Task force reconstituted for BBBP Scheme DIMAPUR, SEP 8 (NPN): State government has reconstituted the state task force for monitoring and supervision of the Beti Bachao, Beti Padhao (BBBP) scheme in the state. According to an official bulletin, the department of social welfare would have the responsibility of coordinating all the activities related to implementation of the plan in the state through the directorate of social welfare. The State Resource Centre for Women (SRCW) would function as Project Management Unit (PMU) to provide technical and coordination support for implementation of the State Action Plan. The task force for Beti Bachao, Beti Padhao would be headed by chief secretary as chairperson and secretary, social welfare as convenor with following members: commissioner &secretary, health & family welfare; commissioner & secretary, school education; commissioner & secretary, rural development; commissioner for persons with disabilities; secretary, economics & statistics; deputy commissioner, Longleng; director, social welfare; mission director, state resource centre for women and representative from Nagaland state legal services authority.
KTP extends ‘no entry’ time in Kma
KOHIMA, SEP 8 (NPN): With the objective to ease traffic jams in Kohima town, the Kohima Traffic Police (KTP) has extended the “No entry” time for heavy vehicles during peak hours in the capital. In this regard, entry of heavy vehicles within Kohima town would be restricted from 8 a.m. to 5.30 p.m. with effect from September 9 till further notice. While informing citizens of the new traffic regulation, Sr. SP Kohima, Joseph Hesso (IPS) said that the move was necessitated due to deteriorating road conditions in and around Kohima caused by incessant rain, leading to frequent traffic jams in Kohima town.

Court scalps 21 Parl Secys AAP GOVT IN DEEP CRISIS; BALL IN ECI COURT
NEW DELHI, SEP 8 (AGENCIES): In a major jolt to the Arvind Kejriwal government, Delhi High Court on Thursday set aside its order appointing 21 AAP MLAs as parliamentary secretaries on the ground that it was issued without the concurrence of the Lieutenant Governor (LG). The order came around a month after the High Court on August 4 held that the LG was the administrative head of the Union Territory of Delhi and his concurrence was “mandatory” in administrative issues. A Bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal set aside the March 13, 2015 order after the counsel appearing for the Delhi government “conceded” that it was issued without taking concurrence or views of the LG. Senior advocate Sudhir Nandrajog, appearing for the Delhi government, referred to the August 4 verdict and said, “Today, I have to concede that the judgement stands against me (Delhi government).” He said that the March 13, 2015 order, appointing 21 legislators as parliamentary secretaries, was issued without taking the concurrence or view of the LG. Taking note of the submissions, the bench said, “it has been conceded by the GNCTD that order dated March 13, 2015 was issued without seeking concurrence/view of the LG. The impugned order of the GNCTD is set aside following the ratio laid down (in the August 4 verdict).” The High Court had passed the August 4 verdict on a batch of petitions arising out of the tussle between the Centre and the AAP government over LG’s administrative powers on governance of the national Capital.
During the hearing on Thursday, Additional Solicitor General (ASG) Sanjay Jain told the bench that the Election Commission was also seized of the matter pertaining to appointment of these legislators as parliamentary secretaries.

The AAP on Thursday said there are no Parliamentary Secretaries in Delhi following the Delhi High Court’s order quashing their appointments. Delhi’s ruling party noted that the verdict was based on the high court’s earlier ruling giving the Lieutenant Governor primacy in administrative affairs in the Capital. AAP spokesperson Dilip Pandey said the Delhi government told the court that the appointment of 21 Parliamentary Secretaries was made without the approval of Lieutenant Governor Najeeb Jung. “Taking cognizance of this the high court quashed the appointments of the 21 Parliamentary Secretaries. This implies that at this point of time there is no Parliamentary Secretary in Delhi,” Pandey said. Nagendar Sharma, media advisor to Delhi Chief Minister Arvind Kejriwal, said: “After today’s (Thursday) high court order there is no Parliamentary Secretary in Delhi.” Sharma said they will not move the Supreme Court over the issue. “Why should we go to Supreme Court?”

However, the three student bodies said they were “shocked” by both the silence and the government’s assurance given to Eastern Nagaland College Students’ Union (ENCSU), which was published in the local dailies on September 7, 2016. They said government’s assurance was against their appeal to maintain status quo of the
declared result conducted by NBSE and issued by Higher and Technical Education. They said the guidelines as per Government Notification dated Kohima, May 30, 2016 under Section III clause (d) of the order states that; “In case qualified candidates under Backward tribe reservation are not available, then all such unfilled seats will be de-reserved and allotted to candidates under category I while maintaining merit”. The three bodies stated that following the order, four seats were de-reserved and selection towards that end has already been declared. Therefore, they affirmed that under any circumstances the status quo of the declared result must stand “as the career of every student is equally important who by the sweat of their brow have earned their position of merit.” As such, the three bodies demanded that its ultimatum be addressed within five days, failing which, they would “initiate all necessary measures to fight for our just democratic rights.”

In a 71-page judgment pronounced, the division bench comprising Justices SS Saron and Ramendra Jain said that the parliamentary secretaries in fact perform the functions almost like ministers and enjoy perks and facilities equivalent to that of ministers. “Therefore, the parliamentary secretaries are in the nature of junior ministers who change with the government of the day. As such, appointments of Chief Parliamentary Secretaries amount to infraction of the provisions of Article 164 (1A) of the Constitution,” reads judgment.

General Dalbir Singh, Chief of the Army Staff, visited the Gajraj Corps at Tezpur, as part of his visits to various formations of the Army, to review their operational readiness and the internal security situation. The Army Chief was briefed by Lt General D Anbu, GOC Gajraj Corps. General Dalbir Singh was in Assam for two days on September 5-6 and was accompanied by Lt General Praveen Bakshi, General Officer Commanding-in-Chief, Eastern Command. Appraisal of govt projects under stringent scrutiny NEW DELHI, SEP 8 (AGENCIES): To ensure expeditious implementation of projects, the expenditure department has come out with stringent norms for appraisal under which ministries will have to provide both financial and physical targets for current as well as future years. The concerned ministry/departments, the office memorandum said, will be required to indicate outcomes in the form of “measurable indicators” which can be used to evaluate the proposal periodically. As per the new norm, administrative ministries will have to ensure that the significant outcome of the proposed scheme should not overlap with that of the existing schemes. The government has modified the norms for appraisal of public funded schemes after a comprehensive review of the existing guidelines. As far as the funding of the scheme is concerned, the ministries will now have to indicate the source of finance, whether it is budgetary support, extra budgetary support, external aid or contribution of the state. As part of the appraisal process, the ministries would be required to spell out targeted beneficiaries, social groups, and mode of delivery. The ministries would also be required to submit cost analysis for the duration of the scheme -- both year and component wise. It should also include segregated non recurring and recurring expenses. In case the scheme involves pay out of subsidy, the annual quantum of such payout will have to be indicated. Wherever land has to be acquired, the details of cost of land and cost of rehabilitation and resettlement have to be provided.

Prez nod to Constitution Amendment Bill on GST

NEW DELHI, SEP 8 (PTI): President Pranab Mukherjee today gave assent to Constitution Amendment Bill on Goods and Services Tax (GST), a major step towards rolling out the new indirect tax regime which the Modi government wants to come into effect from April 1 next year. Mukherjee has given approval to the bill, official sources said today. The passage of the bill will pave the way for setting up of a GST council that will decide the tax rate, cess and surcharges. The GST is a single indirect tax which will subsume most of the central and state taxes such as Value Added Tax (VAT), excise duty, service tax, central sales tax, additional customs duty and special additional duty of customs. The Parliament had on August 8 passed the bill which was then circulated to state governments seeking its ratifi-
cation. A Constitution amendment bill needs to be ratified by the legislative Assemblies of at least 50 per cent of the states. The bill was sent to the President’s secretariat after as many as 17 states, BJP-ruled Assam being the first, ratified the bill. The other states which have passed the legislation include Bihar, Jharkhand, Chhattisgarh, Himachal Pradesh, Gujarat, Madhya Pradesh, Delhi, Nagaland, Maharashtra, Haryana, Sikkim, Mizoram, Telangana, Goa, Odisha and Rajasthan. Revenue Secretary Hasmukh Adhia had recently said that the government is ahead of schedule for implementation of GST. “Instead of 30 days kept for this (states’ ratification), it is achieved in 23 days,” he had said in a tweet. Now that the bill has got Presidential assent, the government will notify the GST Council, which will decide on the tax rate. Headed by Union Finance Minister Arun Jaitley, the Council will comprise state Finance Ministers. The states and the Centre are working overtime and talking to stakeholders to draft the Central GST, State GST and Integrated GST laws, which are to be passed in the Winter Session of Parliament.The CGST and IGST will be drafted on the basis of the model GST law. Music & entertainment industry in Nagaland KOHIMA, SEP 8 (NPN): State government in 2004 set up a think-tank under a special task force and this resulted in the creation of the Music Task Force (MTF) in 2006, a body patronised by the state government with the professed objective of promoting musicians. In August 2012, the state government declared music as an industry in the state with great pride. Nagaland then became perhaps the first state in India to have declared music as an industry and leaving states like Meghalaya (supposedly the rock capital of NE/ India) and Mizoram (another state that had been producing performance winning beat groups) wondering. After its formation, the MTF has become a household name in the state and other states as the facilitator of rock festival later international rock contest etc, held every year during the Hornbill Festival. In this regard, the KTDSSU has urged the responsible department to look into the matter and address the hardships faced by the innocent students and teachers. wise agitation. The union further said owing to shortage of teachers in some schools, even Grade IV staffs were compelled to teach main subjects. Expressing dismay with the department for neglecting the primary and middle schools, the union said while some schools have excess teachers there was shortage of teachers in some schools. Therefore, the union has urged the education department to speed up the “rationalisation” process to mend uniformity of teachers’ strength for smooth functioning of schools.

RSCH reacts to ENPUD statement DIMAPUR, SEP 8 (NPN): Rson Star Children Home (RSCH) has reacted to the press statement of Eastern Nagaland Peoples’ Union Dimapur (ENPUD) published on September 8, 2016, wherein the union claimed that 16 Eastern Naga children were rescued from Rson Star Children Home. In a press release, RSCH secretary clarified that five children from the home studying in class A to 5, were allegedly caught for stealing guava, lemon and biscuits from a colony. RSCH secretary stated that the children were expelled from the colony on August 22, 2016. Thereafter, on hearing the matter, the secretary said ENPUD, ENSUD and ENWOD wrote a letter to Child Welfare Committee (CWC) Dimapur to “eject the remaining eastern children from the home”. On the same day (August 22), RSCH secretary said “CWC rushed to eject the children from the home against the wishes of the children and guardian.” In view of that, RSCH
secretary said on August 23, an FIR was filed with West Police Station and the matter was referred to Lotha Hoho and Dimapur Lotha Students’ Union (DLSU) by the home on August 29, 2016. On August 30, 2016, secretary said a case was filed in Juvenile Justice Board (JJB) as the matter involved a child in conflict with law, adding that case was being examined headed by magistrate (judicial). Further, the secretary said an appeal case was also filed in the District and Sessions Judge Court against the CWC’s “illegal action” and the case was registered first appeal (CRL) No 3/2016 to “unearth the truth behind the episode of the lightning development against the home.” Therefore, RSCH has requested the public not to be carried away by “fallacious news report” as the case was under the stage of investigation and sub judice. suing poultry, piggery, cuniculture (rabbit farming), goat farming etc. In addition to rearing of livestock, entrepreneurs were encouraged to take up rearing of heifer calves, vermincomposting, milk processing, establishment of private veterinary clinics, setting-up of dairy marketing outlet/dairy parlour, pig/rabbit/poultry bird breeding farms, retail pork outlets/ feed mixing units, etc. for which subsidy was available. To give a boost to dairy, piggery, poultry, cuniculture and related activities through bank loan under
the credit linked capital subsidy schemes of government of India, it was decided to adopt activity based cluster approach to ensure effective implementation, monitoring, viability and visibility. Further, it was decided that group approach, especially Joint Liability Group (JLG), would be adopted for linking the livestock farmers to banks for credit support. The chief veterinary officers (CVOs) of all the districts were requested to conduct awareness programmes on DEDS and NLM-EDEG in their respective districts in collaboration with banks, insurance companies and NABARD for the benefit of livestock farmers. They were also requested to identify potential activity based clusters to facilitate various interventions including trainings of the identified livestock farmers. Earlier, managing director, Nagaland State Dairy Co-operative Federation Ltd. (NSDCF) Dr. Rongsen, chaired the programme and additional director, Department of Animal Husbandry & Veterinary, Dr. Minthungo Shitiri, pronounced the vote of thanks. The programme was well attended by all the major stakeholders including banks, insurance companies and progressive livestock farmers from different parts of the state.

MOKOKCHUNG, SEP 8 (NPN): Ao Students’ Conference (AKM) in collaboration with Nagaland Mines & Minerals on Thursday inaugurated a drinking water facility at Mayangnokcha Government Higher Secondary School (GHSS) Mokokchung. The inauguration of drinking water facility is a prelude to the upcoming platinum jubilee celebration
of the school. The facility was inaugurated by Livitoli Sukhalu, EAC Mokokchung. In a brief speech, Livitoli stressed on the importance of clean and safe drinking water for all and also emphasised on the importance of clean drinking water as a basic necessity for one’s health. AKM president L. Jemti Longchar thanked the managing director of Nagaland Mines & Minerals Moa Jamir for his selfless contribution to
the society. He also mentioned that the same facility will be installed at N.I Jamir GHSS and Imkongliba District Memorial Hospital Mokokchung in the first phase. Longchar also urged the students to take care of the facility and to handle it with care. The college also participated in the nationwide essay competition as instructed by the Election Commission of India on the topic “Solution to Electoral Malpractices begins with me” for college students. He pointed out the lack of government funds and support of surrounding villages for community conservation. Phom also expressed concern over the increasing salt concentration used removal of weeds, which leads to decrease of land productivity. Earlier, the programme was chaired by Vincent Belho, Castle Group. Invocation was pronounced by pastor, Centre Church, Longleng, Bau-uh while range officer Longleng, Lithrong Sangtam, delivered the vote of thanks. Assam upgrades Majuli island to district
status for the island. Speaking on the occasion, Assam Transport Minister Chandra Mohan Patowary said the island will be connected with Guwahati through bus service. Other steps will also be taken to develop communications network for the benefit of Majuli residents, he added. The Chief Minister has announced a cultural university as well as an ayurvedic hospital in Majuli. Housing a population of over 1.5 lakh, Majuli faces flood and erosion every year. The island has already lost 60 per cent of its landmass to erosion since 1950. The island is mostly accessible through boats and remains cut off from the rest of the state during floods, causing great miseries to its residents. Majuli residents hitherto had to visit Jorhat by crossing the mighty Brahmaputra river for every single administrative work. The government has assured that offices of all state departments will be opened in Majuli within two to three months.

During the plenary lecture, Dr. Walter Fernandez, senior Fellow North Eastern Social Research Centre, Guwahati Assam spoke on ‘Land as the Centre of Karbi History while Dr. Debashree Datta Ray, Assistant. Professor, department of Comparative Literature, Jadavapur University, spoke on “rethinking Indigenous History: Indian’s North East and Karbi Anglong”.
Libang elected Dy Speaker in Arunachal Assembly Itanagar, Sep 8 (PTI): The Arunachal Pradesh Assembly today unanimously elected Alo Libang as the Deputy Speaker, a post which was vacant since Tenzing Norbu Thongdok was elected as the Speaker on July 20. Congress member Libang, who was the lone candidate to file nomination for the post, was supported by all the 11 BJP members and two Independents. His name was proposed by Tapuk Taku and seconded by Tatung Jamoh. Congratulating Libang, the Speaker exuded confidence that he would discharge his duties according to the best Parliamentary traditions. Deputy Chief Minister Chowna Mein, who also holds the finance portfolio, moved the resolution for ratification of the Constitution Bill in the House which was unanimously passed by voice votes. The bill has been already passed by the both Houses of Parliament and is awaiting assent from the President. This clarification is pertaining to the plea raised by Sodzülhou Village that Shri. L. Mero & brothers, son of Late Weprelo Mero donated a plot of land to Sodzülhou Village and 7th Mile Village as Community Play Ground which was mentioned in an acknowledgement published in the Nagaland Post issue of Dt. 21.08.2016, such acknowledgement or plea is quite unfounded and wild story "in as much as" the playground in question is well within the Village land of 7th Mile Village since the establishment of the Village way back in 1951 and the playground in question was developed in 1973 by the 7th Mile Village as sole and rightful owner of the said playground. It is an undisputed fact that the 7th Mile Village being a Govt. recognized village having its distinct and defined boundaries and the same playground is situated well within the boundaries of 7th Mile Village. Hence, the playground in question was never donated by Shri. L. Mero & brothers as claim by the Sodzülhou Village in the same acknowledgement. It is pertinent to mention here that the Silver Jubilee of Chakhesang Games & Sports Association Dimapur Area (CGASADA) 1973–1998 was hosted by 7th Mile Village at its 7th Mile Village playground as the name of the said Silver Jubilee. In that event no one has raised a word this side or that side over the issue of playground of 7th Mile Village. The ownership of the 7th Mile Village over the said playground has been affirmed by a settlement Azah passed by the Judicial Board, UT-I vide No. GPRN/JB-UT/SA/10/05 Dt. 10.08.2005 to the fact that 7th Mile Village is the legal and rightful owner of the playground dismissing all the claims of the Sodzülhou Village over the said playground. Shillong, Sep 8: The autumn session of the Meghalaya Assembly will begin on Friday as the Congress-led Meghalaya United Alliance (MUA) government would try to get the Goods and Services Tax (GST) Bill passed in the session. Apart from the GST Bill, Chief Minister Mukul Sangma said the government will also placed the Meghalaya Residents Safety Security Bill, 2016, which will verify tenants and prevent criminals from finding shelter in the state and enhancement of corpus contingency fund from Rs 105 crore to Rs 205 crore to meet the increasing expenses of the state government. The combined opposition Meghalaya People’s Front comprising of United Democratic Party and National People’s Party have decided to move a no-confidence motion against Speaker Abu Taher Mondal, as he had failed in his post. IMPHAL, Sep 8: District and Session Judge, Imphal West Thursday granted bail to former convener of Joint Committee on Inner Line Permit System (JCILPS) Kh Ratan, who was in judicial custody after being arrested by police on the night of August 17 last. District and session judge Manosh Kumar granted bail to the former JCILPS convener on a personal bond of Rs one lakh and a surety of the like amount. Besides, he has to deposit Rs 20,000 to the court of Imphal West Chief Judicial Magistrate first class. Ratan who declared wanted by the police on August 2 was arrested by the police from a community hall in Imphal’s Keishampat while he was participating in a relayhunger strike staged by the women activists of the JCILPS on the night of August 17.

Majuli, Sep 8 (IANS): The world’s largest river Island Majuli became India’s first and only island district after the Assam government on Thursday gave approval for its upgradation. The 352 square km island was till now a subdivision of Jorhat district. With the upgrade, it has become the 35th district of Assam. A state Cabinet meeting was held on the island on Thursday, which was attended by all Cabinet colleagues of Chief Minister Sarbananda Sonowal. The meeting unanimously made several key decisions to develop the island district into a developed one in the days to come. Sonowal also inaugurated the Deputy Commissioner’s office of the Majuli district and addressed a public meeting. Indian rocket lifts off with INSAT-3DR weather satellite SRIHARIKOTA (ANDHRA PRADESH) SEP 8 (IANS): An Indian rocket with an over two tonne INSAT-3DR advanced weather satellite blasted off from the Sriharikota spaceport here on Thursday afternoon. At precisely 4.50 p.m. the Geosynchronous Satellite Launch Vehicle-Development 5 (GSLV-F05) rose into sky with a deep growl, breaking free from the second launch pad at the Satish Dhawan Space Centre here. The launch was delayed for 40 minutes due to a delay in fuelling the rocket’s third stage The 49.1 metre tall rocket, weighing 415.2 tonne rapidly rose towards the blue sky, spewing a thick orange plume. The rocket would sling the INSAT-3DR satellite, which can also aid in search and rescue (SAR) operations, into a geosynchronous transfer orbit (GTO) around 17 minutes into the flight. Indian Space Research Organisation (ISRO) scientists at the mission control centre here are intensely peering at their monitors to observe the rocket’s progress. The GSLV is a three stage rocket. The first stage is fired by solid fuel and its four strapon motors by liquid fuel. The second is powered by liquid fuel and the third is the ISRO-developed cryogenic engine that is more efficient as it provides more thrust for every kilogram of propellant burnt. ISRO is perfecting the crucial cryogenic engine technology to save precious foreign exchange by launching heavier satellites on its own.
London, Sep 8 (PTI): Japan had confirmed to the US within weeks about the death of Netaji Subhas Chandra Bose in a plane crash in Taiwan in 1945, a UK website set up to document evidence on the circumstances of the freedom fighter’s demise claimed on Thursday. Bosefiles.Info says Japan’s communication to the US in 1945 was an interim report and a prelude to the final report handed over to the Indian government in 1956. The information had been sought by Lord Louis Mountbatten as commander of Allied Forces in India (then under British rule) and South East Asia. The Commander of the Allied Land Forces in the South West Pacific, US General Douglas MacArthur, through the Yokohama Division of the Japanese Army sought information from Japan on ‘Reported Death of CHANDRA BOSE” on behalf of Mountbatten on August 30, 1945 - 12 days after Netaji is believed to have been killed on August 18. The latest disclosure is

In this regard, the union has appealed to the responsible department to deploy doctors in both the PHCs without any further delay. Also, stating that building of PHC Sitimi built in 1975 was on the verge of collapse, the Union has urged the responsible department to take necessary steps at the earliest. It further expressed shock that PHC Seyochung town with no building was presently running in a doctor’s quarter headed by compounder with no ambulance. KTDSSU has strongly urged the government to provide enough facilities and basic equipments at par with other parts of Nagaland. The union said it also visited government offices at

According to Zeenews, while levelling serious allegations, Kaur said, “AAP came to power on the issue of women’s safety in the aftermath of the 2016 Delhi-gang rape case and Chief Minister Arvind Kejriwal had made tall promises to provide security to women. However, the reality is that women are not safe within the party.” “During a state-level meeting, I was abused too and foul language was used against me. I apprised Delhi Dy CM Manish Sisodia and senior AAP leader Sanjay Singh about the incident, and even staged a dharna outside Kejriwal’s place, but all resulted in vain,” she added. “Out of 52 women, one committed suicide, I will release the list of 51 other victims soon,” she said. Kaur’s claim can seriously dent party’s image ahead of Punjab Assembly Elections 2017. Fresh allegations against the Arvind Kejriwal-led party members come at a time when a Punjab party Observer Vijay Chauhan and ex-women and child welfare and social welfare minister Sandeep Kumar are already facing serious charges of rape. Economic narrative
t is estimated that 45% of the population in Nagaland are those belonging to the age group 15 to 35 and they cannot wait for ever to get jobs. Till today, despite several years of expansion of government through bifurcation of departments or creation of new ones, backdoor appointments and also promoting entrepreneurship; unemployment continues to rise. These efforts have proved incapable of absorbing a larger segment among the rising number of unemployed youth in the state. There could be practically over one lakh unemployed youth in the state, by some estimates. Each year the ranks of unemployment inflate with thousands who come out of colleges or various institutions. The situation has indeed crossed the point of being merely a matter of serious concern. There are many graduates, some specialized in a particular field and also a good number of post graduates and they cannot find employment. The investment made to graduate or even to obtain higher learning has been in vain. Unemployment is a serious issue and no sacrifice is enough to ensure that the upcoming generation are not pushed to the sidelines and even compelled to take up unlawful activities. Many youths have been inspired by the economic visions spoken of and seek to be active participants. Imparting skills that are honed in for employment may not be the cure for the ailment. Unless something tangible is done to address this issue, the consequences on society can only be imagined. More jobs are needed but there isn’t any. To add to the problem, the state’s economy is on unsure ground, no industries and restricted opportunities for investments in private enterprises owing to the feeling of insecurity. There is hardly any scope of enough vacancies either on superannuation or creation of new posts in the state government. Nagaland like any other state, particularly those which have not established a sound economic foundation, are facing a serious problem over the issue of providing jobs to the educated youth. The only viable economic activity is for tapping huge resources from oil operations. However, till the oil issue is resolved, the practical aspect is to evolve a sustainable economy is agro-industrial which , has been retarded and eventually consigned to unstable ground due to frequent changes of ‘vision’. This field would not only benefit the state financially but also provide the much needed quantum job opportunities for many thousands of youths with self-employment avenues. However, the chief architect of economic stagnation(in addition to inefficient services of the government ) comes from a combination of factors resulting in social problems created by the enlarging cycle which result in an unhealthy climate for investments. While Nagaland harbors an economic vision as announced by various chief ministers, the rails of economic progress are uneven when the visions are impracticable and when the delivery is blocked by lack of good governance . Good governance is needed to effectively enforce the rule of law and tackle lawless elements spreading their tentacles because of disinclination of the authorities to crack the whip . Merely having an economic vision without taking into account all aspects of society and environment and without goal setting will only turn into a futile attempt. This has been the case and will remain unless there is a will to make a turnaround.

A provisional diagnosis
s Nagaland really a dry state? YES! It is indeed economically and geographically speaking. But, referring to alcohol, NO! It is indeed flooded with that. One has to closed eyes tightly to proclaim that. Mineral bottles turn to alcohol after 6 pm. As a saying goes, “the eye cannot see what the mind doesn’t know”, in our context, the eye is not seen as the mind is not allowing it to see, black googols can be a contributory factor to this poor visual problem. Hey! Let us try to be more specific in this grave matter. Here is my provisional diagnosis. Nagaland has become a dumping ground for all kind of adulterated products. The root cause of all these is the policy and imposition of total prohibition directly or indirectly, by pushing this white business to underworld, giving undue advantages to public by opening doors to various illegal practices, beside adulterate alcohol, like fuel, milk and its products, fruits and vegetables, meat and fishes, drugs and cosmetics so on and so forth. This is because the need for license, registration, age bar, designated shops having named etc. does not arise and can do away with. Risk taking is the only qualification require for these businesses. But I guess, they (public) knew they are save knowing that the policy has brought the entire department concern under government and nongovernmental department to a standstill, as the need for quality testing does not arise when there is no sample to do the testing (remember, Dry state), this mind set and approach has paralysed the whole system there by killing us. Only a sincere, none bias data or statistical reports can prove me wrong, I guess there will not be any. With the recently publish in the local papers, a tanker carrying 20000 litres of solvent heading to Manipur has been ceased in Nagaland, on inquiry, we came to learned that this is meant for alcohol adulteration, also it has been practicing for the past five years, who knows, perhaps much longer. With the declaration of the European Commission that 75% of the global cases of Spurious/ Falsely- labelled/ falsified/counterfeit (SFFC) medicines originate from India, like Israel, in a way, we are surrounded by people of other faith, believes and intention, the Christian can never expect, accept or even understand. Their success in business by whatever mean is their goal and heaven. But this Israel is becoming more like Egypt by our own thoughtless, selfish way of life by their influences (sweet and persistence way dealing) now even capturing all the after 6 pm Shops. Will God send other Mosses to come and deliver us from this muddy pool again? It may not happen so, but I do believe that we just have to realise, step out and be free. Little bit of myself, I hope I am not been taken otherwise or misunderstood. I am a Christian, lukewarm, backslidden, whatever you may call, I am all that, barely surviving by His mercy and grace
without any output in return. I am (more so for Muslim) not at all encouraging the sale or consumption of alcohol, rather 100% against it. But my concern is that, in my observation, this policy is encouraging methanol (methyl alcohol) and discouraging ethanol (ethyl alcohol). Medically, ethanol has negligible adverse effect on us when taken in moderation, whereas methanol and other cheaper substance used in alcohol adulteration has deleterious effect on us. I do not have the ability to speak, write or even think loudly but with the genuine zeal for the betterment of society, sharing few thoughts with this humble righting, knowing that everyone has a role and every role is important for the system to function optimally. This is a debatable issue, I do not meant it for debate, the time is running out; the hour has come for us to take action before another precious life is lost untimely. It is not the time to pinpointing at each other (Luke 6:37). I am not interested in knowing who is responsible? What and why have they done this? Rather my interest is in knowing what is really going on? What impact are we receiving from this policy? Is this policy doing more harm than good to our society? If so, why are we taking so long to rectify or get away with it? How do we go about then? It is a serious matter more than we thought, the magnitude of peoples’ suffering in our neighbouring state in terms of life and properties losses from the flood, attracting national and international attention is no where comparable to our situation which is flooded with spurious/adulterated /substandard/ sub branded/ counterfeit products for several years. Is it because we are good people that we are enduring all these silently? I guess not, either we are ignorant or lazy or both we have no record to report to the media, hence, no national or international awareness to our problem. It is mandatory to call patient for review if treatments is given on provisional diagnosis to see that it is working, and if not, always resort to further investigation to find out the actual/ final diagnosis. No more shotgun (combination of antibiotics) treatment for the second time. The same method can be applied here; question is, whether we have expert or sophisticated equipments to detect the actual reasons. One cannot be so irresponsible for what has been started, more so for this matter imposing to the whole population and not paying hit to it for more than two and a half decades. Congratulate to Bihar state for a kick off start again. I would say they are more meticulous in their approach by taking into consideration, along with the total prohibition other reinforcing laws like 5 to 10 years imprisonment, after all they have learned from other states’ experiences. But, with the recent incidence of people died following consumption of spurious alcohol in Bihar, I am still very sarcastic about the outcome. So far, only three states have actually taken such extreme step. State

Womenfolk daring to wade through in these dirty waters of politics may have telling effects in some ways including the domestic front and may even end up in catastrophe. Perhaps the Naga Hoho’s “premature” refer to this? Otherwise I don’t see any other premature. I am nobody to dissuade womenfolk from joining the fray. It is always open to both men and women all over the democratic world. And I am no male chauvinist. Of all the people on earth I love my wife the most and she is a woman. Likewise, I loved my mother too who was also a woman. Man and woman are the two sides of the same coin. Only the heads and tails are of different pictures. Likewise there are certain things where male can do better and vice versa. BUT electioneering is, by no means a child’s play, and more so in Nagaland context. It is not the democracy you find in political science textbooks. Free and fair, they say. Free, maybe (in other connotation) but far from being fair. In Nagaland, it is all about money and muscle power. Of course, you’ll have to start with lots of ground works, strategies and calculations. But
in reality it starts like a cold war and ends up in a battlefield (of ballot box). But there are more to it than just that in-between but I feel uncomfortable to put it all in writing for obvious reasons. They say all’s fair in war, and election is a war as far as Nagaland is concerned. Candidates will put every conceivable method to win his war. Illegality and immorality have just been wiped out from their dictionary. Except for the historic, giant-killing move of Mrs Rano Shaiza in the state’s lone Lok Sabha polls long ago, no woman has come forward to the political chessboard of Nagaland. A few women have dabbled at the hustings but returned only with ‘”almost even those were” or “nearly” results. But I thought even those were good enough signs considering the circumstances. Don’t make that bygone Lok Sabha poll the beginning and the end of it. And just don’t think about treading backward again but follow the trailblazer. If the present government cannot formulate an alternative solution out from their magic lamp I don’t think that 33% reservation would be good enough as it will have flaws in its practicalities. It is so plain and simple when we allow the bible to speak what it is saying, when we try to interpret it to suit our purpose it becomes confuse and complex. This is my experience as a Christian and as a doctor. All indications for abortion under MTP Act, is applicable and possible by laws, as a doctor, but not all indication are permissible as a Christian. Law is for justice and but not vice- versa, law is not consistent and can be manipulated. “Let the truth and justice prevail above laws”. I do not believe that life begin with the beating of the heart, approximately at 21 days after conception or at birth etc. Why not at Conception? I cannot force someone to go for absorption neither one cannot force me to conduct abortion despite with the good reasons. It is purely an individual decision and matter, consent therefore is always needed for any procedure. I cannot imposed my ideas, faith or believe on others, it is a personal decision, God has given this will to everyone to decide their own fate, we cannot force someone to go to heaven or hell. We can only share our views, compelled/ impress them by our non-judgemental and exemplary way of life, making awareness by our living not by imposing. We Learned a lesson from HIV/AIDS control programme, how their logos has changed from imposition to relaxation, to start with “ say no to drugs”, “ No sex before marriage”... to... “ No sharing of needles” “ be faithful to one partner” finally resort to adopt “free distribution of condoms” and “free exchange of syringe programme”. Again, If this imposition of total banned on alcohol is base on religion point of view, what difference is there in our approach with that of ISIS except by degree of torture, “Give some space for those who determined to go to hell, for this is their heaven”, Pardon me for being a bit harsh and straight, but more than majority of people whom I have encountered agree to disagree the imposition. This is a world of relativity not absolute. On the other hand, if we have so much concern to the extent of imposition total banned, how can we let these goes on for this long in observation without taking a serious note on its consequences? Prohibition is rejected by most public health scientist who knows this field, even the world health Organisation (WHO) does not recommend it.” Prescribing generic drug by medical doctors as per the order is not going to make any difference, adulteration is in both generic as well as branded medicines, in fact, this can encourage the corruption by opening the door for the pharmacy to give any company’s products of their choice. Who will be responsible if they are tight up with some ungenuine one and who will check this sincerely? Only way is to restrict and reduce the entry of companies to that extend we can manage to check within our capacity, if we cannot check do not allow them. Knowledge explosion is a sign of the end time (Daniel 12:4) but with more knowledge, more confusion has come which is also the end sign. I guess, this alone shows we are really at the verge. With this, let me conclude by giving few opinion base suggestion of my concern. 1. Rectify or lift the total prohibition if found necessary. 2. Equip the department concern with updated testing machine and expert, start working towards quality testing and restrict or reduce the manufacturing companies to the extent we can check them. Gather knowledge from Central Drugs Standard Control Organization (CDSCO), International medical products anti-counterfeiting taskforce of World Health Organization (WHO-IMPACT) and stop the spurious/falsely-labelled/falsified/ counterfeit (SFFC) drugs, Not of Standard Quality (NSQ), etc. 3. Do not take negative advantages over the policy but play our role well for the system. Start our home work to unearth all the secret things that is killing us by giving sincere, nonbiased, factual records and statistical report for the government to implement the right policy. 4. Entrepreneurship can take up initiative in some project, a diploma course on value added products in food and vegetables etc. may be helpful. 5. Council like NMC, NPC etc. Department like drugs and cosmetics, food, supplies and consumer affairs, statistical department etc. to take sincere initiatives, the public health is in your hand. They need the pharmacist, not his registration certificated paper, need the doctor not his designation and posting. In our context, availability is more important than ability is very relevant. 6. Universities scholars can take up clinical or public health research on the effect and impact of spurious/ adulterated products in the state. 7. Danger of confusing Naga issue with non – issue

his is in reference to the news report appeating in your esteemed dailies highlighting that the Naga civil societies are demanding withdrawal of AFSPA from Nagaland without stating any reason. Here it may be pointed out that to demand withdrawal of the AFSPA without first restoring unity among the Naga groups, will be inviting fratricidal war among our people like in the headhunting days as all are armed to the teeth. Historically, it was the failure of the Government of India to fulfil its commitments and thereby emanates the Indo-Naga conflict, which is the cause for the emergence of so many opposing factions in Nagaland. And if the Government of India acknowledge this historical truth and fulfil its promises made to the NNC there would be no reason to impose AFSPA in Nagaland and there will be no Indo-Naga conflict. We must also understand that past records have clearly shown that the Government of India never intended to integrate the Nagas to be in India as a whole but in pieces. Therefore all the Nagas people both overground and the underground national workers should stand united and demand what the Government of India had already committed to the Naga people in the 9 points Agreement of 1947 in order to settle the Naga issue. This is what Shri A. A. Phizo the father of Naga Nation had wisely suggested to the then Governor General of India Sri Rajagopalachari in 1948 stating that “ if my people had not taken to other route, the settlement of the Naga issue, I believe, should be based on Governor’s Ten Years Agreement (which resulted in the famous 9 points Agreement) and that settlement should not be to the people but of the land which belongs to the Nagas” In view of the above let us stop mixing the real Naga issue with Non-Issue but rather let us agree together and demand what is our right and settle the Naga issue in the line with the prophetic suggestion of the father of the Naga nation. Eversince the inception of the NNC(Non-Accord), Mr. Kiumukam Yimchunger has been playing dirty politics among the fellow national workers, lies after lies in every directions he steps, which lead to the division and give birth to many new Naga political groups such as NNC(Parent body),NNC(NPGN), NNC(PRN) etc. Unfortunately, he was arrested by Indian army at his rented house on 29th Aug.2016 alone with his personal bodyguard driver, 5% demand note to railway contractors, demand letter to advisors DUDA and Women Development etc therefore he was booked under Indian panel code (IPC) 385(putting person in fear of injury in order to commit extortion- whoever in order to committing of extortion, puts any person in fear or any injury) and IPC. 120B (whoever is a party to a criminal conspiracy with death), R/W-7 NSR’62(Extortion with arms) and was released out on 5th sept.2016. The NNC/GDRN(Non-Accord) convened an emergency national hoho on 6th sept. headed by Hon’ble Ato kilonser but he was hidden from govt. and exile himself. The NNC/ GDRN(Non-Accord)too have an allegation against him for misused of power and misused of govt.treasurey. In sept.2015 Rs 1,20,000(one lac twenty thousand was transfer into his account which was meant for govt. developmental work, but till date the govt.is yet to received the records even after the lapse of a year. To mention a few, he took one 12 bore gun from gun house union, He took money from FCI suppliers, Godrej company, Amar mill, Rs.150000 from DUDA (on the advice of extortion President)apart from his monthly honorium Rs.46000 (forty six thousand)(documentary proof available for verification in NNC/GDRN (Non-Accord) office)and many more to come up. Therefore, he was impeached from Presidentship through democratic means. On sept.7th some NNPG leader called upon our Hon’ble Ato kilonser and appeal for reconciliation and also YTC appeal not approached to media as they were trying their best to settle the difference. So the NNC/GDRN(NonAccord) abide by the appeal by NNPG leader and YTC. But Mr.Kiumukam Yimchunger with his fellow public issued the statement claiming themselves as so called MIP GDRN/NNC N/A terminating Hon’ble kilo kilonser which is totally baseless. Therefore, the NNC/GDRN(Non-Accord) request Mr. Kiumukam Yimchunger to come out clearly to this following points if he claim himself as legitimate Naga leader, when did you appointed other MIP other than existing MIP? When you attended meeting after releasing from jail?How can a mere public terminate the Nation worker? In the above statement, it is the civil societies, Naga political leaders, Intellectuals to judge who is right. Many NGOs, civil societies, intellectuals raise out their resentment against extortion, corruption, and anti-social element, but when we impeached extortionist, corrupted leader in our govt, why many were silent on this issue. DIMAPUR: ICAR-Krishi Vigyan Kendra, Phek organised “Parthenium awareness week” from August 31 to September 6 at KVK premises, initiated with an introduction and significance of Parthenium hysterophorus management by SMS Agronomy, Hannah Krujia. Krujia spoke on the origin and history and its advantages and disadvantages of the weed crop. During the course of the days the participants were enlighted with a field visit led by Kenisto Chucha,
farm manager to nearby Mithun rearing area, to acquaint them with the plants of Parthenium family. They were advised to uproot the weed and burn if found in crop field and nearby areas. The participants were enlightened by ACTO Soil Science, T. Esther Longkumer on compost making from Parthenium. Topic on biological control of Parthenium that was taken up by Liza Barua Bharali, SMS Plant Protection who discussed on the role and use of Mexican beetle that controls the weed population
to a great extend. Lecture on integrated Parthenium management was delivered by Rinku Bharali, ACTO Horticulture. An exhibition on Parthenium was put up at KVK premises through the display of posters and pictures. Debojyoti Borkotoky, SMS Animal Science described on the adverse and toxic effect of Parthenium on animal and human health. The programme concluded with a vote of thanks from T. Esther Longkumer. Altogether 20 youths participated in the week long programme.
DIMAPUR: Mokokchung District Planning and Development Board (DPDB) members were sensitized on implementation and enforcement of Cigarette and Other Tobacco Product (COTPA) 2003 during its monthly meeting wherein the members were told that Mokokchung district could not fully implement the Act due to lack of fund from the government. This was pointed out by Dr. Moa from Imkongliba Memorial District Hospital, Mokokchung, who is also the Member Secretary of the District Level Coordination Committee & District Nodal Officer of COTPA while presenting a Power Point presentation on the implementation and enforcement of the Act as part of the sensitization programme. According to DIPR report, Dr. Moa dwelt at length on ill effects of consuming tobacco in any form and places where smoking or consuming tobacco in any form was prohibited. Appealing to all the DPDB members to be an agent towards implementation of the Act, Dr. Moa expressed serious concern over high consumption of tobacco in Nagaland state. He said 8 to 9 lakh Indians die every day due to tobacco related diseases of which 70% are between the age of 30 to 69 years.

US supports India’s NSG bid: Obama tells Modi China to probe airlines’ racial remarks
Pakistan accuses India of ‘financing terror’ Islamabad, Sep 8 (IANS): Pakistan on Thursday accused India of “financing terrorism” on its soil, saying “open evidence is available of India’s involvement in subversive activities”. The statement comes days after Indian Prime Minister Narendra Modi, in an obvious reference to Pakistan at the G20 Summit, said “One single nation in South Asia is spreading agents of terror in countries of our region”. Pakistan Foreign Office spokesman Nafees Zakaria, hitting back at Modi’s statement, said: “India is in fact that single nation.” Zakaria said the confessional statement by arrested alleged Indian intelligence agent Kulbhushan Jadhav had “made it clear which country was spreading terrorism”. Asked if Prime Minister Nawaz Sharif would raise the issue of Jadhav at the upcoming UN General Assembly, the spokesman said: “The issue of Indian involvement will definitely be highlighted. “The issue will be raised because of its direct links with incidents of terrorism in Pakistan,” he said.
38 dead, 92,000 left homeless by Niger floods
Niamey, Sep 8 (PTI): At least 38 people have been killed and more than 92,000 left homeless since June in disastrous floods in Niger, the United Nations have said. The UN Office for the Coordination of Humanitarian Affairs said the deaths, up from a previous government toll of 14, followed torrential rains in August. More than 26,000 livestock have been lost and more than 9,000 homes destroyed, the UN said, citing government figures. Authorities and NGOs have already given out aid to more than 50,000 people, the UN added, with many of the homeless sheltering in schools and public buildings. Despite being in the middle of the desert, Agadez in the north and Tahoua to the west are among the worst hit regions, along with Maradi in the south. Niger is in the midst of its annual rainy season, having struggled to overcome a severe food crisis caused by drought. One of the poorest countries on the planet, its authorities are also struggling with 300,000 refugees and internally displaced people who have fled the Boko Haram insurgency in Niger’s southeast and in neighbouring Nigeria.

Vientiane, Sep 8 (PTI): The US “strongly supports” India’s NSG membership bid, President Barack Obama today told Prime Minister Narendra Modi here as they discussed the immediate priorities in the strategic partnership, including deepening the civil nuclear cooperation and combating climate change. “Had a great discussion with President of the US (POTUS) on India-USA relations,” Modi tweeted after his meeting with Obama on the sidelines of the East Asia Summit here, their eighth in the last two years. A White House official, giving details of the meeting, said, “Reaffirming the strong bonds of friendship between
the United States and India, the President underscored that the United States strongly supports India’s membership in the Nuclear Suppliers Group (NSG).” The US has been playing a lead role in supporting India’s bid in the 48-member elite group. China had scuttled New Delhi’s bid at the Plenary Session of NSG in June. The two leaders reaffirmed the importance of the deepening partnership between the US and India and the value of their shared engagement in the region, including through the East Asia Summit, the official said. “President Obama praised Prime Minister Modi’s initiatives to reform the Indian economy. In particular, the US President expressed confidence that the passage of GST will unleash significant economic activity,” sources said. During the meeting, Obama also praised Modi’s vision of entrepreneurship and innovation, which he said would be “very important for a country like India”. A female fighter nicknamed the ‘Kurdish Angelina Jolie’ has reportedly been killed in a battle against Isis on the Syrian-Turkey border, Syrian Kurdish media has said, and The Independent has confirmed with a source in Rojava. 22-year-old Asia Ramazan Antar died in fighting near Minbiç, a town recently liberated from Isis control. Antar belonged to the Women’s Protection Units, a group of around 7-10,000 he Martha’s Vineyard Film Society is honoring Sharon female fighters allied to the Stone with its Global Citizen Award Sept. 9 and the “Basic Instinct” actress will be there. New Delhi, Sep 8 (IANS): The third One-Day International (ODI) between India and New Zealand, scheduled to be held on October 19 at the Ferozeshah Kotla stadium here, was on Thursday postponed by a day due to the Karva Chauth festival. Delhi and District Cricket Association (DDCA) vice president C.K. Khanna confirmed the development. DDCA requested the Board of Control for Cricket in India (BCCI) to push the match behind by a day and the national governing body accepted the request. “I requested BCCI to postpone the match due to Karva Chauth which was agreed. Now instead of October 19 the match will take place on October 20,” C.K. Khanna told IANS on Thursday. DDCA has written a letter to BCCI secretary Ajay Shirke informing him about the difficulties in organising the match on the day of a festival popular in North India. DDCA expected ticket sales to be significantly low if the match went ahead as per the earlier schedule. Providing security would also have been an issue as the police would have been busy with managing the festive pressure during the one-day traditional festival observed by women. New Zealand are scheduled to play three Tests and five ODIs. The first Test begins on September 22 in Kanpur. The first ODI is on October 16 in Dharamsala. Ferozeshah Kotla will also host a warm-up fixture for New Zealand when the visitors take on Board President’s XI from September 16-18.
Rio de Janeiro, Sep 8 (IANS): The opening ceremony of the first Paralympics on South American soil was a tropical celebration full of colours and Samba music, filling the famous Maracana Stadium for almost four hours in the city of Rio de Janeiro. The ceremony on Wednesday began with a video which starred Philip Craven, a British wheelchair athlete who competed in five Paralympic games from 1972 to 1988. He later waved from one of the stands as the president of the International Paralympic Committee (IPC), reports Efe. Aaron Wheelz, an American wheelchair athlete, delighted the audience with an impressive jump from a steep ramp on one of the highest stands of the stadium. After that moment, music took a leading role. With rhythms such as Samba,
Tropical and Bossa Nova, performances with colours, lights and sounds illuminated the night here. With a single piano, the maestro Joao Carlos Martins was in charge of adding music to the anthem of Brazil and the hoisting of the flag of the country. Then, one by one, representatives from the 164 participating countries paraded around the stadium, including Ibrahim Al Hussein, a Syrian refugee who joins the Paralympics as an independent athlete. The entrance of the Brazilian team, the last one in the parade, led the audience to rejoice and completed the unfinished heart-shaped puzzle on the stadium floor, illuminating a metaphor of life. Agartala, Sep 8 (PTI): State-run GAIL (India) Limited today announced a grant of Rs 2,00,000 and a monthly scholarship of Rs 20,000 for the next two years to Ashmita Paul, another promising gymnast of Tripura after Dipa Karmakar who secured fourth position in Rio Olympics. “Ashmita is being billed as the next Dipa Karmakar of India. 15-year old Ashmita dreams of an Olympic medal much like her role model Dipa,” a GAIL release said today. “Ashmita’s father is a daily wager, her mother a domestic help in Agartala and lives in a cramped dwelling with a tin roof. But she defied all odds, fighting her way to the national team, representing India at the World School Championship in Turkey,” the release by the PSU said. Ashmita is being coached by Dipa and her coach, Bisweswar Nandi.

New Delhi, Sep 8 (IANS): Sports Minister Vijay Goel on Thursday sought feedback from the athletes, who participated in the recently-concluded Olympics in Rio de Janeiro, to review and work on improving India’s performance in upcoming competitions. Goel also wrote to the Indian Olympic Association (IOA) and the various National Sports Federations (NSF), to conduct a review of Indian athletes’ performances in Rio and sought their suggestions. “The Minister has written individual letters to each of the athletes who participated in the Rio Olympics 2016, seeking their feedback and suggestions. He has stated that they should feel free to give him their suggestions or feedback anytime either personally or through mail,” the Sports Ministry said in a statement. “In his letter, the Minister has stressed the need for more inputs from performers like them so that the pool of world class athletes can be enhanced and sports infrastructure strengthened. “The Ministry has also written to Indian Olympic Association (IOA) to submit their feed-back on India’s performance in Rio Olympics and steps for improving the performance in future. US swimmer Lochte banned for 10 months New York, Sep 8 (IANS): US swimmer Ryan Lochte has been suspended from competition for 10 months following his falsified robbery story at the Rio Olympics, according to media reports USA Today newspaper reported on Wednesday that the 12-time Olympic medallist has been suspended until mid-2017. Celebrity gossip website TMZ, citing unnamed sources, also reported the suspension, reports Xinhua. Lochte has been charged by Brazilian police with making a false statement after he claimed he was robbed at gunpoint during the Rio Olympics. Lochte said he was with fellow US swimmers James Feigen, Gunnar Bentz and Jack Conger when their taxi was stopped by thieves posing as police. Hyderabad, Sep 8 (PTI): India’s leading badminton player Saina Nehwal says she wants to come back into competitive action stronger after recovering from a knee surgery and indicated that her best may be yet to come. “I want to come back stronger”, she told PTI today. “I am confident that in the next two-three years I can do better than what I have done in the last five-six years. I have to do better,” the ace shuttler added. Saina expects to recover fully by December if things go as planned. “If everything goes right, I am keen to take part in Dubai World Superseries Finals during that month”. “I want to come back into competitive action only after I become 100 per cent fit,” she said. Saina, a former world number one, failed to progress to the knock-out stage in Rio Olympics in a shock early exit from the competition and returned to India with unbearable pain in right knee. She underwent surgery last month at the Kokilaben Dhirubhai Ambani Hospital in Mumbai for broken bone below kneecap. A physio is now working with her as part of rehab process, and a trainer would join later this month.

Correspondent Shillong, Sep 8: Olympian boxer Shiva Thapa would grace the Diamond Jubilee celebrations of Rilbong Sports & Cultural Club, one of the noted youth organisations of Meghalaya, at the All-Shillong boxing competition which is scheduled for September 14 next. The tournament, which is being organised in collaboration with Meghalaya Boxing Association, would be held at the Rilbong ground. The finals are billed for September 16, Club President Manas Chaudhuri said. Shiva Thapa, who is the only pugilist from the Northeast to qualify for Rio Olympics, would formally inaugurate the tournament. He has been requested to briefly participate in a demonstration bout to serve as an inspiration for the local boxers. Chaudhuri said that the calendar of events for the jubilee celebrations would also include a 10-km Marathon on September 24, vibrant Dances of India on October 6, NE Junior Table Tennis tournament (date yet to be finalised), Veterans’ badminton tournament (end-November), food festival on December 3 and a Youth Festival on December 10. He said that invitation has been extended to sports celebrity Sourav Ganguly to inspire the youth at the Youth Festival. The September 24 Marathon has been designed to absorb a thousand runners-men, women, and children (under14) - having handsome cash prizes, medals and certificates. Pankaj recommended for Padma Bhushan
New Delhi, Sep 8 (PTI): Ace cueist Pankaj Advani has been recommended for Padma Bhushan, India’s third-highest civilian honour, by the Billiards and Snooker Federation of India (BSFI). Advani, a 15-time world champion in billiards and snooker, was also recommended for the honour last year before being overlooked for the award. “Yes, we have recommended Pankaj for the second year in a row. He is a deserving candidate and hopefully he would get the award this time,” BSFI secretary S Balasubramanian told PTI. Advani has already been conferred with a Padma Shri (2009), Khel Ratna (2005-06) and Arjuna
Award (2004). The Padma awards are given for distinguished and exceptional achievements, service in fields such as art, literature and education, sports, medicine, social work, science and engineering, public affairs, civil service, trade and industry. Last date for receipt of the nominations for the Padma awards is 15 September, according to a notification issued by the Home Ministry. The nominations/recommendations are placed before the awards committee, constituted by the Prime Minister. The winners will be announced on the eve of Republic Day.

Shillong to host Motorsports Challenge Correspondent Shillong, Sep 8: Over 200 enthusiast racers from across the North East region are expected to take part in the first Shillong Endurance Motorsports Challenge which will be held from September 14 to 17. The event, which will be held at Lum Kharkongor Nongthymmai in Umphyrnai on the outskirts of Shillong, organised by CR Projects, includes 4x4 off-road, motocross, Royal Enfield, autocross, scooter non-gear and bicycle trail. “The main aim of the festival is to promote Meghalaya as the “hub” of professional Moto Sports in the NE region,” CR Projects chief executive officer Christopher Rani said More than 100 participants from Meghalaya have expressed their eagerness to participate, he said. The total prize-money is Rs 8 lakh while the highest prize is Rs 1 lakh. Rani said the best performer at the event will be supported for participation in various national-level competitions.
