Namibians to have a say over possible time change Floris Steenkamp An official letter is circulating in the public domain since midJanuary this year of the Ministry of Immigration and Border Control, as the custodians of the Time Act (Act 3 of 1994)”, requesting for inputs from the public to determine whether there is rationale to do away with what Namibians know for the past 22 years as winter time. Namibians have till month end to put their views in writing as to whether the current time format of summerand winter time should remain, and whether Namibia would return to summer time only. On the first Sunday of A p r i l e a c h y e a r, Namibian time is adjusted to 2 hours ahead of Greenwich Meridian Time (GMT) which effectively places the country then one hour ahead of South African time. Although Namibians have become used to two time zones each year, one for the summer and one for

winter, it led to countless frustrations and hardships, specifically during winter times which see the sun set and almost total darkness shortly after 17:00 each day. It is especially people commuting by taxi or walk to and from work each day who become vulnerable for movement after dark. For cross-border business with South Africa

Timo Voges’ Erongo Mall back in the race against Dunes Mall Liesl Losper Walvis Bay is officially now the place where two mega shopping malls are simultaneously developed right across the street from one another, and directly in competition to one another for anchor tenants. This follows after businessman Timo Voges successfully obtained permission from the Ministry of Urban and Rural Development to purchase 21 hectares of land from the municipality of Walvis Bay demarcated as Portion of Portion 196 Walvis Bay Town and Townlands. This land is at the entrance to Walvis Bay and situated directly across the road from where JSE-listed Safland Group is currently developing the future Dunes Mall. Voges and his Greenstone Investments is developing his Erong Mall in a venture with Atterbury, also a JSE-listed shopping developer in Africa. Safland and Atterbury are known for giving one another a steep challenge in the mall development market in Africa. Spokesperson for the municipality Kevin Adams confirmed recently the sale of Portion of Portion

Adams explained the process, including that Voges had to await formal approval from the Ministry of Urban and Rurual Development which must first consider all applications of large tracts of urban land before local authorities can dispose of it. This caused Voges' mall development schedule fall behind to the Dunes Mall, where construction progresses rapidly and this mall due for a grand opening by May next year. Adams defended the fact Voges bought the land for N$46 per square meter as market related. Greenstone will have considerable cost in earthworks and servicing the land. Projections show Walvis Bay's population to grow to 180 000 inhabitants in the course of the next ten to fifteen years, hence the need for shopping mall developments.

NC Chairperson Margaret Mensah-Williams made the remarks during a five-day post-election seminar, which commenced in Windhoek on Monday. The seminar is designed to equip newly elected Members of Parliament with knowledge and skills on how Parliament works and what is expected of them. Mensah-Williams also raised concern about the lack of functionality of Regional Development Committees (RDCs), noting that such structures are important in Government's efforts to fast-track decentralisation and bring about development to its citizens. She said only three RDCs are functional; those of the Erongo, Omaheke and Kunene regions. “We hope that this will change with the performance agreements,” she said. The five-day seminar will touch on topics such as best parliamentary practices, the art of diplomacy, parliamentary ethics, the relationship between the NC and regional councils and understanding the law-making process and Bill analysis. Coast pilots mourn loss of three pilots The coast’s aviation fraternity expressed shock and dismay over the weekend over an air crash at the Hosea Kutako International Airport which on Friday claimed the lives of three ace Namibian pilots during a routine training flight. The deceased pilots were identified as Fritz-Walter Alpers (40), in life a flight captain of Air Namibia. The second pilot is Uwe Herbert (62) with a career of more than thirty years as pilot for the Ohlthaver & List Group. The third is Ole Friede (43) a pilot and business owner. It was confirmed the Cessna 425 Conquest with the call sign V5-MJW belonged to Eros Air, a subsidiary of the Ohlthaver & List Group. The Air Accident Investigation Unit of the Ministry of Transport indicated that a full investigation into the accident on Friday morning has commenced. There is at the moment no indication as to what caused the plane to abruptly crash on final approach to runway 026 at the Hosea Kutako International Airport on Friday morning. The three pilots were on instrument flight rule (IFR) training, compulsory once a year for all commercial pilots. The plane took off from Eros aiport, but crashed on final approach at Hosea Kutako shortly thereafter.

Chain collision near Rössing Mountains

At least two people were injured in an accident involving six vehicles on the Swakopmund-Arandis road yesterday afternoon. One person is reportedly in a critical condition and the other is stable. A source at the accident scene said the accident occurred at about 14:26 some 20 kilometres to Arandis near the Rössing Mountains. The six vehicles which were involved in the accident include a government pick-up, three trucks, a Volkswagen minibus and a sedan. All six vehicles are believed to have been travelling in the eastern direction from Swakopmund. According to the source, one of the trucks crashed into five other vehicles in front of it after the vehicles had slowed down to allow two trucks to turn off the road and in turn caused a chain collision. Two of the trucks transported fish and glass bottles, respectively. The road was closed for traffic because it was scattered with broken glass and fish. Paramedics from six ambulances were at the scene to assist the injured passengers. NAMPA

Murders in Erongo Mavourlene !Gaёs Region The residents of the Erongo region experienced great loss with the double murders in the region over the weekend where two residents from Swakopmund were killed and another resident in Karibib also lost his life. The police have arrested a 21-year-old suspect in connection to the murder which took place at a local club in Karibib at about 22:00 on Saturday evening. NamPol regional crime coordinator, Ottilie Kashuupulwa, confirmed the murder. Although it is not clear whether the accused and the deceased had a physical confrontation, it is being alleged that the deceased was apparently punched by the 21-year-old suspect and fell head first on the concrete floor. The deceased who has been identified as 27-year-old Edward Oscar Motinga allegedly sustained serious injuries to the head as a result of the fall and died on the spot. The suspect allegedly ran away after the incident but, was later handed over to the police by family members. Another murder took place in DRC, Swakopmund where 41-year-old Hamunyela Moses was attacked by two suspects aged 17 and 18 while on his way home. “He was stabbed once on the right side of his chest and again on his left shoulder.” The victim allegedly managed to get away from his attackers and ran home. After he got home, he told his family that he had been stabbed and they phoned the ambulance immediately. “He was taken to the hospital where he died around 10:00 the same morning. The police in the search for the suspects, returned to the crime scene where they started following the suspects footprints which led them to the two suspects.” Both of the suspects were arrested and expected to appear in the Swakopmund Magistrate's court this week.

Tangeni Tamkondjele (34) and Elikan Joseph (38) both appeared on a charge of attempted theft from a motor vehicle which was properly locked. The matter was postponed to 14 April for plea and trial. Both accused are on bail. Matheus Intja (28) appeared on a charge of rape. The matter was postponed to 31 March for further investigation. The accused is in custody. Cicilie Haufiku (31) appeared on a charge of housebreaking with the intent to steal and theft. The accused was found guilty and sentenced to pay a fine of N$1 000 or 60 days in prison. Titus Kaalushu (30) appeared on a charge of robbery. The matter was postponed to 13 April for plea and trial. The accused is on bail. Ricardo Golliath (35) appeared on a charge of theft. The accused was found guilty and sentenced to pay a fine of N$1 500 or three months in prison. Donald Kationdorozu (23) appeared on a charge of common assault. The matter was postponed to 29 February for further

It has been reported that Goseb and his friends got into an argument with the suspect who then took a knife and stabbed both Goseb and one of his friends. The deceased’s friend is still recovering in hospital and the police are asking the public to assist them in finding the suspect by coming forward with any information that might lead to the arrest of the suspect. No bail for Swakopmund murder accused Mavourlene !Gaёs 34- year-old Ciska Aochamus who was arrested for stabbing and killing 31-year-old Jackson Kazenaimue on Thursday appeared in the Swakopmund Magistrate's Court yesterday morning. The accused was denied bail and remanded in custody. The police arrested Aochamus after she allegedly stabbed and killed Kazenaimue in the Olutweni suburb in Swakopmund on Thursday evening between 23:00 and 23:30. According to regional crime coordinator, Otillie Kashuupulwa, Aochamus who is renting at the same house as the deceased was allegedly making noise with her friends, when Kazenaimue went over to confront her about the noise as he could not sleep. The accused then allegedly took an unknown object and stabbed Kazenaimue on the left side of his neck and he died on the spot. The case was postponed to 7 March for the accused to gain legal representation.

Body of drowning victim identified The man who allegedly drowned at the Walvis Bay waterfront area on Thursday afternoon around 14:00 has been identified as 33-year-old Timoteus Joseph from Mondesa, Swakopmund. It is alleged that the deceased came from Swakopmund with his friend and was under the influence of alcohol. According to police spokesperson, Erastus Iikuyu, the deceased and his friend were dropped off by a friend at the Waterfront at around 14:00 where they started having a few drinks at a local drinking spot. “The deceased later started removing his clothes as he claimed he wanted to swim. He was told to go and swim somewhere else as he was in a bar. Both the deceased and his friend left the bar and went on top of the building. The deceased was allegedly later seen floating unconscious in the water and was taken to the Walvis Bay State hospital where he was declared dead at 14:40. His next of kin were informed.

Gobabeb calls on public to review their research The Summer Drylands Programme (SDP) 19 has made it to the finale. 'The race was a survival of the fittest', say the thirteen participants. SDP is a two month-long research methodology course for final year students and recent graduates offered by Gobabeb Research and Training Centre and the Desert Research Foundation of Namibia. This year's theme was: “understanding soil respiration and carbon fluxes across the climatic gradient of the central Namib Desert.” Data was collected during December 2015 and the results were being synthesised since the beginning of the year. Students saw several important trends in their data-set, which will be presented to the public this coming Saturday. They found it intriguing that soil respiration in the dunes seems to ignore varying day or night temperatures, while the soil respiration in the gravel plains

indicates microbial activity as being stimulated by daylight. Though dunes do not really show a different carbon efflux between day and night, they distinctively illustrate some effects of watering unlike the gravel plains. It was so amazing to notice that the climatic gradient actually has an influence on the efflux from west to east of the gradient. The highest efflux was found on the eastern side of the gradient

where there is more rainfall than fog. The intermediate of the climatic gradient releases the least amount of carbon as it receives the least fog and rainfall unlike the western part that receives the most fog. Such a study is a great breakthrough as it is the first of its kind in the Namib Desert. It paves the way for researchers to explore more on factors that affect global climate change. Moreover the outcome of

this study will also help inform complimentary research in the future. It has been a short, intense and yielding period for the chosen thirteen participants. Coming from different fields of studies and integrating each other's expertise has helped them enhance each other's skills on critical thinking, problem solving and teamwork approach. The SDP 19 team expressed their sincere ap-preciation to Gobabeb Research & Training Centre and DRFN for such an initiative. It has helped put lecture theory into practise. The training course made a personal impact on the team members, as the participants learned how to

effectively work together as a team. For instance, the students trained in mapping contributed to the technical parts of the research analysis while the nature conservators educated them on sustainable living in desert environments. Participant Kaino Iyambo said she discovered the importance of keeping the desert clean in order for the ecosystem to maintain its functionality. Most admit they have learnt a lot on how to interact with other people from different backgrounds with different

attitudes, interests and dislikes because in spite of all the challenges, the goal had to be achieved. Fellow student Alia Tshikesho appreciates the opportunity she got to have a hands-on experience on how to plan for a project, the importance of constantly reviewing progress at every stage and flexibility in the whole process. Most of all participants have come to appreciate what teamwork really means. Participants are busily preparing a role play in which they will present

their findings for the public. An invitation was extended to the public to come and witness the launching of this novel knowledge about the Namib Desert on Saturday at Gobabeb Research and Training Centre. BON Hotel Swakopmund officially open...

The latest addition to the BON Hotels' stable, BON Hotel Swakopmund, had its grand opening last week Thursday. Guests were not only treated to the best in cuisine, but a tour of the facility also revealed the ellegance and luxury this latest hotel has to offer visitors. The hotel was launched last year in December and is located within The Dome, a multi-functional, innovative indoor sports and conference centre that can comfortably accommodate up to 2 000 people. There are 34 beautifully appointed dome-facing and sea-facing rooms and the public areas comprise various novel meeting areas seating up to 30 delegates. The Chief Executive Officer of the BON hotel, Guy Stehlik said the main feature or what makes their hotel unique is that they are not in the centre of Swakopmund and the hotel is more focused on corporate travellers and conference delegates, “so all of the fittings in the room are focused on corporate, we have got room service and all things that a corporate guest or delegate would want. According to Stehlik, the hotel cost them about N$90 million. He said they are looking for partners in Namibia “to help us grow our portfolio so we actively invite hotel owners that feel that their hotel could be managed and marketed better, to make contact with me,” said Stehlik.

According to Mutjavikua, the challenge of new unions in the market is going to take part, whether in

the mining industry, fishing industry or any industry, “both players in the labour sectors need to be aware of these challenges” said Mutjavikua. He further said that new unions are not nurtured in the ideology of the trade unions, they remain in the union for benefits. “People are not educated within the trade unions and they need to be educated to keep the trade union ideology up and running,” said Mutjavikua.

Madelaine Laubscher It was recently discovered that certain motorists do not abide by the rules and regulations regarding the traffic light at the Walvis Bay Primary School's zebra stripes, which could have serious consequences. When children cross the zebra stripes in the afternoon they activate the red traffic light in order to safely cross the road, but the namib times noticed on several occasions that certain motorists ignore this specific traffic light when the red light has been activated. On one occasion, while five children were crossing the road on the zebra stripes after activating the red traffic light, a vehicle simply sped over the red light, resulting in the children having to jump out of the way to avoid being run over. On another occasion when the red light was activated, children crossed the road and once they had crossed (the light still being red) a certain vehicle simply drove on again without waiting for the light to turn green. The Chief Traffic Officer of the Walvis Bay Traffic Department, Mr Eben Platt, said “the rules and regulations regarding this said traffic light are the same as any other traffic light. If the said traffic light is red, you are to wait for the light to turn green, even though the children have already crossed the road,” he concluded.

Rössing donates towards Promiseland

A ceremony was held at Tutaleni in Walvis Bay on Friday where the donation and signing of the memorandum was sealed. The money donated goes towards salaries of teachers of the Trust.

for the generous donation to assist us with our salaries for the teachers employed by the Trust.” He further said that, had it not been for Rössing buying into Promiseland's vision to look after their training needs, specifically the countries’ vulnerable children, they would not have been here today. “We know that each vulnerable kid that receives training at this facility will benefit from it in future. As long as we as Trustees and sponsors stay humble and keep on investing in our country's children, we will all contribute and assist in building our economy and ensure a future for our children in this country,” he concluded.

Following in their footsteps as the top candidates of WBPHS are Jani van der Berg, Anita Sirakis, Nicole Beukes, Bianca Scheffer, Ulrich Appollis, Daniella Rodrigues, Curtis de Koe and Peter Pfeiffer respectively with their beautiful results. Duane Feris was also acknowledged as the learner with the second best overall performance with his 6 subjects in the Erongo Region. A beautiful performance. Ladies Cricket News Herman Karsten in action on Sunday Herman Karsten, who was a senior player for the past four years for LHU Blue Waters, played his last game on Sunday for his team. The Blue Waters cricket team played against the Junior Coastal Cricket Academy (JCCA). JCCA batted first and scored 136 runs and Blue Waters manage to score 126. JCCA won by 10 runs. “It is heartbreaking to leave the team. It was a good experience for me being part of building the team for the past four years. I sincerely hope that the team will take the league this year,” Karsten told the namib times. Coach Justus Hangula said the new captain will be announced during the week. Karsten is relocating to Windhoek where he will play for CCD Tigers Cricket Club.

Walvis Bay Barcelona Football Club launch their new Kit

The Blue Waters Ladies Cricket Team from Walvis Bay played against the Pro-Ed Ladies Cricket Team from Swakopmund at the Cricket Oval in Walvis Bay on Saturday. Blue Waters won the toss and decided to bat first. They only managed to score 66 all out in their first innings. The Pro-Ed bowlers were very sharp in the first session with captain Adri van der Merwe picking up 3 wickets for 11 runs in 8 overs and Wilmé Els with 3 wickets for 11 runs in 5 overs. Pro-Ed went on for their innings and only managed to score 39 runs. Blue Waters struck back early with captain Wilka Mwatile taking 4 wickets for 17 runs in 5 overs and Sheomwenjo Namusha 3 for 12 after 5 overs. Blue Waters went back on the field for their second innings and they scored a total of 116 runs. Pro-Ed managed to get 93 runs after time has been called. The match ended as a winning draw for Blue Waters. Wilka Mwatile (14), who represented Namibia at U/16 level in Gauteng, U/19 level in Botswana and also played for the senior national side in the ICC Africa Women's Trophy tournament in Johannesburg on December 12, 2014 is one of the star products of the Academy. Namibia's national Under 19 cricket team beat South Africa on Sunday in their second game of the 2016 International Cricket Council (ICC) U19 World Cup.

South Africa were the defending champions of the ICC U19 World Cup, but were eliminated from the competition by the 'Young Eagles' of Namibia. The competition kicked off on 22 January in Bangladesh. Namibia were drawn in Group A along with host nation Bangladesh, South Africa and Scotland. Last Friday, Namibia beat Scotland by nine wickets, with 144 balls remaining. On Sunday Namibia beat South African by two wickets. They now join host Bangladesh in the quarter finals of Group A. Bangladesh qualified for the quarter finals of the U19 ICC World Cup with a 114 run win over Scotland. Namibia's win against South Africa puts them at the top of the group, but level on four points with the host nation. Bangladesh and Namibia will now meet on Tuesday, an encounter expected to be thrilling as it will be a decider on who finishes top of the group. The winner will feature in the first quarter-final against the Group D runner-up (India or Nepal) on Friday, while the group runner-up in Group A will take on the winner of Group D on Saturday. Meanwhile, the two bottom teams in each of the four groups at the ICC World Cup will qualify for the Plate Championship quarter finals. The competition is being played on the basis of 50 overs.
