Opposition wants AFSPA removed

NEW DELHI, SEP 3 (IANS): On the eve of an all-party delegation’s Kashmir trip, the government on Saturday said members were free to hold talks with anyone, including separatists, but urged them to speak in one voice during their two-day visit to the Valley, which has witnessed nearly two months of unending violence. Opposition leaders made a strong case for holding talks with the separatist Hurriyat Conference, an immediate ban on use of pellet guns and withdrawal of the controversial Armed Forces Special Powers Act (AFSPA) from civilian areas in Jammu and Kashmir. Home Minister Rajnath Singh held a preparatory meeting with delegation members here to discuss their engagements in Kashmir, official sources said. Senior home ministry officials briefed the delegation and shared the roadmap for the visit that begins on Sunday.

The delegation of about 28 members includes leaders of over 20 political parties. These include Congress’ Ghulam Nabi Azad and Mallikarjun Kharge, CPI-M’s Sitaram Yechury and AIMIM MP Asaduddin Owaisi. Saturday’s meeting also took note of possible individuals and groups with whom the delegation may interact. The sources said that a group of MPs from major opposition parties could also meet some groups separately. “The gover nment seemed to favour strongly that all-party delegation not only show single-minded determination to bring peace in Jammu and Kashmir, especially in the Valley, but it also wants that the members of the delegation speak in one voice,” a source said. DIMAPUR, SEP 3 (NPN): Governor of Nagaland, P.B. Acharya, has expressed grief over the death of late Neichülieü Nikki Haralu, IFS (Rtd.), the first Naga diplomat, who passed away in Dimapur on September 2, 2016 at the age 98. In his condolence message to retired chief secretary, Banuo Z. Jamir (Retd) IAS, her niece, the governor said late Neichülieü Nikki Haralu was a source of inspiration and role model. “She proved through her life that Naga women are second to none. She achieved the highest dream/position despite the difficulties during those days,” said Acharya. Governor said as a diplomat she had served in various capacities in the Ministry of External Affairs and in many countries. After her retirement, Acharya said she served the people of Nagaland as the Chairperson of Nagaland State Social Welfare Advisory Board. The governor conveyed his heartfelt condolences to bereaved family members and prayed to the Almighty God to grant them strength to bear the irreparable loss. He also prayed the departed soul rest in peace. Neichülieü Nikki Haralu was laid to rest on Saturday. Hundreds of well wishers including family, friends, church members and tribal community leaders paid rich tributes at the funeral held here in Burma Camp. (Condolences on p-2)

DIMAPUR, SEP 3 (NPN): Naga People’s Front (NPF), taking note of the ill effects caused by promulgation of the Armed Forces Special Powers Act (AFSPA) on the ‘day-to-day’ life of the people, stated that the party had taken up the matter at its Central Executive Council (CEC) meeting with utmost concern, and reiterated the demand by a resolution, for revocation of the Act from entire Naga areas. The media & press bureau in a press note informed that the NPF president, Dr. Shürhozelie Liezietsu had on August 31, 2016, dashed a letter to the secretary, Ministry of Home Affairs, apprising him of the impact of AFSPA in Nagaland and other neighboring states. Dr. Shürhozelie told the secretary that the people of the state were being kept under fear psychosis for all these years, the press bureau stated. “Nagaland is now in peaceful atmosphere. Surprisingly, two major Uttar Pradesh-based parties, Samajwadi Party and Bahujan Samaj Party, said they would not nominate any party leader to go to the valley. The parties have, however, supported the move to send the delegation to Kashmir. NDA constituent, Akali Dal leader Prem Singh Chandumajra, said the “state needs a political framework. It is not merely a law and order issue”.

NTC slams state govt. for its ‘callous attitude’

DIMAPUR, SEP 3 (NPN): Nagaland Tribes Council (NTC) has slammed the state government for its “callous attitude” towards indigenous inhabitants of Nagaland and for failing to protect the rights of the people. In a press note, NTC media cell said “the pioneers of the country and of the state of Nagaland adequately provided protective laws in the constitution of India for perseverance of our culture, tradition, customary and our natural resources”. H owe ve r, N TC e x pressed dismay that the “present day Nagaland government has been miserably failing to uphold those laws due to its callous attitude towards indigenous inhabitants”. It said “Rongmei recognition as an indigenous tribe in Nagaland is the overriding and suppressive precedent which has seriously infringed on the inherent rights of the Nagas of Nagaland”. NTC questioned the government that when “the Rongmeis do not have ancestral land in Nagaland how could they become equals to that of the indigenous tribes of Nagaland?” While lauding the three tribes-- Ao, Lotha and Sumi under the aegis of Central Nagaland Tribes Council (CNTC), for demonstrating the “people’s might and uncompromising stand to defend our rights over land and its people”, NTC said the orga-

nizations have send across a clear message that “land belongs to the people and not the Government to transact any business without the consent of the people”. In this regard, Nagaland Tribes Council reminded the state government “to pay heed to the genuine wishes of the aboriginal tribes of the state and desist from acting antithesis to the state and its subjects”. NTC also cautioned the state government saying “continuance of defiling the genuine wishes of the people will invite serious repercussions and resistance from the people”. The council has called upon all citizens to rise above petty obligations, inhibition and obsession and to take clear stance on the rights and privileges of the indigenous people of Nagaland and to collectively fight against nefarious designs prevailing in the state while steadfastly committed to the fraternal relationship and mutual coexistence with the neighbors for all times to come. NTC reiterated its earlier stance that the land and its people are but one and inseparable. The council further stated that “Naga Integration should therefore evolve the coming together of the Nagas with their lands to live in a single State and any attempt to recognize tribes without the natural process is unacceptable under any circumstances”.

Work with renewed energy: CM to teachers

DIMAPUR, SEP 3 (NPN): Nagaland chief minister, T.R.Zeliang, on the occasion of the Teachers’ Day, has extended his warmest greetings to all the teachers in the country and urged them to work with renewed energy and dedication “to build a prosperous and just society we dreamt for.” In his message, Zeliang said teaching was one of the oldest and most respected professions ever since the beginning of civilization. He said it the teachers who shaped, not only their students, but also the future of the society and the nation. “Hence, it is natural that in most of the advanced countries, only the best and brightest people in the society are selected for the teaching profession,” said chief minister. He said that though such high level of selectivity for the teaching profession may not be possible now “in less developed and developing societies like ours,” it should be “our” goal if “we” really meant to build an advanced and humane society.

ENCSU 48-hour deadline to H&TE deptt

DIMAPUR, SEP 3 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has issued a 48-hour deadline to the higher and technical education (H&TE) department to resolve the matter concerning 15% reservation for backward tribes (BTs) in the NSSE II exam. In a letter addressed to the state chief secretary, the ENCSU chairman Longre Chang and joint secretary Nokchem Angth cautioned that failure to resolve the matter within stipulated time, the union has decided to organise a peaceful agitation in front of the H&TE directorate starting September 6, 2016 till the justice was delivered. ENCSU said the decision was taken on September 3, 2016 at a general meeting, wherein it was also unanimously resolved to stand by its ultimatum submitted on July 26, 2016.

State BJP leaders in Delhi to meet ministers

DIMAPUR, SEP 3 (NPN): BJP Nagaland unit leaders led by its president, Visasolie Lhoungu are in Delhi to meet various Central leaders, to apprise them of the development of the state in various sectors. In a press note, BJP media general secretary, J. Gonmei said the leaders called on Union Minister of Consumer Affairs, Food & Public Distribution Ram Vilas Paswan and Union Minister of state for Home Affairs, Kiren Rijiju in Delhi. BJP unit said that the members during the meeting with Paswan, requested the latter for construction of FCI godowns in all the district headquarters, necessitated due to poor communications and road conditions. Paswan agreed to take up the matter and also assured that FCI grade IV posts in the state would be reserved for local people, BJP unit stated. During the meeting Rijiju, BJP unit said the members apprised him of the situation in Nagaland and conveyed the urgency to solve the Naga issue at the earliest. Meanwhile, the party has informed that the visit of national general secretary Ms. Saroj Pandey, former Mayor, MLA and MP of Chattisgarh, to Nagaland has been cancelled.

Women quota: NCD reaffirms stand on public resolution DIMAPUR, SEP 3 (NPN): Joining the debate on implementation of 33% women reservation in municipal bodies in the state, the Naga Council Dimapur (NCD) has reaffirmed its stand on the public resolution No.3 adopted on October 6, 2010, which was submitted to the state government on October 8, 2010 during a consultative meeting held under the aegis of Nagaland government at Kisama village. In a press release, NCD president T. Bangerloba and general secretary Thsapongkyu Sangtam said the issue of women reservation has come to stay and maintained that the issue would remain a point of controversy for a long time to come for various reasons. “However, the very fact that, it has caught public attention reflects the recognition of women folk and their special abilities to deliver the good,” the signatories said. CNTC statement totally misguiding: NH DIMAPUR, SEP 3 (NPN): Reacting to the Central Nagaland Tribes Council (CNTC) declaraing to disassociate itself from the Naga Hoho, recently published in sections of the local dailies, the Naga Hoho on Saturday termed the statement as “totally misguiding which is nothing but playing hide and seek game to bring social disharmony among various sections of Naga society.” Seeking to clarify the doubt over the issue, the communication cell of Naga Hoho, in a press release, stated that on the issue for granting of status of Indigenous Naga Tribe to Rongmei Community settled in Nagaland, the state government by letter No. GAB10/1/77(Pt) dated 25-7-08, informed and sought the following views and opinion from the Naga Hoho: (a) The Govt. had ordered a special enumeration of the members of the Rongmei community who had settled in the state prior to formation of Nagaland state

in 1963 and who are eligible to be treated as Indigenous Inhabitant of the state in terms of Notification dated 28th April, 1977, and sought the views as to; (b) Whether members of the Rongmei community who had settled in the state prior to the formation of Nagaland state in December, 1963 and who are eligible to be treated as Indigenous Inhabitant of the state in terms of the above Notification should be counted as one of the Indigenous Naga Tribe or Whether they could be counted as one of the nonNaga Indigenous Tribes of Nagaland. The Hoho said that views and the opinion sought by the government in the said subject were deliberated/discussed in the Naga Hoho presidential council meeting held on September 5, 2008 at Hotel Japfü Kohima as the executive council members alone could not take the decision for such contentious issues. At that Naga Hoho presidential council meeting, NH said it was collectively viewed that Rongmei community was eligible to be recognized as desired by the state government basing on the fact that the Kukis, Garos and Kacharis were enjoying the privilege of the Indigenous inhabitants of the State in terms of Government Notification No. AR-8/76, Dated, 28th April 1997.
