Arunachal Gov’s sacking imminent; HM meets Pres NEW DELHI, SEP 7 (AGENCIES): Sacking of a defiant Arunachal Pradesh Governor Jyoti Prasad Rajkhowa seems imminent with union Home Minister Rajnath Singh, who met President Pranab Mukherjee on Wednesday, believed to have conveyed that his continuance in the post has become untenable. During the 20-minute meeting, the Home Minister is learnt to have told the President that the central government has lost confidence in Rajkhowa and the only way to remove him is to “withdraw the pleasure of the President”. Rajnath’s meeting with the President came after Rajkhowa refused to step down despite a nudge by the Centre to put in his papers after the Supreme Court passed serious strictures against him over the dismissal of the Congress government last year. However, it is immediately not known what the President told the Home Minister. Sources said Rajkhowa’s dismissal may come as early as next evening when the twoday special session of the Arunachal Pradesh Assembly, which has been convened to ratify the Goods and Services Tax (GST), gets over. A defiant Rajkhowa had said he would not step down but was ready to be sacked. “I want the President to dismiss me. I will not resign. Let the President express his displeasure...” Rajkhowa said.

Upload FIRs online within 24 hrs: SC to states and UTs

NEW DELHI, SEP 7 (PTI): Supreme Court today directed all States and Union Territories to upload the FIRs on their websites within 24 hours of registration at police stations. A bench comprising Justices Dipak Misra and C Nagappan, however, extended the time up to 72 hours for uploading of the FIRs for those states which are located in difficult terrains where internet connectivity is poor. The apex court exempted the state police authorities from uploading the FIRs on sensitive cases pertaining to insurgency and sexual offences against women and children. The bench also made it clear that the accused cannot take benefit before the courts of law of the fact that FIRs lodged against them have not been uploaded on the website. Initially, it was suggested during the hearing that the states be allowed to upload FIRs on websites within 48 hours. However, the court later fixed the time limit at 24 hours. The direction came on a PIL filed by Youth Lawyers Association of India on the issue. The PIL referred to a decision passed by the Delhi High Court in which the city police was directed to upload the FIRs on its website within 24 hours of being registered. The apex court agreed to the directions of the HC with certain modifications.

All party meet on J&K issue

SAYS No compromise on national sovereignty

(PTI) NEW DELHI, SEP 7 (AGENCIES): The All Party Delegation (APD) that visited Jammu and Kashmir Wednesday pitched for dialogue with all stakeholders which the government reciprocated by saying it was prepared for discussions with all but made no reference to separatists Hurriyat Conference. At the three-hour long meeting of the APD, which visited the state on September 4-5, demands were made for resumption of Indo-Pak dialogue, confidence building measures and a “dual track” approach for bringing peace in the restive Valley. The meeting, chaired by Home Minister Rajnath Singh, who led the delegation, made it clear that there would be no compromise on national sovereignty. The political parties appealed to the people of the state

to shun the path of violence and resolve all issues through dialogue and discussion. “The members of the delegation are of the opinion that there is no place for violence in a civilised society. There can be no compromise on issue of national sovereignty,” the resolution, read out by Minister of State in PMO Jitendra Singh, said. While the resolution requested the central and state governments to take steps for dialogue with all stake holders, Left Parties batted for resumption of Indo-Pak dialogue and announcement of confidence building measures like withdrawal of AFSPA from civilian areas. Without making any reference to separatists including Hurriyat Conference, the APD statement asked the Central and state governments “to take steps for a dialogue with all

stake holders”. While some opposition leaders met Hurriyat Conference leaders lodged in various sub jails, hardliner Syed Ali Shah Geelani refused to meet them. Asked whether separatists would also come under the purview of “stakeholders”, MoS in PMO said the Home Minister is open for dialogue with “all stake holders”. To a similar question, Congress leader in Lok Sabha Mallikarjun Kharge said the separatist amalgamate is part of the “all stake holders”. Yechury said there was no discussion on the performance of Mehbooba Mufti-led Jammu and Kashmir government but leader of All India Majlis-e-Ittehadul Muslimeen leader Asaduddin Owaisi said personally he felt that the PDPBJP government has failed to handle the current situation,

which continued for too long, leading to “the present mess”. “This is not the time to blame. This is the time to work unitedly for bringing peace in Kashmir,” Yechury said. Yechury said government should follow up its Kashmir outreach initiative by taking concrete steps like former Prime Minister Atal Bihari Vajpayee, who had declared a unilateral ceasefire and held talks with militant group Hizbul Mujahideen. Expressing serious concern over the prevailing situation in the state, the APD statement said the members of the delegation were of the view that there is no place for violence in a civilised society. “There can be no compromises on the issues of national sovereignty,” it added. The meeting asked both the governments to take steps to ensure that education institutions, government offices and commercial establishment start functioning normally at the earliest. They requested the government to take effective steps to ensure security for all citizens and provide medical treatment to citizens and security personnel injured in agitation. Yechury and Owaisi said the Home Minister denied that there was a plan to curtail the security provided to separatist leaders.

Zeliang receives award for Environmental Devp

KOHIMA, SEP 7 (NPN): Minister of rural development and REPA, C.L John, on Wednesday stressed on the need to reform the educational system in the state by introducing Nagamese language into the curricula of schools, colleges and universities. The minister asserted that Nagamese should be promoted as there would be “no nation without having common language”. He said “ism” would continue among the Nagas as long as there was no common language. C.L. John said that even the Nagas in Myanmar have agreed to promote Nagamese language. C.L John was speaking at the 37th fresher’s meet of Kohima Law College (KLC) at Red Cross Conference Hall, Kohima. Congratulating the freshers, the minister said lawyers held a big responsibility in the society and advised them to be careful while arguing cases. He added misinterpretation or misjudgement would cost even human life and do more damage to the society. John also urged the law students to be God fearing and to bring positive change in the society. The minister reminded that in spite of all the judgments pronounced

in the courts, there was a final judgment for every individual by God. He said God’s judgement would be severe particularly for these who give false evidence. Further, the minister encouraged the students to join Bar Associations in the neighbouring north east states as that would help them to grow bigger in the profession. He urged law professionals to create legal awareness in the state as many were still unaware of their legal rights. KLC principal, Visevonuo P. Pienyu, in her brief address, welcomed the freshers and emphasised on the need to create legal awareness among the citizens. She said ignorance of law cannot be excused but punishable. She reminded that lawyer’s duty was to strive for the injustice as ‘we’ live in a world where justice was just a word. KLCSU president, Laknyei Phom, in his presidential address, appealed to the state government to establish Government Law College in the state. He said students from poor economic background could also avail the opportunities to study law in the state if the government law college was set up. The programme was chaired by KLCSU vice president Hikavi H. Kinimi.

DIMAPUR, SEP 7 (NPN): Reacting to the noncooperation move by Aghunato public, NSCN (K) MIP in a press note stated that the “public did not just converged by itself and declared noncooperation to NSCN/GPRN for the latter’s attack on Indian occupational forces”. MIP said some elements instead of focusing on the unresolved issue-- 70 years of Indo-NagaMyanmar political conflict and the sacrifices made by NSCN for sovereignty, took advantage of the public’s longing for peace and tranquility in the area and “manipulated the emotional situation and architectured the non-cooperation declaration”. MIP said “security forces in an unprovoked attack gunned down one innocent civilian and injured another civilian at Aghunato Area last year in November 2 in which two NSCN workers were also killed”. MIP said despite offensive combing operations continuing in the area, the architectures of non-cooperation seemed to have ignored the actual sustained provocative actions of the security forces responsible for NSCN’s retaliation. It said over a dozen “NSCN workers were arrested, tortured, imprisoned and killed under Zunheboto district by security forces during the last 18 months”. However, MIP said NSCN had been maintaining maximum restraint and avoiding confrontation in the district to ensure public safety. This, MIP said had emboldened the occupational forces to adopt more aggressive posture in the area. (Cont’d on p-5)

Now, access driving licence on your mobile NEW DELHI, SEP 7 (PTI): Citizens will now be spared from the hassle of carrying physical driving licences and vehicle registration certificates (RCs), which can be accessed online or on their mobile phones using DigiLocker. Launching the integration of DigiLocker with the Driving Licence and Vehicle Registration system of the ministry of road transport and highways today, Union minister Nitin Gadkari said citizens can use these as valid identification at airports too. The digital driving licence and vehicle registration documents will be available on citizens’ cellphones via the DigiLocker mobile app and this will ensure authenticated on the spot verification by various law enforcement authorities like the traffic police. “The system will not only eliminate corruption but is a mega step towards realising Prime Minister’s Digital India drive. The citizens can

use this at airports as valid identity document,” Road Transport and Highways Minister Gadkari said. According to Gadkari, this move is vital for the transport sector where 19.5 crore vehicles are registered and there are 10 crore driving licences. “If someone is stopped anywhere, he or she can show driving licence on mobile phone. This will benefit common masses and ensure a corruption free, transparent system devoid of red tapism. Crores of people will benefit,” he said. He said the proposed new motor vehicle legislation will have provisions for online driving licences. The minister said the transport ministry is actively pursuing the digitisation of documents and this will help in enforcement of traffic laws and enhance citizen convenience. He said DigiLocker integration with the ministry will

make available over 19 crore digital vehicle RCs and about 10 crore driving licences in citizens’ DigiLocker accounts and the digitally signed accounts will be at par with the physical certificates as per the IT Act, 2000. IT and law minister Ravi Shankar Prasad, who launched the system along with Gadkari, said there are 21 lakh registered users of DigiLocker. “Technology is a big enabler. Digital India is designed to empower India and Indians,” Prasad said. DigiLocker is a key initiative under Digital India and serves as a platform for issuance of documents and certificates in a digital way, thus eliminating the use of physical documents. Citizens who sign up for the DigiLocker account get dedicated cloud storage space which can be used for storing key documents like voter ID, driving licences and vehicle registration certificates.

DIMAPUR, SEP 7 (NPN): Dimapur police on Wednesday apprehended two Nigerian nationals, while trying to enter the state by road without valid documents, said Addl dy. commissioner of police and PRO in a press statement. PRO said that the two have been identified as Tobias Chizoba Anijunsi and Raymond Chinenyeuba Newze. In this regard, a case has been registered under the Foreigners Act, PRO said.

DIMAPUR, SEP 7 (NPN): Nagaland chief minister, T.R. Zeliang, received an award for Environmental Development during the 4th Edition of the Pangkor Dialogue at Ipoh city in the Malaysian State of Perak, on September 6, 2016. According to a statement issued by media cell, CMO, the award was presented to him in a glittering function attended by hundreds of renowned global leaders, academicians and personalities from various parts of the world. Zeliang was recognised by the Dialogue organisers, Institute Darul Rudzuan in collaboration with the Malaysian Government, for the efforts made by the people of Nagaland for environmental preservation and promotion. Earlier in the day, the chief minister, in his keynote address, narrated the efforts of the Naga people to make Nagaland the Amur Falcon capital of the World and how Nagas, like many South East Asian societies, lived in close proximity and dependent on nature. Receiving the award on behalf of the people of Nagaland, Zeliang thanked the organisers for appreciating and recognising the people’s efforts to conserve and preserve nature. He appealed to the people of Nagaland to continue environmental preservation and development and said that people should cooperate with the government to undertake mass tree plantation every year and preserve available natural flora and fauna.

Dmu police nab 2 Nigerians

DIMAPUR, SEP 7 (NPN): Eastern Nagaland Peoples’ Union Dimapur (ENPUD) has appealed to all the orphanage/destitute homes in Dimapur to intimate to the union regarding the details of the eastern children kept at their institution. A joint press statement, issued by Eastern Nagaland Peoples’ Union Dimapur president M.C Ongbou Chang and general secretary M. DIMAPUR, SEP 7 (NPN): ACAUT Nagaland has invited all the civil society organisations, individuals and other stakeholders to attend a meeting, which is scheduled to be held on September 10, 2 p.m. at Hotel Lake Shilloi, Conference Hall, and share their views on the issue of fuel adulteration. In a press release, media cell, ACAUT Nagaland opined that aspects of the fuel adulteration issue, which was being currently handled by the Special Investigation Team (SIT) constituted by the state government, needed to be thoroughly deliberated with all the civil society organisations and stakeholders for better understanding of the true and correct picture. “Very importantly, the ACAUT being a people’s movement, the opinion of stakeholders is solicited at this critical juncture,” it stated.

Vehicle owners asked to remove tinted films

DIMAPUR, SEP 7 (NPN): Dimapur traffic police has issued a reminder asking all vehicle owners to remove all black/tinted films from the safety glasses of their vehicles. In a press release, addl dy. commissioner of police and PRO reminded on the judgement of the apex court order, which prohibited the use of films of any Visual Light Transmission (VLT) percentage or any material on glass panes and windshields of vehicles. In this regard, PRO said that the Dimapur traffic police during its current drive had removed black films from 549 vehicles so far. The officer has also cautioned that unauthorized use of designated plates and beacon lights, vehicle with UR/AF display plates, would be booked under relevant laws. Further, hospitals and ambulance operators have been informed to give proper instruction to drivers and technicians not to misuse sirens and emergency lights when the vehicles were not carrying patients. Therefore, if anyone found misusing the same would be booked, PRO said.

Swine flu outbreak in Manipur border IMPHAL, SEP 7 (IANS): An outbreak of swine flu in Moreh, a town along the Manipur-Myanmar border, has killed several pigs. The district administration has banned import of pork and piglets from across the border. Locals said on Wednesday that the outbreak was reported a few days ago. One local woman, L. Haokip, who lost all her five pigs, said: “First the pigs lost appetite and then developed lethargy. They showed drowsiness and eventually died.” Locals said they took the pigs to the veterinary hospital in the border town for treatment. However, the veterinarians there told them that there was no medicine or vaccine to contain the outbreak. “The only fridge meant for preserving the vaccines and other medicines went out of order over four years back. When we went seeking help, we saw that some rats were inside the fridge,” an agitated local resident said. K Y M C
