Task force reconstituted for BBBP Scheme DIMAPUR, SEP 8 (NPN): State government has reconstituted the state task force for monitoring and supervision of the Beti Bachao, Beti Padhao (BBBP) scheme in the state. According to an official bulletin, the department of social welfare would have the responsibility of coordinating all the activities related to implementation of the plan in the state through the directorate of social welfare. The State Resource Centre for Women (SRCW) would function as Project Management Unit (PMU) to provide technical and coordination support for implementation of the State Action Plan. The task force for Beti Bachao, Beti Padhao would be headed by chief secretary as chairperson and secretary, social welfare as convenor with following members: commissioner &secretary, health & family welfare; commissioner & secretary, school education; commissioner & secretary, rural development; commissioner for persons with disabilities; secretary, economics & statistics; deputy commissioner, Longleng; director, social welfare; mission director, state resource centre for women and representative from Nagaland state legal services authority.

KTP extends ‘no entry’ time in Kma

KOHIMA, SEP 8 (NPN): With the objective to ease traffic jams in Kohima town, the Kohima Traffic Police (KTP) has extended the “No entry” time for heavy vehicles during peak hours in the capital. In this regard, entry of heavy vehicles within Kohima town would be restricted from 8 a.m. to 5.30 p.m. with effect from September 9 till further notice. While informing citizens of the new traffic regulation, Sr. SP Kohima, Joseph Hesso (IPS) said that the move was necessitated due to deteriorating road conditions in and around Kohima caused by incessant rain, leading to frequent traffic jams in Kohima town.

Court scalps 21 Parl Secys AAP GOVT IN DEEP CRISIS; BALL IN ECI COURT

NEW DELHI, SEP 8 (AGENCIES): In a major jolt to the Arvind Kejriwal government, Delhi High Court on Thursday set aside its order appointing 21 AAP MLAs as parliamentary secretaries on the ground that it was issued without the concurrence of the Lieutenant Governor (LG). The order came around a month after the High Court on August 4 held that the LG was the administrative head of the Union Territory of Delhi and his concurrence was “mandatory” in administrative issues. A Bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal set aside the March 13, 2015 order after the counsel appearing for the Delhi government “conceded” that it was issued without taking concurrence or views of the LG. Senior advocate Sudhir Nandrajog, appearing for the Delhi government, referred to the August 4 verdict and said, “Today, I have to concede that the judgement stands against me (Delhi government).” He said that the March 13, 2015 order, appointing 21 legislators as parliamentary secretaries, was issued without taking the concurrence or view of the LG. Taking note of the submissions, the bench said, “it has been conceded by the GNCTD that order dated March 13, 2015 was issued without seeking concurrence/view of the LG. The impugned order of the GNCTD is set aside following the ratio laid down (in the August 4 verdict).” The High Court had passed the August 4 verdict on a batch of petitions arising out of the tussle between the Centre and the AAP government over LG’s administrative powers on governance of the national Capital.

During the hearing on Thursday, Additional Solicitor General (ASG) Sanjay Jain told the bench that the Election Commission was also seized of the matter pertaining to appointment of these legislators as parliamentary secretaries.

The AAP on Thursday said there are no Parliamentary Secretaries in Delhi following the Delhi High Court’s order quashing their appointments. Delhi’s ruling party noted that the verdict was based on the high court’s earlier ruling giving the Lieutenant Governor primacy in administrative affairs in the Capital. AAP spokesperson Dilip Pandey said the Delhi government told the court that the appointment of 21 Parliamentary Secretaries was made without the approval of Lieutenant Governor Najeeb Jung. “Taking cognizance of this the high court quashed the appointments of the 21 Parliamentary Secretaries. This implies that at this point of time there is no Parliamentary Secretary in Delhi,” Pandey said. Nagendar Sharma, media advisor to Delhi Chief Minister Arvind Kejriwal, said: “After today’s (Thursday) high court order there is no Parliamentary Secretary in Delhi.” Sharma said they will not move the Supreme Court over the issue. “Why should we go to Supreme Court?”

The three bodies stated that following the order, four seats were de-reserved and selection towards that end has already been declared. Therefore, they affirmed that under any circumstances the status quo of the declared result must stand “as the career of every student is equally important who by the sweat of their brow have earned their position of merit.” As such, the three bodies demanded that its ultimatum be addressed within five days, failing which, they would “initiate all necessary measures to fight for our just democratic rights.”

Earlier, the Punjab and Haryana High Court reasoned that the Governor or the state legislature has no competence to frame rules regulating conditions of appointment and services of either CPSs or parliamentary secretaries for their functioning within the House of the state assembly and therefore set aside the appointment of 18 Chief Parliamentary Secretaries (CPSs) of Punjab’s SAD-BJP government made in April 2012. In a 71-page judgment pronounced, the division bench comprising Justices SS Saron and Ramendra Jain said that the parliamentary secretaries in fact perform the functions almost like ministers and enjoy perks and facilities equivalent to that of ministers. “Therefore, the parliamentary secretaries are in the nature of junior ministers who change with the government of the day. As such, appointments of Chief Parliamentary Secretaries amount to infraction of the provisions of Article 164 (1A) of the Constitution,” reads judgment.

Army chief briefs HM on NE scenario NEW DELHI, SEP 8 (AGENCIES): A day after touring forward bases in Assam, Army chief General Dalbir Singh called on Home Minister Rajnath Singh and discussed with him various issues concerning the country’s security along its international border with China. During the 15-minute meeting, the Army chief also apprised the Home Minister about the situation along the border, sources said. General Dalbir Singh, Chief of the Army Staff, visited the Gajraj Corps at Tezpur, as part of his visits to various formations of the Army, to review their operational readiness and the internal security situation. The Army Chief was briefed by Lt General D Anbu, GOC Gajraj Corps. General Dalbir Singh was in Assam for two days on September 5-6 and was accompanied by Lt General Praveen Bakshi, General Officer Commanding-in-Chief, Eastern Command. He was updated on the security situation in Assam by the Corps Commander.

Appraisal of govt projects under stringent scrutiny NEW DELHI, SEP 8 (AGENCIES): To ensure expeditious implementation of projects, the expenditure department has come out with stringent norms for appraisal under which ministries will have to provide both financial and physical targets for current as well as future years. The concerned ministry/departments, the office memorandum said, will be required to indicate outcomes in the form of “measurable indicators” which can be used to evaluate the proposal periodically. As per the new norm, administrative ministries will have to ensure that the significant outcome of the proposed scheme should not overlap with that of the existing schemes. The government has modified the norms for appraisal of public funded schemes after a comprehensive review of the existing guidelines. As far as the funding of the scheme is concerned, the ministries will now have to indicate the source of finance, whether it is budgetary support, extra budgetary support, external aid or contribution of the state. As part of the appraisal process, the ministries would be required to spell out targeted beneficiaries, social groups, and mode of delivery. The ministries would also be required to submit cost analysis for the duration of the scheme -- both year and component wise. It should also include segregated non recurring and recurring expenses. In case the scheme involves pay out of subsidy, the annual quantum of such payout will have to be indicated. Wherever land has to be acquired, the details of cost of land and cost of rehabilitation and resettlement have to be provided.

Atoka Yeptho said the union having concern for grassroots level inspected the school infrastructure and health centres provided by the government from August 26 to September 3, 2016 under its jurisdiction. Prez nod to Constitution Amendment Bill on GST

NEW DELHI, SEP 8 (PTI): President Pranab Mukherjee today gave assent to Constitution Amendment Bill on Goods and Services Tax (GST), a major step towards rolling out the new indirect tax regime which the Modi government wants to come into effect from April 1 next year. Mukherjee has given approval to the bill, official sources said today. The passage of the bill will pave the way for setting up of a GST council that will decide the tax rate, cess and surcharges. The GST is a single indirect tax which will subsume most of the central and state taxes such as Value Added Tax (VAT), excise duty, service tax, central sales tax, additional customs duty and special additional duty of customs. The Parliament had on August 8 passed the bill which was then circulated to state governments seeking its ratifi-

cation. A Constitution amendment bill needs to be ratified by the legislative Assemblies of at least 50 per cent of the states. The bill was sent to the President’s secretariat after as many as 17 states, BJP-ruled Assam being the first, ratified the bill. The other states which have passed the legislation include Bihar, Jharkhand, Chhattisgarh, Himachal Pradesh, Gujarat, Madhya Pradesh, Delhi, Nagaland, Maharashtra, Haryana, Sikkim, Mizoram, Telangana, Goa, Odisha and Rajasthan. Revenue Secretary Hasmukh Adhia had recently said that the government is ahead of schedule for implementation of GST. “Instead of 30 days kept for this (states’ ratification), it is achieved in 23 days,” he had said in a tweet. Now that the bill has got Presidential assent, the government will notify the GST Council, which will decide on the tax rate. Headed by Union Finance Minister Arun Jaitley, the Council will comprise state Finance Ministers. The states and the Centre are working overtime and talking to stakeholders to draft the Central GST, State GST and Integrated GST laws, which are to be passed in the Winter Session of Parliament.The CGST and IGST will be drafted on the basis of the model GST law. Music & entertainment industry in Nagaland KOHIMA, SEP 8 (NPN): State government in 2004 set up a think-tank under a special task force and this resulted in the creation of the Music Task Force (MTF) in 2006, a body patronised by the state government with the professed objective of promoting musicians. In August 2012, the state government declared music as an industry in the state with great pride. Nagaland then became perhaps the first state in India to have declared music as an industry and leaving states like Meghalaya (supposedly the rock capital of NE/ India) and Mizoram (another state that had been producing performance winning beat groups) wondering. After its formation, the MTF has become a household name in the state and other states as the facilitator of rock festival later international rock contest etc, held every year during the Hornbill Festival. In this regard, the KTDSSU has urged the responsible department to look into the matter and address the hardships faced by the innocent students and teachers. wise agitation. The union further said owing to shortage of teachers in some schools, even Grade IV staffs were compelled to teach main subjects. Expressing dismay with the department for neglecting the primary and middle schools, the union said while some schools have excess teachers there was shortage of teachers in some schools. Therefore, the union has urged the education department to speed up the “rationalisation” process to mend uniformity of teachers’ strength for smooth functioning of schools.

2 PHCs without doctors

KTDSSU has alleged that two Primary Health Centres (PHCs) at Sitimi and Seyochung were being neglected by the department, adding that both PHCs were functioning without doctors for several months and year. RSCH reacts to ENPUD statement DIMAPUR, SEP 8 (NPN): Rson Star Children Home (RSCH) has reacted to the press statement of Eastern Nagaland Peoples’ Union Dimapur (ENPUD) published on September 8, 2016, wherein the union claimed that 16 Eastern Naga children were rescued from Rson Star Children Home. In a press release, RSCH secretary clarified that five children from the home studying in class A to 5, were allegedly caught for stealing guava, lemon and biscuits from a colony. RSCH secretary stated that the children were expelled from the colony on August 22, 2016. Thereafter, on hearing the matter, the secretary said ENPUD, ENSUD and ENWOD wrote a letter to Child Welfare Committee (CWC) Dimapur to “eject the remaining eastern children from the home”. On the same day (August 22), RSCH secretary said “CWC rushed to eject the children from the home against the wishes of the children and guardian.” In view of that, RSCH

secretary said on August 23, an FIR was filed with West Police Station and the matter was referred to Lotha Hoho and Dimapur Lotha Students’ Union (DLSU) by the home on August 29, 2016. On August 30, 2016, secretary said a case was filed in Juvenile Justice Board (JJB) as the matter involved a child in conflict with law, adding that case was being examined headed by magistrate (judicial). Further, the secretary said an appeal case was also filed in the District and Sessions Judge Court against the CWC’s “illegal action” and the case was registered first appeal (CRL) No 3/2016 to “unearth the truth behind the episode of the lightning development against the home.” Therefore, RSCH has requested the public not to be carried away by “fallacious news report” as the case was under the stage of investigation and sub judice. It also appealed to refrain from making any statement till the truth was brought to light to avoid social discord. K Y M C
