The guidelines stated that the concerned teaching- and non-teaching employees (up to 50 % of the strength) may be called to schools for online teaching/ tele-counselling and related work. Apart from mandatory masks, following regular sanitisation, respiratory etiquettes, hand washing in schools, the health ministry said that at all times, the teachers and students shall maintain a physical distancing of 6 feet apart, wherever feasible. Seating arrangement has to ensure a distance of 6 feet between chairs, desks etc. The health ministry has advised that weather permitting, outdoor spaces may be utilized for conducting teacher student interactions, keeping in view the safety and security of students and physical distancing protocols. “Cleaning and regular disinfection (using 1% sodium hypochlorite)

Similar SOPs were also issued on preventive measures to contain spread of covid-19 in skill or entrepreneurship training institutions, higher educational institutions conducting doctoral courses and post graduate studies in technical and professional programs requiring laboratory /experimental work.

NEW DELHI, SEP 8 (AGENCIES): In the backdrop of ongoing ‘Unlock 4’, partial resumption of activities in schools for students of classes 9-12 will be allowed from September 21, the Union Health ministry said. Guidelines have also been issued for school operations amidst Covid-19 pandemic. However, only schools outside the containment zones will be allowed to open. Assemblies, sports and events, which can lead to overcrowding, are strictly prohibited in the schools that are opting to start operations. The government also said that online or distance learning shall continue to be permitted and shall be encouraged. “Students of class 9th to 12th shall be permitted to visit their school on vol-

untary basis for taking guidance from their teachers. This will be subject to written consent of their parents/ guardians. Such visits and teacher – student interaction must be organized in a staggered manner,” state the standard operation procedures (SOPs) issued by the health ministry. DIMAPUR, SEP 8 (NPN): Konyak Students’ Union (KSU) and Ao Kaketshir Mungdang (AKM) at a meeting held in Mon on September 5, 2020 have reportedly resolved to “totally denounce” the exercise of delimitation process in Nagaland till an honourable solution to Naga political issues wasa arrived at. In a joint statement, KSU president Bumang Kongyak and AKM president Nungdokyanger Ao said that the resolution was adopted after a threadbare deliberation on various pertinent issues including protracted Naga political settlement vis-à-vis delimitation exercise in Nagaland. KSU and AKM cautioned the government that “in the event of any circumstantial failure as a result of ‘imposed’ delimitation process”, the two bodies would not be held responsible. KSU said AKM affirmed that they were committed to “stand tooth and nail if such unwanted term of exercise are imposed upon because it will further destabilized the solemn nature of tribal affiliation and also create division within the society.” (Cont’d on p-5)

DIMAPUR, SEP 8 (NPN): Nagaland on Tuesday registered 25 COVID positive cases, taking the tally to 4245 cases. In a tweet, Health minister, S. Pangnyu Phom said 21 cases were reported in Kohima, 2 in Mon and 1 each in Mokokchung and Kiphire. Till September 8, there were 496 active cases, 3728 recovered, 10 deaths

and 11 migrated. As per the severity of symptoms, 485 active cases are asymptomatic, 8 mild and 3 moderate cases. Further, out of the 4,245 positive cases, the distribution across various categories of people include 1823 from the Armed Forces, 1312 returnees, 309 frontline workers and 801 traced contacts.

Accidental blast in Dimapur leaves 2 dead, 3 injured Staff Reporter

D I M A P U R , AU G 8 (NPN): Two persons were killed and three others suffered injuries after a “vintage bomb” suspected to be of World War II era exploded at Burma Camp, United North Block-A here Tuesday afternoon. Deputy Commissioner of Police (DCP) Zone-I Naieem Mustafa told Nagaland Post that as preliminary investigation an iron scrap worker was pounding a suspected vintage bomb with hammer when it went off. Scrap dealer was killed on the spot while four other persons were injured including one year old child, who later succumbed to injuries at a hospital. DCP said that splinters of the vintage bomb have been sent to the forensic lab for further analysis. The injured were rushed to hospital for treatment. The deceased were identified as Sadiqul Islam (30) and infant girl Mairam Khatun (around 1 year) while the injured were identified as Majida Begum (infant’s mother), Haibur Hussian (25) and Baharul Islam (30).

PTI: Recording over 90,000 new cases for two days in a row, India’s COVID-19 tally rose by 75,809 in the last 24 hours to reach 42,80,422 on Tuesday, while a record 1,133 fatalities took the death toll to 72,775, the Health ministry data showed. During the same period, the number of recoveries surged to 33,23,950 pushing the recovery rate to 77.65%, according to the data updated at 8 am on Tuesday. The COVID19 case fatality rate stands at 1.7%. According to the data, there are 8,83,697 active cases of coronavirus infection in the country which comprise 20.65 per cent of the total caseload. India’s COVID tally crossed the 20-lakh mark on August 7, reached 30 lakh on August 23 and went past 40 lakh on September 5.

China’s People’s Liberation Army has confirmed that five youths missing from Arunachal Pradesh have been found by them and their handing over process to India is being worked out, Union minister Kiren Rijiju said on Tuesday. The five youths had gone missing on Friday from the Sino-Indian border in the Upper Subansiri district of Arunachal Pradesh. They have been identified as Toch Singkam, Prasat Ringling, Dongtu Ebiya, Tanu Baker and Ngaru Diri. “China’s PLA has responded to the hotline message sent by Indian Army. They have confirmed that the missing youths from Arunachal have been found by their side. Further modalities to handover the persons is being worked out,” Rijiju (More on p-3) tweeted.

RD minister flags off 30 pick-up trucks for rural areas Correspondent

KOHIMA, SEP 8 (NPN): Rural Development minister, Metsubo Jamir Tuesday flagged off 30 pickup trucks (Mahindra bolero) for 30 Village Level Organizations (VLOs) covering 29 blocks under Aajeevika Grameen Express Yojana (AGEY). AGEY, a sub scheme under DAY-NRLM, Ministry of Rural Development, Government of India. The objectives of AGEY is to provide an alternative source of livelihoods to members of Self Help Groups under NRLM by facilitating them to operate public transport. This would also ease in transporting goods between remote villages and urban areas, especially products and produce of SHGs and help in generating income. The dedicated AGEY

costs that might be required to be covered for operation of the vehicle. Speaking at the flagoff event at the RD directorate here, Metsubo Jamir congratulated the Nagaland State Rural Livelihoods Mission (NSRLM) for reaching out to poor households across Nagaland. Mentioning that there were 12,000 SHGs currently in

the State covering 1,10,000 households, he observed that during COVID-19 pandemic, Naga women took the lead in caring the vulnerable persons and were instrumental in keeping the community resilient and safe through information education communication (IEC) dissemination. He urged all SHGs across the State to continue providing critical services in their villages. Congratulating the 30 beneficiaries, the minister reminded them of their responsibility towards their community, adding that success or failure of the programme would depend on the beneficiaries. Won’t accept Naga solution shrouded in mystery and secrecy, says NGBF DIMAPUR, SEP 8 (NPN): As guardian of customary and traditional structure and usages, Nagaland Gaon Bura Federation (NGBF) said it would “not accept a Naga solution that was ambiguous and shrouded in mystery and secrecy”. As the traditional conscience keepers-- a solemn institution listening to the voice of our forefathers, NGBF said it “will not allow our land and people to be eternally threatened by bullies with guns,” the federation asserted. NGBF in a statement said its position remained unchanged that the final agreement should be signed as per the October 31, 2019 understanding between Centre and two negotiating groups– NSCN (I-M) and Working Committee (WC) of NNPGs– based on the Framework Agreement and Agreed Position. It declared that Nagas would not be a party to any solution that was enforced and without transparency. Mentioning that it had attended a cordial meeting with NSCN (I-M) at the invitation of the latter’s chairman Q Tuccu on September 4, NGBF said during the meeting it had urged the group to unite all factions, come under single platform and disclose to Nagas the contents and blueprint of post solution political and administrative structure like the NNPGs had done

by sharing with Naga tribes and civil society the ‘Status Paper on Indo-Naga political talks’. This would clear any doubt, it added. NGBF reminded that for over a century now Naga village chiefs/chieftains/ GBs had been at the forefront of building Naga nationhood. Recalling how Kuhoi Zhimomi, son of Sukhai Zhimomi, chief/akukau/ GB of Kiyeshe (Sukhai) village, had led 2,000 Nagas to the 21st Naga Labour Corps to Europe on April 21, 1917, NGBF said he was ably assisted by other village chiefs from among Aos, Angamis, Lothas, Rengmas, etc. When the Nagas had submitted a memorandum to a British statutory commission in 1929, Nijevi Sema was one of the interpreters and he was chief from Shenakusa village. The Konyak, Phom and other Naga village chiefs always displayed valour and uncompromising spirit on the Naga political issue, the statement added. NGBF alleged that there was a nefarious game plan by an unprincipled and uninformed group of people desperately trying to “limit, discredit, marginalise and muffle” the traditionally honoured voices and authority of Naga village chiefs. It said the system of GB (village chief) was institutionalised by the British in the Naga Hills much before India got independence.

Pointing out that the system was unique that none of the North Eastern States possessed, the federation said this has been retained as premier traditional body. In recognition of its authority, British government had given red blankets as insignia to the village chiefs, it added. NGBF explained that most GBs are hereditary while some are appointed by the government but only after the individual had proved his domicile, integrity, social conduct and acceptability among the public of that locality/colony and who then work under the banner of NGBF. It further clarified that the GBs in Nagaland were not paid government employees, except the traditional symbolic uniform red blanket issued by the civil administration from time to time. According to NGBF, every single village chief in Nagaland was a proven man and an anointed leader, having every right to knock on the door of the chief minister and even the Prime Minister on the Naga issue. Stating that it was committed to facilitating and ensuring honourable and acceptable political solution for the Nagas, NGBF urged all “rejected organisations and destructive social media heroes” to think twice before passing judgement on its activities because it doesn’t need a certificate from any political party or group.

RTA Dimapur fixes auto, taxi fares DIMAPUR, SEP 8 (NPN): Regional Transport Authority (RTA) Dimapur has fixed the fares for taxis and auto rickshaws to be charged as per the guidelines with immediate effect. In an order, DC and chairman RTA Dimapur Rajesh Soundrarajan stated that six-seater line autorickshaw plying from Railway gate to Chumukedima would carry passengers as allowed in the SOP with the following rate per passenger: Railway gate to Purana Bazaar Rs. 20; Padumpukhuri/2 1/ 2 Mile Rs. 40; 3rd Mile/ 4th Mile Rs. 50; 5th Mile/6th Mile Rs. 60; 7th Mile Rs. 80; Urra peace camp Rs. 100 and Singrijan Rs. 100.

The order stated that three-seater auto rickshaw would ply with one passenger as per the new guidelines on hire basis on all routes with the present existing hire rate. Further, regional taxi fare for Chumukedima to Medziphema has been fixed at Rs.90 per passenger (only 3 passengers for Maruti alto/Van etc and 5 passengers for Tata Sumo/Innova etc). The taxi fare from Dimapur to other districts would be in accordance with the fare fixed by the respective RTA, it stated. The order stated that the above fare for taxi and auto rickshaws would be in place till further directives. Guidelines on safe practise for commercial passenger vehicles are to be strictly followed.

PSC demands EE power for Longleng distt DIMAPUR, SEP 8 (NPN): Phom Students’ Conference (PSC) has expressed dismay over the inordinate delay in upgrading SDO power Longleng district to the executive engineer (EE) power even after attaining full-fledged district in the year 2004. In a press release, president A Mane Phom and assistant general secretary Amos Phom lamented that department of power in Longleng district headquarters was still under EE power Changtongya sub-division, Mokokchung district. PSC stated that Peren and Kiphire districts, which attained full-fledged district along with Longleng district, have EE Power at their respective district headquarters. “The Conference wonders if we were intentionally treated in this step-motherly manner without any fault of ours,” PSC stated.
