China shows off Covid vax for first time
BEIJING, SEP 7 (AGENCIES): China has put its homegrown coronavirus vaccines on display for the first time, as the country where the contagion was discovered looks to shape the narrative surrounding the pandemic, reports the AP. High hopes hang on the small vials of liquid on show at a Beijing trade fair this week--vaccine candidates produced by Chinese companies Sinovac Biotech and Sinopharm. Neither has hit the market yet but the makers hope they will be approved after all-important phase 3 trials by year-end. Guwahati which is a major air hub for transportation and business centre will be connected to these services on all weekdays. Apart from this, Imphal in Manipur, Aizawl in Mizoram, Dimapur in Nagaland, Agartala in Tripura and Silchar in Assam will get this dedicated freighter’s services. The new services of dedicated air cargo flights are being started by the domestic low cost carrier Spicejet as SpiceXpress. As per the latest information, the cargo services of Spicejet- SpiceXpress will be available on all week days on Kolkata-Imphal and Kolkata-Guwahati Sectors. Kolkata-Aizawl connecting Aizawl-Dimapur-Guwahati will be available on Day 1 and 3 every week. Agartala will get cargo services from Kolkata on Week-Day 2, 4 and 5 of every week and will connect Agartala-Guwahati-Kolkata sector.

Diesel price slashed again DIMAPUR, SEP 7 (NPN): State-owned oil marketing companies (OMCs) reduced the price of diesel, the third such downward revision in last five days. According to IOCL website, diesel prices in the national capital decreased by 11 paisa per litre bringing down price to Rs 73.16 per litre. While diesel prices have fallen, the OMCs have kept petrol prices steady. After today’s rate revision, diesel price in Dimapur fell to Rs.79.03 per lire while in the state capital Kohima the diesel price was lowered to Rs.79.74 per litre. Meanwhile, prices of petrol in Dimapur and Kohima were left unchanged at Rs.87.37 and Rs 88.27 respectively. According to reports, the price of fuel may remain steady or fall in coming days as global crude prices have shown some indication of softening over the expectation of a prolonged demand squeeze over Covid disruptions. Currently, oil marketing companies review domestic petrol and diesel prices on a daily basis, and implement any changes with effect from 6 am every day.

KOHIMA, SEP 7 (NPN): Nagaland chief minister Neiphiu Rio Monday said that his government’s primary focus and vision was to provide quality education to the youths of the state. Rio said this while addressing the foundation stone laying ceremony for the Professional College of Music and Fine Arts (PCoMuFA) at Tsiesema here Monday. The college will be under the Nagaland University. Besides the State lagging behind in many aspects, particularly in education sector, Rio said maximum expenditure was incurred in sending children to good schools and colleges outside
the State that drains the local economy. Hence, setting up world class centres of excellence, model colleges and other institutions would benefit the children, he added. Congratulating the Higher & Technical Education (H&TE) department for bringing in many projects in the State, including the PCoMuFA under Rashtriya Uchchatar Shiksha Abhiyan (RUSA), Rio said the department had implemented 32 projects under RUSA 1.0 and 2.0 at all the colleges of the State that qualified under RUSA. Emphasising studying of music, fine arts, dances, dramas, culture, etc, minutely, Rio remarked that having a professional college,
particularly in the land of festival, would enhance the knowledge of music and fine arts and also attract outsiders to learn Naga culture. He acknowledged the land owners for parting with their land for the college, even as he appealed for public support in the project, reminding the villagers that they would be more benefitted. He also called for ensuring quality construction of the college and insisted the building design should have local motif as this would serve as a symbol to people who visited the college. Insisting on timely completion of construction, the chief minister observed that hardly any project gets completed on time in Nagaland, leading to price escalation. H&TE and Tribal Affairs minister Temjen Imna Along, who too was present on the occasion, asserted that it was a momentous occasion for both the people of the State and the department, even as he expressed gratitude to the chief minister for ensuring that the foundation stone was laid on time. DIMAPUR, SEP 7 (NPN): With 42 fresh COVID-19 cases being reported from the state on Monday, the tally rose to 4220-- 525 active, 3674 recovered, 10 deaths and 11 migrated. In a tweet, Health & Family Welfare minister, S. Pangnyu Phom said 36 new cases were reported in Dimapur and 6 in Kohima.

State seeks fund from NEC India’s COVID-19 for Agri sector tally crosses 42L KOHIMA, SEP 7 (NPN):
PTI: India’s COVID19 tally of cases went past 42 lakh with a record 90,802 people being infected in a day, while 32,50,429 people have recuperated so far, pushing the national recovery rate to 77.30 per cent on Monday, according to the Union Health Ministry data. The total number of coronavirus cases mounted to 42,04,613, while the death toll climbed to 71,642 with 1,016 fatalities being reported in a span of 24 hours, the data updated at 8 am showed. The COVID-19 case fatality rate has further declined to 1.70 per cent. There are 8,82,542 active cases of the infection in the country which comprises 20.99 per cent of the total caseload, the data stated.
In order to give a special focus on the agricultural activities for the overall improvement of the economy, the state government’s Strategic Economic Committee prepared a project which was submitted to the North East Council for funding. Informing this to media persons, High Powered Committee spokesperson and minister Neiba Kronu said that the committee was setup up with a focus on agriculture and allied sectors, in order to prepare a road map to boost the economy. He said that the project was something new, and was hopeful that NEC would approve it. This he said was the only project sent by the state post COVID-19 activities for agri and allied sector. He also informed that a new SOP for this sector was likely to be brought out.

Every person entering Nagaland will be allowed to go for home quarantine if he/she is asymptomatic and on his/her giving an undertaking that he/she has a single room with attached washroom or a washroom conveniently located. Home Quarantine will be allowed at only those locations in the State which has testing facility for COVID-19. The person entering Nagaland may provide his/her details as well as the undertaking online on the website covid19.nagaland.gov.in or he/she may fill up the hard copy of the form/undertaking at the point of entry. The duration of home quarantine will be for 14 days and in case the person remains asymptomatic all through out, there will not be any need for testing and the person will be discharged from home quarantine. The person before commencing the home quarantine will also download the nCOVID Nagaland Visitors App and update his/her health status twice in a day. In case the person does not have suitable room for home quarantining in his/her house, the person may go for institutional quarantine facility maintained by Government. At the institutional quarantine facility, the person will be charged for food at the rate fixed by respective District Task Force. The person may even opt out for hotel/lodge identified by the District Task Force. The duration of quarantine in all case will be 14 days. In case a person desires to lessen his/her period of quarantine or there is a need for doing so because of exigencies, he/she may get tested on payment after 4 days of arrival in the State and on being tested negative, the person will be discharged from quarantine. India successfully test-fires hypersonic missile carrier NEW DELHI, SEP 7 (PTI): India on Monday successfully flight-tested the indigenously-developed hypersonic technology demonstration vehicle (HSTDV), joining a select group of countries having the capability to develop the next-generation hypersonic cruise missiles, officials said. HSTDV, based on hypersonic propulsion technologies and developed by the Defence Research and Development Organisation (DRDO), will help India develop futuristic space assets like long-range missile systems and aerial platforms, they said. HSTDV is capable of powering missiles to attain a speed of around Mach 6 or six times the speed of sound, the officials said, adding only a very few countries like the US, Russia and China have such a

Guidelines for passenger vehicles in Mokokchung
DIMAPUR: In pursuance of government order, the DC Mokokchung Limawabang Jamir has informed the restrictions on interdistrict and intra-district commercial passenger vehicles, to be subject to strict compliance with immediate effect. A press release by DC office Mokokchung stated that consolidated guidelines for commercial passenger vehicles are: In all passenger taxis, there should not be more than two persons sitting on the middle and rear row seats. In case of rear seats being along the length of the vehicle, not more than one person should sit on each of the rear seat. In the front
row seat, there should be only one passenger; Driver, attendant and the passengers should wear masks. Further, the driver/attendant should make mandatory provision for hand sanitizers for use by the passengers; Only passengers wearing mask must be allowed to travel; The commercial vehicles moving for long distances should be mandatorily cleaned and disinfected before the start of every fresh journey with new passengers; Those moving for short distances will also be disinfected regularly by the drivers/ attendants; The rate chart annexed with this order for commercial passenger vehicles shall be strictly

A press release by ENSF president, Hamnyei Angh and assistant general secretary, Khomo P stated that, the upcoming medical college will not only cater to the people in the eastern region of the state but will also benefit people from neighbouring states, including the Nagas and others living along the India-Myanmar border. While the medical college had been the long felt need of the people in eastern areas, the ENSF urged upon everyone to give their best for completion of the college, once the foundation stone was laid and work begins. Police announces Rs.1 lakh reward for any information

IMPHAL, Sep 7: Manipur police have announced a cash reward of Rs one lakh to anyone who provides information on the suspects in the Churachandpur murder and loot case. On September 4, miscreants shot dead an employee of the State Bank of India (SBI), Arambam Ranjan Meitei (37) in front of the Churachandpur branch and looted Rs 1.15 crore. The district police investigating into the case have taken three colleagues of the deceased banker for questioning. On Monday, Churachandpur district police announced the cash reward of Rs one lakh for any individual who can provide information leading to the arrest of culprits responsible for the murder and loot. The convenor of the JAC said that the state government should translate the assurance it has given to the people and JAC within the set deadline. He further sought the cooperation of the people and civil society organisations in their future course of action. Meghalaya to re-open places of worship by Oct Correspondent Shillong, Sep 7: Meghalaya government has decided to re-open places of worship in the State by the first week of October 2020 if the COVID-19 situation improves, Chief Minister Conrad Sangma said on Monday. The Meghalaya government had on June 8, revoked its earlier decision to allow places of worship to re-open from June 14 following a steady rise in positive cases in the State “The government has decided to re-open places of worship in Meghalaya by the 1st week of October 2020 if the COVID-19 situation improves,” Sangma said after a meeting with leaders of different religious leaders under the banner of the Shillong All Faiths Forum (SAFF) at the State Secretariat. The Chief Minister informed that a committee consisting of members from different faith organisations under the banner of Shillong All Faiths Forum (SAFF) headed by Chief Secretary M.S.Rao will be constituted to revise standard operating procedures (SOPs) to be put in place for the same. Meghalaya has so far recorded over 3,000 posi-
tive cases of which 16 have died due to the viral infection. Elaborating on the committee, Deputy Chief Minister, Prestone Tynsong said that the government has directed the Chief Secretary to immediately convene a meeting of the sub-committee within this week and revise SOPs and protocols. The Union Ministry of Home Affairs has allowed social, political, religious functions with a ceiling of 100 persons with effect from September 21. However, Tynsong argued that allowing only 100 people is not reasonable as there are churches that can accommodate more people. Tynsong also said that the COVID-19 has already spread to the community but is still under control. “We are hopeful that by the grace of the Almighty, the situation will improve in the state,” said the Deputy Chief Minister. A draft SOP was also circulated to all religious organisations. Under the guidelines, people above 65 years of age, persons with co-morbidities, pregnant women and children below the age of 10 years weren’t permitted to visit the places of worship.
Foreign cigarettes seized in Mizoram Aizawl/Guwahati, Sep 7 (IANS): In the second such case in a week’s time, 100 cartons of smuggled foreign cigarettes, valued at Rs 1.30 crore, were seized by Assam Rifles in Mizoram’s border Champhai district, officials said on Monday. An Assam Rifles official said that acting on a tip-off, troopers of the central paramilitary force’s 23 Sector raided some houses and makeshift structures at Zokhawthar area in Champhai late on Sunday evening and recovered the cigarettes, smuggled from neighbouring Myanmar. An Assam Rifles release said that a resident of Aizawl was detained in the operation and the contraband and the detainee were handed over to Custom Preventive Force for further investigations and prosecution. However, no arrest has been made so far. A total of 75 boxes of foreign cigarettes worth around Rs 1 crore were seized by Assam Rifles in the Champhai district bordering Myanmar on August 31. “Ongoing illegal drug trades are a major cause of concern for the state of Mizoram,” the release said.
Whereabouts of 5 youths ‘abducted’ by PLA still unknown Itanagar, Sep 7 (PTI): The Arunachal Pradesh police on Monday said that the whereabouts of the five youths from Upper Subansiri district on the SinoIndia border, who were allegedly abducted by China’s People’s Liberation Army, are yet to be known. Five villagers from Nacho area of the district, who went for hunting in a jungle were allegedly kidnapped by the PLA. Engaged as porters and guides by the Army, the youths were reported missing by their families through social media Friday last. Two members of the group returned home and informed the families of the other five that they had been whisked away by the Chinese troops from Sera-7, an Army patrol zone located about 12 km further north of Nacho. Nacho is the last administrative circle along the McMahon line and is around 120 km from the district headquarters Daporijo. Union Minister for Youth Affairs and Sports Kiren Rijiju , who represent Arunachal East Parliamentary constituency, has said that the Indian Army is awaiting word from the Chinese Peoples Liberation Army (PLA) on its ‘hotline
message’ regarding suspected abduction of the five Arunachal Pradesh youths. “The Indian Army has already sent hotline message to the counterpart PLA establishment at the border point in Arunachal Pradesh. Response is awaited,” Rijiju tweeted on Sunday. Tezpur-based Defence spokesman Lt Col Harshvarshan Pande said, “We have alerted our teams and are in constant touch with the civil administration. The SP of Upper Subansiri said that they have not received any missing complaint yet. Earlier, talking about the incident, Upper Subansiri Superintendent of Police (SP) Taru Gussar had said, “We came to know from local sources that five people belonging to the Tagin community were abducted by the PLA from a jungle near Nacho when they were out hunting”. The SP said no one has lodged any formal complaint with the police or the armed forces that guard strategic areas along the Line of Actual Control (LAC) between the two countries. Those allegedly kidnapped have been identified as Toch Singkam, Prasat Ringling, Dongtu Ebiya, Tanu Baker and Ngaru Diri.

DIMAPUR: In view of September month observed as Poshan Maah (national nutrition month), various districts in the state conducted programmes on September 7, with an aim to disseminate awareness on health and nutrition. DIMAPUR: Based on specific information, Dimapur Police intercepted two trucks bearing registration no MN07C4140 and AS01GC0756 and seized 24000 packets of contraband cigarettes from each truck worth over 60 lakhs at retail market. According to Police/PRO, the two persons Md. Alimuddin and Babil Hussain were apprehended with the smuggled items. In this connection, a case was registered at Diphupar Police station. Meanwhile on September 7, Dimapur Police also apprehended two persons Mughabeto Kiba and Anganba Zeliang, while extorting money from auto goods carrier at Hong Kong market area. Cash amounting to Rs 4300 and six extortion slips were seized from their possession and in this connection a case was registered at East Police Station, Dimapur. A continuing debate
T
here are only two ways- failure or successin seeing whether Nagaland’s total liquor prohibition act 1989 is or is not a success. The Act was imposed as a knee-jerk reaction to the persistent demands and ultimatum served on the government by the mothers and students etc. There was no proper debate nor even adequate preparations made to realise the magnitude of the challenges of enforcing a difficult law. One way by which it has been deemed a failure is that the liquor prohibition act has not stopped the inflow of alcohol produced in illicit distilleries or smuggled from other states. This also means that enforcement has not been at its best. However, it would be wise to understand that in the history of prohibition in every state or nation, it has only achieved in driving liquor into an underground item sold at thriving black marketing outlets as well as proliferation of illegal and illicit liquor distilleries. Sale and consumption of liquor in Nagaland has not disappeared and neither has it decreased. Some months back it was estimated by sources that on an average at least ten truck loads of assorted bottled liquor enter Nagaland through Dimapur every day. This follows the demand and supply philosophy; wherein more the demand, higher the prices. Sale of banned liquor is estimated to be worth nearly Rs.200 crore annually. This estimate could be higher. There are a number of ‘liquor barons’ both in and out of Nagaland who are involved in this thriving trade. Be that as it may, what is also a matter of concern is that most of the liquor are imitation or fake brands ‘manufactured’ at nearby Khatkhati or in Arunachal Pradesh. Recently a combined team of Assam Rifles and Nagaland Police busted an illegal liquor distillery in Dimapur. The illegal liquor unit was busted on September 2,2020 at a closed-down mineral water bottling plant which is near the river bank at the outskirt of a village in Chümoudkedima area, some distance away from Dimul Factory and a plastic factory. The distillery was well equipped with distilling, bottling and branding machines. How the distillery went unnoticed by the law as well as public and for how many years, is another story. The busted distillery symbolises how unscrupulous persons are distilling spurious liquor that is harmful to health of the consumers. There were other illicit distilleries in and around Dimapur which were also busted. However busting of illicit distilleries does not seem to have stopped the inflow of liquor. Tragically, there are many cases deaths that have occurred during the decades, related with consumption of spurious alcohol. The cost in terms of deaths is a serious issue. Even the government has to spend more every year towards enforcement while it loses a huge amount as revenue to smugglers and unscrupulous elements involved in illicit distilling of fake brands or spurious liquor. Of course, on the flip side, prohibition has definitely changed the public attitude to alcohol. If there is a saying ‘out of sight and out of mind’ then it can be said that absence of it has deprived or prevented many from consuming it. The government has to apply its mind on which of the two is the lesser evil.

We are to be fountains through which Jesus can flow as “rivers of living water” in blessing to everyone. Yet some of us are like the Dead Sea, always receiving but never giving, because our relationship is not right with the Lord Jesus. As surely as we receive blessings from Him, He will pour out blessings through us. But whenever the blessings are not being poured out in the same measure they are received, there is a defect in our relationship with Him. Is there anything between you and Jesus Christ? Is there anything hindering your faith in Him? If not, then Jesus says that out of you “will flow rivers of living water.” It is not a blessing that you pass on, or an experience that you share with others, but a river that continually flows through you. Stay at the Source, closely guarding your faith in Jesus Christ and your relationship to Him, and there will be a steady flow into the lives of others with no dryness or deadness whatsoever. Is it excessive to say that rivers will flow out of one individual believer? Do you look at yourself and say, “But I don’t see the rivers”? Through the history of God’s work you will usually find that He has started with the obscure, the unknown, the ignored, but those who have been steadfastly true to Jesus Christ.

y mother, who is remembered by friends and family alike as the world’s most buoyant and caring person, spent the last few months of her life ill in bed with cancer. But no matter how sick she was, the first thing she did every morning was to spread bajra on her balcony for the birds. She said the happiest part of her day was to lie back in bed and watch the daily drama. First would come the fat feisty pigeons who would jostle each other off the ledge and spend more time fighting than feeding. Then the rose-ringed parakeets (some of whom from a batch that had been rescued and released nearby) who ate quickly and quietly. And then came the timid little sparrows pecking at the seeds furtively and vanishing as magically as they appeared. My own mor nings begin with a shower. My bathroom adjoins the garden and invariably there will be ants that have made their way in to seek refuge from the sun or rain, so bathing is always preceded by scouring the walls and floor, rescuing and relocating ants before I turn on the shower. Similarly, my 5-year old granddaughter Anasuyaa always carefully picks up and moves slugs, snails and earthworms to the grassy kerb, when they make the occasional foray into the driveway, so that they don’t get stepped on or run over. When I made a house in Maharani Bagh, I put a tap outside attached to the wall. Anyone passing by could drink clean water and there was always a bowlful for animals. Some years ago, I was going out for dinner when I saw a man with all his possessions draped on his wheelchair. I stopped to offer him some money. He took it and then said – I don’t really need much money but is it possible for you to give me water every day ? He comes every morning to pick up the water and I am grateful to him for allowing me to do this small thing. During this lockdown, thousands of people have risked COVID, risked going hungry themselves, risked going out at night and being herded by the police, to feed street animals who are bewildered because their sources of food – the dhabas, the marriage halls, the garbage, the hotels, the people on the street have all vanished. Many of these feeders have lost their jobs. Many of them were abused and mistreated by their society organisations who, bored with nothing to do, took out their frustrations on these brave carers. I salute them a million times. They are the backbone of India – an India known for its compassion. Do

The reason that animals have it so hard is because we don’t even notice them or their plight--like puppies that are routinely separated from their mums, thirsty birds that fall from the scorching summer sky, or the millions and billions of insects, birds, monkeys, and squirrels, and god knows what other native animals that lose their homes when we decide on yet another “scenic” resort. Why animals get overlooked is that it’s hardest to have compassion for those you may not love or those who are most dissimilar to you. It explains why our hearts break when we hear of dogs tied up and sold in meat markets, yet we pass by scores of stalls with gutted fish without shedding a tear. Just as we learn maths, history or French, compassion is something that has to be taught and developed. Buddhist monk and author Matthieu Ricard says our minds are like gardens. Left uncultivated, they are influenced by the weather and whatever seeds are in the wind. Some things will grow, and others will perish—and in the end we may not like the results. We have to deliberately cultivate compassion by learning compassionate attention, compassionate thinking, compassionate feeling, and compassionate behaviour. We need to learn to be open to suffering in others—and then we can act to alleviate that suffering. In this way, we become the people we want to be—in other words, to have the garden-mind we want. Compassion is often confused with weakness. It is the most extreme form of courage. It is only courage that allows us to move into
areas of deep suffering and pain. It is so easy to turn away from “graphic” or “disturbing” images and situations. For example, people don’t like to volunteer at old age homes, hospitals, animal shelters or orphanages because it’s upsetting to see distress at close quarters. Compassion is just about seeing things. The way to develop compassion is to train to notice, notice, notice. Here are some simple everyday ways to practice compassion: -If you feel hot and thirsty during the summer, notice that others might not have access to water as easily as you do. Put out clean cool water in your balcony, garden or terrace for the birds and a bowl of water near your gate for dogs and cats. -Biscuits are an easy pick-me-up. Keep them in your car for the hungry and homeless, and anyone in need of a treat. -Clothes and bedding you no longer need, or use could mean warmth in the winter for the homeless, both humans and animals. -Avoid buying anything that causes cruelty- shampoos that test on animals, leather which kills cows, brushes made from animal hair, pillows stuffed with bird feathers, and of course the obvious no-nos like meat, dairy and fur. -You enjoy fruit, but monkeys and birds need it to survive. Plant fruit trees in your garden specially for them.
-Pest control is a tidy term but simply means poisoning millions of tiny creatures. It’s much easier to keep your kitchen clean than to use cockroach killers. -Instead of emptying leftovers into the trash, put out that food for hungry street animals. -Celebrating occasions is such fun. Extend the party to an animal shelter or old age home that seldom experiences such joy. -Bring home a pet from the street or an animal shelter. Buying dogs and cats perpetuates awful cruelty. -If you hate heavy loads, think about horses, donkeys, bullocks, camels and elephants. Don’t ride them yourself and should you see an overloaded animal, be sure to get him unloaded, fed and watered. -Don’t be afraid to check or confront cruelty. Stand up to bullies who pick on the weak and vulnerable like women, children and animals. Compassion doesn’t mean being meek. No one in India will say that I am gentle in my approach to cruelty. It angers me and the energy I get from anger brings justice. Compassion has a radiating effect that has the potential to heal a tired and troubled world. agas were a part of the allied force in the first World War, 1914, but were forgotten, thousands of Nagas as a labour crops were taken to France. Nagas joined the allied forces willingly and participated in whatever capacity they could contribute in different fields of activities in defence of the allied forces. Nagas were never captured, subjugated or enslaved by the allied forces but Nagas participated as a partner. It is regretted that Britishers who lead the allied forces of the World War fails to acknowledge thousands of Nagas who went to Europe purely in defence of the allied forces in whatever ways leaving their country and their families sacrificing everything for the success of the British allied forces. I believe ignoring the Nagas participation in the World War history as free and independent people is a crime against the Nagas, Human Right Organisation and the International Court of Justice should come into the rescue of the Nagas for such a humiliation to the Nagas when of other race of
the world are enjoying freedom and independence Nagas are made to suffer under the occupational force of India till today. Even the Second World War was fought in the Naga country at Kohima famously know as ‘the Battle of Kohima’, 1944, in the land of the Angami Naga, where she has extended her full cooperation to the British troops in the form of intelligence, guide and the assistance whatever required helped the British defeat the Japanese in the Battle of Kohima. The Nagas support to the British in this war cannot be ignored by the British. Nagas participated in the World War as a free people but today Nagas are struggling for its identity and her freedom of state because the responsible nations have forgotten the Nagas of her contributions in the World War. The imbroglio between India and the Nagas continued since the British left India and the Nagas. The Nagas struggle is for its independence and it is not a secessionist
movement. It is a matter of rights therefore it requires justice. India should exercise its matureness and openness as a responsible nation and do justice to the Nagas respecting her rights. I also would like to appeal the government of India considering the fact reality of the core issue which determine the Naga peoples life and her aspiration, the Indian Government should exercise fact finding of the modus operandi for acceptable solution in the interest of both party and not to hover on the illusive imaginary rhetoric and shrill which has been displayed by various agent. The savage approach has sawfly the good intention and the impasse continued with loss of human life from both sides. Any bias attitude will not bring permanent solution but will be repressive of future peace which will be just a repeat of past accord and agreement. ithout any introduction this time around, I’d like to point out straight that citizens of Dimapur need to be more disciplined. We do not maintain traffic etiquettes. We like to blow the horn unnecessarily. We don’t like to stop a few seconds for a car or vehicle which is making its way out in reverse. Many bikers don’t wear helmets. We like to cut traffic by overtaking other vehicles from the left side and in the process, creating traffic chaos, especially autorickshaws. It seems to me that everyone is in a bloody rush to get somewhere. We don’t have patience at all. And for the record, yes, there are many alike who follow traffic etiquettes, but since they are overwhelmed by those who don’t follow the rules, the funny thing is they are the
ones who seem as though they’re in the wrong. Oh yes! Bikes with extremely loud noises! Don’t even get me started. They’re a public nuisance and they need to be stringently dealt with by the concerned authorities. Another area of concern which the authorities should look into is underage driving. There are many kids who engage in reckless driving, especially two-wheelers. In such cases, their parents’ license ought to be seized and suspended. These are some of the immediate pertinent issues which we need to introspect upon. We need to take a couple of steps back and take a good look at how we ought to conduct ourselves in public. Replying to Naga Hoho galand have been feeding and caring for the Nagas as a whole. Whereas, in lieu of being grateful andappreciative, we are being blamed as parochial, regional and selfish. The Nagas of Nagaland do not grudge for not having a regional platform like UNC in Manipur but remained the biggest contributor to Naga Hoho till it pulled out from the present team. Having never raised the issue of NTC’s legitimacy by Naga Hoho is not the qualification of the Hoho. What locus standi Naga Hoho has to raise this question against the NTC? The Hoho when formed did not do so badly and the Hoho is the right platform to unify all the fragments of NNPGs in particular and all the Civil Social Organizations (CSOs) in general. Unfortunately, as the years rolled by, it wasted its valuable decades in its sycophantic realm as it became puppetish by which it lost its mantle and its present status is the result of its sycophancy. Yet, the Hoho is trained to brag about Naga unity and integration though it could not unite even two NNPGs all through Reader’s note: Articles or letters published in any of the columns do not reflect the view of this

Go ahead, but discontinue propagating falsehoods and confusions. Talking beyond the parameters of one’s ability and feasibility makes one farcical. I do not oppose Naga Sovereignty or Naga Integration, and yet when it is not feasible today, then what is the best for me. The best is what is real is best. By sheer grace of God, the 16-Point Agreement delivered the Nagas of Nagaland from the status of a District in Assam at that time, some 57 years ago. The 16-Point Agreement beget the 16th State of Nagaland. Nagaland became a beautiful tree and I live by the fruits of this tree for which I am
grateful to God. The Naga Hoho and those who talks ill of the 16-Point Agreement too are fond of the fruit but hate the tree. The Naga Hoho has the habit of cursing the mother of the tree but usually fights to get maximum share of its fruit. Whoever hates the tree, he is supposed to hate its fruit too. Have sense of shame. It is good that the Naga Hoho has finally admitted that it has no more legal foothold in Nagaland. As the wearer of the shoes knows better how it pinches the foot, the Hoho leaders know how it decimated it into a controversial organization by nobody else by itself. In fact, the legitimacy question arises as and when the Naga Hoho tries to impose its authority on Nagaland. I am therefore raising the issue of legitimacy as regard to Naga Hoho doing or speaking anything on behalf of Nagaland. Nevertheless, wherever the Nagas are, we will remain as Nagas and therefore having a proper common platform in future is imperative. This issue may be propped up at appropriate time.

You, the Hoho, painted yourself and without an iota of alteration I exhibited your exact picture in the public domain which may not be to your taste and yet I did it for the common interest. Can the Hoho be specific about my misinterpretations of your activities and intentions? My reactions were specifically confined to the issues raised by the Hoho through press media. Some grown-ups or adults are constantly influenced or covertly controlled by an unconscious inner child. For many, it is not an adult self directing their lives, but rather an emotionally wounded inner child inhabiting an adult body. We must not only teach our children but make sure we act in the way that we expect them to act. We can always strive to be our best when it comes to our role in child development because growing up in a bad and unhealthy environment leads to poor development. Have to show maximum flexibility in NEP: PM
NEW DELHI, SEP 7 (PTI): Prime Minister Narendra Modi said on Monday that “maximum flexibility” has to be shown in implementing the new National Education Policy (NEP) and all questions about it have to be addressed, as he asserted that it is not a government’s but the country’s education policy. Addressing the ‘Governors’ Conference on the Role of NEP in Transforming Higher Education’, Modi said it is natural for stakeholders to have questions about various aspects of the policy and “we are all working to address all these questions”. The view of ever y stakeholder is being heard with an open mind, he said, adding that most of the questions about the NEP are related to its implementation. He likened the education policy to defence and foreign policies, saying they belong to the country not government. The education policy is linked to the nation’s aspirations, he added. “We have to collectively address all doubts. The vi-

sion of flexibility with which this policy was brought... We will have to show in a similar way maximum flexibility in implementing it,” he told the conference, which was also attended by President Ram Nath Kovind, education ministers from states and union territories and vice chancellors besides governors. The prime minister urged them to hold virtual conferences before September 25 in universities on the NEP, 2020 which, he said, has been widely welcomed, from a village teacher to noted educationists, as it was based on feedback received from across the country. Highlighting the main
features of the policy, first since 1986, he said it attempts to bring all aspects of higher education, be it academic, technical or vocational, out of silos and to cut down on administrative layers while bringing about a better coordination. Modi said the idea behind the concept of graded autonomy is to encourage healthy competition among colleges and universities and to reward the performers. “It is now our collective responsibility to implement this essence of NEP, 2020 in letter and spirit,” he said. The policy focuses on learning instead of studying and goes beyond curriculum to focus on critical thinking, he
said. In the NEP, the concerns about students facing heavy burden of their books and examination pressure have been addressed and efforts are being made to expose them to vocational courses and practical training from an early age to make them more employable in Indian and global market, he said. The policy will give a new shape and strength to India’s push towards ‘Aatmanirbhar Bharat’ (selfreliant India), he said. Our youth will now be able to learn according to their interests, he said. Earlier, students used to pick a stream beyond their aptitude and they would realise it much later, and these problems have been addresses now, the prime minister said. India has been an ancient centre of global learning, and the government is working to make it hub of knowledge economy in the 21st century, he said. While governments, be it at Centre or states, have a role in shaping education policy and system, but this is also true that they should
have minimal intervention and influence in preparing the education policy, he said. The more teachers, parents, students are associated with the education policy, the more relevant and broadbased it will be, he added. The prime minister said that new policy has paved way for best international institutions to set up their campuses in India, which will allow youngsters from common families to join them. This will also curb brain drain, he added. The NEP approved by the Union Cabinet in July replaces the 34-year-old National Policy on Education framed in 1986 and is aimed at paving the way for transformational reforms in school and higher education systems to make India a global knowledge superpower. The NEP will prepare students on the fronts of knowledge as well as skills and focuses on learning instead of studying, the prime minister said, adding that it will bring our education system out of “one size fits all” mindset.

In his introductory remark on the occasion of laying the foundation stone of the college on Monday, Panger said the funding of the college would be in the ratio of 90:10 where 90% cost would be borne by the Centre and remaining 10% by the State government, adding the Centre had already sanctioned Rs 11.7 crore in this regard. He said the State Government has envisioned setting up a centre of excellence in the field of music and fine arts of national and international standards, besides providing a platform for furtherance of indigenous culture and for which it has already acquired 9.5 acres of land for the purpose. Scheduled to be completed by 2023 and affiliated to Nagaland University, the college will offer quality and comprehensive programmes with high standards of excellence in music education and fine arts, skills and entrepreneurship development in music, performance and visual arts, incubation and nurturing of creativity, research tor furtherance of the arts and indigenous culture, technology application for utmost proficiency in music and art forms, and advocacy
services. Meanwhile, the commissioner & secretar y claimed that the H&TE department had successfully implemented 32 various projects during the first phase of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) between 2014 and 2018. In the second phase of RUSA that started from May 2018, he said the department was implementing 10 new projects, including the upcoming PCoMuFA. He mentioned that other ongoing projects are setting up of a new model degree college at Tzujiaksa, Mangkolemba in Mokokchung district, engineering college at Tzurangsa in Mokokchung, construction of hostels for ST girl students for Kohima Science College (Autonomous), Jotsoma, infrastructure upgrade of college library building at Dimapur Government College, academic building at Mount Tiyi College, Wokha, girls’ hostel for Kohima College, classrooms for Phek Government College and Fazl All College at Mokokchung, besides quality and excellence project for Kohima Science College, Jotsoma. Unfortunately, he added that the remaining 10 non-accredited government colleges were not eligible for RUSA 2.0.

‘Monsoon could end in normal to above normal category’ NEW DELHI, SEP 7 (PTI): This year’s monsoon could end in the range of normal to above normal, the India Meteorological Department said on Monday with the government saying that this is expected to benefit agriculture and the overall economy. Of the four-month rainfall season, June and August have recorded 17 and 24 per cent more rainfall that normal respectively while July saw 10 per cent deficient precipitation. “Rainfall is likely to end in the normal or above normal category,” IMD director general Mrutunjay Mohapatra said at a press briefing. He said the overall rainfall is likely to be 102 per cent of the Long Period Average (LPA) with an error margin of plus or minus 4 per cent. The LPA rainfall over the country for the 1961-2010 period is 88 centimetres.

KOHIMA, SEP 7(NPN): In a huge relief to the daily commuters, the city bus service in the state capital Kohima resumed Monday by following the reviewed standard operating procedure (SOP) for city buses/ taxis issued by Regional Transport Authority (RTA) Kohima. However, only a very few buses were seeing plying on the first day of the service resumption. RTA Kohima at a meeting on September 4, 2020 held in the office chamber of additional deputy commissioner (ADC) Kohima, Lithrongla T Rutsa, reviewed SOPs for city bus and taxi operation and decided that seating arrangement in bus should be in zigzag manner leaving alternate va-
cant seats to maintain social distancing and disallowed standing passengers. As per the SOP, every bus should be sanitized/fumigated at the end of each day. Every driver and conductor should wear a face mask and also ensure that no passenger was allowed in the bus without a face mask. Hand sanitizer should be made available for passengers boarding the bus. Passengers should carry necessary fare to maintain minimum contact. Further, in view of the current pandemic, bus fare per passenger was fixed at Rs.20 till September 30, 2020 and would be reviewed with further relaxations in the SOP. Every bus owners were directed to ensure that a transparent barrier between the driver’s cabin and passenger area was made to

NEW DELHI, SEP 7 (AGENCIES): Clinical trials for the Russian Sputnik V vaccine will be held in India this month, the chief of the Russian Direct Investment Fund (RDIF) Kirill Dmitriev told a news agency in an interview where he tackled questions on whether Moscow had stolen the vaccine and if Sputnik V trials had been done on too few people as compared to its western competitors. Besides India, clinical trials will also begin this month in Saudi Arabia, UAE, the Philippines and Brazil and the preliminary results of this phase (Phase 3) will be published in October-November, said Dmitriev. Asked if there were too few participants in Phase 1-2 trials of Sputnik V, he said most media missed a crucial point. On the surface the Sputnik V trial seemed smaller with that of AstraZeneca. But AstraZeneca initially ran its trial with a one-shot model. It tested the twoshot model only on 10

However, manufacturers signalled that investments to support such largescale production of doses would be highly dependent on, among other things, whether clinical trials were successful, advance purchase agreements were put in place, funding was confirmed, and regulatory and registration pathways were streamlined. BEIJING, SEP 7 (AGENCIES): China on Monday shrugged off the Indian army’s concern over five missing civilians in Arunachal Pradesh, saying Beijing has never recognised the state which it claims is part of south Tibet. The Indian army had asked China over the weekend whether the missing Indians were in the custody of the People’s Liberation Army (PLA).

Detained Ugandan Minister to be prosecuted: Prez KAMPALA, SEP 7 (IANS): Ugandan President Yoweri Museveni on Monday said a Minister who was detained over the weekend will be prosecuted over the election violence in the ruling party primaries. Museveni tweeted that Mwesigwa Rukutana, Minister of State for Labour, who was arrested on September 5 after a video circulated on social media showing him grab a gun from a police officer, would answer for his charges, reports Xinhua news agency. The video shows that after the Minister grabbed the gun to attack his rivals, but the latter managed to escape. Rukutana had just lost an election in the ruling National Resistance Movement (NRM) party primaries for legislators held the previous day. The Minister and his three body guards are facing charges of inciting violence, attempted murder by shooting, and malicious damage of property, according to police.

UNICEF to lead supply of Covid vaccines UNITED NATIONS, SEP 7 (PTI): In what could possibly be the world’s largest and fastest ever operation of its kind, UNICEF has announced that it will be leading the procurement and supply of coronavirus vaccines to ensure that all countries have safe, fast and equitable access to initial doses when they are available. The United Nations Children’s Fund (UNICEF) is the world’s largest single vaccine buyer, procuring more than 2 billion doses of various vaccines annually for routine immunisation and outbreak response on behalf of nearly 100 countries. Djokovic assaults line judge; disqualified Nations League: Spain beat Ukraine 4-0 Novak Djokovic
N e w Yo r k , S e p 7 (IANS): Novak Djokovic was disqualified in the US Open fourth round match against Pablo Carreno Busta after accidentally hitting a line umpire with a ball. After Carreno Busta broke to lead 6-5 in the first
set, Djokovic angrily hit a ball that made contact with a lineswoman. Following an extended discussion between Djokovic and tournament officials, the match was ended. “In accordance with the Grand Slam rulebook, following his actions
of intentionally hitting a ball dangerously or recklessly within the court or hitting a ball with negligent disregard of the consequences, the US Open tournament referee defaulted Novak Djokovic from the 2020 US Open,” said a USTA statement.
“Because he was defaulted, Djokovic will lose all ranking points earned at the US Open and will be fined the prize money in addition to any or all fines levied with respect to the offending incident,” the statement added.
