Noting that relations between the two neighbouring countries were at their best in the past 50 years, the sources said that Myanmar was confident of making its military headquarters functional in six months, that will reduce the comfort level of Indian insurgents operating from the neighbouring country. Pointing out that newly-elected Myanmar President U Htin Kyaw had chosen India for his first visit outside the country, the sources said Myanmar had not only promised full military cooperation in tackling militants operating from its territory but also agreed to enhance road connectivity from India to Southeast Asia.

Quality education missing in state: Yitachu Correspondent

KOHIMA, SEP 5 (NPN): Minister of School Education & SCERT Yitachu paid glowing tributes to teachers who he acknowledged as having made contributions for society and reiterated that they deserved to be “saluted and honoured” for their sacrifices. Yitachu said this while speaking as chief guest at the State Level Teachers’ Day function held at the NBCC Convention Hall here Monday. The minister also acknowledged that quality and valuebased education was largely lacking in Nagaland despite the state boasting of having over 80% literacy rate. In order to meet the challenges posed on the state’s education system, the minister suggested that imparting quality education should start from the primary education level as it was a crucial stage. He said half the effort would be achieved if providing quality education began from this level . He said that unless there was a fear of God, irrespective of whatever religion, nothing good can come. Yitachu urged upon teachers to rededicate themselves to the task of fulfilling their roles so as to serve the state and to help it move forward. The minister’s speech largely dealt with the problems in the education system under the state government where some schools recorded nil in the NBSE examinations. He however noted that due to ef-

KDCC dismayed over stalled projects in Kma DIMAPUR, SEP 5 (NPN): Kohima District Congress Committee (KDCC) has expressed dismay over the “inaction” of the urban development department in delaying the completion of three projects in the state capital, Kohima. In a press release, KDCC president Kevi Vizo KDCC questioned the seriousness of the NPF-led DAN government in the state “towards achieving development in the ground and not just the papers.” Kohima District Congress pointed out that work order for construction of Capital Cultural Hall near NSF Martyrs’ Park was issued on December 9, 2005 and was supposed to be completed within 18 months. It also said that work order for Multilevel Parking at Old Medical Directorate Site, below PHQ was issued on March 30, 2010 with period of completion set for 24 months. Further, work order for Multilevel Parking at NST was issued on April 12, 2010 and was supposed to be completed within 24 months.

KDCC expressed surprise that the government had dismantled the standing New NST for construction of Multilevel Parking, which was also to house NST office. However, it said that even after the lapse of the scheduled date of completion, the poor passengers did not even have a roof to be protected from rain and sun. It said there was also no space for public amenities in the makeshift NST office. Stating that the government has been pursuing for Smart City Project for Kohima, the District Congress asked how would the government and department responsible “balance timely completion of the Smart City Project” with major and important projects already remaining stalled even as payments for the projects was almost cleared. KDCC demanded that the responsible department come out clear on the stalled projects and what measures were being initiated to compensate the delay caused as per the contract orders.

forts of teachers stories some schools with nil-result were converted to success stories. He attributed some of the problems on lack of promotional avenues as some teachers retired without promotion after 25 to 30 years service. He also lamented that many teachers under CSS had to undergo months without salaries. Some primary teachers in remote areas were paid meagre monthly salary of Rs.6000 and graduate teachers with Rs.8000, he said. On shortage of science and maths teachers, the minister attributed some to conversion of these posts causing shortages but expressed the hope that recent recruitment drive for RMSA teachers would help solve the problem. Commissioner & Secretary School Education F.P.Solo in his speech, said quality education could only be imparted by well trained and qualified teachers. He said nearly 65% of government school teachers and 70% of private school teachers were still to be trained. Solo said the DoSE has come up with a policy for training the untrained government

teachers. Once the policy is implemented, Solo said untrained teachers will not get promotion and their increments will also be stopped after five years. He also urged private schools to recruit only trained teachers and also encourage untrained teachers to get trained. General secretary All Nagaland Private School Assoociation (ANPSA), NiniSekhose in her speech, said more than 80% of students in Nagaland are from private school and that continuous in-house training was an indispensable component of every private school. Other highlights included welcome address by Additional Director, School Education, WonthungoTsopoe and presentation of special songs and a life sketch of late Dr. S. Radhakhrishnan by Ruzhukhrie Government Higher Secondary School Kohima and Honouring of Teachers by T.M. Government Higher Secondary School Kohima. The long hectic and gruesome work took the entire day. On the other hand, the public/volunteers mostly youth of South Point (East) were headed by Kükami/GBs

(Staff Reporter) M O KO KC H U N G : Along with the rest of the country, Mokokchung also joined in observing teacher’s day celebration at various places where the respective students’ union organized programs to mark the day and pay rich tributes to teachers. At Chuchuyimpang village under Mokokchung district, the Chuchuyimpang Students’ Union (CKT) organized the program at the community hall. Gracing the occasion, senior advisor Mokokchung Chambers of Commerce and Industries, Moasangba Jamir as the special invitee said teachers were the only ones who could change ordinary human beings into extraordinary lives, holding the highest office in the world. He added that teachers were the “moulders” and “shapers” of future generations and further stated “our hopes and expectations for a greater and exemplary society lie in you”. He continued saying that as “we” live in a fast paced changing world where professionalism has taken the centre stage of work culture, teachers were in a profession where they mentor and impart knowledge and skills in a child to become a professional in his or her field.

He said that to be of such an influence teachers needed to be equipped with all the required qualities. He quipped that one needed to have global thinking as innovative, dedicated teachers to let society grow with positive attitude towards life. Teachers should be the facilitators in instilling minds that can think and question critically and constructively so as to enable young minds to think out of the box in a stagnant society like ours, he added. He also stated that “our society today is full of challenges where we need people with positive attitudes and constructive minds”. Only an efficient teacher can bring out these qualities through education, he added. He encouraged the teachers that with their patience love and care they could transform the most disinterested, irritating and restless student into an asset for society. This will eventually transcend our society to greater heights, he added as “teaching is a noble job and you are the ‘builders of the nation’”. He also said that earlier there were countable government schools that produced towering personalities, but today, there were hundreds of schools mushrooming all over

Sangma, Convenor of the Committee, Naba Kumar Das from West Bengal, Retd Joint Secretary of GHADC, C.B.Chetry and delegates from Bangladesh, West Bengal and Meghalaya, among others. It may be mentioned that the the Working Group on Improvement and Development of Transport Infrastructure in North East under National Transport Development Policy Committee (NTDPC) in its report had strongly recommended the development of alternative highway alignment linking West Bengal and Bangladesh through the Hili in West Bengal – Mahendraganj in South West Garo Hills Corridor which is the closest approach from Meghalaya to West Bengal (the distance is just over a 100 kms.) “It is the vision of Meghalaya Chief Minister Dr.Mukul Sangma to see that the proposed route becomes trans-nation business corridor for the entire North East region and is aggressively pursuing it with much anticipation that it would bring a complete turnaround in the region’s economy,” the statement stated.

A g a r tala , S e p 5 (Agencies): Tripura Congress workers took to the streets in Agartala on Saturday against the government’s nonchalance towards food price inflation, in absence of any concrete step to arrest the price rise of essential commodities in the past two years. Prime Minister Narendra Modi’s effigy was burnt by the party workers who held the state’s Left Front government equally responsible with the Centre for inaction to regulate the retail market in the state. “A number of food items enter Tripura from other states where their prices have reduced substantially, but that has not brought down the market rates at home, as a ripple effect. In the name of inflation even the prices of locally grown vegetables have shot up and the Manik Sarkar government is keeping mum,” alleged Congress president Birajit Sinha. He alleged that the consumer market was deregulated after Modi-led BJP formed the government at the Centre to protect the interests of some business conglomerates, who have been producing each and everything under certain brands.

leaders would participate in the next round of talks was not yet known as the state government had not demanded the participation of the members of the outfit till date. As the parleys were held on mutual trust, the HPC (D) delegation till today did not raise the issue of signing Suspension of Operation (SoO), the church leader from Imphal said. The charter of demands were drafted by the Demand Drafting Committee headed by John Pulamte, a social activist and member of the HPC (D) delegation in the talks. The eight-member De-

mand Drafting Committee was constituted in a meeting of leaders of different Hmar organisations on August 13 at Churachanpur in Manipur. Both Mizoram government and the HPC (D) had made several efforts to find amicable solution to the Hmar imbroglio through negotiations and the last talks held in 2013 fizzled out due to disagreement over the period of extension of SoO. After that hostilities continued resulting in the deaths of three state police personnel and one HPC (D) militant and also the arrest of several leaders of the outfit.

positive changes in Assam. He said, “We need to build a society based on values, honesty and truthfulness. Education is the only means which can steer us to an Assam of our dream. “On the occasion of the 55th Teachers’ Day today we need to take a pledge to make Assam an ideal state, a state which can place itself in the top five position in the country.” Underlying the importance of education, Sonowal said, “Our government is taking several tangible steps for the development of education in our State. One of our priorities is skill based education and we are creating a separate department for the promotion of skill based education. Teachers can play an important role in auguring our dream State”. “On this occasion, I take this opportunity to greet the teachers and offer my heartfelt obeisance to their great service”, Sonowal said. Acknowleding the role of 27 State level award winning teachers, Sonowal expressed his gratitude to their selfless service to the State even as he called upon the teachers and students alike to emulate the life and works of Dr Sarvepalli Radhakrishnan - philosopher, educationist, statesman and President whose birthday is today - to work for the welfare of the state.

The chief minister also reminded the house of the situation in Churachandpur district where a JAC formed against the passing of the three ILPS related bill has been agitating till today. Last year nine people were killed during a violent uprising against the bills and the dead bodies were yet to be accepted by their respective families till today. And even as the President withheld the Protection of Manipur Peoples Bill 2015, the JAC still has not withdrawn their agitation. In such a situation, government felt the need to place the bill prepared by the government before public domain so that people can give suggestions, he added. Government had given August 24 as the deadline for giving suggestion to the draft bill but JCILPS had submitted its own draft bill for introducing in the house only on August 29 giving only three days to the state government to consider before tabling in the house. Therefore, government has no option but to defer tabling the bill, he added.

IMPHAL, Sep 5: The first sitting of the two days monsoon session of the Manipur Assembly on Monday was conducted by imposing ‘curfew’ around the Assembly complex. Hundreds of armed police were detailed in almost all the roads leading to the Assembly complex besides erecting barbwire barricades. District administration had imposed the curfew under sub section (2) of section 144, CrPC 1973. Under the section, anyone residing in the one kilometer radius around the Manipur Legislative is prohibited to move around till 3 pm Tuesday or until the session is over. The prohibition was imposed to prevent breach of peace, disturbances of public tranquillity and danger to human lives and properties, according to the order of the district administration issued late Sunday night. The prohibition was also imposed to thwart any move by BJP workers to storm the Assembly during the sitting. BJP has been demanding revocation of the cancellation of the 2013 police constable DPC, while JCILPS has been seeking extension of the assembly session till

the Protection of Indigenous Peoples Bill, 2016 is passed by the house despite protests in the hills. During today’s sitting, chief minister Okram Ibobi Singh has reiterated his government’s commitment towards introduction of a new legislation to protect the indigenous people of the state. Even if the new draft bill for the protection of indigenous could not be tabled in the ongoing session, the government is prepared to table the bill by adjourning the current Assembly session sine die, said Ibobi. Replying to queries from opposition members during the zero hour, Ibobi said the necessity to put the draft bill submitted by JCILPS in public domain for discussion, and apprehension of the new bill facing the same fate as the previous bill were behind the non-tabling of the bill. Mention may be made the government had earlier announced that the new bill to protect the indigenous people of the state would not be tabled in the monsoon session due to limited time to incorporate suggestions and comments received by the government on the new proposed bill. The chief minister said that his government wants to table a bill which would be ac-

India ‘substantially free’ from homegrown terrorism: Prez

President Pranab Mukherjee teaching students in a class at a Government School on the occasion of Teacher’s Day in New Delhi on Monday. (PTI) New Delhi, Sep 5 (PTI): President Pranab Mukherjee here Monday said India is “substantially free” from the globally witnessed menace of homegrown terrorism as citizens possess “ethnicity in mind and have faith in pluralism”. Mukherjee, while teaching students in the school inside the President’s Estate as part of the second edition of his ‘Pranab Sir’s class’, also spoke about the worrisome development of “political assassinations” in India and its neighbourhood adding that despite these instances “we have had a stable political regime”. The special session was held to observe ‘Teachers Day’ with students of Class XI of the Delhi government-run Dr Rajendra Prasad Sarvodaya Vidyalaya during which

Nagaland Post, Dimapur Tuesday, September 6, 2016

Mukherjee said “secularism is part of the life” for Indians. India has suffered the brunt of terrorism, including that of the cross-border variety, he said. The President said it was the credit and success of India’s policy and acumen of the administration that incidents of homegrown terrorism, the biggest menace to international peace and community, has kept India “substantially free” from its tentacles. “It is we who are attacked and we are the victims of cross-border attacks... But not so much of homegrown terror,” he said, adding this was because of the “ethinicity of mind, belief and faith in pluralism, huge diversity in language, religion, food... Almost in everything.” We all belong to the same system, the President

said, adding that this quality was “unique”. Talking for about 50 minutes to the students on the subject of ‘Politics in India since Independence’, he recounted the evolution of the democratic process in India post Independence, the building up of the electoral process and participation of Indians in the constitutional democracy. The President, who has worked as a teacher before he took the political plunge, also taught the students about the formation of political parties including the creation of the BJP from Jansangh and the advent of coalition politics in the country. He remembered the “formation” of states by the State Reorganisation of Commission as an “important development” in India’s history.

Mukherjee called the partition of the country as a “psychological trauma” for the people who were extricated from their homes adding creation of communal tension was an aftermath of this but our political leaders and statesmen controlled these issues. He went on to praise the strength of the Indian economy saying it was steady despite eight years of international slowing down of ecomony as he hoped that the country’s economy would grow not less than 7.5 per cent in the days to come. The students also asked some questions to ‘Pranab Sir’ including if it would be good to hold all elections in the country in one go. The President said India has “proved the mettle” in successfully implementing political democracy and the Election Commission can “put its mind” in changing the Code of Conduct so that it does not disturb the polls, adding “all participants of the political spectrum” can brainstrom how to tackle this issue. On being asked what should the country do to improve the economy and its medal tally in the Olympics, the President said India’s requirement is to have “growth with equity” and also overall creation of better physical, educational and health infrastructure which are the requirements of a healthy society.

Pakistan spreading terror, Modi tells G20 Hangzhou (China), Sep 5 (IANS): Prime Minister Narendra Modi on Monday told the G20 member countries how Pakistan was spreading terror in South Asia and using terrorism as an instrument of state policy. He also appealed the grouping to “isolate and sanction supporters of terrorism”. At the two-day G20 summit which began in the eastern Chinese city of Hangzhou, India raised the issue of terrorism at various sessions. Modi told Chinese President XI Jinping how the scourge of terrorism was affecting the region. “There are some nations that use it as an instrument of state policy. One single nation in South Asia is spreading agents of terror in our region,” Modi said, without naming Pakistan. India’s ties with Pakistan have soured after Islamabad declared Jammu and Kashmir terrorist Burhan Wani, shot dead by security forces, as a “martyr”. “For us a terrorist is a terrorist,” Modi said. He was speaking during his intervention at the last session of the G20. The Prime Minister said “growing forces of violence and terror pose a fundamental challenge” and urged the international community to act in unity and respond against terrorism. “India has a policy of zero tolerance to terrorism. Because anything less than that is not enough,” he said. In his meeting with President Xi, Modi expressed concern over terrorism emanating from Pakistan’s restive regions of Giligit-Baltistan and Pakistani Kashmir where the China Pakistan Economic Corridor is coming up.

Masses, special prayers mark Saint Teresa’s death anniversary

Priest lights a candle at Mother Teresa’s tomb on her19th death anniversary at Mother House, Missionaries of Charity in Kolkata on Monday. (PTI) Kolkata, Sep 5 (IANS): Masses and special prayers marked the 19th death anniversary of Mother Teresa on Monday, a day after she was conferred sainthood by Pope Francis at the Vatican. Sisters of the Missionaries of Charity -- the order founded by the Mother to minister to the poorest of the poor and the infirm -- and Roman catholic priests lit candles and held an early morning mass before her tomb in the congregation’s headquarters Mother House. Mother passed away in the three-storeyed building on September 5, 1997, and was laid to rest there on September 13.

The white grave -- a simple rectangular cement tomb three feet high in what was earlier a dining room -- was bedecked with multi-hued flowers, as the nuns, priests and visitors, some of them foreigners, read from the Bible and sang hymns. Devotees gathered at the central Kolkata building since dawn, waiting to offer flowers and pray at the Mothers’ tomb. Re m e m b r a n c e p r o grammes were held at various schools. Mother Teresa, born Agnes Gonxha Bojaxhiu in Skopje, Macedonia, Aug 26, 1910, to an ethnic Albanian family, made Kolkata her

home and workplace for 68 years since 1929. She was given the Nobel Peace Prize in 1979. A year later, she received the Bharat Ratna, India’s highest award. Mother was declared a Saint by Pope Francis before over 1.20 lakh devotees at the Vatican on Sunday, becoming one of the fastest Saints in the history of the Catholic Church. She was earlier beatified or declared Blessed Teresa in 2003 by then Pope John Paul-II, who had waived the customary five-year waiting period after a person’s death before the start of the sainthood process.

Supreme Court to hear Delhi Sedition, defamation charges cannot be invoked for criticism: SC government’s plea on Sep 9 ernor took a different view on it, a reference had to be made to the central government. Having ruled in favour of Lt. Governor, the high court had also quashed the commission of inquiry set up by the Delhi government to look into the award of work related to grant of CNG Fitness Certificates in the transport department. It had also set aside the commission of inquiry to probe into the allegations of irregularities in functioning of Delhi and District Cricket Association as it held that it was set up “without seeking the views/concurrence of the Lt Governor”. However, on the appointment of public prosecutors, the high court had held that though the Lt. Governor was competent to appoint them, he had to act on the aid and advice of the Council of Ministers.

The court was hearing a plea seeking the apex court’s intervention to address the “misuse” of section 124 A of the IPC contending that such a charge was being framed with a view to “instill fear and scuttle dissent”. The NGO’s plea said “there has been an increase in the number of cases of sedition against intellectuals, activists, students, with the latest being the sedition charge on Amnesty India for organising a debate on Kashmir”. “In this regard, a petition has been filed to address the misuse and misapplication of Section 124A (sedition law)

Acting on a complaint by the ABVP on Saturday, Bengaluru police had slapped sedition charges against Amnesty International India after an event it had organised on allegations of human rights violations and denial of justice in Jammu and Kashmir. Referring to a National Crime Records Bureau report, the plea said that 47 cases of sedition were filed in 2014 alone and 58 persons arrested in connection with these cases, but the government has managed only one conviction so far.

In criminal jurisprudence, allegations and cognisance have to be case specific, otherwise it will go haywire. There can’t be any generalisation,” the bench said. Bhushan said law has not been amended after the Kedar Nath Singh judgement by the apex court and a constable does not understand the judgement but what he understands is the section in the IPC. “Constables

New Delhi, Sep 5 (IANS): The Supreme Court on Monday said that it will hear, on September 9, the plea of the Delhi government challenging the Delhi High Court’s decision on the power and position of the Lt. Governor. The Arvind Kejriwal government had challenged the Delhi High Court verdict that Lt. Governor was the administrative head and had the final word in the governance of the national capital of Delhi. A bench of Chief Justice T.S. Thakur and Justice D.Y. Chandrachud set the date for hearing the plea that the Lt. Governor was obliged to act on the aid and advice of the council of ministers after senior counsel Gopal Subramaniam mentioned the matter for an early hearing on Monday. The Kejriwal government had on September 2

New Delhi, Sep 5 (PTI): Sedition or defamation cases cannot be slapped on anyone criticising the government, the Supreme Court Monday said in a clear message. “Someone making a statement to criticise the government does not invoke an offence under sedition or defamation law. We have made it clear that invoking of section 124(A) of IPC (sedition) requires certain guidelines to be followed as per the earlier judgement of the apex court,” a bench of Justices Dipak Misra and U U Lalit said while refraining from saying anything further on the issue. The observation came as Advocate Prashant Bhushan, appearing for an NGO, said sedition was a serious offence and the law on it was being grossly misused for stifling dissent. He cited the examples of sedition charges being slapped on agitators protesting against Kudankulam Nuclear Power Project and cartoonist Aseem

Saint Teresa of India

F

or India and especially the people of Kolkata, no matter which religion one belongs to, the canonisation of Mother Teresa, a Catholic nun, by Pope Francis on Sunday was indeed a moment that will forever be relished and feel proud of her selfless devotion in helping India’s poor and rejected. Pope Francis delivered the formula for the canonization of the Albanian-born nun -- known as the “saint of the gutters” -- before huge crowds of pilgrims gathered in St. Peter’s Square in Vatican City and declared that Mother Teresa has been declared “Blessed Teresa of Calcutta to be a saint.” Prayers were then delivered in a number of languages, including Albanian, Mother Teresa’s native tongue, and Bengali, the language of Kolkata, where a special Mass was celebrated at the Missionaries of Charity Sunday. A prayer was delivered in Chinese for persecuted Christians around the world. Born Agnes Gonxha Bojaxhiu in 1910, Mother Teresa set up her Missionaries of Charity in the slums of Kolkata in 1950 and made her headquarters in then Calcutta city for nearly half a century. Her small figure, often in a white-and-blue sari and sandals, became familiar around the world. She died in Kolkata in 1997 at age 87. Prime Minister Narendra Modi said that sainthood for Mother Teresa is a “memorable and proud moment”, after her canonisation at the Vatican. “As Indians we have to feel proud about the canonisation of Bharat Ratna Mother Teresa. She had dedicated her life for the upliftment of the poor.” In Kolkata, a large number had gathered since early Sunday morning at Mother House for a special mass ahead of the canonisation ceremony at the Vatican. They placed candles and flowers on her tomb in sombre contemplation, but the atmosphere at the headquarters of the Missionaries of Charity, the order that SaintTeresa founded, was also one of celebration. The life of Mother Teresa now Saint Teresa of Kolkata, has been a story of selfless sacrifice and devotion for the helpless, rejected and dying in true obedience to the teachings of Christ. She had won the admiration of the people throughout the globe and for which she was also awarded Nobel Peace Prize for her dedication to the love of God in serving the “poorest of the poor.” It is also not unthinkable, that despite being a doer of the faith and for which she earned the love and respect of people of all faiths while shunning publicity over the selfless devotion to serve the poorest of the poor, Mother Teresa was unjustly criticized and even demonised by those who chose to ascribe motive for her good deeds including liberals and feminists( for her stand on abortion and contraception). By criticising Mother Teresa, for saving thousands of lives, these critics should instead ask why the millions of doctors in the world did nothing to treat the sick, dying, homeless and rejected of Calcutta and if doing voluntary humanitarian service was an offence? To put the matter in perspective, no one who has not contributed anything to society has any right to criticise and condemn people like Mother Teresa who was just one nun for just trying to be a good person and do good deeds. The blame should be placed on those who refused to get involved when their involvement was deeply needed.

DailyDevotion Watching With Jesus Stay here and watch with Me. —Matthew 26:38

“Watch with Me.” Jesus was saying, in effect, “Watch with no private point of view at all, but watch solely and entirely with Me.” In the early stages of our Christian life, we do not watch with Jesus, we watch for Him. We do not watch with Him through the revealed truth of the Bible even in the circumstances of our own lives. Our Lord is trying to introduce us to identification with Himself through a particular “Gethsemane” experience of our own. But we refuse to go, saying, “No, Lord, I can’t see the meaning of this, and besides, it’s very painful.” And how can we possibly watch with Someone who is so incomprehensible? How are we going to understand Jesus sufficiently to watch with Him in His Gethsemane, when we don’t even know why He is suffering? We don’t know how to watch with Him— we are only used to the idea of Jesus watching with us. The disciples loved Jesus Christ to the limit of their natural capacity, but they did not fully understand His purpose. In the Garden of Gethsemane they slept as a result of their own sorrow, and at the end of three years of the closest and most intimate relationship of their lives they “all…forsook Him and fled” (Matthew 26:56). “They were all filled with the Holy Spirit…” (Acts 2:4). “They” refers to the same people, but something wonderful has happened between these two events— our Lord’s death, resurrection, and ascension— and the disciples have now been invaded and “filled with the Holy Spirit.” Our Lord had said, “You shall receive power when the Holy Spirit has come upon you…” (Acts 1:8). This meant that they learned to watch with Him the rest of their lives.

(The Matikhrii village massacre)

(Message by Gen, (Retd) Thinuoselie M. Keyho, president NNC.)

I

am grateful to the Almighty God and I give all glory to Him for the life He has given me to be able to share about the Indo-Naga Ceasefire with our people today. The Indo-Naga saga is one of mystery and wonder. I have learnt from our leaders that in the past, the Indian Father of the Nation, Mahatma Gandhi understood about the Nagas and wanted the Nagas to be free, but before this could materialise he was unfortunately killed by his own people. An opportunity was lost. The then Indian Prime Minister, Pandit Jawaharlal Nehru did not like the Nagas. He did not listen to the rights of the Nagas and tried to suppress it. It is said that once in the presence of a Naga delegation he angrily hit the table with his fist and said. “Even if heaven falls, or the earth breaks into pieces or blood flows throughout the whole of India, I or for that matter anyone, as long as there is a Prime Minister of India, Nagas will not be given Independence.” If he really said this it is not suitable for him. Can a Prime Minister of any country say such harsh words? May be God had hardened his heart. Nehru sent Indian soldiers to invade Nagaland, intrude our homes, persecuted and tortured our people without any valid reasons, our women abused and molested, wilful destruction of our goods and properties and took the lives of many of our people. Because of which the Nagas were compelled to rise up with arms against the Indians. But it is said that in late 1964 when a proposal for Indo- Naga Ceasefire was brought to him, he gladly endorsed it. Not only this, it was said that he personally wanted to conduct the Peace Talk. This made the people to really wonder at the Prime Minister’s sudden change of heart. We thought since he had learnt something, we expected thathe would decide something but he died before the Ceasefire came into effect. In this also we lost a very good opportunity. We were also very happy that the Government of India was going to have a Ceasefire with the Federal Government of Nagaland. Nagas starting from zero to that of signing a Ceasefire Agreement with Government of India was regarded as ample rewards for our sacrifices and effort; they have indirectly given us recognition. On top of this, it has already granted the “Nagaland State,” and to supersede all

these, was going to have dialogue with us. We also believed that India was really sincere and wanted to solve the issue positively attended the Talk. In the First Round of Talks I was also one of the delegates of the Federal Government of Nagaland. Among the Three of us who attended I am the only one surviving today as my two friends, Mr. Zashei Huireand Mr. Isak Chishi Swu are no more with us. Why did the Peace Talk fail? There may be many reasons, but to me it was the attitude of the Indians, their approach was not good. They were too proud and thought highly of themselves while they did not consider the Nagas as human beings and ill treated us. There was no sincerity nor do they seriously think it is necessary on their part to solve the issue, but for the time being just making things easy to make Nagas lazy and weaken us in order to control us, using divisive policy and delaying tactic. They do not understand the Nagas. This is both good and bad. Had they understood the Nagas, the Naga issue would have been solved long before, but the inability to solve the issue even after so many years is only because they do not understand theNagas. After a gap of more than 30 (Thirty) years, in 1997 the Government of India first signed Ceasefire with NSCN (IM). Then in 2001, signed Ceasefire with NSCN (K), after that with NSCN (U) and NSCN (R) but the” Peace Talk” is being held only with NSCN (IM). What does this mean? How many times or with how many people will they sign the Ceasefire with? During the 1964 Ceasefire there was unity among the Nagas. The people’s mandate was also there. How can the Issue be solved now in the absence of unity and mandate? The Government of India can neither fool the Nagas nor the world. The Naga issue is different; victory is not possible by adopting crooked or evil means. Victory cannot be achieved through the use ofarms and guns or physical strength but only by Honesty and Truth. The solution of the Naga issue may be a challenge to the wisdom and statesmanship of the Indian leaders. The Government of India may appear good or bad. Let the Government of India make the choice. But as for us: We Nagas believe that Righteousness and Truth will ultimately Triumph.

n August 14, 1960, the Naga Army attacked Assam Rifle out-post at Thuda (Phor village) in Pochury area. The attack was undertaken by the Eastern Command’s 1st Brigade under the command of Major General Zuheto, along with the then 4th battalion of Pochury Region under the command of Lt. Colonel Thorpa. The monsoon was at its height during the time and all major rivers like Tizu, Lanye and Thethsii were in full spate. The attack was launched after destroying all the six bridges on all the rivers. This was done to stop reinforcement from reaching the besieged army post. As the attack continued into the thirteenth day, ammunitions on both sides were running short and on several occasions the Indian Air Force plane tried to drop relief material and ammunitions but were prevented by the Naga Army. At the same time the Indian Air Force jet fighters strafed the attacker’s positions. An Indian transport plane (Dakota) trying to drop relief materials and ammunitions to the besieged post was shot down by the Naga Army on the 14th day of the siege and crash landed at Zathsii, a paddy field of Meluri village. The Naga Army captured all the 9 (nine) airmen including Flt. Lt. A. S. Singh. This led to a heavy army operation in Pochury area by the Indian Army, who was on a mission to search and rescue the captured airmen, none of whom were ever tortured but were later set free through the Red Cross. In the process of the army operations to rescue the airmen many villages were burnt down and untold atrocities and tortures were inflicted upon the villagers. On September 1, 1960, 6 (six) villagers from Phor village were tortured to death. Their names are Lt. Türachu, Village Chief, Lt. Yutsüchu, Pastor, Lt. Chüpuchu DB, Lt. Yitüchu GB, Lt. Türüchu GB, Lt. Müghazu GB. Again on September 3, 1960 another 3 (three) villagers from Yisi village were beaten to death namely Lt. Mazu GB, Lt. Throchu, Lt. Mazu RP. Two villagers Lt. Yichühu and Lt. Nyupuchu.from Mokie village were also beaten to death. In Laruri village, Lt. Lingsang was buried alive after severe beating. Lt. Nyukhrüsüh

and Lt. Rhorüpa of Meluri village were beaten severely and after which, their heads were chopped-off. Two villages, namely Tsiküzo and Küluopfü, were abandoned due to tortures and humiliations meted out by the Indian army. On 6th September 1960, the Punjab Regiment posted at Kangjang village reached Matikhrii village around 10 am. The entire village was encircled in three rings and all the villagers were ordered to gather in one place. Men folk were separated from women and children. All the men were made to keep jumping and do sit-ups, for more than 5 hours in the scorching sun, naked. Any signs of tiredness were met with kicks and hits with rifle butts. Then just before sunset, Indian army not satisfied with the punishment meted out to the villagers, rounded them up inside the Village chief ’s house and were forced to sit heads down like a lamb being lead to its slaughter. Lt. Thah, the then Village chief, knowing what was in store for them bravely volunteered to sacrifice. He stood bravely for the Naga cause even to his last breath and said “It’s a man’s pride. No surrender, no compromise for our birth right. This sacrifice is to protect our freedom. I shall gladly lay down my life for the Naga future generation.” Then an Indian army jawan, holding a blunt dao chopped off the head of Lt. Pogholo who was first in the line. Witnessing the brutality and horror in front of their eyes and knowing that all of them were going to be killed, one of the villagers managed to escape the execution forcefully. Then one after another heads rolled down separated from the bodies, and in the event a total of nine lives were lost. Their names are Lt. Thah, Lt. Pogholo, Lt. Mezitso, Lt. Pongoi, Lt. Eyetshü, Lt. Zasituo, Lt. Thitu, Lt. Kekhwezu, Lt. Kezükhwelo. The Indian army did not even allow the loved ones to perform last rites and rituals for the dead. All the dead bodies were dumped inside the village chief ’s house and were burnt down to ashes along with the other houses and granaries. The women and children who had fled to the jungle to evade the horror and torture of Indian Army came back the next morning to find the whole village burnt down to

ashes. Lt. Thitu who narrowly escaped from the execution was found by his wife Mrs. Rhiitariih with three cuts on the neck, stomach slashed and intestines thrown out. He quoted “Love, tell my beloved children the sacrifice I have borne for them and I am waiting to die in your lap with a cup of water” and after drinking, he breathed his last. Another victim Lt. Zasituo, traveling Pastor, was also found almost dead with multiple injuries on his chest and neck. Not long after, he died. Then the horrified women and children with no means simply covered the dead bodies with mud and left for the jungles fearing the Indian army might turn up any time. For days together, the survivors wandered in the deep jungle without proper food and shelter. The wild berries and fruits of the jungle were their only food and means of survival. The only comfort and encouragement they could give to each other was the knowledge of glorious sacrifices made by their men folk. The wild animals and birds of the jungle were their only companions, besides themselves. In extreme conditions of hardships and difficulty, many more precious lives were lost. The Naga Army then came to their rescue. They were given food, shelter and protection. Even today, the nightmares and tragedy of the incident still remain fresh in the mind of the survivors. In this long dispersion and exodus, the survivors entered Burma and stayed with the Naga Army in their camp at Sathi where Gavin Young of London Observer met them in the later part of 1961. In his book “Indo-Naga War”, page 29-30, he wrote that when he met the survivors, there were only a pathetic thirty people. They spent their lives in the wilderness for two and half years. In 1963, village re-establishment took place but normal life could not be restored for many years. The people of Pochury have ever since observed 6th September as “BLACK DAY” in memory of all those who had suffered and laid down their lives for the greater glory and freedom of the Nagas. It is a day of sadness and a day to acknowledgement of the sacrifices made by the martyrs. Er. Joyson Pfithu, President, Pochury Students’ Union

Peace Day or Black Day? Remembering late N. L Kinghen (multi-faceted pioneer among the Lothas) S

C

hildhood and education: Late N. L Kinghen (NchemoLhota) was born in Changpang Village, Wokha District, sometime in the month of April 1894. He was the eldest son of Late Shanchow Kinghen and Late Takumpula Longkumtzur Kinghen. His mother Late Takumpula was the first Christian convert from Changpang Village which is the second village to accept the gospel of Jesus Christ in Lotha area. Late Kinghen was admitted to the Impur M. E School and Mission Training on 12-2-1915 and passed Class-VI at the Jorhat Christian H. E. School and finished his studies there in 1924. Author and translator: Right from his student days Late Kinghen took keen interest in literary work such as translation and composing of songs. Some of the books written/translated by him are given below. 1. The Lotha Hymn book (PotsoNthoKhen) was translated by him in 1924, along with Rev. I. E Ngullie of Okotos village. These included 14 songs contributed by Mr.ChumdemoMurry and ChichamoOvung. 2. A small catechism book was translated by Late Kinghen into Lotha dialect and was printed at Baptist Mission press Calcutta in 1928. 3. Late Kinghen authored a book called “ABC SokaphenKako” for beginners in 1938, which was duly approved and published by the Deputy Commissioner Naga Hills Kohima. Every Lotha child was introduced to education through this book and was used in schools till the early eighties. 4. He was co-translator of the AESOP’S FABLES. 5. He was the author of “Assam Osi Naga Hills Geography” which was used as a text book in Middle Schools. Service rendered for the Naga cause 1. Formation of Naga Hill District Tribal Council (NHDTC) 1945. NHDTC was formed in April 1945 on the advice of C.R. Pawsey the then Deputy Commissioner of Naga Hills, with following office bearers: ( a ) P r e s i d e n t - M r. M aya n g NokchaAo (b) Vice President -Mr. N. L Kinghen (NchemoLotha) (c) General Secretary -Mr. T. SakhrieAngami (d) Joint Secretary -Mr. P. SentsiRengma 2. Formation of Naga National Council (NNC) 1946. When from NHDTC to NNC

was formed at Wokha on 20th June 1946, once again Late. N. L Kinghen was elected as Vice President with Mr.AlibaAo as President. 3. Naga Delegation to meet Nehru at Delhi- 18th July 1947 In the Naga delegation to meet Pandit Nehru, in New Delhi the Lotha tribe was represented by Mr. N. L Kinghen and Mr.Tsayio Kikon. After his return from New Delhi NchemoLotha said “everything seemed to be pointing to a declaration of independence”. 4.The Naga delegation met Indian Prime Minster Jawaharlal Nehru at Jorhat on 20-10-1956 in which the Lothas were represented by 1. N.L. Kinghen (PA. to D.C) 2. Khyothungo Ezung (D.B) 3. Pvuchinimo Jungi 4. Nzio Humtsoe 5. Tsurenthung Murry (GB) 6. P. E Ezung Other services rendered Following are some of the public service rendered by Late N. L Kinghen in his capacity as government servant. 1. Late Kinghen was the first gazetted officer among the Lothas. The establishment of Wokha Town in the formative years was solely taken care by Late Kinghen as he was the head of the then Wokha Sub-division from 1946 to 1958, and then 1964 to 1965. He was “The Architect of Wokha Town”. 2. The present Government Higher Secondary School was started by the general public of the whole Lotha area as a private school, under the guidance and leadership of Late Kinghen. He even involved his wife and engaged her as the unofficial key holder of the school office and the school chest. 3. Late Kinghen worked painstakingly for educational advancement of Lothas. During his tenure as Assistant Commissioner-I (presently designated as SDO(C) Wokha, Fr. Larreaand Fr. O’ Haracame to meet him on 8th April 1965 about sorting out differences of opinion with the landowners for opening of a catholic Educational Institution. The attitude of the people toward non-Baptist denominational Christians was not as friendly as it is now and convincing all parties was not an easy task. However with the initiative of Late Kinghen the landowners and the general public agreed to the proposal of opening the Don Bosco School Wokha. Many years later Late Kinghen wrote in his autobiography quote

“The Lothas still hope that this high school will grow into a college in the near future. The predecessors laid the foundation and successors are doing the construction.” 4. In the days when Wokha was under the SDO Mokokchung, a team of Police Officials came to Wokha and earmarked the present Baptist church site as the proposed site of Police Station Wokha. However, Late Kinghen vehemently objected to the proposal and using his official position, allotted an alternative site and thus salvaged the site for the Church. 5. Late Kinghen was a founding member of the Lotha Literature committee and served as its Chairman till his death on 8-9-1978. Service (government) Late N. L. Kinghen served at the Barbhetta Mission Hospital Jorhat from 1933 to 1936. He was then appointed in government service as an assistant in D.C’s office Kohima on 15-04-1936. This was the beginning of a very fruitful and successful span of 33years of government service. (Listed below). 1. Chairman Lotha Tribal Bench Court -1946 to 1953 2. Political Assistant to D.C Naga Hills, Wokha – 1953 to 1958 3. Administrative Officer D.C’s Office Kohima- 1958 to 1959 4. Assistant Commissioner –II Kohima – 1959-64 5. Assistant Commissioner – I (S.D.O Civil) Wokha – 1964 to 1965 6. Additional Deputy Commissioner and Additional District Magistrate, Tuensang- 1965 to 1968 7. Deputy Secretar y (R) Home Deptt. – 1968 to 1969 8. Retired as Additional D.C 24.6.1969. The proof of Late Kinghen’s selflessness can be established in the fact that he does not own even an inch of government land allotted in his name anywhere in Nagaland even though he had the authority for 33 years while in government service. The members of the family of Late N. L Kinghen would like to place on record their appreciation and gratitude to the government of Nagaland and the District administration Wokha, for naming the road from Nallah near PisamoTungoe residence to IOC Nallah as N.L Kinghen Road. David Kinghen, On behalf of the children Grand-Children and great grand Children of Late N. L Kinghen.

eptember 6 is being observed every year as Peace Day by the Nagas all over Nagaland, particularly in NBCC churches. Its significance is linked with the historical ceasefire agreement signed between the Government of India and the Federal Government of Nagaland on September 6, 1964. Being the most widely represented church body of the Naga family at that time, and also burdened with the need to stand up and speak out on behalf of the people, NBCC rose to the occasion and formed the Peace Mission to spearhead peace initiative with the following public figures as members: Shri. Jayaprakash Narayan, Shri. Bimala Prasad Chaliha, Rev. Michael Scott. A decision to this effect was taken during the NBCC convention which met at Wokha from January 31 - February 2, 1964. Through the tireless service of its peace emissary, NBCC was instrumental in bringing the two warring parties to sit across the table and ink the ceasefire agreement. This is no mean achievement by any standard given to understand the gravity of the situation during that time. Since then September 6 is being marked in the NBCC calendar and observed every year as Peace Day. This tradition is followed not so much to celebrate its achievement of having successfully brokered the peace deal as the need to impress upon its citizens to continue to work more sincerely and wholeheartedly towards the realisation of a realistic and tangible experience of peace. September 6 has another significance for some people living somewhere in the margin of the state. Less known among other Nagas but more solemnly observed by the Pochury Nagas with religious devotion on September 6 is the Black Day. Calling to mind the maiden speech of Jawaharlal Nehru on August 15, 1947, the first Prime Minister of free India, who, in the middle of the night, said, “...in the dead of the night when the world sleeps, India will rise to freedom...”, paradoxically it is a reality that when the rest of the Nagas sleep in peace on September 6, the people of Pochury shall wake up to another Black Day of sadness and suffering. Memories die hard. Memories of the sacrifice offered by the Pochury people at the altar of Naga struggle for emancipation from alien domination are relived and re-

membered with patriotic pride every year on September 6. Today many might not know the circumstances leading to the massacre of Matikhrü villagers on September 6, 1960 and the declaration of this day as Black Day. Consequent upon the attack by the Naga armies on the Indian army outpost at Thuda (Phor) on August 26, 1960 in which an Indian Air Force DC.3 carrying army supply was shot down, systematic torture and killing of the innocent villagers began to take place in the neighbouring villages beginning with Phor until finally its culmination was witnessed at Matikhrü on September 6, 1960. Every Pochury village has its own unique story to tell, but the cruel hand of the mighty Indian army that came heavily on the people of Matikhru on September 6, 1960 is beyond comprehension. Decapitated bodies, dismembered limbs, mutilated bodies beyond recognition abound the ghost village. Death, death everywhere and there was not a single soul to bury the death. Juxtaposing Nagaland Peace Day and Pochury Black Day today, two very significant events seemingly contesting for prominence in the calendar of one nation, one wonders whether these two contradictory contenders could in any way be reconciled. Black is emblematic of death and mourning. Peace means life and celebration. Can one die and live or grieve and rejoice at the same time? The question on one’s mind is should we or should we not commemorate Peace Day on Black Day. Like the Hebrews in exile who reasoned with their subjugators as to how they could sing the Lord’s song in a strange land, we too reason how we could forget the carnage of September 6 and betray the trust of our forefathers by not observing Black Day? The people of Pochury choose to observe Black Day on September 6 not in any sense to romanticise suffering or glorify violence. It is also not our intention to stage a protest and oppose peace. We observe Black Day lest we forget the value of peace that has been purchased with the blood of the martyrs. Very importantly, our intention and action is to affirm and make known to the Nagas and the other Indians that a repeat of the September 6, 1960 tragedy should not be allowed to happen again anytime anywhere in our land. AAP leader to file defamation suit, calls charges by MLA ‘baseless’ New Delhi, Sep 5 (IANS): AAP leader Sanjay Singh on Monday vowed to file a defamation case against a party MLA who accused him of “exploiting” women by promising a ticket to contest the Punjab assembly polls. “The charges levelled by (Col. Devinder) Sehrawat against me are baseless and malicious. I will file a defamation case against Sehrawat for spoiling my image,” Sanjay Singh told the media here. He said the allegation was a conspiracy by the Bharatiya Janata Party (BJP) and the Akali Dal against him and the Aam Aadmi Party (AAP) in a bid to derail its campaign in Punjab. “The BJP and Akalis are rattled by the AAP’s success in Punjab as they know we are getting over 100 seats there. The Delhi MLA is being used to defame me and the party,” he added. In a letter to Delhi Chief Minister Arvind Kejriwal, Sehrawat on Sunday said: “I saw disturbing reports about women being exploited in Punjab in return for ticket. The MLAs of Delhi are unaware about what is being done by party representatives in Punjab. “Now the situation is getting indefensible and disgraceful. Action needs to be taken to remove rotten elements.”

“I have written the two letters with full responsibility. I stand by it and will follow it up to finality,” Sehrawat responded on Monday. AAP has emerged as a major player in Punjab, where elections are due early next year. Singh further said that Sehrawat fought three elections on AAP’s ticket and won in the third attempt. He (Sehrawat) -- if he has any morality left -- should tell people what favours he did to the party to get three tickets. “Sehrawat’s allegations are an embarrassment to the daughters and people of Punjab. Such allegations reflect the height of the fall of values in politics,” Singh, who is the party’s incharge for Punjab, said. He stressed that several charges were levelled against him in the past four years but he has “come out clean” from every allegation.

70 injured in fresh violence in Kashmir

SRINAGAR, Sep 5 (Agencies): As the visiting all-party delegation was stationed here on Sunday, fresh violence left over 70 injured and a mini-secretariat partially gutted in south Kashmir, the epicentre of the 58-day-long agitation. Protesters clashed at Pinjoora in Shopian, Ashmuji in Kulgam, Fathpora-Larkipora and Vesu-Qazigund areas in Anantnag and at Drubgam and Tral in Pulwama. More than 70 protest-

ers were injured in violent clashes that ensued attempts by the locals to hold profreedom rallies. Shopian’s mini-secretariat was set afire by protesters after the police disallowed a major rally, reported The Hindu. A Srinagar-based police spokesman confirmed that 10 major incidents of stone pelting were reported from Srinagar, Anantnag, Pulwama, Kulgam, Shopian, Awantipora and Sopore areas. “In Tral, a huge mob pelted stones on the police and security forces. Some of the miscreants when chased away entered a shrine and again started pelting stones from the compound. The police are cautiously handling the situation,” said the spokesman. Hundreds of people offered funeral prayers for Basit Ahmad Ahanger, who died in clashes in south Kashmir on Saturday. Clashes were also reported on the SrinagarJammu Highway. The Valley witnessed a curfew in parts of Srinagar, restrictions in other parts and a complete separatist shutdown for 58th day on Sunday.

SC gives Centre 4 Dist Level Common Teachers’ Nadda to lead weeks to respond Day programme in Dimapur yoga session at vate and government schools WHO conference on triple talaq Staff Reporter under Dimapur district.

New Delhi, Sep 5 (PTI): The Supreme Court, on Monday, granted four weeks time to the Centre to file its reply to a batch of petitions on the triple talaq issue. On September 2, All India Muslim Personal Law Board (AIMPLB) told the Supreme Court that personal laws of a community cannot be “re-written” in the name of social reforms and opposed pleas on issues, including gender discrimination faced by Muslim women in divorce cases. The AIMPLB, in its counter affidavit filed in the apex court, had said the contentious issue relating to Muslim practices of polygamy, triple talaq and nikah halala are matters of “legislative policy” and cannot be interfered with. The Board also said that practices provided by Muslim Personal Law on the issues of marriage, divorce and maintenance were based on holy scripture Al-Quran and “courts cannot supplant its own interpretations over the text of scriptures.” AIMPLB and Jamiate-Ulema had defended triple talaq and said it was part of Quran-dictated personal law which was beyond the ambit of judicial scrutiny.

Air India warns of exemplary action after pilots skip work NEW DELHI, Sep 5 (PTI): Air India today warned of “exemplar y disciplinar y action” against employees “sabotaging” the progress of the national carrier after some pilots did not report for duty in protest against non-payment of allowances and other issues, partially affecting its operations on Sunday. Such acts, especially at this juncture when all are making efforts together to achieve a turnaround in the organisation and focusing on welfare of employees, are “just not acceptable” and shall not be tolerated under any circumstances, Air India Chairman and Managing Director Ashwani Lohani said in a stern message. Recently, there have been delays/cancellations of flights due to indiscipline

by a small section of pilots. Such instances, besides loss of revenue, cause tremendous inconvenience to passengers and lower the image of the organisation, he said. “Such attempts at sabotaging the progress of Air India and also instigating by mischievous elements shall not be tolerated under any circumstances and employees responsible for the same shall be liable for exemplary disciplinary action,” he said. Domestic flight services of the government-owned airline were partially affected yesterday after a section of pilots, owing allegiance to the Indian Commercial Pilots Association (ICPA), decided not to report for duty in protest against allowances, pending issues related to salary and besides alleged denial of weekly-off.

On September 1, the ICPA had flagged continuing pay anomalies in a stronglyworded letter to Air India’s Director (Finance). “Our patience has run thin. We will wait till September 7 for the anomalies in pay and allowances to be corrected and international layover allowance to be paid up to date failing which we will be forced to take any action as deemed fit to safeguard the interests of our members,” ICPA had said. The pilots are also angry over the delay in payment of international crew layover allowance that they are entitled to when flying abroad. Some pilots who fly narrow-body, mainly Airbus A320, aircraft did not turn up for duty on Sunday, affecting operations of around 10 to 12 flights.

DIMAPUR, SEP 5 (NPN): District Level Common Teachers Day programme was held at Christian Higher Secondary School (CHSS) convent hall, here on Tuesday, with Oriental Theological Seminary (OTS) professor, Alongla P. Aier, as guest of honour. In her speech, Alongla P. Aier, said teachers were the role model that young people look up to, saying it was impossible “not to” influence the students they teach either positively or negatively. She said teachers make an impact upon the lives of students for better or worse. Aier pointed that teachers should be committed to their profession despite all the challenges they faced. Expressing concern over the presence of proxy teachers, absentee teachers and so on, she reminded the teachers they were accountable to God Almighty, who has given them the influence and power to mould the lives of the students. Aier also asked the teachers not to forget that they were in the business of making generations progress. Earlier, Prof. Aier gave away certificate of merit and awards to 30 outstanding teachers from primary, elementary, Hindi, high school and higher secondary sections of both pri-

Man uses garbage to cremate his wife BHOPAL, Sep 5 (Agencies): His wife had died of prolonged illness and 65year-old Jagdish Bhil had no money for the cremation. A daily wage labourer, he had only Rs. 250 - one-tenth of the money charged by the crematorium in Neemuch, 350 km from Madhya Pradesh’s capital Bhopal. The crematorium staff had suggested that Jagdish consign the body to the river - an age-old practice by those too poor to afford cremation. But Jagdish was determined that Najo Bai should have dignity in death, reported NDTV. Hours later, the locals found him preparing to dig a pit near the crematorium and they informed the authorities. The Chief Medical Officer of the area offered Jagdish Rs. 1,500 from his own purse.

COLOMBO, Sep 5 (Agencies): Taking cue from Prime Minister Narendra Modi to promote yoga on the global stage, Union health minister J P Nadda is set to lead a 45-minute yoga session on Wednesday at an international conference in Sri Lanka organised by the World Health Organisation (WHO). Health ministers, leaders and experts from at least 11 countries, including Sri Lanka, Bangladesh, Indonesia and Thailand, will participate and do yoga during the session titled ‘Be The Change’. This is the first time that such a session is being organised by the UN agency during its annual regional meeting, which takes place every year to discuss health conditions across the southeast Asia region and review ongoing programmes. In September 2014, in his first address to the UN General Assembly, Modi had pitched for adoption of an International Day of Yoga. Following his proposal, the UNGA adopted a resolution in December that year declaring June 21 as ‘International Day of Yoga’. Since then, the Ayush ministry and the health ministry have given a huge push to promote yoga within India as well as overseas.

No foreign funds for Naik’s NGO without government permission N E W D E L H I , S ep 5 (Agencies): Controversial televangelist Zakir Naik’s Islamic Research Foundation cannot accept foreign funding without seeking the Union Home Ministry’s permission, the government has decided, putting the organisation on what it calls a “prior permission category list.” This is a first step towards canceling permission for Dr Naik’s organisation to receive foreign funds. The ministry has said the foundation’s licence to receive funding under the Foreign Contribution Regulation Act or FCRA was “accidentally” renewed last month,

even though Dr Naik is under investigation for allegedly misusing foreign donations, reported NDTV. He has also been accused by the Bangladesh government of making speeches that could have incited some of the terrorists who attacked a Dhaka cafe in July, killing 20 people. India has promised detailed investigation into Dr Naik’s speeches. “We have suspended three officers, because permission couldn’t have been renewed when the probe was on,” Minister of State for Home Affairs Kiren Rijiju told NDTV last week on the licence being renewed.

NEW DELHI, Sep 5 (PTI): Services sector grew at its fastest pace in over three-and-half years on surge in domestic and overseas orders, but prices remained subdued leaving room for RBI to cut interest rates, a monthly survey showed on Monday. The trend in job market remained muted due to uncertainty regarding the sustainability of the upturn in demand. The Nikkei India Services Purchasing Managers’ Index (PMI), which tracks changes in activity at services sector companies on a monthly basis, stood at 54.7 in August, up from 51.9 in July. This marks an uptrend for 14th straight month. A reading above 50 means the sector is expanding, while a reading below that level means contraction. “Service sector showed upbeat levels of performance in August. New business was the main driver of activity growth, even amid increased competition for new work,” Pollyanna De Lima, economist at IHS Markit, and author of the report said. The level of incoming new work rose at the quickest pace in three-anda-half years and companies mainly linked this to improved market conditions.

Dimapur, Sep 5 (NPN): Bharti Airtel, India’s largest telecommunications services provider, Monday announced the launch of ‘Internet for Full Month’ prepaid data pack at just Rs. 29. The Supreme Court appointed SIT had in the past asked RBI to provide data on advance remittances and export outstanding of more than one year. However, the SIT said the data provided “clearly showed that there are gaps in monitoring trade flows which are used by unscrupulous elements to take out precious capital outside the country, this damaging the fabric of Indian economy”. The SIT feels that the data can be shared only by having one agency such as Central Economic Intelligence Bureau (CEIB) or any other agency, as a data warehouse. “From the said data warehouse, various agencies can gather the relevant information for taking early appropriate action. New Delhi, Sep 5 (PTI): Concerned over gaps in monitoring of trade payments, the SIT on black money has asked Reserve Bank to establish an institutional mechanism to track illicit financial flows and share data with other law enforcement agencies, like enforcement directorate, DRI and CBDT. In a letter to RBI governor on August 11, the Special Investigation Team (SIT) headed by Justice M B Shah (retd) underlined the need for creating a data warehouse from where various agencies can gather relevant information for taking early appropriate action. In the light of “gaps in the regulatory framework”, the SIT has impressed upon RBI the imperative need to establish the institutional mechanism for sharing of data with the RBI in its various data bases with the enforcement authorities. SIT has also asked the Revenue Department to identify a single point agency which could access the database relating to foreign exchange transactions and trade related payments and thereafter disseminate them to various enforcement agencies. SIT feels that for controlling and tracking illicit financial flows out of the country, use of RBI data by various law enforcement agencies, like Enforcement Directorate, Directorate of Revenue Intelligence and CBDT, is of critical importance. The SIT has suggested that RBI gives access to foreign exchange transactions data of all authorised dealers available in Foreign Exchange Transactions Electronic Reporting System (FET-ERS) with other law enforcement authorities.

his Democratic rival, based on their latest national tracking poll, produced in collaboration with Ipsos. Meanwhile Ms Clinton has faced renewed criticism over her handling of classified information while serving as US secretary of state, and her family’s charitable foundation has come under intense scrutiny over donations it accepted. Polling agg regators, which calculate averages of major polls, have shown that Ms Clinton’s lead has been shrinking for the past few weeks. But in contradiction to the two new surveys, those averages still put her ahead of Mr Trump by between three and six percentage points. Larry Sabato, director of the University of Virginia Center for Politics, said he remained convinced Ms Clinton was ahead. “There has been a closing that’s completely natural,” Mr Sabato said. “Every four years, you have two national party conventions that produce a bounce of varying sizes. Clinton got a substantial bounce this year that lasted for a full month. It’s usually gone around Labor Day, and by then we’ll be where we should be, which is right around four to five points [lead for Ms Clinton]”

Illinois, Sep 5 (Agencies): Donald Trump has established a slight lead over Hillary Clinton in the US presidential election race, according to new opinion polls. The Republican candidate had been lagging behind, but may have crept ahead of the Democratic nominee in the last week, the surveys suggested. However, forecasters say Mr Trump’s lead was still within the polls’ error margins and experts emphasised it was too soon to call the election outcome. Survey data released by American polling company Rasmussen Reports showed the lead Ms Clinton had enjoyed for most of the contest had disappeared, and put her behind Mr Trump for the first time since mid-July. The latest weekly White House Watch report by the group, which targets likely voters by telephone and online survey, showed Mr Trump to have the support of 40 per cent of the US electorate, versus 39 per cent who said they supported Ms Clinton. The results are very different to the previous week’s report, which put Ms Clinton at 42% and Mr Trump at 38%. On Friday, Reuters reported the Republican candidate had pulled into a tie with

Xi said the G20 will strive to fulfil its role as a premier forum for international economic cooperation and continue to transform itself from a crisis-response mechanism to a long-term governance platform focusing on mediumand long-term policies and supply-side reforms. “We agree that the transformation concerns the interests of all members and has a great bearing on the future of the world economy. first attack, while police were targeted in the second. The attack took place more than a week after 16 people were killed when militants stormed the American University of Afghanistan in Kabul, in a nearly 10-hour raid that prompted anguished pleas for help from trapped students. Explosions and gunfire rocked the campus in that attack, which came just weeks after two university professors -- an American and an Australian -- were kidnapped at gunpoint near the school. Their whereabouts are still unknown and no group so far has publicly claimed responsibility for the abductions, the latest in a series of kidnappings in the conflicttorn country. The uptick in violence in the capital comes as the Taliban escalate nationwide attacks, underscoring the worsening security situation since NATO forces ended their combat mission at the end of 2014. Afghan forces backed by US troops are seeking to head off a potential Taliban takeover of Lashkar Gah, the capital of the southern opiumrich province of Helmand. The Taliban have also closed in on Kunduz -- the northern city they briefly seized last year in their biggest military victory since the 2001 US invasion -- leaving Afghan forces stretched on multiple fronts.

through reforms in line with the changing realities can the G20 retain its vitality,” he said. He said G20 leaders have reached consensus on a wide range of important topics and a joint communique was adopted, clarifying the development direction, targets, measures of the G20 cooperation. The Hangzhou Consensus was reached on facilitating world economic growth through long-term, comprehensive, open, innovative and inclusive measures, Xi said. The G20 members will support multilateral trading system and oppose protectionism to unleash global trade cooperation potential and reverse the declining trend of trade growth, he said. In the last two days, G20 members, guest countries and international organisations exchanged views on topics including more effective global economic and financial governance, robust international trade and investment, inclusive and interconnected development. They also discussed key issues affecting the world economy, including climate change, refugee, anti-terrorism financing and global public health. Xi said that at the closing meeting the leaders attending the summit decided to point the way and set the course for the world economy. “Facing current risks and challenges in the world economy, we will continue to reinforce macro policy communication and coordination,” Xi said.

Kabul, Sep 5 (AFP): At least 24 people were killed and 91 wounded today in a Taliban double suicide bombing in central Kabul during late afternoon rush hour, the latest assault on the Afghan capital. The carnage near the defence ministry came as the Taliban ramp up their nationwide summer offensive against the US-backed government. The two bombers on foot blew themselves up in rapid succession, in an assault apparently aimed at inflicting mass casualties as government employees left the ministry after work. “The first explosion occurred on a bridge near the defence ministry. When soldiers, policemen and civilians rushed to the scene, there was the second explosion,” defence ministry spokesman Mohammad Radmanish told AFP. Health ministry spokesman Waheed Majroh said the attack left 24 people dead and 91 others wounded, some of them seriously. “The casualties could rise still further,” Majroh said. The Italian-run Emergency Hospital in Kabul tweeted that it had so far received 21 injured people, four of whom died on arrival. President Ashraf Ghani strongly condemned the attack and offered condolences to the families of the victims. “The enemies of Afghanistan have lost their ability to fight the Security and Defense Forces of the country,” Ghani said in a statement. “That is why they are attacking highways, cities, mosques, schools and common people.” Taliban spokesman Zabihullah Mujahid said on Twitter that the defence ministry was the object of the

delighted with the win. “We got what we deserved,” he said. “It looked like it wasn’t going to be our night and it was pretty nerve-wracking at the end, but well done Adam. It was an important win.”

Muller strikes down Norway

looked like England would be frustrated with a re-run of the goalless draw the teams shared in their last clash during the group stage at Euro 2016 in Saint-Etienne in June. England struggled to shrug off familiar problems, controlling the game without looking like winning it even after Slovakia defender Martin Skrtel was dismissed for stamping on Harry Kane in the 57th minute. His departure signalled a period of intense pressure from England with Lallana hitting the post, and substitute Theo Walcott seeing a scrambled effort ruled out for offside, before the Liverpool

midfielder snatched the lastgasp winner. “We didn’t panic, that was the main thing,” said captain Wayne Rooney, who played in his 116th international to become England’s most capped outfield player ahead of David Beckham. “We stuck to our plan and kept our shape. Adam scored the goal to get us off to an excellent start (in the campaign).” Before the game Allardyce, who replaced Roy Hodgson after England’s shock Euro 2016 exit to Iceland, said he would be happy with a point from what he expected to be their hardest qualifying game, so he was

IPC working for Russia’s return to global paralympic body Moscow, Sep 5 (IANS): The International Paralympic Committee (IPC) is working to define a criteria for Russia’s reinstatement in the global organisation, which barred the country from taking part in the upcoming 2016 Summer Paralympics in Brazil. “The IPC is still developing the steps the Russian Paralympic Committee will need to take to meet its membership obligations,” IPC spokesman Craig Spence said on Monday, reports Tass. “By rule, the Russian Paralympic Committee’s suspension will be lifted immediately following the governing board’s determination that the

member is once again able to meet its membership obligations in full,” Spence added. Vladimir Lukin, the President of the Russian Paralympic Committee (RPC), announced last Tuesday that the RPC sent an enquiry to IPC asking to specify the criteria necessary for reinstating Russia’s suspended membership. The IPC decided to bar the whole Russian Paralympic team from taking part in the 2016 Summer Paralympics on August 7. The ruling came on the heels of a report delivered earlier in the summer by the independent commission of the World Anti-Doping Agency (WADA). The commission, led

by Canadian sports law professor Richard McLaren, claimed in particular that a total of 35 doping samples were concealed by Russia of its paralympians between 2012 and 2015. However, it turned out later that not all the stated cases of concealed doping samples concerned the Russian Paralympic Committee (RPC). Nevertheless, the IPC decided on collectively punishing the Russian national team. The RPC filed a lawsuit with the Court of Arbitration for Sport (CAS) on August 15 against the IPC’s decision, but eight days later, the Swiss-based court upheld the ban.

Reigning champions Germany kicked off their qualifying campaign for the 2018 World Cup in impressive fashion as they cruised to a 3-0 win over Norway. Thomas Muller was on target twice while Joshua Kimmich’s first goal for his country crowned an emphatic start to qualifying, as the Germans immediately took their place at the top of Group C. Muller opened the scoring with a second bite of the cherry on 15 minutes after his first shot was blocked and became the provider for Kimmich’s first goal for his country, his shot evading the lunges of two Norway players and nestling into the far corner of Rune Jarstein’s goal. Muller added a third on the hour mark, heading in Sami Khedira’s cross for his 34th goal for his country and allowing Germany to take it easy for the final half hour. Manuel Neuer captained his country for the first time since being named their new captain following Bastian Schweinsteiger’s retirement from international football, but had little to do on a comfortable night.

Australia call uncapped trio for SA tour Sydney, Sep 5 (Agencies): Australia have included a trio of uncapped fast bowlers in an under-strength 15-man squad for their oneday international tour of South Africa. Victoria’s Chris Tremain joins South Australia pair Joe Mennie and Daniel Worrall for the tour which starts with a one-day match against Ireland on September 27 before five games against the hosting Proteas. Pace spearheads Mitchell Starc and Josh Hazlewood have been rested from the series but batsman Aaron Finch was included in Steve Smith’s squad despite breaking a finger in the last one-dayer against Sri Lanka on Sunday. “Chris, Joe and Daniel all had terrific summers last year and have also impressed us during the recent Australia A series with consistent performances,” selectors chairman Rod Marsh said. “They are young players with a bright future who thoroughly deserve their selection and we look forward to seeing them work with (fast bowlers) John Hastings and Scott Boland, who have both performed well for Australia since returning from injury.” Spinner Nathan Lyon, top order batsman Usman Khawaja and all-rounder Moises Henriques have been omitted after being selected in the squad that defeated Sri Lanka 4-1 away.

Dubai, Sep 5 (IANS): India’s Test captain Virat Kohli on Monday retained his second spot while opener Rohit Sharma slipped a place to seventh in the latest One-day International (ODI) cricket batting rankings. Kohli has 813 points, a fair distance behind South African AB de Villiers (887) while compatriot Hashim Amla (778) is third. Rohit has 750 points just ahead of teammate Shikhar Dhawan (737), according to a release by the International Cricket Council (ICC). England batsman Joe Root surged into the top five for the first time after a stellar performance against Pakistan, which earned him the player of the series award. The 25-year-old scored 274 runs in the series, which helped him leapfrog New Zealand’s duo of Kane Williamson and Martin Guptill as well as Rohit into fourth position in the latest player

rankings. England’s Alex Hales has risen four places to reach 20th spot after aggregating 223 runs in the series, including a belligerent 171 in the third ODI. Captain Eoin Morgan has gained four places and is now 24th. The good news for Pakistan was the movement of its captain Azhar Ali and wicketkeeper Sarfraz Ahmed. Azhar’s 208 runs in the series has seen him move up 15 places to 33rd, while Sarfraz, who was the highest run-getter in the series from either side with 300 runs, has moved up 21 places to 39th position. Sarfraz had a productive series with the bat when he scored 55, 105, 38, 12 and 90 in the series. Azhar and Sarfraz are the only two Pakistan batsmen, who featured in the recent series against England, to figure inside the top 50. The next highest Pakistan batsman is Shoaib Malik

in 67th spot. Australia, which scripted a 4-1 series win over Sri Lanka, saw Aaron Finch and George Bailey move up two and three places, respectively. Finch is now 15th while Bailey claims the 17th spot. The bowlers’ table is led by Sunil Narine of the West Indies, while Trent Boult of New Zealand is in the second place. Australian Mitchell Starc jumped two rungs to be third. England’s Adil Rashid has broken into the top 10 for the first time, while fast bowler Chris Woakes has carried his Test form into limited overs cricket by entering the top 20 for the first time. Rashid has been rewarded for his eight wickets in the series with a rise of six places that has put him in 10th position, while Woakes has climbed 13 places to 16th after finishing as the leading wicket-taker in the series with nine wickets.

Adam Lallana celebrates with team mates after scoring a goal against Slovakia during their World Cup Group F qualifier match.

London, Sep 5 (Agencies): England’s Adam Lallana scored his first international goal with the last kick of the game as the visitors beat 10-man Slovakia 1-0 in their World Cup Group F qualifier on Sunday to get new manager Sam Allardyce’s reign off to a winning start. With the referee checking his watch, Danny Rose sent a hopeful low ball into the area for Lallana, who jinked left past a defender and struck a low shot through the legs of goalkeeper Matus Kozacik for his first England goal in 27 games. sive all the match and at 6-6 (in the tiebreak) I didn’t want to miss,” Pouille said after the match. Nadal then dumped his forehand into the net before Pouille struck a decisive forehand winner down the line on the next point to seal the victory.

Sania-Ivan crash out of mixed doubles

Novak Djokovic of Serbia celebrates after his match against Kyle Edmund of Great Britain on day seven of the 2016 US Open. New York, Sep 5 (Agencies): Kyle Edmund’s superb run at the US Open ended in disappointment as the British No 4 was blown away by Novak Djokovic in their fourth round clash. Edmund appeared to be struck by nerves in a packedout Arthur Ashe Stadium as the 21-year-old succumbed 6-2 6-1 6-4 having previously knocked out Richard Gasquet and John Isner. Djokovic brushed off any rustiness - he enjoyed a walkover and early retirement in earlier rounds - to dispel any doubts about his form, although there remain concerns over his fitness after he was forced to call for treatment on his elbow early in the third set. Having played only a little over five hours of tennis so far in the tournament, the Serb now faces Jo-Wilfried Tsonga in the last eight, but he insists he feels in good shape.

“It feels great to play a match. The first complete match I played was a firstround night session,” he said. Edmund only found his game in the third set, but his consolation for an excellent week will be a rise to just outside the top 50 of the world rankings. Djokovic flew out of the blocks, breaking Edmund twice before serving out for the set as the Briton, whose rasping forehand drew gasps from the crowd, seemed impatient to hit winners and committed a series of unforced errors. Djokovic broke again in the first game of the second and once more for 4-0, as the favourite won his 10th game out of 11 to cement his advantage. At the start of the third, however, he called on the trainer to massage his troublesome right elbow and there was some temporary respite for Edmund, who broke twice

to lead 3-2. One blistering forehand offered a glimpse of the Briton’s talent, but it was too little, too late, as Djokovic strolled to victory in one hour and 56 minutes.

Pouille ousts Nadal to reach quarters

French tennis player Lucas Pouille defeated 14-time Grand Slam champion Rafael Nadal over five sets, 6-1, 2-6, 6-4, 3-6, 7-6 (6), to reach the US Open quarter-finals here. “It took everything. I could not dream better than that,” Pouille, the 22-year-old, said of his victory on Sunday. The match lasted four hours and seven minutes and it was decided by a fifth set tie-breaker. In the final-set tiebreak, Pouille held a 6-3 lead, with three match points on his racket before Nadal battled back to level it at 6-all, reports Xinhua. “I was very aggres-

Sania Mirza and her Russian partner Ivan Dodig lost in straight sets to Barbora Krejcikova and Marin Draganja in the second round of the mixed doubles category at the US Open tennis tournament here on Sunday. The top seeded IndoRussian combination could hardly trouble their CzechCroatian opponents, going down 3-6, 4-6 in one hour and five minutes. Barbora and Marin will now take on seventh seeded Americans Coco Vandeweghe and Rajeev Ram in the quarter-finals. In the opening set, Barbora and Marin clinched the early advantage, forcing a service break in the second game. They broke the top seeds again in the fourth game to take a 4-0 lead and held on to their advantage to win the first set. Sania and Ivan started the second set in promising fashion, breaking Barbora and Marin in the second game to take a 2-0 lead. But the Czech-Croatian pair broke back in the very next game before holding their serve to draw level at 2-2. They broke Sania and Marin claimed another service break in the seventh game to take the lead. They took another break in the ninth game to increase their lead to 5-4 before holding their serve to take the set and the match.

SC quashes criminal case against Dhoni NEW DELHI, Sep 5 (PTI): The Supreme Court on Monday quashed criminal proceedings against cricketer MS Dhoni for allegedly hurting religious sentiments by portraying himself as God on a magazine cover. A bench headed by Justice Ranjan Gogoi granted the relief to Dhoni after noting that the trial court in Karnataka erred in summoning the cricketer without following the due procedure of law. “We interfere with the order of the High Court and quash the proceedings including the summoning order against the accused... we have taken note of the complaint and the offence alleged while passing this order” the bench said. On September 14, last

MS Dhoni

year, the apex court had stayed the criminal proceedings against Dhoni on a complaint lodged for allegedly portraying himself as Lord Vishnu on a magazine cover page. The court had also stayed the operation of the order of Karnataka High Court which had refused to stall the criminal proceedings against him. Dhoni had filed the Spe-

cial Leave Petition challenging the Karnataka HC order. The complaint, filed by social activist Jayakumar Hiremath, had alleged that Dhoni was seen on the cover of a business magazine as Lord Vishnu, holding several things, including a shoe in his hands. Taking cognisance of the complaint, the Additional Chief Metropolitan Magistrate (ACMM) had directed registration of a case against Dhoni under section 295 (injuring or defiling place of worship with intent to insult the religion of any class) along with 34 (common intention) of the IPC. Later, the ACMM had issued summons to Dhoni to appear before the court, against which he moved the High Court.

‘2018 WC qualification was never possible for India’

Mumbai, Sep 5 (Agencies): Indian football team head coach Stephen Constantine emphasised on Sunday that beating higher-ranked Puerto Rico on was not an indication that the team has turned things around. Speaking to reporters in the post match press conference, Constantine expressed that his work with the national team was a project in the development stage and that the team was still short on quality to challenge the best. “Just because we won once, it doesn’t mean we are the best team in Asia and that we are going to the World Cup. We need a lot of work and to play away games,”

Constantine said when asked about the performance of his team. The Indian team is in an exceptionally good run of form at the moment with the 4-1 victory over Puerto Rico at Mumbai’s Andheri Sports Complex being the ninth win in the last 11 matches. But Constantine is keeping his feet on the ground despite the excited mood in the dressing room. “I think it’s not important that we won nine from 11 games. I think it’s important that even the games we lost, we learnt from those games and developed.” The British-Cypriot coach also said that his vision

since taking over the national team was still a long way from being fulfilled. The 53-year-old Constantine, who had coached the Indian team from 2002 to 2005, returned for a second stint at the start of 2015, taking over from Wim Koevermans just before the start of the 2018 World Cup qualification round. India failed to qualify for the World Cup and Constantine confirmed on Saturday that he never thought the team had a chance.“When I came, I said in the meeting, “Don’t expect for us to be successful overnight. Don’t expect us to qualify for the World Cup. It’s not going to happen”.

“We lost seven games in those qualifiers. Four of those games we lost 2-1 against much better teams than us. We came from 175 (to 152). “We can’t change things overnight. It’s a process. And we are still in the process.” The next major hurdle in the Indian team’s development process will be to attempt qualification to the 2019 AFC Asian Cup. India will play in the third round of the qualification stage which begins in March 2017. When asked if his team was ready, Constantine said, “The qualifiers are in March. That’s eight months away. That’s a lifetime!”
