcrimes blamed onboth the government troops and the LTTE. Before arriving in Lanka, Ban visited Myanmar. He will now travel to China for the G20 Summit, and the Lao People’s Democratic Republic for the annual ASEAN-UN Summit.

The firing began around 6 AM when terrorists attacked the colony and exchanged fire with security forces in Warsak area of Peshawar district in Khyber-Pakthunkhwa province, officials said. Johannesburg, Sep 2 (PTI): Anti-apartheid revolutionary African leader Nelson Mandela’s first known television interview has been discovered almost 60 years after it was recorded, The Nelson Mandela Foundation has said. The 24-second clip was filmed during a break at the infamous 1956 Treason Trial which lasted four-and-a-halfyears, it said yesterday. The interview was conducted at the Old Synagogue in Pretoria which was used as a court for the Treason Trial. Mandela was one of the last group of 28 accused in the marathon trial who were acquitted on March 29, 1961. Days later Mandela went underground until his arrest on August 5, 1962, which ultimately saw him spend 27 years in prison, most of them on Robben Island, before becoming the first democratically-elected

President of South Africa. The recently resurfaced video was broadcast on January31, 1961 by a Netherlands television broadcaster, AVRO. It was included in a programme on apartheid South Africacalled ‘Boeren en Bantoes’ (‘Boers and Bantus’, the referencesto white and black South Africans used during the apartheidera). The Academy of Motion Picture Arts and Sciences also voted to give honorary Oscars to British editor Anne V Coates, casting director Lynn Stalmaster and documentary maker Frederick Wiseman. Dipa most inspiring Indian woman: Survey New Delhi, Sep 2 (IANS): Gymnast Dipa Karmakar, who was lauded for her performance at Rio Olympics, is the most inspiring Indian woman, according to a survey. Shaadi. com, a matchmaking service, recently conducted a survey to understand the definition of success for millennials. The survey was conducted online with over 12,500 responses from Indians (married and unmarried) with ages ranging from 23 to 30 years, according to a statement. When millennials were asked about “Which Indian woman inspires them the most” in the recent past, 33.7 per cent said Karmakar, followed by 27.4 per cent who said wrestler Sakshi Malik, 27.1 per cent said shuttler P.V. Sindhu and 6.2 per cent said Arundhati Bhattacharya. And when asked about the “Most Engaging Woman on Social Media”, 36.3 per cent voted for External Affairs Minister Sushma Swaraj, followed by 31.2 per cent for actress Priyanka Chopra and 17.4 per cent for tennis star Sania Mirza. PM announces special sports package for J&K New Delhi, Sep 2 (IANS): In a bid to promote sports and to engage the youthd of Jammu and Kashmir constructively, Prime Minister Narendra Modi on Friday announced a special package of Rs.200 crore for the politically volatile state. The financial package includes the construction of indoor sporting halls in all districts of the state, according to a Press Information Bureau (PIB) release. Additionally, two stadia will be upgraded to international standards while the current stadia at Poonch, Rajouri and Udhampur will be enhanced. In addition, water sport facilities will also be provided at an estimated cost of Rs.6 crore. “For immediate engagement of youth in the state in sporting activities, a special programme ‘Sports for AII’ is being implemented for village level competitions and development of sports like football etc,” the release added. “An amount of Rs 5 crore has already been provided to J&K State Sports Council for organising these village level sporting activities.”

New York, Sep 2 (IANS): World No.2 Andy Murray and Japan’s Kei Nishikori advanced into the third round after defeating their respective opponents at the US Open tennis tournament here. Murray on Thursday brushed aside Spain’s Marcel Granollers 6-4, 6-1, 6-4 to advance, while Japan’s Kei Nishikori edged past Russia’s Karen Khachanov 6-4, 4-6, 6-4, 6-3, reports Efe. In a match played under the closed roof of Arthur Ashe Stadium on Thursday afternoon, Murray, the 2012 champion and 2008 finalist, controlled the proceedings from start to finish against an opponent who lacked the firepower with his serve and ground strokes to pose a serious threat. Granollers was most competitive in the first set, which took one hour and seven minutes, going down an early break but managing to get the match back on serve at 4-5. Messi goal puts Argentina top of WC group MENDOZA, Sep 2 (Agencies): Lionel Messi marked his retirement with a goal to give 10-man Argentina a 1-0 win over Uruguay on Thursday that lifted them to the top of the South American qualifying group for the 2018 World Cup finals in Russia. In a match of few chances, Messi created something out of nothing three minutes before halftime when, surrounded by defenders, his shot from outside the box took a deflection on Jose Maria Gimenez and wrongfooted goalkeeper Fernando Muslera. It took Messi’s record as Argentina’s top scorer to 56 in his 114th international and proved the perfect insurance for his team who were reduced to 10 men when young forward Paulo Dybala was sent off on the stroke of halftime. Dybala, who had almost put his side ahead in the 31st minute with a shot that hit the post, was sent off for a second booking and left the pitch in tears after his first start for Argentina. Uruguay, who had spent virtually the entire first half defending, took the game to Argentina in the second but hardly troubled goalkeeper Sergio Romero. “I wanted to be here after all the confusion I’d caused by first saying I wasn’t coming and then that I was,” Messi told reporters. No bribery in Tokyo 2020 Olympic payment Tokyo, Sep 2 (IANS): An investigation into a payment made during Tokyo’s successful bid to host the 2020 Olympics has found no evidence of bribery. Japanese officials have been cleared of any wrongdoing in connection with a 2.8 million Singapore dollar payment (1.55m euros; $2.05m) made to a consultancy firm. French prosecutors said they were investigating the sum in May this year as part of a corruption inquiry, BBC reported on Thursday. But a Japanese panel found the payment did not break any Japanese laws. The payment had been linked to the son of the exworld athletics chief Lamine Diack, who was a member of the International Olympics Committee at the time. Both Lamine and his son, Papa Massata Diack, are already under investigation in France. Both deny ever receiving money in connection with the Japanese bid, while Japanese officials say the payment was for consultancy services. The payment from bid executives was made to Black Tidings, a company led by an associate of Papa Massata Diack. “The investigation team concludes that it does not form any crime under the penal code of France, and furthermore, that no violation of the IOC code of ethics can be found,” the report said.

“What was most important for the team was to probe whether the bid committee in fact bribed someone,” one of the panel members, Yoshihisa Hayakawa, said. “We think the investigation cleared the group of any suspicion in this regard.” However, he said the probe had limitations, and was unable to interview either the Diacks or the head of the consulting company, which has since ceased trading. He said the panel had “done all we can within our ability”. Japan’s bid was ultimately successful, defeating Istanbul and Madrid in the process. French prosecutors widened their corruption investigation into athletics earlier this year to include the bidding and voting process for both the 2016 and 2020 Olympics. Lamine Diack was arrested in 2015 on corruption and money laundering charges, over allegations he took payments for deferring sanctions against Russian drugs cheats. Papa Massata, who was employed by his father as a marketing consultant for the IAAF, is also under investigation, and a warrant for his arrest was issued by Interpol. He lives in Senegal. He said both he and his father are innocent of any wrongdoing.

Mumbai City FC sign Argentine defender Cardozo

Mumbai, Sep 2 (IANS): Mumbai City FC on Friday signed Argentine defender Facundo Cardozo on loan for the forthcoming third edition of the Indian Super League (ISL) football tournament. He will be seen sharing the ground with his compatriots Matias Defederico and Gaston Sangoy. The 21-year-old full back is known as a versatile player due to his previous strong performances. Cardozo made his league debut during the 201314 season and scored the first goal against Quilmes.

Despite his young age, he has already played for top teams in Argentina and Bolivia. He was part of the Argentine Under-17 World Cup squad in 2011. With more than 40 league performances Cardozo has won the Argentine Super Cup, in the 2013-14 season. Speaking on the appointment, Cardozo said, “I am very excited to be part of this club. I have spoken to the coach and am really happy to be part of his vision. I cannot wait to join the team and play for the fans of Mumbai.”

Harris named Australia bowling coach Melbourne, Sep 2 (IANS): Cricket Australia on Friday named former pacer Ryan Harris as the bowling coach for the national team’s upcoming ODI tour of South Africa. He joins head coach Darren Lehmann and assistant coach David Saker in Australia’s coaching staff. Harris, who took 113 Test wickets from 27 matches, retired from international cricket in July 2015. “It’s great experience to learn from David Saker and Darren Lehmann. I’m really just going to sit back and watch and learn,” said Harris, who currently is the assistant coach of the National Performance Squad (NPS) in the A-team quadrangular series in Australia. “Eventually, I’d like to work my way to the top and become a (full-time) bowling coach of the Australian team one day. Just like playing, you have to earn your stripes and learn the ropes,” the 36-year-old, who took 44 wickets from 21 ODIs, added.

Manchester, Sep 2 (IANS): In what could be seen as a departure from Manchester United football manager Jose Mourinho’s earlier stance, Bastian Schweinsteiger has been included in their official squad list for the first half of the English Premier League season. Schweinsteiger, 32, has

not been part of United’s firstteam squad so far this season, with Mourinho saying it was “very difficult” for the player to break into his midfield. But with the former Germany international, who played his 121st and final cap for his country against Finland on Wednesday, named in the squad he at least has the

chance to force his way into Mourinho’s plans. According to ESPNFC, United still do not see Schweinsteiger as part of their plans, while the player himself has said that a move to the Major League Soccer (MLS) in America could draw his interest with United being his last European club. Schweinsteiger, a World Cup winner with Germany in 2014, was included in the squad by force rather than choice. Each Premier League club must name a 25-man squad of which eight places are reserved for home grown players aged over 21, leaving 17 spots for non-home grown players. As United only have 15 senior non-home grown players, they were able to accommodate Schweinsteiger in the list without omitting anyone else. Any team which has fewer than eight home grown players will operate with a reduced senior squad. Players aged under 21 -- such as Anthony Martial and Marcus Rashford -- do not count towards the quotas. Changes can be made to a 25man squad during the January transfer window. One surprise name in the squad in Sadiq El-Fitouri, the 21-year-old defender signed from Salford City. As El-Fitouri turns 22 in October he had

to be named in the squad to be eligible to play in the Premier League.

Valencia doubtful for Manchester derby

In-for m Manchester United full back Antonio Valencia could miss the Manchester Derby owing to late return from the international break. Manchester United manager Jose Mourinho could play Phil Jones, Matteo Darmian or Timothy Fosu-Mensah at right-back position for the 172nd derby against cross town rivals Manchester City despite none of the trio having played any first-team football this season. Valencia is away with Ecuador but the 31-year-old does not return until next Friday, the day before Manchester City’s visit. The derby is the early afternoon kick-off, further shortening the time Valencia has to recover, along with Argentina’s Marcos Rojo and Sergio Romero, who are also due late back at the club. “Some are coming back on the Monday before the Manchester City match but some are coming back on Friday. The day before Man City, we will still have Sergio Romero, Marcos Rojo and Antonio Valencia arriving,” Mourinho was quoted as saying by the Guardian on Friday.
