G U WA H AT I , S EP 7 (IANS): Art of Living (AoL) founder Sri Sri Ravi Shankar on Thursday said that he was in touch with Ulfa’s anti-talk faction led by its commander in chief Paresh Baruah and the NSCN (K) led by Khango Konyak to bring them to the peace process. Addressing media here, the spiritual guru said that besides these two organizations, he is also in touch with several other militant outfits operating in the northeast region. Centre plans WiFi for all panchayats by 2019
N E W D EL H I , S EP 7 (PTI): Centre is giving shape to an ambitious Rs 3700 crore plan in an attempt to cover nearly 5.5 lakh villages with WiFi facility by March 2019, a top Telecom official said. “In September, we expect to put out tender for 2.5 lakh GPs (gram panchayats) to be covered with WiFi by March 2019. This is a big goal. This will mean that if we are able to put out wifi access in literally every GP, 5.5 lakh villages will actually have access to mobile broadband,” Telecom Secretary Aruna Sundararajan said.

To the issue of Rohingya refugees in Myanmar, he said that Prime Minister Narendra Modi had already made the country’s stand clear on the Rohingyas to the authorities in Myanmar. “The issue of the refugees must be solved but the refugees must be treated with dignity till they are able to go back to their own country,” he added. Earlier, The Asian Age report had stated that the NSCN (K) was yet to take a call on joining the peace process. A top NSCN (K) functionary on being contacted by The Asian Age said on condition of anonymity said: “We do receive calls from several sections asking to return to peace saying with our involvement in the process no final settlement can be possible, we have however not taken any decision so far.”
EC on filing of false affidavit by candidates New Delhi, Sep 7 (IANS): The Election Commission on Thursday told the Supreme Court that a candidate who files a false affidavit at the time of filing his nomination paper does not attract disqualification even if convicted for the offence by a court. The Election Commission told the bench of Justice J.Chelameswar and Justice S. Abdul Nazeer that under Section 125A of the Representation of People Act, the total punishment for filing a false affidavit at the time of filing nomination is six months, or fine or both and this is well short of the requirement of minimum of two years of sentence for attracting disqualification under Section 8A of the electoral act. The commission told the court that as a part of electoral reforms, it had, on February 3, 2011, recommended to the Central government to amend Section 125A and enhance the sentence for filing a false affidavit to two years but nothing has been done so far. ANSTA backs govt’s move to revamp Education deptt DIMAPUR, SEP 7 (NPN): All Nagaland School Teachers Association (ANSTA) has come out in support of the state government policy to revamp school education department, saying that the move was a positive step to streamline the department riddled with problems. In a statement, ANSTA president Ponchulo Wanth and general secretary Visato Koso said that the exercise on redeployment of attached teachers to their respective places of posting, checking menace of practicing proxy teachers and appointment of shortage math and science teachers, initiated by the minister of school education Tokheho Yepthomi, were some of the old demands raised by the association. According to ANSTA, the same exercise had been carried out in the past but could not be materialized due to interference by higher ups, bureaucrats, legislators etc. To ensure that such futile exercise was not repeated, it urged upon the minister to be firm on the
decision in executing the proposed policy. The association also made it clear that the move was for total revamping and streamlining of the department and not targeted or against any individual teacher(s). ANSTA therefore, directed all units /sub-units officials to extend all possible help and cooperation to/with the field officers- DEO /SDEO/ HM/AHM etc. of the respective jurisdictions so that the proposed government policy would be implemented in effective manner. Further, on the appointment of math and science teachers, ANSTA has asked the department to take into account the existing rules on reservation of vacancies for ST in Nagaland by reserving 80 percent of the vacancies which are to be filled by direct recruitment. However, in the event of nonavailability of local eligible candidate for the post, a qualified nonNaga may be allowed for appointment to the posts on the contractual basis as per existing norms of the recruitment, ANSTA said.
‘93 blasts: Death for 2, Salem gets life term Mumbai, Sep 7 (PTI): A Mumbai court Thursday awarded death sentence to Tahir Merchant and Firoz Abdul Rashid Khan and life imprisonment to extradited gangster Abu Salem in the 1993 serial blasts case. Besides Salem, the court also sentenced Karimullah Khan to life imprisonment in the case while awarding 10 years’ sentence to the fifth convict, Riyaz Siddiqui. A special TADA court had in June convicted six persons, including mastermind Mustafa Dossa and Salem, in the serial blasts case, 24 years after the attacks left 257 people dead in the country’s financial capital. It, however, let off accused Abdul Quayyum, for want of evidence. This was the second leg of the trial. All the seven accused were facing multiple charges which included criminal conspiracy, waging war against the Government of India and murder. The court, in its June 16 ruling convicting six accused, held that the prosecution had proved that Salem was one of the main conspirators, and he delivered three AK-56 rifles,

‘Blasts verdict shows resolve to fight terror’
BJP hailed the court verdict in the Mumbai serial blasts case, saying it shows India’s unwavering commitment to ensuring that perpetrators of acts of terror do not go unpunished. “At a time when the Modi gover nment has brought terrorism on the top of global agenda, this judgement shows India’s unwavering commitment to ensuring that perpetrators of
such acts of terror do not go unpunished,” BJP spokesperson G V L Narasimha Rao told PTI. He said the judgement also marks justice for the families of over 257 persons, who had died in the blasts. This verdict, Rao said, further strengthens the government’s commitment to fighting terrorism, which is a global menace, in all its forms.

Congress said justice has finally prevailed in the Mumbai serial blasts case and asserted that India is determined to fight terrorism and punish its perpetrators. Congress incharge of communications Randeep Surjewala voiced hope that terrorists Dawood Ibrahim and Tiger Memon will also be punished, after a Mumbai TADA court sentenced two accused to death and handed down life term to two others including Dawood’s aide Abu Salem. “Justice prevails in Mumbai blasts with life imprisonment of Abu Salem. 104 accused convicted so far. Next should be Dawood Ibrahim and Memon,” he said on Twitter.
MGNREGA: Nagaland to implement DBT ANTA, KCCU submit DIMAPUR, SEP 7 (NPN): Along with rest of the country, Nagaland will start implementing the Direct Benefit Transfer (DBT) under MGNREGA beginning from the current financial year 2017. Informing this in a press note, Rural Development secretary, Kelei Zeliang said that the wages of the MGNREGA workers would be directly credited to the individual accounts of the jobcard holders who have actually carried out the works on the basis of Rs.177 per day as daily wage through National Electronic Fund Management System (NeFMS)–Public Financial Management System (PFMS). This would ensure transparency and check corruption at all levels, he added. To avail the benefit, Kelei said every jobcard holder must have a bank account duly linked with Aadhaar, unlike the present practice where wages of MGNREGA workers are paid by cash through the VDBs. He said in
the new system “no cash payment would be possible.” Kelei also informed that if any jobcard holder needs employment, he/she must ask for work from their respective BDOs, who have been designated as PO MGNREGA. “Every job seeker will be given employment within 15 days. On being provided employment and measurement of work taken thereof, muster rolls will be filled and uploaded in the NREGA-Soft MIS,” he added. The concerned PO will prepare the bills, digitally sign them and generate Fund Transfer Order (FTO). Once FTO is generated, Kelei said it would directly go to the Program Division of the Ministry of Rural Development (New Delhi), who will ten sanction and transfer wage amount straight to the workers account through PFMS. “In any case no persondays will be allowed to generate in the MIS unless the jobcard holders do the work.
NPF P&IC refutes allegations against Rio DIMAPUR, SEP 7 (NPN): NPF Press & Information Cell (P&IC) has refuted the statement issued by NPF Media & Press Bureau (M&PB), saying the “amusingly frustrated and un-parliamentary tirades and accusations” in the media against NPF president and Lok Sabah MP, Neiphiu Rio was “sheer jealousy to vilify the commanding image of Neiphiu Rio, representing Nagaland. In a press note, P&IC rather said it was a blessing for Nagaland to have Rio, a veteran politician, as the lone Lok Sabha MP. “Despite his invaluable contributions to Nagaland, for the general public and the party men and women, leading the NPF and its DAN alliance, garnering people’s mandate to such height, for three consecutive general elections; the way the party tortured Neiphiu Rio is excruciatingly unfair,” P&IC stated. with the BJP from NCP? However, P&IC said when BJP supported the majority NPF legislators group, Dr. Shürhozelie immediately severed all ties with the BJP without any second thought. P&IC said it was a fact that over 2/3rd majority of NPF legislators had asked Dr. Liezietsu to step down, “due to the untold hardship faced by the NPF legislators and organisational leaders over the excessively autocratic and dictatorial style of functioning and handling the party by the former president.” However, P&IC said Dr. Liezietsu “did not care to give ear.” After a grace period of 15 days was given to Dr. Liezietsu to resign, P&IC said Rio was urged upon by the majority legislators on July 29, 2017 to take up the responsibility as the NPF interim president, which was accepted by Rio on August 1, 2017.
In this regard, Kelei has asked all MGNREGA workers both under bank covered blocks and unbanked blocks in the State to open their bank accounts immediately. He further informed that the jobcard holders, interested to work at the rate of Rs. 177 perday as their wage, may demand works from the concerned BDOs so that they would be provided works within 15 days. The secretary has therefore directed all the BDOs and junior engineers/SOs to remain in their respective station and assist the jobcard holders. Presently 46,894 active MGNREGA workers have opened their bank accounts linked with Aadhar and are ready for DBT. A total of 1.79 lakh MGNREGA workers have been verified with Aadhar and are in the process of opening their bank accounts. Kelei also informed that the state currently has 4.25 lakh active jobcards with 5.82 lakh active MGNREGA workers.
Taxi driver murder case: NSCN (K) clarifies
DIMAPUR, SEP 7 (NPN): NSCN (K) through its MIP on Thursday said it was extremely disturbed after two of the three arrested persons involved in the murder of Swuduve Nakro, a taxi driver, were identified as NSCN (K) members. To s e t t h e r e c o r d straight, MIP said that the accused Daniel Yimchunger defected to NSCN/GPRN by claiming himself as “sgt. maj” in 2013. He was therefore kept under observation/probation awaiting confirmation by GHQ, but even before the new Naga Army Registration number could be issued, he was arrested by the security forces in Kohima and sentenced to imprisonment. Since then, Daniel had no association with NSCN/GPRN in any capacity, MIP said. “It is also ascertained that Daniel (Cont’d on p-8) was released from the prison
but chose not to join our formation”, MIP said. He was again arrested in 2015 in Kohima and thereafter, his activities remained unknown. Therefore, MIP said that the recovery of tax challans was an implication that he was among many extortionists committing crimes especially in and around Kohima and Dimapur in the guise of NSCN cadre. MIP also clarified that the other accused Toishe Aye, who claimed to be a ‘captain’ of NSCN (K), was “extremely illogical and a very pathetic self-acclamation”. Being an “established regular criminal”, MIP said he was apprehended by Kohima and Dimapur Urban commands of NSCN/GPRN prior to 2015 on several occasions for issuing threats, extortions and committing other petty crimes using NSCN’s name. 3-point charter of demands

KOHIMA, SEP 7 (NPN): All Nagaland Taxi Association (ANTA) on Thursday submitted a three-point charter of demands before the state government through the DC Kohima in connection with the murder of Swuduve Nakro. ANTA has demanded the state government to appoint Shenevolu Nakro, wife of late Swuduve Nakro, in any of the department under grade IV service in order to sustain the family. It also demanded the culprits to be booked under non-bailabe offence. ANTA has also asked the state government to enhance security of taxi drivers so that such incidents do not occur in the future. On Thursday, most of the local taxis in Kohima remained off roads as a mark of protest. ANTA president, Vibasetuo Solo assured that normal taxi service would resume from September 8. Meanwhile, ANTA has expressed gratitude to DC Kohima and officials, Kohima police personnel, Pholami village members, drivers and owners under ANTA and Chiechama youth for extending their support. KCCU demands: Kohima Centre Chakhesang Union (KCCU) had also submitted a three point representation to the District & Sessions Judge, Kohima on Wednesday after its emergency meeting. The representation signed by KCCU vice president, Kuveo Cukhamu and general secretary Shepo Dzudo demanded death penalty to all the murder accused It also demanded that the murder accused should not be granted bail under any circumstances and warned that any person trying to bail the accused would be doing so at their own risk.
