Arunachal Gov’s sacking imminent; HM meets Pres NEW DELHI, SEP 7 (AGENCIES): Sacking of a defiant Arunachal Pradesh Governor Jyoti Prasad Rajkhowa seems imminent with union Home Minister Rajnath Singh, who met President Pranab Mukherjee on Wednesday, believed to have conveyed that his continuance in the post has become untenable. During the 20-minute meeting, the Home Minister is learnt to have told the President that the central government has lost confidence in Rajkhowa and the only way to remove him is to “withdraw the pleasure of the President”. Rajnath’s meeting with the President came after Rajkhowa refused to step down despite a nudge by the Centre to put in his papers after the Supreme Court passed serious strictures against him over the dismissal of the Congress government last year. However, it is immediately not known what the President told the Home Minister. Sources said Rajkhowa’s dismissal may come as early as next evening when the twoday special session of the Arunachal Pradesh Assembly, which has been convened to ratify the Goods and Services Tax (GST), gets over. A defiant Rajkhowa had said he would not step down but was ready to be sacked. “I want the President to dismiss me. I will not resign. Let the President express his displeasure...” Rajkhowa said.

Upload FIRs online within 24 hrs: SC to states and UTs

NEW DELHI, SEP 7 (PTI): Supreme Court today directed all States and Union Territories to upload the FIRs on their websites within 24 hours of registration at police stations. A bench comprising Justices Dipak Misra and C Nagappan, however, extended the time up to 72 hours for uploading of the FIRs for those states which are located in difficult terrains where internet connectivity is poor. The apex court exempted the state police authorities from uploading the FIRs on sensitive cases pertaining to insurgency and sexual offences against women and children. The bench also made it clear that the accused cannot take benefit before the courts of law of the fact that FIRs lodged against them have not been uploaded on the website. Initially, it was suggested during the hearing that the states be allowed to upload FIRs on websites within 48 hours. However, the court later fixed the time limit at 24 hours. The direction came on a PIL filed by Youth Lawyers Association of India on the issue. The PIL referred to a decision passed by the Delhi High Court in which the city police was directed to upload the FIRs on its website within 24 hours of being registered. The apex court agreed to the directions of the HC with certain modifications.

(PTI) NEW DELHI, SEP 7 (AGENCIES): The All Party Delegation (APD) that visited Jammu and Kashmir Wednesday pitched for dialogue with all stakeholders which the government reciprocated by saying it was prepared for discussions with all but made no reference to separatists Hurriyat Conference. At the three-hour long meeting of the APD, which visited the state on September 4-5, demands were made for resumption of Indo-Pak dialogue, confidence building measures and a “dual track” approach for bringing peace in the restive Valley. The meeting, chaired by Home Minister Rajnath Singh, who led the delegation, made it clear that there would be no compromise on national sovereignty. The political parties appealed to the people of the state

to shun the path of violence and resolve all issues through dialogue and discussion. “The members of the delegation are of the opinion that there is no place for violence in a civilised society. There can be no compromise on issue of national sovereignty,” the resolution, read out by Minister of State in PMO Jitendra Singh, said. While the resolution requested the central and state governments to take steps for dialogue with all stake holders, Left Parties batted for resumption of Indo-Pak dialogue and announcement of confidence building measures like withdrawal of AFSPA from civilian areas. Without making any reference to separatists including Hurriyat Conference, the APD statement asked the Central and state governments “to take steps for a dialogue with all

stake holders”. While some opposition leaders met Hurriyat Conference leaders lodged in various sub jails, hardliner Syed Ali Shah Geelani refused to meet them. Asked whether separatists would also come under the purview of “stakeholders”, MoS in PMO said the Home Minister is open for dialogue with “all stake holders”. To a similar question, Congress leader in Lok Sabha Mallikarjun Kharge said the separatist amalgamate is part of the “all stake holders”. Yechury said there was no discussion on the performance of Mehbooba Mufti-led Jammu and Kashmir government but leader of All India Majlis-e-Ittehadul Muslimeen leader Asaduddin Owaisi said personally he felt that the PDPBJP government has failed to handle the current situation,

which continued for too long, leading to “the present mess”. “This is not the time to blame. This is the time to work unitedly for bringing peace in Kashmir,” Yechury said. Yechury said government should follow up its Kashmir outreach initiative by taking concrete steps like former Prime Minister Atal Bihari Vajpayee, who had declared a unilateral ceasefire and held talks with militant group Hizbul Mujahideen. Expressing serious concern over the prevailing situation in the state, the APD statement said the members of the delegation were of the view that there is no place for violence in a civilised society. “There can be no compromises on the issues of national sovereignty,” it added. The meeting asked both the governments to take steps to ensure that education institutions, government offices and commercial establishment start functioning normally at the earliest. They requested the government to take effective steps to ensure security for all citizens and provide medical treatment to citizens and security personnel injured in agitation. Yechury and Owaisi said the Home Minister denied that there was a plan to curtail the security provided to separatist leaders.

Zeliang receives award for Environmental Devp

KOHIMA, SEP 7 (NPN): Minister of rural development and REPA, C.L John, on Wednesday stressed on the need to reform the educational system in the state by introducing Nagamese language into the curricula of schools, colleges and universities. The minister asserted that Nagamese should be promoted as there would be “no nation without having common language”. He said “ism” would continue among the Nagas as long as there was no common language. C.L. John said that even the Nagas in Myanmar have agreed to promote Nagamese language. C.L John was speaking at the 37th fresher’s meet of Kohima Law College (KLC) at Red Cross Conference Hall, Kohima. Congratulating the freshers, the minister said lawyers held a big responsibility in the society and advised them to be careful while arguing cases. He added misinterpretation or misjudgement would cost even human life and do more damage to the society. John also urged the law students to be God fearing and to bring positive change in the society. The minister reminded that in spite of all the judgments pronounced

in the courts, there was a final judgment for every individual by God. He said God’s judgement would be severe particularly for these who give false evidence. Further, the minister encouraged the students to join Bar Associations in the neighbouring north east states as that would help them to grow bigger in the profession. He urged law professionals to create legal awareness in the state as many were still unaware of their legal rights. KLC principal, Visevonuo P. Pienyu, in her brief address, welcomed the freshers and emphasised on the need to create legal awareness among the citizens. She said ignorance of law cannot be excused but punishable. She reminded that lawyer’s duty was to strive for the injustice as ‘we’ live in a world where justice was just a word. KLCSU president, Laknyei Phom, in his presidential address, appealed to the state government to establish Government Law College in the state. He said students from poor economic background could also avail the opportunities to study law in the state if the government law college was set up. DIMAPUR, SEP 7 (NPN): Reacting to the noncooperation move by Aghunato public, NSCN (K) MIP in a press note stated that the “public did not just converged by itself and declared noncooperation to NSCN/GPRN for the latter’s attack on Indian occupational forces”. MIP said some elements instead of focusing on the unresolved issue-- 70 years of Indo-NagaMyanmar political conflict and the sacrifices made by NSCN for sovereignty, took advantage of the public’s longing for peace and tranquility in the area and “manipulated the emotional situation and architectured the non-cooperation declaration”. MIP said “security forces in an unprovoked attack gunned down one innocent civilian and injured another civilian at Aghunato Area last year in November 2 in which two NSCN workers were also killed”. MIP said despite offensive combing operations continuing in the area, the architectures of non-cooperation seemed to have ignored the actual sustained provocative actions of the security forces responsible for NSCN’s retaliation. It said over a dozen “NSCN workers were arrested, tortured, imprisoned and killed under Zunheboto district by security forces during the last 18 months”. However, MIP said NSCN had been maintaining maximum restraint and avoiding confrontation in the district to ensure public safety. Now, access driving licence on your mobile NEW DELHI, SEP 7 (PTI): Citizens will now be spared from the hassle of carrying physical driving licences and vehicle registration certificates (RCs), which can be accessed online or on their mobile phones using DigiLocker. Launching the integration of DigiLocker with the Driving Licence and Vehicle Registration system of the ministry of road transport and highways today, Union minister Nitin Gadkari said citizens can use these as valid identification at airports too. The digital driving licence and vehicle registration documents will be available on citizens’ cellphones via the DigiLocker mobile app and this will ensure authenticated on the spot verification by various law enforcement authorities like the traffic police. “The system will not only eliminate corruption but is a mega step towards realising Prime Minister’s Digital India drive. The citizens can

use this at airports as valid identity document,” Road Transport and Highways Minister Gadkari said. According to Gadkari, this move is vital for the transport sector where 19.5 crore vehicles are registered and there are 10 crore driving licences. “If someone is stopped anywhere, he or she can show driving licence on mobile phone. This will benefit common masses and ensure a corruption free, transparent system devoid of red tapism. Crores of people will benefit,” he said. He said the proposed new motor vehicle legislation will have provisions for online driving licences. The minister said the transport ministry is actively pursuing the digitisation of documents and this will help in enforcement of traffic laws and enhance citizen convenience. He said DigiLocker integration with the ministry will

make available over 19 crore digital vehicle RCs and about 10 crore driving licences in citizens’ DigiLocker accounts and the digitally signed accounts will be at par with the physical certificates as per the IT Act, 2000. IT and law minister Ravi Shankar Prasad, who launched the system along with Gadkari, said there are 21 lakh registered users of DigiLocker. “Technology is a big enabler. Digital India is designed to empower India and Indians,” Prasad said. DigiLocker is a key initiative under Digital India and serves as a platform for issuance of documents and certificates in a digital way, thus eliminating the use of physical documents. Citizens who sign up for the DigiLocker account get dedicated cloud storage space which can be used for storing key documents like voter ID, driving licences and vehicle registration certificates.

DIMAPUR, SEP 7 (NPN): Dimapur police on Wednesday apprehended two Nigerian nationals, while trying to enter the state by road without valid documents, said Addl dy. commissioner of police and PRO in a press statement. PRO said that the two have been identified as Tobias Chizoba Anijunsi and Raymond Chinenyeuba Newze. In this regard, a case has been registered under the Foreigners Act, PRO said.

Zeliang, received an award for Environmental Development during the 4th Edition of the Pangkor Dialogue at Ipoh city in the Malaysian State of Perak, on September 6, 2016. According to a statement issued by media cell, CMO, the award was presented to him in a glittering function attended by hundreds of renowned global leaders, academicians and personalities from various parts of the world. Zeliang was recognised by the Dialogue organisers, Institute Darul Rudzuan in collaboration with the Malaysian Government, for the efforts made by the people of Nagaland for environmental preservation and promotion. Earlier in the day, the chief minister, in his keynote address, narrated the efforts of the Naga people to make Nagaland the Amur Falcon capital of the World and how Nagas, like many South East Asian societies, lived in close proximity and dependent on nature. Receiving the award on behalf of the people of Nagaland, Zeliang thanked the organisers for appreciating and recognising the people’s efforts to conserve and preserve nature. He appealed to the people of Nagaland to continue environmental preservation and development and said that people should cooperate with the government to undertake mass tree plantation every year and preserve available natural flora and fauna.

Vehicle owners asked to remove tinted films

DIMAPUR, SEP 7 (NPN): Dimapur traffic police has issued a reminder asking all vehicle owners to remove all black/tinted films from the safety glasses of their vehicles. In a press release, addl dy. commissioner of police and PRO reminded on the judgement of the apex court order, which prohibited the use of films of any Visual Light Transmission (VLT) percentage or any material on glass panes and windshields of vehicles. In this regard, PRO said that the Dimapur traffic police during its current drive had removed black films from 549 vehicles so far. The officer has also cautioned that unauthorized use of designated plates and beacon lights, vehicle with UR/AF display plates, would be booked under relevant laws. Further, hospitals and ambulance operators have been informed to give proper instruction to drivers and technicians not to misuse sirens and emergency lights when the vehicles were not carrying patients. Therefore, if anyone found misusing the same would be booked, PRO said.

Swine flu outbreak in Manipur border IMPHAL, SEP 7 (IANS): An outbreak of swine flu in Moreh, a town along the Manipur-Myanmar border, has killed several pigs. The district administration has banned import of pork and piglets from across the border. Locals said on Wednesday that the outbreak was reported a few days ago. One local woman, L. Haokip, who lost all her five pigs, said: “First the pigs lost appetite and then developed lethargy. They showed drowsiness and eventually died.” Locals said they took the pigs to the veterinary hospital in the border town for treatment. However, the veterinarians there told them that there was no medicine or vaccine to contain the outbreak. “The only fridge meant for preserving the vaccines and other medicines went out of order over four years back. When we went seeking help, we saw that some rats were inside the fridge,” an agitated local resident said. K Y M C

MOKOKCHUNG/ZUNHEBOTO, SEP 7 (NPN): Newly constructed buildings of Government High School (GHS) Sapotimi and Government Middle School (GMS) Kawoto were inaugurated Wednesday in separate programmes. Advisor to Chief Minister, Merentoshi R Jamir while inaugurating the newly constructed GHS Sapotimi has called upon the communities to extend support and contributions to schools as much as it does to churches. Stating that the future of the society lies in running quality schools, Merentoshi called upon the communities to cooperate with the

teachers. He said teachers bear a greater responsibility in shaping the future of a citizen. Lauding the close-knit relationship between the neighbouring villages inhabited by Aos, Sangtams and Sumis, Merentoshi said this could be the trend setter for other Nagas tribes to emulate and live as one. While giving a brief history of the school, Tokugha Sumi said the school was established in year 1930 as a private primary school and later upgraded to Middle School in 1958. He said in the year 1965, the state government recognised the school and was upgraded to high school in the year 2015.

Kawoto Village. In her address, Niholi called upon the inhabitants of the village to support and cooperate with the teachers for the welfare of the students and to provide quality education. WTC informs business community

DIMAPUR: Wokha Town Council (WTC) in a notification has stated that many businessman/businesswoman were in the “habit of bringing/importing second hand clothes/articles from plain area” to Wokha town for sell without obtaining permit from WTC which it said was illegal as per Nagaland Municipal Act of 2001. In a press release, WTC administrator, Hetolu Swu has notified all such businessman/woman of Wokha town to obtain permit from WTC office for bringing and selling such articles without fail to avoid any problem in future. WTC also stated that anybody violating the order would be dealt with seriously and a fine of Rs.5000 shall be imposed/ articles seized or both and no request whatever would be entertained thereafter. It also informed that inspector and supervisors of WTC would conduct checking and shall submit report to the administrator for prosecution against the defaulters.

DIMAPUR: Department of Civil Defence & Home Guards (CD & HG) Wokha conducted an awareness and training programme on disaster management on Wednesday for the inhabitants of Suren Likya, Orchid and GA Project colonies under Wokha town. During the programme, the residents were imparted with basic training on first aid and emergency methods of rescue. A brief lecture was also given on “dos and don’ts during earthquakes” was also delivered. Demonstrations on search and rescue techniques were displayed and practical training was also imparted by the State Disaster Response Force (SDRF). ‘India Diabetes Study’ to be conducted in Nagaland DIMAPUR: Indian Council of Medical Research (ICMR) in collaboration with Madras Diabetes Research Foundation, Chennai has been carrying out a nation-wide study called “India Diabetes Study” and also would cover the North Eastern States of India. A press note by principal director, Dr L. Watikala informed that the study would be conducted in Nagaland through the department of Health and Family Welfare, and would be for a period of nine months. The pilot study would begin from September 8, in Kohima district, covering 50 villages and 50 urban wards throughout the state with total sample size of 4000 individuals. The release stated that the study is the first of its kind and would provide a reliable data on the prevalence of diabetes, pre-diabetes, hypertension,

and common heart diseases. The study subjects would also be benefitted directly through free testing of blood sugar, measurement of height and weight, referral of positive cases to health centres, etc. The field work would be conducted by teams of quality supervisors, field investigators, and field technicians (nurses and lab technicians) who have been locally recruited and trained by ICMR in Chennai and Dibrugarh. KAAC delegates call on new Assam Gov Diphu, Sep 7: A delegation of Karbi Anglong Autonomous Council (KAAC) led by Tuliram Ronghang, Chief Executive Member met his Excellency, the Governor of Assam, Shri Banwarilal Purohit, at Raj Bhawan, Guwahati today. The delegates made the courtesy cell to welcome the newly appointed Governor and honored him with Karbi poho, choi hongthor and jamborong.

Meanwhile, a meeting convened by the state CEO on August 31 had charted out actionable points for poll preparedness, 2017 The meeting along with the state nodal police officers, DEO/DCs, SPs, Addl SPs, and EROs/AEROs had deliberated on issues for enabling and strengthening the various DEO’s office for poll preparedness for the forthcoming general elections to the state legislative assembly, 2017.

IMPHAL, Sep 7: A full bench of the Election Commission of India (ECI) led by Chief Election Commissioner (CEC) Nasim Zaidi will be on a twoday visit to Imphal to review the poll preparedness of Manipur Assembly election due early next year. The commission will review the poll preparedness on September 21 and 22, Manipur Chief Electoral Officer (CEO) Vivek Kumar Dewangan informed reporters during a news conference held in his office chamber on Wednesday. The ECI full bench is visiting the state after the recent visit by a team of the ECI led by its director general. The team had even visited the state on August 11 and 12 last and held review meetings with officials of state election authority, district electoral officers (DEOs), political parties and other stakeholders before taking a decision on holding Assembly election in Manipur. As the term of the current Manipur Assembly is due to end by March 18, 2017 and the general elections is to be held before the expiry of the term, election authority in Manipur had already started preparation for the same. As part of the preparation, state government had

also reallocated posting of 37 junior MCS (Manipur Civil Service) officers after issuing an order in this regard on Tuesday (September 6) as per a direction from the ECI. Twenty-two senior IAS officials posted in Manipur including two reserved have also been appointed as electoral roll observers to oversee and monitor the work of the electoral roll officers (EROs) and booth level officers (BLOs), the state CEO informed today. These officials have been asked to make at least three visits to their assigned Assembly segments to oversee the ongoing National Electoral Roll Purification (NERP) and Special Summary Revision, he added. The CEO called the news conference in connection with publication of draft electoral rolls of all 60 Assembly segments of that state. Making the official announcement of the publication of the latest electoral rolls, the CEO said that there has been an increase of 4256 voters in the revised roll. He said that as per the final electoral roll the total number of voters stand at 18,0,7843 which is against the projected voters 2118794. The latest number of voters is 54.70% . Diphu, Sep 7: Three persons were critically injured when the vehicle they were travelling collided with a truck on NH39 at Poolbari, 2 Kilometers from Bokajan this evening. The incident occurred when the Santro car, number NL-07 9581 bumped into a truck no AS-01 0123 that come up to them from wrong side of the road, according to the bystanders. The injured persons were rushed to the nearby Bokajan CHC by the public. Due to critical condition of the injured persons, they were referred to Dimapur by doctors of Bokajan CHC. The injured persons were identified as Tali Ao, Cho Ao and Asen Ao residents of Mon District, Nagaland. One of the injured persons said that they were going to Duncan Bosti in Dimapur for some work. Meanwhile, Bokajan Police have seized both the vehicles and taken statements from both the parties.

VIENTIANE, SEP 7 (PTI): Prime Minister Narendra Modi today met his Japanese counterpart Shinzo Abe after arriving here and discussed ways to strengthen strategic bilateral ties. “Discussing stronger ties with Japan...PM Narendra Modi meets Japan PM Shinzo Abe,� the Prime Minister’s Office tweeted as the almost 45 minutes-long bilateral talks began. Modi will attend the 14th ASEAN India Summit and 11th East Asia summit tomorrow. He will also have bilaterals with leaders of Myanmar and South Korea. There could be more “pull aside� talks tomorrow with leaders, officials said.

This is Modi’s second meeting with Abe in less than six months. They had met on the sidelines of the Nuclear Security Summit in Washington in April. Earlier, Japan’s Kyodo news agency reported that the two leaders are likely to discuss cooperation in the defence sector. Japan’s maritime selfdefence force and the Indian and US navies conducted Malabar joint maritime security exercises in June and Japanese and Indian defence ministers agreed in July to repeat the joint drill next year. The leaders are also expected to discuss investment and other economic cooperation, the report said.

According to a press release issued from the Rajbhavan on Wednesday evening, the governor has given his nod after due consultation. After unanimously passing the Bill in both the Houses of the state legislature in the recent concluded monsoon session, the government has sent to Rajbhavan for governor’s assent. According to official sources, the government will soon issue a gazette notification after formal clearance from the cabinet. Under the law, all adult members of the family could be arrested if liquor was found stored in any household. Though the tribunal has provided for sharing of distress without giving the operational method or formula, the state released 33 tmcft of water till August on the basis of proportionality as specified by the tribunal. “Ignoring the distress conditions, Tamil Nadu has sought 50 tmcft at the Central Water Commission gauge station at Biligundlu, which is applicable in a normal year and not in a distress year,� a water resources department official told IANS.

PUNE, SEP 7 (IANS): In a major development in the murder case of rationalist Narendra Dabholkar three years ago, the CBI on Wednesday named a right-wing medico as the alleged prime conspirator. The CBI has claimed that the chief conspirator as ENT specialist Virendra Tawde - of Hindu Janajagruti Samiti and also linked with the Sanatan Sanstha. He was arrested on June 10 and is now in judicial custody. It has also identified Vinay Pawar and Sarang Akolkar - both absconders - as Dabholkar’s killers in a 40-page chargesheet filed before a Pune court on Wednesday. “The motive for the murder of Dabholkar was allegedly the long enmity/hatred that existed between the two private organizations headed by Dabholkar in Satara and Tawde in Kolhapur,� the CBI said. Dabholkar, a renowned rationalist and founder of the Maharashtra Andhashraddha Nirmoolan Samiti (MANS), was shot dead on August 20, 2013 while on a morning walk in Pune.

s commented on numerous occasions in this column, the need for improved connectivity by rail and air to and from Dimapur remains largely unfulfilled because of various reasons and chief among which has been a casual approach. The recent statement issued by the Aoyimti Village Council over the issue of providing land for extension of the Dimapur airport at approved rate of compensation again brings to focus the vested interest groups at play. It is yet to be confirmed, but the village council’s claim (or allegation) that the project got stalled because of the highly questionable decision made by the committee on November 28,2009 in rejecting the rate of Rs.450 per square feet that was proposed by the authorities and accepted by the landowners. The AVC further claimed, that when the Deputy Commissioner Dimapur had invited the villagers for a meeting to initiate process for land acquisition and other aspects, the council insisted that the November 28,2009 decision be revoked. When the DC agreed to look into the matter, he directed that the meeting minutes of the SLAA be endorsed to all members. However, according to the AVC, the meeting minutes were untraceable in the office. Thus, there were two issues that had literally sabotaged the airport extension projectthe controversial decision vide letter dated November 28,2009 issued by the Airports Authority of India(AAI) and chief secretary in presence of the chief minister and the parliamentary secretary in-charge tourism and transport. The question that comes to mind, is why did the committee(SLAA) which proposed Rs.450 per square feet make a U-turn on November 28,2009 to come to a decision, that the rate (Rs.450) was too exorbitant? Further, the AVC claimed that they were not given any opportunity to be heard when the committee made the decision. If the allegation made by the AVC is true, then it is indeed very unfortunate that the committee in presence of the chief minister and parliamentary secretary tourism and transport dealt a severe blow against the interest of the public of Nagaland. Dimapur airport is among the oldest in the region and once had a high volume of passengers. Due to step-motherly treatment by the erstwhile Indian Airlines Regional Office Calcutta(now Kolkata), Dimapur airport began to suffer from decreased flights which at one time was reduced from six a week to only thrice a week. The issue of not giving land for development in Nagaland is also an old problem which has to be deliberated. Most of the tribal lands except Dimapur cadastral area are deemed to belong to respective tribes and ownership of land and resources protected by Article 371(A). However, the interpretation or otherwise of Article 371(A), has been used in a negative way and it is time that the government send a strong signal that this clause cannot be misinterpreted in a subjective manner to block all development works which are meant to benefit all the people. The expansion of Dimapur airport should be taken as crucial for economic development and it is time that the state government identifies certain priorities. The state has missed many opportunities in the past due to the short sightedness of its leaders.

Yet some of us are like the Dead Sea, always receiving but never giving, because our relationship is not right with the Lord Jesus. As surely as we receive blessings from Him, He will pour out blessings through us. But whenever the blessings are not being poured out in the same measure they are received, there is a defect in our relationship with Him. Is there anything between you and Jesus Christ? Is there anything hindering your faith in Him? If not, then Jesus says that out of you “will flow rivers of living water.” It is not a blessing that you pass on, or an experience that you share with others, but a river that continually flows through you. Stay at the Source, closely guarding your faith in Jesus Christ and your relationship to Him, and there will be a steady flow into the lives of others with no dryness or deadness whatsoever. Is it excessive to say that rivers will flow out of one individual believer? Do you look at yourself and say, “But I don’t see the rivers”? Through the history of God’s work you will usually find that He has started with the obscure, the unknown, the ignored, but those who have been steadfastly true to Jesus Christ.

Urra Uvie: The Nagas’ Legal Rights Versus the British Claims (Part I)

efore the year 1832, the Nagas were never disturbed by any foreign power, except the Thai invasion in 1228. It appeared that they crossed the Naga territory to enter Assam. While the Ahoms, the descendants of the ethnic Thai people, settled in most part of present-day Assam, portions of it had always belonged to the Naga people. This fact is undeniable: the existence of the Naga traditional boundary within Assam can be materially supported, in addition to the fact that there was the payment of a Naga Khat money to the Naga chiefs until 1962 by the Assam Government. When the British first appeared and intruded into the Naga homeland in 1832, it was, first of all, because they felt the need to open up a direct passage of communication between Assam and Manipur. According to Alexander Mackenzie, a British administrator and historian, majority of their expeditions were designed to bring their officers safely in and out of the Angami country. In other words, their primary intent did not seem to be one of conquering the Naga people or annexing their lands. The second reason of their entry into Naga-land was to persuade the Naga chiefs and their tribes to stop the periodic raids and plunders on the British subjects in Assam. With this in mind, the British government directed E.R. Crange, the Sub-Commissioner at Nagaon, to make survey. But since he could not successfully stop the raids, the British government sent its Military expeditions to the southern part of the Naga Hills from 1839-1850 with a goal of establishing their control over certain Naga areas. As a result, there were intermittent warfare between the British and the Naga people, which lasted for 48 years. Wherever the British conducted their expeditions and made uninvited explorations into the Naga areas, they were met with strong resistance. In 1847, for ex-

ample, Dr. Brown carried out an extensive tour of exploration in the Rengma area, which resulted in a battle between the Rengmas and the British troops. As for the Lothas, they were brought under the control of the British fairly easily, but not without the death of Captain Butler and some British subjects between 1841 and 1878. Among the many Naga battles with the British, perhaps the one that occurred in the eastern Angami area (now renamed as Chakhesang area) stands out as a glaring example. The Kikrüma people challenged the British army to a fight when the latter entered into their territory on February 8, 1851. Not to be cowed down, the British army led by Captain Vincent accepted the challenge and both the parties fought valiantly with each other into the latter part of March. Because of the warlike situation all over the Angami-inhabited areas at that time, the British were unable to set up even a single outpost in the heart of the Angami territory from 1832 to 1879 (Sir Robert Reid). Of course, there is no denying the fact that the Naga villages in the western Nagaland were brought under the administrative control of the British, with its headquarter in Kohima. But strictly speaking, even the Angami territory had never been really conquered by the British, let alone other Naga-inhabited areas of present-day Nagaland. Only the Nagas’ periodic raids on the British subjects in the plains were stopped and certain villages were forced to surrender. But as a people, the Nagas had never surrendered, whether officially or unofficially, to the British people at any point in history. The sovereign republic system of every Naga village, which was somewhat like the city-states of ancient Greece, made that impossible. Put it another way, there was never an en masse surrender or a written record of it to prove otherwise. Although our Naga country was not a nation in the sense the Europeans would

understand nation-state, the Nagas continued to govern themselves according to their own customary laws, and every village continued to remain free and independent as in ancient times. Knowing the wild nature of the Nagas very well, the British also chose to adopt a Non-Interference Policy in the Naga Hills from February 20, 1852 to 1865. Regarding this issue, Lord Dalhousie, Governor General, stated: “This policy was entirely discussed … to take their hills and establish our sovereignty over the savage inhabitants, but possession could bring no profit to us and would be as costly as it would be unproductive.” The British government, therefore, ordered for the withdrawal of their troops from the Naga Hills on political and economic reasons. It was only after 1865 when the Naga hostilities intensified that the British became more militarily aggressive again. To be fair, the unabated Naga raids on British subjects in Assam might have caused the British government to come up with a new policy at this time, since they seemed clearly intent to subdue the Naga Hills by establishing a new administration zone in 1866 at Chumukedima, with John Gregory as the Deputy Commissioner. In other words, sometime between 1866 and 1918, the Colonial Power seemed to have adopted a policy of dividing the western half of the Naga homeland, just as they did to the eastern half as evident in the Treaty of Yandabo, which was signed between the British and the Burmese on February 24, 1862. But the fact that the British started to arbitrarily draw demarcations, or boundary lines by setting up wooden or stone pillars on mounds of soil, within our contiguous homeland without our consent as land-owners speaks loudly of their deceptive mind and illegal action. Yet, they would justify their actions saying that they were only doing these demarcations for the purpose of their own “administra-

n my colony there is a man who is well-qualified in every sense. He is sincere and honest, humble and hardworking. He is benevolent and compassionate, intelligent and talented with great innovative ideas and has a mass following not only in my colony but from all over the town because they see in him the right leadership quality. But if my Ward is taken away by the coming 33% of Women’s Reservation he cannot contest the municipal elections. Whose loss will it be at the end of the day! Think it over. I can also foresee some uneasy consequences in the near future. For example, Mr T R Zeliang is a popular public leader and his supporters wants him to get re-elected again by any means. But if Peren Constituency is allotted next time to 33% Women’s Reservation what would they do. Will he contest next from Aboi or Meluri or from somewhere else? I am sure he wouldn’t like it one bit. Yes, women have come up brilliantly and are at par with men in every which way. Be it civil administration, education, medicine, science and technology and even in security forces. They have already toppled the menfolk in university exams and other competitive exams and proved that they are not the inferior sex anymore. All

these are very encouraging signs. Given a chance, I am sure they will be equally capable and may even outdo men in certain areas in bringing changes and new developments with more innovative ideas and even cutting down the cancer of corruptions. For this they deserve to be i the law-making bodies. The only problem is how to get them into it through a right channel without deprivation of men’s democratic rights. Earlier MLAs from Tuensang and Mon were simply nominated and not elected but they were also conferred the same powers as the rest of the elected MLAs. Is there any chance the state Assembly can work out and formulate a channel so that the womenfolk could enter enter the legislature/ municipality legally without the ‘hassle’ (to put it lightly) of an election so that men will also not be deprived of their rights and opportunity? Another problem; the power of increasing and reducing the assembly seat is not vested with the state. As a layman I can give no solution under the prevailing situation. However, what I fail to understand is their (women’s) self-contradictory demands. In the first place, they want that men and women should be in

equal terms (which is what it is now).Yet, they insist to be recognized as inferiors by 33%. Is it not a backward step? If you (women) really want to be at par with men why not avail this 100% opportunity which is open to all of us. In schools, in universities and in competitive exams you are doing equally and more often better than men without availing a 33% extra advantage. Think it over again. Which means that there is no reason why you can’t do better than the menfolk at the hustings. Elsewhere they are doing it. Are you any different from them? Don’t say you are inferior again! You still have the 100% right to join the fray. That is what democracy is all about, - equal opportunity (to prove unequal talents). Obviously, the Nagas had never given up the ownership right of their homeland to the British. That this was true can be illustrated from a real incident. When a British officer once asked Lhurükhrie of Dapfütsuma Khel as to how big the land of the Kewhima people was, he pointed to the west, the north, and the east. Next, pointing to a thickly forested area on the southwest, adjoining Puliebadze, he said as if that was a “no man’s land” (in Angami language, “Terhuomiara, tekhu-thengoba,” meaning, ghosts’ territory, habitat of tigers and monkeys). So, it was as if the British could have that “no man’s land” for themselves if they wanted to. Thus, both the Nagas and the British had no doubt as to who was the real owner of the land. Now then, let’s ask ourselves some unresolved questions: On what basis could the British government claim that the Naga homeland legally became theirs, which they could give away to anyone they wanted? Or, why have the political and bureaucratic class of the Nagas failed to raise any voice against the arbitrary and illegal actions of the British government till today? If we Nagas have known for a fact that our land has always been ours, why do we stop short of asserting our rights through a proper legal channel? Why do we continue to remain quiet as if we have even lost all our rights to fight in the International Court of Justice and therefore we must learn to accept the arbitrary drawing of demarcations of our homeland by foreigners? Even if the British government cannot undo her mistakes, a legal victory at the highest level will affirm the fact that the rights of the Nagas had been infringed upon and left unresolved. They would still have the problem of finding a market for their men and material but they are oblivious to this fact at present. New Delhi is quite right in demanding a discussion on terrorism before discussing Kashmir. The dialogue which Pakistan has offered can start with terrorism and also embrace Kashmir because they are the two sides of the same coin. The army which calls the shot in Pakistan may have its own agenda but cannot be opposed to a dialogue for normalizing the border bristling with armies of the two countries. India should sort out the problem in Kashmir first before sitting with Pakistan. This can be done by accepting what Sheikh Abdullah, friend of Jawaharlal Nehru, demands. The Sheikh said that India should withdraw all laws that went beyond the scope of the three subjects originally acceded to the Union of India.

NSSE II Exam and backward quota

T

he ongoing tussle between various tribal student unions with regard to NSSE II exam for MBBS, Engineering and others courses is a matter of serious concern and may lead to unprecedented divide within the Naga family if not tackled firmly and at the earliest. While students in other states are busy with admission in their respective allotted institutions, selected/aspiring medical and technical students in Nagaland are still uncertain of the fate and seat allocations, causing heartburns and tensions both for parents and students alike. At this critical juncture the lackadaisical attitude and response of the State government to the serious issue is jeopardizing the career of hundreds of students. I would also like to share my opinion with regard to reservation of seats for backward tribes (BTs) in technical courses. It has been observed that some so-called backward tribes are availing the backward quota seats as well as encroaching on the seats of other tribes through merit basis. This is depriving majority of the other Naga tribes who do not enjoy ‘reservation within reservation’. The state government should make the backward quota reservation policy clear so that no student enjoys double benefit at the cost of thousands of other students. It is also ridiculous to insist on BTs reservation even if the students failed to score minimum marks in the all India level exams for technical courses. Is it justice that those students who qualified through sheer hard work should sacrifice their seats for the sake of backward quota? I would also request the Angami Students’ Union and other student unions to make a comparative study of the population of each Naga tribe and number of state government employees of that particular tribe as against the total population of all Naga tribes and total number of state government employees. If for any backward tribe, the population vis a vis government employees is more or less uniform with other tribes, then the backward tag should be removed. We as concerned parents will not remain mute spectators to the ugly drama being enacted time and again in the name of BT reservation or quota. We are ready to go to court for the sake of justice of our children. The line should be drawn – only BT quota or open competition for all. No more BT quota plus merit quota. Lastly, the verification process being conducted by NSF is pointless and should be stopped as the latter has so far not taken any initiative to address the genuine grievances of the student community at large. With utmost respect to your esteem office, the below mentioned land owners of Zakhama/ Kigwema military camp land owners would like to draw your kind attention, that the present located army camp area measuring 527.091 acres was forcibly requisitioned despite refusal by the villagers to give away their prime land for army occupation, vide deputy commissioner, Kohima notice. NO. REQ/Z/50/64/32277, dated April 1965. In this regard, it is to be mentioned that in due course of time Rs 60/- per acre per annum was agreed to be paid to the affected land owners on the basis to review the existing land rate and extension of lease agreement after every five years. The government of Nagaland recommended to the ministry and the land rent was enhanced from Rs. 60/- to Rs. 200/- per acre per annum with effect from September 1989, thereafter the land rent was not revised till date for more than twenty five years despite repeated request/proposed by the affected land owners which is against as per the existing procedures/ rules for hired land rent to be revised at every intervals of five years. Therefore, the chief minister (chairman of SLAA) is requested to look into the matter at the earliest, thus prevent the possible confrontation between the military authority and the villagers. New Delhi, Sep 7 (PTI): Attaching highest priority to the health of public sector banks, Finance Minister Arun Jaitley on Tuesday said India is not ready for their privatisation and the present characteristics of PSU banks will continue except for IDBI Bank. “We are trying to consolidate some of the banks, which may otherwise find it difficult in a competitive environment... In one case we are thinking of reducing the government stake to 49 percent in IDBI Bank,” the minister said here at the Economist India Summit. Jaitley added that in a consolidated manner they would probably continue to be in the present state. “But I think India still realises that there has been a very important role that some of these banks have performed,” he said. Asked why privatisation in financial space is not taking place, he said, “In order to reach a particular level of reform you have to evolve into that stage of public opinion... In funding large part of social sector in India, public sector banks, despite competition had a far larger contribution.” According to Jaitley, the public or political opinion is still to converge to a point where one can start thinking in terms of any form of privatisation in the sector.

It would also depend on other spending that takes place. During July, August, September because of rains there is some slowdown in expenditure,” he said. The fiscal deficit, which is the gap between expenditure and revenue for the entire fiscal, has touched 73 percent of Budget estimates at the end of July. For full 2016-17 fiscal, fiscal deficit is targeted at Rs 5.33 lakh crore or 3.5 percent of GDP. Lavasa said the fiscal situation on the whole is showing improvement compared to last financial year. “If you look at the revenue receipts, they are showing good bouyancy. So compared to last year, the gross revenue receipts have gone up from Rs 2.15 lakh crore to Rs 2.63 lakh crore that is an increase of Rs 48,000 crore,” he said. Tax revenues have already touched 21 percent of budget estimates, compared to 16.7 percent last year. “Nontax revenues, yes (there is lag) as we had some spectrum user charges last year during first quarter. On the whole, situation is better than last year,” Lavasa said.

New Delhi, Sep 7 (PTI): Gold price zoomed to Rs 31,550 per 10 grams -- a 30month high -- by soaring Rs 450 Wednesday, tracking a solid trend overseas amid increased buying by jewellers to meet rising demand at the domestic spot market. Silver weekly-based delivery went past the Rs 47,000mark by jumping Rs 1,016 to Rs 47,425 per kg on speculative buying while silver ready rallied by Rs 750 to Rs 46,950 per kg. Traders said sentiment perked up after gold built on its biggest daily increase since June and traded near the highest in almost three weeks as the dollar weakened amid diminishing chances of a US interest rate rise in September, boosting demand for safe haven assets. Globally, gold rose 0.2 percent to USD 1,352.16 an ounce in Singapore today after surging 1.7 percent yesterday. Besides, persistent buying by jewellers following pick-up in demand for ornaments at the domestic spot market propped up the upside, they said. In the national capital, gold of 99.9 percent and 99.5 percent purity soared Rs 450 each to Rs 31,550 and Rs 31,400 per 10 grams, respectively, a level last seen on February 26, 2014, when it had stood at Rs 31,500. The precious metal had gained Rs 150 in the previous four days.

The Rs 56,000 crore payout last month for wage arrears to government employees will not upset the fiscal deficit numbers for the April-August period of the current financial year as plan expenditure will shrink during monsoon, Finance Secretary Ashok Lavasa said Wednesday. The government had in July announced that it will pay its employees arrears arising out of implementation of the 7th Pay Commission award at one go in August salary. “Rs 84,000 crore is the liability of 14 months. The bill of Pay Commission recommendations is Rs 7,000 (crore) per month including arrears,” Lavasa told PTI. A Rs 7,000 crore per month outgo towards Pay Commission would translate to Rs 56,000 crore for January-August period. The government has notified a 2.57-time hike in basic salary for 1 crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective January 1, 2016. Asked if the higher onetime outgo on account of arrears would lead to sudden spurt in fiscal deficit, which has already touched 73 per cent of Budget Estimated in April-July, Lavasa said it

New Delhi, Sep 7 (IANS): Indian Railways on Wednesday said that it will introduce flexi fare pricing in its Rajdhani, Duranto and Shatabdi trains from September 9. “The base fares will increase by 10 per cent with every 10 per cent of berths sold subject to a prescribed ceiling limit. There will be no change in the existing fare for 1AC and EC class of travel,” a railway ministry statement said. According to the statement, other supplementary charges like reservation, superfast, catering and service tax will be levied separately. “The changes in fares shall come into force from September 9, while the revised fares will not apply to tickets already issued in advance for journeys to commence on or after September 9,” the statement said. The railways further said that vacant berths left at the time of charting would be offered for current booking. “Tickets under current booking shall be sold at the

As an outcome of the merger, the size of NPAs (nonperforming assets) will obviously swell up, she said, adding that she did not have the numbers ready on that account.

This is one area that is getting a lot of adverse publicity. We will be working with the synergies,” Bhattacharya told IANS, referring to the plans to merge five associates and Bharatiya Mahila Bank. “Obviously, if the same building has branches of three associate banks, it doesn’t make sense to keep them open. Beijing, Sep 7 (PTI): China today vowed to work with other countries in the region to fight terrorism after Kyrgyzstan said a recent suicide bomb attack on the Chinese embassy in the Kyrgyz capital was planned by Uighur militants active in Syria and carried out by the East Turkistan Islamic Movement. “The East Turkistan forces represented by ETIM conducted multiple terrorist activities in and outside China. They have blood all over their hands,” Foreign Ministry spokesperson Hua Chunying told reporters here. “We will firmly strike against them and safeguard the safety of Chinese people in foreign countries. We will work together with other countries to fight against terrorism and safeguard stability of the world,” she said. Hua’s remarks came after the Kyrgyz government identified the al-Qaeda linked ETIM militants -- active in China’s Muslim-majority Xinjiang province -- as the perpetrators of the August 30 attack on the Chinese mission in Bishkek that killed one person

and wounded five others. The Kyrgyz authorities said the attack was organised by Uyghur terrorists active in Syria and affiliated with Jabhat al-Nusra, an Islamist militant group fighting in Syria. Terming ETIM as a well recognised terrorist force, Hua said it has been active in central Asia and Syria posing grave threat to not only to the China but also to other countries. “To fight against ETIM is a core concern of China in the anti-terrorism cooperation with the rest of the world. We will strengthen corporation with other countries to fight against terrorism and safeguard the stability of China, Kyrgyzstan as well as other counters in the region,” she said. Militancy-hit Xinjiang is the home of Uyghur Muslims and has witnessed unrest over the increasing settlements of Hans in the province. Many members of ETIM, who are drawn from Uyghur Muslims in Xinjiang province bordering Pakistanoccupied Kashmir (POK) and Afghanistan, have joined

the Islamic State (IS) to fight in Syria, according to recent reports. China apprehends that many of them may return to carry out attacks in Xinjiang and other parts of the country. While China blamed it for the attack, the ETIM, a shadowy organisation has never claimed responsibility for the attacks. In bid to curtail infiltration, China recently formed Quadrilateral Cooperation and Coordination Mechanism involving Afghanistan-ChinaPakistan-Tajikistan Armed Forces to step up security along the borders. It is not clear why China omitted Kyrgyzstan from the border security mechanism. Besides this the ChinaPakistan border police also launched border patrols along the PoK-Xinjiang borders. China has close security cooperation with Kyrgyzstan which is a member of the Beijing-led Shanghai Cooperation Organisation (SCO). Besides China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan are its members.

Gen Raheel calls Kashmir as Pak’s ‘jugular veins’

General Raheel Sharif Islamabad, Sep 7 (PTI): Pakistan army chief General Raheel Sharif today described Kashmir as Pakistan’s “jugular vein” and said Islamabad will continue to support the people of the Valley on the “diplomatic and ethical” fronts. “We salute the great sacrifices of

the people of Kashmir for their right of self-determination. The solution of the problem lies in the implementation of the resolutions of United Nations in this regard. Pakistan will continue to support Kashmir on the diplomatic and ethical fronts,” said the chief of army staff, addressing a ceremony held at General Headquarters in Rawalpindi to mark the country’s Defence Day. General Raheel said Kashmir was Pakistan’s “jugular vein” and praised people of the Valley for rendering “innumerable sacrifices”. The army chief asserted that “the defence of Pakistan is invincible”. “I want to make it clear to all the enemies that the defence of Pakistan already strong but now it has become invincible,” he was quoted as

US seeks progress of Mumbai attack trail Washington, Sep 7 (PTI) :The US has sought more progress in the trial of 2008 Mumbai terror attacks being held in Pakistan and said it wants to see “accountability and justice” for the 166 people, including six Americans, killed in the incident. “We’ve been very clear that we want to see accountability and justice in the case,” State Department Deputy Spokesman Mark Toner told reporters yesterday. “There were American citizens who lost their lives in those terrible attacks. We’ve long encouraged and pushed for greater counterterrorism cooperation, and that includes the sharing of intelligence between India and Pakistan in that regard,” Toner said in response to a question. “We’re making our concerns clear that they need to go after all the terrorist groups that are operating or seeking (safe) haven on their soil. And that’s been our clear objective for a long time now. We’ve seen progress but we need to see more,” he added. The trial has been underway in Pakistan for more than six years.

33-year-old for India’s thirdhighest civillian honour. Sushil is the only Indian athlete to have won two individual Olympic medals — a bronze in the 2008 Beijing Games and a silver in the 2012 London Games. Besides, he is also a World Championships gold-medallist, a two-time Commonwealth Games gold-medallist and four-time Commonwealth champion. But he missed the Rio Olympics 2016 as Narsingh Yadav was sent for the Games to represent India in men’s 74kg freestyle category. ICC withdraws two-tier test proposal

New Delhi, Sep 7 (PTI): The International Cricket Council on Wednesday withdrew its contentious proposal of having a ‘Two-Tier’ Test system following “vehement opposition” from world’s richest cricketing body BCCI with the support of Sri Lanka, Zimbabwe and Bangladesh. “The two-tier Test system proposal, which was supposed to come up for discussion during the two-day Chief Executives Committee (CEC) meeting in Dubai has been taken off the table keeping in mind the objections raised by four members. The ICC will now look afresh at the whole aspect,” a source in the ICC told PTI today. BCCI president Anurag

Thakur, who has been a vocal critic of this move terming it a detrimental and retrograde step for the financially weaker nations, welcomed the move. “I am thankful to the members of the ICC who understood our viewpoint and agreed to take this proposal off the table. As one of the key stakeholders in world cricket, BCCI would continue to have an inclusive approach and ensure that everyone’s interest and the growth of cricket isn’t compromised,” Thakur, who was at the forefront of the anti Two-Tier format, told PTI today. The Indian Board president said the growth and popularity of the game won’t suffer because of the existing format. “We want to grow

Defending champion Novak Djokovic reached his 10th successive US Open semifinal on Tuesday when Jo-Wilfried Tsonga retired from their quarterfinal match with a left knee injury while trailing 3-6, 2-6. It was the third time in five matches that an opponent’s injury has worked to Djokovic’s advantage, after his walkover into the third round where Mikhail Youzhny retired after just six games. Ninth-seeded Tsonga gave him more of a workout, but even before an apparent left knee injury began to trouble the Frenchman in the second set Djokovic had the match well in hand. The Serbian world number one will face another Frenchman, Gael Monfils, for a place in Sunday’s championship match after the 10th seed pummelled compatriot Lucas Pouille 6-4, 6-3, 6-3. had reached the quarterfinals of the US championships. Tsonga was the highest seed among them, but his challenge ended with a whimper. Down two breaks at 2-5 in the second, he called for the trainer, wincing as his knee was manipulated. A merciless Djokovic then served out the set at love, firing a 118 mph (189.9 km/h) ace -- his first of the contest -- on set point. After Tsonga opened the third set with a double fault he called a halt.

Sania knocked out of women’s doubles NEW YORK, Sep 7 (IANS): Seventh seeds Sania Mirza and Barbora Strycova were beaten 6-7 (3), 1-6 by top seeds Caroline Garcia and Kristina Mladenovic in the women’s doubles quarterfinals of the US Open, thereby ending India’s campaign in the tennis tournament. Sania was India’s last representative at the US Open after Rohan Bopanna and his Canadian partner Gabriela Dabrowski lost in the mixed doubles quarters on Monday. Caroline and Kristina were down 1-4 in the first set as Sania-Barbora got an early break to jump to a 3-1 lead at the Grandstand Court here on Tuesday. Sania, world’s top-ranked doubles player, then held her serve comfortably to consolidate the lead 4-1. Up 5-2, the Indo-Czech pair received two break points to close out the first set but couldn’t produce the killer blow and quickly paid the prize.

BCCI threatens to pull out of CT 2017

NE W DE L HI , S e p 7 (Agencies): The tussle between the International Cricket Council (ICC) and the Board of Control for Cricket in India (BCCI) has taken a new turn with the Indian cricket board is now mulling to pull out of the next year’s Champions Trophy, scheduled to be held in England after being excluded from the ICC’s finance committee meeting held few days ago in Dubai. BCCI secretary Ajay Shirke reacted angrily to the latest ICC snub and termed it as ‘humiliating’. “These are the committees where all the important decisions are taken - finance, commerce and chief executives committee; India not having a representative (in those committees) is a humiliation for us. We will tell the ICC, ‘either you amend this or we will decide what to do to protect India’s cricket interests globally’. It could be anything. We may even not play the Champions Trophy. Better sense may prevail, and we may not reach that stage at all. But there are so many options,” he told Indian Express. The BCCI has reportedly been angry with several latest developments, including ICC’s proposal of a two-tier Test structure and the decision to disband the ‘Big Three’ reforms. However, the ICC gave in to the pressure from the world’s richest cricket body and withdrew the two-tier Test system.
