The final audited results of Friday's Regional Council and Local Authority Elections confirmed yesterday afternoon that the Swapo Party of Namibia won six of the seven Regional Council seats in Erongo, with runner-up, the United Democratic Front (UDF) 1 seat. Both the DTA of Namibia and RDP (Rally for Democracy and Progress), other hopeful contenders, were virtually wiped off the map.
In the final auditing yesterday afternoon, it transpired Swapo's vote decreased with 6,79 % down from the 2010, but it too did not stop the ruling party to report an equally overwhelming victory in the Local Authorities Elections. In Swakopmund, Swapo received a total of 12 236 votes, DTA 4 474 and the RDP 1 547. In Walvis Bay Rural Constituency Swapo bolstered 7 674 votes and the DTA the only other party featuring with 1 569 votes. Walvis Bay Urban Constituency: Swapo – 7 397 votes, DTA – 918 votes and RDP 384.

Swapo local authority candidates managed to attract a total of 58,84 % of the region's local authority votes, against the UDF's 18,01 %, DTA of Namibia 6,75 % and other candidates and parties attracting the remaining 16,4 % of the total votes.

Young entrepreneur hails “Growth At Home Strategy” Mavourlene !Gaёs Youth Ambassador and Young Entrepreneur, Paul Tangeni Ndjambula shared his experience with the youth of the Erongo Region. Ndjambula talks about his journey of becoming a successful entrepreneur and how the “Growth at Home Strategy”, offered by the Ministry of Industrialisation, Trade and SME Development assisted in his success. Ndambula is from Swakopmund. His role and involvement in youth matters started in 2012, after he joined the United Nations Office for Projects and Services of the Benguela Current Commission. “In August 2012, I co-founded Swakop Cycle Tours CC. The business offers cultural township tours by bicycles as well as cycle rentals for clients who want to explore Swakopmund at their own time and leisure. Through Swakop Cycle Tours CC we also offer four to six internships to train youths interested in joining the tourism sector,” he explained. With regard to the “Growth at Home Strategy”, Ndjambula explained the foundation offered him assistance at several occasions to grow his business. He urges the youth of the region to approach the Ministry to see how they can benefit from the Program. “Namibia has started a new road map in 2014, called Growth at Home. This project aims at speeding up Namibia's process of industrialisation and sme development at the same time. Addressing the youth out there who want to become entrepreneurs, he has the following advice: “I would like to encourage all the young entrepreneurs to get a copy of the Growth at Home Strategy brochures and information packets. Study it well, in order for you to familiarise
yourself with the requirements and chances are there that you can benefit and be assisted to start your own business. This document can be downloaded from the website of the Ministry of Industrialisation, Trade and SME Development. Ndjambula questions whether the hopeful business owners are doing whatever is necessary to achieve their goals. “Are the aspiring entrepreneurs going out to find information at the Ministry and Council offices? The United Nations Framework Convention on Climate Change (UNFCCC) conference is set to take place from 30 November to 11 December. Geingob was amongst 150 Heads of State and Governments to give their public support for reaching a new and universal climate change agreement. The event began with an unprecedented 'Leaders Event' immediately after the official open i n g o f t h e C O P. “The national plans and arrival of leaders will reflect growing government confidence in the
global response by thousands of companies and investors, who have announced their commitment to the essential economic and social transformation to low-carbon, sustainable growth and development,” the UNFCC said on its website Sunday. Deputy Prime Minister Netumbo Nandi-Ndaitwah, who is also Minister of International Relations and Cooperation, said last week that Namibia is looking forward to the finalisation of a legally binding Paris climate change agreement
based on common but different responsibilities. She made the remarks during a briefing session on various matters with the Diplomatic Corps in Namibia. “Namibia's message to the international community this year is that we must work together for a global mitigation action if we are to ensure both sustainable development at national level and prevent the catastrophic effects of climate change. We are going to Paris to pool efforts in reaching an agreement to reduce global warming below
two degrees Celsius,” she stated. The central job of governments in Paris is to discuss and agree on an international arrangement and in their own national interests, to make a more rapid
transition to the lowcarbon future that will keep global warming to below two degrees Celsius. More than 180 countries covering almost 95 per cent of global greenhouse gas emissions have already delivered their national climate action plans to the UNFCCC. Geingob headed to Paris from Malta where he attended a three-day
Commonwealth Heads of Government Meeting (CHOGM). From Paris, the Namibian leader flies to London, United Kingdom to attend the Global Africa Investment Summit today and tomorrow. He is also scheduled to take part in the Africa/ China Summit on 3 and 4 December in Pretoria, South Africa.

Five year old burns Madelaine Laubscher A five-year-old girl was badly burnt on Friday morning in Walvis Bay, and had to be rushed to the Welwitschia Private Hospital with what paramedics said, was 40 % burn wounds to her body. Yesterday, it was not certain yet under what conditions the child sustained the burn injuries, but it was known she burnt with boiled water. A spokesperson of St Gabriels Community Ambulance confirmed transporting the child to the hospital. “The child was screaming so much that we did not really have time to find out what exactly happened, but we know she burnt with hot water. She has 40% burn wounds on her neck, chest and her arms.

Community power transforms Lagoon Park Members of the Walvis Bay community, with the support of the Walvis Bay Municipality and regional electricity distributor ErongoRED, transformed the Lagoon Park in the harbour town into an all inclusive, child-friendly public open space on Saturday. Volunteers got their hands dirty and assisted in painting playground equipment in bright colours and erected a shelter where parents, grandparents and nannies can sit in the shade overseeing children playing in the park and even an outdoor gym and stretching area. The park also has a cheerful entrance and is a true reflection of the people of Walvis Bay that want to co-exist together and that in a clean and attractive urban environment. Said of the organisers: “The Lagoon Park, situated between Peter Dixon- and Paul Vincent Streets is situated in a well-established residential area and is used by residents within the area as well as others, bringing their children to play at the park. The park was in need of some desperate tender loving care (tlc). We as the community saw the opportunity to work together to upgrade this park and make it an inclusive park for every individual. With the Municipality, sponsors, interested individuals and lots of hard work this project finally became a reality and with the number of children and adults currently visiting the park, the project is needed and we deem it a great success!
Limited funds were available initially. Thanks to the public and sponsors this amount grew from N$42 000 to N$75 000 and it helped us to achieve this beautiful transformation,” the organiser said. She wants to remain anonymous. The park now plays a vital role in the social and economic life of communities and provide opportunities for social interaction, social mixing and social inclusion. The park now boasts with construction of an outdoor gym and stretching area, a variety of play equipment and a large picnic and outdoor sports area with builtin seating and shading as well as lighting during evening hours. Sufficient parking is available around the park. For those visiting the park, please take good care of the play equipment, plants and other items. “We need to be proud of what we have and respect the hard work in making this a beautiful park, however it will not remain beautiful if we do not appreciate and respect people's efforts to beautify. Keep an eye on the park for future upgrades and events planned to ensure the park becomes feasible to maintain and is there to last! The time is now Liesl Losper During the past weekend starting from Thursday it came to light clearly that this is now the time that motorists should be more careful when on the road. Each year we witness senseless deaths and accidents on our roads, especially around the festive season. On Thursday night around 20:00, a Ford Ranger coming from the south side on 5th Street turned right at the robots of Nangolo Mbumba Drive and 5th Street. The two vehicles colli-ded. The driver of the Ford Ranger was attended to by the paramedics and the driver of the other vehicle was not injured. Another incident was reported at about 02:00 on Friday morning. The driver of a BMW was apparently coming from the Airport road and, at the traffic roundabout at the entrance to Walvis Bay, the driver lost control of the vehicle and skidded for +/- 50m and missed two palm trees with inches. “We urge all motorists to take care and stay alert to make sure we keep the number of deaths as low as possible. The motorists in this car were very lucky, as you can see a lot of the car parts are lying around and they missed the palm trees with only centimetres. It looks like the car doesn't even have a bonnet anymore,” one of the tow-in personnel commented on the scene. The driver and the other passenger were transported to the hospital while one of them sustained minor injuries. Tragedies and accidents such as these have become an all-toofamiliar part of the carnage of the festive season, adding that while they are heading into the season “in full force,” motorists have to play their part.

Mulderene cemetery stays as is
With the Narraville cemetery expanding and a new cemetery for Kuisebmond planned in the near future, residents were concerned over what would happen to the old Mulderene- and adjacent cemetery. Rumours surfaced that the Old Mulderene cemetery along with the one next to it, with unmarked graves, will be converted by the Municipality. Spokesperson, Mr Kevin Adams, said “there are no plans to convert these cemeteries. It has never been discussed by Council.” Apparently the original Mulderene Street cemeteries were established around 1896. “In the 1930's a new cemetery was established where part of the Civic Centre and the Huis Palms Old Age Home stands today. It was a combined cemetery for all races, although graves bought/ reserved at the Mulderene Street cemetery were still used until the late 1960's. With the proclamation the Kuisebmond Township on 14 April 1957 and removal of residents from the old location where the Jan Wilken Sports Stadium is today, this cemetery was also relocated and all those buried in the cemetery were exhumed and re-buried in the Mulderene Street Cemetery (North) in unmarked graves, except for those who had tombstones and could be identified,” he said. “The new cemeteries (Walvis Bay, Narraville and Kuisebmond) were established as a result of this and the first people buried there were from the late 1960's or early 1970's. To be able to reclaim the land currently occupied by the Mulderene Street cemeteries, all buried there have to be exhumed and those remains reburied somewhere else. Usually permission is required from the Police and the family of the person to be exhumed, or if not possible, through a high court order. With the situation that most of those buried there were already relocated
from the old cemetery in town, and not being able to identify who is buried where, it becomes quite difficult. The cost of exhumation and rebury, coupled with the moving of those tombstones that are still there, is also an
issue, while the new locality for such reburials also need to be determined, the necessary town planning, health and other approvals be obtained, and the area prepared for this,” he concluded.

Certificate of recognition for 5 years and more of continues service, was handed out to the different recipients. They also selected councillors for Adlerman and Alderwoman status. Aldermanship is bestowed upon local authority councillors for two main reasons, namely to honour and recognise them for their service and contribution to the community, and to ensure that experience and knowledge remain available for and is transferred to new councillors. It has purpose or advantage of retaining the knowledge of the old leader within a field, without challenging the new leader. The system of Aldermanship was introduced into Namibia in 1986 under the auspices of the then South West Africa Municipal Association (now ALAN). The basic criterion at the time was that each local authority could confer the title of “alderman� on any municipal councillor who had served as such for a continuous period of 20 years or more. The privileges of being Alderman are that the title remains ad infinitum (meaning without time limit/forever) and can only be revoked if the holder is convicted of a crime., the title holder is entitled to a special seat during council meetings and other local authority functions, even after the holder is no longer a councillor. They will also receive a special lapel badge identifying the wearer as an Alderman, as well as a printed certificate to that effect. It can be conferred posthumous (after death of recipient).

‘n Brief van ‘n leser van vêr -wie kan hom help Goeie dag. Ek het vir 5 jaar in Windhoek gewoon terwyl ek in die SWAGM gedien het. Ek het aan die SWAGM Rots en Strand Hengelklub behoort en ook die voorreg gehad om vir ń paar jaar die ondervoorsitter van die SWA Rots en Strand Hengelunie te wees. Tydens my verblyf het ń groep kollegas periodiek by Terracebaai gaan hengel en dan het ons in die BBP huis gewoon - my skoonsuster was Polla Swart se sekretaresse! Hengel by Terrace was normaalweg geil, maar dit het tog gesukkel as daar swael was. Ek het toe oor ń paar geleenthede ń plek so 'n kilometer suid van die kamp gekry waar ons ten spyte van swak omstandighede nog redelik Galjoen gevang het. As ek reg onthou was die omgewing bekend as Poliesbaai. My vriende het die gat toe ASSEGAT gedoop. Ek moes ongelukkig na afloop van die verkiesing in 1989 terugkeer na die RSA, maar ek het steeds periodiek weer teen die kus gaan kuier om ń paar Galjoene te vang. In 1992 het ‘n vriend vir my ‘n bord uit pantserstaal (wat gebruik is vir die maak van Ratel vegvoertuie) gemaak en "ASSEGAT" daarop uitgesny. Ek het 2 ysterpale as bene aangesweis en ek en ander vriende het die bord by my hengelplek by Terrace geplant. Ek was sedert 1992 nognie weer by Terrace nie maar het toevallig so 4 jaar gelede in ń wildvreemde vasgeloop wat vertel het dat my bord nog teen ń duin gelê het maar dat die bene weggeroes was. Ek sal dit baie waardeer as enige van die plaaslike hengelaars vir my kan laat weet of my bord nog op Terracebaai is. Indien wel, gaan ek beslis ń spesiale tog onderneem om my "gat" in ere te herstel as ek die nodige toestemming daarvoor kan kry. Plane wreckage that of 1997-tragedy Floris Steenkamp An inspection carried out on parts of a plane wreckage caught in the nets of a hake trawler off Terrace Bay last Monday established it is most probably belonging to the German Tupolev 154M air force plane that went down on 13 September 1997 after a mid-air collision with an American C141 Starlifter military cargo plane off the Namibian coast near the Kunene River mouth. Reliable, first-hand information at the disposal of namib times is yet to be made official by Namibia's Directorate of Civil Aviation, but it is believed the current find netted the biggest part yet of the wreckage ever to be found. It is not the first time Namibian fishing vessels netted debris of the downed military planes the past nearly two decades, but this time round investigators believe they have such a large chunk of wreckage located that it warrants a renewed recovery operation by the German and American air forces. A total of 27 servicemen died in the crash, with minimal of the victims’ mortal remains recovered or any major parts retrieved from the Atlantic Ocean to complete the puzzle of the mid-air collision. The hake trawler Ambrose Bay last Monday at 16:15 struck a heavy object with it trawl net on the seabed 220 nautical miles northwest of
Walvis Bay in a water depth of 748 meters. It is fairly routine for large rocks or even old, sunken long line fishing lines to get entangled in bottom trawl fish nets. This time the crew of Ambrose Bay and its skipper Bennie Bredenhann were in for a surprise when plane wreckage was pulled to the ocean surface, so large they thought it to be that of a light aircraft. The section of the wreckage attached to the net broke loose from the rest, allowing for the biggest part of the wreckage to sink back to its watery grave. An eight meter section weighing several hundred kilograms remained and was handed over to the Namibian Police's water wing on Tuesday. It was locked away in a container and the aviation authority was notified. On Sunday a senior aircraft accident investigator arrived in Walvis Bay and assisted by the Namibian police gained access to the piece of
wreckage. Within minutes a positive, yet not official, conclusion was drawn that it indeed belongs to the downed German military plane. Sources were reluctant to discuss any specific information and said an official announcement can only be made after a formal investigation is concluded. The newspaper learnt reliably that a piece of the wreckage has in the meantime been sent to Windhoek where investigators of the air accident investigation unit of the Ministry of Works and Transport will start examining the wreckage this week. It remains up to the finding of this investigation, as well as from footage of video material which was published on the namib times website, whether the German- and American air forces would deem the latest find adequate to return to the crash site to retrieve what sunk back to the seabed last Monday.

Na aanleiding van die Vrydag-berig in namib times, het verskeie mense die koerant geskakel en hoop uitge-spreek dat dit die vliegtuigwrak is van Kom-mandant Pieter Gouws se Piper Cherokee 6, wat op 'n Saterdagmiddag, 21 Februarie 1981 op dié kort vlug spoorloos verdwyn het. Nie 'n enkele wrakstuk kon opgespoor word nie. Selfs nie eers 'n soektog deur die SuidAfrikaanse Lugmag of S.W.A. se 1 Eskader, waarvan Gouws die bevelvoerder ten tye van sy verdwyning was, kon 'n grieseltjie leidraad oplewer nie. 'n Eensame gedenksteen op Myl 108 is vandag die nagedagtenis wat die Gouwsfamilie van hom het. Die nuus dat die wrakstuk dié is van die Duitse
lugmagvliegtuig wat in 1997 na 'n botsing met 'n Amerikaanse lugmagvliegtuig naby die Namibiese kus neegestort het, is met gemengde gevoelens ontvang. Dit is nie Gouws se vliegtuig nie, maar sou dit sy vliegtuig wees kan berusting gevind word. Daar was wel redes vir hul hoop. Eerstens, verlede Maandag se vonds was soos die kraai vlieg tagtig kilometer was van Terracebaai. Die vermoede is Gouws kon in digte mis vêr oor die see vlieg en die roete verkeerdelik as sy vliegkoers tussen Terracebaai en Hentiesbaai aansien. Tweedens, die wrak van Maandag het 'n duidelik oranje streep op die wit vlerkoppervlak gehad. Gouws se Cherokee was deels oranje. Hieronder: So berig namib times in 1981 van Gouws se verdwyning. New leadership for Woermann Brock oop op Uranium Institute Henties The Namibian Uranium Association (NUA) is an independent association representing the interest of all the operating uranium mines, most of the uranium exploration companies and contractors associated with the industry. It is governed by a Board of Trustees. The purpose of the association is to promote the development of an efficient uranium industry committed to sustainable development and in compliance with Namibian laws and regulations. Mr Hilifa Mbako was elected as the new Chairperson of the NUA with effect from 1 January 2016 for the next two years. He takes over from Mr Deon Garbers, the Senior Executive Vice President of Swakop Uranium, who has led the NUA during the past two years. Mr Mbako is currently the Managing Director of AREVA Namibia and its subsidiary companies. Mr Hilifa Mbako joined AREVA Namibia as Country Manager in December 2009 and became Chairman of AREVA Processing Namibia in November 2011. He was educated in England since 1983 where he read Business, Finance, Politics, Philosophy, Economics and Journalism. He worked in the UK and Mexico for a year before returning to Namibia in 1989. He holds a BA Communications, Economics and Philosophy degree (Bradford University) and a National Diploma in Business and Finance (London College of Communication) and has more than 25 years' top level experience in the financial services and mining industry. The Association is also pleased to announce the appointment of Mr Werner Ewald as the acting Deputy Chair. Mr Ewald is the General Manager of Bannerman Resources Namibia. He holds a degree in Electrical Engineering and an MBA for which he received the Gold Medal Academic Award from Old Mutual. He started his engineering career in the Erongo Region shortly after Namibia's independence and joined Bannerman five years ago. Mr Ewald chairs the NUA Sus-
tainable Development Committee that leads the development of the industry's positions on key issues a ff e c t i n g t h e e x pansion of uranium exploration, mining and exports. His focus during the next two years will be on the importance of water and power supply in the Erongo region. Appointment of Executive Director of the Namibian Uranium Institute: The Namibian Uranium Institute (NUI) is the uranium industry's leading point of contact for governments, the public, media and other interested parties. The NUI creates consultative communication platforms, set standards and provides health, environmental and radiation safety training for the industry. It is closely linked to the Namibian University for Science and Technology (NUST). The NUA is pleased to announce the appointment of Dr Gabi Schneider as the Executive Director of the Namibian Uranium Institute (NUI) with effect from 1 February 2016. Dr Schneider takes over from Dr Wotan Swiegers, who retires after leading the NUI since its inception in 2009. Dr Gabi Schneider graduated in 1980 with a Master of Science in Economic Geology from the University of Frankfurt, where she also obtained her PhD in the Faculty of Earth Sciences in 1984. After working for the Institute for Geochemistry and Metallgesellschaft, both in Frankfurt, she joined the Geological Survey of Namibia in 1985 as a Senior Geologist. She headed the laboratory, before she became Deputy Director in the Division Applied Geology. She served as Director of Mines in 1995, and was appointed Director of the Geological Survey of Namibia in
1996. Her professional experience covers economic and exploration geology, mineralogy and geo-chemistry as well as management and administration. She serves on numerous platforms notably as the President of the Organisation of African Geological Surveys (2013-2016) and the Vice Chairperson of the Environmental Investment Fund of Namibia. She is a Director of the Minerals Development Fund of Namibia; the Vice Chairperson of the Board of Trustees of the Namibian Institute for Mining and Technology (NIMT); a member of the Sustainable Development Council of Namibia and a member of the Benguela Current Commission. She served as a presidential appointee on the Council of the University of Namibia and its Executive Committee, and as a member of the National Heritage Council of Namibia, where she also held the post of Chairperson of the Scienific Committee.

First place went to PJ nd Balhao, 2 place to Vilho Nangolo and third place, after much deliberation was awarded jointly to Honest Right and Silvanus Ashipala. PJ Balhao said in an interview that he is proud of his company and with this in mind he just delivered to continuous satisfaction. “Being disabled
does not mean that you cannot reach your goals in life, this motivated me more, to just give my best everyday,” PJ said. Balhao received a prize for a Boat cruise for 2 on the Symphony to the Portuguese Islands. Vilho Nangolo a trip to Cape Town for 2 including a visit to Table Mountain and Robben Island and Honest Right and Silvanus Ashipala a weekend at Midgard for 2. The company also acknowledged other dedicated individuals for long service by giving them long service awards. The recipients of these awards were Tony Jiyane, Siraadj Kajee and Pamboundam Mama. “The most successful companies - both in terms of their culture and their ability to grow in the marketplace - will be those that recognise the unprecedented and unstoppable power of the positive thinking of its employees,” Hannes Uys said during this certification.

Madelaine Laubscher The namib times Cycle 4 Damian 2015 event was a huge success with four events that took place last weekend that catered for all ages and fitness levels.

Approximately 40 cyclists rocked up for the night ride last week Friday, despite the strong wind. The coordinator, Mr Danny Beukes said “It was a 10 kilometre ride which was suitable for all ages and any bicycle type. The Saturday morning hosted two distances, namely the 36 kilometre from Dune 7 to Swakopmund, entertained by three water points along this route. Three children, Marshall (9), Johann (7) and Jacques (7) also accepted the challenge of this ride and all three completed the ride. This was also a first for Eddie Van Wyk (65) who completed the distance for the first time. The 80 kilometre Mini Dash made for some tough riding. This year we also saw teenagers as young as 15 that cycled the distance for the first
time. Maarten van der Merwe (15) and Leandry Potgieter (15 and suffering from asthma) showed some extreme bravery on this ride. This was good preparation for the actual Desert Dash and was thoroughly enjoyed by all participants.” The organisers also hosted a 10 and five kilometre run/walk/kiddies cycle and they will definitely do more next year to promote this amongst the runners. “On Sunday a group of cyclists on fat bikes conquered the dunes behind Walvis Bay, following a popular route which fat bikers use for their leisure training. It was also an enjoyable sightseeing tour as we passed a settlement area seemingly located in the middle of nowhere. I am humbled by the support we received at this year's event, from both our sponsors and the cyclists alike. We tried to make it more interesting this
year and it appears to have taken favor with the cyclists. Without the sponsors and the volunteers this would not have been possible. I have them to thank for the success of the event” he said. Damian could not visit any of this year's cycling events, as he was still in Windhoek recovering from an operation to his aural canals, but received many well wishes. His heart condition is stable for now but he has to be closely monitored for the rest of his life to see how his heart is coping with growing up. He still needs to go for regular check-ups and receive medical care when needed. “The community is welcome to make donations at any time as Damian will always have medical expenses and every bit helps. It is unbelievable what we can achieve as a team,” Danny concluded.
